Please explain, IGP!

An official source has confirmed that Inspector General of Police Achyut Krishna Kharel has embezzled millions of rupees within a year. According to the source, IGP Kharel and his counterparts are involved in every scandal from clothing the Nepal Police to feeding them. It has been observed goods worth more then Rs 100 million have been bought without even calling for tenders. Even though there was enough time, Rs 110 million was spent on bulletproof jackets without calling for tenders while Rs 3.77 million was spent on body shields and Rs 1.29 million on other equipment. These figures are stated in the Public Accounts Committee\'s report.

It is also stated that there has been embezzlement of funds while hiring helicopters for flights to Maoist-affected areas. The PAC report states, "Helicopter flight rates were fixed arbitrarily instead of calling for tenders." Not only have the helicopter companies been paid whatever amount they have asked but they have also been paid in dollars. A 5-seat helicopter has been paid $ 800 an hour, a 9-seater $ 1045 and 21-seaters have been given $ 1750. The report states, "It is not necessary that these flights be paid in dollars because they are Nepali companies." The report further adds that no record has been kept of how many hours of charter flights were undertaken.
