When Maoists ordered Chandra Sanwa of Panchthar, Ambapur to donate either money or men in 2002, he left his village and settled in Mangsebung Ilam district. Bhagirath Limbu of Ilam's Mahamai VDC was given the same ultimatum so he too fled and settled down in Mangsebung. Seven thousand other villagers like Sanwa and Limbu have now settled here in what locals call the \'Village of the Displaced' because there are more IDPs living here than permanent residents and the number is increasing. Of the total population of 12,000, almost 6,700 are IDPs, a majority of them from Kirat communities. A committee has been formed to look after 1,029 displaced families. Villagers have also decided to look after security themselves. A checkpost has been put up in the main entrance of the village. It is not a Maoist checkpoint nor are there state security personnel here. But it is necessary to obtain permission from the local youth guarding the checkpoint to enter the village. Three-dozen of them have been given permission to check everyone who enters. Captain of the security committee, JR Limbu, explained that since the area was religiously significant to Kiratis weapons, alcohol and tobacco are strictly banned here. Most of the inhabitants are vegetarian and locals do not even use alcohol during religious ceremonies. Security has been tightened after Maoists tried to infiltrate the area to use a field as a training ground. The village also contains two English schools and a high school is planned.
