Water is life. Nowhere is that adage as relevant as in a village along the Tila River in this valley in far western Nepal. Fed by glaciers higher up, the river flows strong all year round. But just a few metres above its banks, terraced farms are high and dry and crops depend on the annual monsoon. Farmers here have a traditional irrigation system that channels river water through wooden conduits carved out of tree trunks along the contour of the mountains to water their fields. But many of these wooden canals have fallen into disrepair, most of the water leaks out destabilising slopes, destroying homes and little water reaching the fields.&nbsp; The village of Ghodesim is located on a steep slope below one of these water canals, and its 86 households are at risk of landslides because of the leaky irrigation canals. Instead of relocating the village to a safer place, the municipality has replaced the wooden conduits with a more permanent cement canal: providing year-round water to the fields, generating electricity, and reducing the drudgery for women here. People have started to plant not just paddy but also vegetables,” says Lakshi Rokaya, a farmer in Ghodesim. Jumla and the adjoining Sinja valley in Nepal’s remote northwestern mountains has the highest-grown rice in the world, a red starchy variety that is extra nutritious. Lakshmi Rokaya had stopped planting wheat and barley because the village’s traditional irrigation canal had gone dry. Now, she points proudly at her terraces ripe with wheat and barley swaying in the afternoon breeze. “For so long, these terraces were barren and dry, just look at them now, they are ready for harvest,” Rokaya says. The adjoining district of Kalikot in Karnali Province, &nbsp;Shubhakalika Rural Municipality has also built a 658m long irrigation canal that also generates 35KW of electricity, providing households here with power for the first time. “Our whole world now looks brighter,” beams 50-year-old Jokala Shahi of Howdi Gad village in Kalikot. Until two years ago, she had never before seen an electric bulb, and she says the light has made life much easier.&nbsp; The irrigation project was built with Rs2 million from the local government and Rs2.3 million from the UN’s World Food Programme (WFP) and shows how much can be achieved with a relatively small investment just by providing water.&nbsp; Read also: <a href="https://www.nepalitimes.com/banner/lifting-livelihoods-by-lifting-water">Lifting livelihoods by lifting water</a>, Sabina Devkota  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2023061609060_9d901ab27b4aabe346736152826685c66090474880af49213e0d3c55d0ce8e34.jpg" data-media-id="editor_5" data-image-id="2023061609060_9d901ab27b4aabe346736152826685c66090474880af49213e0d3c55d0ce8e34" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="10-11 NT "> </figure>  Batti Chaulagain, 50, of Shubhakalika used to wait for spring rain to plant corn, and monsoons for paddy. Rest of the year, her terraces were empty. Now, even her narrow terraces now grow enough rice to feed her family of four so that her husband no longer has to migrate to India for seasonal work. Every family in this village in Kalikot has the same story, and indeed the gift of water was all it took for many households across Karnali Province to grow enough food, reduce drudgery and empower its women. Chaulagain tells a visiting reporter: “Now, we are not limited to just one crop of paddy a year. She says, “We no longer leave our terraces fallow since we have irrigation throughout the year. We plan to grow as much as possible and sell it in the market.” Farmers here used to plant potatoes only in the rainy season when they would have enough water. This year, they were done by early May and are now going to invest in apple orchards.&nbsp; The irrigation canals do not reach all farms, and villagers are now asking for the same facility from their local governments. If there is water, they say they can grow chillies, cucumber, tomato and onion, sell the surplus so they can afford better healthcare and education for children. One of the other visible changes the visitors see in this part of the country is women in construction. Of the 1,600 residents in Shubkalika of Kalikot, 800 are men, half of whom are working in India. Women are therefore seen in the farms, in the households, and even earning income building roads, irrigation canals and bridges. In Jumla’s Ghodesim, the irrigation canal was built by 50 women and 35 men in two months. Seventy villagers, more than half of them women, built the Howdigad irrigation scheme in Kalikot. &nbsp;Women are also the chair and secretaries of irrigation management committees. Rupa Rokaya, 36, of Shubhakalika is among the women who have taken up the construction job. The 0.2 hectares of land is enough to feed the family for only four months. Her father-in-law, husband and son, all went to India in January but are yet to send her any money. This money means we can eat rice and dal for a few months,” she says. Gorikala Budha, vice chair of Tila Rural Municipality in Jumla says the irrigation projects are ideal because they generate employment during construction and then provide downstream benefits when finished.&nbsp; “The projects also give confidence and independence for our women,” she says. “Some of them probably for the first time are able to buy what they want for a change, not just what they need. In Kalikot, Jokala Shahi earned Rs30,000 after 40 days of construction work and is delighted that she will buy her food for three months. She has also experienced that having an income increases confidence as well as respect for women in their families and communities. Now we speak up, we do things that only men used to do in the past.” This was always not the case. Before, women were not considered good enough to do construction work, especially the harder bits. But with the men away women have got the opportunity to prove they are strong as the men. In time, the past disparity in wages has also started to disappear with the increasing ability of women in construction. “Our husbands used to get more wages in the past, now the daily wages are the same,” adds Jokala Shahi. Access to water changes the face of rural Nepal

The reservoirs that served the city were almost empty. Fortunately, rains and lowered water use helped avert the crisis. A year later, Chennai, India’s sixth largest city, came near to Day Zero, too. Last minute rains again eased the emergency.In 2015, Chennai faced devastating floods. How could a region that was submerged four years earlier suffer such a serious water crisis? Despite <a href="https://www.nepalitimes.com/banner/nepal-tarai-learns-from-past-floods/" target="_blank" rel="noopener">floods</a> and droughts becoming a regular feature of South Asia’s climate, none of our governments have learnt lessons to conserve, <a href="#967 July 5dataews.php?id=17425" target="_blank" rel="noopener">harvest and store</a> water. Misuse and inefficiency are high, and precious water is blatantly abused.Urbanisation, <a href="https://www.nepalitimes.com/here-now/pokharas-shrinking-lakes/" target="_blank" rel="noopener">encroachment of lakes</a>, <a href="http://archive.nepalitimes.com/news.php?id=18976#.XR3p0-szaUk" target="_blank" rel="noopener">wetlands</a>, ponds, and open spaces that served as flood buffers have made inundation worse on one hand, while depleting natural storage systems at a time when water runs out like now. As Chennai expanded with new industries and IT-led growth, the wetlands were converted into housing.In January 1995, 40 hydro-geologists, social scientists, water analysts, economists, political scientists and agriculturalists had gathered in Chennai to discuss the political economy of water in South Asia. The conference, convened by the US Social Science Research Council, had concluded that relatively wealthy middle class urban domestic users appeared to have top priority over water, industries get next priority, irrigation users are next and rural domestic water users and the urban poor are at the bottom of the rung.Twenty-five years later, nothing seems to have changed. In fact, this <a href="https://archive.nepalitimes.com/article/nation/Melamchi-water-not-enough-for-everyone,3899" target="_blank" rel="noopener">hierarchy of access to water</a> is now even more entrenched, and continues to promote the transfer of pumped water from rural to urban areas. Extraction rates <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">exceed recharge and groundwater storage</a> is gradually depleted.Water problems in India, Nepal and the rest of the subcontinent are a result of a complex interaction among urbanization, agriculture, industries, changing water use, and impact of the climate crisis on  precipitation, rising temperature and humidity. By 2030, 40% of South Asia’s population will be living in cities. Urban settlements require more water supply in concentrated areas. Rapid urbanisation and the increases in demand bring new challenges as higher income families use more water to meet sanitary functions producing more waste water.The water challenges in Nepal is no different. <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">Himalayan glaciers and snowpacks are melting faster</a>, the springs in the mid-mountains are going dry at an alarming rate while <a href="https://archive.nepalitimes.com/article/nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100" target="_blank" rel="noopener">groundwater levels are receding</a> in Nepal’s bhabar, Tarai and across the border in India. Collectively these changes will lower base flows with profound implications for water security across the Indo-Gangetic basin.The current crisis is an outcome of the relentless pursuit of a water development and management model that evolved in an era before the climate emergency. It assumed the unlimited availability of water and focused on supply side solutions, without heeding to demand management and improving water governance. This model has dealt with rainfall, river and groundwater separately, neglecting the water cycle and its intrinsic function in nature. This fragmented approach continues.This water management model is not appropriate to deal with the water emergency. We need to change our approach to adapt to monsoon rains becoming more erratic, as they have this year.  Innovative rainwater harvesting practices, promoting a judicious mix of surface and groundwater sources, and managing increasing water demands is the way to go. The Chennai crisis this year will be replicated in Delhi, Patna and Kathmandu.And it is not the quantity of water that is a problem, the poor quality of available water is an equally serious challenge that needs to be solved with low-cost filtration systems for hundreds of millions of underserved families in the region. Disposal of human waste using treated clean water, in particular, needs to be systematically replaced. <a href="https://www.nepalitimes.com/editorial/getting-our-shit-together/" target="_blank" rel="noopener">Untreated sewage pollutes freshwater sources</a> and reduces available supplies. Already dysfunctional water treatment plants significantly push up treatment costs.Solutions must be based on larger societal commitment achieved through regular consultation between individuals, households, the community, the market and the state about water science, supply options, reduced use, and water conservation, and fundamentally re-crafting the institutions that govern and allocate water. Only this can potentially usher in a people-centered water stewardship and management that will include preservation of open spaces, water bodies and aquatic beings.Ajaya Dixit is Executive Director of Kathmandu based ISET-Nepal. Where is the monsoon this year?

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. There are another 100,000 mostly women in Kuwait, and 50,000 each in Oman and Bahrain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3.jpg" data-media-id="editor_1" data-image-id="20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="West Asia Iran conflict"> <figcaption>Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar on Saturday.</figcaption> </figure>  Nepal receives nearly $11 billion a year in remittances from overseas Nepalis (not counting India) through official channels, although the total is said to be much more. &nbsp;This makes up more than a quarter of Nepal’s GDP equivalent — one of the highest proportions in the world. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.

West Asia war and Nepalis

Nepal conducted its post-GenZ movement early election on Thursday in a peaceful and orderly manner, although turnout was below average in most districts. In fact, some constituencies saw voters reject the election, including in Arghakhanchi and Mustang.&nbsp; Preparation for the polls had to be done hurriedly after the September protests, with little time for political parties to work on their manifestos and campaign. But the election did push most parties to field younger, fresher and untainted candidates. This was more a <a href="https://nepalitimes.com/news/old-vs-new-vs-new">personality-driven election for the next prime minister</a> than a traditional parliamentary poll. Standing against him in his home turf was K P Oli, of the UML who was forced to resign after the 9 September protests. Although the UML was fielding a tried and tested leader, the Nepali Congress (NC) has tried to carry forward the GenZ aspiration for change by putting forward its new party leader Gagan Thapa as its prime ministerial candidate. The lower-than-average turnout appears to have been driven by several factors: a public that is apathetic towards the older parties but is not yet convinced by the capability of the new. And since the Election Commission could not organised ballot by mail or online voting, most of the estimated 4 million voters abroad also could not cast their ballots. To be sure, Nepalis abroad do represent an anti-incumbent vote bloc, and they have influenced families and friends back home through social media. The trend towards RSP and younger candidates is therefore a rejection of the old, and a protest vote against the legacy parties rather than full support for the new ones. Many migrants who were coming back to vote were also stuck in West Asia after the war broke out between Iran and Israel-US. Airlines have had to make drastic rerouting plans, and at least 21,000 flights have been cancelled. The conflict will affect petroleum imports including LPG and aviation fuel, if it continues any longer. In the first federal election in 2017, the turnout was an impressive 67%, which dipped to 61% in the 2022 election, although it was slightly higher in the municipal election. Balen Shah also took to his social media to commend Karki. After casting her vote from Kathmandu on Thursday, Karki said: “I have fulfilled my responsibility towards the nation, let us hope the people’s wish for stability and prosperity will be fulfilled by the new elected government.”

Nepal votes with below average turnout

&nbsp;The BBC documentary <a href="https://www.youtube.com/watch?v=Idv4mMGHPLk&amp;t=173s">Shot Like Enemies: Inside Nepal’s GenZ Uprising</a> set off a frenzied debate in the public sphere, highlighting how sensitive international coverage of the country still is for Nepalis despite the national media doing its job. The investigative report focussed on the massacre outside Parliament on 8 September that led to the collapse of the government and paved the way for the election on Thursday.&nbsp; There was praise from supporters of the film and scathing criticism. Raw clips and leaked conversations showed how deliberately the protesters were shot in cold blood. Others saw a sinister conspiracy behind the release of what they regarded as a one-sided documentary just a week before the election.
