This time of year last year, the phone at the headquarters of Salute Gorkha Training Centre in Pokhara was ringing off the hook. Callers wanted to know if recruitment of Nepali soldiers into the Indian Army had started.&nbsp; This year, the phone has not rung at all. The office is quiet. Many young men from the mountains who had spent more than six months in training in Pokhara to be recruited as an Indian Gorkha soldier have given up. They are now trying their luck to find jobs in the Gulf. Even so, whenever retired Butwal-based Indian Army soldier Laxman Shrestha gets calls from his village in southeastern Gulmi, the most frequently asked question is: “Dai, has the recruitment process begun?" Shrestha retired four years ago after having served for more than 17 years in the Indian Army’s Gorkha Rifles, and currently operates a business in Butwal.&nbsp; Read also: <a href="https://www.nepalitimes.com/editorial/in-the-line-of-fire">In the Line of Fire</a>, Editorial He also supports young people from his home village in the mountains who want to follow his footsteps. But with the uncertainty about India’s military reform plan called Agnipath, he is not able to give them a clear answer. The Indian Army suspended Gorkha recruitment for two years from 2020 to 2021 due to the Covid-19 pandemic. But even afterwards, there are new conditions for applicants. Introduced last July, Agnipath only allows recruits aged 17.5 to 23 years old to be hired as soldiers for four-year periods, after which they will be discharged with a lump sum of Rs1.8 million, but will not be eligible for a lifetime pension. Only 25% of trained soldiers will be offered a 15-year extension after the initial four years. Recruitment did start in Butwal and Dharan, but the selection process was halted soon after by the Sher Bahadur Deuba-led government, saying that Nepal needed further study into the scheme. Some 306 applicants from the mountains of central Nepal had already enrolled at Salute Gorkha Training Institute in Butwal. Most are now trying to get an overseas job, and some want to try for the British Army. There are currently 4,100 Nepali Gurkha soldiers in the British Army, and 205 were &nbsp;selected this year from about 25,000 applicants, despite a long-running dispute over pensions. The British Army also recruits Nepalis on behalf of the Singapore, Oman and Brunei security forces. “The selection for the Indian army is easier than the British Army and the Singapore police. That is why many trainees who enrol in our institute tend to try for the Indian military,” explains Lokesh Thapa, director of Salute Gorkha Training Institute who has been training aspiring recruits for 13 years. “But with the future uncertain, we cannot enrol a new batch.” Trainees pay fees up to Rs80,000 each at the institute's branches in Butwal, Kathmandu, Lalitpur, Dang, Chitwan, and Dharan, and it is among 30 other similar centres.&nbsp; “The fees they have paid has gone to waste,” says retired Indian Army Junior Commissioned Officer Kul Bahadur KC. “They have nowhere to go and no one who can answer their questions.” Read also: <a href="https://www.nepalitimes.com/here-now/tales-of-courage-and-suffering-cx95f89e">Tales of courage and suffering</a>, Nepali Times In February, India’s Foreign Secretary Vinay Mohan Kwatra paid an official visit to Nepal to discuss Agnipath among other things, but no outcome was made public. Former Indian Army Captain Chok Bahadur Gurung has made up his mind about what it means: “Agnipath has shown that India is ignoring the Nepali government.”&nbsp; Prime Minister Pushpa Kamal Dahal said he raised the Agnipath issue with Narendra Modi when the two met in New Delhi in May, but there was no joint mention of it. Even retired Indian Army major general Ashok Mehta who has served in the Gorkha Brigades is outraged. He told Nepali Times: “The existing recruitment system was overturned without notice or consultation with a strategic Himalayan neighbour with whom India claims special relations. India-Nepal relations are like between daju and bhai, but this was not very big brotherly.” A Tripartite Agreement in 1947 allowed the continued recruitment of Nepalis into the British and Indian Armies, but Nepali fighters went over to the British side even before the end of the 1814-16 war with the East India Company following which Nepal signed the Sugauli Treaty. India has since added another Gorkha Regiment. (India refers to its Nepali soldiers as 'Gorkhas', while the British prefer ‘Gurkhas’.) Former soldier Mukta Prasad Shrestha from Gulmi served 21 years as an Indian Gorkha soldier and still sees young people in his village training to do what he did as a young man. He agrees that the Agnipath scheme puts the livelihoods of Nepali soldiers at risk. &nbsp; “Well-to-do people do not join the military, those who have the responsibility to take care of families do,” says Shrestha. “Why else would anyone want to go off and fight for somebody else's land?” Sushant Singh, who served in the Indian Army for 20 years and is now the consulting editor of Caravan magazine in New Delhi, said in a recent podcast that a scheme like Agnipath erases the self-identity of retired soldiers. Read also: <a href="https://www.nepalitimes.com/here-now/a-forgotten-gurkha-rebellion-e8z403ab">A forgotten Gurkha rebellion</a>, Ram Kandangwa  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2023081205080_87bf1d4bb3d8a5256ef93bb4658a150fc6b82ae9d72a76e31180bc382da98249.jpg" data-media-id="editor_7" data-image-id="2023081205080_87bf1d4bb3d8a5256ef93bb4658a150fc6b82ae9d72a76e31180bc382da98249" data-rendition-name="original" width="960" height="645" loading="lazy" alt="Gorkha Training NT"> </figure>  “Until now, those who joined the army served for 17 years, and left with experience and honour afforded by the training and the pension received,” Singh recently said on a podcast. “That honour makes all the difference between having been a soldier or a hired killer.” Nepal’s former ambassador to India Deep Kumar Upadhyay says India employed “crude diplomacy” by failing to discuss Agnipath with Nepal before its implementation as it involves soldiers from Nepal.&nbsp; “India should not have taken a unilateral decision on a recruitment process that does not justify terms set in the Tripartite Agreement,” says Upadhyay. “India must reach out to Nepal’s political leadership as well as ex-servicemen networks.” Maj Gen Ashok Mehta echoes this sentiment: “It is clear that India’s handling was presumptuous, and the government has opted to make Nepal-Domiciled Gorkha (NDG) recruitment not as a foreign policy imperative but a domestic employment issue. Now, India and Nepal must begin talks on Agnipath urgently to save the Indian Gorkha Brigade and the vital Gorkha connection with Nepal.” Read also: <a href="https://www.nepalitimes.com/opinion/so-far-so-good/collateral-benefits">Collateral benefits</a>, Lisa Choegyal The seven-point Tripartite Agreement ensures the rights of Nepali soldiers, including their salaries, pensions, financial compensation, as well as facilities for families. The fourth point of the agreement in particular stipulates that Gorkha soldiers should be allowed to serve for sufficient time to qualify for pension, a point former soldiers have said Aginapath goes against. Retired Indian Army Captain Raj Bahadur Thapa says that the 1947 agreement is outdated and must be replaced by a new agreement with conditions that are in the best interests of Nepal’s soldiers in foreign armies. “Otherwise, why send your young men to kill and die for a foreign land?” questions Thapa. A former serviceman who was with the Indian Army for over 20 years says Nepalis will not be included in the 25% who will be permanently retained by the military. “Nepali soldiers are always on a razor edge in the Indian military, they remember even our smallest mistakes,” he says. “We will be the first ones to be sent back.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2023081205084_07f6c6ad6115234ae2873eec9e2ddf287a1209788d311e3529597de939e2c395.jpg" data-media-id="editor_9" data-image-id="2023081205084_07f6c6ad6115234ae2873eec9e2ddf287a1209788d311e3529597de939e2c395" data-rendition-name="original" width="956" height="538" loading="lazy" alt="Gorkha training NT"> </figure>  Nepali soldiers have other concerns about what young Nepali men with military training can do when they return to Nepal in four years when the money they saved runs out eventually. Recruits within India seem to have similar qualms, and there have been protests there against the scheme after it was announced. Recruits from the first batch of ‘Agniveer’ had reportedly dropped out of training, and the Indian Army is said to be considering raising the permanent retention quota from 25% to 50%, and the length of engagement from 4 years to 7 years.&nbsp; Read also: <a href="https://www.nepalitimes.com/banner/a-military-migrant-economy">A military-migrant economy</a>, Amanda Chisholm The Modi government introduced Agnipath to reduce military expenditure and redirect the budget to modernisation of the armed forces. Critics in India itself have said that the scheme was introduced without any previous risk assessment or study into its impact on the Indian military structure. Bhakta Bahadur Bucha, who spent 22 years in the Indian Army, says Agnipath will push India’s Gorkha regiments into crisis since they are the military’s largest and most prestigious units. The seven Gorkha Rifles regiments have 46 battalions, 60% of whom are Nepali. Furthermore, there are 125,000 Indian Gorkha retirees who receive a pension. Says Bucha, “India must not forget that its Gorkha units are on the frontlines in Kashmir, Pakistan, Ladakh, Arunachal and Bangladesh. And a four-year limit to military service will affect their morale and commitment. Soldiers will not be willing to fight wars if the job is temporary.” Ethics and nationalism aside, recruitment into the Indian Army is also in Nepal’s economic interest. Nearly 18% of the country’s population is working and living abroad because of the lack of meaningful jobs back home, and the interest of young people to join foreign militaries stem from this desperation.&nbsp; Dhan Bahadur Thapa of the United Federation of Ex-Servicemen and Police Welfare who was once a Colonel in the Indian Army explains: “If recruitment into the Indian Army is stopped, it will have a direct impact on Nepal’s economy, where jobs are already scarce. Recruitment of Nepalis into Indian Army paused

Few things could be more incongruous for a country that prides itself in never having been colonised than for its citizens to fight in foreign armies. Yet, the tradition of recruiting Nepali soldiers that dates back to 1815 during Nepal's war with the East India Company continues to this day. Nepal’s leaders like to bash India and rouse the public with ultra-nationalist populism, but the fact is that thousands of Nepalis have fought and died for India in its multiple wars. Nepal’s soldiers in the Indian Army are at the frontlines against two neighbouring countries with which Nepal has friendly relations: Pakistan and China. Nepal should be grateful our neighbours do not hold that as a grudge against us. More than 45,000 young Nepali men lost their lives in the First and Second World Wars. Since the British Army recruited from only five ‘martial races’ in Nepal, entire villages in the mountains were devoid of young men during the last century.&nbsp; After India’s independence in 1947, Nepal, India and the UK signed a Tripartite Agreement allowing the continued recruitment of Nepalis into the Indian and British militaries without them being labelled ‘mercenaries’ even though, strictly speaking, that is what they were.&nbsp; The first choice for many young Nepalis is to join the British Army, and while 25,000 apply every year only 200 or so are picked. The Nepal government also bafflingly still allows the British to recruit on behalf of the security forces of Singapore, Brunei and Oman. That fact alone represents the single most glaring failure of the Nepali state to protect and provide for its citizens. For the past two centuries, Nepal’s rulers have found a convenient safety valve in sending citizens away so they do not have to take responsibility for their welfare by providing decent livelihoods and a chance for a dignified life at home. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20230812040856_70d95961a49bea87582ccd0bf8561935d7cd4f24af1c962ed3be5b49e49952e0.jpg" data-media-id="editor_1" data-image-id="20230812040856_70d95961a49bea87582ccd0bf8561935d7cd4f24af1c962ed3be5b49e49952e0" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="Gorkha Trainees NT"> </figure>  Ironies of ironies: one of the 40 demands of the Maoists before launching their armed struggle in 1996 was for the government of Sher Bahadur Deuba to immediately terminate recruitment of Nepalis into foreign armies. Nearly 30 years and a decade-long war later, Deuba is now propping up a Maoist prime minister who has long forgotten about that demand, and the proposal to make a permanent Nepali UN peacekeeping force.&nbsp; The issue of foreign armies recruiting soldiers from Nepal has once more come up with New Delhi’s Agnipath scheme, and a halt to ‘Gorkhas’ joining the Indian Army. Indian Gorkha regiments today are a continuation of a service that Nepali soldiers have given for more than two centuries. Six of the 10 British Army Gurkha brigades went to the Indian Army because newly-independent India did not want to lose its Gorkha troops.&nbsp; They went into battle immediately after Partition in a confrontation with Pakistan. But last year India launched Agnipath reforms under which only recruits aged 17.5 to 23 years old can be enlisted for four-year periods, after which they are discharged with a lump sum but not eligible for a pension. Prime Minister Pushpa Kamal had said he raised the Agnipath issue with Narendra Modi during his state visit to India in May, but neither mentioned it jointly. And there the matter rests: Nepal too timid to bring it up, and India too preoccupied with itself. There has been ambivalence about allowing Nepalis to fight in foreign armies, balancing the need for household and national income with the morality of exporting soldiers as state policy. For the present, the contribution to Nepal’s economy outweighs ethical concerns.&nbsp; The 42,000 Nepalis who serve across 46 battalions in seven Gorkha Rifles regiments in the Indian military, and the 125,000 pensioners earn Rs60 billion a year. Indian Gorkha servicemen have expressed concern over Agnipath’s impact on pensions of future recruits as well as their own pensions. Agnipath would provide Nepal the route to phase out mercenary mercantilism. However for now, Nepal’s strategy should be to lobby with New Delhi for the status quo under the Tripartite Agreement until it can provide alternative prospects. The economy of one country, and the security of another are at stake. Photo: PRESS INFORMATION BUREAU INDIA</figcaption></figure>A Tripartite Agreement in 1947 allowed the continued recruitment of Nepalis into the British and Indian Armies, but New Delhi’s plan to reform its military has implications for Nepal’s economy and politics.However incongruous it may be in this day and age for nationals of a sovereign nation to be serving in the military of another country, enlistment overseas provides  income for tens of thousands of Nepali families as well as being an important source of foreign exchange for the country.Now, the Indian government is set to implement the ‘Agnipath Yojana’ to reduce its defence expenditure. The scheme will allow soldiers below the rank of commissioned officers across three branches of India’s armed forces to be hired only for four-year periods.There are an estimated 32,000 Nepalis in the Gorkha Regiments of the Indian Army, but many new recruits in recent years are Indians of Nepali origin. Pensions of retired soldiers is an important source of Indian currency for Nepal’s economy, which relies overwhelmingly on imports from India.Agnipath will mean that only a quarter of the 46,000 soldiers between 17-23 years hired in 2022 can stay on in the military after four years. Those being let go will get golden handshakes of INR1.7 million and will not be eligible for lifetime pension.As the clock winds down to its launch in September, there have been angry protests against Agnipath in India. Nepali soldiers have served in 10 Gurkha regiments of the British Army ever since, serving in both world wars, in the Malaya insurgency, and in Afghanistan. At least 55,000 Nepalis in the British Army have been killed in action, and many thousands have died fighting for India since 1947.Following Indian independence in 1947, six of the 10 regiments were assigned to India and four to Britain. He demanded that if Agnipath included Nepali soldiers, then Gorkha recruitment into the Indian Army be terminated.India earlier had informed the Nepal government that it would go ahead with recruiting Nepali youths in Butwal and Dharan. This reform will affect Nepal, especially its economy,” Ray admitted.International relations experts are surprised that as a signatory to the Tripartite Agreement, and as the country whose citizens will be directly impacted, the Nepal government was not involved in decision-making. Instead, New Delhi just asked for Nepal’s ‘views’ as recruitment under the new scheme was due to start.“As a member of the Tripartite Agreement, Nepal should have been asked for input prior to any decision by the Indian government,” says historian Pratyoush Onta. “It is clear that Nepal was given little importance in the new recruitment scheme.”Onta notes that India and Britain only tout the agreement when they have problems. “This has been happening for 75 years,” continues Onta. “Just like Nepal was not consulted when the British decided to scale back Gurkha recruitment, India now wants to stop giving pensions to Gorkha servicemen.”Writer and journalist Kanak Mani Dixit agrees that India going ahead with the military reform without discussing it with Nepal is a violation of the Tripartite Agreement.“When Nepal signed the agreement in 1947, Nepali servicemen were guaranteed a tenure, and all the benefits that came with it up to and beyond retirement, even if pension was not explicitly stated in the agreement.” Dixit says. “Now, the term has been reduced to four years.”However, ambassador Ray argues that Agnipath has not violated the Tripartite Agreement. “I have thoroughly read the 1947 agreeement,” he says, “There is no provision for pension in it.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131128/637234c29c7e80680e0c494fjpeg.jpg" alt="" width="516" height="350">Former Maj Gen Gopal Gurung of the Indian Army Gorkha Regiment concedes that there is no mention of pension in the 1947 agreement, and the Indian Army Pay Code that Nepal’s argument hinges on has been subject to multiple revisions over the years and does not guarantee pension for Indian soldiers after retirement.Read also: <a href="https://www.nepalitimes.com/latest/gorkhas-on-the-frontline-between-india-and-china/">Gorkhas on the frontline between India and China</a>, Pratistha Rijal“The reform should only be considered a violation had Indian and Nepali soldiers not been treated equally,” argues Gurung. “There has been a severe gap in understanding because of the lack of dialogue between the two countries.”There are 125,000 Nepali retirees from the British, Indian and Singapore security forces who received Rs61.9 billion in pensions in the last fiscal year. After Agnipath comes into force, that amount could decrease by a quarter. The remittance Nepalis in the Indian military send home will also go down now due to the four-year military term limit.Former Lt Gen Ashok Mehta of the Indian Army predicts that Agnipath will henceforth discourage Nepali youth from enlisting.“They will not want to risk their lives just to get a lump sum of money in four years when they could be earning that amount by working in Japan or the Gulf,” Mehta says.The Agnipath scheme has once more opened the debate about the absurdity of recruitment of Nepalis into foreign armies. Nepali soldiers in the Indian Gorkha Regiments have fought and died in wars against Pakistan, China and in Sri Lanka – all neighbouring countries with which Nepal has friendly relations.When the Maoists launched their insurgency in 1996, they presented 40 demands to Sher Bahadur Deuba who was also prime minister then. One of those demands was a stop to recruitment by Britain and India of Nepali nationals into their army.Twenty-six years later, Deuba is prime minister for the fifth time in a coalition with the Maoist party. Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage.
