<img width="1424" height="1042" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d062c9c7e80680e0a5f4ajpeg.jpg" alt=""/>Nepal has experimented with different kinds of restrictions on the mobility of its <a href="https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/history-of-female-immobility-in-nepal/&amp;source=gmail&amp;ust=1625629625122000&amp;usg=AFQjCNG7YP9YiTPw3eesrCUWsDMgQKO98g">women migrant workers</a>: age bans, blanket bans, country specific bans, sectoral bans. But <a href="https://www.ratnanagarmun.gov.np/en" data-saferedirecturl="https://www.google.com/url?q=https://www.ratnanagarmun.gov.np/en&amp;source=gmail&amp;ust=1625629625122000&amp;usg=AFQjCNEtwI_gVE_QSGkwF9fvuZyqFzYhmg">Chitwan’s Ratnanagar</a> has gone a step further to restrict women with children under two years to travel abroad for foreign employment. The ban will go into effect from 15 August, and is a departure from previous restrictions on women workers going overseas because it is not at the instruction of a parliamentary committee in Kathmandu, but by a local government.The rule will apply to all mothers with babies under two years regardless of what kind of work they will be doing abroad. While some previous bans have used the age of women for travel bans, this is the first time a rule uses the age of children as a criteria.And while previous bans usually cited women’s safety as the main rationale, the new restriction claims to be protecting the rights of children. “Children are deprived of maternal care when mothers migrate for work, this decision was to ensure that babies are not deprived of their mother’s care including breastfeeding by leaving them with parents or parents-in-law,” says Shishir Poudel, an official at Ratnanagar Municipality. The first few years after birth are formative and have a lasting impact on a person’s growth." Nepal is not the first country to experiment with such policies. A similar rule in Sri Lanka for a  <a href="http://www.slbfe.lk/page.php?LID=1&amp;MID=62" data-saferedirecturl="https://www.google.com/url?q=http://www.slbfe.lk/page.php?LID%3D1%26MID%3D62&amp;source=gmail&amp;ust=1625629625122000&amp;usg=AFQjCNER69ObSBz3HgW35SGx-XS5LV-o7Q">Family Background Report (FBR)</a>was introduced in 2013 and restricts labour migration of females with children below the age of five, while mothers with older children need to prove that they have sufficient care arrangements. Sri Lanka also has restrictions on the age of women going abroad to work. “The rule demonstrates a patriarchal way of thinking, with women being relegated just within their homes with no power to make decisions regarding livelihoods for themselves or their families,” says Andrew Samuel of the Community Development Services (CDS) in Colombo. The criticism about <a href="https://tbinternet.ohchr.org/Treaties/CEDAW/Shared%20Documents/LKA/INT_CEDAW_NGO_LKA_26306_E.pdf" data-saferedirecturl="https://www.google.com/url?q=https://tbinternet.ohchr.org/Treaties/CEDAW/Shared%2520Documents/LKA/INT_CEDAW_NGO_LKA_26306_E.pdf&amp;source=gmail&amp;ust=1625629625122000&amp;usg=AFQjCNEXif9qmHwTXOzBFZK3QcZab5OSBA">FBR in Sri Lanka</a> parallels restrictions on women workers in Nepal over the years. Like Nepal, the FBR was introduced based on anecdotes rather than empirical research and without consulting those involved. The restrictions in both Nepal and Sri Lanka have also been criticised because they violate a woman’s right to employment and freedom of mobility, and also because similar rules do not apply to men and relinquishes fathers from parental responsibilities. Many women also choose to migrate either because they have no alternate sources of income or because they are victims of abuse and exploitation at home. Restricting women from finding work abroad could also spur internal migration for work in which case a child would be left behind regardless. The bans also do not take into account that the absence of income due to the mother being compelled to remain at home may have an even more negative impact on the wellbeing of her children.“Women going for higher paying jobs manage to bypass FBR whereas domestic workers are subject to restrictions and are impacted negatively,” explains Andrew Samuels of CDS. “With the imposition of FBR, we have seen an uptake of visit visas so women can travel overseas for work without a family background report.”At the Institute of Policy Studies of Sri Lanka, Bilesha Weeraratne has <a href="https://www.wider.unu.edu/publication/ban-female-migrant-workers" data-saferedirecturl="https://www.google.com/url?q=https://www.wider.unu.edu/publication/ban-female-migrant-workers&amp;source=gmail&amp;ust=1625629625122000&amp;usg=AFQjCNGJSurbMJZIi8L9SQaRO-uegvOpEw">found that FBR  disproportionately impacts</a> those in the lower rungs of skills. She says, “Initially when the restriction only applied to domestic workers, there was a drop in their departure, and an increase in mid-level and professional workers leaving. This indicates people were mis-reporting occupations to bypass FBR restrictions.” But even after the FBR was later expanded to all sectors in 2015, Weeraartne found that there was an increase in departure of women in the higher skilled groups, showing that the policy was more stringent towards lower skilled groups and lax towards the higher skilled ones.Recruiters also preferred to diversify towards the higher occupational categories where the FBR was implemented more loosely, she adds. Lower-skilled workers are more vulnerable to recruitment-related corruption, higher vulnerability and lower foreign employment opportunities. Experts warn that Nepal could also face similar outcomes if the ban on women with babies goes into force. And there has been mixed reaction on social media to the Ratnanagar announcement. Some who favour restrictions on mothers of young children have said the local government should then ensure jobs at home so the poorest can provide for their children.‘Will the Municipality be responsible for my household expenses as a single mother? The government is oblivious to my requests for support but also wants to stop me from travelling,” reads one post. ‘If you can, also provide children of single mothers with free education and healthcare. If not, allow those of us who want work to do so.’ Another points out: ‘Imagine the circumstances that force a mother to leave behind her baby to work overseas. It is not enough to ban them, the government needs to provide alternatives.” <img width="739" height="273" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d062f9c7e80680e0a5f4bjpeg.jpg" alt=""><img width="762" height="129" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06319c7e80680e0a5f4cjpeg.jpg" alt="">Devolution under Nepal’s federal constitution had brought hopes for better management of migration given the proximity of local elected officials to those who want to leave and their families. The Local Governance Operation Act <a href="https://moless.gov.np/wp-content/uploads/2020/03/Migration-Report-2020-English.pdf" data-saferedirecturl="https://www.google.com/url?q=https://moless.gov.np/wp-content/uploads/2020/03/Migration-Report-2020-English.pdf&amp;source=gmail&amp;ust=1625629625122000&amp;usg=AFQjCNE8OcY4SX53YCAuSX_IN4Z11Q_cmQ">gives local governments responsibility</a> for returnee management, data collection and information dissemination.  Instead, they seem to be using their power to increase state control over women’s mobility.Shishir Poudel denies that the Municipality has no jurisdiction over migration policy, adding that  migrants already need various documents from his office during the migration process, and the new rule would be feasible to enforce.   There are also practical consequences to implementing local restrictions when they go against national policies and regulations. The Department of Foreign Employment, for example, restricts labour approvals for domestic workers, but not for women with children under two that is specific to any of Nepal’s 753 municipalities. Such policy incoherence leaves room for corruption among recruiters and other officials. To be sure, the social costs of migration on families left behind, especially young children and ageing parents does need more attention. But instead of bans, struggling families need more support, alternate employment opportunities within Nepal, and the role of spouses of female migrants in childcare responsibilities needs to be re-evaluated.

Nepal town to ban mothers migrating

<figure></figure> <img width="960" height="540" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121120/636b8da89c7e80680e06b35cjpeg.jpg" alt=""/><figcaption>Undocumented workers in Kuwait from Nepal line up for travel documents at the Nepal Embassy in Kuwait. </figcaption> More than 2,500 undocumented Nepali workers in Kuwait have taken advantage of the government’s amnesty to apply for travel documents so they can eventually fly back to Kathmandu. Kuwait announced the move last month aimed mainly at Bangladeshi and other South Asian workers without proper papers. Under the scheme, overstay fees are waived, workers are offered free flights home, and transitory housing and food till their travel dates. In addition, workers are allowed to return to Kuwait for employment legally. The month-long scheme has been phased by nationality, and the slot for Nepalis to apply is between April 26-30. There are an estimated 7,000 undocumented Nepali workers in Kuwait who could benefit. Some 2,500 Nepali workers have applied for travel documents at the Nepal Embassy in Kuwait while those with valid passports apply directly with the Kuwaiti authorities and do not need to go through the embassy. <img width="960" height="540" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121120/636b8daa9c7e80680e06b35djpeg.jpg" alt=""> One Nepali woman arrived in Kuwait two years ago even though her agent had promised to take her to Israel. She had to spend a month in Delhi and travel via India because of the Nepal government’s ban on female Nepali workers travelling to the Gulf. The Kuwaiti family where she worked was abusive, and she ran away to her placement office. She finally found other Nepali women in similar situations, and worked at odd jobs without papers. But with the COVID-19 crisis, it has not been easy. She has decided at take up the amnesty offer, and was at the Nepal Embassy this week to make a new travel document. She has been put up in a temporary shelter in a converted school, and shares a classroom with 14 other Nepali women. “The accommodation is good. The food could be better, but I cannot complain. We are waiting for tests. We are packed and ready with our belongings. I just want to go home,” she said over the phone. For workers who have racked up overstay fines, and do not have jobs because of the pandemic, the amnesty offer provides relief. Most are domestic workers including female migrants. <img width="960" height="640" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121120/636b8dad9c7e80680e06b35ejpeg.jpg" alt=""> While the Kuwaiti amnesty move has been welcomed, some human rights activists say Kuwait is using the pandemic as an excuse to get rid of undocumented workers. They say sooner or later, other Gulf countries will also start pressuring Nepal to take back its workers. In fact, the UAE has asked some South Asian countries to take back workers who want to return. This week there were large crowds at the Nepal Embassy in Kuwait City as undocumented workers lined up in scorching heat to apply for travel documents. “We try to manage the crowd and ask them to maintain distance, but there were just too many workers,” said the NRNA volunteer. “They are just so desperate, we can just pray that there will not be any transmission.” There have so far been 3,440 confirmed coronavirus cases in Kuwait, of which 51 are Nepali. Nepalis in Kuwait are helping each other in times of need. One Nepali female worker said a dai drove her 35km to the embassy and dropped her back home, and that was just one of the many trips he made to help fellow-Nepalis. The embassy has also sprung into action after initial hiccups over getting the necessary information to Nepali workers. But the onus is now on the Nepal government to permit the Kuwaiti charter flights to Kathmandu, and to arrange for proper quarantine space and transport back to the districts for the several thousand Nepalis who may soon be returning from Kuwait and other Gulf countries. The flights for the returnees will also need special permission because Nepal’s lockdown and a ban on all international and domestic flights has been extended till 15 May.

While gender-based occupational segregation is a reality, should female labour migrants just be shunted into domestic work?There is no explicit ban on women's mobility to fields of manufacturing, hospitality and services.  Why are women who are willing to overcome cultural and familial barriers to use unauthorised and risky channels for domestic work abroad not opting for legal channels to work in other sectors? The financial, informational or skills-related barriers they face need to be gravely considered and addressed.The reality is women physically moving to where jobs are, even domestically, is not common. Instead, the labour-force participation of women is low at 26% (excluding work carried out for domestic production) while the share of female youth (15-24) not in employment, education or training is over 47%. Among those employed, the median monthly earning of women is two-third of their male counterparts.The ban on domestic work abroad is an easy fix that can be dismantled in its entirety should a willing leader, or in our case a willing Parliamentary Committee, come along.  What is more difficult to dismantle are pervasive protectionist norms and stigmas that are perhaps as restrictive, but more enduring.The issue of the ban on migration for domestic work in Nepal will resurface this month to coincide with the visit of the Parliamentary Committee to West Asia to reassess it. Labour Minister Gokarna Bista spoke to Nepali Times about the recent labour pact with Malaysia, and how this loose forum can promote safe migration. Excerpts:Nepali Times: How will Nepali migrant workers and Malaysian employers benefit from the bilateral MoU you signed? Gokarna Bista: Malaysia had been hiring migrant workers from Nepal for over two decades, but the two countries never had a written agreement. Our workers therefore faced problems like lack of minimum pay, social security and workplace safety. Malaysian employers had their own grievances. But we never had a legal or policy framework to address these issues. Now we finally have an agreement that not only protects Nepali migrants but also helps Malaysia manage foreign workers in a dignified way. The pact is even more important for us because it requires Malaysian employers to bear airfare, insurance, visa and security clearance fees previously charged to Nepal’s workers. It also makes it mandatory for employers to deposit the minimum salaries into bank accounts of Nepali workers within the first week of every month. We have labour agreements with a few Gulf countries, but they are obsolete. Some do not have provisions for social security, forcing Nepali migrants to work for less than minimum wages. They cannot return home because their passports are controlled by employers. We need to renew and update these agreements with Qatar, UAE, Saudi Arabia, Oman and Kuwait, incorporating new measures to tackle new challenges.How important do you think is the Kathmandu meeting of Colombo Process? It is very important. There is a sense that destination countries are hiring migrant workers out of charity, making sending countries feel humiliated about exporting manpower. We want to change this misguided notion, and the Kathmandu meeting of the Colombo Process will be crucial in making both sides feel respected. It may be a loose forum of 12 labour-sending countries, but it will certainly amplify the voice for zero-cost and hassles-free labour migration. But before taking a decision on the ban, what we really want is to have exclusive MoUs with countries that want housemaids from Nepal. We want to ensure that Nepali domestics are paid well, have a safe place to live, stipulated working hours and a safe environment in which to work.Many migrant workers return home wounded. How can we tackle this problem? When Nepali workers get wounded or disabled while working abroad, they are simply dumped by their employers and they have to be taken care of by the Nepal government and their families. So we are holding talks with governments of labour-receiving countries to ensure that employers also take responsibility for wounded workers. <h2>Female domestic workers in Lebanon cannot visit families back in Nepal because of a travel ban that prevents them from returning to well-paying jobs</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb0a9c7e80680e02f34djpeg.jpg" alt="" width="1400" height="933"/>Along with <a href="http://archive.nepalitimes.com/article/nation/women-migrant-workers-with-babies-face-double-stigma,2580">horror stories of abuse</a> of female domestic workers, housemaids from Nepal here have a different worry – they cannot go back home for holidays because a <a href="https://www.nepalitimes.com/here-now/ban-the-ban/">Nepal government ban on female migrant workers</a> would prevent them from returning to Lebanon to their jobs.Many women who travelled to <a href="http://archive.nepalitimes.com/article/nation/lifeline-of-Nepal-economy-threatened-by-conflict-in-West-Asia,2842">West Asia</a> before the ban went into effect in early 2017 have not been able to travel home to visit children and families even though their employers are willing to pay for roundtrip travel to Kathmandu.Niru has been a housemaid for the same family in Lebanon for ten years. She has developed a daily rhythm that she is comfortable with, and spends Sundays with other Nepali friends. Niru had gone back to Nepal hoping to migrate to Europe, but when that didn’t work out her Lebanese employers asked her to return.“It was quite a scene when I landed in Beirut airport. My employer came to receive me with flowers and hugged me, and when I got to my old room it felt like home,” Niru recalls. Since then, her only worry has been not being able to go back to Nepal on paid leave every two years. Her employer compensates her financially in lieu of the air ticket, but Niru misses not being able to see her aging parents in Taplejung.Dipa has been working for a family in Lebanon for the past decade, making about $600 a month, most of which she saves. Her siblings back home in Nepal barely make Rs15,000 a month and don’t save much of it.“I am very happy here and so are many other Nepali domestic workers. Why is the government punishing us by not letting us go home?” asks Dipa, who could not even visit when her father passed away recently.<iframe src="https://w.soundcloud.com/player/?url=https%3A//api.soundcloud.com/tracks/435866844&amp;color=%23ff5500&amp;auto_play=false&amp;hide_related=false&amp;show_comments=true&amp;show_user=true&amp;show_reposts=false&amp;show_teaser=true" width="100%" height="166" frameborder="no" scrolling="no"></iframe>Unlike other migrant workers, domestic help is an intimate and complex partnership where both the employers and employees are inside the home.There are cases of abuse and exploitation, but there are also many Nepalis who are treated well and are happy in <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepali-caregivers-in-israel,3809">well-paid jobs</a>. Employers here said they prefer Nepali housemaids, citing trust, cooking skills, relationship with their children, and the bonds they have developed.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb0d9c7e80680e02f34ejpeg.jpg" alt="" width="800" height="1221"><figcaption> </figcaption></figure>Niru’s employer told us: “She takes care of me like my daughter. I don’t have to tell her what to do, and have told her the house is yours. My children adore her. She is really one of us.”Krishna’s Lebanese employer says she wants her to go back to Nepal every year to spend time with her son, Ajay. But Krishna doesn’t want to take the risk of not being allowed to return. “I feel guilty because I cannot do anything about it,” says Krishna’s employer.Dhana has been working in the same household in Beirut for ten years. Her employer has in the past arranged paperwork through the Nepal Embassy in Cairo for her to go back to Nepal on leave. But Dhana doesn’t want to be stuck in Nepal and lose her job. Says her employer: “Dhana has a right to go home and come back.”Nepali migrants here say home leave every two years paid by the employer are a strategic time to renegotiate salaries and benefits as employers are more open to having these discussions since there is an incentive to bring back the workers.<iframe src="https://w.soundcloud.com/player/?url=https%3A//api.soundcloud.com/tracks/435871455&amp;color=%23ff5500&amp;auto_play=false&amp;hide_related=false&amp;show_comments=true&amp;show_user=true&amp;show_reposts=false&amp;show_teaser=true" width="100%" height="166" frameborder="no" scrolling="no"></iframe>There are also many Nepali domestic workers in Lebanon in part-time jobs, living in apartments with fellow migrants. Not all employers, especially those without elderly or small children in the household, require full time live-in support. Many workers also prefer to live independently.“My Madam refers me to her friends and colleagues so I have enough work every week,” says a part-time Nepali domestic. This shadow gig-economy has evolved over time in Lebanon, and sometimes involves undocumented workers some of whom get up to $7 per hour, better than what live-in workers earn. But they have to pay living costs with that, and live in fear of detention by authorities.It is difficult to quantify what proportion of Nepali domestic workers have positive relationships with employers. Confined within households, many domestics silently endure abuse. Unlike other overseas contract work, the demand for domestic help in West Asia is expected to grow due to an ageing population, and as more families become double-income households.Read Also: <a href="https://www.nepalitimes.com/here-now/ban-the-ban/">Ban the ban</a>, Upasana KhadkaDespite the ban on female Nepali domestic workers going to West Asia, many Nepali women are still travelling after paying off airport officials in Kathmandu or flying out from Delhi or Mumbai – making them more vulnerable to exploitation by traffickers and recruiters.Women who went away before the ban are also affected because they have husbands, children and families back in Nepal whom they have not been able to see for years.Many are unable to let go of good employers and return, or to take the risk of returning through expensive, unauthorised channels.To be sure, <a href="http://archive.nepalitimes.com/page/women-migrant-workers-are-doubly-vulnerable">not all employers are sympathetic</a> to concerns of their housemaids, and see them as property bought from an agent. Domestic work must therefore come under labour laws of host countries, which can be implemented and monitored via government-to-government agreements so that Nepal embassies have up-to-date records of each migrant and household. However, while women from Sri Lanka, Bangladesh, Ethiopia and Philippines can ask their embassies here for help, Nepal does not even have an honorary consul general in Beirut.<a href="http://archive.nepalitimes.com/article/nation/Nepal-not-reforming-labour-laws,2687">Bilateral labour agreements</a> must be responsive to market needs like the trend towards part time household help that current arrangements do not address. This has created a parallel underground market that exposes workers to disproportionate risk.Nepal’s ban on female domestic workers was a temporary solution while abuse and exploitation were addressed. It is time to reconsider it. Or at least make special arrangements for domestic workers already abroad so they can make time off visits to meet families back in Nepal.*Support from the Nepalese community in Lebanon, the Lebanese employers and Sameer Karki in audio collection and compilation is gratefully acknowledged.<h2>The Risk Appetite</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb109c7e80680e02f34fjpeg.jpg" alt="" width="800" height="889">Overseas contract workers from Nepal tend to have a high threshold for risk because of the relatively better earning prospects and lack of alternatives back home.Aspirants are <a href="http://archive.nepalitimes.com/article/nation/caught-in-the-middle/migration-agency-exploitation,4003">often aware of the common risks</a> to be wary of in overseas employment because of the networks of former or present migrant workers, the social web, and reports in the press.Despite this, many continue to make risky decisions not always because of lack of information, but in spite of it. Mahesh, a seasoned diaspora leader in Qatar who has watched migrants flourish and has himself rescued many from inhumane conditions that bore resemblance to modern-day slavery, attributes this to the culturally fatalistic view that migration is a lottery.Sharmila agreed with her agent to go to Kuwait via India despite a Nepal government ban on female workers going to the Gulf. “How else would I travel?” she asked, admitting that she knew her journey was full of pitfalls.Her agent ensured that Sharmila was well-versed on the do’s and don’ts while crossing borders to avoid getting caught: “Only carry a handbag.” “Don’t make eye contact with anyone.” “If stopped, say you are visiting family.”If she only made it to Kuwait, she would be able to provide for her children. Sharmila’s journey took 24 days from Nepal to New Delhi to Sri Lanka to Dubai, and she got an abusive employer in Kuwait. She had no option but to escape and <a href="http://archive.nepalitimes.com/article/nation/Nepali-migrants-hounded-out-Malaysia-,3036">return to Nepal</a>, distraught and without savings.When Ramesh agreed to go on a visit visa to UAE, he knew he was taking a chance by paying Rs250,000 to his agent and knew he was being overcharged, but there was that slim chance he could get a well-paying job.However, not only did his agent fail to find him a job but was verbally and physically abusive. Ramesh’s only memory of Dubai is the nearly three months he spent crammed inside an apartment with 22 other migrants.Shama is 24 and looks 16. She covers her face and laughs, showing the first page of her passport with a falsified legal age of 32. She couldn’t make it past immigration in Dubai and was sent back to Kathmandu which she initially avoided by travelling through India due to the ban. Shama believed her agent who lived above her room in her village because she had already successfully sent two others to Kuwait.Nepali workers are taking risks even when they get to the destination country. Ram’s job in Malaysia had no overtime, so he switched to undocumented status to earn more money – knowing fully well he would be deported if caught. He was caught, spent six months in detention and was sent back.He was among a group of other deported Nepalis at Kathmandu airport recently (pictured above), all were empty handed, clad in t-shirts and flipflops, walking out with other Nepalis who were pushing baggage carts with tv monitors.What makes workers like Ram, Shama, Sharmila and Ramesh take risks is the positive outcome for others. Unlike Ram, Kul earned $300 a month as a security guard, double of what he earned in his legal job at a furniture shop. Yet, he made it back safely with a temporary pass.The two women sent by Shama’s agents made it to Kuwait and have good employers who pay them well. Housemaids in Lebanon seem to fare well generally.Current migration policies which fail to respond to migrants’ aspirations and ground realities, such as blanket bans on domestic workers, <a href="http://archive.nepalitimes.com/blogs/thebrief/2015/06/28/zero-cost-migration/">free visa free ticket policy</a>, or the inability to legally switch jobs at the destination, all help make foreign employment more like a lottery than a pathway out of poverty.In such a policy environment, general awareness and orientation programs can therefore be rendered inadequate because many Nepalis are also knowingly taking ill advised steps. And when there are first-hand failed migration attempts of members of a community, other aspirants attribute it to ill luck or fate. Unperturbed, they repeat the same steps in the hope that in their case the odds will be in their favour.Names have been changed<h2>Alliance with airlines can make migration safer</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb139c7e80680e02f350jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>The Kotaraya quarter of the Malaysian capital comes alive on Sundays when Nepali migrant workers gather here to celebrate their hard-earned day off. The neighbourhood has over 65 Nepali restaurants, shops, remittance and travel agencies selling airline tickets catering to the Nepali diaspora population.A lot has been said about Nepali migrant workers <a href="http://archive.nepalitimes.com/article/nation/village-without-men-struggle-with-aftermath-of-earthquake,2238">propping up the home economy</a>, but Kotaraya on Sundays also shows how workers from Nepal support the Malaysian economy, its airlines and commercial activity in its cities as the 600,000 Nepalis there eat, shop, use phone cards and buy tickets back and forth from home. Three Malaysia-based airlines and two Nepali airlines link Kathmandu to <a href="http://archive.nepalitimes.com/article/nation/disproportionate-number-of-deaths-of-Nepali-workers-in-Malaysia,2812">Kuala Lumpur</a>.At one of the restaurants, a group walks around seeking donations (pictured, above) for a Nepali worker Ram Tamang, who had been injured in an accident on his way back from work, and did not have support from his employer for medical expenses.“We have been able to reach other Malaysian cities through social media and Nepalis are donating through their bank accounts,” says Yam Magar who adds that the ‘Drive To Save Ram’ has raised $2,000 so far. The Non-Resident Nepali local chapter has covered his flight home.Stories of migrants who are injured, ill, jailed, duped or stranded are common, and many seek protection at Nepal Embassy shelters. In response, family, friends, the embassy, NGOs, NRNA or activists often step in to help with compensation and repatriation.However, given that there are so many Nepalis in Malaysia, the <a href="http://archive.nepalitimes.com/article/nation/undocumented-Nepali-migrant-workers-in-Malaysia,3958">sheer volume</a> of vulnerable cases is overwhelming. The flight back can be a costly part of the expenditure for wounded workers like Ram Tamang, and that is where airlines which get a bulk of their business from the travel to and from Kathmandu could do more.In 2016, 3.5 million passengers used Kathmandu airport – at least 70% of them were overseas contract workers. Many of them come home multiple times during their stay abroad, adding further business for airlines.“The size of the aircraft used or the frequency of flights to and from Kathmandu are often dictated by migrant volume,” explains a travel agent here, who wanted to be identified only as Rita.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb179c7e80680e02f351jpeg.jpg" alt="" width="640" height="360">Airlines serving the Gulf region and Malaysia operate up to 183 flights a week to and from Kathmandu. Nepali, Indian and Bangladeshi airlines offer about 104 flights via Dhaka, Mumbai or Delhi to the Gulf and Malaysia  which Nepali migrant workers also use because they are cheaper.Migrants also form an important employee base of the airlines. Many of the baggage handlers, cleaners, food packers, apron and terminal staff at Dubai, Doha or Abu Dhabi are Nepali.Airlines could therefore be doing more for the welfare of Nepali migrant workers, as part of their corporate social responsibility. Overseas migrant workers spend a bulk of their advance on recruiters, and much of their savings after working abroad on airline tickets.There are many cases of migrants who have been cheated by middlemen and sent back because of improper documentation, who could benefit from return support.Airlines could set aside some tickets every week for stranded migrants, provide last minute unsold tickets or issue discounted tickets for those who are in dire need of help. These could be based on referrals from embassies and rescue organisations like Pravasi Nepal Coordination Committee.Ramesh Niroula recently returned to Jhapa after spending 11 months unemployed in Dubai fighting a case at the labour court. He was not paid for six months at a restaurant that went out of business. When he realised that the court was a dead end, he borrowed money for the return ticket and headed home.An airline sponsor would have been exactly what he needed.Himalayan Airlines, for example, has direct flights to UAE, Qatar, Malaysia and is popular among migrants headed to Saudi Arabia with its Dammam connection. Helping stranded migrants could do its goodwill and branding.irlines can be important allies in making migration safer, plus it would be good for business.The planes themselves could be points for distribution of relevant information about the destination country through literature and in-flight video.There are pre-departure classes aimed at orienting migrants to life and work overseas which are monitored better now thanks to an online system that requires biometric authentication.However, pre-departure classes are often generic, do not address country specific issues, and are provided at a time when migrants are anxious, both because they are leaving their families behind and want the paperwork to go smoothly.On the other hand, problems with access at destination countries, scattered nature of work arrangements by individual agents, and post-arrival training is not seen as a feasible option except in cases like the <a href="http://archive.nepalitimes.com/article/nation/Korean-kafala-migrants-in-Korea,4025">Korea Employment Permit System</a> which is a government-to-government initiative. Nepalis going to Korea have a weeklong pre-departure training and a three day orientation on arrival.There are also initiatives such as Dubai’s Know Your Rights campaign with information kiosks and multilingual brochures at the airport aimed at orienting migrants about their rights after arrival. Homes away from home

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
