In findings that have implications for Nepal’s protected areas, a new study has found that improving the landscape surrounding forest remnants can increase their ability to retain bird species — even in small or isolated forests.
For decades, traditional ecological theory has treated isolated and fragmented habitats as ‘ forest islands’, predicting species’ survival through area size and isolation.&nbsp;
But these models have long overlooked the nature of the matrix of farmland, vegetation, or open areas surrounding these habitat remnants.
Such isolated natural habitats can be found in Nepal’s buffer zones and the fringes of community forests. The study shows that such landscapes are critical, as species must move through, use, or avoid them when navigating between forested areas.
The <a href="http://tracking.uea.ac.uk/tracking/click?d=8MYmW7mKCe_pDHK0gufnd4135h9CEK9ecW1bs_ZY2c2VtsLk9TZkA9mtdXdfbkrQ_ArbffUyZMs8q3Gw9zphK1uEDizoBXdVpj92FYnX_YkWsLtY4L6Zty6ZL2EUIcnWCw2" target="_blank">research</a> published on Monday in Proceedings of the National Academy of Sciences (PNAS) provides strong evidence that the quality and structure of the matrix play a crucial role in biodiversity survival.
The study was led by scientists from the Instituto Federal de Educação, Ciência e Tecnologia Farroupilha in Brazil, Slippery Rock University in the US, and University of East Anglia (UEA) in the UK.&nbsp;
It shows that even modest increases in nearby tree cover can substantially boost the number of bird species that survive in forest remnants.
“This study clearly shows how high-quality surrounding landscapes increase species retention within forest remnants,” said <a href="http://tracking.uea.ac.uk/tracking/click?d=pVg8cp2ODeeuVS5IJq7Lsl8kfKtkBdELNH6sVVaqLNV5QoiDf-MUaq7WJe-WQBCn4vFy0xp-IzqHW4axYfM9vyk0f7VF_z_sEJbiNxvY3ZWK06Q84hKIx3DYWiXNs9kgkLXxCx-2NZv-4TCmREG6JFkLOl7VqiGtEOIEgVEYsfCNzVa0VBKdzLL_ufeN6lxa5Q2" target="_blank">Prof Carlos Peres</a> of UEA’s <a href="http://tracking.uea.ac.uk/tracking/click?d=eOv8flpEI55Dr2yTtxUGjWkuuYuciKFMR1pqBeIUaJg-sIg4LeIgwlKny1tQCqfplraf82tl1EwgwiFroclrgJ9y6wF49JNAcuqL_BtZroT50EsfWFuVJWAgOPkXhL0YlbvoBGOWdCD_Wg0X7vzPMEU6DTWGhEchSgfy_oKvkggoUE-LAjRlf4T2UU866zgYpg2" target="_blank">School of Environmental Sciences</a>. “Conservation gains from investing in a more hospitable matrix in agricultural and urban areas are far greater than previously realised.”
The study revealed that small forest patches retained significantly more bird species when surrounded by at least some tree cover rather than open water. Landscapes with greater surrounding tree cover supported richer bird communities overall.&nbsp;
Lead author Anderson Bueno from the Instituto Federal de Educação, Ciência e Tecnologia Farroupilha, said: “Habitat remnant size is not the whole story. Two forest remnants of the same size can support very different numbers of bird species - those surrounded by farmland with nearby trees may host more than twice as many species as isolated remnants within reservoirs.”
Indeed, the study showed that even small amounts of tree cover within just 300m &nbsp;of a forest remnant had a strong positive effect on species survival. Although the study was not done in Nepal, it has implications for buffer zones surrounding Tarai national parks where farms and urban buildup coexist.
Chase Mendenhall of Slippery Rock University hoped the study will support more effective land‑use policy and encourage governments and landowners to invest in wildlife‑friendly farming practices that support both biodiversity and agricultural productivity.
The findings highlight that, while protecting remaining forests is essential, restoring and improving the landscapes around them is also important. Planting native trees, restoring degraded vegetation, and creating wildlife-friendly agricultural land can dramatically reduce local extinction risks.
Human-modified landscapes now cover more than half of Earth’s land surface, increasing the significance of this study. The research team included 58 scientists from 19 countries to analyse results from 50 landscape-scale bird surveys across tropical and subtropical regions in the Americas, Africa, and Asia where natural landscapes have been heavily fragmented.
The unique design of the study compared two types of forest remnants: forest islands created by hydroelectric reservoirs, which represent the most extreme habitat fragmentation on Earth, and forest fragments embedded within terrestrial landscapes, often surrounded by agricultural land.
By comparing these contrasting systems, the researchers could quantify how much a more benign, tree-rich matrix can buffer species against local extinctions. More than 1,000 forest remnants were studies where almost 2,000 bird species were recorded, including critically endangered species.

Protecting nature outside national parks

Bardia National Park is naturally famous for being the easiest place in the world to see tigers in the wild. But since visiting this jewel in the plains of western Nepal five times in the last 40 years, what attracts me most about Bardia besides its charismatic mammals is its fabulous birdlife. The park has recorded over 525 bird species and 61 mammals, and is recognised as an Important Bird and Biodiversity Area and so of global importance for birds and other wildlife. By area, Bardia is Nepal’s largest national park in the Tarai, and much of it consists of the alluvial plain of the Karnali River in the west as it bursts out of the mountains, and the pristine Babai River valley to the northeast.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240601010640_5ae001599fa5f7df2f3a461106cc765aad061744bc8bd4b4fa4735869ef7c77b.png" data-media-id="editor_0" data-image-id="20240601010640_5ae001599fa5f7df2f3a461106cc765aad061744bc8bd4b4fa4735869ef7c77b" data-rendition-name="original" width="1704" height="1158" loading="lazy" alt="birds of Nepal"> </figure>  To the north, the Chure Range rises to 1,440m which means the park has diverse vegetation types ranging from extensive grasslands to climax forests, and over 70% of the reserve is covered by sal forests.&nbsp; Then there are riverine forests of acacia and sissoo in the lowlands and deciduous and chir pine forests higher up. The park is dotted with pools, many of them manmade, to provide water for wildlife. But what makes Bardia special are its birds. Just woodpeckers, there are 16 species, including the globally Vulnerable Great Slaty Woodpecker (Mulleripicus pulverulentus): a gangling and prehistoric-looking bird that is one of the largest woodpeckers in the world.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240601010636_3576e07e2731932dfdb0c7b59863aada319535dc6769eff675924defb22541bf.jpg" data-media-id="editor_1" data-image-id="20240601010636_3576e07e2731932dfdb0c7b59863aada319535dc6769eff675924defb22541bf" data-rendition-name="original" width="3580" height="2518" loading="lazy" alt="Great Slaty Woodpecker"> <figcaption>Great Slaty Woodpecker, easily located by its distinctive whinnying cackle and often in small groups.</figcaption> </figure>  Then there is the scarce White-naped Woodpecker (Chrysocolaptes festivus) which is endemic to the Subcontinent.&nbsp; Great Hornbills (Buceros bicornis) are frequently seen, but the loss of large fruiting trees as nest sites and food source, as well as hunting for food and medicinal purposes have put the hornbill in the globally vulnerable category.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240601010640_b4e9687e4634bba32b76bc89a1a5d275a30d39e4eb3b15294da5169248da0a44.jpg" data-media-id="editor_2" data-image-id="20240601010640_b4e9687e4634bba32b76bc89a1a5d275a30d39e4eb3b15294da5169248da0a44" data-rendition-name="original" width="2048" height="1252" loading="lazy" alt="The Great Hornbill"> <figcaption>The Great Hornbill in flight when it makes a sound like a steam engine starting up.</figcaption> </figure>  Bardia is rich in raptors, and among them is the Steppe Eagle (Aquila nipalensis), a winter visitor. Rapid recent declines have led to it being listed as globally Endangered. An aerial hunter, it often captures prey on or near the ground or treetops after spectacular dives. Bardia has an impressive list of 14 resident owl species. The magnificent Mottled Wood Owl (Strix ocellata) was only discovered for the first time in Nepal in 2015 when a pair was photographed in Khata Corridor in the Buffer Zone and has been frequently recorded since. Brown Fish-owl (Ketupa zeylonensis) is a commonly seen resident, usually roosting in the daytime camouflaged in thick foliage of large trees in a secluded site near water in forest. Bardia supports a host of smaller bird species like the Blue-bearded (Nyctyornis athertoni) and Asian Green (Merops orientalis) Bee-eaters are fairly common residents, while Chestnut-headed (M. leschenaulti) and Blue-tailed (M. philippinus) Bee-eaters are common in summer.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240601010644_b6ed309138a64ed6a1ad7b06bb057c45ddbbe47805b1fd98b2d04a4119a97bf9.jpg" data-media-id="editor_5" data-image-id="20240601010644_b6ed309138a64ed6a1ad7b06bb057c45ddbbe47805b1fd98b2d04a4119a97bf9" data-rendition-name="original" width="4080" height="2720" loading="lazy" alt="Spot Bellied Eagle Owl."> </figure>  Other colourful and fairly common summer visitors are Indian (Pitta brachyura) and Western Hooded (P. sordida) Pitta. In March the gorgeous scarlet flowers of the silk cotton tree attract an array of nectar feeders: Hair-crested Drongo (Dicrurus hottentottus), Black-hooded Oriole (Oriolus xanthornus), Scarlet Minivet (Pericrocotus flammeus), and Spot-winged Starling (Saroglossa spiloptera), to name a few. Grassland specialities include Golden-headed Cisticola (Cisticola exilis), Yellow-bellied Prinia, (Prinia flaviventris), White-tailed Bushchat (Saxicola leucurus), Indian Grass-babbler (Graminicola bengalensis), and Chestnut-capped (Timalia pileata), Striated (Argya earlei) and Yellow-eyed (Chrysomma sinense) Babblers.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240601010644_abad29cdacd2091c633fe234fb070b6c92b617849e7ca3c1ba60db43edad2187.jpg" data-media-id="editor_6" data-image-id="20240601010644_abad29cdacd2091c633fe234fb070b6c92b617849e7ca3c1ba60db43edad2187" data-rendition-name="original" width="4080" height="2722" loading="lazy" alt="Orange-breasted Green Pigeon."> <figcaption>Orange-breasted Green Pigeon.</figcaption> </figure>  The striking Siberian (Calliope calliope) and Himalayan Rubythroat (C. pectoralis) are winter visitors to scrub and grassland as well as several wintering bush-warblers: Aberrant, Grey-sided, Pale-footed and West Himalayan Bush-warbler. The rivers and streams support a rich diversity of birdlife: Greater Painted-snipe (Rostratula benghalensis), River Lapwing (Vanellus duvaucelii), Stork-billed (Pelargopsis capensis), Pied Kingfishers (Ceryle rudis) and Black-backed Forktail (Enicurus immaculatus) which are all resident. While in winter there is Blue Rock-thrush (Monticola solitarius), Wallcreeper (Tichodroma muraria), Citrine Wagtail (Motacilla citreola) and many wader species.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240601010644_c5c95f38b86a5047bb0073d9fdd11aef7fef9980772f2b4746978cd1bb95e290.jpg" data-media-id="editor_7" data-image-id="20240601010644_c5c95f38b86a5047bb0073d9fdd11aef7fef9980772f2b4746978cd1bb95e290" data-rendition-name="original" width="2708" height="1805" loading="lazy" alt="Stork-billed Kingfisher"> <figcaption>Stork-billed Kingfisher is impressive, with a massive red bill.</figcaption> </figure>  While crossing the Babai Bridge on the East-West Highway, there are stunning views of the unspoilt Babai River valley with its forested hills and wild river. The Critically Endangered Gharial (Gavialis gangeticus) and Vulnerable Mugger (Crocodylus palustris) can be easily seen in the cold season, basking on sandbanks. The Gharial is exclusively a fish-eater, and it hunts underwater with sharp interlocking teeth and long narrow snout.&nbsp; The Mugger preys on fish, snakes, birds, and mammals and is also a scavenger. The Himalayan or Golden Mahseer (Tor putitora) is an Endangered fish which can reach up to 2.75m and turtles such as the Endangered Indian Softshell Turtle (Nilssonia gangetica) can often be seen on the Babai. Photo: CAROL INSKIPP</figcaption> </figure>  The park is one of the best places to see Asian Elephant (Elephas maximus) in the wild. Other mammals are: Leopard (Panthera pardus), several deer species including Spotted (Axis axis) and Swamp Deers (Rucervus duvaucelii), Nilgai (Bosephalus tragocamelus), as well as Indian Rhinoceros (Rhinoceros unicornis) which has been successfully re-introduced from Chitwan National Park. If you are lucky, you can spot the Endangered Gangetic River Dolphin (Platanista gangetica) on the Karnali River.&nbsp; Bardia is relatively isolated, and this has helped to protect its wide range of wildlife and habitat, and is much quieter than Chitwan. There is a range of accommodation in the Buffer Zone from luxury resorts to tented camps and homestays. Some suggestions: Royal Tiger Cottage, Burhan Wilderness Camp, Tiger Tops Karnali Lodge. Experienced and very knowledgeable local guides are available for safari and jungle walks. Allow at least three days for your visit. &nbsp;

Bardia’s birds

Raju Acharya from Nepal is one of the winners of the Whitley Award to <a href="https://nepalitimes.com/here-now/lesser-known-endangered-species">protect owls</a> in central Nepal after spearheading a government-backed ten-year plan to safeguard the birds which had been overlooked from conservation efforts. Acharya is the founder of Friends of Nature, a Kathmandu-based environmental group and was instrumental in driving The Owl Conservation Action Plan in 2020 which addresses threats to owls from hunting, illegal trade, and habitat loss.&nbsp; <a href="https://nepalitimes.com/latest/nepal-conservationist-wins-whitley-award">The Whitley Award</a> funding will help boost initiatives in central Nepal, home to the greatest density of birds and 19 of the country’s 23 owl species. Raju has spent decades shoring up support for Nepal’s owls which include the jungle owlet, rock eagle owl and Eurasian eagle owl – all of which are currently listed as Least Concern or Data Deficient under the International Union for Conservation of Nature’s Red List.&nbsp; Raju’s work addresses the danger of focusing conservation efforts solely on highly threatened flagship species. Forest makes up one-third of this region. Older trees also act as roosting, den or hibernation sites for owls which struggle to find nesting locations in semi-urban areas. Acharya’s project aims to build on Nepal’s success in conservation which has harnessed the proactive participation of communities. He aims to foster collaboration between the ethnic groups to foster a broader understanding of owls to reduce the use of catapults, discourage the consumption of owl meat and advocate for adherence to the government regulations which protect the birds. His Whitley Award project will conduct training events to increase the capacity of law enforcement agencies, policymakers and “owl envoys” – local ambassadors for the owls - with a goal of reducing hunting and trade by 25%. Acharya will also address the use of catapults by students who hunt the owls by creating five catapult-free zones. He aims to raise awareness among students and the public by creating 100 conservation camps. The abundance of birds significantly increases in those areas with larger numbers of old trees. His team will restore and rehabilitate 1,200 hectares of owl habitat by protecting 500 old trees and installing 100 artificial nests in semi-urban areas. “The appreciation from local people and colleagues serves as constant inspiration for me to continue my work,” Acharya said. The festival has boosted eco-tourism to the region and become one of the country’s biggest conservation events despite owls being lower priority species than tigers and snow leopards. <a href="https://nepalitimes.com/news/nepali-conservationist-wins-whitley-again">The Whitley Fund for Nature</a> (WFN) is a UK charity supporting grassroots conservation leaders in the Global South. Over 30 years it has channelled £23 million to more than 200 conservationists across 80 countries. The other 2024 Whitley Award winners are: Fernanda Abra from Brazil who is pioneering the use of low-cost canopy bridges over highway BR-174 in the Amazon rainforest to restore connectivity for tree-dwelling mammals and save them from road collisions Naomi Longa from Papua New Guinea who is safeguarding coral reefs in Kimbe Bay and creating a network of marine protected areas led by local Indigenous women Aristide Kamla from Cameroon who is restoring the African manatee habitat in Lake Ossa, addressing threats from invasive species and pollution Kuenzang Dorji from Bhutan who is protecting the Endangered Gee’s golden langur and implementing solutions for farmers whose crops the primates are targeting. Leroy Ignacio from Guyana who is leading an expansion of one of the country’s first Indigenous-led conservation movements to protect the Endangered Red Siskin finch.

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d06d69c7e80680e0a5f88jpeg.jpg" alt="" width="3200" height="2133"/><figcaption>All photos: KRISHNA MANI BARAL</figcaption></figure>Monsoon <a href="https://www.nepalitimes.com/banner/monsoon-submerges-kathmandu-roads/" target="_blank" rel="noopener noreferrer">floods</a> usually bring death and destruction, but that is not necessarily bad news for the vultures of Pokhara Valley which feed on carrion of dead animals brought down by Himalayan rivers.The vigorous start to <a href="https://www.nepalitimes.com/banner/after-the-deluge-in-nepal/" target="_blank" rel="noopener noreferrer">the monsoon rains</a> has caused floods across central Nepal to overflow, and triggered landslides that have blocked highways. While this has brought misery to humans, the raptors are on a feeding frenzy.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d06d99c7e80680e0a5f89jpeg.jpg" alt="" width="3200" height="1546"><figcaption>A dog chases away a flock of Himalayan griffon and White-rumped vultures on the bank of Pokhara’s Fhusre River.</figcaption></figure>Because of its low elevation and proximity to the Annapurna which are over 8,000m high, Pokhara is home to all nine species of the vultures found in South Asia. The temperature is just right, not too hot or cold for the bird.The Valley’s terrain is also ideal for vultures which soar on the updrafts, and circle looking for food on the ground. Paragliders imitate the soaring vultures, often accompanying the birds above Sarangkot, and Pokhara has become a favourite international destination for <a href="http://archive.nepalitimes.com/news.php?id=6573" target="_blank" rel="noopener noreferrer">the sport</a>.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d06dc9c7e80680e0a5f8ajpeg.jpg" alt="" width="2600" height="1733"><figcaption>Vulture and paragliders on one frame in Pokhara’s Sarangkot.</figcaption></figure>At a Jatayu Restaurant in Kaski’s Ghachok, one can easily spot 5-6 different species of the vultures on a daily basis. Globally critically endangered Slender-billed and White-rumped vultures have been nesting and rearing their young ones in Nirmal Pokhari and Bharat Pokhari areas for years.Although <a href="http://archive.nepalitimes.com/news.php?id=17991#.YO0bTy2B0b0" target="_blank" rel="noopener noreferrer">vulture populations</a> in Nepal’s mountains appear stable, they are declining in the plains and across South Asia. Indiscriminate poisoning of stray animals using lethal pesticides is ending up in the feed of the raptors, leading to their mass deaths.In April, <a href="https://www.nepalitimes.com/here-now/nepals-vultures-between-existence-and-extinction/" target="_blank" rel="noopener noreferrer">69 vultures of four species</a> (White-rumped, Himalayan Griffons, Cinereous and Slender-billed), two of them on the IUCN list of critically endangered birds were found dead on the grounds of a college campus in Nawalparasi.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d06df9c7e80680e0a5f8bjpeg.jpg" alt="" width="3200" height="2133"><figcaption></figcaption></figure>Initial investigation found the cause of the death to be pesticide poisoning of dogs, on which the vultures fed. The incident was a huge setback to <a href="https://www.nepalitimes.com/banner/nepal-is-a-model-for-vulture-conservation/" target="_blank" rel="noopener noreferrer">Nepal’s successful effort to protect the birds from</a> the brink of extinction after they started dying mysteriously in the 1990s.An analgesic called Diclofenac used to treat sick livestock was found to be the cause of decline. Just 30ml of Diclofenac can kill as many as 800 vultures. Subsequently, <a href="http://archive.nepalitimes.com/news.php?id=14763#.YO0b0i2B0b0" target="_blank" rel="noopener noreferrer">the steroid was banned</a> in South Asia and Nepal in 2006.Since then, local communities and nature groups in the country have worked relentlessly to recover the vulture population, the most notable of which is the setting up of ‘vulture restaurants’ that serve safe, uncontaminated meat for the raptors to feed on.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d06e39c7e80680e0a5f8cjpeg.jpg" alt="" width="3200" height="1917"><figcaption>Vultures feeding on a carcass of an ox by the Fhusre River.</figcaption></figure>There are now over half a dozen <a href="http://archive.nepalitimes.com/news.php?id=19320#.YO0bSi2B0b0" target="_blank" rel="noopener noreferrer">feeding centres ‘Jatayu’ Restaurants</a> in Nawalparasi, Rupandehi, Dang, Kailali, Kaski and Sunsari districts across the Tarai and foothills. The effort saw a significant revival of the vulture population in Nepal, which had declined from 1.6 million to 20,000 individuals.Vultures get a bad rap but are an integral part of the ecosystem, they protect humans and animals alike from various diseases by feeding on carcasses. In recent times, there has been a shortage of food as well as shelter. Death due to high-voltage electric shock is also on the rise.

Vultures swing back in Pokhara

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121144/636b934f9c7e80680e06f19ajpeg.jpg" alt="" width="1500" height="1000"/><figcaption>All photos: KRISHNAMANI BARAL</figcaption></figure>After Nepal's monarchy was abolished in 2008, most of the property of the royal family was nationalised, and some of them like the Ratna Mandir in Pokhara have reverted back to nature.Located at the edge of Phewa Lake, the property has become a sanctuary for a large flock of cattle egrets which now nest on bamboo groves in the abandoned garden.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121144/636b93539c7e80680e06f19bjpeg.jpg" alt="" width="1400" height="933"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121144/636b93569c7e80680e06f19cjpeg.jpg" alt="" width="1500" height="1000">The compound is named after Queen Mother Ratna, King Mahendra's wife, who is still alive and lives in a part of the former Naryanhiti Palace in Kathmandu.Located at Pokhara's Lakeside and opposite the thick forested slope of Raniban on the other side of the lake, the neighbourhood has seen a resurgence of birdlife.Kings, queens and their entourage do not visit anymore, the cattle egrets have made it their palace. They nest by the hundreds, on the upper branches with adult birds flicking back and forth bringing insets and small fish for the hatchlings, or twigs and leaves to maintain the nests.The cattle egrets are breeding undisturbed because the bamboo forest is next to a Nepal Army sentry post, which means the soldiers are also guarding the birds.While some birds fish, others fly further afield to pick insects off grazing water buffaloes and plough oxen, often riding on their shoulders.The egrets also face natural disasters like thunderstorms and hail which break their eggs and kill the chicks. The mother egrets do not leave their nests, guarding their young through wind rain, or hail.

Pokhara's royal egret sanctuary

The vultures were all lying in almost concentric circles around an animal carcass.The 69 vultures were all dead: 35 White-rumped Vultures, 31 Himalayan Griffons, two Cinereous and one Slender-billed Vulture. Of the four species, two were on the IUCN list of critically endangered birds.The death of the vultures in Nawalparasi on 20 April is a huge setback to Nepal’s successful effort to protect the birds from extinction after they started dying mysteriously in the 1990s.Nepal is <a href="https://www.nepalitimes.com/banner/nepal-is-a-model-for-vulture-conservation/" target="_blank" rel="noopener noreferrer">a role model for vulture conservation</a> internationally with local communities and nature groups here saving the birds from near extinction.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b84839c7e80680e06779bjpeg.jpg" alt="" width="900" height="490"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b84859c7e80680e06779cjpeg.jpg" alt="" width="900" height="573"><figcaption> </figcaption></figure>The White-rumped, Long-billed and Slender-billed Vultures declined by more than 99% in India and Pakistan.In Nepal, there was a 96% decline in the Slender-billed Vulture population between 1995 and 2001, and the number of White-rumped Vultures had gone down by 91%.Of the nine species of vultures found in Nepal, four are critically endangered (the Long-billed, White-rumped, Slender-billed and Golden Vultures) according to the IUCN (International Union for Conservation of Nature). The Himalayan Griffon, Hadfor and Cinereous Vultures are also on the near-endangered status.In 2003, scientists discovered that <a href="http://archive.nepalitimes.com/news.php?id=4156#.X1NJ_y0w0Wo" target="_blank" rel="noopener noreferrer">an analgesic called Diclofenac</a> used to treat sick livestock was causing the decline. The residue of the steroid in the carcasses of livestock caused kidney failure in vultures, but not other scavengers. Studies have shown that just 30ml of Diclofenac can kill as many as 800 vultures.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b84879c7e80680e06779djpeg.jpg" alt="" width="800" height="541"><figcaption> </figcaption></figure>The total number of vultures across Nepal declined from 1.6 million in the 1980s to less than 20,000 today. Moreover, only 50-75 Slender-billed Vultures are remaining in Nepal, and half the remaining 2,000 White-rumped Vultures are expected to disappear in the next ten years.In 2006, South Asian countries including Nepal <a href="http://archive.nepalitimes.com/news.php?id=10759#.YJooci2B0b1" target="_blank" rel="noopener noreferrer">banned Diclofenac</a>, and Nawalparasi district saw the opening of several ‘vulture restaurants’ that serve safe meat for vultures to feed on. Since then, Bird Conservation Nepal (BCN) has set up seven more such feeding centres in Rupandehi, Dang, Kailali, Kaski and Sunsari districts across the Tarai and foothills.The <a href="http://archive.nepalitimes.com/news.php?id=16689#.YJooay2B0b1" target="_blank" rel="noopener noreferrer">‘raptor restaurants’ are managed locally</a>, aging livestock are reared and upon their natural death the uncontaminated meat is fed to the birds. The effort saw a significant revival of the vulture population in Nepal.Investigations are continuing into the deaths of the 69 vultures last month at Palhi Multiple Campus in Ramgram Municipality of West Nawalparasi. The National Forensic Science Laboratory in Kathmandu is still trying to determine the type of poison used to kill the street dogs on which the vultures fed."Once we get the test results back from the laboratory, we will know which pesticide was used to kill the dogs and how strong it was,” says Shankar Prasad Gupta, Division Forest Officer of West Nawalparasi. “We will then proceed to stop such use in future.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b848a9c7e80680e06779ejpeg.jpg" alt="" width="1920" height="1024"><figcaption> </figcaption></figure>Nepal’s ornithologists and bird conservationists, who had worked so hard to save vultures are still in a state of shock.“It is a tremendous loss for so many of the endangered vultures to be killed in one place at one time,” says Ankit Bilas Joshi of the National Bird Conservation Association. He says that despite the Diclofenac ban, other non-steroidal drugs toxic to vultures and eagles are still being used to treat livestock.<a style="font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/news.php?id=17462#.YJoofS2B0b2" target="_blank" rel="noopener noreferrer">Vultures</a> get a bad rap, and are culturally considered repulsive for feeding on carcasses, which has added to the challenge in their conservation. But this negative perception does a disservice to their contribution to scavenging, in balancing the ecosystem and the food chain.By consuming carrion, raptors reduce the spread of disease among humans and cattle alike. When vultures nearly became extinct in the Subcontinent animal carcasses lay rotting in the fields and jungles, spreading pathogens.But the work must go on, and Nepal is developing the world’s first vulture sanctuary, stretching over 30,000sq km. Unlike other protected areas, it will not have a defined perimeter, but it will be free of Diclofenac and other chemicals.In 2008, the Nepal government also set up a vulture conservation and breeding centre in Kasara in the Chitwan National Park. A ‘Vulture Conservation Action Plan 2009-2013’ has been approved and implemented followed by a second action plan 2015-2019. Under the campaign, 74 districts (except Kathmandu, Lalitpur and Bhaktapur) have been declared Diclofenac free.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109111144/636b848d9c7e80680e06779fjpeg.jpg" alt="" width="1100" height="737"><figcaption> </figcaption></figure>Collectively, these strong local and national conservation efforts had helped to improve food availability and habitat improvement leading to the vulture population either stabilising or rising in numbers. But experts say Nepal alone cannot rescue the birds from extinction.“Vultures fly long distances and because of their migratory nature, we need coordinated international conservation effort to protect these endangered species from perishing,” says ornithologist Krishna Bhusal, citing the example of a vulture with a geo-locator which last year flew from Nepal across north India to Kashmir.In the past four years, at least 31 vultures tagged with satellite tracking devices have been released to study their movements. An additional 30 wild vultures fitted with satellite trackers have been found to roam an area of 25,000 sq km in the Tarai and the foothills of the Himalaya.Vultures mate for life, they nest and rear their chicks together. However, of the nine species found in Nepal, only six build nests on trees, while the Himalayan Griffon, Hadfor and Egyptian Vultures build theirs on cliffs.

Nepal’s vultures: Between existence and extinction

Photos: DEVENDRA KHAREL</figcaption></figure>On 24 November, wildlife photographer Devendra Kharel was near Nepal’s lowest point in Jhapa district when a bird perched on a nearby tree caught his eye.He instinctively peered through his camera’s tele lens and he could not believe what he saw. Could it be the Green Imperial Pigeon that he had only seen in bird books? The bird had never been sighted in Nepal before, so to make sure Kharel emailed some of the photographs he took to Nepal’s most prominent ornithologist Hem Sagar Baral at Bird Conservation Nepal.Baral confirmed that it was indeed a Green Imperial Pigeon and its sighting at only 70m above sea level on Nepal’s south-eastern tip near the Indian border. The reason Devendra Kharel’s sighting on 24 November is important is because it added the Green Imperial-Pigeon to Nepal’s bird list. <figure><img width="800" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2cd9c7e80680e083eccjpeg.jpg" alt=""><figcaption></figcaption></figure>With more and more dedicated wildlife photographers like Kharel, the number of <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/&amp;source=gmail&amp;ust=1606576658276000&amp;usg=AFQjCNFnw9bzUlpvkMb6sAr3hxkacwRSpQ">new bird species in Nepal</a> could increase further and encourage further growth of Nepal as a destination for bird tourism. For example, birders in Bhaktapur recently spotted <a href="https://www.nepalitimes.com/latest/eurasian-curlew-visits-kathmandu-after-50-years/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/eurasian-curlew-visits-kathmandu-after-50-years/&amp;source=gmail&amp;ust=1606576658276000&amp;usg=AFQjCNEFjFN71X1XpLKuOr5ZAhaROFNypw">Eurasian Curlew</a> for the first time in 50 years in Kathmandu.Nepal has nearly 10% of all bird species found worldwide, and among them 77, <a href="https://www.nepalitimes.com/banner/saving-nepals-flyway-for-migrating-cranes/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/saving-nepals-flyway-for-migrating-cranes/&amp;source=gmail&amp;ust=1606576658276000&amp;usg=AFQjCNH7KyKSFiA8786y9E_mJ83F9-ZN3w">mostly migratory birds</a>, are seriously threatened. A further, 167 species are nationally threatened.The Green Imperial Pigeon is known by its scientific name Ducula aenea, and has green-tinted feathers on its back, tail and wings, a pearl grey neck, chest, and abdomen. The nape of its neck and its legs are reddish, while its beak is bluish in colour. The pigeon's back has a rainbow hue, and it can even change its colour with the weather.  The bird survives on leaves, wild fruit, and flowers and has a lifespan of 6-7 years, the Green Imperial Pigeon inhabits forested areas up to 1,000 m above the sea level in the subcontinent and has been spotted in southeast Asia as well.https://www.youtube.com/watch?v=d_C4DRu29zA&amp;feature=emb_logoNepal is home to a variety of wild and domestic pigeons, most of which might look the same to the unaccustomed eye. Indeed, one can find wild pigeons by the hundreds on the cliffs of Chobhar in the Kathmandu Valley and in other parts of the country.The chapter 'Variation under domestication' in Charles Darwin's 1859 book On the Origin of Species discusses the origins and diversity of breeds of pigeons. Darwin postulated that all domesticated pigeons originated from the wild pigeon species Columba livia, the common pigeon. He said there were many subspecies of domestic pigeons native to different geographical families that might differ only in small details from one another. In Nepal, the common pigeon Columba livia is also called malewa. Domesticated some 10,000 years ago, a subspecies was christened Columba livia domestica. Pigeons in Nepal are differentiated, and can be identified, by the altitudes at which they live. There are lekaali malewa, or hill pigeons (Columba rupestris) that live on crevices on cliffs, and himali malewa, or snow pigeons (Columba leuconota) which inhabit the high Himalaya.  <figure><img width="1100" height="733" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2cf9c7e80680e083ecdjpeg.jpg" alt=""><figcaption>Green Imperial Pigeon spotted in Sri Lanka. Photo: ERIC TAAN</figcaption></figure>Three other subspecies of wild pigeons are also found in Nepal -- the common wood pigeon (Columba palumbus), the speckled pigeon (Columba guinea) and the ashy wood pigeon (Columba pulchricollis). Carol Inskipp et al wrote in their 2016 book The Status of Nepal's Birds: The National Red List Series (Volume 2) that only one subspecies of the Ducula pigeon -- the mountain imperial pigeon (Ducula badia) has been found in Nepal. Rare wild pigeon sighted in Nepal

This could be the result of people's incomes being hit by <a href="https://www.nepalitimes.com/here-now/declare-a-health-emergency/" target="_blank" rel="noopener noreferrer">the Covid-19 crisis</a>, and people turning from expensive four-legged animals to cheaper feathered ones.There was one stall selling coconuts. High above in the deep blue Himalayan sky was a flock of graceful Demoiselle Cranes, flying north riding up-valley winds on their <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNFWYVE7LOY1bjdTHz0_Zi04BIgMPA">annual migration</a> across the Himalaya. It was my lucky day.The Kali Gandaki at this point is the deepest gorge in the world, located between two eight thousander peaks, Dhaulagiri and Annapurna I. It provides a passage for migratory birds from the Tibetan Plateau and Siberia to the Subcontinent and back.Kagbeni is a vantage point to spot migratory birds, and I had visited it multiple times to provide expertise for filming by NHK and BBC. Till then, I had never seen the cranes, only watched them on Planet Earth Mountains on Discovery Channel.Demoiselle Cranes are the third most common crane species after the Sandhill Crane in North America and Eurasian Crane in Europe and Asia. They number over 200,000, and demonstrate spectacular migratory flights.They breed in the vast expanses of the steppe grasslands of Mongolia and Russia, and fly south across the Tibetan Plateau and the Himalaya to winter in western India.Unlike other cranes that dwell on wetlands, these cranes prefer relatively dry habitats for survival. Their nests can be found on dry ground around 500m apart from each other.Prior to migration, the birds flock with their fledglings. Birds from Mongolia and Russia overflying Nepal and Pakistan covering nearly 3,000km one way, and finally converge in western India, where they live in large flocks in their wintering grounds.They can fly over extreme habitats of the world including the scorching Gobi Desert, the high and dry Tibetan Plateau, the Himalaya with its jet stream, the lush Gangetic Plains and the farms of Western India.Satellite telemetry studies have recorded a <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNEVeULiv_aGZnCsiDtV0Vo6KU3L0Q">cyclic migration pattern</a> of Demoiselle Cranes, flying over Nepal during autumn and returning via Mongolia in spring. During their autumn migration, birders can see magnificent flocks of Demoiselle over Nepal’s high mountain passes, gorges and along the Tarai. Farmers in Nepal often witness flocks flying in V formation like a swaying garland pattern in the sky, and call it ‘karyang kurung’ for the sound the make.In 1972, a flock of Demoiselle even alighted on Tundikhel at the centre of Kathmandu. More recently, I have observed them flying over my office in Baluwatar in 2015, and from my house in Chetrapati in 2016.But for these migrating cranes, Kagbeni remains the flight path of choice since the Kali Gandaki serves as a funnel that cuts through the Himalaya. My highest count of the Demoiselle has ranged from 50,000 in 2004 to only 5,000 in 2009.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda389c7e80680e080258jpeg.jpg" alt="" width="1510" height="1000"><figcaption>Another flock of Demoiselle Cranes flying north in spring, riding the up-valley thermals of the Kali Gandaki to lift them over the mountains to the Tibetan Plateau.</figcaption></figure>Variance in counting can be tied to weather, wind and visibility. When the wind in the Himalaya picks up, the flocks descend to lower altitudes. When they have the jet stream on their tails, they ride it over the mountains.For these expert fliers, the flight path is determined by head or tail winds, thermals, katabatic winds, and other weather phenomena. Thermals in the wind shadow of the mountains helps them gain altitude.In Nepal, the southerly daily thermals of the Kali Gandaki valley helps the birds soar up and over the mountains, whereas, riverbanks, wetlands and farms along the flight path are convenient night stops.These wetlands connect the dots along the birds’ migration routes, and Nepal lies in the <a href="https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNEMCt4MH3fr9o9Mfzu3EpqT-WJdNw">Central Asian Flyway</a>. During bad weather events, the birds use the windswept flood plains of the Kali Gandaki river in Kagbeni and Larjung of Annapurna Conservation Area as a safe stopover, while the buckwheat terraces provide food for their long journeys.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda3c9c7e80680e080259jpeg.jpg" alt="" width="900" height="774"><figcaption></figcaption></figure>While large in number, these birds still need protection from threats along their migratory routes and stopovers. These include poisoning from pesticide laden seeds, and from epidemics of water borne or airborne diseases.In <a href="http://archive.nepalitimes.com/blogs/thebrief/2018/02/16/mongolian-raptor-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2018/02/16/mongolian-raptor-in-nepal/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNGTIQbTCpl1pNTbc7ArUuZ-RCPdvw">Mongolia</a>, the application of the rodenticide Bromadiolone is known to have killed hundreds of Demoiselle Cranes, Steppe Eagles, Saker Falcons and other species. In November last year, 37 Demoiselle were found dead in Jodhpur in India, probably after eating poisoned seeds.In North-West Frontier Province of Pakistan, crane hunters are the biggest threat during migration. Metal weights tied to strings are hurled to lasso the cranes as they fly low to clear mountain passes. Traditional hunters in Pakistan often use live cranes as decoys to attract other birds, and keep them as pets.Ensuring safe and protected wetlands and farms along their migratory routes from Russia, Mongolia, China, Tibet, Pakistan, Nepal to India along the Central Asian Flyway is crucial to ensure the long term survival of these birds.<a href="https://www.nepalitimes.com/latest/himalayan-ecosystem-is-important-for-sarus/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/himalayan-ecosystem-is-important-for-sarus/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNFyWKHCBDGHmYeapMRHQOiOThrblw">Legend has it</a> that Lord Buddha’s cousin killed a crane, and he was very moved when its mate mourned its death. The scene changed his life by inspiring him to seek a path of non-violence and compassion.One of the approaches undertaken by WWF, known as the <a href="https://wwf.panda.org/our_work/our_focus/freshwater_practice/freshwater_inititiaves/asian_flyways_initiative/" data-saferedirecturl="https://www.google.com/url?q=https://wwf.panda.org/our_work/our_focus/freshwater_practice/freshwater_inititiaves/asian_flyways_initiative/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNGmKkjAdwHAjLK7clvuQxaYvOGEcA">Asian Flyway Initiative</a>, aims to provide safe passage between the breeding and wintering sites of cranes. Similarly, creating awareness about safe farming practices and promoting bird watching tourism are some of the viable options to help protect Demoiselle Cranes.The designation of 10 Ramsar Sites, identification of wetlands of international importance for biodiversity in Nepal provides <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNFWYVE7LOY1bjdTHz0_Zi04BIgMPA">stopover sites</a> for many ducks geese and waders during migration.Demoiselle Cranes, however, require wide riverbeds and farmlands as stopover sites and wintering habitats. World Migratory Bird Day on 10 October aims to generate awareness and seek support for the conservation of these legendary migratory species so that they survive into the future.Rajendra N. Saving Nepal’s flyway for migrating cranes

Photo: Bimita Bhandari </figcaption></figure>They once used to arrive in flocks of 200 in Kosi Tappu wildlife reserve, and frequent Kathmandu Valley’s wetlands. But after their numbers started dwindling sharply, the first Eurasian Curlew has been spotted for the first time after half-a-century by birders in Kathmandu last week. A group of wildlife photographers were out taking pictures along the Manahara River in Bhaktapur when they spotted a brownish bird with a long curved beak feeding by itself along the shore. They took close-up photographs and showed it to Hem Sagar Baral, an ornithologist with the Zoologial Society London (ZSL) who positively identified it as the Eurasian Curlew. Sanjay Shrestha and Pemba Sherpa took pictures of the bird on the ground, while others in the group have photos of the bird in flight. What intrigued Baral is that Eurasian Curlews are usually in flocks, and this seemed to be on its own. The bird used to be a common autumn visitor in Nepal’s national parks as they made stopovers in their <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921&amp;source=gmail&amp;ust=1601357436941000&amp;usg=AFQjCNEusPYOFWHD47X2jXr6ltv4N6977A">migrations to and from Siberia and India</a>, and possibly as far away as Africa. The birds of passage even used to make a refueling stop for a few days in Kathmandu Valley, but had not been seen here for 50 years. <figure><img width="900" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb66f9c7e80680e07bc60jpeg.jpg" alt=""><figcaption>Photo: Sanjaya Tha</figcaption></figure>The bird used to be abundant in Kosi Tappu Wildlife Reserve and has also been spotted lately in Chitwan, but not in large numbers. Eurasian Curlews use their characteristic curved beaks to burrow into wet sand banks after monsoon floods for worms.The first person to identify a Eurasian Curlew in Kathmandu was the British resident Brian Hodgson in 1844, who reported seeing flocks of them stopping over briefly on their migration. Ornithologist R L Fleming and artist Lain Singh Bangdel in their 1976 book, Birds of Nepal, say the bird is found in Kathmandu Valley. H S Nepali in his unpublished work in 1982, List of Nepalese Bird Specimens, also reports that the bird is found in Kathmandu. However, both bird books probably relied on an earlier sighting in 1970.Till 20 years ago, Anish Timilsina of the Kosi Tappu Wildlife Reserve remembers seeing flocks of up to 200 stopping by the river banks to feed, usually in the autumn season. They even used to winter there because of the abundance of food. But for the past decade, he said, they come only in groups of three or four, and some years there are none at all. <figure><img width="800" height="533" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6719c7e80680e07bc61jpeg.jpg" alt=""><figcaption>Photo: Bimita Bhandari </figcaption></figure>The International Conservation Union (IUCN) has classified the Eurasian Curlew in the threatened list. Their numbers are also going down in the British Isles, which had up to quarter of the population of the birds, and has not been put on the Red List of endangered birds. Their numbers could have also dwindled because of hunting and <a href="https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal&amp;source=gmail&amp;ust=1601357436941000&amp;usg=AFQjCNFkZbe9Oo4rcLk1kWEeuhNG-4Spug">habitat loss</a> in stopovers en route during migration.The Eurasian Curlew is among five species of migratory birds whose <a href="http://archive.nepalitimes.com/article/from-nepali-press/bird-census,4194" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/from-nepali-press/bird-census,4194&amp;source=gmail&amp;ust=1601357436941000&amp;usg=AFQjCNFzn2-hqgph5BQdEs2pogHRFDre9w">numbers have diminished</a> since 2000, including the Eurasian Spoonbill, Pallas Fish Eagle, Caspian Tern. Some 212 of the <a href="https://www.birdlifenepal.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.birdlifenepal.org/&amp;source=gmail&amp;ust=1601357436941000&amp;usg=AFQjCNF41GSsQnXi01fbL2CwFQia3tkm_w">896 bird species</a> found in Nepal are <a href="http://archive.nepalitimes.com/news.php?id=2341#.X3Fx0sIzaUl" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D2341%23.X3Fx0sIzaUl&amp;source=gmail&amp;ust=1601357436941000&amp;usg=AFQjCNEvodJStE0hgq0nd3ier5j5avY2Ww">migratory</a>, and 42 of them are globally threatened.

Eurasian Curlew visits Kathmandu after 50 years

Know your Ministers

‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? Either way, the reader gets a glimpse of Nepal’s recent history from the early days of the Panchayat, through the People’s Movement and the democracy period, the Maoist insurgency, Royal Palace massacre of 2001, and Gyanendra’s coup of 2005.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4.jpg" data-media-id="editor_0" data-image-id="2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4" data-rendition-name="original" width="1584" height="1000" loading="lazy" alt="How to win friends and influence nations NT"> </figure>  Not enough is said about the political parties of the time whose presence led to the way Nepal’s multiparty democracy came to be shaped. The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. How to win friends and influence nations

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;

It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
