Shakti (शक्ति) in Hinduism is the all-powerful feminine goddess without whom the masculine form is just a shadow. The mother goddess is also प्रकृति (nature), signifying the intimate link of all life forms with the female creator being. &nbsp;
This week, women across Nepal have been celebrating the runup to the <a href="https://nepalitimes.com/news/women-celebrate-tij">nationwide carnival of Tij,</a> and the main day this year falls on 6 September.&nbsp;
Tij has traditionally been a symbol of entrenched patriarchy in Nepali society and a festival to put women in their place. They are required to fast all day to ensure longevity of their husbands, reinforcing the idea that a woman’s worth is tied to a man.&nbsp;

However, Nepali womanhood has coopted Tij and turned it into a festival of emancipation, independence and even defiance. Leading up to the festival, artists and singers have released music videos on social media platforms with scathing satire, commentary, and protest. Tij has become the stage on which to highlight continued discrimination, abuse, even rapes and murders of women which have gone largely unpunished.&nbsp;
The way Nepalis celebrate our myriad post-monsoon festivals has changed with increased disposable income, and in the process become more commercialised and consumerist. But just to show who is in charge, the Kathmandu District Administration on Tuesday issued a notice saying any ‘unnecessarily extravagant celebration’ of Tij would result in legal action.Why does Kathmandu’s moral police feel it is necessary to control merry-making on the one day that Nepali women have reclaimed for themselves? Don’t they have bigger fish to fry? Like arresting convicted rapists? &nbsp;
The 2015 Constitution has ensured better representation of hitherto excluded groups like women across all sectors. In theory. &nbsp;

Even though the amendment to Nepal’s Civil Service Act has reserved 33% of civil service seats for women, they make up just 7.41% of the total jobs. Women from underserved communities suffer double discrimination.&nbsp;
Women and minorities in politics tend to be token nominations just to fulfil quota requirements. Women were elected to every local council as either a mayor or deputy mayor in 2017, but electoral alliances between political parties in the 2022 elections at all three levels of government gave politicians loopholes to bypass this requirement.
Indeed, while the number of female mayors and chairpersons rose slightly from 18 in 2017 to 25 in 2022, the number of deputy chiefs in 761 local governments fell steeply from 718 women to 564 at the same time.&nbsp;
Similarly, the 2015 Constitution mandated that 33% of MPs had to be women. Most female parliamentarians were never given a ticket for direct elections by their parties, they had to get into Parliament via the Proportional Representation (PR) system and are therefore not taken seriously by their male peers.&nbsp;
The <a href="https://nepalitimes.com/editorial/more-things-change-more-they-remain-the-same">current coalition government of the NC and UML</a> came to power two months ago on the purported agenda of scrapping the PR system with a constitutional amendment, arguing it has brought political instability.&nbsp;
Forget for a moment that it is serial septuagenarian prime ministers of the three main parties who are more responsible for decades of instability, but women and other excluded communities are in real danger of losing guarantees of political representation.&nbsp;
The 2021 census shows the female population over the age of 10 who are economically active has increased from 29.2% to 60.4%. Women manage nearly 30% of all small and medium businesses.&nbsp;

Female land and property ownership has increased since women were guaranteed inheritance rights. But while businesses registered by women are on the rise, this is largely so that male family members can use up subsidies for female-owned enterprises.&nbsp;
However progressive the laws, that is only the first step. True equality cannot be achieved until women are socio-culturally empowered to make their own decisions: whether or not to get married, when and to whom, to join the workforce after marriage or be a homemaker, have children (and how many) or not have them, get divorced, or remarry.&nbsp;

There is no right or wrong in all this, it is a woman’s choice. Family, society and community have no right to critique their decision. Patriarchy has contributed to gender inequality, but internalised misogyny lurks deep within society.
This is reflected in how Nepali families (including some matriarchs) continue to treat their daughters-in-law as slaves. Socialisation is so entrenched that in many cases, it is female family members who banish daughters to <a href="https://archive.nepalitimes.com/article/nation/women-speaking-out-against-chaupadi,3518">chhau huts</a> during their periods because of fears of divine retribution.
Recently, it was women who defended a self-proclaimed ‘godwoman’ who sermonised that women must endure abuse and exploitation at the hands of the husband and his family because divorce is “unnatural”. &nbsp;
Nepali society has a lot to learn and unlearn so that the next generation can finally break free of the shackles of discrimination, exploitation, abuse, and inequality.

Quality of equality for women

<img width="1440" height="798" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce5269c7e80680e0966edjpeg.jpg" alt=""/>The role of women in Nepal’s socio-political landscape is still on the margins, despite decades of activism. Nepali Times interviewed MP and outspoken gender rights activist Binda Pandey about the perpetual struggle of Nepali women for recognition and equality. Nepali Times: Have the demands of Nepali women from the past century had any results at all? Binda Pandey: From as early as 1916, Yogmaya Neupane had led movements against caste-based discrimination, sati, child marriage and polygamy while pushing for the recognition of remarried widows. Mangaladevi Singh formed the Nepal Women’s Association in 1947 to present a political front for women’s demands. With the backing of the Nepali Congress (NC) and Nepal Communist Party (NCP), the Association called for equal opportunities for women in education and employment and equal inheritance rights. With the end of Rana rule in 1951 came municipal elections in 1953 and Parliamentary elections in 1959. But women’s representation was severely lacking. Only Sadhana Pradhan and Dwarika Devi Thakurani were elected into municipal and parliamentary offices respectively. The NCP didn’t even bother raising a woman candidate in 1959. Despite their role in the political struggle, women were not involved in policy-making by their political parties. Schools for women were opened and the police started receiving female cadets. But with the exception of sati being outlawed in 1920, none of the demands presented since Yogmaya’s era was addressed.Did the Panchayat system fare any better? The partyless Panchayat system banned all political groups, including women’s organizations after the 1960 coup. Other than outlawing child marriage in 1963, the Panchayat system mostly worked against the interest of women. Therefore women emerged at the forefront of the anti-establishment movement with leaders like Shailaja Acharya who led the first anti-Panchayat demonstrations, declaring that King Mahendra had “no right to celebrate democracy while silencing it”. Female candidates contested the Independent Student Union elections and were at the frontlines of the 1969 Jhapa rebellion. Women took part in the 1979 student protests, rallying against gender-based discrimination. With the creation of the All-Nepal Women’s Association (ANWA) in 1980, female leaders called for implementing equal inheritance rights, equal opportunities in education, and obtaining citizenship via one’s mother. The Namita-Sunita rape-murder became another flashpoint as women took to the streets demanding action against gender-based violence. They received underground support from student groups, trade unions and political parties. These uprisings ultimately led to the 1990 People’s Movement. <a href="https://www.nepalitimes.com/here-now/nepals-cycles-of-revolution/">Nepal’s cycles of revolution</a>, Nepali TimesAnd were those expectations met afterwards?Women had high expectations after contributing to the success of the 1990 People’s Movement. We called for 50% representation of women in the National Assembly, drafted demands including proposals for citizenship through mother’s name, laws for strict punishment of violence against women and establishment of family courts to oversee such cases. However, the leaders ignored our proposals for change. In fact, what little progress had been made was also reversed. A provision to grant citizenship to naturalised Nepali children with foreign fathers and Nepali mothers was repealed in 1991. There was apathy towards addressing gender-based violence. I went with a delegation to the government to demand justice for two minors who had been sexually assaulted in the capital. We were ignored, and told that women had to defend themselves with chilli sprays and long nails. We realised that women needed to be in power to achieve true emancipation. A constitutional amendment increased the number of women in local level offices from 136 in 1991 to 40,000 in 1999, while 5% of all candidates for the House of Representatives and National Assembly elections were required to be women. How were demands for gender equality affected by the insurgency? The Maoists triggered a change in the perception of women. With female combatants active on both sides, the state realised that women could carry guns, too, and do what men did. Women started forging their own identities independent of men. Local Mothers’ Groups and small savings and credit groups empowered women to be financially independent. Political parties started incorporating women’s issues and a National Women Commission was set up. In a landmark decree, the Supreme Court ordered an amendment of the Muluki Ain to guarantee equal rights over inheritance for all children.But while political bigwigs post-insurgency threw their weight behind women, the outcome did not reflect that. Upon the re-establishment of Parliament in 2006, our demands for citizenship through the mother, equal ownership over family wealth, strict punishment for gender-based violence and one-third representation in Parliament were ignored. Only after we pressured then-MP Bidya Devi Bhandari to file a Public Interest Litigation was one-third participation secured on all levels of the state. After another week of agitation, the Constitutional Draft Commission included four women who pushed for equal ownership of inheritance and equal-work-equal-pay schemes. Provisions were created for access to health, employment and social security. Reproduction and priority over childbirth were declared a woman’s right. Also established were the rights of all children, regardless of gender, to ancestral property, the duty of family members towards each other and ethnicity-based citizenship from either parent. What challenges lie ahead?While democracy has increased women’s representation, policy-making is increasingly concentrated in the hands of a few men despite the inclusive structure of the state. Overall, our political leaders have shown that they are good at waging revolutions against the existing system, but not changing it.True equality requires political change to go along with an overhaul of patriarchal values that affect politics. Political leaders are still unable to accept women in power, often undermining their achievements and struggles. The political establishment must realise that the support of women is crucial to their staying power, and a loss of that support could spell doom. Not long ago, our women’s blind cricket team won the First International Women’s Blind Cricket Series in Pakistan. Nepal’s women football team was second runner-up at the Gold Cup in India last month.The outflow of men for overseas work has had many consequences, and the most notable is the feminisation of rural Nepal. With the men away, women have taken charge both in their homes and communities. They have decision making power in the management of schools and health posts, in community forestry and irrigation. It won’t be too far-fetched to say that much of the credit for ground-level development, despite the absence of local government for 20 years, goes to women. Juggling their dual roles of breadwinner and primary care givers in homes and raising children has increased their burden. This inequitable distribution of work is more prominent in urban areas where women have both careers and homes to make. Men and society in general have been slow to accept these changes, and see the economic benefits of shared responsibility at home and office.Read also: <a href="https://www.nepalitimes.com/here-now/learning-about-teaching/" target="_blank" rel="noopener">Learning about teaching</a>, Prakriti KandelAmong survivors of the 2015 earthquake, women were more affected. There are an estimated 2,000 earthquake widows and 50,000 single women whose houses collapsed in the disaster. In lack of reliable support, reconstruction and survival has been more difficult for them as reported in this issue. But despite these shortcomings, women are going boldly forth where men have gone before in rebuilding lives and homes.We have produced some of the finest females doctors, pilots, engineers, artists, teachers and historians in the past few decades. But despite the fact that for the first time FNCCI is headed by a woman, and 80% of Nepal’s labour force is female (one of the highest proportions in the world) women continue to be restricted to ‘informal sectors’. Though there are higher numbers of women in politics today than ever before, there are still very few in leadership positions. Despite women heading all three organs of the government, the legislative, judiciary and executive at one point, there are still too few actual decision-makers to exert enough influence. This has led to situations like the current citizenship debate, where a male MP this week said providing citizenship to the children of rape victims will encourage rape.Clearly, higher literacy has not led to behaviour change among males in our conservative culture that sees women as an inferior gender. Given opportunity, women have proved themselves time and again and prevailed despite roadblocks and limitations. All they need now is a little help from institutions like the state and family to remove the obstacles that impede progress.

The head of FNCCI is a woman.More and more girls are in school and the dropout rate in east Nepal, for example, is higher for boys than girls. In colleges and universities, here and globally, there are more women than men. This is partly because boys are absorbed into the job market more quickly. From Bhaktapur to Dhangadi, all deputy mayors are women. In four years they could all become mayors. All aspects of the social and economic life are being led and managed by women. Many women have also left their villages, in-laws and small pieces of land to go to cities to educate their children, paid for by remittance money from their husbands.More and more land is being registered in the name of women and the reduced tax for them is working as an incentive to accelerate this process across Nepal. This may be a good time to revisit the process of aggregating fragmented fertile land and initiating commercial and contract farming. They climb the highest peaks, they run the most successful businesses, they are in the army, police and in banks. They are doctors, engineers, teachers and administrators. As more and more men leave the villages and cities for work abroad, women are taking charge.This must not be seen as a default but a real opportunity to empower Nepal’s women. We need to change our perceptions and mindset, and stop saying that the particular opportunity went to a person only because she was a woman. This is glaringly evident in the average age of marriage, which is stuck at 18 despite law raising the minimum marriage age to 20.Data shows that <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/ending-child-marriage-in-Nepal,3864" target="_blank" rel="noopener">37% of girls in Nepal marry before the age of 18</a>, and 10% are still married by the age of 15. This is the third highest rate of child marriage in South Asia after Bangladesh and India. Despite the rise in female literacy child marriage has not gone down significantly. This is taken as a proof that education is slow to reform deep-rooted patriarchy.<a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/child-marriage-in-Nepal,3863" target="_blank" rel="noopener">Child marriage</a> is highest in districts with low female literacy and the Tarai districts have a particularly high rate. Experts say that even if marriage age can be deferred to 16 for boys and girls in the Tarai, it will be an achievement. This has thrown the government’s target to eradicate child marriage by 2030 in doubt.At a Girl Summit for the youth of Province 1 and 2 here last month, local government officials, lawmakers all made the right noises, expressing commitment to meet the <a href="https://archive.nepalitimes.com/article/nation/on-air-radio-ro-deter-child-marriage,4185" target="_blank" rel="noopener">zero child marriage goal by educating, empowering and employing girls</a>. They heard from adults who were married when they were children, and were informed of pressures in male-dominated society from family and the influence of the Internet in encouraging early relationships lately. The Summit's motto was: ‘Educate Girls To Save Girls’.Sudesh Rishidev from a Musar community in Rangeli of Morang was 18 when he was married and did not know a husband’s responsibilities. “I knew I had to look after my family, but did not know how,” recalls Rishidev, now a 26-year-old anti-child marriage campaigner.Navin Rishidev is Sudesh’s friend and is now 28, but he was married when he was 18 and his wife was 14. His parents had five other children, and wanted him married only so they could have a daughter-in-law to help with the household chores. Today Navin is a well-known Maitihili singer and uses his musical talent to raise awareness against child marriages.Soniya Kumari Sada from Chandranagar eloped with Indrajit Sada when she was 16, just after her Grade 10 exam. However, with her husband working in India, her in-laws refused to let her study and banished her back to her parent’s home. She is now worried about her future.Pooja Shah, 18, from Janakpur had to take care of her mother and three siblings after her father died. Relenting to pressure from her mother to get married, she wedded 21-year-old Sarkar Shah, but says: “I did this for my mother, who was facing financial pressure to raise the family.” She is sad about dropping out of school, but understands why her mother forced her to do it.Rani Mahato is now 37 and an active member of a political party, but was married when she was 11. “I was not even aware that I had been married,” recalls Mahato, who is now district vice-chair of her party. She is glad the average age of marriage has climbed to 17, even though it is still low.Ajay Kumar Rishidev, from Morang is now 23 and in Grade 12. He is under pressure from family to get married but has evolved a clever strategy to deal with it: he brings his friends to talk to his parents, or he disappears from his home when he hears that prospective bride families are visiting.This has helped him to stay single till now, an he is involved in performing street dramas to show the Musar communities reasons on why child marriage deprives women of opportunities in life.Saroj K Patel, ward Chair of Jeetu Simra Sub Municipality in Province 2, is with the Rastriya Janata Party, but says the campaign against child marriage crosses party lines. But he adds that banning registration of marriage below 20 is depriving many young married women of their rights.<a href="https://www.nepalitimes.com/here-now/mr-province-2/" target="_blank" rel="noopener">Chief Minister of Province 2 Lal Babu Raut</a> is convinced that increasing female literacy is the first order of business to fight patriarchy and caste system that lie at the high rate of child marriages in the Tarai. Can Nepal end child marriage by 2030?

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Because of the shortage of qualified masons and proper seismic engineering, <a href="https://nepalitimes.com/here-now/structural-problems">many of the buildings are of questionable building standards </a>and the traditional architecture has been abandoned, admits Kul Bahadur Budathoki, deputy chair of the municipality. “But these buildings were more expensive than what the government grants could cover, many people here are heavily in debt and the men have <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day">migrated to the Gulf to pay their loans</a>,” Budathoki says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480.jpg" data-media-id="editor_14" data-image-id="20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480" data-rendition-name="original" width="1501" height="1079" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> <figcaption>Kul Bahadur Budathoki</figcaption> </figure>  Singati is in a multi-hazard zone. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
