The grant paralysed Nepali politics, and nearly brought down a government. After acrimonious wrangling, Parliament three years ago this week ratified the <a href="https://nepalitimes.com/news/putting-the-mcc-in-context">$500 million US project</a> for roads and transmission lines.
Just as the <a href="https://nepalitimes.com/here-now/mcc-ball-in-nepal-s-court">Millennium Challenge Corporation (MCC)</a> started awarding contracts this week for sections of transmission lines, substations, and highways, <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump </a>suddenly pulled the plug.
The Finance Ministry said it had received an email last week from Washington that payments for contracts were ‘suspended’ by Trump’s executive order. It is not clear if the stay is only for 90 days, and the MCC has asked for a waiver for Nepal and other countries.

“This is a temporary suspension, we believe it will eventually work out as it is supposed to,” says former National Planning Commission Chair Biswo Nath Poudel. “If not, the Americans will lose credibility around the world.”
In January, the MCC approved an additional $50 million to cover increased costs, and Nepal is chipping in its own $197 million.
“We will take loans to complete the <a href="https://nepalitimes.com/editorial/a-millennium-challenge">transmission lines</a> if we have to, and Nepal is now capable of operationalising projects of that value,” Poudel told us.&nbsp;
The MCC was caught up in the <a href="https://nepalitimes.com/news/sino-american-rift-impacts-climate-action">Sino-US competition</a> for dominance in the region. It was Washington’s response to Beijing’s <a href="https://nepalitimes.com/opinion/bri-enters-the-tenth-year">Belt and Road Initiative (BRI)</a>. Abandoning MCC will leave Nepal open for <a href="https://nepalitimes.com/here-now/china-lobbying-against-mcc">China to step in</a> with its own infrastructure.&nbsp;
“I don't see the Chinese replacing the US in terms of dollar-to-dollar aid in Nepal, including on the MCC, which is also an export-to-India-oriented project,” says Amish Mulmi, author of All Roads Lead North. “But, yes, China can use the aid and investment vacuum left by the US to assist Nepal.”
The debate about whether Nepal should accept <a href="https://nepalitimes.com/here-now/power-politics-delays-mcc-in-nepal">the MCC polarised politics</a>, even splitting leaders within parties. <a href="https://nepalitimes.com/opinion/comment/inoculation-against-misinformation">Conspiracy theories and disinformation</a> spread like <a href="https://nepalitimes.com/news/wildfire-season-starts-early-in-nepal">wildfire in Nepal</a>’s cybersphere, alleging that the MCC was a ploy to base US missiles in Nepal aimed at China. The Chinese added fuel to the fire, trying to stop ratification.&nbsp;
Not surprisingly, the suspension of MCC contracts this week was greeted with the same trolling that filled <a href="https://nepalitimes.com/news/no-comment">social media </a>during the MCC debate and after ratification in 2022. This time, the posts have an additional ‘we told you America was not a reliable partner’ refrain.
One self-described influencer posted on X: ‘The MCC has only been suspended, it should be entirely cancelled…(it) is an absolute military trap.’
Finance Ministry officials last week assured that the MCC would not be affected by <a href="https://nepalitimes.com/news/how-usaid-cut-affects-nepal">the freeze on USAID supported programs </a>worldwide, including Nepal.&nbsp;
On Wednesday at Mar-a-Lago, Trump singled out Nepal, and said USAID’s $20 million to support <a href="https://nepalitimes.com/editorial/feudal-federalism">federalism</a> and $19 million for <a href="https://nepalitimes.com/here-now/conversation-with-mr-conservation">conservation</a> was a “fraud”. Other US-supported government programs worth $131 million to improve healthcare, education, <a href="https://nepalitimes.com/here-now/back-to-the-land-in-the-cities">agriculture </a>and inclusion are halted.&nbsp;
In 2022, USAID and Nepal signed a five-year Development Objective Agreement worth $659 million for climate adaptation, environment protection, <a href="https://nepalitimes.com/banner/nail-salon-workers-say-proper-ventilation-can-protect-their-reproductive-health">gender and reproductive rights</a>. That is also now in limbo.
Slashing all this assistance has impacted over 300 consultancies and non-profits in Nepal, and threatens to undermine past successes in maternal and child health, <a href="https://nepalitimes.com/news/the-goal-is-empowerment-and-independence-of-women">women’s empowerment</a>, free press and rural development. &nbsp;
Says Mulmi: “What the US withdrawal on MCC will do is further erode US credibility inside Nepal, particularly since it was such a politically charged subject. It will also signal a change in its stance on China in South Asia, as the MCC was a direct challenge to the BRI and <a href="https://nepalitimes.com/news/nepal-s-love-triangle-with-china-and-india-impacts-investment">Chinese investments</a> in infrastructure.”
If there is one lesson from all this, it is that<a href="https://nepalitimes.com/news/missing-links-in-nepal-s-mcc-debate"> foreign assistance is rarely a free lunch</a> and often comes with strings attached. Nepal should look out for itself and be self-reliant, after all <a href="https://nepalitimes.com/opinion/is-free-health-care-possible-in-nepal">basic health care </a>and environmental protection are responsibilities of the Nepali state, not of donors.&nbsp;
This means investing in infrastructure and development to <a href="https://nepalitimes.com/multimedia/staying-home-to-create-jobs">create jobs at home</a>, actually spending budget outlays for capital expenditure, and making optimum use of domestic resources such as<a href="https://nepalitimes.com/here-now/pump-water-store-energy"> hydropower</a>.
Says Bishwo Nath Poudel: “The MCC was never anti-China. In fact, India and China are our most important neighbours. What is really important for us is to leverage their growth to pull us along.” &nbsp;

<a href="https://nepalitimes.com/editorial/trump-s-second-coming">President Donald Trump</a> has reversed <a href="https://nepalitimes.com/opinion/comment/nepali-cities-must-champion-climate-action">climate action</a>, vaccine funding and research and in a move that directly impacts Nepal, cut US funding for gender rights and <a href="https://nepalitimes.com/banner/support-for-reproductive-health-of-nepali-women">reproductive health</a>.&nbsp;
Pulling out of the Paris climate accord and increasing<a href="https://nepalitimes.com/news/fuel-of-the-future-is-here"> fossil energy production </a>and use will further accelerate <a href="https://nepalitimes.com/here-now/those-who-stay">melting of Himalayan glaciers</a> threatening food production and <a href="https://nepalitimes.com/multimedia/nepal-villages-cope-with-climate-induced-floods">increasing flood risk</a>.
But a more direct and immediate impact will be the life or death of mothers, infants and cluster — reversing Nepal’s dramatic gains in reducing maternal and <a href="https://nepalitimes.com/opinion/newborn-deaths-and-a-vision-for-a-post-pandemic-nepal">infant mortality rates</a>.
Kul Chandra Gautam, former UN Assistant Secretary-General and Deputy Executive Director of UNICEF took to X: &nbsp;‘Trump and the world’s richest man Elon Musk were mercilessly gutting an agency helping the world's poorest’.
He added: ‘It's a reminder of Stalin's great purges when thousands of staff R fired, official website abruptly disabled &amp; humanitarian &amp; development aid to world's poorest halted at a whim … (Trump and Musk) are mercilessly gutting an agency helping the world's poorest.’
The <a href="https://nepalitimes.com/business/usaid-support">US Agency for International Development (USAID)</a> is defunct and the staff and contractors suspended worldwide. The official website of USAID Nepal is inaccessible and it has placed its staff on indefinite leave.
Many organisations working in the social, environment and free media space have been severely impacted with officers working from home until further notice.&nbsp;

USAID was one of the biggest benefactors for <a href="https://nepalitimes.com/opinion/placing-nepali-women-first-past-the-post">women and gender rights activities </a>in Nepal, and is understood to have spent $151.1 million in the country in just 2024.
Since 2000, USAID has delivered Rs196 billion to support development projects in Nepal. Of this over $1.5 billion was allocated across multiple sectors such as <a href="https://nepalitimes.com/news/the-goal-is-empowerment-and-independence-of-women">empowerment of women</a> and children, humanitarian aid, health, education.
At the 2024 Nepal Investment Summit, the DFC, the U.S. International Development Finance Corporation, committed more than $270 million in projects across the country to support various economic initiatives as well as the marginalised and women. USAID and Nepal in 2022 signed a five-year Development Objective Agreement worth $659 million.
While much of the funding was spent on staff salaries and other administrative costs, it was still crucial support for fieldwork. Experts interviewed for this report did not want to be quoted by name, but said they were concerned that the fund freeze could seriously undermine Nepal's development trajectory.
The four key programs of the USAID in Nepal relate to improving women’s health, supporting <a href="https://nepalitimes.com/multimedia/strength-in-numbers-for-female-farmers">women farmers</a>, expanding access to quality education for marginalised youth including girls and directly financing projects promoting gender equality and women empowerment.
Given that America was also funding agencies like the Global Alliance for Vaccines and Immunisation (GAVI), WHO, and UNICEF, Nepal’s successful immunisation, maternal and child health, healthcare systems and nutrition programs will also be indirectly hit.
The 2022 Demographic and Health Survey of Nepal records 21 neonatal deaths for every 1,000 live births, highlighting continued challenges in maternal and infant health. USAID had in response allocated $72 million to reduce mortality rates and enhance overall <a href="https://nepalitimes.com/news/nepalis-are-dying-because-they-are-poor">healthcare access</a>.

Following Trump’s executive order, all agencies responsible for administering foreign development assistance were required to immediately halt new funding and obligations. The Office of Management and Budget (OMB), in coordination with the Secretary of State, is to conduct a thorough evaluation of each program’s efficiency and relevance to US foreign policy.
This review process is to determine whether programs should be resumed, modified, or terminated. Funding may resume during the 90-day review period if assessments justify its continuation, with final decisions requiring approval from the Secretary of State and the OMB Director. The Secretary of State can also grant specific waivers to exempt critical programs from the pause.
This has put Nepal essentially in a ‘wait and watch’ mode, say insiders as the pause has not put forward any criteria for evaluation and review of their projects.
Some specific programs that the US decides are important may receive exemptions or have their funding resumed sooner than three months, but nothing is certain.
Writing for the Nepal Economic Forum this week, SujeevShakya said: ‘The uncertainties prevailing in terms of the possibility of review and resumption or the permanent halt of the activities have been a bigger concern in the development fraternity. In case this is a permanent stop of US aid to the world, then it may also trigger a trend of other countries following the suit… The latter part of 2025 will see the impact of aid freeze playing out.’
The outlook for gender-related projects in Nepal depends heavily on the results of this review and the political climate in the United States.
In the short term, organisations may need to seek alternative funding sources or scale down operations. In the medium term, if the freeze is lifted, there may be a period of recovery and rebuilding as projects resume and attempt to regain momentum.
However, prolonged funding disruptions could lead to long-term setbacks in gender and women-related programs and efforts in Nepal.
The Nepal government is exploring alternative funding sources to mitigate the effect by engaging with international donors, including diplomatic discussions between Nepal and the United States but without much success. Some experts suggest that the freeze maybe the shock the government needs to carry out its responsibility of protecting its citizens.
The NGO Federation of Nepal, an umbrella organisation of Nepali NGOs, has expressed concerns about the significant impact on US-funded projects and programs, particularly those related to child health, <a href="https://nepalitimes.com/news/food-for-thought-for-nepal-s-nutrition-planners">nutrition</a>, environment, and <a href="https://nepalitimes.com/banner/un-climate-report-declares-planetary-emergency">climate change</a>.
The federation has highlighted the loss of jobs and the potential long-term setbacks in development efforts. The USAID funds as many as 300 NGOs, non-profits and consultancies in Nepal, all of which are directly affected by the cuts.
Given the recent news about the alleged misuse of USAID funds and President Trump's remarks, it seems increasingly likely that the 90-day review period might be extended. This situation serves as a stark reminder for our country to take greater responsibility for our own development. <a href="https://nepalitimes.com/news/nepal-less-and-less-able-to-feed-itself">It's high time we reduce our dependence </a>on grants, which are often mired in controversies and lack proper transparency.

Another quarter was from other countries, with China reported as the main source, and Nepali NGOs, particularly the Nepali Red Cross, accounted for a fifth,’ added the study. That report opened my eyes to the regular outpouring of humanitarian assistance from family, neighbours and governments at all levels, which is exemplified by civil society’s activities during Covid-19, and which happens almost immediately when disasters strike. Recently I decided to try and open the eyes of others, both inside and outside of Nepal, to this reality. Nepal’s homegrown Covid heroes

<img width="1229" height="717" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6a49c7e80680e07bc74jpeg.jpg" alt=""/>A combination of rampant corruption, wayward planning, <a href="http://archive.nepalitimes.com/news.php?id=16530#.X3RCOMIzaUk">donor interest</a> and an utter disregard for intended beneficiaries has delayed Nepal’s multilateral development projects, and wasted scarce resources. Infrastructure projects, poverty alleviation schemes, initiatives to improve education have all been leaking billions of rupees over the last two decades, and budgets are continuously disbursed despite huge costs over-runs and little progress. Middlemen, consultants, contractors, extortion and excessive employee benefits have diverted much of the money meant to uplift Nepal’s most under-served regions and people living there.The World Bank funneled Rs5.1 billion into the Project for Agriculture Commercialisation and Trade (PACT) was designed to improve the farming business and raise rural income. Instead, much of the budget was spent lining the pockets of middlemen and ‘fake farmers’, the World Bank’s own investigation found. The Bank has sent a letter to the government urging legal action against the perpetrators who siphoned off the money.Equally notorious is the Asian Development Bank (ADB)-funded High Mountain Agribusiness and Livelihood Improvement Project (Himali) with a budget of Rs2.62 billion. <a href="https://www.nepalitimes.com/banner/economic-cost-of-5-months-of-nepal-lockdown/">Economic cost of 5 months of Nepal lockdown</a>, Nepali TimesLike PACT, Himali required farmers to submit written proposals to get access resources, when much of Nepal’s farming population is illiterate. As a result, proposal-writing rackets sprang up and fraudulent ‘farmers’ took away most of the money. Farmers who were genuinely in need were not even aware of the aid offer.“Projects in Nepal have been designed with the interest of donor disbursement quota in mind,” explains former secretary of the Ministry of Agriculture Suroj Pokhrel, “they do not take into account the government’s delivery capacity and the reality on the ground.”The School Sector Reform Plan (SSRP) funded by a consortium of donors spent a mind-boggling Rs3 trillion from 2009 to 2015, but most of it went to building facilities, with little attention to improving the quality of instruction. Without learning lessons from it, the government is now working with another donor-funded follow up: the School Sector Development Plan (SSDP).“Development assistance to Nepal will never benefit the target group if it does not take into account their fundamental needs,” says public policy analyst Suryaraj Acharya. “The prime motivation for development funds has been in the donors’ interest rather than the overall development framework of the country.”  <a href="https://www.nepalitimes.com/latest/nepal-unveils-covid-19-budget/">Nepal unveils Covid-19 budget</a>, Nepali Times <img width="1492" height="763" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6a69c7e80680e07bc75jpeg.jpg" alt="">Foreign assisted projects are also conditional on hiring expensive consultants for tasks that Nepalis with much more extensive local experience already have. The ADB and World Bank-funded agriculture projects spend up to a quarter of their entire budgets on consultants, a report has shown, with others spending even more. “Project costs are massively inflated by consultant fees, so there is very little trickling down to the target beneficiaries,” Pokhrel alleges. For example, the ADB-funded Melamchi Drinking Water project has spent a quarter of its budget on consultants, yet it remains incomplete two decades after work began. Bridge construction on the Mugling-Narayangad expressway also remains incomplete, even after spending Rs400 million on consultants. To be sure, <a href="https://www.nepalitimes.com/review/why-nepal-is-stuck/">official corruption that borders on extortion</a> within the Nepal government machinery is also to blame for the high costs and delays. But analysts say donors often get off the hook for their refusal to look at consultant fees driving up costs.Much of the leakage is also due <a href="https://archive.nepalitimes.com/news.php?id=19592">to administrative costs and inefficiencies</a> within the Nepal government. Billions are spent on employee benefits, bonuses and expenses, but the projects get the green light from donors nevertheless.<a href="https://www.nepalitimes.com/here-now/survive-2020-revive-in-2021-and-thrive-in-2022/">Survive 2020, revive in 2021 and thrive in 2022</a>, Alisha Sijapati<a href="https://www.nepalitimes.com/latest/save-farms-empower-farmers-nepal-citizens-appeal/">Agriculture and livestock development</a> has been a key area of aid for the World Bank, ADB and IFAD (International Fund for Agriculture Development). The Ministry of Agriculture has got help from them for the past decade to work on a dozen projects of which eight have been completed.Of those still ongoing, the Livestock Sector Innovation Project that is funded partly with a $80 million loan from the World Bank. Although agriculture is a vital sector of the economy, even the Agriculture Ministry’s own evaluation has shown that all the resources poured into increasing production have not yielded expected results. Better off people with political connections in the districts have benefited more than the really needy farmers.The World Bank has supported Nepal’s Poverty Alleviation Fund for the past 15 years, but a third of its budget was spent on administrative work, and the whereabouts of the remaining remains unknown. Some critics say much more poverty would have been alleviated if the cash was just doled out to the poorest Nepalis.<a style="outline: 0px;" href="https://www.nepalitimes.com/latest/thinking-out-of-the-box-to-rescue-nepal/">Thinking out of the box to rescue Nepal</a>, Prem Jung ThapaAnother World Bank funded Rs5.17 billion project to improve food production and nutrition in the western mountains was also found to have benefited only a third of the farmers it was intended for. Documents obtained by Nepali Times show that 47% of the total budget for the 6-year Agriculture and Food Security Project was spent on administrators, consultants, and travel.  ­­Not only did the project not help <a href="https://www.nepalitimes.com/latest/nepal-agro-imports-at-all-time-high/">subsistence farmers increase production</a>, most of the money got siphoned off by well-connected locals. It spent Rs 1.4 billion was spent just on training and workshops. Towards the end of the project, employees spent Rs20 million just on junkets to Vietnam, Korea and Australia. The report also show outright stealing from the procurement budget.In its own report, the World Bank declared PACT as a ‘moderately unsatisfactory’ project, which might have been a polite way of saying it did not deliver the goods. But no action has been taken on its conclusions. Vice-President of the World Bank’s Multilateral Investment Guarantee Agency Ethiopis Tafera concluded that there had been irregularities in the project’s financial records, but there has been no follow-up.<a href="https://www.nepalitimes.com/latest/a-covid-19-third-wave-in-the-third-world/">A Covid-19 third wave in the Third World?</a>, Ed HoltPokhrel says the only way out of <a href="https://www.nepalitimes.com/banner/when-will-nepals-future-ever-arrive/">Nepal’s donor dependency syndrome</a> is to set up an Agriculture Projects Bank where Nepal’s aid agencies can pool their aid. However, he says donors have opposed the plan. He adds that donors try to replicate development models that have worked elsewhere, but they have not been successful in Nepal because the conditions here are different.Acharya is even more critical. He says Nepal has to break out of the habit of accepting aid for activities that the country is capable of carrying out itself. He does not agree with the oft-repeated excuse that projects failed due to poor implementation and not wrong policies. He says it is <a href="http://archive.nepalitimes.com/article/nation/Knowing-how-to-ask-for-help,1348">faulty policy itself</a> that leads to poor implementation.Acharya supports the bilateral assistance models adopted by China, South Korea and Japan during their early phases of development. They required donor countries to help out in projects the governments themselves formulated as per their own long-term development strategies.    A former employee of the Finance Ministry’s Foreign Aid Coordination Department says: “In my whole career I have not seen a single foreign-funded project that has been completed in time, or has provided promised benefits.”

Aid rarely aids agriculture in Nepal

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121120/636b8d8a9c7e80680e06b353jpeg.jpg" alt="" width="4096" height="2730"/><figcaption>Photo: BIKRAM RAI</figcaption></figure>The European Union has offered a €75million aid package to Nepal to tackle the COVID-19 pandemic and mitigate its impact. The fund will be directed to assist Nepal's health authorities to respond to the immediate health crisis and to boost the country’s economic recovery.The relief fund will involve reorienting already existing financial commitments towards the Nepali health sector and crisis response, as well as additional new funding. €55 million out of the total aid to Nepal will be a reorientation of existing commitments, with €20million in additional funding.The EU delegation in Kathmandu said in a statement on Monday: “While the government’s strict measures to trace, isolate and treat the virus have so far helped to contain the health crisis, such measures will, as in all countries worldwide, have a negative economic impact.”€12 million from the relief package will be directed towards Nepal's public health and preparedness plan, and €62.6 million will support a social and economic recovery response.Impressing upon the importance of international cooperation and solidarity during this time, EU Ambassador Veronica Cody said: “We hope that our contribution will support the efforts of the government to respond effectively to this crisis so that the impact on the most vulnerable is reduced.”The relief fund is part of the European Union’s €20 billion  'Team Europe' package to support immediate health responses to the COVID-19 pandemic and their economic recovery around the world. In addition to its relief efforts, the European Commission is set to host an online pledging conference to support the development of a vaccine on 4 May.

€75 million EU aid to Nepal for COVID-19

This time, too, President Xi timed his state visit to Nepal after an informal summit with Indian Prime Minister Narendra Modi in southern India. His message was that India is too important a trading partner, and China did not wish to jeopardise those ties over Nepal.The visit to Kathmandu may have been brief, but it underscored <a href="https://www.nepalitimes.com/editorial/what-china-really-wants/">China’s national interest</a> to see a stable and independent Himalayan buffer state. Chinese leaders ever since Mao Zedong have <a href="https://www.nepalitimes.com/here-now/elementor-3766/">advised Nepal’s leaders</a> to learn to live with India, and be smart about dealing with the rulers in New Delhi – advice that kings, prime ministers and party leaders in Nepal have not always heeded.Read also: <a href="https://www.nepalitimes.com/editorial/what-china-really-wants/" target="_blank" rel="noopener">What China really wants</a>, EditorialPrime Minister K P Oli pulled out all stops to make this visit happen, and to make it a memorable one for Xi. He micro-managed the arrangements, even getting Sur Sudha to rehearse the music the band would play at the state banquet. The f<a href="https://www.nepalitimes.com/opinion/kathmandu-gets-a-facelift/" target="_blank" rel="noopener">rantic and temporary facelift of Kathmandu streets</a> (only those that the Chinese entourage would drive past) carried its own symbolism: a shameless attempt by Nepali officialdom to hide governance failure, corruption, and neglect that made the capital so squalid.For the Nepal Communist Party (NCP) the visit was a useful way to distract a disillusioned domestic public from its non-performance over the past two-and-half years. The ruling party is being ridiculed for squandering its two-thirds mandate, its inability to rein in wayward officials, for impunity, and failure to provide basic services. Dangling future trains, tunnels and tollroads in front of people is not going to reduce their woes. There has been much scorn in social media telling the government not to sell dreams of railways when it cannot even maintain roads inside Singha Darbar.President Xi came across as a benevolent uncle, and used his state banquet speech to heap admiration on the Nepali people. We probably deserve that praise because Nepalis have been so patient with our feckless leaders for so long.But Xi also went on to chide Nepal quite pointedly on not completing infrastructure projects. Chinese contractors have firsthand experience of this: the on-again-off-again Budi Gandaki and West Seti, being given the run around by corrupt officials, extortion and local opposition in airport, hydropower, irrigation and other schemes. Xi had another bit of advice to the NCP: that Communists should not be greedy. To that, he could have added: they should also not have a lust for power (or other carnal desires).Our leaders at the Megha Malahar Hall of Soaltee Crowne Plaza listened to what Xi said, but we are not sure if they heard him. Or they just heard the  parts they liked: about Nepal now being “land-linked and not land-locked”. The emphasis on connectivity made sense, and although there was agreement on a detailed engineering study of the <a href="https://www.nepalitimes.com/banner/which-way-will-the-tibet-nepal-railway-go/">trans-Himalayan railway</a> and two highway tunnels to Kerung, the financial modalities were not discussed possibly because the Nepali side is by now aware of the ‘debt trap’.Nepal did not even raise the possibility of developing an alternative source of petroleum imports via China to reduce the country’s reliance on India, and there has been no progress on the <a href="http://archive.nepalitimes.com/article/nation/Tibet-train-Nepal,3102">Trade and Transit Treaty</a>. China’s emphasis on developing the Gandaki, Karnali and Kosi Corridors signifies support for stitching Nepal economically along a <a href="https://www.nepalitimes.com/editorial/trilateral-trains/">north-south axis</a>, after past attempts to split it east-west politically.    Of the other exchange of letters <a href="https://www.nepalitimes.com/here-now/nepal-now-has-to-balance-not-just-india-and-china-but-also-the-west/">the most sensitive</a> is the bilateral agreement on Mutual Legal Assistance, which could be a euphemism for (and a precursor to) an Extradition Treaty. Although crime by Chinese nationals in Nepal has increased, the agreement is obviously targeted at the 15,000 Tibetan residents and refugees in Nepal. It is not lost on anyone that the protests in Hong Kong this year were sparked off by a similar attempt at extradition.Nepal can only buttress its bargaining position with its giant neighbours if it builds greater self-esteem stemming from self-reliance. The strategy must be to take advantage of better connectivity for trade, jobs and economic growth.      <h2>10 years ago this week</h2> Ten years ago, President Bidya Devi Bhandari was Defence Minister in the UML-led coalition government. Nepali Times issue #472 of 16-23 October 2009 carried <a href="http://archive.nepalitimes.com/news.php?id=16385#.XaWMPNIza70">this Editorial</a> about her:Trust Bidya Bhandari to transform the most mundane issues of the Defence Ministry into the most pressing concerns of the nation. From the day she took charge, she has constantly ridiculed the Comprehensive Peace Agreement (CPA).Bhandari's claim that the peace agreement, which put arms procurement and new recruitment on hold, is affecting the preparedness of the Nepal Army is not without merit. However, the priority now is to protect the peace and write a new constitution. Strengthening the defence forces is necessary, but it is not the priority.The CPA is a faulty document, but for now, that's all Minister Bhandari has. The evolution of Sino-Nepal relations to that of a strategic partnership as enunciated by the Presidents of the two countries carries a significant implication that propels the relationship beyond the purely bilateral plane. Nepal must grasp this opportunity to leverage the goodwill she enjoys across the world, and promote greater cohesion and understanding.Enhanced connectivity between China and Nepal as envisioned by the leadership of the two countries that particularly features a <a href="https://www.nepalitimes.com/editorial/trilateral-trains/" target="_blank" rel="noopener">cross-border railway</a> across the roof of the world would represent a once-in-a-generation development that shrinks geography and brings people together.On the other hand, apart from the <a href="https://www.nepalitimes.com/banner/which-way-will-the-tibet-nepal-railway-go/" target="_blank" rel="noopener">technical and engineering challenges that a China-Nepal railway poses</a>, the onus will be on Nepal to decipher and decode how to what extent this sort of infrastructure is going to relate with the open border regime that is in place between India and Nepal. One of the points that should have been given greater emphasis by the Nepali leadership during meetings with President Xi and his delegation is that Nepal is still a predominately agriculture-based economy, and how this might this be linked with the Belt and Road Initiative.There are possibilities for Nepal to not just learn and borrow from China’s experience with agricultural modernisation drive, but also request for blanket duty-free access for Nepalese agro-produce in the Chinese market. A potential consumer base of 300 million people in China would create conditions for an agricultural revolution in Nepal and open up huge job opportunities that can lay the foundation for self-sufficiency. How will Nepal balance BRI and IPS? It will be complicated, and for a country that is still undergoing a political transition, will be difficult to resolve.Nepal’s ability to manage this balance will determine whether a ‘peace corridor’ that harks back to an earlier incarnation of King Birendra’s ‘zone of peace’ proposal can gain traction or not. This will be an opportunity for Nepal to positively leverage its international goodwill. Self-reliance in Nepal’s peace corridor

What is a communist leader doing in a capitalist winter wonderland?But Chinese President Xi Jiping who is also General Secretary of the Communist Party of China, has attended Davos as well. And just as China is Communist only in name, Nepal’s current state model is half-jokingly called ‘crony Communism’.China will soon be the world’s largest economy, and is stepping in globally to fill the military, geopolitical and economic gap left by American disengagement. Nepal, on the other hand, is struggling with poor governance and economic stagnation despite having a government with vast powers. And while China is a one-party state, Nepal’s united Communists were duly elected in a landslide in 2017.Read also: <a href="https://www.nepalitimes.com/here-now/to-davos-with-hammer-and-sickle/" target="_blank" rel="noopener">To Davos with hammer and sickle</a>, Ramesh KumarOli has said his main agenda in Davos is to send a signal that Nepal has put conflict and instability behind it, and is open for business. The Communist leader of one of Asia’s poorest countries is going to be speaking in panels on ‘South Asian Security’ and on ‘Beyond GDP’, and hobnobbing with the likes of Vietnamese Prime Minister Nguyen Xuân Phúc. While no two countries are the same, and what works in one does not always serve as a model for another, if Oli did only one thing in Davos, it should be to take a few pointers from Vietnam on how it achieved record growth in Foreign Direct Investment (FDI) which hit $30 billion last year.Nepal wants to be a <a href="https://archive.nepalitimes.com/regular-columns/guest-editorial/muddy-road-middle-income,928" target="_blank" rel="noopener">medium-income country</a> in the next decade, and for that it needs foreign capital. Even to achieve the United Nations’ Sustainable Development Goals by 2030, it is estimated that the country needs to spend Rs18 billion a year. But FDI in Nepal has dipped in the past three years to a record low of only Rs35 billion, and represents less than 1% of the GDP. As the <a href="https://www.nepalitimes.com/latest/nepalis-in-tax-havens-swiss-banks-money-laundering/" target="_blank" rel="noopener">ICIJ and CIJ Nepal joint investigation</a> released this week proves: the impunity and lack of transparency have got so bad that even the FDI Nepal receives is largely laundered ill-gotten wealth. The take-home message from the report is that it is not just the government that is dirty, so is the private sector. In many cases they are in cahoots to rob the people. There is nothing his Vietnamese and Chinese comrades can teach Prime Minister Oli in Davos about how to boost investment that he does not already know. It is not for the lack of laws that foreign investors are skittish. Despite the field being wide open in Nepal for investors who want to leverage the country’s  proximity to the world’s two largest markets in India and China, Nepal is better known as a kleptocracy than a democracy. In an interview with this paper the <a href="https://www.nepalitimes.com/here-now/nepal-can-create-a-business-friendly-environment/">South Korean ambassador</a> was diplomatic when he said Nepal needed a better business climate to attract investors.The red tape in repatriating profits takes years, delayed by demands for kickbacks. Foreign contractors involved in large projects like Melamchi or Kathmandu Airport have been harassed by corrupt officials who brazenly ask for their cut. Ride-hailing startups like Tootle are targetted by transport cartels with political protection. Licenses for hydropower projects are hoarded by companies in which bureaucrats are shadow partners. Rules are made and changed overnight just so that foreign companies can be shaken down. In this setting, only investors who are unscrupulous themselves, or contractors whose intent is to never complete a project, will venture into Nepal.Prime Minister Oli has said he will be show-casing Nepal’s impressive achievements of the past decades in improving its human development status, in resolving conflict, promulgating a federal constitution and holding elections to three levels of government. He will be underlining that from the strategic, trade and investment point of view Nepal is ideally located for investors. His underlying message will be: forget that we are a Communist government with a supposedly socialist ideology, <a href="https://www.nepalitimes.com/banner/calendar-of-economic-change/" target="_blank" rel="noopener">your investment will be safe here</a>. With a strong government at the centre, and decision-making that is decentralising under the new federal structure, Oli’s pitch to the global business community will be that the early bird will get the worm.But that is going to be a hard-sell. Investors will have seen the Ease of Doing Business rankings which project an iffy investment climate in Nepal.The government is holding another Investment Summit end-March, but at current levels of extortion, extraction and corruption, and with much better investment contexts in other Asian countries, there is no option but to clean up our own internal act. All the schmoozing in Davos or speechifying at investment summits are not going to help.  <h2>10 years ago this week</h2> The <a href="http://archive.nepalitimes.com/issue/434" target="_blank" rel="noopener">Nepali Times #434</a> edition from ten years ago on 16 January 2008 talked about Prime Minister Pushpa Kamal Dahal jetting off to Finland and Norway to talk about Nordic aid and investment in Nepal. Exactly a decade later, Prime Minister Oli is going to Davos next week to talk about aid and investment and to spread the message that Nepal is open for business. It looks like nothing has changed since we wrote this <a href="http://archive.nepalitimes.com/news.php?id=15568#.XEQKsFUzaUk" target="_blank" rel="noopener">editorial</a> in 2008:‘Prime Minister Pushpa Kamal Dahal is jetting off again, this time to Norway and Finland. We can’t see the purpose of this visit at this time, unless with all the crises at home he wants a break. Whoever has been advising the prime minister of late has given him another bad piece of advice: you don’t leave your country when there is an energy emergency, when the peace process is stuck, there is a breakdown in law and order and a mutiny is brewing within your own party.The ostensible reason for the visit: to inspect hydropower plants just doesn’t hold water.’<a href="http://archive.nepalitimes.com/issue/434"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101132/636a22d29c7e80680e0417acjpeg.jpg" alt="" width="507" height="814"></a>

CRONY COMMUNISM

Imagine a train station at Mechi Nagar bringing tourists on their way to Tibet and Kathmandu on holiday.The <a href="https://www.nepalitimes.com/banner/bimstec-facelift/" target="_blank" rel="noopener">BIMSTEC Summit</a> last week in Kathmandu got a lot of flak. People complained that it was inappopriate to talk about regional connectivity when Kathmandu’s own roads were in ruins. Yet, the sub-regional grouping’s emphasis on connecting South Asia with Southeast Asia has a lot of potential.The distance between member countries is only in the mind. And even within Nepal it will be Province 1 that can be the gateway to future trade and multi- dimensional cooperation in roads and energy.What dampens this enthusiasm is the language of <a href="https://www.nepalitimes.com/editorial/sorry-state/" target="_blank" rel="noopener">BIMSTEC</a> bureaucrats that are not really actionable but just meant to keep politicians talking, the administration and security agencies baffled, the expensive venues occupied, and in the end nothing tangible ever comes out for the people who were stuck in long traffic jams and had to endure humiliation in the name of VIP security. The document is written by people who have no intention of doing anything, and is signed by Heads of Government whose political lifespan is so ephemeral that they just want to maintain the status quo.This lethal combination keeps our part of the world from growing economically. Let us take the three points in the Kathmandu declaration that talk about establishing the BIMSTEC development fund, the point about continuing to talk about creating a BIMSTEC free trade zone, and ending poverty by 2030.Could not the language in the resolution read: ‘We will create a BIMSTEC free trade zone across the member countries within one year, increasing the volume of trade by X% per year and; Y% of this will go to set up a development fund contributing to ending poverty.’ As the Beatles song goes, ‘You may think I am a dreamer, but I am not the only one…’In the true spirit of <a href="https://archive.nepalitimes.com/regular-columns/Analysis/how-decentralised-is-federalism,776" target="_blank" rel="noopener">devolution and federalism</a>, Province 1 could start working with Bhutan, Bangladesh, the states of Sikkim, West Bengal and Bihar of India to create a free trade zone in food, tourism and energy, without waiting for the central governments. The Chief Minister of Province 1, which is closest to the Bay of Bengal, could take the lead on behalf of Nepal and maybe even host the next <a href="https://archive.nepalitimes.com/article/nation/connecting-Bangladesh-China-India-Nepal,2966" target="_blank" rel="noopener">BIMSTEC</a> meeting there in three years to report back.In a part of the world where a country’s currency used by more than a billion people can be banned a few minutes before midnight, do not tell us we cannot start trading, allocating a percent of the revenue to a development fund and end poverty.Such actionable declarations could also make them much shorter. Could someone also tell us how much the Kathmandu meeting cost? <a href="https://www.nepalitimes.com/opinion/hugging-hogs/" target="_blank" rel="noopener">How much did the fencing around Tin Kune cost?</a> The people of BIMSTEC countries are not impressed by the number of expensive cars that are needed to take politicians from the airport to their hotels and their grand banquets.Why do they need helicopters in the sky to escort motorcades, when the guest could have been in the helicopter. Why do our politicians need a car and security to travel from their suites to meeting venues only 50m away?Nepal desperately needs access to the larger market that BIMSTEC has to offer. Aid will dry up sooner or later, free trade is more tangible and sustainable. It can raise productivity, quality and competitiveness will be the big variables. She only breastfeeds her baby, and has supportive in-laws and a mother friendly environment at her workplace. But seven years ago when she was a first time mother, she was not aware of the benefits of exclusive breastfeeding and her first baby did not get enough of her milk.Rama Thapa, 23, moved to Kathmandu from Tanahu after she got married. She now has a six-month baby boy, and feeds him food supplements because she says her own milk is not enough. Her family and friends told her the baby needs the formula to grow up strong and healthy.Nearly seven out of every ten Nepali mothers still exclusively breastfeed their babies, but some families are turning to supplements because of inroads by baby food manufacturers. Ironically, mothers in western countries where those baby food alternatives were first introduced, have returned to exclusive breastfeeding.Nepal is among the countries that are already above the World Health Organisation (WHO) target to increase the rate of exclusive breastfeeding in babies' first six months to at least 50%, by 2025. However, because of aggressive marketing by baby formula brands, Nepal has set its own national target to increase exclusive breastfeeding to 80%.“Nepal has set a good standard in breastfeeding but we need to sustain it and make further progress, this requires policy implementation and monitoring,” says Pradiumna Dahal, nutrition expert at UNICEF Nepal, who is worried that not all health workers are aware of the benefits of breastfeeding.The use of breast milk substitutes is so widespread that health professionals in the Far-West are prescribing bottled milk in hospitals. Baby food is a burgeoning industry, and salesmen often target hospitals, doctors and nurses with inducements to prescribe babies substitutes for breast milk.After a huge international outcry against Nestle and other baby food supplement manufacturers, the WHO adopted the <a href="http://www.who.int/nutrition/publications/code_english.pdf" target="_blank" rel="noopener noreferrer">International Code of Marketing of Breast-milk Substitutes</a> to promote breastfeeding. Nepal passed the <a href="http://www.nnfsp.gov.np/PublicationFiles/2574d2af-7992-469b-befa-ad939ac96497.pdf" target="_blank" rel="noopener noreferrer">Substitute of Breast Milk Act</a> in 1992 to control the sale and distribution of breast milk substitutes. It penalises health professionals pushing and manufacturers promoting baby food formulas.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f1079c7e80680e035a07jpeg.jpg" alt="" width="500" height="234">But while the $70 billion global baby food industry has seen sales plummet in Western countries, as more mothers embrace breastfeeding, modern lifestyles and higher purchasing power has pushed families in developing countries to use infant formulas.Recently, the <a href="https://www.theguardian.com/us-news/2018/jul/08/trump-administration-opposes-breastfeeding-resolution-report" target="_blank" rel="noopener noreferrer">Trump administration exerted pressure to dilute</a> the clause in a resolution to promote and support breastfeeding at the World Health Assembly in Geneva in order to promote the interests of infant formula manufacturers. The US delegation even threatened Ecuador that it would terminate military aid if it voted for the resolution. Washington could also cut funding for WHO, the UN Population Fund and other agencies involved in promoting breastfeeding, reproductive health, contraceptives, abortion and even vaccination programs in developing countries, including Nepal.Allowing infant formula manufacturers unrestricted access to the domestic market threatens to undo decades of effort in Nepal to reduce the infant mortality rate and promote <a href="http://archive.nepalitimes.com/article/nation/people-politics-placentas-child-delivery-complications,3922" target="_blank" rel="noopener noreferrer">maternal health</a>.“We have been working to promote breast milk and convinced a large proportion of mothers in Nepal to exclusively breastfeed. However, we have not been able to regulate the activities of the manufacturers of breast milk substitutes,” says Bikash Lamichhane at the Department of Health Services.Nutritionist Aruna Uprety says that despite the government’s claim that the rate of exclusive <a href="https://katherinerosman.com/extended-breastfeeding/" target="_blank" rel="noopener noreferrer">breastfeeding</a> has increased, breast milk substitutes are used widely, even in government hospitals. Manufacturers are known to reward clinics and doctors promoting and prescribing their infant formulas.“Breastfeeding is engrained in our culture, we don’t need foreign experts to teach us its significance. We just need to create awareness and provide an enabling environment for women to be able to breastfeed,” Uprety told Nepali Times.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f1089c7e80680e035a08jpeg.jpg" alt="" width="800" height="1199">Indeed, health officials say any future cuts in American funding for maternal and child health should not make a big dent on efforts to promote exclusive breastfeeding in Nepal.In 2016, the government set up a system to monitor the use of breast milk substitutes in each district. But with new federal and provincial structures in place, and confusion about the role of district health offices, experts are worried that the monitoring system will not be effective.A <a href="http://www.nphss.org.np/archive_2012/52-54.pdf" target="_blank" rel="noopener noreferrer">survey in 2011 by the Institute of Medicine</a> showed that despite the Baby Friendly Hospital Initiative, there had been no action to control and regulate breast milk substitutes and producers and the distributors were found to be violating the Breast Milk Substitute Act. The study also noted that the promotion of breastfeeding was not prioritised and awareness was limited to token functions during World Breastfeeding Week.Studies have shown that counselling, awareness and legislating paid maternity leave increased the rate of exclusive breastfeeding, and had an immediate impact on maternal and infant health as well as the overall economy.Says UNICEF’s Dahal: “We need to encourage more women to breastfeed. That means adding breastfeeding corners in our work places and providing maternal security in the form of sufficient leave.”The Department of Health Services is planning to inaugurate a breastfeeding corner at its own office in Teku to mark World Breastfeeding Week (1-7 August). UNICEF is supporting the government to set up 30 baby friendly hospitals, and train counsellors and other personnel. The Ministry of Health is also preparing to extend the duration of paid maternity leave from two months to six, to improve maternal and child health.<h4>The Trump tremor</h4><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f10b9c7e80680e035a09jpeg.jpg" alt="" width="640" height="354">Nepal has scored dramatic success in reducing maternal and infant mortality rates over the few decades, and USAID has been one of the biggest bilateral backers for family planning, reproductive health, maternal and child health projects.However, funding for these programs has often been affected by successive Republican administrations because of a strong conservative lobby for the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/globe-rallies-to-aid-nepals-women,3841" target="_blank" rel="noopener noreferrer">Global Gag Rule</a>, which seeks to end American aid for contraceptive promotion and abortion.The <a href="https://pai.org/wp-content/uploads/2016/12/Access-Denied-The-Impact-of-the-Global-Gag-Rule-in-Nepal.pdf" target="_blank" rel="noopener noreferrer">last time it was in effect, during the Bush Administration</a>, mobile clinics providing reproductive services to rural Nepal were discontinued. The Family Planning Association of Nepal (FPAN) lost $400,000 in USAID-funded contraceptives, which represented two-thirds of its total stock, and a further loss of $100,000 per year that supported reproductive health clinics.President Donald Trump has renamed the Gag Rule as ‘Protecting Life in Global Health Assistance’ after restoring it in March 2017. Despite its new name, it is actually stricter, even targeting breastfeeding and vaccines.“The Global Gag Rule is not new, what is new is that it has come back with added force under Trump and can have devastating consequences on Nepal,” explains public health expert Aruna Uprety. “By pulling money out of abortion, they are going to increase unsafe abortions and end up killing more women. It is against human rights.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f10d9c7e80680e035a0ajpeg.jpg" alt="" width="600" height="558">Just a month before the 2015 earthquake, the Nepal Government made a commitment to increase the family planning budget allocation by 7% annually. It partnered with international and private organisations to meet the target, but most of these partners are likely to lose a chunk of their funding.“Our government already lacks resource to meet the commitment. With the US pulling out, the gap is only going to widen,” says an official working in family planning.A US Embassy spokesperson said the United States remained committed to helping the welfare of women and children in developing countries: “The Protecting Life in Global Assistance policy has not reduced funding for women and children’s health by one dollar. USAID works together with the Government of Nepal and other external development partners, including multilateral partners, to coordinate interventions, synergise, and reduce gaps. USAID has strong working relationships with both UNFPA and WHO in Nepal.”Although <a href="https://www.nepalitimes.com/here-now/migrating-males-and-population-decline/" target="_blank" rel="noopener noreferrer">family planning</a> is a small component of the aid budget for maternal health, the cuts are biting. The EU and Nordic countries have stepped in, but their contribution does not meet the shortfall.At the recent World Health Assembly in Geneva, the United States wanted to dilute a routine agreement on breastfeeding, amidst a global outcry.The United States delegation wanted to water down the resolution by removing a call on governments to ‘protect, promote and support breast-feeding’ and another clause calling for restrictions on the promotion of baby foods.“What happened was tantamount to blackmail, with the US holding the world hostage and trying to overturn nearly 40 years of consensus on the best way to protect infant and young child health,” Patti Rundall of the British advocacy group Baby Milk Action was <a href="https://www.nytimes.com/2018/07/08/health/world-health-breastfeeding-ecuador-trump.html" target="_blank" rel="noopener noreferrer">quoted by the New York Times </a>as saying.The uproar set off alarm bells in Nepal, where donor support has been critical in trying to meet the target of getting 80% of mothers to breastfeed by 2022.The US Embassy clarified that improving nutrition among mothers, infants, and young children was still an important public health priority for the United States, and it remained committed to working with WHO and other stakeholders to improve health and nutrition through “cost-effective and evidence-based” measures.But, the spokesperson added: “While the United States recognises that breastfeeding and provision of breast milk is best for all babies, we recognise not all women are able to breastfeed for a variety of reasons. These women should have access to full and accurate information about breastfeeding, the benefits of breastfeeding, and safe alternatives when breastfeeding is not possible.”Some experts contend that cuts in funding would not affect the breastfeeding campaign, and Nepal did not need to be dependent on donors anymore.“Even if the US cuts funding, Nepal is capable of going ahead on its own. Awareness here about breast milk far exceeds any opposition from outside, it’s just that the government has to own it,” says former WHO public health expert Rita Thapa.Aruna Uprety agrees, but adds that the Americans have played cleverly on a woman’s choice not to breastfeed: “This distracts from the fact that mother’s milk is the healthiest for babies.”The conclusion is that Nepal is perfectly capable of maintaining its momentum not just on breastfeeding, but also on protecting maternal and infant health with or without outside help.<h4>Breast is best</h4>Awareness and education can double exclusive breast-feeding rates in societies. Paid maternity leave can increase breastfeeding rates by 50%. This directly helps the national economy, and the health of mothers and babies. Back to the nipple in Nepal

Just few days into office, President Donald Trump has brought about a work-stop to ongoing USAID supported projects and complete stop to new grants or aids. The executive order was justified under Trump’s ‘America First’ promise, and it has shaken up recipient countries, including Nepal. Since 1951, USAID has provided $1.5 billion in aid to Nepal. The breakdown for recent years is $105.94 million for 2020-21 and US$ 125 million in 2018-19. In 2022, USAID and Nepal signed a five-year Development Objective Agreement worth $659 million (pictured, above).&nbsp; Some of the key sectors where USAID has supported and supports Nepal with aid include health, education, agriculture, infrastructure; economic growth, humanitarian aid and women and children empowerment. All of these projects will be affected, and grants disbursement suspended. According to USAID’s Country Development Cooperation Strategy (December 2020-December 2025), the overall goal of the USAID’s development cooperation in Nepal is to realise ‘A more self-reliant, prosperous, and inclusive Nepal that delivers improved democratic governance and health and education outcomes.’ Four identified development objectives are:&nbsp; i) More Effective, Participatory, and Equitable Democratic Ecosystem ii) Broad-Based and Inclusive Economic Growth Fostered iii) Inclusive Health and Education Systems Strengthened iv) More Equitable and Improved Natural Resources and Disaster Risk. Under these development goal and objectives as per the data available under Government of Nepal’s Aid Management Platform (AMP) there are currently USAID supported 21 key projects ongoing in Nepal.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250126090140_0bd9163cb9826464409887995eb8f2eff42c7cf1269610c3761773cde59ff52c.jpg" data-media-id="editor_0" data-image-id="20250126090140_0bd9163cb9826464409887995eb8f2eff42c7cf1269610c3761773cde59ff52c" data-rendition-name="original" width="1005" height="825" loading="lazy" alt="USAID fund in nepal after Trump"> </figure>  These 21 projects with some data missing totals a commitment of $178,140,467 from 2021-2029 in Nepal. Of these commitments $89,115,031 (about half) have already been disbursed. With Trump’s executive order the rest of the 50% is now going to be on hold until the review is completed and further decisions are made by the new US administration.&nbsp; Most development goals of USAID in Nepal are embedded with key principles like ‘equity’ and ‘inclusive’. With the Trump government’s aversion to the previous emphasis on Gender, Equity, Inclusion and Accessibility (GEIA) principles, projects focusing on those issues will be hit hardest. USAID upheld policies and actions that promoted equal access and opportunities for all people, with an emphasis on the Tarai, gender issues, family health and through contractors on human rights and democracy. The impact on Nepal’s development aid will be substantial, affecting livelihoods in incomes generated by USAID supported projects. Individual independent consulants already received notices over the weekend that the work they were &nbsp;doing under a USAID contract is subject to work-stop now.&nbsp; The question is whether the 5-year Country Development Cooperation Strategy for Nepal that finishes by end-2025 will go ahead. How USAID cut affects Nepal

They are rare, they are elusive and they are so well camouflaged, they are difficult to see, even when they are right there. That is why <a href="https://nepalitimes.com/opinion/comment/nepal-brings-back-the-snow-leopard">snow leopards</a> are called the ‘Ghosts of the Himalaya’. And because they are also regarded as being sacred, they are called ‘God’s Pets’.&nbsp; Nepal has <a href="https://nepalitimes.com/news/does-nepal-really-have-too-many-tigers">tripled its tiger population</a> in 12 years since 2010. There have been successive years with zero rhino poaching and the numbers have bounded back. But few know about the country’s success story with snow leopard conservation. Preliminary data from an on-going census shows that Nepal ranks fourth among the 12 snow leopard range countries in central and South Asia. This is despite the country having just 2% of the total area where snow leopards can be found.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250127070148_0f22a5439d56e5db58d8f65789ee4ff5e87a29c898d5e8cbff60bf8f1814af4b.jpg" data-media-id="editor_2" data-image-id="20250127070148_0f22a5439d56e5db58d8f65789ee4ff5e87a29c898d5e8cbff60bf8f1814af4b" data-rendition-name="original" width="1311" height="724" loading="lazy" alt="snow leopards in Nepal NT 1"> <figcaption>Despite possessing just 2% of the snow leopard range across Central and South Asia, Nepal has the fourth highest number of elusive mammals in the world. Photo: TASHI R GHALE </figcaption> </figure>  Nepal also leads in <a href="https://nepalitimes.com/news/satellite-tracking-snow-leopards-in-nepal-to-study-climate-impact">snow leopard research</a>. Less than 3% of the snow leopard range has been studied through camera traps and genetic studies, but it is Nepal that has done the most. <a href="https://nepalitimes.com/here-now/nepal-leads-in-snow-leopard-study">Over 100 Years of Snow Leopard Research</a> by the World Wildlife Fund (WWF) in 2021 showed that 74% of the snow leopard habitat in northern Nepal has been the subject of research into the species. “We are leading globally when it comes to snow leopard conservation and study, starting from 2013 in Kanchenjunga using GPS to study their habitat,” says <a href="https://nepalitimes.com/here-now/conversation-with-mr-conservation">Ghana S Gurung of WWF Nepal</a>. “We also found via camera traps they went as high as 5,800m and as low as 2,600m.” There are an estimated 300-500 snow leopards across high mountain Nepal with Dolpo, Manang and <a href="https://nepalitimes.com/banner/participating-to-save-kangchenjunga">Kangchenjunga</a> the main hotpots for the endangered species. Unlike with tigers and rhinos which are poached by wildlife traffickers, snow leopard killings are mostly retaliatory for killing livestock. Snow leopards attack yaks, sheep and goats of herding communities in the mountains. One of the most effective methods to protect the species from traps and poisoning is to help local communities build mesh wire corrals. The San Francisco-based <a href="https://snowleopardconservancy.org/">Snow Leopard Conservancy</a> through the Nepal group <a href="https://www.mountainspirit.org.np/">Mountain Spirit</a> has designed and tested portable corrals that can move with herders.&nbsp; “They move all year around so that the livestock have enough pasture to graze on, which is why it was important that our improved corrals could be dismantled and moved around,” explains Shailendra Thakali of the Snow Leopard Conservancy. The team consulted herders in Manang and Mustang while developing the corrals based on traditional design, with a stone base but wire mesh on the sides and the roof as well as strong wire gates for secure closure. Photo: BRIAN PENISTON</figcaption> </figure>  Tourism and agriculture in Manang and <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a> dropped during the pandemic, and the Conservancy also helped herder communities with alternative livelihoods.&nbsp; “We trained them in basic hotel business such as lodge management skills but more importantly to restore abandoned pastures by planting jimbu which is highly valued for cooking in Kathmandu and Pokhara,” says Brian Peniston, also with the Snow Leopard Conservancy. “The tourist figures have now increased considerably and this has directly benefited 1,000 households in three municipalities.” <a href="https://www.wwfnepal.org/">WWF Nepal</a> has also collaborated with the Department of National Parks and Wildlife Conservation (DPNWC) to train locals in Dolpo and Kangchenjunga to make their own mesh wire corrals with subsidies on raw materials.&nbsp; WWF has partnered with Amchi traditional medicine practitioners to promote conservation of snow leopard in mountain communities where people trust faith healers. School eco-clubs also involve youth in conservation.&nbsp; “We must trust communities and promote local ownership when it comes to wildlife conservation, and if it were not for the communities there, snow leopards would be long gone,” says Gurung of WWF Nepal. “It is important to revive the belief that snow leopards are sacred because they are god’s pets, tie them up with the spiritual, cultural and traditional belief of the people.” Community-managed livestock insurance schemes have attained zero retaliatory killings in Kangchenjunga where WWF and the government has sent up an endowment worth Rs10 million to compensate herders for snow leopard kills. A similar scheme is being implemented in Dolpo which has double the density of snow leopards compared to Kanchenjunga.&nbsp; But the compensation mechanism is cumbersome and often inefficient. Claimants need to provide photographic evidence with tags of the livestock still attached but snow leopards often go for the head and tags are lost. The evidence has to be submitted promptly, and this is difficult for herders in isolated villages.&nbsp; Insurance agents are based in headquarters like Chame in Manang and are not willing to travel all the way up. Similarly, photographic evidence needs to be assessed by veterinarians who are also reluctant to go to remote areas that take up days. “The compensation policy hasn’t changed in the last 20 years,” says <a href="https://nepalitimes.com/review/snow-leopard-redux">Tashi R Ghale</a>, high-altitude wildlife photographer and conservationist. “Here in Manang, herders would get Rs6,000 in compensation for a yak when the market rate was Rs20,000. The market rate is now Rs150,000 but they still get only Rs6,000. Even then, they have to wait for months.” Brian Peniston feels improving and tailoring compensation suitable to the landscape is of utmost priority, and the schemes need to be more accessible and effective as well as herder friendly. He adds, “Local governments should be handed authority in these matters, and it should be equal parts trust and verify. It is over-verification at the moment.” Climate breakdown has added to the challenge of snow leopard conservation. Either blizzards or winter droughts mean fewer prey for the mountain cats, this in turn has also led to leopards preying on livestock. Usually, the wild prey to livestock ratio in a snow leopard diet is 70:30. Blue sheep (pictured below) are the main prey species for snow leopards, but there is now competition with lowland spotted leopards which have moved up the mountains, while the Himalayan wolf has descended. Photo: SHAILENDRA THAKALI</figcaption> </figure>  Other disrupters include <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush">overharvesting of yarsagumba</a> and increased movement in this fragile landscape, with adverse impacts on all wildlife, not just snow leopards. Expansion of the road network to the remotest corners of the country is another concern, adding to the risk of human-wildlife conflict and poaching.&nbsp; “There has been much research on snow leopard behaviour in the last 30 years but what we haven’t done nearly enough is study human behaviour,” says Peniston. Despite the challenges, the rebound of snow leopard populations has increased the opportunity to <a href="https://nepalitimes.com/banner/trekking-to-save-nepals-snow-leopards">snow leopard viewing eco-tourism</a>, as is being practiced in Dolpo.&nbsp; Says <a href="https://nepalitimes.com/review/ice-to-water-alv4lorf">Tashi R Ghale</a>: “Local communities here in Manang and Dolpo are doing what they can, but the Nepal Tourism Board needs to step in to promote snow leopard trekking and tourism. Ghosts of the Himalaya

In December, the Nepal government announced it would not allow a Beijing-appointed Tibetan spiritual leader, the Panchen Lama, to attend a Buddhist conference in Kathmandu. Immigration at the airport was put on high alert to ensure he did not try to sneak in.&nbsp; Coming soon after Prime Minister K P Oli’s visit to China, that decision underscored Nepal’s precarious tight-rope act in addressing religio-political sensitivities in its relations with China. The Panchen Lama episode can be seen as a test for Nepal’s handling of the succession of the Dalai Lama, who turns 90 in July. “When the time comes to find a successor to the Dalai Lama, Nepal will face a larger policy dilemma,” predicts Sudheer Sharma, author of two recent books on Nepal-China relations. “The government is still unclear what it will do if the successor is chosen from the Tibetan community in Nepal, or from China or India.” <a href="https://nepalitimes.com/news/dalai-lama-gets-block-of-glacial-ice">The Dalai Lama</a> is the spiritual leader of Tibetan Buddhism and a symbol of Tibetan identity; he is revered as the manifestation of Avalokitesvara, the Bodhisattva of Compassion. He was born in 1935 in northeastern Tibet and was formally recognised as the Dalai Lama in 1940.&nbsp; He has been living in exile in Dharamsala for the past 65 years after fleeing Lhasa following the Chinese takeover. He has been allowed to make a low-profile visit to Lumbini only once in 1987, and never after that due to objections from China.&nbsp; Nepal does not have a national strategy to handle the presence of <a href="https://nepalitimes.com/news/nepal-s-sherpas-mourn-tengboche-abbott">religious leaders</a>. If there are policies, they are ad-hoc or undeclared, depending on the government of the day in Kathmandu. The Nepal government, under Chinese pressure, even prevents public celebrations marking the Dalai Lama’s birthday on 6 July. “The Dalai Lama’s attempts to visit Nepal again have been stopped &nbsp;since Nepal thinks he is not only a religious leader, but a political figure as well,” says Sharma. “There is no discussion in Nepal’s political circles regarding the succession of the Dalai Lama. The topic is regarded as a non-issue.”&nbsp; Over the years, the Dalai Lama has made various statements regarding his succession. At times, he has suggested that he will write a will to select a successor from within the Tibetan community. On other occasions, he has hinted that the next Dalai Lama could be chosen from a “free country”, and could even be a woman.&nbsp; The Panchen Lama succession in 1995 could provide a hint about how the post-Dalai Lama era will play out. The Panchen Lama is the second most important spiritual leader in Tibetan Buddhism, and heads the <a href="https://archive.nepalitimes.com/news.php?id=18580">Tashilhunpo Monastery in Xigatse</a>, the epicentre of the 7 January earthquake, located 250km away from Lhasa.&nbsp; The Panchen Lama traditionally has the role of finding the next Dalai Lama, but the previous Panchen Lama (Lobsang Trinley Lhundrup Choekyi Gyaltsen) has been missing since 1995, after the Chinese installed their own candidate (Gyaltsen Norbu). The present Panchen Lama’s visits are carefully planned, and he has made only one foreign visit so far, to Thailand. “Nepal did not permit Panchen Lama’s visit as he is Chinese Communist Party-appointed, thus making him a political figure,” says Amish Mulmi, author of the book All Roads Lead North.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250124090148_3bb3d803c04c34657d0ac9759ca904073f75734a446506f8a57e50178b381c00.jpg" data-media-id="editor_3" data-image-id="20250124090148_3bb3d803c04c34657d0ac9759ca904073f75734a446506f8a57e50178b381c00" data-rendition-name="original" width="1087" height="697" loading="lazy" alt="Dalai Lama NT"> </figure>  What China was trying to do through the Panchen Lama’s visit for the Nanhai Conference in Kathmandu last month was to project its soft power, and perhaps prepare the ground for the Dalai Lama succession. But the ban raised the question of what Nepal will do if there is a visit by Hindutva figures from India at events in Nepal.&nbsp; Religious leaders and figures from various faiths regularly visit Nepal for devotional events, meetings and conferences. Their trips are often significant for promoting dialogue and cultural exchange, and cannot be banned under the Constitution. “We did the Nanhai Conference, and in future religious leaders will definitely visit Nepal. The question arises whether or not to allow them to engage in political activities or not,” says Mulmi. “Religion has always been political. So Nepal must not take easy decisions and must think it through.” Although Nepal and Tibet fought wars in the past two centuries, they share deep-rooted and ancient cultural, religious and trade ties. After the Chinese annexation of Tibet 70 years ago, Kathmandu gradually started dealing directly with Beijing.&nbsp; Today, Nepal is the only country with a consulate in Lhasa, a city from where the only direct international flight is to Kathmandu. Over the years, these ties have evolved, with shifts in trade dynamics and people-to-people interactions reflecting broader regional and global changes. Despite this, the historical bond between Nepal and Tibet remains a significant aspect of present-day bilateral relations with China, and this is why the selection of the next Dalai Lama has resonance here. “It is clear that China has been trying to adopt Tibetan Buddhism as a soft power. It is trying to co-opt Tibetan Buddhism on the lines of China’s ambitions and narratives,” explains Mulmi.&nbsp; The Dalai Lama’s <a href="https://archive.nepalitimes.com/news.php?id=14733">considerable following</a> in Nepal, India, Europe and the United States is an irritant for Beijing. Recent Sino-American tensions have therefore given the spiritual ownership of Tibetan Buddhism a geopolitical dimension, and in this the Dalai Lama succession will become an important factor.&nbsp; Relations between Washington and Beijing during the second Trump term will have a bearing on this. Despite repeated requests for military help during its war with the British East India Company in 1814-16, the emperor in Beijing refused.&nbsp; Explains Sudheer Sharma: “China did not want to get involved with the British. They thought of their own national interests then, and they are thinking of their own national interests now with India.” During the Khampa Uprising in the 1960s, Kathmandu was also squeezed between American support for the guerrillas and China’s objections to Nepal being used as a base. But with the Nixon-Mao rapprochement in 1972, the Americans stopped helping the Khampas. Nepal then yielded to pressure from Mao Zedong to mount a military campaign to drive them out.&nbsp; Nepal was left to manage and host Tibetan refugees, and balance that with China’s security concerns. Explains Amish Mulmi: “Nepal has pretty much done everything China has asked to do, including deporting Tibetans. China doesn’t need to be insecure, but Nepal needs to maintain a careful balance.” Today, despite Donald Trump’s chest-thumping and <a href="https://nepalitimes.com/editorial/trump-s-second-coming">threats of a tariff war against Beijing</a>, he and Chinese President Xi Jinping are on the same page regarding democracy and freedoms. Which may mean Washington could once more leave the Tibetans in a lurch, and this could have a direct bearing on the Dalai Lama succession sequence. The United States' shifting foreign policy has often been criticised for leaving allies and partners to fend for themselves. Trump may revive his pressure on Japan, Korea and Taiwan to pay for the US defence umbrella.&nbsp; Nepal’s stance on the Tibetan community relies on marking boundaries and offering protection. During Chinese President Xi Jinping’s visit to Nepal, China proposed that Nepal sign an extradition treaty which Nepal politely refused. “Nepal has tactfully not let the Chinese side extend a longer hand on the Tibetan issue,” says Sharma. “Possibly, we are learning our lessons from history.” The question of who will choose the successor to the Dalai Lama will be decided by geopolitics, and China’s increased stature as a global economic power.&nbsp; Beijing could insist on sticking to tradition to let its candidate for the Panchen Lama make the final decision. This would allow it to move the seat of the Dalai Lama from Dharamshala back to Lhasa. The present Dalai Lama could also appoint his own candidate, but that person will not be allowed into Tibet by China. While international adoption was intended to provide vulnerable children with better opportunities, child trafficking and irregular practices prompted Nepal to suspend adoptions in 2007, and overhaul its policies. By 2010, stricter regulations aligned with the <a href="https://www.hcch.net/en/instruments/conventions/specialised-sections/intercountry-adoption">Hague Adoption Convention</a> drastically reduced adoption numbers. Today, many of these children, now adults, are returning to Nepal in search of their roots, only to encounter a society that no longer recognises them, legally or socially. Behind the statistics lie the <a href="http://hdl.handle.net/1854/LU-01GRNPPXAC1Z3AETV9HARNCG5Q">deeply personal and emotional journey</a> of adoptees returning to reconnect with their past, seek family, and rediscover a sense of belonging. These stories reflect a broader struggle for identity and the complexities of bridging two worlds. Maya Adopted at 9 by a family in Barcelona, Maya carried fragmented memories of her early life in Nepal including the painful recollection of the day her mother and sister vanished, leaving her and her younger siblings behind. She had faint images of her mother, elder sister, and the village where she once lived. In June 2017, Maya came to Nepal accompanied by Chandra Kala and two friends, Jay and Vikram. With only a few photographs of her mother Tulsi, her elder sister Pargati, and her brother-in-law Kamal, along with a street name, Maya arrived in Birendranagar after a 20-hour bus ride from Kathmandu. “Now that we’re close, I feel like I can’t face them,” she confessed to Chandra Kala, wrestling with anxiety about what she might uncover. “I’m nervous. I don’t know if I’ll recognise them or if they’ll recognise me. I don’t know how they’ll react or what they’ll say. And then there’s him [Kamal]. I have such bad memories of him. I don’t know if I can handle this.” Chandra Kala reassured her, reminding her of her courage and the importance of this moment. Maya and her companions asked around the town with little success until a shopkeeper recognised Kamal and directed them to a nearby village. Jay went to confirm and returned excitedly, shouting, “It’s her! It’s your sister!” Maya froze, paralysed by fear and anticipation but she pushed ahead. At the village, Maya’s sister Pargati initially struggled to recognise her. Jay introduced Maya: “Do you recognise her? This is your younger sister. She’s come all the way from Spain to find you.” Slowly, realisation dawned, and the two women embraced, bridging the decades of separation with tears and disbelief. The next day, Maya met her mother Tulsi in an emotionally overwhelming reunion. Tulsi rushed into the room and embraced Maya tightly, sobbing uncontrollably: “Mero chhora-chhori, gaye, gaye… my children they went, they went …” Once the tears subsided, Tulsi and Pargati began recounting the heartbreaking circumstances of their separation. After the death of her husband, Tulsi faced relentless judgment in their village when Kamal stayed with the family before his marriage to Pargati. The villagers accused Tulsi of impropriety, calling her पापी (sinful) and demanded that the family leave. “We didn’t want to leave, but the village didn’t want us here,” explained Pargati. “We left intending to bring you and your siblings later. However, when she returned, the children had been sent away without her knowledge. “I only trusted them because I had no other choice,” Tulsi said through tears. “I didn’t know they would send my children away. What kind of mother does that make me? They called me a bad mother, but what else could I have done?” The reunion brought healing and answers but it also exposed the societal pressures that had fractured Maya’s family. Despite the challenges, Maya spent the rest of her visit bonding with her sister, nieces, and younger half-sister, Sunita, slowly bridging the gaps created by time and distance. Maya’s journey was a testament to the courage required to confront the past, the pain of uncovering difficult truths, and the hope of rebuilding connections once lost. Her story highlights the enduring emotional complexity faced by adoptees navigating their history and identity. Ashmita Unlike some adoptees whose main focus is reuniting with their biological family, 26-year-old Ashmita’s priority has been to uncover the institutional details surrounding her adoption. She wanted to understand what the orphanage and the government knew about her background and why so much information seemed concealed. “I just want to know where I come from,” she said. “Even if I never find my biological family, having a better sense of the places and people connected to my story would mean so much.” For many adoptees, returning to Nepal is not just about reconnecting emotionally, it is about seeking formal recognition as members of the Nepali community. This lack of recognition creates significant hurdles, particularly in two key areas: accessing pre-adoption records and obtaining Non-Resident Nepali (NRN) status. Despite international norms like the Convention on the Rights of the Child, which guarantees the right to know one’s origins, institutions often refuse to cooperate. Orphanages and non-profits in Nepal, which hold critical pre-adoption records such as birth certificates and citizenship documents, frequently withhold this information, reflecting the systemic reluctance to provide transparency. In numerous cases, records that should include family names, addresses, or relinquishment agreements were either incomplete or falsified. These practices not only prevent adoptees from reclaiming their histories but also perpetuate their disconnection from their heritage. Ashmita’s initial requests for information from her adoption agency were met with delays and incomplete responses. When she turned to the orphanage where she spent her early years, she encountered even greater resistance. At one point, the director of the orphanage issued veiled threats. Nevertheless, Ashmita persisted and managed to find the name of the individual who had brought her to the orphanage. However, the person had disappeared, leaving yet another gap in her story. A breakthrough came when Ashmita accessed a police report that suggested she might have been born in a different municipality than the one in her adoption records, prompting her to seek help from local authorities. The police took an interest in her case and began investigating possible connections to her birth family. While progress was slow, they meticulously followed leads to help her trace her origins. “It’s not easy,” Ashmita said of the process. “But every small step feels like I’m piecing something back together.” She also noted that societal perceptions could add to the difficulty. At times, she felt questioned about her identity and her right to seek answers. “People have asked me why I care so much or even suggested that I’m not Nepali anymore because I was adopted abroad,” she reflected. Ashmita’s story is a complex account of persistence in the face of institutional and personal challenges. While her search has not yet provided all the answers she seeks, it continues to offer her insights into her early life and the systems that shaped her adoption journey. &nbsp;“These records are sealed for a reason. They are not meant to be reopened,” said a government official. Even an NGO representative said: “It’s better for everyone if the past remains in the past.” An orphanage director asked: “Why are you asking these questions? This is not your place anymore.” Hari Prasad Sacré The Non-Resident Nepali (NRN) card is a lifeline for Nepali diaspora members, granting them residency and property rights in Nepal. Yet, adoptees are notably excluded from this framework. While the law stipulates eligibility for individuals whose parents or grandparents were Nepali citizens, it makes no provision for adoptees whose legal ties to their Nepali parents were severed by adoption. When Hari Prasad Sacré, a Nepali adoptee, sought to obtain an NRN card at the Nepal Embassy in Belgium, he encountered officials unfamiliar with processing an NRN request from an adoptee. His case was the first of its kind, setting a precedent but also highlighting the systemic barriers adoptees face. Although his biological parents, including his father, Khul Prasad Adhikari, are alive and he maintains contact with them, he no longer had “legal” ties to Nepal due to the adoption process. Carrying a Belgian surname the embassy staff was initially convinced the adoptee couldn’t claim Nepali origin. Nepali law, which does not recognise biological parents as legal guardians once a child is adopted, created complications for the NRN application. To navigate this complexity, Sacré relied on a testimony from his father. Issued by a local government body in Kaski, the testimony affirmed that Hari had been put up for adoption and was of Nepali origin. While this enabled the embassy to approve his NRN card, the process was unnecessarily protracted and emotionally charged, highlighting the inadequacy of current policies to accommodate the unique situations of adoptees. Sacré’s case represents a rare instance where biological parents were alive and willing to provide testimony, but many adoptees are not as fortunate. A large number of adoptees were declared “orphans” during the adoption process, even when their parents were alive. This severed their legal ties to Nepal, stripping them of documentation that could later prove their origin. For others, the absence of living biological relatives or access to their original adoption records creates insurmountable barriers. Without clear documentation or a family member to vouch for their Nepali heritage, adoptees are excluded from the NRN framework. This denies them the rights and privileges afforded by the card, including property rights, legal recognition, and a formal connection to their homeland. Current laws fail to account for the complexities of adoptees’ legal status, leaving them disconnected from their cultural and legal heritage. Adoption papers, as evidence of Nepali descent, should be accepted as proof, granting adoptees rightful access to the NRN card and ensuring their inclusion in Nepal’s diaspora. Such reforms are crucial to ensure that all adoptees, regardless of their circumstances, can reclaim their heritage and establish a sense of belonging in Nepali society. Without these changes, the systemic exclusion of adoptees will persist, perpetuating inequities and denying them the opportunity to step up as active members of the Nepali diaspora. Sacré’s case serves as both a precedent and a call to action. It exemplifies the challenges and triumphs of adoptees navigating complex bureaucracies and advocates for a more inclusive and equitable approach to reconnecting adoptees with their homeland. Nepal can draw inspiration from South Korea, where the government has actively supported the reintegration of adoptees into their society. The F4 visa, established through efforts by organisations like the Global Overseas Adoptees’ Link (GOA'L), grants adoptees the right to live and work in Korea, while dual citizenship acknowledges their dual identity as members of the diaspora and their country of origin. GOA’L further fosters reconnection by offering language classes and cultural exchange programs, creating opportunities for meaningful reintegration and belonging. As Nepal refines its NRN citizenship framework, explicitly including adoptees could address the severance of legal and cultural ties caused by international adoption. Such inclusion would provide adoptees a pathway to residency, citizenship, and rights, enabling them to reconnect with their heritage. Complementing this with programs for language acquisition, cultural immersion, and historical education would honour Nepal’s responsibility to the approximately 5,000 children sent abroad. Nepal could establish a dedicated organisation similar to South Korea’s GOA’L and help adoptees access pre-adoption records, navigate legal processes, and engage in cultural exchange initiatives. It would also serve as a bridge between adoptees and Nepali society, fostering mutual understanding and collaboration.
