Every morning Makhumaya Tamang, 65, used to pass a group of middle-aged women cycling in Jawalakhel, and gazed longingly at them. One day, she mustered the courage to ask the women why they were cycling and found out that they were getting bicycling lessons. She signed up without hesitation. “I had never before touched a bicycle before, and I thought it was too difficult to learn,” says Tamang who is originally from Ramechhap.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/pedalling-as-a-life-lesson">Pedalling as a life lesson</a>, Eliza Sthapit It took a while for her to learn to balance and pedal, and came close to giving up. Her kurta-suruwal would get snared in the chain, making her fall. All photos: GOPEN RAI</figcaption> </figure>  Tamang was a street vendor before the pandemic, and her family and especially her son disapproved of not just her new attire, but also the newfound passion for bicycling at her age.&nbsp; But Tamang did not allow what people said to deter her, and finally after three months she could pedal around the streets with confidence. Now, her son posts videos and photos of her cycling on Facebook, much to her delight. Tamang is one of the over 1,200 women in Patan who have learnt to use bicycles in the last two years as part of an initiative by a local women’s social media group called महिला को लागी महिला (Women for Women) which became active during the <a href="https://nepalitimes.com/here-now/the-real-cost-of-nepal-s-second-wave">second Covid-19 lockdown in 2021</a>. Many of the women were involved in small street side businesses, and lost their income during the pandemic. The group initially tried out <a href="https://nepalitimes.com/banner/to-make-up-for-monsoon-slack-nepal-opts-for-spiritual-tourism">meditation and Vipasana</a>, but soon realised that limited mobility was one of the major challenges the women faced.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231008091024_deae046c6dde15d6a180c328e372a032f5e15b5e2ef5f294adff57d2c9f59ecc.jpg" data-media-id="editor_4" data-image-id="20231008091024_deae046c6dde15d6a180c328e372a032f5e15b5e2ef5f294adff57d2c9f59ecc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Women cycling"> </figure>  Taking charge of cycling lessons was <a href="https://nepalitimes.com/news/including-the-excluded-in-the-bureaucracy">Maheshwari Bista</a>, who used to head the women’s development wing of Lalitpur Metropolis. “We used to call women for all kinds of training programs at the municipality but they always came 2-3 hours late,” Bista recalls. “When we asked them why, they said they had to wait for a relative to give them a lift.” Bista was convinced that bicycling would be a cost-effective, eco-friendly and empowering initiative for the women. Rabita Shrestha from the municipality joined up just to motivate others even though she was just recovering from Covid-19. As word spread, more joined the cycling campaign and other municipalities and wards in Kathmandu Valley have also started their own training. "But more importantly, our modest initiative has made the women independent, they are no longer confined in their homes. They do not have to depend on others to take their produce to market.”&nbsp; Read also: <a href="https://nepalitimes.com/multimedia/lighting-up-her-darkness">Lighting up her darkness</a>, Naresh Newar Shiban Maharjan, 49, has been making handicraft products, incense, candies, detergents and woollen wear for many years. But after two years of learning cycling, she is now also doing the deliveries to clients herself and her business has grown. “I make my own living now I do not have to ask my husband for money,” adds Maharjan who learnt to cycle within two days and had bought a bicycle on the third day, surprising everyone in her family. “Through cycling, I have gained new friendships at this point in my life.” Read also: <a href="https://nepalitimes.com/banner/life-in-a-pickle">Life in a pickle</a>, Sahina Shrestha&nbsp; Gyani Shova Awale was a sickly child who never ventured out. But learning to cycle has rejuvenated the 48-year-old. “I have been exploring Patan after I learnt cycling, there isn’t a neighbourhood I haven’t been to,” she says. "My health problems have also disappeared.” <a href="https://nepalitimes.com/news/re-cycling-kathmandu-is-not-so-easy">Cycling</a> lessons have also meant real enthusiasm for the sport for some with many others having participated in friendly rallies as well as competitive tournaments like Kathmandu Kora.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231008091020_8a5d7f6ca83f07195e9eb8b0b6a31ab71ca93281e9bc71c51e084e2eb6e12af6.jpg" data-media-id="editor_11" data-image-id="20231008091020_8a5d7f6ca83f07195e9eb8b0b6a31ab71ca93281e9bc71c51e084e2eb6e12af6" data-rendition-name="original" width="1500" height="997" loading="lazy" alt="Women cycling"> <figcaption>Jamuna Maharjan and Gyani Shiva Awale</figcaption> </figure>  Jamuna Maharjan, also 48, has been to Nepalganj, Pokhara and other major towns to participate in cycling events. A housekeeper at The Inn Patan, she also uses a cycle for her daily commute to and from home. Read also: <a href="https://nepalitimes.com/here-now/pedalling-for-life">Pedalling for life</a>, Sarah Watson “Before cycling, we were like a frog in a well, we knew nothing much of the world outside but we are now much more empowered now,” she says. Lalitpur’s cycling lessons are continuing and more women are joining in. Part of the training is also safety, since <a href="https://nepalitimes.com/banner/no-city-for-cyclists">Kathmandu’s traffic can be dangerous for bicyclists</a>. “Teaching cycling is only a part of the activity, we also train them in safety techniques, and we also lobby for a smart city with cycling lanes,” says Nisha Shrestha, an award-winning filmmaker, who is also behind the initiative. She adds: “We were trying to develop skills and <a href="https://nepalitimes.com/here-now/ex-guerrilla-s-revolution-in-rural-nepal">entrepreneurship among women</a>. But along the way they also learnt how to cycle, and that has been a bonus.”&nbsp;

We need to widen our time horizon to the last decades to see how far we have come and review the lapses along the way. We also need to focus on the virus-ridden year that is drawing to an end.Both time frames are intricately connected. Many lapses in the last 20 years in governance have had an acute, amplified impact on migrants this year. Covid-19 magnified the weaknesses and highlighted achievements that helped migrants cope better.Communication was critical during the pandemic as that made the long hours of waiting at labour camps, quarantine areas, and even isolation centres bearable. Smart phones have empowered migrant workers, given them the opportunity to be their own storytellers.In this paper, we reported stories of migrants who received support after they live streamed on <a href="https://www.nepalitimes.com/here-now/from-letters-to-landlines-phones-to-facebook/" target="_blank" rel="noopener noreferrer">Facebook</a> upon facing apathy from the authorities. The Malaysian Embassy’s weekly Facebook live programs answer queries of migrants need to be made the norm.We step into the 2020s knowing that technology has transformative power in <a href="https://www.nepalitimes.com/here-now/preparing-for-nepals-returnees/" target="_blank" rel="noopener noreferrer">migration governance</a>. An example of this is the Department of Foreign Employment’s (DOFE) recent move to allow the renewal of labour approvals and acceptance of foreign employment fund contributions online.Abdul Sattar, a pioneer recruiter with over 40 years of experience, shared with me the struggles of obtaining job offers abroad in the early days. Nepalis then did not have access to the Gulf employers and they assumed Nepal was part of India. The only job offers for Nepalis came through Indian, Bangladeshi and Pakistani recruiters because employers were unfamiliar with Nepal. Once Nepalis proved themselves as hard workers, the employers became keen to hire more of them.“Times were different then. We were kept on a different pedestal and treated with respect,” Sattar says. Once <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/brokers-going-for-broke/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGTKPNu6nKn9fhflpVLArBRu6tRqg">profits, unhealthy competition and politics</a> entered the industry, <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" target="_blank" rel="noopener noreferrer">things took a downturn</a>.“Have you ever considered how, since years, we have workers from far-flung areas like Rolpa who had never even come to Kathmandu, working and earning in Qatar or the UAE?” he asks.“Who made that possible?”As opportunities open up in non-traditional countries such as those in Europe, the same questions regarding familiarity and access of recruiters to employers come up. If diversification of migrant destination country is a priority, we cannot overlook the role of recruiters.The pandemic has further underscored the need for international cooperation in migration governance. At the same time, it has revealed the inadequacies of existing international cooperation mechanisms.The last 20 years saw the establishment of regional platforms like the <a href="https://www.nepalitimes.com/here-now/win-win-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/win-win-migration/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNH0ntaqdcyPPtGd3572i9bsvxs0lg">Colombo Process</a> between migrant sending countries in 2003, and the Abu Dhabi Dialogue in 2008 between both <a href="https://www.nepalitimes.com/editorial/bargaining-power/" target="_blank" rel="noopener noreferrer">sending and receiving countries</a>, as well as the <a href="https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNG0CD2D185qIa7HvCfhHva1WrcwVA">Global Compact on Migration</a>.These forums that allow countries with varying agendas and priorities in migration to come together for a larger shared cause, is a huge step in migration governance and a result of <a href="https://www.nepalitimes.com/opinion/for-nepals-migrant-workers-good-news-in-small-bites/" target="_blank" rel="noopener noreferrer">persistent negotiations</a>.The past two decades also witnessed the signing of several bilateral <a href="https://archive.nepalitimes.com/article/editorial/doubts-on-zero-cost-migration-deal-coming-into-force,2157" target="_blank" rel="noopener noreferrer">labour agreements starting with the one with Qatar</a> in 2005. However, their implementation has always been weak even when there is scope for mutually beneficial cooperation such as skills partnerships.When Nepalis working in India unexpectedly showed up at the borders in <a href="https://www.nepalitimes.com/latest/nepalis-still-stuck-in-no-mans-land/" target="_blank" rel="noopener noreferrer">the hundreds of thousands</a> this year, it reminded us of not one, but two elephants in the room. The first one was the India-Nepal border that we continue to overlook, and the second was the unpreparedness of local governments which should have been <a href="https://www.nepalitimes.com/latest/nepal-and-india-stop-nationals-in-each-others-countries/" target="_blank" rel="noopener noreferrer">well-placed to address the problems of migration</a>, but have not been mobilised.Nepal’s federalisation offers an immense opportunity in migration governance. There were initial small wins like allowing renewals of labour approvals at provincial levels or applying for welfare fund benefits at local levels. But the pandemic was a wake-up call, as the onus of managing tens of thousands of returnees from India has been placed on local governments amidst lack of data and resources.Moving forward, leveraging the proximity advantage of local governments and decentralised service delivery will be critical. It means making up for the last three years since local governments were given a bunch of foreign employment mandate including returnee management, data collection and information dissemination.Migration has been largely temporary in our part of the world, without a path to citizenship for workers in the Gulf nations or Malaysia. Reintegration never got due attention, while government documents do mention the need to mobilise returnees. There are some positive examples of financial assistance for returnees at local levels, but most migrants cannot afford to keep waiting to be ‘reintegrated’. This has <a href="https://www.nepalitimes.com/editorial/commercially-important-people/" target="_blank" rel="noopener noreferrer">compelled them to find ways to remigrate</a>, instead.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">Policies on reintegration</a>, especially related to employment, are urgently needed. It is important to be mindful that unless the broader jobs and self-employment challenges faced by all regardless of your migration history are addressed, impact of specific reintegration interventions can be limited and incomplete. How will a job-search assistance program targeting returnees work if there are no jobs, for example?While migration from Nepal is considered “temporary”, we have seen high volumes of renewals. The song Saili aptly referred to returning at the age 40 to be with the sweetheart, and not sooner as one would expect if migration was actually ‘temporary’, since migrants leave at a young age.Whether hopping across different Gulf countries or staying in the same country <a href="https://www.nepalitimes.com/latest/sons-of-their-fathers/" target="_blank" rel="noopener noreferrer">for 20 years</a>, migrants spend a significant portion of their working age away from Nepal. Alongside reintegration programs, the emphasis on social security agreements with destination countries as well as the option to participate in contributory social security, is necessary. Nepal recently signed a <a href="https://www.nepalitimes.com/opinion/the-future-is-older/" target="_blank" rel="noopener noreferrer">social security agreement with Malaysia</a> in favour of migrant workers — a good example that needs to be replicated elsewhere.In 2018, Nepal’s Foreign Employment Management Information System was a game-changer in providing comprehensive information on the outflow of Nepali migrant workers. But data on the total numbers abroad are not systematically maintained – an absence sorely felt during the Covid-19 crisis.A messy data collection exercise took up a good deal of time in the <a href="https://www.nepalitimes.com/editorial/homecoming/" target="_blank" rel="noopener noreferrer">initial period of the pandemic</a>. We also need to focus on nationally representative survey data collection for migrants that cover their aspirations and migration experience.When it comes to spending on migrant welfare, the Foreign Employer Welfare Fund (FEWF) is viewed as the only resource. As migrants were stranded abroad, the discussion did not move beyond who qualified for the benefits. We demanded that our undocumented workers across borders be treated well by authorities of destination countries, while the Nepal Government itself was discriminatory towards its citizens who did not have labour approvals and were considered ‘undocumented’.We limited ourselves to an endless back-and-forth on the contributory fund when there was an entire Covid-19 fund set aside just for the pandemic. For a country so highly reliant on remittances, government spending on this sector is abysmal.A critical learning highlighted during different emergencies, is the need for strong embassies. While there isn’t data on the stock of migrants, countries like Qatar, Saudi Arabia and Malaysia have well over 300,000 Nepalis. The recent <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepali-in-saudi-arabia-rescued-after-13-years/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-in-saudi-arabia-rescued-after-13-years/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNHVXxwvJO4UC2dOcj63Y_px97WZhA">rescue of a Saudi case</a> showed that despite having a consulate general office outside Riyadh where the embassy is based, just reaching one migrant worker in trouble took 14 hours, one way.Nepal’s embassies in <a href="https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNFRp2YIYNSsx38ROGvAt2yaxTx9IQ">Oman</a> and <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNHpMn3kmfMCDaktTW4jtCDU-8t8Ew">Israel</a> have been <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/)" target="_blank" rel="noopener noreferrer">managing migration issues well</a>, but they have the advantage of the relatively low population of migrants. Embassy staffing and resources need to reflect migrant population and geography.Reviewing key policies on migration also demands a focus on the <a href="https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNF-TURu4DT89eBaB_8zm-ukPvNi3A">free-visa-free-ticket policy</a> and ban on domestic workers. In 2015, when it was introduced, Om Astha Rai in Nepali Times aptly asked: ‘<a href="http://archive.nepalitimes.com/page/zero-cost-migration-qatar-nepal" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/page/zero-cost-migration-qatar-nepal&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGfbnx9AO7yonZmI843L_0YFAGglg">Zero-cost migration, really</a>’? Five years later we are still asking the same question.As far back as 2006, Dambar Shrestha in this paper wrote about the <a href="https://archive.nepalitimes.com/news.php?id=12746" target="_blank" rel="noopener noreferrer">ban on female domestic workers</a>: ‘There was a general consensus that the ban should be repealed, as a way to monitor overseas employment, and ensure women have legal recourse if mistreated.”Fifteen years later, the consensus remains while the demand in the <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGklv9SEpsnc19WUid3lhry0natjg">care sector</a> has increased globally and women have continued to leave via irregular channels. There is nothing more exciting than experiencing the sounds, smells and feelings of a new city. Their guides help them navigate the landscape and describe to them their surroundings. Through partners, sighted guides are also encouraged to experience new places with senses other than sight.This group was the second to visit Nepal <a href="https://www.traveleyes-international.com/" target="_blank" rel="noopener">through Traveleyes, a British holiday company</a> for blind, visually impaired and sighted travellers. Last November sighted guides described the mountains in Pokhara to their visually impaired partners, led their hands across prayer wheels <a href="https://www.nepalitimes.com/here-now/the-stupa-of-a-million-dewdrops/" target="_blank" rel="noopener">in Boudha</a>, described the solemn cremation rituals at Pashupati, helped them navigate uneven pavements and rocky staircases, lent a hand when boarding rafts in Trisuli and led them to dance circles during cultural performances in Chitwan.Suzy Hesseldon, tour manager for the trip, speaks fondly of the group’s adventures in Nepal. She says, “The trip was incredible and the visually impaired guests are absolutely inspiring. They are thrill seekers and live life to the fullest.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b71469c7e80680e0600c2jpeg.jpg" alt="" width="1500" height="1125">Blind tourists are paired with sighted guides on a rotational basis on the morning of each travel day, allowing everyone to get to know one another during the trip. Tour managers like Hesseldon give a short introduction to the day’s plans and a few tips to help the travelers as the weeks go by. But the best guides may be the <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/No-right-of-passage,156" target="_blank" rel="noopener">visually impaired individuals</a> themselves.“All the sighted guides have to do is ask them how they would like to be assisted, and describe the stairs or landscape. It works well because all the sighted guides have to do is be the visually impaired’s eyes,” says Hesseldon.But travelling with visually impaired guests is less about sightseeing and more about a holistic sensory experience. Traveleyes, with the help of <a href="https://www.mallatravels.com/" target="_blank" rel="noopener">Malla Travel and Trek Services</a>, designed an itinerary that incorporated destinations and activities that would involve senses beyond sight.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b71499c7e80680e0600c3jpeg.jpg" alt="" width="1100" height="814">To Tony Booth, a retiree who describes himself to some degree as an “ageing hippie” and who was a sighted guide during the trip, the experience was profoundly eye-opening. He says, “When you are travelling with visually impaired people, what you can see is sometimes of less interest to them. Your other senses become much more important. You become much more aware of what you can hear, what you can smell, what you can feel. In the context of Nepal, disabled or elderly people don’t have the chance to travel and trek but with initiatives like Traveleyes, this was made possible. Sightseeing for the blind

There are more facilities for the visually impaired, but there is a long way for full mobility<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141144/636517739c7e80680e02c279jpeg.jpg" alt="" width="1400" height="787"/>On a recent morning as Nabina Gyawali and her husband Arjun Paudel make their way home to Balkhu, they hit their first snag: the tactile guiding pavement supposed to help them navigate lead them straight into a concrete electricity pole.The guiding blocks run along the bus park sidewalk which are a favourite spot for people to urinate. Some bystanders stare and others trip on the white cane as the two make their way through the crowd. Rude street vendors spreading their wares on the guiding blocks ask them to move away.“Half my disability is due to the <a href="http://archive.nepalitimes.com/article/nation/No-right-of-passage,156">lack of infrastructure</a>. In America, I was not blind for even a moment, here in Nepal I am blind at every moment,” says Gyawali, who visited the US three years ago on an exchange program.The streets of Kathmandu are bad enough for the sighted, but <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/seeing-it-a-different-way-for-visually-impaired-in-Kathmandu,2933">for the blind it is a nightmare</a> of reckless drivers, haphazard parking, piles of boulders, water pipes, open drainage and potholes.The 2011 census showed there are 96,000 <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/touching-and-feeling-seeing-hands,4105">visually impaired</a> -- 0.5% of the population. Nepal introduce the Disability Act 35 years ago, it is signatory to the UN Convention on the Rights of Persons with Disabilities and in 2012, the government approved accessibility guidelines. All this doesn’t mean much here at street level.“On paper Nepal has the best policies in South Asia but there is no implementation,” laments Ramesh Pokharel, President of <a href="http://www.nabnepal.org/">Nepal Association of the Blind</a> (NAB) who fractured his left arm and tore an ankle ligament when he fell 3m down an open drain on his way to school in Pokhara. He was hospitalised for 45 days after which he went to the municipality to ask it to cover the drain. Nothing happened.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141144/636517769c7e80680e02c27ajpeg.jpg" alt="" width="1400" height="1257"><figcaption> </figcaption></figure>One of the major challenges these days is to navigate the city where streets are being dug up everywhere. “It is really difficult because the road is not the same as when we passed through in the morning and there is no information to guide us,” says Ikchya KC, 29, who started losing her vision gradually over the years.Another challenge is while crossing roads. Says KC: “There are no indicators, whether tactile or audio, at zebra crossings, and motorbikes rarely stop. They try to drive around us and that gets dangerous.”Sita Subedi was crossing the road at Lagankhel recently when a traffic police pulled her up for not using the zebra. “I had to explain that I am partially sighted and that I cannot see the crossing,” recalls Subedi, the chair of Nepal Blind Women Association.Stray cattle and dogs are also serious hazards. Arjun Paudel was walking down Rato Pul a few years ago when a bull charged at him. “I was scared and nearly jumped off the bridge. Passersby saved me,” he remembers.Most visually impaired rely on public transportation to go around the city and although there are reserved seats for them, during rush hour it is difficult to enforce the rule."There are people who willingly leave seats for us and go out of their way to help, but sometimes there are others who don’t give up seats reserved for those with disabilities,” says Gyawali.https://www.youtube.com/watch?v=NubLtBwQYzYWhile it is easier for white cane users to be identified and assisted, those with partial or low visual ability have a much more difficult time. Parwati Shrestha, 23, has partial sight and does not usually ask for the reserved seat or discounts on buses. “My disability is invisible and it is just tedious having to explain myself over and over again,” she says.Blind women have another problem: gropers on buses. Gyawali says she once pushed a middle-aged man off the seat for making an unwanted advance.Despite their challenges, the blind say there are signs of improvement and society is more aware of their special needs. “Public attitude has changed a lot, there was a time when the buses wouldn’t stop for us but these days both the driver and conductor help us get on and off and ensure we have a seat,” says KC.Rajita Regmi finds people in Kathmandu more helpful than those in Butwal, where she is from: “I have limited mobility so I find it difficult to use public transportation. At home my father drops me and picks me up from school, but here in Kathmandu I found people were more willing to help.”Apart from increasing awareness and changing attitude of the people, adopting universal design and <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/kathmandu-accessibility-friendly,2609">mobility friendly technologies is necessary to make the roads safer for persons with disabilities</a>.Nara Bahadur Limbu of NAB has some more suggestions: “There need to be proper tactile pavements as well as audio and indicators at traffic lights, more accessible public toilets and public buildings. The right of passage

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Because of the shortage of qualified masons and proper seismic engineering, <a href="https://nepalitimes.com/here-now/structural-problems">many of the buildings are of questionable building standards </a>and the traditional architecture has been abandoned, admits Kul Bahadur Budathoki, deputy chair of the municipality. “But these buildings were more expensive than what the government grants could cover, many people here are heavily in debt and the men have <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day">migrated to the Gulf to pay their loans</a>,” Budathoki says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480.jpg" data-media-id="editor_14" data-image-id="20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480" data-rendition-name="original" width="1501" height="1079" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> <figcaption>Kul Bahadur Budathoki</figcaption> </figure>  Singati is in a multi-hazard zone. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
