Every morning Makhumaya Tamang, 65, used to pass a group of middle-aged women cycling in Jawalakhel, and gazed longingly at them. One day, she mustered the courage to ask the women why they were cycling and found out that they were getting bicycling lessons. She signed up without hesitation. “I had never before touched a bicycle before, and I thought it was too difficult to learn,” says Tamang who is originally from Ramechhap.&nbsp; Read also: <a href="https://nepalitimes.com/opinion/pedalling-as-a-life-lesson">Pedalling as a life lesson</a>, Eliza Sthapit It took a while for her to learn to balance and pedal, and came close to giving up. Her kurta-suruwal would get snared in the chain, making her fall. All photos: GOPEN RAI</figcaption> </figure>  Tamang was a street vendor before the pandemic, and her family and especially her son disapproved of not just her new attire, but also the newfound passion for bicycling at her age.&nbsp; But Tamang did not allow what people said to deter her, and finally after three months she could pedal around the streets with confidence. Now, her son posts videos and photos of her cycling on Facebook, much to her delight. Tamang is one of the over 1,200 women in Patan who have learnt to use bicycles in the last two years as part of an initiative by a local women’s social media group called महिला को लागी महिला (Women for Women) which became active during the <a href="https://nepalitimes.com/here-now/the-real-cost-of-nepal-s-second-wave">second Covid-19 lockdown in 2021</a>. Many of the women were involved in small street side businesses, and lost their income during the pandemic. The group initially tried out <a href="https://nepalitimes.com/banner/to-make-up-for-monsoon-slack-nepal-opts-for-spiritual-tourism">meditation and Vipasana</a>, but soon realised that limited mobility was one of the major challenges the women faced.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231008091024_deae046c6dde15d6a180c328e372a032f5e15b5e2ef5f294adff57d2c9f59ecc.jpg" data-media-id="editor_4" data-image-id="20231008091024_deae046c6dde15d6a180c328e372a032f5e15b5e2ef5f294adff57d2c9f59ecc" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Women cycling"> </figure>  Taking charge of cycling lessons was <a href="https://nepalitimes.com/news/including-the-excluded-in-the-bureaucracy">Maheshwari Bista</a>, who used to head the women’s development wing of Lalitpur Metropolis. “We used to call women for all kinds of training programs at the municipality but they always came 2-3 hours late,” Bista recalls. “When we asked them why, they said they had to wait for a relative to give them a lift.” Bista was convinced that bicycling would be a cost-effective, eco-friendly and empowering initiative for the women. Rabita Shrestha from the municipality joined up just to motivate others even though she was just recovering from Covid-19. As word spread, more joined the cycling campaign and other municipalities and wards in Kathmandu Valley have also started their own training. "But more importantly, our modest initiative has made the women independent, they are no longer confined in their homes. They do not have to depend on others to take their produce to market.”&nbsp; Read also: <a href="https://nepalitimes.com/multimedia/lighting-up-her-darkness">Lighting up her darkness</a>, Naresh Newar Shiban Maharjan, 49, has been making handicraft products, incense, candies, detergents and woollen wear for many years. But after two years of learning cycling, she is now also doing the deliveries to clients herself and her business has grown. “I make my own living now I do not have to ask my husband for money,” adds Maharjan who learnt to cycle within two days and had bought a bicycle on the third day, surprising everyone in her family. “Through cycling, I have gained new friendships at this point in my life.” Read also: <a href="https://nepalitimes.com/banner/life-in-a-pickle">Life in a pickle</a>, Sahina Shrestha&nbsp; Gyani Shova Awale was a sickly child who never ventured out. But learning to cycle has rejuvenated the 48-year-old. “I have been exploring Patan after I learnt cycling, there isn’t a neighbourhood I haven’t been to,” she says. "My health problems have also disappeared.” <a href="https://nepalitimes.com/news/re-cycling-kathmandu-is-not-so-easy">Cycling</a> lessons have also meant real enthusiasm for the sport for some with many others having participated in friendly rallies as well as competitive tournaments like Kathmandu Kora.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20231008091020_8a5d7f6ca83f07195e9eb8b0b6a31ab71ca93281e9bc71c51e084e2eb6e12af6.jpg" data-media-id="editor_11" data-image-id="20231008091020_8a5d7f6ca83f07195e9eb8b0b6a31ab71ca93281e9bc71c51e084e2eb6e12af6" data-rendition-name="original" width="1500" height="997" loading="lazy" alt="Women cycling"> <figcaption>Jamuna Maharjan and Gyani Shiva Awale</figcaption> </figure>  Jamuna Maharjan, also 48, has been to Nepalganj, Pokhara and other major towns to participate in cycling events. A housekeeper at The Inn Patan, she also uses a cycle for her daily commute to and from home. Read also: <a href="https://nepalitimes.com/here-now/pedalling-for-life">Pedalling for life</a>, Sarah Watson “Before cycling, we were like a frog in a well, we knew nothing much of the world outside but we are now much more empowered now,” she says. Lalitpur’s cycling lessons are continuing and more women are joining in. Part of the training is also safety, since <a href="https://nepalitimes.com/banner/no-city-for-cyclists">Kathmandu’s traffic can be dangerous for bicyclists</a>. “Teaching cycling is only a part of the activity, we also train them in safety techniques, and we also lobby for a smart city with cycling lanes,” says Nisha Shrestha, an award-winning filmmaker, who is also behind the initiative. She adds: “We were trying to develop skills and <a href="https://nepalitimes.com/here-now/ex-guerrilla-s-revolution-in-rural-nepal">entrepreneurship among women</a>. But along the way they also learnt how to cycle, and that has been a bonus.”&nbsp;

We need to widen our time horizon to the last decades to see how far we have come and review the lapses along the way. We also need to focus on the virus-ridden year that is drawing to an end.Both time frames are intricately connected. Many lapses in the last 20 years in governance have had an acute, amplified impact on migrants this year. Covid-19 magnified the weaknesses and highlighted achievements that helped migrants cope better.Communication was critical during the pandemic as that made the long hours of waiting at labour camps, quarantine areas, and even isolation centres bearable. Smart phones have empowered migrant workers, given them the opportunity to be their own storytellers.In this paper, we reported stories of migrants who received support after they live streamed on <a href="https://www.nepalitimes.com/here-now/from-letters-to-landlines-phones-to-facebook/" target="_blank" rel="noopener noreferrer">Facebook</a> upon facing apathy from the authorities. The Malaysian Embassy’s weekly Facebook live programs answer queries of migrants need to be made the norm.We step into the 2020s knowing that technology has transformative power in <a href="https://www.nepalitimes.com/here-now/preparing-for-nepals-returnees/" target="_blank" rel="noopener noreferrer">migration governance</a>. An example of this is the Department of Foreign Employment’s (DOFE) recent move to allow the renewal of labour approvals and acceptance of foreign employment fund contributions online.Abdul Sattar, a pioneer recruiter with over 40 years of experience, shared with me the struggles of obtaining job offers abroad in the early days. Nepalis then did not have access to the Gulf employers and they assumed Nepal was part of India. The only job offers for Nepalis came through Indian, Bangladeshi and Pakistani recruiters because employers were unfamiliar with Nepal. Once Nepalis proved themselves as hard workers, the employers became keen to hire more of them.“Times were different then. We were kept on a different pedestal and treated with respect,” Sattar says. Once <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/brokers-going-for-broke/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGTKPNu6nKn9fhflpVLArBRu6tRqg">profits, unhealthy competition and politics</a> entered the industry, <a href="https://www.nepalitimes.com/opinion/brokers-going-for-broke/" target="_blank" rel="noopener noreferrer">things took a downturn</a>.“Have you ever considered how, since years, we have workers from far-flung areas like Rolpa who had never even come to Kathmandu, working and earning in Qatar or the UAE?” he asks.“Who made that possible?”As opportunities open up in non-traditional countries such as those in Europe, the same questions regarding familiarity and access of recruiters to employers come up. If diversification of migrant destination country is a priority, we cannot overlook the role of recruiters.The pandemic has further underscored the need for international cooperation in migration governance. At the same time, it has revealed the inadequacies of existing international cooperation mechanisms.The last 20 years saw the establishment of regional platforms like the <a href="https://www.nepalitimes.com/here-now/win-win-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/win-win-migration/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNH0ntaqdcyPPtGd3572i9bsvxs0lg">Colombo Process</a> between migrant sending countries in 2003, and the Abu Dhabi Dialogue in 2008 between both <a href="https://www.nepalitimes.com/editorial/bargaining-power/" target="_blank" rel="noopener noreferrer">sending and receiving countries</a>, as well as the <a href="https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/changing-the-headlines-on-migration/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNG0CD2D185qIa7HvCfhHva1WrcwVA">Global Compact on Migration</a>.These forums that allow countries with varying agendas and priorities in migration to come together for a larger shared cause, is a huge step in migration governance and a result of <a href="https://www.nepalitimes.com/opinion/for-nepals-migrant-workers-good-news-in-small-bites/" target="_blank" rel="noopener noreferrer">persistent negotiations</a>.The past two decades also witnessed the signing of several bilateral <a href="https://archive.nepalitimes.com/article/editorial/doubts-on-zero-cost-migration-deal-coming-into-force,2157" target="_blank" rel="noopener noreferrer">labour agreements starting with the one with Qatar</a> in 2005. However, their implementation has always been weak even when there is scope for mutually beneficial cooperation such as skills partnerships.When Nepalis working in India unexpectedly showed up at the borders in <a href="https://www.nepalitimes.com/latest/nepalis-still-stuck-in-no-mans-land/" target="_blank" rel="noopener noreferrer">the hundreds of thousands</a> this year, it reminded us of not one, but two elephants in the room. The first one was the India-Nepal border that we continue to overlook, and the second was the unpreparedness of local governments which should have been <a href="https://www.nepalitimes.com/latest/nepal-and-india-stop-nationals-in-each-others-countries/" target="_blank" rel="noopener noreferrer">well-placed to address the problems of migration</a>, but have not been mobilised.Nepal’s federalisation offers an immense opportunity in migration governance. There were initial small wins like allowing renewals of labour approvals at provincial levels or applying for welfare fund benefits at local levels. But the pandemic was a wake-up call, as the onus of managing tens of thousands of returnees from India has been placed on local governments amidst lack of data and resources.Moving forward, leveraging the proximity advantage of local governments and decentralised service delivery will be critical. It means making up for the last three years since local governments were given a bunch of foreign employment mandate including returnee management, data collection and information dissemination.Migration has been largely temporary in our part of the world, without a path to citizenship for workers in the Gulf nations or Malaysia. Reintegration never got due attention, while government documents do mention the need to mobilise returnees. There are some positive examples of financial assistance for returnees at local levels, but most migrants cannot afford to keep waiting to be ‘reintegrated’. This has <a href="https://www.nepalitimes.com/editorial/commercially-important-people/" target="_blank" rel="noopener noreferrer">compelled them to find ways to remigrate</a>, instead.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepal-plans-to-reintegrate-returning-workers/" target="_blank" rel="noopener noreferrer">Policies on reintegration</a>, especially related to employment, are urgently needed. It is important to be mindful that unless the broader jobs and self-employment challenges faced by all regardless of your migration history are addressed, impact of specific reintegration interventions can be limited and incomplete. How will a job-search assistance program targeting returnees work if there are no jobs, for example?While migration from Nepal is considered “temporary”, we have seen high volumes of renewals. The song Saili aptly referred to returning at the age 40 to be with the sweetheart, and not sooner as one would expect if migration was actually ‘temporary’, since migrants leave at a young age.Whether hopping across different Gulf countries or staying in the same country <a href="https://www.nepalitimes.com/latest/sons-of-their-fathers/" target="_blank" rel="noopener noreferrer">for 20 years</a>, migrants spend a significant portion of their working age away from Nepal. Alongside reintegration programs, the emphasis on social security agreements with destination countries as well as the option to participate in contributory social security, is necessary. Nepal recently signed a <a href="https://www.nepalitimes.com/opinion/the-future-is-older/" target="_blank" rel="noopener noreferrer">social security agreement with Malaysia</a> in favour of migrant workers — a good example that needs to be replicated elsewhere.In 2018, Nepal’s Foreign Employment Management Information System was a game-changer in providing comprehensive information on the outflow of Nepali migrant workers. But data on the total numbers abroad are not systematically maintained – an absence sorely felt during the Covid-19 crisis.A messy data collection exercise took up a good deal of time in the <a href="https://www.nepalitimes.com/editorial/homecoming/" target="_blank" rel="noopener noreferrer">initial period of the pandemic</a>. We also need to focus on nationally representative survey data collection for migrants that cover their aspirations and migration experience.When it comes to spending on migrant welfare, the Foreign Employer Welfare Fund (FEWF) is viewed as the only resource. As migrants were stranded abroad, the discussion did not move beyond who qualified for the benefits. We demanded that our undocumented workers across borders be treated well by authorities of destination countries, while the Nepal Government itself was discriminatory towards its citizens who did not have labour approvals and were considered ‘undocumented’.We limited ourselves to an endless back-and-forth on the contributory fund when there was an entire Covid-19 fund set aside just for the pandemic. For a country so highly reliant on remittances, government spending on this sector is abysmal.A critical learning highlighted during different emergencies, is the need for strong embassies. While there isn’t data on the stock of migrants, countries like Qatar, Saudi Arabia and Malaysia have well over 300,000 Nepalis. The recent <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/nepali-in-saudi-arabia-rescued-after-13-years/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-in-saudi-arabia-rescued-after-13-years/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNHVXxwvJO4UC2dOcj63Y_px97WZhA">rescue of a Saudi case</a> showed that despite having a consulate general office outside Riyadh where the embassy is based, just reaching one migrant worker in trouble took 14 hours, one way.Nepal’s embassies in <a href="https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNFRp2YIYNSsx38ROGvAt2yaxTx9IQ">Oman</a> and <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNHpMn3kmfMCDaktTW4jtCDU-8t8Ew">Israel</a> have been <a href="https://www.nepalitimes.com/here-now/nepals-women-envoys-make-a-mark/)" target="_blank" rel="noopener noreferrer">managing migration issues well</a>, but they have the advantage of the relatively low population of migrants. Embassy staffing and resources need to reflect migrant population and geography.Reviewing key policies on migration also demands a focus on the <a href="https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/why-has-zero-cost-migration-not-happened/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNF-TURu4DT89eBaB_8zm-ukPvNi3A">free-visa-free-ticket policy</a> and ban on domestic workers. In 2015, when it was introduced, Om Astha Rai in Nepali Times aptly asked: ‘<a href="http://archive.nepalitimes.com/page/zero-cost-migration-qatar-nepal" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/page/zero-cost-migration-qatar-nepal&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGfbnx9AO7yonZmI843L_0YFAGglg">Zero-cost migration, really</a>’? Five years later we are still asking the same question.As far back as 2006, Dambar Shrestha in this paper wrote about the <a href="https://archive.nepalitimes.com/news.php?id=12746" target="_blank" rel="noopener noreferrer">ban on female domestic workers</a>: ‘There was a general consensus that the ban should be repealed, as a way to monitor overseas employment, and ensure women have legal recourse if mistreated.”Fifteen years later, the consensus remains while the demand in the <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/&amp;source=gmail&amp;ust=1608342616438000&amp;usg=AFQjCNGklv9SEpsnc19WUid3lhry0natjg">care sector</a> has increased globally and women have continued to leave via irregular channels. The question for us as we enter into the 2020s is: what do we do about these longstanding policies that are practically challenging to implement, but politically popular?Upasana Khadka writes this column Labour Mobility every month in Nepali Times analysing trends affecting Nepal’s workers abroad.

There is nothing more exciting than experiencing the sounds, smells and feelings of a new city. Their guides help them navigate the landscape and describe to them their surroundings. Through partners, sighted guides are also encouraged to experience new places with senses other than sight.This group was the second to visit Nepal <a href="https://www.traveleyes-international.com/" target="_blank" rel="noopener">through Traveleyes, a British holiday company</a> for blind, visually impaired and sighted travellers. Last November sighted guides described the mountains in Pokhara to their visually impaired partners, led their hands across prayer wheels <a href="https://www.nepalitimes.com/here-now/the-stupa-of-a-million-dewdrops/" target="_blank" rel="noopener">in Boudha</a>, described the solemn cremation rituals at Pashupati, helped them navigate uneven pavements and rocky staircases, lent a hand when boarding rafts in Trisuli and led them to dance circles during cultural performances in Chitwan.Suzy Hesseldon, tour manager for the trip, speaks fondly of the group’s adventures in Nepal. She says, “The trip was incredible and the visually impaired guests are absolutely inspiring. They are thrill seekers and live life to the fullest.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b71469c7e80680e0600c2jpeg.jpg" alt="" width="1500" height="1125">Blind tourists are paired with sighted guides on a rotational basis on the morning of each travel day, allowing everyone to get to know one another during the trip. Tour managers like Hesseldon give a short introduction to the day’s plans and a few tips to help the travelers as the weeks go by. But the best guides may be the <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/No-right-of-passage,156" target="_blank" rel="noopener">visually impaired individuals</a> themselves.“All the sighted guides have to do is ask them how they would like to be assisted, and describe the stairs or landscape. It works well because all the sighted guides have to do is be the visually impaired’s eyes,” says Hesseldon.But travelling with visually impaired guests is less about sightseeing and more about a holistic sensory experience. Traveleyes, with the help of <a href="https://www.mallatravels.com/" target="_blank" rel="noopener">Malla Travel and Trek Services</a>, designed an itinerary that incorporated destinations and activities that would involve senses beyond sight.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101120/636b71499c7e80680e0600c3jpeg.jpg" alt="" width="1100" height="814">To Tony Booth, a retiree who describes himself to some degree as an “ageing hippie” and who was a sighted guide during the trip, the experience was profoundly eye-opening. He says, “When you are travelling with visually impaired people, what you can see is sometimes of less interest to them. Your other senses become much more important. You become much more aware of what you can hear, what you can smell, what you can feel. In the context of Nepal, disabled or elderly people don’t have the chance to travel and trek but with initiatives like Traveleyes, this was made possible. There are more facilities for the visually impaired, but there is a long way for full mobility<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141144/636517739c7e80680e02c279jpeg.jpg" alt="" width="1400" height="787"/>On a recent morning as Nabina Gyawali and her husband Arjun Paudel make their way home to Balkhu, they hit their first snag: the tactile guiding pavement supposed to help them navigate lead them straight into a concrete electricity pole.The guiding blocks run along the bus park sidewalk which are a favourite spot for people to urinate. Some bystanders stare and others trip on the white cane as the two make their way through the crowd. Rude street vendors spreading their wares on the guiding blocks ask them to move away.“Half my disability is due to the <a href="http://archive.nepalitimes.com/article/nation/No-right-of-passage,156">lack of infrastructure</a>. In America, I was not blind for even a moment, here in Nepal I am blind at every moment,” says Gyawali, who visited the US three years ago on an exchange program.The streets of Kathmandu are bad enough for the sighted, but <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/seeing-it-a-different-way-for-visually-impaired-in-Kathmandu,2933">for the blind it is a nightmare</a> of reckless drivers, haphazard parking, piles of boulders, water pipes, open drainage and potholes.The 2011 census showed there are 96,000 <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/touching-and-feeling-seeing-hands,4105">visually impaired</a> -- 0.5% of the population. Nepal introduce the Disability Act 35 years ago, it is signatory to the UN Convention on the Rights of Persons with Disabilities and in 2012, the government approved accessibility guidelines. All this doesn’t mean much here at street level.“On paper Nepal has the best policies in South Asia but there is no implementation,” laments Ramesh Pokharel, President of <a href="http://www.nabnepal.org/">Nepal Association of the Blind</a> (NAB) who fractured his left arm and tore an ankle ligament when he fell 3m down an open drain on his way to school in Pokhara. He was hospitalised for 45 days after which he went to the municipality to ask it to cover the drain. Nothing happened.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141144/636517769c7e80680e02c27ajpeg.jpg" alt="" width="1400" height="1257"><figcaption> </figcaption></figure>One of the major challenges these days is to navigate the city where streets are being dug up everywhere. “It is really difficult because the road is not the same as when we passed through in the morning and there is no information to guide us,” says Ikchya KC, 29, who started losing her vision gradually over the years.Another challenge is while crossing roads. Says KC: “There are no indicators, whether tactile or audio, at zebra crossings, and motorbikes rarely stop. They try to drive around us and that gets dangerous.”Sita Subedi was crossing the road at Lagankhel recently when a traffic police pulled her up for not using the zebra. “I had to explain that I am partially sighted and that I cannot see the crossing,” recalls Subedi, the chair of Nepal Blind Women Association.Stray cattle and dogs are also serious hazards. Arjun Paudel was walking down Rato Pul a few years ago when a bull charged at him. “I was scared and nearly jumped off the bridge. Passersby saved me,” he remembers.Most visually impaired rely on public transportation to go around the city and although there are reserved seats for them, during rush hour it is difficult to enforce the rule."There are people who willingly leave seats for us and go out of their way to help, but sometimes there are others who don’t give up seats reserved for those with disabilities,” says Gyawali.https://www.youtube.com/watch?v=NubLtBwQYzYWhile it is easier for white cane users to be identified and assisted, those with partial or low visual ability have a much more difficult time. Parwati Shrestha, 23, has partial sight and does not usually ask for the reserved seat or discounts on buses. “My disability is invisible and it is just tedious having to explain myself over and over again,” she says.Blind women have another problem: gropers on buses. Gyawali says she once pushed a middle-aged man off the seat for making an unwanted advance.Despite their challenges, the blind say there are signs of improvement and society is more aware of their special needs. “Public attitude has changed a lot, there was a time when the buses wouldn’t stop for us but these days both the driver and conductor help us get on and off and ensure we have a seat,” says KC.Rajita Regmi finds people in Kathmandu more helpful than those in Butwal, where she is from: “I have limited mobility so I find it difficult to use public transportation. At home my father drops me and picks me up from school, but here in Kathmandu I found people were more willing to help.”Apart from increasing awareness and changing attitude of the people, adopting universal design and <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/kathmandu-accessibility-friendly,2609">mobility friendly technologies is necessary to make the roads safer for persons with disabilities</a>.Nara Bahadur Limbu of NAB has some more suggestions: “There need to be proper tactile pavements as well as audio and indicators at traffic lights, more accessible public toilets and public buildings. Know your Ministers

‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. How to win friends and influence nations

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
