After graduation Danber Maden was working as an accountant and in his spare time practising his passion for sketching. Wanting to adapt his talent to digital design, he joined a new course at Bhanu Jana Secondary School here. Today, Maden is a mentor for new students at what has become the IT Academy, Taplejung. The 24-year-old is now juggling various online design gigs with companies worldwide, and earning much more than he did as an accountant. “I’m learning 3D design and motion graphics, animation from YouTube,” says Maden, sitting in the spacious Academy on the grounds of the secondary school. Light-coloured walls, extra high ceilings and a wide wooden staircase give the building a bright touch. Nearby is a group working area fronting the wood-panelled Pernille’s Coffee Bar. It is named after Pernille Madsen, founder of Human Practice Foundation (HPF), a Danish NGO that has been supporting schools and their communities in Taplejung since 2017.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240728130728_9c530879e791f54e0ea3de2c78efe7cf68add4935b663f7f7b2dc1e52ce0dd71.jpg" data-media-id="editor_0" data-image-id="20240728130728_9c530879e791f54e0ea3de2c78efe7cf68add4935b663f7f7b2dc1e52ce0dd71" data-rendition-name="original" width="4032" height="3024" loading="lazy" alt="IT Academy Taplejung NT 3"> <figcaption>Photo: MARTY LOGAN</figcaption> </figure>  Launched in 2014, HPF also runs programmes in Denmark and Kenya.&nbsp; Donor Waldemar Schmidt says he and his Academy co-founders wanted to give students at HPF-supported schools in the district another option after graduating.&nbsp; “Some years ago I started thinking, ‘what happens to the children when they leave the school? Have we done the job of giving the children a better future’? The simple answer was ‘no, I don’t think we have—we need to do more’,” he says in a Zoom interview from Denmark. The Academy opened in November 2023. To date, 61 students have graduated and 14 are working online, says Bhanu Jana’s head teacher Kishor Kumar Rai. Some are working for companies in Singapore, Denmark and South Korea.&nbsp; “They are earning more money here than doing other work so they are happy to stay in Taplejung,” adds Rai. “The Academy will stop migration and also the brain drain of youth.” A new, six-month session on graphic design and digital marketing started in June. Besides the technical component, students also learn the skills needed to become successful online freelancers, such as writing offers and negotiating contracts.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240728140712_918f5db890b05fe967117391d621bce6eafc41652323ec4eb3f8782a4f300bcc.png" data-media-id="editor_1" data-image-id="20240728140712_918f5db890b05fe967117391d621bce6eafc41652323ec4eb3f8782a4f300bcc" data-rendition-name="original" width="1010" height="556" loading="lazy" alt="IT Academy Taplejung NT 2"> </figure>  By 2028, HPF aims to have graduated up to 800 digital workers in courses that include web development and cyber-security in Levels 2 and 3. Graduates of Level 1 will need to pay tuition for advanced courses and prove that they are already earning as freelancers, explains Schmidt. “We don’t want to be known as a place that does a bit of everything. We want to build a brand which is very strong in graphic design and cyber security,” he adds. A former CEO, Schmidt knew HPF founder Madsen from the corporate world. Today he is the driving force behind the IT Academy, as quick to recite the latest facts and figures as he is to share a vision for the next decade. Schmidt estimates that after graduating from Level 1 students will have the potential to earn $500 a month, compared to the $200 locals make working in banks and other offices. After taking Level 2 and 3 courses in graphic design and cyber security, earnings will rise to $1,000-2,000 monthly, he predicts. &nbsp; HPF now subsidises tuition, leaving students to pay 15%, or about Rs 5,000, of the cost of the courses. Schmidt says donors in his personal network have covered the remaining amount (about $500 per student) for the first 100 students this year. For the next session he hopes sponsors will chip in $1,500 per student, enough to also buy each one a laptop. An enthusiastic, well-connected former CEO, the 84-year-old Schmidt has also called on his network to take on graduates in their firms as interns, and convinced WorldLink to provide the Academy with fibre-optic Internet at no cost. Developing students’ skills so that they are competitive globally will also happen gradually, says Schmidt, in part because of English-language skills. In the beginning, the Academy will focus on work experience in Asia. Already it has arranged virtual internships in companies in Singapore, Vietnam and Indonesia. The Academy’s 10-point manifesto is also training women students who can continue working as freelancers while raising families. Women make up 60% of students, and head of the Academy Basanta Palungwa says female students design more creatively, in part because they are more patient.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072814074_ab971ae77232481761249c23b7e88584ac303fa39fb448ddbaf9b9fde0676f86.jpg" data-media-id="editor_2" data-image-id="2024072814074_ab971ae77232481761249c23b7e88584ac303fa39fb448ddbaf9b9fde0676f86" data-rendition-name="original" width="2290" height="1407" loading="lazy" alt="IT Academy Taplejung NT 1"> </figure>  The Academy also aims to digitise and engage the community in this remote corner of north-eastern Nepal. Plans include a course for the general public on using smartphones and tablets, and WorldLink will soon install wifi hotspots. Also in the planning stage is vocational training for those who are not inclined to IT. HPF-supported secondary schools in Taplejung are graduating about 1,000 students a year, but the IT Academy will be able to accommodate less than half of them. Says Schmidt: “They may be frustrated because they’ve been to a good school and they see no future after graduating, so we need to make sure that there’s a link to the labour market.” After graduating, Danber Maden’s freelance work now includes four hours daily for Bookmundi, a Denmark based travel agency. After interning there for one year he was recently promoted to Junior Graphic Designer.&nbsp; For the past year he has also been designing social media posts for GenX Pharmacy, an online business based in Kathmandu. And he has local clients, including candidates who ran in the last elections. The local boy seems to have found his niche online. Asked what he sees himself doing in 10 years, Maden responds confidently: “Senior designer or art director.”

Girls, children from the most disadvantaged households and children with disabilities faced the biggest challenges while <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">learning remotely. </a>In <a href="https://www.unicef.org/india/media/6121/file/Report%20on%20rapid%20assessment%20of%20learning%20during%20school%20closures%20in%20context%20of%20COVID-19.pdf">India</a>, 80% of children aged 14-18 years reported lower levels of learning than when physically at school. In Sri Lanka, 69% of parents of primary school children complained that their children were learning less.In Nepal, the pandemic and the subsequent lockdowns have widened existing inequities in the education system. A <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">digital divide has created an education divide.</a> A UNICEF survey showed that most of the 80% of government school children have not attended classes – online or otherwise in the past two years. Even if they have mobile phones there is not enough bandwidth for digital classes.Nepali children have missed at least 70 weeks of school since the coronavirus crisis, one of the highest rates in the world. There is now a risk of higher dropouts of students <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">once things normalise</a>, particularly among<a href="https://www.nepalitimes.com/latest/sisterhoods-empowering-education-in-nepal/" target="_blank" rel="noopener noreferrer"> girl children,</a> undermining Nepal’s decades-long effort to increase school enrolment in rural areas.“School closures in South Asia have forced hundreds of millions of children and their teachers to<a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/" target="_blank" rel="noopener noreferrer"> transition to remote learning</a> in a region with low connectivity and device affordability,” says George Laryea-Adjei, UNICEF Regional Director for South Asia. “Even when a family has access to technology, children are not always able to access it. As a result, children have suffered enormous setbacks in their learning journey.”Despite significant efforts from governments, low connectivity and access to digital devices have severely hampered efforts to <a href="https://www.nepalitimes.com/opinion/back-to-school-season-goes-remote/" target="_blank" rel="noopener noreferrer">roll out remote learning</a>. In India, 42% of children between 6-13 years reported not using any type of remote learning during school closures.In Pakistan, 23% of younger children did not have access to any device that could support remote learning. Poor and disadvantaged households have been the worst hit, with many families struggling to afford even a single device.Even when devices are available, they are often underutilised and children’s access to them is often limited. In Pakistan, among children with access to devices, only about 24% could use them when they wanted to.The UNICEF research found that student-teacher engagement, when regular and reciprocal, is a strong predictor of success in children’s learning, especially for younger students. In Sri Lankan private primary schools, 52% of teachers reported contacting their students five days a week, but this number dropped to 8% after the pandemic.“The safe reopening of schools must be considered an utmost priority for all governments. Investing in teachers will ensure that teachers and schools can adapt to all situations. The more teachers are trained, equipped and supported on distance and blended learning, the better they will be able to reach all their students,” adds Laryea-Adjei.He adds: “This is a critical investment we need to make for children as the region gears up for future waves of Covid-19. We need to build systems which can weather any storm and keep children learning, no matter the circumstances.”Some of the recommendations from the study include:-       Safe reopening of all schools-       Better internet connectivity-       Multi-lingual remote learning accessing children’s learning levels-       Vaccination of teachers-       Training teachers to better reach children without access to technology-       Increased investment in education-       Technical support for home-based learning where required<a href="https://www.unicef.org/rosa/what-we-do/education">Even before the pandemic</a>, almost 60% of children in South Asia were unable to read and understand a simple text by the time they were 10 years old. In addition, 12.5 million children at the primary level and 16.5 million children at the lower secondary level were out of school.In Nepal, as Covid-19 cases drop, schools in Kathmandu Valley are <a href="https://www.nepalitimes.com/editorial/ministry-of-education-gets-an-f/" target="_blank" rel="noopener noreferrer">reopening with stringent health protocols</a> amidst a debate about restarting physical classes. School teachers were also prioritised for Covid-19 vaccinations, and high school students appearing for their annual exams were also compulsorily inoculated last month.

Covid-19 cancels region's gains in education

<figure><img width="906" height="1943" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06499c7e80680e0a5f54jpeg.jpg" alt=""/><figcaption>Photo: UMA THAPA MAGAR</figcaption></figure>Third grader Sona Lama lives in the uplands of Rasuwa and <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/" target="_blank" rel="noopener noreferrer">has not been to school for more than a year</a>. But since Nepal Telecom built a cellphone tower on a nearby peak, there is now 3G connection — enough for her to attend class on her mobile phone.Her teachers have partnered with a school in Kathmandu that offers volunteers to guide students like Sona to use <a href="https://www.nepalitimes.com/opinion/back-to-school-season-goes-remote/" target="_blank" rel="noopener noreferrer">Google Classroom or Zoom</a>, and also offer tuition so they can catch up with school work.“This is no substitution for going to an actual school and meeting friends and teachers face-to-face, of course, but at least the online classes partly make up for the disruption, and has introduced the students to new technology,” says Samata Regmi, a Grade 12 student herself, who is a volunteer mentor for Sona and others like her. Regmi lists many <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">challenges</a>: the network often goes off in the middle of class, video uses too much bandwidth, the children are frequently distracted by household chores. “Many of the parents are out of work, so the children have to help at home, and it is difficult to get them to concentrate. They have very short attention spans on screen,” adds Regmi, who despite the challenges, is glad to be helping children in remote areas with remote learning. Sona Lama shares her mobile with three other older siblings, and since the tower brought data internet it is now in high demand for browsing TikTok videos and Facebook as well. She is still luckier than most Nepali children — a recent survey showed that 80% of students have neither been to school since March 2020, nor do they have access to classes online or by radio/tv.There was <a href="https://www.nepalitimes.com/editorial/ministry-of-education-gets-an-f/" target="_blank" rel="noopener noreferrer">a class divide</a> among Nepal’s 6 million school students even before Covid-19. But there is now also a <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">digital divide</a> that has widened the gap between private and government schools. While most urban private schools have been conducting classes quite smoothly, government schools have had less success because their students are from poorer families. https://www.youtube.com/watch?v=M-z9K0iuDdoStill, <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">distance learning</a> is catching up and where young students are logging on for online classes, the process has made them more tech-savvy and more confident with digital technology.  In Mangal Prasad School in Nepalganj has been encouraging its children to get online so they can catch up with missed school. Says teacher Sandhya Sharma: “Those who are attending digital classrooms are doing well, we are happy with their progress. But I am sorry to say that there are many who have just not been logging on.”The Annapurna School in Bharatpur trained its teachers using online tools like Google Classroom and Zoom, but only half the students are attending online classes. The school did a survey and found out why: of its 700 students, less than 20% had wifi and only 10% could access mobile data.Even after Yasodhara School in Lalitpur offered to pay data fees for mobiles of students to take online classes, only half the children did. The parent body of the school is mainly made up of daily wage earners. After last year’s lockdown, a Unicef survey showed that 95% of families surveyed said their children had stopped going to school. A third of the respondents said their children had <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">access to distance learning</a>, but only half were using it. ‘The continued loss of access to education in low-income families might have an irreversible negative impact on the country’s economy,’ Unicef said then. However, students did attend schools for about two months between the two Covid waves earlier this year, and the uptake of online glasses has gone up.As <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">the second wave crests</a>, the government has eased the lockdown. Public transport, shops, airlines are back in operation and only restaurants, bars, cinemas and schools are still closed. But in Kathmandu Valley many schools are preparing to reopen even as the infection rate continues to remain high, with a quarter of those being tested being positive for Covid-19.  <figure><img width="640" height="746" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d064c9c7e80680e0a5f55jpeg.jpg" alt=""><figcaption></figcaption></figure>Public health experts are also warning of a second peak in the second wave because the <a href="https://www.nepalitimes.com/banner/kathmandu-covid-19-lockdown-relaxed/" target="_blank" rel="noopener noreferrer">lockdown is being relaxed too quickly</a>. Crowding in buses and markets without adequate precaution, they say, could mean that the Delta variant could spread rapidly again among <a href="https://www.nepalitimes.com/latest/vaccines-too-little-too-late-for-nepal/" target="_blank" rel="noopener noreferrer">the unvaccinated</a>. This week, the total confirmed Covid-19 cases in Nepal crossed 650,000, and the daily active cases started rising again after the lockdown was lifted to total 26,500. The daily fatality total also rose again to 28 after dipping below 20 for the first time in the second wave. There is also a warning out that the new variant is mostly infecting people in the 21-40 age group, which means schools may have to rethink re-opening. However, other experts say a blanket nationwide ban on schools reopening does not make sense, especially in areas where new infections are negligible, and enough precautions are taken.

Nepal’s class divide widens

Almost forgotten are millions of Nepali children who have been out of school for that long.Except for a few weeks earlier this year, there have been no classes since 23 March 2020. Meanwhile, the government and <a href="https://www.nepalitimes.com/editorial/ministry-of-education-gets-an-f/" target="_blank" rel="noopener noreferrer">the Ministry of Education</a> has been behind a fig-leaf of remote classes, when surveys have shown that 80% of children do not have any access to classes online, by radio, tv or mobile.After the first wave, there was enough time to ensure wifi connectivity for public schools at least in urban centres, and prepare for alternative methods of teaching such as remote radio, tv classes and Zoom classes.None of that was done. Instead, there was a blanket shutdown of schools nationwide, even in sparsely populated mountain districts with negligible Covid-19 spread where classes could easily have been held with mandatory masks and physical distancing.“Nepal is a federal state, the decision to open or close schools should be a matter for local governments, but Kathmandu forced schools nationwide to close. This has resulted in unnecessary loss for students,” says former education secretary Mahashram Sharma.https://www.youtube.com/watch?v=M-z9K0iuDdoBefore the Covid-19 crisis, students used to have 180 days of school. Attending class with fellow students and interacting with teachers was an essential part of their upbringing and personality development.The lack of physical classes and face-to-face learning have meant that even students who are attending online classes have suffered. But a majority of students, especially in government schools, have not had any classes at all.Most urban private schools have been conducting <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">online classes</a> now for more than a year, teachers and students adjusting and learning to the new technology as they go.But <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" target="_blank" rel="noopener noreferrer">Nepal’s digital divide</a> has also created an education divide. Most of the 80% of government school children have not attended classes – online or otherwise. Even if they have mobile phones there is not enough bandwidth for digital classes.“We tried everything from Zoom, Facebook messenger and Google meet to Google Classroom and Microsoft Teams. We also trained our teachers to conduct classes online,” says Batuk Lal Tamang, Principal of Annapurna School in Bharatpur. “But barely 50% of our students attended their classes, the number was much lower for lower grades.”Annapurna School later surveyed its 700 students to find out how many of them had access to the internet or electronic devices. Less than 20% had internet at home, and only 10% could access data via smartphones. And this is in a city in Chitwan with fairly good infrastructure.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d061d9c7e80680e0a5f46jpeg.jpg" alt="" width="1233" height="680"><figcaption> </figcaption></figure>All 280 students at Yasodhara Baudha School in Lalitpur are from rural areas, mostly children of either daily wage labourers or who work as household help. They gave their meagre earnings to parents, and even before the pandemic did not even have enough for stationery and uniforms.“Alternative learning is just not possible for us, and our experience is that online classes do not work in government schools, attendance was very low despite the free data scheme for the students,” says Yasodhara’s assistant principal Bina Shakya.She adds that the students have lost interest in studies, many have been forced into child labour, helping their families survive.If that is the situation in Kathmandu Valley, it cannot be much better elsewhere. At the Mangal Prasad Secondary School in Nepalganj, teachers have tried online and radio classes its students who come from 10 districts of western Nepal. But many of the pupils have been out of touch for the past year.“We have tried our best for students who are still in contact with us, but it is a small proportion of the total student body,” admits Sandhya Sharma, a teacher at the school.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06239c7e80680e0a5f47jpeg.jpg" alt="" width="1050" height="504"><figcaption> </figcaption></figure>There was a class divide in Nepal’s education even before Covid-19. The pandemic <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">just widened the gap</a> between urban-rural, private-government, rich-poor.There are six million students enrolled in schools across the country, a majority of them in government or community schools. Educationists had told the government that the pandemic actually offered an opportunity to upgrade IT facilities in classrooms, train teachers in online instruction, and narrow the digital divide.For the second year in a row, schools have not been able to hold Secondary Education Examinations (SEE) and have allowed teachers to conduct internal assessments. But in many schools students have not attended neither online nor physical classes.Higher-level students across the country are also at breaking point, uncertain about their future after more than a year of postponed papers before they graduate.There is also a risk of higher dropout rates of students once things normalise, <a href="https://www.nepalitimes.com/here-now/a-decade-of-work-lost-in-4-months/" target="_blank" rel="noopener noreferrer">undermining Nepal’s decades-long effort</a> to increase school enrolment in rural areas.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06259c7e80680e0a5f48jpeg.jpg" alt="" width="2556" height="1440"><figcaption> </figcaption></figure>The <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">second wave is cresting in Nepal</a> even if daily new cases and fatalities are much higher than when the new lockdown was placed on 29 April. But public health experts are already asking the government to prepare for a possible third wave of the pandemic in which new coronavirus strains put children at risk.According to official records, some 21,000 children were infected with SARS-CoV-2 during the first wave in Nepal. This number rose to 27,000 in the second wave. Less than 3% of Nepalis are fully vaccinated, and there is not even a WHO-approved vaccine for those under 18.Experts say that since the second wave has peaked, focus should now shift to restarting physical classes in areas with minimum Covid-19 spread, while maintaining strict mask wearing with physical distancing in well-ventilated classrooms where possible. Elsewhere, schools should upgrade their technical and teaching capacity for <a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/" target="_blank" rel="noopener noreferrer">online classes</a>, and equip students with devices and connectivity.The Education Ministry should have already done all these things, of course, but ministers have changed so often in the past two years due to political turmoil that there is no continuity.Children in Nepal have missed 61 weeks of school, whereas even countries worst affected by the pandemic like India and Brazil have had fewer weeks of closure: 56 and 53 weeks respectively.<h2>Devolution for education</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06299c7e80680e0a5f49jpeg.jpg" alt="" width="640" height="369"><figcaption> </figcaption></figure>Kanak Mani Dixit of Himalmedia’s tv magazine Saglo Samaj interviewed former education secretary Mahashram Sharma about the role of local governments in revamping Nepal’s education sector post-Covid. Excerpts:Kanak Mani Dixit: The gap between private and public schools is increasing, more so after the pandemic. How worrying is that?Mahashram Sharma: From 2000-2015, the world over, the focus was on increasing school enrolment, especially of girls. Nepal did well on score, but not so much on quality. We have not prepared our education sector for times of crisis like this.Private schools are more accountable to parents and students, but government schools do not have a system to incentivise teacher performance. Until that happens, quality will not improve.But quality was supposed to improve after federalism put education under the purview of local governments. This is a textbook case of being given rights, but not resources. Local governments are woefully under-funded. A few municipalities have education experts. At the end of the day, just devolving responsibility doesn’t solve anything. The focus should be on capacity-building and empowering local governments.Local leaders are politicians, no educators. Even then, their priority is to deploy excavators to build more roads so they can be re-elected. Something long-term like education is not in their priority.Can the pandemic be an opportunity to rebuild our education sector?The pandemic did force us to assess SEE students based on internal evaluation instead of mandatory sit-in physical exam. This is a start, it will be the norm now. Similarly, we have been lagging in information technology, and the pandemic could kick-start a campaign to set up computer labs and connectivity in all schools. Digital instruction is the way forward, and the pandemic may spur our acceptance of that fact, even if we eventually get back to the physical classroom.But it looks like the pandemic has actually widened the digital divide.Yes, and that is precisely why the government should be playing a leadership role here. It not just to talk about it but implement plans to help poor and disadvantaged children with resources. Local governments should take the first step, and make an inventory of electronic devices and connectivity of each family at the local level and plan accordingly.Why did we have to close all schools during the pandemic? First and foremost, education is not on the agenda of local governments. What made matters worse was the blanket closure by the central government. Just before the lockdown, I was in Manang, Lamjung and Syangja, they had no Covid there. Yet schools had been closed for months.Nepal is a federal state, the decision to open or close schools should be a matter for local governments, but Kathmandu forced schools nationwide to close. This resulted in unnecessary loss for students. The centre is responsible for developing policies but the management of schools is up to the local governments, they just need to be facilitated, especially when it comes to community schools.

Lessons not learned from the pandemic

<figure><img width="1440" height="960" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7419c7e80680e0967b2jpeg.jpg" alt=""/><figcaption>Photo: UNICEF NEPAL</figcaption></figure>Just over a year of living with the pandemic, Nepalis were just starting to get back on their feet, their income and nutrition status was improving, when <a href="https://www.nepalitimes.com/latest/kathmandu-locks-down-again/" target="_blank" rel="noopener noreferrer">another lockdown was announced this week</a> to contain the <a href="https://www.nepalitimes.com/banner/unmasking-the-second-wave/" target="_blank" rel="noopener noreferrer">second wave</a>.According to the latest round of the nationwide poll, the loss of jobs and livelihoods was down from 61% in July and 55% in May 2020 to 19% in January. However, 40% of Nepali households are at risk of falling back into poverty with earnings less than Rs10,000 per month.The recovery however is uneven, families where members have lost jobs, that have persons with disabilities and <a href="https://www.nepalitimes.com/latest/nepali-women-survive-pandemic-economy/" target="_blank" rel="noopener noreferrer">headed by the females</a> are earning none or less than 10K. <figure><img width="1318" height="1070" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7439c7e80680e0967b3jpeg.jpg" alt=""><figcaption>All graphs: UNICEF and SHARECAST INITIATIVE</figcaption></figure><img width="2194" height="1078" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7469c7e80680e0967b4jpeg.jpg" alt="">This was the sixth in a series of periodic household surveys conducted by Sharecast Initiative Nepal on behalf of UNICEF to track the socio-economic multi-sectoral impact of Covid-19 on children and families in Nepal, and was conducted before the current surge. Nepali Times has been tracking the outcomes of these surveys which were previously conducted in May, July, August and October and December.The latest survey in December also found out that 97% of the children were going to school with 89% of them taking classes online. Only 5% were being homeschooled. Bagmati and Gandaki provinces had most schools offering distance learning facilities.  Even as more parents gain confidence to send their children back to physical classrooms, up to 61% from as low as 38% back in October, <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/" target="_blank" rel="noopener noreferrer">remote learning will continue to be the norm</a> as schools close again following the latest surge in new cases and the new lockdowns from Thursday in 10 of the most populous districts, including Kathmandu, Lalitpur, and Bhaktapur.  <figure><img width="856" height="1054" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7499c7e80680e0967b5jpeg.jpg" alt=""><figcaption>Increase in parents' confidence levels to send their children back to physical classrooms.</figcaption></figure>In another decreasing tread, only 8% of households reported not getting <a href="https://www.nepalitimes.com/latest/quarter-of-nepalis-still-hungry-during-pandemic/" target="_blank" rel="noopener noreferrer">sufficient food</a> in January down from 19% back in<a href="https://www.nepalitimes.com/latest/1-in-5-nepal-families-lack-food/" target="_blank" rel="noopener noreferrer"> August 2020</a>. The improvement is visible across all income groups, but less so for those in lower quantiles.On the nutrition front, 6% of respondents reported that their children were eating only 2 meals a day. Only 37% wore a mask in public at all times while only 10% practised 2m safe distancing every time they were out. Province 2 respondents scored lowest on all the fronts.There is a decreasing trend in the share of respondents reporting all the time or most of the time, with increases in those saying 'rarely' and 'never'. Lack of infrastructure and jobs were the main reasons given for not being able to practise protective measures. <img width="1050" height="970" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121156/636ce7519c7e80680e0967b8jpeg.jpg" alt=""><a href="https://www.nepalitimes.com/latest/in-nepal-lockdown-a-domestic-violence-spike/" target="_blank" rel="noopener noreferrer">Violence against women and children</a> on the other hand has steadily picked up with 6% witnessing violence against women and/or children in January.Interestingly, the top income group is the most likely to witness domestic violence against women while the lowest two income groups are more prone to abandon a child.Some 6%of respondents also noticed or heard of children being trafficked, the number went up to 26% with regards to child marriage and 6% for child labour or migration. New Nepal lockdown may cancel gains

No time for breakfast: he will have to grab something from a vendor on the way. He has spent the past 10 minutes looking for his purse to pay the bus fare, and is in a hurry. As he grabs his facemask and opens the door, his 6-year-old son calls for him.“Where do we go for school again? I forgot.”He rushes back into the other room where his son sits with his uncle’s laptop. It is old and some of the keys have fallen off, but it will have to do for now, as long as the children are kept home from school. This pandemic has forced everyone to adapt.Bijay digs through the drawer in the cabinet to find the piece of paper containing instructions for accessing the online courses for his son. He fumbles with the unfamiliar and clunky keyboard to type in the address, username and password.“What module are you doing today,” Bijay asks his son. Yesterday he says they were working on English letters, but that doesn’t help him figure out which lesson is happening today.<a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/">Face-to-face classes online</a>, Dinesh Paudel Finally, Bijay notices the dates listed next to the modules, and clicks on the one for Tuesday. The page opens, and he turns to run out. He is quite late now, and his employer will scold him and cut his pay, regardless of the circumstances. His wife, Reema also has to work to make ends meet. Their 16-year-old daughter, also enrolled in school, will need to cook while they are gone.When they finally come back home in the evening, the lights in the house flicker and go off: the electricity is out. They go to check on their son, who is now playing with a toy on the floor. School will have to wait until the power comes back.Parenting young students during the Covid-19 pandemic in Nepal presents struggles like this on a daily basis. How do you support your children to continue their education when there are so many factors working against you?Parents of pupils interviewed for this research paints a picture of disconnect and disparity. After reopening physical classed in late February, The three districts of Kathmandu Valley and six others went into <a href="https://www.nepalitimes.com/latest/kathmandu-locks-down-again/" target="_blank" rel="noopener noreferrer">full or partial lockdown again</a> in response to a <a href="https://www.nepalitimes.com/editorial/the-covid-tsunami/" target="_blank" rel="noopener noreferrer">deadly Covid-19 second wave</a>. As has been reported before, <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" target="_blank" rel="noopener noreferrer">online classes during the lockdown</a> have pointed to <a href="https://www.nepalitimes.com/editorial/lowest-common-denominator/" target="_blank" rel="noopener noreferrer">broader gaps in education delivery and governance</a> in Nepal. Students, parents, teachers and civil society are struggling to transition to a new normal.<a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/">Digital divide exposes class divide in Nepal schools</a>, Nunuta Rai“The government directives have been confusing and contradictory across levels, with almost no support to parents like us, who are struggling with challenges of work and continued learning of children from home,” said a father of two children in Lalitpur.The Covid-19 pandemic has tested governments and institutions throughout the world. Nepal has also been no exception, as recent events have also compounded existing challenges, specifically a <a href="https://www.nepalitimes.com/editorial/untangling-the-knots/" target="_blank" rel="noopener noreferrer">political crisis</a> with the dissolution of Parliament, and <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" target="_blank" rel="noopener noreferrer">recent wildfires</a> which have affected air quality, prompting the government to shut schools for a week in late March 2021. As coronavirus cases dropped in March, the government relaxed restrictions and <a href="https://www.nepalitimes.com/latest/back-to-school-in-nepal/" target="_blank" rel="noopener noreferrer">allowed schools to re-open</a>. There was an opportunity for the government to implement a strong back-to-school plan with a focus on enhancing student learning through an integrated approach by including parents and caregivers in the teaching-learning process. The closure of schools again has meant there is little more time to plan for that. There are lessons to be learnt from the Covid-19 pandemic in order to produce sustainable, proactive measures for the future of Nepal’s education.During focus group discussions, one mother of a 6-year-old student from the Sindhupalchok said: “In the remote areas, some students have not even attended online classes because of no access to electricity, shortage of money to purchase devices, no internet and inability of parents to support their education, because in the remote areas, the parents could not understand. This is the problem we are facing as parents.”<a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" target="_blank" rel="noopener noreferrer">Online classes may widen digital divide</a>, Madhu Sudan DahalOther parents said that limited access to reliable electricity, affordable internet, and internet-capable devices were major barriers in helping their children continue education remotely. Research indicates that<a href="https://www.learningliftoff.com/how-parental-involvement-benefits-the-entire-educational-process/" target="_blank" rel="noopener noreferrer"> parental involvement</a> in their children’s education can result in higher grades and test scores, better enrollment rates, and improved social skills and behaviour. The adjustment to the<a href="https://www.nepalitimes.com/review/nepals-new-digital-landscape/" target="_blank" rel="noopener noreferrer"> increased use of technology</a> without reliable infrastructure has proven to be challenging for many, especially parents who have inevitably struggled to contribute to their children's educational advancement. The pandemic has affirmed the importance of parents and caregivers in childhood learning and education. However, parents and caregivers face significant gaps in the knowledge and resources needed to help their children with school. Civil society groups and the government can work together to support parents and children with navigating technology-based learning. They can provide modules for parents to learn how to use suitable technologies for remote learning, much as previous generations of school development efforts often provided non-formal curriculum elements for parents who were not literate themselves. Such programs can equip parents and caregivers to embody a more participatory role in the teaching-learning process while enhancing learning outcomes for children.Read also: <a href="https://www.nepalitimes.com/here-now/a-decade-of-work-lost-in-4-months/">‘A decade of work lost in 4 months’</a>, Sheryl Lee

Learning during the pandemic in Nepal

Those in power have always paid lip service to helping the poor, while doing everything in their power to ensure that the poor have no recourse. The added tragedy of the Covid-19 pandemic is that this dangerous populist proclivity has exacerbated the education crisis, creating an even bigger chasm between private schools and government ones where 80% of students are enrolled.The government has used the excuse of the <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNEmjAzru8cBDcL32pkhzDg0nmWdxA">‘digital divide’</a> to discourage private schools from thinking out of the box on online classes. Vague and ambiguous policy decisions have not helped clear the confusion.Now that it is clear that the pandemic here to stay, the Ministry of Education has finally finalised a plan to grant formal recognition to remote learning classes. However, if not planned properly, this will further widen the inequity in Nepal’s education system.A <a href="https://www.nepalitimes.com/latest/covid-19-impact-on-food-and-school-in-nepali-children/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/covid-19-impact-on-food-and-school-in-nepali-children/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNFmPvte291xwmwk4iUd6cz7ILYL3g">recent survey</a> showed that 95% of households said their children had stopped going to school, and 52% were not even studying at home. <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNH4g2MExFt6ZFTGQpkQ8mnF2d5v_A">Only 29% had access to distance learning</a>, but that only half were using it. <img width="1046" height="580" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915110/636bb2a99c7e80680e07baf6jpeg.jpg" alt="">The attitude of the Ministry towards government schools which fall directly under its own purview is even more grievous. While the government school teachers, administrators and the entire education super-structure have remained fully salaried throughout the nearly six months of lockdown, they have nearly nothing to show in terms of <a href="https://www.nepalitimes.com/latest/face-to-face-classes-online/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/face-to-face-classes-online/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNEYCXAumkU_7dKJWPwdu3amiDkP8A">remote teaching.</a>The government's inability and unwillingness to address the lack of education for nearly 6 million students that attend government schools is tantamount to criminal negligence. The ministry’s dynamism has long been eroded by the politicisation of the education sector, neglect by the education establishment from the federal minister downwards, and lack of accountability and institutional memory among  donors who have practically guided the Education Ministry with its 'basket fund' over the past decade.Even today, the ministry seems to be mainly concerned with passing the buck when it comes to pandemic response. This is a ministry that has over the past few years made school exams so lenient in grading as to be meaningless. And today it has done nearly nothing to end the inertia of the lockdowns.Better-off private schools have access to <a href="https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/lockdown-gives-distance-learning-a-boost-in-nepal/&amp;source=gmail&amp;ust=1599106575183000&amp;usg=AFQjCNHihnP63dLNDsz2uqOv73NXiP2q4Q">internet learning</a>, but most government school children have neither computers nor connectivity. The  government’s response has been more fatalism and populist rhetoric about helping the poor.The most underserved mountain districts have negligible Covid-19 spread, and schools there are so sparsely populated that attendance is possible with physical distancing in the classrooms. Yet, it has been five months and the Ministry of Education has not acted on the basis of this simple reality.For government schools in urban clusters and the densely-populated Tarai, the federal government had enough time to implement an emergency plan to let local governments ensure wifi availability and remote radio/tv classes. Some of these online classes could have been centralised, while the individual schools that had the capacity should have been encouraged to start their own. The lassitude is unbelievable, yet sadly predictable.Minister of Education Giriraj Mani Pokhrel deserves an ‘F’ for not using the Covid-19 crisis to improve government school education. But the buck stops with his boss, Prime Minister K P Oli. They should both re-read the Constitution, which relegates the responsibility for school-level education to municipalities. Local governments most likely would do a better job.It is well known for decades that while Nepal’s enrollment rate rose, literacy went up, and we have numerically more schools, there was abject failure on the part of the government in raising the quality of instruction. We had hoped that handing over education to the local governments was a way to improve quality. But alas, like everything else, education is still tightly centralised.The Covid-19 crisis could still be turned into an opportunity if the federal Ministry of Education were to wake up and support urban and rural municipalities to restart remote and in-person classes, and raise the standard of instruction in government schools where it is most needed.

Ministry of Education gets an F

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. But so far only Nepal Airlines operates a weekly flight to Bhairawa from Kuala Lumpur.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241018161016_046569e53d1d66cd445cc66c697c0ef724810aec9f54bdf827481e3cd6b80c32.jpg" data-media-id="editor_0" data-image-id="20241018161016_046569e53d1d66cd445cc66c697c0ef724810aec9f54bdf827481e3cd6b80c32" data-rendition-name="original" width="2356" height="1134" loading="lazy" alt="Kathmandu airport expansion"> <figcaption>Kathmandu Airport Expansion plan with extension of taxiways to the thresholds of runways 02 and 20 that will limit airport operations from 8 November 2024 - 31 March 2025. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
