<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111156/636a36999c7e80680e048319jpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Tornado in Bara. Photo: RSS</figcaption></figure>This is the season for windstorms, and even though the <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">whirlwind</a> that hit the central Tarai on 31 March killing 28 people was a freak event, it was not the first to touch down in our part of the world.Novelist Amitabh Ghosh begins his 2016 non-fiction book, <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/book-reviews-new-year-2074,3654" target="_blank" rel="noopener">The Great Derangement: Climate Change and the Unthinkable</a>, with his personal encounter with a funnel-shaped tornado that struck New Delhi on 17 March 1978. It killed 70 and injured 700 in just 2 minutes.Ghosh writes that the Indian Meterological Service said at the time: ‘This was, in effect, the first tornado to hit Delhi—and indeed the entire region—in recorded meteorological history.’Birganj-based journalist Chandra Kishore remembers a similar devastating vortex that destroyed parts of his Tarai village in the mid-1980s. <a href="https://www.nepalitimes.com/latest/toll-expected-to-double-to-50-in-tornado/" target="_blank" rel="noopener">In Pheta</a> on the night of 31 March, most of the deaths were due to poorly built structures, not the actual tornado, proving once again that it is shoddily-built houses that kill people not natural events.When Ghosh encountered the tornado in 1978 in New Delhi, the Earth’s atmosphere had 334ppm (parts per million) of carbon dioxide. In the 19th century, before the industrial age, it was 280ppm. By 2019, the CO2 concentration in the atmosphere has increased to 411ppm, most of it because of fossil fuel emissions.With so much carbon in the atmosphere, climate change is no longer something that will happen in a distant future — <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">it is happening now</a>. Events like the Tarai tornado are <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">our new normal</a> and highlight the growing impacts of an erratic climate and its rising social and economic cost. No country is immune, all countries have to adapt and also cut their emissions by switching to renewable energy.Read also: <a href="https://www.nepalitimes.com/?p=25490&amp;preview=true" target="_blank" rel="noopener">Nepal's electric transport future is here</a>, Sonia AwaleNepal’s Department of Hydrology and Meteorology (DHM) collects wind speed data at the airport to assist flight operations, for academic assessment of wind energy potentials and for designing buildings and infrastructure. Wind hazards have always been there, but death and destruction of the scale that Pheta witnessed has not been part of our understanding.As an under-budgeted and under-staffed entity, the DHM has the lowest priority from the Nepali state, preventing it from becoming a repository of climate knowledge. As one of the countries most vulnerable to the impacts of climate change, Nepal needs to upgrade its weather forecasting and early warning.The Pheta tragedy revealed a major gap in the DHM’s ability to ‘nowcast’ weather, the process of warning people about what is likely to happen in the next few hours at a spatial resolution of a few square kilometres. The department needs to be able to provide local, short-term forecasting, perhaps by collaborating with others like Tribhuvan University’s Physics Department.The twister also exposed gaps in our <a href="https://www.nepalitimes.com/here-now/disastrous-management-in-nepal/" target="_blank" rel="noopener">disaster management institutions</a>. Nepal’s 2017 Disaster Risk Reduction and Management Act has replaced the 1982 Natural Calamity Relief Act, so there are now 15 legal tools and guidelines covering the entire disaster cycle. However, these have not been contextualised for our local situation, where the understanding of national policies and laws is still limited.The Ministry of Home Affairs held a meeting of the Disaster Risk Reduction and Management Committee on 5 April, chaired by the Home Affairs Minister himself. It issued a 13-point decision to expedite relief and increase preparedness for the coming monsoon season.Province 2 has also taken a number of decisions including one to build prefabricated houses for the Pheta victims within four months. The government in Kathmandu, however, decided to assign the Nepal Army to rebuild the damaged houses. The army played a commendable role in rescue and relief efforts during the 2015 earthquake and in other disasters, but it is worth asking why it needs to be involved in reconstruction of private homes.The Nepal Army is there to defend our borders and be the first responder in a disaster; building houses is not its job. Reconstruction requires working iteratively with local governments to support victims in self-recovery and building back safer without reproducing past vulnerabilities. The National Reconstruction Authority (NRA) already has a track record of helping earthquake-affected families build houses, and it could have easily been assigned that responsibility in Pheta.Such complex institutional dynamics often create more constraints than solutions, at a time when there are new challenges due to climate change-induced disasters. Nepal’s national, provincial and local governments, and society by and large, do not have the necessary wherewithal to adapt and are the least prepared. The poor are the most vulnerable, and as Pheta proved, are likely going to pay the highest price.Ajaya Dixit is Executive Director of Kathmandu based ISET-Nepal. It turned out to be a fatal mistake. Faizullah (above) only survived because he had left for Jitpur market to sell his employer’s water buffalo. In fact, while his wife was battling with death, Faizullah was munching on snacks she had packed for him earlier in the day as he waited out the storm in Harpur.A neighbour came searching for him, and when he finally reached home at 11:30 on Sunday night, it was only to see his wife and daughter-in-law with other bodies lined up at the damaged neighbourhood mosque.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35079c7e80680e04828ajpeg.jpg" alt="" width="1125" height="1500">“She said goodbye in the morning, and when I came back at night she was dead,” said 62-year-old Faizullah, as he rubbed his swollen eyes.The tornado killed at least 30 people in Bara and Parsa districts, and most of those who died here were from Muslim families and were crushed by masonry, hit by falling pillars or flying debris.The fatalities show a clear link with Nepal’s migration-driven economy. Faizullah himself used to live in a mud and thatch hut till recently, but after working for three years in Saudi Arabia he built his brick house with the money saved. He used all of the Rs450,000 earned in Saudi Arabia to build the brick structure nine months ago. It is now gone, and he will have to earn a living selling buffaloes in the market.Faizullah’s neighbour Ezhar Miya also lost his wife, daughter-in-law and two young grand-daughters when his house collapsed, trapping the family. He had sold their original hut and moved to the brick house he built with the money his son, Bhuwar, sent home from Qatar.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350c9c7e80680e04828cjpeg.jpg" alt="" width="1500" height="1125">Many Nepali families are eating better, wear better clothes, and have built stronger homes with the money relatives working overseas send home.However, many of the houses are poorly engineered, use sub-standard raw material. This was the reason for the high fatality rate in Bara and Parsa this week. What appeared to be strong brick and cement houses crumbled like match-sticks within seconds as the tornado tore through the villages in a wreckage path 100m wide and up to 20km long.It is a tragic irony that many who had invested in stronger houses perished in Bara on Sunday night. But poorer neighbours living in mud and thatch huts nearby survived.The government says 1,895 huts and buildings went down in the storm, 955 structures were partially damaged and 940 collapsed completely -- homes, brick kilns, health posts and mosques. Of the 27 people killed, four were from India.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a350f9c7e80680e04828djpeg.jpg" alt="" width="1125" height="1500">It was the first major disaster to hit Nepal post-local elections in 2017, and the presence of elected Municpality and Ward officials was reflected in the immediate rescue operation. Rapid response teams under local disaster management committees quickly mobilised Police and Nepal Army personnel which helped in timely rescue. However, the lack of proper equipment, and medical services were apparent.The understaffed Kalaiya Hospital in Bara operated throughout the Sunday as more and more injured were rushed in. Most suffered from hypothermia and fractures. Of the 354 patients ,two spinally injured were referred to Kathmandu and eight patients with head injury went to Birganj.“We tried our best to provide immediate rescue and supplied electricity to the hospital despite a power cut,” said Bara CDO Rajesh Paudel. The lack of coordination between local, provincial and federal governments in information gathering had adverse effect on relief distribution. There were plenty of relief materials to go around but most essential items like tents, tarpaulins and medicines were in short supply. VIP visits did not help the situation and only added to gawkers from surrounding areas.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35129c7e80680e04828ejpeg.jpg" alt="" width="1500" height="1125">The tornado was not the first of its kind in Nepal. In fact, literature and folklore speak of twisters ravaging Tarai villages. But because these are localised disasters, they did not make it to the news.The Bara-Parsa disaster should be taken as an opportunity to invest on weather forecasting equipment and training for climate modelers. Nepal needs customised weather modeling for its conditions, experts say.We have learned some lessons from previous disasters and the presence of local government after 20 years helped search and rescue operations, but the Sunday’s tornado still reflects the dire need of disaster preparedness.

Ground zero in Pheta

It proved that Nepal has to be prepared not just for the deadly calamities we know about like earthquakes, floods and landslides, but also rare ones like tornadoes.Nepal is a disaster-prone country, Kathmandu is number one among the top ten cities in the world most vulnerable to a catastrophic earthquake. The topography, high population density, vigorous monsoons, and underdevelopment make Nepal vulnerable to multiple disasters. All these dangers are exacerbated and can combine due to climate change – for example the next megaquake could cause glacial lakes swollen by global warming to burst simultaneously and unleash catastrophic floods downstream.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35419c7e80680e04829djpeg.jpg" alt="" width="1000" height="454">Nepal was preparing to be prepared for earthquakes, when 25 April 2015 happened. The National Emergency Operation Centre (NEOC) with its seismic resistant building had just been set up inside Singha Darbar, with the task of being a communication hub and relief coordination centre after a disaster. The Centre’s website now lists real-time information of water levels in rivers, information that is vital during the monsoon. It is now setting up a comprehensive Disaster Information Management System (DIMS) for the 49 types of potential natural calamities that Nepal faces.“Ideally, this system can analyse each disaster in terms of its hazard, vulnerability, and exposure,” explains Pradip Khatiwada, founder of Youth Innovation Lab that is building the portal. “It will also have vital information about nearby resources, local capacities, availability of critical infrastructure like hospitals, which will be crucial in the immediate aftermath of a disaster.”Read also: <a href="https://www.nepalitimes.com/editorial/the-new-normal-2/" target="_blank" rel="noopener">The new normal</a>, Editorial<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35439c7e80680e04829ejpeg.jpg" alt="" width="1400" height="1050"><figcaption> </figcaption></figure>A beta version of the system is expected to be ready in mid-April, but detection and prediction of disasters will still be difficult. Though the river water level data can provide early warning of potential floods, and the Department of Hydrology and Meteorology uses social media to disseminate its forecasts of extreme weather events, there are still problems with accuracy and urgency. For example, a tornado of the type that devastated villages in Bara and Parsa this week is not even in the list of 49 potential disasters that Nepal should be prepared for.“A tornado that occurred in such a short time over such a small area would have been difficult to predict anywhere in the world even with the most sophisticated equipment,” says Sushil Kumar Bhandari at the NEOC. “Detecting forest fires is also a problem because we do not have our own satellites, and real-time images are hard to source.”A new Doppler weather radar has been installed in Surkhet and two more are planned, but while they can detect supercells and forecast cloudbursts, they would still not be able to accurately predict when and where a tornado would touch down. Briefing Nepali Times on Tuesday, the Director General of the Department of Hydrology and Meteorology (DHM) Saraju K Vaidya admitted: “Yes, all signs in Bara point to it being a rare tornado, but with climate change these may become more frequent, and we have to prepared by upgrading forecasting and computer modelling capacity.”Read also: <a href="https://www.nepalitimes.com/here-now/groound-zero-in-pheta/" target="_blank" rel="noopener">Ground zero in Pheta</a>, Kiran NepalThe Bara experience has also shown that Nepal is not prepared for the immediate aftermath of disasters either. Manish Jha of Facts Research &amp; Analytics who was involved in the emergency response this week says the priorities on the ground do not necessarily match the response.Says Jha: “Local officials informed us that there were four immediate priorities: nutritious food, shelter, medical treatment, and children’s safety. But in the spontaneous scramble to rush help, many unnecessary items landed up at the site. People are eating instant noodles and biscuits, spending nights in the open, and children have nowhere to go, adding to their guardians’ responsibilities.”The Bara tornado was the first major calamity to strike Nepal after federalism, and it has become a test case on how political devolution can indeed be more prompt and responsive after a disaster strikes. Province 2 officials had mobilised local rescue at Ground Zero almost immediately, Chief Minister Lalbabu Raut relocated to Birganj to coordinate relief. Province 3 donated Rs10 million to Province 2.However, locals were critical of VIPs rushing south in helicopters from Kathmandu with token relief and competing to upload selfies of handovers. There is a daily traffic jam on the Patlaiya-Birganj road because of the number of cars from all over the country bringing relief material to the worst-affected villages, already crowded with gawkers. Such activities have deprived local governments of the opportunity to develop their own response capacity, and raised concerns of mismanagement of funds and resources.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35469c7e80680e04829fjpeg.jpg" alt="" width="365" height="867">Token relief measures take the focus away from long-term disaster management planning, necessary in a country going through rapid infrastructure development. Disasters may be natural, but much of its fatal impact is manmade.For example, forests reduce the speed and impact of violent storms, boulder mining on rivers increases the chances of destructive floods, poor construction methods make houses prone to collapse, and population density increases the numbers of people at risk. For example, Province 2 with 7% of Nepal’s land has 20% of its population.“The link between land use policy and disaster management is not always obvious, but it needs to be integrated right from the planning phase,” says Santosh Gyawali, a USAID expert on disaster management. “For example, building roads has an effect downstream, it makes floods worse. We need long term vision and regulation of land use for a comprehensive disaster management plan.”The experiences of other South Asian countries have shown that disasters may not be avoidable, but their impact can be reduced with planning and preparedness. With a history of violent typhoons, Bangladesh and the Indian state of Odisha have invested in shelters, reducing the death toll from cyclones by more than 90%.Four years after the earthquake, Nepal appears not to have learnt any lessons. Houses that ignore zoning and seismic guidelines have started coming up in Kathmandu and most urban areas. NEOC has identified only 83 remaining open spaces in Kathmandu safe for evacuation in a future earthquake.Four years on, experts say the focus for earthquake preparedness should now shift nationwide and not just be limited to the 14 districts around Kathmandu affected in 2015. Public buildings need to be retrofitted, homes must require seismic resistant designs, there has to pre-positioned digging equipment and shelter material in open spaces, and there has to be local response strategies.“Some in the earthquake-hit areas in 2015 are building seismic-resistant structures, but the same cannot be said of the rest of Nepal,” says Jhappar Singh Biswokarma of the National Reconstruction Authority. “There has been no study to determine how seriously the rest of Nepal will be affected by another earthquake, but the risk factor is very high. The whole country has to be better prepared.”Read also: <a href="https://www.nepalitimes.com/latest/toll-expected-to-double-to-50-in-tornado/" target="_blank" rel="noopener">Toll expected to rise to 50 in tornado</a>, Suresh BidariDisaster Management ActThe Disaster Risk Reduction and Management (DRRM) Act was passed in September 2017, replacing the Natural Calamity Relief Act of 1982. The new Act provides for a National Disaster Risk Reduction and Management Council to oversee the management of all kinds of disasters. In the absence of such an Act, the National Reconstruction Authority (NRA) was formed in 2015 to oversee only the aftermath of that year’s earthquakes. However, more than one year after the DRRM Act was passed, the response to disasters like the recent tornado is still scattered, since the National Disaster Risk Reduction and Management Council still does not exist.“The Act provides for a multi-tier institution with a federal body and branches at the province, district, and local levels. It also provides for disaster management funds at every level. The sole authority for managing disasters lies with the local level, but higher levels can intervene if the local level does not have enough resources to manage it,” says Bansi Acharya, head of the Disaster Study and Research Section at the Ministry of Home Affairs.The DRRM Act has a comprehensive approach to disaster, in that it addresses not just rescue and relief but also recovery and reconstruction. It also provides for risk reduction, preparedness, management, and mainstreaming of the DRRM in development. In other words, disaster management would not be limited to responding to disasters, but would include year-round actions to prevent them. All of these were missing in the Natural Calamity Relief Act.As such, the Act provides opportunities for new ways to handle disasters in a federal system. "Local level authorities often have the best understanding of the needs on the ground, but they are also very quickly overwhelmed. A federal disaster management system needs to maximize local level knowledge while providing flexible layers of support and resources from higher levels of government," says Santosh Gyawali, Senior Development Program Specialist at the Disaster Risk Reduction Reconstruction and Resilience Office of USAID Nepal.

Disastrous management in Nepal

As dusk fell over Kathmandu, the thunderstorm continued unabated. It had been raining continuously for 18 hours, and the forecast said it would keep raining at least till 8am on Sunday. The Bagmati roared through Chobhar Gorge in awesome rapids – the only drainage outlet for the entire Kathmandu Valley. Many had feared a repeat of the deadly flashfloods on 28 September 2024 in which 200 people were killed and half of Nepal's hydropower generation capacity siped out. The government has declared 5 and 6 October as a public holiday to prevent people from travelling during the Dasain festival, and to reduce risk. All highways in and out of Kathmandu closed till Monday. Flood-prone river corridor roads in Kathmandu have been closed after 6PM on Saturday. Meanwhile, all domestic flights were suspended from Kathmandu and other airports from 2PM Saturday, and most inbound international flights were diverted from 3PM onwards. Similarly, Gaur received 243.6mm, Kalaiya in Bara 200.6mm and Birganj 221.4mm. The Department of Meteorology did not blame climate change, but said the unusually heavy precipitation at a time when the monsoon is supposed to have ended was caused by the head-on collision between moisture-laden westerlies with the retreating monsoon.

More dark clouds over Nepal

One is an archipelago, the other is landlocked. But the Philippines and Nepal have a lot in common: both are disaster-prone, their economies dependent on overseas migrant workers, both went though Maoist insurrections that failed to replace a feudal order dominated by political dynasties. And both countries suffer from rampant corruption. Twelve days after <a href="https://nepalitimes.com/news/nepal-s-new-normal" target="_blank">deadly protests toppled Nepal’s government</a> tens of thousands of Filipinos, many of them youth, also poured out into the streets demanding transparency and better government. Cars were set on fire, and more than 200 people were arrested, nearly half of them minors. The ‘Trillion Peso March Against Corruption’ was fuelled by <a href="https://www.nytimes.com/2025/09/21/world/asia/manila-philippines-rally-protest.html" target="_blank">anger over embezzlement</a> by politicians and their <a href="https://pcij.org/2025/08/31/5-reveals-from-the-flood-control-data/" target="_blank">crony contractors</a> estimated to top $17 billion in flood control infrastructure that were either never completed, or non-existent.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100411108_85daed60ed5599f53235312e5b33703244bbac8640dbaf5161f90e5abe83f7eb.png" data-media-id="editor_3" data-image-id="2025100411108_85daed60ed5599f53235312e5b33703244bbac8640dbaf5161f90e5abe83f7eb" data-rendition-name="original" width="2326" height="1366" loading="lazy" alt="Phillipines anti-corruption protests"> </figure>  “We learnt from Nepal and <a href="https://www.nytimes.com/2025/09/30/world/anime-protests-flag-moldova-nepal-indonesia-gaza.html" target="_blank">Indonesia</a> how to deploy social media as a tool to spread information, we are digital natives and well connected within the country and across borders,” said <a href="https://www.linkedin.com/in/yuri-lemana-68322b183/?originalSubdomain=ph" target="_blank">Yuri Lemana</a> of the <a href="https://www.facebook.com/FOIYouthPH/" target="_blank">Youth Alliance for Freedom of Information</a>, and a part of the GenZ protests.&nbsp; “The system has failed us, unemployment is on the rise, there are shrinking opportunities for youth, and we face environmental threats. There is a realisation that our future is at stake,” Lemana added. Online groups started highlighting bribery and kickbacks in July after President Ferdinand (Bongbong) Marcos Jr himself brought up corruption in the infrastructure budget in his annual address to the nation, and launched a probe.&nbsp; The protests gained traction after powerful visuals of <a href="https://nepalitimes.com/news/international-spotlight-on-nepal" target="_blank">rallies in Indonesia and Nepal</a> circulated on digital platforms. Filipino journalists also exposed the <a href="https://www.youtube.com/watch?v=-f0MFz3vmfE" target="_blank">high-flying lifestyle of contractors</a> involved in siphoning off the infrastructure budget.&nbsp; As in Nepal, the youth protests were joined in by various radical groups. In Manila they reportedly included supporters of ex-president Rodrigo Duterte who is currently on trial at the <a href="https://www.icc-cpi.int/philippines/duterte" target="_blank">International Criminal Court (ICC)</a> in the Hague for extrajudicial killings during his ‘war on drugs’ 2011-2019. Duterte still has a lot of support, especially in the Filipino diaspora, for being tough on crime. Duterte was allied with Marcos in the 2022 elections, and his daughter Sara Duterte is currently vice-president. But the two families had a massive falling out, and the Supreme Court annulled the Lower House’s attempt to impeach the vice-president. This week in Manila, a remarkably well-informed Grab driver replayed TikTok videos of Kathmandu’s burning Parliament building to a passenger from Nepal. After his garment factory was driven out of business by cheap Chinese imports, he started driving a ride-hailing cab and was livid with successive governments not providing opportunities to ordinary people like him. Traffic was gridlocked because of flooded streets, and the driver vented out his anger: “Look at this. The streets are always flooded because of corruption. We should have done here what you did in Nepal.” Even before the protests, Senate President Francis Escudero and House Speaker Martin Romualdez had both resigned over the 'Floodgate Scandal'. Romualdez is Marcos’ cousin and is now said to be in Madrid, where his every movement is being tracked by Filipino diaspora in social media posts. The Independent Commission for Infrastructure has issued subpoenas to probe corruption in flood control projects. As in Nepal and Indonesia, much of the anger was over the offspring of politicians extravagantly flaunting their ill-gotten wealth on Instagram and TikTok. In the Philippines, the outrage is also over political clans passing on electoral seats to offspring. The 21 September protests were centred around Rizal Park and the EDSA Intersection in Manila — both symbolic for previous people’s movements against the Spanish colonialists and the 1986 uprising against the dictatorship of Ferdinand Marcos (father of the present president). “People here had seen what happened in Nepal, and were asking why we weren’t as angry as people there? Why not show our anger, too?” said one reporter who covered the protests. But, he added: “Let’s not be naive. It may have started with youth anger, but there were also people who were paid to infiltrate and instigate. In a clear parallel to what happened in Kathmandu two weeks earlier, radical groups, political rivals, and the general public furious with the system all joined in the protests. Catholic priests, people from all generations and professions had participated in the EDSA Uprising against Marcos in 1986. This time, it was the youth who took the lead. Joseph Francisco Ortega of the <a href="https://www.facebook.com/nationalyouthcommission/" target="_blank">Philippine National Youth Commission</a> said he understands the frustration among the youth that fuelled the unrest. The discontent is also because despite there being young legislators, they are either party-affiliated or scions of political dynasties. “If we can convince young politicians to do the right thing, then we have won half the battle,” Ortega said. “If we want to rebuild quickly and for the long term, we have to change the system from within. There is a constructive way to do this, while exercising the right to non-violent protest.” CROSS-POLLINATION The <a href="https://www.youtube.com/watch?v=6w8monPKdrc" target="_blank">violence in Manila streets</a> on 21 September was nowhere near the scale of what happened in Kathmandu on 8-9 September, but both transcended GenZ to be an outlet for pan-generational rage much like 1986 in the Philippines.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251004111012_e9cf9abfa8e35f3c074506dfdf94a262b5b311da6863cc2ec7bc3458a983df71.jpg" data-media-id="editor_13" data-image-id="20251004111012_e9cf9abfa8e35f3c074506dfdf94a262b5b311da6863cc2ec7bc3458a983df71" data-rendition-name="original" width="6566" height="4377" loading="lazy" alt="Nepal GenZ protests"> <figcaption>Angry crowd torched Parliament building among others during the 8-9 September GenZ protests in Nepal. Photo: AMIT MACHAMASI</figcaption> </figure>  “With due respect to the youth, it is not about age but about technology,” explained journalist Malou Mangahas of the <a href="https://www.facebook.com/R2KRN/" target="_blank">Right To Know, Right Now Coalition</a> who participated in the 1986 uprising against Marcos. “We were all young and angry once. We are older, but still angry, and demanding good governance, transparency and accountability.” Just like in Nepal, young Filipinos rallying against corruption were also wary of infiltration, and it was clear from the anti-Marcos graffiti who the instigators of violence were. The GenZ were mainly wearing white while the pro-Duterte crowd <a href="https://www.youtube.com/watch?v=6w8monPKdrc" target="_blank">are seen in videos</a> in black.&nbsp; The minors seem to have just joined in the melee from their street-side settlements. Rights groups have called for their release, accusing police of rough interrogation and ‘red-tagging’ as Communist provocateurs. In early 20th century, Prime Minister Chandra Shamsher Rana wanted to build a railway from the Indian border north towards Kathmandu to reduce the costs of transporting food and other supplies.&nbsp; It would also facilitate travel of thousands of Hindu pilgrims from India, who had to walk up to five days to reach Kathmandu to celebrate Shivaratri and other religious festivals. The plan was to bring a railway up to Dhursing, where a ropeway to Kathmandu had just been constructed. This would avoid the need to carry supplies on the backs of porters from Birganj to Bhimphedi then over Chandragiri Pass to the Valley. The 30 lb narrow-gauge rails, 2’ 6” apart, extended 29 miles from Raxaul, India to Birganj, Parwanipur, Jitpur, Simara and Amlekhganj. Prime Minister Chandra, his wife, other Rana officials, and King Tribhuvan attended the dedication ceremony in Raxaul on 16 February 1927. It was only the second time in history a Nepal king had stepped foot on foreign soil. The NGR began service with two steam locomotives, 4-6-0 tanks (indicating wheel arrangements) built in Leeds, England in 1926. They were given the auspicious names of Pashupati and Guhyeshwari. These engines later ran on the Janakpur Railway as well. A British citizen, W S Pedrick was the NGR’s chief officer from 1927 to 1941. Tek Jung Thapa then became NGR general manager until 1959, when Kulbir Singh KC replaced him. Devendra Singh KC took over in 1963. During 1956-57, the NGR carried 255,000 passengers and 60,000 tons of freight and made an estimated profit of 800,000 Indian rupees. By 1963-64, the railway transported only 66,450 passengers, 30,070 tons of goods and for the first time in its history operated at a loss of 151,000 rupees. Passenger service ended in June 1965, and all freight trains were suspended on 13 April 1968. A sporadic 5km 'freight shuttle service' between Birganj and Raxaul continued until the late 1980s.&nbsp; The NGR played an important role in Nepal’s commercial life. During 1937-38, the top four products imported into Nepal by value were cloth, iron, yarn, and cigarettes. During World War II, the NGR did a booming business transporting Nepal Army troops to India for garrison duty and services abroad. For example, 6,000 soldiers from two Nepali brigades rode the NGR during March 1940. At the end of the war, Maharaja Juddha Shamsher stated that Nepal had sent 148,500 troops to India at British request. Many of those men rode the NGR on their return to Nepal in 1945. A 1936 document in Nepal’s National Archives shows the NGR had nearly 170 employees that year. Annual salaries for those in the General Department ranged from 1,200 Indian rupees (a medical officer) to nine sweepers at 102 rupees. In the Traffic Department, five station managers each received 384 rupees, while four trolley men got 132 rupees. The Engineering Department supervisor’s salary was 1,800 rupees, while eight guards were paid 120 rupees each. Locomotive drivers took home 300 rupees, firemen 204 rupees. The Ranas had outlawed unions, but with regime change in 1951, railway workers went on strike and submitted a list of demands to the government for higher salaries, more sick leave, free housing, and establishment of a provident fund. Nepali Congress Minister Bhadra Kali Mishra met with railway representatives and made promises, but workers were not satisfied and continued their protests throughout the 1950s, actions that Nepal’s Communist Party enthusiastically endorsed. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251004031056_ef965e3369c8947dddd53fc69986ceff8ea0ae037474252e4ff3d2623df70fe8.jpg" data-media-id="editor_4" data-image-id="20251004031056_ef965e3369c8947dddd53fc69986ceff8ea0ae037474252e4ff3d2623df70fe8" data-rendition-name="original" width="1733" height="1000" loading="lazy" alt="Life and times of Nepal Government Railway"> <figcaption>Mahabir with a freight train leaving Raxaul in 1964. Photo: FRITZ LEHMAN</figcaption> </figure>  &nbsp;In his book Prachin Sansmaran, Ram Mani Dixit tells how he and a party of Nepali officials and soldiers were entrusted with 1,530 boxes of Indian currency worth nine million rupees to deliver to the Calcutta mint in 1939. A special NGR train left Amlekhganj with the treasure, but being heavily overloaded, the train rapidly gained speed, and Dixit and the party became alarmed and began crying “Narayan, Narayan” in fear. The driver lost control, the train derailed, soldiers were thrown from the wagons, and silver coins were scattered in the jungle. Dixit and his colleagues managed to escape through the coach windows with only bumps and bruises. The NGR repeatedly faced several problems in operating its trains. While mechanics with only on-the-job training performed heroically to keep broken-down equipment repaired and in service, regular maintenance was neglected, and the Ranas took no steps to invest the amounts needed to modernise the railway. Nor did matters improve with the advent of democracy in 1951. Nepal’s First Five-Year Plan (1956-1961) for the transportation sector focused its attention and provided funds for building roads and airports. In Nepal’s transportation family, railways were the sano bhai, even the sautini bhai. However, the NGR was not forgotten, and several studies were conducted from 1952 to 1971 to consider what should and could be done with the NGR. A report by Indian railway officials in 1952 described the alternatives: rehabilitate the NGR at minimal cost; rehabilitate it as a permanent measure; convert the line to a metre-gauge railway, extend the existing narrow-gauge line from Amlekhganj to Hetauda after rehabilitating the entire system; or construct a new metre-gauge line to Hetauda.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025100404100_16b15ff70330db854836323a6827b53ceec5cbc14691748f7cdf61b9dd767e22.jpg" data-media-id="editor_6" data-image-id="2025100404100_16b15ff70330db854836323a6827b53ceec5cbc14691748f7cdf61b9dd767e22" data-rendition-name="original" width="1525" height="1000" loading="lazy" alt="Life and times of Nepal Government Railway NT"> <figcaption>Gorakhnath heading toward Birganj. There were no efforts to implement the ambitious project or to secure the necessary funding. As the NGR rapidly deteriorated after 1956, newspaper stories and editorials rallied to support the railway and criticised government inaction. A 1959 article claimed that 'ill-feeling and disunity are prevalent among railway employees, and this has resulted in inefficient service causing anxiety and inconveniences for passengers. Local people who know the inside stories of the Railway are afraid to make a journey even up to one station.' In 1964, another paper wrote: 'The Nepal Government Railway is no more than a heap of scrap iron. The number of passengers is negligible. Photo: JOHN BENSON</figcaption> </figure>  Another article charged: 'The NGR has reached a stage of total ruination… Employees never receive their salaries in time… The train starts with ticketless passengers. No government authority ever inspects this wretched transport [system]... It is painful to note that we cannot improve the condition of such a small railway. We appeal to the Government…to improve the condition of this railway.' A 1965 World Bank study of Nepal’s transportation needs provided the coup de grace. It recommended the NGR be abandoned, as the cost of rehabilitation was excessive and did not solve the problem of incompatible track gauges at Raxaul, which necessitated transferring by hand freight from India Railway’s metre-gauge wagons to NGR’s narrow-gauge wagons. Nevertheless, Indian technicians completed surveys and submitted reports to Nepal in 1967 for rehabilitating the NGR, but by then the situation was hopeless: the railway was losing 300,000 rupees a year. Photo: DAN EDWARDS</figcaption> </figure>  Again, Indian engineers conducted a survey for such a 52-mile broad-gauge, electric line in 1971 and submitted a reportto the government. They estimated the project would cost at least $200 million plus $60 million more for rolling stock. India’s Railway Ministry promptly concluded it was not a viable project, and the report died in Nepal’s byzantine bureaucracy. It seems some dreams never die, and hope springs eternal. In April 2018, the prime ministers of India and Nepal met in New Delhi and agreed to build an electric rail line from Raxaul to Kathmandu and that India would conduct the studies and pay the full costs of construction. That was seven years ago. No rails have yet been laid. Costs continue to escalate, and no guaranteed funding has been secured. Will we ever see electric broad-gauge trains arriving in Kathmandu?
