Like the Biblical All-father, Sherji too has put his words and intent to action – or, at least he thinks so – and out steps Rania. He is determined in his plot, inflated and Machiavellian. Yet, for the first six months, he is disappointed. Rania is a ‘misfortune’, his ‘grand trial’. Has her mother, Jahaan-e-Rumi, anything to do with it?Jahaan-e-Rumi too has her own scheme. In a kind of balancing act, she picks up a pen and paper in the hospital, and writes for Rania: ‘She will be no stubborn, malevolent lunatic, but the fiercest girl in all the galaxies – a tempest, but never unkind.’The scene shifts and we are whisked from Lahore to the Metropolitan Correctional Facility in Manhattan, where we find Rania is an inmate. The reason for this could be anything, but Khan does not dwell on them yet. All will be revealed in good time. For now, in the cold, solitary, and sleepy pace of the prison, Rania thinks back to her past, growing up in Lahore’s famous Heera Mandi, the shadows of Kashmir, and falling in love. Thus begins Skyfall.There is an uncanny mix of hope and dread from the very first page, which goes on to characterise much of Khan’s novel. Here, Henry David Thoreau’s quote 'The mass of men lead lives of quiet desperation' from Walden, and its famously misquoted addendum 'and go to the grave with the song still in them' is central.Set in two seemingly disparate worlds, the novel moves fluidly across the <a href="https://www.nepalitimes.com/review/the-women-left-behind/" target="_blank" rel="noopener noreferrer">walled city of Lahore</a>, through the streets that switch identities every 12 hours, and later in starkly different New York. The times are desperate and dangerous, and the book raises questions on freedom and autonomy, while, under the lights, music and memories become the bridge between the past and the present, East and West.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100136/63bfd4c09c7e80680e0d30bajpeg.jpg" alt="" width="233" height="300"><figcaption> </figcaption></figure>Rania herself grows up in two different worlds. Sherji, her father, a resolute fundamentalist, sends out her mother and sister every night to dance and sing for, and sleep with, rich customers to make money for his madrasa. By day, she works as a tourist guide. The past is wonderful while the present cursed, and it is in music and a young Indian Hindu boy Asher that Rania finds refuge while she loathes her abusive father and her own incapacity to help her mother and sister.At the outset, the novel seems like a classic retelling of doomed romance. It checks all the boxes: violent families, star-crossed lovers, a historic and beautiful setting, mujra, India and Pakistan, Pakistan and America. But under the surface runs a searing fire. Skyfall is indeed a love story, with even higher stakes. The self struggles not just for its own independence but for an entire country’s, against injustice and violence.When Sherji finally sends Rania into the underworld because he is running out of money, it is strangely reminiscent of when God tells Abraham to sacrifice his prized son Isaac on Moriah. Things go well for Isaac, naturally, and Abraham is rewarded.But as Rania fights the men who throw her around the room, slapping her and trying to kiss her, no angel appears, no Ram. Between the two thousand years that separate Sherji from Abraham, faith is no longer a leap into the unknown but calculated and capitalist, sentenced by men, and women, in blindfolds, the innocents always under the yoke.Then later in detention, Khan pulls back the curtains on the delusions of the land of so-called freedom, as officers hurl questions at the racially profiled Rania that are leading to a conclusion drawn well before the interrogation. “Do you know the Quran by heart? Do you believe in jihad? Love jihad?” they ask. “Who forced you to fall in love with an Indian? Don’t you believe Hindus are non-Muslims?”For <a href="https://sabakarimkhan.com/" target="_blank" rel="noopener noreferrer">Khan</a>, who teaches at New York University in Abu Dhabi, Skyfall is the soul of a Sufi love song and an attempt to imagine a world where coexistence is the currency. In the pages, the victory of light over darkness is in fact be possible, and we can outdo our starting points."Literature becomes even more important in an increasingly polarising milieu," she says, "not least of all because it allows us to address uncomfortable issues without pedaling or peddling an agenda or reducing things to a headline ticker." In fact, it is rather an act of co-creation between reader and writer, an invitation to go for a walk or dance or recite a piece together.As such, Skyfall is an entirely enthralling book. It weaves the reality of brutal violence with love and hope: engaging and beautifully written, interspersed with Urdu verses, following the journey of a young singer from the mohalla half-way around the world. As one delves deeper, the reader reckons with injustices fuelled by cults and mobs, by governments and families. On that day, 19 terrorists took control of four civilian aircraft, flew two into the towers of New York’s World Trade Center, struck the Pentagon with a third, and crashed the fourth in a Pennsylvania field after passengers physically prevented the terrorists from reaching their target, often thought to be the White House or another US government building in Washington, DC.All the hijackers were from the Middle East, 15 from Saudi Arabia alone. All were trained in Afghanistan, and four at US flight schools, as part of an operation planned, organised, and carried out by al-Qaeda (the “base”), the terrorist group headed by Osama bin Laden. By the day’s end, 2,977 innocent men, women, and children had been killed, and more than 6,000 injured. Most were American, although citizens of more than a hundred other countries also lost their lives as well.Many at the time feared that 9/11 had ushered in an era defined by global terrorism. And, to be sure, other al-Qaeda attacks followed, including the train bombings in Madrid in March 2004 and the attack on London’s transit system in July 2005. Moreover, terrorists claiming allegiance to the Islamic State (ISIS) killed 32 people at Brussels Airport in March 2016, and staged a series of smaller attacks (often using vehicles to mow down pedestrians). But neither the US nor any of its allies has experienced another attack on the scale of 9/11 – or one even close to it. It is therefore necessary to ask: Beyond the immediate costs, what difference did 9/11 make? How did history change, if at all, as a result?Terrorism, unpluggedThere are many explanations for why terrorists have not succeeded in executing additional major attacks. With the <a href="https://www.nepalitimes.com/here-now/afghans-in-nepal-await-resettlement/" target="_blank" rel="noopener noreferrer">US invasion of Afghanistan</a>, al-Qaeda lost its sanctuary. Almost every government around the world has introduced new screening procedures that make it more difficult for would-be terrorists to gain access to airports and airplanes. Countries have dramatically increased their intelligence, police, and military capabilities devoted to minimising risks and countering threats. Countries have also increased their cooperation with one another; counterterrorism is a rare domain where governments that often disagree are willing and able to work together to a considerable degree.There is also now broad agreement on what constitutes terrorism – the use of armed force by individuals and groups against civilians for political purposes – and a degree of support for the principle that governments should not distinguish between terrorists and those who give them sanctuary and support. Mostly gone are the days when individuals and groups who killed on behalf of their cause were romanticised as freedom fighters.This is not to say that terrorism has not continued to claim tens of thousands of lives each and every year, which it most surely has. But almost all the attacks have taken place in the Middle East, Africa, and South Asia as part of ongoing conflicts (mostly in Iraq, Syria, Afghanistan, Libya, Somalia, Nigeria, Pakistan, and Yemen) as opposed to an isolated 9/11-style attack against one of the major powers. Terrorism is increasingly localised and decentralised. It is also resilient: capturing or killing the head of a terrorist organisation does not necessarily spell its end. Al-Qaeda, for example, survived the killing of bin Laden by US special operations forces in Pakistan nearly a decade after the 9/11 attack.It thus comes as no surprise that terrorism continues, with no end in sight. Nor can the possibility of a new 9/11 be ruled out, even though the US government has recently stated that the “most urgent terrorism threat” the country faces is domestic. As the Provisional Irish Republican Army put it after its failed effort to assassinate British Prime Minister Margaret Thatcher in 1984, “Today we were unlucky, but remember we only have to be lucky once. You will have to be lucky always.” The danger is that the day will come when terrorists gain access to nuclear material or figure out how to manufacture and deliver a biological or chemical weapon, in which case terrorism could come to define the age. For now, though, it has not.America, unleashedNonetheless, 9/11 marked a historical turning point, with a profound impact on US foreign policy in the two decades since. Although the attacks did not usher in an era of global terrorism, they did usher in the so-called Global War on Terrorism, which profoundly affected what the US did in the world, how the world came to regard the US, and how many Americans came to see their country’s foreign policy.The saga begins in Afghanistan. Shortly after the 9/11 attacks, the US gave the <a href="https://www.nepalitimes.com/banner/nepal-and-the-talibans-second-coming/" target="_blank" rel="noopener noreferrer">Taliban</a>, then in control of Afghanistan’s government, a choice: either hand over the al-Qaeda leaders who were living in their country and responsible for planning the 9/11 attack, or put their rule at risk. When the Taliban refused to hand over the al-Qaeda leaders, US intelligence and military personnel collaborated with a loose confederation of Afghan tribes known as the Northern Alliance in overthrowing the Taliban. The US helped assemble a successor government that took control of most of the country.That control, though, was never complete or unchallenged. Many individuals loyal to the Taliban and al-Qaeda escaped to neighbouring Pakistan, where they gradually rebuilt their strength and resumed military operations against the government that had replaced them. The US for its part did not do enough to build an Afghan military, reduce corruption, or deny the Taliban a sanctuary in Pakistan. Instead, it increased its own presence and military operations in Afghanistan, essentially becoming a partner of the government in its civil war.At its peak, the US effort in Afghanistan involved more than 100,000 of its soldiers. Over two decades, US operations cost more than $2 trillion, and more than 2,300 Americans, as well as tens of thousands of Afghans, lost their lives. The effort was at once <a href="https://www.nepalitimes.com/here-now/afghanistan-abandoned/" target="_blank" rel="noopener noreferrer">both too much and not enough</a>. While the US presence robbed the Afghan government of much of its legitimacy and generated opposition in the US, the Taliban proved to have more staying power than the US, which by 2020 had lost its will to continue a fight that promised only an open-ended stalemate.The Global War on Terrorism also led the US to launch a war in Iraq. It is an open question whether President George W. Bush would have initiated the war had it not been for 9/11. Certainly, the attacks increased his inclination to signal to the world that the US was not, as President Richard Nixon put it during the Vietnam War, a “pitiful helpless giant.” It made some in the administration (particularly Vice President Dick Cheney) unwilling to take the risk that terrorists might gain control of weapons of mass destruction, which Iraqi leader Saddam Hussein was widely thought (incorrectly, it turned out) to possess. Still others wanted to spread democracy to Iraq, and from there to the entire Middle East, on the assumption that this was not just possible, but also that it would make the region far less likely to produce terrorists and support terrorism.The war in Iraq, launched in March 2003, did not go as intended or predicted by the Bush administration and the many in Congress (including then-Senator Joe Biden) and around the country who supported it. The US was unprepared for much of what was to come. Initial military victories ousted the government but soon gave way to widespread violent turmoil and civil war. Decisions to disband the Iraqi military and exclude from government jobs many of the Iraqis who had been associated with the previous regime exacerbated an already chaotic situation. More fundamentally, Iraq, like Afghanistan, demonstrated the limits of what military force could accomplish at a reasonable cost and in a reasonable timespan.In the end, the US was forced to increase its military presence to nearly 170,000 troops to sustain the embattled successor government in Baghdad. A degree of stability was achieved, but at an enormous cost. The US spent at least as much there as in Afghanistan, but at a much higher human cost: more than 4,000 American soldiers killed, many times that number wounded, and soaring suicide rates among US troops (both in Iraq and Afghanistan). And this total excludes private contractors and Iraqi casualties, for which estimates vary widely but which certainly total several hundred thousand.The war in Iraq also weakened the US in other ways. There was never any evidence that Iraq was involved in the 9/11 attacks, and America’s reputation suffered further when its stated rationale for launching a war without UN support – to eliminate Saddam’s weapons of mass destruction – turned out to have no basis in reality. Images of US soldiers mistreating Iraqi prisoners further tarnished the country’s reputation. Moreover, an Iraq at war with itself meant that Iran emerged as the most powerful country in the region (or one of two if Israel is included). Since the war, Iran has increased its sway over Iraq, Syria, Yemen, and Lebanon.Iraq and Afghanistan also proved to be major strategic distractions. While the US was heavily involved in the Middle East and South Asia, regions that lacked any great-power presence or economic dynamism, the geopolitical balance moved against the US in both Europe and East Asia thanks to the emergence of a more aggressive Russia and a more capable and assertive China. The Global War on Terrorism did not and could not provide a compass for how US foreign policy should approach renewed great-power rivalry.The world, unmooredThe wars fought in the wake of 9/11 also had significant domestic consequences for the US. They shook the confidence of a country that had emerged from the Cold War with a historically unprecedented preponderance of power and shattered the national unity that came to the surface in the immediate aftermath of the attacks. Moreover, their costs and failures stimulated opposition to a continuing, large US global role, giving rise to a new tendency toward isolationism. Likewise, the push for war, together with the 2007-09 global financial crisis and its economic fallout, powerfully undermined Americans’ faith in elites, stimulating the rise of populist sentiment that, among other things, helped pave the way for the <a href="https://archive.nepalitimes.com/article/nation/a-trump-world-us-nepal,3359" target="_blank" rel="noopener noreferrer">presidency of Donald Trump</a>. Today’s US is <a href="https://www.nepalitimes.com/opinion/ten-hours-that-shook-america/" target="_blank" rel="noopener noreferrer">more divided than ever</a> at home and increasingly disinclined to carry out the sort of active foreign policy that has been its hallmark since World War II’s end, and which has, on balance, greatly benefited Americans and many others.In hindsight, we can now see that 9/11 was a harbinger of what was to come: less the globalisation of terrorism than the terrors of globalisation. The attacks conveyed the message that distance and borders count for little in a global age. Little stays local for long, whether terrorists born in the Middle East and trained in Afghanistan, or the effects of the global financial crisis that had its origins in American financial mismanagement. We are all living with a pandemic virus that has killed millions since emerging in central China in December 2019. The <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">fires</a>, <a href="https://www.nepalitimes.com/banner/first-drought-then-downpour/" target="_blank" rel="noopener noreferrer">droughts</a>, <a href="https://www.nepalitimes.com/banner/kathmandus-flash-floods-are-4-decades-in-the-making/" target="_blank" rel="noopener noreferrer">floods</a>,  storms, and heat ravaging much of the world are the consequence of climate change, itself the cumulative effect of human activity that has concentrated <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/" target="_blank" rel="noopener noreferrer">unsustainable amounts of heat-trapping greenhouse gases </a>into the atmosphere.The era triggered by events in Afghanistan has now come full circle, marking its 20th anniversary with events in Afghanistan. Twenty years ago, the Taliban were quickly ousted from power; in recent weeks they have regained power just as quickly. It is too soon to know whether the Taliban will revert to their old ways, becoming once again enablers of terrorism, and whether terrorists everywhere will get a boost from their victory over the US and its allies. What we do know, however, is that terrorism will remain a feature of our world. The World 9/11 Made

There was sharp and widespread condemnation of the bomb terror unleashed by the Biplav-led Communist Party of Nepal this week on the Nepali cybersphere. However, Baburam Bhattarai of the newly-formed Nepal Samajbadi Party was greeted with a barrage of criticism over his perceived double standard in denouncing the bombs. Revolutionary violence, or terror?

<img width="800" height="924" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110811114/636a29d09c7e80680e0458e9jpeg.jpg" alt=""/>After being lampooned for extravagant, but empty, promises and criticised for having nothing concrete to show for his first year as prime minister, <a href="https://www.nepalitimes.com/banner/olis-1st-year/" target="_blank" rel="noopener">K P Oli</a> has moved quickly to address two lingering legacies of the conflict and the constitution-writing process: <a href="https://www.nepalitimes.com/opinion/only-genuine-devolution-will-douse-separatism/" target="_blank" rel="noopener">sign a deal with C K Raut</a> to get him to abandon secessionism, and outlaw the hardline <a href="https://www.nepalitimes.com/here-now/its-a-crime-not-to-call-it-terrorism/" target="_blank" rel="noopener">Netra Bikram Chand (Biplav)</a> faction of the Maoists. Despite misgivings and cynical comments on social platforms, the Oli administration has also won applause for its new assertiveness and a renewed sense of purpose. Read also: '<a href="https://www.nepalitimes.com/?p=23156&amp;preview=true" target="_blank" rel="noopener">No closure</a>'In the 11-point agreement signed with Home Minister Ram Bahadur Thapa on 24 March, Raut has committed to accept Nepal’s sovereignty and unity as well as enter the democratic mainstream. That declaration has removed the threat of ethno-separatism from plains politics, meaning that moderate Madhesi parties can now no longer fall back on Raut’s secessionist rhetoric as a bargaining chip with Kathmandu.With his Cambridge education and work in IT, Raut brings with him international exposure and perhaps a cleaner, meaner brand of politics. Anger in <a href="https://www.nepalitimes.com/banner/from-rebels-to-rulers/" target="_blank" rel="noopener">Province 2</a> runs deep, and the mistrust of K P Oli may have grown among Madhesi parties because of last Sunday’s deal. But the most vocal critic of the 11-point agreement were Oli's rivals within the NCP itself: <a href="https://www.nepalitimes.com/here-now/the-ship-of-state/" target="_blank" rel="noopener">party co-chair Pushpa Kamal Dahal</a> did not show it but was privately miffed that Oli had not kept him apprised, and Bhim Rawal’s main gripe was also that he was not consulted.However, we give Oli a thumbs up on this even if it is only for keeping the sensitive negotiations under wraps in the leaky corridors of Singha Darbar. Oli has shown that he likes to surprise people by pulling rabbits out of hats. For example, the <a href="https://archive.nepalitimes.com/article/nation/a-two-party-state,3968" target="_blank" rel="noopener">pre-electoral alliance in 2017</a> between the Maoists and the UML was also a bolt from the blue when announced.The agreement with Raut followed close on the heels of the Kailali District Court sentencing Resham Chaudhary to life imprisonment for the <a href="http://archive.nepalitimes.com/article/nation/ground-zero-in-Kailai,2538" target="_blank" rel="noopener">massacre of policemen in Tikapur</a> in August 2015, and his party the RJP-N subsequently pulling out from the governing coalition in protest. There also seems to have been some behind-the-scenes winks and nods between Baluwatar and the Supreme Court for Raut to be released from jail a day prior to the agreement.The wily Oli seems to have killed several birds with one stone with the agreement: he countered his public image of being <a href="https://www.nepalitimes.com/editorial/communist-capital/" target="_blank" rel="noopener">only talk and no walk</a>, neutralised the fallout of RJP-N leaving his government, and depending Raut’s future role, laid the groundwork for the next general election which will be won or lost in the Madhes.Read also: <a href="https://www.nepalitimes.com/here-now/its-a-crime-not-to-call-it-terrorism/" target="_blank" rel="noopener">It's a crime not to call it terrorism</a>, Kunda DixitOn Biplav, although the government split hairs by saying it was not a ban on the party, only on its criminal activities, the action essentially drives the Maoist faction underground. There could be two reasons for this: the ruling NCP wants to keep the door open for negotiations, or ex-Maoists in the ruling party used to be buddies of Biplav and just want to pretend to go after him. After all, Biplav is now using the same tactics of extortion and violence they used at the beginning of the insurgency in 1996. Even so, by publicly calling the Biplav party a “gang of looters” Prime Minsiter Oli has thrown the gauntlet.The Maoists were already semi-underground, and owned up to three bomb attacks in the capital last month that <a href="https://www.nepalitimes.com/banner/innocent-life-lost/" target="_blank" rel="noopener">killed one person</a>, and set fire to more than a dozen Ncell towers across the country. The government was challenged, and there was no other way for it to respond but warn that criminal activities will no longer be tolerated.With both the Raut deal and the warning to Biplav, the government now needs to show that it means business. A ruling party that can bring a separatist force to the negotiating table should easily be able to convince former comrades-at-arms to give up violence. While doing that, the government should also try to win the hearts and minds of the people of Province 2, expedite political devolution and remove grievances that feed extremism.As far as the Maoists are concerned, they are cashing in on disillusionment among the people with the NCP’s poor governance and corruption. The root cause of extremism is <a href="https://www.nepalitimes.com/banner/nepals-great-income-divide/" target="_blank" rel="noopener">extreme inequality</a>, and unless there are moves towards social justice, Nepal will continue to be unstable. <h2>10 years ago this week</h2> The week that the NCP government made up of ex-Maoists signed an agreement with Madhesi activist CK Raut to renounce separatism, is as good a time as any to look back at <a href="http://archive.nepalitimes.com/issue/442" target="_blank" rel="noopener">issue #442 of 13-20 March 2019</a> which dealt the beginnings of unrest in the Madhes for more autonomy. Excerpt from <a href="http://archive.nepalitimes.com/news.php?id=15746#.XJSGlCIzaUk" target="_blank" rel="noopener">Editorial</a>:‘The continuing Tarai unrest, brewing discontent among groups demanding self-determination, intractable tension within the party leading the coalition, the inability of the state to protect its citizens and improve their lives -- these are just some of the crises Prime Minister Pushpa Kamal Dahal faces. And all the time, he has to prevent the peace process from being derailed and keep to the timetable on the constitution. The job would have been difficult even if there was a consensus government, the coalition partners loved each other, the bureaucracy was clean and efficient and there was no looming global depression. Its leader <a href="https://www.nepalitimes.com/from-the-nepali-press/extortion-in-a-federal-state/" target="_blank" rel="noopener">Netra Bikram Chand (Biplav)</a> was mentored by NCP co-Chair and Maoist supremo Pushpa Kamal Dahal, and was once comrade-in-arms of Home Minister Ram Bahadur Thapa. The closures were enforced with terror, but a <a href="https://www.nepalitimes.com/banner/innocent-life-lost/" target="_blank" rel="noopener">fatal bombing at Ncell earlier</a> this month had already convinced the public that Biplav meant business. On Tuesday the Cabinet outlawed the activities of the party, saying that it was a criminal entity, not a political party. Ministers said they were forced to take the step after the semi-underground group refused the government’s offer of talks. Dahal even declared that he faced a threat to his life from his former protégés.Biplav brushed off the ban, calling it ‘ridiculous’ and adding in a statement on Wednesday that ‘extortion was a fundamental right … necessary for the nation and people’.  Security forces have in the past month seized assault rifles and other weapons from CPN cadre in Dharan and Rupendehi, tracing them back to former guerrillas who absconded from UN-supervised camps with weapons after the ceasefire.By attacking a Malaysian telecom company and threatening Indian hydropower projects in Nepal, Biplav has thrown a direct challenge to the government ahead of the <a href="https://www.nepalitimes.com/opinion/nepal-inc/" target="_blank" rel="noopener">Nepal Investment Summit 29-30 March</a>, during which the government hopes to attract <a href="https://archive.nepalitimes.com/regular-columns/Comment/making-nepal-fdi-friendly,853" target="_blank" rel="noopener">foreign investments</a> on hydropower projects.With the CK Raut deal and the warning on Biplav, the government is trying to show that it is willing to negotiate, but will not tolerate violence. Some within the ruling party are asking why if Prime Minister Oli can bring a separatist force to the negotiating table, it is taking so long for him to tame the NCP.After mainstreaming Raut, the government now needs to expedite political devolution in <a href="https://www.nepalitimes.com/banner/from-rebels-to-rulers/" target="_blank" rel="noopener">Province 2</a>. The root cause of extremism is exclusion and <a href="https://www.nepalitimes.com/banner/nepals-great-income-divide/" target="_blank" rel="noopener">inequality</a>, and Nepal will continue to be unstable as long as these injustices are not addressed.

Or are these rulers going to keep on barking?’ (See screenshot above)Indeed, Nepal’s social media has erupted with accusations against the Biplav group attacking Ncell as part of a nationwide extortion racket that to many is reminiscent of the war years. Some have wryly noted the similarity between the Nepali word for ‘donation’ (chanda) and the surname of Netra Bikram Chand. In a BBC Nepali interview, Maoist leader Hemanta Oli said this week: “A life was lost, but little things like that happen in revolutions. We do not deliberately target people. It was an accident.”Many have also remarked that the ex-Maoists in the unified Nepal Communist Party (NCP) cannot really blame the Biplav faction of extortion and terror because those were very tactics they themselves used in the past. Although Biplav’s former bodyguard was reportedly detained on Wednesday, the NCP’s former Maoist home minister has shown no real inclination to go after a group that has unleashed a wave of terror nationwide.  By their silence, the former UML members of the NCP have shown they are also complicit in not going after the perpetrators. Although the UML is probably the least guilty of human rights violations during the war, its members have lost moral standing by not even condemning the attack.Many senior UML leaders had thought that uniting with the Maoists would moderate the former guerrillas, but it is now looking more and more like the UML itself has been subsumed by the Maoists. Pushpa Kamal Dahal earned legitimacy from the unification with the UML, returned to a position of power after elections in 2017 that he would have lost if the Maoists had contested alone, and he managed to muffle accusations of war crimes.  For its part, the UML by uniting with the Maoists has sacrificed its social democratic credentials, and its silence in not condemning last Friday’s terror bomb speaks louder than words. The UML’s strong party structure has been compromised, its local committees are in limbo.Meanwhile, the Maoists within the NCP are not socialised into democratic functioning and essentially remain a sub-party taking orders only from Dahal and not from Oli. In fact, the ex-Maoists are doing everything in their power to embarrass the former UML, and have let Oli be their lightning rod.  The Home Ministry which should have been the first-responder in last week’s bomb attack and arson on telecom towers is run by a Maoist commandant-turned-minister who used to be Biplav’s buddy. He is the last person to go after the one who gave the order to bomb Ncell and kill Sing Prasad Gurung.It is time Prime Minister Oli defended the social democratic values his party once stood for, reshuffle his Cabinet to get a minister with cleaner democratic credentials, and if need be, start thinking about post-nuptial arrangements.

The government must strongly stop this violence. The Biplav faction has tried to justify its action by claiming that it wants to punish Ncell for failing to pay capital gains tax. But the reality is different. This is a repeat of the Maoist conflict during which people who refused to pay up could be killed.Netra Bikram Chand was close to the current Home Minister Ram Bahadur Thapa who may still have a soft spot for him. It remains to be seen if the Home Ministry will prosecute this case strongly. The letters claim to spend the money to install ‘scientific socialism’ as an alternative to parliamentary democracy.Many local level elected representatives are said to have already paid up, some from their personal coffers, others using their development budget. In a public hearing in Rupandehi recently, a municipality chief admitted to having paid Rs50,000 to the Maoists. The Biplav faction has been asking for three different types of donations: 2% of the development budget, up to Rs500,000 lump sum from the salaries of elected representatives, and a tender worth Rs10 million.Many local administrations in Gulmi have been extorted. Some are giving what is asked, while others are trying to bargain it down.Mim Bahadur Gharti Magar of Rolpa municipality said the Maoists demanded a month’s salary from him, and half the infrastructure budgets from other local governments.Businesses in Banke are also being extorted. We will demolish the state and establish a new state structure.How many more innocent people will have to die to fulfil your political ambition? This is a question that we should ask Prachanda, Baburam and Badal as well. They took 17,000 lives unnecessarily. They should be punished. And we will be more careful that such accidents do not happen again.Why could you not wait for dialogue before resorting to violence? The government does not want to negotiate with us. What we want to talk about is that 17,000 people sacrificed their lives for the revolution and we controlled 80% of Nepal. We had a strong army of 40,000. We want to reinstate the revolution. We are ready to negotiate on these terms. We wanted revolutionary change, but instead of class struggle, we had class reconciliation. “Yes, we planted that bomb”

Even in open societies like the UK, Germany, France and India there has been a recent ascendance of the racist right.Extremism and populism have taken centre-stage as demagogues whip up xenophobia and bigotry to get elected in democracies that are abandoning a rule-based society. They are systematically gagging the free press,<a href="http://archive.nepalitimes.com/news.php?id=18837#.Wv1qyu6FPIU" target="_blank" rel="noopener"> using the power of the social web</a> to spread hate and lies, and encouraging violent extremism. Hungary’s Viktor Orbán boastfully calls his country an ‘illiberal democracy’. Using the Trump administration as a shield, Israel is mowing down Palestinians. Cambodia has just sold its last independent newspaper to a Malaysian tycoon.The decline is not isolated, and it is not a temporary occurrence. The Freedom in the World Report 2018 notes that political freedom is in retreat across the globe. More than 70 countries have seen declines in political and civil rights in recent years, and there were gains in only half that number of nations.The only recent silver lining is Malaysia, where the people last week voted out a brazenly corrupt and openly racist cabal, even though the electoral system had been rigged, and the judiciary coopted, to bring back 92-year-old Mahathir Mohamad.Read also: <a href="https://www.nepalitimes.com/?p=6146&amp;preview=true" target="_blank" rel="noopener"> The crow and the scarecrow</a>, Om Astha RaiHopefully, Malaysia’s example will spread, and send a message to those struggling against despots: sooner or later democracy will prevail.Even so, in many Asian countries today there is open admiration for China’s economic growth and the Singapore miracle. This has led to a growing attraction for strong-man rule. Political and civil liberties are seen to be putting the cart before the horse, and freedom is seen as a luxury that is keeping people poor. The emphasis is on economic and cultural rights, and citizens are asked to <a href="http://archive.nepalitimes.com/article/nation/The-right%20-to-have-rights,2656" target="_blank" rel="noopener">give up their basic freedoms while waiting to prosper</a>. The state’s priority has become national security, fighting terrorism, stopping migration, to ensure stability and prosperity.All this is now getting to sound disturbingly familiar in Nepal where the slogan of the ruling coalition that was elected last year is ‘<a href="http://archive.nepalitimes.com/article/nation/into-a-state-of-uncertain-stability-nepal,4068" target="_blank" rel="noopener">prosperity through stability</a>’. The alliance is made up of a <a href="http://archive.nepalitimes.com/article/nation/a-two-party-state,3968" target="_blank" rel="noopener">moderate leftist party</a> named after Marx and Lenin which on Thursday, merged with former communist rebels who are inspired by Mao.The UML changed its spots to espouse the People’s Multi-party Democracy line, but the CPN-MC did not convincingly abandon its <a href="http://archive.nepalitimes.com/news.php?id=6258#.Wv100-6FPIU" target="_blank" rel="noopener">ideology of revolutionary violence</a>. It wanted the <a href="http://archive.nepalitimes.com/article/nation/the-spark-that-lit-the-Maoist-revolution,2870" target="_blank" rel="noopener">People’s War</a> to be glorified and enshrined in the guiding principles of the new Nepal Communist Party. Illiberal ills

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
