https://www.youtube.com/watch?v=JyxPQmUhSRo&amp;feature=youtu.beThe <a href="https://www.nepalitimes.com/banner/dazzling-dolpo/" target="_blank" rel="noopener">dazzling beauty of Dolpo</a> is confined mostly to the ink-blue waters of Phoksundo Lake, which overshadows the district’s other destinations.The remoter valleys of Nepal’s most remote region hide the ancient monasteries and culture of the <a href="https://archive.nepalitimes.com/article/nation/Dolpa-Nepal-preserve-pristine-remoteness,1632" target="_blank" rel="noopener">Bon religion</a>, an animist faith that is said to have existed in the Tibetan rim lands for 18,000 years – long before Buddhism got here.Today, Bon Po has been overlaid by Buddhism and later Communism in Tibet, but it still thrives in parts of the plateau that today lie in Nepal, like Dolpo. The 500-year-old Thasung Tholing Bon Monastery, with the Pungmo Gompa, are the jewels in the crown of Bon animism.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a53479c7e80680e052342jpeg.jpg" alt="" width="1500" height="1000"/><figcaption>NATURAL FAITH: The Thasung Tholing Bon Monastery on the slope above Phoksundo Lake is one of the two centres of the faith in Dolpo that pre-dates the advent of Buddhism here. Photos: SONAM CHOEYKI LAMA</figcaption></figure>Thasung Tholing is a cluster of nine private monasteries and one community gompa a 15-minute walk from Tso village. What is distinctive about the adherents of Bon Po here is their <a href="http://archive.nepalitimes.com/news.php?id=16604#.XVAGy94za70" target="_blank" rel="noopener">deep reverence for nature</a>, so that conservation of the ecosystem is not some outside concept but deeply ingrained in the belief system.Killing for meat was banned, so many villagers in this arid land used to chase wild animals to the edge of the cliff, where they fell to their deaths.“Appalled by the cruelty, Lama Treton Tsewang Tshultrim founded this monastery many centuries ago so that the killing would stop and the wildlife would be protected,” explained Kenpo Nyima Samduk Lama, the present head monk of Thasung Tso. Thasung means ‘protected cliff’, and tso is ‘lake’.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a534b9c7e80680e052343jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Through the centuries till today, the monastery acts as a religious warden of the holy <a href="https://nepalitimes.atavist.com/stairway-to-heaven" target="_blank" rel="noopener">Phoksundo Lake</a> and its surroundings, protecting its wildlife and restoring the ecological balance of the mountains.Elderly villagers near the lake remember when musk deer and other animals came down to the shores to drink water, and roamed the forests surrounding the monastery. With poaching the numbers declined, but as the monastery actively revives traditional conservation customs the animals have started to return.The Bon worship the landscape, mountains, lakes, rocks, rivers and wildlife. In short, nature is sacred, as illustrated in this chant in their dialect: ‘lhe lhu zhi dag’, which means ‘we are guardians of nature’. Generations of Dolpo Pa, therefore, have grown up with an innate understanding of how nature is linked to their daily lives.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a534f9c7e80680e052344jpeg.jpg" alt="" width="1500" height="1000">The other centre is the monastery in Pungmo (in map, right) which spreads a deep reverence for mountains, trees, lakes and rivers.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a53529c7e80680e052345jpeg.jpg" alt="" width="546" height="788">Dolpo, NepalThe Bon monastery is a habitat for musk deer, blue sheep and other small mammals, which are prey for the snow leopard and the Himalayan wolf. Given its relatively recent genesis, Phoksundo does not have fish and conservationists say care must be taken not to introduce any alien aquatic species.“We are now seeing more and more snow leopards on the prowl in the forests around the monastery, and in the cliffs above. In winter, when there are fewer people, they even venture out to the shore to drink water,” said resident monk Geshe Nyima Samduk, showing visitors around the shrine.Although <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/saving-shey-phoksundo-in-nepal,3596" target="_blank" rel="noopener">Shey Phoksundo National Park</a> was set up in 1984, it was the long-established Bon tradition that really helped conservation on the ground, says snow leopard researcher Tshiring Lhamu Lama. “Local conservation tradition was very important for preserving the nature and culture of Dolpo, and the two are linked. The national park is only 35 years old, but the gompas have been here for 500 years,” she added.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a53549c7e80680e052346jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Besides Thasung Tholing in Ringmo, the other cradle of Bon civilisation in Dolpo is the less travelled Pungmo Valley. This wild and scenic landscape on the lap of Mt Kanjiroba is two hours off the main Dolpo Trail, and few visitors ever come here. The villagers worship Kanjiroba as the ‘ruler of kings’, just as they revere the cliffs, streams, waterfalls, trees and ravines that make up the topography.The local Bon dialect has words for the divine: Yul Lha (lord of the land), Yul Sa Sol Sa (ritual for nature gods), Sman Mo (female spirits). The faith is so strong that locals believe that transgressing nature will bring down wrath and misfortune: livestock will perish, crops will fail and the salt caravans will be stuck in blizzards. The nature gods could also retaliate with hailstorms, earthquakes and disease.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a53579c7e80680e052347jpeg.jpg" alt="" width="1500" height="1125">“We are not allowed to eat meat that is slaughtered here. We only eat animals that die of natural causes. We are not supposed to cut trees because they are gods too, and so are the rivers and lakes,” says Yungdrung Lama, whose family lineage carries the Bon tradition.Larke Lama is the elected ward chair in Pungmo village and says the Bon way of life is integral to everything his community does. Locals believe they have to perform the Yul Sa Sol Sa ritual to ensure a good harvest. Lama says, “sometimes the weather is bad for crops, so we pray to the sky gods to restore the natural equilibrium.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a535a9c7e80680e052348jpeg.jpg" alt="" width="1250" height="833"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a535d9c7e80680e052349jpeg.jpg" alt="" width="597" height="504"><h2>No yarsa = no yaks = no caravans = no salt = no butter</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a535f9c7e80680e05234ajpeg.jpg" alt="" width="1500" height="842"><figcaption> </figcaption></figure>For thousands of years, the Dolpo Pa have survived on a bi-annual journey back and forth across the Himalaya. But the winds of change have affected the ancestral occupation of the yak caravans that used to take grain and cotton up from the lower valleys to barter for rock salt and carpets from Tibet.The modern monetised economy, the <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/Shey-Phoksundo-national-park-may-soon-become-a-bus-park,1036" target="_blank" rel="noopener">spread of transportation</a> in Tibet and Nepal, education and out-migration have all contributed to erode this traditional practice. And now added to this list of factors is climate change, which has made weather unpredictable in the trans-Himalayan valleys.This year, unseasonal spring blizzards closed the high passes that the caravans use for trading. Tourism was hit, as trekkers were stranded.Dawa Gurung and his family take his yaks and horses into the pasture of Dhanigad, crossing the Baga La pass at 5,000m. “We heard the China border is opening soon and we need to go to Chang (Tibet) but this year I do not think I will go — the trail is still treacherous and there is not much to trade,” Gurung said.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110814110/636a53629c7e80680e05234bjpeg.jpg" alt="" width="1500" height="1000">The grain-salt barter trade between Nepal and Tibet has now been replaced by just one precious commodity: <a href="http://archive.nepalitimes.com/news.php?id=10912#.XVAD7d4za71" target="_blank" rel="noopener">yarsa</a>, the caterpillar fungus that grows out of the ground in meadows above 4,500m and is prized in Chinese medicine.<a href="http://archive.nepalitimes.com/news.php?id=19382#.XVAHNd4za70" target="_blank" rel="noopener">Yarsa</a> means ‘summer grass’ or ‘winter worm’ in the local dialect and has raised living standards here. But lately, due to over-picking and climate change, yarsa harvests have slumped. Dolpo traders used to sell yarsa across the border in Tibet and buy rice, sugar, blankets and even solar panels in China.“This year it snowed continuously from February to April, and in Saldang half the yaks died. The melting snow also made the ground soggy, and all the yarsa rotted,” said Tashi Dhondup Lama of Tso village.The weather, crops and health of livestock are so closely tied that the loss of yarsa and yaks has meant no trade with Tibet, which means no salt and no butter. As a result, for most villagers in Dolpo this year there are no ingredients to make the salty Tibetan butter tea.

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131144/636a4fd29c7e80680e04fd2bjpeg.jpg" alt="" width="2922" height="1834"/>Nepal will be evaluated for international money laundering activities by the APG (Asia Pacific Group) of the Financial Action Task Force (FATF) during 2019, and may be blacklisted if the government does not adequately crack down on illegal cross-border money transfers.If Nepal is not able to come up with a workable mechanism to identify criminal activities and bring offenders, including prominent businesspersons and politicians, under the purview of the law by the end of 2020 it faces the danger of being blacklisted by the task force.The FATF was established in 1999 to track down and stop money laundering and funding of terrorist activities around the world. Nepal is a member of its associate organisation APG, which investigates regional member countries. With an investigation due, Nepal had hastily passed the Money Laundering Prevention Act in 2008, but took 2 years to implement it.An APG working committee evaluated Nepal, and concluded that its attempts to control money laundering were not effective enough. On February 2010, it put Nepal on an international monitoring list. Nepal then established a Money Laundering Investigation Department. With the help of the IMF and World Bank, the government created legal structures and adopted policies to prevent money laundering. After it took these steps, it was removed from the international monitoring list, which meant that it was not prohibited from doing financial transactions with other countries or international organisations.Though Nepal improved its legal stance on money laundering after the first international investigation, it does not seem to have made much progress since then in actually preventing tax evasion and money laundering.Read also: <a href="https://www.nepalitimes.com/opinion/so-youd-like-to-do-business-in-nepal/" target="_blank" rel="noopener">So you’d like to do business in Nepal?</a>, Ritu Pradhan MallaIn the past, the APG had evaluated Nepal on the basis of its legal safeguards and policies. However, in future it will be looking for concrete action to see if Nepal implemented the 40 suggestions and 11 results that it made in 2010. “The next evaluation will be focused less on laws and more on implementation and results,” admits Binod Lamichhane, spokesperson of the Money Laundering Investigation Department. “So if our implementation remains as weak as it is, it could create problems for us.”Experts say the government will find it very difficult to implement its own laws because so many of those involved are powerful businessmen enjoying political protection. “If the Money Laundering Prevention Act is implemented, then politicians and officials will have a hard time showing the source of their earnings. Which is why implementaction of the Act never became a priority for Nepal. Clearly, it was created only as a showpiece to assuage foreigners,” a former director general of the department confided.Indeed, although everyone agrees that corruption and tax evasion are rampant in Nepal, there is no record of prominent persons being investigated for it. However, since the APG will be investigating on its own next year, the department has been forced to conduct its own secret probes. Director General Rup Narayan Bhattarai says he cannot speak about the investigations at the moment but according to sources, well known Nepalis, including a businessman who is expanding outside Nepal, another tycoon who created an international business network after the 2006 movement, a prominent trader accused of gold smuggling and an industrialist who suddenly switched to tourism, are under investigation.However, the going is not expected to be easy, because the Money Laundering Investigation Department lacks coordination with other powerful agencies, which is international practice and considered essential to investigate money laundering. Though the law states that Nepal Rastra Bank should coordinate with other agencies and provide information to the department about suspicious financial transactions, the implementation of this law is weak.“Since our mechanism for identifying illegal wealth is weak, we are not able to figure out if the money, property, shares, gold, etc, deposited in banks are legal or not,” says an official of the bank. “So at the moment we are unable to effectively pass on useful information.”Currently, FATF has blacklisted Iran and North Korea, while 12 countries, including Sri Lanka, Pakistan, Cambodia, Ethiopia, and Syria, are currently on its international monitoring list. Nepal risks joining these countries if the APG evaluation does not meet international criteria for transparency.

Nepal risks being blacklisted on money laundering

What was originally planned as a Demo Day for the new cohort of 10 companies under their business accelerator program – Enterprise, turned bigger in scope thanks to Nepal’s Ambassador to the UK Durga B Subedi.The centerpiece of the event was the keynote by <a href="https://www.nepalitimes.com/banner/calendar-of-economic-change/">Finance Minister Yuba Raj Khatiwada</a>. He used the occasion as a curtain raiser for the Nepal Investment Summit in Kathmandu 29-30 March, and impressed the audience with his strong grasp of the economy and foreign investment in Nepal. He presented Nepal as a worthy destination for <a href="http://archive.nepalitimes.com/news.php?id=962#.XIeEUckza70">foreign investors</a>, and that the country was ready for business.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110811114/636a29ca9c7e80680e0458e7png.png" alt="" width="733" height="732">The IMF’s recent Article IV Consultation Report supports the minister’s point that Nepal’s economy is enjoying solid expansion and that the near-term outlook is favourable. Political stability, more reliable electricity and re-construction activities are drivers of the current growth.There is a <a href="https://www.nepalitimes.com/latest/u-s-nepal-trade-and-investment-forum/">consensus</a> that Nepal offers tremendous <a href="https://www.nepalitimes.com/here-now/to-davos-with-hammer-and-sickle/">business opportunities</a> in multiple sectors. A senior IFC executive concluded her trip to Nepal recently with a ‘deep and profound sense of optimism about Nepal’s development prospects’ and indicated IFC’s appetite to ‘radically scale up’ its investment in Nepal from the current $57 million to even $1 billion by 2023.Due to inadequate domestic capital formation, the local banking sector is not able to keep up with robust demand for credit in recent years. The need to channel in foreign capital is more pronounced now than ever. In addition to new money, FDIs enable businesses acquire technology, access international markets and improve quality of governance thus ensuring long-term sustainability.However, Nepal’s track record on FDI inflows has been dismal. By contrast, Bangladesh, considered a basket case until early 90s, quadrupled its economy in last 15 years with the help of FDIs and exports.Pundits have identified the following as <a href="https://archive.nepalitimes.com/regular-columns/Comment/making-nepal-fdi-friendly,853">main bottlenecks</a> to securing foreign investment into Nepal:<ul><li>Inadequate or ambiguous laws and regulations</li> <li>Need for approvals from multiple authorities causing delays</li> <li>Primitive foreign exchange regulations</li> <li>Lack of currency hedging mechanism</li> <li>Poor infrastructure and enabling environment</li> <li>Absence of sovereign rating</li> <li>Poor governance standards, corruption etc.</li> <li>The negative list is still too long; there’s no ‘automatic route’ either</li></ul>The good news is that the government has recognised the need to improve investment climate in general, and more particularly, make an effort to attract foreign capital. Infrastructure projects have been initiated. A dozen or so new laws, including the Foreign Investment and Technology Act (FITTA), Foreign Exchange Regulations Act (FERA), Intellectual Property Act are in various stages of approval or implementation.A single-window system is being put in place. Currency hedging mechanism has been approved for large infrastructure projects. Preparations are under-way for a sovereign rating. Some of these initiatives still may not be adequate, but there is a clear intent to work towards creating a conducive environment. Bilateral and multilateral agencies have also been pro-active in helping the government address the bottlenecks.The real challenge, however, lies in the day to day behaviour of the bureaucracy.  While Minister Khatiwada is leading the way to sell Nepal Inc to the world, there is almost equal and opposite reaction towards FDI transactions at operational levels. Almost every company with foreign capital has <a href="https://www.nepalitimes.com/from-the-nepali-press/why-there-is-no-foreign-investment-in-nepal/">horror stories</a> about how frustrating their experience with government agencies have been.There are just too many layers in the investment process: approval, repatriation and everything in between. There are delays in every step, usually on flimsy ground or based on the most unfriendly interpretation of policy provisions. The few businesses that have managed to rope in foreign capital are unable to execute their growth plans due to procedural challenges at the Department of Industries and Nepal Rastra Bank – the two key agencies involved in processing foreign investment. This has discouraged the private sector from actively seeking international capital. It is not by accident that Nepal ranks a low 110 in the Ease of Doing Business Index.To be sure, not all bureaucrats are obstacles. But the genuinely sincere ones are outnumbered by those happy with status quo in foreign investment.  This situation is due to poor governance, a self-serving, rent-seeking tendency combined with misplaced nationalism. We have insular officialdom that cannot grasp anything on a global scale. They seem trapped by paranoia that a reasonably liberal foreign investment regime will ruin our national pride and culture. Nothing could be more farcical and hypocritical.Like water, money flows where it is most convenient. In today’s world, international capital can access numerous investment destinations more attractive than Nepal. They do not need to jump through hoops to invest in our country. We need foreign investors more than foreign investors need us.Let us hope that the Nepal Investment Summit 2019 sparks a positive shift in our attitude toward FDI.Former banker Joshi is Founder and Chairman of True North Associates, a private equity firm.

India’s response has also been consistent: violators are made to pay a heavy price. Though symbolic for now, this is of monumental significance for Nepal since it is now no more India-locked. Article 5 has become redundant.But in a multi-polar world, Nepal has to tread carefully. Barely a month after Foreign Minister Pradeep Gyawali met US Secretary of State Mike Pompeo in Washington DC and discussed the Indo-Pacific Strategy, Co-Chair Dahal dashed off a statement supporting the beleaguered Venezuelan regime which the West is trying to bring down. An Indian Army Chief recently said Nepal’s ‘geography’ required it to tilt towards India, like Bhutan.Nepal now finds itself squarely in the middle of these two once bitter enemies, and now competing economic giants. The West has made common cause with India and other Asian countries in an attempt to contain China’s rise. Oli unwittingly finds himself in the middle of this widening power game -- now he does not just need <a href="https://www.nepalitimes.com/latest/oli-reassures-india-before-china-visit/" target="_blank" rel="noopener">to balance India and China</a>, but also the West. How well he handles these competing interests will determine whether Nepal will remain at peace with its territorial integrity intact, and whether Oli’s own political career will remain on track.Nepal’s politicians used to spout anti-India rhetoric at election time, and then undertake their very first official trip abroad to Delhi to expiate for their sins and start a fresh page of cooperation based on the rhetoric of historical ties and cultural affinity. Nepal’s elite and their Indian counterparts ended up with business as usual.It is noteworthy that neither Nepal nor India have made any attempt to stabilise Nepal’s economy, and ensure prosperity. The main preoccupation of Nepal’s politicians has been to remain in power as long as possible for which they sought Indian blessings. New Delhi, for its part, was happy as long as Nepal remained a source of soldiers and doormen. For this arrangement to work, Nepal was expected to pay deference and remain aligned southwards. This marriage of convenience lasted nearly six decades through absolute monarchy, <a href="http://archive.nepalitimes.com/news.php?id=10616#.XE6QYNIza70" target="_blank" rel="noopener">the Maoist uprising</a>, a <a href="https://nepalitimes.atavist.com/three-kings-in-four-days-nepal-massacre" target="_blank" rel="noopener">royal massacre</a>, and the writing of a disastrous constitution that threatens the nation’s very existence.But this status quo has changed with the awakening of the sleeping dragon, China. The reconfiguration of regional and global power, if handled well, could bring considerable economic benefit to Nepal. Failure to manage it may spell mortal danger. Prime Minister Oli is also at the crossroads of his political life, and given fragile health, his focus will be on the legacy he wants to leave behind.  Ideally, India could swallow its pride, accept that fact that the 2015 Blockade was a mistake, recognise Chinese influence in Nepal as inevitable, and work with Beijing to lift Nepal out of poverty for a win-win-win situation for all three sides. This is the best, yet least likely, outcome.Indians, like the Nepalis, are an emotive lot and logical long term thinking is not their forte. New Delhi is currently playing Oli off against Dahal and wants a more favourably aligned government in Nepal which they have easily executed in the past and know they can repeat. Oli thinks (wrongly) that he can get China, India and Nepal to work together for the benefit of all, even though New Delhi abhors the idea of Nepal as an intermediary between India and China.For Nepal, India is a known entity. China is an unknown quantity. We do not know if China will come to Nepal’s rescue in times of need, and many Nepalis feel more comfortable with India (despite shortcomings) than with China. There are lessons here for India too, and it cannot be business as usual. New Delhi has got to be more serious about the promises it makes to Nepal.The Indian focus on the Tarai region since 2015 has ruined whatever was left of trust between Kathmandu and New Delhi. ‘One Madhes One Pradesh’ would have divided Nepal horizontally, triggering unimaginable problems. Both sides made a complete mess of it, and it is time for India to let Kathmandu handle this problem to the best of its ability.India’s policy on Nepal has been to keep it at the level of ‘controlled anarchy’ so Nepali leaders have to keep shuttling to New Delhi.  But history has shown anarchy cannot always be controlled. And instead of blaming China for trying to encircle India, it would behoove New Delhi to be magnanimous towards its smaller neighbours and nudge them along on the road to development.A stable and economically vibrant Nepal will contribute to the success of both economies, and help stabilise the region as a whole. Nepal now has to balance not just India and China, but also the West

This is the first time a Nepali leader has been invited, and it is interesting that a communist is going to a capitalist conclave of free marketeers.Unlike some others party heads from China or Vietnam who have attended Davos, Nepal’s prime minister is the first democratically-elected Communist leader to do so. According to PM Oli’s foreign policy adviser Rajan Bhattarai, the invitation to attend is a recognition of Nepal’s achievement in ending the conflict, holding elections under a new constitution, and its commitment to lifting living standards through stability. The Prime Minister will be speaking at two panels, one on South Asian security and another titled ‘Beyond GDP’, where he is expected to promote Nepal in the global arena as a politically stable nation with a favourable environment for international investment. He will meet the Swiss and Vietnamese presidents, and attend a private dinner hosted by the World Economic Forum Executive Chair Klaus Schwab.Read also: <a href="https://www.nepalitimes.com/editorial/crony-communism/" target="_blank" rel="noopener">Crony Communism</a>, EditorialHowever, experts say Nepal’s leader will be judged more by what he does than what he says. Nearly a year after becoming prime minister, Oli gets generally failing grades on transparency, accountability and investment climate.Former diplomat and UN official Gyanendra Acharya says that networking with international businesses and leaders in Davos will in fact be more important than performances at panels. As Nepal tries to take the great leap forward to middle income status in the next decade, Foreign Direct Investments (FDI) will be necessary to create employment opportunities, develop infrastructure and to propel sustainable growth. But the inflow of FDI has been minimal in the past five years, and FDI makes up only 1% of the GDP.Says Nepal’s former ambassador to the United States Shankar Sharma: “Even if the prime minister just succeeds in conveying the message that Nepal’s economic environment is optimum for foreign investments, that alone will be an accomplishment.” Economics Jayajung Mahat adds that Oli being in Davos could be an important stepping stone to establish global political and economic partnerships, even if it may not have any immediate tangible impact.The Davos conference used to be a platform to advocate for liberal policies and private sector development, but recently has also included issues of social justice, inclusion and sustainable development. Nepal’s newfound stability, improvement in electricity supply, the availability of cheap labour, and location next to the world’s two largest markets could be plus points for investors looking for under-exploited markets.

So far the answer has been no, and the midterm elections make it far less likely. Yet Trump’s rising frustrations could push him over the edge psychologically, with potentially harrowing consequences for American democracy and the world.None of Trump’s extremist policy ideas has received public support. The public opposed last year’s <a href="http://www.pewresearch.org/fact-tank/2017/09/27/more-americans-favor-raising-than-lowering-tax-rates-on-corporations-high-household-incomes/">Republican-backed corporate tax cut</a>, Trump’s effort to <a href="http://www.pewresearch.org/fact-tank/2017/02/23/support-for-2010-health-care-law-reaches-new-high/">repeal the Affordable Care Act</a> (Obamacare), his <a href="http://www.pewresearch.org/fact-tank/2017/02/24/most-americans-continue-to-oppose-u-s-border-wall-doubt-mexico-would-pay-for-it/">proposed border wall with Mexico</a>, the decision to <a href="http://cdn.cnn.com/cnn/2018/images/05/07/rel5c.-.iran.pdf">withdraw</a> from the Iran nuclear agreement, and the imposition of <a href="http://www.pewresearch.org/fact-tank/2018/05/10/americans-are-generally-positive-about-free-trade-agreements-more-critical-of-tariff-increases/">tariff increases</a> on China, Europe, and others. At the same time, contrary to Trump’s relentless promotion of fossil fuels (coal, oil, and gas), the public favors <a href="http://www.pewresearch.org/fact-tank/2017/01/23/two-thirds-of-americans-give-priority-to-developing-alternative-energy-over-fossil-fuels/">investments in renewable energy</a> and <a href="http://climatecommunication.yale.edu/publications/paris_agreement_by_state/">remaining</a> in the Paris climate agreement.Trump has tried to implement his radical agenda using three approaches:<ol><li>To rely on the Republican majorities in the two houses of Congress to pass legislation in the face of strong popular opposition. That approach succeeded once, with the 2017 corporate tax cut, because big Republican donors insisted on the measure, but it failed with Trump’s attempt to repeal Obamacare, as three Republican senators balked.</li> 	<li>To use executive orders to circumvent Congress. Here the courts have repeatedly intervened, most recently within days of the election, when a federal district court <a href="https://www.nytimes.com/2018/11/09/climate/judge-blocks-keystone-pipeline.html">halted work on the Keystone XL Pipeline</a>, a project strongly opposed by environmentalists, on the grounds that the Trump administration had failed to present a “reasoned explanation” for its actions. Trump repeatedly and dangerously oversteps his authority, and the courts keep pushing back.</li> 	<li>To rally public opinion to his side. Yet, despite his frequent rallies, or perhaps because of them and their incendiary vulgarity, <a href="https://news.gallup.com/poll/203207/trump-job-approval-weekly.aspx?g_source=link_newsv9&amp;g_campaign=item_203198&amp;g_medium=copy">Trump’s disapproval rating</a>has exceeded his approval rating since the earliest days of his administration. His current overall disapproval rating is 54%, versus 40% approval, with strong approval from around 25% of the public.</li></ol>In the midterm elections, which Trump himself described as a referendum on his presidency, the Democratic candidates for both the House and Senate <a href="https://elections.huffingtonpost.com/2018/results/hq">vastly outpolled</a> their Republican opponents. In the House races, Democrats received 53,314,159 votes nationally, compared with 48,439,810 for Republicans. In the Senate races, Democrats outpolled Republicans by 47,537,699 votes to 34,280,990.Nonetheless, the Republicans hold a slight majority in the Senate, where each state is represented by two senators, regardless of the size of its population, because they tend to win their seats in less populous states, whereas Democrats prevail in the major coastal and Midwestern states. Wyoming, for example, elects two Republican senators to represent its nearly 580,000 residents, while California’s more than 39 million residents elect two Democratic senators. Democrats win more votes, but Republicans win more seats.Without control of the House, however, Trump will no longer be able to enact any unpopular legislation. Only policies with bipartisan support will have a chance of passing both chambers.On the economic front, Trump’s trade policies will become even less popular in the months ahead as the American economy cools from the “sugar high” of the corporate tax cut, as growing uncertainty about global trade policy hamstrings business investment, and as both the budget deficit and interest rates rise. Trump’s phony national-security justifications for raising tariffs will also be challenged politically and perhaps in the courts.True, Trump will be able to continue appointing conservative federal judges and most likely win their confirmation in the Republican-majority Senate. And on issues of war and peace, Trump will operate with terrifyingly little oversight by Congress or the public, an affliction of the US political system since World War II. Trump, like his recent predecessors, will most likely keep America mired in wars in the Middle East and Africa, despite the lack of significant public understanding or support.Nonetheless, there are three further reasons to believe that Trump’s hold on power will weaken significantly in the coming months. First, Special Counsel Robert Mueller may very well document serious malfeasance by Trump, his family members, and/or his close advisers. Mueller kept a low profile in the run-up to the election. We will most likely hear from him soon.Second, the House Democrats will begin to investigate Trump’s taxes and personal business dealings, including through congressional subpoenas. There are strong reasons to believe that Trump has committed serious tax evasion (as the New York Times <a href="https://www.nytimes.com/interactive/2018/10/02/us/politics/donald-trump-tax-schemes-fred-trump.html">recently outlined</a>) and has illegally enriched his family as president (a lawsuit that the courts have <a href="https://edition.cnn.com/2018/11/02/politics/donald-trump-emoluments-clause-dc-maryland/index.html">allowed to proceed</a> alleges violations of the emoluments clause of the Constitution). Trump is likely to ignore or fight the subpoenas, setting the stage for a major political crisis.Third, and most important, Trump is not merely an extremist politician. He suffers from what author Ian Hughes has <a href="https://www.amazon.com/dp/B07H44BMM6/ref=dp-kindle-redirect?_encoding=UTF8&amp;btkr=1">recently</a> called “a disordered mind,” filled with hate, paranoia, and narcissism. According to two close observers of Trump, the president’s grip on reality “<a href="https://www.politico.com/magazine/story/2018/07/27/inside-the-mind-of-donald-trump-219074">will likely continue to diminish</a>” in the face of growing political obstacles, investigations into his taxes and business dealings, Mueller’s findings, and an energized political opposition. We may already be seeing that in Trump’s <a href="https://www.nytimes.com/2018/11/09/us/politics/matthew-whitaker-donald-trump.html?smid=fb-nytimes&amp;smtyp=cur&amp;fbclid=IwAR0MxF9dqRt5w1M5HT6Gy6syoaqbsJjfg6SRlN4JhcdURUrV-btCv_pHgt4">erratic</a> and <a href="https://www.youtube.com/watch?v=zdFe-LmFRV8&amp;t=1s">aggressive</a> behavior since the election.The coming months may be especially dangerous for America and the world. As Trump’s political position weakens and the obstacles facing him grow, his mental instability will pose an ever-greater danger. He could explode in rage, fire Mueller, and perhaps try to launch a war or claim emergency powers in order to restore his authority. We have not yet seen Trump in full fury, but may do so soon, as his room for maneuver continues to narrow. Trump’s diminishing power and rising rage

Photo: RANDY BERRY / TWITTER</figcaption></figure>WASHINGTON -- The United States-Nepal Trade and Investment Framework (TIFA) Council held its fourth meeting on 13 November here to promote expanded bilateral trade and investment in both goods and services as well as technical assistance. The meeting was co-chaired by Mark Linscott, Assistant U.S. Trade Representative, and Chandra Kumar Ghimire, Secretary, Ministry of Industry, Commerce, and Supplies, Government of Nepal.Nepal and the United States discussed the importance of fully utilising preferential trade benefits for select products from Nepal till 2025 as a result of the Trade Facilitation and Trade Enforcement Act of 2015. The United States took note of Nepal’s interest in expanding utilisation of the trade preference program, promoting investment in Nepal, and enhancing trade capacity-building support for stronger economic growth.Negotiations focused on labour reforms, investment promotion, implementation of the WTO Trade Facilitation Agreement, digital trade and e-commerce, sanitary and phytosanitary measures, as well as greater market access and reform in Nepal’s agricultural sector. The United States engaged with Nepal to identify ways to foster innovation and improve the business climate through draft legislation that would increase intellectual property protections and facilitate foreign investment. The United States expressed a willingness to explore further technical assistance to Nepal to increase trade and investment.The Trade and Investment Framework Agreement (TIFA) Between the Government of Nepal and the United States of America entered into force on April 15, 2011. Objectives of the agreement include the expansion of trade, investment and technical cooperation, and strengthening economic relations between the two countries. Following the 2015 earthquakes in Nepal, the Trade Facilitation and Trade Enforcement Act of 2015 established a new country-specific preference program to grant duty-free treatment to Nepal for products covered by 77 Harmonized Tariff Schedule lines (including handicrafts, shawls, and travel goods). Nepal and the United States had $168 million in total (two-way) goods trade during 2017, a 30 percent increase compared to 2016.

Imagine a train station at Mechi Nagar bringing tourists on their way to Tibet and Kathmandu on holiday.The <a href="https://www.nepalitimes.com/banner/bimstec-facelift/" target="_blank" rel="noopener">BIMSTEC Summit</a> last week in Kathmandu got a lot of flak. People complained that it was inappopriate to talk about regional connectivity when Kathmandu’s own roads were in ruins. Yet, the sub-regional grouping’s emphasis on connecting South Asia with Southeast Asia has a lot of potential.The distance between member countries is only in the mind. And even within Nepal it will be Province 1 that can be the gateway to future trade and multi- dimensional cooperation in roads and energy.What dampens this enthusiasm is the language of <a href="https://www.nepalitimes.com/editorial/sorry-state/" target="_blank" rel="noopener">BIMSTEC</a> bureaucrats that are not really actionable but just meant to keep politicians talking, the administration and security agencies baffled, the expensive venues occupied, and in the end nothing tangible ever comes out for the people who were stuck in long traffic jams and had to endure humiliation in the name of VIP security. The document is written by people who have no intention of doing anything, and is signed by Heads of Government whose political lifespan is so ephemeral that they just want to maintain the status quo.This lethal combination keeps our part of the world from growing economically. Let us take the three points in the Kathmandu declaration that talk about establishing the BIMSTEC development fund, the point about continuing to talk about creating a BIMSTEC free trade zone, and ending poverty by 2030.Could not the language in the resolution read: ‘We will create a BIMSTEC free trade zone across the member countries within one year, increasing the volume of trade by X% per year and; Y% of this will go to set up a development fund contributing to ending poverty.’ As the Beatles song goes, ‘You may think I am a dreamer, but I am not the only one…’In the true spirit of <a href="https://archive.nepalitimes.com/regular-columns/Analysis/how-decentralised-is-federalism,776" target="_blank" rel="noopener">devolution and federalism</a>, Province 1 could start working with Bhutan, Bangladesh, the states of Sikkim, West Bengal and Bihar of India to create a free trade zone in food, tourism and energy, without waiting for the central governments. The Chief Minister of Province 1, which is closest to the Bay of Bengal, could take the lead on behalf of Nepal and maybe even host the next <a href="https://archive.nepalitimes.com/article/nation/connecting-Bangladesh-China-India-Nepal,2966" target="_blank" rel="noopener">BIMSTEC</a> meeting there in three years to report back.In a part of the world where a country’s currency used by more than a billion people can be banned a few minutes before midnight, do not tell us we cannot start trading, allocating a percent of the revenue to a development fund and end poverty.Such actionable declarations could also make them much shorter. Could someone also tell us how much the Kathmandu meeting cost? <a href="https://www.nepalitimes.com/opinion/hugging-hogs/" target="_blank" rel="noopener">How much did the fencing around Tin Kune cost?</a> The people of BIMSTEC countries are not impressed by the number of expensive cars that are needed to take politicians from the airport to their hotels and their grand banquets.Why do they need helicopters in the sky to escort motorcades, when the guest could have been in the helicopter. Why do our politicians need a car and security to travel from their suites to meeting venues only 50m away?Nepal desperately needs access to the larger market that BIMSTEC has to offer. Aid will dry up sooner or later, free trade is more tangible and sustainable. It can raise productivity, quality and competitiveness will be the big variables. The modern city gets its name from Prime Minister Bir SJB Rana who established it in 1897. The settlement expanded as trade between British India and Nepal grew, and later became the metropolis it is today.Birganj today is both Nepal’s <a href="http://archive.nepalitimes.com/news.php?id=3471#.W3zfymaB1TY" target="_blank" rel="noopener">major industrial hub</a> and trade and transit point connecting Nepal to Calcutta port. The customs office here collects more revenue for the government than any other location in Nepal, mainly as tax on imports. The town is buzzing with economic activity, and rentals are scarce and expensive.The Birganj-Simara Corridor is Nepal’s industrial heartland. The highway is thick with trucks these days carrying goods up to Kathmandu and beyond, as well as imported steel rolls to be forged into pipes and exported back to India. Nepal has put its now stable electricity supply with good voltage to good use, and the value addition is done here.The roads and other infrastructure, like everywhere else in Nepal, are in a perpetual state of deconstruction. The snail pace at which the main highway between Raxaul and Kathmandu is being expanded is frustrating, but we have got used to such delays here. The side drains are clogged with gravel and aggregates, which blocks the drainage and turns the roads into ponds, which are ideal breeding ground for mosquitoes causing a major health hazard.The eastern suburb of Birgunj is a leafy quiet area called Vishuwa with its old trees, a wetland with lotus flowers and large statues of the Pancha Buddha. Monks, pilgrims and travelers who walked from Lumbini to Bodhgaya have used this spot as a rest place since ancient times. The word Vikshu over time became Vishuwa in Bhojpuri for the locals.In Vishuwais a dome-like hillock which is similar to the stupas of Patan. It is conceivable that it also contains ancient Buddhist relics from the time of Emperor Ashoka. The mound is protected by a boundary wall, and future excavations may well tell us about the history of not just Birganj but also its importance to Buddhism 2,500 years ago.Other tidbits: Nepal’s first motorable all-weather road was built in 1924 from here to Bhimphedi ropeway terminal that connected to Kathmandu. The ropeway could haul 8 tons of goods per hour to Teku in Kathmandu. Adrian Sever in his book, Nepal under the Ranas, says this was all done to make it easier for luxury goods the Ranas wanted to come in, but keep the people out.In 1927, a metre gauge railroad (again, Nepal’s first) was built connecting Raxaul in India to Amlekhganj.Nepal’s first police force was established here in 1904, and Birganj was one of the first three municipalities formed during the rule of Prime Minister Mohan Shumsher. Birganj was also one of the first towns to fall to democratic forces led by the Nepali Congress ‘liberation army’in 1950, that led to the downfall of the Ranas.Birganj’s economic importance to Nepal is also why it is the strategic point for successive <a href="http://archive.nepalitimes.com/blogs/thebrief/2015/09/25/unofficial-blockade/" target="_blank" rel="noopener">Indian blockades</a> of Nepal, including the last one in 2015. With federalism, Birganj is now not just important to Nepal but is also the <a href="http://archive.nepalitimes.com/blogs/thebrief/2018/01/18/protests-over-temporary-capitals/" target="_blank" rel="noopener">economic capital of Province 2</a>. It is striving to become a modern metropolis that is not only an industrial and trade hub, but also a business and tourist destination.Casinos and big new hotels are coming up, there are 6 flights daily from Kathmandu to Simara, and the planned <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank" rel="noopener">new international airport in Nijgad</a> with the propose <a href="https://www.nepalitimes.com/here-now/elementor-3766/" target="_blank" rel="noopener">Raxaul-Kathmandu railway</a> could give the city another boost.Anil Chitrakar is President of Siddharthinc

Birganj waits for the boom

Call centres catering to international clients sprang up, travel and tourism boomed, Nepalis started migrating overseas for work, and made-in-Nepal carpets, garments and pashminas started being exported all over the world. Weavers, tailors and workers needed for the factories flocked to Kathmandu Valley, feeding its rapid urbanisation.Nepal seemed to be living the prediction of Francis Fukuyama, who declared capitalism to be the end of history. It was also the end of geography.But Fukuyama was proven wrong, the global economy was hit by multiple economic crises and recessions, and Nepal’s export market collapsed. In her book Death of an Industry, Mallika Shakya traces the history of the rise and fall of Nepal’s garment industry.It all started in 1974 with the American Multi-Fiber Arrangement (MFA) which allocated quotas to garment imports from developing nations. Its actual intent was to protect its domestic industry, but it suited Nepal well and a garment manufacturing industry materialised almost overnight, becoming the country’s fourth-largest export at one point.When the MFA finally lapsed in 2004, Nepal’s garment industry collapsed. Shakya takes issue with how this demise was considered natural, even inevitable, by the state, and how workers were left to fend for themselves. Most opted to migrate to the Persian Gulf, fuelling another industry.‘The state felt well grounded, technically in its assertion that the industry collapsed because it could not compete in the global market. It was felt that if it was not good enough, it did not deserve to live, and the state felt legitimacy in ignoring the plight of millions employed by the industry,’ Shakya writes.For Shakya, the garment saga epitomises ‘the hegemony of neoliberalism’, which became mainstream in Nepal in the 1980s with World Bank’s Structural Adjustment Program (SAP), and after 1990 with the free market principles.An industry once made up of 1,200 firms now has only 50, and survives on orders that have no other takers. Apparel exports from China, India and Bangladesh flourished even after the MFA because cheap labour made them more competitive. Without that, our products will always be more expensive,” he explained.Avinash Gupta, an apparel-industry researcher with Kathmandu based think tank SAWTEE, agrees that countries like Bangladesh benefitted from state support. “There was credible effort from the state through duty refunds, tax concessions, back to back Letter of Credits, bonded warehouse, training trips among others,” he says. “No manufacturing sector in the world has expanded without technological learning, and this almost always has been a function of industrial policies.”History also shows that industries have not developed with just a laissez-faire policy, and the state always has a role to play in industrialisation of now-developed countries like Korea, China and Taiwan. In Nepal though, the garment and carpet industries went through boom and bust cycles, but were left to fend for themselves.“In our neighbouring countries, such industries get state support in the form of land on lease and bank loans at low rates. Such support, and economic diplomacy to secure the right of seaport access for a landlocked country are necessary to make us competitive,” says Ram Bahadur Gurung of the Central Carpet Industries Association Nepal.Nepal’s pashmina export is another industry that boomed, then collapsed. It is still relatively well placed with its trademarks registered in 47 countries, but struggles to raise annual sales above Rs5 billion."Our sales are based on fashion, and we cannot predict the ebb and flow of fashion in our markets. The state needs to help us send our young designers abroad to study, so that we are able to break into the design sector,” says Durga Bikram Thapa of the <a href="http://archive.nepalitimes.com/news.php?id=17448#.W1qrw9UzbIU" target="_blank" rel="noopener">Nepal Pashmina Industries</a> Association.In her book, Shakya cites how one garment factory tried to climb the supply chain hierarchy by sending a young scion abroad to study design. He realised that gauging global fashion trends set by a handful of influential European designers was beyond him, and declared his years of learning wasted. Shakya calls this the ‘penultimate satanic mill of faceless proletarianisation’.Workers had no creative inputs, no share of the profits, and their highly specialised skills were useless elsewhere. So, they had nothing to fall back on when the industry collapsed and western buyers simply gathered up their profits and took their orders elsewhere. They had no inkling as to why the industry came and went, or how it left Nepal’s environment polluted and increased urban poverty.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f0db9c7e80680e0359f8jpeg.jpg" alt="" width="500" height="652">Shakya returns to this theme of the<a href="http://archive.nepalitimes.com/news.php?id=18674#.W1qr3dUzbIU" target="_blank" rel="noopener"> helplessness of the Global South</a> again and again in her book. Nepal is small fry on the world stage with no clout in matters affecting its citizens. Even while the US government and the World Trade Organisation decided the MFA’s time was up, factory owners in Nepal fell back on fatalism and conducted religious rituals to ward off the curse.Nepali businessmen did try to lobby for an MFA extension, but could not even find someone to table the bill in the US Congress. After the Rana Plaza collapse in 2013 in Bangladesh in which nearly 3,000 workers were killed, all of South Asia suffered from the negative western media coverage of exploited workers in dangerous sweat shops. The international media fell back on an orientalist view to blame lax building standards and corruption, ignoring that it was the end of the MFA had forced countries to be competitive by cutting corners.Shakya denies her book is angry or pessimistic in tone, and says she offers alternatives. Since the garment export business was created by global economic factors, the feeling here was that it was beyond Nepal’s control. Hence, its loss meant nothing to Nepal. Although the industry initially attracted Indian investors using Nepal’s quotas, over time the factories were populated by Nepal’s poor, and owned by Nepalis – and they suffered when the MFA lapsed. The alternative to this outlook, Shakya says, lies in policies that take ‘human economy’ into account, where the welfare of workers is priority.Nepal’s prolonged political transition is now replaced with ruling Communists who have promised economic prosperity through political stability. The country’s planners should read Shakya’s book to learn lessons from the recent past – the main one being finding alternatives to pervasive global neoliberalism that she says has done more harm than good to Nepal.Asked what she hopes her book can achieve, Shakya told us: “Agencies like the WTO, World Bank and countries like the US are powerful, but the bigger problem is our own lack of imagination, in believing in the supremacy of market forces over state regulation, competitiveness over social justice. A post mortem of Nepal’s garment boom

Fenerbahçe Beko won the Turkish Airlines EuroLeague finals in Abu Dhabi, held 23-25 May, defeating Monaco 81-70 in the final. Olympiacos, who defeated Panathinaikos 97-93, finished the series in third place. The Most Valuable Player (MVP) of the final match, Nigel Hayes-Davis from Fenerbahçe Beko, received a prize of 1,000,000 Miles&amp;Smiles from Turkish Airlines’ Chief Commercial Officer Ahmet Olmuştur. In the black and white photograph, General Wangdu smiles broadly in front of the dusty cactus garden in Kathmandu’s Annapurna Hotel. With an ill-fitting jacket and shaggy hair he looks benign enough, but this was the last leader of the Tibetan freedom fighters who led the resistance against the Chinese from their remote mountain hideouts in <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a>. Five months later, Wangdu was dead. Snapped in March 1974, I had only recently arrived in Nepal. How did I meet this legendary fighter? Possibly with his devoted camp follower, Lynne Klapecki, and probably in the Om Restaurant near Freak Street which was the preferred <a href="https://nepalitimes.com/banner/hippie-trail-nostalgia-in-kathmandu">hippie hang-out</a>. Om Lobsang and his brother Yeshe were <a href="https://archive.nepalitimes.com/page/earthquake-brings-back-memories-of-camps-for-tibetan-refugees">refugees from East Tibet </a>whose cafe offered a friendly welcome and<a href="https://nepalitimes.com/multimedia/momo-loco"> the best momos</a> - they became my in-laws after I married their eldest brother Tenzin, but that was a decade later.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1.jpg" data-media-id="editor_4" data-image-id="2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1" data-rendition-name="original" width="1000" height="1583" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Photo: LISA CHOEGYAL</figcaption> </figure>  Wangdu’s English was enthusiastically rudimentary, but even riding around town with him on the back of an aging <a href="https://nepalitimes.com/here-now/kathmandu-s-new-motorbike-museum">motorbike</a>, he was a commanding presence. Always flanked by armed outriders, impressive scars marked his forearms and a pistol hung from the cord around his neck. A charismatic guerrilla leader, Wangdu was celebrated by his followers for his tough commitment and respected for his measured pragmatism. He seemed so young to have shouldered such a responsibility of command, leading hundreds of hardened <a href="https://archive.nepalitimes.com/article/nation/50-years-after-the%20raid-into-Tibet,1012#google_vignette">Khampa combatants </a>through what had been a particularly <a href="https://nepalitimes.com/news/heavy-snowfall-over-nepal-himalaya">brutal winter in Mustang</a>, the last bastion to hold out against the Chinese invasion of their Tibetan homeland.&nbsp; The freedom fighters of Tibet, known as the Chushi-Gangdruk, had emerged to resist the <a href="https://nepalitimes.com/editorial/territorialism">Chinese takeover</a> of Tibet during the 1950s. Estimated to be 80,000-strong at the time of <a href="https://nepalitimes.com/here-now/what-or-who-after-the-dalai-lama">the Dalai Lama</a>’s final escape to India in 1959, the sheer number of Chinese deployed into Tibet eventually forced the Chushi-Gangdruk to retreat to Mustang, From this high Himalayan stronghold, they continued cross-border raids on the Chinese People’s Liberation Army (PLA) throughout the 1960s.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd.jpg" data-media-id="editor_10" data-image-id="2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd" data-rendition-name="original" width="1114" height="676" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Guerrillas known as the Chushi-Gangdruk emerged to resist the Chinese annexation of Tibet during the 1950s. Sipping sweet tea from a blue mug with a chipped lid, I sat bemused in a corner of the Mustang Hotel room whilst Wangdu and his cohorts received a battered brown suitcase from their CIA connection, a tousle-haired American in a leather jacket. Heaved onto the dingy bedspread that covered the thin mattress, it was clicked open to reveal piles of neatly stacked dollar bills.&nbsp; I cannot think why Wangdu allowed me to witness this handover but I was clearly no threat, a newly arrived world traveller with no understanding of the stakes nor any Nepali or <a href="https://nepalitimes.com/multimedia/tibetan-music-in-nepals-sacred-valley">Tibetan language</a>. Despite armed guards in the corridor,Wangdu radiated confidence and bravado, and there was a practiced familiarity to the tense transaction. This deadly dance for many years had been funded by the Americans, tolerated by <a href="https://nepalitimes.com/here-now/the-kingdom-within-a-republic">Mustang’s residents</a>, and permitted by King Mahendra and the Nepali authorities who it suited to turn a blind eye.&nbsp; But Mahendra died in 1972, and times were changing. Richard Nixon’s ping-pong diplomacy thawed the cold war and signalled a fresh entente with China. Nepal’s yet-to-be-crowned <a href="https://nepalitimes.com/here-now/if-birendra-was-alive-nepal-could-still-be-a-monarchy">King Birendra </a>was under pressure to curb the irritating incursions against the PLA launched from the Nepali territory of Mustang. Photo courtesy: RAJRNDRA KUNWAR</figcaption> </figure>  While I naively rode pillion around Kathmandu in the spring sunshine, Wangdu was in the midst of what turned out to be his final round of negotiations with the Nepal government. Refusing to cease hostilities with the Chinese, Wangdu must have suspected the cost of his decision, making his cheerful smile in the photograph all the more poignant and brave. It was only much later that I appreciated the significance of the moment. Wangdu had been sent to replace the first resistance leader in Mustang, Baba Gen Yeshe, a much derided corrupt character who stole money meant for his troops and exploited fleeing refugees by seizing their treasures. Baba Gen Yeshe never forgave Wangdu,and sought revenge in May 1974 by betraying him and his commanders to the Nepal authorities. It is equally possible – during that last, <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush?fbclid=IwZXh0bgNhZW0CMTEAAR31-Cqw8oyIwMPzf_35e4Skr0ululJvLf3_vDkzHn-AYG2h8uPw2rqqErg_aem_tGVn5coY1-jA7fze_xqhew">desolate winter </a>– that he made the decision to go out in glory rather than admit defeat. Over the last fifteen years, Wangdu had experienced Tibet’s organized resistance being squeezed and shoved around by every conceivable outside force.&nbsp; First they had been pushed out of their own country by the PLA; then they had been refused sanction while on <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds?fbclid=IwAR0PpJ5zUEbwdug3g_U3ar6FUugngRY0S8Tl2v_7wqzrsHmXWcXsKjvL4t4">Indian soil</a>; then they were abandoned by the Americans because, apparently, Nixon wanted to make friends with Wangdu’s mortal enemies, the communists; then they had been betrayed by the vampiric Baba Gen Yeshe – a Tibetan and, even worse, a fellow Khampa; and now, finally Wangdu’s army was being evicted by the Nepalis. One thing was certain: Wangdu was a warrior. Wangdu and six of his exhausted party were killed on their horses by <a href="https://archive.nepalitimes.com/news.php?id=7270">the Royal Nepal Army</a> on the brink of escape. The officer in charge, Aditya SJB Rana, cleverly predicted their route into India after they failed to silence a police radio in Yari. A carefully laid ambush trapped them near the summit of the Tinker Pass in Darchula,at 5,000 meters the highest military operation of its time. The Last Days of the Khampa

Starting 17 September Turkish Airlines will fly daily to Seville, one of Spain’s major tourist draws. This is Turkish’s sixth destination in Spain after Madrid, Barcelona, Valencia, Malaga, and Bilbao. Seville is in the Andalusia region on Spain’s south coast with a rich Moor history. There are approximately 30,000 Nepalis living in Spain.&nbsp;

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. This curated collection is a living tribute to <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">Himalayan culture</a> with economic depictions of deities, mandala and sacred narratives. The exhibition at <a href="https://nepalitimes.com/multimedia/a-portal-into-patan-s-past-and-present">Patan Museum</a> also provides an opportunity to meet painters and custodians of art and culture.
