Droughts have dried up springs, and when it does rain, it comes down to unleash deadly <a href="https://www.nepalitimes.com/banner/kathmandus-flash-floods-are-4-decades-in-the-making/" target="_blank" rel="noopener noreferrer">flash floods</a>.
If there was an effective farm irrigation network, reliable and safe drinking water in every village, Nepalis would find it much easier to cope with the impact of the <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/" target="_blank" rel="noopener noreferrer">climate emergency</a>.  Historical state failure has provided neither, and blaming climate change now is just a convenient excuse to cover up for past neglect.
There have always been <a href="https://www.nepalitimes.com/banner/first-drought-then-downpour/" target="_blank" rel="noopener noreferrer">droughts in Nepal</a>.  For millennia, Himalayan rivers have unleashed catastrophic floods. The climate crisis has just made them worse, as poorly designed infrastructure and settlements lead to more destructive disasters.  
Melting icecaps get all the media attention as the world deals with climate change, but it is the<a href="https://www.nepalitimes.com/banner/tracing-past-glacial-floods-in-kangchenjunga/" target="_blank" rel="noopener noreferrer"> state of our streams, rivers, and ground water</a> that affect more people immediately. 
With outmigration of men from rural areas, it is mostly women who are left to farm, raise livestock, fetch water, and care for the household. Even before the climate crisis hit, the <a href="https://www.nepalitimes.com/opinion/educating-girls-for-climate-action/" target="_blank" rel="noopener noreferrer">work of Nepali women</a> was demanding and undervalued. Global warming has just made their drudgery much worse.

In Kavre district, women who had to walk a few minutes to fetch water now have to make one hour roundtrips because <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener noreferrer">springs have dried up</a>. With the men-folk gone, women like Namdak Sangmo in our special report from Dolpo struggle to survive after their farms were swept away by a glacial flood. 
You do not need to be a gender activist to see how <a href="https://www.nepalitimes.com/latest/nepali-women-doubly-burdened-by-climate-change/" target="_blank" rel="noopener noreferrer">women bear a disproportionate burden from the climate crisis</a>. Across the Himalayan foothills, farm terraces lie dry and fallow. Women are not just heading households now, they also have to make decisions about planting, irrigation, harvesting, grazing, foraging, cooking, and taking care of children. 
While remittance money has helped raise the standard of living, extreme events like the <a href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer">deadly floods and landslides this monsoon</a> season add to the misery. Three-fourths of Nepal’s farmers are dependent on rain-fed agriculture, and the combined impact of weather extremes and the pandemic have added to food insecurity. 
Increased work for women in the household means many daughters drop out of school to help with household chores. Most of these problems predate climate change, but <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener noreferrer">global warming has added to the challenges women face every day</a>. 
The most low-hanging fruit for climate adaptation in Nepal is to <a href="https://www.nepalitimes.com/here-now/the-waste-land/" target="_blank" rel="noopener noreferrer">provide women with enough water</a>,  or protect their families from too much of it. And that is exactly where most of Nepal’s success stories are happening.

Faced with dry springs, Mother’s Groups and Forestry User Groups in Kavre have joined forces to harvest monsoon water for household use in the dry season. They have revived traditional network of ponds for groundwater recharge, and nurtured indigenous plant species in community forests.  
In Kailali district in the western plains, farmers who used to suffer from chronic floods are using botanical buffers. Bamboo and napier grass on embankments and sugarcane on riverbanks block floods, while providing cash income. In Kanchanpur district, villagers also grow banana, watermelon, pumpkin, squash and gourd after the floods recede, taking advantage of nutrient-rich soil deposit.
While developmental partners, aid agencies and non-governmental organisations have played a crucial role in introducing climate-specific interventions, theirs is a piecemeal approach. In fact, it often lets the government off the hook. We need to scale up these successful pilot projects nationwide.
With or without the climate crisis, it is the state’s responsibility to ensure access to water for households and irrigation. After all, droughts and floods are nothing new here. 
Nepal’s delegation to the <a href="https://ukcop26.org" target="_blank" rel="noopener noreferrer">COP26 Climate Summit</a> next week will be led by Prime Minister Sher Bahadur Deuba. But instead of going to Glasgow, Deuba should head out to his home constituency of Dadeldhura-1 to see for himself how the most marginalised women have coped with this year’s triple whammy – drought, wildfires and floods.  
In Glasgow, the focus is on emissions reduction and compensating countries like Nepal for loss and damage. Nepal’s delegation has little right to hold out the begging bowl when it is doing so little for its own people back home. Climate justice and historical emissions sound good in speeches, but it does not deliver food security today. 
Women and their added vulnerability to the climate emergency should not be limited to sound bites at international fora, but goad real action that prioritise them.

Here on Earth, however, this critical natural resource is often undervalued.Even though 71% of the planet’s area is covered in water, only 1.2% of this is available for human use.An average person requires 50 litres of water per day for basic use. However, two-thirds of the world’s population is currently experiencing <a href="https://archive.nepalitimes.com/article/editorial/h20-shortage,3456" target="_blank" rel="noopener noreferrer">severe water scarcity</a> for at least one month of the year-- many more people will be at risk by 2050.Some of the most serious challenges facing the world – floods, droughts, famine, health and sanitation, and pollution, all involve water. Nine of ten natural disasters are <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/" target="_blank" rel="noopener noreferrer">water-related</a>.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd90f9c7e80680e092e79jpeg.jpg" alt="" width="640" height="360">By 2050, the number of people at risk from floods is expected to rise to 1.6 billion from the current 1.2 billion, whereas half the global population is projected to be living in areas of severe water stress. Alterations to the natural water cycle therefore poses major risks for global food security, energy production, human health, economic development, and more. The consequences of <a href="https://www.nepalitimes.com/opinion/the-water-emergency/" target="_blank" rel="noopener noreferrer">water stress</a> will be disproportionately felt by the poorest and most vulnerable people.Nepal may be landlocked, but it lies astride the Himalaya, the water towers of Asia that irrigate vast areas downstream. The annual monsoon water cycle recharges thousands of lakes, ponds, and other wetlands. These water bodies are vital for life, bio-diversity, agriculture, medicines.Nepal’s rivers drain 225 billion cubic meters of water annually, providing irrigation to 1.43 out of the country’s 2.6 million hectares of agricultural land. The water cycle also recharges 12 billion m3 <a href="https://archive.nepalitimes.com/article/nation/water-table-of-kathmandu-valley-falling-fast-recharge-to-replenish,4100" target="_blank" rel="noopener noreferrer">groundwater</a> in the Chure-Bhabar zone of Nepal, habited by 60% of the population.While the journey of water from the Himalaya to the Tarai is life-giving, it also takes lives away every year in floods. Landslides triggered by deforestation, cultivation in steep slopes, haphazard road construction and earthquakes add to disruptions in water supply. With the climate crisis melting glaciers, lake outburst floods have added to the risk.A recent World Bank report ‘South Asia’s Hotspots’ warns that climate change could sharply worsen living conditions for <a href="https://www.nytimes.com/interactive/2018/06/28/climate/india-pakistan-warming-hotspots.html?module=inline" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nytimes.com/interactive/2018/06/28/climate/india-pakistan-warming-hotspots.html?module%3Dinline&amp;source=gmail&amp;ust=1616465347450000&amp;usg=AFQjCNGdFJ0LiJ2mHiRP2Mcz3OHmf4vcGA">up to 800 million people in the Subcontinent. </a>The World Resources Institute ranks Nepal 40thamong most water stressed countries, and with increasing demographic pressure the crisis is set to get worse.Even the water that is available is now polluted, and Nepal has yet to effectively address domestic, urban, industrial and agricultural sources. Riverbanks are used as landfill sites, or the <a href="https://archive.nepalitimes.com/page/crushing-tale-of-Chure" target="_blank" rel="noopener noreferrer">river beds dredged for sand and boulders</a>.The water availability per capita per year in Nepal is 8,000 m3 which suggests that the country need not face a water scarcity. Rather, it is poor management of water resources that has led to the curse of too little or too much water.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111156/636cd9119c7e80680e092e7ajpeg.jpg" alt="" width="1500" height="1125"><figcaption></figcaption></figure>Inadequate physical infrastructure, rapid population growth and climate change impact access. Rise in demand for electricity, pressure on surface and ground water for irrigation, industrial development, rapid urbanisation with <a href="http://archive.nepalitimes.com/news.php?id=18976#.YFgBci2B0b0" target="_blank" rel="noopener noreferrer">encroachment of wetlands</a> and increased use of water for sanitation during Covid-19 are factors driving demand. Meanwhile, new water schemes are mostly based on ground water aquifers which are being depleted because of inadequate recharge.Beyond natural and socio-economic value, Nepal’s freshwater resources also hold cultural importance. For instance, <a href="https://www.nepalitimes.com/banner/chitwans-bote-people-in-a-changing-world/" target="_blank" rel="noopener noreferrer">indigenous communities like the Bote</a>, Musahar, Kumal, Chepang, Danuwar, Darai, and Tharu settle along rivers and have a rich cultural attachment to water bodies.Investment in water can have a catalytic effect on other areas such as health, education, agriculture and job creation. Poor water quality halts economic progress, limits human potential and reduces food production.Much of the supply-demand issue around water can be solved by giving economic value to water, and making it affordable. As the manager of a water supply scheme in Nawalpur once said: “In the beginning people readily paid as much as Rs300 per month for cable tv, but a minimum payment of Rs100 for drinking water was a big issue.” Pricing water at its full marginal cost can reduce demand, just as payments and incentives for water conservation can increase water availability.Payment for ecosystem services to forest users, farmers or landowners in exchange for managing their land must be developed since <a href="http://archive.nepalitimes.com/news.php?id=4663#.YFgCFi2B0b0" target="_blank" rel="noopener noreferrer">freshwater wetlands</a> have five times the economic value of tropical forests.To change the future of water, we must rethink how we understand, value, and manage water as a precious resource, making every drop count. Too little, too much, or too polluted

Fittingly, the theme for the national gathering was ‘Climate Change, Mountains and the Future of Humanity’. The title may be grandiose, but that is because at the rate of warming, mass extinction is an imminent threat. Thresholds agreed on in <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">Paris in 2015</a>, and forecasts in last year’s <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">Himalayan Assessment</a> brought out by <a href="https://www.icimod.org/" target="_blank" rel="noopener">ICIMOD</a> may have to be revised because the rate of polar ice melt predicted for 2050 is already beginning to happen.The concentration of CO2 in the atmosphere has risen from 300 parts per million (ppm) at the start of the Industrial Revolution in 1820 to 415ppm today. Cascade effects like the loss of albedo as Arctic ice melts, the undermining of the West Antarctic Ice Shelf by warm ocean currents, methane from melting permafrost in Siberia means global warming is not linear.Greenhouse gas emissions from the mass burning of fossil fuels in the past 200 years have warmed the atmosphere by 1.3oC. Another 1.5oC increase will happen in the next 30 years. And due to a phenomenon called ‘elevation dependent warming’, the Himalayan mountains are expected to warm 0.3oC faster than the rest of the world.<a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">Himalayan ice will be nearly gone during this century</a>. The impact on biodiversity, <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener">weather</a>, stability of slopes, society, economics and ultimately politics, will be catastrophic. There is just not enough time to adapt.Which is why it is important for Nepal to take the lead in drawing global attention to the unique crisis faced by the Himalaya, for this does not just affect us but 1.2 billion people living downstream from Asia’s water towers.While global CO2 cutbacks are put on fast-forward, Nepal and other countries in the region need to quickly come up with ways to reduce risk, and to manage the severe disruptions in natural systems that are sure to gain pace in the coming decades.Even without <a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener">the climate crisis</a>, Nepal faces <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">enormous environmental challenges</a>. Our rivers are ravaged by sand mining, mountains are mauled by excavators, infrastructure is undercutting gains in forestry. Air pollution in urban areas exceed accepted international standards all year round, waste management is a mess, plastic litters the countryside.The climate emergency is happening in parallel with an unprecedented transformation in all spheres of life. Nepal used to be known as a predominantly rural, agriculture-based society. Not anymore.Agriculture now contributes only 27% of the economy. More than 60% of Nepal’s population lives in urban corridors.But 70% of Nepalis still rely on biomass for cooking and heating, which gives us the advantage of being poor – there is still time to leapfrog directly to a green economy, bypassing fossil energy. <img width="500" height="326" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101132/636b747d9c7e80680e062399jpeg.jpg" alt="">The proliferation of <a href="http://archive.nepalitimes.com/news.php?id=19354#.XkKKbdIza70">household biogas plants</a> that has reduced the pressure on forests, but only 3% of the population use it. There is vast untapped potential to extend this, as well as <a href="https://www.nepalitimes.com/banner/this-is-bullshit/">utility-scale biogas plants</a>. Making electricity accessible and affordable will enable more families to switch to electricity for cooking and space heating, reducing our per capita carbon footprint by bringing down LPG imports, as well as improving indoor air quality.It is no use anymore blaming historical emissions by industrialised countries and rising fossil fuel use in neighbouring India and China for melting our mountains. if we do not move towards clean energy ourselves. Cutting air pollution will not just improve our health, but also reduce soot deposition that accelerates glacial melting.There is a tendency in Nepal to blame everything on the climate crisis. Food deficit in the Karnali, outmigration, or floods in the Tarai, pre-date the climate crisis. If we address those structural issues, we as a nation automatically become climate resilient.Nepalis emit only 0.2 tons per capita per year of fossil carbon (Qatar does 40) whatever we do will not make a big dent. Nepal needs to switch to a green economy and renewable energy not to save the planet, but to save our economy from the mounting burden of petroleum imports.We need a government with single-minded focus on creating jobs with renewable energy projects and tourism development In the final analysis, everything rests on improving governance, and setting far-sighted goals and vision to be prepared for this global emergency. <h2>10 years ago this week</h2> An editorial 10 years ago this week delved into people in rural Nepal still dying of easily preventable diseases because of the lack of doctors, hospitals and affordable drugs. Sadly, that editorial could have been written today as the world deals with the coronavirus.Excerpt from <a href="http://archive.nepalitimes.com/issue/489" target="_blank" rel="noopener">Nepali Times #489</a> of 12-18 Feburary 2010:This is still a land where people die of simple, preventable causes. A lung or stomach infection, easily treated by modern medicine, can be fatal in rural Nepal. We know what to do to improve public health. Apart from more work on awareness, the country needs more hospitals and affordable drugs. Half the doctors in Nepal practice inside the country's Ring Road, so more needs to be done to retain them in district hospitals by giving them incentives to do so. <img width="374" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101132/636b747f9c7e80680e06239ajpeg.jpg" alt="">Diseases like TB, malaria, encephalitis, typhoid, diarrhoea and pneumonia can be treated with drugs. But they are not just medical problems. The root causes of sickness in Nepal are societal discrimination, economic disparity and political neglect. These cannot be treated with medicine.

Declaring an emergency

Sadly, erratic seems to be the new normal.There were storms in April, causing <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/" target="_blank" rel="noopener">floods</a>, and it seemed as if a large monsoon was on the way. This was followed by a couple of very dry months and delayed onset of the actual monsoon. From July it was as if the monsoon was playing catch up.Heavy rainfall creates havoc in the Kathmandu Valley, as streets turn into flowing sewage. Across the country, landslides and floods claim more lives and livelihoods. Now, <a href="https://www.nepalitimes.com/here-now/climate-health-emergency/" target="_blank" rel="noopener">dengue outbreaks</a> lengthen the list of monsoon dangers. The unjust and devastating impacts of flooding across the country have brought to the surface the failures of current development practices.One area that is often overlooked is the management of stormwater infrastructure. Poor maintenance, encroachment along riverbanks, improper waste disposal that clogs sewage outlets and rivers, and rampant enclosure of open land leave people vulnerable to threats that go beyond flooding. With its current wastewater infrastructure, even if the existing systems were fully functioning Kathmandu could handle less than 100 million litres per day of wastewater. <img width="300" height="182" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108181148/636a97309c7e80680e05dcabjpeg.jpg" alt="">Treatment plants are inadequate. While development-as-usual tends to focus on building bigger and better pipes, drainage is often overlooked, especially of stormwater after major rainfall events. Conventional practice transports stormwater to wastewater treatment systems. Yet, these systems are often overburdened and difficult to maintain, which causes sewage system overflows.Stormwater that overflows drains and runs down roads, streams and rivers carries with it more and more pollutants the farther it travels. Poorly managed stormwater is thus a major source of water pollution worldwide. Climate change projections are of more erratic and increased intensity storm events placing additional pressures on drainage infrastructure. Green infrastructure is a set of practices that utilise and revitalise ecosystems within and between watersheds, urban areas, neighbourhoods and households. Permeable pavement, rain gardens, bioswales, and household-level rainwater harvesting are common examples of green infrastructure solutions for stormwater.As cities elsewhere have found, green infrastructure saves. Financially, green infrastructure reduces the capital investment and operational costs of urban infrastructure. For cities like Philadelphia in the US, the cost of implementation has been four times lower than conventional stormwater drainage and wastewater treatment system upgrades. New York will see significant savings over the lifespan of its project, both in capital and operational costs.A review of over 400 green infrastructure initiatives by the <a href="https://www.asla.org" target="_blank" rel="noopener">American Society of Landscape Architects</a> showed that three-quarters of these investments were as cost-effective, or more so, than alternatives. Spread over 365 days this would be 420 million litres daily, but during the monsoon rainfall is much more concentrated. A 50mm storm produces 5.5 billion litres of stormwater, more than 50 times what wastewater treatment systems could handle if they were completely functional. The same storm would produce 5,000l of water on a normal household rooftop, 15 times their daily wastewater production.If much of this water was retained and recharged on-site the cost reductions, additional groundwater supply available, and the reduced pollution of the Bagmati and its tributaries would be enormous.  <figure><img width="500" height="333" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108181148/636a97319c7e80680e05dcacjpeg.jpg" alt=""><figcaption> </figcaption></figure>Green infrastructure already exists in this growing city. Ancient water infrastructure and management systems continue to function in the Valley. Historians, archaeologists, engineers and architects have found that each area of the Valley has a water system that is not only suited to the local environment but that also integrates ecology with Newa social and cultural practices. It could also include reimagining rainwater harvesting as more than an alternative water source for households, but a city-wide infrastructure for sustainable stormwater management.It is time for the city and its residents to rethink stormwater management. In Nepal’s weather, erratic is the new normal

And it is. Aquaponics combines rearing fish in tanks with hydroponics, which grows plants in water only.Aquaponics works like this: fish poop and leftover bits of food in a fish tank are pumped into the plant-growing area, where bacteria convert them into nitrites, then into nitrates. The nitrates are absorbed by the plants as food and the water is recycled to the fish tank. “Aquaponics is the best way to save water and the environment because the same water is continuously circulated throughout the system,” says Bill Ashwell, CEO of <a href="https://www.facebook.com/HOPENepalBioponics/" target="_blank" rel="noopener">Hope Nepal Bioponic Food and Aquaponic System</a>. “Open farming consumes 10 more times water, yet aquaponics is more productive.” <img width="1512" height="2016" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121156/636a44b99c7e80680e04d348jpeg.jpg" alt="">Ashwell came to Nepal for the first time in 1993 to trek, and fell in love with the mountains and people. It grows faster because it is raised in a protected environment in a greenhouse, where you can control climate conditions, and also because the plant gets all its nutrition requirements from the fish,” says Ashwell.  <img width="480" height="720" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121156/636a44bf9c7e80680e04d34ajpeg.jpg" alt="">Adopting aquaponics would help Nepal to improve agricultural productivity and reverse its growing reliance on food imports, and it could provide <a href="http://archive.nepalitimes.com/news.php?id=18312#.XPkc4BYzaUk" target="_blank" rel="noopener">food security</a> during natural <a href="http://archive.nepalitimes.com/article/editorial/deep-water,3883" target="_blank" rel="noopener">disasters like floods</a>. But the system has particular challenges: the farmer has to know something about fish farming, plumbing and chemistry, as well as agriculture. Also, the start-up phase is challenging.“People do have a strong desire to do this but they don’t know how to start and from where to start, and they don’t have time to learn all these skills,” says Ashwell, who believes nevertheless that the potential gains outweigh the losses. His vision is to install an aquaponic system on every rooftop of every house in the capital. “Kathmandu needs this system — there is a <a href="http://archive.nepalitimes.com/blogs/kundadixit/2017/01/05/h2o/" target="_blank" rel="noopener">lack of water</a> and people are compelled to eat <a href="http://archive.nepalitimes.com/article/nation/heavy-pesticide-use-and-low-consumer-awareness-affecting-public-health,1394" target="_blank" rel="noopener">vegetables grown with pesticides</a> and chemicals,” he says. “Aquaponics would also be ideal in more remote parts of Nepal where water is even scarcer.”

Something fishy in new Nepal farm

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Because of the shortage of qualified masons and proper seismic engineering, <a href="https://nepalitimes.com/here-now/structural-problems">many of the buildings are of questionable building standards </a>and the traditional architecture has been abandoned, admits Kul Bahadur Budathoki, deputy chair of the municipality. “But these buildings were more expensive than what the government grants could cover, many people here are heavily in debt and the men have <a href="https://nepalitimes.com/here-now/every-day-is-closer-to-pay-day">migrated to the Gulf to pay their loans</a>,” Budathoki says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480.jpg" data-media-id="editor_14" data-image-id="20250508110520_32f89e97b7e757fc9286c0bbb671f48ea8d4468e9634fa646d7247c650ad8480" data-rendition-name="original" width="1501" height="1079" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> <figcaption>Kul Bahadur Budathoki</figcaption> </figure>  Singati is in a multi-hazard zone. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
