Parliament on Wednesday passed the post-April earthquake National Reconstruction Authority bill.

Members of Parliament unilaterally voted for the bill seven months after a 7.8 magnitude earthquake killed 8,617 people and destroyed 473,000 houses in central Nepal.

Madhesi lawmakers had walked out of Parliament before Law Minister Agni Kharel presented the bill for voting. Before he walked out of Parliament, Madhesi lawmaker Laxman Lal Karna said: "Does this parliament belong to just the big parties?"

Madhesi parties are miffed at the ruling UML-Maoist coalition and the main opposition NC for tabling the first constitution amendment bill alongside the reconstruction bill.

However, the first constitution amendment bill was not presented for voting to avoid further confrontations with Madhesi parties. Madhesi parties have threatened to pull out of talks after the NC-UML-UCPN (M) tabled the two bills at once.
