But the alliance has not even been able to complete government formation, nor pass the budget and important legislation on stricter punishment for gender-based violence.Turmoil in Parliament this week, including physical confrontations between members that had to be controlled by marshals, has also meant the budget has not budged, and this has led to a government shutdown from Wednesday — affecting hospital care during the pandemic.Continued opposition by the main opposition UML has meant that besides the budget, critical pieces of ordinance, including one to increase <a href="https://www.nepalitimes.com/opinion/rape-rulings-in-nepal-follow-letter-not-spirit-of-the-law/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/rape-rulings-in-nepal-follow-letter-not-spirit-of-the-law/&amp;source=gmail&amp;ust=1631927850058000&amp;usg=AFQjCNE0uJWaELyu9SdhwI_oKEXopsk9zw">punishment for rape</a> and acid attacks against women have lapsed.“This has bolstered the morale of criminals because it will protect them from punishment,” says Tika Dahal of the Nepal Organisation of Handicapped Women.“It is a crime to threaten victims or buy them off, and the inability to pass these ordinances will mean that fewer women will come forward to lodge complaints,” she adds. There has been a <a href="https://www.nepalitimes.com/latest/in-nepal-lockdown-a-domestic-violence-spike/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/in-nepal-lockdown-a-domestic-violence-spike/&amp;source=gmail&amp;ust=1631927850058000&amp;usg=AFQjCNHWmrd7UmCdVcOO4lA4MaauH1-llg">significant increase in the number of reported rape cases </a>during the Covid-19 pandemic.The ordinances had in the past months brought down the number of rape cases where the perpetrator’s family tried to negotiate a settlement with the victim through intimidation or out-of-court offers of compensation, including getting the rapist to marry the victim.The other ordinance to prevent acid and other corrosive chemical attacks has also lapsed. <a href="https://www.nepalitimes.com/here-now/nepals-acid-attack-survivors-find-a-saviour/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/nepals-acid-attack-survivors-find-a-saviour/&amp;source=gmail&amp;ust=1631927850058000&amp;usg=AFQjCNEYcqgMX1pyu7JVUiclIyf5s03nXw">Activist Ujjwal Bikram Thapa</a> who has been helping women victims of acid attacks and lobbying for the legislation says it is a “national shame” that such an important bill has been allowed to lapse.“Preventing acid attacks on women is not a political issue, it was not for or against any political party,” Thapa said. “If the government cannot act on such a sensitive issue, we as a nation have lost our humanity.”The law would have increased the punishment to <a href="https://www.nepalitimes.com/here-now/the-prolonged-trauma-of-acid-attack-survivors/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/the-prolonged-trauma-of-acid-attack-survivors/&amp;source=gmail&amp;ust=1631927850058000&amp;usg=AFQjCNFOv0RqIp7iQqmDasfki-F3Q0FUaA">perpetrators of acid attacks</a> to 20 years jail terms, and Rs1 million in fines. If the victim died, the acid assaulter would have to pay compensation to the family. These laws are now not in effect anymore.Nepal’s Constitution mandates that a law or amendment brought by ordinance must be ratified by Parliament within 60 days of being presented to the House, otherwise it is automatically scrapped. The ordinances had been passed on 18 July and expired on Wednesday.“We had actually started seeing a drop in attempts to reach settlements in which the rape accused used power, muscle and money to avoid punishment,” says gender rights activist Sangita Timsina.Menuka Thapa of the group Rakshya Nepal says that after the ordinance stipulating a three-year jail term for those attempting to settle rapes cases out of court, she had seen a drop in such negotiations.Last year, when a 16-year-old was raped by multiple men in Saptari, local elders offered the victim’s family Rs55,000 if they forgave the perpetrator. When the family took a stand saying it wanted justice, not money, influential men in the village threatened them from filing a police case. The young woman committed suicide.But because the ordinance against out-of-court settlement had been passed, the perpetrators Dharma Mandal, Bishnu Mandal, Ranjit Mandal and Ballu Mandal as well as three elders trying to save them from punishment were detained by police.Similarly, at the other end of the country in Bajhang, a 12-year-old Dalit girl was murdered after rape. The alleged rapist Rajendra Bohra had last year been released from jail after this family paid a mere Rs500 to settle an earlier rape case. If the amendment had been in place, the second crime would not have happened.After a series of such rape settlement cases, the government of Prime Minister K P Oli had President Bidya Devi Bhandari sign an ordinance in November last year to amend the laws on rape and other crimes against women.Pressure to settle rape cases by offering money or threats against the victims or their families would be punishable by up to three years in prison and Rs30,000 fine. In fact, the amendment added another 6 months in jail if the one pressuring the victim is an elected official.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141152/636d023d9c7e80680e0a366ejpeg.jpg" alt="" width="2268" height="1390"><figcaption></figcaption></figure>The parliamentary stalemate has also affected the budget, and from the first of the Nepali month of Ashwin on Friday, the government cannot spend any money which could lead to a shutdown similar to the one that the United States experienced last year after a filibuster in Congress when Donald Trump was president.But while the US has seen such crises before, this is the first time Nepal has had a government shutdown because the House deadlock has meant that the government’s budget ordinance has lapsed.The reason for this state of affairs is that Prime Minister Deuba suspended Parliament when it looked like he could not pass an amendment to the Constitution allowing political parties to split with signatures of just 20% of their parliamentary parties.This was to facilitate Madhav Kumar Nepal to split from the UML to form the CPN (United Socialist) so that he could join the coalition government. K P Oli and the UML is also using his obstruction of the House to exact revenge on the coalition that ousted him.Five-time prime minister Sher Bahadur Deuba does not seem too perturbed. When asked by reporters this week how the government would function without a budget, he replied: “As it has functioned in the past.”Parmeswar Dhungana of the Finance Ministry says the first option is to have Parliament when it meets Monday to ratify the ordinance to split parties, that will unblock the other ordinances. The second option is to pass an emergency payment bill, but even for that the political deadlock between the coalition and the UML in both chambers of the House must end.The third option is to suspend Parliament again and pass and renew all pending bills, amendments and the budget by ordinance.This has happened before. Exactly ten years ago when then UML Finance Minister Surendra Pandey tried to present the budget, the current Maoist Finance Minister Janardan Sharma led a charge on the floor of the House and broke Pandey’s red-ribboned budget briefcase. After that, the UML coalition passed the budget by ordinance.The other collateral damage of the deadlock in Parliament is the US-supported <a href="https://www.nepalitimes.com/editorial/just-do-it/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/just-do-it/&amp;source=gmail&amp;ust=1631927850058000&amp;usg=AFQjCNF2KbkdVt5RHXp1wruRR1Tu1HOoVQ">Millennium Challenge Corporation (MCC)</a> project to increase the capacity of Nepal’s electricity transmission lines and improve highways. The project is already signed but needs to be ratified by Parliament in 2019, but has also been a victim of extreme politics.

The human cost of Nepal’s political deadlock

After years of lobbying to stop acid attacks that continue to disfigure mostly young women, Nepal’s President Bidya Devi Bhandari finally signed into law two ordinances regulating acid sales and criminalising perpetrators of acid attacks. “It was a victory for all the survivors of acid attacks, a recognition of their suffering and sacrifice,” says Thapa, who has been working relentlessly for the last six years helping many of them with medical treatment and rehabilitation. “They are the heroes. I am simply a medium for change.”  Ujjwal Bikram Thapa, 52, says his main inspiration for social service is his father Mohan Bikram, Nepal’s first forest conservation officer. After the 2015 earthquake, he helped construct 1,000 shelters for families, and has also helped 400 victims of burn related violence, many of them young women punished by in-laws for inadequate dowry.Thapa has devoted his life to social service, and started out helping his father to take care of patients from the family’s ancestral district of Sindhuli to get medical treatment in Kathmandu. After his father died nine years ago, Thapa carried on the work, financing it with earnings from his wife and other investments.Thapa has been encouraged by another famous alumni of Sherwood College in Nainital, Amitabh Bachchan, who has helped publicise his work with acid victims in Nepal and India.  <figure><img width="640" height="343" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda509c7e80680e080261jpeg.jpg" alt=""><figcaption></figcaption></figure>Indian acid attack activist Laxmi Agrawal also called Thapa last month to appreciate his work to have acid attacks criminalised by law in Nepal – a legislation that has been stuck in India itself. Often, I would be the only person telling them that they will probably never look the same.” Instead of pitying survivors, Thapa’s approach has been to restore their confidence and self-esteem. He encouraged 14-year-old <a href="https://www.nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence/&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNGZ5-j0CEmQXWAd0ojzQSEsdFWxSw">Muskan Khatun</a> to write to Prime Minister KP Oli, facilitating the <a href="https://www.nepalitimes.com/here-now/the-prolonged-trauma-of-acid-attack-survivors/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/the-prolonged-trauma-of-acid-attack-survivors/&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNEOal5BlpZnhYknAuucYpSs8nKHpA">high-profile parliamentary hearing, and a meeting</a> last month at Baluwatar between Oli and acid attack survivors that led to the Cabinet decision on the <a href="https://archive.nepalitimes.com/article/nation/lenient-punishment-not-a-deterrent-for-acid-attacks,2077" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/lenient-punishment-not-a-deterrent-for-acid-attacks,2077&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNFYqWDWXyHKiZNDbfnvcZkzjQ8cNg">ordinance.</a>Thapa has also built a solidarity group of <a href="http://archive.nepalitimes.com/news.php?id=13549#.X4Lxpi8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D13549%23.X4Lxpi8RoWo&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNEUxmt-ALcGaSsIGXDDZ4r5PxQJyg">acid attack survivors</a> who help each other, visiting the latest victim in hospital to provide moral and material support. Many call Thapa “father”, “uncle” or sometimes even “grandfather”, and speak of him with great fondness. The first person at Rajaram Thapa’s side at Teaching Hospital recently, for instance, was 16-year-old Muskan Khatun, who herself was splashed with acid last year in Birganj by a rejected suitor.“Ties of acid run thicker than blood,” explains Thapa, who traces the beginning of his work with acid attack victims to an incident at Bir Hospital in 2015. He was attending to an ailing relative, when there was a loud commotion at the emergency. <figure><img width="1882" height="1224" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda579c7e80680e080264jpeg.jpg" alt=""><figcaption>Sangita Magar and Ram Raja Thapa.</figcaption></figure><a href="http://archive.nepalitimes.com/blogs/thebrief/2015/02/24/acid-victims-want-justice/" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2015/02/24/acid-victims-want-justice/&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNHEtq1TWtApL8oa9dnvzSisPDXwiA">Sangita Magar</a> had just been brought in, her head disfigured and crying in pain. She was 16 when a young man threw acid at her during an SLC tuition class in Kathmandu. Thapa’s world shook as he pictured his three daughters in Sangita’s place. “I could not bear looking at her. I could only see my daughters in her place,” he recalls. “This was the first time in my life I felt so helpless.” Thapa decided to turn his outrage into action, and his appeals to then Prime Minister Lokendra Chand and Home Minister Bamdev Gautam secured free treatment for Sangita, who went on to finish her SLC exam and get free college education at Nobel Academy. The new legislation will now allow survivors like Sangita to have the government cover lifetime treatment costs, and her nasal reconstruction surgery that will cost Rs1.8 million will also be possible. Her nose was so badly burnt by the acid that surgeons grafted tissue from her thigh to allow her to breathe through her left ear.“After seven years, Sangita will not have to breathe through her ear again, she can breathe through her nose,” Thapa says.Bindabasini Kansakar had Rs70 worth of acid thrown at her, but her medical treatment so far has cost Rs20 million. Says Thapa: “The shopkeeper who sold the acid must have made just Rs20 profit on that bottle. With the new law, he will not be able to sell acid so easily.”In September 2018, <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/daughter-slaughter/&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNG23J2mnwkwOhsV_uY129m-iRjcEw">Samjhana and Sushmita Das had acid splashed on them</a> by a neighbour in Rautahat district. Samjhana had nearly 50% burns and her skin had melted away. Sushmita’s injuries were less serious.Samjhana fought for life, but died 12 days later, the hospital would not let her family take her body until they paid the bills. "I made a promise to Samjhana’s soul that day I would not rest until these crimes are stopped,” Thapa says. Jenny Khadka was attacked with acid by husband Bishnu Bhujel in May 2019 after a quarrel. She was taken to the burns hospital in Kirtipur. The crime on Khadka had been in the media headlines, and Thapa remembers a 12-year-old girl greeting him at the hospital entrance giving him an envelope and saying: “Ujjwal Sir, this is for Jenny’s treatment.”Before he could ask her anything more, she disappeared. He opened the envelope to find Rs21. Thapa is emotional relating this incident. Thapa was awarded Nepal’s Social Service Medal on Constitution Day last month, but he says the real prize will be won by Nepalis the day the legislation comes into full effect.https://www.youtube.com/watch?v=7NAkdUC4j7o&amp;feature=emb_logoWhile <a href="https://www.nepalitimes.com/editorial/corrosive-conduct/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/corrosive-conduct/&amp;source=gmail&amp;ust=1602506081814000&amp;usg=AFQjCNHVRjXqPy12X-Iw6ly3QWD01NO3Ew">coverage of acid attacks</a> are mostly sensational stories of rejected proposals and revenge on women, there is a broader criminal intent. Four male victims of such attacks have been reported, not one of whom has received any state assistance. With new legislation in place, they are hopeful to also be recognised. “Gender will no more be an issue in the delivery of justice,” says Rajaram Thapa, whose wife threw acid on him.   The new laws introduce tougher punishment for perpetrators. Murder by acid attack carries a life sentence, while damage to vital organs such as eyes, ears, mouth and chest now carries a 20-year prison term. Damage to limbs and peripheral organs carries a 15-year term, while even the intent to attack carries at least a 10-year sentence.  The government has also waived treatment costs for victims, taking responsibility for their preliminary and long-term treatment.  The new laws are expected to reduce acid attacks by tightening acid sales and reducing access to them.

Nepal’s acid attack survivors find a saviour

Photo: Himal Khabarpatrika</figcaption></figure>Teenage survivors of acid attacks, nearly all of them young women, say regulating the over-the-counter sale of acid and life imprisonment for perpetrators are the only ways to stop the kind of attacks that disfigured them for life.Some of these women attended a hearing convened by Parliament’s Women and Social Committee in Singha Durbar last week, just after news came in of another horrific attack on a young woman in Kathmandu by an employer who reportedly sought revenge for having his advances spurned.Among those at the hearing was <a href="https://www.nepalitimes.com/opinion/using-numbers-to-fight-gender-based-violence/">Muskaan Khatun</a>, 14, who survived an acid attack last year in the street while on her way to school, scarring her right ear, cheek and neck. Two suspects were detained by the police.Images of Muskaan Khatun went viral on social media, and coincided with the release of the  Bollywood film Chhapaak on acid attacks on women in India. Khatun went on to use her high media profile to raise awareness about acid attacks.Khatun came for the hearing wearing a black scarf last week with her parents, which she took off once inside the room, revealing the scarred right side of her face. She burst into tears while recalling the attack and the pain and suffering afterwards during the many operations at a hospital in Kirtipur that treats burn victims.“Doctors recommend that I apply medicine on my wounds five times a day, but I can only afford to do it once a day because it is so expensive,” Khatun said as the masked committee members listened. “I have another nine years of treatment, how am I going to complete it? My parents have no work.”Also at the hearing were other survivors like Jenny Khadka and <a href="https://www.nepalitimes.com/banner/sangita-magar-from-survivor-to-champion/">Sangita Thapa Magar</a> who shared their pain from acid attacks.Khadka used to be beaten often by her husband, and one day she had enough and went to a police station in her torn clothes to report an assault. The police sent her away and told her to sort out her domestic problems herself.Her husband then poured acid on her, burning her hand, neck and body. Now, a year later, she has to be careful while dressing, her skin is often dry and painful.“Throughout my life, I was never sick. Now I need life-long medication, and I am deeply in debt,” says Khadka. “People take pity on me, and that makes me feel even more helpless.”Khadka is livid that while her life has been ruined, she has lost her job, and her mother became ill with stress her husband is not suffering much. The hospital where she was treated refused to discharge her because she did not have the money to clear her bills, and she was only allowed to leave after her friends raised money through Facebook.“Those who attacked us are clothed and fed in jail and are looking forward to the day that they will be released, while we suffer endless pain,” Khadka says. “I am against the death penalty because that would end it all in a second for them. They should have to bear prolonged suffering like us.”Sangita Thapa Magar was 16 in 2015 when she was attacked by a young Dalit man who had been trying to have a relationship with her. Magar’s parents had told him to stop pursuing their daughter, and in revenge he bought Rs125 worth of acid in a shop in New Road and splashed it across her face while she was taking tuition.She has since had 17 surgical procedures on her face, her hopes of one day making it to Nepal’s national karate team now dashed. Magar is now determined to be an activist against acid attacks, and to help other victims like her cope with the physical and mental scars. Magar is now afraid because her attacker has been released from jail."It may be a feeling of revenge, but we would like our attackers to also suffer like us, maybe that will reduce the number of attacks,” she told the Parliament committee. “If stricter laws had been enacted as soon as I was attacked, maybe Jenny and Muskaan would not have to suffer.”Khatun, Khadka and Magar were attacked by different men, but they have been joined by fate and vow to continue their work to help other like them, including Pabitra Karki the latest victim whom they all went to see in hospital last month.Karki, 22, was attacked in Kathmandu by her by a man hired by her employer who had taken fancy to her, and has severe burns in her face and hands. Police have arrested both men, while Karki is getting help from charities and good Samaritans like Ujjwal Bikram Thapa who also helped Khatun.According to a police study, nearly all acid attacks are perpetrated by men who act in revenge because the young women rejected their advances. But this is the first time lawmakers have called acid attack survivors for a hearing to understand their struggles and discuss the existing laws that allow the crime to happen.The committee has directed the Office of the Prime Minister and Council of Ministers. the Ministry of Women, Children and Senior Citizens, and the National Commission for Women to provide education, health treatment, employment, and social rehabilitation to the victims of acid attacks.It also says that the punishment in the existing law is not enough of a deterrence and has instructed the Ministry of Home Affairs to start the process of amending the law to make way for stricter sentencing. The Office of the Attorney General under Agni Kharel on 2 August formed a committee headed by Deputy Attorney General Bishwaraj Koirala to look into the laws and submit a report within a month.<a href="http://archive.nepalitimes.com/news.php?id=13549#.XyoPTBMzbRY">Many cases</a> of women suffering acid attacks have surfaced over the past two decades, every time there is yet another horrific crime there are calls for stricter laws and control in acid sales. This time, the survivors want their voices heard and action taken to deter future attacks.

On the blue wall is a framed photograph of a young girl posing with her sari-clad mother. Several medals for winning karate championships hang between two flags of Nepal. On the bedside table sit various shades of nail polish, and beside them is a birthday greeting card urging the receiver to ‘appreciate the moments that have filled your life with laughter and joy’.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36c59c7e80680e048327jpeg.jpg" alt="" width="1000" height="1447"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36c89c7e80680e048328jpeg.jpg" alt="" width="1400" height="786"><figcaption> </figcaption></figure>Sangita and her friend Sima Basnet were at a tuition centre in the Basantapur neighbourhood of Kathmandu when a boy in a hoodie entered the room, splashed a fiery liquid on them and fled.Sangita first thought someone had thrown a balloon filled with hot water at her, but she felt her face, hands and body burn. Instinctively, she rushed out into the street and ran all the way home to her mother.When she arrived, her skin was peeling off, and Sangita was screaming in pain. Chameli Magar, poured water on her daughter, and with the help of neighbours rushed her to Bir Hospital. That is all Sangita remembers of the day.Due to her critical condition, Sangita was referred to KMC Hospital, where doctors managed to save her life but not her face. After many surgical procedures in the past four years, despite bouts of depression and fear of facing people, Sangita is now an undergraduate and has become a social activist supporting other survivors of acid attacks in Nepal.Unlike most victims who are reclusive and unwilling to talk, Sangita is confident and forthright. The more outspoken she is in public, the more Sangita feels she can be effective in exposing the misogyny and violence that lies at the root of the crime committed against her.She also wants to set the media right for how unfairly reporters treated her and her family after the acid attack. She breaks down in tears as she recalls reporters bombarding her with personal questions and forcing her to relive her trauma, even blaming her for the attack.“So many journalists came to interview me, and they all asked questions in a very insensitive manner that were difficult to answer,” she recalls. “I could feel my pain and suffering get worse.”A few days after the attack, <a href="http://archive.nepalitimes.com/blogs/thebrief/2015/03/20/police-nab-acid-attacker/" target="_blank" rel="noopener">police tracked down Sangita's attacker Jiwan B K</a> and produced him before the media. B K was unrepentant, telling reporters he carried out the acid attack to seek revenge against the Magar family for having mistreated him <a href="https://archive.nepalitimes.com/regular-columns/on-the-road/acid-attacks-caste-discrimination,463" target="_blank" rel="noopener">because he was a Dalit</a>. Some in the media insinuated that Sangita and Jiwan were having an affair and that she had rejected him because of his caste.Sangita has had four years to analyse Jiwan’s motive, and thinks it all started with a dispute over a toilet shared by several families living in her neighbourhood. Jiwan B K had an altercation with Sangita’s brother Santosh over the use of the bathroom, and the dispute escalated, leading Jiwan to take revenge on the girl.Sangita’s friend Sima Basnet, who was slightly injured in the attack, is now in India and will soon graduate in political science. Both the girls now want to devote their lives to helping victims of acid attacks by providing counselling, ensuring justice is done, and by addressing the roots of the crime in Nepal’s patriarchal mores.Meanwhile, Chameli Magar blames herself for perhaps not doing enough to protect her daughter that fateful morning four years ago. She was told she should have poured milk on Sangita instead of water to neutralise the acid, which she did not know then.Chameli was initially worried that Sangita would give up studies and work as a cleaner like herself. She supported her daughter as she overcame bouts of depression during her recovery, and encouraged her to go out more.“I never got a chance to learn how to read and write,” says Chameli. “I now clean other people’s homes for a living, I don’t want my daughter to end up like me. I am proud of her for <a href="http://archive.nepalitimes.com/news.php?id=13549#.XMGTLzAzbIW" target="_blank" rel="noopener">supporting other victims</a>, in the same way that many of us provided her with emotional support after the attack.”Thanks to her mother, Sangita has gained confidence to venture out, return to school and advocate for change. She wants the sale of acid in shops to be strictly controlled and is lobbying the health ministry to create a separate facility for acid burn patients, so they get specialised care.Sangita’s activism has inspired many people in Nepal and abroad, and has turned her into a role model. Many <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" target="_blank" rel="noopener">acid attack survivors</a> have reached out to her. Sangita says she does not want people’s pity but to join her struggle for justice.Section 193 of the <a href="http://archive.nepalitimes.com/article/nation/lenient-punishment-not-a-deterrent-for-acid-attacks,2077" target="_blank" rel="noopener">Criminal Code</a>, which came into effect in August 2018, states that acid attackers will be fined up to Rs300,000 and/or be jailed 5-8 years depending on the seriousness of the attack. <a href="https://www.nepalitimes.com/editorial/corrosive-conduct/" target="_blank" rel="noopener">If the victim dies</a>, the culprit faces a murder charge.Sangita wants the punishment to be more stringent, and the law to be amended to include payment for the victim’s treatment as well as compensation. For now, her family’s main worry is that Jiwan is getting out of jail soon, and that he may attack again.<h2>Acid is a weapon​</h2><a href="https://www.bvsnepal.org.np/" target="_blank" rel="noopener">Burns Violence Survivors (BVS)</a> Nepal has been helping an average of 250 patients with burns caused by fire and acid every year. Many are women burnt by in-laws for not providing enough dowry, but the organisation has also been helping victims (almost all young women) who have been subjected to acid attacks by husbands, jealous and spurned men or in-laws. Acid is corrosive and damages human tissue by eating through the skin into the muscles and bone. The healing process is also longer than for survivors burned by fire, and acid attack survivors need specialised care.<a href="http://www.bvsnepal.org.np" target="_blank" rel="noopener">www.bvsnepal.org.np</a><h2>The Interrogation</h2>The acid attack on Sangita Magar was all over the news that week in February 2015. I used to live near the Magar residence, and knew the family, so I followed the news with interest. One morning a week after the attack, I received a phone call from Hanuman Dhoka Police.I felt a chill run down my spine since I had done nothing wrong, and wondered how the police found my number. They wanted to talk to me about a phone call I had received that morning.When I arrived, many other people were waiting to be questioned, so I felt less nervous. The police wanted to know who had called me. I told them it was my friend who lived in the neighbourhood where the attack occurred, calling to wake me up to go to my high school class.I was impressed that the police had the ability to check every number by geolocation. It was two weeks later that they tracked down Jiwan B K and arrested him.Animesh Shrestha<h2>The Das Sisters</h2><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36cb9c7e80680e048329jpeg.jpg" alt="" width="1400" height="933"><figcaption> </figcaption></figure>It has been eight months since the rainy night when a neighbour splashed acid on the <a href="https://www.nepalitimes.com/banner/daughter-slaughter/" target="_blank" rel="noopener">Das sisters</a> as they slept in their home in Chandrapur of Rautahat.Samjhana Das, 18, had burns to 35% of her body and was rushed to a hospital in Kathmandu, where she died an agonising death 12 days later. Her sister Sushmita, 16, survived but wears high-neck, full sleeve clothes to hide the burn scars.“I miss my sister a lot. I don’t want to go back to my village: there are too many bad memories and the same old questions that I am not ready for from people,” says Sushmita softly while waiting for a surgeon's appointment (right). She now lives with her aunt in Kathmandu because her mother is separated from her father and works in Malaysia.It was Samjhana’s testimony from her hospital bed that led to the arrest of the family’s neighbour, Rambabu Paswan, who she said used to stalk and repeatedly proposition her.After the attack, Paswan had helped the sisters’ father rush the girls to Kathmandu for treatment. At the hospital he even told Nepali Times (#929, pictured above, left) that the girls “are like daughters to me”. It was all an act.<a href="https://www.nepalitimes.com/e-paper-new/929-28-sep-4-oct/" data-elementor-open-lightbox=""></a><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36ce9c7e80680e04832ajpeg.jpg" alt="" width="640" height="959">Paswan is now behind bars in Rautahat Jail. Government lawyer Khadindra Raj Katuwal, who has been handling the case, said that paperwork is taking time but added: “Paswan will be in jail for life as this case is being tried as a murder.”Sushmita is in Grade 8 in a Kathmandu school, and is hoping for a better life and future.Monika Deupala<h2>Acid attack makes it to Bollywood</h2><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110812110/636a36d19c7e80680e04832bjpeg.jpg" alt="" width="1000" height="974">Laxmi Agarwal was just 15 in New Delhi when an acid attack disfigured her entire face. Since then she has become an activist, leading the Stop Sale Acid campaign to end the easy availability of acid in roadside shops. However, very few people knew about her story before Bollywood’s celebrity actress Deepika Padukone decided to make a biopic about her journey.Chhapak (Splash) is releasing in January 2020 but has already created a stir in the media, with every post Padukone shares about the shoot on social media going viral. The actress wears shocking prosthetic makeup reproducing the damaged skin on Agarwal’s face.“I never imagined that one day people would recreate the look of an acid victim, or even make a biopic on my life,” Agarwal told an interviewer, crediting the movie, and especially Padukone, for her fame. Agarwal hopes the movie will be “a tight slap on the face of my attacker, who thought he had destroyed my life”.Nepal’s own Rekha Thapa also produced a movie, Rudrapriya, focusing on acid attacks, but Bollywood’s wider reach will give the crime much more publicity. Agarwal’s story shares many similarities with the case in Nepal of Samjhana and Sushmita Das last year (see above). Like Samjhana, Agarwal was attacked as a teenager by a man twice her age for rejecting her advances. Samjhana succumbed to her injuries, while her sister Sushmita survived.Chhapak is expected to help efforts in both India and Nepal to regulate the sale of acid.

Sangita Magar: from survivor to champion

In the Das family home, teenage sisters Samjhana and Sushmita told their parents they were going to bed.The thatched roof, single-storey house had three rooms, one where the two sisters slept and another for their step-mother and younger sister. Their father, Jadolal Das, and his son walked to the family's pool room that they rented to locals.Sushmita remembers being woken up about midnight by her sister’s screams. Then she felt a burning pain in her own hands and body. Neighbours rushed to the house on hearing the sisters’ cries, their step-mother was confused and did not know why the two were screaming.Read also: '<a href="https://www.nepalitimes.com/editorial/corrosive-conduct/" target="_blank" rel="noopener">Corrosive conduct</a>', EditorialAfter the neighbours figured out that this was an acid attack, they took the sisters to a tap and washed the burns. The girls were rushed to Kirtipur Hospital in Kathmandu after a local hospital said treatment was not possible.Both sisters writhed in pain throughout the bumpy seven hour ride all night to reach Kathmandu at 9AM. Sushmita was at the corner of the ward with bandages on her right hand and neck. Her sister lay bandaged and covered in a blanket in the Intensive Care Unit nearby.The heart monitor was beeping, and there was the sound of rough breathing. A visitor called out her name. She replied “hajur” in a trembling voice. It was too painful for her to talk. She had burns over 35% of her body, including her head, chest, back and face.Plastic surgeon Surendra Basnet had already performed one operation on Samjhana that morning, but warned the prognosis was not good.The nurses were dressing Sushmita’s wounds, which were not as serious. She was crying, praying for her sister. “I did not even know what acid was, I did not know it could burn you like that,” she said, in a weak voice.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161124/636923119c7e80680e03a161jpeg.jpg" alt="" width="500" height="584"/><figcaption>Pahilopost.com</figcaption></figure>Outside, in the corridor was the girls’ father Jadolal Das. But also hovering around making phone calls and holding hospital bills was a neighbour, Rambabu Paswan. When quizzed about his relation with the family he said: “I am a neighbour, but I am like a father to the girls. I watched them grow up.”Asked if he suspected anyone, Paswan told us Jadolal Das had a long-standing feud about property with his elder brother. Samjhana had dropped out of Grade 10, and Sushmita was in Grade 8. The family had some savings, but friends in Chandrapur raised money for the sisters’ treatment.A few days after Nepali Times visited the hospital, police arrested Rambabu Paswan, the neighbour who had told us the sisters were “like daughters to me”. Police found that he had made 180 calls to Samjhana over the fortnight prior to the attack. Samjhana confirmed to her father that Paswan was the attacker, and he would call her often to propose sex. (See box.)On Monday 24 September, at the age of 18, Samjhana died of multiple organ failure. Doctors had performed three surgeries, and although they tried their best, they could not save her life. The mother of two was set upon by her neighbour, Bimal Sripali, 37, and she is being treated at Bharatpur Hospital for stab wounds in her abdomen and head and acid burn injuries in her face, chest and hands.Police said Sripali had started divorce proceedings against his wife, and may have been making advances on Pariyar, 26, which she rejected. Basanti was with her sister and another woman when they passed Sripali, who grabbed her by the hair and poured acid on her face. Sripali has confessed to the crime, and said he went to Birganj to buy the acid.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161124/6369231c9c7e80680e03a165jpeg.jpg" alt="" width="1500" height="1107">On the same day in Pokhara, Shriya Sunar, 10, was found dead in Kodi village. She had gone to the market to buy biscuits. The post-mortem report states that the girl was raped, choked and hit on the head with stones. A Kusum Poudel, 27, and four other suspects have been arrested. Poudel confessed to the crime, and said he was drunk and stoned. Two days earlier, in faraway Jumla, a teenage girl was raped while returning home from festival. The police caught two teenage suspects.A Nepali Times investigation shows 479 girls and women have been attacked or raped in less than three months all over Nepal (see map, above). My son and I sleep there because there isn’t enough room at home. That night, I said bye to my family after dinner and left for the pool room with my son. It was raining heavily and I could barely sleep because of the noise on the roof. At midnight, I got a frantic call from my wife and all I could hear were her cries. I woke up my son and we rushed home.The room was full of a smoky, stinky smell. I saw the dread in the faces of my daughters. I had no idea what had happened there. The neighbours had already called an ambulance, but it was late so I took my injured daughters in a borrowed scooter to nearest Chakor Hospital.For two hours, the doctors applied medicines and bandages on the burns, but then suggested that I take them to Kathmandu. An ambulance driver helped me out. The doctors gave my daughters painkillers and we drove off at 3AM.Rambabu Paswan, my neighbour insisted that he come along. It took us seven hours to reach Kathmandu and my daughters were finally sent to the operating rooms. Sushmita had suffered 4% burns in her body, but Samjhana had 35% and was kept in the ICU. I wept when I saw her there.The Rautahat police called me up after a few days and asked me about the relationship of my daughter with Rambabu Paswan. I said we were neighbours, but the police sounded suspicious. They told me he had called her 180 times in the 15 days before the attack, but that his phone was now switched off. So, in the hospital in Kathmandu, I asked Paswan where his phone was, and he said he had lost it while sleeping outside the ICU.The next day, detectives found acid burn marks on Paswan's  fingers. I went to the ICU and asked Samjhana if Paswan was the culprit. She nodded, “Yes.” She told me haltingly how Paswan used to stalk her, and call repeatedly to proposition her.Paswan was arrested from the premises of the hospital in Kathmandu the next day, but that was no consolation for us. Samjhana died. We took her back to her hometown for her funeral so her friends could say their last goodbye. All I want now is for Paswan to be punished. It is difficult to say what is worse: that it used to be hidden, or that victims and their families are coming forward to complain to the police.That is because the high profile cases of rape and abuse in the past few months have shown that the police is actually involved in protecting perpetrators, falsely accusing the innocent, destroying evidence, and covering up the truth. Combined with cases of recent encounter killings, the actions have led to a serious erosion of the public’s confidence in the police. In fact, there may be many victims now who are not going to file a complaint because they fear harassment and fabrication.As we reported last month, the number of reported rape cases in Nepal has increased by 30% in the past year. It has <a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener">multiplied four times</a> in ten years . There have been 479 rape and attempted rape complaints brought to the police since the horrific murder of Nirmala Panta in Kanchanpur on 26 July. A special committee assigned to investigate the case, while accusing the district police chief of covering up, came no closer to naming the suspects.Read also: '<a href="https://www.nepalitimes.com/?p=14002&amp;preview=true" target="_blank" rel="noopener">Daughter Slaughter</a>', Monica DeupalaThe police have been equally ineffective in tackling a surge in copy-cat <a href="http://archive.nepalitimes.com/article/nation/lenient-punishment-not-a-deterrent-for-acid-attacks,2077" target="_blank" rel="noopener">acid attacks</a> in the past two weeks. The shocking case of Samjhana Das in Rautahat has once more exposed the culture of misogyny, patriarchy and impunity that corrodes our society. Men perpetrate these heinous crimes because they are brought up with a sense of entitlement and the conviction that they will never be convicted. There are also mothers-in-law and women who commit gender crimes, but by and large, it is a male-dominated activity.Acid attacks are especially horrific since they disfigure the victim for life, even if they survive. Pouring acid on a person is like burning them alive. In most cases, the root cause is the same as in rape, and often it is to take revenge for rebuffing an advance.We have reported in the past <a href="http://archive.nepalitimes.com/news.php?id=13549" target="_blank" rel="noopener">decades </a>in this paper about how acid attacks and bride burning are also perpetrated by in-laws for insufficient dowry. <figure><img width="800" height="769" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161120/636922d09c7e80680e03a14bjpeg.jpg" alt=""/><figcaption>Diwakar Chettri</figcaption></figure>The survivors often lose their sight and are maimed because the acid burns through the skin down to the bone. They suffer months of excruciating pain even if they do not survive, like Samjhana Das, who died on Monday two weeks after an acid attack. Her 15-year-old younger sister, Sushmita Das, was also injured. A neighbour, Rambabu Paswan, has confessed he used acid on them because Samjhana had rejected him.Three years ago in the heart of Kathmandu, a fellow-student squirted acid on a class mate, and because it happened in the capital, the crime got wide play in the media. When the perpetrator was finally caught, it turned out to be a case of someone taking revenge against the girl’s family, who lived next door, for being taunted for being a <a href="https://archive.nepalitimes.com/regular-columns/on-the-road/acid-attacks-caste-discrimination,463" target="_blank" rel="noopener">Dalit</a>.The case illustrates how in Nepal there are layers upon layers of pent-up grievances against injustice and discrimination. Stricter measures on the purchase of acid, and monitoring its use may be a deterrence, but as long as the root causes of gender-based violence remain, potential perpetrators will simply use another tool to attack girls and women.There is also urgent action needed to make the laws against acid attacks at least as strict, if not stricter than the ones for rape, bride-burning and other heinous crimes against women. At the moment, perpetrators only get a maximum of eight years in jail if convicted of carrying out an acid attack.Violence against women is a manifestation of the pervasive patriarchy in our culture. Misogyny is sanctioned by religious texts, folklore, movies, songs. Insulting women is taken as a joke. We have to look deeply inwards as a society to question values that we as a people seem to have come to accept as normal.Despite the new Constitution, the scale of justice in Nepal is still skewed. The persistence of gender based violence is the result of pervasive <a href="https://www.nepalitimes.com/banner/justice-for-sale/" target="_blank" rel="noopener">impunity</a>, where men, powerful people, upper castes, urban dwellers, appear to have more protection from prosecution for crimes than women, lower castes, the poor, and weak.It should be the state’s responsibility -- to protect with prevention, investigation and justice -- the most vulnerable section of society. Excerpts from Martin's op-ed:Nepal’s unique peace process has rarely gained outside attention since the guns fell silent two years ago. Yet, this success story deserves to be recognised and supported. Expectations are high among diverse groups for greater control of their lives and resources. But what federalism will mean in practice, taking account of the geographic and ethnic peculiarities of Nepal, remains elusive and potentially divisive. Reaching a national consensus will be a formidable task for the Constituent Assembly, and meanwhile the Nepali people cannot be expected to wait patiently until a new constitution is drafted to see real improvement in their daily lives.But there is reason to be hopeful. Nepal’s peace process has been truly indigenous: it has not been mediated or managed by any external party. Olympiacos, who defeated Panathinaikos 97-93, finished the series in third place. The Most Valuable Player (MVP) of the final match, Nigel Hayes-Davis from Fenerbahçe Beko, received a prize of 1,000,000 Miles&amp;Smiles from Turkish Airlines’ Chief Commercial Officer Ahmet Olmuştur. Thousands of Nepali students dreaming of an American education have been forced to look elsewhere as the Trump administration’s visa restrictions make their future uncertain.
The US was long considered a top destination for higher studies, making Nepal the 10th biggest country of origin for international students in America.&nbsp;
However, that number has seen a significant decline with the total for Nepali students now at 16,482. Some 8,000 Nepali students obtained no-objection certificates to study in the US from the Ministry of Education in the past year.&nbsp;
India, Australia, Canada, South Korea, United Kingdom and Japan are the other popular destinations for Nepali students. There are no clear numbers for Nepalis going to India, but a slight decline was noted this year after the deaths of two female students.
The US State Department has issued a circular to its embassies not to issue new visas to applicants until further notice. US Secretary of State Marco Rubio in the directive stated that the department planned to expand the screening of applicants' social media.&nbsp;
While new applicants are barred including those applying for visitor visas, students with scheduled interviews are allowed to proceed.
“Many of our students are affected by the new restrictions, but those who had applied for student visas earlier have got interview dates,” one Kathmandu-based college counsellor told us.
Meanwhile, even foreign students with spotless records already in the US have not been spared, as visa scrutiny intensifies under the new policy. In a move that underscores the growing sense of insecurity, many US colleges advised international students to carry their passports and documents at all times, even when traveling locally.
“Me and my friends did not go home this summer because we were not sure we would be allowed back, so we just went to Niagara Falls,” said a Nepali undergrad in Ohio, who like many interviewed for this report did not want her name used for fear of repercussion.

Nepali students have adopted a cautious stance, with many choosing not to return home during summer vacation due to fear of visa revocations as well as travel bans. Meanwhile, over 7,000 Nepalis with Temporary Protected Status (TPS) will have to come back to Nepal by 5 August or face deportation. Thirty-seven were flown back to Kathmandu on Omni Air last week.
“The US is one of the most sought-after destinations for higher education, and the ban will definitely impact bright students,” says Narottam Aryal of the King’s College in Kathmandu.
Indeed, Nepali undergraduates admitted into Ivy League colleges for the 2025 academic year have been asked to look for alternatives. The entire Fulbright Foreign Scholarships Board resigned on Wednesday citing interference from the Trump administration on the selection of this year’s cohort. Some Nepali students already on Fulbright scholarships have noted disruptions, delays and even cancellation of stipends.&nbsp;
The student visa restrictions were initially just for foreign students admitted to Harvard University, but it was later extended to all Chinese students and now to all students. Universities like Columbia which actively recruit foreign students, face sharp enrolment declines, threatening their financial stability and diversity.
An Indian female PhD candidate at Columbia University had her visa revoked by the US State Department, and said she was targeted on the basis of her social media posts on Israeli military attacks in Gaza. Social media vetting of political activism has raised concerns about privacy and freedom of expression in a country where such rights were a given.
Many students have been informed via email that their visas have been revoked for getting speeding or parking tickets, but even others with no criminal record have been affected. The fear of deportation looms large amongst international students, including those from Nepal.&nbsp;
For most Nepalis who migrate to the US for education, the journey is a high-stakes investment. They come largely from middle-class families, often rely on a patchwork of scholarships, work-study programs, loans, or even the sale of family assets to afford fees.
Most Nepali students pursue STEM subjects which offer extended Optional Practical Training (OPT) periods that help fund their education. But with the US backsliding on education and humanitarian matters, countries like the UK and Canada are becoming more attractive despite their own recent stricter controls on student visas.&nbsp;
The UK universities saw a 63% rise in Nepali students’ admissions in 2024. Japan is another popular destination with 64,816 Nepali students enrolled as of 2024.

Already, China, Hong Kong and Malaysia are poised to benefit from the increased scrutiny of US student visas. Several Hong Kong universities are offering unconditional admission to affected students, while Malaysian institutions are targeting previously US-bound Asian students. China and India have 330,000 and 280,000 students respectively in America, but the numbers for China have seen a sharp drop in the past year.
Elsewhere, branch campuses of American institutions such as NYU in Abu Dhabi, Georgetown in Dubai and Northwestern in Doha are getting more admission applications, and universities in the Gulf region are expanding infrastructure to accommodate those who would otherwise have gone to the US.&nbsp;
Even educational institutions in Nepal are hopeful that the US visa restrictions can be an opportunity to at least keep Nepali undergrads in Nepal, and also attract foreign students from the region.&nbsp;
“Many students might choose to complete their undergraduate degree here in Nepal and then move abroad for their Master’s degree later,” says Aryal of King’s College. “There was a need for quality higher education in Nepal anyway in terms of innovation and opportunities, so this could be the time to reduce our dependence on other countries.”
Nepal’s strategic position between India and China makes it sensitive to US policy shifts. India, a key ally, is also under US scrutiny for potential student travel restrictions. Chinese universities are already offering more scholarships to Nepali talent to capitalise on the US retreat.
American universities have challenged student visa restrictions in the courts. A federal court in Boston revoked the blanket ban on Harvard, and the State Department has ordered the resumption of processing student and exchange visitor visas.&nbsp;
Some are still hoping that President Trump will backtrack on the student visa restrictions, just like he has done with many of his more drastic executive orders.
Even so, the visa see-saw and longer-term uncertainties about living in the United States and its education system means students across the world are making alternative plans.
Says Aryal: “Policies of foreign countries change according to their needs, so excessive dependence was never a good idea. We should work to create different opportunities and choices of higher education within Nepal, so students are retained.” &nbsp;

America no longer prime destination for Nepali students

While Nepal was hosting the Sagarmatha Sambaad international climate conference in Kathmandu this month, on Mt Everest it was pretty much business as usual.&nbsp; The signs of climate breakdown are all there: a river now runs through Base Camp in summer, the Khumbu Icefall is more unstable, and there are more &nbsp;frequent avalanches. When expeditions arrived in March, the mountains were bare: it had not snowed since September, but then blizzards dumped unseasonal snow in May. And despite climate worries, such is the pull of Himalayan mountaineering that the Everest Industry showed no signs of slowdown. More than 600 international climbers and their Nepali guides had made it to the summit of the world’s highest mountain. At one point there were an estimated 2,000 people in the tent city on the Khumbu Glacier. All the ropes and ladders on the Icefall came down on Thursday, marking the official end of the spring climbing season, and just in time to avoid a monsoon cyclone approaching from the Bay of Bengal. It has been an action-packed season. One factor could be that Everest fees will go up from September: each foreign climber needs to pay a $15,000 royalty, up from the present $11,000. The cost for a Nepali climber on the South Col route will also go up: from Rs75,000 to Rs150,000.&nbsp; The fee to climb Everest in autumn is $7,500 (up from $5,500), but most climbers still prefer spring. Winter permit fee (December-February) is only $3,750 per person and the mountain is now also open for monsoon (June-August) climbs, when the fee is ever lower at $2,750. The revised rule also makes it mandatory for every two climbers on an 8,000m peak to hire one Nepali mountain guide.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053004050_67f856fe52714e4bdcf21ae7d45c6f18c82117b9d0a5f73ed1efa04c96de1046.jpg" data-media-id="editor_0" data-image-id="2025053004050_67f856fe52714e4bdcf21ae7d45c6f18c82117b9d0a5f73ed1efa04c96de1046" data-rendition-name="original" width="931" height="732" loading="lazy" alt="The Everest Industry graph 1"> </figure>  In addition, climbers also have to pay for porters and guides, equipment, Base Camp costs, Ice Fall and fixed rope team fees, so climbing Everest does not come cheap. But such is the draw of climbing the world’s highest peak that some say the increased fees will not diminish the crowds next year. The government has tried to spread expeditions out to other seasons and other 8,000ers, but with not much success. Earlier this year, Nepal unilaterally increased the number of 8,000m peaks to 14 by adding six more sub-summits to broaden the choice for climbers. Added were: Yalung Kang (8,505m), Yalung Kang West (8,077m) &nbsp;Kangchenjunga Central (8,473m), Kangchenjunga South (8,476m), Lhotse Middle (8,410m) and Lhotse Shar (8,400m).&nbsp; The announcement could go against the accepted topographic criteria that a stand alone peak has to be at least 300m higher than an adjoining prominence, and at more than 3km isolation from it. The UIAA (Union Internationale des Associations d'Alpinisme) still recognises only 14 mountains as eight-thousanders, and only eight of those are in Nepal, or on the border with China. Nepal’s revised mountaineering regulations also increased the insurance coverage of high-altitude workers to protect porters and high altitude guides who usually take more risks on the mountains. Rescue teams and clean-up campaigners to collect trash and remove bodies of dead climbers up to Camp IV of Mt Everest do not need permits.&nbsp; The Sagarmatha Pollution Control Committee is now using drones to fly down trash in 20kg sacks. Each climber is also required to bring down at least 6kg of waste and not just their own, but this rule is erratically enforced. With five fatalities on Everest and Lhotse, Spring 2025 had a historically low death toll. Another five climbers died on Annapurna, Kangchenjunga and Makalu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025053004050_38681de22f0fefb6faa12b01755566d09c5064d0ff84e12ccc7b5d68ea9ba38a.jpg" data-media-id="editor_1" data-image-id="2025053004050_38681de22f0fefb6faa12b01755566d09c5064d0ff84e12ccc7b5d68ea9ba38a" data-rendition-name="original" width="665" height="740" loading="lazy" alt="The Everest industry graph 2"> </figure>  Journalist Ben Ayers who ran the Everest Live social media channel from Everest Base Camp with daily updates credited the low death rate to dramatic rescues of climbers from the ‘Death Zone’ by their Nepali guides and longline helievacs — the visuals all uploaded on YouTube.&nbsp; “Ironically, this perception of safety is bringing more and more inexperienced climbers to the mountain, and they need more rescues,” Ayers said in one of his dispatches.&nbsp; American expedition chronicler and summiteer Alan Arnette suspects there is a lot of under-reporting given that the jet stream and storms were lashing Everest even till late in the season. He told us: “I heard a lot about frostbite and rescues that were not made public. It’s become practically impossible to cover the details on Everest. All the teams report nice news, and they don’t talk about bad stuff to avoid hurting businesses.” Although trash on Nepal’s mountains makes headlines, what does not receive as much attention is the climate impact of so many expeditions. The Sagarmatha Sambaad conference sidestepped this issue, which is ironic given that the impact of climate breakdown is most evident on Himalayan peaks and their glaciers.&nbsp; <h2>Need for Speed</h2> The big stories this year have been about speed-running from their home cities to the top of Everest. Ukrainian entrepreneur Andrew Ushakov flew out of JFK on 15 May at 10:15AM Nepal time, and was on the summit 3 days, 23 hours, and 7 minutes later on 19 May at 9:22AM.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601080640_1c5cc6fc991307861768f07037ed9d30930fb20f35dbb57dc31c9a92a9e1a885.jpg" data-media-id="editor_2" data-image-id="20250601080640_1c5cc6fc991307861768f07037ed9d30930fb20f35dbb57dc31c9a92a9e1a885" data-rendition-name="original" width="1440" height="1800" loading="lazy" alt="The Everest Industry"> <figcaption>Andrew Ushakov at the summt. Photo: ELITE EXPED</figcaption> </figure>  “I could never find the time for the traditional 40-50 days of acclimatisation,” Ushakov explained matter-of-factly. His ‘Everest Sea-to-Summit’ climb was possible because he spent 400 hours in hypoxic sleep tents over the past four years in New York. However, Ushakov did use ropes already fixed, hired four Nepali guides, helicoptered to Base Camp, and used much more oxygen than an average climber. And after the climb, Ushakov was arrested at Kathmandu airport for being in possession of $20,000 of undeclared cash and spent a night in jail and fined $60,000.&nbsp; The other speedsters were Garth Miller, Alastair Cairns, Anthony Stazicker, and Kev Godlington, all former British Army commandos. They left London and summited five days later on 21 May, and flew right back. They also used hypoxic tents to simulate the thin air high on Everest.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250601080644_90c8dd5cc07b4b43f2989b1dc0c0650ab80f10ebb06680c25a6909c519957bd8.jpg" data-media-id="editor_3" data-image-id="20250601080644_90c8dd5cc07b4b43f2989b1dc0c0650ab80f10ebb06680c25a6909c519957bd8" data-rendition-name="original" width="810" height="668" loading="lazy" alt="The Everest Industry "> <figcaption>All four members of the Furtenbach team at the summit. Photo: Sandro Gromen-Hayes</figcaption> </figure>  But more controversial was their use of xenon gas therapy in a German hospital to ramp up the production of oxygen-carrying haemoglobins in their blood. Xenon is banned by the World Anti-Doping Agency for being performance enhancing in sports. Expedition leader Lukas Furtenbach said this rule does not apply to mountaineering, as it is not a regulated sport like swimming. Nepal has no rules about xenon, but the Department of Tourism said it was launching an ‘investigation’ to decide on future policy since it is difficult to ban xenon, but allow oxygen. The controversy has also divided the mountaineering community, with some climbers saying they just want to maximise their chances of survival. Spending less time on the mountain could make climbing safer by reducing avalanche risk. It would also mean less trash on the mountains, but it would reduce the income of Nepal’s expedition industry. It is also unclear how much of the success was due to xenon therapy and whether the ex-special forces were already in good physical shape.&nbsp; The need for speed hides the fact that climbing in the Himalaya is dangerous business, and climbers cannot sprint to the top just by huffing xenon. But ultra-fast climbs could be charged more, and the revenue generated can be used to establish state-of-the-art rescue operations, and increase pay and insurance for guides. Two other speed chasers this season were Swiss-Ecuadorian Karl Egloff and American Tyler Andrews, both on Everest without oxygen. Andrews choppered to Base Camp to catch a weather window, but turned back from 8,500m due to high winds. Heavy snow and wind also forced Egloff to descend from 7,000m. Slow and steady climbers like Anja Blacha from Germany did make it to the summit without oxygen, while Kami Rita Sherpa broke his own record with his 31st Everest summit as he led a 26-strong Indian Army group. There were 468 permits issued for foreign climbers from 48 expeditions to Everest this spring. Nepal’s other eight-thousanders together had only 17 expeditions. Nepal has more than 1,000 peaks above 6,000m, and has opened only 476 of them for climbing.&nbsp;

The Everest Industry

While Nepal marked <a href="https://nepalitimes.com/news/mt-everest-pvt-ltd">Mt Everest</a> Day on 29 May, on the other side of the planet in the US state of Colorado dozens of Nepalis who have climbed the world’s highest peak multiple times were busy working as chefs and Uber drivers. Among them is Nima Doma Sherpa, who climbed Mt Everest in 2019 after her husband Tshering Wangchu was among 16 crushed by an avalanche on <a href="https://nepalitimes.com/banner/on-thin-ice-in-the-khumbu">the Khumbu Icefall</a> five years earlier. A large serac broke off the West Shoulder of <a href="https://nepalitimes.com/news/the-everest-industry">Mt Everest </a>and fell directly on a group of <a href="https://nepalitimes.com/opinion/more-porters-sick-on-everest-trail">porters and guides</a> making their way up the Icefall at 5,800m. Their bodies were flown by helicopter to Khumjung where Tshering Wangchu was born. He was excited about climbing Mt Everest for the first time.&nbsp; In Khumjung, Nima Doma felt like her own life had also ended. This was the kind of news Sherpa wives, mothers and sisters dreaded every <a href="https://nepalitimes.com/here-now/peak-climbing-season-2025-s4abrxny">mountaineering season</a>. She stayed home for more than two years grieving, but ultimately gathered up all her emotional strength to take care of her 6-year-old son and 3-year-old daughter. Nima had grown up in Khumjung hearing <a href="https://nepalitimes.com/review/stories-of-nepal-s-summiteers">tales of adventure on the mountains </a>from their father, Ang Chubi Sherpa who had climbed Everest in 1993. He used to bring her and her sisters and brother European chocolates after every expedition, and used to tell them that the chocolate bars grew on the mountains. “It was only after we got older did we realise that he told us that chocolates grew in the mountains so we would not worry about him putting himself in harm's way,” Nima Doma recalled with a faraway look at her home in Boulder this week. Nima went to the school that <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/commemorating-edmund-hillary-in-nepal,4145">Edmund Hillary</a> opened in Khumjung till Grade 8, and then dropped out to help in the kitchen and <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">tend yaks</a>. She was married off to Tshering Wangchu, who was also a high altitude guide. When Tshering went on expeditions, Nima also started working as a porter from Namche to Base Camp. It was perhaps her father’s tales of mountains of chocolates that had always attracted her to <a href="https://nepalitimes.com/here-now/knowing-our-mountains-43v4iyvo">the peaks</a>. After her husband was killed ten years ago this month, being a widow with children was not easy for Nima Doma. But she was not alone: there were at least 200 single mothers in <a href="https://nepalitimes.com/here-now/khumbu-since-1950-jaww4qn0">the Khumbu</a>, and 20 of them just in Khumjung whose husbands had been killed in <a href="https://archive.nepalitimes.com/article/nation/tragic-start-to-himalayan-spring-nepal,3695">mountaineering accidents</a>. Some were not even 20 years old, and had children growing up without fathers. But there were also women in the 50s whose husbands had been killed in the 1980s. Nima found sponsors for her children’s education, and moved to Kathmandu. In the capital, Sherpa widows used to meet to help each other. Some of them had joined the Nepal Mountaineering Association (NMA) training for rock and ice climbing. “I decided that it was no use sitting home and crying anymore, after meeting other single mothers I felt less alone,” remembers Nima, who joined the Juniper Foundation and enrolled in an NMA training camp in Manang. There she climbed Chulu East (6,584m) and met Furadiki Sherpa, whose rope-fixing husband had also been <a href="https://nepalitimes.com/news/on-mt-everest-s-70th-records-and-fatalities">killed on Everest</a> in 2013. Nima Doma and Furdiki climbed the technically-difficult Ama Dablam (6,812m) and then arrived at Everest Base Camp in April 2019 as part of their Two Widows Expedition with the motto, ‘So Can We’. While climbing up the Icefall Nima passed the spot where her husband had been killed. It was a jumble of constantly-shifting ice blocks bigger than houses. She closed her eyes and said a prayer. “I remember thinking, this is so difficult and dangerous. This is what my husband had to do to support our family,” Nima Doma said. “I was determined to fulfil my husband’s dream of climbing Chomolungma, and to prove to ourselves that we two women could do it.” It was 23 May 2019 when <a href="https://www.reuters.com/article/world/two-sherpa-widows-scale-everest-and-smash-stigma-idUSKCN1SU0MV/" target="_blank">Nima and Furdiki stepped on the summit</a> and looked over into Tibet, and down at Tengboche Monastery to the south.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250530090544_6b822582b5d88ba5e972db084f184690b40653c6efd9901b2dd082ffba2a263b.png" data-media-id="editor_16" data-image-id="20250530090544_6b822582b5d88ba5e972db084f184690b40653c6efd9901b2dd082ffba2a263b" data-rendition-name="original" width="2700" height="1522" loading="lazy" alt="Everest summiteers find new life in the US"> </figure>  Nima Doma hugged Furdiki, took off her mask and wept. But for the first time in five years, it was not from grief but relief — relief for being free of all the sadness and sacrifices and for fulfilling her husband’s dream. They had found <a href="https://nepalitimes.com/here-now/life-after-death">life after death</a>. “I felt this immense joy to be on top of the world, it was indescribable,” Nima Doma said, “I have wept only twice in my life. Once when my husband died, and once there on top of Everest.” The tears had frozen on Nima Doma’s cheeks, as she and Furdiki headed back down the mountain.
