Elephants are highly social and sentient beings, making them one of the most beloved animals in the wild. They are also reverred in the Hindu world as the half-human half-elephant Ganesh, the god of success and prosperity. &nbsp;
Tourists journey from all corners of the globe to Nepal to watch the Asiatic elephant both in the wild and in captivity, significantly contributing to the nation’s economy. It is therefore essential to champion sustainable tourism that enriches both the economy and the welfare of captive elephants.&nbsp;
As the demand for elephant-based tourism grows, an increasing number of private owners and hotels have begun to keep the pachyderms. Many of them are captured from the wild and trained to be tame, while others are born in captivity.&nbsp;
Unfortunately, many owners remain unaware of the basic ecology and behaviour of elephant herds and their habits. People who own or pay to see elephants should know how to handle the mammals responsibly and refrain from endorsing harmful practices.
The ongoing Elephant Festival in Chitwan to welcome the New Year <a href="https://www.indiatoday.in/movies/celebrities/story/john-abraham-letter-nepal-minister-chitwan-festival-brutal-elephant-games-ban-2653054-2024-12-20">has drawn much criticism nationally and from around the world</a>, especially 'games' like elephant polo and football. Despite the ban on certain activities during the festival, some organizers attempted to continue with elephant polo and similar events, which were ultimately rejected.
Income from tourism seems to be too tempting for many owners to continue employing elephants for entertainment, which involves psychologically and physiologically stressful training sessions to make elephants submissive and obey orders.
Understanding the basic biology of elephants is essential for promoting their well-being. Elephants are social beings with highly developed cognitive skills. They live in closely knit matriarchal family groups. The loss of or injury to a family member can lead to profound distress, mirroring human grief.
A calf is born into the herd after a gestation period of 24 months and mothers care for their newborns until they can feed on their own. The mother-calf bond is unique and remarkable, with mothers going to great lengths to protect their young.&nbsp;
Elephants communicate through calls, touch and chemical signals (pheromones). They typically live up to 60 years, much like humans. Their home ranges vary from 100-400 sq km, demonstrating the need for these megaherbivores to roam far and wide in search of resources and to favour their reproduction and survival.&nbsp;
When in captivity, it is critical to recognise elephants’ fundamental biological and behavioural needs, including maintaining social interactions, facilitating communication, ensuring proper rest and foraging, and, importantly, providing adequate space.
Most elephants used for safari tourism have been kept in captivity for extended periods, rendering them unsuitable for rewilding. To support their care, many private business owners host elephant safaris, organise festivals, or rent them out for marriage processions.&nbsp;
Given the limited understanding of the potential negative effects on elephants’ well-being, engaging them in unnatural activities, playing football, polo, painting, or spraying toxic colours on their skins should be stopped. Many of elephants have endured harsh training during their early lives in captivity and exposing them to extreme unnatural activities can exacerbate post-traumatic stress disorders.&nbsp;
Loud music, long periods of standing, and separation from their calves can elevate stress levels, resulting in aggressive behaviour. Disease transmission between humans and elephants can also happen when fed by tourists. It would be more beneficial for hotel owners and private businesses to prioritise activities that resonate with the natural behaviours of elephants, like conducting elephant walks instead of elephant safaris. Here are some ideas:
1. &nbsp;&nbsp;&nbsp;Walk-a-talk sessions: Invite tourists to walk and observe elephants grazing, bathing, or behaving naturally from a safe distance, completely avoiding activities that involve directly touching them, accompanied by educational talks on the biology, and cultural significance of the animals and mahout-elephant relations.&nbsp;
2. &nbsp;&nbsp;&nbsp;Natural behaviour showcases: Let tourists observe the natural social interactions of elephants, including mother-calf bonding, without direct visitors’ involvement.
3. &nbsp;&nbsp;&nbsp;Volunteer programs: Encourage tourists to participate in managing existing facilities by brainstorming ideas for enrichment activities, observing and learning about elephant foot care, engaging in plantation initiatives, and collecting fodder.
4. &nbsp;&nbsp;&nbsp;Creative art activities: Engage tourists in elephant-themed art projects, which local communities can market. This initiative will support local economies while promoting welfare efforts.&nbsp;
5. &nbsp;&nbsp;&nbsp;Knowledge development: Organise sessions on elephant science and conservation issues, actively engage tourists in formulating ideas and concepts, and reward participants for their creative contributions.
These activities can benefit hotel owners while setting a powerful example for other captive facilities worldwide, creating a wave of positive change that attracts more tourists. By embracing these sustainable practices, Nepal can emerge as a global leader in responsible elephant tourism, harmonising economic growth with animal welfare while crafting a safe haven for these incredible creatures.

Making festivals elephant-friendly in Nepal

Every five years, the Gadimai Festival puts Nepal in the international spotlight for all the wrong reasons. Tens of thousands of buffalos, goats, fowl and rodents are slaughtered inside a temple enclosure in the village of Bariyapur of Bara district.&nbsp;
Devotees believe the goddess will fulfil their wishes, and unlike other festivals in Nepal the sacrificial animals are usually not eaten. In 2009 an estimated 400,000 water buffalos, goats, chicken, ducks and even white mice were said to have been killed over a two-day period. The 250-year-old Gadimai Mela has therefore been called ‘<a href="https://nepalitimes.com/news/night-before-the-slaughter">Gadimai Massacre</a>’ by animal rights activists.
The killings polarise Nepali society every five years. The Supreme Court in 2015 instructed the Gadimai Temple Committee to <a href="https://archive.nepalitimes.com/article/nation/Overkill-in-Gadhimai,1794">phase out the mass sacrifice</a>, and issued a mandamus order directing the Nepal government to set a timeline stop the killings. The temple trust discouraged devotees to bring animals and announced that it would discontinue killings starting with the festival in 2019, but the sacrifices continued unabated.
Because of the <a href="https://time.com/3609356/the-worlds-largest-animal-slaughter-festival-has-begun-in-nepal/">intense international media glare</a>, the mass sacrifice has <a href="https://nepalitimes.com/news/night-before-the-slaughter">tarnished Nepal’s compassionate image</a> as the birthplace of the Buddha. Celebrities like actresses <a href="http://setopati.net/society/4105/">Brigitte Bardot</a> and Joanna Lumley and India’s Menaka Gandhi have staged demonstrations, and even the European Union (EU) wrote to the Nepal government.
However, here in the Tarai and across the border in India, the sacrifices are driven by a strongly-held belief that it will appease the goddess. Local groups have invoked right to religious freedom and point to the tradition of ritual sacrifices in other religions.&nbsp;
The Gadimai Mela coincides with the Thanksgiving Festival in the United States in which tens of millions of turkeys are slaughtered, and supporters say that is also a mass killing. Sacrifices on a similar scale are held across the Muslim world during Bakr Id.
<a href="https://archive.nepalitimes.com/news.php?id=16522">Rabi Thapa, in his 2014 column ‘Kalam’</a> in this newspaper wrote: ‘It is the fact of the slaughter, more than anything else, that attracts or repulses. The imagery employed by those speaking out against the mass sacrifice -- drunken men hacking away at 20,000 hapless young buffalos, a marshland of blood and gore -- betrays a horror of industrial scale barbarism that is anathema to (western) notions of sanitised, civilised progress. At root, the global protests against Gadimai can be applied to all individual sacrifices in the name of religion that are conducted within the premises of the household, the temple, or the street. ’
Pitted against each other are those who are against mass cruelty to animals not primarily killed for eating, and the people of the borderlands who celebrate that very sacrifice. This year, the voices against the sacrifices have been amplified in social media platforms. &nbsp;&nbsp;
But however strong the voices within Nepal and abroad against Gadimai, faith seems more powerful – that the sacrifices will mollify the gods during trying times. The arguments (and laws) about unnecessary mass killing of innocent animals does not seem to work against a deeply-held belief system.
The ritual killings at Gadimai temple premises are on 8-10 December, and all 16 municipalities in Bara district have declared a three-day holiday. Upendra Prasad Yadav, mayor of Gadimai Municipality heads a coordination committee, and the main priest of the temple Mangal Chaudhary is from the indigenous Tharu community, as is the custom.
Buffalos used to be decapitated in an open ground near the temple, but after animal rights activists started protesting, it is now done inside a barbwire walled enclosure. The goats and chicken are sacrificed in a post-harvest paddy field across the Pasaha River.
Although the Gadimai Festival has earned a dubious reputation, it is also an opportunity for clans from both sides of the India-Nepal border to get together. Even the Muslim community here takes part, and Gadimai is also a celebration of religious harmony.&nbsp;
In recent years, what used to be a small gathering with a few hundred people has become massive and heavily commercialised. The sheer scale of the event overwhelms local authorities, and traders exploit visitors to maximise profits.&nbsp;
It has been more <a href="https://archive.nepalitimes.com/article/from-nepali-press/Manage-Gadhimai,1804">than ten years since I have been writing</a> about the lack of regulation, and preparedness for potential emergencies at Bariyarpur. There are no veterinarians on site, no plans for post-festival cleanup of the blood and carcasses, and no oversight of the food for both animals and visitors. Sanitation standards are abysmal, and there is the risk of stampede.
The festival is also an occasion to see how society in the Madhes and in Bihar is changing: tractors have replaced bullock cart caravans. The Chamar community from India and Nepal still retrieve the buffalo carcasses, but rather than consume it themselves, the meat and skin are sold.
Since there are so many people who come together at one time, the festival is an opportunity for the Madhes Province government to use it to spread cultural awareness and information about public health issues.&nbsp;

Gadimai Again

Every day more than 20 trucks loaded with water buffaloes for slaughter make their way to Kathmandu from the Tarai, each packed with up to 35 animals tied tightly with ropes through their nostrils. The overloaded trucks have a capacity of only 15 animals and most are on the road for up to 20 hours during which the buffaloes have no food or water. Many die along the way. Chicken are also carried packed in the backs of vans or tied by their legs hanging upside down on motorcycles from poultry farms to market. Often the birds’ beaks are scraping the asphalt. Seven years ago, the government introduced the Animal Transportation Standard-2064, a comprehensive set of guidelines designed to regulate and ensure the safe and humane transportation of animals. Compliance is not only encouraged but also legally mandated. The regulations underline the need to be compassionate during the transportation of livestock and poultry with adequate floor space to move comfortably, protecting the animals from harsh weather, providing adequate food and water, and making rest stops during the journey. The law also requires that precautions be taken to prevent animals from causing harm to each other during transit. It also says that animals should not be on the move for more than eight hours at a time.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240220080220_b3f0ad118bf7538f807953605c9715119dac22d4bc74a6daee1c8a303d10aaff.jpg" data-media-id="editor_0" data-image-id="20240220080220_b3f0ad118bf7538f807953605c9715119dac22d4bc74a6daee1c8a303d10aaff" data-rendition-name="original" width="1280" height="854" loading="lazy" alt="Be kind to buffaloes"> <figcaption>Overloaded pick-up vans with cows stacked on top of each other. </figcaption> </figure>  Any indication of distress or harm to animals such as bruising, stress, sunburn, bloat, exhaustion, poisoning, injury, or dehydration, are considered reckless endangerment of animal rights and a direct violation of established standards. Besides transportation, the regulation also stipulates that lactating animals should be milked twice a day, and special attention paid to proper nourishment of young animals. Many of these rules, like many others in Nepal, are ignored, and not enforced. Despite government claims that the country is now self-reliant in buffaloes for meat, most of the animals are imported from India where they are not eaten. However, there are no holding centres for livestock along the highways that join the Tarai with the rest of the country, including the capital. Read Also: <a href="https://nepalitimes.com/news/saving-chari">Saving Chari</a> Transporters are also wary of stopping anywhere to give the animals some food and rest because of local protests. &nbsp; Holding centres are not the priority, and real estate along the highways are expensive. Ramnagar in Chitwan last year received a budget to construct a holding centre, but the money was not enough to pay for the land. Makwanpur district is the transit for animals being transported from the Indian border to Kathmandu and to the east. An inspection of the Veterinary Hospital and Livestock Centre in Makwanpur revealed a multitude of problems, including overcrowding of animals, the mixing of males and females, fights, and inhumane practices such as tying animals by their noses, ears, and tails.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240220080224_e7e5f5511b4bac703a560526b750b5bbfe46d9d2eac62b3b8f2760c45009dd13.jpg" data-media-id="editor_2" data-image-id="20240220080224_e7e5f5511b4bac703a560526b750b5bbfe46d9d2eac62b3b8f2760c45009dd13" data-rendition-name="original" width="1280" height="854" loading="lazy" alt="be kind to buffaloes"> <figcaption>A team from the Veterinary Hospital and Livestock Centre in Makwanpur inspects the live animals.</figcaption> </figure>  India has banned the export of buffaloes which means that there are no veterinary certificates, and most of the buffaloes are smuggled across the border. The Makwanpur centre has levied fines and turned away a majority of heavy trucks and pickups found to be in violation of established animal transportation standards.&nbsp; Owners are penalised for the lack of proper documentation, including veterinary certificates and purchase bills and this has controlled the abuse of animals temporarily. But the Makwanpur experience shows that if enforced properly veterinary hospitals and livestock expert centres can be replicated across the country. According to the guideline, every shipment of animals must be accompanied by a valid certificate issued by a qualified veterinary doctor. This is supposed to confirm that the animals are in good health, fit for travel, and free from infectious or contagious diseases. In the absence of such a certificate, carriers are required to decline the consignment for transportation.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240220080224_8aa8abfa96903617c397dedb0574b67a452a311dc9dc8de0339e6fac727651e4.jpg" data-media-id="editor_3" data-image-id="20240220080224_8aa8abfa96903617c397dedb0574b67a452a311dc9dc8de0339e6fac727651e4" data-rendition-name="original" width="630" height="472" loading="lazy" alt="be kind to buffaloes"> <figcaption>An overcrowded truck heading towards Kathmandu.</figcaption> </figure>  But veterinarians have sometimes issued certificates for animals without conducting a comprehensive health assessment and provided fake certificates. In some cases, farmers and traders have been found to use ‘incentives’ to expedite the certification process. To restore the integrity of the certification system, stricter guidelines and oversight measures are needed in the veterinary community.&nbsp; Veterinarians should be held accountable for upholding ethical standards and conducting thorough health assessments before issuing any certification. Regular training and awareness programs about established protocols are needed for vets. Be kind to buffaloes

Photo: SOCIAL MEDIA</figcaption></figure>Among the many street protests that followed Prime Minister K P Oli’s <a href="https://www.nepalitimes.com/latest/nepalis-outraged-by-pm-oli-move/" target="_blank" rel="noopener noreferrer">dissolution of the Lower House</a> on 20 December was one by students in Charikot in which a she-dog bearing the portrait of the prime minister was dragged around town. The photo of the dog went viral on social media, drawing widespread anger and criticism. When animal rights activist Pramada Shah saw the images on the internet, she reacted instantly: “We have to rescue this dog.” Her team from Animal Nepal quickly traced the student leaders involved in the procession through Facebook posts, and spoke to them at length on the phone about the need to <a href="https://www.nepalitimes.com/editorial/in-an-animal-farm/" target="_blank" rel="noopener noreferrer">protect animals</a>, and not punish them for human actions. <figure><img width="1500" height="1125" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1cf9c7e80680e08f8d8jpeg.jpg" alt=""><figcaption>Activists from Animal Nepal try to approach a traumatised Chari in Charikot last week. The student leaders, Roshan Khadka and Bharat Shrestha first alleged that the opposition had taken pictures to make them look bad and that they had “only dragged the dog for like ten metres”. Then they argued that the idea was to show that <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/woof-of-fresh-air-for-street-dogs-in-kathmandu,4132" target="_blank" rel="noopener noreferrer">community dogs</a> are more faithful than the prime minister.“The reasoning was quite contradictory to the act of cruelty, but we were eventually able to seek their support in helping us rescue the dog,” explains Shah. “I said you can’t do this because you are responsible student leaders. They’ve committed to never hurt animals again for political reasons.”Nirmal Sharma, a lawyer who works with Animal Nepal arrived in Dolakha with his colleagues. It took them a while to find the dog who had gone into hiding after the traumatic experience. Students Khadka and Shrestha helped trace the dog, and she was brought to Kathmandu.  Animal Nepal named her ‘Chari’ after Charikot, and she was checked for wounds and diseases. Says Sharma: “She’s fine and now she lives at our office with other dogs.”Chari has started making friends with other mutts who live at the rescue home, but she is terrified of the leash. Says Shah: “Leashes scare her because she was traumatised. She’s a quiet dog, really scared and timid. Basically, they used an animal to give out a political message.” <figure><img width="1225" height="816" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1d29c7e80680e08f8d9jpeg.jpg" alt=""><figcaption>Chari in her new home in Kathmandu, with friend Chhampi.</figcaption></figure>Shah finds it concerning that Nepali language is rife with analogies that equate negative human attributes to animals. “It’s something we need to get over. We got rid of gender bias in language, we need to make our language sensitive towards animals, too,” she says.Nepal’s laws provide animals little or no protection. The Muluki Ain enshrined protection of cows and bulls for religious reasons. “The Muluki Aparadh Samhita 2074, has a list of dos and don’ts in terms of crimes related to animals, but they have to be hinged on harm caused to humans to be punishable. Evidence is low when it comes to animals, so it’s usually hard to push for laws,” says Sharma.Pramada Shah believes <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/" target="_blank" rel="noopener noreferrer">animals</a> need legal protection, and her organisation has been pushing for it. She adds, “Once the law comes through maybe our animals will be treated better– but there’s a lot of work to do. But everything is dependent on politics.”Indeed, it was the same politics that made Chari a part of a street demonstration, and one that gave her nationwide fame at the cost of trauma.

Saving Chari

Photo: ISAZ</figcaption></figure>Humans and elephants have shared environments for thousands of years, but what might surprise readers is that a quarter of the world’s Asian elephants live in captivity.These elephants are a vital and vibrant part of Nepal’s history, and their use has been documented since at least the fifth century in areas as diverse as war machines, living monuments to regal power and wealth, rewards for service and currently as tourist transport.Elephant tourism has become a major financial windfall for businessmen in the Chitwan National Park area, and photos of elephants on the streets of Sauraha have become synonymous with the location. Visitors to the area often mention their desire to ‘see elephants’ in both the wild and in captive settings. Tourism vendors must keep up the appearance of happy animals in idyllic settings in order to maintain a steady flow of income.However, there is no ‘sound science’ supporting elephant-backed tourism as indicated in <a href="https://www.nepalitimes.com/banner/the-elephant-dilemma/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-elephant-dilemma/&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw0cRf5xREKUphszMHgItcIk">a Nepali Times article of 4 October, 2020</a>, and no animal welfare studies that provide data that shows anything but substandard conditions in the majority of stables within the area.Waxing poetic about grand experiences on elephant-back does not change the data. In fact, I have spent the last four years as a rhino and elephant researcher in Nepal, and have just completed an assessment of not only the stables in Chitwan, but an overall review of captive elephant health and welfare throughout the US, UK and Asia.In a series of articles, Brown, et al found that elephants in tourism venues varied in weight, fecal glucocorticoid measurements (a sign of stress), and other hormonal studies depending upon their management techniques and expected performance of duties.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1fd9c7e80680e083e7cjpeg.jpg" alt="" width="640" height="412"><figcaption> </figcaption></figure>In a few studies, the elephants used in safari rides showed better weights and lower concentrations of certain stress hormones than those used in exhibition-only venues. However, while these analyses were conducted by reputable sources, <a href="https://www.nepalitimes.com/banner/the-elephant-dilemma/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-elephant-dilemma/&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw0cRf5xREKUphszMHgItcIk">the Nepali Times article</a> misrepresents their results. Rather than conclusively exonerating elephant captivity, these studies called for further research, acknowledging that the weight differences may be due to the practice of overfeeding sweet treats such as bananas and sugar cane to elephants kept in exhibition/visitation stables.In addition, being chained or kept in one place impacts exercise habits of these individuals, and increasing their activity via non-riding activities may be needed. Further studies showed that simply being exposed to humans was a stressful event, causing spikes in the stress hormones of captive elephants.Hopefully, new measures such as an examination of secretory hormones, will allow researchers to assess positive or negative experiences in elephants. Bansiddhi, et al and others in their studies have stated that the information is of limited value until a baseline study of normal levels in wild elephants can be obtained, and a determination of harmful levels can be gathered.Without this data, comparisons between elephants under varying management styles are more informational than diagnostic. In fact, at the EMA Conference 2020 last month, the need for better assessment tools and baseline studies in order to properly assess welfare were discussed.Other oft-quoted studies used by tourism agencies to promote elephant rides include those which say that the bullhook is not a danger in and of itself. This is a very true statement, just as any weapon is essentially harmless when disconnected from a human.Sadly, much traditional mahout knowledge regarding safe elephant handling has been lost, and bullhooks are now used nearly exclusively for fear and beating-based training, along with nails, knives, and sticks.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be1fe9c7e80680e083e7djpeg.jpg" alt="" width="318" height="241"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2009c7e80680e083e7ejpeg.jpg" alt="" width="320" height="240"><figcaption> </figcaption></figure>Experienced mahouts have moved on to better jobs to escape the stigma of being low-caste or poorly-paid, researchers have found, leaving younger or inexperienced men to handle elephants using dominance and violence. Beatings often take place in view of visitors, and present tourists with a negative view of Nepal. There are no laws specifically protecting elephants in Nepal, and this lack of legislation (despite support for it from various government agencies) puts an uncomfortable spotlight on the country.A reality that animal welfare advocates (both Nepali and western) must acknowledge is that one cannot simply expect elephant rides to stop overnight. Those of us working in elephant research and welfare acknowledge the need for a gradual change which provides training and better employment opportunities for mahouts, financial stability for owners, and opportunities for local community members who rely on elephant tourism for their survival.Having a long-term plan in place is key for the well-being of all stakeholders. By pushing for better elephant standards, we are not clamouring to immediately eradicate elephant tourism. In fact, most researchers realise that government-owned elephants are a necessary part of anti-poaching, emergency rescue and wildlife census activities. During the monsoon season, these elephants remain the only way to enter the park.Happy elephantsThe elephants at Tiger Tops Tharu Village, who were participants in my study as well as being mentioned in <a href="https://www.nepalitimes.com/banner/the-elephant-dilemma/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-elephant-dilemma/&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw0cRf5xREKUphszMHgItcIk">Lisa Choegyal’s article</a>, have significantly different lives than most elephants in Nepal. These elephants are kept in chain-free enclosures, and have a large number of well-trained and experienced mahouts to care for them and are allowed more agency in their daily activities.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2019c7e80680e083e7fjpeg.jpg" alt="" width="640" height="427"><figcaption> </figcaption></figure>In addition, the staff of Tiger Tops has agreed that they will <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/elephants-born-free,3302" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/Nepali-Times-Buzz/elephants-born-free,3302&amp;source=gmail&amp;ust=1605948955641000&amp;usg=AOvVaw2uQ2YkyaSKvngH-Nqafm_y">no longer purchase elephants</a> once this herd passes. But these humane conditions are aberrant for captive elephants in Nepal.Surveys into the health and welfare of privately-held elephants have shown nutritional deficiencies, physical deformities and injuries, wounds from abuse and abscesses from saddles, death from preventable disorders, stillbirth and near-constant reproductive issues. Injuries and some disease processes are common in tourism venues throughout Asia, but are manageable with changes to management and husbandry styles.Furthermore, the majority of elephants in the Sauraha area are not allowed to recline for rest, get dirty or dig (a necessity for foot and joint health), but are instead chained by front and back legs. Recumbancy for sleep is incredibly important for elephant health, as is digging.  Simple, inexpensive changes to stables — such as providing dirt for the expression of natural behaviours or more appropriate nutrition — would be a game changer for the elephants of Nepal.Look, don’t touchThe captive elephants of Nepal also represent a population which may impact the life span of wild elephants in the area. Because they carry diseases such as TB, found in at least 23% of the captive population and has recently resulted in the deaths of two government-owned elephants, they risk passing along a variety of bacteria to wild populations.Furthermore, studies have shown that the pressure placed on forest resources by captive elephants impacts the availability of resources for wild elephants. Preserving these endangered species in their natural habitats should be a priority for the government of Nepal, and allowing the keeping of captive elephants in shared spaces is a risky practice.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2039c7e80680e083e80jpeg.jpg" alt="" width="480" height="640"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2059c7e80680e083e81jpeg.jpg" alt="" width="480" height="638">IllegalityBecause Nepal is a CITES signatory, the trade and sale of these endangered species is illegal. Yet, it continues unabated, and owners openly acknowledge this fact in newspaper articles and emails. No amount of description of peaceful jungle walks or ‘ethical’ activities will change the fact that the use of these animals for commercial purposes is illegal.Until the government of Nepal enforces CITES there will be no effective changes. Owners should refrain from buying or selling elephants in the future, as a sign of their commitment to creating lasting changes in Sauraha. Visitors to the area should be aware of the laws surrounding elephant trade, and consider this fact when booking travel to areas advertising elephant tourism.The upsideCurrently, there are multiple plans in place to create a non-riding sanctuary in the Chitwan National Park area of Nepal, and NGOs such as Jane Goodall-Nepal and World Animal Protection have been in talks for years with the local elephant owner’s cooperative group about this issue.If all owners agreed to stop tourist elephant riding, these organisations, and others, have indicated that there would be a great deal of financial support available. But because there have been holdouts among cooperative members, talks have stalled for the time being.There is now discussion of a cooperatively-owned facility housing a few of the members' elephants which will provide viewing of elderly individuals and riding of younger ones. However, this hardly fits the definition of a true sanctuary.Instead, Sauraha has the unique opportunity to become a completely ride-free, chain-free venue due to the relatively small number of captive elephants, and the acknowledgement by owners that these elephants now require a change in treatment and management.These owners have the chance to establish Sauraha as a more ethical tourism venue, while still creating income for themselves and maintaining employment opportunities for marginalised communities of mahouts. This is a once-in-a-lifetime chance for Nepal, and the elephant owners, to create a world-recognised facility. Hopefully, owners will embrace this opportunity and create lasting changes in the elephant industry.Luckily, there is already one smaller NGO in the Chitwan area working with local stakeholders to purchase elephants out of riding situations, and quietly transfer them to true sanctuaries. In addition, other organisations are working with hotel owners to lease elephants, keeping them off safari.In addition, there are other ethical venues open for tourist visits. One way to ensure your destinations are animal-friendly or ethical is look at the access offered to living animals. If the venue allows human touching of animals, then it is best to avoid. Use your tourist dollars to support facilities that care about animal health and welfare. Look, but don’t touch.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181120/636be2069c7e80680e083e82jpeg.jpg" alt="" width="480" height="638"><figcaption> </figcaption></figure>The bottom lineNo one wishes to ban tourism in Nepal. It is a beautiful location with much to offer, and has set a high standard in preserving natural habitats for wildlife. Visitors to Nepal can enjoy jungle walks, home stays, local food and products, and enjoy the sight of wildlife crossing the Rapti River at sunset.What must change, however, is for tourists to take responsibility for their own impacts on both wild and captive elephants as well as local communities. This endangered species deserves our respect and better treatment in return for their years of hard work.They deserve a life with proper nutrition, agency, and space. Set the elephants free

Many outdated practices have been abandoned, including widow sacrifice and child labour, because they were against the ethics of the time. In any case, even if elephant tourism stopped today, elephants would remain an integral part of Nepal’s heritage.Just because elephants in Nepal are not used in ‘alien’ environments such as beaches and temples, does not mean that Chitwan’s tourist safaris are ‘natural’. Most elephants live in ‘unnatural’ shelters, usually a simple structure of zinc sheet with 4 poles. They are tied 24/7 unless taken for a ride. With a lack of fresh greens, their diet is ‘unnatural’. Even the carrying of four tourists and a mahout is ‘unnatural’:  even though elephants look invincible, science says that their skeleton is not designed to carry great weight on top of their spines.Just because of a concern for loss of tourism, elephant riding and bathing does not need to be continued. The quick growth of non-contact tourism projects across the world shows there is great potential. Nepal introduced many humane alternatives for safaris (by canoe, car or on foot) and a pioneer company has already unchained its elephants. There is a growing market for a more ethical kind of tourism that involves elephants, be it in sanctuaries, elephant walking or viewing, kuchi and paper making, etc.We feel there is enough evidence to show that elephant safaris generally are a cruel business. We have shown that over 80% of elephants live under ‘unsuitable conditions’. This is in line with World Animal Protection’s more recent findings that claim that more than three-quarter of captive elephants are kept in ‘severely-cruel conditions’.Other groups have used video evidence to show present training techniques certainly do not ‘mostly employ kindness and positive reinforcement’. Instead sharp objects, fire, fireworks and noise continue to be used to break in young elephants. Even the presumption that Nepal’s safari elephants are no longer taken from the wild cannot be confirmed. The origins of elephants brought in from India are largely unknown as there is no proper documentation and no government control.Ms Choegyal argues that people like us ‘are shamelessly manipulating this emotion to convince the world that it is cruel to keep elephants in captivity’. This kind of languages creates an unnecessary and unbeneficial divide. We certainly do not try to manipulate anyone. We use evidence to show the realities of elephant tourism and to propose change.We also introduce feasible alternatives and are ready to support such initiatives. At present we need all parties to save Nepal’s precious wildlife and the country’s tourism industry. Dogs caged in China and Vietnam meat markets. Whale massacres in Japan. The Gadimai sacrifices in Nepal. There are so many other forms of abuse of animals that need to be stopped more urgently. I agree with Lisa Choegyal that elephant safaris in Nepal are much more benign, and many livelihoods depend on it.</li></ul>Erin Petersen<ul><li>Having seen the way elephants are taught ‘obedience’ and ‘tamed’ in Sri Lanka and Thailand, it is unconscionable that human beings in countries that practice the Buddhist ethos of compassion should be treating sentient beings in this way. In fact, elephants in the wild have a sophisticated family structure, respond to stress just like human beings when chained and confined. Elephants belong in the wild, and ‘elephant safaris’ should take on a new meaning, venturing into the jungle to observe them in their natural habitat.</li></ul>Nandita Ghosh<ul><li>Those critical of captive elephants in Chitwan’s tourism industry should not keep dogs as pets. There should only be wild dogs, and they should be allowed to roam freely in the wilderness.</li></ul>K B Limbu<ul><li>I find it astonishing that so-called elephant activists do not seem to consider the fact that their blanket call for a ban on all captive elephants would leave thousands of them with no way to be supported, nowhere to live (since there is not enough wild land to release them to), and thousands of associated families with no work. Their plight would be worse.</li> 	<li>It would be a great differentiating point for Nepal to have every elephant facility audited to a recognised set of international standards. It would be the only country to do this.</li> 	<li>I'm all for a spirited debate on captive, domesticated elephant tours that meet the highest animal welfare standards, benefit communities, contribute to the stewardship of protected areas and create high-quality nature-based visitor experiences.</li> 	<li>Without delving too deep into the nuances of the issues associated with owning elephants … the most important aspect is how you look after captive elephants and not really what you do with them. With that in mind I feel husbandry standards across the board can be improved in Nepal. Having an independent body to advise and monitor owners is a very good idea.</li> 	<li>At the moment it does look like a losing battle to keep elephants working, at least in India. If there is a ban on elephant safaris, it will mean more neglect of the captive animals.</li> 	<li>Dr Ingrid Suter makes a compelling case for captive elephant conservation and tourism. Particularly interesting is her belief in a grassroots, bottoms up consultation which I think is an excellent approach for Nepal.</li> 	<li>It is time for Nepal to end all forms of cruelty to animals, including cruel mass sacrifices, poisoning street dogs, and mistreatment of elephants in the name of tourism. If nothing else, it is bad karma.</li> 	<li>I agree, the welfare of captive elephants used for tourism is a concern in many countries and probably the certification model could address the critical welfare issue in Nepal.</li> 	<li>Nepal has always been unique in the use of domestic elephants for shoots in the old days and safari in more contemporary times. The good thing is Nepal has never used domestic elephants for work such as logging, etc.</li></ul>(Names supplied)

https://www.youtube.com/watch?v=U4YTxDqg2lA&amp;feature=youtu.beDespite national and international outrage and a Supreme Court ruling against the cruel ritual, Nepal’s Gadimai Mela, the world’s largest mass sacrifice of animals went ahead as scheduled.Indian and Nepali pilgrims who had their wishes fulfilled in the last five years slaughtered thousands of water buffalos, goats, pigs, ducks and chicken in gratitude. The killings will continue on Wednesday.Videos and photos from Bariyapur village in Bara district show tens of thousands of people from India and Nepal in attendance with their families and choice of sacrificial animals. Animal rights activists are doing all they can to feed and care for the animals before they are sacrificed.  Read also: <a href="https://www.nepalitimes.com/here-now/activists-against-animal-cruelty-at-nepal-temple/" target="_blank" rel="noopener">Activists decry animal slaughter at Nepal Temple</a>, Sewa Bhattarai<a href="https://archive.nepalitimes.com/article/nation/Overkill-in-Gadhimai,1794" target="_blank" rel="noopener">Overkill in Gadimai</a>, Lucia de vries and Deepak Adhikari <img width="640" height="459" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151112/636a63bc9c7e80680e059897jpeg.jpg" alt=""><img width="640" height="427" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151112/636a63bf9c7e80680e059898jpeg.jpg" alt=""><img width="640" height="396" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151112/636a63c19c7e80680e059899jpeg.jpg" alt="">Animal rights activists have filed a contempt of court case against Gadhimai Temple Committee and the government at the Supreme Court for disavowing  the Apex Court’s historic judgment passed in 2015 that directs the authorities concerned to phase out brutality against innocent animals during Gadhimai festival.The Court first gave its decision on bloodless killing in 2014 and the full script of the judgment came out in July 2016 in which a strict mandamus order was issued whereby the Court directed the government to come up with a strategic action plan by formulating a task force, which in turn would set a timeline for ultimate phasing out and ending of the practice of animal sacrifice.“We strongly believe that there has been complete disregard, disobedience and non-compliance of the Court’s verdict by the government and its agencies since the past five years despite persistent efforts by animal welfare organisations and activists,” the plaintiffs said.The festival, held every five years, has gained criticism over the recent past for being the world’s largest animal sacrifice event. The temple trust had announced in 2015 that the 250-year-old practice of sacrificing animals shall be discontinued from the next Gadhimai festival in 2019.The trust also urged devotees attending the festival to not bring animals. The Gadhimai festival drew wide attention in 2009 when over 500,000 buffaloes, goats, chicken and other animals were estimated to have been sacrificed. When activists called for a ban on the event, the number of animal sacrifices reportedly halved in 2014. <h3>Jan Salter, 82</h3><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb379c7e80680e02f35cjpeg.jpg" alt="" width="500" height="264"/>The artist and animal welfare crusader Jan Salter made famous for her book of portraits, Faces of Nepal, and who had made Kathmandu her home, passed away on Sunday  in Lyme Regis in UK at age 82.She settled in Nepal in the mid-1970s where she walked the length and breadth of the country, drawing pencil sketches of the faces of the extraordinary people she met along the way. <a href="http://archive.nepalitimes.com/article/review/jan-salter-retrospective-exhibition%20,1708">Jan’s art </a>is a time capsule of the age-old traditional costumes and jewellery of a Nepal that is quickly disappearing.Salter used to say: “The people I have captured . . .  have much to offer in terms of their knowledge and understanding of the natural world and in the uniqueness and richness of their own cultures.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710118/6368cb389c7e80680e02f35djpeg.jpg" alt="" width="332" height="251">Janette (Jan) Sonia Salter was born in 1936 in Southampton and as a young woman she travelled to Africa, Australia, and East Asia, but none fascinated her as much as the people of Nepal.Among the many interesting and significant experiences she had in her travels was a chance encounter with the renowned Indonesian painter, Affandi with whom she painted in Bali.Later, she began to experiment with oil paintings, which allowed her to ‘explore and express a versatility of style’. Salter’s life work consists of over 300 pencil drawings and oil paintings, the greater part of which record the varied ethnic groups of Nepal. Many of these were collected in the book Faces of Nepal that she co-authored with her long-time friend, the demographer Harka Gurung.Salter has always had a great kindness and compassion for the people around her, and exercised her greatest care and empathy to capture another facet of life in Nepal:  the soulful depiction of more than 50 trafficked girls who were rescued by Maiti Nepal and form the collection of paintings called<a href="http://archive.nepalitimes.com/news.php?id=9351#.WubHw--FO70"> ‘All Our Daughters’</a>In more recent years, Jan’s work turned to her other passion, the humane treatment of street dogs. In 2004, she founded the <a href="http://katcentre.org.np/index.html">Kathmandu Animal Treatment (KAT)</a> Centre which stabilised <a href="http://archive.nepalitimes.com/news.php?id=17934#.WubH6u-FO70">the street dog population</a> , eliminated canine poisoning by the city, and greatly reduced rabies in dogs and humans in Kathmandu. In 2010 she received the prestigious Extraordinary Commitment and Achievement Award from <a href="https://en.wikipedia.org/wiki/Humane_Society_International">Humane Society International</a> for her ground-breaking work in animal welfare. She was cited on the New Year’s Honours List 2013, and received an MBE from Queen Elizabeth II for animal welfare in Nepal.Jan’s own reflections best summarise her art: “I would be proud if my work contributed in any way to a greater recognition and respect for the rich and varied cultures my ‘faces’ represent. She was 77.Stone first came to Nepal in 1982 to join United Missions Nepal’s schools in Makaisingh and Namjung of Gorkha district. She then moved to Pokhara where she made Gandaki Boarding School well known for its best-performing students. Realising that raising the quality of education in Nepal needed teachers to be better trained and motivated, <a href="http://archive.nepalitimes.com/news.php?id=12869#.WubR---FO70" target="_blank" rel="noopener noreferrer">she worked</a> with the government on curriculum development and rewrote many text books that Nepali children study to this day.She also wrote children’s books for Room To Read, among them the now famous characters Tommy Tempo, Rishi Rickshaw and Birke Bagh. She was awarded an OBE from the British government in recognition of her work with education in Nepal.Stone was easily identifiable till recently crossing Bagmati Bridge on her bicycle with her pet Collie, Nirmaya, riding on a basket behind her. In the Kopundole neighbourhood where she lived, she was known as the “lady riding a bicycle with a dog”. She was interested in everything from astronomy to anthropology, but never owned a television or a smart phone, keeping up to date with the news on BBC World Service.Stone grew up in Hong Kong before World War II. As the Japanese advanced she and her mother were shipped off to Australia. He father was captured by the Japanese in Singapore and pressed into the POW gangs that built the bridge over the River Kwai, but survived. After school, Stone’s spirit of adventure took her to Ethiopia and a tiny volcanic island in the South Atlantic to volunteer as a teacher.She <a href="https://www.obantimes.co.uk/2018/04/12/obituary-christine-stone-obe/" target="_blank" rel="noopener noreferrer">returned to Fort Williams</a>  in Scotland in 2015 with Nirmaya.A memorial service for Stone will be held at the UMN office on 6 May.

While international adoption was intended to provide vulnerable children with better opportunities, child trafficking and irregular practices prompted Nepal to suspend adoptions in 2007, and overhaul its policies. By 2010, stricter regulations aligned with the <a href="https://www.hcch.net/en/instruments/conventions/specialised-sections/intercountry-adoption">Hague Adoption Convention</a> drastically reduced adoption numbers. Today, many of these children, now adults, are returning to Nepal in search of their roots, only to encounter a society that no longer recognises them, legally or socially. Behind the statistics lie the <a href="http://hdl.handle.net/1854/LU-01GRNPPXAC1Z3AETV9HARNCG5Q">deeply personal and emotional journey</a> of adoptees returning to reconnect with their past, seek family, and rediscover a sense of belonging. These stories reflect a broader struggle for identity and the complexities of bridging two worlds. Maya Adopted at 9 by a family in Barcelona, Maya carried fragmented memories of her early life in Nepal including the painful recollection of the day her mother and sister vanished, leaving her and her younger siblings behind. She had faint images of her mother, elder sister, and the village where she once lived. In June 2017, Maya came to Nepal accompanied by Chandra Kala and two friends, Jay and Vikram. With only a few photographs of her mother Tulsi, her elder sister Pargati, and her brother-in-law Kamal, along with a street name, Maya arrived in Birendranagar after a 20-hour bus ride from Kathmandu. “Now that we’re close, I feel like I can’t face them,” she confessed to Chandra Kala, wrestling with anxiety about what she might uncover. “I’m nervous. I don’t know if I’ll recognise them or if they’ll recognise me. I don’t know how they’ll react or what they’ll say. And then there’s him [Kamal]. I have such bad memories of him. I don’t know if I can handle this.” Chandra Kala reassured her, reminding her of her courage and the importance of this moment. Maya and her companions asked around the town with little success until a shopkeeper recognised Kamal and directed them to a nearby village. Jay went to confirm and returned excitedly, shouting, “It’s her! It’s your sister!” Maya froze, paralysed by fear and anticipation but she pushed ahead. At the village, Maya’s sister Pargati initially struggled to recognise her. Jay introduced Maya: “Do you recognise her? This is your younger sister. She’s come all the way from Spain to find you.” Slowly, realisation dawned, and the two women embraced, bridging the decades of separation with tears and disbelief. The next day, Maya met her mother Tulsi in an emotionally overwhelming reunion. Tulsi rushed into the room and embraced Maya tightly, sobbing uncontrollably: “Mero chhora-chhori, gaye, gaye… my children they went, they went …” Once the tears subsided, Tulsi and Pargati began recounting the heartbreaking circumstances of their separation. After the death of her husband, Tulsi faced relentless judgment in their village when Kamal stayed with the family before his marriage to Pargati. The villagers accused Tulsi of impropriety, calling her पापी (sinful) and demanded that the family leave. “We didn’t want to leave, but the village didn’t want us here,” explained Pargati. “We left intending to bring you and your siblings later. However, when she returned, the children had been sent away without her knowledge. “I only trusted them because I had no other choice,” Tulsi said through tears. “I didn’t know they would send my children away. What kind of mother does that make me? They called me a bad mother, but what else could I have done?” The reunion brought healing and answers but it also exposed the societal pressures that had fractured Maya’s family. Despite the challenges, Maya spent the rest of her visit bonding with her sister, nieces, and younger half-sister, Sunita, slowly bridging the gaps created by time and distance. Maya’s journey was a testament to the courage required to confront the past, the pain of uncovering difficult truths, and the hope of rebuilding connections once lost. Her story highlights the enduring emotional complexity faced by adoptees navigating their history and identity. Ashmita Unlike some adoptees whose main focus is reuniting with their biological family, 26-year-old Ashmita’s priority has been to uncover the institutional details surrounding her adoption. She wanted to understand what the orphanage and the government knew about her background and why so much information seemed concealed. “I just want to know where I come from,” she said. “Even if I never find my biological family, having a better sense of the places and people connected to my story would mean so much.” For many adoptees, returning to Nepal is not just about reconnecting emotionally, it is about seeking formal recognition as members of the Nepali community. This lack of recognition creates significant hurdles, particularly in two key areas: accessing pre-adoption records and obtaining Non-Resident Nepali (NRN) status. Despite international norms like the Convention on the Rights of the Child, which guarantees the right to know one’s origins, institutions often refuse to cooperate. Orphanages and non-profits in Nepal, which hold critical pre-adoption records such as birth certificates and citizenship documents, frequently withhold this information, reflecting the systemic reluctance to provide transparency. In numerous cases, records that should include family names, addresses, or relinquishment agreements were either incomplete or falsified. These practices not only prevent adoptees from reclaiming their histories but also perpetuate their disconnection from their heritage. Ashmita’s initial requests for information from her adoption agency were met with delays and incomplete responses. When she turned to the orphanage where she spent her early years, she encountered even greater resistance. At one point, the director of the orphanage issued veiled threats. Nevertheless, Ashmita persisted and managed to find the name of the individual who had brought her to the orphanage. However, the person had disappeared, leaving yet another gap in her story. A breakthrough came when Ashmita accessed a police report that suggested she might have been born in a different municipality than the one in her adoption records, prompting her to seek help from local authorities. The police took an interest in her case and began investigating possible connections to her birth family. While progress was slow, they meticulously followed leads to help her trace her origins. “It’s not easy,” Ashmita said of the process. “But every small step feels like I’m piecing something back together.” She also noted that societal perceptions could add to the difficulty. At times, she felt questioned about her identity and her right to seek answers. “People have asked me why I care so much or even suggested that I’m not Nepali anymore because I was adopted abroad,” she reflected. Ashmita’s story is a complex account of persistence in the face of institutional and personal challenges. While her search has not yet provided all the answers she seeks, it continues to offer her insights into her early life and the systems that shaped her adoption journey. &nbsp;“These records are sealed for a reason. They are not meant to be reopened,” said a government official. Even an NGO representative said: “It’s better for everyone if the past remains in the past.” An orphanage director asked: “Why are you asking these questions? This is not your place anymore.” Hari Prasad Sacré The Non-Resident Nepali (NRN) card is a lifeline for Nepali diaspora members, granting them residency and property rights in Nepal. Yet, adoptees are notably excluded from this framework. While the law stipulates eligibility for individuals whose parents or grandparents were Nepali citizens, it makes no provision for adoptees whose legal ties to their Nepali parents were severed by adoption. When Hari Prasad Sacré, a Nepali adoptee, sought to obtain an NRN card at the Nepal Embassy in Belgium, he encountered officials unfamiliar with processing an NRN request from an adoptee. His case was the first of its kind, setting a precedent but also highlighting the systemic barriers adoptees face. Although his biological parents, including his father, Khul Prasad Adhikari, are alive and he maintains contact with them, he no longer had “legal” ties to Nepal due to the adoption process. Carrying a Belgian surname the embassy staff was initially convinced the adoptee couldn’t claim Nepali origin. Nepali law, which does not recognise biological parents as legal guardians once a child is adopted, created complications for the NRN application. To navigate this complexity, Sacré relied on a testimony from his father. Issued by a local government body in Kaski, the testimony affirmed that Hari had been put up for adoption and was of Nepali origin. While this enabled the embassy to approve his NRN card, the process was unnecessarily protracted and emotionally charged, highlighting the inadequacy of current policies to accommodate the unique situations of adoptees. Sacré’s case represents a rare instance where biological parents were alive and willing to provide testimony, but many adoptees are not as fortunate. A large number of adoptees were declared “orphans” during the adoption process, even when their parents were alive. This severed their legal ties to Nepal, stripping them of documentation that could later prove their origin. For others, the absence of living biological relatives or access to their original adoption records creates insurmountable barriers. Without clear documentation or a family member to vouch for their Nepali heritage, adoptees are excluded from the NRN framework. This denies them the rights and privileges afforded by the card, including property rights, legal recognition, and a formal connection to their homeland. Current laws fail to account for the complexities of adoptees’ legal status, leaving them disconnected from their cultural and legal heritage. Adoption papers, as evidence of Nepali descent, should be accepted as proof, granting adoptees rightful access to the NRN card and ensuring their inclusion in Nepal’s diaspora. Such reforms are crucial to ensure that all adoptees, regardless of their circumstances, can reclaim their heritage and establish a sense of belonging in Nepali society. Without these changes, the systemic exclusion of adoptees will persist, perpetuating inequities and denying them the opportunity to step up as active members of the Nepali diaspora. Sacré’s case serves as both a precedent and a call to action. It exemplifies the challenges and triumphs of adoptees navigating complex bureaucracies and advocates for a more inclusive and equitable approach to reconnecting adoptees with their homeland. Nepal can draw inspiration from South Korea, where the government has actively supported the reintegration of adoptees into their society. The F4 visa, established through efforts by organisations like the Global Overseas Adoptees’ Link (GOA'L), grants adoptees the right to live and work in Korea, while dual citizenship acknowledges their dual identity as members of the diaspora and their country of origin. GOA’L further fosters reconnection by offering language classes and cultural exchange programs, creating opportunities for meaningful reintegration and belonging. As Nepal refines its NRN citizenship framework, explicitly including adoptees could address the severance of legal and cultural ties caused by international adoption. Such inclusion would provide adoptees a pathway to residency, citizenship, and rights, enabling them to reconnect with their heritage. Complementing this with programs for language acquisition, cultural immersion, and historical education would honour Nepal’s responsibility to the approximately 5,000 children sent abroad. Nepal could establish a dedicated organisation similar to South Korea’s GOA’L and help adoptees access pre-adoption records, navigate legal processes, and engage in cultural exchange initiatives. It would also serve as a bridge between adoptees and Nepali society, fostering mutual understanding and collaboration. Her research focuses on family strategies, reproductive decisions, and adoption, with extensive fieldwork in Spain and Nepal examining adoptee reunions and related governance and rights.

Searching for a homeland away from home

Villages along the proposed alignment of Nepal’s ambitious <a href="https://nepalitimes.com/banner/putting-nepal-on-the-right-track">east-west train project</a> are excited about the connectivity and development it will bring. But here in Hariban village there is only apprehension. While elsewhere, there are environmental concerns about the train track slicing through national parks and protected forests, here along the densely populated Tarai plains there is worry about losing farmlands. “This project will cost me a big chunk of my land,” says Dinesh Mahato, who farms a small plot in the Ghurkauli village near the East-West Highway. “Why should I agree to give it all away when I will only be compensated partially?” Hari Narayan Mahato echoes his brother’s anger. “The map shows that I have to give up nearly 700 sq m of land, but I know the area is going to be three times bigger once construction begins,” he says. “It’s just not worth it.” There is also opposition in the Dhanpati locality, and 10 households from these two villages have refused to accept the government’s compensation rate for land which they say is much less than market value.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250105050152_41071574c82ba8f9698b8b7fdecb3ebf280dd314b1175262d961f76dc6d6ad5b.jpg" data-media-id="editor_1" data-image-id="20250105050152_41071574c82ba8f9698b8b7fdecb3ebf280dd314b1175262d961f76dc6d6ad5b" data-rendition-name="original" width="1292" height="821" loading="lazy" alt="Nepal train project struggles to stay on track NT"> </figure>  The East-West Electric Railway project will ultimately be <a href="https://nepalitimes.com/here-now/nepal-s-journey-to-electric-public-transport">Nepal’s transportation </a>artery stretching from the eastern border with India in Jhapa to Kanchanpur, connecting 24 districts. It will intersect with the proposed Birganj-Kathmandu railway at a junction in Sarlahi district. When completed, Nepal’s 950km long ‘gateway to prosperity’ as it has been dubbed, will have 123 stations, 10 tunnels, 334 bridges, a dam, and a 132kV transmission line to supply electricity to the locomotives. The project will require the acquisition of about 4,520 hectares of land, including 518 plots belonging to 4,000 households. Some of this will be along corridors through Chitwan, Bardia, Banke and Sukla Phanta <a href="https://nepalitimes.com/news/does-nepal-need-the-army-to-guard-parks">National Parks</a> and other nature reserves. Controversy about land acquisition and compensation as well as environmental impact have stalled the project since 2010. “The biggest issue has been compensation for land,” admits Kamal Kumar Shah of the Department of Railways. Read also: <a href="https://nepalitimes.com/news/india-china-rail-race">India-China rail race</a>, Shristi Karki This means less than half of the work along the 70km Bardibas-Nijgad segment has been completed and 16 bridges built, and this is the first section of the railway where construction started 15 years ago.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250105050148_9e1de8c104dcbd239a70d4a3abda71579f86502c8b9f4cdd7e184aeef90eb638.jpg" data-media-id="editor_5" data-image-id="20250105050148_9e1de8c104dcbd239a70d4a3abda71579f86502c8b9f4cdd7e184aeef90eb638" data-rendition-name="original" width="1280" height="960" loading="lazy" alt="Nepal train project struggles to stay on track NT"> </figure>  Says Senior Division Engineer Kiran Karki: “It is difficult to work here, people have built houses in public land, knowing that the railway is coming. How do we ask them to leave?” Part of the delay is also due to lack of budget, and this has increased the initial estimate of the total cost because of the increase in land value. The government has nationalised over 190 hectares for the Kakadbhitta-Inaruwa section of the railway in the eastern Tarai for which it will have to distribute Rs24.41 billion in compensation. But the budget allocated for that is only Rs1.5 billion. This means farmers have lost their land, but have not yet been compensated. The East-West Railway line was initially estimated to cost around Rs1 billion per km, but this has increased to Rs1.5 billion per km. Just the first Bardibas-Nijgad section will need an additional Rs50 billion to complete. The estimate for the entire project was estimated at Rs955 billion, but a revised budget has already surpassed Rs1.5 trillion. A major bridge across the <a href="https://nepalitimes.com/editorial/kosi-now-kathmandu-next">Kosi</a> north of the barrage on the Indian border is expected to cost more than Rs410 billion. The &nbsp;Detailed Project Report (DPR) has been revised to build an elevated line over towns in the Butwal section, for example, to avoid paying exorbitant compensation. Read also: <a href="https://nepalitimes.com/news/nepal-railways-janakpur-test-drive">Nepal Railways Janakpur test drive</a> “This project works on multi-year contracts, which have been difficult to award due to a lack of budget,” says Shah. “So the date of completion of the project depends on money being forthcoming.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250105050148_addd8a08b727efb1bf1f71752dce1a28d6ea2e9d5f76dafe5dbc9a53a223c5e0.jpg" data-media-id="editor_8" data-image-id="20250105050148_addd8a08b727efb1bf1f71752dce1a28d6ea2e9d5f76dafe5dbc9a53a223c5e0" data-rendition-name="original" width="960" height="1280" loading="lazy" alt="Nepal train project struggles to stay on track NT"> </figure>  Meanwhile, activists have raised concern over the project’s environmental cost. The Railway Department has prepared DPRs for four sections of the railway, but <a href="https://nepalitimes.com/banner/from-nowhere-to-nowhere">Environmental Impact Assessments (EIA)</a> have not been carried out. In Chitwan, the proposed route was realigned to avoid Chitwan National Park following a Supreme Court stay order. However, Chitwan residents have now formed a Railway Victims’ Struggle Committee, saying that the new route would cut through their densely populated communities. “We only found that our land would be part of the railway line when the people from the Railway Department came here last year,” says Hari Thapaliya of Bharatpur Municipality. “The decision to reroute the track was made overnight without any consultation with us.” Angered locals had set fire to a Railway Department vehicle when a survey team reached Krishnapur in July. Bharatpur Deputy Mayor Chitrasen Adhikari says the Railway Department did not even coordinate with the municipality about the new route. “We have proposed an alternate route to the Department,” she adds. “This project affects the livelihoods of people across <a href="https://nepalitimes.com/banner/fogbound-tarai">the Tarai</a>, their concerns must be heard, and they must be included in the decision-making process,” says infrastructure expert Surya Raj Acharya.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250105050148_682ed3ef3e398592f098d1ac638faa4d3b7517515e0f1b2014cb9c4383e6d9c3.jpg" data-media-id="editor_11" data-image-id="20250105050148_682ed3ef3e398592f098d1ac638faa4d3b7517515e0f1b2014cb9c4383e6d9c3" data-rendition-name="original" width="1280" height="960" loading="lazy" alt="Nepal train project struggles to stay on track NT"> </figure>  The problem is that 53% of Nepal’s total population now lives along the narrow strip of plains along the Indian border through which the railway line will pass. The Railway Department is squeezed between the need to balance environmental concerns with high compensation demands of locals. Conservationists have maintained that the railway alignment will go through ecologically sensitive areas, disturbing and fragmenting the habitat of endangered species, blocking their migration routes and disrupting water and food sources. All of this could in turn increase <a href="https://nepalitimes.com/banner/human-animal-interface-in-nepal-wildlife-corridor">human-wildlife conflict</a>. Experts have suggested measures to invest in ‘ecological offsetting’ programs that help in the creation of new protected areas, restoration projects, and wildlife underpass and overpass corridors. There is also <a href="https://nepalitimes.com/here-now/more-pre-monsoon-forest-fires-in-nepal">concern about the forests </a>that have to be sacrificed. Already, 13,500 trees have been cut down in the Bardibas-Nijgad section alone. The Sagarnath Forest, which stretches from Sarlahi to Mahottari, and areas under the Rautahat Division Forest also lie along the proposed alignment. Surya Raj Acharya blames inadequate monitoring and evaluation during the preparation of the DPR because government agencies lack sufficient technical capacity and experience in the railway sector.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250105050148_7823653d3f037122441c11f6485c5407acc716811bedf464255aefe3a76d97f8.jpg" data-media-id="editor_14" data-image-id="20250105050148_7823653d3f037122441c11f6485c5407acc716811bedf464255aefe3a76d97f8" data-rendition-name="original" width="1280" height="960" loading="lazy" alt="Nepal train project struggles to stay on track NT"> </figure>  He adds, “Transparent financial planning and management are necessary to ensure the project’s sustainability and economic viability. But the contracts have been hurriedly awarded without proper land acquisition. An urgent review is necessary.” All this needs stronger political will and coordination between various agencies which is sorely lacking not just in the east-west railway project, but in other infrastructure schemes as well. When built, the nearly 1,000 km long railway will streamline cargo and passenger traffic, making it cheaper and more convenient for ordinary people. Railway junctions can also facilitate the north-south transshipment of goods and passenger traffic when coordinated with public transport. Transport costs for exports and imports from India will also be slashed. “A high-speed train running at 200 to 250km per hour will mean that trains will get from Kathmandu to Dhangadi faster than planes, and at much cheaper fares,” notes Acharya. Trains will also reduce carbon emissions by up to 30% compared to trucks and buses. Train lines will be the backbone of Nepal’s transportation system, boosting tourism in the Kathmandu, Chitwan and Lumbini triangle.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250105050148_ee137f417c5712be9d2d16f295ba7e30fc207e878214103e387346dfed3a9815.jpg" data-media-id="editor_15" data-image-id="20250105050148_ee137f417c5712be9d2d16f295ba7e30fc207e878214103e387346dfed3a9815" data-rendition-name="original" width="577" height="1280" loading="lazy" alt="Nepal train project struggles to stay on track NT"> </figure>  Ultimately, the Kerung-Kathmandu trans-Himalayan railway will connect with the Birganj-Kathmandu line and in future be a future non-maritime corridor for India-China trade. Nepal has been trying to get the East-West railway project funded through foreign investment, but so far there has not been much interest. There also needs to be a better viability study for future railway links, otherwise Nepal may be straddled with loans it cannot repay. Read also: <a href="https://nepalitimes.com/news/nepal-and-china-to-study-trans-himalayan-railway">Nepal and China to study trans-Himalayan railway</a>, Ramesh Bhushal “The border region along the Tarai remains behind in terms of education, health, and the economy,” says economist Bishwo Poudel. “A railway line alone will not do much to improve their quality of life, there have to be other interventions.” Poudel adds that a north-south railway through Kathmandu to connect India and China through Nepal makes much more economic sense. China has been studying the Kerung-Kathmandu track with tunnels under <a href="https://nepalitimes.com/opinion/cleaning-up-high-places">Langtang National Park</a>, which would have technological and financial challenges. India is also working on a railway alignment to connect Kathmandu to its border town of Raxaul. At present the only operational passenger railway in Nepal is the 35km cross-border Jaynagar–Janakpur–Bardibas line. The former Department of Railways Director General Rohit Kumar Bisural is a road engineer, and says: “Very few people in Nepal have experience in railways.”

Nepal train project struggles to stay on track

This translation feature, available to the world’s major languages, can now also be used by the indigenous people of Kathmandu Valley to translate their <a href="https://nepalitimes.com/news/decoding-diversity?fbclid=IwAR3P0GygTCQ7HE-LaaVOhmKSyUDLlIrR2l9VzXKwCFJ8Em7YFHSAOiiXqQE">mother tongue</a> into English and vice versa.
This involved three-and-a-half years of effort and will impact everyday life in the study and preservation of Newa culture. It also shows a path forward to Nepal’s 123 other languages and dialects.
The World Newah Organisation (WNO) in 2011 invited Newa people from around the world to a convention in London. Software engineer and historian Sanyukta Shrestha was involved, and now leads WNO.
The top priority for discussion was how to conserve the language which was classified as ‘definitely endangered’ by UNESCO, with only 850,000 speakers left.
“The Newa people are diverse: there are different sects, religions. The language and the calendar are what is common,” explains Shrestha. “The strategy was to unite the community behind an existing technology.”
Ujjwal Rajbhandari, an engineer at Google who does not even speak the language, got involved. “I thought why not take advantage of a great tool that already exists,” Rajbhandari, who is co-founder at Qubrid AI in Austin, Texas, told us on the phone.
Work started December 2020, but the prognosis was bleak. Engineers said that the project may take up to 10 years. Translate runs on a ‘transformer’, a machine learning neural network designed to take sequences as input, uses math to understand the context, and outputs a probable output. It uses an ‘attention’ mechanism, which looks at the input text and tries to work out the relationships of each word to each other word.
The more data you feed this statistical monster, the better it gets. But that was the first problem. There was a dire lack of digital material, either in Newari, bilingual Newari-Nepali or Newari-English dictionaries.

“Tens of thousands of digital pages of content were needed, so in 2021 we met with the editors of Newa magazines and asked to scan and digitise their material,” Shrestha recalls. “We hunted down writers, publishers, songwriters, invitation cards - anything that was written in Nepalbhasa.” &nbsp;
Google gave WNO a sheet of 1,200 sentences from random contexts, to be translated. WNO formed a committee to complete this task, and by April 2021, Translate could at least identify the language.
Nepalbhasa can be written in 13 different scripts, the two most popular are the Ranjana and Devanagari. The team chose the latter because there is a lot more material in Nepalbhasa in Devanagari, and many more people who can type in it. “Devanagari is what has allowed any of this work at all,” points out Shrestha. “Translation was the much harder problem to solve, converting output to another face is much easier.”

Now the model needed a large volume of input from the community. “<a href="https://nepalitimes.com/opinion/comment/tech-and-transition-in-nepal">Every AI model</a> is dependent on the volume of data, even that which is introduced later. User corrections are fed back, which makes the model more robust,” says Rajbhandari.
This happened to be at peak pandemic-time. People knew how to video-chat and had time on their hands. WNO members met for one or two hours in the evening, on a Zoom call that they also broadcast on Facebook. People worked together translating. Which was very effective, because they could get instant input or feedback from others on the call. “It was cool to see was how this brought together elders who knew the language deeply, and the youngsters who have the tech skills,” says Rajbhandari.
By February 2024 there were 500,000 contributions, and Google deemed that this volume of data was sufficient for the model to ‘level up’. Translate added Nepalbhasa to its list of supported languages in June last year. The language had now been intergrated into a tool that can be used for free from anywhere with an internet connection. Accuracy was unusally high, over 90%.
It opens up a whole different world on the internet, for those who only know Nepalbhasa, since any website integrated with Google can be used automatically and instantly converted to that language.
The translations are already being used in East Europe to translate legal documents, Newa songwriters, like Ujan Shakya, use it to convert English lyrics. And when Rajbhandari speaks to WNO over video, his English is instantly translated into Newari subtitles.
“Older people are happy that language will now not die. Younger ones can use it to self-learn the language, now they can’t blame elders for not teaching them,” says Shrestha.
Yet another use is the integration with large language models, like <a href="https://nepalitimes.com/banner/chatgpt-news-about-nepal">ChatGPT</a>. LLMs encounter Nepalbhasa in their training data, so they can already generate rudimentary responses.
Says Shrestha, “You can ask questions about a Newa book in English, and the LLM &nbsp;gives you a coherent answer and even cite the page number.” This makes the use of Newa books for research possible and a lot faster.
Leading this mammoth task led Shrestha to a better appreciation for his mother tongue. “I saw the richness of Newari. There are onomatopoeia and proverbs that only elders use, and it is these and the dialects that need to be saved,” he says.
The next step is a text-to-speech, speech-to-text interface, which would open up its use by those who speak and understand Nepalbhasa but may not read, write or type it. Tourists to Nepal would also benefit.
Rajbhandari wants to work on similar projects for other endangered languages of Nepal, and the team has shown that it does not need government to do such work.
Says Rajbhandari: “We have learned many things that would make integration of future languages more efficient so we can solve problems in other projects.”

Nepal Bhasa on Google Translate

When a dozen tiger range countries met in St. Petersburg for a summit in 2010, they committed to doubling the population of their big cats in 12 years. Nepal became the first country to not just achieve the target but nearly triple the figure, from 121 in 2010, to 355 in 2022. But some people in Nepal, including Prime Minister KP Oli, now think Nepal has been too successful and the number of <a href="https://nepalitimes.com/latest/nepal-counting-its-tigers">wild tigers</a> should be reduced. This was the same prime minister who last year had urged people to help in the <a href="https://nepalitimes.com/news/nepal-tigers-now-number-235-1iulcaq1">conservation of tigers</a>, calling it “the pride of Nepal”. But last month, in his own pithy language, Oli said <a href="https://nepalitimes.com/here-now/nepal-s-tiger-conservation-too-successful">tigers had become as numerous</a> as dogs, and they could not be allowed to breed at the cost of human lives. “The tiger population should be proportionate to our forest area, why not gift the extra tigers to other countries as economic diplomacy?” Oli added at a debriefing on <a href="https://nepalitimes.com/editorial/bad-cop">COP29</a> last month. <a href="https://nepalitimes.com/banner/human-animal-interface-in-nepal-wildlife-corridor">Human-wildlife conflict</a> has indeed claimed lives, since tigers are venturing outside crowded parks to find prey. So, the prime minister’s proposal to promote wildlife diplomacy may not be such a bad idea since it would raise Nepal’s international profile and highlight <a href="https://nepalitimes.com/here-now/is-wildlife-conservation-a-victim-of-its-own-success-in-nepal">the country’s conservation success story</a>. “Tigers can be sent to other countries through diplomacy, but the receiving countries must have the right capacity and environment,” says Ghana Gurung of World Wildlife Fund (WWF Nepal), adding that tigers to be sent must also be chosen carefully. “The Prime Minister gave an emotionally charged statement, which probably came after he spoke to affected groups,” Gurung added. “We tripled the tiger population, but if proper steps for management and cooperation are not taken, we can lose them all as easily.” However, member countries of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) would have to follow strict protocols and paperwork to transport the tigers. Previously, Nepal has sent <a href="https://nepalitimes.com/here-now/how-many-rhinos-is-enough-rhinos">rhinos</a> to China in two batches through the completion of complicated procedures. Naturalist Sushila Mahatara at <a href="https://nepalitimes.com/here-now/bardia-s-birds">Bardia National Park</a> does not agree that Nepal has too many tigers. She tells us: “Tiger numbers are not excessive according to the areas allocated for them. If there are too many tigers, they fight and kill each other to keep their numbers in control.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025011008010_8cf30b15459a919f1d72d06ca02b3515255460c025a62222a219218787c08bc6.jpg" data-media-id="editor_8" data-image-id="2025011008010_8cf30b15459a919f1d72d06ca02b3515255460c025a62222a219218787c08bc6" data-rendition-name="original" width="640" height="481" loading="lazy" alt="No. of tigers"> <figcaption>Photo: WWF</figcaption> </figure>  Bardia National Park has 125 adult tigers, and Chitwan National Park has 128. There were about 12 fatalities from tiger attacks in the past year, and some of the maneaters are darted and caged. However, many of them soon die in the confined space. Dhan Bahadur Tamang, a <a href="https://nepalitimes.com/opinion/comment/unsung-heroes-of-nepal-s-tiger-recovery">tiger conservationist </a>with over 50 years of experience explains exactly why tigers venture out when they do: “Those that enter human settlements are usually young tigers which have been separated from their mothers. Some are injured tigers who cannot attack traditional prey.” The other reasons include encroachment as a result of human settlement and infrastructure projects in close proximity or within the protected areas with no wildlife-friendly components such as overpasses. The water shortage made worse by <a href="https://nepalitimes.com/here-now/those-who-stay">the climate crisis</a> has added to the challenge. Although an average of 3,000 people in Nepal are killed every year by venomous snakes, tiger kills get far more media attention. This has led to tigers being seen as a threat rather than an important apex species in an ecosystem. Last year, then Minister for Forests and Environment Birendra Mahato of Janata Samajwadi Party (JSP) &nbsp;proposed auctioning tigers to trophy hunters because Nepal had “too many tigers”. He calculated that the country could earn $25 million through tiger hunting licenses which would underwrite the cost of maintaining national parks. His statement created widespread outrage as well as mockery from <a href="https://nepalitimes.com/here-now/conservation-vs-conservatives">conservationists</a> and environmentalists, just as Prime Minister Oli’s statement last month did. Tigers are also a major source of revenue for national parks, and a highlight for tourists. “The tigers being in the jungle means that there is the presence of a balanced environment,” says Mahatara at Bardia. “Any <a href="https://nepalitimes.com/banner/between-existence-and-extinction-in-nepal">loss of biodiversity</a> in the parks could lead to a decline in the influx of tourists.” Eco-tourism and tiger safaris are a big source of income also for homestays and the local communities in Chitwan and Bardia. But because many human-wildlife conflict cases take place when locals go to the forest to collect firewood or fodder, they should be aware of safety precautions. “We have worked continuously through skill development and behaviour change campaigns to help the locals live and maintain a livelihood in the buffer zone and protected areas,” adds Gurung. “This has been one of our major goals, to uplift the living standards of the locals so that they can coexist with wildlife in the area.”&nbsp;
