Over the last three decades, Nepal’s national government has spent Rs2.1 billion to beautify the holy river that flows through the capital. The Bagmati is still a cesspool. Now, the government wants to take a big loan to build a 95m high dam inside the Shivapuri-Nagarjun National Park to flush the river.
<a href="https://nepalitimes.com/here-now/dam-dangerous">As we reported last week</a>, it is an expensive bad idea. The reservoir carries seismic, ecological and financial risk.
So far, attempts to rehabilitate the river have resulted in constricting its flow into narrow canyons, building walkways and planting trees along its banks. To be fair, the Bagmati would be uglier without these half-complete measures. But storing monsoon water to regulate the flow of the Bagmati will not clean it up if we keep on dumping the city’s sewage and garbage into it.
The new Rs25 billion project funded by the Asian Development Bank (ADB) to build the dam is being justified because ‘there is no other viable option to preserve the Bagmati civilisation’.
The proposed dam on the Nagmati stream which is a tributary of the Bagmati in the <a href="https://nepalitimes.com/news/frozen-shivapuri">dense forest of the national park</a> will be just 18km upstream from the city centre. It will create a reservoir 50 hectares in area.&nbsp;
When released in the dry season, the stored water is supposed to wash away the waste, flush the stench of sewage, and raise the level of the aquifer. However, no amount of water released into the Bagmati will clean it as long as it continues to be a sewage canal and a dumping ground for solid waste.&nbsp;
Even the project's Environmental Impact Assessment (EIA) report concedes that the quality of water in Bagmati can only be restored by blocking the direct discharge of sewers into the river.&nbsp;
We talked to engineer and former joint secretary at the Ministry of Drinking Water Rajan Pandey. He has calculated that even when 450 l/s of water is released from the reservoir, it will only raise the water level in the river by 3cm.&nbsp;
Officials directly involved admit that water released from the dam will not be sufficient to purify the Bagmati, but argue that it will “dilute the pollution” and buy time to <a href="https://nepalitimes.com/opinion/where-to-take-a-dump">divert sewers</a> to wastewater treatment plants. But the construction of that system has already been delayed by more than 30 years.
As Nagendra Sitoula of Tribhuvan University Institute of Engineering Studies told us, “The Nagmati dam is like pouring a bucket of clean water into a tank full of dirty water in an attempt to clean it up. It is pointless.”
Pollution in water bodies is measured with a unit called Biological Oxygen Demand (BOD) representing the amount of biodegradable organic matter in the water. The higher the BOD, the more polluted the water.
Drinking water has a BOD of 1 ppm (parts per million). At Sundarijal, the Bagmati has a BOD of 2 ppm, and a dry season measurement of the river after it has flowed through the city at Chobhar last year showed 340 ppm. It is clear that no amount of water released from the proposed dam will dilute the Bagmati’s contamination. &nbsp;
The Nagmati Dam will be a white elephant nearly as expensive as Pokhara airport, and similarly will have no immediate economic return. The Rs25 billion ($189 million) loan to finance this project will increase the inter-generational debt burden of Nepalis.
Rs25 billion could build 500km of two-lane black-topped highways connecting Nepal’s remote districts, or irrigate one-third of Nepal’s arable land increasing food production. Instead, the money is being lavished on an already pampered capital. &nbsp;
<a href="https://nepalitimes.com/news/the-monsoon-mess-in-melamchi">The disaster in 2021 </a>that nearly destroyed the $800 million Melamchi project supplying drinking water to Kathmandu should have been a lesson that such mega schemes are at increased risk from the impact of climate breakdown in the Himalaya. Weak governance and unreliable construction practices make large-scale development projects even more risky.
A collapse of the Nagmati Dam would wash away Pashupati, roads, bridges and houses all the way down to Chobhar directly impacting 500,000 people in Kathmandu Valley. Then there is the ecological cost of submerging a large area of the carefully protected Shivapuri watershed.&nbsp;
The Nagmati Dam also exposes the inequity of yet another expensive <a href="https://nepalitimes.com/editorial/development-destruction-yt3t1yhu?amp=1">Kathmandu-centric project</a> when less than 25% of Nepalis have clean drinking water, and much of the Karnali suffers chronic food insecurity. It also lays bare the misguided priority of international lenders just out to expand their portfolios.

Nagmati won't clean Bagmati

The Nepal government is all set to launch a Rs25 billion project to build a dam inside Shivapuri National Park to flush the Bagmati, wash away its waste and stanch its stench as it flows through Kathmandu. However, critics say it is an extravagant undertaking that carries financial, seismic and environmental risks, and that the Bagmati can be more effectively cleaned with a sewage network, water treatment plant and better <a href="https://nepalitimes.com/opinion/where-to-take-a-dump">urban solid waste management</a>. &nbsp; The Department of Water Resources and Irrigation is planning to build the 95m high dam on the Nagmati stream to also augment Kathmandu Valley’s drinking water supply and generate some electricity. The scheme is an extension of a project funded by the Asian Development Bank (ADB).&nbsp; Engineer Nishchal Chhatkuli of the ADB-supported <a href="https://nepalitimes.com/news/kathmandu-gets-first-pump-track">Bagmati River Basin Improvement Project </a>says the environmental impact assessment is awaiting approval and clearing trees and construction of an access road will begin soon. The project is expected to be completed by 2032 by when the reservoir will be capable of storing 9.4 billion litres of monsoon runoff and releasing 450 l/s into the Bagmati River as it starts to flow through Kathmandu 18km downstream.&nbsp; The primary purpose of the dam is said to be to flush out the polluted Bagmati River, although some of the water will also be added to the mains connected to the Melamchi tunnel, as well as generate 1.86MW of electricity.&nbsp; The Project started in 2013 to improve Kathmandu’s river system under which another 24m high dam has already been built at Dhap, upstream from the proposed dam.&nbsp; But the Dhap reservoir was deemed to have insufficient storage to flush the Bagmati all year round, and the ADB supported a detailed feasibility study completed by an Australian company in 2017 that endorsed a<a href="https://nepalitimes.com/here-now/kathmandu-creeps-up-surrounding-mountains"> higher dam downstream </a>near Mulkharka, 3km above the confluence of the Nagmati and Bagmati.&nbsp; “Since water cannot be brought from elsewhere, stored rainwater drained from this lake is the only way to deliver it to Bagmati during winter and take the river back to how it was three decades ago,” Chhatkuli explains.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024020301024_c7f7c1a0165e10d96afa0244389de367da0c24c99b5e864a9a275e455ecf20cc.png" data-media-id="editor_3" data-image-id="2024020301024_c7f7c1a0165e10d96afa0244389de367da0c24c99b5e864a9a275e455ecf20cc" data-rendition-name="original" width="761" height="403" loading="lazy" alt="Nagmati NT"> <figcaption>Shivapuri-Nagarjun National Park showing Dhap Dam and the proposed Nagmati Reservoir.</figcaption> </figure>  The dam construction itself will cost Rs19 billion, and additional money will be spent on protecting the watershed, construction of the power house, drinking water use and building tourism facilities. &nbsp; Although the Nagmati project’s stated aim is to protect the river basin, critics say it will come at significant <a href="https://nepalitimes.com/editorial/development-destruction-yt3t1yhu?amp=1">ecological cost</a> to the national park. The environment impact assessment itself says more than 80,000 trees will have to be cut, and the access road will add to human disturbance in the wilderness area.&nbsp; ‘Permanent effects of the project include loss of local biodiversity, destruction of wildlife habitat, and construction activities that will alter local topography, increase soil erosion, and increase turbidity in the river,’ the report states.&nbsp; Nature activist Shrawan Sharma argues that impounding a reservoir of this size will harm the already fragile ecosystem of the <a href="https://nepalitimes.com/news/frozen-shivapuri">Shivapuri- Nagarjun National Park</a> and the Bagmati watershed.&nbsp; The current government policy is to replace every tree cut with 10 saplings, which would mean that 800,000 saplings would need to be planted. But there is no land area for so many trees in Shivapuri. D P Jaisi, an engineer formerly with the Department of Irrigation says the construction of a big dam in an area with high seismic risk directly upstream from a densely populated city is a bad idea. Climate change adds to the risk.&nbsp; “Large infrastructure projects need to be future-proofed to withstand major disasters, but such structures are always a risk,” says Jaisi. “If the Nagmati Dam were to collapse, it would be catastrophic for Kathmandu.” The project’s detailed report does look at a potential dam collapse, and shows that 3.47 million litres per second would rush down to Kathmandu, reaching Sundarijal in 15 minutes and Pashupati within 90 minutes. “The debris flow in the event of a Nagmati Dam collapse will affect 500,000 people all the way down to Chobhar and even change the course of the Bagmati as it flows through Kathmandu,” Jaisi warns. Water resources professor at Pulchok Engineering Campus Hari Pandit says the damage would be large-scale and long-lasting. “We simply cannot rely on dam design in a country like ours with its weak governance and weak construction,” he adds. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024020301024_b34372ab9e8091db5abbd59d604d01b5a3bc566616e3951b3fb0f77db895ec93.jpg" data-media-id="editor_6" data-image-id="2024020301024_b34372ab9e8091db5abbd59d604d01b5a3bc566616e3951b3fb0f77db895ec93" data-rendition-name="original" width="2500" height="3333" loading="lazy" alt="Nagmati NT"> <figcaption>The Nagmati inside the national park near the proposed dam site is a boulder-strewn stream. Photo: KUNDA DIXIT</figcaption> </figure>  Project officials like Chhatkuli say all this is scare-mongering and there is no reason to be alarmed because the dam is designed with the worst-case scenario for seismic and cloudburst risk in mind. But critics are not assuaged, especially considering the <a href="https://nepalitimes.com/news/the-monsoon-mess-in-melamchi">disaster that struck the Melamchi water supply scheme</a> in 2021, Nepal’s biggest infrastructure project so far. An investigation showed that Melamchi headworks and tunnels did not take into account clear and present danger from climate change in the river's headwaters. Hydraulic structures expert Ravi Rajbhandari with Cemat Consultants says the dam, which will have concrete slabs on one side and rock-fill on the other, will be "like a sword hanging over Kathmandu’s head". He says we should learn lessons from last year’s catastrophic dam breaches in Libya and Sikkim. Experts also question why the Department of Irrigation is involved when the project has nothing to do with agriculture, and when the Rs25 billion lavished on another big project in Kathmandu could have been spent to irrigate rain-fed farms in rural areas and increase harvests.&nbsp; Some experts say the Nagmati project will mire Nepal in another <a href="https://nepalitimes.com/news/soaring-debt">debt trap</a>. The country’s public debt has reached Rs2.38 trillion and now accounts for more than 44% of the country’s GDP. Pouring money into a low-return project like Nagmati will push generations of Nepalis into indebtedness. Ravi Rajbhandari and Hari Pandit also doubt whether water released from the dam will actually make the Bagmati cleaner if sewage and garbage continue to be dumped into the river. The money could have been spent on extending the Melamchi tunnel to Larke and Yangri to increase water volume. But the project’s Nishchal Chhatkuli argues that the return on investment from the Nagmati Dam should not be measured only from an economic standpoint. “The price that locals have had to pay for living and being in proximity to the polluted Bagmati is incalculable,” he says. “The advantage of a cleaner Bagmati goes beyond purely financial benefit.”

Dam dangerous

Kathmandu Valley’s rivers have always been in full spate during the monsoon, but their wide floodplains allowed the water to spread while fertilising the banks with nutrients.
But in a process that accelerated after the multiparty system was restored in 1990, and especially since the Maoist conflict began in 1996, the Valley’s population exploded. The real estate mafia and their political partners gradually encroached on the riverine flats.
Some of the tributary streams of the Bagmati now have roads and houses built over them, others have been squeezed into narrow canals. With just 90mm of rain in 24 hours, these waterways easily overflowed this week, submerging the banks.&nbsp;
“It was not a lot of rain, but it fell over a short period and there was nowhere for the river to go,” watershed expert Madhukar Upadhyay explained to us.&nbsp;

Rainfall patterns have changed with frequent torrential microbursts or prolonged drought due to climate change, but the main reason is that we have constricted the rivers and streams.
“This should be taken as a warning,” Upadhyay added. “This week’s floods could have been as bad as they were in Uttarakhand or Beijing if rainfall was heavier. We should have had strict zoning laws about not building along floodplains.”&nbsp;
Kathmandu’s urban heat island effect meant that this year’s pre-monsoon maximum was up to 5°C higher than average. Trees that would have cooled things down are gone, concrete and asphalt trap the heat.
In winter, the Valley’s air quality is unbreathable and off the charts. Inability to control vehicular fumes, garbage burning and brick kiln emissions means suspended particles are trapped under an inversion layer. The city has now given up trying to control vehicle emissions, and subcontracted it to the private sector.

Emissions can be curbed with a systematic push towards electric public transport and battery-powered vehicles. This would also mean using surplus clean hydroelectricity that is going to waste. Instead, the government has increased taxes on electric vans.
In his election pledge, Mayor Balen Shah promised to clean up Kathmandu’s air and trash. But there has been no effort to segregate waste, leading to chronic problems at the landfill site. A foreign investment proposal to manage waste and generate power through incinerators is stuck in red tape.
None of this can be blamed on the climate crisis. Media headlines call floods ‘monsoon havoc’, but they are actually ‘human havoc’ — a result of regulatory failure, poor planning, corruption and individual greed.
Yet, there is a climate dimension that is making existing problems worse. A new report by the Integrated Centre for Mountain Development (ICIMOD) shows that Himalayan glaciers shrank 65% faster between 2010-2020 compared to the decade before. At this rate, 80% of the ice mass will be gone by 2100. In addition, springs are going dry and the water table has receded.&nbsp;

“We are now past adapting to climate-induced calamities, we have to talk about mechanisms to pay for loss and damage,” &nbsp;<a href="https://climateanalytics.org/events/2023/loss-and-damage-in-south-asia-what-cop28-needs-to-deliver-for-the-region/?fbclid=IwAR0XTyAN82s5-twHW0V5IK2c1nrIeIonmHjJykMc_WDIm1VduBfMfVyjpeg">ICIMOD Director Pema Gyamtsho told a webinar</a> this week hosted by Climate Analytics South Asia. “But while the global community debates loss and damage, climate-induced disasters continue to render many people homeless and hopeless.”
This July was the hottest ever globally, and some weather extremes that climatologists had predicted would take place by 2050 are already happening. World leaders will meet in Dubai at COP28 in November and discuss reparations for climate harm.
“Loss and damage funds may or may not happen, but we in Nepal must take preventive action with local participation immediately,” says Madhukar Upadhyay.
That advice is most relevant for Kathmandu, where federal agencies and mayors must work in close coordination to tackle the Valley’s polycrisis.

Kathmandu’s Polycrisis

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151112/636bb61c9c7e80680e07bc42jpeg.jpg" alt="" width="1228" height="850"/><figcaption>Bagmati River in the 1950s.</figcaption></figure>“As far as I know, there is no one conducting the ritual these days,” began Ganesh Maya Khadgi as she gazed out from her home on the banks of <a href="https://archive.nepalitimes.com/page/encounter-with-bagmati-river" target="_blank" rel="noopener noreferrer">the Bagmati River</a> to the grey, slow-moving water just outside her door.She is referring to Naworatri, a ritual practiced by the Newas of Kathmandu during first nine days of <a href="https://www.nepalitimes.com/editorial/dasain-once-more/" target="_blank" rel="noopener noreferrer">the Dasain festival</a>, which this year fall in end-October. When she was young, she would join crowds of worshippers at two or three in the morning and they would walk together to the tirtha, holy sites on the banks of the river.On each day of the nine-day festival, they would travel to a different tirtha to cleanse themselves with holy water and offer puja to the river in the form of flowers placed on chaitya, small mounds of riverbank sand.“Why would anyone participate in this ritual anymore?” Ganesh Maya’s friendly, open face clouded over as she further poured out her disappointment.The communal pilgrimage along the rivers facilitated contact with the sacredness of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/the-ecology-of-worship-bagmati,3380" target="_blank" rel="noopener noreferrer">the holy river</a>, she says, but due to the highly degraded quality of the water, even the most devout worshippers no longer want to make that connection. In some places, worship is not possible due to the accumulation of solid waste on the banks.Even if people are willing to make the holy ablutions with <a href="http://archive.nepalitimes.com/blogs/thebrief/page/15/" target="_blank" rel="noopener noreferrer">the polluted water</a>, Ganesh Maya says that there is not enough sand left in the riverbanks to construct the chaitya. She speaks fondly of her memories of conducting the rituals despite the pain she feels from their loss.Neither her children nor her grandchildren have visited the tirtha for Naworatri, but she understands their reasoning for changing their ritual practice. Due to river pollution, the entire purpose of the ritual has been lost.***<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151112/636bb61f9c7e80680e07bc43jpeg.jpg" alt="" width="1362" height="1322"><figcaption> </figcaption></figure>Across South Asia, rivers are regarded as sacred and are often worshipped as gods and goddesses, revered for the way they link heaven and earth. Some believe the rivers are homes to the divine, while others pray to the life-giving power inherent in the water. Because of this, rivers have historically played an essential role in the daily functioning of the communities built upon their banks.This is especially true in Kathmandu where the history of life in the valley is intimately connected with the rivers that define the landscape, so much so that its residents have often been referred to as members of the ‘<a href="https://archive.nepalitimes.com/page/resurrecting-bagmati-the-river" target="_blank" rel="noopener noreferrer">Bagmati Civilisation</a>’.Early settlements within the valley were clustered on <a href="https://www.nepalitimes.com/banner/time-capsule-of-kathmandu/" target="_blank" rel="noopener noreferrer">hilltops with farmland below on the river floodplains</a> to utilise the natural flow fluctuations of the monsoon. Despite the way that the rivers served agricultural functions, they were perceived as more than as natural economic assets.Instead, people saw themselves as living a balanced life with the environment, a belief that was reinforced by the traditional rites and rituals that have historically been tied to the rivers. Therefore, a harmony that emphasised co-existence and regeneration existed in the name of culture and religion.Now, however, those ties are being severed due to pollution and ideas about modernisation that relies upon the <a href="https://archive.nepalitimes.com/regular-columns/Comment/rivers-fighting-back,993" target="_blank" rel="noopener noreferrer">exploitation of natural resources and spaces</a>. But what happens to the Bagmati Civilisation when its people can no longer bear to stand on the banks of their sacred river?***<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6239c7e80680e07bc44jpeg.jpg" alt="" width="2048" height="1365"><figcaption> </figcaption></figure>Tej Maya Maharjan also grew up going to the rivers for ritual events, watched this change occur throughout her life. She was elderly at the time of this interview, and has since passed away. Tej Maya visited the Kankeshwori Temple almost every morning for 70 years, and said the time she spent there was the highlight of her days.These visits were essential parts of both her religious and social life. She was widowed at a young age without children, and spent most of her life as a single woman. Instead, she found a family and a sense of community at Kankeshwori Temple. Tej Maya and her friends would gather along the river at the temple and whether they were singing songs, performing puja, or gossiping about their daughters-in-law, these morning trips for religious and social connection brought her joy throughout her entire life.Tej Maya emphasised the importance of conducting rituals at the temple for their role in childhood development. From a very young age, she would join her friends at the Bishnumati River every day during the Newa month of Yalaato collect Nil La:, sacred water, and make chaitya.“We would collect leaves from the pipal tree which had fallen on the ground. We would put some rice grain, tika power, and flowers on the leaf and twist the top and bottom ends, light a wick on the leaf then put it on the flowing water and watch it flow down the river. Then we would all walk to the temple with Nil La: to offer it to all the shrines present in the temple and offer puja,” Tej Maya said.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6269c7e80680e07bc45jpeg.jpg" alt="" width="640" height="853"><figcaption> </figcaption></figure>For Tej Maya, conducting this ritual was the first time she and her friends had done puja or gone to the temple unaccompanied by adults, and therefore, they learned the procedures of the rites and how to take responsibility for the rituals on their own. Because children are no longer spending time at the rivers and riverside temples, with or without family members, Tej Maya and many others say that the youth of Kathmandu does not have the same understanding of the rituals or how to conduct puja.Although religious activity continues, increasingly, people say that the rituals are often conducted simply because they are tradition but there is less consideration for, or knowledge of, the meaning behind the actions being performed. This has a fundamental impact on the practice of religion and some of the most foundational tenets of the Bagmati Civilisation.One example of this is the way that the practice of bara (gufa halne in Nepali) is shifting. In a Newa girl’s life, the bara has traditionally been one of the most important and celebrated milestones. In this marriage to the sun, girls who are approaching puberty are kept in a dark room for eleven days, during which they cannot be exposed to the sun, nor see any men. This is not a period of isolation though, and instead, the days are filled with visits by female friends and relatives.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb62a9c7e80680e07bc46jpeg.jpg" alt="" width="2048" height="1365"><figcaption> </figcaption></figure>In the past, parents would bring pebbles from the nearby river to the room for the girl to play with. But these days, since there are no pebbles in the river, people use construction gravel instead. After the marriage to the sun was completed on 12th day of the ritual period, the girl would return the pebbles to the river on 13th day and perform puja on the banks, using her newfound knowledge to give thanks to the river for all that it provides.Increasingly though, families are sending their daughters to monasteries for a few days where they are taught the rituals by religious practitioners. In this changing practice, there is no connection with the river, and many say that a key component of bara is lost. Instead of being a coming-of-age period for elders to teach young girls about womanhood and religious practice that culminates with puja on the riverbank, the ritual is now frequently celebrated in banquet halls and party palaces staged for Instagram-worthy spectacles.Just as elements of bara are changing partially out of convenience and partially to distance the ritual from the polluted riverbanks, residents of Kathmandu, both religious practitioners and lay people, have observed a gradual shift in conceptions of the water that can be considered jal, or holy water.Chudamani, a Bajracharya priest, explains that river water is the purest of all forms and sources of water and has therefore traditionally been considered the only source of jal. “But instead of trying to preserve and restore river water, which is so essential for religious purposes, people are making changes in their cultural rituals due to the pollution,” he continued. In practice, this means that the definition of what counts as sacred water has expanded as an adaptation to changing environmental conditions.Macha Bhai Maharjan is a Niti Puja Pujari meaning he performs puja daily to the deity of the Kankeshwori Temple. He has spent innumerable hours at the temple and on the banks of the river, collecting sacred water for cleansing the temple. The river was a source of life for him but after he saw human feces floating in the water when collecting jal for a ritual, he says he has never returned to the banks of the Bishnumati.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb62d9c7e80680e07bc47jpeg.jpg" alt="" width="640" height="853"><figcaption> </figcaption></figure>https://www.youtube.com/watch?v=GCnPUqlrZJcMacha Bhai’s experience is not an anomaly. As <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/when-it-comes-to-water-pollution,3196" target="_blank" rel="noopener noreferrer">the rivers became more polluted</a>, people began sourcing jal from wells bored near the river, their proximity affording the water extracted from them the same ritual significance as the river water once held. However, due to the rapidly depleting groundwater table, many of those wells have gone dry, or have become just as contaminated as the rivers that worshippers were trying to avoid. Once again, the devout were forced to search for alternative sources.***In the Hindu belief system, while river water is considered the most sacred, all water that is moving is pure. Under this definition, people could interpret the water coming out of the taps and dhunge dhara also as jal. Initially, water stored in tanks was not considered to be suitable for ritual purpose, but for many, this has changed once again. Now every temple has a tank that is filled by the municipality and there is no longer a need to visit the river.Macha Bhai’s experience with contamination in the Bishnumati was the moment he says he realised the sacred river no longer held its religious significance. He too uses water sourced from a tank at Kankeshwori Temple for his daily puja. While changes like this are upsetting to Chudamani, he says that despite his role as a priest, he and the others in his lineage profession “cannot do anything about it” and that he too limits his exposure to the once sacred water.The dissociation from the rivers, which have historically been considered the lifeblood of the city, happened gradually over a couple of generations. Just 30 years ago, many residents of Kathmandu remember swimming in the rivers and creeks that cross the valley. The rivers were wide and shallow with sandy bottoms that they could wade across. But a population growth rate that places Kathmandu among the fastest-growing cities in South Asia, coupled with the widespread adoption of water-intensive household and commercial amenities including flush toilets, washing machines, and solar water heaters without the construction of adequate wastewater treatment infrastructure has resulted in vast amounts of grey and black water end up in the riverways. Additionally, direct solid waste dumping, encroachment, and illegal and uncontrolled <a href="https://archive.nepalitimes.com/page/crushing-tale-of-Chure" target="_blank" rel="noopener noreferrer">sand mining have all contributed to the degradation of the riverscapes</a>.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6309c7e80680e07bc48jpeg.jpg" alt="" width="2048" height="1365"><figcaption> </figcaption></figure>When this period of urban development first began in the 1980s, sewer and stormwater lines were directed to the Bagmati River intentionally with the idea that all pollutants would be washed away. Although the Bagmati naturally experiences wide fluctuations in flow rates because it is a seasonal, monsoon-fed river, now regardless of the season, the dilution capacity of the river is so low, and the level of contamination is so great, that the flow is predominately wastewater. In many places in Kathmandu Valley, the river is considered dead, meaning it can no longer support biodiversity. Many say that with the death of the Bagmati, the Bagmati Civilisation has also been lost.Despite the biological and spiritual death of the Bagmati and its tributaries, the rivers have become points of focus for infrastructure development in the name of modernisation. Currently, the construction of walled river corridors, managed by the Kathmandu Valley Development Authority (KVDA), is used as the primary intervention to address <a href="http://archive.nepalitimes.com/article/editorial/deep-water,3883" target="_blank" rel="noopener noreferrer">flooding in the urban core</a>. These corridors are also meant to help improve the flow of traffic and to reduce congestion in other parts of the city.Now almost every stream and river in the valley has been straightened and confined by concrete walls, the widths of which are set as per the 20-year flood provisions. But due to changing monsoon rainfall patterns and the concretisation of the valley, 20-year floods are occurring every five years or less.The riverbeds have also long since been depleted of sand, mined for concrete to fuel the construction boom of the metropolis. Now that the rivers contain few natural resources, some have gone as far as to advocate that they are covered completely in concrete. In some places, they already have been.***<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6339c7e80680e07bc49jpeg.jpg" alt="" width="2048" height="1365"><figcaption> </figcaption></figure>Shiv Kumar Basnet, the Executive Director of the Water Resource, Research, and Development Center at the Ministry of Energy, Water Resources and Irrigation says that encroachment on the rivers and settlement in the rivers’ right-of-way has made it so that normal flooding events now cause property damage and seem even more devastating.“Constraining the rivers is like putting a bird in a cage,” Basnet says. He thinks that from an ecological standpoint, as well as when considering what is best for urban development, the rivers ought to flow freely.Many agree with him, including <a href="https://archive.nepalitimes.com/article/nation/Hutaram-Baidya-passes-away-at-93,994">the late Huta Ram Baidya</a>, a prominent social activist who spoke extensively on the need to save the Bagmati to save its civilisation. Baidya used to say: “The river is our nature, we should never destroy with nature, but live side by side with it. In 2025, Nepal’s Ministry of Tourism <a href="https://nepalitimes.com/news/the-everest-industry" target="_blank">added six new 8,000m peaks </a>to those listed on its website. These are subsidiary summits of <a href="https://explorersweb.com/kangchenjungas-challenging-confusing-subpeaks/" target="_blank">Kangchenjunga</a> and <a href="https://explorersweb.com/through-the-unknown-to-the-impossible-lhotse-middle/" target="_blank">Lhotse</a>, which some view as insufficiently independent to be called separate peaks. In 2024, the international mountaineering federation (UIAA) responded to a request by the Nepal Mountaineering Association (NMA) and the government to officially recognise these peaks. While recognising that ‘there is no one definition of a “mountain” or a “peak” or a “top” or “point” in topographic terms’, and encouraging further debate the UIAA’s opinion was that the 8,000m peaks should continue to the ‘Classic 14’, first completed by Reinhold Messner in 1986. The degree of prominence and isolation of <a href="https://www.climbing.com/news/new-8000-meter-mountains-nepal/?scope=initial" target="_blank">the six new peaks </a>varies, with Yalung Kang having the strongest claim to being a separate peak with a prominence of 135m, but they are all separate enough to be included on some peak-bagging lists. The UIAA’s own list of 4,000m summits in the European Alps includes Punta Giordani with a prominence of only 6m. Whatever the case for the six peaks being geographically separate mountains, they represent significant climbing challenges. They are not minor tops that can simply be ‘bagged’ on route to a main summit. Photo: KUNDA DIXIT</figcaption></figure>  Several fine routes have already been climbed on these mountains, such as Slovenians Andrej Štremfelj and Marko Prezelj’s alpine style ascent of the South-West Ridge of Kangchenjunga South. The six peaks have not yet achieved universal acceptance, but it is possible that climbing an expanded list of 20 eight-thousanders could become a new mountaineering challenge, just as the 14 classic peaks are today. It is therefore interesting to analyse who is currently closest to achieving this goal, using data from The Himalayan Database and other Internet research. The first conclusion of my analysis is that these six additional peaks have received far less attention than the classic 14 eight-thousanders. One of them, Yalung Kang West, has never been climbed or even attempted: probably because it is a subsidiary peak of <a href="https://explorersweb.com/kangchenjungas-challenging-confusing-subpeaks/" target="_blank">Yalung Kang</a> which is itself a subsidiary peak. The other five peaks have seen a total of 138 ascents. Just 101 people have ever climbed one or more of the additional peaks, which compares with 354 people who climbed Everest on a single day: 23 May 2019. Russian Evgeni Vinogradski is unique in having climbed five of the six new peaks. He has also climbed six of the classic 8,000ers, giving him a total of 11 out of the 20 peaks on the expanded list. Vinogradski is now 80 and is unlikely to increase this total. Several other former Soviet climbers have climbed three of the new peaks, having participated in the 1989 traverse of the four main summits of Kangchenjunga. This includes two legends of Soviet climbing: Kazakh Anatoli Boukreev and Ukrainian Sergey Bershov, each of whom has climbed 13 out of the 20 peaks on the extended list. Boukreev died attempting Annapurna in 1997. Bershov, one of the only men to have ever climbed Lhotse South Face, is now 78 and, although he was in good form when I met him in Chamonix last summer, he is unlikely to further extend his tally. The addition of the new peaks does not take any of these climbers beyond the total of 14 peaks achieved by the 76 climbers who have completed the classic ‘Himalayan Crown’. Of those who have climbed all 14 classic eight-thousanders, only one, <a href="https://nepalitimes.com/here-now/um-hong-gil-s-project-impossible" target="_blank">Korean Um Hong-Gil</a>, has climbed any of the six additional peaks.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260107080144_5651fc6445f5e5fd838f28e1eac1da45da136b309a4a00db1e4aafa7d4836251.png" data-media-id="editor_9" data-image-id="20260107080144_5651fc6445f5e5fd838f28e1eac1da45da136b309a4a00db1e4aafa7d4836251" data-rendition-name="original" width="2142" height="1310" loading="lazy" alt="New 8,000ers"><figcaption>Only one mountaineer, Korean Um Hong-Gil, has climbed any of the six additional peaks.</figcaption></figure>  Um climbed both Lhotse Shar and Yalung Kang, giving him a total of 16 summits. He required four attempts to climb Lhotse Shar, including one attempt in which he turned back just 100m from the summit following the deaths of two teammates. He finally succeeded in 2007 via a route up the Lhotse South Face. If a race to climb all 20 eight-thousanders were to begin, Um is currently in the lead. <a href="https://www.himalayandatabase.com/" target="_blank">The Himalayan Database</a> also lists two additional mountains in Nepal not included among the peaks announced by the Ministry of Tourism: Annapurna Central and Annapurna East. If these are included, bringing the total to 22 peaks, a few additional climbers deserve mention. Poles Piotr Pustelnik and the great Jerzy Kukuczka have both climbed all 14 classic eight-thousanders as well as Annapurna East, giving them 15 out of 22. Swiss climber Erhard Loretan climbed all 14 as well, and both Annapurna subsidiary summits, giving him a total of 16 out of 22 peaks. Annapurna East has a greater prominence than some of the 6 new peaks proposed by Nepal, but Broad Peak Central in the Karakoram has the greatest prominence of any subsidiary 8000m summit. Kukuczka has also climbed Broad Peak Central, so if the list is extended to 23 peaks, he has 16, equal with Loretan and Um. Then, there is a case for Shishapangma Central in China, which further complicates the task of coming up with a definite extended list. At the moment, these subsidiary summits are not attracting a lot of attention: of the 138 summit climbs on them, only 12 occurred in the last 25 years and none since 2011. Most climbers like to have some wide recognition of a target before investing time and money in trying to achieve it, and this may make it hard to build interest. But as completing the classic 8,000m peaks starts to become a rather frequent occurrence, some may be attracted to the longer list. If this new challenge catches on, as the Ministry of Tourism presumably hopes, how long will it be before someone passes Um Hong-Gil’s total and how long before someone climbs all 20 or 22 or 23 summits? <a href="https://nepalitimes.com/opinion/comment/dispelling-myths-about-climbing" target="_blank">Edward Morgan</a> is a British author and climber based in Switzerland. New 8,000ers may restart peak-grabbing race

The American military action in Venezuela and the abduction of President Nicolás Maduro Moros may redefine Nepal’s geopolitics as it juggles between three world powers, India, China and the United States.&nbsp;
Nepal’s interim government is busy preparing for elections on 5 March, and it was late issuing a statement on the American intervention in Venezuela, but the country may have to re-evaluate how it deals with its immediate neighbours and the global power.
“How does Nepal avoid being the next Ukraine or Venezuela? Small countries shouldn’t go around irritating big neighbours. And when big neighbours really get upset, they usually put up a moral fig leaf justifying their miltary action,” says energy economist Dipak Gyawali. “What we see with Venezuela today is bereft of such moral content, essentially banditry which in today’s day and age is unacceptable. Neither the rising new powers nor much of the Global South will take this lying down.”
International relations experts have said that there is now a new world order in which rules-based diplomacy has been thrown out of the window, and the world has been carved into America leading the western hemisphere, Russia is allowed to do what it wants in Ukraine and Europe, and China’s sphere of influence is now the Indo-Pacific.
Foreign affairs expert Nischal Pandey says there is a lesson for smaller nations like Nepal: “We have to be aware of the sensitivities of the major powers in the vicinity.”
There is also a lesson for smaller resource-rich countries not to give an excuse for intervention with poor governance and political instability due to inequity. In Venezuela’s case it was throttling democracy and not using its immense oil-wealth to uplift its people.
Nevertheless, the Trump administration’s abduction of a sitting president of a foreign government regardless of the dictatorial nature of his regime and Venezuela’s volatile internal politics, is illegal and breaches the international order that has been in place since after World War II and its devastation on humanity.
While Trump’s intervention in Venezuela, and threats against Colombia, Cuba and Greenland have brought international condemnation, here in Nepal it has not been taken as seriously as it should.
Says Amish Mulmi, author of the book All Roads Lead North: Nepal's Turn to China: “Some of the reaction on social media has been that of glee over the fall of a dictatorial Communist government on the other side of the world. However, the government statement about fully respecting the principles of sovereignty and the Charter of the United Nations is a strong statement that makes clear Nepal's position on the matter.”
“The abduction of Maduro is a clear sign of Trump's America ensuring its sphere of influence through might and a warning to toe the line,” Mulmi adds. “It also infringes on the sanctity of borders and the preservation of sovereignty. Trump's actions reek strongly of a bygone era of imperialistic control and resource capture.”
Venezuela has 17% of the world’s reserves of crude oil, even though refining this heavy tar-like oil will be costly, and is possible in only a few places including Texas.
“This has to do with a larger political economy of oil, the unravelling of pax Americana and the post-World war II order. This is USA’s heavy-handed response to remain on the top as well as to partly solve its debt of $39 trillion,” explains Gyawali. “But this is not going to help: China is far ahead, Russia has recovered from its 1990s low point, and manufacturing capital has moved away from America. So controlling only financial capital - and using military power so brazenly - is not going to work.”
The might also be specific lessons for Nepal as a smaller country with vast water resources. While water, unlike oil, is renewable, India’s interest in Nepal’s hydro resources cannot be ignored. Ironically, America’s capture of Venezuelan oil reserves could exacerbate climate breakdown and the melting of Himalayan glaciers, which will put Nepal’s water resources in jeopardy in the coming decades.
The only way to deal with this for Nepal and downstream India will be to build reservoirs on rivers to store monsoon precipitation, and that makes water a strategic commodity for the future.&nbsp;
“If we continue in the current mode of hydropower-biased water resources development ignoring irrigation, flood control, navigation, fisheries, tourism and other benefits, India will get the free benefit of regulated water while we pay the upstream environmental and social costs. History will blame our elected leaders for having undersold our resources,” adds Gyawali, who served as water resource minister in the early 2000s.
As for a larger geopolitical lesson: “We in Nepal are fortunate in having not one threatening hegemon but two superpowers India and China: they don’t agree with each other, but do agree on a peaceful Nepal for their own security. However, our current political leaders are irritating both the neighbours, unlike since the centuries past when our rulers looked solely after Nepal’s core interests and our neighbours knew that.”
American intervention in Venezuela also calls for strengthening of our institutions and diplomatic outreach. Nepal has been a non-aligned state, and for all its history has tried to follow a policy of equidistance between India and China. The difference with Venezuela is that Nepal has to deal with two giant neighbours, and not just one.
Says Mulmi: “It is no more only about balancing great power relations but also about benefiting from them. But that will be increasingly difficult as international law and the principles of sovereignty are encroached upon.”

Might might be right, after all

At Budhanilkantha School Ujwal Thapa was a few years my senior. He was a quiet person who kept to himself; I didn’t know him very well despite being related to him because of that introversion and natural shyness. What we did have in common, coming of age in the 1990s, is our generation, GenX, which became weary, inured for the most part, to Nepal’s famously unstable politics.&nbsp; Counting the events of this past September, GenX has, astonishingly, lived through three people’s revolutions, one armed conflict, a flawed but hard won constitution, and a major earthquake. Ujwal Thapa, one of Nepal’s most cherished Gen Xers, despite his previous, youthful reticence, did not long remain a complaisant bystander against the backdrop of these extreme upheavals.&nbsp; By the mid 2000s he had become deeply political, but without the equivocation that so often accompanies politics. Thanks to his lived experience, he came to believe that the youth of Nepal are the key to our future. He believed in discerning wisdom (bibeksheelta), innovation, and nurture. He inspired entire generations, young and old, including GenZ, before his untimely death due to Covid in 2021. He was only 44.&nbsp; By the time of his passing he had started a tech company, and employed and mentored scores of youth. It is important to note that only after he had made a significant contribution to civil society did he turn towards politics, founding and then stepping back from the Bibeksheel Nepali party, which has now, after several complicated mergers and splits, been integrated into the Rastriya Swatantra Party (RSP). When the Ujwal Thapa Foundation set out to make a documentary on his life three years ago, no one could have known that it would premiere at such a crucial point in Nepal’s social and political history.&nbsp; Everything that Ujwal Thapa believed in still holds true. I think he would have been proud to see the youth of our country, GenZ, stand up for themselves, peacefully. He would have been grieved at the state condoned bloodshed, and, believing in non-violent protest himself, been deeply shocked by the savage revolution that followed.&nbsp; Most of all, I wonder how he would have reacted to the publishing of the blatantly elitist RSP proportional representation list - the party that many had pinned their hopes on, and that Bibeksheel Nepali has ultimately been absorbed into. That party now seems like it may be a chip off the rotten old block, ruled by men endorsing rampant nepotism, and outnumbered by people without scruples.&nbsp; Many of the names on the list and the rankings, in particular, disrespect the very spirit of a provision that was created for those competent individuals who would not otherwise be able to contest elections, due to lack of monetary and social capital, but whose marginalised voices are vital for inclusive policy making. There is still time for real inclusion, to embrace a more bibeksheel path, before the March elections.&nbsp; Ujwal Thapa’s own, firm, ethical stances are clear in the The Man Who Shook Our Minds, translated loosely from the Nepali title Dimaag Ghhochne Manchhe. While long, at almost two hours, it is filled with thought-provoking and sage counsel. While there are many talking heads, the people featured, friends, family, fellow activists and senior politicians are all eloquent in their descriptions of Ujwal Thapa and his transformation from an engaged, civic minded entrepreneur into a committed political leader who among many other commendable things, believed in putting women first, and understood the crucial necessity for a welfare state that would serve its people. The main man is not deified, he is humanised.&nbsp; The feature is punctuated, and leavened, with moments of real humour as his infamous bluntness and occasional domestic haplessness are gently exposed. Another strength of the film is the profound love story between Ujwal Thapa and his brave, brilliant, incredibly resilient wife, Erica Adhikary, the heroine to a real life hero, and a major force behind the making of this film, alongside many of his stalwart wellwishers and friends, old and new.&nbsp; Sushila Karki, the Prime Minister, was present at the premiere of the film with members of her Cabinet. Candid and sincere in her opening remarks, she said she had wanted to attend the moment she heard about the film. She had known Ujwal Thapa, and she had mourned his loss, praying for him during his illness. She wished that leaders like him were here today to show us the way forward in a time of need. The film opened in theatres on the 9th of January, and is an essential viewing experience for anyone who cares about Nepal’s future and wants some insight into how they might make a difference.&nbsp; Ujwal Thapa was not perfect, but he was remarkable. He realised that being a civic minded citizen just isn’t enough. To make a real difference, one also needs to be principled, insightful, entrepreneurial, creative, self motivated, able to speak truth to power, uncorruptible, practical, well prepared, and, perhaps, most importantly, able to step back from holding power even after attaining it.&nbsp; The saying by Plato that goes “He who does not desire power is fit to hold it” was surely meant for people like Ujwal Thapa. One can only hope that in the near future more people embodying this description will, however reluctantly, come forward to lead Nepal. Sophia L Pandé is on the Ujwal Thapa Foundation Advisory Board. She is a writer, art-historian and filmmaker, advising on the economic and social potential of the Cultural and Creative Industries. She is Director of Development at the Kathmandu Valley Preservation Trust, and Founding Director of The Kalā Salon, a non-profit space for the arts.
