The fall of Sheikh Hasina’s government offers hope for a new political culture rooted in democratic values and the desire for genuine representation. However, the path forward requires much more than holding elections or restoring political processes. Healing the <a href="https://thediplomat.com/2024/08/bangladesh-must-move-beyond-the-politics-of-revenge/">deep wounds</a> left by years of authoritarian rule and a longer <a href="https://www.lowyinstitute.org/the-interpreter/bangladesh-finding-justice-reconciliation">history of unaddressed grievances</a> must be at the forefront of the national agenda.
As the country reflects on the legacy of Hasina’s rule, more details are emerging about the covert and repressive operations that defined her regime. Disturbing accounts of a <a href="https://www.thehindu.com/news/international/bangladeshi-lawyer-recounts-sheikh-hasinas-secret-jail-where-he-spent-eight-years/article68527954.ece">secret detention centre</a>, where <a href="https://thewire.in/south-asia/sheikh-hasina-disappearances-aynaghor">torture and isolation</a> was deployed to stifle dissent, are now coming to light. These revelations expose the breadth of the Awami League government’s grip on the security apparatus of the state and showcase a network of coercive control that permeated through society.
Such <a href="https://www.omct.org/en/resources/statements/bangladesh-arbitrary-detention-and-impunity-for-torture-continues-after-elections">systemic repression</a> has left deep scars on Bangladesh’s collective psyche. The pervasive climate of fear, distrust, and vulnerability has fractured the very foundations of civil society. When state power is weaponised against the people it is meant to serve, it weakens the bonds of trust that hold a society together.
Moreover, in a system where loyalty to the regime matters more than justice, process, or fairness, citizens often feel alienated and unsure of their place. In this context, survival often trumps participation, as dissent became synonymous with danger. Many traded their voices for silence and safety, while those who dared to challenge the regime often faced severe consequences. Families of those who resisted were left to endure the <a href="https://www.scmp.com/week-asia/politics/article/3273699/bangladesh-families-enforced-disappearance-victims-hopeful-after-hasinas-downfall">weight of uncertainty and fear</a>.

The Awami League, <a href="https://economictimes.indiatimes.com/news/international/world-news/bangabandhu-to-toppled-statue-mujibur-rahmans-contested-legacy-post-bangladesh-upheaval/articleshow/112802912.cms?from=mdr">once a beacon of liberation under Sheikh Mujibur Rahman</a>, transformed into an institution synonymous with oppression under Hasina. Rahman’s legacy as the hero of Bangladesh’s independence became a distorted tool, manipulated to justify authoritarian excesses. The party that had fought against domination gradually came to resemble the forces it once opposed, using Rahman’s image as a shield to silence opposition and cement its control.
Now, an <a href="https://abcnews.go.com/International/wireStory/muhammad-yunus-heading-bangladesh-office-interim-leader-thursday-112668006">interim government</a> is tasked with the formidable challenge of steering Bangladesh through this turbulent period. <a href="https://www.nytimes.com/2024/08/15/world/asia/bangladesh-protest-violence.html">Restoring law and order</a> amidst widespread political violence is just one of the many pressing concerns. Equally important is ensuring the <a href="https://bdnews24.com/bangladesh/80d038f7783e">continuation of public services</a>, addressing <a href="https://economictimes.indiatimes.com/news/international/world-news/inflation-rates-in-bangladesh-to-come-down-gradually-new-central-bank-chief-says/articleshow/112628176.cms?from=mdr">economic instability</a>, and safeguarding <a href="https://nusu-my.sharepoint.com/personal/iahmed_nus_edu_sg/Documents/ISAS%20Desktop/-%09https:/thediplomat.com/2024/08/bangladesh-must-move-beyond-the-politics-of-revenge/">social cohesion</a> in the face of growing tensions, particularly with respect to minority rights. But perhaps most crucially, this government must <a href="https://www.crisisgroup.org/asia/south-asia/bangladesh/bangladesh-long-road-ahead">prepare the country for free and fair elections</a> that can lay the foundation for a stable democratic future.
However, the political landscape in Bangladesh remains deeply fractured. Years of repression under Hasina have entrenched seemingly irreconcilable divisions between political factions and eroded public trust in state institutions. The judiciary, civil service, and security forces— all tainted by political interference—must be depoliticised and restored to their roles as neutral guardians of justice and governance. This task is both urgent and formidable, but without it, any political transition remains fragile, susceptible to the same forces that have plagued Bangladesh’s past.
&nbsp;
Stabilising the country, therefore, requires more than just restoring order. It demands a profound rebuilding of the <a href="https://www.thedailystar.net/opinion/views/news/the-urgent-need-ombudsman-bangladesh-enhance-transparency-and-democracy-3676246">foundations of good governance, a commitment to transparency</a>, and the fostering of a political culture where dialogue, political engagement, and reconciliation can happen without fear.&nbsp;
Yet, the challenges inherent in this process are compounded by a population that has grown increasingly weary with the country’s major political parties. <a href="https://frontline.thehindu.com/world-affairs/bangladesh-student-protests-sheikh-hasina-resignation-khaleda-zia-bnp-reforms-muhammad-yunus/article68568913.ece">Corruption, political infighting, and broken promises</a> have left many sceptical of the motives and capabilities of the opposition alternatives to the Awami League.
To begin the difficult journey towards national reconciliation, it is essential to fully recognise the harm caused by Hasina’s rule. Rebuilding a democratic future for Bangladesh will require more than just a change in leadership. It will necessitate restoring the integrity of state institutions, addressing the deeper fractures in society through <a href="https://asiatimes.com/2024/08/bangladesh-needs-a-truth-commission/">truth-telling</a> and <a href="https://en.somoynews.tv/news/2024-09-10/NQNP5262">accountability</a>, and fostering a culture of democratic engagement and civic trust – values that have been long suppressed by authoritarian rule.
Indeed, reconciliation and political reform are not separate from the democratic process but essential to it. Otherwise, democratic engagement risks being superficial and short-lived. Conducting elections without addressing the deeper fractures in society may create the illusion of progress, but <a href="https://www.dhakatribune.com/opinion/specials/354330/between-truth-and-impunity">unresolved grievances and a lack of justice</a> will continue to undermine trust in the political system.
Nevertheless, <a href="https://www.southasiamonitor.org/perspective/rebuild-bangladesh-interim-government-needs-reconcile-rival-ideological-camps">political polarisation in Bangladesh</a> complicates a consensus-based approach to reconciliation and reform. Ongoing violence and economic hardships also make the focus on long-term healing challenging amidst pressing concerns. Balancing immediate and longer-term issues for the current government remains a testing task. But despite these obstacles, addressing them together remains crucial for achieving meaningful and enduring progress for democracy in Bangladesh.

Building on ruins

It would be a mistake to see this as simply a demand for more jobs. The quota movement, justified as it is, is simply the tip of the iceberg. A rampant government running roughshod over its people for so very long has led to extreme discontent.&nbsp; The quota issue has merely lit the fuse to this tinderbox. As citizens counted the dead and the injured, the prime minister fiddled, advising attendees at an aquaculture and seafood conference on tourism prospects in Cox’s Bazar. The original quota had been designed, shortly after independence in 1972, to be an interim arrangement to acknowledge the contribution of freedom fighters who constituted less than 0.25% of the population.&nbsp; Since a government known to be incredibly corrupt is responsible for creating the list of freedom fighters, over 50 years later the 120-fold allocation through a 30% quota has become an easy back door for party cadres to much sought-after government employment.&nbsp; Confirmation came through senior Awami Leaguers saying, ‘just get through the initial screening and we’ll get you through in the viva’ and more tellingly, ‘government jobs will only go to party people’. The resentment had resulted in protests in 2008 and 2013, but it was in 2018 that it gathered steam. When repressive measures failed to quell that unrest, the prime minister in a moment of rage, overstepped her authority and cancelled the entire system.&nbsp; This had never been a demand of the protesters, who recognised the need for positive discrimination for disadvantaged communities. There are plenty of other reasons for the unrest. The price of essential goods has skyrocketed over the years and people have their backs against the wall.&nbsp; Meanwhile, the Prime Minister herself publicly announces that her peon has amassed $40 million and only travels by helicopter. The peon is not the only one to travel by helicopter. Choppers were sent yesterday to rescue police trapped on a rooftop by angry protesters. 15th July 2024. It was reminiscent of 2018. The police van with water cannons and the long line of policemen standing at the Nilkhet corner on Monday made it abundantly clear that they were prepared. What were they prepared for?&nbsp; Certainly not the defence of unarmed students, or the general public. They failed to lift a finger when the students were being attacked. The armed goons of the Chhatra League (CL, ruling party’s student organisation) had been bussed in the previous night along with, apparently, youth gangs and leaders for hire. Their leaders had openly threatened the protesting students. CL was clearly the ones the police were on standby to defend.&nbsp; It was CL that the quota back doors were designed to favour. As it turned out there was little the unarmed students could do against the helmeted armed pro-government goons who had been left loose and the police were content to let the mayhem continue, stepping in only when the ferocity of people power took the goons aback.&nbsp; We walked past the blood and the strewn sandals in the streets. People stopped us to say the injured had been taken to Dhaka Medical College Emergency Ward. CL goons took positions around the ward where some of the injured were being treated while others marched around the wards, weapons in hand, the police conveniently stayed away. They continued to look away when CL goons went inside the ward to beat up injured students.&nbsp; There was no need to intervene. CL was not in danger. The nation was, democracy was, common decency was, the public was in grave danger, but that was not their concern. The fact that the protection of the public was their primary task, had never been part of the equation. Several were killed all over the country that day. “Justice will take its own course” is a common refrain of the law minister. The separation of the judiciary and the executive has never existed in Bangladesh. With this government, it has merged into one.&nbsp; It is used whenever the government wants to play good cop bad cop. The court enacts government directives. Credit is taken by the government. Blame goes to the court. The quota drama is no exception. Torture cells in public universities. Suppression of all forms of dissent. Jailing of opposition activists. The extra judicial killings, the disappearances. Huge concessions given to India, who have in return, helped prop up this illegal regime are all causes of anger.&nbsp; Abrar Fahad, the bright BUET student who had critiqued Indian hegemony in social media, was bludgeoned to death on campus by party cadres. The same cadres the quotas would provide back doors for. An entire generation of Bangladeshis is growing up hating India and the Boycott India campaign is gaining steam. Hasina is becoming a liability, even for our ‘friendly’ neighbour.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072104078_3b92c0b66992ac238232667c7b3b83b4795e872e251d5eb03b42d669656d8c6d.jpg" data-media-id="editor_0" data-image-id="2024072104078_3b92c0b66992ac238232667c7b3b83b4795e872e251d5eb03b42d669656d8c6d" data-rendition-name="original" width="2226" height="1484" loading="lazy" alt="Bangladesh unrest"> </figure>  16 July 2024&nbsp; In a recent Facebook status, Abu Sayeed the unarmed student of Begum Rokeya University whom police had pumped four rubber bullets into, had written an ode to his favourite teacher Shamsuzzoha, a chemistry teacher at Rajshahi University, who had died in the hands of the Pakistani army in 1971 while trying to save the lives of his students. “Yes, you too will die, but while you are alive don’t be spineless. Support just causes. Come out to the streets. Be a shield for the students. It is then that you’ll be respected and honoured. Don’t fade away in the annals of time, through your death. Stay alive forever. Stay Shamsuzzoha.”&nbsp; No chopper had arrived, or indeed any attempt made at rescuing the hapless student. He became Shamsuzzoha. The televised murder is an indictment of a rogue government that has long lost its right to rule. The defiant outstretched arms of the young man, a televised murder that will remain etched in public memory. His body shudders after the first bullet, yet defiant he stands, then another bullet, and another and yet another. All from close range. The body crouches, then crumples and folds. His outstretched arms as he had faced the police will become the Tiananmen Square moment in Bangladesh’s history. 17 July 2024&nbsp; Border guards of Bangladesh, inept at protecting its citizens from becoming victims of the regular target practiced by Indian Border Security Forces, seem happy to turn their own guns towards unarmed students instead. The police were clearly lying when they claimed they had fired grenades to try and control unruly students.&nbsp; There were only four students at Raju Bhashkorjo. The only ones who had been able to get past the CL and police cordon. They wanted to hold a funeral for Abu Sayeed and other slain friends. When the police started shoving them away, they lay down on the ground in protest. They were surrounded by journalists. The police hurled a sound grenade which sent both the journalists and students scurrying. They then hurled further grenades at the journalists and bystanders left standing. That was when my colleague got hurt.&nbsp; The police were the only ones being violent. The entire space was encircled by hundreds of armed police. There were armoured vehicles. Water cannon trucks and even a prison van. I wonder which country has supplied our police with the 48 mm sound grenades (NF24. NENF24BP. MFG: 2022. Bangladesh Police/BP). The grenade was hurled directly at her. It was the first time she had joined a protest. At least she got to see how brave our police force is. 18 July 2024 A group of feminists who had planned to gather at Shahbag to express solidarity with the quota protesters, should not have posed a major threat. Police and government goons didn't allow them to gather, so they regrouped outside the Naripokkho office in Dhanmondi. They were attacked too. Safia Azim was injured, but did not require hospitalisation.&nbsp; The law minister, known for lying through his teeth, said earlier on BBC, that it was the protesters who instigated the violence. Meanwhile, the state-run &nbsp;BTV, the National Television Station, had been set on fire. Mobile data was blocked. Things were escalating. That night the Internet went down completely.&nbsp; Rumours spread about the military moving in. Fuelled partially by sightings of a convoy of APCs in the streets. Other sightings of 15 helicopters taking off from the Prime Minister’s official residence gave fuel to the rumours that the Prime Minister was trying to make a getaway. The sound of shelling and gunfire rang throughout the night. 19 July 2024 The Net had been down as had BTV the national television station. Over 50 have allegedly been killed. Pro government news outlets describe the protesting students as ‘miscreants’. A throwback to the term used by the Pakistani Army in 1971.&nbsp; There are other similarities. A flailing tyrant is lashing out to survive against an enraged public which has shaken free of its fear of a repressive regime. The attempt to disrupt the morning protest outside the Parliament Building in memory of Abu Sayeed, failed. Far too many protesters had gathered.&nbsp; The Net had been partially restored, but not BTV. That’s when news of attacks all across the country started pouring in. The left leader Zonayed Saki and other party members, had been badly beaten in Purana Paltan. The police backed vigilantes were desperately trying to quell the increasingly angry protesters. The desperate government offered a deal.&nbsp; The court would convene on Sunday, and they were prepared to engage in dialogue. ‘Not over spilled blood’ the students had replied. Fresh rumours of the military having been given magisterial powers and asked to intervene ‘In aid to civil power’, seems ironic. The people have spoken. The end is nigh. It is cartoonist Zahidul Haque Apu revitalising Tintin's memory with his concept art series ‘Tintin in Bangladesh’, which places the beloved comic book character at iconic sites throughout the country.The Adventures of Tintin is a French-language series of comic books created by Belgian cartoonist Hergé, whose real name was Georges Remi.In the series, Tintin, a young Belgian reporter and adventurer along with his dog Snowy, explored the Soviet Union, Belgian Congo, Peru, India, Egypt, Morocco, Indonesia, Nepal, Tibet, China and many more countries. Alas, Tintin never made it to Bangladesh.Nevertheless, Tintin was a popular comic book character for cartoon lovers young and old in Bangladesh during the 1990s. Many teenagers used to borrow the book from the local library or saved pocket money to buy the Bengali translation printed by India’s Ananda Publishers.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d07499c7e80680e0a5fb1jpeg.jpg" alt="" width="755" height="345">Tintin was also Zahidul Haque Apu’s favourite character and he grew up reading the translations, of which there were three: 1988’s “Tintin in Tibet” followed by “The Castafiore Emerald” the next year, the last title was “Tintin in Congo”, published in 2006.“But the characters, the animals and the places were all foreign, I could not relate to many things. So I would question, ‘why Tintin does not come to Bangladesh?’ … From that thought, I started the fan art series.”The artist behind the Tintin fan art revival in Bangladesh is however better known as RJ (Radio Jockey) Apu. Drawing was always his favourite pastime hobby but Apu could never give it serious time. “But I got diagnosed with Covid and had to isolate myself. I had plenty of time, so I gave it a shot,” he says.Apu first posted the Tintin fan art on his Facebook timeline. People liked them and were widely shared, even in a popular Tintin fan group on the social media platform. Encouraged by his supporters, he created a Facebook page called Arts by Apu. He now has 8,000 followers.Comic book fans of Tintin in Bangladesh can now relate to his depiction of the popular fictional character in the South Asian nation.“The drawing matches our Chandpur launch terminal. If you enter through the main gate, you get this view on the right side — just like that! Beautiful,” wrote Adnan SaiQat on Facebook.Apu has also started creating innovative fusions — mixing local cultures and fictional characters. In one of his latest covers, Tintin is seen with Baker Bhai and friends, one of the most popular fictional characters in Bangladesh, created by novelist and filmmaker Humayun Ahmed for a widely acclaimed TV show during the 1990s.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d074b9c7e80680e0a5fb2jpeg.jpg" alt="" width="332" height="462">Jasarat Al Atun, a user on Facebook commented: “If only a whole comic book on this concept art could be created!”But for Apu, the biggest inspiration for recreating this cross-genre fan art was his six-year-old daughter. The pandemic meant schools were closed and travels restricted, but he realised children could learn about new places and life experiences through their favourite fictional characters. <figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121152/636b95049c7e80680e06f233jpeg.jpg" alt="" width="1574" height="1056"/><figcaption></figcaption></figure>As the Delta variant spreads death and disruption across South Asia, prominent public health experts have said Covid-19 cannot be defeated unless there is a region-wide approach.The much more transmissible variant spread out from India, devastating Nepal, and is now hitting Bangladesh hard and the country went into hard lockdown this week.“South Asian countries cannot go it alone, that is irrational,’’ said Zafrullah Chowdhury, renowned public health activist and Ramon Magsaysay awardee from Bangladesh who warned that the lockdown in his country will widen inequality in society.He added, “It is irresponsible to impose lockdowns without providing food. Poverty has increased. There are 25 million more poor without food.”Chowdhury was among physicians and health rights activists from the region who came together on 27 June for a webinar organised by the South Asia Peace Action Network (SAPAN).The third in the series of SAPAN’s monthly public webinars themed ‘Imagine: Neighbours in Peace’, the meeting focused on health as an entry point to talk about South Asian regionalism and ‘Healthcare for all’.Besides Chowdhury, participants included Anup Subedee, Vandana Prasad and Hamid Jafari of Pakistan. Speakers included Salima Hashmi, Khushi Kabir, Kanak Dixit, Lalita Ramdas, besides journalists Beena Sarwar, Mandira Nayar and others.They discussed how the pandemic is affecting rural areas of South Asia, hurdles in its treatment, and access (or lack thereof) to vaccinations. They also discussed how Covid-19 has affected mental health, women and particularly in all the countries of the region.The meeting took place as the region is battered by a devastating second wave of Covid-19, especially in India. With Delta plus virus mutation now detected in parts of the region, the possibility of another wave looms large even as vaccination rates are still low in all countries in the region.Journalist Mandira Nayar in Delhi moderated the physicians’ panel with Zafrullah Chowdhury in Dhaka, infectious diseases specialist Anup Subedee in Kathmandu and public health activist Vandana Prasad also in Delhi. Hamid Jafari of Pakistan, who led the WHO team that eradicated polio, joined from his current posting in Jordan.Chowdhury advocated challenging vaccine-producing countries and pushing South Asian governments to invest more in public health.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121152/636b95079c7e80680e06f234jpeg.jpg" alt="" width="640" height="391">Anup Subedee from Kathmandu noted how the pandemic exposed systematic failures in many aspects of life in Nepal, including non-Covid healthcare, child immunisation and maternity care."Medical staff have been working at great personal risk of infection, threats of violence, lack of access to protective gear, and an unaddressed mental health crisis," Subedee said.Participants also noted that the pandemic has particularly hit women hard.“Domestic violence has increased,” noted Prasad. Women often lack control over finances, are primary caregivers and shoulder the responsibility of caring for the ill. The pandemic has pushed women further into the margins, she said, adding that there is also a “gender dimension to the access of vaccines”.She urged doctors to enter the peace activism domain, because the poor all over are at the brink of disaster. She added that the pandemic had disproportionately affected women, Dalits, indigenous people, and other minorities.“Telemedicine is important, but we must not lose focus on the need for ground-based public health to begin with,” she said.Doctors at the meeting endorsed the need for greater cooperation and collaboration across borders. Participants called on the governments to allow free flow of critical equipment and medical personnel across borders. Prime Minister Narendra Modi had floated the idea of a SAARC medical visa for patients and for medical teams to assist during the pandemic – something that must be followed up.The doctors also urged the international fraternity to push for a Trade-Related Aspects of Intellectual Property Rights, or TRIPS, waiver so that the Covid-19 vaccine production can be ramped up. “It is the way forward for vaccines for all,’’ asserted Prasad.The South Asia Peace Action Network (SAPAN) is primarily a coalition of individuals and organisations aiming to take forward a peace agenda for the region, building on the work done by mentors and leaders over the last few decades.SAPAN founder and curator Beena Sarwar shared the story of this network and her vision for an inter-generational, multi-sectoral, inter- and intra-regional coalition of individuals and organisations coming together in broad consensus for a one-point agenda.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://twitter.com/southasiapeace" target="_blank" rel="noopener noreferrer">@southasiapeace</a>

Covid's regional threat needs regional response

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121144/636b92f69c7e80680e06f17cjpeg.jpg" alt="" width="1500" height="1000"/><figcaption>Photo: MONIKA DEUPALA</figcaption></figure>This op-ed is being simultaneously published in the Indian Express (India), The Daily Star (Bangladesh), Nepali Times (Nepal) and DAWN (Pakistan).In February 2021, Covid-19 numbers started increasing again in South Asia with official daily case counts rising beyond 400,000 in India, 6,000 in Pakistan and 7,500 in Bangladesh, straining health systems.The massive surge in India soon <a href="https://www.nepalitimes.com/banner/we-knew-the-tsunami-was-approaching/" target="_blank" rel="noopener noreferrer">spilled over across the border into Nepal</a>, leading to ‘apocalyptic’ scenes of overwhelmed hospitals.This virus knows no borders. Containing it has necessitated global cooperation among scientists, policy makers and society. Despite a wide variation in how nations have responded to the pandemic, the most successful strategies adhere to science, and attention to local context.The <a href="https://www.nepalitimes.com/editorial/this-is-war/" target="_blank" rel="noopener noreferrer">deadly surge in 2021</a> makes a regionally-coordinated, evidence-driven strategy even more critical. The virus continues to challenge us with its mutations and new lines of attack. If we are to move at the speed of the virus, it is necessary to construct multi-stakeholder regional coalitions to devise new solutions and frugal innovations that can be applied across South Asia.Given our shared and mostly similar social, economic and cultural contexts, local successes must find means to be amplified across the region.Is that even possible, given the troubled history South Asian countries share? The mutual mistrust appears to have hit a new low, as <a href="https://www.nepalitimes.com/editorial/shared-futures/" target="_blank" rel="noopener noreferrer">SAARC</a> has not even managed to hold its summit since 2014.But today we write a positive, hopeful story about a new consortium we are involved in, with core team members from India, Pakistan, Nepal, and Bangladesh jointly developing Covid prevention strategies. The emerging consortium provides an example of how neighbours can work together for mutual benefit, despite political differences.Every country in South Asia has struggled to ensure consistent <a href="https://www.nepalitimes.com/opinion/the-economics-of-masks/" target="_blank" rel="noopener noreferrer">mask-wearing</a> to stem the spread of Covid. Beliefs, priorities, traditions, and aversions to behaviour change are more similar across South Asia than we care to admit. These commonalities mean that interventions that are successful in changing behaviour in one place are likely applicable in other parts of the Subcontinent.We have experienced this with Community-Led Total Sanitation (CLTS) campaigns to solve the <a href="https://www.nepalitimes.com/here-now/nature-calls/" target="_blank" rel="noopener noreferrer">problem of open defecation</a> -- originally developed by Bangladeshi NGOs in partnership with an Indian consultant --- and now broadly applied across South Asia and beyond.The Grameen Bank microcredit model was an indigenous South Asian innovation that spread rapidly. BRAC’s recent ‘Graduation’ program targeting the ultra-poor in Bangladesh was replicated with success in India and Pakistan. India’s digitised social protection ecosystem with Aadhar IDs and Jan Dhan accounts serves as a model (albeit with cautionary notes) for other countries in the region. E-governance programs in Pakistan, like eVaccs and Citizen Feedback Model have been replicated and provide strong models ready to be deployed regionally and globally.The new pan-South Asian consortium in response to Covid-19 evolved out of an experiment conducted in Bangladesh, that successfully changes social norms around mask-wearing in rural communities. We observed that a combination of No-cost distribution, Offering information, Reinforcing the message in markets, mosques and other public spaces, and Modelling and endorsement by community leaders (NORM) leads to large, sustained increases in mask usage that persisted beyond the period of active intervention.This <a href="https://www.nepalitimes.com/here-now/3-pronged-strategy-to-save-nepal-from-covid-19/" target="_blank" rel="noopener noreferrer">four-part NORM intervention</a> was originally examined in a cohort of 350,000 individuals across 600 villages. BRAC is implementing the model to reach 81 million people across Bangladesh.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121144/636b92f99c7e80680e06f17djpeg.jpg" alt="" width="1600" height="876">The team is now partnering with several organisations across Pakistan, India, Nepal, and Bangladesh to start adapting the model to fit each country’s context, and set up partnerships to pilot, implement, tinker, and learn.The Self Employed Women’s Association (SEWA) quickly implemented the model to reach over one million members in Gujarat. An additional 1.5 million masks were shipped from Bangladesh to support SEWA’s outreach to other states. Lahore’s Commissioner worked with our research team to adapt the NORM model to an urban setting, and devised new creative ideas to improve effectiveness.For example, it has prepared to deliver <a href="https://www.nepalitimes.com/opinion/masks-and-vaccines-to-stop-nepals-2nd-wave/" target="_blank" rel="noopener noreferrer">masks</a> at doorsteps using Pakistan’s postal service, and is targeting beneficiaries on the basis of billing information from utility companies. Philanthropists and private corporations are sponsoring the masks. We are re-importing some of these innovations back to Dhaka, inspiring further scale-ups in Dhaka, Chittagong, Rajshahi and Kathmandu.Effective mask promotion requires visits to thousands of remote villages, and those same visits can be used to prepare for more effective community-based healthcare responses. To that end, a host of physicians, scientists and community based organisations created the Swasth Community Science Alliance, committing to pragmatic, science-based protocols to manage mild and moderate cases of Covid-19 in rural India, where institutional health care access is limited.These guidelines (available at https://science.swasth.app) were translated to training tools for healthcare workers by digital health innovators like Noora Health, making them widely available across the region.NORM implementation teams based in Lahore, Ahmedabad, Peshawar, Hyderabad, Dhaka, Kathmandu, and Delhi are learning from each other’s successes and failures. The process usually starts with the original research team sharing evidence-based insights with implementing agencies, as the implementers adapt the design, co-create localised implementation protocols, and are threaded together in a collaborative environment across countries where each implementing team iterates while learning from others’ prior iterations, and all our sub-teams are connected in an active learning system that allows us to course-correct in real time. This coalition is poised to change mask-wearing norms amongst hundreds of millions of people across all of South Asia.The CSA is working with partners across rural, tribal belts around India. A team of physicians from India and the Indian diaspora work with local implementing partners to support design, implementation and monitoring of home-based programs and Covid-19 centres providing rigorously protocolised treatment for moderate cases, with oxygen, proning and steroids.Combining the NORM and CSA interventions, our Masking-Treatment-Vaccine Preparation (MTV) approach offers a sensible strategy to mitigate the pandemic until universal vaccination is achieved. These are regional solutions that thoughtfully apply scientifically sound interventions to the local context.The <a href="https://www.nepalitimes.com/editorial/nepals-humanitarian-emergency/" target="_blank" rel="noopener noreferrer">Covid-19 crisis</a> has increased policymakers’ appetite for evidence-informed policy measures that can be quickly implemented to stem transmission. This drive for quick action has created some unprecedented opportunities for enhanced cross-country collaborations that are normally hampered by politics and mistrust.We hope that the consortium that first formed around <a href="https://www.nepalitimes.com/opinion/how-nepal-can-survive-2nd-covid-wave/" target="_blank" rel="noopener noreferrer">mask-promotion</a>, and now around science-based treatment approaches, and that developed quickly and organically without regard to national boundaries, can serve as a model for a broader and deeper collaborative ecosystem that endures.We need to come together to solve problems that affect us all. What can we do till vaccines arrive?

Dhan Bahadur Rai had been watching a squadron of five Pakistan Air Force F-6s circle above his position.  Suddenly, one of the planes peeled off and dropped a bomb that landed close to his bunker. The sleek jet then looped back and started strafing the Indian Army positions.Dhan Bahadur was at his 7.62mm LMG (light machine gun) position, and took aim at the plane as it swooped low for another pass.“I fired at it in bursts, and I saw it pull away trailing smoke. Soon, it caught fire and crashed. We saw the pilot parachute out, and the plane was buried in a crater about 1km way,” Dhan Bahadur recalls.The pilot was captured, and became a prisoner of war. Within a week on 16 December 1971, Pakistan had surrendered, and Bangladesh was born.Read also: <a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/atom-bomb-saved-his-life-covid-killed-him/" target="_blank" rel="noopener noreferrer">Atom bomb saved his life, Covid killed him</a>https://youtu.be/e3Z2SOYYVuoDhan Bahadur, now 77, grows cardamom in his ancestral village of Nundhiki in Sankhuwasabha high in the mountains of eastern Nepal where as a child he herded the family’s livestock.  At age 19 and never being in school, he walked across the border to Darjeeling with other boys from his village to be recruited into the Indian Army’s <a href="https://www.nepalitimes.com/banner/diary-of-a-nepali-soldier-in-france/" target="_blank" rel="noopener noreferrer">Gorkha regiment</a>. He was shortlisted, and assigned a number for 11 months of military training.Dhan Bahadur is actually a Tamang, but the Indian Army recruitment officers presumed he was a Rai like other Nepalis who had joined up. So, when he went to Delhi with his wife and grandfather to receive the Vir Chakra medal (below) from Indian President V V Giri in 1972 his name was given as Dhan Bahadur Rai.    <figure><img width="468" height="319" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3a29c7e80680e096665png.png" alt=""><figcaption> </figcaption></figure>Like many of his compatriots, Dhan Bahadur is a modest man, and underplays his role in downing the plane. When other units of the <a href="https://www.nepalitimes.com/latest/gorkhas-on-the-frontline-between-india-and-china/" target="_blank" rel="noopener noreferrer">Indian Army</a> also claimed to have shot down the Pakistani plane, he did not press his role.In the end, it was the Pakistani pilot Flt Lt Wajid Ali Khan who as prisoner of war provided the evidence to prove that it was indeed Dhan Bahadur’s bunker from where the shots were fired that brought down the plane.This is considered one of the rare occasions in which a supersonic fighter jet has been brought down by small arms fire. The F-6 was the Chinese-made version of the Soviet Mig-19 fighter jet.Dhan Bahadur was with an advancing column of the 7/11 Gorkha Rifles which on 6 December, 1971 had entered 80km into what was then East Pakistan. The Chicken Neck is a narrow strip of Indian territory between Nepal and Bangladesh that connects India with its northeast. It was strategically important for the Indian military to defend this ‘Siliguri Corridor’. <figure><img width="465" height="426" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3a49c7e80680e096666jpeg.jpg" alt=""><figcaption> </figcaption></figure>“We had dug a bunker, expecting a counter attack from Pakistan,” Dhan Bahadur recalls. “They did not retaliate, but they kept sending planes on reconnaissance.”A cheer went up from the Indian troops when the Pakistani plane went down. And till today, the 7/11 Gorkha Rifles of the Indian Army carries the cockpit of the F-6 and Dhan Bahadur’s Vir Chakra medal as souvenirs wherever it is deployed.Dhan Bahadur was congratulated by Prime Minister Indira Gandhi, and was promoted to Lance Corporal. He wanted to retire, but a decorated soldier was not allowed to. So he went on to serve in Jammu and Kashmir, Darjeeling and Ladakh.When he did retire in 1980, Dhan Bahadur returned to his village in Nepal where he lives to this day. He tried to change his name to Dhan Bahadur Rai so that his sons could also join the Indian or British armies, but he could not do it.Regardless, his seven sons and a daughter have gone on to build their careers and now have their own businesses in Dharan, that they have named after their famous father. father.Dhan Bahadur now uses a cane as walks in his <a href="https://archive.nepalitimes.com/page/the-kingdom-of-cardamom-nepal" target="_blank" rel="noopener noreferrer">cardamom field</a>, and says he is enjoying retirement in the village where he was born. “I like village life. I grow cardamom, and I want to live here for the rest of my life,” he says.  <figure><img width="959" height="698" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121140/636ce3a69c7e80680e096667jpeg.jpg" alt=""><figcaption> </figcaption></figure>He does travel down to Dharan once in a while to check up on his sons and daughter, and to collect his pension which has grown from IRs 50 in 1980 to IRs48,000 today.Of the Nepali men who were awarded by the Indian government for their bravery, only Dhan Bahadur Tamang still lives in Nepal. Some stayed back in India and some have died.He is invited back to his battalion in India for events, and that is when for old times’ sake, he checks up on his medal, the wreckage of the plane he shot down and looks through framed photographs of that fateful day at the Chicken Neck that propelled him to fame.

Photo: RSS</figcaption></figure>On Monday, Nepal clinched the Three Nations Cup by defeating Bangladesh with a score of 2-1, much to the delight of thousands of football enthusiasts, ending the national team’ goalless streak in international matches.Nepal was held in goalless draws against Kyrgyzstan and Bangladesh in the earlier rounds of the Three Nations Cup played amidst deteriorating air quality due to forest fires.Nepal’s ‘Goal Machine’ <a href="https://www.nepalitimes.com/here-now/women-of-substance/" target="_blank" rel="noopener noreferrer">Sabitra Bhandari ‘Samba’</a> admits that male football gets more media coverage and sponsorship than women players internationally. But she says in Nepal the discrepancy is jarring because Nepal’s female footballers have consistently out-performed their male colleagues.Bhandari herself  has scored a phenomenal 38 international goals, the highest in South Asia. She says men’s football gets more financial support in Nepal despite her team’s performance in matches abroad.Fans and even ANFA (All Nepal Football Association) officials were nervous about Nepal's performance in Monday’s final, given the team's apparent inability to score goals in international matches, as the dismal record of the last eight major games showed.Indeed, the Nepal team only made it to the final because Bangladesh defeated Kyrgyzstan in its first match. Sanjog Rai and Bishal Rai sealed the victory in the final game after their first-half goals. Mahburur Rahman’s header goal in the late second half was insufficient for Bangladesh to defeat the home team.Monday’s win was Nepal’s first major one after it defeated Bhutan in the <a href="https://www.nepalitimes.com/latest/south-asian-games-recap-10-december/" target="_blank" rel="noopener noreferrer">finals of the 2019 South Asian Games</a> with the same scoreline. It is also the team’s fifth international victory, the last one being the <a href="http://archive.nepalitimes.com/blogs/thebrief/2016/01/23/football-heroes-return-home/" target="_blank" rel="noopener noreferrer">AFC Solidarity Cup in Malaysia</a> where it beat Macau to lift the title in 2016. <figure><img width="1050" height="693" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111012110/636cda2e9c7e80680e092ee3jpeg.jpg" alt=""><figcaption>'Goal Machine' Sabitra Bhandari 'Samba'</figcaption></figure>“Men’s football may be technically more demanding and the game physically more draining for the men, but Nepal should have scored 3 or 4 goals against Kyrgyzstan and at least 2 or 3 against Bangladesh,” says Bhandari about the previous matches in the three Nations Cup that she watched. Home crowd support adds to the confidence of athletes but on the flip side, there is also a huge pressure to win, particularly during international matches. “Fans viewing the game can’t imagine the kind of pressure we go through trying to score a goal. But it is not all up to us, the ability of the opposing team also makes a huge difference,” she adds. A team’s <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepali-mens-and-womens-football-hasnt-kicked-off,1812" target="_blank" rel="noopener noreferrer">performance during international tournaments</a> is also determined by the exposure they have received and the games they had the chance to play previously. The Covid-19 pandemic meant that much of the past year, the footballers had little to no practice or support. Team effort and positive outlook become even more crucial under such circumstances, adds Bhandari who scored 31 goals in India's professional league and 41 goals in the recently concluded Women's National League. “Every goal requires teamwork, positive thinking and an appetite for a win, Nepal did perform well in the end,” Bhandari adds.

Female footballer’s take on Nepal’s win

Photo: Daily Star</figcaption></figure>The 4,156km border between India and Bangladesh is the fifth longest land border in the world – even longer than the 3488km India-China border. They inherited the boundary from the British days, and it follows the ‘Radcliffe Line’ as defined by the British architect and chairman of the Border Commissions Sir Cyril Radcliffe during partition in 1947 based on Hindu-Muslim demographics.After the 1971 Liberation War when East Pakistan became Bangladesh, a Land Boundary Agreement (LBA) was signed by Indian Prime Minister Indira Gandhi and Bangladesh’s founder Sheikh Mujibur Rahman three years later. However, it was ratified only in 2011 by India, and a revised version was signed in Dhaka in 2015. <img width="640" height="802" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba7579c7e80680e073778jpeg.jpg" alt="">The India-Bangladesh border disputes involve land, river and maritime boundaries which encompass much more territory than Nepal’s territorial claims with India. But there are similarities -- like the reliance on British maps of Lilu Lekh, and the Susta dispute caused by the change in course of a river in the plains.  Five Indian states border Bangladesh: 262km in Assam, 856km in Tripura, 180km in Mizoram, 443km in Meghalaya and 2,217km in West Bengal. The 2015 LBA included an exchange of enclaves and adverse possessions.There were 111 Indian enclaves (6,900ha) within Bangladesh and 51 Bangladeshi enclaves (2,877ha) within India. The residents in the enclaves were given a choice either to reside in the enclaves, or to move to the country of their preference after the exchanges. India and Bangladesh also swapped territory with Bangladesh gaining more land than India.Legend has it that the enclaves were created as part of a high stakes card game centuries ago between the Raja of <a title="Cooch Behar" href="https://en.wikipedia.org/wiki/Cooch_Behar">Cooch Behar</a> and the Maharaja of Rangpur. Others say it was a result of a botched expansion of the Mughal empire. There is even a story about a drunk British colonial officer spilling ink on a map. Whatever the reason, the enclaves were an absurdity even as far as man-made boundaries go.This seemingly intractable issue was resolved when Indian Prime Minister <a title="Narendra Modi" href="https://en.wikipedia.org/wiki/Narendra_Modi">Narendra Modi</a> visited Dhaka in 2015 and Bangladeshi Prime Minister <a title="Sheikh Hasina" href="https://en.wikipedia.org/wiki/Sheikh_Hasina">Sheikh Hasina</a> (daughter of Sheikh Mujibur Rahman) came to New Delhi in 2017. <img width="640" height="366" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba7599c7e80680e073779jpeg.jpg" alt="">There have been other territorial adjustments between India and Bangladesh since 1971. One of them is the Tin Bigha Corridor, a 170-km long land bridge that India agreed in 1982 to lease to Bangladesh indefinitely as part of the LBA agreement. It connects the largest Bangladeshi enclave Dahagram-Angarpota in Cooch Behar district of India. Bangladesh ceded Berubai as part of the deal.The Tin Bigha Corridor was partially opened on June 26, 1992 after many years of nationalistic and communal politics both in India and Bangladesh and the removal of General Mohammed Ershad from power in Bangladesh. India and Bangladesh relations have also been strained by bitter river and water disputes. Bangladesh shares 54 trans-boundary rivers with India,including the Ganges, Brahmaputra and Teesta. There have been disputes about too much water in the monsoon causing floods downstream in Bangladesh, and too little in the dry season when it is needed for agriculture. <img width="640" height="491" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141112/636ba75b9c7e80680e07377ajpeg.jpg" alt="">But in August 2019, India and Bangladesh held a meeting of the Joint River Commission in Dhaka and the two countries agreed to collect data and prepare water-sharing agreements for seven other trans-boundary rivers. Bangladesh borders India’s strategically located northeastern states, where India wants to bring quicker economic development by using road links to the sea through Bangladesh. India is also worried about the growing Chinese influence in Bangladesh., and is bent on resolving outstanding border and water-sharing issues with Dhaka.The most famous water-sharing dispute between India and Bangladesh is over India’s construction in 1975 of the Farakka Barrage on the Ganges near the border. This river straddles the India-Bangladesh border for about 100km before it joins  Jamuna (Brahmaputra) in Bangladesh.  The width of the constantly-shifting river varies from 1.5-14km. India built the Farakka Barrage to stop siltation at its important port on the Hoogly near Kolkata. However this reduced the flow into north-western Bangladesh in the dry season. Despite this history of mistrust, the two countries signed a 30-year treaty on the sharing of the Ganges water.  The other riverine dispute is the Teesta, which flows down from Sikkim and also joins the Jamuna in northern Bangladesh. India constructed a barrage over the Teesta, reducing the flow into Bangladesh in the dry season. After years of dispute, in 2015 things took a positive turn after the Trinamool Congress leader Mamata Banerjee agreed to support the Central Government of India on a new water-sharing agreement. A dispute over water sharing of the Feni River after it changed course after floods was also resolved in 2019. Another dispute over whether a British map of 1893 constituted the real border at the Muhari River (as preferred by Bangladesh) or the 1854 map (as India wanted) was also solved using the international 1967 Helsinki Rules on the Uses of the Waters of International Rivers.Besides rivers, India and Bangladesh have also grappled for three decades with their maritime border in the Bay of Bengal. It was finally settled by the Permanent Court of Arbitration in The Hague in 2014 in a ruling which favoured Bangladesh, and the country got 19,467 km2out of the 25,602 km2disputed coastal seas.Prabhakar Sharma is a Nepali expert on international boundaries, and worked as a survey engineer for the Cameroon-Nigeria border demarcation by the United Nations.

But like high profile smugglers caught in the past, he may be released soon by Nepal’s courts.</figcaption></figure>Despite being the first tiger range country to claim last year that it has met the target of doubling its big cat population, a new report shows that Nepal remains an important corridor for trafficking of tiger parts from South Asia to China.More worryingly, there is evidence that ringleaders of smuggling networks who have been caught in Nepal smuggling tiger skin, teeth and other organs to China have either used political connections to get light sentences, or have jumped nominal bail.On 25 June, Nepal’s Central Investigation Bureau (CIB) finally arrested in Kathmandu the notorious wildlife smuggler Kunjok Lama, who had been in the crosshairs of police in India and Nepal for two decades.His name was mentioned by traffickers arrested in every major seizure of tiger and other wildlife contraband in Nepal and India in recent years and investigation agencies in both countries as well as Interpol had been on the lookout for him.<a href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/&amp;source=gmail&amp;ust=1596070388900000&amp;usg=AFQjCNFTmSggscMdXOjKyyPi8SBExPEtBw">One of the biggest hauls 15 years ago</a> in Rasuwa yielded five tiger pelts, 36 leopard skin and 113kg of tiger bones. The Nepal Army arrested five smugglers who were trying to take the contraband to the Chinese border concealed in a cargo truck, and handed them over to the Langtang National Park.The seizure made international headlines and was cited in The Handbook on Wildlife Enforcement in India as the most important haul of endangered species in South Asia. The accused were sentenced to seven years in jail and fined Rs100,000 each. All were released 2012 after completing their jail time. All five mentioned the name <a href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/&amp;source=gmail&amp;ust=1596070388900000&amp;usg=AFQjCNFTmSggscMdXOjKyyPi8SBExPEtBw">Kunjok Lama</a> (aka Kunjok Tsering Tamang) as being the ringleader of the smuggling operation.Kunjok Lama’s name had also popped up in successive seizures in India of wildlife contraband in Ghaziabad near New Delhi in 1999, in Uttar Pradesh state in 2000 and in Madhya Pradesh in 2008. He was named by those caught as the main ringleader in smuggling operations, and India’s Central Investigation Bureau and Wildlife Investigation Bureau had named Kunjok Lama as being behind the smuggling of at least 600 tiger pelts over the years.He had since then been in the Interpol dragnet for the past 20 years until his arrest in Kathmandu last month.Originally from Namkha village of Nepal's Humla district, Kunjok Lama has now challenged the Rasuwa District Court’s decision to keep him in custody at the Patan High Court, saying he has been framed and should be freed. In his appeal, Lama says he is illiterate and could not have signed the confession documents, and that he is not the person implicated by traffickers caught in Rasuwa in 2005 — even though police have mobile records from those caught which link Lama directly to the smuggling operation.On 14 July, Judge Rajan Prasad Bhattarai of the Patan High Court wrote to the Rasuwa District Court asking for the files on the case. According to sources, the Patan High Court could call a hearing in the case within a day or two of the documents arriving, and decide whether Kunjok Lama should be kept in detention or not.“If he is released on bail, even if the court ultimately decides he is guilty, he will disappear,” predicts a police source in the CIB’s Wildlife Pillar in Kathmandu. “And unless he is put on a travel blacklist, he will go abroad just like other smugglers we have caught before.”Indeed, Lama has travelled extensively on ‘business’ in and out of Kathmandu even after he was implicated in the 2005 raid, and immigration records show he has been to the United States twice since then.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf489c7e80680e078041jpeg.jpg" alt="" width="1936" height="2592"><figcaption> </figcaption></figure>A 2018 <a href="https://www.nepalitimes.com/latest/nepal-tigers-now-number-235/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-tigers-now-number-235/&amp;source=gmail&amp;ust=1596070388900000&amp;usg=AFQjCNHwj-646nf-HWk2cS1o2E8sBGUQaQ">census in Nepal </a>showed that the country had 235 wild tigers in national parks, which is double the population in 2009. This made Nepal the first country among tiger range countries that had given themselves the target of <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/&amp;source=gmail&amp;ust=1596070388900000&amp;usg=AFQjCNFqr5HwzSGOpRu3NmEj40REFMszGw">doubling the number of tigers by 2022.</a>Nepal has one of the strictest laws on smuggling of endangered animals like tigers, rhinos, leopards, pangolins, or wild elephants among South Asian countries, with up to 15 years jail terms and/or up to Rs1 million fines for those found guilty. However, court records show that no one has ever received this maximum sentence even after being caught for major smuggling operations like the one in 2005. The perpetrators have either used legal loopholes to be released, or have received the minimum sentences.Conservationists say political patronage, corruption in the judiciary and poor prosecution are the reasons why the provisions for hefty penalties for wildlife smugglers have never been implemented, and why many end up free to resume their smuggling activities.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf4b9c7e80680e078042jpeg.jpg" alt="" width="1050" height="585"><figcaption> </figcaption></figure>Another high profile smuggler who has escaped prosecution is Lodu Dime (pronoucned ‘dee-may’), who was arrested in 2012 after a cargo truck driving from Kathmandu to the Chinese border in Rasuwa was apprehended. Hidden behind sacks of rice were five tiger pelts and six large sacks with 512 pieces of tiger bones, skulls and claws and 122 fangs. Conservationists calculated that the contraband must have come from at least 31 dead tigers.The driver and truck owners were arrested, and they named Lodu Dime of Boudha in Kathmandu as the person who hired their truck for Rs100,000 to take the rice to Rasuwa. Police raided Dime’s house and confiscated a large haul of wildlife contraband, eight passports and Rs4 million, as well as Indian, Chinese, Bangladeshi and Indonesian currency.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf4e9c7e80680e078043jpeg.jpg" alt="" width="640" height="486"><figcaption> </figcaption></figure>Lodu Dime fled, but returned to get himself cleared by the courts after paying a nominal Rs100,000 fine, and his wife who had been arrested was also freed. However, the Appeals Court sentenced him in absentia to five years in prison. Despite this, records show that Dime kept travelling freely back and forth between India and Nepal.With help from Interpol, Dime was finally caught in New Delhi in 2017 after the Indian CIB found he was  involved in poaching tigers in Madhya Pradesh. He was extradited to Nepal in 2018 and sent to the District Jail in Nuwakot to serve his five year sentence. But Dime appealed at the Supreme Court where the bench of Justices Mira Khadka and Dambar Bahadur Shahi decided to release him on only Rs45,000 bail. Dime then disappeared.“The bail amount was negligible compared to the cash value of the contraband, the court never put a travel ban on him, and after jumping bail he was back to his smuggling activities,” a Nepali CIB official involved in the investigation told Nepali Times.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf519c7e80680e078044jpeg.jpg" alt="" width="726" height="680"><figcaption> </figcaption></figure>Police have now uncovered links between Lodu Dime and Kunjok Lama, and found that they sometimes worked together to make Nepal a collection point for wildlife smuggled from India, Bangladesh and Sri Lanka to be transported to China through Kodari, and later Rasuwa checkpoints.In the past five years alone Nepal’s CIB has caught red handed 73 tiger smugglers in 31 raids. Among them are nine Indians and two  Chinese. Just in the past five years, the seizures have included 28 tiger pelts and 139kg of tiger bones. Although many of the tigers were probably poached in India, two tigers were found to have been killed in Nepal, one was poisoned and other electrocuted.The nine Indians arrested in Nepal are from the Babriya forest-dwelling community in India who have skills in wildlife tracking. One of them was Ramjas Banjara, who served as the link between poachers in India and smugglers in Nepal who trafficked the wildlife parts to China.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf539c7e80680e078045jpeg.jpg" alt="" width="1050" height="456"><figcaption> </figcaption></figure>Banjara was caught in Bardia with one tiger pelt and 15kg of tiger bones, and was handed the minimum sentence by law of five years in jail by Nepalganj Court, and was released in April after serving his term.“Notorious smugglers get only the minimum five years in jail, and a whole lot of Indian smugglers in Nepal’s jails who are part of the smuggling network are now in line to be released,” says Police Sub-Inspector Birendra Johari, who have been involved in numerous sting operations against wildlife smugglers.Of the six other Indian smugglers caught in a CIB sting operation in Kailali in 2015 that seized two tiger pelts and 40kg of bones, five were released on bail after paying Rs100,000 each and immediately escaped to India. This was the first time that so many Indian smugglers had been caught in one operation in Nepal, confirming the involvement of Indian poachers in Nepal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf559c7e80680e078046jpeg.jpg" alt="" width="2000" height="1494"><figcaption> </figcaption></figure>The Babriya also knew how to kill tigers without a gun which ends up damaging the pelt with bullet holes, and reduces its sale value. But it notes that smuggling is also rife in Nepal, Bangladesh and Bhutan.‘All parts of the tiger are traded and used for traditional (Chinese) medicine, but the bones are generally most sought after,’ the report says. ‘Consumer demand has shifted in recent years with tiger product buyers purchasing these goods as a sign of wealth rather than for their health. The most popular bone-based products appear to be tiger wine and tiger glue/paste. The trade has shifted to online sales through social media and messaging apps.’<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109141144/636baf599c7e80680e078047jpeg.jpg" alt="" width="1050" height="581"><figcaption> </figcaption></figure>The trafficking in protected species report by the Vienna-based UN Office of Drugs and Crime investigated 600 incidents of tiger smuggling and found that parts of South Asia have become hotpots of tiger poaching and smuggling — especially using Nepal as a transit point to China. The Handbook On Wildlife Enforcement in India also cites Nepal as a main corridor to China for smuggling of tigers killed by poachers in India. Tech startups get boost with Bangaldesh demo day

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
