It will allow further plunder of the fragile Chure Hills for quarrying to reduce the $10 billion trade deficit with India.This tendency has seeped down to local governments which are building poorly-designed roads, view towers and concrete monuments at breakneck speed.New highways, irrigation canals, transmission lines and now new rail tracks are <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener noreferrer">slicing through national parks</a>.The most serious destruction is of the last tract of native forests in the eastern Tarai for the construction of the <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">mammoth Nijgad project</a> for which Paudel set allocated money for infrastructure, international investor selection, land acquisition and site clearing.On the occasion of World Environment Day on 5 June, nine of Nepal’s development partners <a href="https://www.nepalitimes.com/latest/importance-of-ecosystems-for-people-and-the-planet/" target="_blank" rel="noopener noreferrer">issued a statement cautioning the government</a> about the project.‘It is important to ensure that decisions ... for large projects such as Nijgad Airport, are based on sound economic, financial, climate, environmental and social impact analyses in line with Nepal’s established economic, environmental and social regulations, as well as climate and other commitments,’ the statement reads.It is signed by the embassies of Australia, Britain, EU, Finland, France, Germany in Nepal as well as the Kathmandu offices of the Asian Development Bank, United Nations and World Bank in Nepal.With the monsoon approaching, there is the threat of a repeat of last year’s deadly flash floods and landslides triggered by haphazard construction of roads and embankments. These are not ‘natural disasters’ but the result of <a href="https://www.nepalitimes.com/here-now/dont-just-blame-god-for-floods-and-landslides/" target="_blank" rel="noopener noreferrer">bad engineering and unsustainable exploitation of nature</a>.“Covering everything with concrete is not development, and our development model is suicidal, the coronavirus pandemic is just the latest example of this,” explains naturalist Tirtha Bahadur Shrestha. “Even urban life needs to be integrated with natural elements like water bodies, trees, groundwater recharge.”Conservation need not be anti-development. Green policies actually boost the economy: in Nepal protecting charismatic big mammals promoted ecotourism and created jobs, <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">community forests</a> yielded ecosystem services by augmenting ground water recharge, a shift to renewable energy can reduce petroleum import.Switching to <a href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">electric public transport and battery vehicles</a> to reduce the petroleum import bill by just 10% would save Nepal Rs21 billion a year – besides promoting domestic clean energy from hydropower, and improving air quality.“We need to link conservation with economy to drive the change, nature-friendly policies and conservation education must be at the forefront,” adds Shrestha.Yet, Nepal’s current economic model threatens the conservation successes that have earned the country international praise. Rhinos poaching in Africa and India already feeds the demand in traditional Chinese medicine.Covid-19 has killed at least 1,300 people as of Thursday, more than SARS in 2002-2003, despite its lower fatality rate of 2.2% against 9.6% for SARS. The newer virus, however, is the more contagious and has spread to 28 countries with over 60,000 confirmed cases.Before <a href="https://www.nepalitimes.com/latest/a-nepali-in-beijing-during-coronavirus-scare/" target="_blank" rel="noopener">the Covid-19 epidemic</a>, there were SARS and Middle East Respiratory Syndrome (MERS) that also originated from animals. The SARS virus moved from bats to civets and then to humans. Camels were the source of the MERS virus in 2012 in West Asia. Ebola outbreak (2013-2016) was also traced to bats.Experts believe that the coronavirus scare will also lead to decline in poaching and trafficking of wildlife in Nepal, which is on the traditional route for trafficking of endangered species from India to China and has <a href="https://www.nepalitimes.com/latest/better-nepal-china-connectivity-helps-wildlife-smugglers/" target="_blank" rel="noopener">flourished as a transit hub</a> for smuggling of pangolin scales, rhino horns, tiger and leopard skin and elephant tusks.“Once the demand in China goes down, poaching and smuggling here in Nepal will also decline. Conservation efforts in Nepal will gain a lot if a permanent ban on wildlife trade is placed in China,” adds Suwal. “This is also a good time to create awareness about the higher risk of zoonotic diseases on those involved in the illicit trade so that they are discouraged to continue.”According to District Forest Office Kathmandu, 1,798 body parts of 10 wildlife species destined for China were confiscated in the last eight years. Of those, 1,468 belonged to different species of birds, 94 to <a href="https://archive.nepalitimes.com/article/nation/city-for-transshipment-of-wildlife,3424" target="_blank" rel="noopener">red pandas</a>  92 to leopards and 42 to pangolins. Nepal Police has filed 880 cases against poachers in the past 18 years.Says Sindhu Dhungana of Ministry of Forest and Environment: “National and international coordination is essential to control wildlife crime and impossible to do so without a cross-border collaboration between Nepal, India and China.”With additional reporting by Mukesh Pokhrel.

Coronavirus outbreak may curb wildlife trafficking

Nepal’s month-long cricket carnival ended on a sunny Saturday in Kathmandu with a final game in which the Lumbini Lions dominated the Sudurpaschim Royals with both bat and ball.&nbsp; The Royals were bowled out for an embarrassing 85, thanks to Namibian Ruben Trumplemann’s three wickets for three runs, and captain Rohit Paudel’s hat-trick in the eleventh over. Rohit Paudel came in to finish the match calmly, with 11 overs to spare, scoring two stylish fours and a six before holing out with the Lions on 83.&nbsp; The Lions took comically long to get the final two runs to win the game, losing one more wicket. They won the remaining three, finishing fourth, barely qualifying.&nbsp; This meant that they had to play an eliminator last week against the Kathmandu Gorkhas and then a qualifier against the popular Biratnagar Kings, whose squad included Sandeep Lamichhane, Faf du Plessis, and Martin Guptill. They won both in style. For the Royals, however, this was the second disappointing final in a row after being the best team in the group stage in both seasons of the NPL. The capacity 10,000 stadium drew such a crowd that Kathmandu streets were relatively quiet on Saturday with people also watching the game live on tv at home.&nbsp; Kathmandu’s residents were genuinely delighted at being able to talk about <a href="https://nepalitimes.com/here-now/cricket-carnival">a Nepali cricket tournament</a>, and not about the Indian or English Premier Leagues. Lumbini gets the lion’s share

International Mountain Day on 11 December should inspire celebration, not cynicism. It follows &nbsp;a small but rare diplomatic win: the agreement at COP30 in Belém to hold a dedicated global dialogue on mountains in 2026, and to include mountain-specific indicators in the new climate adaptation framework.&nbsp;
A welcome shift, certainly. But the old narrative lingers — mountains are fragile, disaster-prone, eternally vulnerable. But the uncomfortable truth is that safe and environment-friendly development in the mountains is simply too expensive than anyone wants to admit.
To build a kilometre of two-lane highway in the Tarai costs Rs200 million. That same kilometre on a Himalayan slope with retaining walls, drainage, bioengineering, and landslide protection costs more than Rs1 billion. Add tunnels, viaducts or highways designed for minimum 80km/h speeds and that figure can easily triple.
This pattern repeats across all sectors. A 50MW run-of-river hydropower plant that costs $80 million in low-ling valleys costs four times more in the mountains. The headrace tunnels have to be longer, desanding basins must trap the silt, the access roads cost more than the entire project. And there is no way to prevent the scheme from being washed away by a glacial collapse flood.
Nepal's annual road budget is only Rs150 billion. It is scattered thinly across 753 municipalities, most of them perched on steep, unstable slopes. When resources are inadequate and political cycles are short, the incentives for corruption are predictable &nbsp;— shaving a mountain flank at 70 degrees instead of 45, taking a shortcut on drainage canals, skimping on asphalt thickness, or skipping the Gabion.
In high Nepal, the bulldozer is the engineer. We hang on the prayer that the monsoon will be merciful. July arrives, and reality returns. Mountains fall on roads, flash floods wash away swathes of expensive highways.
The entrance to the Siddhababa Tunnel in Palpa collapses yet again. The Nagdhunga Tunnel faces another landslide delay. The Melamchi headworks go under — again. Each failure costs more to repair than proper engineering would have cost when that infrastructure was built.
We are not just paying once. We the taxpayers are signing up for a subscription to disaster. The real fragility of Nepal’s mountains is of governance, not geology.
This is what the international climate conversation habitually misses. Mountain communities are repeatedly told to ‘respect nature’ and avoid linear infrastructure, often by the same countries proudly announcing new expressways and airports in their own countries.
Mountain people are not anti-development. They want what everyone else wants: electricity that does not flicker, roads that survive the monsoon, schools their children can reach in winter. What they lack is not aspiration, it is the budget required to build things safely that is not stolen by politicians and their crony contractors.
If the world truly wants to protect the Himalaya, Andes or Alps, and the billions who rely on them for water, the answer is not more romantic slogans about fragility of the mountains. It is concessional, patient financing that narrows the gap between cheap and dangerous versus expensive and resilient. And it is transparent government that spends that money wisely.
This means money for tunnels instead of unstable surface cuts. Money for bioengineered slopes instead of naked bulldozer scars. Money for hydropower built for 1-in-100-year floods, not 1-in-25-year budgets.&nbsp;
This is not charity. Mountain infrastructure safeguards global water, carbon, energy and biodiversity systems. It is a global public good, and should be financed as such.&nbsp;
In Syangja, small investments under the Climate Adaptive Equitable Water Management Practices have restored nine community ponds, protected recharge zones and increased dry-season spring flow by about a third. All of this for less than the cost of repairing a single kilometre of poorly built hillside road after the next landslide.
Our experience from the Subnational Governance Programme (SNGP) in some districts of mountains and plains show that when municipalities receive practical guidance backed by scientific research, they can scale these solutions with modest, targeted budgets. Local governments are not the problem — they are the missing link. &nbsp;
The tragedy is not technical incapacity; it is chronic under-financing of the most cost-intensive terrain on earth. Lets stop romanticising mountain poverty on 11 December, International Mountain Day. Let us retire the language of fragility that excuses inaction.
Mountains are not pleading for sympathy. They are demanding fairness: that the true cost of safe development in the world’s steepest geographies be acknowledged and shared. Until that bill is paid, the monsoon will continue to do the accounting, one landslide, one road, one abandoned promise at a time.

The Himalaya is not fragile

This is the 76th episode of Diaspora Diaries, a Nepali Times series in collaboration with Migration Lab providing a platform to share experiences of living, working and studying abroad. We did not have a whole lot, but did not grow up in scarcity either. When I was in Grade 7, my father migrated to Malaysia but returned just after 18 days and was heavily in debt. It is the interest and not the principal from loan sharks that ruins borrowers. As we grew up, family expenses rose and my father migrated again to Qatar, determined to make it work this time. I used to watch him via IMO in buildings under construction eating rice out of plastic bags. There was no AC, no oven, no shade. I did not have access to a computer, and the 30 minutes we got weekly at the computer lab was just not enough. My parents could not afford to buy a computer, but a friend had both a desktop and laptop at home.&nbsp; I did his homework in exchange for using his computer. When my father in Qatar, found out he bought me a laptop. Today, a decade later, I am still using it. Maybe I valued the computer more because it was bought with my father’s sweat. My mother did tailoring, although the income was not stable. After my father returned from Qatar, we he bought a three-wheeler which he still uses in Makwanpur. After completing Grade 12, I came to college in Kathmandu to study IT. It cost Rs20,000 a month in tuition, rent and food just to survive. I could not complete my bachelor’s. Although my father kept saying, “Don’t worry, I am here,” he just did not have the money to pay for me. So, I took up a data entry job which helped cover living expenses. The pandemic meant my father could not earn money from his auto-rickshaw. We had no savings and had outstanding loans. Migration was the only way to get us out of the rut. I told my father that both of us should go abroad to earn some money. He could return earlier and I would stay on.&nbsp; My father agreed, and I visited recruiting agencies with both our passports. After reviewing our CVs, they said it was easy to find jobs for my father but not for me, given my educational background and my experience in software. “How can we send you for jobs as a cleaner or security guard?” they asked. I finally found a job in Romania, and decided to have my father stay back because going to Europe would have doubled the cost. My mother and sister came to see me off at Kathmandu airport. It felt just like my father leaving for Qatar many years ago. It is not physically demanding and it is indoors. Even though I did not share it with my family, the initial period was difficult as I had no experience standing and working for so many hours at a time. Once, when I was tired at work, I wondered how my father managed in Qatar in a much more physically taxing job. Here I was not carrying heavy loads, my work was not outdoors. I was so emotional, I wrote a ghazal in my head. The words “खाडीको तातो घाम” kept repeating in my head. After work, I jotted down the verse in my diary:&nbsp; बुवा, तपाई जस्तो बन्न म सक्दै सक्दिनँ Father, I cannot become like you कति गाह्रो छ, म भन्नै सक्दिनँ I cannot imagine how hard it is म मान्छे हेर्दा मात्रै ठूलो I only look like a grown man बानी अझै बच्चै छ But I am still childish किनकि जता त्यतै जान मन लाग्छ I feel like roaming around जे देख्यो त्यो खान मन लाग्छ Eat whatever I see. न पैसा बच्छ I cannot save. न खाएको कुरा सबै पच्छ The food doesn’t agree with me&nbsp; कहिले काहीँ त मलाई म्याकडोनाल्डको बर्गर पनि पच्दैन Not even a burger at McDonalds तर प्लास्टिकमा पोको परेको त्यो चिसो भात But how did my father eat that cold rice खाडीको त्यो तातो घाममा सेक्दै खाँदा मेरो बुवालाई कसरी पच्छ? But more importantly, people found the words relatable and engaging. My sister first saw it on Tiktok and shared it with my mother. It moved them to tears while my father kept watching it on repeat, deep in thought. Even though my birth father decided to leave my mother when I was less than a year old, my step father never made me feel the absence of anything. My friend from Grade 6 in Makwanpur, Sharan, introduced me to ghazal. He was six years older because he had to pause his studies during the Maoist conflict. He worked in a brick factory in Kathmandu, saved money, and returned to school. He was very talented and we became friends through the school children’s club.&nbsp; Sharan and I spent most of our time together, sharing meals to save money and even skipping classes. One day, in Grade 9 when our teacher was absent, he wrote a ghazal on the spot and explained the form, the rhyme, the meter. I listened half-heartedly as it was not of interest. We left it at that. Shortly after, Sharan was diagnosed with leukemia and he could not finish exam. Because he was a sharp student, the teachers decided to not hold him back. He died just before Grade 10. I cried. I do not have any pictures of Sharan. He had small ears, and I used to tease him that people with small ears do not live long. I did not know what to do, but I wrote a ghazal just as Sharan had taught me and dedicated it to him. Halfway through, I started crying and the principal took me to his office and calmed me down.&nbsp; I do not write much poetry except a few posts on social media here and there. But a video of me reciting went viral on TikTok and that encouraged me to write more. That made me feel validated, and I began writing more about real life experiences. It has been three years in Romania. My brother will also be joining me soon. Things have improved for us financially, but we are not where we want to be. We will get there. When we do, I will resume my studies. I’m interested in programming, especially back-end development and working with databases. It is on hold right now.&nbsp; I do not have big dreams, I just want to make sure my parents get what they deserve. It is okay if I get delayed if my parents are able to access what they had scarified for us when they were of my age. There is nothing like an election to focus the minds of politicians. So, with less than three months to go for the 5 March political parties both new and &nbsp;old are in full preparation mode.&nbsp; The UML and the NC are following a two-pronged strategy: filing separate writ petitions in the Supreme Court for the reinstatement of the House even as they prepare for their general convention to decide on tickets for candidates. election. Following the alliance of Nepal’s left-aligned parties into the new Nepali Communist Party, the RSP and Bibeksheel parties have also joined forces. “Old political parties that were supposed to defend democracy are themselves hegemonic, oligarchic, and exclusive, and patriarchal, and the only strong voices inside political parties seem to be coming from women like Binda Pandey, Usha Kiran Timilsina and Sumana Shrestha,” says political scientist Sucheta Pyakuryal.&nbsp; She adds: “These parties are responsible for Nepal’s political decay, and there is little hope they will mend their rent-seeking ways and become more democratic and egalitarian.” The new post-September political parties are trying to change that perception by projecting themselves as reform minded and clean, and navigating the dynamics of election preparation. There are over 800,000 new young voters, and their ballots will be a key determinant in the outcome in March. Only a few youth leaders have formed their own parties, others are trying to decide which party to team up with. Others have partnered with career politicians who left their mainstream outfits out of frustration with their leaders.&nbsp; “The newly-formed parties are relatively more inclusive, but they are also led by strongmen,” says Pyakuryal. “It remains to be seen how long we can sustain democracy if our only choices are these personalities.”&nbsp; Activist Ojaswee Bhattarai is part of the five-member chair council of the Pragatishil Loktantrik Party launched by former Maoists Baburam Bhattarai and Janardan Sharma. Other members in the council include youth leader Ashok Jaiswal, Durga Sob, formerly of the Nepal Samajwadi Party, former RSP chief whip Pariyar, and another ex-Maoist leader and minister Sudan Kirati.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251211151216_fe46c9dde8ca8680a2264e9cb3340cd005d2f1464e2893b99121cab2cdd99e6b.jpg" data-media-id="editor_0" data-image-id="20251211151216_fe46c9dde8ca8680a2264e9cb3340cd005d2f1464e2893b99121cab2cdd99e6b" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="GenZ government agreement"> </figure>  Bhattarai told a roundtable last week: “The movement exposed youth exclusion from decision making and resistance of political leaders, who themselves have been part of Nepali politics since their youth, to make space for a new generation.”&nbsp; She added: “It is now crucial for young people to come forward and seek leadership positions, and take part in a process that has so far been limited to the political elite.” It remains to be seen whether seniors in politics want to genuinely do a better job, or if they are simply looking for opportunities that were denied them in their old parties.&nbsp; And not everyone is happy with older leaders pretending that they are with the youth.&nbsp; Janardan Sharma, who left the Maoists after falling out with his former comrade Pushpa Kamal Dahal was heckled this &nbsp;week in his home district of Rukum West. Although there is a youth wave, the three mainstream parties still have their ballot banks among older rural voters. And even in the cities, the disparate new parties and young candidates may dilute the vote allowing the established parties to retain their foothold.&nbsp; Without a clear agenda, ideology, and institutional know-how, the new parties either risk being a flash in the pan or lose momentum after initial success.&nbsp; “There is a huge opportunity for these new parties to onboard young political figures to push the agendas of young and marginalised Nepalis,” says Pyakuryal. “These new parties will also have a better chances in the polls if they unite under a single banner.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251211151216_8126915535a657004bf730b4df98096d1dbaea26959160614b121a96bc660d1c.jpg" data-media-id="editor_1" data-image-id="20251211151216_8126915535a657004bf730b4df98096d1dbaea26959160614b121a96bc660d1c" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="GenZ government agreement"> </figure>  Former RSP minister Sumana Shrestha is yet to join any political party, but was present at the launch of the Ujyalo Party last week. She also urged new political actors emerging from the September movement to unite.&nbsp; “Not working together will be like rolling out the red carpet for old parties,” she said. There is anticipation about what plans Shrestha and Kathmandu mayor Balen Shah. Also closely watched are emergent figures like Birendra Basnet of Buddha Air, who may be keeping his options open for candidacy through the &nbsp;Gatishil Loktantrik Party he recently formed.&nbsp; Basnet has put forward a strategy to overhaul the aviation sector as a metaphor for a new vision so Nepal can take off &nbsp;in future.&nbsp; Kulman Ghising has faced some criticism for launching his Ujyalo party while still serving in the interim Cabinet. He is reportedly planning to resign as the election approaches to declare his candidacy.&nbsp; Says Pyakurel: “Any new leader who contests the election needs to have political acumen as well as a strong sense of responsibility and ethical accountability, not just charisma. They will need to approach Nepal’s socio-political and economic needs in a more technical, less political manner as they put forward their ideas of reforms before voters.”&nbsp;
