And ‘Kazi Dai’ was how birders from Nepal and around the world knew the country’s most famous ornithologist.Knowing Kazi was more than a coincidence for me: he was a friend of my father, Parasar Narayan Suwal. One was a PhD and other a school dropout, but the two bonded because of their shared love of the wilderness, often exploring the jungles of the Tarai together.In 1972, I joined my father and his students of Ananda Kuti Science College on a weeklong camping trip to Pokhara. Kazi Dai was invited as visiting faculty to share his knowledge on the bird ecology, field identification, and bird taxidermy techniques.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd2fb9c7e80680e0d3042jpeg.jpg" alt="" width="1812" height="1200"><figcaption>Kazi dai in Sikles.</figcaption></figure>The Prithvi Highway was under construction then, so the team camped by the banks of the Trisuli river in Galchi. It was here that Kazi Dai introduced us to the flashy White-throated Kingfisher.In Pokhara, we trekked from Bagar near Prithvi Narayan Campus to Hyangja, where we were pummelled by a heavy hailstorm. Next day when we reached Suinkhet, the river was filled with debris and boulders from overnight landslides and flood. There, Kazi Dai identified the Lesser Racquet-tailed Drongo, a Green Magpie and an Egyptian Vulture.On our return journey to Kathmandu Kazi Dai helped pointed out a showy Wall Creeper on a freshly dug mountain slope as it fluttered wings with maroon patches. His mentoring during this trip was a turning point for me to become a birder myself.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd3009c7e80680e0d3043jpeg.jpg" alt="" width="4032" height="3024"><figcaption>Archival image of Kazi dai who is in the middle with binoculars and a cap. Two of them are the founders of the Bird Conservation Nepal aka Nepal Bird Watching Club.</figcaption></figure>In the late 1970s, I eagerly took part in bird identification field trips with Kazi Dai and Karna Sakya, who was then with the IUCN Commission on Education. Together they founded the Nepal Bird Watching Club, which was later named Bird Conservation Nepal (BCN).Today, BCN is a well-established professional organisation nurturing a passion for bird documentation, photography, research and conservation on hundreds of Nepali youth every year. Ornithological science has now gone on from just identifying and preserving birds to <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921">satellite tracking of their migration</a>, and digital recording of the more than 880 species of birds found in Nepal<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd3069c7e80680e0d3044jpeg.jpg" alt="" width="668" height="997"><figcaption>Kazi dai in Naudanda, Kaski in 1972. Photo taken by Late Prof Parasar Narayan Suwal.</figcaption></figure>Kazi Dai was very accommodating and always ready to share his wealth of knowledge, and mentor budding bird watchers and naturalists.In 1985, when I was stationed as a naturalist at Gaida Wildlife Camp, he visited Chitwan for a birding trip. Along a moist Chure river bed, we observed the flashy Sultan Tit, Black-crested Baza, Rufous Piculet, Red-headed Trogon. In Chitwan National Park, after observing a rare Bengal Florican in the grassland of Dumaria Phanta, a majestic Bengal Tiger appeared from the golden grass.One of the noteworthy professional work we did together was documenting his ornithological knowledge during the Biodiversity Profiles Project, under the Department of National Park and Wildlife Conservation in 1995. Both of us also served as members of Environment Protection Council, chaired by the Prime Minister.We were also in a team studying the <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/">trans-Himalayan migration</a> routes of <a href="http://archive.nepalitimes.com/news.php?id=4568#.Y44rtS9w2Lc">Bar-headed Geese</a> along the Narayani River, the first ever telemetry study of birds in Nepal.We successfully <a href="http://archive.nepalitimes.com/news.php?id=18157#.Y44rlC9w2Lc">tagged two birds </a>both of which travelled across the Himalaya to a lake 500km north of Mt Everest in spring for breeding. The return journey was not what we expected, the pair named Hillary and Tenzing did not stop over in Chitwan, but flew on for another 500km south to winter in India. The study was documented in the 2006 documentary <a href="https://docuwiki.net/index.php?title=Incredible_Animal_Journeys#Wild_Goose_Chase">Wild Goose Chase</a> narrated by Steve Leonard.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd3099c7e80680e0d3045jpeg.jpg" alt="" width="1446" height="1088"><figcaption>Hari Sharan Nepali 'Kazi' Trail dedicated by Lumbini Development Trust in Lumbini Crane Sanctuary. Kazi dai was actually born in 1927.</figcaption></figure>Birding with <a href="https://www.nepalitimes.com/opinion/birding-with-jimmy-carter-in-nepal/">President Jimmy Carter</a> was perhaps another highlight of my birding experiences with Kazi Dai. We also established the Lumbini Crane Sanctuary, and the enhanced wetland in Lumbini is now a preferred home for the nesting Sarus cranes. It is supported by WWF Nepal, in partnership with International Crane Foundation and Lumbini Development Trust.On World Wetland Day in 2021 the Trust dedicated a wetland in the sanctuary as Hari Sharan Nepali Trail as a tribute to Kazi Dai.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230112100128/63bfd30e9c7e80680e0d3046jpeg.jpg" alt="" width="1095" height="759"><figcaption>Suwal with Kazi dai. Photo: Bikas Rauniyar</figcaption></figure>Kazi Dai also personally spearheaded the Ornithological Survey of Nepal to study Nepal’s vast diversity of bird species. Remembering Nepal’s Bird Man, Kazi Dai

Photos: DEVENDRA KHAREL</figcaption></figure>On 24 November, wildlife photographer Devendra Kharel was near Nepal’s lowest point in Jhapa district when a bird perched on a nearby tree caught his eye.He instinctively peered through his camera’s tele lens and he could not believe what he saw. Could it be the Green Imperial Pigeon that he had only seen in bird books? The bird had never been sighted in Nepal before, so to make sure Kharel emailed some of the photographs he took to Nepal’s most prominent ornithologist Hem Sagar Baral at Bird Conservation Nepal.Baral confirmed that it was indeed a Green Imperial Pigeon and its sighting at only 70m above sea level on Nepal’s south-eastern tip near the Indian border. The reason Devendra Kharel’s sighting on 24 November is important is because it added the Green Imperial-Pigeon to Nepal’s bird list. <figure><img width="800" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2cd9c7e80680e083eccjpeg.jpg" alt=""><figcaption></figcaption></figure>With more and more dedicated wildlife photographers like Kharel, the number of <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/&amp;source=gmail&amp;ust=1606576658276000&amp;usg=AFQjCNFnw9bzUlpvkMb6sAr3hxkacwRSpQ">new bird species in Nepal</a> could increase further and encourage further growth of Nepal as a destination for bird tourism. For example, birders in Bhaktapur recently spotted <a href="https://www.nepalitimes.com/latest/eurasian-curlew-visits-kathmandu-after-50-years/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/eurasian-curlew-visits-kathmandu-after-50-years/&amp;source=gmail&amp;ust=1606576658276000&amp;usg=AFQjCNEFjFN71X1XpLKuOr5ZAhaROFNypw">Eurasian Curlew</a> for the first time in 50 years in Kathmandu.Nepal has nearly 10% of all bird species found worldwide, and among them 77, <a href="https://www.nepalitimes.com/banner/saving-nepals-flyway-for-migrating-cranes/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/saving-nepals-flyway-for-migrating-cranes/&amp;source=gmail&amp;ust=1606576658276000&amp;usg=AFQjCNH7KyKSFiA8786y9E_mJ83F9-ZN3w">mostly migratory birds</a>, are seriously threatened. A further, 167 species are nationally threatened.The Green Imperial Pigeon is known by its scientific name Ducula aenea, and has green-tinted feathers on its back, tail and wings, a pearl grey neck, chest, and abdomen. The nape of its neck and its legs are reddish, while its beak is bluish in colour. The pigeon's back has a rainbow hue, and it can even change its colour with the weather.  The bird survives on leaves, wild fruit, and flowers and has a lifespan of 6-7 years, the Green Imperial Pigeon inhabits forested areas up to 1,000 m above the sea level in the subcontinent and has been spotted in southeast Asia as well.https://www.youtube.com/watch?v=d_C4DRu29zA&amp;feature=emb_logoNepal is home to a variety of wild and domestic pigeons, most of which might look the same to the unaccustomed eye. Indeed, one can find wild pigeons by the hundreds on the cliffs of Chobhar in the Kathmandu Valley and in other parts of the country.The chapter 'Variation under domestication' in Charles Darwin's 1859 book On the Origin of Species discusses the origins and diversity of breeds of pigeons. Darwin postulated that all domesticated pigeons originated from the wild pigeon species Columba livia, the common pigeon. He said there were many subspecies of domestic pigeons native to different geographical families that might differ only in small details from one another. In Nepal, the common pigeon Columba livia is also called malewa. Domesticated some 10,000 years ago, a subspecies was christened Columba livia domestica. Pigeons in Nepal are differentiated, and can be identified, by the altitudes at which they live. There are lekaali malewa, or hill pigeons (Columba rupestris) that live on crevices on cliffs, and himali malewa, or snow pigeons (Columba leuconota) which inhabit the high Himalaya.  <figure><img width="1100" height="733" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2cf9c7e80680e083ecdjpeg.jpg" alt=""><figcaption>Green Imperial Pigeon spotted in Sri Lanka. Photo: ERIC TAAN</figcaption></figure>Three other subspecies of wild pigeons are also found in Nepal -- the common wood pigeon (Columba palumbus), the speckled pigeon (Columba guinea) and the ashy wood pigeon (Columba pulchricollis). Carol Inskipp et al wrote in their 2016 book The Status of Nepal's Birds: The National Red List Series (Volume 2) that only one subspecies of the Ducula pigeon -- the mountain imperial pigeon (Ducula badia) has been found in Nepal. Rare wild pigeon sighted in Nepal

High above in the deep blue Himalayan sky was a flock of graceful Demoiselle Cranes, flying north riding up-valley winds on their <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNFWYVE7LOY1bjdTHz0_Zi04BIgMPA">annual migration</a> across the Himalaya. It was my lucky day.The Kali Gandaki at this point is the deepest gorge in the world, located between two eight thousander peaks, Dhaulagiri and Annapurna I. It provides a passage for migratory birds from the Tibetan Plateau and Siberia to the Subcontinent and back.Kagbeni is a vantage point to spot migratory birds, and I had visited it multiple times to provide expertise for filming by NHK and BBC. Till then, I had never seen the cranes, only watched them on Planet Earth Mountains on Discovery Channel.Demoiselle Cranes are the third most common crane species after the Sandhill Crane in North America and Eurasian Crane in Europe and Asia. They number over 200,000, and demonstrate spectacular migratory flights.They breed in the vast expanses of the steppe grasslands of Mongolia and Russia, and fly south across the Tibetan Plateau and the Himalaya to winter in western India.Unlike other cranes that dwell on wetlands, these cranes prefer relatively dry habitats for survival. Their nests can be found on dry ground around 500m apart from each other.Prior to migration, the birds flock with their fledglings. Birds from Mongolia and Russia overflying Nepal and Pakistan covering nearly 3,000km one way, and finally converge in western India, where they live in large flocks in their wintering grounds.They can fly over extreme habitats of the world including the scorching Gobi Desert, the high and dry Tibetan Plateau, the Himalaya with its jet stream, the lush Gangetic Plains and the farms of Western India.Satellite telemetry studies have recorded a <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNEVeULiv_aGZnCsiDtV0Vo6KU3L0Q">cyclic migration pattern</a> of Demoiselle Cranes, flying over Nepal during autumn and returning via Mongolia in spring. During their autumn migration, birders can see magnificent flocks of Demoiselle over Nepal’s high mountain passes, gorges and along the Tarai. Farmers in Nepal often witness flocks flying in V formation like a swaying garland pattern in the sky, and call it ‘karyang kurung’ for the sound the make.In 1972, a flock of Demoiselle even alighted on Tundikhel at the centre of Kathmandu. More recently, I have observed them flying over my office in Baluwatar in 2015, and from my house in Chetrapati in 2016.But for these migrating cranes, Kagbeni remains the flight path of choice since the Kali Gandaki serves as a funnel that cuts through the Himalaya. My highest count of the Demoiselle has ranged from 50,000 in 2004 to only 5,000 in 2009.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda389c7e80680e080258jpeg.jpg" alt="" width="1510" height="1000"><figcaption>Another flock of Demoiselle Cranes flying north in spring, riding the up-valley thermals of the Kali Gandaki to lift them over the mountains to the Tibetan Plateau.</figcaption></figure>Variance in counting can be tied to weather, wind and visibility. When the wind in the Himalaya picks up, the flocks descend to lower altitudes. When they have the jet stream on their tails, they ride it over the mountains.For these expert fliers, the flight path is determined by head or tail winds, thermals, katabatic winds, and other weather phenomena. Thermals in the wind shadow of the mountains helps them gain altitude.In Nepal, the southerly daily thermals of the Kali Gandaki valley helps the birds soar up and over the mountains, whereas, riverbanks, wetlands and farms along the flight path are convenient night stops.These wetlands connect the dots along the birds’ migration routes, and Nepal lies in the <a href="https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNEMCt4MH3fr9o9Mfzu3EpqT-WJdNw">Central Asian Flyway</a>. During bad weather events, the birds use the windswept flood plains of the Kali Gandaki river in Kagbeni and Larjung of Annapurna Conservation Area as a safe stopover, while the buckwheat terraces provide food for their long journeys.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171148/636bda3c9c7e80680e080259jpeg.jpg" alt="" width="900" height="774"><figcaption></figcaption></figure>While large in number, these birds still need protection from threats along their migratory routes and stopovers. These include poisoning from pesticide laden seeds, and from epidemics of water borne or airborne diseases.In <a href="http://archive.nepalitimes.com/blogs/thebrief/2018/02/16/mongolian-raptor-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2018/02/16/mongolian-raptor-in-nepal/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNGTIQbTCpl1pNTbc7ArUuZ-RCPdvw">Mongolia</a>, the application of the rodenticide Bromadiolone is known to have killed hundreds of Demoiselle Cranes, Steppe Eagles, Saker Falcons and other species. In November last year, 37 Demoiselle were found dead in Jodhpur in India, probably after eating poisoned seeds.In North-West Frontier Province of Pakistan, crane hunters are the biggest threat during migration. Metal weights tied to strings are hurled to lasso the cranes as they fly low to clear mountain passes. Traditional hunters in Pakistan often use live cranes as decoys to attract other birds, and keep them as pets.Ensuring safe and protected wetlands and farms along their migratory routes from Russia, Mongolia, China, Tibet, Pakistan, Nepal to India along the Central Asian Flyway is crucial to ensure the long term survival of these birds.<a href="https://www.nepalitimes.com/latest/himalayan-ecosystem-is-important-for-sarus/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/himalayan-ecosystem-is-important-for-sarus/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNFyWKHCBDGHmYeapMRHQOiOThrblw">Legend has it</a> that Lord Buddha’s cousin killed a crane, and he was very moved when its mate mourned its death. The scene changed his life by inspiring him to seek a path of non-violence and compassion.One of the approaches undertaken by WWF, known as the <a href="https://wwf.panda.org/our_work/our_focus/freshwater_practice/freshwater_inititiaves/asian_flyways_initiative/" data-saferedirecturl="https://www.google.com/url?q=https://wwf.panda.org/our_work/our_focus/freshwater_practice/freshwater_inititiaves/asian_flyways_initiative/&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNGmKkjAdwHAjLK7clvuQxaYvOGEcA">Asian Flyway Initiative</a>, aims to provide safe passage between the breeding and wintering sites of cranes. Similarly, creating awareness about safe farming practices and promoting bird watching tourism are some of the viable options to help protect Demoiselle Cranes.The designation of 10 Ramsar Sites, identification of wetlands of international importance for biodiversity in Nepal provides <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921&amp;source=gmail&amp;ust=1602376683686000&amp;usg=AFQjCNFWYVE7LOY1bjdTHz0_Zi04BIgMPA">stopover sites</a> for many ducks geese and waders during migration.Demoiselle Cranes, however, require wide riverbeds and farmlands as stopover sites and wintering habitats. World Migratory Bird Day on 10 October aims to generate awareness and seek support for the conservation of these legendary migratory species so that they survive into the future.Rajendra N. Saving Nepal’s flyway for migrating cranes

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/636515029c7e80680e02c187jpeg.jpg" alt=""/>The publication in 1962 of Rachel Carson’s book <a href="https://www.amazon.com/Silent-Spring-Rachel-Carson/dp/0618249060" target="blank">Silent Spring</a> drew public attention to how pesticides had killed much of North America’s songbirds. The book launched an international environmental movement.A similar silence has descended upon Kathmandu Valley, as once ubiquitous birds like sparrows and mynahs decline. And ornithologists who have studied this trend say that in Nepal, too, it is the <a href="http://nepalitimes.com/article/nation/pesticide-laced-vegetables-continue-to-poison,1555" target="blank">rampant use of pesticides</a> that is mainly to blame.“There is a direct correlation between the increase in pesticide use and the decrease in the number of <a href="http://nepalitimes.com/news.php?id=4568#.Wo6JEINubIU" target="blank">birds</a> in a neighbourhood,” explains Jyotendra Thakuri of Bird Conservation Nepal (BCN).Pesticides kill insects on which urban birds depend on for food. But there are also other factors at play: traditional brick houses in which sparrows found holes to nest are giving way to concrete façades. Air is being replaced by exhaust fumes. There are few open spaces and vegetation left for the birds.BCN has been conducting urban bird monitoring in Kathmandu Valley and has counted ever-lower numbers of birds each time. Other common birds like drongo, <a href="http://nepalitimes.com/news.php?id=7004#.Wo6JB4NubIU" target="blank">egrets</a>, red-vented bulbul, owls and even fruit bats are equally hard to find.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/636515049c7e80680e02c188jpeg.jpg" alt="">The house sparrow, once a bird common in every continent except Antarctica, had to be included in the IUCN list of threatened species in 2002 in the UK after a sudden decline in its population.In India, there has been as much as 90% decline in sparrow populations in several states. There, bird experts have conducted research to find that sparrows are scarcer near mobile phone towers. They believe the electromagnetic radiation repels sparrows and other urban birdlife.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/636515079c7e80680e02c189jpeg.jpg" alt="">“As in India, mobile phone towers could also be one of the reasons sparrows are disappearing in Kathmandu,” says Vimal Thapa of BCN.Crows are the other reason for disappearing sparrows as ravens dominate urban ecology and attack young ones of other bird species. Additionally, crows have proliferated because of the Valley’s open garbage and improper management of wastewater.Since 2010, World Sparrow Day is being observed on 20 March, and this year BCN will be marking the day by urging people to take part in an hour-long sparrow-spotting event in their neighbourhoods in order to spread awareness about their declining numbers.Ornithologist Hem Sagar Baral explains that while sparrows are a worry, there are hundreds of other common urban birds whose populations have declined in recent years, including the drongo, shrike, owls, mynahs and magpie robins.“Birds deserting our towns and urban areas don’t only indicate their dwindling population,” added Thakuri. “It also means the environment we live in isn’t conducive for human beings either.”<hr/>Predator protector<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/636515089c7e80680e02c18ajpeg.jpg" alt="">Sanjay MitraWhen the boys found <a href="http://www.nepalitimes.com/blogs/thebrief/2018/02/16/mongolian-raptor-in-nepal/" target="blank">an eagle stranded</a> in a field in Rautahat district one night last week, they thought they would take the bird home as a pet. But they noticed that it had an electronic device strapped to its back with wires sticking out, and notified the police.The bird was taken to the District Forest Office where officials found it had been fitted with a satellite tracking device and a ring tag. Nepal’s foremost ornithologist Hem Sagar Baral did some investigation, and found out that the eagle had been ringed as a part of a research project involving Korean and Mongolian conservationists studying the migratory routes of raptors between Central Asia and Africa.Steppe Eagles usually migrate from Mongolia across the Himalaya to Nepal and the Subcontinent and the Arabian Peninsula every winter, flying back in summer to breed in Siberia, Korea and Mongolia. It doesn't fly at night and travels individually. In fact, the species was first described to science from Nepal itself by British resident Brian Houghton Hodgson in 1833 and given its scientific name Aquila nipalensis.This particular eagle was chosen while it was a fledgling in the summer of 2016 and strapped with equipment including a Korean SIM card with battery and solar panel, and an aluminum alloy ring with the inscription: oxnith.lab, nst.biol,mongolia 271. After few days it was set free and it was tracked by satellite telemetry as it flew south across China, over Tibet and the Nepal Himalaya to spend the winter in the Bangladesh and returned to Mongolia in spring last year.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/6365150a9c7e80680e02c18bjpeg.jpg" alt="">This year, the eagle seemed to have made the same trip along the same route and was on its way back to Mongolia when it landed in Rautahat district in southern Nepal last week. Baral said the bird looked sick, and explained that it could have been incapacitated by fatigue, bad weather or could have fed on carrion containing the banned anti-inflammatory veterinary drug, diclofenac, which is lethal to raptors.“The eagle is recovering at the Central Zoo and once it is ready, we will let it continue its journey to Mongolia,” Baral told Nepali Times.The most plausible explanation for the grounding of the Mongolian Steppe Eagle in Nepal is that it could have fed on diclofenac-laced carcass.<a href="http://nepalitimes.com/news.php?id=17991#.Wo6JOINubIU" target="blank"> Over 90% of the vultures and eagles in India, Pakistan, Bangladesh</a> and Nepal were killed by the drug in the last 20 years. Although the drug <a href="http://nepalitimes.com/news.php?id=13131#.Wo6JQoNubIU" target="blank">was subsequently banned</a> throughout the region in 2006, Baral says there are other nonsteroidal drugs still being used on livestock that harm vultures and eagles.Bird Conservation Nepal (BCN) has set up a chain of seven ‘<a href="http://nepalitimes.com/article/Nepali-Times-Buzz/vulture-restaurant,1163" target="blank">vulture restaurants</a>’ across the Tarai and mid-hills in an effort to provide the birds of prey with uncontaminated meat.Jyotendra Thakuri of BCN says that areas with strong community conservation programs in Nepal have seen vulture and eagle populations either stabilising or rising in numbers.<hr/>Frequent fliers<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/6365150c9c7e80680e02c18cjpeg.jpg" alt="">Jyotendra Thakuri<a href="http://nepalitimes.com/article/nation/proposed-change-to-lumbini-masterplan-threat-to-Sarus,4090" target="blank">Loss of wetlands</a>, pesticide use and hunting along migratory routes have led to a sharp drop in the number of <a href="http://nepalitimes.com/news.php?id=2341#.Wo6PUoNubIU" target="blank">birds wintering in Nepal</a>, an avian census last month has confirmed.The census was carried out 6-22 January in Kosi Tappu, Chitwan, Bardia and 50 other protected water bodies and lakes across Nepal. <a href="http://nepalitimes.com/article/from-nepali-press/bird-census,4194" target="blank">Preliminary data shows a decline</a> in both the number of water birds as well as the variety species spotted (see graph below).“Each one of the water dependent bird species, both indigenous and migratory, is declining steadily in Nepal,” ornithologist Hem Sagar Baral said. “In fact, one in every five birds in Nepal is listed as a threatened species, compared to one in every eight globally.”<a href="https://imgur.com/o4WkRpW" target="blank"><img title="source: imgur.com" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/6365150e9c7e80680e02c18djpeg.jpg" align="middle"></a>Nepal is home to 888 species of birds, of which some 212 are migratory and 168 of them are on nationally threatened list.  <a href="http://nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" target="blank">Migratory birds</a> use Nepal’s lakes and rivers as stopovers on their traditional migratory routes.“Nepal is an important stopover for many species, some birds stay on, while others fly on to India, Sri Lanka and Africa,” said Vimal Rimal of Bird Conservation Nepal (BCN). “Numerous migratory species also stop in Nepal when returning north.”The Steppe Eagles that was found in Saptari last week was on its flight back to Mongolia probably after wintering in Bangladesh. The Himalaya is not a barrier for the raptors, water fowls and cranes as they navigate with inbuilt magnetic sensors along traditional migratory routes. Their lungs and muscles have adapted to flying up to 7,000m.<a href="https://imgur.com/Wg3vdLa" target="blank"><img title="source: imgur.com" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104141132/636515119c7e80680e02c18ejpeg.jpg"></a>Scientists are now using satellite telemetry to collect information on migration timing, speed of flight, route and stopovers along the Central Asian Flyway which traverses the Himalayan mountains. Data show that waterfowls use three main corridors across Nepal to migrate between Mongolia through Tibet to India: across western Nepal, over Chitwan and through the Kosi Valley.Bar-headed geese, for instance, have been tracked by satellite on overnight flights lasting more than 18 hours from Rajasthan over western Nepal to lakes in Tibet. They stay close to the terrain to take advantage of updrafts, and then when they need to go over mountains ride the jet stream to push them more rapidly to their destination. They undertake return journeys in autumn before the jet stream resumes so they don't have headwind. Ruddy shelducks also migrate to and from the Kosi Tappu sanctuary up the river to the Tibetan plateau and further northward towards Siberia.However, all major birding sites like Kosi Tappu, Chitwan, Pokhara, Taudaha, Shuklaphanta, Bardia and Ghodaghodi have recorded fewer sightings in the recent years, both in winter and summer. Migratory bird species common to Nepal until early 2000s like Eurasian curlew, Pallas’s fish eagle, Caspian tern, Baer’s pochard, Eurasian spoonbill and Hodgson's bushchat (left) have not been sighted here since the turn of the century, whereas some residents birds have now become visitors.   Until a decade ago, Taudaha used to see up to 2,000 birds in a year, many of them migratory water birds. But this winter the bird count showed less than 150 individuals. Locals lining the perimeter of the lake with concrete to make it a picnic spot could be one reason for the decline.Said Jyotendra Thakuri of BCN: “Habitat loss, use of agro-chemicals, pollution, climate change and haphazard urbanisation are the contributing factors for the decline and loss of many bird species in Nepal.”

A holiday plan to see the Super Blue Blood Moon on 31 January from Tiger Mountain Pokhara Lodge, therefore, promised to be a once-in-a-lifetime event.Nestled at 1,200m on a ridge, Tiger Mountain commands an unparalleled vista from Gurja Himal in the west, along a jagged horizon of the Annapurnas, Machapuchre’s skyscraping pyramid, Lamjung Himal, right up to Manaslu and Himalchuli to the east.People don’t come to Tiger Mountain to see tigers, although an occasional leopard does stroll by at night. They come here for the mountains after seeing tigers in Bardia or Chitwan.Last week, the wind direction suddenly shifted and the whole of Nepal was enveloped in thick brown haze. After a 7 hour wait at Kathmandu’s domestic airport, the view from cruising altitude was spectacular. You could see that the pollution leveled off at 3,000m and the Indo-Gangetic plains were shrouded in a dirty blanket of smog that was being blown up the valleys to the mountains.   <img width="1000" height="750" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104091156/6364d3a26d4b75d28c18e2acjpeg.jpg" alt="">Going to Tiger Mountain when the peaks are not visible, and when the smog had blocked out a rare total lunar eclipse was an important life lesson: many things don’t work out as planned, there is no point getting worked up about something beyond your control, make the best of what you have, and value the smaller things in life that you take for granted. The Zen masters taught this long ago, but it has lapsed in an age of instant gratification and the pursuit of value for money.The next morning, a hesitant sun rose from behind the forested ridge that faded into lighter shades of grey in the distance. Of all the plant species on the planet, 3% are found in Nepal, many of them in and around Pokhara with its great altitude variation and heavy annual rainfall.The trees and thick undergrowth of the community forests around Tiger Mountain are a favourite for birds, with 332 of Nepal’s 867 species here. Two new sightings were recorded last year: White-fronted Goose and Short-eared Owl. There are 279 species of butterflies and a wide variety of dragon- and damselflies.  <img width="1000" height="750" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104091156/6364d3a56d4b75d28c18e2adjpeg.jpg" alt="">Within 45 minutes of setting off, bird guide Hari Bhandari had spotted 20 species: Greater Barbet, Blue-throated Barbet, Blue-naped Pita, Himalayan Griffon, White-throated Fantail, Rufus Gorgeted Flycatcher, Crimson Sunbird, and many more. Coming across a gregarious flock of Grey Tree Pies, Bhandari whispers it is probably because there is an owl nearby, and sure enough he makes out with binoculars an Asian Barn Owl perched on a branch.The ridge where Tiger Mountain is situated was first located by trekking pioneer Jimmy Roberts while trying to find prominent hilltops to erect radio masts for the 1960 elections. It then became a camping spot for Prince Charles’ trek to Nepal in 1979, and the ‘Royal Trek’ that it popularised as an alternative to the classical trek: more relaxed day hikes in a relatively accessible location, with good views rich in flora and fauna.  <img width="1600" height="1065" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221104091156/6364d3a86d4b75d28c18e2aejpeg.jpg" alt="">This year marks Tiger Mountain’s 20th anniversary, and the resort which has got a Gold award from Travelife for sustainability, offers a model for the kind of tourism Nepal should be promoting: homegrown high-value eco-tourism that uses local products and showcases the best of Nepal’s scenery, nature and culture.Says owner manager Marcus Cotton: “Nepal should be trying to meet revenue targets from tourism, not just chase numbers.”          A long scar is just visible through the haze to the south: the runway of Pokhara’s new regional airport  will be completed in 2021, allowing direct international flights into Pokhara.  Most will come for the Annapurnas, but Pokhara has a lot more to offer than mountains. Tour operators and hotel investors may also need to have a Plan B for days and seasons when the mountains are not visible. <h2>FLORA of POKHARA </h2> “Tiger Mountain Pokhara Lodge is set in a luxuriant evergreen warm-temperate Schima-Castanopsis forest which is a haven for plants and wildlife. The forests are in excellent condition with a high diversity of trees and shrubs, including the Rhododendron arboretum, Nepal’s national flower. Walking through the forest with guides reveal the many uses these wild plants have. Around village houses are giant figs and other useful trees not found in the forests. Orchids and other epiphytes thrive in the humid woodlands, and is an indicator of the clean air. No tiger, no mountain

The sudden and massive flood on the Bhote Kosi early Tuesday morning washed away a strategic bridge on Nepal’s main border crossing with China for trade, tourists and pilgrims. Slurry from the nearly 10m high debris flow left 9 dead and 20 missing, 12 of them Nepalis and six Chinese nationals. Fifty-five &nbsp;others were rescued.&nbsp; Read also: <a href="https://nepalitimes.com/news/mapping-kangchenjunga-glacial-flood-risk">Mapping Kangchenjung glacial flood risk</a>, Gabe Allen Four hydropower plants Rasuwagadi, Trisuli III, Trisuli and Benighat have sustained damage, taking out 200MW of Nepal’s power supply – approximately 8% of the total. Over 100 cargo trucks parked on the Nepal side of the border as well as 50 newly imported Chinese electric cars at the Timure Dry Port were swept away. Officials had estimated that the Bhote Kosi river had flooded due to heavy rain in the Tibetan region in the immediate aftermath of the flooding. However, the Department of Hydrology and Meteorology (DHM) and the National Disaster Risk Reduction and Management Authority (NDRRMA) have revised initial statements.&nbsp; NDRRMA spokesperson Suresh Sunar said it was too early to tell, but the Bhote Kosi flood was most likely the result of at least one glacial lake outburst in Tibet. Bhote Kosi begins on the north slope of the Ganesh Himal near the Nepal-China border, and its tributary Lende drains the catchment area north of Langtang. The level of water at a self-monitoring station in Timure in Rasuwa increased by 3.5m at 3:10AM on Tuesday morning while 13km downstream in Syabrubesi, the level rose by 3.65m at 3:30AM. The same station recorded 5.37m ten minutes later, after which it stopped giving a reading, possibly because the station was also washed away. The flood reached <a href="https://nepalitimes.com/here-now/neither-side-lost-both-sides-won">Betrawati</a> by 5AM, and some of the debris flow reached Mugling during Tuesday. DHM’s Flood Forecasting Division noted that there was no major precipitation in the Bhote Kosi watershed in Nepal and China in the 24 hours preceding the flood.&nbsp; It added that it was obtaining satellite images to find out the exact cause of the flood, suspecting that &nbsp;either one or several glacial lakes in three valleys in the headwaters of the Lende in Tibet burst. The river meets the Bhote Kosi on the Nepal-China checkpoint in Rasuwa.&nbsp; “Analysis of weather forecasts and satellite data shows the Tibet region did not receive enough rain to cause this scale of flooding— it is not a region that typically receives heavy flooding,” explains Binod Pokharel, associate professor of hydrology and meteorology at Tribhuvan University. “The flood could have been caused by a GLOF, a man-made lake burst, or an infrastructure-related accident upstream.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250708100724_313a684b65fc5317064779e47409a40f2bbce2c0c84db995e7f8fc6e1c142105.jpg" data-media-id="editor_4" data-image-id="20250708100724_313a684b65fc5317064779e47409a40f2bbce2c0c84db995e7f8fc6e1c142105" data-rendition-name="original" width="3600" height="1662" loading="lazy" alt="Bhotekosi flood"> <figcaption>The Miteri bridge before it was swept away by the flood in Bhotekosi on the Nepal-China border. Photo: SUBASH DHUNGANA / RSS</figcaption> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250708100732_ec43f13bae979f7b61bc0db939db4157dc93d3f0767ed527f564bd5c3d12be27.jpg" data-media-id="editor_5" data-image-id="20250708100732_ec43f13bae979f7b61bc0db939db4157dc93d3f0767ed527f564bd5c3d12be27" data-rendition-name="original" width="720" height="432" loading="lazy" alt="Bhotekosi flood NT 2"> <figcaption>The bridge after the flood.</figcaption> </figure>  Two weeks before Tuesday’s flood, Chinese officials had reportedly warned the Rasuwa District Administration in Nepal to be prepared for flooding, particularly along rivers that originate in Tibet. “It is not possible to predict the kind of rainfall that will cause flooding two to three weeks before the event,” Pokharel explains. “The fact that the notice to take precaution was issued weeks ago raises the doubt that the flood might have been caused by a manmade accident.” However, Rasuwa’s Assistant Chief District Officer Dhruv Prasad Adhikari says that there had been no communication from the Chinese side about possible flood in recent days, either formally or informally. Chinese officials at the border did not share what caused a flood on this scale, he adds.&nbsp; “The Chinese Embassy has said the cause is unknown that it will coordinate with Nepal to find the cause," Adhikari tells us.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250708100736_1710142917b30d4f85b343ed52743554d723db918c708f0bade8a0491ba999b2.jpg" data-media-id="editor_6" data-image-id="20250708100736_1710142917b30d4f85b343ed52743554d723db918c708f0bade8a0491ba999b2" data-rendition-name="original" width="1001" height="500" loading="lazy" alt="Bhotekosi flood"> </figure>  The sharing real-time trans-boundary rainfall and river flow data would be crucial in early warning about the risk and consequences of GLOFs ahead of time, and reduce human loss. But Nepali officials say China has been reluctant to share weather-related information and data not just in this disaster, but in the past as well. “There is no mechanism or system in place for us to obtain hydrological and meteorological data of the Tibetan region,” says DHM Director General Joshi. There is a lack of information about glacial lakes in China that drain into rivers that flow into Nepal like the Lende and Bhote Kosi.&nbsp; The Himalaya is melting twice as fast as the rest of the world due to a phenomenon called ‘elevation dependent warming’, and receding glaciers have led to an increasing number of transboundary GLOFs.&nbsp; According to <a href="https://nepalitimes.com/here-now/danger-nepal-s-glacial-lakes-are-filling-up">a 2018 ICIMOD study</a>, of the 47 of the most dangerous lakes that threaten Nepal, 25 are on glaciers in China, 21 in Nepal and one in India. One of the authors of the report, glacial lake expert Samjwal Bajracharya, says that the report was prepared based on data from 2015. But climate change has accelerated since then. Moreover, there is also an added risk of seismic activities that further destabilise the landscape, adding to <a href="https://nepalitimes.com/here-now/nepals-glacial-lakes-in-danger-of-bursting">GLOF risk</a>. “Considering the rapid rate of snowmelt and consequent increase in size of Himalayan glaciers, studies should be conducted every year, and a monitoring system should be set up on the glaciers,” says Bajracharya. “However, no large-scale studies have been conducted in the Himalaya in a decade, which has been our biggest weakness.” &nbsp;&nbsp;

Rasuwa flood likely a GLOF

Recent outrage in Sikkim over an Indian Army expedition climbing <a href="https://nepalitimes.com/here-now/saving-kangchenjunga">Kangchenjunga</a>, the world’s third-highest peak, has spiked attention to the need to balance mountaineering jobs with indigenous reverence for sacred landmarks. Kangchenjunga (8,586m) is not a peak as much as it is a mountain range with 16 peaks above 7,000m on the border between India and Nepal -- the word itself means ‘five treasures of the snows’ in Tibetan. Some of the highest prominences like Kangchenjunga West and Kangbachen are in Nepal, while the Main, Central and South Peaks are on the border. Climbing the peak from the Indian side has been banned since 2001 because the indigenous Lepcha community there regard the mountain as the abode of Dzoe-nga, the patron deity of Sikkim, which was an independent Himalayan Kingdom until it was annexed by India in 1975.&nbsp; Buddhists in Sikkim say their saint, Padmasambhava, recognised the mountain as a protective spirit. The state has declared the base of the mountain Kangchenjunga National Park, which covers an area one-third of Sikkim. ‘The act of scaling this sacred peak is not only a matter of serious concern but also a violation of both the prevailing legal provisions and the deeply held religious beliefs of the people of Sikkim,’ read a letter from Chief Minister Prem Singh Tamang (Golay) to Amit Shah, India’s Minister of Home Affairs and Cooperation.&nbsp; Tamang continued: ‘We further request Your Honour to take up the issue with the Government of Nepal to ensure that no future expeditions are permitted on the sacred mountain, in deference to the deeply held beliefs and cultural values of the people of Sikkim.’ Kangchenjunga was climbed for the first time exactly 70 years ago by a British team who told King Tashi Namgyal, the Choegyal of Sikkim, that they would not set foot on the summit. Jamwal’s team was on the final leg of a ‘<a href="https://economictimes.indiatimes.com/news/india/nimas-summits-mt-kangchenjunga-concludes-historic-har-shikhar-tiranga-mission-successfully/articleshow/121341315.cms?from=mdr">Har Shikhar Tiranga</a>’ (The Tricolour on Every Peak) mission to plant the Indian flag at the highest points of each of India’s 28 states. Kanchenjunga was the last peak they had left, and the hardest, but the expedition put five climbers on the summit. What seems to have incensed the Sikkimese is that while it has banned climbing the mountain from its side, it was an Indian military expedition that went to Nepal to climb the mountain. After news broke of the climb in May, the Sikkim Indigenous Lepcha Tribal Association asked people to observe purification ceremonies in temples across the state. Mayalmit Lepcha of the association acknowledged that the Sikkim government was also partly at fault: “I don’t think such an expedition could have gone forward without the state government being informed, so it could have done something to intervene. It shows weakness. What’s done is done, all we can do is carry out these sanctification ceremonies.”&nbsp; In 2000, one year before Sikkim’s ban, the state allowed an Austrian team to attempt Kanchenjunga’s northeast face for a fee of $20,000, on agreement that they would stop 10m before the summit. Despite this, there was outrage over the expedition on the grounds that it violated Indian laws regarding the defiling of religious sites and Sikkim’s rights to maintain its culture after merging with India. The Indian Army expedition was also seen to have circumvented Sikkim’s law and violated religious sensibilities by going through Nepal. While the team may have thought they were respecting Sikkim’s beliefs by finding a way to complete the mission, the people of Sikkim saw it as defilement.&nbsp; The somber mood of the Sikkim people at the ritual contrasts sharply with Jamwal’s sense of accomplishment. “Without a doubt, the most difficult summit of my life,” he told reporters after the climb. “It tested every ounce of our will.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250628060616_ccfe079c78dab788d19fe2080ee8a5d5dcb11de4157316f6d94e5964da097157.jpg" data-media-id="editor_4" data-image-id="20250628060616_ccfe079c78dab788d19fe2080ee8a5d5dcb11de4157316f6d94e5964da097157" data-rendition-name="original" width="787" height="377" loading="lazy" alt="Kangchenjunga: too sacred to climb NT"> <figcaption>Prayer flags along the Sikkim-Kangchenjunga trekking route. Photo: TREKKINGININDIA.COM</figcaption> </figure>  The <a href="https://nepalitimes.com/news/the-rise-and-fall-of-nims-purja">controversial Nepali-British mountaineer Nirmal Purja</a> was also on Kangchenjunga this spring the mountain, on a mission to summit all 14 8,000m peaks for a third time. He echoed Jamwal about the tough conditions: “The conditions above camp were extremely tough, with deep snow and challenging terrain—more crevasses than usual.” Nepal’s government has not said anything publicly, but it is unlikely that it will ban climbing on Kangchenjunga, since it is becoming popular with expeditions because of its technical challenges, and overcrowding on Mt Everest. Nepal does have bans in place for some of its mountains out of respect for local beliefs. <a href="https://nepalitimes.com/banner/to-open-machapuchre-for-mountaineering-or-not">Mt Machapuchre</a> (6,990m) the imposing pyramid that looms over Pokhara, for example, is seen as an icon of purity by the Gurung people and a symbol of Vishnu by the Hindu communities who live at its base. A strict climbing ban has been in place since 1957, when a British expedition led by Col Jimmy Roberts stopped 45m short of the summit – either because the last bit was too difficult or out of deference to local sentiments.&nbsp; Khumbila that stands above Namche Bazar is only 5,761m high, but like Kanchenjunga is considered the protector deity of the Sherpa people. Gauri Shankar on the Nepal-China border, called Chomo Tseringma by the local community, was off-limits between 1965 and 1979 due to its association with Lord Shiva and Gauri, his consort. Although expeditions are now allowed, there are not too many takers. In Tibet, climbing Mount Kailash is prohibited by the Chinese government because it revered by the Hindus, Buddhists and followers of the Bon faith. Even Mt Everest is regarded as sacred, and its Sherpa name is Chomolungma, Goddess Mother of the Earth.&nbsp; Economically, climbs on Kanchenjunga bring in decent revenue. This climbing season, the 41 permits, at $1,800 each, brought in $73,800. This is somewhat comparable to Makalu, Lhotse, and Annapurna I, but these numbers are dwarfed by the $4 million in <a href="https://nepalitimes.com/news/the-everest-industry">Everest permits</a>. Revenue from Kanchenjunga climbing permits is something Nepal could potentially forgo if necessary, but the expeditions also provide jobs to hundreds of high altitude guides, porters, base camp support staff and other logistical costs.&nbsp; As the third highest mountain in the world and the tallest in India, there will always be significant motivation to climb it from the Nepal side, especially as climbers are drawn by the technical climbing at high altitude.

Kangchenjunga: too sacred to climb?

The debate about who is less accountable to the public: politicians or bureaucrats is as old as Nepal’s democracy itself.
Some blame politicians for being beholden to the businessmen who finance their electoral campaigns, and are forced to return the favour with contracts and kickbacks when in power.&nbsp;
Others say it is civil servants who are neither civil nor servants, and know the inner workings of the system to exploit loopholes – they then teach ministers, MPs, mayors, or ward chairs which juicy projects can be squeezed. And everyone gets their share.
In reality, it is probably not a case of either, or. Both have their hands deep in the honey pot. Corruption is now such a given that yet another exposé in the mainstream press, like the latest visit-visa scam, does not raise eyebrows anymore.
We may have to edit Lord Acton’s famous quote to say that in Nepal we do not even need absolute power to corrupt absolutely. The ruling cartel has divvied up the spoils, so that no one ever faces charges. The three parties all know about the skeletons rattling in each other’s closets, and they cancel each other out.
Politicians and bureaucrats get all the blame for taking bribes, but what of the givers of bribes? In this crony capitalism, businesses invariably need political patrons in an elaborate <a href="https://nepalitimes.com/here-now/nepals-only-growth-industry-private-sector-corruption" target="_blank">national network of give-and-take</a>.
<a href="https://nepalitimes.com/here-now/nepals-only-growth-industry-private-sector-corruption" target="_blank">Politicians and businesses work hand-in-glove</a> so that conflict of interest in contracts, insider trading, cartelling, and non-performing assets of banks become the norm. Our survey after the 2017 local election showed that out of the 753 newly-elected local government chairs, <a href="https://nepalitimes.com/news/elected-contractors" target="_blank">nearly 300 were contractors</a> involved in sand-mining, quarrying, or transportation syndicates.
Nepal’s tycoons have discovered that instead of donating to election war chests of politicians, it is a much surer return on investment to spend the money to <a href="https://nepalitimes.com/news/the-business-of-politics-in-nepal" target="_blank">become legislators and politicians themselves</a>.
In democracies, there are checks and balances to control corruption when it becomes endemic. The Nepal Police and Central Bureau of Investigation (CBI) are supposed to do the detective work without political interference. The courts are required to be independent in dispensing justice and punishing crooks.
But the less said about the judiciary the better. A writ petition in the Supreme Court last week accused our sister magazine <a href="https://www.himalkhabar.com/" target="_blank">HimalKhabar</a> of contempt of court for two stories: one about how high courts have been overturning a majority of verdicts of district courts in cases of rape, and another about the Biratnagar High Court clearing a self-proclaimed holy man, Krishna Bahadur Giri, of rape despite police presenting physical evidence.
The doctrine of the separation of powers stipulates that it is when the other three pillars in a democracy are compromised that the role of the free press becomes even more vital. The world over, as soon as populist autocrats are elected to the executive, their first order of business is to co-opt the legislature and the judiciary. Then they buy off, intimidate, or neutralise the media with Strategic Lawsuits Against Public Participation (SLAPP).
Nepal’s officialdom seems to be taking midnight Zoom lessons from other despots on how to gag the media. Last month, popular talk show host Dil Bhushan Pathak was served an arrest warrant by the Kathmandu District Court for <a href="https://www.youtube.com/watch?v=-CntsnTrtG8" target="_blank">a YouTube explainer</a> about the alleged involvement of the son of Foreign Minister Arzu Deuba Rana in a reported purchase of Kathmandu’s Hilton Hotel.
The Lalitpur District Court ruled that Pathak could not be arrested without fair trial, but this week the Kathmandu District Court filed another case against the journalist based on a complaint by the Cyber Bureau, and put him on a fugitive list.&nbsp;
Without going into the veracity of Pathak’s explainer, it is deeply problematic that the Electronic Transaction Act has been invoked – proof that politicians are getting the courts and investigating agencies to make an example of a high profile journalist.&nbsp;
The intention is to silence media investigations into the fake refugee scandal in which the main partner in the ruling coalition is implicated, and in which one of its former home ministers was jailed last year.
The Kathmandu High Court has been mysteriously active in targeting journalists these days. <a href="https://bizmandu.com/" target="_blank">Bizmandu</a> and <a href="https://nepalkhabar.com/" target="_blank">Nepalkhabar</a> were served a notice last month <a href="https://nepalitimes.com/news/no-freedom-after-expression-y4inku06" target="_blank">to withdraw a story they did</a> on the Chair of the <a href="https://www.sebon.gov.np/" target="_blank">Security and Exchange Board of Nepal (SEBON</a>) Santosh Narayan Shrestha allegedly demanding kickbacks from hydropower investors.&nbsp;
Incredibly, the court even asked the two portals not to report on the subject anymore – a ruling so absurd that the Patan High Court overturned it a week later.&nbsp;
The allegations against Shrestha were made in a public meeting of the <a href="https://www.ippan.org.np/members/3060/bungal-hydro-ltd" target="_blank">Independent Power Producers Association of Nepal (IPPAN)</a>, and MPs demanded a <a href="https://myrepublica.nagariknetwork.com/news/parliament-demands-probe-into-sebon-chairman-over-alleged-commission-demand-40-32.html" target="_blank">Parliament inquiry</a> into the regulator. <a href="https://www.himalkhabar.com/144523/santosh-narayan-shrestha" target="_blank">HimalKhabar</a> reported this week that while Shrestha was reportedly demanding commissions from private investors for IPOs, he cleared primary share sales in Bajhang’s 10.75MW <a href="https://www.ippan.org.np/members/3060/bungal-hydro-ltd" target="_blank">Bungal Hydro</a> in which his family members have investments, company records show.
And then just on Monday, bureaucrats hoodwinked MPs by deleting references in a bill requiring a two-year ‘cooling off’ period under which retiring civil servants could be barred from holding constitutional positions for two years.
The contest for who is more corrupt: bureauacrats, politicians, or the private sector is on.

SLAPPing Democracy

In 2023, northern India suffered record-breaking heat. In 2024, it broke its own record. In 2025, the Indo-Gangetic plains and the Nepal Tarai suffered a prolonged pre-monsoon heat wave and humidity, forcing closure of schools and workplaces. This week, <a href="https://www.dw.com/en/europe-heat-wave-intensifies-as-fresh-warnings-issued/live-73108302">southern Europe is suffering the worst heat wave</a> since temperature records began. Football matches, tennis tournaments have been affected, and tourist sites have been closed off. Qatar has ordered a midday work curfew for Nepali and other migrant workers are the maximum temperature this week touched 45°C.&nbsp; Kathmandu Valley experienced its highest temperature in 25 years in May 2024 at 35.3°C. This year, the maximum temperature exceeded 30°C on many days — heat that till a decade ago would be considered unusual. Rains in early June also meant that towns in the mountains sweltered under high heat plus humidity.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250703090748_6975cfc2ad573f3a09ca301a299a9e92a420da7f1c5c90b8e4d061a2053dcd3e.jpg" data-media-id="editor_1" data-image-id="20250703090748_6975cfc2ad573f3a09ca301a299a9e92a420da7f1c5c90b8e4d061a2053dcd3e" data-rendition-name="original" width="1935" height="801" loading="lazy" alt="maximum average temperature in Kathmandu"> <figcaption>Source: DHM</figcaption> </figure>  Measuring just temperature does not give a true picture of how hot it is. When humidity is factored in, the heat index this summer has been much higher in northern India and Nepal. Also, the hotter the air temperature the higher the concentration of water vapour in it. “We feel it is getting hotter, and our statistics back that up,” says Shanti Kandel at the Department of Hydrology and Meteorology, which issued two heat wave warnings this year, compared to 11 last year. “We need more research to analyse how humidity is make this situation worse.” <a href="https://economictimes.indiatimes.com/news/india/india-faces-alarming-30-rise-in-moist-heat-stress-over-40-years-affecting-wide-swath-of-country-imd-study/articleshow/109376863.cms?from=mdr">A recent analysis</a> by the Indian Meteorological Department has found that heat stress in that country has increased by nearly 30% over the past 40 years. Similarly, India’s Council on Energy, Environment and Water (CEEW) noted that cities like Delhi, Chandigarh, Jaipur, and Lucknow have experienced a 6-9% rise in relative humidity in the last decade.&nbsp; It also states that <a href="https://www.reuters.com/sustainability/climate-energy/majority-indian-districts-face-high-heatwave-risk-study-shows-2025-05-20/#:~:text=%22About%2057%20per%20cent%20of,usual%20number%20of%20heatwave%20days.">60% of Indian districts</a>, home to three-quarters of the country’s 1.3 billion people face a high to very high risk from extreme heat, with rising night-time temperatures and humidity. The heat index is also called ‘<a href="https://nepalitimes.com/here-now/north-indian-heat-wave-hits-nepal">wet-bulb temperature</a>’ and is a measure of how hot the human body feels when humidity levels are also high — usually much hotter than the recorded temperature. For example, a wet-bulb temperature of 35°C is considered the maximum limit of heat and humidity that humans can handle, beyond which the body cannot cool by perspiration, leading to death. One indicator of increasing humidity is a rise in average minimum temperature, and Nepal recorded the highest figure since 1981 last year, with a peak of 15.8°C. Higher minimum temperature denotes warmer nights, which in turn is an indication of heat stress caused by increasing humidity, which in turn is a result of global warming. Aside from higher average temperatures worldwide this year, what makes heat and humidity more unbearable is that cities are always hotter than their surroundings. This is due to the <a href="https://nepalitimes.com/opinion/comment/preparing-for-kathmandu-s-heat-waves">urban heat island (UHI) effect</a> – for example the temperature inside Kathmandu’s Ring Road can be hotter by <a href="https://www.epa.gov/heatislands/what-are-heat-islands">up to 4°C during the daytime and by 1 to 3°C in the evening</a> compared to the outskirts. “Climate change is one reason for rising temperature, but there are other factors like increased heat in urban spaces due to concrete buildings and infrastructure, emissions from vehicles, industries, and home appliances,” explains urban planner Bhushan Tuladhar. He adds: “Much of this comes down to how we have developed our cities, not just our roads and buildings but also our water system, waste management, culture and customs as well as economy.” There is a feedback loop at work: as it gets hotter, more energy is used for fans, coolers, and air-conditioners which in turn add to the urban heat bubble. The way to reduce the UHI effect is to have more parks, tree-lined streets and water bodies to cool cities down.&nbsp; <a href="https://www.sciencedirect.com/science/article/abs/pii/S2212095525002093">A recent study published in the journal Urban Climate</a> by Nepali researchers at the University of Massachusetts, Tribhuvan University, University of Groningen, etc showed that even within Kathmandu, urban forests cooled neighbourhoods by as much as 1.2°C while ponds reduced the temperature by up to 0.85°C compared to nearby houses.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250703090748_e4de75dbdfb5fcfdeb0935eda364dc16b5dca8857ba335ab0f4586ebdc5093a9.jpg" data-media-id="editor_8" data-image-id="20250703090748_e4de75dbdfb5fcfdeb0935eda364dc16b5dca8857ba335ab0f4586ebdc5093a9" data-rendition-name="original" width="2580" height="1038" loading="lazy" alt="urban heat island in Kathmandu"> <figcaption>Source: URBAN CLIMATE et al.</figcaption> </figure>  ‘Our results demonstrate that blue-green spaces provide significant cooling benefits across the Kathmandu Valley, with distinct patterns by type, size, design, and urban context,’ concluded the paper, whose lead author is Saurav Bhattarai at Jackson State University in the United States. The old towns in Kathmandu Valley with traditional brick and tile architecture, ponds and trees managed hot summers better. Compact houses around a courtyard gave people just the right amount of sunlight, and use of clay mortar and bricks insulated houses in winter while cooling them in summer. There were open spaces, fertile land along the floodplains for farming, and brick pavements that allowed for seepage. “Our cities were planned taking nature into account,” says Sangeeta Singh, a professor of urban planning at the Institute of Engineering. “Kathmandu Valley is now built up, but we can still reintegrate blue-blue spaces into town planning with vertical gardening, urban forestry, using local material and harvesting rainwater.”&nbsp; Kathmandu’s municipalities have by-laws controlling building design and structure, but strict enforcement of land use and zoning are missing. Extreme heat disproportionately affects the urban poor who may not have access to fans or air-conditioners, exacerbating poverty.&nbsp; Cities in the plains have it even worse. As heat and humidity rise simultaneously, it could <a href="https://nepalitimes.com/banner/garmi-se-behal-chalo-nepal">reverse the current mass migration</a> of people from the mountains to the Tarai, where 53% of Nepal’s population lives. <a href="https://thedocs.worldbank.org/en/doc/92fbbbc6180238e18e7b239fad83e38a-0280032024/original/12-DHNT-Temperature-poverty-inequality-September-2024.pdf">A World Bank study</a> put the cost of a 1°C rise in temperature at 17.1% increase in poverty globally. Estimates put the total number of urban poor in developing countries exposed to the worst heat extremes at 26 million presently, this number is bound to grow to 215 million by mid-century, an over eight-fold increase. Meanwhile, 489,000 health-related deaths occur each year, 45% of them in Asia alone. “Heat has to be seen from a class perspective,” says Singh. “Those with money can afford gadgets and appliances to keep their homes and offices cool, but not day labourers or poor families living in cramped housing with poor ventilation.” Climate breakdown is going to widen the class divide in cities, as <a href="https://nepalitimes.com/banner/unthinkable-in-the-current-climate">summers become unliveable</a>. Says Singh: “We need policy intervention to address this class injustice. Our building by-laws and new town development must urgently integrate climate and energy efficiency elements.”
