Mention “Cross Sa’b” and anyone on the path along a forested ridge above this scenic central Nepal town will point out his house amidst terrace fields of maize.&nbsp; In Dhampu Niwas resides Colonel (Retired) John Philip Cross, self-proclaimed Nepali who has found solace, love, and an unconventional family in these mountains. “JP” was also known as “Brain prince” for his audacious exploits in Sarawak during the war against insurgents.&nbsp; At 98, the Colonel is still a lean and sprightly man, looking like a fair-skinned Brahmin in his Dhaka topi as he took Luka, his faithful canine companion, for a walk through the monsoon mist. Cross spends his days embracing life's simple joys: playing, writing, reading, spending time with great-grandchildren, and sipping his favourite milk tea. Young JP joined the British Army at age 17, and was immediately transported to the European theatre of World War II. He learnt Nepali from his fellow soldiers and developed a deep admiration for Nepali culture. Soon, he got caught up in the turmoil of Partition, as the departing British hastily drew a line on the map separating India and Pakistan. Millions died. Cross recalls: “Some days, I would go to sleep in India and wake up in Pakistan.”&nbsp; Even after Indian independence in 1947, there were still wars to be fought: in the jungles of Malaya and in Borneo. He was captured by insurgents and was about to have his head chopped off by a notorious commander, but quick thinking and language skills helped him escape. Besides his mother tongue, he is fluent in Nepali, Roman, Urdu, Cantonese, Malayalam, Iban, French, Hindi, Thai, Vietnamese, and Tamang, Gurung and Magar languages of Nepal. “I was interested in languages and history. I studied, but the government made me a soldier,” Cross says with a chuckle. Cross even got a degree from Tribhuvan University and worked as a researcher at the Center for Nepal and Asian Studies (CNAS).&nbsp; Cross first visited Nepal in 1946, and remembers walking up to Kathmandu via Chitlang and being warmly received by Prime Minister Padma Shumsher Rana. He returned in 1976 to head the British Army recruitment camp in Paklihawa. Budhiman worked for Cross in Pakhlihawa, helping him with chores. Budhiman had no family, and having left England so long ago, Cross did not either. So he adopted him.&nbsp; “It's been 47 years. He is like a son to me. I am his father. This is my family,” says Cross, remembering that an astrologer once told him and Budhiman that they were born from the same mother 400 years ago in England.&nbsp; After many years in Nepal, King Birendra issued an edict allowing him to buy land and a house. But with the end of the monarchy, he had to apply for citizenship, which was not an easy process. Nearing his 100th birthday, Cross is hale and hearty, and only has problems with his eye sight and hearing. Before Covid, he used to hike 20km a day and even now does a fair bit of walking. “Exercise is the best formula for staying young,” he says. Cross has written 21 books including titles like Gurkhas at War, The Fame of the Name, Jungle Warfare, and It Happens with Gurkhas. He is getting ready to publish his 22nd book. "I'm fluent Nepali of the central mountains, Cross says, “I've been to more than 40 countries, but my heart, mind, and body are in Nepal. Our grievances were that we were not getting proper pay, pension, not allowed free meals, as well as being insulted and mistreated. It had got out of hand.We also felt that Gurkha recruitment for the Brunei security forces should not be conducted by the British Army, but be governed by a separate treaty between Nepal and Brunei.Our meeting formed a governing committee as well as sub-committees, and more than 2,400 out of the total 2,500 Gurkha force strength in Brunei signed up in support of the movement.We held talks with the hierarchy, and had started boycotting some of the senior officers. One of our demands was that the 16-year-old Gurkha Reserve Unit (GRU) be disbanded and revert to a security guard force. We submitted a written memorandum, but it was ignored. This dragged on for months.  Then, suddenly one middle of the night, all GRU weapons were returned to the Brunei government, and our unit went back to being a security guard force. However, other demands of salary increment, end of mistreatment by arrogant officers were yet to be addressed. Notwithstanding, the officers had learnt an important lesson that Nepalis will not tolerate injustice and oppression.The situation was again on the boil, and pressure was building up. It was obvious that the brass would come down heavily on what it considered a mutiny and insubordination in order to instill military discipline. <figure><img width="965" height="650" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181148/636be8049c7e80680e087835jpeg.jpg" alt=""><figcaption> </figcaption></figure>One evening, I gave a short speech at our meeting, saying that the situation was nearing a make-or-break point, the higher-ups were about to take stern action, and talked about what steps the team should take in case some of us were dismissed and sent back to Nepal.Three days later, I had a premonition of disaster. Sure enough, 11 of us considered to be instigators were secretly dismissed, and without the rest of the unit having any inkling we were dispatched to the airport for a flight back to Nepal.We were waiting to board at Bandar Seri Begawan airport, and did not know that back at camp word had spread about our dismissal and deportation. The Nepali soldiers then surrounded the headquarters building to protest and demanded that their leaders be returned, and failing that, to dismiss them too. HQ brought out the riot police to contain the escalating situation and vandalism.A few hours later, the Permanent Secretary of Brunei (the King's brother-in-law) rushed to the airport to find out from us what had happened. He asked me questions, and after hearing us out, wanted to know if I could convince the Nepalis back at camp to go back to their dormitories and end the protest.I replied that I would do it if our employment was restored, and I was allowed to deliver a short speech to our people at the base. The Permanent Secretary agreed and drove me, along with two fellow Nepalis, to the camp in his Mercedes BenzThe Gurkhas were still protesting and shouting slogans when we reached camp. I got up and in a two minute speech told them they should now return to their quarters in a disciplined manner because the senior most official of the Brunei government had promised to address our longstanding grievances. I assured them that if we were betrayed, we would once more gather to protest and raise slogans. <figure><img width="1640" height="1158" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181148/636be8069c7e80680e087836jpeg.jpg" alt=""><figcaption> </figcaption></figure>After I spoke, there was pin-drop silence and the Nepali troops all dispersed. The discipline and obedience of the Gurkhas seems to have surprised the Permanent Secretary who then went to confer with GRU officers. He then asked us to assemble in the gym hall.He began by informing us that he had just fired Col F D Scotson, the British officer in charge of the GRU who was our principle nemesis. Now that Scotson was gone, and the GRU had reverted back to security guard status, the Permanent Secretary assured us that all our other demands like salary and pension would be resolved.We then collectively took the decision to suspend our agitation, and keep a low profile. Things went back to normal for a few months, but then some Gurkhas challenged the authorities again regarding their promotions. This time, the brass decided that this new rebellion needed to be nipped in the bud, and dismissed the 11 leaders from service. We decided to accept the decision because so many Nepali jobs were on the line if the Brunei unit was disbanded.In the next 15 months, the GRU became the Gurkha Security Guard. A rare near-mutiny  resulted in a successful resolution of our just demands. This was possible because we were united, well educated, patriotic, courageous, and willing to take the risk for the sake of justice and our beliefs. By insisting on a bilateral treaty, we had also acted to stand up to the principle of Nepal’s sovereignty.We finally returned to Nepal with our heads held high on 14 December 1997. It has been  23 years since our run-in in Brunei, and the events are still fresh in our minds. The Brunei Security Guard is still functioning, but the British Army’s involvement in recruiting Nepali servicemen to the unit still continues and there is still no Brunei-Nepal treaty.  <figure><img width="1624" height="1144" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181148/636be8099c7e80680e087837jpeg.jpg" alt=""><figcaption> </figcaption></figure>The Brunei force was set up in 1974 with 27 former Gurkhas of the British Army and Gurkha Contingent, Singapore (Nepalis serve as policemen in Singapore). It was originally called Gurkha Security Guard but in 1981, the British and Brunei government decided to form the GRU, and had former British Gurkha soldiers serving in the new unit had to work as regular soldiers. Ever since it was converted into GRU, the Brunei government kept augmenting its strength. By 1996, the GRU’s numbers crossed 2,500 -- as big as a brigade strength in the British Army. I was a British Gurkha soldier, and joined the GRU in May 1996 even though I had signed the contract paperwork as ‘security guard’. When we got there, we were forced to work as infantry soldiers.Most ex-British Gurkha soldiers serving in the GRU were above 45, and the situation was pathetic. Us over-the-hill Gurkhas were compelled to run Battle Fitness Test (BFT) and Combat Fitness Test (CFT), fire heavy weapons and often had to participate in weeks-long exercises in the dense tropical jungles of Borneo.  Despite being fit, some ex-Gurkhas died of exhaustion during physically demanding jungle exercises. Their salaries had remained stagnant for many lustrums. The other big transgression was that the British government used to charge 2,500 Brunei dollars (USD 1,870) per Gurkha soldier as monthly salary from Brunei, but but gave us only BND1,100.  Essentially, Britain has been trading in Gurkhas for the last 205 years, ever since the Rana oligarchy in Nepal used us as its main tool of diplomacy. As scholar May Des Chene writes: ‘Gurkhas have been sold and bartered and they have been the coin of international diplomacy at key moments in Nepalese history.’The ‘Gurkha Contingent’ in Singapore has 2,000 young Nepali soldiers serving as policeman. The Singapore contingent itself was formed in 1949 after the end of the Pacific War, and after 71 years there is still no bilateral treaty between Singapore and Nepal governing recruitment.It is the British Army that recruits Nepalis on behalf of the Singaporeans. The question is: Who authorised this arrangement? Why is it still going on? Scores of so-called democratic governments have come and gone in Nepal, and no one has shown much concern about this affront to the country’s sovereignty.The Gurkhas in Singapore were kept in British Army enclaves until the late 1990s. But their status was lower than that of second lieutenants. However, they had handsome salaries, perks and facilities compared to the other ranks. Most Nepali officer regarded them as sycophants, as many of them used to kowtow to British and Bruneian officers.   Des Chene writes: ‘The soldiers look upon them with mistrust and regard them as moles who misrepresent their views to the British officers in order to curry their favours in the forms of promotions, good postings, longer services, granting of honorary ranks which carry some monetary benefits on their retirement, etc.’ There was a lot of arbitrary discipline enforced, most soldiers who had been in the British Army found the rules confusing and the officers did not have the same discipline and respect of the rank and file. When the British were in India, and after the 1816 treaty they did not actually have to colonise Nepal, and never really recognised Nepal as a sovereign independent country until the Chandra Shumshere Rana’s Friendship Treaty of 1923. But at the heart of the Gurkha dilemma is the anomaly that even today, nationals of one country fight and die for another. It is absurd that the United Kingdom, a sovereign country, recruits soldiers from another sovereign, independent country (Nepal) to serve in still another sovereign independent country, Brunei.  Despite this, elected leaders of Nepal and its intellectuals and historians, forever gloat about Nepal's independence and sovereignty, and that the country was never colonised. Most Nepali officer regarded them as sycophants, as many of them used to kowtow to British and Bruneian officers.   Des Chene writes: ‘The soldiers look upon them with mistrust and regard them as moles who misrepresent their views to the British officers in order to curry their favours in the forms of promotions, good postings, longer services, granting of honorary ranks which carry some monetary benefits on their retirement, etc.’ There was a lot of arbitrary discipline enforced, most soldiers who had been in the British Army found the rules confusing and the officers did not have the same discipline and respect of the rank and file. When the British were in India, and after the 1816 treaty they did not actually have to colonise Nepal, and never really recognised Nepal as a sovereign independent country until the Chandra Shumshere Rana’s Friendship Treaty of 1923. But at the heart of the Gurkha dilemma is the anomaly that even today, nationals of one country fight and die for another. It is absurd that the United Kingdom, a sovereign country, recruits soldiers from another sovereign, independent country (Nepal) to serve in still another sovereign independent country, Brunei.  Despite this, elected leaders of Nepal and its intellectuals and historians, forever gloat about Nepal's independence and sovereignty, and that the country was never colonised. He has a PhD in Nepal-Britain relations.

Officers have extolled their obedience and cheerfulness despite hardships and danger. The world has an image of Nepali soldiers in the battlefield: fierce but always smiling.But historians have pored through letters and diaries written by Gurkha soldiers from the two World Wars to paint a slightly different picture — Nepalis in the trenches of Flanders Field or below the cliffs at Gallipoli, homesick, terrified, cold and miserable. Many of these letters home were held by military censors, and are archived.Now, a diary written by a Gurkha sergeant in the British Army during the battle of La Bassée in northern France during World War I in 1914, and retrieved by a German officer, have revealed a whole new side to the Gurkha legend, one that confirms the traditional bravery, but also their human side.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2d59c7e80680e083ecfjpeg.jpg" alt="" width="1912" height="1054"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2d89c7e80680e083ed0jpeg.jpg" alt="" width="1804" height="720"><figcaption> </figcaption></figure>Lieutenant Alexander Pfeifer was with the Kurhessische Jäger-Bataillon Nr. 11 and found the diary of a Nepali solider in La Bassée on 20 December 1914 after a fierce battle against Allied forces of the British and French Armies. The battle had lasted from 12 October till the end of December. The name of the Nepali soldier, and whether he died in the battlefield or as a prisoner of war, are not known.Lt Pfeiffer’s great-grandson Philip Cross found the documents and the khukri while going through his family effects. He is in the process of translating his great grandfather’s diary into English, and also getting the diary of the dead Gurkha sergeant translated into English and German.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2db9c7e80680e083ed1jpeg.jpg" alt="" width="1650" height="1240"><figcaption> </figcaption></figure>Lt Pfeiffer writes in his diary about the fearsome reputation of the Gurkhas among the German troops: ‘I found quite a few letters written in Indian script. They are fierce warriors. We are afraid of them. They use their knives to cut up the enemy,’ he writes in one entry.It appears that Lt Pfeifer’s job was to go through the bodies of dead enemy soldiers to find out if he could find any intelligence of what the Allied forces were up to. That appears to be how he got hold of the diary, photographs and even the khukri.The first page of the diary of the unknown Nepali solider is in verse with numbered lines. It lists the names of the writers’ young friends who were killed or taken prisoner, the hardships they endured. The German phonetics also closely resemble the way the unknown soldier has written the names in Nepali, for example, by spelling Gurung as गुरुं (Gurun).Lt Pfeiffer's note in his own diary entry reads as follows:Found with a Gurkha sergeant major. The content of the notice page no. 1 says: The soldiers of the section (Battalion) should be treated with love, friendliness and kindness. Every person, who carries out the rules of his religion, according to law and order, receives his payment (will be happy). The orders of the commanding officer should be carried out precisely and immediately. The content of the notice paper no.2 is as follows. Names of the Gurkhas:<ol><li>Thuparau Gurun</li> <li>Chandrabir Thapa </li> <li>Akalbir Gurun</li> <li>Manbahadur Gurun</li> <li>Amarsing Gurun</li> <li>Udjersingh Gharti</li> <li>Imansing Gurun</li> <li>Manbir Thapa</li> <li>Chhabilal Rana</li> <li>Akatbir Thapa</li> <li>Narbahadur Thapa</li> <li>Schatasin Gurun</li></ol>On investigating some of these names, British Army records show that Chandrabir Thapa was a rifleman in the Second King Edward VII’s Own Gurkha Rifles (Sirmur Rifles). Manbir Thapa was a sergeant in the First Battalion of the First King George V’s Own Gurkha Rifles (Malaun Regiment), and his service number was 1896 and he was killed in action on 20 December 1914 in La Bassée. We even know Manbir’s father’s name was Parasram Thapa and lived in Dohadi village in western Nepal.Chhabilal Rana’s service number was 2114 and he was a rifleman with the Second King Edward VII’s Own Gurkha Rifles Second Battalion (Sirmur Rifles) and he was also killed in action on 20 December.Records at La Bassée show that there were other Gurkha soldiers killed in the battlefield or taken prisoner who are not on Lt Pfeiffer’s diary list. One of them is Haribal Thapa who, according to the Sir Kukri &amp; Co blog was a rifleman in the First King George V’s Own Gurkha Rifles (First Gurkha Regiment).His service number was 2952 and he died on 24 January 1915 while he was a prisoner of war in a German camp after being captured in La Bassée. His grave can still be found at a military cemetery outside Berlin. Haribal Thapa’s documents show that his father was Dal Kishore who lived in Perung in today’s Majhkot of Tanahu district.Lieutenant Alexander Pfeifer’s diary, as translated by his great-grandson, has many references to the Gurkhas who were their enemies and served in the British Army. Among them are entries dated 20 December 1914, the day of the fierce battle during which the 12 Gurkhas listed above by the unknown Nepali soldier were probably taken prisoner:<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2e79c7e80680e083ed5jpeg.jpg" alt="" width="864" height="1036"><figcaption> </figcaption></figure><ul><li>I was woken up at 5:30am on 20 December 1914 by the sound of cannons and gunfire. Someone opened the door to the room where I was sleeping. He was the uberjäger from our machine-gun company. He was so frightened he could not even speak properly. Our machine-gun company had been over-run by the enemy. He said they (the Gurkhas) used their curved knife to cut the throats of our comrades, and killed everyone they could find. I woke up the others and related this news to them.</li></ul><ul><li>After the end of the battle, I witnessed a horrific sight. The dead and wounded covered the ground. There were some British and Indian (Gurkha) soldiers, who were in eternal sleep next to our artillery position. Some were headless, others did not have limbs. We took what we could from the dead. I got one of those curved knives, tobacco, food in tiffin boxes. </li></ul><ul><li> We were fighting these Indians (Gurkhas) who had their heads shaven. They were short and stocky, and very agile. One of them who was a prisoner of war said that the Gurkhas were terrified of the cold. They were afraid of the snow and freezing weather. They will soon bite the dust.</li></ul><ul><li>The Gurkhas have a reputation for being brutal, aggressive and fearless, but in their hearts they are kind, peace-loving and spiritual people. </li></ul><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2ea9c7e80680e083ed6jpeg.jpg" alt="" width="2298" height="1038"><figcaption> </figcaption></figure>The Nepali soldier’s diary, written by hand 107 years ago, says a lot about the war and the warriors from Nepal. The soldier was writing about fellow Nepalis in his own, and possibly other units, listing carefully the names of the dead and those taken prisoner. The names in the poem are probably of those who were killed in battle, but we cannot be sure. The other list, because of its similarity to the list in Lt Pfeifer’s list in German, could be of those who were taken prisoner on 20 December.But that opens up a puzzle. How come the list of dead soldiers in Nepali soldier’s diary is in the same order as the list of prisoners in German in Lt Pfeifer's diary? Nepali writer Satis Shroff who lives in the southwest German town of Freiburg has read Lt Pfeifer's notes, and deduces that the list contains names of Gurkha POWs and the commanding-officer is instructing his subordinates to treat the soldiers well and to allow them to practice their religious rites as they are used to. Shroff infers that the Gurkha who wrote the list of names is dead because there is no mention of a handing-over of the diary.It is not clear if Lt Pfeifer is just translating the Nepali soldier's diary, or if those are his own instructions. The German officer's own diary was ultimately found more than a century later by his great-grandson. We do not know what the Gurkha's name was, where in Nepal he was from, and what happened to him.To add to the puzzle, Manbir Thapa, whose name is among the 12 listed in the German and Nepali soldiers’ diaries, is also on the FindGrave.com list of those killed in action on 20 December 1914 in the battle of La Bassée and buried at Indian Cemetery in <a href="https://www.google.com/search?safe=strict&amp;client=safari&amp;rls=en&amp;sxsrf=ALeKk01rdoUpIkzZMB4dtPbPOl1AsEo_PQ:1606490163118&amp;q=La+Rochelle&amp;spell=1&amp;sa=X&amp;ved=2ahUKEwjC0YecgqPtAhWdzjgGHStuAFUQkeECKAB6BAgQEC4" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.google.com/search?safe%3Dstrict%26client%3Dsafari%26rls%3Den%26sxsrf%3DALeKk01rdoUpIkzZMB4dtPbPOl1AsEo_PQ:1606490163118%26q%3DLa%2BRochelle%26spell%3D1%26sa%3DX%26ved%3D2ahUKEwjC0YecgqPtAhWdzjgGHStuAFUQkeECKAB6BAgQEC4&amp;source=gmail&amp;ust=1606610831928000&amp;usg=AFQjCNEooEwW7j1qpO0hqcCG7g4EKtWx1w">La Rochelle</a> in France. Many had boarded troop ships from Calcutta or Bombay and arrived in Europe at the beginning of winter in 1914. Their main hardship was caused by the extreme cold because they did not have enough warm clothes while in the wet trenches. Many wore military trousers on top of their suruwal.They had never been trained in trench warfare, and did not know how to dig them. They were not used to fighting in such cold. The Germans found out from the Gurkha prisoners of war that the Nepalis feared the cold more than the enemy they were fighting, according to Alexander Pfeifer’s diary.Most of the fighting men from Nepal could not read or write, and no one ever wrote their stories for them, so there is very little written documentation of what they went through. There must be so many hidden stories of unknown soldiers that we will never get to hear about. Yet, they are a part of our people’s history, and a forgotten chapter in the history of Nepal.Those who returned alive from the front, used to dock in Bombay and take the train via Banaras, where they all bought copies of the Nepali Ramayana translated by Bhanubhakta Acharya. One of the major ways in which the holy book got to the far corners of Nepal was through these demobilised Gurkhas returning home.The Battle of La Bassée lasted three months with the Germans first gaining the upper hand, and then being repulsed by British Army reinforcements from the Lahore Division and Gurkhas. The British suffered more than 20,000 casualties, of which 1,600 were from the Indian Corps, including Gurkhas. The Germans recorded 6,000 killed.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be2ed9c7e80680e083ed7jpeg.jpg" alt="" width="924" height="1252"><figcaption> </figcaption></figure>Many of the Gurkhas captured in France and Belgium were transported to prisoner of war camps in Germany. There, some of the prisoners had their voices and songs preserved in early recording machines that had just come into use.Nepali professor Alaka Atreya Chudal of Vienna University has been translating from Nepali into German some of these testimonies recorded between 1914-1918 in a prisoner of war camp of Halbmondlager in Wünsdorf 40km away from Berlin.The 100 or so recordings contain Nepali folk tales, songs, poetry, and folk riddles that have immense linguistic and cultural value because they are preserved in audio from more than a century ago. Every year, thousands of young Nepali men still sign up for arduous physical tests to join the legendary force, in hopes of embarking on an adventurous career that includes a solid income, pension and the possibility of settling in the UK.It is only natural that young women would also be attracted to the Gurkhas, as was Ghising. “It was freezing cold but I enjoyed every bit of the hard winter training sessions, including running, push-ups and sit-ups,” she recalls.Swostika Ranamagar, 19, joined a training centre after the news that the Gurkha Brigade would take 800 female soldiers. “I was in high school and had to skip morning classes for the training,” she said.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a50109c7e80680e04fd3djpeg.jpg" alt="" width="1500" height="1045">Boxing champion Alisha Tamang, 19, started training more than a year ago, and remembers how bad she felt when a Parliament Committee in March decided not to allow Nepali women to be recruited by <a href="https://archive.nepalitimes.com/article/nation/Gurkhas-dying-for-others,2938" target="_blank" rel="noopener">the British Army</a>.“The news of cancellation made us all feel really low, but the training was not in vain. We have built up our self-confidence, we now know what army training is like, and we can now take the tests for the Nepal Army too,” Tamang said.Among the private companies specialising in preparing recruits is Salute Gorkha Training Centre in Kathmandu, and it warned the women that it was not yet confirmed that the British Army could be taking Nepali women.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a50139c7e80680e04fd3ejpeg.jpg" alt="" width="1500" height="1000">“After Parliament cancelled it, we saw many young girls in tears, but at the same time most of them were determined to be in the Army. They were physically and mentally capable to handle the news,” recalls Ramesh Pandey, a trainer at Salute.Parliament’s International Relations Committee announced the cancellation in a press release in March. Committee Chairman Pabitra Niraula told Nepali Times this week: “The timing was not right. Both governments are still working on resolving the issues of <a href="https://www.nepalitimes.com/here-now/gurkha-grandparents/" target="_blank" rel="noopener">ex-Gurkhas</a>.”Niraula added: “We still are addressing former Gurkha soldiers’ demands for justice and equality, and to solve their problems first. Britain recently increased Gurkha pensions 10-34%, but some veterans continue advocating for an even better deal.The British Gurkha base in Kathmandu says it continues to discuss the treatment of veterans with the Nepal Government, along with future recruitment, of both men and women.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a501a9c7e80680e04fd40jpeg.jpg" alt="" width="1500" height="1011">Retired British Gurkha soldier Prem Kumar Rai believes that all recruitment under current conditions should end. “If the UK government is treating British Gurkhas unequally, and the Nepal Government accepts that, then this is colonialism in a new form,” he said. “Recruitment of Nepalis by a foreign army is not a solution for unemployment. Even male recruitment must be stopped.”Prime Minister Oli proposed to the UK government during his visit to London last month to replace the trilateral treaty between India Britain and Nepal on Gurkha recruitment with a bilateral one. Nepal’s Ministry of Foreign Affairs is also firm on not discussing female recruitment into the Brigade of Gurkhas until the pension issue has been satisfactorily settled. Spokesman Suresh Adhikary told us: “There is very little chance that the women’s recruitment issue will be resolved until the other broader issues have been sorted out.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a501d9c7e80680e04fd41jpeg.jpg" alt="" width="1500" height="939">However, that position is obviously not supported by the thousands of young Nepali men and women who continue to throng training centres to prepare for the gruelling annual physical tests and interviews to be among the chosen few in the British Army.The British Government had in the past recruited Nepali women for the Gurkhas Brigade: in the 1960s a small number were taken in as nurses, and in 2007 it was announced that the Brigade would recruit women soldiers, but that did not materialise.Ghising, Ranamagar and Tamang have not given up hope. They are still waiting for the Nepal government to lift the ban on Nepali women joining the British Army in 2021.

Two new books on conflict and conservation

And it is <a href="https://www.nepalitimes.com/banner/lest-we-forget/" target="_blank" rel="noopener">100 years since the end of the First World War</a>, in which 200,000 Nepali men went to France, North Africa, Palestine and Mesopotamia to fight against the Germans and their allies. That is a very long historical relationship.So, it is a good time to question the future of the <a href="https://www.nepalitimes.com/banner/a-military-migrant-economy/" target="_blank" rel="noopener">British Gurkhas</a> and of the relationship between Britain and Nepal in this regard. Some may feel that the whole tradition of <a href="https://archive.nepalitimes.com/article/nation/Gurkhas-dying-for-others,2938" target="_blank" rel="noopener">providing soldiers for a foreign army</a> is an imperialist phenomenon which should be terminated. Others see it as a matter of pride, to be continued and even reinforced.Read also: <a href="https://www.nepalitimes.com/banner/lest-we-forget/" target="_blank" rel="noopener">Least we forget</a>, David SeddonSuccessive cuts in the budget of the British Ministry of Defence (MoD) over the last few decades have significantly reduced the overall size of the armed forces, and particularly the British Army. The Brigade of Gurkhas now comprises fewer than 4,000 men.One might have thought, in the light of this, that the British government would have felt that time had come to call a halt to further recruitment from Nepal and to phase out this anomalous element of the British Army.But even if the size of the British Army is declining, there is a serious shortage of recruits from Britain itself – the number of new recruits was down last year by 24%. It was therefore decided in November to allow members of the British Commonwealth, even if not resident in the UK, to apply for positions in the British Army.There remains keen competition among young Nepalis to <a href="http://archive.nepalitimes.com/news.php?id=5423#.XAZEg9szaUk" target="_blank" rel="noopener">join the Brigade of Gurkhas</a>, even if the number of recruits each year has been reduced to only a few hundred. What more natural, then, than to increase the quota of recruits from Nepal? This would please those who believe that Nepal would benefit from such an expansion, but would upset those who argue that recruitment to the British Gurkhas is a relic of an imperial past, not to be continued let alone expanded.Furthermore, there might be scope for women as well as men to take advantage of this apparent willingness of the MoD to recruit from abroad, including from Nepal, to the Gurkhas. In what to many was a surprise move, in July this year, it was decided to allow women to apply to join this hitherto all-male outfit.Is this just a nod to ‘equal opportunities’? Or the beginning of the re-definition of the role of ‘<a href="http://archive.nepalitimes.com/page/the-gurkhas-an-interactive-timeline" target="_blank" rel="noopener">the Gurkhas</a>’ -- widely caricatured as ‘fearless and ferocious’ -- in favour of a softer image?  In fact, the British Army already includes some 30,000 women in a wide range of roles, but in another surprise move in October women were allowed to apply for and to take up combat roles.All of this assumes a continuation of an essentially military role for ‘New Lahures’. But what if the Britain and Nepal were to agree, under the special conditions of their bilateral relationship, that in future there would be an expanded recruitment of young Nepalis -- not to a military outfit serving mainly overseas, but to a jointly managed ‘Peace Corps’. Organised by the Brigade of Gurkhas, such a force would be committed to peace-keeping and community development in Nepal and elsewhere in the developing world.This would be a gradual transfer of responsibility, and of funding, over a period of years for this new ‘Gurkha Peace Corps’ from the MoD to the Department for International Development (DfID) in collaboration with an appropriate government department in Nepal.Eventually, however, it would become a fully joint British-Nepal responsibility, able to provide young Nepalis with suitable training and experience, and to deploy them in various roles (including peace keeping and security, but also in community development) across the world, including Nepal.The Gurkha Peace Corps would also be open to recruits from Britain, encouraging young people from Nepal and Britain to train and work together in Nepal and elsewhere. The time has come for a Gurkha Peace Corps

Of the 200,000 people conscripted, about 20,000 were killed.</figcaption></figure>The centennial of the Armistice this week is an occasion to gauge the scale and significance of <a href="http://archive.nepalitimes.com/article/nation/100-years-of-platitudes,1025">Nepal’s involvement in World War I</a>. Politically, it cemented the long-standing subordinate semi-colonial relationship that locked Nepal into British Imperialism, but it also consolidated <a href="http://archive.nepalitimes.com/article/editorial/Double-centennial,1011">Nepal’s formal independence</a> and the legitimacy of the <a href="https://www.amazon.com/Singha-Durbar-Rise-Regime-Nepal/dp/8129145618">Rana regime</a>.It led directly to the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/the-rana-reign-a-recap-of-history,3751">Anglo-Nepal Treaty of 1923</a> in which the very first article read: ‘The two Governments agree mutually to acknowledge and respect each other’s independence, both internal and external’. There was the additional benefit for <a href="http://archive.nepalitimes.com/news.php?id=5358">Prime Minister Chandra Shumshere Rana</a> of an annual payment by the British of a million rupees.The War also served to underline the divisions of class, caste and ethnicity within Nepali society because the majority of soldiers who went to fight were not only from specific regions but from <a href="http://archive.nepalitimes.com/article/nation/More-warlike,1023">particular ethnic groups</a> and rarely from the dominant castes or ruling classes. It also contributed to the distinctive political ideology of Nepali nationalism as a bir (brave) nation. For, as historian Pratyoush Onta has noted, the Kathmandu ruling class legitimised ‘the soldier’s pain in the battlefield … as part of one’s necessarily sacred duty to the Nepali nation’. That pain (<a href="http://himalaya.socanth.cam.ac.uk/collections/journals/himal/pdf/Himal_7_6.pdf">dukha</a>) was very real.Read also: <a href="https://www.nepalitimes.com/review/they-shall-now-grow-old/" target="_blank" rel="noopener">They shall not grow old</a>, Sewa Bhattarai<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933929c7e80680e03dfa7jpeg.jpg" alt="" width="1202" height="1120"><figcaption> </figcaption></figure>Militarily, Nepal made a real contribution with the deployment of soldiers in support of the Allies, not only of the Gurkha regiments of the <a href="http://archive.nepalitimes.com/blogs/kundadixit/2016/03/22/the-sharp-edge-of-history/">British Indian Army</a> on the Western Front, in North Africa and in the Middle East, but also of Nepal Army forces in India to relieve British troops while the Indian Army was serving overseas and helped in campaigns, including in Waziristan on the North West Frontier, to maintain British control across the subcontinent.Historians say more than 200,000 Gurkha recruits were put at the disposal of the Indian Army, which represented a quarter of the total male population of the ethnic groups involved. These Nepali troops were deployed as part of the Indian Army in many of the most difficult of operations and at the forefront of the battle and, as a result, suffered disproportionally high casualties.Whether freezing in the cold and rainy weather in the trenches on the Western Front, or in the hot dry conditions of North Africa and West Asia, the Gurkhas, Sikhs and other regiments of the Indian Army suffered not only from enemy fire and bombardment but also from sickness, cold, heat and neglect.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933959c7e80680e03dfa8jpeg.jpg" alt="" width="1284" height="872"><figcaption> </figcaption></figure>There are first-hand accounts of the disastrous <a href="http://archive.nepalitimes.com/article/nation/gurkhas-versus-turks-gallipoli-campaign,2192">Gallipoli campaign</a> and of the various battles in Palestine and Mesopotamia, and particularly of the defeat of British and Indian forces at Kut, and the long march afterwards to concentration camps in central Anatolia, where the Ottoman Turks fighting on the German side incarcerated thousands, including Gurkhas.The Gurkha regiments officially suffered over 20,000 casualties, and together with the influenza epidemic of 1917 led to the apparent decline in the population of Nepal between 1911-1920 from 5.6 million to 5.5 million. Even though  10% of the recruits were casualties, there has been no detailed study of the social impact at the local level in those communities from which the majority of troops were recruited.Already suffering from the absence of their husbands, brothers, sons and fathers for years on end, those who remained ‘to keep the home fires burning’ (the women, the children and the elderly) also had to cope with the fact that many failed to return, and many more came home with debilitating and disabling injuries or conditions.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/636933989c7e80680e03dfa9jpeg.jpg" alt="" width="1182" height="388"><figcaption> </figcaption></figure>There was little in the way of public ‘welfare assistance’ for these casualties of war and for their families who were obliged to look after them, and also ensure their livelihoods when men were physically unable to work. There was little or no recognition of what today is referred to as ‘post-traumatic stress disorder’, and only the loving care of family members of affected individuals.The economic impact of the war must also have been considerable. Thousands of able-bodied men were taken away not only from their families but also from fields, leaving those left behind to cope with the demands of farming and with a reduced labour force, and one which relied more heavily than ever on women, children and the elderly.The cost in terms of loss of production as well as loss of income at the local level as a result of the absence of so many men for four years is incalculable, but was undoubtedly felt acutely by those affected. There must have been serious additional costs of supporting those who returned home unable to work because of physical or mental trauma.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/6369339a9c7e80680e03dfaajpeg.jpg" alt="" width="1500" height="1013"><figcaption> </figcaption></figure>But men returned to Nepal with much personal suffering and the loss of comrades. But they also came back with experience of mixing with soldiers from other cultures and backgrounds, facing daily challenges, travelling and visiting places in far-off countries across the sea. All this had a <a href="https://archive.nepalitimes.com/article/from-nepali-press/what-was-in-it-for-nepal-the-gurkha-soldiers,1820">dramatic impact</a> on social and cultural awareness in the local communities to which they returned.Ultimately, this greater consciousness was to play a part in a growing dissatisfaction with the poverty and underdevelopment of Nepal, and to increasing demands for social, economic and political change in the 1920s and 1930s.Dr David Seddon is Director of Critical Faculty, author/co-author of many publications on Nepal, and currently writing a three-part book on 'Nepal and the Great War'. <h2>11 AM, 11/11/1918</h2>As the world commemorates Armistice Day on 11 November to mark the cessation of hostilities on the <a href="https://en.wikipedia.org/wiki/Western_Front_of_World_War_I">Western Front</a>, there does not appear to be much being done in Nepal to remember a war in which so many Nepali soldiers were killed, and one that had such a historic impact on the country’s political, socio-economic and cultural life.The Armistice took effect at eleven o'clock in the morning (the eleventh hour of the eleventh day of the eleventh month of 1918) and initially expired after 36 days. A formal peace agreement was only reached when the <a href="https://en.wikipedia.org/wiki/Treaty_of_Versailles">Treaty of Versailles</a> was signed the following year. In other theatres of the War, including the Middle East, fighting continued.The date is a national holiday in <a href="https://en.wikipedia.org/wiki/Public_holidays_in_France">France</a>, Belgium, and in many Allied nations. In some countries, Armistice Day coincides with <a href="https://en.wikipedia.org/wiki/Remembrance_Day">Remembrance Day</a> and <a href="https://en.wikipedia.org/wiki/Veterans_Day">Veterans Day</a>, and other public holidays. In Italy the end of <a href="https://en.wikipedia.org/wiki/World_War_I">World War I</a> is commemorated on 4 November, the day of the <a href="https://en.wikipedia.org/wiki/Armistice_of_Villa_Giusti">Armistice of Villa Giusti</a>. Armistice Day has been a statutory holiday in <a href="https://en.wikipedia.org/wiki/Serbia">Serbia</a> since 2012, and Poland celebrates National Independence Day on 11 November to commemorate the anniversary of the restoration of Poland's sovereignty in 1918 from the <a href="https://en.wikipedia.org/wiki/German_Empire">German</a>, <a href="https://en.wikipedia.org/wiki/Austria-Hungary">Austrian</a> and <a href="https://en.wikipedia.org/wiki/Russian_Empire">Russian</a> Empires.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171132/6369339d9c7e80680e03dfabjpeg.jpg" alt="" width="640" height="505">A German national day of mourning, <a href="https://en.wikipedia.org/wiki/Volkstrauertag">Volkstrauertag</a> has, since 1952, been observed on the Sunday closest to 16 November. In <a href="https://en.wikipedia.org/wiki/Denmark">Denmark</a>, <a href="https://en.wikipedia.org/wiki/Netherlands">Netherlands</a> and Norway, the end of World War I is not commemorated as the three countries remained neutral. Denmark instead observes Flag Day on 5 September in commemoration of both living and dead soldiers who served in any conflict. In the Netherlands, <a href="https://en.wikipedia.org/wiki/Remembrance_of_the_Dead">4 May</a> is Remembrance Day.In India there is no official Armistice Day, but the day has been marked by tributes and ceremonies in army cantonments and by memorial services in some churches. <a href="https://en.wikipedia.org/wiki/Prince_Charles">Prince Charles</a> and <a href="https://en.wikipedia.org/wiki/Camilla,_Duchess_of_Cornwall">Camilla, Duchess of Cornwall</a>, marked the day in <a href="https://en.wikipedia.org/wiki/Mumbai">Mumbai</a>'s St John the Evangelist Church. Services of remembrance supported by the <a href="https://en.wikipedia.org/wiki/Indian_Army">Indian Army</a> have been observed at <a href="https://en.wikipedia.org/wiki/Kohima_War_Cemetery">Kohima</a> and <a href="https://en.wikipedia.org/wiki/Imphal_War_Cemetery">Imphal War Cemeteries</a> and at the <a href="https://en.wikipedia.org/wiki/Delhi_War_Cemetery">Delhi War Cemetery</a>.Because the two ‘World Wars’ were fought while India was part of the British Empire, the idea of ‘commemoration’ was largely dismissed as an unwanted colonial relic. In July 2016, however, a campaign called India Remembers was launched to commemorate the sacrifice of Indian soldiers in various conflicts, including the First World War, with a proposal that the marigold join the poppy as a symbol of remembrance.The day chosen for the official day of remembrance was 7 December, to commemorate the centenary of a historic cavalry charge led by Indian horsemen on the German trenches on the Somme. The horses and their riders did not fare well against German machine guns, but their sacrifice was something that those who launched the campaign wished to remember as the epitome of  ‘the human spirit in the face of war’.The contradictions between the focus on ‘valour’ on the one hand, and the reality of pain, suffering, injury and death in appalling conditions, on the other, are acute. One strategy that recognises this, at least in part, is to emphasise the importance of commemoration for peace and reconciliation.This year, the British and German governments are encouraging other countries to ring bells at the same time in the same way, expressing the reconciliation of former enemies in sound.

Lest we forget

It is hard to believe that they will soon be cannon fodder on the trenches of Flanders Field.Director <a href="https://www.imdb.com/name/nm0001392/?ref_=nmbio_bio_nm" target="_blank" rel="noopener">Peter Jackson</a> has put together a documentary of rare clips from the I<a href="https://www.iwm.org.uk/" target="_blank" rel="noopener">mperial War Museum</a> and the BBC archives to mark the centennial of the Armistice on 11 November 1918. The movie camera had just been developed, and even carrying the equipment to the front to shoot these frames must have been an act of heroism. And 100 years later, with the propaganda value of the films peeled off, the grainy footage in They Shall Not Grow Old bear witness to the hardships, valour, carnage and the utter senselessness of the bloodshed.Jackson whittled down 600 hours of testimonies, over 100 hours of clips, and many contemporary posters to this 99 minute documentary, parts of which are digitally enhanced and coloured. For those who are fans of Jackson’s epic battle scenes in <a href="https://www.imdb.com/title/tt0120737/" target="_blank" rel="noopener">Lord of the Rings</a>, this film offers something different -- war’s grim reality.We see the moments just before soldiers go ‘over the top’, leaping into deadly fire from German machine gun positions. Time loses its meaning. “It was the longest and shortest moments of my life,” says one warrior. We see the moments of anxiety in the faces of men conscripted from normal civilian lives: “I learnt how to use a gun, but would I be able to kill a man if I had to?”Jackson has chosen to be nuanced, even as he retains his penchant for the visually grotesque. The wounded develop gangrene when rain turns trenches into mud pools. Their bodies are infested with lice. There is the anxiety of killing and dying as smiling faces fade into images of fresh corpses and decomposing bodies. Jackson combines hundreds of voices which give a constant commentary. A soldier talks of how impossible it is to have even a moment of respite from the constant gunfire and explosions. Viewers don’t get much respite either.Jackson even manages to find some humour and humanity amidst the carnage, we see not only the terror but also friendship as soldiers bond over tea, cigarettes, and gambling. The open toilet rows where men did not cover up because “there were no women”. We get glimpses of wagons and war horses, the novelty of mechanised tanks.Soldiers start to sympathise with the German boys like them on the other side who are also missing their families. United by common misery, towards the end they “got on very well together”. The soldiers on both sides were past caring who won as long as they got to go home alive. When a soldier says that the Armistice was “the flattest moment in my life”, we realise that real warfare is very different from whipped up patriotism. It is just about men who want to finish their job.But the war is not over even after it is over. The men are unemployed and unwanted back home. No one wants to talk about the Great War, no one understands what they went through. Like veterans before and after, they find they do not fit in anymore. ‘Never again’, many said after World War I, and it is to remember not to forget the brutal reality of war, and not make glorified assumptions about it, that documentaries like this are important. One in ten did not return home, and 2,000 were decorated for bravery in battle. But there is no trace of Gurkhas in this film, although we catch a brief glimpse of some Sikhs. The sacrifice of the Gurkhas and of the colonial armies is once more air-brushed, just as it is in the Imperial War Museum in London. This is about what white men went through while fighting other white men, not about the brown boys from Nepal who helped them. It has taken 100 years to produce a film that at least begins to look at the folly of war, and to wipe away the distinction between victors and the vanquished. How much longer will it take for western film makers to shed their Euro-centrism and document the sacrifices of tens of thousands of brave young men from Nepal and India who laid down their lives for a king and country not their own?   Popular culture has a great impact in shaping collective memory. They shall not grow old

The town quickly rebuilt itself.While most displaced families were still <a href="http://archive.nepalitimes.com/article/nation/genuine-earthquake-survivors-missing-from-housing-grant-list%20,3498" target="_blank" rel="noopener">waiting for their first installment of housing grants</a> from the National Reconstruction Authority (NRA), most residents of Barpak were already living in their new houses.The scenic town in northern Gorkha made famous because it is the hometown of Victoria Cross soldier Gaje Ghale, has now completely recovered from the earthquake. More than 1,200 of the 1,301 houses destroyed have already been rebuilt, homestay tourism is thriving and remittance money is everywhere.Read also: <a href="https://www.nepalitimes.com/banner/the-baker-of-barpak/" target="_blank" rel="noopener">The baker of Barpak</a>, Tara Aryal PandeyHowever, Barpak is no more the picturesque ridgetop hamlet with stone buildings and elegant tile roofs. Barpak used to be a living museum of Gurung culture. The charm of the cobble stone streets and a settlement that existed in harmony with its surrounding mountains are a thing of the past.Today, Barpak looks like a clutter of concrete and cement, with architecture that is borrowed from the nondescript boxy construction that characterise Nepal’s highway towns. Every house is of a different size, design and shape.<a href="http://archive.nepalitimes.com/article/nation/Epicentre-of-reconstruction,2286" target="_blank" rel="noopener">Bir Bahadur Ghale</a> is Barpak’s forward-looking pioneer of rural electrification, but even he is sorry he could not stop the erosion of the town’s heritage. He laments: “Our village has completely lost its original identity. Our children will see the original Barpak only in old pictures.”Read also: '<a href="https://www.nepalitimes.com/?p=11912&amp;preview=true" target="_blank" rel="noopener">Class struggle</a>', Prakriti KandelThe main reason Barpak and other old towns have lost their traditional ambience is because the NRA insisted that families would only be eligible for government grants of Rs300,000 if they rebuilt by following its list of approved designs. But none of the listed blueprints included traditional motifs in the architecture.Just like in any other earthquake affected village, NRA engineers lacked an understanding of local culture and traditional grammar, drawing up generic seismic-resistant house designs.Some Barpak residents rang the alarm bell, warning fellow villagers that blindly following the government-approved house designs would lead to the loss of their unique identity. But no one listened.Read also: '<a href="https://www.nepalitimes.com/?p=11917&amp;preview=true" target="_blank" rel="noopener">Fired, hired, rehired</a>', Om Astha RaiIn a bid to rebuild Barpak without losing its heritage but still adopting seismic resistant technology, some local residents led by Bir Bahadur Ghale had proposed a reconstruction masterplan. But it was not approved by the government.Ghale recalls: “Our masterplan was neither rejected nor approved. It was kept in limbo for almost a year, and people could not wait. Barpak looks very colourful now. But it is not the same Barpak.”Jit Bahadur Ghale, another local resident, also tried to persuade neighbours to stick to their original architecture. But no one listened to him. He says: “Barpak lost its identity because outsiders imposed new designs on us.”Besides the compulsion to follow government-approved design, there was also a false realisation that Barpak’s original housing style was vulnerable to future earthquakes since most of the original buildings were flattened by the earthquake, killing 72 people. Many were crushed to death by stones and slates.People in Barpak used to stack up stone slates to roof their houses without using nails or hooks. After the earthquake, they realised that such practice would be a hazard in future earthquakes. And NRA engineers lacked creativity to infuse earthquake-resistant technology with Barpak’s unique architecture.Barpak residents whose relatives served in the British Army or are working in Hong Kong and Kathmandu, therefore, built modern concrete structures. Some, who did not have money, built <a href="https://www.nepalitimes.com/here-now/building-homes-on-a-deadline/" target="_blank" rel="noopener">small and one-roomed homes</a> with the material salvaged from the ruins of their houses, just so they could get the government grant. Lost in reconstruction

The daily 10-hour curfew at Tribhuvan International Airport from 8 November that will last five months has affected tourism during Nepal’s peak season, with some hotels and trekking agencies here reporting cancellations into spring next year. The reduced hours at Nepal’s main aviation gateway till 31 March means that a third of all flights have been cut. This has also caused ticket prices to surge by up to eight times of normal fares. For example a Kathmandu-Delhi ticket that used to cost Rs12,000 is now listed at Rs50,000, and even then seats are not available.&nbsp; “Especially if they are here to trek, change in flight dates can cause tourists to miss their connections,” says Jagan Timilsina, who runs a trail running and outdoor education business. &nbsp; Pokhara is feeling the brunt as hotels report last-minute cancellations for November because of flight disorders. Some hoteliers also say although there have been some cancelled trips, most itineraries have been rescheduled.&nbsp; Hari Prasad Sharma Gaire of the local chapter of the Hotel Association of Nepal says the Kathmandu airport closure should have been timed for the off-season. He told us: “Starting construction during the peak tourist season was a mistake and will cause the tourism industry to lose a lot of business. The upgrade could have been spread out over a longer time but closed for fewer hours at night so that disruption was minimal.”&nbsp; Nearly a third of the 1.2 million tourists who visit Nepal annually come to Pokhara, which is also the gateway to Mustang, the Annapurna treks and pilgrimage tourism to Muktinath. Located by scenic lakes with a range of adventure sports like hot air ballooning, paragliding, canyoning, bungee and ziplines, Pokhara is also popular among diaspora Nepalis. “Besides its own attractions, Pokhara is really the hub for central Nepal, and we have been trying to get visitors to extend their stay here,” says Timilsina, who started out as a trekking porter and rose up the ranks to be an expedition guide and entrepreneur. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60.jpg" data-media-id="editor_0" data-image-id="2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60" data-rendition-name="original" width="3500" height="2333" loading="lazy" alt="Pokhara's tourism woes NT"> <figcaption>Tourist arrivals in Pokhara have slumped since the disruptions at Kathmandu airport due to upgrading work. Photo: KRISHNA MANI BARAL/NEPALI TIMES ARCHIVE</figcaption> </figure>  Even without the Kathmandu airport closure affecting tourist arrivals, Pokhara was already suffering from a decline due to many factors like the poor state of the Prithvi Highway, the shortage of luxury accommodation for high-end tourists, and the reluctance of international airlines to start direct flights to Pokhara despite an expensive new airport that was inaugurated two years ago.&nbsp; “There was a lot of initial excitement on the construction of the international airport,” says Timilsina, “but it hasn’t delivered as expected due to politics. People have invested in nearby businesses, and have faced losses.” India has blocked direct flights from its cities to Pokhara because the facility was built by a Chinese company. Although tourists and pilgrims from India hit record levels this year, the poor state of the highways and the Indian bus accident on the highway to Kathmandu in July that killed 27 pilgrims from Maharashtra state dampened arrival figures. Gaire says, “While tourist arrivals to Pokhara are now approaching pre-Covid levels, we haven’t seen the improvement we were expecting. We need a better marketing strategy. What are our embassies abroad doing?”&nbsp; Indeed, Pokhara used to be a favourite destination for Chinese tourists. There was a boom in arrivals from China before Covid, especially after a popular Chinese tv serial was shot on location here. But arrivals from China have not really recovered since the pandemic because of the economic slowdown there. Promoting Pokhara airport to handle direct flights from Chengdu or Kunming could revive Chinese arrivals.&nbsp; Nepal’s Civil Aviation Authority (CAAN) has used the Kathmandu airport closure as an excuse to arm-twist international airlines to start flying to Bhairawa, which has barely been in operation for two years since it was inaugurated. So far, Fly Dubai, Thai AirAsia, Jazeera and Qatar are flying to Bhairawa, but most use it as a hop before flying on to Kathmandu, which does not reduce congestion at Kathmandu.&nbsp; An ideal situation could have been to get Pokhara to run to full capacity while Kathmandu is partially out of action. Pokhara entrepreneurs are puzzled why the CAAN and the national government have not taken more interest in promoting Pokhara as an alternative to reduce the congestion in Kathmandu. Nepal’s football team that was flying to Dushanbe this week couldn’t get tickets via Delhi, and took a domestic flight to Bhadrapur, crossed over to Bagdogra and flew on to Delhi to catch their flight to Tajikistan.

Pokhara’s tourism woes

An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Languages are both software and hardware

Nearly 750,000 Nepalis went abroad for employment in the past year, and more than 100,000 left on student visas. Most of them were young Nepali men and women, and the number has been increasing every year. As with other sections of society, Nepal’s security agencies also face a recruitment crisis. Nepal Police opened recruitment for 64 inspectors in September, and received 2,239 applications, compared to 2,718 candidates last year. Police also invited candidates for 256 assistant sub-inspectors this year for which it received 17,756 applications – down from 19,932 last year. It is the same story in the Nepal Army, the number of applicants for the post of Officer Cadet (Second Lieutenant) went down from 6,144 for 400 open seats in 2019 to 4,390 in 2020. Meanwhile, applicants in the paramilitary Armed Police Force went down from 857 applications for 75 posts in 2021 to 536 applicants for 99 posts last year. While the number of applicants appears higher than the demand, the data shows a significant decrease in applications for vacancies in Nepal’s law enforcement agencies. Security personnel are recruited on the basis of rank and age in Nepal, and the age cutoff for entry into Nepal’s security agencies is typically 25 years. Sociologist and migration expert Ganesh Gurung says that the demographic of young, physically fit Nepalis emigrating abroad in search of better opportunities has impacted recruitment into law enforcement and the military here at home. “The returns from working in Nepal’s police and army are minimal, whereas overseas job opportunities are more attractive,” Gurung says. “The work may be physically demanding abroad, but the pay is a lot higher.”  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f.jpg" data-media-id="editor_0" data-image-id="20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f" data-rendition-name="original" width="800" height="534" loading="lazy" alt="Nepal Police"><figcaption>Nepal Police</figcaption></figure>  Nepal Police spokesperson DIG Dan Bahadur Karki agrees that the physical and mental demands of a law enforcement job is incomparable to the income that security personnel earn. “A young Nepali who works in Dubai earns enough to build a home in the village within four years, while a Nepali with the same qualifications and physical ability in a security agency here barely makes enough to survive,” says Karki. “Obviously the youth prefer foreign employment.” Security agencies are now worried about the quality of inducted manpower. “There is a difference in work ethic between an applicant chosen from a competitive pool of 50 candidates versus one chosen from a pool of three candidates,” explains Gurung. “Unmotivated employees hamper the overall performance of the state apparatus.” Nepal Army spokesperson Brigadier General Gaurab Kumar KC says recruitment has not been hampered by outmigration: “We have still been getting more than three times the applicants than there are open posts, so we are not yet worried.” Even so, the passing rates of aspirants have gone down for security forces after the Public Service Commission began examinations for military recruitment in 2015. In fact, the Nepal Army complained about the Commission’s involvement in recruitment. Still, the number of vacant military posts tends to exceed the number of passing candidates. Nepal Army’s KC says that the military will not compromise on intake criteria even if there are fewer passing applicants. “Unqualified persons will not be admitted even if there are less-than-required passing candidates. We will re-advertise if that is the case.” But Nepal’s security forces now also have to worry about retention of existing personnel. About 900 Nepal Army, 600 Nepal Police, and 300 Armed police personnel resign every year before the completion of their tenure.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9.jpg" data-media-id="editor_1" data-image-id="20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9" data-rendition-name="original" width="750" height="378" loading="lazy" alt="Armed police forces"><figcaption>Armed Police Force</figcaption></figure>  In 2020, Home Minister Ram Bahadur Thapa recalled almost 1,000 police personnel who had been deployed for the security of VIPs after long-standing criticism that security forces were being misused to cater to political and bureaucratic leadership. However, security personnel have continued to be assigned to high-ranking officials as glorified housekeepers. In December 2022, Rabi Lamichhane’s Home Ministry had instructed its offices to recall unauthorised security personnel assigned to high-ranking officials, following which 500 officers from Nepal Police and Armed Police Force were withdrawn from their details. But the Nepal Army does not have to follow such rules, and the practice of army personnel serving high-ranking active-duty and retired military personnel remains. Conditions here are dire enough that many active duty officers in Nepal’s military and police forces have chosen to leave their jobs to serve in the Russian Army to fight in the Ukraine war. The hierarchical culture and chain of command of politics, bureaucracy, law enforcement and military has also meant that abuse and mistreatment of subordinates is rife in Nepal’s security forces. “Feudalism is alive and well within our security institutions,” says Gurung. “When soldiers and security forces who swore to protect and serve the nation are made to be at the beck and call of politicians and bureaucrats, it is easy to understand why they are disillusioned with their jobs and why they choose to quit and find jobs abroad.”

Job insecurity in security forces

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”
