Nepal’s National Statistics Office on Wednesday admitted that the census conducted two years ago missed 771,998 people, but demographers say the error could be much higher because it did not include all <a href="https://www.nepalitimes.com/here-now/nepal-s-hard-working-students-overseas">students</a>, workers and those in the diaspora.
The NSO’s Post Enumeration Survey reported that 2.58% of the population was omitted during the census due to errors in data collection. The survey estimated that 2.95% of the urban population was not counted, with the omission rate in Kathmandu Valley even higher at 4.42%. More than 4% of the above 80 age group were also left out.
The survey results were released even as experts expressed concerns over data discrepancy, despite the 2021 national headcount being <a href="https://www.nepalitimes.com/banner/everybody-counts-in-nepal">touted as the most accurate</a> by the NSO.
The inaccuracy appears to be mainly due to <a href="https://www.nepalitimes.com/banner/nepalis-moving-from-mountains-to-plains">Nepal’s highly mobile population and migration</a>. The census put the country’s absentee population at 2.1 million, but this is a gross underestimate as it did not include Nepalis in India and students in Australia, Japan or Canada. On the other hand, the study showed that 0.15% of the population was double counted.&nbsp;
The NSO’s Deputy Director General Hemraj Regmi explained that the 2.58% error rate had actually decreased since the 2011 census and was at par with international standards that accept a margin of error of up to 5%.&nbsp;
The <a href="https://www.nepalitimes.com/news/nepal-s-demographic-dividend">2021 census report published in March</a> put Nepal’s population at 29,164,578, with an annual growth rate of 0.92%. But adding the missing head count would bring the total population to 29,936,576.

The Post Enumeration Survey of the National Population and Household Census 2021 was carried out last year by the Labour Studies Programme at Tribhuvan University to double check the tally.
Even without the discrepancy, <a href="https://www.nepalitimes.com/editorial/counting-on-nepal">the 2021 census results</a> showed a slowdown in the annual population growth rate and total fertility rate. Nepal’s population pyramid now shows fewer children, a wider youth bulge, and greater numbers of elderly. The new data increases the total number of ethnic communities to 142, the total mother tongues spoken to 124, and major religions constant at 10.
Regmi told Nepali Times his office will continue to use data from the officially published census report, explaining: “There are no systems in place and no practice of adjusting population to show an increase or decrease in census data. However, the missing population will be considered and encompassed into all future national planning projects.”
Prior to releasing the <a href="https://nepalitimes.com/news/decoding-diversity">detailed report on ethnicities, languages, and religions</a>, the National Statistics Office admitted it had difficulty in classifying caste, religion and language accurately because many respondents claimed to belong to a previously unknown caste and religion.&nbsp;
Since the release of Nepal’s 2021 census data on ethnicities, languages, and religions, Hindu nationalists, royalists and anti-secularists have been raising a fuss because the number of people who say Nepali is their mother tongue and that they are Hindus has marginally declined from past censuses.
It is clear from the census data that Nepal's social demographic data reflects its diversity, <a href="https://www.nepalitimes.com/editorial/census-or-consensus">but not its socio-political makeup</a>.

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101116/637208129c7e80680e0b54c9jpeg.jpg" alt="" width="2038" height="1356"/>On 27 January, Nepal’s Central Bureau of Statistics (CBS) published the preliminary report of the 2021 census, ten years after the last one.Nepal’s 12th ever census, postponed from its May-June 2021 date due to the Covid-19 second wave last year, was conducted by some 40,000 enumerators and supervisors from 11-25 November.The new report puts Nepal’s population at 29,192,480, showing that the country’s average annual population growth rate dropped to 0.93%, its lowest recorded. The growth rate was 1.34% in 2011, and had continued to rise since Nepal’s fourth annual census in 1942.The high, medium, and low variation population projection put out by the CBS in 2014 had estimated that Nepal’s population would cross 30 million in 2021.Demographic experts say the reason for the decline in population growth is due to many factors, including Nepal’s changing socio-economic status, public health, educational and employment landscapes."Nepal's changing socio-economic circumstances along with young Nepalis opting for foreign employment have contributed to the reduction of the fertility rate, which has affected the population growth rate," says Tribhuvan University professor Yogendra B Gurung. Nepal’s total fertility rate is now approaching replacement level — 2.3 children per mother.Gurung points to other factors pushing Nepali couples to have fewer children over the years: increasing literacy rate especially among young women, living costs, as well as the participation of both parents in the workforce.Even though foreign employment and its impact on reducing poverty is cited as the main contributors to decreasing population growth, the census report only shows 2,169,478 Nepalis living abroad, which analysts and officials have said is a gross undercount.The 2011 census put the number of overseas Nepalis at 1.9 million. However, Nepal’s Department of Foreign Employment (DoFE) has issued more than 3.6 million labour permits since 2011. This does not include data on India, where at least 3 million Nepalis are estimated to work or have settled. Government data also does not include Nepalis who travel overseas using back channels, or the number of Nepali students who have gone abroad.Read also: <a href="https://www.nepalitimes.com/banner/everybody-counts-in-nepal/">Everybody counts in Nepal</a>, Shristi KarkiRabindra Mishra of the Bibeksheel Sajha Party weighed in on the significant difference between the census result and the recorded number of Nepalis leaving the country.‘The government has figures on those leaving the country for foreign employment, but it has no records of those who return,” Mishra wrote on Facebook. ‘Similarly, entire Nepali families that live or have obtained citizenship overseas — largely in Europe, Australia and the USA — have also not been included in the census.’The undercount has political implications, and Mishra’s party which has got on an anti-secular, anti-federal and pro-monarchy platform, has been batting for overseas Nepalis being allowed to vote in elections back home.Central Bureau of Statistics head Nebin Lal Shrestha, who himself expressed surprise at the low figure, has agreed about the possibility of there being an undercount because households where all members were abroad were not counted.“The census data on migration does differ from data released by other institutions during the pandemic,” says Govind Subedi, head of the Central Department of Population Studies at Tribhuvan University.  “The absentee population should have been higher than what was reported.”Along with international migration, the census report also shows significant internal transmigration from Nepal’s mountains to the plains. Nearly 54% of the country’s population now lives in the Tarai, up from about 50% in 2011 – even though the Tarai makes up only 23% of Nepal’s land area. In fact, 21% of the Nepali population lives in the Madhes Province.Population density of the Tarai is also steadily rising, reaching 461 people/sq km, compared to only 34 people/sq km in the mountains. In fact, 21% of the Nepali population lives in the eight districts of Madhes Province – where the density is the highest at 636 people/sq km. In fact, 32 out of Nepal’s 77 districts have seen a negative population growth – in the 2011 census only 27 districts had negative growth."The population increase in the Tarai is a reflection of a continuous migration of the Nepali village population to the cities in the plains,” explains Jeevan Baniya, at the Centre for the Study of Labour and Mobility at Social Science Baha.“The Tarai belt has experienced infrastructure development and connectivity due to the construction of highways,” continues Baniya, “as well as the growth of small cities into mega cities due to increased economic activity influenced by Nepal's remittance economy.”Nepal’s federal governance structure, and elections at the provincial and local levels in 2017 also spurred Nepalis to move to the Tarai from elsewhere in Nepal.The number of Nepalis residing in Kathmandu Metropolitan City has decreased from over one million in 2011 to 0.8 million in 2021, declining at an average rate of 1.32% every year.“With local level elections, Nepalis have recognised the importance of voting, and voting from home,” says Baniya. “When all local levels in the country have representation, there is no need for people to remain in Kathmandu.”Analysts point to the rising costs of land and real estate, increased living costs, along with the overseas settlement of entire families as having contributed to the decreasing population growth in Kathmandu Valley.The number of Nepalis moving overseas for non-labour activities, like those seeking permanent residence abroad, are also concentrated in cities within the Bagmati province, says Baniya.Additionally, demographers note that the Covid-19 pandemic might also be a factor in the movement of people out of densely-packed Kathmandu in the last two years for safety reasons.Read also: <a href="https://www.nepalitimes.com/here-now/nepalis-to-stand-up-and-be-counted-next-year/">Nepalis to stand up and be counted next year</a>, Chetan Adhikari“The pandemic likely caused internal migrants living in Kathmandu to return to their home districts, resulting in a population decrease in the metropolitan area,” says Subedi.Some demographic experts say that if there has been an undercount of Nepal’s overall population, and of the numbers living abroad, then all other inferences like average annual growth rate, Kathmandu Valley’s population, and even estimates of the country’s ‘youth bulge’ could be inaccurate.“As far as methodology is concerned, there is room for doubt as to whether enumerators were able to reach every household in the country,” admits   Subedi. “There were many instances of homeowners refusing to give accurate information about family members because of rumours that the information would be used for tax collection.”In Rasuwa, for instance, data shows that 466 more earthquake-affected families received government aid than the number of families recorded in the census. While the National Reconstruction Authority (NRA) has signed grant agreements with 12,307 earthquake-affected families, the census recorded 11,841 families residing across the district north of Kathmandu.Says professor Subedi: “Unless another scientific procedure is conducted, there is little way of knowing about data discrepancies and methodological errors. In the final phase, officials trained in previous sessions will instruct 8,000 census supervisors and 39,000 enumerators during week-long sessions in late April and late May respectively.The data collection will be more comprehensive and detailed, with the use of three separate questionnaires: House and Household Listing, the main questionnaire, and the Community Questionnaire. The main questionnaire with 55 questions will be the longest questionnaire out of any other country that conducts a census, while the Community Questionnaire will be the first of its kind used in a national census.The census will also make more prominent use of technology in the data collection process with enumerators deployed within Kathmandu Valley set to use electronic tablets to record information.Each national census since the first one has shown increased diversity in terms of ethnicity, religion and languages spoken. This year’s census is Nepal’s 12th and because of greater social awareness, inclusion and empowerment, the results are expected to reflect the country’s changing socio-political and demographic landscape more accurately, and add to the country’s linguistic, cultural, and ethnic richness.The first four census from 1911 to 1941 were primarily head-counts conducted to gather data about able-bodied Nepalis who could be sent to fight the British Empire’s wars overseas. The first modern census of 1952-54 was also the first to collect data on languages spoken, and all following census has asked respondents their ‘mother tongue’ and their ‘second language’.The 1952 census put Nepal’s language count at only 44, and the number actually decreased in the three subsequent censuses, to 36 in 1961, then more dramatically to 17 in 1971. In fact, responses to census questionnaires on social demographic data show a direct correlation to Nepal’s political and socio-cultural evolution. For example, the number of languages began to increase from the 1991 census onwards.“Since the restoration of democracy in 1990, there has been a sharp rise in ethno-linguistic awareness among linguistic minorities, including indigenous peoples about their mother tongues,” writes Yogendra P Yadava in the Population Monograph.The <a href="http://archive.nepalitimes.com/blogs/thebrief/2011/09/27/nepals-population-26-6-million/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2011/09/27/nepals-population-26-6-million/&amp;source=gmail&amp;ust=1618706386602000&amp;usg=AFQjCNH25d0c3bd_PGzngduCr1m3tzb0-w">2011 census</a> puts the official number of languages at 123. Of them, 19 are non-Nepali languages, some of which include Arabi, Russian, Chinese, Spanish. However, the National Language Commission has identified eight more languages since its establishment in 2016, and this is expected to be reflected in this year’s count.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce57a9c7e80680e09670ejpeg.jpg" alt="" width="1119" height="822"><figcaption> </figcaption></figure>Yet, even as new languages are identified, some of Nepal’s indigenous languages are in <a href="https://www.nepalitimes.com/here-now/lost-in-translation/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/lost-in-translation/&amp;source=gmail&amp;ust=1618706386602000&amp;usg=AFQjCNGpgoEsPRha7u6Ds9SWg0FHV6X6ZQ">danger of becoming extinct</a>. The 2011 census identified 37 languages having less than 1,000 speakers as being endangered. Among them, the Dura, Kusunda, and Tillung languages have only one speaker each left, and may not even register in this year’s census.“The status of Nepal’s languages and linguistic diversity have reflected well in Nepali censuses only during periods of democracy, and not in times of tyranny and autocracy,” explains Lok Bahadur Lopchan of the Nepal Language Commission. Indeed, fluctuations in the language count correspond with major political upheavals in Nepal’s history.In a bid to better understand Nepal’s linguistic diversity and identify the status of languages spoken, the Commission and CBS have introduced a new question to the language section in the census forms. In addition to ‘mother tongue’ and ‘second language’, respondents this time will also be asked to mention their ‘ancestral’ language.“Because the language of teaching and communication is predominantly in Nepali, the mother tongue for many people across Nepal’s ethnic communities has become Nepali as well. Adding ancestral language to the questionnaire will help us ascertain which languages have lost speakers,” Lopchan explains.In fact, Dilli Ram Dahal notes in his analysis that “dominant groups, such as Newa, Magar and Rai are switching over in large numbers to the Nepali language, not only because it is an official language but also because of their day to day interaction with the Nepali language speaking communities.”“If the respondents answer openly, we might get more accurate data, and there is a possibility that the total number of endangered languages will be double of what it is now,” adds Lopchan.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce57d9c7e80680e09670fjpeg.jpg" alt="" width="960" height="652"><figcaption> </figcaption></figure>Meanwhile, data collection in the census could also be affected by an increasing number of inter-ethnic, multi-lingual families as the country goes through a cultural shift."We are inherently a patriarchal society, so the data about ancestral language might be dominated by the male side of the family in case of inter-ethnic or inter-caste families, even if the first language the respondent has learned is that of the mother’s,” notes Lopchan. “In such cases, respondents might record their father’s language as the ancestral language and their mother's language as their mother tongue. Or, they might have learned to speak only in Nepali for convenience.”Unlike fluctuations in data related to language, the number of Nepalis practising various religions has continued to increase ever since Nepal began to keep faith records in the census of 1952/54. The 1952 census recognised only three major religions: Hindu, Buddhist, and Islam. Jainism and Christianity were added to the census in 1961, Kirat in 1991, Sikh and Baha’i in <a href="http://archive.nepalitimes.com/news.php?id=8345#.X6oMhi8RoWo" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D8345%23.X6oMhi8RoWo&amp;source=gmail&amp;ust=1618706386602000&amp;usg=AFQjCNHiGzP6IHzsdfSl1d-rW4IeZK7QuA">2001</a>, and Bon and Prakriti Dharma being the latest additions in 2011.However, even as the absolute number of Nepalis practising various religions increase, the percentage of Nepalis who identify as Hindu has declined over the years from 89% to 81% of the total population. Meanwhile, the percentage of Nepali Christians has continued to increase from zero in 1952 to 1.4% of the population in 2011.The gradual decline in the percentage of Nepal’s Hindu population has brought to the forefront conversations about religious freedom after the country became secular, but has also been a cause for concern about religious conversion and proselytisation by western and Korean Evangelical groups in recent years.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce5809c7e80680e096710jpeg.jpg" alt="" width="1125" height="800"><figcaption> </figcaption></figure>Revealingly, the 2011 census showed that the number of Nepalis identifying as Christians was 85,000 in urban areas and almost 290,000 in rural areas.‘As most of Nepali people live in rural areas, it is natural that there are more people following a particular type of religion in rural areas. But it also gives a strong message that rural people could be motivated more easily to change their religion if external factors play a role in following their religious faiths or values,’ writes Dilli Ram Dahal in the Population Monograph.This also raises concerns about how individual respondents might hesitate to be forthcoming about their religious identity due to a pressure to say they belong to the same faith as their family members, or fear of ostracisation if they admit to following a different religion. But census officials do not believe these issues will affect the accuracy of data this year.“Religion is an individual choice, and as such, respondents are free to disclose their religion regardless of family or ethnic background,” says Tirtha Raj Chaulagain of the CBS. “Our enumerators are trained to ask questions individually to each member of the household, so we anticipate little error in data as far as religion is concerned.”CBS has identified 10 major religious groups from the previous census, in addition to having an ‘others’ section. Yet even as data and discourse around religious diversity have increased, there is a distinct lack of conversation surrounding individuals who might be atheist or agnostic. This can be attributed to the intricate links between religion, culture and tradition in Nepali society that informs the everyday lives of Nepalis. Additionally, the reluctance to be open about one’s religious identity might also extend to a disinclination towards disclosing the absence of any religious faith.“While we do not have a section for such individuals, we do have an ‘others' section, where respondents are free to specify that they do not identify with any religion,” says Chaulagain. “The fact is, if enough respondents had previously specified being atheist or agnostic, we would have coded and categorised it immediately."<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce5839c7e80680e096711jpeg.jpg" alt="" width="960" height="636"><figcaption> </figcaption></figure>Even though an individual or community’s ethnic identity is intricately tied to a sense of linguistic and religious belonging, caste and ethnicity were only included for the first time in the 1991 census, 40 years after Nepal began to keep records of language and religion. Sixty caste or ethnic groups were identified in the 1991 census, 100 in 2001 and 125 in 2011.“The rise in the consciousness of identity, and the consequent desire to project one’s group as distinctive and unique, has also contributed to the increase in the number of caste and ethnic groups,” writes Pitambar Sharma in his 2014 analysis of the 2011 census, <a href="https://soscbaha.org/wp-content/uploads/2019/11/some-aspects-on-nepals-social-demography.pdf" target="_blank" rel="noopener noreferrer">Some Aspects of Nepal’s Social Demography</a>.In fact, rising ethnic awareness and openness have resulted in a sharp population increase of some ethnic communities like the Kami and Badi that previously went underreported. The Kami population increased by 40.4% from 2001 to 2011, going from almost 0.9million to more than 1.2 million. Meanwhile, the Badi population went from 4,893 in 2001 to 38,603 in 2011, increasing by 678%.“In the case of Kami, many of them had concealed their own caste identity, putting down a surname of either the high-caste Hindu groups or simply reporting themselves as Dalit, without identifying their own caste in the 2001 census,” writes Dilli Ram Dahal. “Recording of Badi was also the same in the 2001 census. Many of them simply put their family name “Nepali”, and later the CBS labelled them as Dalit or unidentified Dalit.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110121148/636ce5869c7e80680e096712jpeg.jpg" alt="" width="960" height="626"><figcaption> </figcaption></figure>Indeed, ethnic and caste groups counted in the ‘other’ category have also decreased over the years, with the numbers going down from more than 800,000 in 1991 to a little more than 100,000 in 2011. This signifies that CBS has been collecting more accurate data and is becoming more inclusive and aware of Nepal’s diverse ethnic landscape.Meanwhile, internal migration has led to depopulation in the mountains and hills of Nepal in the last decade, with people moving South to the Tarai in search of better opportunities. 'Ethnic groups who have moved away from their native areas were more concentrated in the Tarai areas adjoining their hill habitats,' writes Pitambar Sharma in his analysis. This has made the Tarai more ethnically diverse and more heterogeneous than the hill and mountain populations. Nepal to conduct census amidst Covid-19 surge

The <a href="http://archive.nepalitimes.com/news.php?id=8345#.X6oMhi8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D8345%23.X6oMhi8RoWo&amp;source=gmail&amp;ust=1605067342815000&amp;usg=AFQjCNGZZ9DB4WTsI83an4wR3JmsNg9zCg">2001 census</a> put the population at 22 million, and the <a href="http://archive.nepalitimes.com/blogs/thebrief/2011/09/27/nepals-population-26-6-million/" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2011/09/27/nepals-population-26-6-million/&amp;source=gmail&amp;ust=1605067342815000&amp;usg=AFQjCNGyaAv2SCNWIVpYJQf8dR_jh5qLJQ">last census in 2011</a> had shown it to be 26.6 million. Next year’s count will likely total Nepal’s population to have crossed 30 million.Nearly 110 years ago, when Prime Minister Chandra Shumshere Rana ordered the census, the intention was primarily to find out how many able-bodied men there were who could be conscripted into the military, or offered to the British Army’s Gurkha brigades.<a href="https://www.nepalitimes.com/banner/nepal-in-the-2020s/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepal-in-the-2020s/&amp;source=gmail&amp;ust=1605067342815000&amp;usg=AFQjCNFbp7tKahVnJABcebFf5cY1dZ3Wlw">The 2021 census</a>, the first under a federal system, will try to find out how many of the estimated 7 million households in the country today have family members working abroad, gauge their living standard, and probe local conditions.The <a href="https://cbs.gov.np/" data-saferedirecturl="https://www.google.com/url?q=https://cbs.gov.np/&amp;source=gmail&amp;ust=1605067342815000&amp;usg=AFQjCNECpkvaciSP64_MX2T2GB-fYnlKZQ">Central Bureau of Statistics (CBS)</a> is hoping that the Covid-19 crisis will have subsided enough for 43,000 enumerators to fan out across the country from 8-22 June, 2021 interviewing every household and digitally count not just the number of Nepalis, but also find out their socio-economic status.“We conducted a pilot census this year during the pandemic, and we know what to expect. Even under present conditions we will be able conduct a complete census, observing all necessary precautions,” said Nebin Lal Shrestha of the CBS, speaking at a webinar organised by the Society of Economic Journalists of Nepal on Monday.With 210 days to go, the countdown has begun. The Bureau has a packed timetable of training events, setting up census offices in all provinces, districts and local municipalities. Unlike in past census, when teachers were deployed as data collectors, this time the CBS put out vacancy notices to select them.The national census has been <a href="http://archive.nepalitimes.com/news.php?id=8067#.X6oMxC8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D8067%23.X6oMxC8RoWo&amp;source=gmail&amp;ust=1605067342815000&amp;usg=AFQjCNGcmrq3PuwIv8NZ1KxgwXlZyc7uLA">held every 10 years</a>, and for the first time this year’s survey will also provide accurate statistics on household property, livestock, profession, migration, income, skilled human resources, access to banking services, health and education status.Next year’s survey will cost Rs4.5 billion and will have 25 questions in the first part for household data, and the main questionnaire will have 55 questions which will be answered collectively on issues like drinking water supply, electricity, mobile phones, vehicle ownership, property with female ownership, family members abroad and the work they do. The questionnaires will also probe ward-by-ward agricultural statistics about production, markets, income, etc.The census will also collect data on age, languages spoken, religion, gender, education status, health conditions, and other personal parameters. The 2011 census counted 123 languages spoken in Nepal, including endangered ones like the Kusunda which had only 28 speakers left ten years ago. That number is now down to two.There will also be a census of buildings, how many are old and new, and differentiate what they are used for. It will include a community survey, one of the first in the world, to access availability of government services, <a href="https://www.nepalitimes.com/banner/disastrous-management-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/disastrous-management-in-nepal/&amp;source=gmail&amp;ust=1605067342815000&amp;usg=AFQjCNHkrb2yNTpK34_cARmg2vQWwvlsxw">disaster preparedness</a> and access to natural resources.The census results are expected to show improvements in school enrolment, a lower fertility rate, and population growth rate, and income. The census may also show that Nepal’s ‘youth bulge’ on its population pyramid will be wider. But there may be some indicators, like the sex ratio and migration, that may show lack of progress.A census is important to update data from the 2011 exercise on the country’s demographic profile so that planners can chart out priorities and a future course. The census will cost Rs4.5 billion and employ 43,000 enumerators.“Previous censuses only went down to the district level, and enumerators used two forms: a short form for every household, and a long form used on every eighth household,” says Bijay Thapa of the United Nations Population Fund (UNFPA), which is collaborating with the government on the census. “After federalism, local governments also want disaggregated data and we will have detailed information on every household.”Next year’s exercise will also count the number of old and new buildings and note whether they are residential, official, commercial or unused. Activists say there are 900,000 <a href="http://archive.nepalitimes.com/article/nation/Night-and-%20Day,3145">LGBTI people in Nepal</a>, but the 2011 census showed only 1,500 so the figure was not included in the results.“This time they want more detailed questions to reflect their diversity, but we think it is better to do a separate survey,” says Lamichhane. “Various castes and ethnicities are also demanding to be included, but we will only do so if recommended by relevant government bodies.”Going by past trends and other sample surveys, experts have already projected results of the 2021. Nepal is expected to continue showing improvements on most indicators, including birth rate, population growth, health and education. However, they say some indicators, like the sex ratio and migration, may not show progress.One of the reasons Nepal’s <a href="https://www.nepalitimes.com/here-now/migrating-males-and-population-decline/">population growth rate is low is because of the absentee population</a>: 1.92 million according to the last census. And there is no reason to believe that the percentage of migrants will decrease or even stabilise in next year’s count. However, internal migration is expected to slow because of more education and employment opportunities at local levels.Nepal’s current sex ratio is 94 males per 100 females,<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a66f59c7e80680e0599b2jpeg.jpg" alt="" width="461" height="500">and the sex ratio at birth is 106 males per 100 females. This is considered normal, since there are usually slightly more male children born than females, but females tend to live longer.“Female foeticide is growing even though it is illegal. The next census may show a greater ratio of male babies born to female ones, and we estimate the sex ratio at birth to rise to 110 males to 100 females. Additionally, the national average may hide greater discrepancies in certain districts or cities where female foeticide is more rampant, and we need to watch out for that,” explains Tirtha Tamang of UNFPA.Demographic indicators like birth, fertility and death rates are all set to decrease, which means that Nepal’s population growth rate will continue to slow. The 2021 census is likely to show a wider ‘youth bulge’ in the population pyramid. Although this provides a ‘<a href="http://archive.nepalitimes.com/article/editorial/editorial-reaping-demographic-dividend,3621">demographic dividend</a>,’ with a bigger workforce that could lead to a development boom, Nepal must be able to cash in on this window of opportunity in the next 10 years. Given the current quality of governance, experts doubt it will happen.Nepal’s youth advantage will last till 2047. After that, the country will be grappling with the complications of <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/need-to-prepare-for-ageing-society,3624">an ageing society</a>. In fact, Nepal will start losing some of its youth power about 2028, when the population over 65 will be more than 7%. The next decade is key for Nepal to use its demographic dividend to provide jobs at home and boost economic growth.Despite improvements in education, health, life expectancy and income, the country may not be in a position to make the best of its demographic dividend because of the skewed sex ratio caused by <a href="https://www.nepalitimes.com/latest/irresistible-forces-wage-differentials-and-demographic-trends/">outmigration</a>. According to a report by the National Planning Commission, the country sorely needs to invest in policies that make the best of the potential of youth.Says Lamichhane at the CBS: “If young Nepalis at the peak of their abilities <a href="https://www.nepalitimes.com/banner/migration-certificate/">continue to leave the country</a>, then Nepal will not make great strides in development. In the next decade we need policies to modernise agriculture and improve infrastructure if we want to retain our youth and have them contribute to the country.”<h2>21 of Nepal’s most endangered languages</h2>When Nepal’s last census was published in 2011, language became one of the most hotly-debated indicators. Many doubted that the census accurately reflected the status of Nepal’s languages. This time, the Language Commission is working with the Central Bureau of Statistics (CBS) to make a more comprehensive tally.The 2011 census counted 123 languages spoken in Nepal, including foreign languages like English, French, Spanish and Chinese. Also, there was a belief that many people who had forgotten their ancestral language nevertheless registered those languages as their mother tongue, leading to higher numbers of speakers of <a href="https://archive.nepalitimes.com/article/nation/Mind-your-languages,133" target="_blank" rel="noopener">endangered languages</a> registered than in reality. The Kusunda language, for example, has only two speakers left, but the census records 28.“The languages should be categorised as foreign and native to Nepal, so that we don’t count European languages as our own,” says Bharat Tripathi of the Language Commission. “Also, the last time there were only two questions asked about language: <a href="http://archive.nepalitimes.com/news.php?id=13412#.XftV_JMzaUk" target="_blank" rel="noopener">mother tongue</a> and second language. This time we want to change that to: mother tongue, second language and ancestral language.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151124/636a66f79c7e80680e0599b3jpeg.jpg" alt="" width="1500" height="947">While the CBS is still debating these suggestions, it has agreed to include six more languages newly catalogued by the Language Commission, bringing the total to 129. “We investigated Rana Tharu, Narafu, Chum, Nubri/Lharke, Poike and Serake languages in the past year. Through linguistic methodologies, we have established that they are distinct languages,” says Tripathi. “This year we have received claims from speakers of Marek Yakhya and Walung languages in Taplejung — we are in the process of investigating them.”These languages are usually spoken by very few people, and are added to the list of endangered languages. The commission has identified 37 languages spoken by fewer than 1,000 people, and placed 21 of them on that list, but there may be many more hidden among less populous communities. The commission is working to document these 21 languages by collecting their grammar, determining their alphabets, writing their language histories and documenting the available folklore.It is doubtful if all of the 129 languages will survive even till the census in June 2021. But most certainly many will be gone by the 2031 census.

Nepal in the 2020s

The daily 10-hour curfew at Tribhuvan International Airport from 8 November that will last five months has affected tourism during Nepal’s peak season, with some hotels and trekking agencies here reporting cancellations into spring next year. The reduced hours at Nepal’s main aviation gateway till 31 March means that a third of all flights have been cut. This has also caused ticket prices to surge by up to eight times of normal fares. For example a Kathmandu-Delhi ticket that used to cost Rs12,000 is now listed at Rs50,000, and even then seats are not available.&nbsp; “Especially if they are here to trek, change in flight dates can cause tourists to miss their connections,” says Jagan Timilsina, who runs a trail running and outdoor education business. &nbsp; Pokhara is feeling the brunt as hotels report last-minute cancellations for November because of flight disorders. Some hoteliers also say although there have been some cancelled trips, most itineraries have been rescheduled.&nbsp; Hari Prasad Sharma Gaire of the local chapter of the Hotel Association of Nepal says the Kathmandu airport closure should have been timed for the off-season. He told us: “Starting construction during the peak tourist season was a mistake and will cause the tourism industry to lose a lot of business. The upgrade could have been spread out over a longer time but closed for fewer hours at night so that disruption was minimal.”&nbsp; Nearly a third of the 1.2 million tourists who visit Nepal annually come to Pokhara, which is also the gateway to Mustang, the Annapurna treks and pilgrimage tourism to Muktinath. Located by scenic lakes with a range of adventure sports like hot air ballooning, paragliding, canyoning, bungee and ziplines, Pokhara is also popular among diaspora Nepalis. “Besides its own attractions, Pokhara is really the hub for central Nepal, and we have been trying to get visitors to extend their stay here,” says Timilsina, who started out as a trekking porter and rose up the ranks to be an expedition guide and entrepreneur. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60.jpg" data-media-id="editor_0" data-image-id="2024111603114_0e071ce63ea9b0a9a7ee76f8c3cea0ff08c6767c41dd09f6bc4413d2db067a60" data-rendition-name="original" width="3500" height="2333" loading="lazy" alt="Pokhara's tourism woes NT"> <figcaption>Tourist arrivals in Pokhara have slumped since the disruptions at Kathmandu airport due to upgrading work. Photo: KRISHNA MANI BARAL/NEPALI TIMES ARCHIVE</figcaption> </figure>  Even without the Kathmandu airport closure affecting tourist arrivals, Pokhara was already suffering from a decline due to many factors like the poor state of the Prithvi Highway, the shortage of luxury accommodation for high-end tourists, and the reluctance of international airlines to start direct flights to Pokhara despite an expensive new airport that was inaugurated two years ago.&nbsp; “There was a lot of initial excitement on the construction of the international airport,” says Timilsina, “but it hasn’t delivered as expected due to politics. People have invested in nearby businesses, and have faced losses.” India has blocked direct flights from its cities to Pokhara because the facility was built by a Chinese company. Although tourists and pilgrims from India hit record levels this year, the poor state of the highways and the Indian bus accident on the highway to Kathmandu in July that killed 27 pilgrims from Maharashtra state dampened arrival figures. Gaire says, “While tourist arrivals to Pokhara are now approaching pre-Covid levels, we haven’t seen the improvement we were expecting. We need a better marketing strategy. What are our embassies abroad doing?”&nbsp; Indeed, Pokhara used to be a favourite destination for Chinese tourists. There was a boom in arrivals from China before Covid, especially after a popular Chinese tv serial was shot on location here. But arrivals from China have not really recovered since the pandemic because of the economic slowdown there. Promoting Pokhara airport to handle direct flights from Chengdu or Kunming could revive Chinese arrivals.&nbsp; Nepal’s Civil Aviation Authority (CAAN) has used the Kathmandu airport closure as an excuse to arm-twist international airlines to start flying to Bhairawa, which has barely been in operation for two years since it was inaugurated. So far, Fly Dubai, Thai AirAsia, Jazeera and Qatar are flying to Bhairawa, but most use it as a hop before flying on to Kathmandu, which does not reduce congestion at Kathmandu.&nbsp; An ideal situation could have been to get Pokhara to run to full capacity while Kathmandu is partially out of action. Pokhara entrepreneurs are puzzled why the CAAN and the national government have not taken more interest in promoting Pokhara as an alternative to reduce the congestion in Kathmandu. Nepal’s football team that was flying to Dushanbe this week couldn’t get tickets via Delhi, and took a domestic flight to Bhadrapur, crossed over to Bagdogra and flew on to Delhi to catch their flight to Tajikistan.

Pokhara’s tourism woes

An excerpt of a conversation between an anthropologist and linguist Mark Turin, PhD and Lava Deo Awasthi, PhD, the first Chairperson of the Language Commission of Nepal. Nepali Times: What is the role of Nepal’s Language Commission and when was it formed? Lava Deo Awasthi: The Constitution of Nepal (2015) created a Language Commission (LC) with the following four core mandates: (a) to develop eligibility criteria for gaining status as an official language and offer recommendations to the Government of Nepal about the official language(s) in each province; (b) to offer recommendations to the Government about measures to be taken for the conservation, promotion, and development of languages; (c) to suggest possible ways of using mother tongues in education by assessing their stage of development; and, (d) to conduct studies, carry out research and perform monitoring functions about the response to the constitutional provisions for the federalisation of languages in Nepal. The Commission was founded in 2016 and I was appointed as the Chairperson of the Commission in September of the same year by the Cabinet of Ministers. What in your own professional and educational background helped to prepare you for the role? I have worked with the Government of Nepal for about 30 years, alongside holding teaching appointments at universities in Nepal. Prior to assuming the role of the Chairperson of the Commission, I served as permanent Secretary to the Government of Nepal and worked as the Chief Administrator of the Central Development Region. I was appointed as Director General of the Department of Education and completed my assignments as Joint Secretary at the Planning, Monitoring and Educational Administration Divisions of the Ministry of Education.&nbsp; In addition, I have taught courses as a visiting professor at Tribhuvan University and Kathmandu University for more than three decades. Later, I also started supervising MPhil and PhD students at the Far Western University in Mahendranagar, Kanchanpur. My PhD project from the Danish University of Education was dedicated to making sense of Nepal’s social construct and commitment to multilingualism, exploring the persistence of monolingual school practices in the face of constitutional promises and state commitments to multilingualism. I conducted a survey of Nepal’s languages and carried out a qualitative study of the Tharu language in the district of Bardia. I analysed language policy statements and explored classroom pedagogies in schools. I documented how teachers showed a tendency to resist change and maintain the status quo because they were not consulted when new educational language policies were introduced. Teachers also exhibited a deeply-held adherence to the Gurukul education system which appears to have been harnessed as a way to resist newer pedagogical ideologies imported from the West. Recognising how engrained these rich traditions of knowledge transmission are, I wanted to know how students’ engagement in the learning process appeared to have dwindled, creating a gap between children’s home languages and the language(s) of the school. Whilst statutory provisions for education in the mother tongue were oriented towards promotion, classroom pedagogies remained resolutely monolingual and exclusionary. The result was that multilingual education policies that had been introduced in Nepal did not result in meaningful changes in classroom practices. My research was also a reflection of childhood traumas I had experienced at the earliest stage of formal education. My home language, Baitadeli, has a strong oral tradition and no written literature. English is my fifth language in terms of exposure and competence, and my home district of Baitadi is well-known for its loyalty to the local language. I had to drop out of school after completing my sixth grade. Staying at home, I received much attention from my family and had much greater exposure to my native language, culture and environment. My overall impression is that dropping out of school had a surprisingly positive impact on my life. The opportunity offered a surprising dividend for me as I gained mastery in my mother tongue and received extensive exposure to folk literature and Indigenous knowledge and survival skills, cultivating my interest in language, culture, literature and local cosmologies.&nbsp; Now that I reflect on it, I appreciate how language has always played a key role in my life. I grew up in a multilingual environment: brought up with Baitadeli, Hindi, Sanskrit, Nepali and English. Language played a major part in my decision to leave school and my later success is closely linked to my competence in several languages. It was rewarding to be at home with my family as I deepened my understanding of native language and culture, which in turn helped me to harness and refine my art of living. Languages matter so much to me because they are both software and hardware. Later, when I was in secondary school, I realised that my command of my home language contributed significantly to enhancing my Nepali and English. I used my mother tongue as a form of linguistic capital to strengthen my competence in both English and Nepali.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a.jpg" data-media-id="editor_0" data-image-id="2024111811110_5400ba54792bf9e4854e1c1effde8bf09804e99647f23513700b450cc49adc4a" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Dr Lava Deo Awasthi"> </figure>  In your term as the Commission’s first Chairperson, what were your strategic goals and objectives? My first strategic goal was to create an environment conducive to implementing the provisions of the Constitution of Nepal in relation to language. My priority was to prepare a detailed action plan for my six-year tenure in consultation with language stakeholders, including language experts, professionals, activists, Indigenous community members and representatives of relevant national and local-level institutions. The Commission formed a body of high-level advisors to ensure that the Chairperson’s work was well-informed and credible. The advisors to the committee had highly visible professional and social reputations in Nepal and had much experience in the field of language conservation, promotion, research and development. Another strategy we adopted was to establish close institutional linkages with federal, provincial, and local level governments for collecting opinions and disseminating information widely.&nbsp; What critical issues did you have to consider while discharging your duty? When Nepal’s new Constitution was drafted, a number of concerns could not be adequately addressed. These related to the conservation of languages, the recognition of official languages at the provincial level, and the use of mother tongues at federal, provincial, and local levels. These unresolved issues and matters pertaining to the federalizsation of Nepal’s languages were passed on to the Language Commission to address and resolve.&nbsp; Regarding the recommendations for official languages, a five-year timeline had been set by the Constitution. With great effort, we succeeded in having all provinces agree to recognise their official languages as per the recommendations of the Commission.&nbsp; What were your greatest achievements during your term? One of the greatest achievements was that we succeeded in setting a language agenda at all levels. Nepal’s language communities and other stakeholders expressed the view that this was the first time their languages were recognised and their voices heard by the state. People participated in debates and discussed issues relating to language that in all likelihood had never before happened in their lifetimes, at least not in ways that were supported by the state. We encouraged people to speak in their own language(s) and provided translators during plenary sessions and group discussions. Another major achievement was developing criteria for the status planning of languages at federal, provincial, and local levels, and to recommend 11 province-level official languages, in addition to the Nepali language. Similarly, a notable achievement was recognising Indigenous languages spoken by smaller communities, all of whom faced ongoing marginalisation and high levels of endangerment. The Commission identified 9 new languages that had not been reported in the 2011 census, and provided a framework for recognising official languages within a municipality. The commission emphasised the need for documentation and digitisation of languages for developing corpora and archives at national and sub-national levels.&nbsp; Languages of historical importance as well as classical languages were given recognition for their protection, growth, and development. Recommendations were made for the conservation, promotion and development of Nepal’s marginalised languages that are threatened by majority languages and for those languages that hold particular power at local and global levels. Recommendations were also made for how best to safeguard Nepal’s languages from the ever-growing spread of English and other powerful, globalising languages.&nbsp; A further important aspect of the Commission’s work was to emphasise mother tongue medium instruction in schools across the nation. Recognising the role of language in children’s cognitive, socio-emotional and academic development, the Commission suggested strategies for linking schools with ward-level language clusters for use in the classroom. The importance of nurturing and respecting a child’s first language was reiterated in the Commission’s recommendations for children’s learning and all-round development. By the end of my term, a remarkable change could be observed in terms of building trust within and across Nepal’s diverse language communities. A network of language groups and stakeholders across the country proved to be a powerful way of bringing all language communities under one roof for a collective review of and response to the process of federalising language policy. The many language stakeholders across Nepal appreciated the opportunity to work within a coordinated framework, and—feeling empowered by this—seemed genuinely enthusiastic about the initiatives taken by the Commission.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab.jpg" data-media-id="editor_1" data-image-id="2024111811114_b45297fdd2fedf17bdb6313e495a1062c0d87f1a19fa5349f871f220b75f93ab" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Dr Lava Deo Awasthi NT"> </figure>  What were the most significant challenges for you as Chairperson? One of the major challenges was winning people’s trust in advocating for the mission of the Language Commission. I faced considerable resistance as I sought to emphasise the use of native languages in families and communities. While the Commission advocated for multilingualism and promoted linguistic diversity, the prevailing policy circles and central level institutions had been deeply influenced by a one-language discourse and ideology of Nepali only. The spread of English also poses a huge threat to Nepal’s languages. However, people in power do not seem to see this as a problem. They tend to abandon their own languages in preference for English. The way that Nepal’s municipalities are increasingly introducing English as a medium of instruction at the earliest stage of a child’s school-based education has proven to be detrimental to their cognitive development, socio-emotional wellbeing and academic success. Most of Nepal’s elites have been heavily influenced by the spread of English and remain unaware about its impact on their home languages as well as on the inter-generational transmission of Indigenous languages in the country. I wish that we could have produced more compelling evidence to show the consequences of making poor policy choices for our children’s education. Demystification calls for a collective response. To make change happen across this entire, complex and federalising country was daunting work and left like a race against time. I feel that I could have done more to offer concrete examples in favour of using the mother tongue as a medium of children’s education at the earliest stages of a child’s education. What do you see the Language Commission achieving in the next 5-10 years? The Language Commission will have to ensure that all of its key recommendations are implemented at all levels of government. In 10 years’ time, all seven of Nepal’s provinces will have their official languages in place. These languages will also be recognised as languages of federal business, alongside Nepali. I anticipate that all official languages in the federal and provincial systems will have a national portal for inter-language corpora using machine translation to fulfil their federal, provincial and local level language functions, and that all languages spoken in Nepal will be represented through a digital database in the national archive. The Office of Statistics will monitor the status of Nepal’s languages over time. By the end of the next decade, each municipality in the country will have recognised one or two official languages at the local level, based on speech populations. Other local languages will have received community-level legal recognition and official status to fulfil their functional roles. Languages that are highly endangered or at risk will be entitled to receive state grants for enhancing local level capabilities to encourage families and young learners to speak the language. Incentive schemes will be introduced in municipalities that promote language within the family and at home. Inter-generational transmission of languages will have received welcome and timely attention across Nepal. It is my hope that all schools—public and private—will have introduced mother tongue medium instruction at the earliest stage of school education, at least up to class five. Nepali, English and other national as well as classical and foreign languages will be taught as subjects. The existing policy of English medium education at the early stage of education will be abolished. The Government of Nepal will be held accountable if the number of speakers of any language decreases or if local communities face language loss and greater endangerment. Under the aegis of the Language Commission, a Centre for Language Research and Innovation will be created with world-class facilities for language documentation and archiving in collaboration with Tribhuvan University’s Central Department of Linguistics and other relevant institutions. Harnessing the vastness of Nepal’s linguistic diversity, the Language Commission will morph into a centre of excellence for national and international communities to engage in collaborative language research, to share experiences and document best practices at in service of global linguistic diversity and Nepal’s many Indigenous languages.

Languages are both software and hardware

Earlier this month, Nepal received Rs1.6 billion from the World Bank as part of its <a href="https://nepalitimes.com/news/will-nepal-ever-be-paid-for-saving-trees">Forest Carbon Partnership Facility (FCPF)</a>, rewarding the country for increasing its carbon sink capacity. Nepal is the first in South Asia to benefit from this facility, and it is specifically to recompense the country for increasing forest cover in 13 Tarai districts between 2018-2024. “We are also trying to get another Rs13 billion from the facility while also preparing for free market-based carbon trading in the international market,” says Nabaraj Pudasaini of the REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries) Implementation Centre. Big emitters of greenhouse gases are under pressure to reduce their carbon emissions, and many have signed agreements to do so by investing in decarbonisation projects in developing countries. Countries that emit more than a specified amount of carbon would be able to buy emission rights from countries that emit less. Nepal is internationally known for its community forestry program which has been largely credited for <a href="https://nepalitimes.com/banner/tree-mendous">increasing tree cover to over 45%</a> in less than three decades. But this achievement had not been adequately recognised or rewarded internationally before. Forests, especially in the tropics, absorb and store large amounts of carbon while releasing oxygen in a process known as photosynthesis. <a href="https://www.fao.org/forest-resources-assessment/en/">Preventing deforestation</a> and increasing canopy cover is considered a much more achievable goal than reducing emission in the scale necessary to limit global average temperature to 1.5°C above pre-industrial levels. COP11 in Montreal in 2005 first proposed reducing carbon emissions by improving forest quality by halting degradation. By 2015, a new mechanism of financial assistance was created to help less developed countries with sustainable management of forests <a href="https://www.un-redd.org/">(called REDD+)</a>. Under this new mechanism, countries receive aid based on their efforts to prevent forest degradation and increase carbon sink, and in 2021 the World Bank was entrusted with implementing it. Nepal’s FCPF receipt this month was calculated on the basis of 2.4 million tons of carbon stored at a rate of $5 per ton. In the second phase, Nepal will receive more than Rs4 billion within the next year for storing an additional 7 million tons of carbon. Eighty per cent of this amount obtained from carbon trading needs to be spent on local beneficiaries and indigenous communities.&nbsp; But carbon trading is not easy, Nepal needs to prove that protected forests will not be destroyed in future.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16.jpg" data-media-id="editor_4" data-image-id="20241121091132_c8a381c9a95aa86fec558951650d97bb87914741f01766982ba2b086af001f16" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="Greenbacks for greenery NT "> <figcaption>Photo: KUNDA DIXIT</figcaption> </figure>  Explains carbon trading expert Yugan Manandhar. “Forests should be handed over to the community and shown that they are managed sustainably. Proving this will be particularly challenging; forest encroachment and degradation is rife in the Tarai.” <a href="https://nepalitimes.com/multimedia/nepal-is-going-up-in-smoke">Deliberate forest fires</a> have also added to the challenge because they increase carbon emissions and reduce the sink capacity of forests. The basis for the amount that Nepal received was set five years ago by calculating the carbon reserves of forests in the 13 Tarai districts. In the meantime, sustainable forest management, tree plantation, forest destruction and erosion control were prioritised to increase carbon reserves in those forests. Nepal is signing another carbon trading agreement during the ongoing Baku climate conference. The <a href="https://www.leafcoalition.org/">Lowering Emissions by Accelerating Forest finance (LEAF Coalition) </a>proposes to sell the carbon stored in the forests of Bagmati, Gandaki and Lumbini provinces. For this, Nepal signed the letter of intent three years ago at COP26 in Glasgow. The target is to store 70 million tons of carbon in 32 million hectares of forest in the three provinces per which Nepal will receive Rs13 billion in four years at $10 per ton with provisions to increase the rate if various conditions are met. However, the agreement in itself doesn’t guarantee the amount. According to the targets set by Nepal, forest degradation should be stopped and carbon reserves increased by protecting tree cover. Preparations are also underway for clean air carbon trade because it has offset fossil fuel use by introducing 30,000 electric vehicles. Nepal has been selected for the first round to receive $40 million within one and a half years through the Clean Air System of the World Bank. Given that most of Nepal’s energy mix is from biomass, replacing them with electric stoves can significantly improve health by reducing indoor pollution as well as strengthen the country’s capacity for carbon trade. “Nepal's goal now is to sell carbon in the free market where carbon credits are bought and sold based on supply and demand in an open and transparent manner,” adds Pudasaini of the REDD Implementation Centre. “Nepal can now set its own price and bargain with interested buyer countries and organisations.” Lately, India has been discussing setting up a carbon market. Nepal has exported Rs12.72 billion worth of electricity to India so far this fiscal year, which can be traded under Nepal’s carbon market. “Carbon trading can create significant economic benefits for Nepal, which will help reinvest in development and environmental protection projects,” says Manandhar. “But we must prioritise sustainable management of forests, cutting older trees and allowing regrowth as well as promoting electric stoves and electric vehicles.”

Greenbacks for greenery

Nearly 750,000 Nepalis went abroad for employment in the past year, and more than 100,000 left on student visas. Most of them were young Nepali men and women, and the number has been increasing every year. As with other sections of society, Nepal’s security agencies also face a recruitment crisis. Nepal Police opened recruitment for 64 inspectors in September, and received 2,239 applications, compared to 2,718 candidates last year. Police also invited candidates for 256 assistant sub-inspectors this year for which it received 17,756 applications – down from 19,932 last year. It is the same story in the Nepal Army, the number of applicants for the post of Officer Cadet (Second Lieutenant) went down from 6,144 for 400 open seats in 2019 to 4,390 in 2020. Meanwhile, applicants in the paramilitary Armed Police Force went down from 857 applications for 75 posts in 2021 to 536 applicants for 99 posts last year. While the number of applicants appears higher than the demand, the data shows a significant decrease in applications for vacancies in Nepal’s law enforcement agencies. Security personnel are recruited on the basis of rank and age in Nepal, and the age cutoff for entry into Nepal’s security agencies is typically 25 years. Sociologist and migration expert Ganesh Gurung says that the demographic of young, physically fit Nepalis emigrating abroad in search of better opportunities has impacted recruitment into law enforcement and the military here at home. “The returns from working in Nepal’s police and army are minimal, whereas overseas job opportunities are more attractive,” Gurung says. “The work may be physically demanding abroad, but the pay is a lot higher.”  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f.jpg" data-media-id="editor_0" data-image-id="20241116041148_a7e477e0ee2f56acf16c2559fdb24d8f0377f7bc1f9e56138bc40108fc4fa33f" data-rendition-name="original" width="800" height="534" loading="lazy" alt="Nepal Police"><figcaption>Nepal Police</figcaption></figure>  Nepal Police spokesperson DIG Dan Bahadur Karki agrees that the physical and mental demands of a law enforcement job is incomparable to the income that security personnel earn. “A young Nepali who works in Dubai earns enough to build a home in the village within four years, while a Nepali with the same qualifications and physical ability in a security agency here barely makes enough to survive,” says Karki. “Obviously the youth prefer foreign employment.” Security agencies are now worried about the quality of inducted manpower. “There is a difference in work ethic between an applicant chosen from a competitive pool of 50 candidates versus one chosen from a pool of three candidates,” explains Gurung. “Unmotivated employees hamper the overall performance of the state apparatus.” Nepal Army spokesperson Brigadier General Gaurab Kumar KC says recruitment has not been hampered by outmigration: “We have still been getting more than three times the applicants than there are open posts, so we are not yet worried.” Even so, the passing rates of aspirants have gone down for security forces after the Public Service Commission began examinations for military recruitment in 2015. In fact, the Nepal Army complained about the Commission’s involvement in recruitment. Still, the number of vacant military posts tends to exceed the number of passing candidates. Nepal Army’s KC says that the military will not compromise on intake criteria even if there are fewer passing applicants. “Unqualified persons will not be admitted even if there are less-than-required passing candidates. We will re-advertise if that is the case.” But Nepal’s security forces now also have to worry about retention of existing personnel. About 900 Nepal Army, 600 Nepal Police, and 300 Armed police personnel resign every year before the completion of their tenure.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9.jpg" data-media-id="editor_1" data-image-id="20241116041148_b8cd62f70eea3aac7d3d3778615a5b70b1e20550c9bd76321f051f9c766fd2a9" data-rendition-name="original" width="750" height="378" loading="lazy" alt="Armed police forces"><figcaption>Armed Police Force</figcaption></figure>  In 2020, Home Minister Ram Bahadur Thapa recalled almost 1,000 police personnel who had been deployed for the security of VIPs after long-standing criticism that security forces were being misused to cater to political and bureaucratic leadership. However, security personnel have continued to be assigned to high-ranking officials as glorified housekeepers. In December 2022, Rabi Lamichhane’s Home Ministry had instructed its offices to recall unauthorised security personnel assigned to high-ranking officials, following which 500 officers from Nepal Police and Armed Police Force were withdrawn from their details. But the Nepal Army does not have to follow such rules, and the practice of army personnel serving high-ranking active-duty and retired military personnel remains. Conditions here are dire enough that many active duty officers in Nepal’s military and police forces have chosen to leave their jobs to serve in the Russian Army to fight in the Ukraine war. The hierarchical culture and chain of command of politics, bureaucracy, law enforcement and military has also meant that abuse and mistreatment of subordinates is rife in Nepal’s security forces. “Feudalism is alive and well within our security institutions,” says Gurung. “When soldiers and security forces who swore to protect and serve the nation are made to be at the beck and call of politicians and bureaucrats, it is easy to understand why they are disillusioned with their jobs and why they choose to quit and find jobs abroad.”
