<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230208140216/63e3a17c9c7e80680e0d7084jpeg.jpg" alt="" width="1500" height="1125"/><figcaption>Photos: BISWASH CHEPANG</figcaption></figure>Chepangs are a highly marginalised indigenous group in Nepal with an estimated 70,000 individuals spread across Chitwan, Makawanpur, Dhading and Gorkha districts. King Mahendra during Panchyat renamed Chepangs “Praja”, literally meaning ‘subjects’, which became a preferred last name within the community.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/chepang-and-their-chiuri/" target="_blank" rel="noopener noreferrer">The Chepangs</a> have long lived close to their forest homes, and practiced hunting, fishing, and foraging. But limited opportunities, subsistence farming and a donor-dependent livelihood have meant the people continue to live on the margins. Around 90% of the Chepang people live below the poverty line, earning just $50 per person a year, restricting their ability to seek education, healthcare and other basic necessities.One way to empower this community is through their participation and representation in politics. The good news is there have been constitutional reforms to support, empower and uplift the disadvantaged and excluded segments of Nepali society.Article 18 of the Constitution has a provision related to the right to equality while Article 42 speaks about the right in relation to social inclusion. Article 56 of the Constitution of Nepal 2015 has provisioned federal, provincial and local levels as key power structures of the country, and these three tiers of government can play a significant role in bringing the problems of Chepangs to the fore.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230208140220/63e3a1809c7e80680e0d7085jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>But despite major political changes in recent decades, there has been little improvement in the lives of <a href="https://www.nepalitimes.com/banner/chitwans-bote-people-in-a-changing-world/" target="_blank" rel="noopener noreferrer">indigenous people</a> like the Chepang. The existing extractive national political eocnomy of Nepal has, in fact, become a mechanism for further marginalisation and exclusion for Chepangs, where members of the community are only considered vote banks while decision-making is exercised by socially and economically powerful actors.On the other hand, a lack of critical awareness among larger section of Chepang members specially looking for short term benefit such as cash amounts, foods, relief materials in the lead up the polls will be advantageous to politicians in getting them elected to the office.Political <a href="https://www.nepalitimes.com/latest/including-the-excluded-in-the-bureaucracy/" target="_blank" rel="noopener noreferrer">representation of an indigenous group</a> is one of the pillars of our Constitution, yet the Chepang have not been able to use its provisions for their good. Even during the Panchayat, Jhyapuram Praja was a member of the district assembly in Chitwan for an extended period of time, but was unable to represent Chepang concerns. In the 2017 general polls, two Chepang lawmakers were elected, Gobinda Ram Chepang and Maya Chepang, but they too failed to bring the wider community issues to the rostrum.Similarly, Santa Bahadur Praja served as Minister of State for Physical Infrastructure Development in Bagmati Province. But his responsibilities were constricted as the provinces were yet to formulate their sector laws under the Local Government operations Act 2017. In addition to this, clear functional demarcation among all government tiers for sector operations are not fully established, leading to confusion on executive powers granted to the provincial units by the constitution..In the 2022 elections, <a href="https://www.nepalitimes.com/banner/the-chiuri-boys-of-makwanpur/" target="_blank" rel="noopener noreferrer">Chepangs</a> failed to secure even a single seat in Parliament. They are not even the chair or deputy in any of the municipalities in their home districts. Their political representation is limited to the ward level. Even then, only Chepangs nominated are those elected under the women's reservation quota.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230208140220/63e3a1869c7e80680e0d7086jpeg.jpg" alt="" width="898" height="592"><figcaption> </figcaption></figure>There are currently 12 locally elected Chepangs but most do not know sufficiently about their roles, responsibilities and rights. Govinda Ram Chepang, a former member of the Constituent Assembly who is now a chair of the Nepal Chepang Association even requested job orientation training since most representatives had little or no prior job experience.As such, none of the <a href="https://archive.nepalitimes.com/article/from-nepali-press/First-Chepang-nurse,3143" target="_blank" rel="noopener noreferrer">Chepang</a> representatives are working to solve the larger issues of the community such as funding an undergraduate institution for youths to enroll. All existing colleges are away from their hometown and most are unable to afford a room in the city as well as increased expenses.Similarly, access to easy health care especially for easily curable diseases and pregnancy complications should be the topmost priority as should be market-based employment opportunities for young people. Allowance for senior citizens, people with disabilities and others eligible for government support have to be facilitated.Government apathy has reached such heights that the Chepangs do not have any expectations from the state. They do not know what to ask for, either. It is up to educated people to use various platforms including social media to demand actions from their leaders and in turn, make them accountable.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20230208140220/63e3a1899c7e80680e0d7087jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>Ward leaders should make sure that the voices from the grassroots are heard in the municipality’s planning process. They should be as involved in decision-making, they are agents of change, after all. They cannot be mollified with the tokenistic model of representation which will only serve to strengthen persisting inequalities.Brazilian educator Paulo Freire said inequality is sustained when the people most affected by it are unable to decode their social condition. It is high time to raise critical consciousness among larger Chepang members such that they are able to recognise all forms of injustice and take action against these systems.Only then we can break the vicious cycle of inequality and social injustice.Biswash Chepang is an MPhil Candidate at Kathmandu University. Chepang in Nepal’s politics

It is when these culturally significant species start disappearing that the ways of life of those communities are also threatened — as is happening with <a href="https://archive.nepalitimes.com/article/nation/Chepang-living-edge,3136" target="_blank" rel="noopener noreferrer">Nepal’s semi-nomadic Chepang people</a>.The Chepang live along the Mahabharat sub-Himalayan belt, and their slash-and-burn lifestyle has always been inextricably linked to the versatile चिउरी Indian Butter Tree. But the accelerated destruction of the chiuri has imperilled Chepang traditions, culture and way of life.Known by its scientific name Diploknema butyracea, the Indian Butter Tree is the source of food, fuel, pesticide, fertiliser, cosmetic lotions, and is even given as dowry.Here in the rolling hills of Makwanpur district south of Kathmandu, Ramesh Praja remembers fondly the festive chiuri flowering season in winter, when the entire forest used to hum with bees to the blossoms.<a style="font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/bee-population-in-decline,3613" target="_blank" rel="noopener noreferrer">Honey from hives</a> of chiuri bees are especially delicious, and is said to have medicinal properties. Once they had the taste of chiuri honey, Praja remembers townspeople hiking up to Chepang villages to buy more.By evening, it would be the bats that would fly in to sip the nectar, and pollinate the chiuri flowers. The Chepang also hunted the bats, and it is a tradition in winter for relatives to gather around in the village and feast on tasty barbecued bats, inviting honoured guests.The trees fruit in spring, and it is another important food item in the Chepang diet. The seeds are ground and turned into butter that used to be taken down to the market in Chitwan, where <a href="https://archive.nepalitimes.com/article/from-nepali-press/First-Chepang-nurse,3143" target="_blank" rel="noopener noreferrer">the Chepang</a> bartered it for salt and clothing.The hull from seeds are also used as organic pesticides and fertilisers on crops. Powered chiuri husk was also useful to sprinkle on water to drug fish and make them easier to catch.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131120/637232c69c7e80680e0c48afjpeg.jpg" alt="" width="3000" height="4000"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131120/637232ca9c7e80680e0c48b0jpeg.jpg" alt="" width="1500" height="1125"><figcaption> </figcaption></figure>The chiuri butter had antiseptic properties, and the Chepang rubbed it like a lotion on their chafed hands.“We grew up with chiuri and in the company of bats,” Praja recalls. “The trees are now disappearing, and the bats too are gone.”Ramesh Praja has given up his people’s traditional forest life, and now runs a small shop by a new dirt road that has snaked up to the village. His family now cooks in oil bought at the market, and not anymore in chiuri butter.There are many factors that are depleting the trees: the climate crisis has dried up perennial springs and lowered the water table, chiuri saplings do not take root in the forest as they used to, road construction and expansion of settlements have led to landslides that destroyed the trees that were left. The Chepang themselves have felt that summers are unbearably hot even up in the mountains, and winters are milder. In <a href="https://www.nepalitimes.com/here-now/meanwhile-a-measles-outbreak-in-nepal/" target="_blank" rel="noopener noreferrer">the Chepang settlement</a> of Silinge in Makwanpur, villagers say they now have never-before-seen mosquitos.“Our village is almost as hot as Chitwan now,” says Ramesh Praja.There has been an effort to re-introduce beekeeping, and some Chepang families are in the honey business. But in the absence of the chiuri trees, the bees do not have the special chiuri flowers that gave the honey from here its special taste.“If we could revive the chiuri forest, the honey would be like gold here,” says Motiram Chepang of Silinge.With the trees mostly gone, the Chepang of this area pack their hives into pickups and take them down to Chitwan or Hetauda to graze on flowers there. Besides the transport cost, they also have to pay a hefty rent per hive to let their bees out.Ramesh Praja himself lost about 80 bee hives during the pandemic lockdown when he could not protect his hives that he had taken down to Chitwan from floods. He says, “I lost about Rs800,000. If there had been chiuri trees at home I would not have lost all those hives.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114131120/637232cd9c7e80680e0c48b1jpeg.jpg" alt="" width="3000" height="4000"><figcaption> </figcaption></figure>There was ample potential for the Chepang to promote <a href="https://www.nepalitimes.com/here-now/homestay-brings-locals-home/" target="_blank" rel="noopener noreferrer">homestay tourism</a>, but with the trees gone the culture is not as vibrant and there is nothing to attract visitors.Former ward chair of Raksirang of Makwanpur Singha Lal Chepang says his entire focus now is on protecting the chiuri that are left and to revive the former forests. He recalls that back in the Panchayat-era 50 years ago, the tree was registered as belonging to the Chepang, and people here even had certificates to prove their ownership.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">Nepal’s community forestry</a> laws also protect the Chepang’s right to the trees, but the chiuri is still disappearing from the forests of Makwanpur, Gorkha, Chitwan and Dhading, where about 50,000 Chepang people live.The changing lifestyle of the Chepang has also damaged the chiuri stands. As villagers take to livestock rearing, their goats now graze in the forest and eat up the undergrowth so there are no new trees to replace the old ones when they die.“There used to be a time when each household could harvest up to 1,800kg of chiuri fruit and sell the butter in bulk,” remembers Sancharaj Praja. “Now the trees are gone, there is no more demand for the butter, and people have stopped even picking the fruits anymore.”Some development organisations have tried to help revive the chiuri plant, tens of thousands of seedlings were planted to try to conserve Chepang culture, but the attempts have failed so far mainly because the goats have eaten them up.The trees are not even given as dowry anymore. Says Motiram Chepang: “First off, there are no saplings to give away. But then the children also do not understand the value of their people’s attachment to this tree anymore.”

Chepang and their Chiuri

But that is not the only reason these forested mountains are special: this is also home to the <a href="http://archive.nepalitimes.com/news.php?id=4568#.XKX3EVUzaUk" target="_blank" rel="noopener">Spiny Babbler</a>, the rare bird found only in Nepal (pictured below).Bird Life International and Bird Conservation Nepal have concluded that the Gadi-Siraichuli Forest is an Important Bird and Biodiversity Area (IBA) of international value. The alignment is along the steep forested slope, and locals are worried that it will destroy trees, disrupt water sources and threaten landslides. They have been protesting at Ichyakamana Rural Municipality to stop the road being built on this route.Located at 1,150m, the <a href="http://archive.nepalitimes.com/article/nation/Chepang-living-edge,3136" target="_blank" rel="noopener">Chepang village</a> of Gadi lies at the foot of this forested slope that features a wide variety of shrubs, subtropical mixed broadleaf trees and wildlife. In fact, this is the largest and richest forest of this type remaining in Nepal, with 15 species of mammals, including the endangered Black Giant Squirrel (Ratufa bicolor).The Spiny Babbler (Turdoides nipalensis) lives on terraces built by the Chepang people at the edge of the forest. The Gadi-Siraichuli Forest has one of the highest populations of this rare endemic <a href="https://archive.nepalitimes.com/page/decline-in-birds-of-migration-nepal" target="_blank" rel="noopener">bird in the country</a>.“The road will destroy the forest on the slope that is the main source of  spring water for our villages. How can we live here without water?” asks Ganesh Thapa Magar, a farmer.Another Gadi villager, Suk Bahadur Chepang, agrees: “My home is just below the forested hill where the new road is planned. Landslides in the monsoon will make it too dangerous to live there anymore.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a354e9c7e80680e0482a2jpeg.jpg" alt="" width="684" height="843">Besides these threats, the road will also put the 320 <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/birds-of-passage-Nepal,2921" target="_blank" rel="noopener">bird</a> and 56 butterfly species found here at risk. Members of the Sauraha-based Bird Education Society have been visiting the area since the 1990s, and say it is a treasure trove for nature.Bird species also include the Red-faced Liocichla (Liocichla phoenicea) a beautiful scarlet and brown bird that was thought to have become extinct in Nepal until it was re-sighted in 2016 after 178 years, by watchers from the Bird Education Society and the Nepalese Ornithological Union.Eight of these birds were found at 1,600m on Chisapanitar, close to the planned route of the road. The Red-faced Liocichla has not been found elsewhere in the country, and is listed as critically endangered in the national red list of the <a href="http://archive.nepalitimes.com/news.php?id=5151#.XKX4ElUzaUk" target="_blank" rel="noopener">birds of Nepal</a>.Twenty other threatened <a href="http://archive.nepalitimes.com/news.php?id=2341#.XKX4EVUzaUk" target="_blank" rel="noopener">bird species</a> have been sighted regularly in the forest, including the Little Spiderhunter (Arachnothera longirostra) which is dependent on wild bananas, and the Red-headed Trogon (Harpactesery throcepalus) a beautiful red bird that needs a habitat of trees with a thick growth of climbers and creepers.Until recently, the indigenous Chepang people followed a nomadic lifestyle, living off the rich forests as hunter gatherers. As other ethnic groups migrated here, the Chepang started to take up a more settled life based on subsistence agriculture. But their terraces on the steep slopes do not produce enough food, and the Chepang still depend on wild food from the forest.The new road will run through the prime forest area for wildlife and destroy their homes, as well as disturb the terrace farms.There is an alternative route for the road from Mathillo Kaule to Gadi via Mayatar.  It is a bit longer but would protect the forest and the village water supply.The subtropical broadleaf forests of the Gadhi-Siraichuli IBA are of high quality and are now a rare and declining habitat in Nepal. They support great biodiversity and are an invaluable resource to local Chepang communities. The forest lies at the northern end of the Barandabhar Corridor that links Chitwan National Park to the Mahabharat forests, and is important for the north-south movement of animals in the Chitwan-Annapurna Linkage (CHAL) and Terai Arc Landscape (TAL).Says conservationist Hem Sagar Baral: “Peoples’ livelihoods, including those of the Chepang, depend on the watershed and forests of this area. Development impacting wildlife here should not be tolerated as we have no other places like this one. What is left must be preserved in its full integrity.”Carol Inskipp is a UK conservationist who has been coming to Nepal since 1977. Rupendra Karmacharya runs a lodge in Gadi village and works to preserve the local culture and biodiversity of the area.

Protecting the last home of the Spiny Babbler

Approaching the village, there are people and children in ragged clothes. The elderly look listless, and there are young children carrying baby siblings.These Chepang villages do not have roads, electricity, education or health. On the next ridge is the village of Kanda, where eight villagers died eating poisonous mushrooms ten years ago. Houses destroyed by the earthquake have been roughly patched up with metal sheets.Syamrang’s only school has two small classrooms crammed with students – one room has children from Grade 1-3, and other has students from Grades 4 and 5. The damaged classrooms are being repaired, but it may take years.Most students drop out after Grade 5 because higher classes are four hours walk away across jungled mountains. Some keep repeating Grade 5 because there is nowhere else to study.Dilmaya Chepang repeated Grade 5 for three years, reading the same textbooks over and over so she would not forget how to read, and got married soon after. Today, at age 35, she already has three children who go to the school she went to.“Grade 6 was too far away, it is a difficult walk up and down mountains and through forests, so I just kept going to the same class and left school,” says Dilmaya, who is still so passionate about education that she teaches younger children in the light of a feeble solar lamp.After a day of working in the fields and collecting fodder in the forest, young women gather at the school to be taught how to read and write by Dilmaya. “I myself can barely recognise the Nepali alphabets, but this gives me a chance to keep studying myself,” says Dilmaya.She says the village and the school have not changed since she was a child. Dilmaya’s eldest daughter Ujeli is repeating Grade 5 just like her mother. There are women who went to the same school who have become grandmothers at 39.Almost all villages in this area bordering Chitwan and Dhading have the same problem that stems from remoteness and neglect.Nothing has changed here in 50 years, the school is older but its quality has not improved,” says Jhyapu Bahadur Chepang of Syamrang’s school management committee. Child marriage has not gone down, even though there are more girls than boys enrolled. Twenty-one students are enrolled in Dungbang Primary School here, of which 16 are repeating Grade 5. Atibal Praja is the principle of the very school he himself attended. He worked hard, completed his SLC and now is an exception as the only villager with higher education.“We have tried to talk to the government many times to send more teachers for higher classes, but no one listens,” he says. <figure><img width="1400" height="934" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107111148/6368e2639c7e80680e033324jpeg.jpg" alt=""><figcaption> </figcaption></figure>Bimala Gurung has been a teacher at the school for the past 12 years, and says she hasn’t seen much change in living standard in the village in that time. “When I first came, the village was dirty, there was illiteracy, no health post, there was child marriage,” she says, “the village is still dirty, there is still illiteracy, no health post, and child marriage.”The only big change is that the young men now leave the village to work abroad. With the money they send home, some families now have mobile phones.The main reason nothing has changed is because the school stops at Grade 5, and many girls get married off soon after, thinks Jhyapu Bahadur Chepang. “The problem is lack of awareness because of lack of education,” he says.

Stuck in Grade 5

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. Lichhavi king Narendra Dev is supposed to have brought Rato Matsyendranath from Assam to Kathmandu Valley to convince Guru Gorakhnath to lift a spell that created a two-year drought in Kathmandu.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a.jpg" data-media-id="editor_6" data-image-id="20250510050520_347a9a398f8a9abc4a7fb4e2774fde8264cccbdce8bdab23851ab3f0e73c3e8a" data-rendition-name="original" width="1503" height="1000" loading="lazy" alt="Divine chariot"> </figure>  Matsyendranath was Gorakhnath’s mentor, and upon seeing him, the serpents were released, unleashing the rains. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Read also: <a href="https://nepalitimes.com/opinion/the-reign-of-the-god-of-rain">The reign of the god of rain</a>, Vidhu Prakash Kayastha Till this day, the Rato Matsyendranath festival is no ordinary celebration. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. The other unique aspect is that it is a transnational festival, binding Patan with Guwahati in the Indian state of Assam.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a.jpg" data-media-id="editor_9" data-image-id="2025051005058_8bc685ada13045d863b28e3eed91c931da2b510714586af6fd7eb5d1e298a24a" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  “Unlike Nepal, where the deity commands grandeur and devotion, many in Assam are unaware of Rato Matsyendranath,” says Khagen Sharma of Gauhati University, which convened <a href="https://nepalitimes.com/news/nepal-assam-connection-revived">a symposium in February in Guwahati on the rain god</a>. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. When that too proved unstable, metal clamps were introduced, which have become a pragmatic compromise.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93.jpg" data-media-id="editor_12" data-image-id="20250510050524_b2a819a5791612f14c81d30fc393dbd3f99f0c64b90a9110e8b0855d944bfa93" data-rendition-name="original" width="1500" height="998" loading="lazy" alt="Divine chariot"> </figure>  Another welcome change is the focus on safety. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;

Divine chariot

In 2025, two seemingly disconnected acts of violence shattered the illusion of stability in the region. In March, <a href="https://www.ft.com/content/16f7f947-1e96-4206-9844-891378adc683" target="_blank">militants hijacked a passenger train</a> near the Bolan Pass in Balochistan, executing soldiers in cold blood. A month later, <a href="https://www.nytimes.com/2025/04/22/world/asia/kashmir-terrorist-attack.html" target="_blank">gunmen in Kashmir’s</a> Pahalgam Valley massacred tourists. 
In both Islamabad and New Delhi, <a href="https://www.aljazeera.com/news/2025/4/25/were-cursed-kashmiris-under-attack-across-india-after-pahalgam-killings" target="_blank">the reaction was reflexive:</a> condemn the violence, <a href="https://www.economist.com/asia/2025/04/22/india-and-pakistan-could-come-to-blows-over-kashmir" target="_blank">blame external enemies</a>, declare the situation contained. But South Asia’s leaders are not fighting terrorists alone. They are fighting the consequences of their own betrayals.
Across <a href="https://www.bbc.com/news/world-asia-26272897" target="_blank">Balochistan</a>, <a href="https://www.bbc.com/news/world-south-asia-11693674" target="_blank">Kashmir</a>, <a href="https://www.crisisgroup.org/asia/south-asia/india/346-finding-way-out-festering-conflict-indias-manipur" target="_blank">Manipur</a>, and beyond, decades of <a href="https://www.amnesty.org/en/projects/enforced-disappearance-in-south-asia/" target="_blank">enforced disappearances</a>, broken promises, and brute militarisation have hollowed out the social contracts meant to hold these nations together. The grievances that drove rebellions from the 1940s through the 1990s – demands for dignity, recognition, and political agency – were never meaningfully addressed. They were buried beneath asphalt and propaganda, paved over by development projects and security checkpoints.
States may claim victory. But their victories are mirages, dissolving the moment anyone looks too closely. South Asia’s unfinished wars are not relics of a violent past. They are live ammunition, loaded into the future.
<a href="https://www.theguardian.com/world/2025/mar/24/he-only-wanted-revenge-the-bloody-insurgency-in-balochistan-gaining-lethal-momentum" target="_blank">Balochistan</a> has been at war with Pakistan for most of its modern history. Rich in gas, minerals, and coastline, the province has been plundered for decades under the language of national development. 
Projects like the <a href="https://eastasiaforum.org/2020/11/26/pakistans-three-evils-cpec-and-good-governance/" target="_blank">China-Pakistan Economic Corridor (CPEC)</a> promise progress but deliver exclusion: minerals are mined, ports are secured, but Baloch homes are raided. 
The insurgency endures not because of foreign conspiracies, as Islamabad endlessly insists, but because the Pakistani state remains incapable of seeing its <a href="https://thebalochistanpost.net/2025/01/enforced-disappearances-in-balochistan-in-december-2024-tbp-report/" target="_blank">Baloch citizens</a> as anything other than a security problem to be managed.
In <a href="https://www.forbes.com/sites/ranisingh/2016/07/12/kashmir-in-the-worlds-most-militarized-zone-violence-after-years-of-comparative-calm/" target="_blank">Kashmir</a>, the Indian government claims to have <a href="https://www.nytimes.com/2023/03/08/world/asia/kashmir-village-defense-committees.html" target="_blank">“normalised” the valley</a> after revoking its autonomy in 2019. It <a href="https://www.cfr.org/global-conflict-tracker/conflict/conflict-between-india-and-pakistan" target="_blank">looks a lot like occupation</a>. Soldiers outnumber local leaders, dissent is criminalised, internet shutdowns suffocate public life. Tourism campaigns and investment summits cannot erase a generation raised under curfew and surveillance.
<a href="https://www.bbc.com/news/world-asia-india-66260730" target="_blank">Manipur’s descent into ethnic bloodshed</a> in 2023 exposed another fault line Delhi prefers to ignore. Long-simmering tensions between the Meitei and Kuki communities erupted into violence that shattered any illusions of northeastern integration. The central government’s delayed, politicised response made clear what many Manipuris had always suspected: they are citizens of India only when convenient.
Even the <a href="https://msf.org.au/rohingya-worlds-largest-stateless-population" target="_blank">Rohingya, stateless and exiled from Myanmar</a>, find themselves entangled in South Asia’s ethnonationalist calculus. Fleeing genocide, they are criminalised anew in Bangladesh and India – trapped between the countries that reject them and the memories that refuse to let them go.
South Asia’s states have excelled at suppressing rebellion. But failed at extinguishing the reasons rebellions rise in the first place. And the wars South Asia tries to forget at home have found new life abroad.
Across <a href="https://www.abc.net.au/news/2024-06-17/modis-indian-government-accused-of-spying-silencing-critics/103974414" target="_blank">Canada, Australia, Britain, and the United States</a>, diasporic communities have become memory-keepers and, increasingly, <a href="https://www.business-standard.com/world-news/khalistan-supporters-hold-protest-outside-indian-consulate-in-vancouver-123092600087_1.html" target="_blank">the agitators</a> for the struggles their home states would rather erase.
Khalistan flags fly outside Indian consulates in Vancouver and <a href="https://www.tribuneindia.com/news/punjab/perturbed-over-waving-of-khalistani-flags-at-an-event-in-melbourne-india-warns-australia-of-khalistan-separatists-and-their-links-with-terror-groups-458320/" target="_blank">Melbourne</a>. Tamil activists march through London, demanding accountability for the <a href="https://www.aljazeera.com/news/2024/5/19/grim-reminder-sri-lankas-tamils-mark-15-years-since-end-of-civil-war" target="_blank">massacres in Mullivaikkal</a>. Kashmiri protests in Washington and New York refuse to let India’s crackdown slip into diplomatic amnesia.
For host countries, these movements pose uncomfortable questions. Freedom of expression collides with fears of extremism. Clashes erupt between communities carrying wounds that their new homelands.
Meanwhile, South Asian states pursue their adversaries across borders. India faces allegations of <a href="https://www.nbcnews.com/news/world/canada-says-india-home-minister-ordered-campaign-against-sikh-activist-rcna177972" target="_blank">targeting Sikh activists for assassination in Canada</a> and the <a href="https://www.npr.org/2024/10/27/g-s1-29561/sikh-separatist-assassination-india" target="_blank">United States</a>. Pakistan continues to court Kashmiri separatists abroad while crushing Baloch dissent at home. <a href="https://apnews.com/article/sri-lanka-tamils-civil-war-dead-5b372b0bba567837c5a4d94250040e7d" target="_blank">Sri Lanka</a> lobbies furiously to brand Tamil diaspora organisations as fronts for terrorism, even as it stonewalls investigations into its own wartime atrocities.
The old insurgencies have not been defeated. They have been globalised. South Asia’s governments have long mistaken silence for stability.
In Punjab, India broke the back of the <a href="https://www.cnn.com/2023/10/06/india/india-canada-sikh-khalistan-analysis-intl-hnk/index.html" target="_blank">Khalistan insurgency</a> through brute force. The fields grew green again, the trains ran on time. But the wounds were never closed, the <a href="https://www.dw.com/en/why-is-indias-khalistan-separatist-movement-on-the-rise/a-65081729" target="_blank">movement’s heart beats</a> not in Amritsar but in Brampton and Surrey.
In Sri Lanka, the <a href="https://www.academia.edu/4738983/The_Man_Who_Destroyed_Eelam" target="_blank">military crushed the Tamil Tigers</a> with <a href="https://www.newyorker.com/magazine/2011/01/17/death-of-the-tiger" target="_blank">overwhelming brutality in 2009</a>. <a href="https://www.scmp.com/week-asia/politics/article/3264148/we-want-our-children-back-sri-lankan-families-still-demanding-justice-their-missing-loved-ones" target="_blank">Tamil families still search for their missing</a>, still mourn their dead – and still organise across the diaspora for justice that remains undelivered.
In Kashmir, Delhi boasts of new <a href="https://www.aljazeera.com/opinions/2023/2/4/kashmir-is-bleeding-its-economy" target="_blank">highways and investment corridors</a>, showcasing the region as a trophy of unity. But when the visitors leave and the cameras are packed away, <a href="https://harvardlawreview.org/print/vol-134/from-domicile-to-dominion-indias-settler-colonial-agenda-in-kashmir/" target="_blank">the checkpoints, the raids, and the quiet despair remain.</a>
Victory parades fade. Grievance endures. Suppressing insurgency may end battles. It does not end the ideas that fueled them. In a region where <a href="https://www.nytimes.com/2025/04/23/world/asia/kashmir-attack-india-pakistan.html" target="_blank">history is rarely past</a>, and memory is rarely voluntary, states that rule through repression are only ever buying time. And often, not very much.
South Asia’s unfinished wars are not accidents. They are the inevitable consequences of states that confuse conquest with consent, and erasure with reconciliation. They cannot legislate memory out of existence.
Every <a href="https://www.bbc.com/news/articles/c15qyyzz89lo" target="_blank">disappeared son in Balochistan</a>, every <a href="https://medium.com/the-wvoice/the-half-widows-in-kashmir-fef80c6b88e9" target="_blank">half-widow in Kashmir</a>, every <a href="https://www.doctorswithoutborders.org/what-we-do/focus/rohingya-refugee-crisis" target="_blank">refugee child born stateless in a Rohingya camp</a> carries forward the memory of betrayal – a memory that outlives soldiers, politicians, and peace accords alike.
The region’s future will not be decided by GDP figures or infrastructure projects alone. It will be decided by whether its governments can summon the political courage to face the truths they have long suppressed – or whether they will continue down a path <a href="https://theconversation.com/india-is-using-the-g20-summit-to-further-its-settler-colonial-ambitions-in-kashmir-205166" target="_blank">where forgetting is demanded</a>, and rebellion becomes inevitable.

Balochistan to Kashmir

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. On 12 May, another 7.3 magnitude tremor that some said was an aftershock, but was strong enough to itself be a major earthquake, struck Dolakha.&nbsp; Not many people had heard of Singati till then — a cluster of houses by the Tama Kosi River along a narrow gorge that is the roadhead to Rolwaling Valley.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d.jpg" data-media-id="editor_1" data-image-id="20250508110520_57b6e316656851f71eca56ca6f98d9bbcc820c1a00d62af3c990725b4361244d" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e.jpg" data-media-id="editor_2" data-image-id="20250508110520_016534fb2b6a79957402281cda768efb83a146786377e39e11df3e251d37159e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  It was here that dozens were killed on 25 April in the first earthquake. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. Most <a href="https://nepalitimes.com/multimedia/bungamati-builds-back">houses have been rebuilt</a> as urban-style concrete structures, and Singati has become an economic hub on the road leading up to several hydropower plants and a<a href="https://nepalitimes.com/banner/off-the-beaten-trek-in-nepal"> popular trekking destination</a>.&nbsp; The town looks less like a village and more like a suburb of the Dolakha district headquarter of Charikot, 47km away.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2.jpg" data-media-id="editor_6" data-image-id="20250508110520_196f341d1df1403ba133e5dfeb837eec20d7cbcb4c8c56b17cc5598810de5df2" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e.jpg" data-media-id="editor_7" data-image-id="20250508110524_ae66c4a92430f67db51b5e11e017059eedfbac4cb18c8e073f2a50cca1fe904e" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Climate magnifies earthquake risk in Nepal village NT"> </figure>  “The demand for construction material, cement, iron rods and bricks peaked after the earthquakes,” says Suresh Khadka, who owns a hardware business here and now supplies material to the 456MW Upper Tama Kosi hydropower project that is undergoing repairs after it was damaged by a landslide last year. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.
