Nepal’s national electricity grid is supplied with power from a remarkably decentralised array of 162 hydropower projects and 14 solar photovoltaic schemes spread across 43 districts, supplying power over the grid to 30 million people.
Another 249 hydropower projects and 14 solar projects are at different stages of construction, positioning 11 new districts to contribute power to the grid by 2030. Six of the country’s seven provinces generate hydropower as their main energy source, while Madhes Province generates solar energy.&nbsp;
While NEA (Nepal Electricity Authority) and its subsidiaries own and operate 20 generation stations, the remaining are owned and operated by Independent Power Producers (IPP). All but two of the IPPs are Nepali companies that have successfully mobilised over $2 billion in investment.
This investment has been spread widely across the country. Eleven districts generate more than 100MW each with Dolakha, Lamjung, Solukhumbu, and Ramechhap each exceeding 200MW (map). The average size of hydropower projects on Nepal’s grid is 15.5MW, while the average solar project is 4.2MW.
The average size of projects under construction is larger -- 39.5MW for hydro and 6.9MW for solar respectively.&nbsp;
For most hill and mountain districts, hydropower is easily the largest investment, private or public, in their history. &nbsp;
This decentralised power generation model is a relatively recent development for Nepal. In 1995 when the World Bank withdrew (adjoining article) its planned investment from the 201MW Arun III project, NEA had not envisioned the entry of the private sector. In fact, its published strategy was to mobilise international aid for hydropower projects larger than Arun III.
The well-known cancellation of Arun III in 1995 and the availability of alternative models led to Nepal's decentralised power development. It matters that this distributed generation and storage of electricity is close to the point of use.
Centralised power stations have been the norm for industrialised and emerging economies to achieve rapid and cheap electrification, taking advantage of economies of scale of large power plants.
Also in Nepal, when its vast hydropower potential was first quantified in the 1960s, plans were drawn up for mega hydropower projects with reservoirs such as Karnali, Kosi, and Pancheswar. None of these could be realised, however, due to lack of financing.&nbsp;
Donor funds could never be aggregated at the scale needed for the investments required, and the country was not attractive to the international private sector. Nepal opted not to invite India to construct its large hydropower projects to supply the Indian market the way Bhutan did.
It took the country 40 years to find its way -- generation led by private domestic investment supplemented by public sector involvement by the NEA.&nbsp;
The cancellation of Arun III resulted in the government signing expensive dollar-denominated power purchase agreements (PPA) with international producers like Khimti (60MW) and Bhote Kosi (45MW) to partially make up for the shortfall. These were against the wishes of NEA management.&nbsp;
It was in reaction to these expensive PPAs that engineers at NEA received permission to develop Chilime (20MW) with rupee-denominated PPA and the government at the time announced a standard tariff in NPR for power generated by IPPs.&nbsp;
Once NEA showed its willingness to sign these PPAs, hundreds of companies sprang up to apply for licenses to survey and construct small hydropower plants throughout the country.
Decentralised power development contributes to construction jobs and infrastructure investment, especially in remote districts where many of the best hydropower sites are located.&nbsp;
Construction of an electricity generation station provides at one go the two most important infrastructure any district needs to generate jobs — power and a road.&nbsp;
Decentralised generation provides energy security to load centres throughout the country since damage to power plants in one part of the country need not affect other areas that have their own generation. It also reduces transmission losses as large amounts of power do not have to be transported from one end of the country to another.
Nepal’s strategy of decentralised power development is coming to maturity in the era of the climate crisis, when the global response has been a surge in renewable energy investments and grids all over the world pushing to become decentralised.&nbsp;
Landslides, flooding and glacial lake outburst floods have always posed risks to infrastructure projects in the Himalaya, and climate breakdown has increased this risk with the severity and frequency of cloud bursts.&nbsp;
The 2024 monsoon has been particularly bad, temporarily shutting down NEA’s 456MW Upper Tamakosi, 60MW Upper Trisuli 3A, 40MW Chameliya, and 10MW Sunkosi projects,&nbsp;
It also downed the 36MW Balefi, 20MW Lower Modi, 18MW Middle Modi, and 7.5 MW Indrawati III operated by IPPs.
Nonetheless, there has not been any increase in load shedding because power plants across other river basins continued to generate without interruption.&nbsp;
Having power plants spread across two thirds of the country rather than concentrated in a few river valleys distributes the risk to the country’s entire power supply.&nbsp;
Adding solar energy to the generation mix diversifies the types of renewable energy available and contributes to power in the winter months. It also makes the grid more secure during periods of drought when hydropower production declines.&nbsp;
Solar energy is a perfect complement to hydro since by definition its production will peak during periods with low rainfall.
Distributed generation is shaping up to be an important component of Nepal’s decentralised energy system. This increases energy security to users and reduces transmission losses.
The roughly 10MW of rooftop solar PV systems that have been installed in the past year by hotels, factories, medical colleges and flour mills to reduce their electricity bills is an example of how it is catching on.
Decentralised and distributed generation do have additional costs in the need for more extensive power networks. Extending high voltage transmission lines to evacuate power from smaller local projects adds cost.&nbsp;
However, every power plant and the transmission line to access it has aided Nepal in accelerating electrification and strengthening power infrastructure to the district where it is located.
As networks become more complex, utility-scale battery storage, and the availability of distributed storage in electric vehicles, the grid needs to be made smarter to better manage the tens of thousands of generation and storage points Nepal is likely to have in the coming years. &nbsp;

Decentralising power in Nepal

A flash debris flow just after noon on 16 August had damaged half the village of Thame in the Everest region, but no human casualties have been reported.&nbsp; Experts and residents have said <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">rapid melting of the Himalaya</a> due to climate breakdown was the cause of this and more frequent flash floods on Nepal glacier-fed rivers in the past years. After The Chinese annexation of Tibet, the trade route was closed and the Sherpa people turned from being traders to mountaineering guides. There are several other smaller glacial lakes upstream from Thame, and a team from the National Disaster Risk Reduction and Management Authority (NDRRMA) flew to the valley on Saturday morning to find the actual cause. “We weren’t aware that the lakes were at the risk of bursting but we suspect it might have been Dig Tso again, or one of them,” Ward chair Pasang Galzen Sherpa. The trekking off-season meant this Sherpa village of 45 families at about 3,800m in Khumbu Valley was relatively empty. The District Police Office, Halesi Tuwachung Municipality, Aiselukharka Rural Municipality and Rawabensi Rural Municipality have asked people to move to higher ground, but no casualties or major damage was reported overnight. Nepal Police in Thambuche and Namche and a team from the Nepal Army have been deployed in the flood-damaged areas. Helicopter flights were prevented from reaching the site on Friday due to bad weather.

Climate breakdown linked to Thame flood

Mustang district is in the cold and arid trans-Himalayan region of Nepal, and used to get very little rain. But with climate breakdown, precipitation patterns have changed, bringing frequent winter drought and summer floods. This is forcing families here to abandon traditional flat-roofed, mud-walled house designs for modern reinforced concrete and brick structures that can better withstand heavy rainfall. Most flat roofs of Mustang homes used to be stacked with precious firewood, and the size of the pile indicated the family’s affluence. A large stack suggested wealth, and even better marriage prospects. Roofs lined with juniper branches are still an integral part of Mustang’s architecture and identity, and is a tourist attraction in a part of Nepal that is geologically and culturally close to Tibet. The firewood fits together like tetris, capping the clay roofs of houses with sloping rammed earth walls, traditionally plastered with white, black and orange clay. The late artist Robert Powell documented Mustang’s architecture with detailed paintings in his book, Earth Door Sky Door (pictured) which explained that the firewood on the roof, besides signifying status, also protected the clay roofs and walls from melting snow. The front yards and porches of these houses are laid in stone, as are the main paths that run through towns like Marpha. Altogether there is a cohesive, congruent feeling to the architecture.  <figure><img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024071906070_2f3802c7544ab3492acea14a615a4f465a520402e22e4e40d8694a76414dc17c.png" data-media-id="editor_0" data-image-id="2024071906070_2f3802c7544ab3492acea14a615a4f465a520402e22e4e40d8694a76414dc17c" data-rendition-name="original" width="817" height="664" loading="lazy" alt="Leaky roofs on the Roof of the World NT"></figure>  But the roofs on the Roof of the World are changing. Unusually heavy rains caused by the climate crisis means the roofs now leak and the mud walls dissolve in downpours. Traditional buildings are being torn down to be replaced with cement houses. Mustang is now connected to the rest of Nepal by a new highway, and this means families use LPG cylinders to cook and do not need firewood anymore. Kamala Linchin runs a hotel built in the local style in Marpha, but is replacing it with a multi-storey cement structure. “Even after repairs, there are a lot of problems with this house,” she explains, “The firewood rots, the roof leaks, and the walls break down. It is costly to maintain and I am losing business.” Linchin has noticed the change in weather patterns: it snows very little, if at all, in winter, and there are summer storms that unleash flash floods and torrential rain. She adds, “It used to snow so much in Mustang that you couldn’t leave your house for months. We stored firewood for cooking and heating. But it doesn’t matter how much firewood you store now, it rots quickly, and water starts dripping from the roof.” Two years ago, her neighbour Ripesh Linchin was also forced to build a concrete house with a sloping tile roof. He tells us: “The firewood on the roof may look photogenic for tourists but it leaks, and your sons want a more comfortable house. Photo: KUNDA DIXIT</figcaption></figure>  In nearby Gharpajhong, village chair Mohan Singh Lalchan has data that show a shift in the style of houses. Sixty of the 600 houses in the village now have tin or concrete roofs and the trend is catching on. Gas cylinders are available even in the remotest villages in Mustang, so people do not need to stack firewood on their roofs anymore. This is not necessarily a bad thing: government-subsidised gas means less pressure on high altitude forests where trees take a lot longer to grow. Kitchens are also less smoky now, so children are less exposed to respiratory ailments. Just about every family in Mustang has someone working in Japan, South Korea or the US, and the money they send means households can buy cooking gas, and build modern houses. The main reason for the shift, though, is climate breakdown, Lalchan says, adding: “It used to snow so much that flights at Jomsom airport would be cancelled for weeks, but it’s been a while since that happened. Now the only snow we see is on top of Mt Nilgiri.” Rainfall data from Nepal’s Department of Hydrology and Meteorology also shows heavier precipitation in summer. In 2010, there was 286mm of rain in Jomsom. By 2018, total precipitation was 301mm. In 2020 403mm of rain fell, with a whopping 666mm in 2021. In the last 14 years, average annual rainfall has doubled, sometimes triggering destructive flash floods like the ones in Lubra and Kagbeni. Data also shows an increase in temperature. In 2011, the average annual temperature here was 17.68°C, and last year it was 18°C. One of the water colours shows a traditional Mustang house with sloping rammed earth walls and firewood on the flat roof.</figcaption></figure>  Environmental researcher Hemu Kafle warns that even a 0.1% change in average annual temperature or rainfall can cause drastic changes in weather. In Manang and Mustang districts, vegetables can now be grown and apple orchards have recorded higher yields. Sociologist Krishna Bhattachan notes that the most affected by these changes are Mustang’s indigenous people. He says, “For many of Mustang’s natives, cement will never be an alternative to wood, culturally and economically. The government needs to help find an ideal solution.” Tourists have to pay a $500 fee for a 15-day permit to visit Upper Mustang where visitor numbers are controlled to protect local culture. Mustang has been voted among the 52 must-go places by the New York Times for the second year in a row in 2024, and what attracts tourists is the region’s unique and fragile heritage and architecture. The firewood roof tradition is an important part of the tourism economy even as globalisation homogenises the world. Juddha Gurung is an expert in natural resources and tourism, and he thinks the way to go is to make local communities more aware of their heritage so they protect it. “The number of new-fashioned houses is still quite small. This is a result of economic and social change in the locality, so the local government must get active about this,” says Gurung. Head of Gharpajhong village Mohan Lalchan is worried that modernity and climate change will erode Mustang’s identity, affecting tourism. “We are examining how we can support local families to keep the traditional look of their homes,” he told us. Architects say a compromise between modern architecture and tradition is possible. A firewood-stacked roof need not be demolished to prevent leaks. In fact, some homes have poured concrete on their roofs while keeping the traditional façade of the stone and clay plaster houses. With another monsoon now bringing fresh showers, Mustang looks like it is in a race against time to save what is left.

Leaky roofs on the Roof of the World

The mountains of western Nepal have always been food deficit because of the lack of irrigation. Farmers migrated to the plains, where farming has been easier. But a searing heatwave this year accompanied by a delayed monsoon has led to a water crisis that threatens to undermine Nepal’s gains in achieving the UN’s Sustainable Development Goals (SDG). The climate crisis is a water crisis, and it has hit food production, nutrition and the availability of safe drinking water.&nbsp; Not everything can be blamed on climate breakdown. Wells that used to be the last resort for rice planting, for example, have gone dry because of a falling water table. In the highway town of Attariyia, there used to be five deep tubewells that supplied 4 million litres of water each day to the city’s 5,500 households. In the last three years, all but one of them has dried up. The municipality then drilled four more 80m deep wells, but even these have water only for six months in a year.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240630100656_5bddc97ff2727a37fbc7840675384f93678a8eeeb21136bda739f3e1af801bb9.jpg" data-media-id="editor_0" data-image-id="20240630100656_5bddc97ff2727a37fbc7840675384f93678a8eeeb21136bda739f3e1af801bb9" data-rendition-name="original" width="1949" height="1299" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Towns in Tarai are parched for drinking water, there is no water for irrigation. Photos: UNNATI CHAUDHARI</figcaption> </figure>  In the city of Dhangadi with a population of 300,000 on the Indian border, the municipality dug three deep wells after household wells went dry. This summer, even the tubewells ran out of water. The situation is similar in other nearby border towns. Experts say the reason for the falling water levels in the acquifers has more to do with over-extraction of groundwater both in Nepal and neighbouring India, where farmers get subsidised electricity for irrigation pumps. The area’s industries and farms also have their own wells that have tapped into what used to be a plentiful groundwater supply. “The water begins to dry out after the end of winter,” says Phulram Chaudhary of the nearby town of Krishnapur. “And till the monsoon arrives in June there is no water at all.” Indeed, towns and cities desperate for water are drilling ever deeper for precious water, using up a diminishing supply in the groundwater. Milanpur town dug a 90m deep borewell, but it ran out within ten days.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307.jpg" data-media-id="editor_1" data-image-id="2024063011064_8a3fd7f3f9daa81d3e7dabe15e6b56d5000351e2ba040797a77cfb8e82903307" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Over-extraction of ground water both in Nepal and neighbouring India is causing water lavels to fall in the Tarai. </figcaption> </figure>  The over-exploitation of ground water by an expanding populating and growing household and agricultural use has magnified the impact of climate breakdown which has led to chronic winter drought, heatwaves and erratic monsoons in western Nepal. “Ten years ago, it was enough to drill 20 metres to get water all year round, now it is no water even at 80 metres,” says Kalidevi Chaudhary, a farmer in the village of Kailari. She adds: “There is no water for drinking. Don’t even ask me about irrigation.” Water expert and professor at Tribhuvan University’s Central Department of Environmental Science Sudeep Thakuri says research has shown that the groundwater table across the Tarai has dropped mainly because of over-extraction, denudation in the catchment areas of the Chure, sand mining in the rivers, as well as climate change. “We have disturbed the water cycle, and the climate crisis has made the problem more acute with long droughts and uncertain monsoons,” Thakuri says. “This means there is not enough recharge of groundwater.” The distance between borewells and tube wells has also decreased as Tarai settlements grow and water demand increases. Indeed, 140 boreholes have been dug in Kailali and Kanchanpur, out of which only 91 still have water.&nbsp; Additionally, water has also been extracted through 1,001 deep tube wells in these two districts, according to the Groundwater Resources and Irrigation Development Division offices there.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce.jpg" data-media-id="editor_2" data-image-id="2024063011064_dc58f42acd2c79ead04f8175b24deb04a3c05244f8b6929e4dd42fd1d2d679ce" data-rendition-name="original" width="6960" height="4640" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters.</figcaption> </figure>  Nepal’s provincial and local governments have invested heavily in subsidising drilling for groundwater, as per the federal policy of maximum utilisation of groundwater with a budget to drill 100 borewells.&nbsp; Tara Dutta Joshi, head of the Mahakali Irrigation Project in Kanchanpur says that although the aim was to use the groundwater extracted from these projects for the next 20 years, six of the 90 boreholes have already dried up.&nbsp; While tube wells pump up water from up to 40m feet below ground, there is no water to be found at this depth anymore in most of the western Tarai. Meanwhile, boreholes require drilling up to 110m, and artesian water is extracted between 110-400m below.&nbsp; Experts say the Tarai’s groundwater is being used as a bargaining chip by elected officials, who have drilled arbitrarily to appease voters. There is a lack of research as well as policy regarding how many boreholes can be drilled in a given area, and how much water can be extracted.&nbsp; Sankar Dutta Awasthi of Kailari village says federal decentralisation led to competition among local politicians to see who could supply more water to their electorates. Indeed, 1,200 small-scale groundwater projects have been constructed in this municipality since the formation of the local government in 2017 in addition to larger-scale projects carried out by the provincial and federal governments. “Elected officials are far more concerned about how to repeatedly ensure groundwater projects in their constituency than about how this uncontrolled extraction is going to affect the region in the future,” says Awasthi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377.jpg" data-media-id="editor_3" data-image-id="2024063011064_9da4708137cda6375aaf5953f857b643fe85d223b8d8fb2fcf81e66198f53377" data-rendition-name="original" width="6000" height="4000" loading="lazy" alt="Water crisis in tarai Nepal"> <figcaption>One tubewell used to be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.</figcaption> </figure>  One of the bores drilled in Kailari was for Ramesh Chaudhary four years ago for irrigation, but the water dried up within two years before a canal could be completed. Nearby in the village of Rampur, a 200m deep borewell drilled for irrigation also went dry.&nbsp; “The water never even reached any farmer’s field, what a waste of Rs10 million,” says Chaudhary. Water expert Tarka Raj Joshi notes that one tubewell should be enough to sustain a village some decades ago, while today even three tubewells in one household in not enough to fulfil basic water needs.&nbsp; “The local, provincial, and federal governments’ water distribution schemes will have a major impact on groundwater levels in the Tarai,” says Joshi. “No one is thinking about what this crisis means for the future.” The shortage of water threatens to undermine Nepal’s gains in reducing infant and child mortality as targeted in the SDG because children are forced to drink contaminated water. Their nutrition is also affected as food production is reduced because of lack of irrigation water. All this feeds into the outmigration trend. The answer is to allow ground recharge through regeneration of trees in the Chure, zoning to regulate rampant urbanisation, a tax on extraction of deep groundwater, and channeling water from the Karnali and Mahakali rivers to augment supply so there is less reliance on acquifers. <h2>Water shortage drives Surkhet villagers out</h2> ----  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078.jpg" data-media-id="editor_4" data-image-id="2024063011060_7ce1243b2fe49f183bd338cc25af8347c1602badcdf112fcb53b03db9b116078" data-rendition-name="original" width="1536" height="976" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Rekcha residents marched to the municipality office with pitchers in their staw basket to demonstate their desperation for water. Photos: LAXMI BHANDARI</figcaption> </figure>  The delay in the onset of the monsoon rains in June meant that the village of Rekcha had a severe shortage of water.&nbsp; Residents started their day as usual, placing pitchers in their straw baskets by the community taps. But instead of heading to the wells to fetch water, they marched to the municipality office to demonstrate. The village’s Water Supply Struggle Committee was led by Ward member Tapendra Chhetri who had to resort to a sit-in outside the municipality out of desperation for water. Rekcha used to be an ideal place for settlers because of its fertile soil and plentiful water. Even though the 11 wells in the village produced enough water to sustain its families for decades, they have now all dried up.&nbsp; “Villagers now collect what little water is left on the bottom of the wells, using cloth for filtration,” says ward member Chhetri. “This village is dying of thirst.”&nbsp; The extreme water shortage has begun to drive residents out. Until five years ago, Rekcha village had 115 households, but 35 families have migrated elsewhere since. Khagisara Shahi was one of the villagers who walked with her water pitcher to the rural municipality headquarters. Like the rest of her neighbours she is finding it increasingly difficult to survive in Rekcha.&nbsp; “Our pleas fell on deaf ears, so we walked all the way here with our pitchers to make the leadership aware of our plight,” says Shahi. “We make do at other times, but it is impossible to live without water, especially when it is getting hotter.”&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac.png" data-media-id="editor_5" data-image-id="2024063011060_689983a311f320cec4427b7f0496cf9b4f6ff5dae0840bfec6b254d8c19abfac" data-rendition-name="original" width="1203" height="679" loading="lazy" alt="water crisis in Tarai Nepal"> <figcaption>Now that wells have dried up in Rekcha, the journey to other sources of water is even longer, and the drudgery falls on women.</figcaption> </figure>  Even when the village’s wells had water, it used to take hours of standing in queue for each household to collect water from their homes. Now that the wells have dried up, the journey to other sources of water is even longer, and the drudgery falls on women. “There is not enough time in the day to do all the housework, look after the farm and livestock, and fetch water,” says Shahi. Four years ago, the rural municipality made plans to bring water up to the village from the Karnali river, for which they allocated a budget of Rs17.2 million. However, the project fell through due to difficulties with road access.&nbsp; Chaukune Rural Municipality Chair Khadka BK says that local government resources alone will not be enough to provide drinking water to Rekcha. “The remoteness of the village means we need federal and provincial support.” Meanwhile, the villagers look down on the clear blue water of the snowfed Karnali River below, while their fields are parched and their children are complaining of thirst. Climate breakdown magnifies western Nepal’s woes

Yaks that used to be the mainstay of the culture of Himalayan communities in Nepal have been in steady decline due to lifestyle changes, outmigration, inbreeding, and impact of the climate crisis. The National Agricultural Census shows that the total number of yaks in Nepal went down from 53,000 to 48,000 in the past three years. There are now fewer than 10,000 households rearing yaks for a living across the mountains. Yaks are the generic name for the long haired bison-like oxen that live at 4,000-5,000m in the Himalaya and the Tibetan Plateau.&nbsp; The Ministry of Agriculture and Livestock Development runs a Yak Genetic Resource Centre here in Syangboche at 3,885m. Established in 1973, the centre is supposed to ensure that the yak population of Khumbu remains robust, gives adequate milk, and maintains a healthy variation in its genotype.&nbsp; The Centre has 155 yaks for research, but a lack of budget and priority means that it has not been able to fulfil its true potential to meet the challenges that this domesticated cattle species faces. “All we are doing is protecting the yaks we have, we do not have the resources to conduct genetic studies,” admits technical officer Ramlallan Yadav who has been stationed at the centre for the past 24 years.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240615130636_e36c2e0dd66cdf54c41d21aae5076cd7c0705336e8f8984eed35ee0901bfef35.jpg" data-media-id="editor_0" data-image-id="20240615130636_e36c2e0dd66cdf54c41d21aae5076cd7c0705336e8f8984eed35ee0901bfef35" data-rendition-name="original" width="4032" height="3024" loading="lazy" alt="Yak climate crisis outmigration Nepal NT 1"> <figcaption>Yak in Langtang where the milk is used to produce Emmental cheese. Photo: KUNDA DIXIT</figcaption> </figure>  The high altitude cattle are all lumped together as yak, but there are specific types. Nak are female domesticated yak. Chauri (Dzo) are females born from mating of yak-nak with lowland cows. A Lang is a Tibetan bull, while a female calf born from a Lang is a Dimzo. A calf born from a Yak and a lowland mountain cow is a Urang. The dwarf Lulu found in Mustang and Manang is a mixture of lowland cattle with yaks.&nbsp; A recent decline in the population of purebred yak-nak and the difficulty in accessing Tibetan bulls means that farmers now have more Urang than Dimzo. In addition, male calves known as Jopke or Tole born from crossbreeding cannot continue the generation, and are used only as pack animals in the high Himalaya.&nbsp; “A nak gives at most 2 litres of milk a day, while a chauri can produce as much as 6 litres daily,” explains yak researcher Shanker Raj Barsila. “If we had facilities for genetic studies, we could improve the hardiness of the species. Yak milk has medicinal properties and is generally healthier than dairy milk.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240615130640_d43ca3d702b94cb775101279cc5df65a32f2d12776c89cc783ad4bb458b5bbf1.jpg" data-media-id="editor_1" data-image-id="20240615130640_d43ca3d702b94cb775101279cc5df65a32f2d12776c89cc783ad4bb458b5bbf1" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Yaks"> </figure>  Besides changing lifestyles of local populations, outmigration, and lack of access to traditional pastures in Tibet for the yak population, Barsila points to inbreeding as the main challenge facing Nepal’s yaks. This is manifested in yak-naks being more prone to disease, a reduction in milk production, and yaks lacking horns. The agricultural census mixes up different types of yak, and Barsila estimates that contrary to the census, there are only about 20,000 yak-nak, and 40,000 to 60,000 chauri.&nbsp; These numbers are declining further due to climate breakdown which is warming the mountains, and affecting pastures due to deficient snowfall in winter.&nbsp; "The snow that should fall from October-November now falls in March-May, and the wind blows in January-February.” Yadav says. “And all winter there is just dry cold wind.” Human outmigration is directly linked to declining yak herds. Young people leaving mountain villages for Kathmandu or abroad means the next generation is not following the ancestral occupation of pastoralism.&nbsp; Fewer yaks mean the intangible heritage of yak rearing with a pastoral culture, festivals, local diet, vocabulary and an intimate knowledge about the habits of the animals is in danger of being lost forever. Yak milk is hardened into chhurpi that preserves dairy protein for times when milk is not as plentiful. Yak milk is also used in brewing salty Himalayan tea favoured by people of the higher altitudes, and its butter is used for sacred lamps in monasteries. Yak hair is woven into woollen clothing and blankets, and yak meat is consumed.&nbsp; “The domesticated yak is now becoming an endangered species due to migration from the mountains and shrinking grazing areas due to environmental impact,” says Prajwal Sharma of the International Organisation for Migration (IOM) who recently researched the impact of migration on yak rearing in Helambu, north of Kathmandu. The number of farmers moving to high pastures with their herds in the summer, and descending to lower elevations during winter has decreased, Sharma observed during his field research. Yadav explains, “Earlier, almost all nak conceived on time, but now there are seasonal changes. Mating season used to be July-August, now it is October-November.” The pastureland where grass used to grow in April was barren this time. In Yadav’s experience, in recent years, grass and herbs have only started sprouting from May-June. The Syangboche centre sells yak milk, but that is not even enough to buy potatoes for the yaks, let alone for conducting genetic studies. The National Animal Breeding and Genetic Research Centre is supposed to study indigenous and local animal breeds, but its chief Sagar Paudel says there has been no study of the yak-nak inbreeding problem. The National Cattle Research Program in Rampur of Chitwan has surveyed yak-nak in Rasuwa and Mustang to find out their adaptability to climate change, but there is no detailed genetic study planned.&nbsp; Further research could also help find ways for yak-nak and chauri to adapt to a heating Himalaya and weather extremes.&nbsp;

When yaks go, so does culture

During an event at <a href="https://www.google.com/maps/search/10+Downing+Street?entry=gmail&amp;source=g" target="_blank">10 Downing Street</a> this week to celebrate 100 years of <a href="https://nepalitimes.com/editorial/1923-2023-whsle7yp">Nepal-Britain relations</a>, Prime Minister Rishi Sunak committed to helping Nepal on the matter of the climate crisis. Sunak also pledged to enhance trade, investment and economic relations with Nepal. Licensed under the Open Government Licence</figcaption> </figure>  But predating all of this is the recruitment of the Gurkhas in the British Army with a history of over 200 years, and Sunak also acknowledged the role of <a href="https://nepalitimes.com/opinion/the-time-has-come-for-a-gurkha-peace-corps">Nepali soldiers</a> in further strengthening bilateral relations between the two countries, as well as present day Nepali diaspora excelling in various fields in the UK. British Minister of State for Foreign Affairs Ann Marie Trevelyan who was in Nepal in December last year to mark <a href="https://nepalitimes.com/here-now/looking-back-at-the-1923-nepal-britain-treaty">the centenary</a> was also present at the ceremony. She said that Britain will continue to support and expand Nepal's development and economic efforts to help Nepal achieve middle income status. Nepali Ambassador to Britain Gyan Chandra Acharya said that the Treaty of Friendship was important to establish Nepal's presence in the international arena and in promoting international relations. He also expressed gratitude for the cooperation of the British government in the development of Nepal. Members of the Nepali diaspora in the UK, <a href="https://nepalitimes.com/here-now/gurkha-grandparents">ex-Gurkhas</a>, British parliamentarians and high-ranking officials were present at the program organised in collaboration with the Nepal Embassy in London and the Foreign and Commonwealth office.

Sunak pledges more support for Nepal

Photographer Tashi R Ghale is known for his work in <a href="https://archive.nepalitimes.com/page/studying-snow-leopards-in-Nepal/1000">protecting snow leopards</a> through which he won the Disney Conservation Hero Award in 2018. During his research he saw the impact of climate breakdown in the Himalaya with receding glaciers and melting ice that was affecting the traditional habitat of the snow leopard. &nbsp; “I notice that global warming is bringing other species to snow leopard territory. Common leopards move up, and Himalayan grey wolves come down,” says Ghale, known for his exquisite <a href="https://nepalitimes.com/review/snow-leopard-redux">photographic documentation of the rare snow leopards</a> in Manang. Lowland leopards are now overlapping with snow leopards and competing for prey. He has captured some striking images of Gangapurna Lake in Manang to convey the impact of the rising temperatures on the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepal-pallas-cat,1934">Himalayan ecology</a>. The images in Shifting Perspectives which are on exhibit at Takpa Gallery are close-ups of ice on the shores of Gangapurna Lake, which itself is expanding as the <a href="https://nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya">glacier recedes rapidly</a> up the mountain.&nbsp; Ghale has captured ephemeral bubbles, ripples, currents, shapes and textures of ice on the lake, and are separated into three categories: Illusion, Composition, and Frozen.&nbsp; Ghale used powerful telephoto lenses to zoom in on snow leopards, but here he uses macro lenses for extreme closeups.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240515060540_be31d82614bfadd01f573ff4daa3a40ed24afcc2fe3003a6f1b1d1622c517615.jpg" data-media-id="editor_5" data-image-id="20240515060540_be31d82614bfadd01f573ff4daa3a40ed24afcc2fe3003a6f1b1d1622c517615" data-rendition-name="original" width="1440" height="960" loading="lazy" alt="Ice to water NT"> </figure>  One of his pictures, ‘Illusion VI,’ shows clusters of bubbles of various sizes entombed in ice just below the surface, casting small shadows on the lake floor.&nbsp; ‘Illusion III,’ has the dark blue, green and purple lake as the background while frozen ripples have formed in the ice that look like contour lines on a map.&nbsp; Some of the most striking images in the exhibition feature a contrast between warm and cool colours. ‘Frozen I’ shows ice-bound waves that catch the golden rays of the sunrise sending streaks of light in the direction the water was moving before it froze. ‘Composition I’ shows sunrise on the north face of Gangapurna reflected in the icy surface of the lake, the roughness of the ice giving the photograph an impressionist touch.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240515060528_5a24c2a63fa09d5e2beee9e20cb5d93398e93636f41ca3028ddf18de7ab33bfa.jpg" data-media-id="editor_6" data-image-id="20240515060528_5a24c2a63fa09d5e2beee9e20cb5d93398e93636f41ca3028ddf18de7ab33bfa" data-rendition-name="original" width="1440" height="960" loading="lazy" alt="Ice to water NT"> </figure>  Other photos show mountains reflected partly on the water and the frozen surface of the lake. The contrast between the hard ice and the flowing water underneath is visual poetry — making us notice the turbulence of the water flowing beneath the smooth and unmoving ice.&nbsp; One element present in most of the photographs is that of ice next to mud on the shore with jagged textures. “During the night, the ice freezes hard into the ground, and in the morning it melts away but the patterns formed in the mud stay,” explains Ghale. ‘Composition IV,’ looks like a drone photograph of a big river flowing through jagged hills, but a leaf in the bottom right corner gives away the scale. Ice to water

Power corrupts, and absolute power corrupts absolutely. When the other pillars of democracy fail to act as check and balance, the press has to step in to hold power to account. 
Which is why authoritarian and elected autocrats around the world who have co-opted the judiciary, legislature and executive are now targeting the media. Journalists are <a href="https://nepalitimes.com/editorial/in-a-surveillance-state">surveilled</a>, threatened and even murdered for doing their job. 
The ill-gotten wealth of demagogues is mostly derived from licensing the exploitation of natural resources. Often, it is only <a href="https://nepalitimes.com/here-now/investing-in-investigative-journalism">investigative journalists</a> who stand in the way of greed and ambition.
UNESCO’s theme for World Press Freedom Day this year is ‘Press for the Planet’. Climate breakdown, mining, or illegal logging are no longer just ‘environmental’ features — they are stories of political crime.
Nepal is one of the most <a href="https://nepalitimes.com/news/nepal-should-be-open-for-south-asia">open societies in Asia</a> at present. But it was not always like this. Nepal has had its dark periods: 1960-90, 2005, 2016. Even at present, it is not smooth sailing for the mass media here. 
Successive governments in the eight years since the new Constitution have tried to squeeze the press. People posting on Facebook have been arrested, YouTubers taken to court, and last year the government banned TikTok.
<a href="https://nepalitimes.com/news/rattled-by-criticism-nepal-bans-tiktok">Censorship in instalments</a> is a way to test the waters to see if the backlash from freedom activists can be handled before imposing stricter restrictions. 
Local reporters, who do not have the protection enjoyed by more high-profile journalists in the capital, are threatened and gagged from reporting on activities that harm nature and livelihoods. 
Rabi Lamichhane has been under a cloud ever since he was Home Minister last year. A former tv anchor, Lamichhane is open about his contempt for the mainstream press, which he calls the ‘Dirty Dozen’.
Soon after becoming minister this time, he directed local officials to monitor news and social media posts in all 77 districts to keep track of content critical of the government.
He was forced to withdraw this daft idea after a backlash, but is now employing other channels to hit at Big Media mainly through portals, police and the investigation bureau he commands. The man obviously has much to hide, and is blaming the messenger.
Mayors Balen Shah in Kathmandu and Harka Sampang in Dharan who were propelled to office by social media propagation of their populist personas have shown thin skins, and a disdain for journalists critical of their methods. 
The draft Media Council Bill will allow a government secretary to select its chair and members. The Council is supposed to ‘advise’ the government in formulating media policies and code of conduct, much like a fox guarding the chicken coop.
Journalism in Nepal is already in crisis because of the collapse of the business model of <a href="https://nepalitimes.com/news/the-new-news-age">legacy media</a>. Just when we need an independent press to safeguard freedoms, it is more exposed to corporate and political pressure. There is a steady erosion of democracy in South Asia with varying degrees of censorship. Nepal has flourished as a place for the meeting of the minds, where nationals of neighbouring countries come for free and open discussion. But that space could close if journalists here do not fully defend our constitutionally-guaranteed freedom of expression.
Some of our neighbours have decided that democracy and a free press keep them economically backward, and have adopted the East Asian authoritarian model. We in Nepal have tried strongman rule before, and it failed quite spectacularly. 
Media has an agenda-setting role in a democracy. It amplifies the public voice so people are empowered to demand action from elected officials against wrongdoing. Lack of accountability lies at the root of everyday problems like underdevelopment, lack of jobs, air pollution, or environmental degradation.
The current wildfire emergency in this country is a result of decades of official neglect, political apathy and fatalism. 
Journalists reporting on the <a href="https://nepalitimes.com/here-now/climate-crisis-drought-food-deficit-migration">climate crisis</a>, natural resource exploitation or biodiversity loss have shown great courage and sacrifice to get the truth out. Many have been killed. Others have been threatened and silenced. Climate deniers troll science journalists. 
Here in Nepal,<a href="https://nepalitimes.com/here-now/a-nation-built-on-sand"> illegal sand mining</a>, quarrying and logging have destroyed ecosystems. The climate emergency is now magnifying the impact of such wanton destruction on Nepal’s economy. 
Disasters like <a href="https://nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster">Melamchi</a> and <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">Sikkim</a> could hit cascade projects along the Marsyangdi, Sun Kosi and Arun rivers. Journalists cannot just wait for disasters to strike any more, they must warn of them.
This week, even as smoke from wildfires blanketed the country, the Tarai is reeling under a heat wave. Jhapa was 43°C with 40% humidity, that is very near the lethal wet bulb temperature. 
What media chooses not to report, what to report on and how much prominence is given to it determines whether action is taken in time to mitigate danger. 
These ‘environmental’ stories are political stories: 
<ul><li>The government banned plastic bags three times but had to lift it because of lobbying by powerful pellet importers.</li><li>Air pollution can be reduced by incentivising electric transport, but there are vested interests in the fossil lobby.</li><li>Nijgad is not an airport project, it is a logging concession controlled by political cronies. </li></ul>
The job of a free press is not just to name and shame crooks, but also to restore the people’s faith in <a href="https://nepalitimes.com/here-now/populism-vs-pluralism">democracy and pluralism</a>. It is the democratic system with freedom of speech and fair elections to reward performance that makes this system work. 
We may have no expectations from our tried, tested and failed politicians, but let us not blame the system that they have abused.

Banks are exposed to a complex risk environment because of the climate crisis the world over. With their diverse asset class portfolios across multiple sectors, banks are vulnerable to new risks involving loan portfolios, investments, and business operations.&nbsp;
Banks need proactive approaches to plan transitions to a more resilient and sustainable future, while analysing the immediate effects of climate disasters. Developing appropriate methods to manage these risks while trying to remain competitive should be the priority of all banks.
Banks in Nepal face both transitional and physical risks because of the impact of climate change. &nbsp;They must evaluate how these hazards may interact and intensify, since the risk factors are interrelated.
The direct impact of climate breakdown on a bank’s assets and operations are referred to as physical risk, which are the tangible, real-world effects of severe weather, increasing sea levels, temperature fluctuations, and other climate-related phenomena.&nbsp;
One example of these risks is the possibility of property damage from extreme weather events, floods or wildfires, which can destroy buildings, infrastructure, and businesses. Disruptions in the supply chain can also result in the scarcity of products and services, which is another kind of physical risk.&nbsp;
Physical risks can be acute or chronic. Event-driven risks such as typhoons and floods can be called acute risks, whereas the long-term shift in climate patterns are chronic physical risks.
Transitional risks, on the other hand, would be the financial burden associated with the shift to a low-carbon economy with concurrent changes in consumer behaviour, market sentiment, regulatory changes, and technical breakthroughs. New policies by governments and regulatory agencies to address climate change, carbon pricing, or tighter environmental standards can impact the economy and the banking sector.
A few commonly used frameworks to reduce the climate risk of banks are:
· Task Force on Climate-related Financial Disclosures (TCFD) which was articulated by the Switzerland-based Financial Stability Board in 2015. In 2017, TCFD released a report with 11 voluntary recommendations for disclosing climate-related financial risks and opportunities. It is made up of four pillars: governance, strategy, risk management, and metrics and targets.&nbsp;
· &nbsp;Principles for Responsible Banking (PRB) were developed by the United Nations Environment Program (UNEP) Finance Initiative. PRBs have been signed by over 300 banks from 60 countries since 2019 and are based on six guiding principles: Alignment, Impact and Target Setting, Clients and Customers, Stakeholders, Governance and Culture, Transparency and Accountability. PRBs aim to align the banking sector with the Paris Agreement and SDGs.&nbsp;
· Equator Principles (EP) are a voluntary risk management framework developed by the International Finance Corporation (IFC). Financial institutions adopt 10 EPs to determine, assess, and manage environmental and social risk in project finance transactions. Financial Institutions that adopt the Equator Principles commit to implementing them in their internal environmental and social policies, procedures, and standards for financing projects as well as to restrict new finance or corporate loans to projects where the client is unable to comply with the principles.
· The Carbon Pricing Leadership Coalition (CPLC) was developed by the World Bank as a voluntary initiative that brings together leaders from governments, business, civil society, and academia to enhance global understanding of carbon pricing as a tool for accelerating and financing effective climate action.
· &nbsp;Climate Resilience Principles (CRP) were developed by the Climate Bonds Initiative to integrate the criteria for climate adaptation and resilience into the climate bond standard. CRP guides financial institutions and other stakeholders on the potential range and type of climate resilience investments, ways to define and assess physical risks, and approaches to demonstrate climate resilience outcomes credibly.&nbsp;
· The Joint Impact Model (JIM) as a useful tool to navigate challenges in reduction in carbon footprints. By the quantification of emissions linked to their loan portfolios, institutions can obtain vital insights into their climate effect and pinpoint opportunities for finding ways to be supportive of the circular economy.
Banks can also employ technical and financial tools to minimise both physical and transitional risks and these can help quantify potential impacts, allowing informed decision-making and risk management using Climate Scenario and Extreme Event Analysis. Geospatial Risk Mapping can be used to assess hazardous zones. Hydrodynamic modeling is a tool to simulate effects of flooding. Carbon Footprint Calculations can help banks assess lending portfolios.
Testing can be conducted to evaluate the impact of a transition to a low-carbon economy on the bank’s financial performance, considering changes in market dynamics, asset values, and investment returns. Environmental, Social, and Governance (ESG) factors can be included into financial models to evaluate the long-term sustainability.&nbsp;
Financial modeling adopted by banks for climate risk mitigation is diverse, encompassing various aspects of physical risks and Transition Risk. Data Collection and assessment of historical weather patterns, and projections for property location, exposure to flood zones, and susceptibility to extreme weather events can help banks identify potential physical risks.&nbsp;
Scenario Analyses can be developed to simulate various climate change scenarios and their potential impacts on assets and borrowers. Insurance and Risk Transfer Instruments can be used to explore the use of insurance products and risk transfer instruments to mitigate the financial impact of climate-related physical risks. Sustainable Finance Product Modeling helps the bank to develop financial models for sustainable finance products, such as green bonds or sustainable loans, to assess their risk-return profiles and market viability.&nbsp;
Nepal’s banking industry faces challenges to safeguard credit portfolios. Banks should adopt a consensus approach to navigate transition and physical risks. Nepal’s banks are already seeing climate impacts on their loan portfolios.
Agriculture
Farms are affected by erratic rains. Floods destroy infrastructure and crops, lowering productivity and impacting the ability of borrowers to repay loans. The Kosi Flood in 2008 was one of the most destructive. In the past decade alone, some 300,000 hectares of farmland have been lost to floods. Last year, 325,258 &nbsp;tons of harvested paddy worth Rs 8.26 billion were destroyed.&nbsp;
Banks must support smart irrigation systems that enable farmers to modify watering schedules based on real-time meteorological data to help conserve water and reduce the effects of shifting precipitation patterns and glacial melt.
EVs
Electric vehicles are becoming more popular among consumers. Banks need to adjust financing in response to this spike in demand for EVs and providing loans for charging stations. In the first 11 months of the fiscal year 2022–2023, EV imports totalled 3,070 valued at Rs 11.23 billion, a 122% increase over the same period in the previous fiscal year. AT this rate, EVs will fully replace petrol cars.
Hydropower
Change in hydrology of rivers, reduced water availability during dry seasons and changes in precipitation patterns can all have an immediate effect on hydroelectric plants. The increase in the frequency and severity of extreme weather have damaged hydropower schemes. Floods on 16-17 June 2023, in eastern Nepal damaged 30 hydropower facilities with a combined capacity of 463 MW. The hydropower sector is also exposed to transition risks, including carbon pricing, emissions limits, and renewable energy generation.
Manufacturing&nbsp;
Changes in regulatory policies, such as carbon pricing, emissions limits, and renewable energy mandates, that aim to address climate change may also result in greater compliance and operational costs for manufacturing firms. If clean energy and sustainable manufacturing practices render conventional manufacturing methods less competitive or obsolete, adoption and investment in new technologies and processes may become imperative. Infrastructure related to manufacturing projects could also be physically damaged by storms, floods, and other natural disasters, as well as it could have a serious impact due to severe weather patterns.&nbsp;
As a first step toward mitigation, banks should thoroughly assess the climate risk associated with manufacturing projects and their clients. Banks should also provide financing and investment products that are specifically designed to support climate-resilient and sustainable manufacturing practices. Examples include green loans, which can be combined with advisory services, technical assistance, and capacity building project support to assist clients in identifying, evaluating, and putting into practice strategies for waste management, water conservation, renewable energy integration, and energy efficiency.

Changing climate for investment in Nepal

ISTANBUL — It is hard to imagine that only 200km away from here on Turkey’s Black Sea coast there is a full-scale war going on which has killed 200,000 people in the past two years. And to the south, the complete destruction of Gaza with unconscionable violence against Palestinian civilians has escalated into a direct Iran-Israel conflict. In both wars, the protagonists have atomic weapons or are close to developing them. Russia has threatened to use tactical nuclear weapons in Ukraine, while Israel and Iran have both targeted locations of each other’s nuclear facilities in this week’s drone and missile attacks. Although there are indications Iran and Israel are exercising restraint, a slight miscalculation could result in a regional conflagration dragging in the Saudis and Emirates. If that happens, the US could also get involved.&nbsp; A bipartisan vote in the US legislature sanctioning $65 billion worth of weapon systems for Ukraine will prolong the war. Hawks on Russian tv talk shows now openly threaten to nuke not just Ukraine but also London and Paris.&nbsp; <a href="https://thebulletin.org/doomsday-clock/" target="_blank">The Bulletin of Atomic Scientists</a> has moved its <a href="https://thebulletin.org/2024/01/press-release-doomsday-clock-remains-at-90-seconds-to-midnight/" target="_blank">‘Doomsday Clock’</a> to 90 seconds before midnight because of what it called ‘ominous trends that continue to point the world toward global catastrophe’. This is the closest the clock has ever been to nuclear Armageddon. Aside from the US, Russia, Britain and France, Israel has 90 warheads, India and Pakistan have about 170 each, China has more than 400 and North Korea has 30 with ballistic missiles to deliver them across the Pacific. Although total warhead stockpiles have declined after the collapse of the Soviet Union in 1990, there is now a new three-pronged US-Russia-China Cold War, and the number of nuclear weapons states has increased. The two crises are linked, both have their origins in greed, ambition and ultra-nationalism. All-out nuclear war was so unthinkable then that most people blocked it from their minds. It is the same now with war and warming. Here in Nepal, global affairs seem remote to people struggling just to get by from day to day. When news of the war in Ukraine and West Asia does reach the public on mobile devices, it could as well be happening on another planet.&nbsp; Yet, we in Nepal will be affected. The Ukraine war led to a spike in fuel and food prices worldwide, and Nepal’s economy is still reeling from it. Hundreds of <a href="https://nepalitimes.com/here-now/nepalis-play-russian-roulette-in-distant-war" target="_blank">Nepalis are fighting in the Russian Army</a>, and at least 33 have been killed in action with dozens out of contact. <a href="https://nepalitimes.com/here-now/a-nepali-s-lucky-escape-from-hamas" target="_blank">Ten Nepali students were killed</a> by Hamas in Israel, and one is still missing. A broader war in West Asia, aside from the impact on the world economy, would directly affect the estimated 2 million Nepalis working in Saudi Arabia, Qatar, UAE, Oman, Kuwait, Israel and Lebanon. The country is just not prepared for their sudden mass return. &nbsp; A nuclear war between Israel and Iran is not as unthinkable as it sounds. Hardliners in Israel are calling for nuclear hits on Iran’s atomic research facilities before Tehran develops its own bombs. <a href="https://nepalitimes.com/review/the-destroyer-of-worlds" target="_blank">Prevailing winds would blow radioactive fallout</a> from even a tactical nuclear strike to Pakistan, India and over Nepal. War and warming

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
