This year’s climate summit in Brazil began with the United Nations Secretary General, António Guterres, acknowledging our moral failure to limit global temperature rise to 1.5°C.&nbsp;
But the conclusion of COP30 presents a moment to reflect and recommit to fostering more effective, lasting outcomes. Ten years after the Paris Agreement, frustrations continue to grow regarding inaction as the climate and biodiversity crises worsen.&nbsp;
Though COP creates necessary climate visibility, its focus on insufficient, short-term and non-binding solutions remains a limiting factor. This approach places vulnerable countries in the role of recipients rather than agents within climate governance.&nbsp;
The lack of legitimacy and regulation within COP also undermines meaningful action. Recent summits have been hosted by petrostates, with this year’s host at the gateway to the Amazon increasingly recognised as one too.&nbsp;
The record-breaking presence of 1,600 fossil fuel lobbyists at COP30 plus more from agribusiness, sent a startling message of corporate capture. The absence of key players including the United States has further raised concerns about the declining prominence of climate on the global agenda. Nepal’s experience reflects these challenges, while also revealing opportunities to strengthen its capacity to govern and act on climate.
Nepal has demonstrated consistent engagement in global climate diplomacy, participating in every COP summit since their inception – however, its involvement has focused on attendance rather than results. This year’s delegation was reduced to those with relevant ministerial expertise, yet Nepal still lacked a clear strategy, resulting in a largely reactive approach.&nbsp;
The country must reclaim national ownership of its climate agenda, which remains overshadowed by external influence. Nepal’s COP30 journey included consultations with youth and developing nations, and a joint statement on behalf of Bhutan, Bangladesh and itself – countries linked by glacial melt and downstream impacts.&nbsp;
While the statement highlighted shared vulnerabilities, it moved predictably to finance. Each year, Nepal’s core objective centres on securing climate finance and highlighting injustice - as a country facing disproportionate impacts despite its minimal contribution to global emissions.
Frequent changes in government and the participation of inexperienced officials have contributed to inconsistent messaging, both over time and between rhetoric and action. This is reflected in the constant appeals for funding despite low expenditure of existing allocations.
Nepal’s framing of finance as an adequate response to growing climate challenges constrains the potential for meaningful progress. Last year, President Ram ChandraPaudel referred to the ‘polluter pays’ principle, but what happened to ‘polluter acts'?
While finance is a compensatory mechanism, even substantial distributions cannot address the root cause of rising emissions. As a result, climate finance often acts as a distraction that many vulnerable countries pursue, yet which rarely meets their needs and worsens debt.
Strong climate governance is a crucial prerequisite for transformative climate action. Weak governance undermines Nepal’s ability to effectively represent itself internationally, and despite recent political upheaval, it cannot lose sight of acting on climate. The primary challenges of the current approach lie in an ill-functioning government, policies lacking implementation, and the neglect of non-state actors. These issues collectively constrain Nepal’s ability to secure tangible outcomes from COP.
BEYOND COP30
Amid recent shifts in governance, Nepal now has an opportunity to redefine its diplomatic approach - positioning itself not only as a recipient but also an agent, shaping climate agendas in the Hindu Kush Himalaya. Greater preparations for COP30 and regional cooperation demonstrated steps forward, but objectives must be refined.&nbsp;
Climate justice discussions must extend beyond the pursuit of finance to include accountability for polluters actions. Calls for recognition of mountainous vulnerabilities are growing louder, and Nepal has both the potential and obligation to lead, building off momentum from Sagarmatha Sambaad.&nbsp;
A bold step was taken at COP30 when Nepal, Bhutan and Kyrgyzstan successfully pushed for a dedicated annual dialogue that amplifies mountain voices. Continuing to unite with neighbouring countries as well as distant nations, extends capacity and outcomes significantly.
Batu Krishna Uprety represented Nepal at eleven COPs, and emphasises the need for a finance strategy: “Before requesting additional funds, we need to focus on detailed planning within the country - identifying where the funds will be invested and how they will be utilised.”&nbsp;
Equipped with a strategy that anticipates future challenges — such as declining aid, graduation from Least-Developing Country status, and the rising demand for finance and subsequent debt - Nepal will be able to exercise greater agency in negotiations.
Alongside national improvements, COP itself must uphold greater responsibility for enhancing countries’ capacity to govern on climate, rather than serving primarily as a compensatory platform. After 30 summits focused on establishing policy, the process must now shift from negotiation to implementation, to deliver fast, far-reaching change.&nbsp;
One urgent priority is addressing the discouraging trend of self-serving groups who betray the process. Recognising climate change as a polycentric governance challenge requires collaboration across multiple scales and actors. Yet climate diplomacy continues to converge on formal, centralised solutions that overlook non-state contributions.&nbsp;
Creating visible and meaningful space for multiple centres of agency when promoting hybrid approaches, may prove more effective for countries like Nepal with limited resources, weak state capacity, and untapped community potential.&nbsp;
Climate action and adaptation must also be understood as being in the economic and security interests of all nations. While Nepal contributes little to global emissions, its transition to net-zero may contribute to saving its economy. For solutions such as electric vehicles to widely succeed however, they must transcend socio-economic inequalities.
Discussions on climate vulnerability and resilience at COP often veer between land and ocean priorities, depending on the host nation. The Asia-Pacific holds significant influence over climate and livelihoods, including the Hindu Kush Himalaya, home to 270 million people and supporting two billion downstream.&nbsp;
This region demonstrates the connect between distant geographies, as changing environments are profoundly interconnected and affect humanity. Addressing climate impacts at the top of the world extends beyond a national priority to a global responsibility. Nepal has made initial contributions to elevating the mountain agenda in recent years, and laid foundations for broader regional and global connections to be developed.
Future delegates must recognise linked climate vulnerabilities across geographies and regions. While COP31 will take place in Turkey, it will have an Asia-Pacific focus for the first time, shaped by a pre-meeting in the Pacific and Australian leadership.
This offers a significant opportunity to consider vulnerabilities from mountains to islands. To strengthen links, greater attention must be given to the agency of vulnerable countries and communities, whose roles are often obscured when they are portrayed solely as hapless recipients of climate impacts, finance, or assistance.
Amplifying community-determined voices through trusted intermediaries can help ensure that climate action is grounded in lived experience. Gaining visibility within the main agenda of COP will strengthen both representation and outcomes from mountains to islands.
Calling out the shortcomings of yet another disappointing COP is essential if the process is to be reimagined as one that delivers the ambitious outcomes the world urgently needs. The legacy of the Global North dominating diplomatic discourse must evolve.&nbsp;
With major emitters increasingly turning inward, now is the time for the Global South to look outward and raise a collective voice to reshape global climate diplomacy. Nepal is well positioned to contribute to this shift. By advancing the mountain agenda, strengthening national governance, and cooperating across regions and geographies, Nepal can demonstrate what climate leadership from vulnerable nations looks like.&nbsp;

How China and India address climate change and reduce greenhouse gas emissions will have a significant impact on the planet's future, given their growing economic and demographic weight.
China and India are among the top emitters; recent estimates put their shares at roughly 33.9% and 7.5% respectively. Climate cooperation between the two neighbouring Asian giants will not only be mutually beneficial but also have the significant effect in blunting impacts of climate change in the region.&nbsp;
However, for such a cooperative agenda to materialise and sustain, there must be a discursive reconstruction of the issue of climate change, which transcends realist preoccupations with strategic advantage, relative power, and enduring rivalry. Drawing from the constructivist school in International Relations, this article presents the merits of such an approach and how it may be realised.
Driven by shared vulnerabilities to climate change, China and India initiated a cautious but promising climate diplomacy in 2009 by signing the Agreement on Cooperation in Addressing Climate Change. The agreement established the China–India Working Group on Climate Change to deliberate on domestic policy measures and international climate negotiations through secretary-level meetings.&nbsp;
The agreement facilitated collaborative scientific engagement including meteorological data sharing and joint research on climate change. A 2015 joint statement by Xi and Modi acknowledged the climate agreement as "mutually beneficial and contributes to the global efforts to address Climate Change".&nbsp;
However, the nascent China–India climate diplomacy was short-lived as it was incumbent upon favourable geopolitical conditions. As border tensions escalated from 2017, bilateral climate engagement stalled and has yet to resume.
CIVILISATIONAL THREAT
For climate diplomacy to be sustainable and effective, it needs to be insulated from the vagaries of everyday geopolitics. Climate change must be constructed as a collective threat, the redress of which requires placing it above the constraints of narrow geopolitical common sense.
China and India can facilitate such a reconstruction of the climate question by drawing upon their shared conception of themselves as civilisational states. Their political thought, moral order, and legitimacy are grounded in longstanding philosophical traditions such as Confucianism and Dharmic pluralism—broadly encompassing Hindu, Buddhist, Jain, and related traditions, respectively, under which the state is viewed as a custodian of civilisation, not just a modern bureaucratic apparatus.&nbsp;
In contrast, the post-Westphalian modern nation-state, which holds sovereignty and territorial integrity as the foundation of the modern international order, has promoted the idea of homogeneous nationhood characterised by bounded identities, actively ‘othering’ those outside its territorial boundaries. This has made universal cooperation on even the most pressing transnational issues such as climate change, difficult, if not improbable.
China and India, too, disregarding their civilisational characteristics, behave like post-Westphalian nation-states in their relations with each other, placing strategic competitiveness, territorial integrity, and relative advantage above all else. Climate cooperation has been a casualty of this disregard for civilisational values.
China and India could found a strong, enduring, and effective climate cooperation if they were to position themselves first as civilisational states, with unique ways of governance, complex histories, and value systems informed by principles such as Tianxia—'all under heaven’ and Vasudhaiva Kutumbakam—'the world is one family’. These values encompass holism and interconnectedness of all beings on the planet, transcending the narrow Eurocentric categories of bounded nationhood, territorial sovereignty, borders, and relative power.&nbsp;
Such a worldview would enable them to perceive issues like climate change for what they are—a shared threat to both (and humanity), which needs to be addressed in concert, setting aside constraints imposed by strategic dictates.
Of course, framing China or India as civilisational states can translate into competing moral or cultural claims to leadership aimed at justifying hierarchical regional orders. The leaders of both states have invoked civilisational identity to legitimise power claims and expansionist ambitions, as seen in Xi Jinping’s ‘national rejuvenation’ based on civilisational pride, and in Modi’s ‘Vishwa Guru’ narrative embedded in cultural nationalism.
However, in the face of an overarching transnational threat such as climate change, with adequate political will and foresight, China and India could choose to consciously construct their civilisational heritage and beliefs as a responsibility toward the planet and humanity. The Chinese concept of ‘Tianxia’ can be interpreted as an ecological cosmopolitanism, while India’s ‘vasudhaiva kutumbakam’ offers a parallel ideal for global ecological stewardship.
Thus, climate change must be constructed as a civilisational threat for China and India. It is not merely an ecological, socio‑economic, political, or security threat; it also imperils their civilisational cores. Both must recognise climate change for the potential it has to eliminate their long-held civilisational heritage, complex history, diverse knowledge and value systems, and unique worldviews.&nbsp;
The need is to perceive this collective problem from a shared civilisational standpoint, which is far older and more complex than that of modern nation-states. This reframing can seed norms that promote resilient and enduring climate cooperation to take root.
REVITALISED CLIMATE COOPERATION
Reframing climate change as a civilisational threat is pivotal for several reasons. Firstly, it redefines precarity—the impending impacts of climate change are not only limited to existing socio-ecological and economic aspects of the society as we know it. It threatens the very traditional, socio-historical, and cultural roots of these civilisations.&nbsp;
Secondly, this reconstruction of climate change augments urgency—there is an urgent need to muster all efforts to address the crisis, including cooperation with neighbouring states, especially those with shared historical and civilisational narratives. Thirdly, it places responsibility on leaders not only to protect the current and future generations, but also safeguard the rich past from obliteration.&nbsp;
Fourthly, such a reconceptualisation of climate change elevates the climate agenda above everyday geopolitics, making room for lasting cooperative mechanisms and policies that could withstand strategic shifts. Further, this understanding of climate change justifies and necessitates closer cooperation and privileges de-politicised cooperation insulated from day‑to‑day geopolitical fluctuations.
A discursive reconstruction of climate change can pave the way for a resilient climate cooperation between China and India that is multi-dimensional and holistic. Politically, the two can negotiate an all-weather climate cooperation framework by revisiting their 2009 agreement, situating it on a normative foundation of shared civilisational risk, and anchoring it in a clause that insulates climate collaboration from geopolitical fluctuations.&nbsp;
This would ensure a steady exchange of resources, knowledge, and technology despite geopolitical uncertainties; spur green growth and resilient development; and help them attain global climate leadership amid inconsistent US leadership. Such a cooperative framework could become a template for regional and even global cooperation on climate change.&nbsp;
Economically, the two can innovate a green trade agreement with built-in structural safeguards against bilateral or regional political tensions.&nbsp;
Such an agreement would prioritise environmental sustainability, decarbonisation, and clean energy, facilitating commerce on electric vehicles (EVs), battery production, smart grids, renewable energy technologies, and energy-saving technologies. They can become global climate leaders by 'doing' through innovation and sharing clean technologies, energy, and critical minerals, without being hindered by strategic competition.&nbsp;
Furthermore, China and India can coordinate their stands at international climate negotiations, continue to champion the interests of developing countries and small island developing states including on climate finance and loss and damage, and leverage their growing economies to demand accountability and responsibility from developed countries.
The two countries can also look to engage in the climate security domain, where they can promote resilience and sustainability in military infrastructure, equipment, deployment, humanitarian assistance and disaster relief (HA/DR) by sharing information, knowledge, technology, best practices, and ecological vulnerability data. They can institute bold trust-building exercises such as joint disaster simulations in the Himalayas, for instance; and invest in collaborative climate security research and development for mutual gains.&nbsp;
The role of civil society and non-state actors in a civilisational climate change-based cooperation will be enormous. Track-two diplomacy, which brings together diverse civil society groups, including local activists, youth and women's groups, scientists, and students, can facilitate a free exchange of ideas, knowledge, and best practices informed by lived experiences.&nbsp;
University consortia, collaborative research programs, and academic events such as conferences, symposia, and workshops on climate-related topics can be fruitful in deepening regional knowledge, methodologies, and strategies.
Thus, basing climate cooperation on deeper civilisational values and identity holds the promise of an enduring, resilient, and effective climate engagement between China and India. Drawing on their unique civilisational positions, rather than the dominant modern nation-state considerations, would enable China and India to actualise a robust, stable, ongoing, mutually beneficial fight against climate change.&nbsp;
The prospects of such a cooperative endeavour, which will foster the revival of the idea of ‘Chindia’—the imagined joint rise of China and India, are within reach.

Reconstructing the China–India climate diplomacy

You do not have to be a climate expert or atmospheric pandit to claim that Nepal is not pulling its weight on the grand narratives of the Anthropocene. As a heavily populated ‘country-on-an-incline’ from the Tarai to the Himalaya, Nepal is a thermometer of global warming.&nbsp; Its people are human witnesses to environmental and climate breakdown, but remain mute observers to the unfolding crises. Nepal should be leading the pack at the COP30 climate conference in Belém, backed by science and lived experience. But it is doubtful that two of the most crucial climate-related subjects central to the culture, economies and human wellbeing in the Himalaya and South Asia will be discussed at the summit that started this week in Brazil.&nbsp; The first topic that should be raised at COP is Black Carbon or the South Asian Brown Cloud, made up of tiny suspended particles in the air. This is not just a transboundary health hazard, there is now enough science to make the case that Himalayan snowmelt is accelerated significantly by the albedo effect that makes ice melt faster because of reduced reflectivity. But Kathmandu has not been able to make governments near and far listen. In 2014, I wrote a short piece published in Outlook magazine explaining why India’s Prime Minister Modi looking northward from a SAARC Summit retreat in Dhulikhel was unable to see the Jugal Himal range barely 30km away. His view was obscured by the pollution layer arriving from as far away as Lahore with substantial contribution from the Delhi region. That summit itself was an opportunity for Nepal to inform the Indian and Pakistani prime ministers that much of the haze, smog, dust and soot that settles on our slopes was generated in Sindh, Punjab, Punjab, Haryana, Western UP and Delhi NCR, carried by prevailing westerly winds up to the Himalaya. The forest fires within Nepal as well as Kathmandu Valley’s pollution contribute to the haze, but the shroud that suffocates the region through autumn, winter and spring is mostly transnational. Last year, these anthropogenic fine aerosols actually curled over the Bay of Bengal and invaded the airspace of Sri Lanka and Maldives.&nbsp; Even as the soot particles accelerate glacial melt and impact everything from infrastructure to public health, the most visible effect is on tourism. Nepal’s economic future is based on tourism, and much of this relies on being able to see the snow mountains. Why should travellers go to Pokhara if they cannot see the Annapurnas?&nbsp; Hoteliers in Nagarkot have started a campaign: ‘Visit Nagarkot 2025: More than Sunrise and Sunset’. While clever, the slogan is a response to the acclaimed Himalayan vista from Everest to the Annapurnas from the hill station, now obscured by the brown curtain of haze for most of the year. As the bellwether country of South Asia when it comes to the climate crisis, Nepal must build diplomatic confidence to reach out to the governments of Pakistan and India even in their present state of antagonism. Kathmandu must launch ‘haze diplomacy’ for its own sake and for the region.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251113001132_16c9941da7b31c1d4683c06dc0f8a572803240701270606848851f915140329c.jpg" data-media-id="editor_0" data-image-id="20251113001132_16c9941da7b31c1d4683c06dc0f8a572803240701270606848851f915140329c" data-rendition-name="original" width="1005" height="695" loading="lazy" alt="permafrost"> </figure>  IMPERMANENT FROST&nbsp; Permafrost is understood mostly as a phenomenon of the Arctic, Antarctica, Siberia and Alaska. Mountains elsewhere did not figure, though it was natural for the ground to freeze all year round at high altitudes.&nbsp; In the Himalaya, besides the snowfields and glaciers, frozen moisture binds rocks and stabilises slopes. But global warming is melting the permafrost that used to cement mountain flanks, including boulders, sand and scree slopes. Some of the debris (गेग्रान) did tumble down, but much of it remained entombed on high, thanks to permafrost. Pokhara Valley and the Seti River reaching all the way up to the base of the Annapurnas, is the best place to observe this dance of geology between gravity and the mountain range. Rubble from the collapse about <a href="https://nepalitimes.com/here-now/remembering-the-seti-disaster">700 years ago of paleo-Annapurna IV </a>created the sediment field on which Pokhara is situated today. However, much of the debris from the crumbled mountain is still lodged up on and around Annapurna IV, but the binding is loosening with the warming earth. A <a href="https://www.icimod.org/event/analysing-permafrost-in-the-hindu-kush-himalaya-using-open-access-tools/">2024 report by the International Centre for Integrated Mountain Development (ICIMOD)</a> indicates that global warming is thawing the permafrost across High Asia. Among the unintended consequences of climate breakdown is that mountains and moraines are collapsing, with <a href="https://www.icimod.org/press-release/everest-region-a-hotspot-of-cryosphere-linked-hazards-icimods-new-study-on-nepals-2024-thame-flood-confirms/">cascading impact</a> that includes glacial lake outburst floods, reduced groundwater recharge as well as winter flow in the Ganga, Indus and Brahmaputra. No one has calculated the total volume of rubble locked in by permafrost across the Himalaya. Despite the increased risk, there is accelerated construction of highways, hydropower projects, housing and tourism infrastructure across the Himalaya. While the COP conferences discuss rising oceans and receding glaciers (without doing much about it), Himalayan permafrost has been melting unremarked. In their path-breaking September 2024 <a href="https://nepalitimes.com/multimedia/the-not-so-permanent-frost">article in Nepali Times</a>, Wilfried Haeberli and Alton C Byers argued that the extreme events of the past few years that led to mountain and moraine collapses, unleashing destructive debris flows downstream, were the result of melting permafrost. Haeberli and Byers suggest that the avalanches and floods including those of <a href="https://archive.nepalitimes.com/article/nation/Anatom-of-a-Himalayan-tsunami,1330">Seti (2012)</a>, <a href="https://www.icimod.org/article/understanding-the-chamoli-flood-cause-process-impacts-and-context-of-rapid-infrastructure-development/">Chamoli (2021)</a>, Birendra Tal (2023), <a href="https://www.sciencedirect.com/science/article/pii/S2772883825000251">Sikkim (2023)</a>, <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">Thame (2024)</a>, <a href="https://himat.org/publication/byers-rockfall-induced-2019/">Barun (2017)</a> and <a href="https://nepalitimes.com/banner/drones-to-the-rescue-in-melamchi">Melamchi (2021)</a> were the result of the thawing of frozen ground. They say that the collapse of the lateral moraine on the <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">South Lhonak glacial lake</a> in Sikkim on 4 October 2023 that swept away more than 100 people, destroyed the $1 billion Chungthang Dam as well as houses, roads and farms far downstream, was also caused by cloudburst on a lateral moraine that had lost its permafrost adhesive. There will be permafrost sceptics, as there have been climate change deniers. But it is time to wake up to the reality that the Himalayan peaks are no longer the immutable sentinels as regarded by humanity since prehistoric times.&nbsp; Modern society has pumped so much greenhouse gas into the atmosphere that now even the mountains are giving up. And we have not even begun to think about the bacteria and viruses locked away in the permafrost up the slope.&nbsp; Loss of permafrost adds to the cumulative impact of climate breakdown, including extreme weather events, drought and cloudbursts, heat waves in the plains affecting lives and livelihoods, creating mass migration, social unrest, and upending politics and geopolitics. The government and polity of Nepal have a duty to themselves and the larger humanity to wake up to the climate breakdown. The Sagarmatha Sambaad conclave organised by the Government in May failed to emerge as a pulpit for global warming and associated ills. Our political class, bureaucracy and academia should make up for lost opportunities to rise to the occasion and take the lead.&nbsp; Kanak Mani Dixit is writer, commentator and founding editor of Himal Southasian.

Climate of tragedy and apathy

Under the October sun, workers rest on boulders by the banks of the Rolwaling Khola. They are building what they already know may not last: a temporary bridge between the villages of Dongang and Thanding directly downstream from the Tso Rolpa glacial lake.&nbsp; Tso Rolpa used to be a debris-covered glacier with a few ponds 30 years ago. Since then it has steadily expanded into a lake 3.2km long and 100m deep dammed by a fragile moraine perched precariously above the Tama Kosi valley. The bridge is just a few long logs lashed together, anchored to giant boulders on both sides of the roaring rapids. She had <a href="https://nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis" target="_blank">told a Nepali Times reporter</a> in 2020: “No one knows when the lakes will burst, let fate decide.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103110_8502e7de17f6d561038ecc0a9bb718109d20068690980276a3fb8e8802b54715.jpg" data-media-id="editor_3" data-image-id="2025111103110_8502e7de17f6d561038ecc0a9bb718109d20068690980276a3fb8e8802b54715" data-rendition-name="original" width="1400" height="933" loading="lazy" alt="Janmu Sherpa NT"> <figcaption>Janmu Sherpa</figcaption> </figure>  Tanka Raj Rai is a climbing guide and has watched the lake grow over the years. This year he is leading two French trekkers to Yalung Ri Base Camp and over the Tashi Lapcha Pass to the Khumbu.&nbsp; “Tso Rolpa has become much bigger than the first time I saw it,” Rai tells us. “And the pass will be more dangerous in future because of frequent avalanches and rock falls. The mountains, lake and rivers will continue to exist, but human beings may not unless we change course.” &nbsp; Tso Rolpa’s water level was reduced by 3m in in 2000 by building a sluice gate and spillway, but researchers say that as the lake continues to expand, a further drawdown of 11.5m will be needed to lower the risk of it bursting during a future earthquake, or if an avalanche falls into it. If that happens, it would be catastrophic for the settlements, hydropower plants, highways and airports down the Tama Kosi valley.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103118_eb45429b7fe436295a713197c547252fb698eb2f2b6b7b5146cb097b96ee76e1.jpg" data-media-id="editor_4" data-image-id="2025111103118_eb45429b7fe436295a713197c547252fb698eb2f2b6b7b5146cb097b96ee76e1" data-rendition-name="original" width="1170" height="1551" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  Just over the Tashi Lapcha Pass on the other side is Thame village, which has been battered repeatedly since 1985 when the Dig Tso glacial lake burst, destroying a hydropower plant and the trekking trail to Everest Base Camp. Two other lakes burst in August last year and the debris flow swept away half the houses in Thame. &nbsp; The National Adaptation Plan (2021–2050) warns that in the next five years most districts in Kosi, Madhes, Bagmati, and Gandaki Provinces will face high to very high climate risk. The Tarai will experience more floods and heatwaves, while mountain regions will see extreme weather and glacial lake outburst floods — the risk compounded by earthquakes.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251111031120_84cf391da04d064bd016785b94a7831655348c8ac878ccc49c4d3e697b58a6da.jpg" data-media-id="editor_5" data-image-id="20251111031120_84cf391da04d064bd016785b94a7831655348c8ac878ccc49c4d3e697b58a6da" data-rendition-name="original" width="1500" height="1109" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  Tso Rolpa, which lies directly below Mt Gauri Shankar ((7,181m) in the Rolwaling, is scenic — the lake’s surface simmers in the sunlight and snow-capped peaks tower on all sides. This time of year, the moraine overlooking the lake becomes a popular selfie spot for trekkers. Yet, the raw beauty of the mountains distracts from the fact that the lake is a ticking time bomb as the glacier recedes and shrinks. This presents a clear and present danger for hydropower plants downstream in Dolakha and beyond the confluence of the Tama Kosi with the Sun Kosi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103118_8113aa5a7f2829f3f961d435168cb4e5aee6bf64c4f4229051d36c29adee648c.jpg" data-media-id="editor_6" data-image-id="2025111103118_8113aa5a7f2829f3f961d435168cb4e5aee6bf64c4f4229051d36c29adee648c" data-rendition-name="original" width="1500" height="1087" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  LOOMING THREAT Nepal generates 3,500MW of &nbsp;hydropower, but the country’s energy future is threatened because most of the plants depend on water from melting Himalayan ice. And as the glaciers are replaced by lakes, they face additional risk of them bursting. This looming threat is most real with Tso Rolpa, which feeds the Rolwaling Khola that joins the Tama Kosi just above the power house of the 456MW Upper Tamakoshi Hydropower Project that came into operation in 2021 at a cost of $450 million Tso Rolpa is one of Nepal’s largest and most unstable glacial lakes, and if it bursts it could obliterate the plant’s structures. Even more hydropower schemes are under construction or planned.&nbsp; Nepal's Energy Development Roadmap and Action Plan 2025 aims to increase generation capacity to 28,000MW in the next ten years to create potential for economic growth, job creation, and 15,000MW for export. Investments totalling $46.5 billion will be needed to meet the ambitious target, but factoring in climate risk would make it even more challenging to achieve. But these recent disasters could be dwarfed by potential future glacial lake outbursts due to climate breakdown. Here in Dongang, the problem needs a more immediate solution as workers finish hammering together this year’s post-monsoon bridge over the Rolwaling Khola. The budget from the provincial government for a permanent suspension bridge is delayed because of the GenZ unrest, says Ward 9 Chair Imgeli Sherpa. &nbsp; The community is building more than a bridge between two villages — it is suspended between resilience and risk, and the hope that its fragile foundations will hold as the rivers rise and glaciers melt.

Hydropower on thin ice

Global temperature increase is nearing 1.5°C since pre-industrial times, pushing the planet close to irreversible climate tipping points. The Himalayan region is warming even faster than the global average. The exhibition At the Tipping Point: Art and Ecology from the Rooftop of the World seeks to bring the climate emergency into focus, showing that it is not a distant threat, but a present reality reshaping the natural world around us. The exhibition at Taragaon Next features work from 12 artists, including Amit Machamasi, Chris Jordan, Himali Singh Soin, Joana Moll, Maksud Ali Mondal, Monica Ursina Jäeger, Robertina Sebjanic, Salil Subedi, Samyukta Bhandari, Saurganga Darshandhari, Ursula Biemann and Utsa Hazarika.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250617150624_dcdda5b774c21e7f4d2a7e2182aa37a627ebd18f2733491689589d65d287ad82.jpg" data-media-id="editor_0" data-image-id="20250617150624_dcdda5b774c21e7f4d2a7e2182aa37a627ebd18f2733491689589d65d287ad82" data-rendition-name="original" width="1500" height="1200" loading="lazy" alt="Himalayan tipping points NT"> <figcaption>Amit Machamasi’s Not the Same Anymore, The Irony, and Seeds and Tools</figcaption> </figure>  They highlight the strategic location of Nepal and call for a ‘fundamental rethinking of the ecological imagination- where the local and the global, the visible and the invisible, the scientific and the spiritual converge’ though photographs, paintings, multimedia visuals and sounds. “The world will wake up when you say Everest, it is an important barometer to look at ecology, especially that of Nepal,” says curator Arshiya Lokhandwala from India. “The idea was to look at not only local but global issues as well.”&nbsp; The exhibition began on 5 June with powerful performance art titled Earth Emergence by Salil Subedi who falls from the back of a tractor trailer filled with wet red clay. His eerie images of dead baby albatrosses covered in plastic waste serve as a powerful critique of globalised consumerism. Samyukta Bhandari’s Echoes of Survival addresses the plight of sparrows amidst urban noise. The exhibits consist of a labyrinth of exposed wiring, ceramic sparrow figurines and mirrors, representing the friction for coexistence between sparrows and humans. As the audience moves through the exhibit, the scent of fungi permeates, underscoring the fact that decay and renewal are a part of life. The Newa traditions of food, harvest, and communal bonds is the highlight of Yomari wo Yomha ji and Grain of Gold by Saurganga Darshandhari. Says the artist, “In Newari tradition, Yomari is made of rice flour, and the grains are grown from the soil. Hence, linkage with the earth is established. What were once farmlands are now being plundered and plotted to give way to unplanned and disastrous development. “There must be development, roads must be expanded, but not at the cost of nature,” says Machamasi, as he explains one of the other photographs on display: “The small crow was photographed when the tree that it was residing on was cut off for development.” Our misguided approach to development has a dire impact on the overall ecology, from heat stress in the Tarai to the drying of natural springs in the hills to receding glaciers in the mountains.&nbsp; At the Tipping Point: Art and Ecology from the Rooftop of the World Until 31 August 10:00AM to 5:30PM Taragaon Next Hyatt Regency premises

Himalayan tipping points

<a href="https://nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis" target="_blank">Janmu Sherpa</a> was a grandmother with a dozen goats and a tea house in Donggang in the Rolwaling Valley. Her stopover served trekkers en route to Tso Rolpa Glacial Lake and the trail over Tashi Laptsa Pass to Khumbu. In 2018, I spent months in the Rolwaling Valley studying how <a href="https://www.ted.com/talks/rastraraj_bhandari_what_climate_activists_are_doing_wrong" target="_blank">mountain communities perceive</a> climate change. Unlike my climate-anxious self, Janmu was calm, even hopeful, despite having lived through floods, landslides, and the 2015 earthquakes. “No one knows when Tso Rolpa will burst, so we cannot stop our daily chores. Let fate decide,” Janmu Sherpa had said. Last year, fate did decide. On 22 June 2024, the Dorji Phungmo Glacial Lake burst. The resulting flood swept through the Rolwaling River, washing away homes and hotels in Donggang. Janmu <a href="https://thehimalayantimes.com/nepal/climbers-valley-devastated-by-floods-immediate-relief-sought" target="_blank">was among</a> the missing, and later declared dead.&nbsp; I learned of her disappearance during a recent cycling trip through Panauti along the <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi" target="_blank">Rosi Khola</a>, which was devastated by deadly flash floods on 28 September 2024.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051918054_14898953b7a5808b51440f7a6fa35a7d66146bbb1d62bf88729a83a558ca8ebf.jpg" data-media-id="editor_4" data-image-id="2025051918054_14898953b7a5808b51440f7a6fa35a7d66146bbb1d62bf88729a83a558ca8ebf" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="A pre-monsoon déjà vu"> <figcaption>Tso Rolpa glacial lake at 4,580m has grown seven times in size in the past 60 years due to global warming. </figcaption> </figure>  Tipper trucks rumbled through the dusty road, carrying stones and gravel from unregulated quarries and sand mining along the Rosi. This was destruction disguised as development, and the crusher industries had <a href="https://nepalitimes.com/news/the-revenge-of-the-rivers" target="_blank">magnified the impact of record rainfall</a>. On the other side of the mountain, along the Lele and Karmanasa Khola, families are still reeling from last year’s floods. Here, too, a quarrying frenzy exacerbated the <a href="https://nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster">destructive power of the floods</a>. There are thousands of untold stories like Janmu, and the estimated 200 who perished in the September floods. Most have been forgotten, their deaths blamed on fate. I write this from afar, as Kathmandu hosts the Sagarmatha Sambaad this week to draw global attention to the impact of the climate crisis on the Himalaya. The summit took place as pre-monsoon rains lashed the Rosi and Lele Valleys. Even before the start of the rainy season, more debris flows from the mining operations destroyed repaired roads and neighbourhoods rebuilt after floods last year. The rivers that flooded Kathmandu in September 2024 are still vulnerable. Aside from a few sandbanks built by local hands, nothing has changed. No national reckoning. No systemic response. She taught me that climate action is not just about carbon or conferences, it is about livelihoods, listening, and the impossible trade-offs faced by communities where survival is more urgent than sustainability. As monsoon clouds gather again, there is a sense of dread not just about floods, but for the apathy that follows. We are trapped in a cycle of climate inaction fueled by corruption, state neglect, and a development model that treats rivers as resources to be drained, not lifelines to be protected. It is no longer a question of if the floods will come, but when, and how devastating they will be. And yet, <a href="https://nepalitimes.com/here-now/politicians-and-cronies-blamed-for-kavre-floods" target="_blank">those in power remain unmoved</a> even when disaster strikes their own backyard. We are still chasing climate finance and hosting international summits, while local insurance markets stagnate and communities fend for themselves. To be sure, global advocacy matters. The Himalayan climate crisis must be on the international agenda. Melting glaciers here affect billions downstream. But adaptation cannot begin and end in air-conditioned conference halls. Photo: PRADEEP RAJ ONTA / RSSseasonmedia2007</figcaption> </figure>  I visited the communities ravaged by floods in September and as I wrote in <a href="https://nepalitimes.com/opinion/flood-of-despair" target="_blank">Nepali Times</a> then, top-down responses are always too little, too late and too ineffective. The only real solution is bottom-up, community-led adaptation. Those who lived through the floods know what needs to be done, and those privileged and in power need to enable them. Community-led adaptation is not just a buzzword. It is our only viable path forward. It means empowering local people with the tools, knowledge, and resources to protect themselves. It means investing in early warning systems that reach the last mile and actually work, restoring ecosystems that buffer floods, and supporting indigenous knowledge that has long helped communities live in harmony with nature. It means letting go of our belief that somehow our degrees in climate change and attendance in global climate conferences enable us to tell communities how they should be responding to climate change. It means shifting power and funding to the grassroots, where resilience is not theoretical — it is lived, practiced, and urgently needed. As the rains return, I am reminded of Janmu Sherpa’s voice of quiet wisdom. Her innate resilience did not save her life. Let us not wait for the next flood to act. Let us protect what we still have. A pre-monsoon déjà vu

The <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump administration</a> is withdrawing from multilateral mechanisms to tackle <a href="https://nepalitimes.com/editorial/development-destruction-yt3t1yhu">development</a>, health and environmental challenges just as the world is impacted by accelerated<a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood"> climate breakdown</a>. The US pullout of the Paris Agreement signed by most countries in 2015 to curb emissions, his plans to increase <a href="https://nepalitimes.com/news/fuel-of-the-future-is-here">fossil fuel production</a>, and cut funding for global <a href="https://nepalitimes.com/banner/saving-nature-by-protecting-orchids">nature conservation</a> and <a href="https://nepalitimes.com/editorial/nepal-needs-to-get-its-climate-act-together">climate adaptation</a>, threaten to reverse the past decade of progress. All this comes as the United States has decided to cancel participation of its scientists in a critical meeting this week of the Intergovernmental Panel on Climate Change (IPCC) in the Chinese city of Hangzhou which is set to agree on a timeline and budget for its Seventh Assessment Report. The Conference will be also discussing geoengineering options to remove carbon that has accumulated in the atmosphere, to capture and store it. Some scientists say that at the rate emissions are spiking worldwide, cutting back on fossil fuel use will not be enough to keep global average temperatures in check. Some of the CO2 emitted today is absorbed by the oceans and plants, but most of it remains in the atmosphere for as much as 1,000 years. Carbon sequestration remains controversial, and environmentalists argue that the best method of removing carbon dioxide from the atmosphere is to increase forest cover around the world.&nbsp; The <a href="https://earth.org/what-is-the-ipcc/" target="_blank">Intergovernmental Panel on Climate Change</a> is an international body of scientists from 195 countries and was set up nearly 20 years ago to provide governments regular reports on the state of the global climate as well as propose measures to adapt to the climate crisis and reduce emissions. Previous IPCC assessments have painted an increasingly alarming picture of overshoot of <a href="https://nepalitimes.com/news/nepal-doubles-its-carbon-footprint">greenhouse gas emissions</a>, and the world is already nearing the 1.5C target for 2050 set in Paris 20 years ago.&nbsp; The 62nd session of the IPCC taking place in Hangzhou from 24-28 February will pool available scientific data on <a href="https://nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya">climate change</a>, analyse it and come up with recommendations for governments as part of its regular 6-year process.&nbsp; But the outlines of the Seventh Assessment report is not due till 2028, and many scientists worry that at present rate of <a href="https://nepalitimes.com/here-now/nepal-s-mountains-are-melting">atmospheric and ocean warming</a>, it will be too late to take meaningful action.&nbsp; Now, a new study has shown that past IPCC reports have failed to align its targets with another time bound plan agreed to by most of the world’s countries at the United Nations: the Sustainable Development Goals (SDGs). Read also: <a href="https://nepalitimes.com/banner/un-climate-report-declares-planetary-emergency">UN climate report declares planetary emergency</a> “The Hangzhou meeting is the right time to influence decision-making to holistically link climate change and sustainability issues in the upcoming IPCC reports,” says Prajal Pradhan of the Integrated Research on Energy, Environment, and Society at the University of Groningen in The Netherlands, and lead author of a new report in the journal <a href="https://www.sciencedirect.com/science/article/pii/S2666916125000040?via=ihub" target="_blank">Resources, Environment and Sustainability</a>. The SDGs were agreed upon at the United Nations the same year as the Paris Climate Agreement to achieve a set of 17 development targets by 2030 to, among other things, end poverty and hunger, ensure health and education, and reduce emissions to mitigate <a href="https://nepalitimes.com/news/nepal-s-citizen-scientists-track-climate-change">climate change</a>. The SDGs superseded the earlier Millennium Development Goals (MDGs) and underlined the interlinkages of the global crises like inequality, migration, food production, poverty and climate breakdown. Pradhan, who is a scientist from Nepal, and his fellow researchers and authors analysed 150 chapters of the Fifth and Sixth Assessment Reports of the IPCC to see how much they had incorporated SDG targets. “Our analysis shows that the reports contain gaps when it comes to the SDGs,” notes Pradhan. “Climate change and sustainability cannot be seen in isolation, and several SDGs are not sufficiently reflected in the previous IPCC reports, such as <a href="https://nepalitimes.com/business/gender-equality-lesson">gender equality</a>, education, inequality, and health issues.” Besides its 17 broad goals, the SDGs also have 169 sub-goals and incorporate them into the next scientific assessment of the IPCC because they relate to structural problems with national development, many of which pre-date the <a href="https://nepalitimes.com/here-now/those-who-stay">climate crisis</a>.&nbsp; Says Pradhan: “If we want to achieve climate action, we need to link them to development issues. Climate change has negative impacts on several SDGs. At the same time, they can also have a positive effect on several sustainability goals. There are synergies and trade-offs.”&nbsp; The paper in Resource, Environment and Sustainability notes that while SDGs figure more prominently in the IPCC”s Sixth Assessment Report compared to the Fifth, there is a need for a &nbsp;more holistic coverage of sustainability and development goals as the underlying causes and solutions to the climate crisis. Incorporating SDGs into the Seventh Assessment Report, it adds, would make the next one more policy-relevant, stimulate more research on SDG and climate change linkages. Says Klaus Hubacek, another co-author from the University of Groningen: “Climate change is not just about rising temperatures, there is also a direct link to people’s well-being, which the SDGs emphasise. These development issues resonate more with governments, and this is how they hope to accelerate climate actions.” Read also: <a href="https://nepalitimes.com/news/underreporting-the-climate-emergency">Underreporting the climate emergency</a> The paper was a collaboration between scientists from 15 institutions worldwide which also included other Nepali scientists like Shobhakar Dhakal of the Asian Institute of Technology in Thailand and , Maheswar Rupakheti, as well as former and present members of IPCC working groups like Bart van den Hurk, Debra C Roberts.&nbsp; The researchers hope that the journal article will convince participants at the IPCC meeting in China this week to push urgent <a href="https://nepalitimes.com/banner/global-crisis-local-solutions">global action on climate mitigation</a> and adaptation by integrating SDGs more closely with emission targets and strategies to cope with impact.&nbsp; “Timing is key,” Hubacek notes. “The SDGs are in place until 2030. Combining IPCC targets with SDGs

Despite countries amassing huge atomic arsenals, one reason deterrence has worked since the end of World War II, according to proponents, is that all-out nuclear war is so unthinkable.&nbsp; Yet, with no end in sight to fighting in Ukraine and West Asia, a new Cold War that pits US vs Russia and China, and the second coming of an erratic American president, have all made nuclear conflict thinkable in 2025 and beyond. Russia has repeatedly threatened the use of nuclear weapons against Ukraine and last month fired a new hypersonic intermediate-range ballistic missile at the Dnipro. And it has put into orbit a new <a href="https://www.nytimes.com/interactive/2024/12/05/opinion/nuclear-weapons-space.html" target="_blank">prototype satellite</a> that can knock out other satellites with a nuclear explosion in space.&nbsp; Donald Trump and Benjamin Netyanyahu have reportedly spoken about a joint strike on Iranian nuclear installations. North Korea has been testing long range missiles for its nuclear warheads. Tensions remain high between nuclear-armed India and Pakistan. These dangers come on top of signs of accelerated climate breakdown with weather extremes, record-breaking heat, and rapid melting of polar icecaps and Himalayan glaciers. ‘The world-ending potential of nuclear weapons looms over populations around the world,’ writes Cameron Vega in <a href="https://thebulletin.org/2023/11/the-climate-blind-spot-in-nuclear-weapons-policy/" target="_blank">Bulletin of the Atomic Scientists</a>. ‘Climate change is a slower-moving catastrophe, but it openly threatens every community.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241226081236_8ebdd11d4d252d449b0347548372e1649de3637e1947f75609909bbf26d00555.jpg" data-media-id="editor_2" data-image-id="20241226081236_8ebdd11d4d252d449b0347548372e1649de3637e1947f75609909bbf26d00555" data-rendition-name="original" width="800" height="533" loading="lazy" alt="Thinking the thinkable NT"> </figure>  The Bulletin’s <a href="https://thebulletin.org/doomsday-clock/" target="_blank">Doomsday Clock</a> was reset to 90 seconds before midnight (from 100 seconds) in January this year due to ‘ominous trends that continue to point the world toward global catastrophe’. The minute hand on the Doomsday Clock has been reset 25 times since 1947, and it is most likely be brought forward to less than a minute in 2025. &nbsp; Both climate breakdown and nuclear war are human induced, but while one is heating up the planet the smoke and dust from explosions of the other will cool it. Either way, both threats are inextricably linked.&nbsp; Even the tactical use of battlefield nuclear weapons would have a climate impact. And climate-induced disasters, crop failures, water shortage, mass migration and ensuing socio-political unrest could spark wars that go nuclear. This is without even considering the long term effect of radioactive fallout on land, water and sea. <a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> recently projected that even a one-week nuclear exchange between India and Pakistan would cause the collapse of food systems worldwide, killing 2 billion people from starvation. Prevailing winds would carry the fallout to the Himalaya and Tibetan Plateau, irradiating glaciers that feed into all of Asia’s main rivers. An all-out nuclear war between the United States and Russia would cause a nuclear winter lasting more than 15 years, the study showed, unleashing a global famine that would kill 5 billion people.&nbsp; Anti-nuclear activists now challenge the security paradigm based on nuclear deterrence, and have instead pushed for a ban on nuclear weapons. At a meeting on the Treaty on the Prohibition of Nuclear Weapons at the United Nations in New York last December, members declared that the doctrine of deterrence used by nuclear-armed states and their allies was a threat to human security and an obstacle to nuclear disarmament.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241226081236_407d70a5620963d36f53e2c5718e0e12aad446374f358fb4b574701ee1f03e14.jpg" data-media-id="editor_5" data-image-id="20241226081236_407d70a5620963d36f53e2c5718e0e12aad446374f358fb4b574701ee1f03e14" data-rendition-name="original" width="667" height="726" loading="lazy" alt="Thinking the thinkable NT"> </figure>  The meeting heard that deterrence is an unproven gamble and based on the implicit threat to use nuclear weapons which itself is playing brinkmanship with nuclear annihilation. “Deterrence is unacceptable,” stated Melissa Parke of <a href="https://www.icanw.org/people_and_structure" target="_blank">ICAN ((International Campaign to Abolish Nuclear Weapons)</a>. “It is based on the threat to wage nuclear war which would kill millions outright and lead to a nuclear winter and mass starvation that would kill billions of people.”&nbsp; ICAN was awarded the <a href="https://www.icanw.org/nobel_prize" target="_blank">Nobel Peace Prize in 2017</a> for its activism against the catastrophic humanitarian consequences of any use of atomic weapons, and its work to push the Treaty on the Prohibition of Nuclear Weapons.&nbsp; It has been 50 years since the discussions on a draft of the <a href="http://www.un.org/disarmament/WMD/Nuclear/NPTtext.shtml" target="_blank">Nuclear Non-Proliferation Treaty (NPT)</a> was first held in Geneva. The NPT entered into force in 1970, and has the membership of <a href="http://disarmament.un.org/treaties/t/npt" target="_blank">191 States</a>, with mandatory obligations on disarmament and non-proliferation.&nbsp; However, these commitments are now threatened by a new Cold War and increased global tensions. Nine nuclear weapon states have total stockpiles of 14,500 warheads, many of them on missiles ready to be launched. Three countries in Nepal’s immediate neighbourhood (China, India, Pakistan) have nuclear weapons, and they do not share good relations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241226081236_cb12ff19e7ad0691773a0cc4a74b4f2b699832495aa90e5dc21462a287f11dcb.jpg" data-media-id="editor_10" data-image-id="20241226081236_cb12ff19e7ad0691773a0cc4a74b4f2b699832495aa90e5dc21462a287f11dcb" data-rendition-name="original" width="1232" height="513" loading="lazy" alt="Doomsday clock"> </figure>  Of the five regions around the world that have declared themselves nuclear weapons free, three are in Asia: Central Asia, Mongolia and the South Pacific. The <a href="https://www.unrcpd.org/about/" target="_blank">United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD)</a> is located in Kathmandu and helps countries to meet disarmament goals. A report titled <a href="https://www.ippnw.org/wp-content/uploads/2022/09/ENGLISH-Nuclear-Famine-Report-Final-bleed-marks.pdf" target="_blank">Nuclear Famine</a> by the group <a href="https://www.ippnw.org/programs/nuclear-weapons-abolition/nuclear-famine-climate-effects-of-regional-nuclear-war" target="_blank">International Physicians for the Prevention of Nuclear War</a> sounds a sobering alarm: even a limited nuclear war using only 100 weapons anywhere in the world would disrupt the global climate and agricultural production, and <a href="https://www.youtube.com/watch?v=89_d9AFmk9Y&amp;t=83s" target="_blank">put 2 billion people at risk of starvation</a>. Coincidentally, 2 billion is also the number of people who would be affected by the melting of glaciers in the mountains of High Asia, according to the <a href="https://hkh.icimod.org/hi-wise/" target="_blank">International Centre for Integrated Mountain Development (ICIMOD)</a>. Thinking the thinkable

Those who stay

Nepal’s national electricity grid is supplied with power from a remarkably decentralised array of 162 hydropower projects and 14 solar photovoltaic schemes spread across 43 districts, supplying power over the grid to 30 million people.
Another 249 hydropower projects and 14 solar projects are at different stages of construction, positioning 11 new districts to contribute power to the grid by 2030. Six of the country’s seven provinces generate hydropower as their main energy source, while Madhes Province generates solar energy.&nbsp;
While NEA (Nepal Electricity Authority) and its subsidiaries own and operate 20 generation stations, the remaining are owned and operated by Independent Power Producers (IPP). All but two of the IPPs are Nepali companies that have successfully mobilised over $2 billion in investment.
This investment has been spread widely across the country. Eleven districts generate more than 100MW each with Dolakha, Lamjung, Solukhumbu, and Ramechhap each exceeding 200MW (map). The average size of hydropower projects on Nepal’s grid is 15.5MW, while the average solar project is 4.2MW.
The average size of projects under construction is larger -- 39.5MW for hydro and 6.9MW for solar respectively.&nbsp;
For most hill and mountain districts, hydropower is easily the largest investment, private or public, in their history. &nbsp;
This decentralised power generation model is a relatively recent development for Nepal. In 1995 when the World Bank withdrew (adjoining article) its planned investment from the 201MW Arun III project, NEA had not envisioned the entry of the private sector. In fact, its published strategy was to mobilise international aid for hydropower projects larger than Arun III.
The well-known cancellation of Arun III in 1995 and the availability of alternative models led to Nepal's decentralised power development. It matters that this distributed generation and storage of electricity is close to the point of use.
Centralised power stations have been the norm for industrialised and emerging economies to achieve rapid and cheap electrification, taking advantage of economies of scale of large power plants.
Also in Nepal, when its vast hydropower potential was first quantified in the 1960s, plans were drawn up for mega hydropower projects with reservoirs such as Karnali, Kosi, and Pancheswar. None of these could be realised, however, due to lack of financing.&nbsp;
Donor funds could never be aggregated at the scale needed for the investments required, and the country was not attractive to the international private sector. Nepal opted not to invite India to construct its large hydropower projects to supply the Indian market the way Bhutan did.
It took the country 40 years to find its way -- generation led by private domestic investment supplemented by public sector involvement by the NEA.&nbsp;
The cancellation of Arun III resulted in the government signing expensive dollar-denominated power purchase agreements (PPA) with international producers like Khimti (60MW) and Bhote Kosi (45MW) to partially make up for the shortfall. These were against the wishes of NEA management.&nbsp;
It was in reaction to these expensive PPAs that engineers at NEA received permission to develop Chilime (20MW) with rupee-denominated PPA and the government at the time announced a standard tariff in NPR for power generated by IPPs.&nbsp;
Once NEA showed its willingness to sign these PPAs, hundreds of companies sprang up to apply for licenses to survey and construct small hydropower plants throughout the country.
Decentralised power development contributes to construction jobs and infrastructure investment, especially in remote districts where many of the best hydropower sites are located.&nbsp;
Construction of an electricity generation station provides at one go the two most important infrastructure any district needs to generate jobs — power and a road.&nbsp;
Decentralised generation provides energy security to load centres throughout the country since damage to power plants in one part of the country need not affect other areas that have their own generation. It also reduces transmission losses as large amounts of power do not have to be transported from one end of the country to another.
Nepal’s strategy of decentralised power development is coming to maturity in the era of the climate crisis, when the global response has been a surge in renewable energy investments and grids all over the world pushing to become decentralised.&nbsp;
Landslides, flooding and glacial lake outburst floods have always posed risks to infrastructure projects in the Himalaya, and climate breakdown has increased this risk with the severity and frequency of cloud bursts.&nbsp;
The 2024 monsoon has been particularly bad, temporarily shutting down NEA’s 456MW Upper Tamakosi, 60MW Upper Trisuli 3A, 40MW Chameliya, and 10MW Sunkosi projects,&nbsp;
It also downed the 36MW Balefi, 20MW Lower Modi, 18MW Middle Modi, and 7.5 MW Indrawati III operated by IPPs.
Nonetheless, there has not been any increase in load shedding because power plants across other river basins continued to generate without interruption.&nbsp;
Having power plants spread across two thirds of the country rather than concentrated in a few river valleys distributes the risk to the country’s entire power supply.&nbsp;
Adding solar energy to the generation mix diversifies the types of renewable energy available and contributes to power in the winter months. It also makes the grid more secure during periods of drought when hydropower production declines.&nbsp;
Solar energy is a perfect complement to hydro since by definition its production will peak during periods with low rainfall.
Distributed generation is shaping up to be an important component of Nepal’s decentralised energy system. This increases energy security to users and reduces transmission losses.
The roughly 10MW of rooftop solar PV systems that have been installed in the past year by hotels, factories, medical colleges and flour mills to reduce their electricity bills is an example of how it is catching on.
Decentralised and distributed generation do have additional costs in the need for more extensive power networks. Extending high voltage transmission lines to evacuate power from smaller local projects adds cost.&nbsp;
However, every power plant and the transmission line to access it has aided Nepal in accelerating electrification and strengthening power infrastructure to the district where it is located.
As networks become more complex, utility-scale battery storage, and the availability of distributed storage in electric vehicles, the grid needs to be made smarter to better manage the tens of thousands of generation and storage points Nepal is likely to have in the coming years. &nbsp;

Decentralising power in Nepal

Nepalis worship the sun, and mark its seasonal passage with festivals. Adding to that spiritual reverence now is the economic relevance of solar power. Fast-flowing Himalayan rivers give Nepal a total feasible hydropower generation capacity of 48,000MW, of which only 3,600 has so far been harnessed. Yet, Nepal’s total solar power potential has been calculated to be nearly 10 times higher at 432,000MW. &nbsp; With over 300 days of sunshine a year, the country could produce 3.6 to 6.2 units of electricity per square meter based on its solar radiation levels.&nbsp; This potential, combined with decreasing installation costs of Chinese-manufactured photovoltaic cells and other means, is a viable and affordable alternative to Nepal’s over-reliance on hydropower which faces concerns about the destruction of riverine ecosystems, as well as risk from glacial lake floods caused by climate breakdown. However, restrictive domestic energy policies and geopolitical sensitivities mean Nepal is failing to diversify fast enough to tap this tremendous solar energy potential. Nepal’s hydropower generation is almost entirely from run-of-river projects that do not have large reservoirs. Many such projects in Nepal and across the Himalaya have been swept away by glacial lake outburst floods in recent years.&nbsp; Such risks and limitations to hydropower should have prompted the Nepal government to jump-start investment into solar farms, but the main reason is that the Nepal Electricity Authority (NEA) caps solar power at just 10% of total capacity. There is no official explanation, but it is likely due to the outdated perception that solar technology cannot supply a consistent energy stream at evening and morning peak loads.&nbsp; But today, there are plenty of ways around it, including pump storage schemes that use daytime solar power to pump water from a river to a reservoir and drain it to generate electricity at night. Battery technology is now more advanced, and affordable enough to make grid-scale batteries feasible.&nbsp; But then there is an issue of tariffs, which are much lower for solar at Rs5 per energy unit, and competitive bidding forces companies to lower it even further. But there is no bidding process for hydropower and licenses are given out on a first-come, first-served basis with a fixed rate of Rs6.5 per unit regardless of location.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025112303118_c3280cddae6f3305d07319011dd9c187005822a9b905bb849c36b95e3ad0d516.png" data-media-id="editor_0" data-image-id="2025112303118_c3280cddae6f3305d07319011dd9c187005822a9b905bb849c36b95e3ad0d516" data-rendition-name="original" width="1109" height="887" loading="lazy" alt="Here comes the sun"> </figure>  SUPPLY VS DEMAND Hydropower is supply-driven, while solar responds to demand, so under such a discouraging scenario, solar power accounts for only 5% of Nepal’s total energy mix. “Given the environmental risks to hydropower, investors are now demanding tariffs on hydropower to be increased. So the question to the government is, are you paying more money for hydropower or willing to buy more of the cheaper solar power,” said energy entrepreneur Kushal Gurung. Solar investors are lobbying the government to raise the cap on solar power to 30% and expand zoning policies so that solar plants can be built in areas with high potential, such as Dolpo and Mustang in the trans-Himalaya. These regions are sparsely populated, arid, have a cold climate and high solar radiation levels — ideal conditions for photovoltaics. Solar power’s biggest advantage is its cost-effectiveness compared to hydropower, with the operating cost of a hydropower plant up to four times higher than of a solar plant of the same generation capacity. Investors are no longer assured of a return on investment on hydropower due to climate risk which have increased insurance premiums. “Last year, when the government opened a bidding for 800MW of solar power, the private sector was ready to invest 3,000MW. Both banks and investors were convinced about the potential for solar energy, but the government and especially the bureaucracy, was not on the same wavelength,” added Gurung.&nbsp; Interim Energy Minister Kulman Ghising is said to be interested in increasing the cap on solar energy, but there is a question whether he will remain in office since he has launched his only Ujyalo Nepal party to contest elections in March. GEOGRAPHY AND GEOPOLITICS In 2018, Nepal’s only foreign private equity form Dolma Himalayan Climate Fund (DHCF) pitched a proposal to generate 150MW from a solar farm and store 20MW of it in battery systems in Mustang to meet seasonal and daily peaks. It got approval from Investment Board Nepal (IBN) and had already poured millions into the project when the Department of Mines instructed all developers in Mustang to halt their projects, citing the discovery of uranium ore. But insiders say the real reason was due to pressure from the Chinese government’s security concerns about a Western investor being involved so close to the border with Tibet.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025112303118_5946a5f1ba63f34c88f900c6d12b37d0101effb76e8a7a5397cd6451c16cd5b2.jpg" data-media-id="editor_1" data-image-id="2025112303118_5946a5f1ba63f34c88f900c6d12b37d0101effb76e8a7a5397cd6451c16cd5b2" data-rendition-name="original" width="800" height="450" loading="lazy" alt="Here comes the sun NT"> <figcaption>Photo: GHAM POWER</figcaption> </figure>  The same thing happened, but in reverse, when the Chinese company Risen Energy was interested in investing $190 million on a grid-connected 125MW photovoltaic generation system in Banke and Kapilvastu districts near the Indian border. Risen’s subsidiary, Risen Energy Singapore JV, was negotiating with IBN to commit $190 million in the project which would also store 20MW of daytime generation for morning and evening peak demand. But the agreement was not signed because the Indian authorities were concerned about Chinese involvement so close to their border. India has also refused to buy electricity from any hydropower plant in Nepal that has Chinese or other foreign investment or contractors. Indian state-owned companies are currently building or planning hydropower plants in Nepal to generate nearly 3,000MW, mostly for export.&nbsp; But not every Chinese-backed project has been blocked. In 2024, China handed over two solar-powered livelihood projects to a local community in Lalitpur — a community solar bathhouse and a rooftop photovoltaic power system. Funded by the Yunnan People’s Association for Friendship with Foreign Countries, the projects aim to improve living conditions. The initiative forms part of the Chinese Embassy’s ‘Happy Community’ program (幸福社区, Xìngfú Shèqū) under the China–South Asia Poverty Reduction and Development Cooperation Center.&nbsp; Says Gurung: “Hydropower is a geopolitical mess, but it has well and truly started in solar power too. It now all comes down to how we handle it, and we need deft diplomacy to make sure our projects are not indefinitely delayed as has happened in the past.”&nbsp; LOW-HANGING FRUIT Despite domestic restrictions and geopolitics, there are still small-scale opportunities for solar energy entrepreneurs to cash in, such as net metering. Most industries in Nepal have enough rooftop space to generate 500KW to 1MW of solar energy. Combined, they would generate a substantial amount of energy to feed into the grid. Factories, supermarkets and chain stores are often bankable and trusted by financial institutions from which they could easily get credit.&nbsp; China could also take advantage of Nepal’s high solar power potential. Given that the United States has only imposed a 10% tariff on Nepal, China could set up PV manufacturing plants in Nepal.&nbsp; However, this requires government-to-government which could run into trouble, again because of geopolitics. The same applies for the Carbon Border Adjustment Mechanism which is a carbon tariff on carbon intensive products, such as steel, cement and some electricity, imported to the European Union.&nbsp; Chinese products have suffered under this mechanism but Chinese products made in Nepal can be competitive in the European market given lower carbon tax for Nepal. Clean energy has long been an area where Nepal hopes to attract Chinese investment — not only in hydropower, but also in solar and wind energy.&nbsp; With contributions from Qian Sun, Global Voices.&nbsp;

Nepal, here comes the sun

There were two Bhutans on display during Narendra Modi’s visit this month. The first: a trusted partner, modernising rapidly with Indian support, inaugurating hydroelectric projects, and signing healthcare deals. The second: a nation that <a href="https://www.fmreview.org/gazmere-bishwo/#:~:text=In%201990%2D91%2C%20about%20a,are%20therefore%20not%20Bhutanese%20citizens.">ethnically cleansed 17% of its population </a>and has never been held accountable.
Modi chose to see only the <a href="https://kuenselonline.com/news/pm-modi-concludes-bhutan-visit-with-prayers-for-peace-and-prosperity">first </a>during his <a href="https://economictimes.indiatimes.com/news/india/india-announces-rs-4000-cr-concessional-credit-line-to-fund-energy-projects-in-bhutan/articleshow/125253915.cms?utm_source=contentofinterest&amp;utm_medium=text&amp;utm_campaign=cppst">11-12 November visit</a>, granting $450 million in credit, offering birthday tributes to Fourth King Jigme Singye Wangchuk, and inaugurating another hydropower project.
New Delhi has opted for strategic silence on Bhutan’s systematic persecution of the Lhotshampas in the 1990s. The displaced remain scattered across the world and in refugee camps in Nepal, their property seized, their citizenship revoked.&nbsp;
Now, on that same contested land Bhutan is building the <a href="https://nepalitimes.com/here-now/small-bhutan-dreams-big">Gelephu Mindful City (GMC)</a>, a megaproject intended to <a href="https://kuenselonline.com/news/pm-modi-announces-inr-40-billion-credit-line-new-rail-links-and-land-for-bhutanese-temple-in-varanasi">connect directly to Indian infrastructure</a>. The victims are gone, and democratic India’s values remain conspicuously absent.&nbsp;
With no Lhotshampas left to challenge the official narrative and India unwilling to raise it, Bhutan continues to suppress dissent with impunity.&nbsp;
Earlier this year, social media influencer Raghu Pati Subedi was arrested on the Assam side of Gelephu after returning from a visit to relatives in India. His family members reportedly came under intense pressure, including threats of arrest, accusing them of hiding his whereabouts. After his arrest, he was transported to Thimphu and imprisoned.
This was not an isolated incident. It is part of systemic repression that first gained international attention in the 1990s, when over 100,000 Nepali-speaking Lhotshampa were systematically stripped of their citizenship and forcibly exiled. This mass expulsion, which human rights organisations have characterised as ethnic cleansing, created a decades-long refugee crisis that continues to define the regional political and human rights landscape.&nbsp;
EXODUS
The Lhotshampa crisis of the 1990s was not a spontaneous event but the culmination of years of state-led discrimination. Through a series of legislative acts, notably the 1985 Citizenship Act and the 1989 Driglam Namzha, the ‘One Nation, One People’ policy, the Bhutanese state systematically dismantled the rights of its Nepali-speaking citizens.&nbsp;
The use of the Nepali language was suppressed, the traditional dress of the ruling ethnic group was mandated, and citizenship was revoked en masse, rendering a significant portion of the population stateless in their own homeland.
The new manuscript I am editing has harrowing accounts by the authors of those atrocities. The parallels with what happened to Subedi recently are striking and troubling, showing that even after 35 years the regime has not changed its spots. The methods may have evolved, but the repression against dissidents remains disturbingly consistent.
This refugee exodus was an immense and unasked-for burden on Nepal. Despite being a country grappling with its own political instability and limited resources, Nepal accommodated them on humanitarian grounds. Nepal has consistently advocated for a durable solution centered on the refugees’ right to safe, voluntary, and dignified repatriation.
For years, it engaged in bilateral talks with Bhutan, culminating in a joint verification process. However, these efforts ultimately foundered on what Nepal described as ‘continued rigidity and non-implementation of the agreed decisions by the Bhutanese side’.
Nepal fulfilled its moral and humanitarian duty, but the international community largely failed to hold Bhutan accountable. Bhutan’s rulers deflected global attention with the masterful narrative of Gross National Happiness (GNH), while the grim reality in the refugee camps persisted.&nbsp;
Ultimately, with repatriation proving impossible, Nepal acquiesced to a third-country resettlement program led by a group of eight countries, including the United States, Canada, and Australia. From 2007 to 2016, more than 113,500 Bhutanese refugees were resettled in <a href="https://www.unhcr.org/media/nepal-factsheet">one of the largest group resettlement programmes globally</a>, though 6,365 remain in refugee camps in eastern Nepal.
While this solution provided a lifeline for thousands, it was a tragic capitulation to Bhutan’s ethnic homogenisation project. The refugees’ right to return to their homeland has been denied. It is a cautionary tale about the limits of international diplomacy in the face of state intransigence.
Bhutan’s global brand is one of its most successful exports. The <a href="https://www.gnhcentrebhutan.org/">Gross National Happiness </a>doctrine, which promotes holistic well-being over just economic growth, has captivated the Western imagination and policymakers. It offers a vision of a mindful, environmentally conscious, and peaceful Himalayan kingdom. This carefully cultivated image has historically aimed to shield Bhutan from the level of scrutiny applied to other nations with similar human rights records.
The GNH facade, however, cracks under the weight of documented evidence. The same kingdom that champions ‘happiness’ has, for decades, maintained a justice system that human rights groups allege relies on torture, coerced confessions, and draconian laws to silence opposition.
The 1992 National Security Act, with its vague definitions of ‘treasonable acts’ against the Tsa-Wa-Sum (King, Country, and People), has been a primary tool for suppressing political dissent, particularly from the Lhotshampa.
Overlooked by the international community and ignored by global powers including India, in responding robustly to the ethnic cleansing of the 1990s sent a clear message to Thimphu: such actions could be undertaken with impunity. The monarchy emerged unscathed, its reputation burnished rather than tarnished.&nbsp;
This historical impunity now echoes in the case of Raghu Pati Subedi and the <a href="https://www.cijnepal.org/new-list-of-political-prisoners-expected-to-set-off-discussion-on-bhutans-human-rights-record">continued imprisonment of dozens of political prisoners</a> of conscience. The global community’s reluctance to challenge the GNH narrative has, in effect, become a form of complicity.
The arrest and sentencing of a social media influencer demonstrates how old tactics have been adapted for the digital age. Subedi, 40, was a new kind of threat to the state-controlled narrative and he had to be made an example of.&nbsp;
As the founder and administrator of the popular Facebook page ‘The Don of Asia’, he bypassed traditional, state-influenced media to speak directly to about 78,000 followers. His content, informational and satirical videos on rural poverty, corruption, and the GMC project, was the kind of social media activism that was deemed intolerable.
Subedi was arrested in early 2025 and sentenced to 24 years in prison. The charges allegedly stemmed from Subedi’s social media criticism of the GMC, a flagship project of Nepal-born Bhutanese fifth King Jigme Khesar Namgyel Wangchuck.&nbsp;
For <a href="https://thenewamericansmag.com/2024/11/18/the-kings-gelephu-mindfulness-city/#:~:text=Ganga%20Lamitare%2C%20who%20owns%20four,ancestors%20in%20building%20the%20nation.">Bhutanese refugees like Gangaram Lamitare</a>, the GMC represents a bitter irony, a development rising on their confiscated ancestral lands.&nbsp;
Gangaram, who owns four acres where the GMC’s international airport is now under construction, says: “Many people from villages fled at night in 1990, leaving everything behind to escape oppression. Now, the Bhutanese king and ministers are spreading falsehoods worldwide, calling this land vacant, which actually belongs to those forced to leave the country.”&nbsp;
There are signs that international support that has benefited Bhutan may be waning. The United Nations has become increasingly vocal and last year the <a href="https://www.ohchr.org/sites/default/files/documents/issues/detention-wg/opinions/session101/a-hrc-wgad-60-2024-bhutan-advance-edited-ve.pdf">UN Working Group on Arbitrary Detention</a> said the detention of several Bhutanese political prisoners was arbitrary and illegal under international law.&nbsp;
In April 2025 from a group of six UN human rights experts raised grave concerns about the use of torture, denial of fair trials, and the ‘severe chilling effect’ of Bhutan’s legal framework on civic space. These developments owe much to the consistent advocacy of the Hague-based Global Campaign for the Release of Political Prisoners in Bhutan (GCRPPB) since its formation.
However, they also reflect broader shifts in international human rights scrutiny. This places Bhutan’s key international partners, particularly the European Union, in a critical position. Bhutan enjoys lucrative benefits under the EU’s ‘Everything but Arms’ trade scheme, which grants developing countries tariff-free access to the EU market contingent on respect for human rights.&nbsp;
The EU is also a significant provider of development aid to Bhutan which provides it with substantial leverage. In April 2025, members of the <a href="https://bsky.app/profile/saskiabricmont.bsky.social/post/3lmrn5mkmrs2q">European Parliament formally called on Bhutan</a> to release all political prisoners. This action signals a growing recognition that trade and partnership cannot be divorced from human rights obligations.&nbsp;
“Bhutan’s international partners and investors, including the EU, should make it clear that they expect Bhutan to comply with its human rights obligations and release them without further delay,” says Meenakshi Ganguly, of Human Rights Watch.&nbsp;
Bhutan stands at a crossroads. Its desire for deeper global economic integration is colliding with its unresolved history of human rights abuses. The international community now has a choice: either continue being charmed by the myth of a happy shangri-la or insist that the kingdom adheres to democratic values it professes to the world.&nbsp;
Nepal’s recent Gen-Z uprising offers a lesson to Bhutan. In September, when authorities attempted to ban 26 social media, Nepali youth took to the streets and, within hours, toppled the entire pro-establishment political apparatus. Their message was clear: in an age of digital connectivity and mass mobilisation, authoritarian tactics such as detaining social media influencers are both unjust and ultimately unsustainable.
This incident echoes the prophetic warnings of Devi Bhakta Lamitare, Bhutan’s first-generation democratic leader, who died in exile in India in 2022. In his seminal 1970 book
Dankindo Bhutan, Lamitare chronicled the systematic suppression of people’s rights and envisioned a path toward liberation.
Before his death, I worked with him to update and edit this work, which the Bhutan Media Society published posthumously in 2023. In a December 2020 interview I conducted for the book on the Ganga riverbank in Haridwar, Lamitare laid out a stark three-front offensive: political mobilisation from within India to awaken resistance inside Bhutan itself, relentless pressure on New Delhi to champion democracy, and a global ‘pamphlet war’ waged by resettled Bhutanese in the West.&nbsp;
Only through such sustained action, he argues, can Bhutanese citizens win the right to choose their own rulers, a principle India, the world’s largest democracy, should be championing, not abandoning.

Bhutan imprisons social media influencer

The COP30 climate summit in Brazil ended this week <a href="https://nepalitimes.com/opinion/cop30-to-cop31">without tangible commitment</a> from countries to reduce fossil fuel emissions. Its impact will be felt halfway around the planet here in Mustang which is already seeing weather extremes.&nbsp; Geographically, Mustang is on the Tibetan Plateau, north of the main Himalayan chain. It is in the rainshadow, and a high altitude desert. Winter snow has failed for eight of the past ten years, unseasonal blizzards, and frequent glacial collapse leading to floods. The Kali Gandaki Corridor follows one of the deepest gorges in the world between Annapurna and Dhaulagiri, the world’s seventh and tenth highest peaks. Snow and rain in Upper Mustang used to fall mostly in winter, but now there are cloudbursts and blizzards at other times of the year.&nbsp; In the ancient walled city of Lo Manthang, elderly men have gathered at a local tea shop to drink the salted butter tea. Some sip home-made liquor infused with medicinal herbs.&nbsp; The sun has set, the temperature plummets, and the wind howls outside. Everyone agrees it does not snow like it used to any more. Previously, winter snow on the meadows would seep slowly into the soil with the spring thaw, bringing out fresh grass shoots. &nbsp; In recent years, even if there is winter precipitation, it falls as rain. This is due to lack of grass and new lowland diseases moving up the mountains. Mustang has lost 28% of its population between the census in 2011 and 2021, and outmigration also means there are fewer people left to carry on a pastoral lifestyle.&nbsp; “Herders have asked for vet services in their communities because there are new insect-borne diseases,” says Yangchen Dolker Gurung of the Lo Gyalpo Jigme Foundation. With the rising temperature, the risk of Glacier Lakes Outburst Floods (GLOFs) has also risen.&nbsp; At the rate global average temperatures are rising, scientists say that the Himalaya will lose up to two-thirds of the remaining ice caps. The floodplain is now strewn with boulders and sand brought down by the flood which caused damage worth Rs28 million. The flood also damaged the irrigation canals that feed riverside farms where locals grew potato, buckwheat, millet and spinach. Nyima Wangmo Gurung runs a homestay in Nyamdok village, and says: “We don’t have water when we need it. The farms depended on snowmelt in spring to irrigate their fields, but there is less snow to melt in past years. “The last heavy snowfall in winter was about eight years ago, since then we have got little or no snow,” says Tashi Norbu Gurung, Chair of Lo Manthang Rural Municipality. “This affects farmers during the April planting season.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251129021144_010e09f4e9335f39c62f4d6027489c86423b3d10ddfb83558820f6a7a56a477b.jpg" data-media-id="editor_11" data-image-id="20251129021144_010e09f4e9335f39c62f4d6027489c86423b3d10ddfb83558820f6a7a56a477b" data-rendition-name="original" width="1000" height="1500" loading="lazy" alt="Too little snow, too much rain NT"> </figure>  It is not just lack of snowfall that is a problem. Springs have gone dry, and some villages like Dhey have been forced to relocate because life became &nbsp;impossible without water.&nbsp; Villagers of Samjung also <a href="https://nepalitimes.com/news/climate-migration-is-already-happening">migrated</a> to Namashung, near a river when water sources dried up. But now the new settlements are threatened by GLOFs. Karma Gurung, who runs a lodge in Choser, remembers the big flood of 35 years ago which swept away farms and covered them with debris. There have been more frequent, but destructive floods since then in Kagbeni, Lubra and other valleys. The homes here are closely packed, have flat roofs stacked with juniper branches for firewood. With rain in place of snow, the roofs now leak.&nbsp; Women in Thinkar village say their walls are falling apart. Some homes have collapsed, and families forced to move out. Yangchen Dolker Gurung of the Lo Gyalpo Jigme Foundation says locals need plastic sheets, cement walls and corrugated roofs to cope with the rain.&nbsp; But this would mean that Mustang’s villages would lose their traditional architecture style.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251129021144_59c475cdde3bee8d03ed05e9038c0cf36f1acd31e3d3596f145469e5b4404d9d.jpg" data-media-id="editor_16" data-image-id="20251129021144_59c475cdde3bee8d03ed05e9038c0cf36f1acd31e3d3596f145469e5b4404d9d" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="Too little snow, too much rain NT"> </figure>  The ancient 1.5m thick mud walls around Lo Manthang built 600 years ago, the king’s palace, and monasteries are also at risk. “Changes in precipitation patterns, altering the intensity, frequency, and timing of rainfall and snowfall, have damaged traditional and cultural infrastructure, particularly mud-built private and public buildings as well as religious and heritage sites,” explains Bhawani Pandey at the Lo Gyalpo Jigme Foundation. “With the rain, and because the monuments and stupas are made from mud, they have eroded. To address the hazards of climate change, local communities and municipalities are adapting through their own resources, without waiting for outside help to improve water conservation, control soil erosion and protect from flood.&nbsp; Says Pandey, “We are returning to conserving traditional drought-resistant crop varieties, organic pest and disease control, cultivating high-value crops and fruits, and practicing sustainable pasture management through rotational grazing. Too little snow, too much rain

Groundwater is like a phone battery, it needs to be regularly recharged. As springs go dry across the Himalayan foothills due to over-extraction and climate change, communities in eastern Nepal are reviving traditional knowledge to replenish aquifers. The town of Dhankuta is located along the spine of a ridge and is struggling with its water supply. Unregulated pumping is one reason, and weather extremes due to climate breakdown is the other. Since water is so important for life, necessity has become the mother of invention here. More accurately, it is the mother of re-invention — since recharging ground water is a traditional practice that has been discontinued. Communities are practicing sustainable water management again by reviving recharge ponds that had fallen into disuse as well as rainwater recycling. Some of these indigenous practices have eroded over time with outmigration and modernisation. The nearby village of Khambela is dominated by the indigenous Aathpahariya Rai community and is building on its ancestral practice of rainwater harvesting with new technology developed by the group, SmartPaani.&nbsp; Households collect rainwater during four monsoon months in tanks of up to 10,000 litres for household use and irrigating &nbsp;vegetable patches in the dry season.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251124031112_b48e18e9c85ed460210d475041dce6ba5917ab31db0a16aca2c8e0f0356c9038.jpg" data-media-id="editor_0" data-image-id="20251124031112_b48e18e9c85ed460210d475041dce6ba5917ab31db0a16aca2c8e0f0356c9038" data-rendition-name="original" width="1125" height="1500" loading="lazy" alt="Storing rain inside mountains NT"> </figure>  “The rainwater harvesting installation here uses a rapid sand filter system that allows rainwater to move rapidly through the builtin filtration unit,” says Jyotsna Lama from Kathmandu-based SmartPaani. “The clean water is stored in tanks for future use.” The initiative is supported by the International Centre for Integrated Mountain Development (ICIMOD) and local municipalities. Local households contribute Rs50 a month for maintenance. “During the rainy season there is enough water in the wells and springs,” says a local farmer Sangita Rai. “But storing monsoon rain is enough to last the whole dry season.” Dhankuta town itself has a recharge pond at Sukepokhari, which itself means ‘dry pond’. &nbsp;The 24m diameter pond can hold up to 200,000 litres and lets it seep slowly to recharge the aquifer. But water started becoming scarce when the town’s expanding population started pumping up water. Plastic waste and other pollutants contaminated the remaining water. Sukepokhari’s caretaker is Krishna Kumar Thakuri, fondly known as ‘Pani Ba’ by locals who regard him as a passionate father figure. Water from the pond further flows and supports springs down the mountains.&nbsp; Off the walking trail is Dale Pokhari, another recharge pond in the scenic village of Dhojedanda. After the pond was revived two springs sprang back into life again, supplying water to six households. “There used to be multiple springs and water sources, and biodiversity was diverse, but as people started to dig up wells and drag water sources to their homes via plastic pipes, the water sources started drying up,” explains Phurba Sherpa. It has now built a bio-sand filtration system in the water tanks, so that water is safe for use by four households One of the homestays also uses a rainwater harvesting system. While the bio-sand and rainwater harvesting are used for cooking, washing and other purposes, table top filtration systems are used for drinking. Adequate safe drinking water is also helpful to revive the area’s eco-tourism potential. Safe drinking water is important so visitors are not turned off, says Anu K Lama of ICIMOD. She adds, “Health and hygiene are important for everyone. But foreigners do not have the strong immune system that locals have. Clean and adequate supply is necessary especially if we are targetting foreign guests.”
