The year started off uneventfully, but ended in tumult and uncertainty about the future. But there were tensions simmering under the surface.
In February, Nepal made it to the Financial Action Task Force <a href="https://nepalitimes.com/news/black-white-and-grey">(FATF) grey list</a> for failing to address money-laundering. The closure of the USAID <a href="https://nepalitimes.com/here-now/usnoaid">halted most health, climate and nutrition projects</a>. In the midst of it all, India and Pakistan went to war in May and although there was no nuclear fullout, it resulted in Trump and Modi falling out bigly.&nbsp;
On 28 March, <a href="https://nepalitimes.com/news/republicans-and-royalists-on-nepal-s-streets">a pro-monarchy rally in Kathmandu</a> led by loan defaulter Durga Prasai had been dispersed by riot police. Two people, including a tv reporter, were killed when his supporters resorted to arson and looting – a dress rehearsal for what was to come later in the year.&nbsp;
The monsoon brought its usual woes—this time <a href="https://nepalitimes.com/news/rasuwa-flood-likely-a-glof">a trans-boundary glacial overflow flood on the Bhote Kosi</a> that swept away the main trade route with China, and reminded us about climate risk.&nbsp;
In <a href="https://nepalitimes.com/opinion/comment/when-xi-meets-modi-and-oli">August Kathmandu’s chatterati were busy speculating </a>on whether Prime Minister K P Oli would get an official invitation to visit New Delhi. When that offer did not come, he made a controversial trip to attend the Victory Day Parade in Beijing on 3 September marking the 80th anniversary of Japan’s defeat in World War II.&nbsp;
He was in the illustrious company of Vladimir Putin, Xi Jinping and Kim Jong Un – and back in Kathmandu six days later he was out of a job. Oli had to be rescued by an Army helicopter just before protesters set fire to his official residence.&nbsp;
Throughout the year, the UML-NC coalition had been working on a <a href="https://nepalitimes.com/news/big-beautiful-bills">series of bills to limit freedom of speech </a>with an amendment to the Print and Publication Act, the Social Media Bill, the Counter-intelligence Bill and a move to replace Social Welfare Council. The spark that lit the fuse was the ban on 26 social media platforms on 5 September.&nbsp;
Inspired by recent youth-led anti-corruption protests in Indonesia, Nepal’s GenZ decided to rally. Nepal’s socio-political landscape was tinder-dry, and outrage over the killings added fuel to the conflagration.&nbsp;
When the GenZ called for a rally against corruption and poor governance on 8 September, no one (least the youthful protesters) could have imagined that it would spiral out of control like it did. Nineteen <a href="https://nepalitimes.com/news/nepal-s-8-september-massacre">demonstrators were massacred on 8 Septembe</a>r by APF gunmen using assault rifles.
The bloodshed was broadcast live and unfiltered on social media. The next day, with the youth still reeling from shock, anyone and everyone with a grievance <a href="https://nepalitimes.com/news/kathmandu-burns-despite-pm-resignation">went on a rampage of arson and looting</a>, targeting homes, government offices, schools and businesses. By the time the Nepal Army declared a curfew at 10PM on 9 September, much had been reduced to ashes.
The <a href="https://nepalitimes.com/news/madam-prime-minister-of-nepal">GenZ voted Sushila Karki in as prime minister</a>, but an outspoken faction is not happy with her. Adding to the distraction are UML and NC leaders who still cannot believe they have been toppled, and want to revive the House. Oli has been re-elected chair of the UML, and is not giving up and has convinced former NC coalition partner Sher Bahadur Deuba not to chicken out either.&nbsp;
But both parties have no choice but to go for elections, even though <a href="https://nepalitimes.com/news/establishmentarianism">they have not reformed their parties </a>to address the public outrage against their decades of misrule.
Prospects of elections in March were looking iffy until President Ram Chandra Paudel this week convened a meeting of the UML, NC and NCP for their first meeting with Karki. The RSP is talking to Kathmandu Mayor Balen Shah, and suddenly polls look possible. Whatever the outcome, 2026 will change the trajectory of Nepali politics with the dominance of the established parties challenged by new alternative forces.&nbsp;
But whether this will bring a new political culture of transparency, democracy and accountability, or degenerate into populism and despotism we will begin to see in 2026.

James Kirkham is a climate scientist with the Ambition on Melting Ice (AMI) High-Level Group. He previously worked with ICIMOD in Kathmandu, and spoke to Nepali Times during COP30 in Belém.
Nepali Times: Why should we be worried about the cryosphere?
James Kirkham: People often talk a lot about coral reefs and the Amazon rainforest as tipping points. But the cryosphere also has a tipping point and it is very close to the temperatures we are already at now, 1.5°C. If we stay at this temperature, ice sheets will begin to tip into unstable configurations and begin to retreat irreversibly.
High Asia's glaciers are important to society, economy, and livelihoods. The water from those glaciers follows downstream and helps about two billion people with drinking water, irrigation, agriculture, and power. So, it is crucial to do everything we can to maintain those glaciers. We can still make a big difference, but we are going to lose a lot of ice in the future regardless of what we do now because we have acted too late.
Why does Nepal need to speak up?
It is really important that Nepal talks about it because it is vulnerable to the effects of cryosphere loss, and it has done the least to contribute to this crisis. It is our moral obligation to make sure countries like Nepal are well informed about the implications of the loss of the cryosphere, so they have early warning systems to detect the implications, and also to reduce the impact of those losses.
You have worked in Nepal. How has that shaped your perspective?
When you live in a country like Nepal you see that the culture is so intimately tied to mountains. The communities see these changes better than the scientists. They have lived there for decades, they have stories from generations going back about where the glaciers used to be, and the effect of this. 
We are currently heading towards about 2.7°C as our long-term temperature. Now, under 2.7°C, the glaciers in the Himalayas will be massively diminished. In the central part of the Himalaya, there will be only 16% of glacier ice left. It is an enormously important message to give to policymakers that by acting ambitiously now with policies in a fair, equitable way, they can lock in these changes and limit the damage to those living in the mountains. 
But are countries like Nepal actually being heard at COPs?
Nepal is a consistent champion for climate and mountain issues, and it is one of the most vocal countries. Bangladesh is facing a crisis mostly from sea level rise. But they are saying, we do not want to be seen as the victims of climate change all the time. We want to be the leaders in adaptation. And we want to be the ones that the world looks to as an example of what they can do. This is where Nepal and other countries can show leadership here at climate summits and play a vital role to play. They can showcase their actions. And that is a much more inspiring message to send to leaders around the world.
I commend countries like Nepal for their ambitious adaptation action, raising their voice about the importance of mitigation to save glaciers, and of course, financing to make all the adaptation and mitigation possible. I am amazed by the progress Nepal has made. The cars are largely electric now. This is an example of fantastic change that can happen very quickly, even in a country where financial resources and mobility are not so advanced. Nepal's example can be inspiring for other countries to elevate their ambitions.
How do you see the crisis affecting people on the ground in the Himalaya?
As a scientist, we do talk a lot about numbers and if I tell you that half the glaciers will disappear, it will sound really scary. But actually linking it to people is the way to tell that story. And there are so many stories that put faces to the shape of this wider climate crisis emerging. In the mountains, it might be that rivers and streams are drying up or changes to the flora and fauna of those mountains are noticeable and may have an impact on livelihoods as well. It might be the increasing number of disasters like outbursts which wipe away communities that have been there for centuries.
We need to do more as scientists to communicate to policymakers and the wider public. It is a much more powerful message when you can link it to stories people can relate to. Because ultimately, policymakers are humans too, and they have families, they care about these ideals and these values, and they want to act if we can express these messages very clearly.
Do you think COP30 gave enough attention and priority to the cryosphere issue?
We try our best. We have had a Cryosphere Pavilion now for five years and we get lots of good feedback from this. People say we really like having scientists there as a space to give this information. But in this COP we have been quite worried by the treatment of science more broadly, both in the research and systematic observation tracks, but also in things like the fight around whether IPCC (Intergovernmental Panel on Climate Change) is the best available science. I find this really alarming because the policy needs to be informed by the best available science, and we have seen some countries who want to dismantle this too.

Preventing irreversible glacier loss

The Himalaya is melting twice as fast as the global average, and this is accelerated by air pollution. Called black carbon, suspended particles emitted by industries, vehicle exhaust, or forest fires accelerate glacial retreat in High Asia. Dark matter makes the ice melt faster (as seen in Kapuche Lake in Kaski, pictured above).
The snowline is already retreating up the mountains due to winter drought and global warming, and this process is quickened by black carbon and reduced snowfall.
The Cryosphere Report 2025 by the International Cryosphere Climate Initiative (ICCI) underscores these alarming trends. Between 2000 and 2023, mountain glaciers lost an average of 273 gigatons of ice per year. Even the higher central and eastern regions of High Mountain Asia are projected to lose up to 60% of existing ice under a 1.5°C warming scenario and only 15% may remain if it touches 3°C.
The Hindu Kush and Karakoram were relatively stable in recent decades, but may lose 40% of their ice under a 2°C future but only 15% under a 1.5°C pathway.
These losses are not merely physical or environmental. They translate into long-term water, food, economic, and political insecurity for millions. According to the report, such cryosphere-driven impacts should be considered permanent on human time scales.
“Frozen systems are highly sensitive to seasonal changes, and their degradation can dramatically increase hazards such as rockfalls and landslides, threatening communities, infrastructure,” Hugues Lantuit, Researcher at the Alfred Wegener Institute, told Nepali Times in Belém. “This is why we need collaboration between researchers, local governments, and communities that translate scientific knowledge into practical adaptation strategies.”
At COP30 in Belém, global climate negotiations faced widespread criticism for sidelining key science. Major emitter countries were held unaccountable, and progress on phasing out fossil fuels was delayed. Only 88 countries have voluntarily supported a roadmap to phase out fossil fuels. While the biggest emitters continue to delay commitments, countries in the Global South bear the brunt of climate impact.
Since science was not sufficiently prioritised, important topics like the cryosphere received limited attention. Most cryosphere related events at COP30 were organised at a pavilion jointly hosted by ICCI and Iceland, but attendance was low, reflecting how glacier and permafrost loss remain niche topics within broader climate negotiations.
Nepal participated in the High-Level Meeting on Global Impacts of Cryosphere Loss and Paths of Return from Overshoot, organised by Iceland/Ambition on Melting Ice (AMI) high-level group and Tajikistan. Pakistan’s Secretary of Climate Change Aisha Humera, noted that glaciers in the Hindu Kush and Karakoram region are melting rapidly, impacting livelihoods and requiring massive adaptation efforts.
AKM Sohel of the Bangladesh Ministry of Finance drew attention to his country being at risk from record-breaking cyclones, storms, and long-term coastal flooding.
“Achieving the 1.5°C target is essential, and climate finance is necessary to implement adaptation measures nationwide,” Sohel said.
The latest cryosphere assessments further underline the urgency of immediate and deep reductions in greenhouse gas emissions globally. Reports recommend aiming for global temperature targets closer to 1°C to preserve as much of the cryosphere as possible. This requires more ambitious climate action, combined monitoring of cryosphere changes, adapting to impact, and mitigating future damage.
The cryosphere is at a tipping point, and its loss has immediate consequences for water security, livelihoods, infrastructure, and climate justice. Across High Asia, melting glaciers and thawing permafrost threaten communities and those living downstream.

How much ice must melt before we act?

This year’s climate summit in Brazil began with the United Nations Secretary General, António Guterres, acknowledging our moral failure to limit global temperature rise to 1.5°C.&nbsp;
But the conclusion of COP30 presents a moment to reflect and recommit to fostering more effective, lasting outcomes. Ten years after the Paris Agreement, frustrations continue to grow regarding inaction as the climate and biodiversity crises worsen.&nbsp;
Though COP creates necessary climate visibility, its focus on insufficient, short-term and non-binding solutions remains a limiting factor. This approach places vulnerable countries in the role of recipients rather than agents within climate governance.&nbsp;
The lack of legitimacy and regulation within COP also undermines meaningful action. Recent summits have been hosted by petrostates, with this year’s host at the gateway to the Amazon increasingly recognised as one too.&nbsp;
The record-breaking presence of 1,600 fossil fuel lobbyists at COP30 plus more from agribusiness, sent a startling message of corporate capture. The absence of key players including the United States has further raised concerns about the declining prominence of climate on the global agenda. Nepal’s experience reflects these challenges, while also revealing opportunities to strengthen its capacity to govern and act on climate.
Nepal has demonstrated consistent engagement in global climate diplomacy, participating in every COP summit since their inception – however, its involvement has focused on attendance rather than results. This year’s delegation was reduced to those with relevant ministerial expertise, yet Nepal still lacked a clear strategy, resulting in a largely reactive approach.&nbsp;
The country must reclaim national ownership of its climate agenda, which remains overshadowed by external influence. Nepal’s COP30 journey included consultations with youth and developing nations, and a joint statement on behalf of Bhutan, Bangladesh and itself – countries linked by glacial melt and downstream impacts.&nbsp;
While the statement highlighted shared vulnerabilities, it moved predictably to finance. Each year, Nepal’s core objective centres on securing climate finance and highlighting injustice - as a country facing disproportionate impacts despite its minimal contribution to global emissions.
Frequent changes in government and the participation of inexperienced officials have contributed to inconsistent messaging, both over time and between rhetoric and action. This is reflected in the constant appeals for funding despite low expenditure of existing allocations.
Nepal’s framing of finance as an adequate response to growing climate challenges constrains the potential for meaningful progress. Last year, President Ram ChandraPaudel referred to the ‘polluter pays’ principle, but what happened to ‘polluter acts'?
While finance is a compensatory mechanism, even substantial distributions cannot address the root cause of rising emissions. As a result, climate finance often acts as a distraction that many vulnerable countries pursue, yet which rarely meets their needs and worsens debt.
Strong climate governance is a crucial prerequisite for transformative climate action. Weak governance undermines Nepal’s ability to effectively represent itself internationally, and despite recent political upheaval, it cannot lose sight of acting on climate. The primary challenges of the current approach lie in an ill-functioning government, policies lacking implementation, and the neglect of non-state actors. These issues collectively constrain Nepal’s ability to secure tangible outcomes from COP.
BEYOND COP30
Amid recent shifts in governance, Nepal now has an opportunity to redefine its diplomatic approach - positioning itself not only as a recipient but also an agent, shaping climate agendas in the Hindu Kush Himalaya. Greater preparations for COP30 and regional cooperation demonstrated steps forward, but objectives must be refined.&nbsp;
Climate justice discussions must extend beyond the pursuit of finance to include accountability for polluters actions. Calls for recognition of mountainous vulnerabilities are growing louder, and Nepal has both the potential and obligation to lead, building off momentum from Sagarmatha Sambaad.&nbsp;
A bold step was taken at COP30 when Nepal, Bhutan and Kyrgyzstan successfully pushed for a dedicated annual dialogue that amplifies mountain voices. Continuing to unite with neighbouring countries as well as distant nations, extends capacity and outcomes significantly.
Batu Krishna Uprety represented Nepal at eleven COPs, and emphasises the need for a finance strategy: “Before requesting additional funds, we need to focus on detailed planning within the country - identifying where the funds will be invested and how they will be utilised.”&nbsp;
Equipped with a strategy that anticipates future challenges — such as declining aid, graduation from Least-Developing Country status, and the rising demand for finance and subsequent debt - Nepal will be able to exercise greater agency in negotiations.
Alongside national improvements, COP itself must uphold greater responsibility for enhancing countries’ capacity to govern on climate, rather than serving primarily as a compensatory platform. After 30 summits focused on establishing policy, the process must now shift from negotiation to implementation, to deliver fast, far-reaching change.&nbsp;
One urgent priority is addressing the discouraging trend of self-serving groups who betray the process. Recognising climate change as a polycentric governance challenge requires collaboration across multiple scales and actors. Yet climate diplomacy continues to converge on formal, centralised solutions that overlook non-state contributions.&nbsp;
Creating visible and meaningful space for multiple centres of agency when promoting hybrid approaches, may prove more effective for countries like Nepal with limited resources, weak state capacity, and untapped community potential.&nbsp;
Climate action and adaptation must also be understood as being in the economic and security interests of all nations. While Nepal contributes little to global emissions, its transition to net-zero may contribute to saving its economy. For solutions such as electric vehicles to widely succeed however, they must transcend socio-economic inequalities.
Discussions on climate vulnerability and resilience at COP often veer between land and ocean priorities, depending on the host nation. The Asia-Pacific holds significant influence over climate and livelihoods, including the Hindu Kush Himalaya, home to 270 million people and supporting two billion downstream.&nbsp;
This region demonstrates the connect between distant geographies, as changing environments are profoundly interconnected and affect humanity. Addressing climate impacts at the top of the world extends beyond a national priority to a global responsibility. Nepal has made initial contributions to elevating the mountain agenda in recent years, and laid foundations for broader regional and global connections to be developed.
Future delegates must recognise linked climate vulnerabilities across geographies and regions. While COP31 will take place in Turkey, it will have an Asia-Pacific focus for the first time, shaped by a pre-meeting in the Pacific and Australian leadership.
This offers a significant opportunity to consider vulnerabilities from mountains to islands. To strengthen links, greater attention must be given to the agency of vulnerable countries and communities, whose roles are often obscured when they are portrayed solely as hapless recipients of climate impacts, finance, or assistance.
Amplifying community-determined voices through trusted intermediaries can help ensure that climate action is grounded in lived experience. Gaining visibility within the main agenda of COP will strengthen both representation and outcomes from mountains to islands.
Calling out the shortcomings of yet another disappointing COP is essential if the process is to be reimagined as one that delivers the ambitious outcomes the world urgently needs. The legacy of the Global North dominating diplomatic discourse must evolve.&nbsp;
With major emitters increasingly turning inward, now is the time for the Global South to look outward and raise a collective voice to reshape global climate diplomacy. Nepal is well positioned to contribute to this shift. By advancing the mountain agenda, strengthening national governance, and cooperating across regions and geographies, Nepal can demonstrate what climate leadership from vulnerable nations looks like.&nbsp;

COP30 to COP31

How China and India address climate change and reduce greenhouse gas emissions will have a significant impact on the planet's future, given their growing economic and demographic weight.
China and India are among the top emitters; recent estimates put their shares at roughly 33.9% and 7.5% respectively. Climate cooperation between the two neighbouring Asian giants will not only be mutually beneficial but also have the significant effect in blunting impacts of climate change in the region.&nbsp;
However, for such a cooperative agenda to materialise and sustain, there must be a discursive reconstruction of the issue of climate change, which transcends realist preoccupations with strategic advantage, relative power, and enduring rivalry. Drawing from the constructivist school in International Relations, this article presents the merits of such an approach and how it may be realised.
Driven by shared vulnerabilities to climate change, China and India initiated a cautious but promising climate diplomacy in 2009 by signing the Agreement on Cooperation in Addressing Climate Change. The agreement established the China–India Working Group on Climate Change to deliberate on domestic policy measures and international climate negotiations through secretary-level meetings.&nbsp;
The agreement facilitated collaborative scientific engagement including meteorological data sharing and joint research on climate change. A 2015 joint statement by Xi and Modi acknowledged the climate agreement as "mutually beneficial and contributes to the global efforts to address Climate Change".&nbsp;
However, the nascent China–India climate diplomacy was short-lived as it was incumbent upon favourable geopolitical conditions. As border tensions escalated from 2017, bilateral climate engagement stalled and has yet to resume.
CIVILISATIONAL THREAT
For climate diplomacy to be sustainable and effective, it needs to be insulated from the vagaries of everyday geopolitics. Climate change must be constructed as a collective threat, the redress of which requires placing it above the constraints of narrow geopolitical common sense.
China and India can facilitate such a reconstruction of the climate question by drawing upon their shared conception of themselves as civilisational states. Their political thought, moral order, and legitimacy are grounded in longstanding philosophical traditions such as Confucianism and Dharmic pluralism—broadly encompassing Hindu, Buddhist, Jain, and related traditions, respectively, under which the state is viewed as a custodian of civilisation, not just a modern bureaucratic apparatus.&nbsp;
In contrast, the post-Westphalian modern nation-state, which holds sovereignty and territorial integrity as the foundation of the modern international order, has promoted the idea of homogeneous nationhood characterised by bounded identities, actively ‘othering’ those outside its territorial boundaries. This has made universal cooperation on even the most pressing transnational issues such as climate change, difficult, if not improbable.
China and India, too, disregarding their civilisational characteristics, behave like post-Westphalian nation-states in their relations with each other, placing strategic competitiveness, territorial integrity, and relative advantage above all else. Climate cooperation has been a casualty of this disregard for civilisational values.
China and India could found a strong, enduring, and effective climate cooperation if they were to position themselves first as civilisational states, with unique ways of governance, complex histories, and value systems informed by principles such as Tianxia—'all under heaven’ and Vasudhaiva Kutumbakam—'the world is one family’. These values encompass holism and interconnectedness of all beings on the planet, transcending the narrow Eurocentric categories of bounded nationhood, territorial sovereignty, borders, and relative power.&nbsp;
Such a worldview would enable them to perceive issues like climate change for what they are—a shared threat to both (and humanity), which needs to be addressed in concert, setting aside constraints imposed by strategic dictates.
Of course, framing China or India as civilisational states can translate into competing moral or cultural claims to leadership aimed at justifying hierarchical regional orders. The leaders of both states have invoked civilisational identity to legitimise power claims and expansionist ambitions, as seen in Xi Jinping’s ‘national rejuvenation’ based on civilisational pride, and in Modi’s ‘Vishwa Guru’ narrative embedded in cultural nationalism.
However, in the face of an overarching transnational threat such as climate change, with adequate political will and foresight, China and India could choose to consciously construct their civilisational heritage and beliefs as a responsibility toward the planet and humanity. The Chinese concept of ‘Tianxia’ can be interpreted as an ecological cosmopolitanism, while India’s ‘vasudhaiva kutumbakam’ offers a parallel ideal for global ecological stewardship.
Thus, climate change must be constructed as a civilisational threat for China and India. It is not merely an ecological, socio‑economic, political, or security threat; it also imperils their civilisational cores. Both must recognise climate change for the potential it has to eliminate their long-held civilisational heritage, complex history, diverse knowledge and value systems, and unique worldviews.&nbsp;
The need is to perceive this collective problem from a shared civilisational standpoint, which is far older and more complex than that of modern nation-states. This reframing can seed norms that promote resilient and enduring climate cooperation to take root.
REVITALISED CLIMATE COOPERATION
Reframing climate change as a civilisational threat is pivotal for several reasons. Firstly, it redefines precarity—the impending impacts of climate change are not only limited to existing socio-ecological and economic aspects of the society as we know it. It threatens the very traditional, socio-historical, and cultural roots of these civilisations.&nbsp;
Secondly, this reconstruction of climate change augments urgency—there is an urgent need to muster all efforts to address the crisis, including cooperation with neighbouring states, especially those with shared historical and civilisational narratives. Thirdly, it places responsibility on leaders not only to protect the current and future generations, but also safeguard the rich past from obliteration.&nbsp;
Fourthly, such a reconceptualisation of climate change elevates the climate agenda above everyday geopolitics, making room for lasting cooperative mechanisms and policies that could withstand strategic shifts. Further, this understanding of climate change justifies and necessitates closer cooperation and privileges de-politicised cooperation insulated from day‑to‑day geopolitical fluctuations.
A discursive reconstruction of climate change can pave the way for a resilient climate cooperation between China and India that is multi-dimensional and holistic. Politically, the two can negotiate an all-weather climate cooperation framework by revisiting their 2009 agreement, situating it on a normative foundation of shared civilisational risk, and anchoring it in a clause that insulates climate collaboration from geopolitical fluctuations.&nbsp;
This would ensure a steady exchange of resources, knowledge, and technology despite geopolitical uncertainties; spur green growth and resilient development; and help them attain global climate leadership amid inconsistent US leadership. Such a cooperative framework could become a template for regional and even global cooperation on climate change.&nbsp;
Economically, the two can innovate a green trade agreement with built-in structural safeguards against bilateral or regional political tensions.&nbsp;
Such an agreement would prioritise environmental sustainability, decarbonisation, and clean energy, facilitating commerce on electric vehicles (EVs), battery production, smart grids, renewable energy technologies, and energy-saving technologies. They can become global climate leaders by 'doing' through innovation and sharing clean technologies, energy, and critical minerals, without being hindered by strategic competition.&nbsp;
Furthermore, China and India can coordinate their stands at international climate negotiations, continue to champion the interests of developing countries and small island developing states including on climate finance and loss and damage, and leverage their growing economies to demand accountability and responsibility from developed countries.
The two countries can also look to engage in the climate security domain, where they can promote resilience and sustainability in military infrastructure, equipment, deployment, humanitarian assistance and disaster relief (HA/DR) by sharing information, knowledge, technology, best practices, and ecological vulnerability data. They can institute bold trust-building exercises such as joint disaster simulations in the Himalayas, for instance; and invest in collaborative climate security research and development for mutual gains.&nbsp;
The role of civil society and non-state actors in a civilisational climate change-based cooperation will be enormous. Track-two diplomacy, which brings together diverse civil society groups, including local activists, youth and women's groups, scientists, and students, can facilitate a free exchange of ideas, knowledge, and best practices informed by lived experiences.&nbsp;
University consortia, collaborative research programs, and academic events such as conferences, symposia, and workshops on climate-related topics can be fruitful in deepening regional knowledge, methodologies, and strategies.
Thus, basing climate cooperation on deeper civilisational values and identity holds the promise of an enduring, resilient, and effective climate engagement between China and India. Drawing on their unique civilisational positions, rather than the dominant modern nation-state considerations, would enable China and India to actualise a robust, stable, ongoing, mutually beneficial fight against climate change.&nbsp;
The prospects of such a cooperative endeavour, which will foster the revival of the idea of ‘Chindia’—the imagined joint rise of China and India, are within reach.

Reconstructing the China–India climate diplomacy

You do not have to be a climate expert or atmospheric pandit to claim that Nepal is not pulling its weight on the grand narratives of the Anthropocene. As a heavily populated ‘country-on-an-incline’ from the Tarai to the Himalaya, Nepal is a thermometer of global warming.&nbsp; Its people are human witnesses to environmental and climate breakdown, but remain mute observers to the unfolding crises. Nepal should be leading the pack at the COP30 climate conference in Belém, backed by science and lived experience. But it is doubtful that two of the most crucial climate-related subjects central to the culture, economies and human wellbeing in the Himalaya and South Asia will be discussed at the summit that started this week in Brazil.&nbsp; The first topic that should be raised at COP is Black Carbon or the South Asian Brown Cloud, made up of tiny suspended particles in the air. This is not just a transboundary health hazard, there is now enough science to make the case that Himalayan snowmelt is accelerated significantly by the albedo effect that makes ice melt faster because of reduced reflectivity. But Kathmandu has not been able to make governments near and far listen. In 2014, I wrote a short piece published in Outlook magazine explaining why India’s Prime Minister Modi looking northward from a SAARC Summit retreat in Dhulikhel was unable to see the Jugal Himal range barely 30km away. His view was obscured by the pollution layer arriving from as far away as Lahore with substantial contribution from the Delhi region. That summit itself was an opportunity for Nepal to inform the Indian and Pakistani prime ministers that much of the haze, smog, dust and soot that settles on our slopes was generated in Sindh, Punjab, Punjab, Haryana, Western UP and Delhi NCR, carried by prevailing westerly winds up to the Himalaya. The forest fires within Nepal as well as Kathmandu Valley’s pollution contribute to the haze, but the shroud that suffocates the region through autumn, winter and spring is mostly transnational. Last year, these anthropogenic fine aerosols actually curled over the Bay of Bengal and invaded the airspace of Sri Lanka and Maldives.&nbsp; Even as the soot particles accelerate glacial melt and impact everything from infrastructure to public health, the most visible effect is on tourism. Nepal’s economic future is based on tourism, and much of this relies on being able to see the snow mountains. Why should travellers go to Pokhara if they cannot see the Annapurnas?&nbsp; Hoteliers in Nagarkot have started a campaign: ‘Visit Nagarkot 2025: More than Sunrise and Sunset’. While clever, the slogan is a response to the acclaimed Himalayan vista from Everest to the Annapurnas from the hill station, now obscured by the brown curtain of haze for most of the year. As the bellwether country of South Asia when it comes to the climate crisis, Nepal must build diplomatic confidence to reach out to the governments of Pakistan and India even in their present state of antagonism. Kathmandu must launch ‘haze diplomacy’ for its own sake and for the region.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251113001132_16c9941da7b31c1d4683c06dc0f8a572803240701270606848851f915140329c.jpg" data-media-id="editor_0" data-image-id="20251113001132_16c9941da7b31c1d4683c06dc0f8a572803240701270606848851f915140329c" data-rendition-name="original" width="1005" height="695" loading="lazy" alt="permafrost"> </figure>  IMPERMANENT FROST&nbsp; Permafrost is understood mostly as a phenomenon of the Arctic, Antarctica, Siberia and Alaska. Mountains elsewhere did not figure, though it was natural for the ground to freeze all year round at high altitudes.&nbsp; In the Himalaya, besides the snowfields and glaciers, frozen moisture binds rocks and stabilises slopes. But global warming is melting the permafrost that used to cement mountain flanks, including boulders, sand and scree slopes. Some of the debris (गेग्रान) did tumble down, but much of it remained entombed on high, thanks to permafrost. Pokhara Valley and the Seti River reaching all the way up to the base of the Annapurnas, is the best place to observe this dance of geology between gravity and the mountain range. Rubble from the collapse about <a href="https://nepalitimes.com/here-now/remembering-the-seti-disaster">700 years ago of paleo-Annapurna IV </a>created the sediment field on which Pokhara is situated today. However, much of the debris from the crumbled mountain is still lodged up on and around Annapurna IV, but the binding is loosening with the warming earth. A <a href="https://www.icimod.org/event/analysing-permafrost-in-the-hindu-kush-himalaya-using-open-access-tools/">2024 report by the International Centre for Integrated Mountain Development (ICIMOD)</a> indicates that global warming is thawing the permafrost across High Asia. Among the unintended consequences of climate breakdown is that mountains and moraines are collapsing, with <a href="https://www.icimod.org/press-release/everest-region-a-hotspot-of-cryosphere-linked-hazards-icimods-new-study-on-nepals-2024-thame-flood-confirms/">cascading impact</a> that includes glacial lake outburst floods, reduced groundwater recharge as well as winter flow in the Ganga, Indus and Brahmaputra. No one has calculated the total volume of rubble locked in by permafrost across the Himalaya. Despite the increased risk, there is accelerated construction of highways, hydropower projects, housing and tourism infrastructure across the Himalaya. While the COP conferences discuss rising oceans and receding glaciers (without doing much about it), Himalayan permafrost has been melting unremarked. In their path-breaking September 2024 <a href="https://nepalitimes.com/multimedia/the-not-so-permanent-frost">article in Nepali Times</a>, Wilfried Haeberli and Alton C Byers argued that the extreme events of the past few years that led to mountain and moraine collapses, unleashing destructive debris flows downstream, were the result of melting permafrost. Haeberli and Byers suggest that the avalanches and floods including those of <a href="https://archive.nepalitimes.com/article/nation/Anatom-of-a-Himalayan-tsunami,1330">Seti (2012)</a>, <a href="https://www.icimod.org/article/understanding-the-chamoli-flood-cause-process-impacts-and-context-of-rapid-infrastructure-development/">Chamoli (2021)</a>, Birendra Tal (2023), <a href="https://www.sciencedirect.com/science/article/pii/S2772883825000251">Sikkim (2023)</a>, <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">Thame (2024)</a>, <a href="https://himat.org/publication/byers-rockfall-induced-2019/">Barun (2017)</a> and <a href="https://nepalitimes.com/banner/drones-to-the-rescue-in-melamchi">Melamchi (2021)</a> were the result of the thawing of frozen ground. They say that the collapse of the lateral moraine on the <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">South Lhonak glacial lake</a> in Sikkim on 4 October 2023 that swept away more than 100 people, destroyed the $1 billion Chungthang Dam as well as houses, roads and farms far downstream, was also caused by cloudburst on a lateral moraine that had lost its permafrost adhesive. There will be permafrost sceptics, as there have been climate change deniers. But it is time to wake up to the reality that the Himalayan peaks are no longer the immutable sentinels as regarded by humanity since prehistoric times.&nbsp; Modern society has pumped so much greenhouse gas into the atmosphere that now even the mountains are giving up. And we have not even begun to think about the bacteria and viruses locked away in the permafrost up the slope.&nbsp; Loss of permafrost adds to the cumulative impact of climate breakdown, including extreme weather events, drought and cloudbursts, heat waves in the plains affecting lives and livelihoods, creating mass migration, social unrest, and upending politics and geopolitics. The government and polity of Nepal have a duty to themselves and the larger humanity to wake up to the climate breakdown. The Sagarmatha Sambaad conclave organised by the Government in May failed to emerge as a pulpit for global warming and associated ills. Our political class, bureaucracy and academia should make up for lost opportunities to rise to the occasion and take the lead.&nbsp; Kanak Mani Dixit is writer, commentator and founding editor of Himal Southasian.

Climate of tragedy and apathy

Under the October sun, workers rest on boulders by the banks of the Rolwaling Khola. They are building what they already know may not last: a temporary bridge between the villages of Dongang and Thanding directly downstream from the Tso Rolpa glacial lake.&nbsp; Tso Rolpa used to be a debris-covered glacier with a few ponds 30 years ago. Since then it has steadily expanded into a lake 3.2km long and 100m deep dammed by a fragile moraine perched precariously above the Tama Kosi valley. The bridge is just a few long logs lashed together, anchored to giant boulders on both sides of the roaring rapids. Until a more permanent trail bridge is built, the community will have to rely on these makeshift crossings that are swept away every monsoon and have to be rebuilt.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103118_ac52a73789fa9097f46d1376e7dac9ba671a4c432f21d7570fc788b3b2e05c48.jpg" data-media-id="editor_0" data-image-id="2025111103118_ac52a73789fa9097f46d1376e7dac9ba671a4c432f21d7570fc788b3b2e05c48" data-rendition-name="original" width="1500" height="1037" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  <a href="https://nepalitimes.com/opinion/comment/a-pre-monsoon-deja-vu" target="_blank">Janmu Sherpa</a>, a grandmother who ran one of Dongang’s only two lodges, was swept away when the Dorji Phungmo glacial lake up the valley burst in June last year. Her body was never found. She had <a href="https://nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis" target="_blank">told a Nepali Times reporter</a> in 2020: “No one knows when the lakes will burst, let fate decide.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103110_8502e7de17f6d561038ecc0a9bb718109d20068690980276a3fb8e8802b54715.jpg" data-media-id="editor_3" data-image-id="2025111103110_8502e7de17f6d561038ecc0a9bb718109d20068690980276a3fb8e8802b54715" data-rendition-name="original" width="1400" height="933" loading="lazy" alt="Janmu Sherpa NT"> <figcaption>Janmu Sherpa</figcaption> </figure>  Tanka Raj Rai is a climbing guide and has watched the lake grow over the years. This year he is leading two French trekkers to Yalung Ri Base Camp and over the Tashi Lapcha Pass to the Khumbu.&nbsp; “Tso Rolpa has become much bigger than the first time I saw it,” Rai tells us. “And the pass will be more dangerous in future because of frequent avalanches and rock falls. The mountains, lake and rivers will continue to exist, but human beings may not unless we change course.” &nbsp; Tso Rolpa’s water level was reduced by 3m in in 2000 by building a sluice gate and spillway, but researchers say that as the lake continues to expand, a further drawdown of 11.5m will be needed to lower the risk of it bursting during a future earthquake, or if an avalanche falls into it. If that happens, it would be catastrophic for the settlements, hydropower plants, highways and airports down the Tama Kosi valley.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103118_eb45429b7fe436295a713197c547252fb698eb2f2b6b7b5146cb097b96ee76e1.jpg" data-media-id="editor_4" data-image-id="2025111103118_eb45429b7fe436295a713197c547252fb698eb2f2b6b7b5146cb097b96ee76e1" data-rendition-name="original" width="1170" height="1551" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  Just over the Tashi Lapcha Pass on the other side is Thame village, which has been battered repeatedly since 1985 when the Dig Tso glacial lake burst, destroying a hydropower plant and the trekking trail to Everest Base Camp. Two other lakes burst in August last year and the debris flow swept away half the houses in Thame. &nbsp; The National Adaptation Plan (2021–2050) warns that in the next five years most districts in Kosi, Madhes, Bagmati, and Gandaki Provinces will face high to very high climate risk. The Tarai will experience more floods and heatwaves, while mountain regions will see extreme weather and glacial lake outburst floods — the risk compounded by earthquakes.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251111031120_84cf391da04d064bd016785b94a7831655348c8ac878ccc49c4d3e697b58a6da.jpg" data-media-id="editor_5" data-image-id="20251111031120_84cf391da04d064bd016785b94a7831655348c8ac878ccc49c4d3e697b58a6da" data-rendition-name="original" width="1500" height="1109" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  Tso Rolpa, which lies directly below Mt Gauri Shankar ((7,181m) in the Rolwaling, is scenic — the lake’s surface simmers in the sunlight and snow-capped peaks tower on all sides. This time of year, the moraine overlooking the lake becomes a popular selfie spot for trekkers. Yet, the raw beauty of the mountains distracts from the fact that the lake is a ticking time bomb as the glacier recedes and shrinks. This presents a clear and present danger for hydropower plants downstream in Dolakha and beyond the confluence of the Tama Kosi with the Sun Kosi.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025111103118_8113aa5a7f2829f3f961d435168cb4e5aee6bf64c4f4229051d36c29adee648c.jpg" data-media-id="editor_6" data-image-id="2025111103118_8113aa5a7f2829f3f961d435168cb4e5aee6bf64c4f4229051d36c29adee648c" data-rendition-name="original" width="1500" height="1087" loading="lazy" alt="Hydropower on thin ice NT"> </figure>  LOOMING THREAT Nepal generates 3,500MW of &nbsp;hydropower, but the country’s energy future is threatened because most of the plants depend on water from melting Himalayan ice. And as the glaciers are replaced by lakes, they face additional risk of them bursting. This looming threat is most real with Tso Rolpa, which feeds the Rolwaling Khola that joins the Tama Kosi just above the power house of the 456MW Upper Tamakoshi Hydropower Project that came into operation in 2021 at a cost of $450 million Tso Rolpa is one of Nepal’s largest and most unstable glacial lakes, and if it bursts it could obliterate the plant’s structures. Even more hydropower schemes are under construction or planned.&nbsp; Nepal's Energy Development Roadmap and Action Plan 2025 aims to increase generation capacity to 28,000MW in the next ten years to create potential for economic growth, job creation, and 15,000MW for export. Investments totalling $46.5 billion will be needed to meet the ambitious target, but factoring in climate risk would make it even more challenging to achieve. But these recent disasters could be dwarfed by potential future glacial lake outbursts due to climate breakdown. Here in Dongang, the problem needs a more immediate solution as workers finish hammering together this year’s post-monsoon bridge over the Rolwaling Khola. The budget from the provincial government for a permanent suspension bridge is delayed because of the GenZ unrest, says Ward 9 Chair Imgeli Sherpa. &nbsp; The community is building more than a bridge between two villages — it is suspended between resilience and risk, and the hope that its fragile foundations will hold as the rivers rise and glaciers melt.

Hydropower on thin ice

Global temperature increase is nearing 1.5°C since pre-industrial times, pushing the planet close to irreversible climate tipping points. The Himalayan region is warming even faster than the global average. The exhibition At the Tipping Point: Art and Ecology from the Rooftop of the World seeks to bring the climate emergency into focus, showing that it is not a distant threat, but a present reality reshaping the natural world around us. The exhibition at Taragaon Next features work from 12 artists, including Amit Machamasi, Chris Jordan, Himali Singh Soin, Joana Moll, Maksud Ali Mondal, Monica Ursina Jäeger, Robertina Sebjanic, Salil Subedi, Samyukta Bhandari, Saurganga Darshandhari, Ursula Biemann and Utsa Hazarika.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250617150624_dcdda5b774c21e7f4d2a7e2182aa37a627ebd18f2733491689589d65d287ad82.jpg" data-media-id="editor_0" data-image-id="20250617150624_dcdda5b774c21e7f4d2a7e2182aa37a627ebd18f2733491689589d65d287ad82" data-rendition-name="original" width="1500" height="1200" loading="lazy" alt="Himalayan tipping points NT"> <figcaption>Amit Machamasi’s Not the Same Anymore, The Irony, and Seeds and Tools</figcaption> </figure>  They highlight the strategic location of Nepal and call for a ‘fundamental rethinking of the ecological imagination- where the local and the global, the visible and the invisible, the scientific and the spiritual converge’ though photographs, paintings, multimedia visuals and sounds. “The world will wake up when you say Everest, it is an important barometer to look at ecology, especially that of Nepal,” says curator Arshiya Lokhandwala from India. “The idea was to look at not only local but global issues as well.”&nbsp; The exhibition began on 5 June with powerful performance art titled Earth Emergence by Salil Subedi who falls from the back of a tractor trailer filled with wet red clay. Photo: NABIN BARAL</figcaption> </figure>  Chris Jordan's Midway: Message from the Gyre and Albatross was eight years in the making and depicts the stark fallout from environmental degradation. His eerie images of dead baby albatrosses covered in plastic waste serve as a powerful critique of globalised consumerism. Samyukta Bhandari’s Echoes of Survival addresses the plight of sparrows amidst urban noise. The exhibits consist of a labyrinth of exposed wiring, ceramic sparrow figurines and mirrors, representing the friction for coexistence between sparrows and humans. As the audience moves through the exhibit, the scent of fungi permeates, underscoring the fact that decay and renewal are a part of life. The Newa traditions of food, harvest, and communal bonds is the highlight of Yomari wo Yomha ji and Grain of Gold by Saurganga Darshandhari. Says the artist, “In Newari tradition, Yomari is made of rice flour, and the grains are grown from the soil. Hence, linkage with the earth is established. Himalayan tipping points

<a href="https://nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis" target="_blank">Janmu Sherpa</a> was a grandmother with a dozen goats and a tea house in Donggang in the Rolwaling Valley. Her stopover served trekkers en route to Tso Rolpa Glacial Lake and the trail over Tashi Laptsa Pass to Khumbu. In 2018, I spent months in the Rolwaling Valley studying how <a href="https://www.ted.com/talks/rastraraj_bhandari_what_climate_activists_are_doing_wrong" target="_blank">mountain communities perceive</a> climate change. Unlike my climate-anxious self, Janmu was calm, even hopeful, despite having lived through floods, landslides, and the 2015 earthquakes. “No one knows when Tso Rolpa will burst, so we cannot stop our daily chores. Let fate decide,” Janmu Sherpa had said. Last year, fate did decide. On 22 June 2024, the Dorji Phungmo Glacial Lake burst. The resulting flood swept through the Rolwaling River, washing away homes and hotels in Donggang. Janmu <a href="https://thehimalayantimes.com/nepal/climbers-valley-devastated-by-floods-immediate-relief-sought" target="_blank">was among</a> the missing, and later declared dead.&nbsp; I learned of her disappearance during a recent cycling trip through Panauti along the <a href="https://nepalitimes.com/multimedia/a-flood-of-tears-on-the-rosi" target="_blank">Rosi Khola</a>, which was devastated by deadly flash floods on 28 September 2024.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051918054_14898953b7a5808b51440f7a6fa35a7d66146bbb1d62bf88729a83a558ca8ebf.jpg" data-media-id="editor_4" data-image-id="2025051918054_14898953b7a5808b51440f7a6fa35a7d66146bbb1d62bf88729a83a558ca8ebf" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="A pre-monsoon déjà vu"> <figcaption>Tso Rolpa glacial lake at 4,580m has grown seven times in size in the past 60 years due to global warming. </figcaption> </figure>  Tipper trucks rumbled through the dusty road, carrying stones and gravel from unregulated quarries and sand mining along the Rosi. This was destruction disguised as development, and the crusher industries had <a href="https://nepalitimes.com/news/the-revenge-of-the-rivers" target="_blank">magnified the impact of record rainfall</a>. On the other side of the mountain, along the Lele and Karmanasa Khola, families are still reeling from last year’s floods. Here, too, a quarrying frenzy exacerbated the <a href="https://nepalitimes.com/banner/nepal-valley-suffers-quadruple-disaster">destructive power of the floods</a>. There are thousands of untold stories like Janmu, and the estimated 200 who perished in the September floods. Most have been forgotten, their deaths blamed on fate. I write this from afar, as Kathmandu hosts the Sagarmatha Sambaad this week to draw global attention to the impact of the climate crisis on the Himalaya. The summit took place as pre-monsoon rains lashed the Rosi and Lele Valleys. Even before the start of the rainy season, more debris flows from the mining operations destroyed repaired roads and neighbourhoods rebuilt after floods last year. The rivers that flooded Kathmandu in September 2024 are still vulnerable. Aside from a few sandbanks built by local hands, nothing has changed. No national reckoning. No systemic response. She taught me that climate action is not just about carbon or conferences, it is about livelihoods, listening, and the impossible trade-offs faced by communities where survival is more urgent than sustainability. As monsoon clouds gather again, there is a sense of dread not just about floods, but for the apathy that follows. We are trapped in a cycle of climate inaction fueled by corruption, state neglect, and a development model that treats rivers as resources to be drained, not lifelines to be protected. It is no longer a question of if the floods will come, but when, and how devastating they will be. And yet, <a href="https://nepalitimes.com/here-now/politicians-and-cronies-blamed-for-kavre-floods" target="_blank">those in power remain unmoved</a> even when disaster strikes their own backyard. We are still chasing climate finance and hosting international summits, while local insurance markets stagnate and communities fend for themselves. To be sure, global advocacy matters. The Himalayan climate crisis must be on the international agenda. Melting glaciers here affect billions downstream. But adaptation cannot begin and end in air-conditioned conference halls. Photo: PRADEEP RAJ ONTA / RSSseasonmedia2007</figcaption> </figure>  I visited the communities ravaged by floods in September and as I wrote in <a href="https://nepalitimes.com/opinion/flood-of-despair" target="_blank">Nepali Times</a> then, top-down responses are always too little, too late and too ineffective. The only real solution is bottom-up, community-led adaptation. Those who lived through the floods know what needs to be done, and those privileged and in power need to enable them. Community-led adaptation is not just a buzzword. It is our only viable path forward. It means empowering local people with the tools, knowledge, and resources to protect themselves. It means investing in early warning systems that reach the last mile and actually work, restoring ecosystems that buffer floods, and supporting indigenous knowledge that has long helped communities live in harmony with nature. It means letting go of our belief that somehow our degrees in climate change and attendance in global climate conferences enable us to tell communities how they should be responding to climate change. It means shifting power and funding to the grassroots, where resilience is not theoretical — it is lived, practiced, and urgently needed. As the rains return, I am reminded of Janmu Sherpa’s voice of quiet wisdom. Her innate resilience did not save her life. Let us not wait for the next flood to act. Let us protect what we still have. A pre-monsoon déjà vu

The <a href="https://nepalitimes.com/editorial/trump-s-second-coming">Donald Trump administration</a> is withdrawing from multilateral mechanisms to tackle <a href="https://nepalitimes.com/editorial/development-destruction-yt3t1yhu">development</a>, health and environmental challenges just as the world is impacted by accelerated<a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood"> climate breakdown</a>. The US pullout of the Paris Agreement signed by most countries in 2015 to curb emissions, his plans to increase <a href="https://nepalitimes.com/news/fuel-of-the-future-is-here">fossil fuel production</a>, and cut funding for global <a href="https://nepalitimes.com/banner/saving-nature-by-protecting-orchids">nature conservation</a> and <a href="https://nepalitimes.com/editorial/nepal-needs-to-get-its-climate-act-together">climate adaptation</a>, threaten to reverse the past decade of progress. All this comes as the United States has decided to cancel participation of its scientists in a critical meeting this week of the Intergovernmental Panel on Climate Change (IPCC) in the Chinese city of Hangzhou which is set to agree on a timeline and budget for its Seventh Assessment Report. The Conference will be also discussing geoengineering options to remove carbon that has accumulated in the atmosphere, to capture and store it. Some scientists say that at the rate emissions are spiking worldwide, cutting back on fossil fuel use will not be enough to keep global average temperatures in check. Some of the CO2 emitted today is absorbed by the oceans and plants, but most of it remains in the atmosphere for as much as 1,000 years. Carbon sequestration remains controversial, and environmentalists argue that the best method of removing carbon dioxide from the atmosphere is to increase forest cover around the world.&nbsp; The <a href="https://earth.org/what-is-the-ipcc/" target="_blank">Intergovernmental Panel on Climate Change</a> is an international body of scientists from 195 countries and was set up nearly 20 years ago to provide governments regular reports on the state of the global climate as well as propose measures to adapt to the climate crisis and reduce emissions. Previous IPCC assessments have painted an increasingly alarming picture of overshoot of <a href="https://nepalitimes.com/news/nepal-doubles-its-carbon-footprint">greenhouse gas emissions</a>, and the world is already nearing the 1.5C target for 2050 set in Paris 20 years ago.&nbsp; The 62nd session of the IPCC taking place in Hangzhou from 24-28 February will pool available scientific data on <a href="https://nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya">climate change</a>, analyse it and come up with recommendations for governments as part of its regular 6-year process.&nbsp; But the outlines of the Seventh Assessment report is not due till 2028, and many scientists worry that at present rate of <a href="https://nepalitimes.com/here-now/nepal-s-mountains-are-melting">atmospheric and ocean warming</a>, it will be too late to take meaningful action.&nbsp; Now, a new study has shown that past IPCC reports have failed to align its targets with another time bound plan agreed to by most of the world’s countries at the United Nations: the Sustainable Development Goals (SDGs). Read also: <a href="https://nepalitimes.com/banner/un-climate-report-declares-planetary-emergency">UN climate report declares planetary emergency</a> “The Hangzhou meeting is the right time to influence decision-making to holistically link climate change and sustainability issues in the upcoming IPCC reports,” says Prajal Pradhan of the Integrated Research on Energy, Environment, and Society at the University of Groningen in The Netherlands, and lead author of a new report in the journal <a href="https://www.sciencedirect.com/science/article/pii/S2666916125000040?via=ihub" target="_blank">Resources, Environment and Sustainability</a>. The SDGs were agreed upon at the United Nations the same year as the Paris Climate Agreement to achieve a set of 17 development targets by 2030 to, among other things, end poverty and hunger, ensure health and education, and reduce emissions to mitigate <a href="https://nepalitimes.com/news/nepal-s-citizen-scientists-track-climate-change">climate change</a>. The SDGs superseded the earlier Millennium Development Goals (MDGs) and underlined the interlinkages of the global crises like inequality, migration, food production, poverty and climate breakdown. Pradhan, who is a scientist from Nepal, and his fellow researchers and authors analysed 150 chapters of the Fifth and Sixth Assessment Reports of the IPCC to see how much they had incorporated SDG targets. “Our analysis shows that the reports contain gaps when it comes to the SDGs,” notes Pradhan. “Climate change and sustainability cannot be seen in isolation, and several SDGs are not sufficiently reflected in the previous IPCC reports, such as <a href="https://nepalitimes.com/business/gender-equality-lesson">gender equality</a>, education, inequality, and health issues.” Besides its 17 broad goals, the SDGs also have 169 sub-goals and incorporate them into the next scientific assessment of the IPCC because they relate to structural problems with national development, many of which pre-date the <a href="https://nepalitimes.com/here-now/those-who-stay">climate crisis</a>.&nbsp; Says Pradhan: “If we want to achieve climate action, we need to link them to development issues. Climate change has negative impacts on several SDGs. At the same time, they can also have a positive effect on several sustainability goals. There are synergies and trade-offs.”&nbsp; The paper in Resource, Environment and Sustainability notes that while SDGs figure more prominently in the IPCC”s Sixth Assessment Report compared to the Fifth, there is a need for a &nbsp;more holistic coverage of sustainability and development goals as the underlying causes and solutions to the climate crisis. Incorporating SDGs into the Seventh Assessment Report, it adds, would make the next one more policy-relevant, stimulate more research on SDG and climate change linkages. Says Klaus Hubacek, another co-author from the University of Groningen: “Climate change is not just about rising temperatures, there is also a direct link to people’s well-being, which the SDGs emphasise. These development issues resonate more with governments, and this is how they hope to accelerate climate actions.” Read also: <a href="https://nepalitimes.com/news/underreporting-the-climate-emergency">Underreporting the climate emergency</a> The paper was a collaboration between scientists from 15 institutions worldwide which also included other Nepali scientists like Shobhakar Dhakal of the Asian Institute of Technology in Thailand and , Maheswar Rupakheti, as well as former and present members of IPCC working groups like Bart van den Hurk, Debra C Roberts.&nbsp; The researchers hope that the journal article will convince participants at the IPCC meeting in China this week to push urgent <a href="https://nepalitimes.com/banner/global-crisis-local-solutions">global action on climate mitigation</a> and adaptation by integrating SDGs more closely with emission targets and strategies to cope with impact.&nbsp; “Timing is key,” Hubacek notes. “The SDGs are in place until 2030. Combining IPCC targets with SDGs

From stone spouts to cast-iron mains, Nepal’s water system and its struggle to provide safe water tells a larger story of power, disease, dependency — and lessons for the future. From 1823 to 1891, the Nepali state made just two notable interventions in Kathmandu’s drinking water system. The first was when Prime Minister Bhimsen Thapa commissioned a stone pout (hiti) to tap groundwater within the valley’s traditional supply system. The second came nearly 70 years later with Nepal’s first industrial-era water system, the Bir Water Works in 1891 under Prime Minister Bir Shumsher Rana. Linking these two milestones was the spectre of cholera. From the 19th century on there were seven global cholera pandemics. <a href="https://www.sciencedirect.com/science/article/pii/S0264410X19309995#bb0325" target="_blank">Originating in Asia</a>, the disease reached Europe and the Americas, the Vibrio cholera bacillus breeding in poor sanitation wherever it found it. The first wave erupted in 1817, followed by others in 1829, 1852, 1863, 1881, 1889 and, finally, in 1961, the seventh pandemic which still lingers on. London, the epicentre of the Industrial Revolution, was repeatedly stricken. In Britain ‘miasma’ foul air was blamed. &nbsp;In Nepal, cholera was seen as divine damnation. By the late 19th century, as Nepal’s relationship with Britain deepened, the Bir Water Works was inaugurated in 1891 as a defence against cholera. Whether cholera also shaped Bhimsen Thapa’s decision in 1823 is less clear. Contemporary records note the commissioning of Sundhara, but do not refer to the cholera epidemic raging at the time. The silence itself is telling: Nepal’s elites were ruling in the shadow of the disease. Bhimsen Thapa first resided in Thapathali Palace, which was built in 1802 by Nain Singh Thapa, father of Mathabarsingh Thapa, who would briefly become prime minister in the 1840s. In 1806, Bhimsen Thapa moved to Bagh Durbar, a new complex on the western edge of Tundikhel. Historians are vague about the water supply in the residences of the nobility, but wells and water hauled from rivers, ponds, canals, and other sources were likely the primary sources. A small hiti north of Bagh Durbar, near today’s Sun Dhara, may have supplied the palace. In 1823, Bhimsen Thapa had it enlarged, making it the last and largest state-built hiti in Kathmandu. Even as Bhimsen Thapa was involved in palace intrigues and border conflicts, Britain was engineering pipelines. By the late 18th century, Sir Thomas Simpson had invented the bell-and-spigot joint, making long-distance pipes viable. Fluid dynamics, dealing with pumps, pipes, and filters, was becoming a foundational discipline. In Kathmandu, the scourge continued. Cholera struck Kathmandu repeatedly, in 1862, 1867, 1872, 1874 and 1875. The 1872 epidemic, <a href="https://nepalitimes.com/news/kathmandu-in-the-time-of-cholera" target="_blank">according to historian Tom Robertson</a>, claimed between 200 and 250 lives a day. On average, cholera killed between 1,200 and 1,500 people annually in Kathmandu Valley, an enormous toll for its small population. The summer of 1885 was especially calamitous: a cholera epidemic ravaged Kathmandu and its periphery from the beginning of June until late August. The disease even breached the royal palace, reportedly killing 23 people, mostly young girls. Records show that 909 people received treatment at the British Residency dispensary, and estimates suggest that as many as 10,000 people perished in a city of 50,000. In November that year, Bir Shumsher seized power in a coup. He inherited not only a premiership but a Valley ridden with disease. Cholera was endemic, and it was accompanied by typhoid, smallpox, goitre, syphilis, and chronic dyspepsia. The The British Residency dispensary at Lainchaur was inadequate. “In a poor country like ours, wealth means health,” Bir Shumsher remarked, an unusually pragmatic admission that epidemics were not divine punishment but structural afflictions of urban life. He soon pledged to expand health care. In 1889, he opened Bir Hospital and staffed it with Indian doctors to treat cholera, typhoid, smallpox, and other prevalent illnesses. PIPED WATER Bir Shumsher also recognised the need for safe drinking water. Between 1866 and 1872, he had served as Nepal’s ambassador in Calcutta, and he must have seen water mains already in operation there, and a filtration plant inaugurated in 1870. Madras had installed such a system as early as 1800, Bombay constructed the Vihar and Tulsi reservoirs in the mid-19th century. In Kathmandu British Residency personalities such as George Gimlette must have urged Bir’s government to quicken the construction of the hospital and water system, yet the archival traces of such exchanges still await historical scrutiny. By the late 19th century, the British had developed a technological ecosystem for water supply, intakes, pipes, fittings, reservoirs, and trained engineers. Bir Shumsher appealed to the British Government in India for engineering assistance. A British engineer named Mr Feigneur surveyed Kathmandu to prepare maps, and estimated the volume of water that could be brought from the Rudramati River. In 1889, a more experienced engineer, Lockhart Matthew Sinclair arrived. He was a Scotsman educated at Wellington College and the Royal Indian Engineering College, with prior experience in constructing waterworks in Jubbulpore and the Viceregal Palace in Shimla. Appointed State Engineer of Nepal (1889–1892), Sinclair reviewed Feigneur’s plans, updated them, and chose the Bishnumati River as the source of the city’s drinking water. Sinclair’s design included a reservoir at Panipokhari, at 1,330m elevation and 30m above &nbsp;Tundikhel, thereby enabling gravity-fed distribution in pipes. With a capacity of 7,327 cubic metres, the reservoir could store nine days of supply.&nbsp; The system was designed to serve about 70,000 residents through both private connections and public standpipes. The reservoir was a single-compartment tank with an arched brick roof covered in earth and turf. Its brick walls were bonded with lime mortar and aggregate, and its floor was dressed with fly stone. Work on the valley’s water supply began in 1888, three years after Bir Shumsher seized power. The following year, Bir Hospital and the Bir Water Works took shape. The project involved some 40km of imported cast-iron pipes, weighing 1.866 million kg and inscribed with the marks of Scottish foundries ‘Ally and McLean’ and ‘Glasgow’. Construction required 620,000 man-days of labour and cost over Rs600,000. Transport costs inflated prices: <a href="https://commons-nepal.com/the-first-kaldhara-in-the-four-cities-of-the-valley/" target="_blank">a load of cement</a> costing Rs10 in Calcutta was worth Rs33 by the time it reached Kathmandu. Bir Water Works was inaugurated in September 1891, six years after the cholera epidemic. Water flowed out of 131 taps, including eight in Lainchaur, six in the royal palace, eleven in the prime minister’s palace, sixteen around Tundikhel, thirteen in Thapathali, seven in Thamel, and two in Naxal. The system’s designation, the term ‘works’ , echoes the Chelsea, Calcutta, and Glasgow Water Works, underlining its industrial pedigree. Water was also supplied to Phora Durbar, Bir Shumsher’s palace of music and dance whose fountains sprayed rose-scented water in a display of opulence. The <a href="https://commons-nepal.com/the-first-kaldhara-in-" target="_blank">Bir Dhara Works</a> was more than an engineering scheme: it was Nepal’s first modern public-health intervention. After four years of piped water, the benefits have been greater than expected,” Bir Shumsher said in a proclamation. Despite this, the prevalence of poor sanitation, open defecation, cramped housing, and malnutrition meant that typhoid, smallpox, and dyspepsia remained endemic. The Bir Dhara system marked Kathmandu’s transition from reliance on wells, rivers, springs, and hiti to piped water, operating for several decades and laying the foundation for the expansion of drinking water services across the country in the late twentieth century. <a href="https://commons-nepal.com/the-first-kaldhara-in-the-four-cities-of-the-valley/" target="_blank">Extensions followed in Patan</a> under Chandra Shumsher, and Bhim Shumsher later added the Tri Bhim Dhara. Piped water systems were subsequently constructed in towns such as Kirtipur, Bhaktapur, Dhankuta, Pokhara, Dhulikhel, and Jajarkot which itself saw a deadly cholera outbreak in 2009.&nbsp; CHOLERA METAPHOR In 1933, Nepal’s first water bureaucracy, the Pani Goswara, was established, formalising state involvement in urban water supply. Yet even till the late 20th century, households continue to rely on a mix of sources, including public water networks, private vendors, rooftop storage tanks, borewells, wells, hiti, and household filtration. The lack of reliable water supply places disproportionate financial, physical, and psychological burdens on low-income households, underscoring how decades of infrastructure expansion have not translated into universal, reliable service. during challenges in governance, investment priorities, and regulation. Bir Shumsher also attempted to introduce <a href="https://www.ukaalo.com/news/cholera-in-kathmandu-1958/" target="_blank">basic hygiene measures</a>, such as pit latrines with squatting slabs. However, there is no record of these facilities being built in his palaces, later built palaces, or elsewhere. Sanitation conditions remained poor for both the elite and the general population. Open defecation or the use of crude pit latrines without proper waste disposal was common. With no drainage or sewer systems, human waste accumulated near homes, contributing to the spread of waterborne diseases. In 2019, Nepal declared itself ‘open defecation free’, a policy milestone, but this achievement masks the persistence of deeper problems. Urban areas generate some 867 million litres of wastewater daily, yet only 7% of it is treated before being discharged. Sewage flows untreated into rivers and streams, spreading cholera, typhoid, dysentery, and other diseases, particularly among children and vulnerable communities. Safe disposal of faecal sludge continues to be a major struggle for many communities and local governments. Besides Jajarkot, Godavari in Kathmandu Valley had a localised outbreak in 2024. This year, Birganj was struck by a cholera outbreak caused by a lethal combination of unreliable water supply, groundwater overpumping, poor drainage and hygiene, and unsafe waste disposal. And Nepal’s peacekeepers deployed after the earthquake in Haiti in 2010 were blamed for spreading cholera that ultimately killed 30,000 people in the Caribbean nation. The Bir Water Works was more than a reservoir and pipes. It was Nepal’s first brush with modernity, mediated through engineering and haunted by cholera. More than 134 years on, cholera remains a threat and a reminder of Nepal’s challenges in water and sanitation governance. The issue is not merely ensuring access to safe water but also building public trust that quality essential services can be delivered equitably, sustainably, and with resilience. Ajaya Dixit is a Kathmandu-based researcher exploring Nepal’s water history since the mid-eighteenth century to inform ethical water and river management in a changing climate.

Life in a time of cholera

As someone born and raised in Patan, I knew that the city was rich in art, architecture and intangible heritage. But I never realised just how rich, and how little I knew about its hidden treasures until this book. Yala Mhasika/Exploring Lalitpur/Lalitpurko Chinari is published by the Lalitpur Chamber of Commerce &amp; Industry and introduces the city to the world, as well as to its own inhabitants. Lalitpur is popularly known as Patan, probably because of the pastures for livestock in its outskirts. Its original name in Nepal Bhasa is Yala, and is a blend of urban and rural, old and new.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_700fb4c7b27d78813f69347846403c492cd1d54e2f62e4ec097013714c4a2022.jpg" data-media-id="editor_0" data-image-id="20260101120152_700fb4c7b27d78813f69347846403c492cd1d54e2f62e4ec097013714c4a2022" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Patan Dhoka</figcaption> </figure>  Like other kingdoms in the valley of Swoniga, the dense urban cluster of houses, temples, monasteries were situated along the higher ground, while the farmlands were on the slopes leading to the rivers below. This unique townscape combined an urban lifestyle within a distinctly agriculture-based rural setting. The fertile soil, replenished by organic nutrients washed down from the streets above, as well as Kathmandu’s location on the ancient trade route between India and Tibet, provided the Valley’s kingdoms with prosperity – and thus the flourishing of art and culture over centuries. Most of Yala’s residents were farmers, traders, or artisans. Chinese visitors who came to Nepal in the 6th century saw that there were more traders than farmers, and more temples than houses. An entire street is inhabited by the descendants of Lhasa traders. This prosperity was reflected in monuments and shrines like the Kwa Baha Golden Temple. More so than the other three kingdoms of Swoniga, architecture flourished in Yala making it the centre for metal, stone and wood craft. The name Lalitpur means ‘city of fine art’ but with its sense of community, it might as well be a city of fine living. Legend also has it that the name Lalitpur comes from a farmer called Lalit who helped bring the rain god Karunamaya from Assam when the Valley was suffering a prolonged drought. Lalit’s shoulder beam stands to this day in Jhatapol. Disasters, invasion and <a href="https://nepalitimes.com/here-now/life-in-a-time-of-cholera">epidemics</a> were a recurring theme in Patan.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_b33b1024cb7a46f49fea35ecc9afa2740895907059d7a43c8bd6c463b1be05e7.jpg" data-media-id="editor_3" data-image-id="20260101120152_b33b1024cb7a46f49fea35ecc9afa2740895907059d7a43c8bd6c463b1be05e7" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Ajima of Haugal Tole which is the oldest stone scripture in Nepal with the Gaja Laxmi in Chyasal.</figcaption> </figure>  The book was put together by the heritage expert team of Rosha Bajracharya, Sunil Pandey and Anil Chitrakar and provides a socio-economic and political history of Patan – how it was always food surplus, thanks to sustainable farming until recently. Ground and drone images by Photo Venture Nepal in the book give us a rare new perspective on Patan. There is an entire chapter on the chariot festival of Karunamaya (Machhindranath), a community-managed festival with Barahi carpenters assembling the woodwork, vine engineers Yamva weaving rope and rattan for the 25m tall chariot, and Ghaku drivers controlling the speed and brakes as the structure rolls through narrow streets in the annual festival.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_d27b23aeb4548b0b64ab8ed20f40baa331060498c6b5443e2cb999b876c670af.jpg" data-media-id="editor_4" data-image-id="20260101120152_d27b23aeb4548b0b64ab8ed20f40baa331060498c6b5443e2cb999b876c670af" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Te Bahal in Patan which houses Karunamaya six months a year.</figcaption> </figure>  WALKING, WORSHIPPING The book can help in exploring Patan along five routes starting in Patan Dhoka, Pulchok, Shankhamul, Mahaboudha and Lagankhel with maps and details of the baha and bahil, shrines, ponds, open spaces, dhyochenn, courtyards and phalcha along the way. Because of its coffee-table size and heft, however, the guidebook is not practical to carry around. And despite detailed descriptions of the past and present of each site, readers are left wanting to know more about those places. It is proof of Patan’s vast treasures that even this book barely scratches the surface.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_31a597b7dc1bcc9f67b4f6a66b8c1c0e0a9406727389699e6aed9ac6c3c50901.jpg" data-media-id="editor_5" data-image-id="20260101120152_31a597b7dc1bcc9f67b4f6a66b8c1c0e0a9406727389699e6aed9ac6c3c50901" data-rendition-name="original" width="2000" height="1332" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Patukodom where visitors can view what remains of the ancient Kirant palace.</figcaption> </figure>  Some of the lesser-known must-visit sites include Patukodom which is all that remains of a palace of the original Kirat inhabitants of Patan. An archaeological dig here would surely unearth hitherto unknown facets of pre-Newa Patan. Then there are the slightly out of the way shrines like Mahabouha, a replica of a temple in Bodhgaya which houses 3,341 terracotta Buddhas with 90 big statues and which took 35 years and four generations to complete.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_ffb657dc254f707dc1755f6f13b1ef67bb7183b6573da9678c54482129fb3878.jpg" data-media-id="editor_6" data-image-id="20260101120152_ffb657dc254f707dc1755f6f13b1ef67bb7183b6573da9678c54482129fb3878" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Mahaboudha is a replica of a temple in Bodhgaya.</figcaption> </figure>  In a recent Patan by Night heritage walk, we learnt that Pim Bahal was the labour of love of a lakhe demon (now popularised as masked dancer) who had fallen for a local girl, and he dug the pond so she would not have to walk to a faraway spout to collect water. Nearby is the Charumati Chaitya, built by the daughter of Emperor Ashoka when she visited the Valley in the 3rd century BCE to spread Buddhism in Nepal. Interestingly, if Kathmandu is a city of temples, Patan is the centre of monasteries which represent a unique Tantric melding of Buddhist and Hindu forms. For daring to demand democracy, the Rana regime hanged activist Shukra Raj Shastri at midnight on 24 January 1941 by the side of the road at Teku. Across town in Siphal, Dharma Bhakta Mathema was also hanged. Four days later, Dasrath Chand and Gangalal Shrestha were executed by firing squad. These four young revolutionaries were members of the underground Nepal Praja Parishad that led the anti-Rana revolution with plans to assassinate key figures of the dynasty. The four martyrs sacrificed their lives for an unfulfilled cause. Monuments were put up in their honour (Shahid Gate) and their names glorified by the Shah monarchy that itself went on to ban political parties and persecute democracy activists. In 1950, the newly-formed Nepal National Congress launched an armed uprising against Rana rule after King Tribhuvan sought refuge at the Indian embassy to flee from the Rana regime. In 1951, the Ranas, Nepali Congress and King Tribhuvan signed a tripartite agreement that brought an end to 104 years of Rana rule.&nbsp; Thus began contemporary Nepal’s cycles of unfinished revolutions. Some 75 years later, on a sunny September morning, Nepal’s young and hopeful took to the streets demanding an end to the nation’s corrupt polity, envisioning a better democracy. They organised through digital platforms, played songs, danced, and chanted slogans. A few hours later, commandos fired on the protesters, massacring dozens. Over 8 and 9 September 2025, the government was overthrown, constitutional bodies were literally reduced to ashes, and 74 Nepalis were martyred.&nbsp; Nepal’s periodic revolutions have been ignited by anger against rulers, they have begun with great promise, spread with enthusiastic popular support despite rulers trying to crush them — but ultimately they have always fallen short of the expectations of citizens demanding reform. Through decades of dissent, Nepal’s periodic revolutions have remained incomplete, with the nation caught up in a cyclical search for stability.&nbsp; In 1960, king Mahendra staged a coup and overthrew an elected government led by prime minister B P Koirala -- a royal revolution against democracy. Mahendra is reported to have famously said to Koirala: “Nepal is not big enough for the two of us.” For the next 30 years Nepal resembled a one-party state under the absolute monarchy of the Panchayat. Elected leaders languished in jail or exile, political parties were banned, and the press controlled. This was the most frigid period of the Cold War, with Nepal’s neighbours India and China at war. Geopolitics was bound to have an impact. “After the 1816 Sugauli Treaty with British India, external forces magnified internal power struggles as outsiders played divide and rule,” explains editor and political analyst Rajendra Dahal. “Movements did not reach a logical conclusion because domestic politicians were forced to compromise.” Indeed, the departure of the British from India in 1947 meant that the days of the Anglophile Rana regime were numbered. Successive prime ministers sought patronage in Delhi, and the monarchy tried to counterbalance it with a policy of equidistance with China. The neighbours showed a keen strategic interest in Nepal’s domestic politics. “The Panchayat system did not deliver what it promised,” says Santosh Sharma Poudel of Nepal Institute of Policy and Research. “Nepalis suffered administrative and governance failure, politics was centralised in Kathmandu, leaving out the rest of Nepal.” With mainstream political parties and leaders were &nbsp;underground between 1961 till 1990, student activists became proxies for political parties. As pressure for change grew, a student-led pro-democracy movement spread across Nepal in 1979. In response, King Birendra announced a referendum to allow Nepalis to choose between the status quo and a ‘reformed’ Panchayat &nbsp;system.&nbsp; The Panchayat won by a slim margin with questions about the legitimacy of the plebiscite. The reforms never materialised and it would be another decade before street anger boiled over again. As the People’s Movement for democracy spread, king Birendra again relented, unbanning political parties and Nepal became a constitutional monarchy. Inspired by Mao Zedong, a faction of Nepal’s Communists felt that western-style parliamentary democracy was too slow to end a feudalist monarchy. They launched an armed struggle in 1996, and the war lasted ten years (editorial, page 2). “If the democratic government post-1990 had performed better, and brought real reform, the Maoists would not have a reason to launch a revolution,” says Poudel. After nearly a decade of bloodshed that left 17,000 dead and thousands still missing, the Maoists joined forces with the democratic parties that they had been fighting, to pressure king Gyanendra through street protests in 2006 to restore democracy. In 2008, an elected Constituent Assembly abolished the monarchy. &nbsp;Recalls Rajendra Dahal: “The second people’s movement did not aim to abolish the monarchy. In fact, the reinstated parliament even granted equal rights for royal daughters to be crowned queen. But eventually, the monarchy no longer fit the political framework that the parties envisioned.” It took two elections over the next eight years to draft a new Constitution that reflected Nepal’s socio-cultural and geographic diversity and met the demands of the Maoists. The new federal Constitution was finally promulgated in 2015, but failed to satisfy India and the aspirations of the Madhes communities for autonomy. The state’s effort to crush the Madhes movement cost 45 lives. The promise of the new Constitution was squandered over the next decade with rotating leadership of the NC, UML and the Maoists — all of whom had forgotten the sacrifices made in the name of revolution. Cronyism and corruption was the order of the day. The post-September political landscape has injected new personalities and alliances still relatively new to politics, as evidenced by the new electoral partnership of the BRK — Balen Shah, Rabi Lamichhane, and Kulman Ghising (page 1).&nbsp; These leaders are not without flaws, but they have become the effective flag-bearers of the GenZ movement, hoping to represent Nepalis disillusioned by decades of democratic decay. The March election will pit them against the legacy parties. There is already criticism that BRK is behaving just like male-dominated opportunists of old parties. The troika is resembling the triumvirate of Oli, Deuba and Dahal and its culture of patronage and quid-pro-quo power-sharing between alpha males. Will this also be another unfinished revolution? Says political scientist Sucheta Pyakuryal: &nbsp;“The kind of destruction that happened after the revolution should have been followed by a ground-breaking shift in Nepal’s political ecosystem, but that did not happen. Today the situation is a lot grimmer because we have players who have learned how to use the democratic facade to sound ‘equitable’ and ‘accountable’. But look closely and you see how the same political chauvinism, cronyism and nepotism still continue.”&nbsp;

Nepal’s incomplete revolutions

One of the few Newa towns situated outside Kathmandu Valley, Panauti still evokes the feeling of a place frozen in time.&nbsp; Largely untouched by haphazard urbanisation, this town 32km east of Kathmandu used to be a kingdom revered for the sacred confluence of the Punyamati and Rosi rivers.&nbsp; The Bramhayani temple is the site of a 12 yearly Makar Mela which is attended by devotees from as far away as India.&nbsp; Panauti’s crumbling monuments were restored in the 1990s by the French government. Temples, resting places, traditional homes were rebuilt and locals trained to revive their craft. Panauti and France marked 50 years of cooperation in September.&nbsp; However, the priceless murals on the temple walls are fading and need urgent restitution. Now, these crumbling wall paintings are meticulously documented in the Wall Paintings of Panauti and Their Context.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090116_31f6acf06ef879037fec8274b85153eab4468566abf71616490679bf8468b85d.jpg" data-media-id="editor_0" data-image-id="20260106090116_31f6acf06ef879037fec8274b85153eab4468566abf71616490679bf8468b85d" data-rendition-name="original" width="1596" height="1074" loading="lazy" alt="Panauti murals"> </figure>  In his foreword, French researcher Gérard Toffin writes about some of the earliest wall paintings from the Malla period in Kathmandu, including a 17th century mural depicting the procession of Rato Machhindranath which has since been restored.&nbsp; Several other pieces still exist but in a pitiful state, defaced by scratches. ‘They were painted on a plaster coating made of soil, husks, or limestone, which were applied to the bricks making up the walls,’ Toffin notes.&nbsp; The book delves into the cult of Asta Matrika among Newa of all castes and classes, the first of which is Bramhayani. These all-pervading deities are linked to Shaktism which focuses on the importance of the female principle and together, combine the forces of life, sex and fertility with that of death and eros. The deities are painted on the wall, carved on the stone or moulded into metallic statues.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090120_836efd2b0a569d8ec0fb2c6651a29b8f2dd8f8f75b72e27bb86b0bfc0ad8461f.jpg" data-media-id="editor_1" data-image-id="20260106090120_836efd2b0a569d8ec0fb2c6651a29b8f2dd8f8f75b72e27bb86b0bfc0ad8461f" data-rendition-name="original" width="1074" height="1434" loading="lazy" alt="Panauti murals"> </figure>  Riddhi Baba Pradhan, former director general of the Department of Archaeology who oversaw the restoration of Panauti 30 years ago, writes that a colourful wall painting depicting Buddha's past life at the Chabahil Chaitya built or restored during the reign of Lichhavi king Vrisdev in the 3rd century might be the earliest mural in Nepal. As for Panauti, a fragment from a 400-year-old scroll which illustrates a scene of Triveni Ghat with Dalinchok Hill in the background is likely the oldest. But that relic is currently at the Virginia Museum of Fine Arts in the United States.&nbsp; Pradhan recalls first encountering wall paintings inside Bramhayani temple which were deteriorated by smoke, leaky roof, dust, vermilion, sprinkles of animal blood and lack of maintenance. The team led by chemist Bhimvar Singh Thapa treated the wall paintings and some of the details were recovered including the paintings of Astamatrika and Asta Bhairav on the east, west and southern walls.&nbsp; PAINTINGS ARE NOT VISIBLE The murals were painted during the reign of the last Malla King of Bhaktapur Ranjit Malla and Queen Viswalaxmi Devi 300 years ago. But 40 years after the restoration, Pradhan notes that the murals are again in poor condition: ‘The paintings are not visible, the plaster is severely damaged and the surface has peeled off … electrical wires hang haphazardly inside the temple.’ The second lot of murals at Ghat Sattal are thought to have been commissioned during the late Malla period or the beginning of the Shah dynasty. Exterior walls depict incarnations of Lord Vishnu as well as Sesh Narayan, Ganesh, a scene of Samundra Manthan, of angels Maya, Moha, Ganga. Compared to other artefacts, wall paintings are more delicate to external factors, and if not preserved an important part of Nepal’s heritage will be lost.&nbsp; Furthermore, most of the wall paintings in Nepal are temperas, and not frescos. Tempera is painted with water-soluble mineral or vegetable pigments fixed with glue on the cow dung clay plaster on the brick walls.
