Phewa Lake in Pokhara used to be much bigger, but it has been shrinking because of the sediment brought down from the surrounding mountains as well as human encroachment. The slopes above the lake used to be heavily denuded, and there was severe soil erosion because Pokhara Valley gets one of the highest annual rainfall in Nepal. To trap the silt, small dams were constructed across streams that flowed into the lake, but the Community Forestry Program restored the catchment’s lush vegetation reducing sedimentation. However, there is now a new danger: extreme weather caused by climate breakdown. And it was here exactly 10 years ago on 28 July 2015 that torrential rain over two days killed over 30 people in Kaski district. Thirteen of them were swept away in a flashflood on the Harpan Khola. But a month later, there was such heavy rain that even the thickly forested mountain above could not prevent a landslide that killed more people. Teacher at the local school, Arjun BK, lost several of his students in that disaster. The tragedy was so traumatic that it left a deep emotional wound that he carries to this day, a decade later. Returning to the classroom to see the empty desks became too unbearable. “That’s why I quit my job as a teacher”, BK told us as he showed us around the village which still bears scars of that landslide and flood ten years ago. Teaching, once a source of joy, became a source of anxiety, grief and frustration. BK showed signs of post-traumatic stress: he would find himself angry, would be cross with his students. Aware of his declining mental health, BK made the difficult decision to leave his job. BK’s struggle also exposed an aspect of climate breakdown that has not got as much attention: how climate change induced disasters are affecting the mental health of survivors. He then founded Koshish Kaski, an organisation working on mental health awareness and care. Koshish Kaski is a satellite organisation of Koshish Nepal, which is the country’s first mental health organization. BK’s symptoms aligned with post-traumatic stress disorder (PTSD): negative thoughts, irritability, difficulty in emotion regulation and avoidance of places that reminded him of the trauma.&nbsp; “I realised these symptoms were not only affecting my mental well-being, but also compromised my ability to teach effectively, so I quit on time,” says BK, while admitting that not everyone has the wisdom to recognise the wounds, nor the privilege to quit their jobs.&nbsp; Many continue teaching while silently struggling, and this can profoundly impact the student’s growth in the process. Arjun BK’s neice Devi Sunar survived the disaster ten years ago, and recalls how her farming community along the Haadi Khola struggled with trauma, fear and sleepless nights. Sunar herself has noticed that the once-predictable weather pattern in the mountains has changed, the monsoons are erratic, springs have dried up, and it is hotter than before. This has led to a decline in harvests – adding to crop loss due to raids by monkeys and wild boar. Photo: KAREN SUDMEIRE</figcaption> </figure>  Studies have found that women are more susceptible to anxiety and depression, and this is corroborated by Arjun BK’s own findings at Koshish Kaski. Climate-related disasters and crop loss add to gender discrimination at home and work. The stress, he found, can disrupt hormonal balance leading to irregular menstrual cycles and poor general health.&nbsp; Along with women, ethnic and ‘lower’ caste groups are more affected by climate-related disasters. Indeed, most of the lives lost in the 2015 disaster were from marginalised groups. In Nepal, these communities are more vulnerable because they live in riskier terrain, have limited access to resources, and heavy dependence on the natural environment for subsistence agriculture. To the north of Pokhara in the Trans-Himalayan Mustang district, farmers say winter rain and snow have failed for the past three years. This is critical since the region’s apple orchards need snow to moisten the soil in spring, as well as control pests.&nbsp; In Kagbeni at the confluence of the Kali Gandaki and Jhong Khola, there are still signs of the devastating debris flow that came down in August 2023, washing away 35 homes, a monastery, livestock and infrastructure.&nbsp; “Luckily, no human lives were lost because there was warning from upstream communities,” recalls Kagbeni Mayor Phenchok Tseptan.&nbsp; Although that flood was likely caused by a landslide lake outbrust upstream, local people suffer anxiety and spend sleepless nights even if there is a light drizzle as it brings back memories of that terrifying day.&nbsp; Because of the lack of awareness and societal taboo about mental health, few in Nepal link climate-related disasters like the ones in Kaski and Mustang to post-traumatic stress or generalised anxiety disorder. And as the Harpan Khola tragedy shows, the impact can be felt even a decade or more later. Arjun BK is a rare survivor of a disaster who not only spoke up about his condition, but also chose to do something about it and help others suffering silently. In recent years, mental health awareness has reached many communities across Nepal and the government has announced plans to establish outpatient mental health units in hospitals.&nbsp; Teachers in schools are also being trained to recognise and care for those who struggle silently with mental health issues – especially after climate-induced disasters. Better early-warning systems to reduce the impact would be a way to prevent trauma, anxiety and stress in the first place.&nbsp; Anek Rajbhandari is a graduate of New York University in Abu Dhabi and has a background in Psychology. The latest <a href="https://www.ipcc.ch/report/ar6/wg1/#SPM" data-saferedirecturl="https://www.google.com/url?q=https://www.ipcc.ch/report/ar6/wg1/%23SPM&amp;source=gmail&amp;ust=1628763074514000&amp;usg=AFQjCNEuRmAKNU4DKxDTR6sZbkrleWAaAw">report</a> by the UN climate science body IPCC, released this week, lays out startling facts on global warming. The report acts as a stark reminder that inaction will exacerbate the climate-related impacts the world is already facing. It confirms that Earth’s temperature is higher now than it has ever been in the last 125,000 years.The world has already warmed on average by 1.1°C compared to pre-industrial times due to human induced climate change. Each of the last four decades has been successively warmer. As a consequence, climate extremes such as heat waves, extreme precipitation, droughts and storms are on the rise, <a href="https://www.nepalitimes.com/banner/disasters-in-nepal-come-in-waves/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/disasters-in-nepal-come-in-waves/&amp;source=gmail&amp;ust=1628763074515000&amp;usg=AFQjCNFF4km5LNsqpgkHS40SXEP0XxKOCw">including in Nepal</a> where floods have already claimed about 100 lives just this year.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfca59c7e80680e0a0b9ejpeg.jpg" alt="" width="640" height="572"><figcaption>Historical warming of the earth. Source: IPCC</figcaption></figure>Unprecedented pace of glacier retreatThere is no doubt that mountainous regions are at the forefront of climate impacts:  for example, high intensity rain and mountain slope instability can wash out roads and bridges, thereby affecting access to rural areas, and rapid change in mountain snow will have far reaching effects on both upstream and downstream.The IPCC report confirms that the rate of ice sheet loss increased by a factor of four in the last three decades. Through their climate warming greenhouse gas emissions, humans are the main cause of the global retreat of glaciers. The current rate of ice sheet loss, with almost all of the world’s glaciers retreating synchronously since the 1950s, has been unprecedented in at least the last 2,000 years.The unprecedented pace of glacier retreat at the global scale is more alarming in the Himalayas. Two years ago, the <a href="https://www.icimod.org/landmark-study-two-degree-temperature-rise-could-melt-half-of-glaciers-in-hindu-kush-himalaya-region-destabilizing-asias-rivers/" data-saferedirecturl="https://www.google.com/url?q=https://www.icimod.org/landmark-study-two-degree-temperature-rise-could-melt-half-of-glaciers-in-hindu-kush-himalaya-region-destabilizing-asias-rivers/&amp;source=gmail&amp;ust=1628763074515000&amp;usg=AFQjCNGt4zvQzrZY-rYUYDPjdo6l7e_Lrg">Hindu Kush Himalaya Assessment</a> report by ICIMOD confirmed that even if global warming is limited to 1.5°C, temperatures will remain at least 0.3°C higher in the Hindu Kush Himalayas (HKH), and at least 0.7°C higher in the northwest Himalaya and Karakoram regions of Pakistan. As a consequence, 36% of the glaciers in the region will be gone by 2100. And this is the “best case” scenario where the world manages to limit warming to 1.5°C and avoid the worst impacts of climate change.Climate change is also intensifying the water cycle and affecting rainfall patterns. The IPCC report confirms that the intensity and frequency of hot extremes, including heat waves, and heavy precipitation, as well as agricultural and ecological droughts continue to increase as temperatures rise. For South Asia including Nepal, the average precipitation as well as heavy rainfall events are projected to increase. This will result in more flooding and landslide events. All this will have far reaching consequences across the region with water-dependent energy sectors and water-intensive agricultural systems.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfca89c7e80680e0a0b9fjpeg.jpg" alt="" width="640" height="315"><figcaption>Projected global temperature rise under the intermediate, high and very high GHG emission scenarios considered. Source: IPCC</figcaption></figure>Highlands to Islands linkagesThe impacts of melting glaciers are not only limited to the mountainous regions. Rapid ice sheet melt could lead to catastrophic sea level rise even before the end of the century. As outlined in the IPCC report, the global mean sea level has already risen by 20 cm and will continue to do so for thousands of years.The IPCC report confirmed that combined ice sheet and glacier mass loss contributed to 42% of this global mean sea level rise from 2006 to 2018.The report states with greater certainty than previous reports that mountain and polar glaciers will continue melting for decades and centuries to come. Continued ice sheet loss will also release greenhouse gases into the atmosphere -- as temperature rises and permafrost thaws, it decomposes and emits carbon, further amplifying climate change that is causing it to melt.Rising temperatures could melt most mountain glaciers and add more to the sea level rise, both leading to the extinction of small islands and mountain habitats. This cycle that binds the highlands to the islands demonstrates the need for collaboration between mountainous and island countries in the international climate change discourse.  Such collaboration could help to amplify the voice of most vulnerable nations calling for the major emitters to take urgent actions to reduce emissions.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfca99c7e80680e0a0ba0jpeg.jpg" alt="" width="640" height="546"><figcaption>Future annual emissions of CO₂ under the five scenarios SSP1-1.9, SSP1-2.6, SSP2-4.5, SSP3-7.0 and SSP5-8.5. Source: IPCC</figcaption></figure>Path to followThe IPCC report clearly shows the grave risks of exceeding 1.5°C above pre-industrial levels – an upper limit of warming which the global community has agreed to in the Paris Agreement. Yet, from the perspective of a mountainous country, even a 1.5°C temperature rise is too much, which will lead to one third of the Himalayan glaciers to disappear with devastating consequences for the region.All decisions from now on, therefore, must be guided by the fact that every extra tonne of carbon dioxide and other greenhouse gases will lead to more warming and any increase in warming will lead to devastating impacts on lives, livelihoods and ecosystems across the world.The most vulnerable countries, including mountainous areas, are already at the forefront of fatal climate and weather disruptions. These countries with limited resources will continuously require international support to combat climate change, and at a scale well beyond current levels. The IPCC report must act as a wakeup call for all governments, in particular the biggest polluters such as the G7 and G20. They must take urgent action in response to the climate emergency, starting by adopting robust and bold 2030 climate commitments by the next UN climate summit - the <a href="https://unfccc.int/process-and-meetings/conferences/glasgow-climate-change-conference" data-saferedirecturl="https://www.google.com/url?q=https://unfccc.int/process-and-meetings/conferences/glasgow-climate-change-conference&amp;source=gmail&amp;ust=1628763074515000&amp;usg=AFQjCNHXeAsyEsnaY7moQlGAVCE0LJc8zA">COP26</a> - in November.Manjeet Dhakal is Head of LDC Support Team at Climate Analytics and serves as an Advisor to the Chair of the Least Developed Countries Group at the multilateral process of the UNFCCC. ‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? Either way, the reader gets a glimpse of Nepal’s recent history from the early days of the Panchayat, through the People’s Movement and the democracy period, the Maoist insurgency, Royal Palace massacre of 2001, and Gyanendra’s coup of 2005.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4.jpg" data-media-id="editor_0" data-image-id="2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4" data-rendition-name="original" width="1584" height="1000" loading="lazy" alt="How to win friends and influence nations NT"> </figure>  Not enough is said about the political parties of the time whose presence led to the way Nepal’s multiparty democracy came to be shaped. The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. How to win friends and influence nations

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
