The nation which more than any other caused the climate crisis will leave it to the rest of the world to sort out the mess. That is a takeaway from the US election, and the COP29 that concluded in Baku.
US emissions are higher than China or India, but America will leave it to the victims of climate change to save the planet.
The UN’s climate summit in Baku that ended on Friday happened in a year with the highest average global temperature in the past 900 years. The meeting took place a week after a flood which took more than 200 lives in one of the world’s most developed states, Spain.&nbsp;
Another 250 people died in floods in Nepal in September. Floods last year caused massive damage in Pakistan and China. Northern India experienced 52°C last summer in areas where very few people have access to air conditioners.
The bad news is that the world’s most powerful leader believes we should carry on with business as usual. The good news is that this matters much less than we tend to think.
Of course Trump’s victory will make it more challenging to find compromises on financing and other issues in future climate talks. Leaders will ask why their nation shall act or indeed pay, if the US does not.&nbsp;
Global climate diplomacy will be in jeopardy. We will probably also see a rollback of the financial support for domestic climate action in the US introduced by Biden. Trump will withdraw the US from the Paris Agreement, maybe even from the UN Climate Convention.
But still there is hope. China, India and Europe are leading on climate, not the US even under Biden. China is the indispensable nation for climate action, not the US.&nbsp;
Last year, China contributed two-thirds of all global renewable energy. It produced 60% or more of everything green – electric cars, buses and batteries, solar panels and windmills, hydropower and high speed rail. China is also the world’s largest tree planter, by far.
India is aiming for 500 gigawatt of solar, wind and hydro by 2030. Prime Minister Modi is launching ‘green missions’, like a program for 10 million homes with solar panels. Indian states like Gujarat have massive green ambitions.
Indonesia, the second largest rainforest nation, has drastically reduced deforestation. Brazil is following. Europe is now surpassed by Asia as a climate leader.&nbsp;
China, India, Europe and many more do not act on climate to please America. They act because climate breakdown is a threat to them, and climate action is an opportunity for green jobs, profits and prosperity.
The world can do well without the US. Secondly, powerful American states support climate action. California, New York and others will not abandon their green efforts, and fight Trump tooth and nail.&nbsp;
Business is leading the charge, not the government. No major US business saluted when Trump last time took the US out of the Paris Agreement. American companies see opportunities for growth and jobs in the green economy.&nbsp;
Trump has portrayed the shift to electric cars as ‘a win for Beijing’. The opposite is the case. If Detroit does not start turning out electric cars, China will capture the entire global market. The Chinese domestic car market is already bigger than America’s and it is battery-powered.&nbsp;
US businesses are wary about leaving the market for electric cars or green energy totally in the hands of China.
It may be that the global anger and America’s falling out with Trump in the coming years will be exactly what the docile global green movement needs. Environmentalists will be forced to be even more people-centered.
A second Trump term may paradoxically create a climate for more activism. He strongly argued in his campaign that the US should focus on its own borders, not on everyone else’s.&nbsp;
The time of the Neocons, both democratic and Republican, who could not see a war they did not like, may be over. Trump may focus US resources on real American foreign policy needs, not believing as the Neocons do that every square metre of planet Earth is a security risk.
Trump’s re-election will accelerate US decline as the dominant world power. His protectionist economic policy will make US businesses less competitive. Decreased migration will reduce economic growth.&nbsp;
The global trend towards a multipolar world dominated by the Global South will speed up. After a century of US dominance in world affairs, the ascent of Asia is not necessarily bad for the planet. (IPS)

The world can act on climate without Trump

The International Centre for Integrated Mountain Development (ICIMOD) marks its 40th anniversary this year. Nepali Times spoke to its Director General, Pema Gyamtsho from Bhutan about the implications of the climate crisis for the Himalayan region, especially in light of floods  in Pakistan, and the need for crossborder links to reduce risk.Nepali Times: ICIMOD will soon be marking its 40th anniversary, and at the same time many problems of the Himalayan region have got worse. How has ICIMOD’s role evolved over these last four decades?Dr Pema Gyamtsho: Those days, 40 years ago, or in the 80s, the narrative used to be that the Himalaya is undergoing rapid deforestation, massive land erosion and landslides. These were mainly attributed to unsustainable agricultural practices, over-grazing and so on. Scientists used to describe the mountain areas as being inaccessible, fragile, marginal and vulnerable.Now, 40 years down the road, I am still wondering whether we have addressed the fragility. In many ways, we have accelerated the damage through haphazard infrastructure.Landslides are occurring mainly due to improper planning and execution. In fact, we have not respected the fragility of the mountains.We have improved accessibility, there is now road access to every remote corner of this region. But has it improved the economic situation of these communities living there? Perhaps yes, in terms of availability of goods and services, we may have better education and health services, or access to markets, but the cultural wealth has gone down. Yes, climate change has come into the picture. And this is something that every one of us has to take very seriously. It’s not something that is going to happen after 50 or 100 years. It is happening now. And that is why ICIMOD has recognised the urgency. The most important message from our Hindu-Kush Himalayan Assessment Report, 2019 is that we need to take urgent action, and six areas were identified. We have to act as a region because most of the issues, most of the impact of climate change are trans-boundary in nature. While countries on their own can do a lot, we can do much more together. That is why the call to action includes the need for countries in the Hindu-Kush Himalayan region to work together.You mentioned ICIMOD's landmark 2019 report. It looked at how the climate emergency was affecting the mountains. But things we thought would happen in 2040 are happening now. Does this mean that we now need an updated assessment that actually makes it even more urgent?I am sure you appreciate the fact that the process is very dynamic. It can change from year to year. But in order to give a clearer picture of the trends, we need to also have longer duration assessments.The 2019 assessment gave a good picture of the situation as of 2019. But now, we also see that the climate change-induced disaster is increasing both in terms of frequency and intensity, and when least expected. Like Pakistan going through this massive catastrophe with one-third of the country affected by flood. These things keep on happening. In February, there were three, four days of unseasonal snowfall which also caused a lot of damage. Such weather extremes are now happeneing more often. Maybe two, three years down the line, we have to do another assessment. We don’t need to go through literature reviews, or conduct peer-reviewed research to find out whether disasters are happening or not.ICIMOD has recognised this urgency, and we have come up with a new strategy that will take us from 2023 to 2030 in response to the current worsening trends.We have also modified our vision to align with this present situation, so as to work towards a greener, more climate-resilient and inclusive Hindu-Kush Himalaya. We have brought climate change to the fore, and our focus is going to be in addressing the impact of the climate crisis by encouraging invesment in the mountains.Will you also look at the danger posed to infrastrucutre by the melting glaciers? We’ve seen this last year in Nepal with Melamchi, Pakistan this week is a glaring example, your own country Bhutan has also suffered. Do we now have to totally redesign infrastructure?Ideally that would be what would be required, because if knowing the dangers and risks, we keep on building infrastructure, hydropower plants, regardless of the imminent threats from glacial lake outburst floods (GLOFs) or other such disasters, then we are asking for trouble. And we know that disaster will strike sooner or later.That is why we have to rethink investment in infrastrucutre. For example, instead of investing in mega hydropower plants, we should go for mini and micro hydro. It is safer, more sustainable, and manageable. And GLOFs have a trans-boundary nature. So how can your organisation play a role in bringing these countries together, especially for early flood warning systems?We are working on it. So, we are able to bring scientists from our member countries to sit at the same table and discuss climate change impact, about trans-boundary disasters.We have various ongoing dialogues: the Upper Indus Basin dialogue, where we bring scientists from China, India and Pakistan together to discuss issues related to rivers there. The Kosi River Basin Hub brings scientists from India, China and Nepal together.Things are happening, but it is a process and now we need to put more focus on building this trans-boundary cooperation. Our estimate is that around 2 billion people depend on the ecosystem services that Hindu Kush Himalayan region provides.I like to compare the Himalaya to a water bank. Its reserves are fast depleting due to the rapid melting of glaciers. Aside from water, the Hindu Kush Himalayan region is also a treasure trove of biodiversity hotspots and cultural diversity.And given its importance to the planet, if we do not protect the Himalaya, the impact is not going to be just felt within the region and within each country, but globally. If that happens where would the people move from here? They will have to find some place. “We have not respected the fragility of the Himalaya”

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d120b9c7e80680e0a98b6jpeg.jpg" alt="" width="1360" height="680"/><figcaption>Photo: PROJECT SYNDICATE</figcaption></figure>It may seem as if the world is finally taking the climate crisis seriously, judging by the number of pledges to reach “net-zero emissions.”Among the major emitters, both the <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/04/22/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies/">United States</a> and the <a href="https://ec.europa.eu/clima/eu-action/climate-strategies-targets/2050-long-term-strategy_en">European Union</a> have promised to achieve this goal by 2050, while <a href="https://news.un.org/en/story/2020/09/1073052">China</a> intends to become carbon-neutral before 2060. Even oil giants <a href="https://www.shell.com/media/news-and-media-releases/2021/shell-accelerates-drive-for-net-zero-emissions-with-customer-first-strategy.html">Shell</a> and <a href="https://www.bp.com/en/global/corporate/news-and-insights/press-releases/bernard-looney-announces-new-ambition-for-bp.html">BP</a> plan to reach net-zero emissions by mid-century.Large tech corporations appear more ambitious still. <a href="https://sustainability.aboutamazon.com/">Amazon</a> has committed to reaching net-zero carbon dioxide emissions by 2040. <a href="https://blogs.microsoft.com/blog/2021/01/28/one-year-later-the-path-to-carbon-negative-a-progress-report-on-our-climate-moonshot/">Microsoft</a> has pledged to be “carbon negative” by 2030, and by 2050 it aims to have removed from the air all the CO2 the firm has emitted since it was founded in 1975.<a href="https://blog.google/outreach-initiatives/sustainability/our-third-decade-climate-action-realizing-carbon-free-future/">Google</a> claims to have been carbon neutral since 2007, and aims to be “carbon free” by 2030. In fact, net-zero pledges have come from all parts of the economy, including the <a href="https://www.clara.earth/meat-and-dairy-companies">meat and dairy industry</a>, aviation, <a href="https://www.clara.earth/mining">mining</a>, finance, and retail.But these seemingly ambitious goals in fact amount to yet another round of greenwashing and <a href="https://climatefalsesolutions.org/wp-content/uploads/2021/06/HOODWINKED_ThirdEdition_On-Screen_version.pdf">dangerous distractions </a>that will <a href="https://www.corporateaccountability.org/resources/the-big-con-net-zero/">delay and prevent the adoption</a> of real climate solutions. That is because <a href="https://www.realsolutions-not-netzero.org/">net zero is not really zero</a>.For starters, 2050 is almost three decades away. Making long-term net-zero pledges enables governments and businesses to avoid drastic emissions cuts now. From a climate-justice perspective in particular, mid-century is way too late.Wealthy, industrialised countries in the Global North, due to their historical emissions and current levels of wealth, have a responsibility to decarbonise much faster.Compounding the problem, many net-zero plans are not backed up by corresponding short-term and interim emissions-reductions targets, such as for 2025. Instead, the majority of countries’ nationally determined contributions under the 2015 <a href="https://unfccc.int/process-and-meetings/the-paris-agreement/the-paris-agreement">Paris climate agreement</a>, which were recently updated or reviewed, are based on a 2030 timeframe. This disregards the five-year review cycle at the heart of the Paris accord.Worse still, the inclusion of ‘net’ in climate pledges confirms that emissions will not actually decline to zero. Instead, they will supposedly be offset – to an unclear and disputable extent – by removal of CO2 from the atmosphere.Many such net-zero schemes rely excessively on natural ecosystems to remove and store atmospheric CO2. This has sparked the current hype surrounding so-called nature-based solutions. While carefully restoring natural ecosystems is crucial in addressing both the climate and the biodiversity crises, it must not serve to prolong the lifetime of polluting industries.But nature-based solutions also include <a href="https://www.cartadebelem.org.br/manifest-towards-cop-26/">proposals</a> that would transform agriculture into a large-scale emissions-mitigation opportunity associated with the soil carbon market.Net-zero plans often also rely on speculative techno-fixes to remove CO2 from the atmosphere. Climate geo-engineering technologies such as bioenergy with carbon capture and storage (BECCS) or direct air capture (DAC) are highly risky and unproven – in particular at climate-relevant scales – and could have potentially devastating consequences for people and ecosystems. Either way, ‘solutions’ like BECCS and DAC risk locking in several more decades of continued fossil-fuel production and combustion.The conversation instead needs to return to the real climate solutions that currently do not feature at high-level intergovernmental conferences. The debate should centre on a comprehensive and long-overdue transformation of our exploitative and destructive economic systems.Bringing down global greenhouse-gas (GHG) emissions to real zero requires addressing the manifold global and historical injustices that caused the climate crisis and continue to shape it.Specifically, the rights, lives, and livelihoods of indigenous peoples and local communities must be at the core of any climate solution. That means listening to these groups, and taking their practices and proposals seriously. Strengthening and securing their land rights is one of the most effective ways to protect ecosystems, biodiversity, and the climate.In addition, we need to leave fossil fuels in the ground right now. There must be no further development of these resources, and existing fossil-fuel infrastructure must be phased out as soon as possible, based on a just transition for workers and communities that depend on them.Moving away from industrial agriculture is another high priority. Over-intensive, destructive production has exhausted the Earth’s soils and ecosystems and is generating massive amounts of GHG emissions, while <a href="https://reader.elsevier.com/reader/sd/pii/S0305750X2100067X?token=D234DC7C85790B1C6085C3680B3D9762EC31269D8A103DDF5F89193FE22383D2527AE0A02EA3A619AA57BEE01E085E73&amp;originRegion=us-east-1&amp;originCreation=20211027141941">feeding only a fraction</a> of the world’s population. It is a major driver of deforestation, and the resulting destruction of ecological barriers and buffers probably <a href="https://grain.org/en/article/6418-building-a-factory-farmed-future-one-pandemic-at-a-time">contributed to the outbreak</a> of the COVID-19 pandemic.By contrast, <a href="https://agroecologyprinciple.cidse.org/">agroecology</a> offers new possibilities for socio-ecological transformation and can contribute to tackling climate change in a safe way. Net Zero is not zero

Droughts have dried up springs, and when it does rain, it comes down to unleash deadly <a href="https://www.nepalitimes.com/banner/kathmandus-flash-floods-are-4-decades-in-the-making/" target="_blank" rel="noopener noreferrer">flash floods</a>.
If there was an effective farm irrigation network, reliable and safe drinking water in every village, Nepalis would find it much easier to cope with the impact of the <a href="https://www.nepalitimes.com/banner/un-climate-report-declares-planetary-emergency/" target="_blank" rel="noopener noreferrer">climate emergency</a>.  Historical state failure has provided neither, and blaming climate change now is just a convenient excuse to cover up for past neglect.
There have always been <a href="https://www.nepalitimes.com/banner/first-drought-then-downpour/" target="_blank" rel="noopener noreferrer">droughts in Nepal</a>.  For millennia, Himalayan rivers have unleashed catastrophic floods. The climate crisis has just made them worse, as poorly designed infrastructure and settlements lead to more destructive disasters.  
Melting icecaps get all the media attention as the world deals with climate change, but it is the<a href="https://www.nepalitimes.com/banner/tracing-past-glacial-floods-in-kangchenjunga/" target="_blank" rel="noopener noreferrer"> state of our streams, rivers, and ground water</a> that affect more people immediately. 
With outmigration of men from rural areas, it is mostly women who are left to farm, raise livestock, fetch water, and care for the household. Even before the climate crisis hit, the <a href="https://www.nepalitimes.com/opinion/educating-girls-for-climate-action/" target="_blank" rel="noopener noreferrer">work of Nepali women</a> was demanding and undervalued. Global warming has just made their drudgery much worse.

In Kavre district, women who had to walk a few minutes to fetch water now have to make one hour roundtrips because <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener noreferrer">springs have dried up</a>. With the men-folk gone, women like Namdak Sangmo in our special report from Dolpo struggle to survive after their farms were swept away by a glacial flood. 
You do not need to be a gender activist to see how <a href="https://www.nepalitimes.com/latest/nepali-women-doubly-burdened-by-climate-change/" target="_blank" rel="noopener noreferrer">women bear a disproportionate burden from the climate crisis</a>. Across the Himalayan foothills, farm terraces lie dry and fallow. Women are not just heading households now, they also have to make decisions about planting, irrigation, harvesting, grazing, foraging, cooking, and taking care of children. 
While remittance money has helped raise the standard of living, extreme events like the <a href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer">deadly floods and landslides this monsoon</a> season add to the misery. Three-fourths of Nepal’s farmers are dependent on rain-fed agriculture, and the combined impact of weather extremes and the pandemic have added to food insecurity. 
Increased work for women in the household means many daughters drop out of school to help with household chores. Most of these problems predate climate change, but <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener noreferrer">global warming has added to the challenges women face every day</a>. 
The most low-hanging fruit for climate adaptation in Nepal is to <a href="https://www.nepalitimes.com/here-now/the-waste-land/" target="_blank" rel="noopener noreferrer">provide women with enough water</a>,  or protect their families from too much of it. And that is exactly where most of Nepal’s success stories are happening.

Faced with dry springs, Mother’s Groups and Forestry User Groups in Kavre have joined forces to harvest monsoon water for household use in the dry season. They have revived traditional network of ponds for groundwater recharge, and nurtured indigenous plant species in community forests.  
In Kailali district in the western plains, farmers who used to suffer from chronic floods are using botanical buffers. Bamboo and napier grass on embankments and sugarcane on riverbanks block floods, while providing cash income. In Kanchanpur district, villagers also grow banana, watermelon, pumpkin, squash and gourd after the floods recede, taking advantage of nutrient-rich soil deposit.
While developmental partners, aid agencies and non-governmental organisations have played a crucial role in introducing climate-specific interventions, theirs is a piecemeal approach. In fact, it often lets the government off the hook. We need to scale up these successful pilot projects nationwide.
With or without the climate crisis, it is the state’s responsibility to ensure access to water for households and irrigation. After all, droughts and floods are nothing new here. 
Nepal’s delegation to the <a href="https://ukcop26.org" target="_blank" rel="noopener noreferrer">COP26 Climate Summit</a> next week will be led by Prime Minister Sher Bahadur Deuba. But instead of going to Glasgow, Deuba should head out to his home constituency of Dadeldhura-1 to see for himself how the most marginalised women have coped with this year’s triple whammy – drought, wildfires and floods.  
In Glasgow, the focus is on emissions reduction and compensating countries like Nepal for loss and damage. Nepal’s delegation has little right to hold out the begging bowl when it is doing so little for its own people back home. Climate justice and historical emissions sound good in speeches, but it does not deliver food security today. 
Women and their added vulnerability to the climate emergency should not be limited to sound bites at international fora, but goad real action that prioritise them.

Photo: AMIT MACHAMASI</figcaption></figure>As if the <a href="https://www.nepalitimes.com/banner/first-drought-then-downpour/" target="_blank" rel="noopener noreferrer">drought</a>, <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">wildfire</a> and <a href="https://www.nepalitimes.com/banner/disasters-in-nepal-come-in-waves/" target="_blank" rel="noopener noreferrer">flood disasters</a> this year were not bad enough, scientists have warned that unless the world reduces emissions of greenhouse gases drastically, these disasters will get much worse.Hundreds of scientists spent the past two years drafting a 4,000 page <a href="https://www.ipcc.ch/report/ar6/wg1/">report for the UN’s Intergovernmental Panel on Climate Change (IPCC),</a> but even as they did so, news of climate calamities were coming in thick and fast: <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener noreferrer">heat waves</a>, continental-scale wildfires, flash-floods, biodiversity loss.A summary of the report for world governments was released on Monday, three months before world leaders meet in Glasgow in November for a Climate Summit called COP26 (Conference of Parties 26).The highly technical Sixth Assessment Report (AR6) of the IPCC on the science behind climate change has forecasts that will directly affect Nepal and the Himalaya. It also has pointers on what must be done urgently to reduce its impact.The IPCC report contains the most direct correlation scientists have drawn between <a href="https://www.nepalitimes.com/editorial/a-hotter-himalaya/" target="_blank" rel="noopener noreferrer">climate change and extreme weather</a> around the world.‘The frequency and intensity of heavy precipitation events … and droughts have increased since the 1950s,’ the report states with ‘high confidence’, adding that human-induced climate change is likely the main driver.It adds categorically: ‘Increases in monsoon precipitation since the 1980s have resulted from rising GHG (greenhouse gas) concentrations … Monsoon precipitation is projected to increase in the mid- to long term on a global scale, particularly over South and Southeast Asia.’<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc6e9c7e80680e0a0b8bjpeg.jpg" alt="" width="1988" height="1024"><figcaption>Source: IPCC</figcaption></figure>It predicts that these heavy precipitation events will intensify and become more frequent in most regions as the world continues to warm. Globally, there will be 7% more <a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener noreferrer">extreme weather</a> for every 1° Celsius of global warming.Even under the best-case scenario of reduced greenhouse gas emission, global average temperature is set to exceed 1.5°C by the turn of the century. <a href="https://www.nepalitimes.com/banner/a-biden-presidency-climate-and-the-himalaya/" target="_blank" rel="noopener noreferrer">The Himalaya</a> will get hotter faster than other parts of the world, and could warm by 1.8-2.2°C.The main conclusions of this IPCC report were leaked to AFP in June, and predicts global surface temperatures increasing until at least the mid-century even under the best scenario. The warming will ‘exceed 2°C during the 21st century unless deep reductions in CO2 and other greenhouse gas emissions occur in the coming decades’.The 2015 Paris Agreement recommended capping global warming at ‘well below 2°C’ above pre-industrial levels, and to 1.5°C in the next 30 years by reducing emissions. However, the increase is already at 1.2°C Celsius, and on track to exceed 2°C.This will lead to <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener noreferrer">mass species extinction as ecosystems collapse</a>, more <a href="https://www.nepalitimes.com/banner/mosquitoes-move-up-mountains-as-the-earth-warms/" target="_blank" rel="noopener noreferrer">widespread diseases</a>, heatwaves making parts of the world unfit for human habitation, cities and small island nations at risk of being submerged by sea level rise.For Nepal, even a 1.5°C rise in global temperature will mean <a href="https://www.nepalitimes.com/editorial/manpower-and-hydropower/" target="_blank" rel="noopener noreferrer">heavy precipitation and associated flooding</a> of the kind the country saw in 2018 and this year. At 2°C increase, the floods, heat waves and droughts  will be even deadlier.The other impact on Nepal will be a <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener noreferrer">Himalayan meltdown</a>, as the mountains thaw with rising temperatures.‘Human influence is very likely the main driver of the global retreat of glaciers since the 1990s,’ the report states. ‘…The global nature of <a href="https://www.nepalitimes.com/banner/human-face-of-a-himalayan-climate-crisis/" target="_blank" rel="noopener noreferrer">glacier retreat</a>, with almost all of the world’s glaciers retreating synchronously, since the 1950s, is unprecedented in at least the last 2,000 years.’<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc719c7e80680e0a0b8cjpeg.jpg" alt="" width="640" height="546"><figcaption>Future annual emissions of CO₂ under the five scenarios SSP1-1.9, SSP1-2.6, SSP2-4.5, SSP3-7.0 and SSP5-8.5. Source: IPCC</figcaption></figure>This is even truer for the Himalaya because of its proximity to the equator. Scientists say it is already warming up to 0.3-0.7°C faster than the global average due to a phenomenon called ‘Elevation Dependent Warming’. But at the current trajectory, the mountains may see warming of up to 5.7°C during this century. In such a scenario, the <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">Himalaya will lose two-thirds of permanent ice</a>, and most glaciers will have melted.It predicts that even if greenhouse gas emissions are curtailed, <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank" rel="noopener noreferrer">mountain and polar glaciers will continue melting</a> for decades or centuries. This will impact not just Nepal but about 1 billion people living downstream from the Himalaya in China, India, Bangladesh and southeast Asia.‘Human influence has likely increased the chance of compound extreme events since the 1950s, increases in the frequency of concurrent heatwaves and droughts on the global scale, fire weather in some regions of all inhabited continents, and compound flooding in some locations,’ the says the IPCC report, almost describing the winter drought, <a href="https://www.nepalitimes.com/here-now/weve-seen-fire-and-weve-seen-rain/" target="_blank" rel="noopener noreferrer">wildfires and floods that have ravaged Nepal</a> in the past 8 months.The main cause of all this warming is that in 2019, atmospheric CO2 concentrations were higher than at any time in at least 2 million years. Global surface temperature averaged over 2081–2100 will be higher by 1.0°C to 1.8°C compared to pre-industrial levels even if emissions are controlled in the next 30 years.The IPCC report summary says that the only solution is for world governments to immediately agree on reaching net zero anthropogenic CO2 emissions to stabilise human-induced <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/" target="_blank" rel="noopener noreferrer">global temperature increase</a>.If the biggest carbon emitters like India and China meet cut back targets, under the most optimistic scenario global average temperature would stabilise at below 1.5°C toward the end of the 21st century after overheating by 0.1°C. But experts do not sound very optimistic about this happening.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfc749c7e80680e0a0b8djpeg.jpg" alt="" width="2006" height="986"><figcaption>Projected global temperature rise under the intermediate, high and very high GHG emission scenarios considered. Source: IPCC</figcaption></figure><a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/nepal-lockdown-proves-air-quality-can-be-improved/" target="_blank" rel="noopener noreferrer">Nepal’s greenhouse gas emission</a> is negligible, but it has doubled in the past seven years according to a mandatory report filed by the Ministry of Environment with the UN’s Framework Convention on Climate Change (UNFCCC). Most of this is because the volume of petroleum imports from India has doubled in the past 10 years to meet the demand of transportation, expansion of cement and other industries.Last year, Nepal had submitted its second Nationally Determined Contribution (NDC) to meet <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer">zero emission by 2050</a>. Switching to electric public transport and battery vehicles to reduce the petroleum import bill by just 10% would save Rs21 billion a year. This will also clean up the air, dirty air killed 41,000 people in Nepal in 2019.It is a sign of just how desperate the situation is that the IPCC scientists say in their report that the only hope for life on the planet may be a major volcanic eruption this century that would reduce global surface temperature because the sun will be blocked out for 2-3 years.The reports says rather phlegmatically: ‘If such an eruption occurs, this would therefore temporarily and partially mask human-caused climate change.’

UN climate report declares planetary emergency

It is likely to be extended at least till the Nepali New Year on 13 April, to match the duration of the Indian curfew.Such a prolonged shutdown forces us to look beyond the present need for containment to plan for the crises that are sure to manifest themselves in the near future — food shortages, economic hardship, social unrest and political instability. The virus and its response have exposed and exacerbated existing socio-economic inequities in Nepali society, exclusion and injustice. A post this week by an Indian doctor about the class dimension of physical distancing is as applicable to Nepal: ‘Social distancing is a privilege. It means you live in a house large enough to practise it. Hand washing is a privilege too. It means you have access to running water. Hand sanitisers are a privilege. It means you have money to buy them. Lockdowns are a privilege. It means you can afford to be at home. A disease spread by the rich as they flew around the globe will now kill millions of the poor.’ As has been underlined by Nepal’s civil society, a caring government will not just lock down the whole country to defeat the virus, but also lay down a <a href="https://www.nepalitimes.com/opinion/nepal-locked-down-now-what/" target="_blank" rel="noopener">social safety net for those most affected by the economic standstill</a>  Businesses and factories may need a stimulus package so jobs are not lost, but it is those who depend on day-to-day earnings who need urgent assistance. Developing countries are not known for efficient service delivery and good governance at the best of times. But this crisis demands that they step up to the challenge of quickly finding a mechanism to rescue the most vulnerable with cash grants if necessary.Even Europe and North America have been caught unprepared to deal with the scope and spread of this pandemic. It is now the urban poor in the Global South where new COVID-19 infection clusters will hit hardest, exposing pre-existing disparities in access to medical care and food.The global nature of this pandemic has hit Nepal’s economy hard because of our overwhelming reliance on foreign worker remittances and tourism. Many <a href="https://www.nepalitimes.com/latest/nepalis-quarantined-in-qatar/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepalis-quarantined-in-qatar/&amp;source=gmail&amp;ust=1585288027108000&amp;usg=AFQjCNF2C1eR8lFlajr8lavY2n7GELTl2A">Nepali workers are stranded</a> in Malaysia, the Gulf, or in Indian cities, and need to be rescued, Citizens cannot be prevented from entering their own country. With the curfew likely to be extended by two more weeks at least, the High-level Task Force must now turn its attention to ensuring adequate supply of food and other essentials. Kathmandu cannot micromanage all ground level problems, local governments must be given the authority and the resources to act. Medical care workers need <a href="https://www.nepalitimes.com/here-now/protecting-those-who-protect-us-from-the-epidemic/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/protecting-those-who-protect-us-from-the-epidemic/&amp;source=gmail&amp;ust=1585288027108000&amp;usg=AFQjCNFWbAJJAHz83hStB-54Mp8vYHLKCg">personal protective equipment (PPE),</a> we need more ventilators and isolation wards so that they do not have to risk their lives while saving the lives of the sick.It is just four days into the curfew, and for a lot of people it is finally sinking in that the world as we knew it has been turned upside down. One-third of the world’s population is in lockdown, the global economy is shattered, and even though the virus afflicts rich and poor alike, it is the poorest in the poor countries who are most vulnerable to the economic aftershocks of the pandemic.It feels like a nightmare, and it is hard to remember the pre-Corona days when all we had to worry about was <a href="https://www.nepalitimes.com/here-now/the-climate-connection-to-covid-19/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/the-climate-connection-to-covid-19/&amp;source=gmail&amp;ust=1585288027108000&amp;usg=AFQjCNHViUDV7mR5rozFrP3sY7BaScggMw">climate change</a>. Maybe one day when this virus is vanquished, there will be a new way of thinking and living. Let us hope that we mitigate the cause of the climate emergency with the same global resolve as we did this crisis. The projected number of deaths just from heat stress due to global heating in the next decades is going to run into tens of millions. The COVID-19 lockdowns confine people to their homes, but as sea levels rise many will not have homes. And the climate crisis itself will unleash new kinds of pestilence.   And just like with the climate, there are countries which are still in denial about the pandemic, or leaders who have acted too late and let their citizens pay the price with their lives. A teleconference of G-7 foreign ministers was deadlocked on Wednesday over the United States passing all the blame of the pandemic on China. Yet, we have also seen unprecedented international resolve. The World Health Organisation has coordinated national responses so that most countries are in shutdown at least till mid-April. It now needs to pay special attention to poorer countries, and the poorest who live in them.

The weight of commentary has now shifted from the late Koirala’s achievements and failings to the political vacuum that has been created at this critical juncture in Nepali politics.               But it is not just about who is going to succeed to the NC presidency: Sher Bahadur Deuba, Ram Chandra Paudel or Sushil Koirala.

Lockdown Fallout

Fittingly, the theme for the national gathering was ‘Climate Change, Mountains and the Future of Humanity’. The title may be grandiose, but that is because at the rate of warming, mass extinction is an imminent threat. Thresholds agreed on in <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">Paris in 2015</a>, and forecasts in last year’s <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">Himalayan Assessment</a> brought out by <a href="https://www.icimod.org/" target="_blank" rel="noopener">ICIMOD</a> may have to be revised because the rate of polar ice melt predicted for 2050 is already beginning to happen.The concentration of CO2 in the atmosphere has risen from 300 parts per million (ppm) at the start of the Industrial Revolution in 1820 to 415ppm today. Cascade effects like the loss of albedo as Arctic ice melts, the undermining of the West Antarctic Ice Shelf by warm ocean currents, methane from melting permafrost in Siberia means global warming is not linear.Greenhouse gas emissions from the mass burning of fossil fuels in the past 200 years have warmed the atmosphere by 1.3oC. Another 1.5oC increase will happen in the next 30 years. And due to a phenomenon called ‘elevation dependent warming’, the Himalayan mountains are expected to warm 0.3oC faster than the rest of the world.<a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">Himalayan ice will be nearly gone during this century</a>. The impact on biodiversity, <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener">weather</a>, stability of slopes, society, economics and ultimately politics, will be catastrophic. There is just not enough time to adapt.Which is why it is important for Nepal to take the lead in drawing global attention to the unique crisis faced by the Himalaya, for this does not just affect us but 1.2 billion people living downstream from Asia’s water towers.While global CO2 cutbacks are put on fast-forward, Nepal and other countries in the region need to quickly come up with ways to reduce risk, and to manage the severe disruptions in natural systems that are sure to gain pace in the coming decades.Even without <a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener">the climate crisis</a>, Nepal faces <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">enormous environmental challenges</a>. Our rivers are ravaged by sand mining, mountains are mauled by excavators, infrastructure is undercutting gains in forestry. Air pollution in urban areas exceed accepted international standards all year round, waste management is a mess, plastic litters the countryside.The climate emergency is happening in parallel with an unprecedented transformation in all spheres of life. Nepal used to be known as a predominantly rural, agriculture-based society. Not anymore.Agriculture now contributes only 27% of the economy. More than 60% of Nepal’s population lives in urban corridors.But 70% of Nepalis still rely on biomass for cooking and heating, which gives us the advantage of being poor – there is still time to leapfrog directly to a green economy, bypassing fossil energy. <img width="500" height="326" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101132/636b747d9c7e80680e062399jpeg.jpg" alt="">The proliferation of <a href="http://archive.nepalitimes.com/news.php?id=19354#.XkKKbdIza70">household biogas plants</a> that has reduced the pressure on forests, but only 3% of the population use it. There is vast untapped potential to extend this, as well as <a href="https://www.nepalitimes.com/banner/this-is-bullshit/">utility-scale biogas plants</a>. Making electricity accessible and affordable will enable more families to switch to electricity for cooking and space heating, reducing our per capita carbon footprint by bringing down LPG imports, as well as improving indoor air quality.It is no use anymore blaming historical emissions by industrialised countries and rising fossil fuel use in neighbouring India and China for melting our mountains. if we do not move towards clean energy ourselves. Cutting air pollution will not just improve our health, but also reduce soot deposition that accelerates glacial melting.There is a tendency in Nepal to blame everything on the climate crisis. Food deficit in the Karnali, outmigration, or floods in the Tarai, pre-date the climate crisis. If we address those structural issues, we as a nation automatically become climate resilient.Nepalis emit only 0.2 tons per capita per year of fossil carbon (Qatar does 40) whatever we do will not make a big dent. Nepal needs to switch to a green economy and renewable energy not to save the planet, but to save our economy from the mounting burden of petroleum imports.We need a government with single-minded focus on creating jobs with renewable energy projects and tourism development In the final analysis, everything rests on improving governance, and setting far-sighted goals and vision to be prepared for this global emergency. <h2>10 years ago this week</h2> An editorial 10 years ago this week delved into people in rural Nepal still dying of easily preventable diseases because of the lack of doctors, hospitals and affordable drugs. Sadly, that editorial could have been written today as the world deals with the coronavirus.Excerpt from <a href="http://archive.nepalitimes.com/issue/489" target="_blank" rel="noopener">Nepali Times #489</a> of 12-18 Feburary 2010:This is still a land where people die of simple, preventable causes. A lung or stomach infection, easily treated by modern medicine, can be fatal in rural Nepal. We know what to do to improve public health. Apart from more work on awareness, the country needs more hospitals and affordable drugs. Half the doctors in Nepal practice inside the country's Ring Road, so more needs to be done to retain them in district hospitals by giving them incentives to do so. <img width="374" height="600" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101132/636b747f9c7e80680e06239ajpeg.jpg" alt="">Diseases like TB, malaria, encephalitis, typhoid, diarrhoea and pneumonia can be treated with drugs. But they are not just medical problems. The root causes of sickness in Nepal are societal discrimination, economic disparity and political neglect. These cannot be treated with medicine.

Declaring an emergency

Growing up on the ‘other side of the world’ I knew about them from a very young age: their mystery was seeded in my imagination as a schoolboy in Canada.I have not visited the Great Wall or the pyramids, but I remember the <a href="http://archive.nepalitimes.com/news.php?id=14313#.XftPm9UzbIU" target="_blank" rel="noopener">mountain flight</a> that took me close to Everest about 12 years ago. It was cloudy when we left Kathmandu but clear enough that the rocky triangle above the Lhotse-Nuptse ridge could be pointed out as we flew past in our tiny plane.Now Everest, like the entire Himalayan range that stretches from Pakistan to China, <a href="http://archive.nepalitimes.com/page/living-through-the-himalayan-thaw" target="_blank" rel="noopener">is a victim of global heating</a>. The permanent ice on many of these mountains is melting and once snowy white peaks have become dark rock. Mountaineers have reported a thawing of the exposed ridges en route to the Everest summit, which is exposing the bodies of dead climbers. Certainly the news did not spur world leaders to take effective action on global heating at the unsuccessful <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">Climate Summit (COP25) in Madrid</a> that ended last week.If they cannot be moved to <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank" rel="noopener">save Mt Everest and the Roof of the World</a>, will those leaders take action in the name of the 1.9 billion people who depend on these mountains and others like it worldwide?A report released to coincide with COP25 details how the Indus water tower, which includes much of the Himalaya, and 77 other glacier-based water systems worldwide are diminishing faster than imagined. The result: the rivers fed by the water towers will shrink, and shrink some more, and soon the <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener">water sources</a> that people rely upon to sustain their lives will become too small for everyone.This is already happening in some places. A 2010 study found that rainfall has decreased 7.5% in South Asia from 1900 to 2005. At the start of 2019, nearly 3 million people were said to be affected by the worst drought to strike Pakistan in years.Read also:<a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener">Nepal’s silent emergency: springs going dry</a>, Ajaya DixitYet the increasingly precarious lives of people already existing in the margins, plus the threat to nearly one-quarter of the world’s population who rely on the water towers, did not move world leaders into action at Madrid. Must we reduce this equation to something more basic, like self-interest? Have governments thought about where all those people who survive to escape the shrinking water systems will go? <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">Climate migrants</a> are already on the move in growing numbers.To date, studies have focused on <a href="https://www.nepalitimes.com/editorial/migration-mitigation/?preview_nonce=066ab9802a" target="_blank" rel="noopener">internal migration</a>. For example, a recent World Bank report predicted that if current trends continue, up to 143 million people in South Asia, sub-Saharan Africa and Central America could be displaced by 2050 because of climate change. Yet anecdotally, the environmental impacts of a heating planet are known to be a factor in migration from Latin America northward through Mexico toward the US, and from Africa toward Europe.So far the west has been able to engineer and/or spend its way out of the most drastic impacts of climate change. But given the growing number, and intensity, of extreme weather events, how long will that be the case?Ideally, world leaders would act on <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">climate change</a> because they find it unacceptable to be watching over the irreversible degradation of Planet Earth, or because they consider it immoral to watch the sources of water that sustain one-quarter of the world’s people slowly go dry.Unfortunately, it might just take the threat of a growing wave of climate migrants to provoke real policy change. The risk, of course, is that faced with growing numbers knocking on their doors, countries start to lock down their borders, à la the United States.Let us hope that others will be wise enough to see there is a better alternative — <a href="https://www.nepalitimes.com/latest/the-carbon-footprint-of-tourism/" target="_blank" rel="noopener">cutting CO2 emissions</a> in order to slow global heating, so that those living the most precarious lives will not have to choose between moving or perishing.

This is almost three times higher than the goals set by the 2015 Paris Accord.Earlier, the <a href="https://www.unenvironment.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.unenvironment.org/&amp;source=gmail&amp;ust=1576316260350000&amp;usg=AFQjCNFqZokBCtUTv1oaLPg92HjoT18iPw">UN Environment Programme (UNEP)</a> had said that in the coming decade global GHG emissions need to fall by 7.6% annually to meet the goals of Paris Accord. Will Himalayan glaciers and snow volumes face a similar fate? Referring to the Gangotri Glacier, Journalist <a href="https://www.amazon.com/Ganges-Encounters-Saints-Sinners-Indias/dp/1250057353" data-saferedirecturl="https://www.google.com/url?q=https://www.amazon.com/Ganges-Encounters-Saints-Sinners-Indias/dp/1250057353&amp;source=gmail&amp;ust=1576316260351000&amp;usg=AFQjCNGSLZt4pSvJPvrHnoOCiLR_tetaAw">George Black in his book On the Ganges, Encounters With Saints and Sinners Along India’s Mythic River</a> writes: ‘When glaciers decay, they become sad, derelict things. The ice cracks and crumbles and turns dirty pale blue before melting away altogether.’The disruptions in the <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/&amp;source=gmail&amp;ust=1576316260351000&amp;usg=AFQjCNF_LsNSSyqX_ysmAzscrVc1kl6nSg">Himalayan snow ecosystem are real</a> and will occur along with similar disruptions in the midhill and the plains. Changes in rainfall patterns are affecting conditions that sustain ecosystems, leading to the depletion of springs in the midhills with significant implications on the health and livelihoods of people living in them. Frequent and high-intensity rainfall, landslides, and floods damage communities, decrease diversity of species, and increase disease and pest dynamics.The changes in rainfall and snowmelt will continue to <a href="https://www.nepalitimes.com/banner/global-heating-melts-mountains/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/global-heating-melts-mountains/&amp;source=gmail&amp;ust=1576316260351000&amp;usg=AFQjCNH4vXzPsAg99tDZQpaHtmAVzLXS1g">lower dry season river flows</a> in the coming decade, leading to declines in the availability of fresh water, resulting in lower crop yields, reduced electricity production and <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener">increased water stress</a>  Longer hot periods, increased energy needed for running air-condition for example will be hallmark of the 2020-2030 decade.The implications of these decade-long changes have not really hit the political class and civic leaders in Nepal and in other South Asian countries which have always shown short political time horizons. Most of them consider <a href="https://www.nepalitimes.com/editorial/climate-climax/">climate change</a> to be something in the distant future, nothing to worry about now, a problem that someone, somewhere (mostly in developed west), will provide technical and financial solutions for.Yes, solutions will be technical and require new funds, but how we deal with the impending changes are fundamentally governed by cultural, economic and political considerations. A 2019 report by US based Climate Central suggests says that by 2050, 42 million Bangladeshi and 36 million in coastal India are likely to be vulnerable to sea level rise. An earlier estimate was only of 5 million each in the two countries. Displacement due to sea level rise will present major challenges for governance, urban development and alternative livelihoods for those seeking safer locations. This new wave of migration will not begin 30 years from today, but is already happening and will accelerate.A recent OXFAM report says that climate fueled disasters were the number one driver of internal displacement over the last decade, forcing more than 20 million people a year to leave their homes. Given the current political backlash against migrants and refugees seen in many countries, the movement of people across borders will more even more curtailed. Yet people will keep moving, though migration will be much harder and increasingly unsafe. Though landlocked, <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">Nepal may not remain immune</a> to this upheaval, as the arrival of Burmese Rohingya refugees through Bangladesh and India has shown.Throughout human history, entire civilisations have been affected by droughts and <a href="https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/" target="_blank" rel="noopener">floods</a>. It is also a strategy to escape poverty and insecurity stemming from political hazards. Migration is not only the result of such push factors, but many pull factors such as jobs and better livelihoods. Today, about 2-3 million Nepali people live outside the country, mostly as wage workers.Climate change is likely to further accentuate prevailing societal imbalances, inequalities and other societal fault lines. These will seriously stretch institutional capacity to manage any <a href="https://www.nepalitimes.com/editorial/migration-mitigation/?preview_nonce=066ab9802a" target="_blank" rel="noopener">new wave of migration</a>  The socially excluded, marginalised, uneducated and those with limited livelihood options will be pushed into greater desperation.In the past year, 15 major reports have come out warning of the threats to humanity and <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">ecosystems</a> from the climate emergency. The tens of millions of people at the frontlines facing these new threats will be the aged, <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener">women</a>  children, peasants, fisherfolk and those making a living off already-depleted natural resources. The political challenge is to act now to avoid potential social and political catastrophe in the future. Make-or-break decade for climate action

Photo: KUNDA DIXIT</figcaption></figure>New research timed for the <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">UN Climate Summit in Madrid</a> this week shows that 1.9 billion people worldwide could be imperiled by a shortage of water caused by rapidly melting ice on mountain ranges like the Himalaya.Scientists assessed 78 mountain glacier–based sources of rivers and ranked them for the first time in order of their importance to downstream populations. The mountains are called ‘water towers’ because they store water in the form of ice, which melt when glaciers transport them to warmer lower altitudes.But with <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">the climate crisis</a>, the snowline is rapidly receding up the mountains, and glaciers are losing ice at a faster rate than previously forecast. This means there will be less and less ice to melt in spring, reducing the dry season flow of rivers. A quarter of the world’s population is affected.https://www.youtube.com/watch?v=fVdZG8lT5oI&amp;feature=youtu.bePublished this week in the journal Nature, the findings prove that most global water towers are critically at risk due to global warming, growing populations, mismanagement of water resources, and other geopolitical factors.Asia’s high mountains are <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/">warming faster than the world average</a>, and in the Himalaya average temperatures have crept up <a href="https://www.nationalgeographic.com/environment/2019/02/himalaya-mountain-climate-change-report/">nearly 2o Celsius) since the beginning of the century</a>, which is double the planetary average. A major report titled <a href="https://link.springer.com/book/10.1007%2F978-3-319-92288-1">Hindu Kush Himalaya Assessment: Climate Change, Sustainability and People</a> put together by the Kathmandu-based International Centre for Integrated Mountain Development (<a href="http://www.icimod.org/">ICIMOD</a>) earlier this year states that even in the best-case scenario, the Himalayan mountains will lose more than one-third of their ice by the end of the century. An earlier report was even scarier, it said the <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/">Mt Everest</a> region would lose 90% of its ice by 2100.https://www.youtube.com/https://www.youtube.com/watch?v=g5mGPfDekyg&amp;feature=youtu.be?v=9uOETcuFjbEIf <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/">current emission trends</a> continue, the world will actually be hotter by between 4.2-6.5oC by 2100 – in which case two-thirds of Himalayan glaciers will be gone. The Himalaya are warming between 0.3 to 0.7o C faster than the global average, and the <a href="https://archive.nepalitimes.com/article/nation/ice-to-water-glacier-lake-outburts-himalayas-nepal,4197">loss of Himalayan ice</a> would have devastating consequences for 1.6 billion people living downstream. <figure><img width="1125" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a660b9c7e80680e05995cjpeg.jpg" alt=""><figcaption>Four 8,000m peaks (Cho Oyu, Everest, Lhotse and Makalu) showing the rapidly receding snowline in the Himalaya. </figcaption></figure><a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/">Climate models</a> show that summer flow in the Indus, Ganges, Brahmaputra and their snow-fed tributaries will actually rise till 2050 as the glaciers melt, but will start decreasing after that because there will be no more ice left. Measurements show that glaciers in the Central and Eastern Himalaya are shrinking at 40cm/year, and some are receding up to 30m/year.Santosh Nepal, water and climate specialist at ICIMOD and co-author of the current report said that since four out of the five most relied-upon and vulnerable water towers in Asia are located in the Himalayan region, the rivers that flowed down from them needed special attention.“Even when assessed on a global scale, the Indus in particular is one of the most critical and vulnerable water towers in the world,” Nepal said. “This is something the region as a whole needs to take seriously, and work on addressing collectively.” <figure><img width="1500" height="1125" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a660e9c7e80680e05995djpeg.jpg" alt=""><figcaption>North faces of Mt Kangtega and Mt Thamserku at above 6,600m still have some snow. Photos: KUNDA DIXIT</figcaption></figure>The scientists urge world governments to develop crossborder mountain-specific conservation and <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/">climate change adaptation policies and strategies</a> to safeguard both ecosystems and people downstream.The Indus River that starts in Tibet and flows across India into Pakistan is top on the list of water systems most at risk from the melting mountains, according to the report. The <a href="http://archive.nepalitimes.com/page/living-through-the-himalayan-thaw">Himalayan mountains</a> at the source of the Indus and its tributaries in Afghanistan, China, India and Pakistan are the most vulnerable to climate change.The southern Andes, the Rocky Mountains, the European Alps and 78 other water towers across the planet are at risk of global heating. Scientists analysed various factors that determine how reliant downstream communities are upon the supplies of water from these systems.They also assessed each water tower to determine the <a href="https://www.nepalitimes.com/banner/living-below-nepals-melting-mountains/">vulnerability of the water resources</a>, as well as the people and ecosystems that depend on them, based on predictions of future climate and socioeconomic changes. The study was authored by 32 scientists and led by Walter Immerzeel and Arthur Lutz of Utrecht University who have been researching <a href="https://www.nepalitimes.com/latest/himalayan-meltdown-from-space/">water and climate change in high Asia. </a>“What is unique about our study is that we have assessed the water towers’ importance, not only by looking at how much water they store and provide, but also how much mountain water is needed downstream and how vulnerable these systems and communities are to a number of likely changes in the next few decades,” said Immerzeel.Lutz added, “By assessing all glacial water towers on Earth, we identified the key basins that should be on top of regional and global political agendas.” <figure><img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a66119c7e80680e05995ejpeg.jpg" alt=""><figcaption>Tsho Rolpa glacial lake in the Rolwaling Valley is expanding dramatically because of melting ice in the catchment area.</figcaption></figure>This research was supported by <a href="https://www.nationalgeographic.com/environment/perpetual-planet/">National Geographic and Rolex as part of their Perpetual Planet partnership</a> to highlight challenges facing the Earth’s critical life-support systems, support science and exploration of these systems, and empower leaders around the world to develop solutions to protect the planet. “Mountains are iconic and sacred places around the world, but the critical role they play in sustaining life on Earth is not well understood," said Jonathan Baillie, executive vice president and chief scientist at the <a href="https://relay.nationalgeographic.com/proxy/distribution/public/amp/science/2019/12/water-towers-high-mountains-are-in-trouble-perpetual?__twitter_impression=true">National Geographic Society</a>. Global heating melts mountains

One smoggy winter morning in February 2019, Ekta regretted coming to her sculpture class. It was the first day of her period, and the 19-year-old wished she was home, curled up in bed with a hot water bag to soothe her cramps.
Her class was at Kalapremi Ceramic Studio, a dark room on the ground floor of a house in Maharajganj, and Ekta’s teacher was the artist Gopal Das Shrestha ‘Kalapremi’, a noted sculptor.
Two other students were already there, using all their muscle strength to knead the sculpting clay. Ekta, now 24, recalls how Kalapremi asked her if she was feeling all right. She avoided him, as she did not want everyone to know she was menstruating.
Kalapremi repeatedly asked Ekta what was wrong. She finally muttered that she was having her period, after which he grabbed her hand and led her to a partitioned corner of the studio and sat her on a chair. Before she could stop him, he slid his hand under her dress, and started massaging her abdomen.
“I was horrified,” Ekta recalls. “I told him to stop, but he didn’t listen, asking me not to be shy, saying he knew how to relieve my pain. He stopped only after I protested furiously.”&nbsp;
The art tutor then said, “You’re like my daughter. I’m doing it out of love to make you feel better, but you’re so stubborn.”&nbsp;
“Instead of saying sorry he acted like I was the one having crazy thoughts,” remembers Ekta, adding that from April 2016 to August 2020 beginning the time she was 16, the artist sexually abused and harassed her on several occasions. &nbsp;
Now, Ekta and the artist’s other former students are finally sharing their experiences and some are pressing legal charges against him, hoping that others do not have to endure what they did.&nbsp;
Award-winning artist and teacher Gopal Das Shrestha ‘Kalapremi’ (the name means ‘Art Lover’) is known for his ceramic art, sculpture, and contemporary pottery. He was <a href="https://nepalitimes.com/review/the-house-of-kalapremi">profiled in Nepali Times after a collaborative exhibition</a>, ‘Where the Wild Things Are’ at the Siddhartha Art Gallery three years ago.&nbsp;
His pieces, titled Gaalis, featured sculpted female figures with the heads of dogs, sheep, and donkeys (pictured) to depict derogatory terms for women. Some critics said the collection was a satire on feminists.
Kalapremi started his artistic and teaching career in 1983 and over the years taught at Bhanubhakta School, Kathmandu University School of Arts, Lalitkala Campus and at his private Kalapremi Ceramic Studio. He has also lectured at Jeonju University in South Korea and recently at Tabor Academy in the United States.
Seven of Kalapremi’s former students were interviewed for this story. Five female students said he touched them inappropriately in his studio or at Kathmandu University. Two male students said they witnessed him abuse and harass the women. In all cases, the students struggled to recognise the abuse when it occurred, and the lack of reporting systems left them to cope on their own for years.&nbsp;
Earlier this year, students shared a social media post hinting at Kalapremi’s history of abusive behaviour following which more students of the artist reached out sharing similar experiences. Some students spoke of abuse that happened as long as 20 years ago.
Kalapremi, 60, has denied the allegations. He told Nepali Times: “Some years ago, there was a movement encouraging people to hug and kiss. I used to do it purely out of friendship and love. But after seeing posts on social media last year calling out my behaviour, I realised my actions may have hurt some people. I understand now that I should have been more mindful.”
He added: “I am also an auxiliary health worker, so I know the exact points to massage to relieve menstrual pain. It’s not just menstruation, I take anyone who is ill to the hospital.”
Sexual abuse is much more rampant than reported given how difficult it is to prove it in court. The law defines sexual abuse as occuring when someone touches another’s private parts, coerces them into touching theirs, uses vulgar language, shows degrading images, or behaves indecently towards them without consent.&nbsp;
Ekta and her fellow students are consulting lawyer Suneeta Regmi Pokhrel, who says they know that even if the court decides in their favour, it is difficult to survive after speaking up, and influential men defend themselves saying they are being framed.&nbsp;
“They are in a lot of pain and weep when recalling how he abused them,” Regmi Pokhrel told us. “They are angry and have filed a case against him, but they are also terrified. They know he is a powerful man and they have seen how our society treats women who speak up against abusers. Unless people speak up, perpetrators will be emboldened.”
Art and academia in Nepal simply reflect the power imbalances in society where people with intersecting identities experience worse forms of abuse. Theatre actors Raj Kumar Pudasaini, Rajan Khatiwada, and Sunil Pokhrel were called out during the #MeToo movement in the Nepali theatre scene in 2019. Even after the allegations Pokhrel went on to receive national awards, while others continued to work without repercussions.
“If you speak up against abusers, you gradually get sidelined from projects,” explained a theatre artist who wished anonymity fearing professional setbacks. “The theatre scene in Nepal is quite small, you just have to make peace with the perpetrators and work with them if you want to sustain yourself.”&nbsp;
In academia there is a history of faculty members sexually harassing students and getting away with it. After Tribhuvan University (TU) lecturer Krishna Bhattachan was accused of harassing women students, the university said it would follow Nepal’s sexual harassment law and set up a reporting mechanism. But nothing happened to the professor, who had already retired. Instead, he counter-accused the students of 'attacking the indigenous people’s movement with baseless allegations' as <a href="https://kathmandupost.com/letters/2019/01/29/bhattachan-responds">he told the Kathmandu Post in 2019</a>. He continues to be featured as a prominent speaker including at TU.
Other faculty members previously accused of sexual harassment include Jagadish Murti Koirala from TU, Bishnu Prasad Acharya from Ratna Rajya Campus, and Bodha Raj Tripathee from Lalitpur Madhyamik Vidhyalaya. A woman staff member from TU also filed a sexual abuse complaint against Dambar Chemjong from TU.
Prominent figures like <a href="https://nepalitimes.com/news/the-rise-and-fall-of-nims-purja">mountaineer Nims Purja</a> have been <a href="https://www.nytimes.com/2024/05/31/sports/mountaineering-sexual-harassment-abuse-nims-purja.html">accused of sexual assault</a>, and cricketer Sandeep Lamichhane, actor <a href="https://nepalitimes.com/news/celebrity-rape-case-spotlights-nepal-laws">Paul Shah</a>, and former speaker of Parliament <a href="https://nepalitimes.com/news/mahara-arrested">Krishna Bahadur Mahara</a> have been accused of rape, but society-at-large has let off the alleged perpetrators amdist a larger debate about justice for survivors and punishment of perpetrators.&nbsp;
‘Gaushala-26’ is the court name given to the 18-year-old who accused Sandeep Lamichhane, former captain of Nepal’s national cricket team and skipper of Biratnagar Kings in the <a href="https://nepalitimes.com/here-now/here-comes-the-nepal-premier-league">ongoing Nepal Premier League</a>, of rape. She left the country citing society questioning her character affecting her mental health while Lamichhane got an outpouring of support. In May, the Patan High Court overturned a prior verdict that found Lamichhane guilty of rape and had sentenced him to eight years in prison. During the 23-month legal battle to pursue justice, Gaushala-26 faced threats of gang rape and acid attacks.&nbsp;
Exhausted by the struggle, Gaushala-26 sought to “move to a new world” where she could live free without hiding her identity.
Actress Samragyee Rajya Laxmi Shah in an Instagram video now deleted detailed the harassment she faced from a filmmaker during a movie shoot. She did not name any name but veteran actor Bhuwan KC filed a defamation case against Rana, but the court ruled that the charge lacked sufficient evidence.&nbsp;
Former Kathmandu mayor <a href="https://nepalitimes.com/opinion/theytoo">Keshav Sthapit also mocked the #MeToo movement</a>, calling accusations against him by journalists Rashmila Prajapati and Ujjwala Maharjan “a rape of men’s rights”.
Serial Abuse
Back at the Kalapremi Ceramics studio, another former student, 24-year-old Rajiv, says he felt the need to speak out after seeing his female classmates being abused.&nbsp;
“He frequently kissed them on their cheeks,” he told Nepali Times. “Whenever they walked into the studio he flailed his arms like a child asking for a hug. They awkwardly hugged him from the side, but he pulled them closer, held their chin, and kissed their cheeks.”&nbsp;
Rajiv says he also saw Kalapremi pull the women’s bra straps, touch their breasts, and slap their buttocks. The young students would freeze, not knowing how to react, and if they protested, he would say it was “normal in art”. Rajiv, 19 at the time like his classmates, remembers thinking perhaps the well-respected artist was right after all.
Another student, Luna, who took lessons at Kalapremi’s studio from 2020 to 2022 did try to confront the tutor after he made an obscene proposal to her. She recalls: “One day when the other students had left the studio and it was just the two of us, he told me that God had given him special artistic talent and he could transfer those powers to me. But to do that both of us will have to be naked, inside a dark room, and have sex.”
Luna, who was 18 then, was livid and told him she did not want any of his powers, but she says he laughed at her as if he was joking. She did not tell her family about the incident because she thought no one would believe her.&nbsp;
“They were all in awe of this famous artist and felt I should be grateful that to be learning sculpting from him,” she says. “I was scared to be alone with him in case he talked about sex again. My coping mechanism was to be rude so he wouldn’t try to come close to me.”
Seeing how some classmates were standing up to Kalapremi, Ekta too tried to push back against his advances, but she said he found ways to coerce her. Since Ekta, Rajiv, and Luna could not afford Kalapremi’s Rs30,000 monthly fee for lessons, he had offered them all a stipend to assist him in the studio.
“He had spondylosis and took me to his therapy sessions to learn massage techniques, then he often made me and other students massage him,” says Ekta. Whenever she refused, he would feign pain to make her feel sorry for him. “He would insist that I put my hands under his shirt so that I could massage him better,” she adds.
The art tutor often tried to “seduce sympathy” from Ekta by sharing how he had never been loved as a child and was “sexually frustrated” as an adult.&nbsp;
“At 7PM, he would pour himself Signature whiskey and immediately go off again about how he was sex-starved. I didn’t know how to respond. It took me time to realise alcohol was just an excuse to talk about sex,” Ekta says.
If convicted, Kalapremi could face financial penalty and/or a prison sentence of up to three years according to Section 224 of National Penal (Code) Act 2017.&nbsp;
Data suggests that victims of child sexual abuse on average take nearly 24 years to tell someone about their trauma, and some may never disclose it at all.&nbsp;
“In our culture, children are rarely taught about boundaries. They often react, show anger when adults pinch their cheeks. But adults insist they did it out of love, and force the children to accept it,” says Sita Lama, a psychotherapist at Manka Kura. “And even when someone touches them inappropriately they struggle to identify and verbalise it.”
When perpetrators claim to be “acting out of love”, Lama says survivors are likely to perceive it as something safe, rather than recognising it as abuse.&nbsp;
“It may take years for them to realise they were abused,” she explains. "And even when they become aware, the power imbalance with the abuser and the associated shame often prevents survivors from speaking up."
Other former students from the School of Art at Kathmandu University have also come forward years later, saying Kalapremi sexually abused them. As young adults, they felt his behaviour was off but were uncertain if it was inappropriate, illegal, or they did not know how to respond. After having understood that it was indeed abuse, they say they are speaking out now to protect others.&nbsp;
Amina Singh, a visiting faculty member at Kathmandu University, says there is no clause against sexual abuse in contracts of teachers, and there is no formal grievance handling mechanism for the students.&nbsp;
“So the only way students can to deal with sexual abuse is approach someone they trust,” she says.
Eight other former art students of Lalit Kala Campus and Srijana College of Fine Arts of Tribhuvan University and other private art studios in Kathmandu say they were also sexually abused by their art teachers. Three faculty members interviewed from these institutions said they saw the abuse, but felt it was futile to report it given how powerful the teachers were.
In the absence of a formal system, some longtime women artists warned each other about “problematic” artists. They shared &nbsp;a “heads-up” to be more cautious when collaborating with them, and avoided responding to their calls and texts after work hours.
To ensure art institutions are safe for all, galleries, museums, artist studios, and smaller art spaces need to develop policies on sexual harassment. This would include a code of conduct or studio policies that hold the leadership accountable and outline the principles of professional ethics.&nbsp;
Students and employees should inquire about accountability mechanisms for raising concerns, both formally and informally, advocates say.
Three years after Ekta left the ceramics studio, she learnt that Kalapremi had harassed many other women. Still trying to get a footing in the art industry, she attended a workshop in Kathmandu where women artists discussed ways to stay safe in the art sector.&nbsp;
Since it was a close-knit group Ekta opened up about how she felt violated and realised she was not alone, he had been abusing underprivileged students for years, and this was common knowledge among artists in Nepal.
Ekta says that even after she quit, Kalapremi continued sending her text messages like ‘I am thinking of you’, ‘Why have you stopped speaking with me’, or ‘I am waiting for your call’.&nbsp;
But what really forced her to act was when Ekta found out that he was sending similar texts to her younger sister.&nbsp;
“I’ve had enough,” she told us. “He abused me all these years but I won’t let him abuse my sister.” &nbsp;
Ekta, Rajiv and Luna are not the real names of the students.&nbsp;

‘Art Lover’ accused of sexual abuse

It was 8:15 in the evening of 25 March 1968 when everyone in the village of Batulechaur near Pokhara heard a deafening sound like thunder as a bright flashing object hurtled down to land in a field.&nbsp; That field belonged to Kul Timilsina, and the next morning he retrieved a sheet of metal about 2m by 1m and carried it home with the help of a few others, thinking it would be useful for his buffalo shed.&nbsp; Before he died at age 83 three years ago, Timilsina had told photo archivist Sunil Ulak that the black metal sheet was not rectangular and had rounded corners. There are a few witnesses still alive who have a clear recollection of the object that fell from the sky that night.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120707128_75cc85aac56b9cc4a77366471f058d7b3eb6868776811b0923845c2d0a61f014.jpg" data-media-id="editor_0" data-image-id="2024120707128_75cc85aac56b9cc4a77366471f058d7b3eb6868776811b0923845c2d0a61f014" data-rendition-name="original" width="1170" height="601" loading="lazy" alt="UFO over Pokhara"> <figcaption>The field in Batulechaur belonging to Kul Timilsina where fragments of a flying object fell from the sky in 1968.</figcaption> </figure>  One of them is Timilsina’s wife Gyanu, who was 22 at the time. She had been at home, and remembers hearing the big bang and the sky becoming very bright. “We saw the thing in the field in the morning,” she told us. “It looked like a lid, a covering of some sort. The way it was stuck in the ground, it must have fallen from the sky. We thought we could use it to dry clothes on, and took it home.”&nbsp; Another witness is Kul Narayan Paudel. “I was only eight then. We ran to the field to see what had fallen. It was a four-sided metal sheet. The elders took it away, and I don't know what happened to it.” &nbsp; Ram Bahadur Baniya, a teacher at the local school, says he had heard the sheet had been brought to the school, and later handed over to the Zonal Commissioner at the time, Nanda Prasad Malla. “But that is all hearsay,” he says.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024120707128_0bf207a12063fb8155b3c8d9a00a94887b126380c9e0627527c84cf5e1101f54.jpg" data-media-id="editor_1" data-image-id="2024120707128_0bf207a12063fb8155b3c8d9a00a94887b126380c9e0627527c84cf5e1101f54" data-rendition-name="original" width="1170" height="610" loading="lazy" alt="UFO over Pokhara"> <figcaption>Gyanu Timilsina, wife of Kul Timilsina.</figcaption> </figure>  There are two versions of what happened to Kul Timilsina’s metal sheet. One is that an American Peace Corp Volunteer teaching at the nearby Bindyabasini School took it, and another is that it was handed over to the government. Recently declassified Central Intelligence Agency (CIA) and US State Department documents from the time say that the US Embassy in Kathmandu tracked down the object two years later and had it shipped back to the US. A telegram from the Department of State and Department of Defense tagged as ‘MOON DUST / Space Fragments’ dated 1 March 1972 stated: ‘1. Restored space fragment will be on board Embassy support flight 115 arriving Kathmandu on or about March 10. Fragment is packed in shipping crate (cargo no. 72-33365) marked in care of DAO.&nbsp; 2. State and Defense representatives examined fragments prior to shipment finding restoration acceptable.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071212_929d903ee06d41baa4f6040e981cd7c7d7bd75cc9c37c9b617d307fc8538d2df.png" data-media-id="editor_2" data-image-id="20241207071212_929d903ee06d41baa4f6040e981cd7c7d7bd75cc9c37c9b617d307fc8538d2df" data-rendition-name="original" width="856" height="568" loading="lazy" alt="UFO over Pokhara"> <figcaption>Declassified CIA documents about the investigation into the object sighted in Pokhara. </figcaption> </figure>  The documents show that the US government, military and intelligence agencies investigated this incident thoroughly when it occurred, and have continued to revisit it ever since, as recently as five years ago. What is even more intriguing is that the object that fell in Pokhara was not the only unidentified space object that fell to earth that year. There were similar sightings of objects falling from the sky in Ladakh, Sikkim and Bhutan between 19 February and 25 March 1968.&nbsp; These mysteries were the subject of a CIA investigation in 1968 titled ‘<a href="https://www.cia.gov/readingroom/docs/CIA-RDP81R00560R000100070007-8.pdf">Sighting of Unidentified Flying Objects in Ladakh, Nepal, Sikkim and Bhutan</a>’, and the report is part of the recent online declassification of 800,000 top-secret documents from the period.&nbsp; &nbsp;Although unidentified flying objects (UFOs) have a connotation now of being alien craft, it could be pieces of satellite, missile, rocket or even aircraft. The CIA report documents six sightings in 1968 and quotes local sources as describing all of them having similar characteristics: bright blue or red streaks in the sky accompanied by loud sounds like lightning and thunder and objects falling to the ground. Aside from the metallic object that was found in Batlechaur, there were other items also found nearby in Tallakot, Tureypasal, Armalakot and Maidan. Whatever the object was, it seems to have disintegrated even before it hit the ground.&nbsp; The CIA report records the first sighting on 19 February 1968 in various parts of Sikkim and Olangchung Gola and Ghunsa in eastern Nepal. The light was said to be ‘long and thin’ and giving out ‘green and red light’. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071212_c3c825027d966a2aedc846970390eebe063957503c7eacc8e01e0517843f9bbb.png" data-media-id="editor_4" data-image-id="20241207071212_c3c825027d966a2aedc846970390eebe063957503c7eacc8e01e0517843f9bbb" data-rendition-name="original" width="892" height="596" loading="lazy" alt="UFO over Pokhara "> </figure>  Two days later on 21 February, a soundless blue object was seen traveling fast across the sky above Thimphu in Bhutan. Then on 4 March there were multiple daytime sightings or white streaks in the sky at Chang La Pass, Fukche and Koyul in Ladakh. There were more sightings in Ladakh on the very day fragments fell near Pokhara on 25 March 1968.&nbsp; After the sightings in Pokhara, rumours started flying in Kathmandu that these were aliens trying to land on Earth, it could be Russian or Chinese spy planes or satellites, and some even say it as a sign from heaven that the end of the world was near. This was at the height of the Cold War. The Russians and Americans were testing their thermonuclear devices as well as intercontinental ballistic missile delivery systems. The Washington-Beijing rapprochement had not yet happened, and China was making quick progress testing atomic bombs. Within two years after its first atomic test, in 1966 China exploded its first hydrogen bomb at the Lop Nur site in Xinjiang, 3,000km to the north from Nepal. After neary six decades, what is still intriguing is that all the sightings within a few months of each other in 1968 were along the Himalayan arc bordering Tibet: from Bhutan, Sikkim Nepal, to Ladakh. The US military intelligence seems to have concluded that this was not a coincidence and there were frequent research trips to the site in Pokhara by American officials in the months after the incident. With the help of the Royal Nepal Army, the region north of Pokhara was thoroughly searched.&nbsp; A confidential memo dated 25 June 1968 by Jerry C Trippy to a ‘Mr Farley’ mentions that the US Air Force’s Foreign Technology Division had decided that the debris could be important because it may be related to a Chinese missile test or a Soviet ‘Vehicle Venik’ rocket.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071216_feb5425692dc36b20187de4e4fcc2ce9fd12b6d9e1b8724398e50bcdbf9032fe.jpg" data-media-id="editor_5" data-image-id="20241207071216_feb5425692dc36b20187de4e4fcc2ce9fd12b6d9e1b8724398e50bcdbf9032fe" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="UFO over Pokhara"> </figure>  On 28 August 1968 the US Embassy in Kathmandu sent a letter to Washington DC saying that the object could be of Soviet origin, possibly from when the rocket carrying the ‘Kosmos 208’ satellite re-entered the atmosphere. But why were the fragments falling to earth several weeks apart, and in the same region? No one knows where the metal sheet that Kul Timilsina recovered is now. It was definitely packed in a crate and taken to the US, and although it is rumoured that it was returned that is not very likely. Archivist Sunil Ulak heard from the Timilsina family that CIA officials had returned to the site five years ago. &nbsp; Interest in UFOs peaked in the US in the 1950s, with the Cold War space race and tests of atomic weapons and delivery rockets. CIA and scientists were being sent to investigate sightings, both publicly and privately. Could the Pokhara fragments as well as the sightings in Ladakh and Bhutan actually be alien craft falling to earth? The renewal in interest in space travel in large part due to Elon Musk’s SpaceX, UFOs and sightings are again subjects of public interest.&nbsp; Even 57 years later, even if there was definitive proof about whether the Batlechaur fragment was from a Chinese missile or a soviet rocket, it has not been made public in documents declassified so far. We may never know.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241207071216_b6938795f40731e7657fd6dcbb3cf460a326186a15eb11d4f832f602201ff598.jpg" data-media-id="editor_6" data-image-id="20241207071216_b6938795f40731e7657fd6dcbb3cf460a326186a15eb11d4f832f602201ff598" data-rendition-name="original" width="642" height="320" loading="lazy" alt="UFO over Pokhara"> </figure>  Sunil Ulak speculates if the debris actually came from an American aircraft, perhaps on an intel mission upon China. “Which could explain why they were so thorough in collecting the fragments in Pokhara,” he says. But that still does not explain the multiple sightings weeks apart in 1968.&nbsp; Indeed, US military aircraft were at that time flying frequent night-time missions from air force bases in India to supply weapons to Khampa guerrilla camps in Nepal located north of Pokhara in Mustang. It could very well be that the Chinese shot down one such aircraft. The other sightings could have been contrails of US spy planes, or Chinese anti-aircraft missiles.&nbsp; There were quite a few developments regarding UFOs in 2024. In a US congressional hearing in July, former intelligence officer David Grusch claimed that the government had long been involved in a program to investigate and retrieve non-human craft crashes, and then try to reverse engineer them. However Grusch did not show any evidence.&nbsp; The UAP Disclosure Act of 2024 was signed into law by Joe Biden in December 2023. It plans to oversee the public disclosure of UFO information. However, there is a clause in it that prevents disclosure if it would cause threats to military defense, intelligence operations or foreign relations.&nbsp; It is unlikely that the declassified documents about sightings in the Himalayan will cause any real surprise about definite evidence of alien life even if it was found. It seems humanity will continue, at least for now, to wonder about curious lights in the sky and whether there is anybody out there.&nbsp;

UFO over Pokhara

When Rastriya Swatantra Party (RSP) president Rabi Lamichhane was arrested in October on charges of defrauding depositors of cooperatives, the party’s vice president Swarnim Wagle gifted him Fareed Zakaria’s book, Age of Revolutions.
Since then, Lamichhane has been shunted around from Kathmandu to Pokhara to Chitwan and back to Pokhara to attend police investigations and court proceedings. He was being flown to Birganj via Kathmandu on Buddha Air on Monday. There is another pending case in Janakpur.
Human rights groups and civil society have criticised the government for hounding Lamichhane with inhumane treatment that borders on physical torture. The two parties in the coalition, Nepali Congress (NC) and the UML, see Lamichhane’s RSP as a potentially formidable challenge to their power.
Even if the fraud charges against Lamichhane are true, the Nepali public is increasingly looking at the government’s actions through the police and courts as political vendetta.
Despite all the travelling, sometimes by plane and often by road at night, Lamichhane appears to be in high spirits, waving to supporters who often gather if they know he is going to be driven around. A social media video shows him giving high fives to fellow passengers on a recent flight to Pokhara.&nbsp;
In the past weeks, streets in Pokhara have erupted with parallel protests by Lamichhane’s supporters as well as depositors of cooperatives who lost their savings to the scam.&nbsp;
Although family visits are allowed, prison officials in Pokhara told Nepali Times that not many people visit Lamichhane these days. He added, “When he does get visitors, he asks them to bring him books.”
Lamichhane is currently Nepal’s most high-profile public figure in custody, and highlights the stark difference between how influential prisoners are treated compared to ordinary inmates.
There are six prison cells at Kaski District Police Office’s two-story detention centre, three on each floor. And while authorities pack prisoners into already overcrowded cells, Lamichhane has an entire room on the second floor to himself.&nbsp;
He has also been allowed to call his family every few days. Other prisoners are not permitted phone calls except for emergencies.
Meanwhile, Lamichhane’s former business partner Chhabilal Joshi, an ex-Deputy Inspector General of Police with whom he established his Gorkha Media Network, is in custody under the same charges in the prison cell next to him.
Lamichhane is accused of siphoning off depositors' money to the tv network in which he was part-owner and anchor. &nbsp;
Both Lamichhane and Joshi are able to buy food from the police canteen instead of being served the regular meal like other prisoners. Joshi has also given his statement to authorities in Rupandehi and Kathmandu for his alleged role in the scam. Lamichhane is yet to be presented in Kathmandu for questioning.
While he was in custody at the Kathmandu District Police Complex, Joshi expressed his desire to sleep in a police officer’s office, reportedly assuring authorities that he would not run away and he was entitled to certain facilities as a former officer of the law.
“He seemed to be under the impression that he is still a police officer,” says a source at the Kathmandu District Police. “We made it clear to him that as someone accused of a crime, he was not entitled to special treatment.”
Former ministers Balkrishna Khand and Top Bahadur Rayamajhi, and ex-home secretary Tek Narayan Pandey, who were arrested in connection with the fake refugee scam last year, were similarly housed in the offices of law enforcement officials instead of prison cells. Khand has since been released after six months in jail.
While there is no legal provision to keep high-ranking officials in separate detention centres when they are arrested, authorities granting them special facilities is not uncommon. Law enforcement officials say VIP detainees expect preferential treatment while in police custody.
Among those is former Kosi Province minister Lila Ballav Adhikari, who was arrested from Biratnagar on 10 November over his alleged involvement in human trafficking and brought to Kathmandu. Adhikari had flown to Japan without government approval with three individuals on 29 October to attend a cultural conference, but had been sent back to Nepal from Narita.&nbsp;
His three companions were arrested at Kathmandu airport upon their arrival, but Adhikari was able to exit unscathed from the VIP lounge. Adhikari had resigned as the Kosi Province Minister for Internal Affairs and Law when it became public that his companions had been taken into custody, and was himself arrested shortly after. He has since been cleared by the courts.
Throughout his detention, Adhikari was kept separately from other inmates. Senior Superintendent of Police (SSP) Basant Rajouri, head of the Bhadrakali complex, says that while there is no separate detention area for VIPs, some detainees are kept separately depending on the nature of their crime.
However, sources say that arrangements were made for retired judges and others to visit Adhikari frequently worked at the office of a Deputy Superintendent of Police (DSP) during his time in custody.&nbsp;
“He used to constantly pester the authorities to let him sit outside in the sun, and to be able to use the police officer’s shower area,” added an officer.
Adhikari was released on 25 November after the government prosecutor’s office decided not to charge him in a move that was seen to expose the government’s double standards.
Over at Kathmandu’s Dilli Bazar Prison, former Kist Bank CEO Kamal Gyawali emerges from his prison cell into the courtyard of the prison’s ‘Ka (क)’ block every morning with a thick book in his hands, ready to give his daily sermon.
With his long beard, Gyawali, who is serving a prison sentence for banking fraud, looks the part of a religious guru as he implores his rapt listeners to “walk the right path, abandon bad thoughts and turn to scripture and spirituality”.&nbsp;
Afterward, the attendees gather to discuss politics and current affairs. Inmates at his daily sermons at the prison include other high-profile detainees, including former MP Ichchha Raj Tamang, who is in jail for money laundering and cooperatives fraud, former joint secretary Chudamani Sharma, who was convicted of corruption, as well as NC leader Chandra Bahadur Lama and Krishna Bahadur Upreti of the UML both of whom are on trial for embezzling billions of rupees.
Victims of the cooperatives scam that former lawmaker Tamang was involved in have made trips to the prison and requested visits, but he has refused to meet with any of them.
“Tamang often complains that the state has prevented him from returning the money to the victims by locking him up,” says a police officer at the Dili Bazar jail.
“All you hear every day from the VIP prisoners is that they have been framed,” adds the officer. “No one admits that they were involved in misdeeds.”
But while most high-profile prisoners complain about prison conditions, one exception is former provincial lawmaker Deepak Manange, who is serving a sentence at Dilli Bazar Jail for attempted murder.
“He is the happiest prisoner here,” says a warden. “Unlike the others, he doesn’t claim to have been framed, in fact he doesn’t seem to care that he is in prison.”
Manange is detained in the ‘Kha (ख)’ block of the prison complex, which he renovated at his own expense. The block previously housed female prisoners, but Manange used his influence to transfer them elsewhere. He faces no shortage of visitors, who range from political leaders to people from the underworld.
Along with Manange, other well-known prisoners in this block include Nepal Telecom Managing Director Sunil Poudel, and former executive director of the Surakshan Printing Centre Bikal Poudel, who are serving time for corruption.
Former prisoners at Dilli Bazar prison include ex-ministers Khum Bahadur Khadka and Shyam Sundar Gupta, NC leader Ganesh Lama, Maoist MP Balkrishna Dhungel, Nagarik Unmukti Party leader Resham Chaudhary, as well as former IGs Ramesh Chand Thakuri, Om Bikram Rana, and Hem Bahadur Gurung.
Section 54 of Nepal’s Prison Act assigns each prison’s internal administration the
responsibility of governing its prisoners, which means the more favourable the jail management is, the more comfortable it is for prisoners.
Dilli Bazar prison has been the prison of choice for many high-ranking prisoners, especially those convicted of white collar crimes, due to its more accommodating administrators. The prison, which has the capacity to house 700 inmates, is also less crowded than other jails.
Anuj Bhattarai, spokesperson of the Department of Prison Management, says that there is no legal classification in Nepal for felons to be assigned prisons based on the nature of their crimes.
“That Dilli Bazar Jail has a higher number of prisoners convicted of crimes like corruption is most likely a coincidence,” says Bhattarai. “There is no provision for influential people to be able to choose where they will be incarcerated.”&nbsp;

What Nepal’s VIP prisoners do in jail

If you were raised in Nepal, you must have picked up its unique set of vocabulary: आन्दोलन, चक्का जाम, बन्द, राँके जुलुस, आफ्नो मान्छे, हाम्रो दल, कर्फु and many more words connoting political protest.
We became familiar with the acrid smell of burning tyres, and eyes smarting from tear gas. And yet, everyone speaks of another revolution in the making. Not by desire, but by suffocation.
We heard speeches about नयाँ नेपाल, but the New Nepal never arrived. The governance system changed, but it did not reflect on people’s lives — except for those close to centres of power. The state is still unreachable and is not bothered about <a href="https://nepalitimes.com/here-now/matter-of-life-and-debt">victims of loan sharks</a>, cooperative scams and other injustices.
Politicians continue to speak in sound bites, but fail to deliver. They have mastered the game of pointing fingers towards an external enemy and convincing people that they are never at fault. The political narrative is so disconnected from the actual analysis of the problem that suffocation doesn’t go away after every revolution.
No genuine effort has been made to deliver at all, which is why there is a palpable sense of disillusionment in the air forcing us to seek another revolution, even if Nepal may not be able to afford it.
How has the current system successfully held power, even if the public is deeply frustrated? How is it that for three decades we continue to be led by the same faces, who have time and again, proved to us that they may be great politicians but not national leaders?
<a href="https://nepalitimes.com/opinion/improving-internet-governance-in-nepal">My experience at the epicentre of politics</a> has led me to identify three cultures that have enabled political parties to keep a tight hold on power: acceptance, silence and dependency.
We accept things the way they are. We use fatalistic phrases like “नेपालमा यस्तै हो” or “नेपालको कानुन दैब जानुन”. While this resilience enables us to rise back up from devastating calamities, it is also a reason for our compliance with the status quo.
Despite so many ‘revolutions’ that have led to significant reforms, these phrases keep getting reinforced, to the point that the upcoming generations have made it their lingo.&nbsp;
This acceptance is not a symbol of law-abiding citizens, but citizens living in fear of those in power, unable to ask the whys and why-nots.
Innovation suffocates in this culture of acceptance of the status quo. This is manifested in remarks like “but we don’t have any laws for this,” or “we don’t have the capacity to implement this”. An innovator or entrepreneur therefore has to spend that energy to become a political lobbyist, often educating and convincing the bureaucracy.&nbsp;
Remember when locally assembled <a href="https://nepalitimes.com/banner/designed-and-made-in-nepal">Yatri motorbikes</a>, despite having willing customers, had to suffer to secure license numbers because of a lack of regulations? Instead of creating new laws, the government kept chanting the “We will promote Nepal-made goods” mantra, leaving entrepreneurs in a labyrinth of bureaucracy. The weight of acceptance of the law lies heavily on innovators. Fatalism is a tactic used by those in power to generate mass fear in society.
When we accept, we become silent. This is a pervasive phenomenon. We are trained to keep quiet, lest we ruffle feathers, burn bridges, or not get the help we need in future. We know, yet we don’t speak.

Here is one example: the 2021 census shows that the number of baby boys born for every 100 baby girls is 112. This is a clear indication of female foeticide because of boy preference in society.
Despite such horrifying realities, there is finger-pointing within the government between the Ministry of Health and Population with the Ministry of Home Affairs. At the citizen level, we know those who are involved in killing girls. Yet, we don’t speak up. The Nepal Medical Council reports state that despite this gender imbalance at birth, there is no indication of any action.
But why would anyone speak against one's own fraternity, no matter how vile the act is?
When we accept and keep quiet, we become dependent on those who yield power. From getting our government procedure completed on time to getting transfers, to accessing any of our legally protected rights as well, we are forced to depend on our networks of चिनेको मान्छे people we know by blood, village, relations, political affiliation.
The culture of dependency has been the established way in Nepal. If you drive a two-wheeler or four-wheeler, and you get into a small accident, you will be asked to sort it yourself, dialing up the most powerful person you know. It becomes a competition of who knows who.
Recently I was told that there were calls from the Ministry of Health and Population and another from the Prime Minister's Office for just one medical position in a private hospital. Each was pushing its own candidate. Guess which candidate got the position.&nbsp;
The dependency of people is not on the laws or the state, it is with people in power, a reliance on the network of somebody who knows somebody, including those not officially in power.
These cultures are deeply ingrained in our heads, and in society. Collectively they form a vicious circle that helps those in power to retain power. This is not the society we want to live in.
Then, what do we do as a collective to break away from this? How do we break away from the cultures of acceptance and silence that have created this dependency? What can we do to ensure that our children do not have to learn the jargon of आन्दोलन before they learn about the state?
These are the cultures political parties need to shed rather than use them to perpetuate their power. This is what <a href="https://nepalitimes.com/opinion/comment/an-alternative-to-alternative-politics-in-nepal">alternative politics</a> needs to be about.
