Kusum Devi Dagaura has chaired a <a href="https://nepalitimes.com/news/reviving-nepals-community-forestry-success-story">community forest</a> group in Kailali for three years. In that time, the forest has thrived on her watch, but she has never been allowed to take any decision. The Mohanyal Community Forest Users Committee seven-member executive committee includes five women and two men. The men call the shots. “Sometimes they pretend to listen to us, but in the end, whatever the men say goes,” says Dagaura. As chair, she once suggested that <a href="https://nepalitimes.com/banner/adding-fuel-to-the-funeral-pyres">timber</a> from their forest be provided for free to the most underserved, including the <a href="https://nepalitimes.com/here-now/reaffirming-affirmative-action">Dalit and indigenous communities</a>. But the men disagreed, and the poorest in the village had to pay to use timber they helped protect. Once Dagaura was assaulted during a dispute over <a href="https://nepalitimes.com/news/nepal-can-up-forest-cover-to-45-by-2030-duwuo37q">forest conservation</a>, and she asked the committee to bear the cost of treatment. The two male members refused. Dagaura is from the <a href="https://nepalitimes.com/here-now/5-myths-about-the-tharu">Tharu community</a>, and a freed bonded labourer. She never went to school but learnt to read and write participating in an adult education program. Many community forests across Nepal are led by women, and rules require a woman to be either the chair or secretary of working committees, and that stipulates that half the members are women. Kailali is among the districts with the most community forests in Nepal with 700 locally protected forest committees out of which 150 are led by women.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025011512010_adac73267cafcace9af323a7237b13b1cd18e0fdbb08753867a7895131f7f187.jpg" data-media-id="editor_7" data-image-id="2025011512010_adac73267cafcace9af323a7237b13b1cd18e0fdbb08753867a7895131f7f187" data-rendition-name="original" width="800" height="482" loading="lazy" alt="Women in conservation (2)"> </figure>  Women have played a crucial role in forest conservation, and expanding Nepal’s forest cover, which has grown to nearly 46% of the country’s area from just 25% 30 years ago. Tej Rani Chaudhary is a member of the Hariyali Community Forest Users Group, which has a male chair and five women among the total eight members in the working committee. The forest was registered 20 years ago by Chaudhary and a group of women. “When we registered the forest, the men scoffed at us and questioned our ability to manage it,” &nbsp;recalls Chaudhary. “It wasn’t just unkind words, the men undermined our efforts by allowing their animals to graze in the forest and even smuggled logs out.” When the women resisted and brought the forest to a healthy state, the men took over control of the committee. Chaudhary says, “When the forest improved, we were forced to hand over leadership to the men.” Read also: <a href="https://nepalitimes.com/opinion/comment/villagers-step-up-to-protect-nepal-s-tigers">Villagers step up to protect Nepal’s tigers</a> Women forestry committee members add that the men constantly belittle them, discouraging them from voicing any opinion during the working committee meetings. But the women are resisting. “Whenever we do not agree with the points being made during committee meetings, we simply get up and walk out in a group,” says Chaudhary. Women who chair or are members of community forest user committees say that despite being in leadership positions, they are tasked with forest maintenance and conservation, while men have control over the budget, accounting, and resource distribution. “They task the women with fire control, tree plantation, fencing, and conservation, without being paid anything,” says Dagaura of Mohanyal Community Forest. Karna Rawal, vice-president of the Kailali chapter of FECOFUN, says that men reject the authority and dominate the decision-making processes in 60% of community forests that are led by women. “<a href="https://nepalitimes.com/latest/nepali-leaders-unable-to-accept-women-in-power">The non-acceptance of women in leadership</a> is not just limited by male office-bearers, but also by other employees,” he admits. <a href="https://nepalitimes.com/banner/women-leaders-seen-but-not-heard">Women who lead </a>community forests also face pressure from family members and society. Jhuma Chaudhary, who heads FECOFUN’s Sudurpaschim Province chapter, says the role of women in Nepal’s community forestry success story is being undermined by discrimination. She says: “Women are actively participating in conservation, but have not yet been given control of resources that help manage our forests better. We must ensure that changes. Starting now.”

April also saw sweltering conditions in Nepal’s Tarai plains.This is the season for <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">forest fires</a>, and the hot and dry conditions once again fanned the flames across Nepal. Here in Dhanusha district, forest fires have spread to forests that local communities have painstakingly protected.  Wildfires do not just destroy nature, but also <a href="https://www.nepalitimes.com/latest/wildfires-in-nepal-cause-air-quality-to-plummet/" target="_blank" rel="noopener noreferrer">reduce air quality</a> which is already poor due to emissions from vehicles and industries.Nepal is one of the most vulnerable countries to the<a href="https://www.nepalitimes.com/banner/it-is-getting-hotter-on-the-roof-of-the-world/" target="_blank" rel="noopener noreferrer"> impact of the climate crisis</a>, and besides adapting to its impact it should also be doing its part to reduce emissions and increase forest cover.That is however not the case. In fact, all three levels of the government have failed to show any genuine commitment to fulfil <a href="https://www.nepalitimes.com/latest/4-months-after-glasgow-nepals-goals-look-iffy/" target="_blank" rel="noopener noreferrer">pledges Nepal made at COP26 in Glasgow</a> last year to attain net zero carbon by 2045 and to have 45% of its area under forest cover. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111120/637216b29c7e80680e0ba9a8jpeg.jpg" alt=""><figcaption> Locals trying to put out a wildfire making way through the forests near Phoksundo Lake in April 2021. Photo: BIJAYABAR PRADHAN</figcaption></figure>In fact, the opposite is happening. <a href="https://www.nepalitimes.com/here-now/ukraine-climate-and-nepal/" target="_blank" rel="noopener noreferrer">Fossil fuel consumption</a> is going up exponentially, and illegal logging has also similarly increased. The remaining forests are being decimated by these annual wildfires, which are becoming more extensive because of prolonged drought caused by climate change.Nepal’s<a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer"> community forestry program</a> is internationally acclaimed, and it has helped double the country’s tree cover in less than 25 years. But under the new federal structure, community forests have been caught in a grey zone because of confusion over jurisdiction. The <a href="https://www.nepalitimes.com/from-the-nepali-press/taking-away-forests-from-communities/" target="_blank" rel="noopener noreferrer">tussle</a> between local communities, and the district forest offices have added to deforestation. Illegal logging has also similarly increased, all of which threaten to undermine past gains.  Rangers earlier used to patrol the forest to trim or remove undergrowth to prevent fires, and local communities were encouraged to protect woodlands and <a href="https://www.nepalitimes.com/banner/while-the-forests-are-burning/" target="_blank" rel="noopener noreferrer">help extinguish fires</a>.  <figure><img width="1500" height="692" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111120/637216b69c7e80680e0ba9a9jpeg.jpg" alt=""><figcaption>A hardwood forest in Rautahat district on fire in March 2021, one of many big flare-ups that smothered Central Nepal in smoke. Photo: MUKESH POKHREL</figcaption></figure>After the federal transition, these practices have gone into decline and the undergrowth is full of <a href="https://www.nepalitimes.com/banner/no-smoke-without-fire-2/" target="_blank" rel="noopener noreferrer">inflammable dry leaves and twigs</a>  In some areas, there is no incentive to protect the forests anymore. However, some forest-dependent communities have taken up the responsibility and <a href="https://www.nepalitimes.com/latest/the-unsung-heroes-of-conservation/" target="_blank" rel="noopener noreferrer">stepped up to conserve trees</a> since the Division Forest Office has not. A successful example of this positive trend is the Bhati Ghari community forest here in Mithila Municipality.  The community has acted fast to stop fires in their forests from spreading before they caused major damage. With support from मैकगघ foundation, <a href="https://www.pipaltreefoundation.com" target="_blank" rel="noopener noreferrer">Pipal Tree Organisation</a>, and our own <a href="https://mwt.org.np" target="_blank" rel="noopener noreferrer">Mithila Wildlife Trust</a>,  local volunteers have planted 56,000 saplings of 36 types in degraded land. Their effort even won them the Ganeshman Singh Community Forest National Prize, the first community forest in the Tarai belt to be given such an award. Elsewhere in Dhanusa district, the Mithila Wildlife Trust has become the first to successfully implement the <a href="https://www.nepalitimes.com/here-now/mini-forests-to-make-kathmandu-more-liveable/" target="_blank" rel="noopener noreferrer">Miyawaki Method</a> of intensive afforestation in Nepal. This new plantation technique can quickly turn wastelands into lush forests while reviving indigenous plant species.  <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111120/637216b99c7e80680e0ba9aajpeg.jpg" alt=""><figcaption>Warm and dry winter has sparked forest fires across the Himalaya that raged for months from late 2020 to early 2021. Photo: NABIN LAMICHHANE/RSS</figcaption></figure>Most <a href="https://www.nepalitimes.com/banner/nepal-is-going-up-in-smoke/" target="_blank" rel="noopener noreferrer">wildfires</a> are caused by careless disposal of cigarette butts, funerals inside forests and locals not extinguishing flames after picnics. Livestock owners also deliberately set the undergrowth on fire believing that it will bring up fresh new shoots of grass when the rains come. Farmers also have a role in increasing wildfires as they <a href="https://www.nepalitimes.com/here-now/how-transboundary-haze-affects-nepal/" target="_blank" rel="noopener noreferrer">set fire to residual straw after harvest</a>, not realising that it can be composted to make bio-fertiliser. Some forest fires are set by poachers to clear the vegetation and catch wildlife for smuggling.The global climate crisis is also disrupting the water cycle. This has directly impacted rainfall patterns, leading to <a href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer">extreme weather events</a>. The 1993 Forestry Act allows villagers to protect, manage and utilise their forests. It gave them a sense of ownership, and an <a href="https://archive.nepalitimes.com/article/nation/community-forest-comes-in-handy-earthquake-reconstruction,2927" target="_blank" rel="noopener noreferrer">incentive to protect and conserve</a>. It is this community spirit that can also control the fires that are threatening past gains. However, the federal and provincial governments must also do their bit in controlling wildfires. They must allow local decision-making, and equip rural municipalities and wards with resources to continue protecting their forests. Dev Narayan Mandal is the founding chair of the Mithila Wildlife Trust.

Protecting Nepal's forests from fires

<img width="640" height="481" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12869c7e80680e0a98dcjpeg.jpg" alt=""/>Youth climate activist Greta Thunberg calls COP26 in Glasgow the ‘Global North Greenwashing Festival.’ But it is also developing countries like Nepal that are using the occasion to make wild promises they are not serious about.
As a country that has taken a lead in championing the mountain agenda at climate summits, <a href="https://uk.nepalembassy.gov.np/statement-by-the-rt-hon-prime-minister-sher-bahadur-deuba-at-the-world-leaders-summit-during-the-26th-conference-of-parties-cop-26/" target="_blank" rel="noopener noreferrer">Nepal</a> put forth three targets this week:
<ul><li>Remain 'cumulatively net zero carbon’ from 2022-2045' and become carbon negative after that. </li>
<li>Halt deforestation and increase forest cover to 45% by 2030</li>
<li>Ensure all vulnerable people are protected from climate change by 2030</li>
</ul>Individually and collectively, these targets do not mean anything. What is more, the Nepali delegation commended itself as the ‘highest climate ambition country’. Even if that was true, it would be for someone else to say that, not us.
The <a href="https://www.nepalitimes.com/latest/nepal-can-up-forest-cover-to-45-by-2030/" target="_blank" rel="noopener noreferrer">forestry target</a> is more realistic: increasing the current 37% forest cover to 45% in the next nine years is attainable. But how can Nepal justify clearing the last tract of native tropical forest in the eastern Tarai that is a migration corridor for wild elephants by building a white elephant <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank" rel="noopener noreferrer">airport at Nijgad</a>?

Other infrastructure projects are undermining the success of community forestry, and Nepal is still reluctant in allowing private capital into climate action, and consequently the inclusion of private sector project developers.
Consumption and a throwaway plastic culture is growing in Nepal, recycling is almost non-existent, domestic aviation is flying high, and petroleum import is <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/" target="_blank" rel="noopener noreferrer">doubling</a> every few years.  Black carbon deposits from factories, vehicles and cooking are accelerating Himalayan melting and exacerbating a public health crisis from pollution. 
And the third point about Nepal’s claim that it will ensure all vulnerable people are ‘protected from climate change by 2030’ has dumbfounded most experts I have spoken to. How exactly are we going to protect them in the next nine years, from what? And what is the criteria by which we can judge that they have been ‘protected’?   
A footnote in Nepal’s press statement in Glasgow is that these targets are conditional upon financial support and Nepal’s goal to raise Rs250 billion. Oops. Given Nepal’s history of unwillingness to allow the flow of private capital into climate projects, this is very unlikely.
As COP26 host, the UK has gone into overdrive with media hype about the successes: the Global Methane Pledge, Glasgow Leaders’ Declaration on Forest and Land Use.
Every day brings forth a new declaration. Countries are picking up on this convenient way to make pledges they know they will not have to fulfill on reducing carbon emissions.  From Saudi Arabia to Israel, India to China, ‘net-zero’ has become the next big thing.

As a youth environmentalist, I am appalled by <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer">empty and reckless promises</a> being made at this make-or-break conference -- our last chance to save the planet from heating that will lead to societal upheaval, mass extinction, overflowing oceans and other calamities. 
While some see these commitments as a welcome sign that leaders are committed to transitioning to a carbon neutral world and implementing the Paris Agreement, the reality is different.
We need to phase out all fossil fuels by 2030 if we are to cap global temperature rise to 1.5. But national emission reduction ambitions do not reflect this. The fossil fuel lobby is prominently present in Glasgow, and national delegates have turned net-zero into political sloganeering, while ignoring the roadmap on net-zero put forth by the International Energy Agency. 
Climate change is a political agenda, but it is also a technical one. Ensuring a just and affordable transition to net-zero requires a global overhaul of the energy system while adopting a cross-sectional and integrated approach to addressing poverty. 
Sadly, COP26 presidency seems to have forgotten or completely ignored this. The newfound energy in enhancing climate ambition has dwarfed the real agenda of climate negotiations. Britain, as the cradle of the industrial revolution, has made dramatic national cutbacks, and wants desperately for Glasgow to deliver meaningful and realistic targets.

But negotiations on Article 6 are still contested and it seems unlikely that the Paris Rulebook will be adopted. Coal financing continues, negotiations on public climate finance and the $100bn target has not materialised.
Civil society plays a crucial role in ensuring climate action, ambition, and accountability. But twisting the truth about Nepal, and creating illusions is detrimental to action on climate that we must start taking. Inviting civil society to Glasgow and pretending to listen to them is a scam.
It is working: climate activists on Facebook are lauding the COP Presidency for helping Nepal make a bold pledge on an ambitious sets of targets. And when there is so much doom and gloom, even critics do not seem to want to speak against this ray of hope. 
This is not a COP to feel good about yourselves. It is not a COP to pawn our youth climate activists in <a href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Glasgow</a> to create the illusion of inclusion. It is not a COP for industrialised countries to now pin the blame for the climate crisis on the developing world, without putting their money where their mouths are.  
The hearts of the delegates in Glasgow may be in the right place, but their actions are not. This is not your COP. It is my future, so stop messing with it.

Nepal’s greenwashing in Glasgow

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d120e9c7e80680e0a98b7jpeg.jpg" alt="" width="1500" height="999"/><figcaption>Photo: KUNDA DIXIT</figcaption></figure>Last week, the Nepal government signed a carbon trading agreement with the Lowering Emissions by Accelerating Forest Finance (LEAF) Coalition under which the country would stand to earn Rs36 billion in the next four years for protecting its forests.The figure ‘Rs36 billion’ made headlines in Nepal, and there was widespread expectation that the country would finally be compensated for <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">doubling its forest cover</a> in the past 40 years, and for setting aside 26% of its area for nature reserves.However, it does not seem to be as simple as that.“Whether Nepal will ever get the money for expanding its carbon sink, and how much we will be paid is not certain,” says Buddha Poudel of the Ministry of Environment and Forests. “And then there is the question of whether Nepal will be able to fulfil its commitment to expand our forest cover further. It is not enough to talk at the UNFCCC, it needs a lot more work.”Nepal made the commitment to the UNFCCC (United Nations Framework Convention on Climate Change) at the COP26 Climate Summit in Glasgow on 2 November. <a href="https://leafcoalition.org" target="_blank" rel="noopener noreferrer">LEAF</a> brings together 17 members, including the United States, Britain, Norway as well as 20 private companies who have pledged $1 billion for forest conservation.Industrialised countries and large corporations are under pressure in <a href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">Glasgow</a> to show that they are not just cutting down on their own emissions, but supporting forest expansion around the world to make up for their historical emissions.LEAF is the mechanism with which they hope to support forestry activities in low income countries. Among its private sector members are Delta Airlines, Walmart, BlackRock, AirBnB, Amazon, Nestle, Unilever, Salesforce, Bayer, Burberry, EY, Inditex, Intertek.The LEAF initiative was among a series of agreements signed in Glasgow last week to protect forests worldwide, including theWorld Leaders Summit Action on Forests &amp; Land Use agreed to by 130 world leaders. Other initiatives included a pledge by 12 countries pledged to provide $12 billion of public climate finance from 2021 to 2025 to a new <a href="https://ukcop26.org/the-global-forest-finance-pledge/" data-saferedirecturl="https://www.google.com/url?q=https://ukcop26.org/the-global-forest-finance-pledge/&amp;source=gmail&amp;ust=1636371003890000&amp;usg=AFQjCNFS3brww777z2AY3rv8bRjpAEQ-7A">Global Forest Finance Pledge</a>. There was $3 billion more pledged for protecting the Congo basin and forest-dwelling indigenous groups.The funding countries hope that this carbon trading mechanism will make up for their high per capita emissions by paying to protect carbon sinks in tropical forests around the world. The UNFCCC set up the Reducing Emissions from Deforestation and Degradation (REDD) mechanism ever since COP3 and under the Kyoto Protocol.Under the Clean Development Mechanism (CDM) Nepal benefited from funding for hydropower, improved wood burning stoves, biogas and other projects.Nepal first joined <a href="https://www.un-redd.org" target="_blank" rel="noopener noreferrer">REDD+</a> in 2009, and in 2020 signed a multi-million dollar contract with the World Bank to sell nine million metric tonnes of carbon reserves at $5 per ton.But carbon trade is a long and winding process. According to Paudel at Environemnt Ministry, to get the payment as agreed, by 2022 Nepal has to carry out seven activities and confirm that the emissions from the forest area (13 districts in the Terai, western Nepal and Bagmati province) have reduced and carbon reserves have increased compared to 2018.But the forest areas of Bara, Parsa, Nawalparasi, Rupandehi, Kapilvastu and Kailali, which have been contracted with the World Bank for carbon trading, are seeing rampant encroachment and deforestation with no efforts deployed to stop them.The forest area is shrinking further due to the <a href="https://www.nepalitimes.com/banner/nepal-must-save-nijgad-forest-to-receive-climate-funds/" target="_blank" rel="noopener noreferrer">indiscriminate construction of infrastructure</a> by the local and state governments, as well as private contractors.“There is now an increasing trend of using forest land for development projects with an approval from the federal government, this has increased encroachment and made it more difficult to stop deforestation,” says Sindhu Dhungana, former head of the REDD+ Implementation Centre.He adds: "Whether we get money or not is a different matter, but the activities we do to get money will help in our forest conservation."On the other hand, parts of Nepal saw a seven-month winter drought followed by <a href="https://www.nepalitimes.com/banner/wildfires-ravage-nepal-mountains/" target="_blank" rel="noopener noreferrer">unprecedented forest fires</a> that burned for more than three months earlier this year. These wildfires contribute largely to the carbon footprint and are increasing every year, adding to the challenge of reducing emissions from the forest areas.Nepal as one of the countries <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">most impacted by the climate crisis</a> ought to be a role model to the rest of the world by reducing emissions from the forests and increase the carbon reserves but it is looking unlikely by the passing minute.Nepal’s community forest program has won international praise for restoring the country’s tree cover but the management of the forests under the new federal structure <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">threatens to undermine past gains</a>. As such, the Environment Ministry has recommended handing over the forests once again to the community for their sustainable management.Similarly, 30,000 hectares of the new forest should be developed across the country by planting trees on public, vacant or private land. Nepal has also agreed to manage 10,000 hectares of pro-poor forest, distribute 120,000 improved stoves to replace burning firewood, use forest area based on land use policy and reduce carbon emissions by preventing wildfires.Our officials signed the letter of intent with the LEAF Coalition but there is no roadmap on how to proceed or which steps to take. Which is why it is premature for Nepal to expect any money without concrete measures to reduce our emissions further.

Will Nepal ever be paid for saving trees?

Personnel reached the village, but only four days later.Leopard attacks are becoming increasingly common with the spread of community forests, and out-migration has allowed vegetation to cover fallow farmland.With nearly one-third of its population having left for the cities or gone abroad for work, Tanahu district is at high risk of <a href="https://www.nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants/" target="_blank" rel="noopener">wildlife attacks</a>.In April, 9-year-old Pushpa Adhikari of Bhakundothok village was killed in a leopard  attack. But because the Regional Forest Directorate, which used to collate data on wildlife attacks, has been abolished under the new federal set up, and no new agency has taken over the job, integrated figures for wildlife encounters are not available.However, just in the last five years, 41 people have lost their lives in three districts: Arghakhanchi, Tanahu and Baitadi. Elsewhere in the country, 49 have been killed in the past three years in national parks and buffer zones alone – 14 of them children, and mostly by leopards. For example, the Nepal Army has over 8,000 soldiers deployed to guard the country’s 12 national parks and hunting reserves.With the new federal structure, local government are under public pressure to respond to increased wildlife attacks. The temptation is to restrict the movement of wildlife even more, making them even more aggressive.“My constituents come to me every day complaining that rhinos and other wildlife have destroyed their crops, we hand out some compensation, but it is never enough,” says Mayor Dambar GC of Triveni Municipality in Nawalparasi who has put up a Rs700,000 fence. Neighbouring Kawasoti Muncipality has also built a 17km wall at a cost of Rs15 million to keep wildlife out.

Is wildlife conservation a victim of its own success in Nepal?

Nepal has notched notable successes in conserving nature: five years of <a href="http://archive.nepalitimes.com/blogs/thebrief/2017/01/29/1000-days-of-the-rhino/" target="_blank">zero poaching of rhinos</a> and tigers in national parks, the <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank">doubling of the wild tiger population</a> in 10 years and protection of plant species. However, roads, irrigation canals, transmission lines and even railways are now threatening to undermine these achievements. Conservationists say that balancing the need for economic growth with ecological protection will be even more challenging than combating poaching. As the country marks National Wildlife Week from 14-20 April, Nepal’s planners need to find ways to build new infrastructure without irreversibly harming the country's biodiversity. Even live chimpanzees and birds have been found at Kathmandu airport. Nepal is now a victim of its own success in conservation. Even though rhinos are no longer poached, for example, there has been a sharp increase in fatalities, with 41 dead in the last 9 months alone in Chitwan. Besides old age, most have died of disease, fights with other rhinos, or poisoning. Last month, a rhino died in Sauraha after falling into the septic tank of a hotel. There has also been an increase in <a href="https://www.nepalitimes.com/here-now/how-humans-can-live-with-wild-elephants/" target="_blank">wild elephants</a> and tigers entering human settlements in search of food due to habitat encroachment in their migration corridors. Last year, <a href="http://archive.nepalitimes.com/article/editorial/deep-water,3883" target="_blank">flash floods in Chitwan</a> washed away rhinos: 12 of them had to be rescued and brought back from India. However, the biggest threat to Nepal’s wildlife in the post-poaching era is new infrastructure crisscrossing nature reserves. Major transmission lines have been built or are planned through national parks, the new postal highway slices through nature reserves, new irrigation canals such as Babai, Sikta and Ranijamara have bifurcated areas frequented by wildlife, and the new East-West railroad running parallel to the E-W Highway will fragment many national parks. <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a35389c7e80680e04829ajpeg.jpg" alt="" width="1500" height="1083"></div> Nature reserves and national parks make up one-fourth of Nepal’s area. With infrastructure building spree currently underway, experts say the country will soon lose 200,000 hectares of forests. This will result in rampant habitat destruction, and increase in road kills and deaths of animal that fall into irrigation canals, which account for the highest number of wildlife fatalities. New roads have also brought haphazard urbanisation and pollution: a growing number of ungulates and carnivores have been found to have died after ingesting plastic or chemicals. One of the biggest sources of habitat destruction will be the much talked about <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank">Nijgad airport near Parsa National Park</a>, which will decimate one of the last remaining hardwood forests in the eastern Tarai, removing a major migratory corridor for wild elephants. “The government has always prioritised infrastructure, which while essential for development, is a major threat to conservation,” says Bishnu Prasad Shrestha of the Department of National Parks and Wildlife Conservation (DNPWC). “Our preoccupation therefore is with mitigation measures on the existing roads and finding out ways to make new infrastructure safer for wildlife. If we do not act now, it will be too late. Our tourism industry and economy depend on our conservation efforts.” <div class="embed-block"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108111152/636a353b9c7e80680e04829bjpeg.jpg" alt="" width="800" height="1200">The Sikta Irrigation Canal has several overpasses for wild animals</div> DNPWC and WWF Nepal organised a regional workshop this month in Kathmandu to find ways to promote sustainable green infrastructure. Some of the key recommendations include the study of wildlife movement before mapping the alignment of linear infrastructure, like roads, railways, canals and transmission lines. The good news is that planners at the Department of Roads think the country does not need too many more roads, the existing strategic highways and feeder roads need to be upgraded. There have been initiatives like installing CCTV cameras to monitor vehicles, enforcing time cards on highways that traverse national parks, as well as building over and under-passes so wildlife can cross highways, irrigation canals or train tracks. DNPWC is now planning five canopy bridges for arboreal species in Banke, and contractors have agreed to build new underpasses while widening the Daune-Narayangad section of the East-West Highway. The route for the proposed <a href="http://archive.nepalitimes.com/article/nation/planned-new-east-west-railroad-and-expressway-threaten-the-Chitwan-National-Park,1079" target="_blank">E-W Electric Railway</a> that would have cut through Chitwan National Park has been changed after protests from activists. But these isolated cases will not be sufficient to minimise the nationwide threat to nature reserves from infrastructure in the long run. Experts say wildlife friendly infrastructure based on biodiversity assessment and species movement is a must. Nabin Gopal Baidhya of the non-government Wildlife Conservation Nepal thinks there may be too much emphasis on the impact of roads on national parks. He says: “We have to go beyond the protected areas and study the condition of forests outside parks. How can villages and community forests work with road contractors to protect trees? Ultimately we have to find a way for humans and nature to safely co-exist.”

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. Digital protection for Nepal’s art

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. The <a href="https://archive.nepalitimes.com/article/nation/Singati,3091">12 May 2015 earthquake </a>could have led to the collapse of Nepal’s largest glacial lake, <a href="https://nepalitimes.com/here-now/stairway-to-heaven">Tso Rolpa</a>, upstream. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.

Climate magnifies earthquake risk in Nepal village

The streets of Patan are alive this month with lavender jacaranda trees under rain-washed skies as <a href="https://nepalitimes.com/banner/the-red-god-rises-again-in-patan">the chariot of Rato Matsyendranath</a> is pulled across town. This is the festival of the rain god, and inevitably the heavens opened up and pre-monsoon showers pelted the chariot as it started being pulled in Pulchok last week. Thousands of devotees, onlookers and the chariot procession organisers thronged the streets on the first day last week. The rhythmic cymbals and drums exuded a vibrant energy as the enormous four wheels turned and the chariot lurched.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688.jpg" data-media-id="editor_1" data-image-id="2025051007050_81df97744db16f732a419dc1f1579d235ce3df37642b078f50b83bd4bd026688" data-rendition-name="original" width="1000" height="1503" loading="lazy" alt="Divine chariot"> </figure>  The<a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Red-rain-god,3141"> red rain god</a> has Hindu and Buddhist antecedents, alternatively called Bungadya and<a href="https://nepalitimes.com/here-now/kathmandu-s-gravity-defying-chariot-festival"> Karunamaya</a> — reflecting Kathmandu Valley’s syncretic mixture of the two religions.&nbsp; “Bungadya is a profoundly <a href="https://nepalitimes.com/opinion/12-full-opinion/marketing-the-intangible">intangible form of heritage</a>,” explains heritage expert Monalisa Maharjan. “It embodies traditional knowledge,<a href="https://nepalitimes.com/multimedia/reviving-nepal-s-craft"> artisanal skills passed down through generations</a>. Local communities and specific families have specified roles in being custodians of the heritage, ensuring their survival over the centuries.” There are many legends and stories about this annual tradition. The chariot festival honours the return of this life-giving rain. The deity is seen as an icon for thriving agriculture, t<a href="https://nepalitimes.com/here-now/before-the-next-monsoon">he arrival of monsoon</a> showers, and the welfare of the community. Patan does not sleep for a month as the chariot is pulled through various neighbourhoods. It unfolds at a state level with the president (formerly the king) attending the climax of the Bhoto Jatra in Jawalakhel later this month.&nbsp; The intergenerational transmission of tradition is unique in the world, and the reason the festival is one of the most vibrant cultural expressions that thrives despite inroads of modernity. Attending was a delegation led by Lalitpur Mayor Chiribabu Maharjan, organisers of the festival, and builders of the chariot. After the symposium, a committee was formed to explore and revive the tradition in Assam as well. Although the team had planned to visit Nepal this month, logistical challenges delayed the trip. Still, there are plans to build a Guru Matsyendranath statue in Assam to reestablish regular worship practices in the Guwahati shrine.&nbsp; The vines used to build the chariot in Patan are sourced from the jungles of Assam. But Sharma notes that in recent years unclear regulations have blocked the official import of the vines, although they are still brought to Nepal informally. The <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/makers-of-machhindranath,2204">chariot making</a> has also had a taste of modernisation in recent times. In the past, even a single nail or piece of steel was avoided. But over time, the wooden structure, particularly the shaft between the wheels, has been replaced with bronze. Builders climbing the chariot’s tower now wear harnesses and there are efforts in crowd control. The most visible change in recent years has been the involvement of Patan’s enthusiastic youth in the festival — the tradition is now passing to a new generation. Says Matsyendranath expert Vidhu Kayastha: “There is more energy, the young people in red t-shirts this year were very organised, these modern touches aren’t diluting our culture, they’re keeping it alive in new forms.” He adds, “We are <a href="https://nepalitimes.com/here-now/searching-for-a-homeland-away-from-home">reconnecting with our roots</a>, we have more resources, more awareness than ever before. We must not be swept away by western values that may not serve us, and in some ways, cause more harm than good. We must revive our own culture.”&nbsp;
