A key component of international climate negotiations is finance for adaptation measures, and like other developing countries, Nepal faces difficulties in this regard. The next climate summit (COP 28) in Dubai 30 November – 12 December will be crucial to make the country’s concerns clear.
The Conference of the Parties (COP) is an annual conference under the United Nations Framework Convention on Climate Change (UNFCCC) and brings together member nations for coordinated response to address global climate breakdown. &nbsp;
Although it is a forum for nations to assess and revise climate commitments and foster international cooperation, the summits face political and economic obstacles in securing funding for low-income nations to adapt and pay for loss and damage from the climate emergency.
Earlier COPs have set emission reduction targets, non-binding national commitments as well as the need for support from wealthier countries to deal with impact of weather extremes on developing nations. Within this framework, cross-border carbon credits can act as a reward for Nepal's early commitment to emissions reduction and expanding forest cover.
Since industrialised countries are largely responsible for historical emissions, they are expected to provide financial support to developing countries to transition to cleaner fuels. Climate finance can take the form of grants, subsidised loans, technical assistance. However, there are complex discussions around climate funding, and developing nations including Nepal have expressed concerns about promises not kept, inadequacy of pledges, lack of equitable distribution and transparency, as well as redressal for loss and damage from climate impact. &nbsp;
As far back as 2009, Copenhagen Climate Conference set a fund-raising target of $100 billion a year, these pledges remain largely unfulfilled, even as the rise in global average temperatures, the loss of sea ice and wilder weather are being experienced decades earlier than predicted. &nbsp;
Nepal faces many distinct challenges to reduce petroleum use, adapt to climate change and pay for loss and damage. The country’s ability to invest in resilient infrastructure is limited. Expanding glacial lakes, melting permafrost, floods, landslides, glacial lake outburst floods and springs going dry pose a growing risk to lives and livelihoods.
Farmers dependent on rain-fed subsistence agriculture now have to deal with erratic monsoons and irregular rainfall. Changing precipitation patterns and glacier melt are making hydropower less reliable, and major infrastructure has been damaged and destroyed by freak floods on Himalayan rivers.
Although Nepal has expanded forest cover to 45% of its area, doubling it in the past 30 years, there is a limit to sink capacity especially in the Tarai. Poor urban planning, settlements in high-risk areas and low public awareness of vulnerabilities as well as political instability leading to governance shortcomings hinder meaningful adaptation measures. &nbsp;
Building on the 2015 Paris Agreement's objectives to keep global warming to 1.5 Celsius by 2050, the COP26 Climate Summit in Glasgow produced the Glasgow Climate Pact. Strengthening of Nationally Determined Contributions (NDCs), an emphasis on adaptation, funding for developing countries, and addressing loss and damage. Member states pledged $356 million to the Adaption Fund, and $450 million was offered for local adaption. COP27 in Egypt last year was criticised for not doing enough to advance larger climate goals, but acknowledged the need for money to remedy loss and damage for climate-induced disasters.
In Dubai, Nepal must forcefully back demands for additional climate finance from industrialised nations especially for infrastructure and renewable energy projects. It should also push for a multilateral agreement to implement a loss and damage mechanism because climate-related harm already poses a serious threat.
Placing a price on carbon emissions, carbon taxes, and other pricing mechanisms are based on the ‘polluter pays’ principle. Fossil fuel taxes encourage consumers to minimise emission by raising the cost of using them. On the other hand, cap-and-trade systems place a limit on emissions and permit companies to exchange emission allowances, causing emission reductions in the areas where they are most advantageous.
These instruments work together to constitute a toolset for reducing emissions, along with financial incentives for renewable energy sources, legislative requirements, carbon offsetting, voluntary carbon markets etc.
A cross-border carbon credit framework can be a method to jointly tackle emissions between India, China, and Nepal in compliance with the COP resolutions and the principles of climate justice. Nepal has pledged to achieve net-zero emissions by 2045, which puts it ahead of China (2060) and India (2070). Nepal’s giant neighbours can be partners in assisting Nepal’s transition to clean energy.
In exchange, India and China could receive credits from Nepal's own carbon reduction efforts. This cooperative model would also support technology transfer, capacity building, and even control trans-boundary air pollution. The continued heavy reliance of China and India on coal and other fossil fuels highlights the necessity of such regional cooperation, while upholding international climate obligations.
COP28 in Dubai is expected to yield significant financial assistance for developing countries like Nepal. The summit's main objectives are transparency, responsibility, and enhanced obligations in the distribution of climate finance. In addition, Nepal and other developing countries expect to be compensated for action they have already taken on clean energy and expanding forest cover.
Combating climate change necessitates concerted effort, financial backing, and efficient laws. As one of the countries most vulnerable to the climate emergency, Nepal should take the lead in global negotiations. After all, melting ice in the Himalaya will not just affect Nepal, but impact more than 1 billion people downstream.
But most importantly, COP28 is an opportunity for Nepal’s delegation in Dubai to push for adaptation and loss and damage fund.

How Nepal can finance climate action

Photo: KIARA WORTH/UN</figcaption></figure>It’s finally over. After the anticipation and build-up to COP27, the biggest climate meeting of the year is now in our rear-view mirror. The crowds of delegates that thronged the Sharm el-Sheikh international convention center for two long weeks have all headed home to recover. Many will be fatigued from long hours and sleepless nights as negotiators tried to seal a deal that would move the world forwards. Did all this hard work pay off? In our opinion, COP27 was both better and worse than we’d hoped.<h3>Failing to Follow the Science</h3>First, the bad news. COP27 failed to deliver what the science tells us was needed. With the window of opportunity closing fast on our goal of limiting global temperature rise to 1.5C or less, COP27 did far too little on the all-important issue of mitigation—that is, cutting emissions.The case for urgent action keeps getting stronger. The latest reports from the Intergovernmental Panel on Climate Change (IPCC) make for grim reading about what to expect if we let temperatures rise too much. Nowadays, though, we just need to read the newspapers to catch a glimpse of the future.The head of the key negotiating Group of 77 – 134 developing countries – was Pakistan which has been dealing with the worst floods in its history, leaving 1,717 people dead and dealing an estimated $40 billion in damage. In 2022 in the United States, there were 15 climate-related disasters which each exceeded $1 billion in costs.Meanwhile, in Africa, according to Carbon Brief’s analysis of disaster records, “extreme weather events have killed at least 4,000 people and affected a further 19 million since the start of 2022.”Since this COP was billed by some as the “Africa COP”, one could expect a strong response to such news.The pressure was therefore on at COP27 to respond to such disasters. Attending COP27 were 112 world leaders and over 300 government ministers: not as many as at COP26, but still a good number. Something like 27,000 people from governments, intergovernmental, stakeholders, and journalists also attended the COP. This was to the backdrop of the UN Secretary General warning us that we needed to “cooperate or perish,” to take urgent action to take us off “a highway to climate hell”.Messing up on mitigation: And yet progress on mitigation was modest, at best. While some delegations pushed hard for stronger commitments on cutting emissions, the appetite in some quarters just didn’t seem to be there. After being pressured to do more in Paris and Glasgow, China, India, and some of the oil-producing countries appeared reluctant to take much more in Sharm el-Sheikh.They feel developed countries, which are historically responsible for the bulk of emissions, should be doing more themselves, rather than coercing others. The result was a negotiated outcome with little more on the table than we had in Glasgow. For instance, delegates could not agree to ramp up their language on fossil fuels, much to many people’s disappointment.Read  also: <a href="https://www.nepalitimes.com/banner/taking-climate-finance-to-the-people/">Taking climate finance to the people</a>, Anne JellemaFinance: Likewise, there was not too much to report on the issue of climate finance. The $100 billion annual support for developing countries initially promoted by Hilary Clinton at the 2009 Copenhagen COP and enshrined in the Paris COP in 2015 will be reviewed in 2024 with a new figure being hopefully agreed then for 2025 implementation.The Global South has been talking of this new sum numbering in the trillions to help adapt and mitigate against climate change. And yet there were few signs of movement towards anything of that magnitude.Given that the North has still not met its pledge of $100 billion by 2020, it’s clear a lot of movement is needed in the next couple of years. Yet news from outside the conference, such as the US House of Representatives now having a Republican majority, does not bode well.For a meeting billed as the “implementation COP” where climate action was taken to another level, the news on mitigation and finance was therefore disappointing.Just prior to the start of COP27 the lead negotiator for Egypt Mohamed Nasr underscored: “science reports were telling us that yes, planning is not up to expectations, but it was implementation on the ground that was really lagging behind.”<h3>Exceeding Expectations—the Loss and Damage Fund</h3>There were some bright spots, however.Perhaps most surprising was the agreement to create a ‘Loss and Damage’ fund to help the most vulnerable countries. This has been a key issue for almost 30 years, particularly for small island developing countries.In Glasgow this looked very unlikely to be resolved in the Sharm COP, but with a late change of heart by the Europeans and eventually by the United States and others in the OECD, this is perhaps the most significant and surprising outcome from COP27. Even as recently as October, the signs were that OECD countries were not on board with calls for a new fund. However, at COP27 the “trickle” of earlier action in this area turned into a flood.Interestingly, it was Scotland at COP26 that started things off, with a modest, voluntary contribution. More recently, Denmark, Austria, New Zealand and Belgium had also financial commitments to loss and damage, now amounting to $244.5 million. Mia Mottley Barbados’ Prime Minister has called for a 10% windfall tax on oil companies to fund loss and damage caused by climate change, which could raise around $31 billion if it had been introduced for 2022. Still, the signs a fund would be agreed at COP27 had not been good.This makes the final outcome all the more welcome. The idea, the door is now open for the most vulnerable countries to receive more support. A goal has now been set to fully operationalise the fund at COP28 in a year’s time. For the most vulnerable nations, this cannot come quickly enough.Read also: <a href="https://www.nepalitimes.com/banner/climate-migration-is-already-happening/">Climate migration is already happening</a>, Nicole McCloskeyGlobal Goal on Adaptation: Another positive development, albeit on a more modest scale, was in the area of the ‘Global Goal on Adaptation’. Here, delegates agreed to “initiate the development of a framework” to be available for adoption next year.A lot of work will need to be done at the intersessional meeting of the UN Climate Convention’s subsidiary bodies in Bonn in June next year to prepare for this, including how to measure progress towards this Goal. An approach similar to the development of the Sustainable Development Goals in 2015 might be appropriate, perhaps?Article 6: Another of the Glasgow breakthroughs was that on Article 6 of the Paris Agreement on carbon markets and international cooperation. COP27 saw some solid work undertaken on how to operationalise this both in market and non-market approaches.There are still a lot of sceptics on this will have a genuine impact and how to ensure not double counting or even that any offsets are real. An approach that is more ecosystem-based than just trees is gaining momentum. Such a change, if it happens, also offers a real chance to link the two major UN conventions on climate and biodiversity.Agriculture: The work on the Koronivia Work Programme on Agriculture went down to the wire. The outcome was a four-year open-ended working group reporting at COP31 (2026). Some controversy on the term ‘food systems’ may see its first workshop address this issue.It will also look at how we can better integrate the program’s work into other constituted bodies such as the financial mechanisms of the convention. The Green Climate Fund has given only $1.1 billion for adaptation on agriculture. It says one of the major reasons for this is the:“Lack of integrated agricultural development planning and capacities that consider maladaptation risks and investment needs across the agricultural sector, climate information services and supply chains.”While these outcomes on agriculture, adaptation and Article 6 may seem modest, they should be welcomed as steps in the right direction.Coalitions of the Willing: One of the outcomes from the Glasgow COP was the launch of ‘Coalitions of the Willing’; groups of countries and stakeholders wanting to move quicker on an issue than they might under the official UN negotiations, which are consensus-driven and involve more than 190 countries. In Sharm el-Sheikh we saw a number of countries join the Methane Pledge, including Australia and Egypt. China joined the meeting on the Pledge and committed to its own national methane strategy.In Glasgow, 137 countries had taken a landmark step forward by committing to halt and reverse forest loss and land degradation by 2030. With the imminent return to leadership in Brazil of President-elect Lula da Silva, there is renewed hope that real action on the Amazon forests is possible again. Lula committed Brazil to reaching zero deforestation and was hailed as a hero by many when he turned up at COP27 during the second week.Read also: <a href="https://www.nepalitimes.com/banner/cop27-empty-promises-and-funding-failures/">COP27, empty promises and funding failures?</a> Thaif DeenMeanwhile, the Glasgow Financial Alliance for Net Zero (GFANZ)—the global coalition of leading financial institutions—committed to accelerating the decarbonisation of the economy. GFANZ, which includes over 550 of the world’s leading financial institutions, has committed to reduce their financed emissions in line with 1.5 degrees C.With $150 trillion of combined balance sheets, the accountability mechanism announced of a new Net-Zero Data Public Utility is yet to prove if it is effective in holding the finance sector to their commitments. However, if it can deliver on its potential, this could be a game changer.There was plenty more activity at COP27 where the results are harder to measure. Most people at these large UN climate summits are not negotiators and COP27 was full of “side events” and government and stakeholder pavilions each with its own set of events and agendas.Country pavilions provided a venue to talk about their challenges, issue pavilions on oceans, food, water, health, education, and resilience highlighted their issues and how they fit into the climate agenda. These enable critical issues to be discussed in a more open way than could be undertaken in negotiations.Ideas were shared, connections made, and partnerships for further action shared. The upshot of all of this activity is hard to measure, but probably considerable. The thematic days organised by the Egyptian Presidency also gave space to these issues and helped bring together ideas that may ultimately find their way into future UN decisions. In this respect, too, the quality of the side events and pavilions at COP27 exceeded our expectations.<h3>On to Dubai and COP28</h3>Was COP27 a success or failure? When it comes to keeping up with the science, the answer can hardly be positive. The call to “keep 1.5 alive” hangs in the balance and is still on “life support”. In that sense, COP27 had very little impact on our current trajectory, which is a likely warming of 2.4-2.8°C by the end of the century.On the other hand, the promise of a loss and damage fund, as well as modest successes on adaptation, Article 6, agriculture, and actions outside the official negotiations, mean COP27 delivered some bright spots of success.Looking ahead to next year, COP28 will be important as it marks the first “global stocktake” to judge where things now stand. We hope this will focus world leaders to increase their pledges (or “nationally determined contributions”) significantly. It will be interesting to see how the United Arab Emirates, as COP28 host, performs. As a major oil producer, it faces some serious challenges in transitioning to a net zero world.At COP 27, there were rumours the UAE was ramping up its team and bringing in additional external expertise ahead of next year. COP27 a Success or a Failure?

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057b69c7e80680e0ce16cjpeg.jpg" alt="" width="1920" height="1080"/><figcaption>Photo: UN</figcaption></figure>The COP27 climate summit is taking place amid a rash of political, economic and environmental upheavals, including missed funding and emission targets, increased pollution and climate devastation, rising global inflation, cuts in Western development assistance and the negative after-effects of the Covid-19 pandemic and the Russian invasion of Ukraine.The summit, the <a href="https://www.nepalitimes.com/banner/make-or-break-climate-summits/">27th Conference of State Parties (COP27)</a>, scheduled for 6-18 November is billed as one of the largest annual gatherings on climate action, this time in the Egyptian coastal town of Sharm el-Sheikh.The Brussels-based Centre for UN Constitutional Research (CUNCR) predicts COP27 “will likely face the same empty promises and no actions by most big countries responsible for climate change.”In a message during the launch of the UN Environment Programme’s (UNEP) Adaptation Gap report released on the eve of COP27, Secretary-General Antonio Guterres warns “the world is failing to protect people from the here-and-now impacts of the climate crisis.”“Those on the front lines of the climate crisis are at the back of the line for support. The world is falling far short, both in stopping the growth of greenhouse gas emissions and starting desperately needed efforts, to plan, finance and implement adaptation in light of growing risks.”Read also: <a href="https://www.nepalitimes.com/editorial/which-loss-and-damage/">Which loss and damage?</a>He also pointed out that adaptation needs in the developing world are set to skyrocket to as much as $340 billion a year by 2030. “Yet adaptation support today stands at less than one-tenth of that amount. The most vulnerable people and communities are paying the price. This is unacceptable,” added Guterres.Gadir Lavadenz, Global Coordinator, Global Campaign to Demand Climate Justice (DCJ), says COP27 couldn’t be another example of how power is usurped: “It is outrageous to still see big corporations manipulating and dominating this process. Big polluters have a role to play, stop polluting and not use the climate COPs to greenwash their actions. COP27 must deliver a strong message to the world that the multilateral system can still play a role in the climate crisis.”Lavadenz also pointed out that the annual $100 billion target was not only evaded systematically by developed nations, but it has demonstrated to be insufficient to deal with the magnitude of our climate crisis and there is growing evidence of this.“COP27, unlike its predecessor, should move away from false solutions like geo-engineering, carbon offsets, nature-based solutions and others and instead focus on the matters that have the potential to impact the most vulnerable countries and groups.”Finance is not about cold numbers, but about the lives at risk in this very moment and that have no means to deal with a problem caused by the consumerist culture of a small privileged portion of this world.Read also:<a href="https://www.nepalitimes.com/banner/global-crisis-local-solutions/"> Global crisis, local solutions</a>, Sonia Awale“COP27 cannot be remembered as just another meeting, but as a moment to show progress and hope through real solutions,” says Lavadenz, who is the Coordinator of a global network of over 200 grassroot, regional, and global networks and organisations advocating climate justice.Flagging a new report from the UN Framework Convention on Climate Change (UNFCCC), UN Spokesperson Stephane Dujarric told reporters 26 October that countries are bending the curve of global greenhouse gas emissions downward, but the report underscores that these efforts remain insufficient to limit global temperature rise to 1.5 degrees Celsius by the end of the century.The report shows that current commitments will increase emissions by 10.6% by 2030 compared to 2010 levels. This is considered an improvement over last year’s assessment, which found that countries were on a path to increase emissions by 13.7% by 2030, compared to 2010 levels, “but it is still not good news”.Just 26 of 193 countries that agreed last year to intensify their climate actions have followed through, pointing Earth toward a future marked by climate catastrophes, according to the U.N. report.Meena Raman, a Senior Researcher at the Third World Network, a member organisation of Global Campaign to Demand Climate Justice (DCJ) says the $100 billion target is supposed to be $100 billion per year.“This target is not expected to be realised and is complicated by how climate finance is counted,” says Raman pointing out that the definition of what climate finance is in itself an issue being addressed at the COP.She adds: “Given that many developing countries are in debt distress, the provision of more loans which need to be paid back presents a very major problem for those countries who need the finance.”What is needed, she argues, is more grants for especially tackling adaptation needs and funds to address loss and damage.Meeting the climate finance needs of developing countries through non-debt creating instruments is critical, including through the reform and re-channeling of Special Drawing Rights as outright grants for climate finance.COP27 must not be a lost cause. It is the time for <a href="https://www.nepalitimes.com/banner/global-crisis-local-solutions/">implementing in real terms</a> the commitments made by developed countries, states Raman.US Secretary of State Antony Blinken told reporters last week: “When we were together at COP26, (in Scotland in October-November 2021), we brought forward a declaration, a statement, for the elimination or the reduction of methane gas by 30% by 2030.”Added Blinken: “We are now looking at most countries committing to this. If everyone did this, this would be the equivalent of removing all vehicles and all the ships and all the planes that are currently out in the world in terms of emissions. So, we can have a real impact. COP27, empty promises and funding failures?

One year after <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank">meeting in Glasgow</a>, world governments are meeting again in Sharm El-Sheikh next week to decide on urgent measures to avert a global climate catastrophe. A lot has happened in that one year. <a href="https://www.nepalitimes.com/banner/it-is-getting-hotter-on-the-roof-of-the-world/" target="_blank">Record heat waves</a> have baked North America, Europe, South Asia and China. Wildfires have raged across the tundra, there have been unprecedented floods in Pakistan, storms have ravaged coastlines. Weather extremes that scientists had said would happen in the 2040s are already taking place. The United Nations Climate Change Conference (COP27) in Sharm El-Sheikh is happening even as smoke from <a href="https://www.nepalitimes.com/here-now/how-transboundary-haze-affects-nepal/" target="_blank">crop residue burning</a> shrouds north India and blows up towards Himalayan glaciers, accelerating their melt. Nepal saw unseasonal post-monsoon rains that killed as many as 100 people in landslides and debris flows. There have been a slew of scientific reports in the run-up to COP27, each more alarmist than others. Despite climate denialism, there is no question that we are already in a climate emergency. It is too late to start thinking about what to do, it is time to cut emissions to limit average global temperatures to within 1.5C above pre-industrial levels by 2050.&nbsp; This week’s <a href="https://www.unep.org/resources/emissions-gap-report-2022" target="_blank">Emissions Gap Report 2022</a> by the UN Environment Programme (UNEP) calls itself ‘a testimony to inadequate action on the global climate crisis’ and calls for a credible pathway to 1.5°C which would require annual greenhouse gas (GHG) emissions to be reduced by 45% in the next eight years, and continue to decline rapidly after that. In the IPCC (Intergovernmental Panel on Climate Change) <a href="https://www.ipcc.ch/report/ar6/wg2/" target="_blank">Sixth Assessment Report</a> scientists have even more apocalyptic predictions. Even if the 1.5C cap is reached between 2041-2100, up to 14% of terrestrial species in nature will likely face a very high risk of extinction. If the increase is 3C then 29% of species will be gone, and half of all plant and animal species will be extinct if greenhouse gases continue to be pumped into the atmosphere at the present rate, and global average temperatures rise by 5°C. The IPCC warns of widespread impacts to ecosystems, people, settlements, and infrastructure from increases in the frequency and intensity of weather extremes. The worrying thing is that this is not a prediction – it is already happening. In its chapter on the world’s mountain regions, the IPCC says there will be accelerated glacial retreat, increased permafrost thaw, and an increase in the number and size of glacial lakes. Plants and pathogens will move to higher elevations. The Himalaya and the Tibetan Plateau is the <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" target="_blank">biggest storehouse of frozen water</a> aside from the two polar regions, and up to 1.2 billion people downstream in Asia depend on rivers that originate there. The IPCC says disruptions in the water cycle will affect agriculture, and increase landslide and floods hazards. Whatever Nepal burns or does not burn and how much is not going to make much a different to the planet. But it will determine Nepal’s economic survival. It is imperative that Nepal’s new government after the November elections take resolute steps to reduce petroleum imports top reduce the country’s trade deficit, and to lessen <a href="https://www.nepalitimes.com/banner/warning-breathing-is-hazardous-to-health/" target="_blank">air pollution</a>. <div class="embed-block"><img width="1500" height="1125" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/6390579e9c7e80680e0ce166jpeg.jpg" alt="">HAZY FUTURE: Trans-border fog from industrial emissions and crop residue burning combined with Kathmandu Valley's own pollution blanket central Nepal, as seen in this aerial photo taken in November 2021. Photo: KUNDA DIXIT</div> This month’s COP27 UN Climate Summit in Egypt will be immediately followed in Nepal by <a href="https://www.nepalitimes.com/latest/many-nepalis-say-no-not-again/" target="_blank">federal and provincial elections</a> on 20 November. The election manifestos of the political parties once more make grandiose promises, but a shift to renewable energy is not the main priority. Reducing fossil fuel use is a not an election slogan for any of them. Even so, environmentalists and energy experts say the polls are an opportunity to <a href="https://www.nepalitimes.com/banner/happy-new-air/" target="_blank">elect leaders who make genuine and realistic pledges</a> to switch to renewables, protecting public health by reducing air pollution, and managing solid waste. “Our stance on the climate crisis has been limited to making lofty commitments at an international platform, back home there is not much to show implementation-wise,” says climate activist Shilshila Acharya of the Avni Center for Sustainability in Kathmandu. She adds: “For climate to take a front seat in our politics, we need leaders who have understood and internalised the importance of slow-moving disasters. But they are only looking at personal gain. It is up to us citizens to vote for candidates who will implement solutions.” Indeed, while the climate crisis is global, <a href="https://www.nepalitimes.com/editorial/good-cop-bad-cop/" target="_blank">the solutions are local</a>. Nepal’s transition to electric mass transport and household electrification to replace LPG are two low-hanging fruits for which Nepal does not need international funding. To be sure the Nepali Congress (NC) has committed to increasing the use of <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank">electric vehicles</a> to 50% in the next five years. Prime Minister Deuba had promised at COP26 in Glasgow last year to make Nepal carbon neutral by 2045, but that is not going to happen with current policies. Switching just 10% of vehicles in Nepal to battery-power would save at least Rs21 billion a year in petroleum imports. It is clear that reducing <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank">Nepal’s carbon footprint</a> is necessary to reduce the country’s trade deficit, and the climate contribution is a bonus. <div class="embed-block"><img width="1291" height="781" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057a29c7e80680e0ce167jpeg.jpg" alt=""></div> Nepal has seen substantial growth in the sales of electric vehicles (EVs) despite a ban on luxury cars. In the last three months alone, 705 new EV units were sold -- a five-fold increase compared to the same period last year. But most of these were private vehicles. <a href="https://www.nepalitimes.com/latest/nepal-goes-electric-but-conditions-apply/" target="_blank">Electric public buses</a> still costs three times more than similar sized diesel ones, and do not enjoy the tax rebates given to private electric cars and two-wheelers. This is in direct contrast with a stated government policy to make a quarter of all private vehicles and 20% of buses in the country electric by 2025. “Electric mass transport is the solution to our problem, it will clean up the air, reduce carbon emission and use up surplus electricity,” states Bhushan Tuladhar of Sajha Yatayat which is has already rolled out three of its 40 electric buses. But there are headwinds. Because <a href="https://www.nepalitimes.com/banner/potholes-in-the-highway-to-nepals-ev-future/" target="_blank">electric buses</a> are initially so expensive, financing and tax rebates are needed. Charging infrastructure is also critical. Tuladhar adds: “We just need to translate our commitments into concrete action.” For every litre of petrol or diesel sold in Nepal, the government has been collecting Rs1.5 pollution tax since 2008. The accumulated to nearly Rs10 billion could be used to subsidise electric vehicles and clean energy. Similarly, an <a href="https://www.nepalitimes.com/banner/kathmandu-bhaktapur-trolley-bus/" target="_blank">electric trolley bus depot</a> in Tikune rotting away with old vehicles could have easily been a charging station for Sajha’s new electric buses. On paper, Nepal has some forward-looking policies, some of the best in the world. The 2019 National Climate Change Policy, the 2022 Solid Waste Management Policy, the 2022 Forest Regulation, and the 2022 Land Use Regulation all address the country’s need to adapt to the impacts of climate change. <div class="embed-block"><img width="1000" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057a69c7e80680e0ce168jpeg.jpg" alt="">Photo: AJAY NARSINGH RANA</div> However, as the World Bank notes in its recent <a href="https://www.worldbank.org/en/country/nepal/brief/key-highlights-country-climate-and-development-report-for-nepal" target="_blank">Country Climate and Development Report</a> for Nepal: ‘Implementation of this reform agenda and prioritization of investments is incipient. Moreover, enhanced prioritization and efficiency of public expenditure are required to maximize climate and development benefits,’ Nepal’s average temperature is expected to increase by 0.9°C between 2016 and 2045 under a medium-range emissions pathway. This means winters could be drier and monsoons wetter, with up to a threefold increase in rainfall. In fact, this is <a href="https://www.nepalitimes.com/banner/here-today-gone-tomorrow/" target="_blank">already happening across the Himalaya</a>. It is also a warning that floods, fires, avalanches, droughts will be more severe. The World Bank report forecasts that the number of people in Nepal annually affected by flooding could double to 350,000 in the next eight years. Nepal’s economy is also expected to shrink by 7% due to climate impact. “All of our targets for emission reduction hinge on proactive implementation locally. We could have committed to net zero in the next five years if we were really serious about it, why wait till 2045?” asks environmentalist Acharya. “At this rate with our business as usual attitude, we are unlikely to be carbon neutral even if we had committed to 2060.” This year’s climate conference at Sharm El-Sheikh has been dubbed the 'implementation COP'. One of the priorities at the discussion this year would be designing a mitigation program given that the combined climate pledges of 194 Parties under the Paris Agreement could put the world on track for at most around 2.4°C of warming by 2100, far from limiting it to 1.5°C and prevent further <a href="https://www.nepalitimes.com/here-now/north-indian-heat-wave-hits-nepal/" target="_blank">catastrophic consequences</a>. Other priorities for Nepal at this conference include lobbying for the G20 nations to <a href="https://www.nepalitimes.com/banner/climate-smarter-himalayan-infrastructure/" target="_blank">loss and damage fund</a> as well as adaptation support, says Manjeet Dhakal, adviser to the Least Developed Countries (LDC) support group at the UN Framework Convention on Climate Change (UNFCCC).&nbsp; “With the Ukraine crisis and the pandemic there is reluctance to climate funding, it is even more clear we cannot wait for the international community and must do our bit to adapt immediately and save lives as well as prepare for slow-moving disasters,” Dhakal told Nepali Timeson the phone from Sharm El-Sheikh. “We are nowhere near achieving our targets but for the first time we are now beginning to see a reduction in emission, however small that might be and that makes all these lobbying and climate conferences worth it,” he added. Global lobbying at the international climate platform is crucial for a country as vulnerable to the climate crisis as Nepal. But implementation has to be local. It is once the delegates are back the real work begins. Reducing <a href="https://www.nepalitimes.com/banner/dirty-snow-defrosts-nepals-mountains/" target="_blank">Nepal’s notorious urban pollution</a> this winter could be a start. Says Bhushan Tuladhar: “If Kathmandu’s mayor wanted to, he can mobilise his people and at the very least stop open garbage burning this winter through awareness campaigns and proper waste collection services. The only thing missing is the political will.”

Global crisis, local solutions

Last year it was in <a href="https://www.nepalitimes.com/banner/copout-at-cop26/" target="_blank" rel="noopener noreferrer">Glasgow</a>. Next year it will be held in (drum roll please) … Dubai!These big climate events have been around a long time. Since 1995, there has been a climate COP (short for “Conference of the Parties”) every year except 2020, when it was postponed due to the <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">Covid pandemic</a>. Over the years, the COP roadshow has traveled far and wide. From Berlin to Buenos Aires, Kyoto to Cancun, and Bali to Marrakesh, the COPs have criss-crossed the globe with the aim of finessing new agreements to see off the specter of climate change.These annual summits generate a lot of interest. The <a href="https://www.nepalitimes.com/editorial/good-cop-bad-cop/" target="_blank" rel="noopener noreferrer">most recent in Glasgow</a> attracted tens of thousands of participants. World leaders and celebrities often jet in and join the throng, while the global media reports every move in the corridors of power and concerned citizens protest outside. And yet the COPs are only the tip of the proverbial iceberg when it comes to UN-sponsored climate meetings.If you add the several preparatory meetings in the lead-up to the COPs, plus a host of workshops and other events by various expert technical groups, you’re easily looking at several dozen gatherings every year.Each event is supposed to help us move the needle on climate change, keeping our <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">warming world within the 1.5</a>°<a style="letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">Celsius threshold</a> beyond which we face potentially catastrophic consequences. But what, exactly, do all of these many meetings accomplish? Are they really worth all this time and effort?There are plenty of arguments against letting the climate circus continue its endless circuit. For a start, science tells us that in spite of all the many meetings held, we’re still on a dangerous path. Groups like <a style="letter-spacing: 0.01em;" href="https://climateactiontracker.org/">Carbon Action Tracker</a> estimate that we’re currently on track for somewhere between 1.8-2.7°C, with the lower number representing their most optimistic—and least likely—scenario. This is clearly well above where we need to be.Another common complaint is that <a href="https://www.nepalitimes.com/latest/think-globally-in-glasgow-and-act-locally/" target="_blank" rel="noopener noreferrer">UN climate COPs</a> are mostly just talking shops; in Greta Thunberg’s words, too much “blah, blah, blah” and not enough action. For all the millions, even billions, of words uttered at these events, they can often end in acrimony with little of substance agreed. Surely, the money used to hold these summits could be better spent on something else?Even when agreement is reached, say the critics, there is no guarantee governments and other stakeholders will keep their pledges. History is littered with <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">broken promises and diplomatic treaties</a> that aren’t worth the paper they’re written on.These arguments are all credible and we don’t disagree with any of them. But here’s the thing. For all their weaknesses and flaws, these summits actually matter a lot.First, the United Nations climate process has definitely moved the needle when it comes to our response to <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">climate change</a>. When the UN climate treaty was first signed in 1992, it triggered a wave of national laws, policies, and regulations that have rippled out across every country on earth. This process has started to shift almost every aspect of our modern economic system away from 200 years of reliance on fossil fuels.Take our global energy systems, for instance. From being a niche market in the 1990s that could not compete on cost with coal, oil and gas-generated electricity, in 2020 <a href="https://www.nepalitimes.com/opinion/the-roof-is-the-limit/" target="_blank" rel="noopener noreferrer">solar power</a> became the cheapest source of electricity in history. The technology behind both solar and wind have moved on in leaps and bounds since the 1990s, thanks in large part to the flow-on effects of international lawmaking.The much-maligned Kyoto Protocol of 1997, now largely superseded by the 2015 Paris Agreement, brought the private sector firmly into the equation, launching carbon markets and spurring private sector investment that has begun to reshape our global economy away from its reliance on fossil fuels.From <a href="https://www.nepalitimes.com/latest/nepal-goes-electric-but-conditions-apply/" target="_blank" rel="noopener noreferrer">electric vehicles</a> to power generation to building design, the number of changes catalyzed by our international work on climate change are too many too list. Probably the best metric for judging the UN climate summits, however, is their impact on long-term global warming.In recent years, projections for the expected long-term warming have fallen from as much as 4-6°C before the Paris Agreement was inked, to around 1.8-2.7°C now, assuming we implement pledges made at UN summits. And while anything above 1.5°C is still very, very bad and the need for more action remains urgent, it’s not as unimaginably catastrophic as those higher numbers would be.That’s not to say the UN climate process can’t be improved. Some people would like to see them shrunk back to their size in the early days, when just a couple of thousand people—key negotiators and a smaller number of other stakeholders—met in person. This, they say, would render it more manageable, <a href="https://www.nepalitimes.com/here-now/the-carbon-footprint-of-nepals-tourism/" target="_blank" rel="noopener noreferrer">reduce the carbon footprint</a>, and make it less of a “circus.”There are arguments on both sides here. While on the one hand it is true that arguably only a few hundred diplomats could handle the haggling over the official UN documents under negotiation, it is worth noting the impact those other participants can have.For a start, many new pledges and promises are emerging on the sidelines of the official negotiations; “coalitions of the willing” wishing to make progress in specific sectors like, say, green investment, electric vehicles, reducing methane emissions or halting deforestation.These alliances of governments, private companies and other stakeholders are able to make advances in specific sectors where the official UN negotiations—which require consensus among more than 190 governments—cannot. The groups involved in such coalitions choose to network, negotiate, and announce their plans during the COPs because of the public interest in these events.Attend just one of these COPs and you will soon notice how many connections are made, partnerships are formed, and ideas generated, by participants not involved in the formal UN business of treatymaking. The benefits of these meetings and collaborations are hard to measure, but certainly considerable.UN negotiations can often feel glacial. With the scientific community—and the daily news of <a href="https://www.nepalitimes.com/here-now/north-indian-heat-wave-hits-nepal/" target="_blank" rel="noopener noreferrer">extreme weather events</a> around the world—reminding us of the need for urgency, it can feel like the discussions are going far too slowly. Obviously, there is much more to be done in a short space of time given that we are still hurtling towards some pretty frightening outcomes without more progress. Still, the UN process has made a difference and started to move the needle, even if is not yet happening fast enough.And what are the alternatives? No single country or private entity stands a chance of dealing with this threat alone. Neither Amazon nor Google can conjure up an online answer to this type of problem. The US or China can’t “go it alone” and no coalition of governments has been able to deliver what’s needed. It is clear, therefore, that a multilateral, global process involving all governments and stakeholders presents our <a href="https://www.nepalitimes.com/banner/unthinkable-in-the-current-climate/" target="_blank" rel="noopener noreferrer">only chance of containing such a global threat</a>.Winston Churchill once described democracy as the worst form of government except for all the others. The same applies to multilateralism and climate change. It is flawed, frustrating and at times agonizingly slow. But it is still without doubt our last best hope of success.So what needs to happen at COP27 in Egypt? Many are describing it as the “implementation COP” where we begin to turn pledges and well-laid plans into action. There will be pressure for countries to come with bolder measures to reduce their national emissions and for wealthier nations to bring more money to the table when it comes to supporting the developing world. In particular, more support for adaptation, as well as financial help dealing with the <a href="https://www.nepalitimes.com/banner/climate-smarter-himalayan-infrastructure/" target="_blank" rel="noopener noreferrer">loss and damage</a> already wrought by climate change, will need to be addressed promptly.We will also need to see inspired leadership. In our new book, Heroes of Environmental Diplomacy, we argue that dedicated and committed individuals can make a significant difference at these events. Examples from the recent past, such as the dedication of a handful of scientists and diplomats who helped create the Montreal Protocol and save the ozone layer, show that we can all play our part in turning the tide.More recently Christiana Figueres, the former head of the UN climate office and one of the architects of the Paris Agreement, is an example of the type of leadership that will be required at the next COP. Figueres is an advocate of “stubborn optimism” and the need to blend urgency with action. We agree. Persistence, combined with a belief that there is still time to make a difference, should be our guiding light during this critical time.Currently, the UK as hosts of COP26 still hold the climate presidency, which they will hand over officially to Egypt at the start of COP27 in November. Glasgow exceeded many insiders’ expectations, with Alok Sharma delivering a poised performance in spite of the UK’s recent domestic political turmoil. How will the incoming Egyptian presidency step up to the challenge? And how too will the <a href="http://blog.felixdodds.net/2022/08/new-head-of-unfccc-grenadas-simon-stiell.html">new UN climate chief</a>, Simon Stiell, approach this major meeting?As we look to COP27 and beyond, we wonder who the heroes of tomorrow might be? Are Climate Summits a Waste of Time?

Photo: KUNDA DIXIT</figcaption></figure>The COP26 climate jamboree ends in Glasgow on Friday, and already it looks like the best world governments are prepared to offer in terms of emission cuts is not enough to stave off an environmental catastrophe.There were a slew of national, international and multinational pledges for <a href="https://www.nepalitimes.com/latest/net-zero-is-not-zero/" target="_blank" rel="noopener noreferrer">net zero</a>, but activists fear allegations that the targets are vague and over-ambitious greenwash that they have no intention of meeting.The result could be global average temperatures soaring to up to 3oCelsius above pre-industrial levels, with catastrophic results. The <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener noreferrer">Himalaya will warm even faster</a>, and scientists say it could lose up to two-thirds of its remaining ice during this century.Read also: <a href="https://www.nepalitimes.com/latest/nepals-greenwashing-in-glasgow/" target="_blank" rel="noopener noreferrer">Nepal's greewashing in Glasgow</a>, Rashmi Baskota<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d128d9c7e80680e0a98dejpeg.jpg" alt="" width="3000" height="671"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12909c7e80680e0a98dfjpeg.jpg" alt="" width="1500" height="568"><figcaption> </figcaption></figure>On Tuesday in Glasgow, Nepal unveiled three <a href="https://www.nepalitimes.com/banner/blueprint-for-a-net-zero-nepal/" target="_blank" rel="noopener noreferrer">ambitious targets</a>, and without waiting for others to say it, boasted that it was the ‘highest climate ambition country’.In its three-point pledge, Nepal said it would:<ul><li>Start reducing emission from 2022 and be carbon negative after 2045</li> <li>Halt deforestation and increase forest cover to 45% by 2030</li> <li>Ensure all vulnerable people are protected from climate change by 2030</li></ul>In Kathmandu, environmental activist Bhushan Tuladhar welcomed the new targets, saying they were “ambitious but doable” but one which will require a serious review of our normal development pathway.“We can’t look at the commitments as just reduction of carbon emission, but as an investment for our economy and health. Now let’s walk the talk and get to work,” Tuladhar told Nepali Times.A good start would be for the government to order that all official vehicles purchased from now on will be <a href="https://www.nepalitimes.com/latest/e-vehicles-prepare-for-post-lockdown-boom/" target="_blank" rel="noopener noreferrer">battery powered</a>, and encourage public transport operators to electrify their bus fleets and by reducing taxes and setting up charging stations, he added.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12939c7e80680e0a98e0jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12979c7e80680e0a98e1jpeg.jpg" alt="" width="1500" height="1061"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d129a9c7e80680e0a98e2jpeg.jpg" alt="" width="1500" height="1000">The pledges have been criticised as being too vague on protecting all ‘vulnerable people by 2030’ and annual reduction of emissions till net-zero by 2045 will hinge on implementation, on which Nepal has always been weak. The <a href="https://www.nepalitimes.com/latest/nepal-can-up-forest-cover-to-45-by-2030/" target="_blank" rel="noopener noreferrer">forestry target</a>, however, is seen to be achievable.The targets are also conditional upon financial support, and Nepal will require $46 billion to implement them from 2022-2030, which is 24% of national GDP, and the government can fund only about 2% of this sum.Amrit Nakarmi, an adviser at the Energy Development Council who prepared the long-term strategy report, says that Nepal is unlikely to meet the targets without climate funds.“We contribute only 0.5% of total global carbon emissions and even within that  only 30% is anthropogenic, 20% is natural and the remaining 50% is transboundary, so us reducing <a href="https://www.nepalitimes.com/latest/nepal-doubles-its-carbon-footprint/" target="_blank" rel="noopener noreferrer">our carbon footprint</a> will not make much of a difference to the global climate,” explains Nakarmi.“But having said that we can replace our fossil fuel imports with clean hydroelectricity and cut our import bill,” he adds. “Electrification of the economy is urgent, and government policies should be in line with our targets and the private sector should be involved.”<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d129d9c7e80680e0a98e3jpeg.jpg" alt="" width="1800" height="1050"><figcaption> </figcaption></figure>Climate finance and payments for Nepal’s carbon sink from <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">expanded forest cover</a> will take time to materialise. But experts say we should not wait for the money, and start with low-cost effective mitigation measures locally.Cooking via electricity has now become much cheaper than LPG, and many urban families have transitioned to induction stoves. But 90% of households across Nepal are hooked to only 5amp current which is only enough for lighting. If the transmission can be upgraded, Nepal could save at least Rs33 billion a year by replacing its <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">cooking gas imports</a> with electricity.Nepalis have paid nearly Rs10 billion in pollution tax for every litre of petrol or diesel at the gas stations in the last decade. This money could be used to buy  electric public buses. Increasing the petroleum excise tax could fund conversion to renewables.Nepal would also save Rs21 billion a year by reducing its petroleum import bill by just 10% if it <a href="https://www.nepalitimes.com/here-now/cleaner-air-with-greener-buses/" target="_blank" rel="noopener noreferrer">converted public buses to battery-operated vehicles</a> while also increasing domestic consumption of clean electricity and improving air quality. If the transport sector is electrified, experts believe net-zero by 2045 is possible.Water scientist Madhukar Upadhya believes Nepal can also increase forest cover to 45% by 2030 (from the current 37%) by controlling forest degradation due to encroachment, deforestation and reducing wildfires.But Upadhyay is puzzled by the third target on protecting vulnerable people. “We just don’t have the infrastructure, knowledge or expertise to achieve climate resilience for vulnerable people by 2030,” he asserts.“Nepal experienced extreme weather this year,<a href="https://www.nepalitimes.com/banner/himalayan-floods-a-sign-of-worse-to-come/" target="_blank" rel="noopener noreferrer"> droughts and floods destroyed crops</a>, lack of water is creating climate refugees, wildfires have become nationwide,” Upadhyay adds. “These are not just headlines anymore, we are experiencing them ourselves, what are we doing to address these challenges? Rice farming generates methane, which is a greenhouse gas, so converting to the System of Rice Intensification (SRI) could reduce our contribution to climate change.Kathmandu’s only <a href="https://www.nepalitimes.com/banner/a-load-of-rubbish/" target="_blank" rel="noopener noreferrer">landfill in Sisdole</a> has reached maximum capacity and an alternative site has been in talks for decades. Landfills add to methane emissions, but there has been no commitment to composting and biogas using biodegradable urban waste.After overdosing on <a href="https://www.nepalitimes.com/banner/climate-change-is-a-disaster-in-the-nepal-himalaya/" target="_blank" rel="noopener noreferrer">climate news</a> for two weeks just to be side-lined until the next COP, we might want to recall another one of our targets, the Sustainable Development Goals (SDGs) by 2030. Half of the 17 goals in SDGs will be directly affected by the impact of climate change, and yet these initiatives are working in isolation when in fact they should coordinate and collaborate for the same goal: sustainable and just future.Says environmentalist Tuladhar: “There are two things to do right after Glasgow: explain the nitty-gritty of the commitments we made and immediately implement short-, mid- and long-term strategies to achieve them. Start with the low hanging fruit, what we can immediately do, and there are plenty of them.”

COPOUT at COP26

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
