<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d08ff9c7e80680e0a604fjpeg.jpg" alt="" width="1500" height="1000"/>Shreya KC attended her first environmental science class at university completely by chance.KC knew little about the environment and had not heard much about climate change. At home and in high school, she had learned about minimising consumption, reducing waste and reusing.“I could recite the definition and theory of all those terms, but I had no idea about the seriousness and urgency of the climate crisis,” recalls KC, now 23.After graduating from high school, she considered taking up dentistry or  microbiology, and enrolled in Bachelor in Science at Tribhuvan University, where she was assigned to the environment program.It was only after she turned up for the first lecture in a small, dimly lit but packed room that she realised it was on the links between economic growth and nature conservation.“In the introductory class, the professor told us that we would become environmentalists,” KC recalls. "He spoke about local communities impacted by  climate change, and about the challenges he had faced as an activist himself. That was so inspiring.”That first class was an experience that KC describes as finally waking up after long slumber.Right after that very first day at university, she began to read up on environmental issues and started looking into organisations she could volunteer at. This eventually led her to the Nepalese Youth For Climate Action (NYCA) and its conference on climate change.“Back then I didn’t have any social media account so I wrote to them from my sister’s Facebook,” says KC, who applied to participate along with a friend.The organiser said there was no space, but KC refused to give up hope and called them up asking them to let her participate if someone dropped out, which turned out to be the case.The conference opened up a whole new world for KC, and gave her exposure to ideas and opportunity to meet environmental experts and activists.“The climate crisis was so vast and global in scale that I was nervous and did not know how one individual could make a difference,” she says. “But the people I met at the conference gave me hope. I also learned a lot from researchers, scholars and young activists like me.”KC began to volunteer for the NYCA, of which she has since become the network coordinator. She then found out about the Youth Climate Scholarship, which would fully fund young people from the global South to attend the Climate Summit in Madrid in 2019.KC participated in several meetings and spoke about the Nationally Determined Contributions (NDC) of the Paris Accords at a conference representing the children and youth constituency at the United Nations Framework Convention on Climate Change (UNFCCC).“Meeting other young activists like me from other countries gave me a lot of hope,  that together our generation could make a difference to save the planet,” says KC, who met delegates who were wary of young activists and did not want to be caught lying.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d090c9c7e80680e0a6053jpeg.jpg" alt="" width="1080" height="607"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d090e9c7e80680e0a6054jpeg.jpg" alt="" width="1080" height="1084"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151120/636d09119c7e80680e0a6055jpeg.jpg" alt="" width="2048" height="1536"><figcaption> </figcaption></figure>But back in Nepal, KC found it much more difficult to get officials to take youth activists seriously. “Even other NGOs working on climate change do not believe in the young activists, so we can’t expect the government to do so,” she says. “They assume youth are ignorant about the world, and they are reluctant to share their ideas.”As the Himalaya suffers from a worsening impact of the climate emergency, there is a need for representation of young people from across Nepal’s diverse communities so that their concerns are heard.“We no longer need decisions that will affect our generation to be made without us,” says KC. “We are building a climate movement, and while we are not responsible for today’s climate crisis, we cannot afford to step back.”The young activist believes in finding local solutions suited to Nepal’s indigenous communities to adapt to the impact of the climate crisis, instead of copying inappropriate ideas.Nepalis have failed to understand that climate change is a cross-cutting issue and is directly linked to sustainable development and sound economic policies.After five years of climate activism, KC’s effort seems to be making waves. In April 2021, she was featured in Gayle Kimball’s Climate Girls Saving Our World. And in June 2021, she was one of 100 young climate activists from across the world featured in Marianne Larned’s Stone Soup for a Sustainable World: Life-Changing Stories of Young Heroes. But the 23-years-old is trolled, called ‘bikas birodhi’ (anti-development) and ‘dollar badi’. But she does not let this deter her, although there is a nagging worry that it may negatively affect people’s willingness to contribute to the cause.Says KC: "Young people are powerful. We are fearless, energetic and creative. Collectively our movement of self-motivated youth can make a difference.”

Nepali climate activist makes waves

This is almost three times higher than the goals set by the 2015 Paris Accord.Earlier, the <a href="https://www.unenvironment.org/" data-saferedirecturl="https://www.google.com/url?q=https://www.unenvironment.org/&amp;source=gmail&amp;ust=1576316260350000&amp;usg=AFQjCNFqZokBCtUTv1oaLPg92HjoT18iPw">UN Environment Programme (UNEP)</a> had said that in the coming decade global GHG emissions need to fall by 7.6% annually to meet the goals of Paris Accord. Will Himalayan glaciers and snow volumes face a similar fate? The ice cracks and crumbles and turns dirty pale blue before melting away altogether.’The disruptions in the <a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/&amp;source=gmail&amp;ust=1576316260351000&amp;usg=AFQjCNF_LsNSSyqX_ysmAzscrVc1kl6nSg">Himalayan snow ecosystem are real</a> and will occur along with similar disruptions in the midhill and the plains. Changes in rainfall patterns are affecting conditions that sustain ecosystems, leading to the depletion of springs in the midhills with significant implications on the health and livelihoods of people living in them. Frequent and high-intensity rainfall, landslides, and floods damage communities, decrease diversity of species, and increase disease and pest dynamics.The changes in rainfall and snowmelt will continue to <a href="https://www.nepalitimes.com/banner/global-heating-melts-mountains/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/global-heating-melts-mountains/&amp;source=gmail&amp;ust=1576316260351000&amp;usg=AFQjCNH4vXzPsAg99tDZQpaHtmAVzLXS1g">lower dry season river flows</a> in the coming decade, leading to declines in the availability of fresh water, resulting in lower crop yields, reduced electricity production and <a href="https://www.nepalitimes.com/opinion/nepals-silent-emergency-springs-going-dry/" target="_blank" rel="noopener">increased water stress</a>  Longer hot periods, increased energy needed for running air-condition for example will be hallmark of the 2020-2030 decade.The implications of these decade-long changes have not really hit the political class and civic leaders in Nepal and in other South Asian countries which have always shown short political time horizons. Most of them consider <a href="https://www.nepalitimes.com/editorial/climate-climax/">climate change</a> to be something in the distant future, nothing to worry about now, a problem that someone, somewhere (mostly in developed west), will provide technical and financial solutions for.Yes, solutions will be technical and require new funds, but how we deal with the impending changes are fundamentally governed by cultural, economic and political considerations. A 2019 report by US based Climate Central suggests says that by 2050, 42 million Bangladeshi and 36 million in coastal India are likely to be vulnerable to sea level rise. An earlier estimate was only of 5 million each in the two countries. Displacement due to sea level rise will present major challenges for governance, urban development and alternative livelihoods for those seeking safer locations. This new wave of migration will not begin 30 years from today, but is already happening and will accelerate.A recent OXFAM report says that climate fueled disasters were the number one driver of internal displacement over the last decade, forcing more than 20 million people a year to leave their homes. Given the current political backlash against migrants and refugees seen in many countries, the movement of people across borders will more even more curtailed. Yet people will keep moving, though migration will be much harder and increasingly unsafe. Though landlocked, <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">Nepal may not remain immune</a> to this upheaval, as the arrival of Burmese Rohingya refugees through Bangladesh and India has shown.Throughout human history, entire civilisations have been affected by droughts and <a href="https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/" target="_blank" rel="noopener">floods</a>. It is also a strategy to escape poverty and insecurity stemming from political hazards. Migration is not only the result of such push factors, but many pull factors such as jobs and better livelihoods. Today, about 2-3 million Nepali people live outside the country, mostly as wage workers.Climate change is likely to further accentuate prevailing societal imbalances, inequalities and other societal fault lines. These will seriously stretch institutional capacity to manage any <a href="https://www.nepalitimes.com/editorial/migration-mitigation/?preview_nonce=066ab9802a" target="_blank" rel="noopener">new wave of migration</a>  The socially excluded, marginalised, uneducated and those with limited livelihood options will be pushed into greater desperation.In the past year, 15 major reports have come out warning of the threats to humanity and <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">ecosystems</a> from the climate emergency. The tens of millions of people at the frontlines facing these new threats will be the aged, <a href="https://www.nepalitimes.com/here-now/women-in-climate-hot-spots-face-challenges-adapting/" target="_blank" rel="noopener">women</a>  children, peasants, fisherfolk and those making a living off already-depleted natural resources. The political challenge is to act now to avoid potential social and political catastrophe in the future. Make-or-break decade for climate action

Photo: KUNDA DIXIT</figcaption></figure>New research timed for the <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">UN Climate Summit in Madrid</a> this week shows that 1.9 billion people worldwide could be imperiled by a shortage of water caused by rapidly melting ice on mountain ranges like the Himalaya.Scientists assessed 78 mountain glacier–based sources of rivers and ranked them for the first time in order of their importance to downstream populations. The mountains are called ‘water towers’ because they store water in the form of ice, which melt when glaciers transport them to warmer lower altitudes.But with <a href="https://www.nepalitimes.com/banner/nepal-must-prepare-for-climate-migration/" target="_blank" rel="noopener">the climate crisis</a>, the snowline is rapidly receding up the mountains, and glaciers are losing ice at a faster rate than previously forecast. This means there will be less and less ice to melt in spring, reducing the dry season flow of rivers. A quarter of the world’s population is affected.https://www.youtube.com/watch?v=fVdZG8lT5oI&amp;feature=youtu.bePublished this week in the journal Nature, the findings prove that most global water towers are critically at risk due to global warming, growing populations, mismanagement of water resources, and other geopolitical factors.Asia’s high mountains are <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/">warming faster than the world average</a>, and in the Himalaya average temperatures have crept up <a href="https://www.nationalgeographic.com/environment/2019/02/himalaya-mountain-climate-change-report/">nearly 2o Celsius) since the beginning of the century</a>, which is double the planetary average. A major report titled <a href="https://link.springer.com/book/10.1007%2F978-3-319-92288-1">Hindu Kush Himalaya Assessment: Climate Change, Sustainability and People</a> put together by the Kathmandu-based International Centre for Integrated Mountain Development (<a href="http://www.icimod.org/">ICIMOD</a>) earlier this year states that even in the best-case scenario, the Himalayan mountains will lose more than one-third of their ice by the end of the century. An earlier report was even scarier, it said the <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/">Mt Everest</a> region would lose 90% of its ice by 2100.https://www.youtube.com/https://www.youtube.com/watch?v=g5mGPfDekyg&amp;feature=youtu.be?v=9uOETcuFjbEIf <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/">current emission trends</a> continue, the world will actually be hotter by between 4.2-6.5oC by 2100 – in which case two-thirds of Himalayan glaciers will be gone. The Himalaya are warming between 0.3 to 0.7o C faster than the global average, and the <a href="https://archive.nepalitimes.com/article/nation/ice-to-water-glacier-lake-outburts-himalayas-nepal,4197">loss of Himalayan ice</a> would have devastating consequences for 1.6 billion people living downstream. <figure><img width="1125" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a660b9c7e80680e05995cjpeg.jpg" alt=""><figcaption>Four 8,000m peaks (Cho Oyu, Everest, Lhotse and Makalu) showing the rapidly receding snowline in the Himalaya. </figcaption></figure><a href="https://www.nepalitimes.com/banner/the-third-pole-is-warming-faster-than-expected/">Climate models</a> show that summer flow in the Indus, Ganges, Brahmaputra and their snow-fed tributaries will actually rise till 2050 as the glaciers melt, but will start decreasing after that because there will be no more ice left. Measurements show that glaciers in the Central and Eastern Himalaya are shrinking at 40cm/year, and some are receding up to 30m/year.Santosh Nepal, water and climate specialist at ICIMOD and co-author of the current report said that since four out of the five most relied-upon and vulnerable water towers in Asia are located in the Himalayan region, the rivers that flowed down from them needed special attention.“Even when assessed on a global scale, the Indus in particular is one of the most critical and vulnerable water towers in the world,” Nepal said. “This is something the region as a whole needs to take seriously, and work on addressing collectively.” <figure><img width="1500" height="1125" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a660e9c7e80680e05995djpeg.jpg" alt=""><figcaption>North faces of Mt Kangtega and Mt Thamserku at above 6,600m still have some snow. Photos: KUNDA DIXIT</figcaption></figure>The scientists urge world governments to develop crossborder mountain-specific conservation and <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/">climate change adaptation policies and strategies</a> to safeguard both ecosystems and people downstream.The Indus River that starts in Tibet and flows across India into Pakistan is top on the list of water systems most at risk from the melting mountains, according to the report. The <a href="http://archive.nepalitimes.com/page/living-through-the-himalayan-thaw">Himalayan mountains</a> at the source of the Indus and its tributaries in Afghanistan, China, India and Pakistan are the most vulnerable to climate change.The southern Andes, the Rocky Mountains, the European Alps and 78 other water towers across the planet are at risk of global heating. Scientists analysed various factors that determine how reliant downstream communities are upon the supplies of water from these systems.They also assessed each water tower to determine the <a href="https://www.nepalitimes.com/banner/living-below-nepals-melting-mountains/">vulnerability of the water resources</a>, as well as the people and ecosystems that depend on them, based on predictions of future climate and socioeconomic changes. The study was authored by 32 scientists and led by Walter Immerzeel and Arthur Lutz of Utrecht University who have been researching <a href="https://www.nepalitimes.com/latest/himalayan-meltdown-from-space/">water and climate change in high Asia. </a>“What is unique about our study is that we have assessed the water towers’ importance, not only by looking at how much water they store and provide, but also how much mountain water is needed downstream and how vulnerable these systems and communities are to a number of likely changes in the next few decades,” said Immerzeel.Lutz added, “By assessing all glacial water towers on Earth, we identified the key basins that should be on top of regional and global political agendas.” <figure><img width="640" height="853" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a66119c7e80680e05995ejpeg.jpg" alt=""><figcaption>Tsho Rolpa glacial lake in the Rolwaling Valley is expanding dramatically because of melting ice in the catchment area.</figcaption></figure>This research was supported by <a href="https://www.nationalgeographic.com/environment/perpetual-planet/">National Geographic and Rolex as part of their Perpetual Planet partnership</a> to highlight challenges facing the Earth’s critical life-support systems, support science and exploration of these systems, and empower leaders around the world to develop solutions to protect the planet. “Mountains are iconic and sacred places around the world, but the critical role they play in sustaining life on Earth is not well understood," said Jonathan Baillie, executive vice president and chief scientist at the <a href="https://relay.nationalgeographic.com/proxy/distribution/public/amp/science/2019/12/water-towers-high-mountains-are-in-trouble-perpetual?__twitter_impression=true">National Geographic Society</a>. <figure><img width="3510" height="1500" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a651f9c7e80680e059913jpeg.jpg" alt=""/><figcaption>Photo: MONIKA DEUPALA</figcaption></figure>Nepal’s <a href="https://www.nepalitimes.com/banner/state-of-the-art-rural-hospital/">Bayalpata Hospital</a> has won an international award in the Health Category at the World Architecture Festival held in Amsterdam on Thursday.The hospital in <a href="http://archive.nepalitimes.com/news.php?id=17650#.Xens94Mza72">Nepal’s Achham district</a> is a public-private partnership between the group Nyaya Health and the Nepal government, and is built almost entirely using rammed earth technology using locally available material with an ambitious zero carbon construction.‘This is an example of when architecture provides more than a building. Although modest in scale and architectural expression is delivers a massive leap in healthcare provision in a region with scarce resources,’ jury members of the Global Architecture Festival said in their citation. ‘A great example of an architect listening closely and responding intelligently to site and situation. The building is rooted in its site through its use of onsite materials and has impeccable zero carbon design credentials.’ <img width="1500" height="1125" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a65229c7e80680e059914jpeg.jpg" alt="">Bayalpata was <a href="http://archive.nepalitimes.com/news.php?id=17650#.XensoYMza71">started by visionary Nepali and American public health experts in 2009</a>, and took over a defunct government hospital to show that accessible and free medical care was possible in a rural Nepal district that had the highest maternal and child mortality and lowest lifespan.Today, the hospital <a href="https://archive.nepalitimes.com/regular-columns/GUEST-COLUMN/upgrading-health-care-through-public-private-partnership-model,582">treats 100,000 patients a year</a> from Achham and six surrounding mountain districts. Paid for mostly by crowd-funding, the $4 million three-phase expansion of Bayalpata Hospital with its <a href="https://www.nepalitimes.com/banner/starting-nepals-green-school-movement/">state-of-the-art architecture</a> was completed earlier this year.“Our specs were to use local materials as much as possible, keep energy costs low, and respect the local context,” explains Arun Rimal, a Nepali architect with the US-based Office of Structural Design (OSD). “The rammed earth uses local clay and sand from the river. The thick walls give thermal mass for insulation, and the skylights optimise sunlight and ventilation.”  <img width="4416" height="3312" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a65279c7e80680e059915jpeg.jpg" alt="">The reliance on local material turned out to be a huge advantage because the project faced unforeseen logistical problems due to the 2015 earthquake and Blockade. However, the four-year construction was delayed by just six months because it did not rely too much on bricks, steel and other imported material. The facility has a <a href="http://archive.nepalitimes.com/news.php?id=5877#.XWZGkOMzaUk">rainwater harvesting system</a>, treats its wastewater and has a network of greywater-irrigated terraces and bioswales to control erosion and recharge the acquifer. A 100kw solar array on the roof meets most of the hospital’s electricity needs, even powering the facility’s only air conditioning unit in the surgical ward. “It was a deliberate design decision to work with the natural environment as much as possible and also to address the cultural context,” says Tyler Survant from Sharon Davis Design in New York, which also conceptualised the unique Women’s Opportunity Centre in Rwanda. “We had to plan for a different kind of hospital from the West: here you have patients and relatives who have travelled for days on foot to get here.” <img width="640" height="828" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a652b9c7e80680e059916jpeg.jpg" alt="">Bayalpata has public outdoor spaces and canopied courtyards to serve as comfortable waiting areas, while the operating theatres and wards are recessed. Unlike in the US, staff housing also had to be integrated into the facility since it has fulltime resident doctors, who live with their families.

But <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">people in rural mountainous</a> and coastal areas have not been able to adapt to these changes, forcing them to move,” explained climate expert Manjeet Dhakal, who is in Madrid for the United Nations climate summit, COP25, citing the example of pastoralists relocating in Mustang district because of prolonged drought.Scientists have had to revise estimates of the rate of global warming because the impact is being felt much earlier than expected, with <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">heat waves</a>, larger forest fires, more intense storms, unseasonal blizzards and extreme rainfall events. The past decade was the hottest ever on record, Europe saw its hottest ever June this year, sub-Saharan Africa experienced unprecedented drought, while Cyclone Fani triggered the evacuation and displacement of 3.5 million people in Bangladesh and India in May.Here in Nepal, over 80,000 people were infected with <a href="https://www.nepalitimes.com/banner/mosquitoes-move-up-mountains-as-the-earth-warms/" target="_blank" rel="noopener">dengue this monsoon</a> in an unprecedented outbreak that scientists said was exacerbated by a warming climate. Millions of climate refugees are moving across borders. Human mobility of any kind in the face of the changing climate will have an enduring impact on societies and economies.“When some members of a family migrate, the country’s dependence on remittance will increase. When entire families migrate, the country will lose a major portion of its labour force. Eventually, dependence on remittance and a shrinking labour force will inhibit the economy,” said Dhakal.As far back as 1990, the Inter-governmental Panel on Climate Change (IPCC) warned that the single greatest impact of <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">climate change</a> would be on human migration. Now, experts are saying there may be 200 million climate refugees worldwide by 2050. We in Nepal may not remain immune to this disruption even though we are landlocked,” says water expert Ajaya Dixit.Following the 2015 Paris Agreement, the executive committee of the Warsaw International Mechanism established a task force on displacement to develop recommendations to avert, minimise and address displacement due to climate change. Agencies, including the International Organisation for Migration, are building support for the second phase of the task force in <a href="https://www.nepalitimes.com/latest/clock-starts-ticking-at-cop-25/" target="_blank" rel="noopener">Madrid this week</a>.Climate migration is also being discussed in 25 panels and events at COP25. With a rising backlash against migrants and refugees worldwide, it is likely that climate change impacts will cascade, stretching institutional capacity and governance and increasing the cost of adaptation. As displaced people move onto other people’s land, political confrontation and conflict between native populations and migrants can result.Governments represented in Madrid need to devise policies not just to reduce emissions, but to deal with the political, cultural and economic fallout of climate migration.Says Dixit: “The <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">climate crisis</a> poses an existential threat. Let us hope human ingenuity and collective wisdom will prevail to begin much needed transformative action.”

Nepal must prepare for climate migration

The results raise questions for global agreements designed to help people adapt to the <a href="https://www.nepalitimes.com/editorial/climate-damage/" target="_blank" rel="noopener">climate emergency</a>, it adds.The findings are based on 25 case studies in three agro-ecological regions on the two continents: 14 in semi-arid locales, 6 in mountains and glacier-fed river basins (including one in Nepal) and 5 in deltas. The main livelihoods in these natural resource-dependent areas include agriculture, livestock rearing and fishing, supplemented by wage labour, petty trade and <a href="http://archive.nepalitimes.com/article/editorial/doubts-on-zero-cost-migration-deal-coming-into-force,2157" target="_blank" rel="noopener">income from remittances</a>.Environmental risks include <a href="https://www.nepalitimes.com/here-now/the-waste-land/" target="_blank" rel="noopener">droughts</a>, floods, rainfall variability, land erosion and landslides, <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">glacial lake outburst floods</a><a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">, heat waves</a> and cyclones, all of which negatively affect livelihoods. This occurred even in cases where support appeared to be available in the form of families/communities or via the state.Examples include when men migrate to find work because of climate change-induced impacts at home. While the money they earn can boost family incomes, when men are away <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">women must shoulder a larger burden</a>. In Chharghare of Nuwakot district, support from a well-established cooperative enabled many women — excluding Dailit women — to switch from raising buffalo and cattle to rearing goats, which adapted better to growing rain scarcity.“By enhancing women’s agency, we need to understand that we are helping them to create an enabling environment where a women’s right to make decisions about her own life is recognised, where women are economically empowered and free from all forms of discrimination and violence,” said Anjal Prakash, who worked on the case study for the Integrated Centre for Mountain Development (ICIMOD).Poverty is the main factor in the declining decision-making power of women in some hot spots, says the report, even when women share responsibilities in the family and work outside of the home. We can’t afford meat, we just eat rice and potatoes, but even for this, the quantity is not enough.”The study notes that international agreements, such as the gender action plan of the United Nations Framework Convention on Climate Change (UNFCCC) require information about what builds the adaptive capacity of women, and men, so that agreements can support sustainable, equitable and effective adaptation.It suggests that effective social protection, like the universal public distribution system for cereals in India, or pensions and social grants in Namibia, could contribute to relieving immediate pressures on survival.‘This however cannot always be done on the “cheap” — investments are needed to enable better and more sustainable management of resources. ‘Women’s self-help groups are often presented as solutions, yet they are confronted by the lack of resources, skills and capacity to help their members effectively meet the challenges they confront,’ the report adds.

We will call it COP25 for short. After riots engulfed Santiago in Chile, the venue was shifted to Madrid — just as well because that reduced the <a href="https://www.nepalitimes.com/latest/the-carbon-footprint-of-tourism/" target="_blank" rel="noopener">carbon footprint</a> of the gathering.COP25 comes at a time when scientists have warned that the <a href="https://www.nepalitimes.com/banner/weather-warning-for-climate-meeting/" target="_blank" rel="noopener">goals of the Paris Agreement of 2015 are outdated</a>, and the targets for <a href="https://www.nepalitimes.com/opinion/decarbonise-now/" target="_blank" rel="noopener">curbing carbon emissions</a> need to be revised. The CO2 concentration in the atmosphere crossed 408 parts per million last week — several orders of magnitude higher than before the industrial revolution, when it never rose above 300.Just to put it in perspective, all the changes we see happening around the world due to global warming have been set off by a temperature rise of only 1oC since human society started <a href="https://www.nepalitimes.com/banner/from-a-fossil-past-to-an-electric-future/" target="_blank" rel="noopener">burning fossil fuels</a> like coal. Yet, in the best-case scenario global average temperature is set to rise by at least 2oC in the next 30 years.In its Emissions Gap Report 2019 last week, the United Nations Environment Program (UNEP) warned that countries need to cut greenhouse gas emissions by 7.6% a year between 2020 and 2030 in order to <a href="https://www.nepalitimes.com/editorial/climate-climax/" target="_blank" rel="noopener">cap temperature increase at 1.5oC</a>, as agreed in Paris. But the US has pulled out of the Paris Agreement, and major emitters of carbon dioxide have not reduced their emissions as agreed. Environmental activists are holding a parallel ‘Social Summit for Climate’ to pressure governments to not backtrack on commitments. Yet, conspicuous by their absence in Madrid are US President Donald Trump, Russia’s Vladimir Putin, Indian Prime Minister Narendra Modi, Chinese President Xi Jinping and Brazil’s Jair Bolsonaro. Together they represent more than half the total emissions of greenhouse gases worldwide today.Scientists have painted an apocalyptic picture of what will happen if the world fails to act. Rising global temperatures will lead to <a href="https://www.nepalitimes.com/opinion/turning-on-the-heat/" target="_blank" rel="noopener">heat stress</a>, falling <a href="https://www.nepalitimes.com/latest/ipcc-report-and-nepals-food-security/" target="_blank" rel="noopener">food production</a>, continental-scale forest fires, <a href="https://www.nepalitimes.com/opinion/climate-for-change/the-great-himalayan-thaw/" target="_blank" rel="noopener">receding icecaps</a> and rising sea levels. All these slow-onset disasters will have an impact on food production and human habitation, forcing tens of millions to relocate. The climate crisis is already leading indirectly to political instability and conflict, which in turn adds to migration pressure.Aside from all the other changes like <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener">mass extinction of species</a> and collapse of natural ecosystems, it is migration that will have the most profound impact on human society. Some of these challenges are supposed to be discussed this week in Madrid, as delegations deliberate on the nexus between <a href="https://www.nepalitimes.com/here-now/the-waste-land/" target="_blank" rel="noopener">climate and migration</a>. However, this is the first time they will be migrating because of human-induced changes to the climate.People migrate due to sudden disasters like cyclones, floods, wildfires or droughts. But they will also <a href="https://nepalitimes.atavist.com/high-and-dry-upper-mustang" target="_blank" rel="noopener">relocate because of slow-onset changes</a> like sea-level rise and erratic rainfall patterns. The lesson of the past two years is that slow-onset is not so slow anymore.The world has reached a tipping point, where small quantitative changes have created larger non-linear irreversible movement of people. This poses huge implications for politics and security.People are <a href="https://nepalitimes.atavist.com/recharging-the-mountains-" target="_blank" rel="noopener">leaving the mountains</a> due to landslides and floods, drylands because of water stress and coastal areas due to sea-level rise. Their destinations are overcrowded urban areas where they are even more vulnerable. Being unprepared will be much more costly in the long run.<h2>10 years ago</h2>As world leaders gather in Madrid this week for the Climate Summit, it is interesting to note that exactly 10 years ago this week <a href="http://archive.nepalitimes.com/issue/479" target="_blank" rel="noopener">Nepali Times #479</a> was discussing the Copenhagen Climate Summit of 2009. Excerpt from an editorial from 4-10 December 2009:‘The people in the mountains of Nepal do not know that the futures of their children and grandchildren are tied up with how the international climate change conference next week in Copenhagen goes.Will the rich countries agree to cut back to 40% of 1990 emissions in the next 10 years (which scientists warn is needed to keep the average rise of global temperatures to within two degrees Celsius) or will they stall at the 13% the Americans say is as far as they can go?<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a64c49c7e80680e0598f6jpeg.jpg" alt="" width="329" height="500">The Copenhagen meet will also reveal whether the rich countries are actually willing to help developing countries make the switch from fossil fuel to renewables, and whether they will help to fund adaptation measures so the world’s poor can cope with rising sea levels and receding snowlines.'

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151116/636a64bf9c7e80680e0598f4jpeg.jpg" alt="" width="709" height="271"/>Transport-related emissions from tourism are expected to increase to 5.3% of all man-made CO2 emissions in the next 10 years, according to a landmark report from the United Nations World Tourism Organisation (UNWTO). However as tourist numbers rise and awareness grows about low-carbon travel, emissions per passenger kilometre are expected to decline.Launched at a side-event during the UN Climate Summit, COP25, in Madrid this week, the report, Transport Related CO2 Emissions of the Tourism Sector, outlines emissions produced by different modes of tourism transport.“It is now for the tourism sector, especially tourism policymakers, to use data in this report effectively, and ensure the sector plays a leading role in addressing the climate emergency,” said UNWTO Executive Director Manuel Butler at the launch.<ul><li>Ovais Sarmad, deputy executive secretary of the UN Framework Convention on Climate Change (UNFCCC), added: “While tourism is mentioned in many nationally determined contributions as a big concern, not enough has yet been done. Industry must do more, but governments must align their policies, so that at the international level we can collectively work to increase ambition.”</li> 	<li>Some of the main conclusions of the research include: Against the current ambition scenario, transport-related CO2 emissions from tourism are predicted to increase from 1,597 million tonnes to 1,998 million tonnes between 2016 and 2030, a 25% rise.</li> 	<li>During the same period, international and domestic arrivals are expected to grow from 20 billion to 37 billion, mainly driven by domestic tourism (from 18.8 billion to 35.6 billion), followed by international arrivals (1.2 billion to 1.8 billion).</li> 	<li>Transport-related emissions from tourism represented 5% of all man-made emissions in 2016, and will increase to 5.3% by 2030.</li> 	<li>Tourism-related transport emissions represented 22% of all transport emissions in 2016 and will account for 21% in 2030.</li></ul>

The carbon  footprint of tourism

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
