From its headwaters near Mansarovar on the Tibetan Plateau to its confluence with the Ganga in India, <a href="https://nepalitimes.com/banner/faith-to-reality">the Karnali</a> remains one of the last great free-flowing rivers in the Himalaya. At a time when most major Asian rivers have been dammed by concrete, the Karnali still surges, migrates, floods and recedes according to its own natural rhythms. This sustains an entire living system -- wildlife, communities and cultures — that cannot be replicated once a river is turned into a staircase of reservoirs. The Karnali is a natural artery for western Nepal. It nourishes fertile floodplains, recharges aquifers, supports fisheries and connects remote communities.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251221101240_213faa0e9da42af63e6c4f8a41e23a96efbd9f29a1d148227d65d2f16bb64b53.jpg" data-media-id="editor_1" data-image-id="20251221101240_213faa0e9da42af63e6c4f8a41e23a96efbd9f29a1d148227d65d2f16bb64b53" data-rendition-name="original" width="2500" height="1875" loading="lazy" alt="Karnali"> <figcaption>Confluence of the Humla and Mugu Karnali.</figcaption> </figure>  Bardia National Park and its rich biodiversity, including the tiger and fresh water dolphins, depend on the river and its seasonal interaction with the floodplain and wetlands. Riverine birds, crocodilians, endemic fish, all depend on the river. Millions of people in Nepal and India rely on the Karnali (called Ghaghara in India) for household use, irrigation and livelihoods. This living river now faces <a href="https://nepalitimes.com/banner/dams-and-dreams-a-journey-down-the-karnali">a cascade of proposed hydropower projects</a>. So far, the Upper Karnali &nbsp;(900MW) and the massive Karnali-Chisapani (10,800MW) have been purposed. Both have been mired in controversy and have been delayed. Construction of smaller projects like the Bheri-Babai Diversion are already underway.&nbsp; The Upper Karnali is a Rs146 billion project first purposed in 2006. It started construction earlier this year with the Indian conglomerate GMR leading the task. Even so it faces a setback as Bangladesh cancelled the power purchase deal of 500MW.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025122109124_80c381c4299dd7e18dbbcacb26e567edc5cfffba76d428e3b325dd194eae8a47.jpg" data-media-id="editor_3" data-image-id="2025122109124_80c381c4299dd7e18dbbcacb26e567edc5cfffba76d428e3b325dd194eae8a47" data-rendition-name="original" width="4284" height="5712" loading="lazy" alt="Karnali"> <figcaption>Free-flowing Upper Karnali.</figcaption> </figure>  The project is located on the stupendous Karnali Bend where the water can be pushed through a 2.5km tunnel over a drop of 130m, creating a huge generation capacity. But Nepal’s move towards big dams comes at a time when scientists warn of more extreme weather events like floods and landslides in the already fragile Himalayan landscape. Nepal now needs investment in storage projects as most hydropower plants are of the run-of-river type, which means power generation drops in the dry season. But a piecemeal dam-by-dam approach risks destroying a unique resource for benefits that could be achieved elsewhere with far less ecological cost. Once a free-flowing river is fragmented, its sediment delivery is choked, fish migrations are cut off, floodplains dry out and local cultures that revolve around seasonal flows begin to unravel. It should be protected as a wild, scenic, free flowing river as a gift to future generations,” says activist Megh Ale, who wants the river to be developed as an eco-tourism corridor on the pilgrim trail to Mt Kailash and Mansarovar.&nbsp; “We have many big tributaries to the Karnali,” Ale adds. “We can keep the main stream of the river as free flowing, and develop hydro projects on the tributaries. More than 6,000MW can be produced without touching the main river stem.”  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025122109128_223faf7f50c43f3bf008a7745b90131fa91975689109533b71ed7d9dcdb8c53e.jpg" data-media-id="editor_5" data-image-id="2025122109128_223faf7f50c43f3bf008a7745b90131fa91975689109533b71ed7d9dcdb8c53e" data-rendition-name="original" width="1875" height="2500" loading="lazy" alt="Karnali"> <figcaption>Rafters say Karnali is one of the best places for white water rafting in the world.</figcaption> </figure>  Nepal has abundant alternatives to hydropower: solar energy has been hardly tapped, and integrating them with pump storage systems are cheap, quick to build and are low impact. Smarter siting and design, modern transmission links and regional power trading can deliver reliable energy without sacrificing the country’s last pristine river. Preserving the Karnali would also pay dividends in climate resilience: free-flowing rivers buffer <a href="https://nepalitimes.com/banner/climate-denial-in-the-himalaya">extreme floods and droughts</a>, carry sediment that builds deltas and replenishes nutrients on farmland, and provide insurance against glacial and monsoon variability.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025122109124_a5726642ee785b624ee3e6d81a051091c91a8d388dba8c33f4a03bab1fddc97f.jpg" data-media-id="editor_7" data-image-id="2025122109124_a5726642ee785b624ee3e6d81a051091c91a8d388dba8c33f4a03bab1fddc97f" data-rendition-name="original" width="2500" height="1875" loading="lazy" alt="Karnali"> <figcaption>Tharu women repair a channel fed by the Karnali, which is a life line for their farms.</figcaption> </figure>  The Karnali is also a cultural and economic asset in its own right. As a rare, undammed Himalayan river, it underpins nature-based tourism, scientific research, and a way of life for Indigenous and local communities. Kalashtham Tharu, 32, is an elephant mahout in Bardia, and says the Karnali is an important source of water for animals and farming. Diversion for irrigation near Chisapani has meant that a channel going into Bardia National Park has gone dry, affecting biodiversity and nearby farms. &nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025122109120_6d3a45a440263e859d64c427a8543c6ede5a447a411797d25a6a41d713d33e91.jpg" data-media-id="editor_8" data-image-id="2025122109120_6d3a45a440263e859d64c427a8543c6ede5a447a411797d25a6a41d713d33e91" data-rendition-name="original" width="1500" height="2000" loading="lazy" alt="Karnali"> <figcaption>Panning for gold on the banks of the Karnali. Anita, 40, says there is much less water in the Karnali this year. On an average, she makes Rs200,000 from middlemen for the gold she pans during non-monsoon months. &nbsp; WILD RIVERS Around the world, countries are beginning to recognise the value of keeping a few great rivers wild. Protecting the Karnali would place Nepal at the forefront of that movement and strengthen efforts to seek international recognition for the river’s outstanding natural heritage. Any decision should be grounded in a transparent, basin-wide assessment that weighs the full social, ecological and economic costs—not just the megawatts on a project spreadsheet. That means evaluating alternatives, safeguarding critical habitats and migration routes, and recognising the rights and knowledge of the people who live along the river. International lenders and investors should take note: Financing high-impact dams on the Karnali would run counter to emerging global standards on biodiversity, <a href="https://nepalitimes.com/banner/dancing-with-the-river">climate resilience</a> and free-flowing river protection. Funding clean energy in Nepal should not require sacrificing the country’s most pristine river. For three decades, I have documented the Karnali from its source in Tibet to its entry into India, capturing the river’s seasons and the lives it sustains. The images I have captured and the voices of people who depend on the river, tell a simple truth: a free-flowing Karnali is irreplaceable. Says Megh Ale: “We are very rich in natural resources but manage them very poorly. We want instant solutions but do not have a long-term vision. We are not against development but there needs to be a good balance with nature.” &nbsp;

The river of life

For decades, Nepal’s leaders have promised prosperity by harnessing ‘white oil’, the vast hydroelectricity potential of Himalayan rivers. So far, less than one-tenth of the 48,000MW of feasible hydropower has been exploited — nearly all from run-of-river schemes that do not store water, but use the energy of steep rapids. This results in an annual monsoon power glut, and power scarcity in the dry season as rivers run low. Dams to store water in large reservoirs would solve that problem and balance year-round electricity generation and water supply. Nepal’s only existing reservoir project is Kulekhani, a rock-filled dam built back in 1982 that impounded a 7km long lake called Indrasarovar near Kathmandu. The only second reservoir in Nepal is the 150m tall concrete dam here in Tanahu that stores water for 17 days and is scheduled for completion in 2026.&nbsp; Plans for other dams are stalled: Budi Gandaki (1,200MW) with a 280m high dam, West Seti (750MW), Sun Kosi II (1,110MW) and the mammoth Mahakali (Pancheshwar) Dam on the western border with India. Photos: PINKI SRIS RANA</figcaption> </figure>  “Except Kulekhani, all hydropower projects in Nepal are run-of-river which produce enough electricity during the peak monsoon season, but in winter there is no rain and during that time, we buy electricity at a costlier rate than we sell to India,” says former Water Resources Minister Dipak Gyawali.&nbsp; Gyawali reasons that storage hydropower will even out the seasonal imbalance of both the water and the electricity, and boost Nepal’s domestic economy.&nbsp; However, storage projects are more expensive because of construction, land acquisition and impact on food supply. But there is a way to reduce cost by ensuring that regulated water has multi-purpose benefits downstream for agriculture and for fisheries, water supply, or tourism, with electricity a byproduct. Hydropower developer Kumar Pandey agrees: “The widening of a reservoir project’s purpose broadens investment prospects from different sectors and helps minimise the energy cost.” However, Nepal will have to balance the economy’s growing demand for year-round clean energy with those dams damaging local livelihoods, riverine ecosystems, lowering food production and exposing expensive infrastructure to climate and seismic risk.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_524f39c49583df1fb201abf67995edcc1dc808dd7a1b499b247978a750c06c5e.jpg" data-media-id="editor_2" data-image-id="2024072005078_524f39c49583df1fb201abf67995edcc1dc808dd7a1b499b247978a750c06c5e" data-rendition-name="original" width="3500" height="2625" loading="lazy" alt="Rivers be dammed NT"> <figcaption>Construction site of the 140m high concrete dam on the Seti River that will impound a reservoir 18km long in Tanahu when the project is completed in 2026. </figcaption> </figure>  Industrialised countries are dismantling some of their dams to let their rivers flow free again. But Nepal is only now embarking on a dam-building spree for energy and regulated water.&nbsp; “Nepal’s need for electricity is still to be fulfilled, so dismantling dams is pretty far-fetched,” says Gyawali. “Rather than ‘no dams’, we should be pushing for ‘no bad dams’.” There are currently 167 licensed hydropower projects in Nepal whose installed capacity will reach 3,000MW this year. When 278 new projects that are under construction come on stream, electricity generation will exceed 10,000MW by 2030. Dams in Nepal tend to have shorter lifespans because Himalayan rivers have some of the highest sediment loads in the world. Making dams seismic resistant adds to their cost. On top of this, there are now added dangers of glacial lake outburst floods, extreme rainfall and landslide dammed river ruptures.&nbsp; Nepal’s rivers frequently suffer these disasters, the latest in 2021 in Melamchi and eastern Nepal last year that damaged hydropower infrastructure. But an example of catastrophic destruction was the October 2023 flood on Sikkim’s Teesta that destroyed the $1.2 billion Chungthang dam and other projects. Read also: <a href="https://nepalitimes.com/multimedia/missing-pieces-of-the-hydropower-jigsaw">Missing pieces of the hydropower jigsaw</a>, Sonia Awale&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_6495183f214ce73edf5b9ffe8a307f150b9a21d59b892c7b5ec46d6861a32a66.jpg" data-media-id="editor_4" data-image-id="2024072005078_6495183f214ce73edf5b9ffe8a307f150b9a21d59b892c7b5ec46d6861a32a66" data-rendition-name="original" width="1750" height="1347" loading="lazy" alt="Rivers be dammed NT"> <figcaption>The 3D rendition on the Tanahu project dam.</figcaption> </figure>  “Climate change has drastically changed rainfall patterns, and we are yet to understand the impact on the hydropower projects,” says Kumar Pandey. “There can be many different factors that put dams at risk, but exaggerating the risks even before a project is started is fear-mongering.” Near Damauli, halfway between Kathmandu and Pokhara, the designers of the Tanahu dam say they have taken into account the Seti River’s origins in the glaciers of the Annapurna and its frequent floods.&nbsp; “We factor in the worst-case scenario and measure the probable maximum flood that could happen and tailor the structure to withstand the probable flood,” says acting project head Shyamji Bhandari at the project site near Damauli. Tanahu’s design includes flushing gates to minimise monsoon sedimentation to ensure longevity of the dam. Bhandari adds, “And if these measures aren’t enough and a calamity does strike, we also have an emergency siren system to warn downstream areas.” Nepal’s rivers are older than the Himalaya, and many of them start in China, cutting mighty gorges through the mountains, and flow down to join the Ganga in India before emptying into the delta in Bangladesh.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_f34e6ce2a703d568ea5ce69de3d75dd667838996f0a083673c78eb249c47fd0f.jpg" data-media-id="editor_5" data-image-id="2024072005078_f34e6ce2a703d568ea5ce69de3d75dd667838996f0a083673c78eb249c47fd0f" data-rendition-name="original" width="1330" height="882" loading="lazy" alt="Rivers be dammed NT"> </figure>  Rivers do not respect country boundaries, but hydropower projects are built within national jurisdictions. Nepal has had to navigate intricate geopolitics with its lower riparian neighbour India, and it has not always gone smoothly. Past projects like the Kosi and Gandaki that India built on the border 50 years ago are seen by many experts as being unfair to Nepal. More recently, New Delhi has refused to buy surplus electricity from hydropower projects in Nepal in which the Chinese are involved. Reservoirs in the Himalaya are going to be even more geopolitically sensitive because the climate crisis will make water a strategic commodity for India’s densely populated and increasingly prosperous Ganga plains. “Rivers are continuous with upstream-downstream linkages. Anything done on rivers in Nepal will have an impact downstream, which is why rivers should be studied in totality, and infrastructure designed keeping that in mind,” says water expert and author Ajaya Dixit.&nbsp; Storage dams in Nepal will regulate water on rivers flowing downstream, and if Nepal builds them with international loans India will benefit for free, while Nepal’s fertile and populated valleys are submerged. But for strategic reasons, India may want to have a say in Nepal’s plans to dam its rivers. An estimated<a href="https://www.researchgate.net/publication/321426715_Groundwater_resilience_Nepal_Preliminary_findings_from_a_case_study_in_the_Middle_Hills"> 70% of dry season flow</a> and 40% of annual discharge on the Ganga comes down from its tributaries in Nepal. It therefore makes sense for India and Nepal to plan for the future by regulating flow. Dams are even more disruptive on riverine ecosystems than run-of-river schemes, and destroy the habitat of Himalayan rivers which are havens for biodiversity. Some endangered fish, amphibian and bird species are found nowhere else on the planet.&nbsp; A 2018 Asian Development Bank report, Impact of Dams on Fish and Rivers in Nepal, found that hydropower projects did not use any tool to measure the possible impact on aquatic biodiversity. &nbsp; ‘Dams act as barriers for migratory movement of fish, in many cases, threatening species’ survival,’ the report stated. In northeastern Nepal, a local community in Lumba Sumba is lobbying internationally to crowdfund a campaign against a hydropower project on ancestral land in the Chhujung River valley that they say will also disturb the habitat of endangered snow leopards. How well Nepal’s planners can balance geopolitics, rising energy demand and economic growth with ecosystem protection and respect for human rights will be tested in the coming years, as the country embarks on a dam-building spree. &nbsp;&nbsp; <h2>Displacing people to store water</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072005078_2870cd71c55d84dd835d90b13a34235a0c477b525a2b78ec2b3a3b129e065a83.jpg" data-media-id="editor_9" data-image-id="2024072005078_2870cd71c55d84dd835d90b13a34235a0c477b525a2b78ec2b3a3b129e065a83" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Rivers be dammed NT"> <figcaption>The Tanahu project will inundate the house of Battimaya Biswakarma as well as those of her family members in Wangtangetar.</figcaption> </figure>  Nepal’s first reservoir project on the Kulekhani Khola was built in 1982 on a spring-fed stream near Kathmandu. The inundation displaced 3,500 people who were not adequately compensated. “Back then, people were naive and Kulekhani residents gave up their land without much discussion,” says Ram Kumar Shrestha, 59, whose family was among those who had to move. They are currently living on the outskirts of Markhu. His father, Jhamak Lal Shrestha was the village head during the absolute monarchy days. Residents of Kulekhani under consideration to be given land in Thori near the Indian border in Chitwan, but many were not happy. “It was too hot and there was danger from wild animals,” recalls the senior Shrestha, now 79. Some invested the compensation money on land elsewhere and did well, but others spent it on everyday expenses and were soon destitute. The compensation and resettlement plan for the Kulekhani displaced was ‘deeply flawed’ as per a report by researcher Jagdish Chandra Pokharel. And Nepal’s record for resettlement of people for infrastructure and national parks has not improved since then.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/geopolitics-of-nepal-s-rivers">Geopolitics of Nepal’s rivers</a>, Ramesh Kumar Kulekhani’s history is being repeated in Tanahu. By the banks of the Seti River in the village of Badarkuna, cows and water buffaloes graze without a herder in sight amidst cement pillars with painted numbers.&nbsp; These are farms that belong to the people of Paltyang village, who cultivated fields by the river but lived up the mountain till as recently as three years ago.&nbsp; “Our ancestors lived in Paltyang because there was malaria down here in Badarkuna,” explains Til Bahadur Thapa, 64, who along with wife Sansasri worked the fields by the river and climbed back up to Paltyang just to sleep.&nbsp; The cement pillars on Thapa’s field mark the area that will be inundated by the Tanahu dam. After they were put up, the Thapas stopped farming here.&nbsp; Yam Kumari Thapa, 43, grew more than enough rice and maize in her fields near Fedi Khola, a tributary of Seti– that will soon be submerged. She sold the surplus in the market. Now, she is fighting for compensation for her land.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024072708078_bce072e5e7051cbbb995ed2763bca448927b576f14acdcc8e636755961642838.png" data-media-id="editor_11" data-image-id="2024072708078_bce072e5e7051cbbb995ed2763bca448927b576f14acdcc8e636755961642838" data-rendition-name="original" width="1920" height="1080" loading="lazy" alt="Building dams"> </figure>  A little above Badarkuna is a Dalit settlement that will also soon be underwater. The land is undocumented, and this means compensation from the project will be complicated for the 12 families here.&nbsp; “We know that electricity is important and we are not against development,” says Battimaya Biswakarma of the Dalit settlement of Wangtangetar. “All we are asking for is a place to live like we were living here.” The Tanahu project has affected 560 households but 41 households are fighting for land compensation. How the Tanahu project compensates them will set a &nbsp;precedent for other even bigger reservoir projects being planned, like Budi Gandaki which will displace 3,560 households and Sun Kosi II which will affect 15,000 people. “Hydropower is built on rivers and water is a socially required resource which is why the development of dams brings out a lot of local social and environmental issues,” explains hydropower developer Kumar Pandey. &nbsp; Run-of-river projects are at high risk from floods, but relatively benign because unlike reservoirs, they do not displace too many people and submerge fertile farmlands.&nbsp; Some experts say Nepal should not be investing in colossal projects like the $1.3 billion Upper Arun in northeastern Nepal directly under mountains that will be vulnerable to glacial lake outburst floods, and instead prioritise smaller schemes and spread the risk. “Smaller run-of-river projects require much less area while mega storage projects submerge huge tracts of farmland and displace people, making the financial and social cost heavier,” says Jagdish Chandra Pokharel, author of the Kulekhani report and former chair of the National Planning Commission.&nbsp; However, the need for a year-round balance of electricity and water supply is forcing Nepal’s planners to look at the larger picture and opt for big reservoir projects.&nbsp; Til Bahadur Thapa looks below at his fields on the banks of Seti River that his ancestors have farmed for generations but will now be submerged by the Tanahu reservoir. Rivers be dammed

Nepali hydropower industry is poised to play a bigger role in Nepal’s energy transition to meet its 2045 net zero target. Nepal Hydropower Association (NHA) last month hosted a ‘Made in Nepal’ booth at the Hydro23 conference in Edinburgh which was attended by 1,000 delegates from 70 countries. There were over 30 delegates from Nepal. The Nepal booth showcased and promoted Nepali hydropower expertise, experience and its ability to offer a diverse range of services across the whole hydropower value chain in emerging markets for projects up to 100MW. This was a show of Nepal’s new confidence in the experience its technicians and engineers have gained in the past decades. With its natural geographical advantage, Nepal actually has over 100 years of experience in hydro-electricity, with <a href="https://nepalitimes.com/here-now/nepal-s-1st-hydroelectric-plant-is-a-museum-piece">Pharping being only the second hydropower plant in Asia</a> when it was built in 1911. In his new book What Went Right: Sustainability versus Dependence in Nepal's Hydropower Development, US professor Mark Liechty explains why Nepal’s hydropower sector has been such a success among the many development models that Nepal’s donors experimented with over the last seven decades. Liechty traces the history of indigenous capacity in Nepal’s hydropower with capital financing, tender bid process, EIA, engineering consulting, construction, generation, maintenance, transmission to distribution. Nepalis also gained experience in project management and delivery along with increased sophistication of the local high precision machining and tunnelling expertise in the challenging Himalayan geology and climate. Nepal’s Ambassador to the UK Gyan Chandra Acharya said: “Nepal’s hydro industry has a unique position and readiness to contribute to reducing greenhouse gas in South Asia and beyond. This global interaction can only be mutually beneficial.” There are now 130 hydroelectric plants in Nepal delivering nearly 3,000MW, with another 240 plants under construction. Such an experience and a steep learning curve in a short development period has meant that the sector has proven that it can build hydro projects at speed and at a competitive price globally. Evidence of this is the trend towards Chinese contractors outsourcing some of their hydro engineering design work to Nepali engineering consultancies. The output and competitive consulting fees proves that Nepal’s engineering design is ready to do business globally. Nepal’s Energy Secretary Dinesh Ghimire told the Edinburgh gathering: “Made in Nepal can be a platform to share Nepal’s successes and tell the world that we are ready to do business by selling its hydropower building expertise.” Hydro Consult Engineering, a company with 30 years experience in Nepal promoted its services and capabilities in Edinburgh. It has completed projects in Pakistan, and two small new plants are in the pipeline in Kenya and Uganda. Hydro’s CEO Manohar Shrestha said: “We are excited with our international projects. It is a game changer.” Delegates said the next steps were for NHA and the Ministry of Energy, Water Resources and Irrigation to support the industry’s growth, and project Nepal was a model for successful energy transition at climate summits including at the COP 28 in Dubai this month.

Nepal's hydropower goes international

All photos: KRISHNA MANI BARAL</figcaption></figure>The once pristine Phewa Lake that used to reflect the majestic Annapurnas and Machhapuchre <a href="https://www.nepalitimes.com/banner/pokharas-shrinking-lakes/" target="_blank" rel="noopener noreferrer">is shrinking</a>, depriving Pokhara of its main attraction.Siltation from the river and streams feeding into it have reduced its area, the lake has become an urban garbage and sewage dumping site, and real estate speculators have encroached on the banks. Geologists have calculated that the lake accumulates more than 142,000 tonnes of sediment every year.Tourism-driven urbanisation and pollution mean that the famous lake is now devoid of its aquatic life, and there has been a visible decline in the number of <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" target="_blank" rel="noopener noreferrer">migratory birds</a> nesting here. Indicator insects such as <a href="https://www.nepalitimes.com/banner/night-of-the-firefly/" target="_blank" rel="noopener noreferrer">fireflies</a>, <a href="https://www.nepalitimes.com/banner/project-dragonfly/" target="_blank" rel="noopener noreferrer">dragonflies</a> and butterflies that depend on clean water sources have also started to vanish.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08239c7e80680e0a5fffjpeg.jpg" alt="" width="1600" height="1067"><figcaption>Parts of Phewa Lake have become an urban garbage and sewage dumping site.</figcaption></figure>But more worryingly, this important <a href="http://archive.nepalitimes.com/news.php?id=18976" target="_blank" rel="noopener noreferrer">wetland</a> in Pokhara and a major Ramsar site is shrinking rapidly due to increased sediment load due to haphazard building and road construction on the slopes above the lake.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" target="_blank" rel="noopener noreferrer">Unusually heavy monsoon downpours</a> last month in the Phewa watershed washed down silt into the lake, turning the water turbid brown, and submerging paddy fields in the river delta.In 1957, Phewa Lake was 1,119 hectares, but a survey earlier this year by Gandaki Province showed it had shrunk to 572 hectares. “At this rate, Phewa taal will be reduced to a mere pond in the next two decades,” says local Pame resident Shankar Aryal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08269c7e80680e0a6000jpeg.jpg" alt="" width="2568" height="1584"><figcaption>The original extent of Phew Lake. It has shrunk by half today.</figcaption></figure>Phewa Lake was originally <a href="https://www.nepalitimes.com/latest/pokhara-six-decades-ago/" target="_blank" rel="noopener noreferrer">stretched as far west as Chankhapur, </a>and boats would go up to Pame to transport goods. Traders from as far as Parbat district used these boats to bring their produce to lakeside, transfer them to mules bound for Pokhara’s market. But with the extension of the road to Pame in 1994, people started using vehicles for transportation.What used to be a boat dock is now a swamp and has been filling up with sediment for the past two years. The land mafia has encroached further on the lake by using tipper trucks to dump soil on the lake to sell for new residential plots.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d082a9c7e80680e0a6001jpeg.jpg" alt="" width="2500" height="1667"><figcaption>Boats docked at the shore of Phew lakeside in Pokhara last week on water made turbid by sediments.</figcaption></figure>“Wetlands are the earth's kidneys, they filter water at the source, which then flows into the lake. Their deterioration and disappearance do not bode well for our water bodies and causes the lake to shrink further,” explains conservationist Raju Acharya.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/nepal-braces-for-monsoon-pandemic-double-hit/" target="_blank" rel="noopener noreferrer">Irregular precipitation patterns due to the impact of the global climate crisis</a> have added to the problem. Pokhara receives the most rain in Nepal even at normal times. Earlier this month, it recorded 210mm of rain (10% of the annual average) in just 24 hours, bringing down huge quantities of sediment and raising the lake bed in the shallow shore near Chankhapur.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d082e9c7e80680e0a6002jpeg.jpg" alt="" width="1024" height="683"><figcaption>Much of what used to be Phewa Lake has already been turned into paddy fields as the lake shrinks.</figcaption></figure>On one hand, the rise in water level allowed for invasive species such as water hyacinth found on the mouth of the lake to spread further and clog up the fish cages, resulting in financial losses for local businesses.But <a href="https://www.nepalitimes.com/latest/heavier-than-usual-monsoon-in-nepal/" target="_blank" rel="noopener noreferrer">heavy, incessant rains</a> also bring in large amounts of deposits. Landslides in the catchment area flow through the Khare River and into the Harpan River, the main source of Phewa lake. This in turn raises the bed of the lake, which like Pokhara’s other lakes, were formed after a catastrophic flood 800 years ago on the Seti River after a landslide dam burst upstream, covering the valley in debris 100m deep.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08309c7e80680e0a6003jpeg.jpg" alt="" width="1024" height="683"><figcaption>The eastern edge of Phewa Lake has filled up with sediment, and this process is accelerating.</figcaption></figure>Much of what used to be Phewa Lake has already been turned into paddy fields as the lake shrinks. Pokhara Mayor Man Bahadur GC has vowed to clean up the lake and turn it back to its original condition. But his words have not been turned into action yet.Pokhara Metropolis with the Gandaki Province built <a href="https://www.nepalitimes.com/latest/pokhara-lake-lowered/" target="_blank" rel="noopener noreferrer">cofferdams and siltation ponds</a> last year to prevent soil and pebbles from the Harpan, Andheri River, Lauruk and Betayani Khola flowing in and then filling up the lake.But the check dam on Harpan Khola is already filled with sand and boulders from last month’s floods.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151116/636d08339c7e80680e0a6004jpeg.jpg" alt="" width="1500" height="1000"><figcaption>Tourism-driven urbanisation and pollution have depleted Phewa's aquatic and bird life. But even as they were under construction, locals and experts alike claimed that they were not strong enough to check the siltation.“The water flow is too strong and the dams are too shallow for them to be of much use,” says local resident Bishu Dahal. “But the project people didn’t even listen to the experts, so it has just been a waste of money.”<h2>How big is Phewa Lake? Pokhara’s shrinking Phewa Lake

Pour a glass of water on one side, and it flows westwards into the Gandaki River Basin. On the other side the streams drain into the Melamchi, which meets the Indrawati, then the Bhote Kosi to become the Sun Kosi that flows 200km eastward until it merges with the Arun and Tamor to form the Sapta Kosi.At that point, the river makes a tight turn south to tumble into the Kosi megafan in the Tarai and Bihar to finally to join the Ganga at Kursela. The Kosi, in fact, is the largest tributary of the Ganges, bigger than the Gandaki, Karnali, Jamuna, and even bigger than the Ganga itself as it debouches into the plains at Haridwar.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06389c7e80680e0a5f4fjpeg.jpg" alt="" width="1920" height="1080"><figcaption> </figcaption></figure>The Kosi’s origin in Nepal is near Kathmandu. But it largest tributary, the Arun, originates in Tibet where it is called the Phung Chu, makes a mighty arc in Tibet and cuts through the Himalaya between Mt Makalu and Mt Kangchenjunga to meet its siblings Sun Kosi and Tamor at Tribeni.Geologists say rivers like the Arun that slice through the Himalaya are older than the mountains, and cut their way through as the terrain rose over millions of years with the collision of the India and Eurasian tectonic plates.The Kosi watershed therefore drains an enormous vertical landscape stretching from Mt Xixapangma which lies just 80km on the other side of the Himalaya in China, both sides of Mt Gauri Shankar (Chomo Tseringma), Mt Everest and Mt Makalu, as well as the western slopes of Kangchenjunga. Six of the world’s 13 peaks above 8,000m are therefore a part of the Kosi catchment.These mountains block the monsoons, and in eastern Nepal their southern slopes get more than 3,000mm of rain a year, weathering them down relentlessly, making the sedimentation load of the Kosi the heaviest for any river in the world.The topography of this mighty river has shaped Nepal’s history and culture, and can determine the country’s future prosperity as well. But only if we respect its geology, hydrology and the climate of its basin.Watershed expert Madhukar Upadhyay says, “We have not even begun to understand the hydrological and geological specificities of our mountains and rivers and yet are rushing headlong into ever-larger infrastructure development. Nepalis will still be here 500 years from now, what kind of country and landscape are we leaving behind for them?”Last month, landslides blocked the Melamchi-Indrawati, unleashing a deadly debris flow that destroyed infrastructure, homes and livelihoods. It imperilled <a href="https://www.nepalitimes.com/here-now/light-at-the-end-of-the-melamchi-tunnel/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/light-at-the-end-of-the-melamchi-tunnel/&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNEaXQ5HnjB92xgkbHBEnnbl5xiwow">the Melamchi project</a>, and its tunnel supplying water to Kathmandu was saved only because the gates were closed for maintenance just hours before the onrush.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d063c9c7e80680e0a5f50jpeg.jpg" alt="" width="1920" height="1080"><figcaption> </figcaption></figure>This week, the Upper Tama Kosi project started generating electricity, that will provide one-third of Nepal’s total power demand. But there was a scare just days before the inauguration: China informed Nepal that a massive landslide had blocked the river upstream, threatening the Rs55 billion project. Fortunately, the river found its way around the blockage. The near escapes of the Melamchi and Upper Tama Kosi sites make us take Upadhyay’s warnings seriously.Other <a href="https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/monsoon-hits-nepal-with-a-bang/&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNHkbbDluGypXbbgC1BQxVAVndFTvA">flash floods this year </a>in Manang, Kaski and Lamjung also showed that while our rivers hold great promise, we ignore the risk to settlements and major infrastructure along their banks. Our engineering methods have been inherited from the West, and do not account for cloudbursts and extreme Himalayan weather events. All these risks have been exacerbated by climate change.In Melamchi, the power of the flood last month is evident in the steel hulk of the Indrawati Bridge that lies crumpled in the muddy river 100m downstream amidst room-sized boulders. The new sand bank is 25m thick, indicating the flood’s maximum height.It is not clear what happened, for a bishyari or two (bursting of a landslide-damming of the river) would not be enough to generate such a massive debris flow. Some speculate there may have been centuries-old glacial deposits which suddenly got released through a combination of earthquake weakening and heavy rain.We also saw that <a href="https://www.nepalitimes.com/banner/after-the-deluge-in-nepal/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/after-the-deluge-in-nepal/&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNFAaYeK5lUf9eY4-j8mOHnFIUOT5A">Melamchi Bazar </a>had expanded into the river’s flood plain, with buildings in place of rice paddies, which added to the loss of life and property. Less than a month after the disaster excavators and tipper trucks are already on the Indrawati river bed, scooping up sand and boulders to feed Kathmandu Valley’s voracious appetite for construction material.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06409c7e80680e0a5f51jpeg.jpg" alt="" width="1920" height="1080"><figcaption> </figcaption></figure>It is the Kosi’s Melamchi tributary that augments Kathmandu’s water supply, while the sand and boulders from the Indrawati, Sun Kosi, Bhote Kosi and Rosi fulfil the Valley’s demand for sand and aggregates.While earthquakes, floods and landslides are seen as ‘natural disasters’, and indeed they are to some extent, they become ‘man-made’ calamities with unregulated sand-mining of rivers, quarrying on steep slopes, and haphazard road-building.The highway along the Indrawati is crowded with sand-laden tipper trucks bound for Kathmandu. Downstream towards the Kosi Barrage along the BP Highway, the road follows the river past the site where a part of the Sun Kosi is to be channeled through a 13km tunnel to irrigate farmlands in the Tarai of Province 2. A similar inter-basin diversion scheme on the Kali Gandaki is now pitting Gandaki vs Lumbini Province, and the central government.We finally get to the new bridge across the Sapta Kosi at Chhatara, connecting Udayapur and Sunsari districts. This is exactly the point where, after its epic journey from the Tibetan Plateau and between the highest mountains in the world, this great river fans out into the plains.https://youtu.be/34lmOgPv-zkNorth of the bridge is the site of the proposed mammoth <a href="http://archive.nepalitimes.com/news.php?id=2413#.YOQRoi8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D2413%23.YOQRoi8RoWo&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNF86VG9E0i8u5OqfG5NvKJKILpBEA">Kosi High Dam</a>. The 300m high dam will create a reservoir submerging huge tracts of the Sun Kosi, Arun and Tamor Valleys in a kind of ‘trishul’. India needs the dam for flood control, and to facilitate inland navigation by storing monsoon water and discharging it in the dry season. But there are many questions regarding the proposed mega project.To begin with, the high silt load means that a future Kosi Reservoir would soon fill up with sediment. There are alternatives to dams: people in the Kosi plains have learnt to live with annual floods which deposit valuable soil nutrients, and diverting water through earlier river channels would ease flood impact.The village of Hanuman Nagar had to be relocated because of the barrage, and 60 years later some of its families and those further upstream have still not got compensated. The barrage also destroyed an important wetland, and <a href="https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/the-great-trans-himalayan-bird-migration/&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNFOCjdWAUhLv8LM1mLEnBNbFZeVHQ">migratory birds </a>now alight in <a href="http://archive.nepalitimes.com/news.php?id=15974#.YOQSqy8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D15974%23.YOQSqy8RoWo&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNH9ndET9JXr1SU0_SRmfnAXaLeZ5A">Kosi Tappu Wildlife Reserve</a> instead.Extending the reserve further north and south could increase the habitat of endangered arna, wild elephants and freshwater dolphins, encourage ecotourism, and provide income to villagers whose grandparents had to move.The 60-year-old embankments that jacket the Kosi upstream and downstream from the Barrage have created the potential for a massive future disaster, an inland tsunami. Because of the river’s heavy silt content, the Kosi now flows on a deck 3-4m above the surrounding land. <a href="http://archive.nepalitimes.com/news.php?id=15163#.YOQR6y8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D15163%23.YOQR6y8RoWo&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNELQRpfAALk_H4uMYlUohTJDiWrQg">In 2008, the Kosi breached the eastern embankment </a>at Kusaha, causing <a href="http://archive.nepalitimes.com/news.php?id=15193#.YOQTGy8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D15193%23.YOQTGy8RoWo&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNGQbFvez-8I6Bv7_rYVwfQpczaNAg">destruction </a>downstream in Sunsari and Bihar. And that was when the river was not even in spate.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06439c7e80680e0a5f52jpeg.jpg" alt="" width="1920" height="1080"><figcaption> </figcaption></figure>With extreme weather caused by climate change, or a confluence of cloud-bursts in the mountain catchment, <a href="http://archive.nepalitimes.com/news.php?id=3526#.YOQSOy8RoWo" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D3526%23.YOQSOy8RoWo&amp;source=gmail&amp;ust=1625725666191000&amp;usg=AFQjCNEvH8AZlBKUPb68a4OulBhpsm0Q2w">a record-breaking flood in future</a> could cause an engorged Kosi to bypass the barrage altogether and unleash a catastrophic flood downstream.The Kosi Barrage was meant to be a temporary solution, and the Kosi High Dam was always in the minds of the Indian authorities. There is a need for transparent and independent study by water experts, social scientists and technocrats to study the pros and cons of the Kosi High Dam.Siltation, seismicity, adaptation and mitigation, all need to be factored in with projected future climate impact. Meanwhile, across the world, ecologists are warning that the price to pay for large dams is too great because of the destruction of river ecosystems.A massive rockfill dam on a seismically active zone, the geopolitical implications as well as the social and environmental costs may outweigh the planned benefits. To make up for the mistake of the Kosi Barrage, we may be making an even greater blunder with the Kosi High Dam.

The Kosi’s sorrow, and scope

From stone spouts to cast-iron mains, Nepal’s water system and its struggle to provide safe water tells a larger story of power, disease, dependency — and lessons for the future. From 1823 to 1891, the Nepali state made just two notable interventions in Kathmandu’s drinking water system. The first was when Prime Minister Bhimsen Thapa commissioned a stone pout (hiti) to tap groundwater within the valley’s traditional supply system. The second came nearly 70 years later with Nepal’s first industrial-era water system, the Bir Water Works in 1891 under Prime Minister Bir Shumsher Rana. Linking these two milestones was the spectre of cholera. From the 19th century on there were seven global cholera pandemics. <a href="https://www.sciencedirect.com/science/article/pii/S0264410X19309995#bb0325" target="_blank">Originating in Asia</a>, the disease reached Europe and the Americas, the Vibrio cholera bacillus breeding in poor sanitation wherever it found it. The first wave erupted in 1817, followed by others in 1829, 1852, 1863, 1881, 1889 and, finally, in 1961, the seventh pandemic which still lingers on. London, the epicentre of the Industrial Revolution, was repeatedly stricken. In Britain ‘miasma’ foul air was blamed. &nbsp;In Nepal, cholera was seen as divine damnation. By the late 19th century, as Nepal’s relationship with Britain deepened, the Bir Water Works was inaugurated in 1891 as a defence against cholera. Whether cholera also shaped Bhimsen Thapa’s decision in 1823 is less clear. Contemporary records note the commissioning of Sundhara, but do not refer to the cholera epidemic raging at the time. The silence itself is telling: Nepal’s elites were ruling in the shadow of the disease. Bhimsen Thapa first resided in Thapathali Palace, which was built in 1802 by Nain Singh Thapa, father of Mathabarsingh Thapa, who would briefly become prime minister in the 1840s. In 1806, Bhimsen Thapa moved to Bagh Durbar, a new complex on the western edge of Tundikhel. Historians are vague about the water supply in the residences of the nobility, but wells and water hauled from rivers, ponds, canals, and other sources were likely the primary sources. A small hiti north of Bagh Durbar, near today’s Sun Dhara, may have supplied the palace. In 1823, Bhimsen Thapa had it enlarged, making it the last and largest state-built hiti in Kathmandu. Even as Bhimsen Thapa was involved in palace intrigues and border conflicts, Britain was engineering pipelines. By the late 18th century, Sir Thomas Simpson had invented the bell-and-spigot joint, making long-distance pipes viable. Fluid dynamics, dealing with pumps, pipes, and filters, was becoming a foundational discipline. In Kathmandu, the scourge continued. Cholera struck Kathmandu repeatedly, in 1862, 1867, 1872, 1874 and 1875. The 1872 epidemic, <a href="https://nepalitimes.com/news/kathmandu-in-the-time-of-cholera" target="_blank">according to historian Tom Robertson</a>, claimed between 200 and 250 lives a day. On average, cholera killed between 1,200 and 1,500 people annually in Kathmandu Valley, an enormous toll for its small population. The summer of 1885 was especially calamitous: a cholera epidemic ravaged Kathmandu and its periphery from the beginning of June until late August. The disease even breached the royal palace, reportedly killing 23 people, mostly young girls. Records show that 909 people received treatment at the British Residency dispensary, and estimates suggest that as many as 10,000 people perished in a city of 50,000. In November that year, Bir Shumsher seized power in a coup. He inherited not only a premiership but a Valley ridden with disease. Cholera was endemic, and it was accompanied by typhoid, smallpox, goitre, syphilis, and chronic dyspepsia. The The British Residency dispensary at Lainchaur was inadequate. “In a poor country like ours, wealth means health,” Bir Shumsher remarked, an unusually pragmatic admission that epidemics were not divine punishment but structural afflictions of urban life. He soon pledged to expand health care. In 1889, he opened Bir Hospital and staffed it with Indian doctors to treat cholera, typhoid, smallpox, and other prevalent illnesses. PIPED WATER Bir Shumsher also recognised the need for safe drinking water. Between 1866 and 1872, he had served as Nepal’s ambassador in Calcutta, and he must have seen water mains already in operation there, and a filtration plant inaugurated in 1870. Madras had installed such a system as early as 1800, Bombay constructed the Vihar and Tulsi reservoirs in the mid-19th century. In Kathmandu British Residency personalities such as George Gimlette must have urged Bir’s government to quicken the construction of the hospital and water system, yet the archival traces of such exchanges still await historical scrutiny. By the late 19th century, the British had developed a technological ecosystem for water supply, intakes, pipes, fittings, reservoirs, and trained engineers. Bir Shumsher appealed to the British Government in India for engineering assistance. A British engineer named Mr Feigneur surveyed Kathmandu to prepare maps, and estimated the volume of water that could be brought from the Rudramati River. In 1889, a more experienced engineer, Lockhart Matthew Sinclair arrived. He was a Scotsman educated at Wellington College and the Royal Indian Engineering College, with prior experience in constructing waterworks in Jubbulpore and the Viceregal Palace in Shimla. Appointed State Engineer of Nepal (1889–1892), Sinclair reviewed Feigneur’s plans, updated them, and chose the Bishnumati River as the source of the city’s drinking water. Sinclair’s design included a reservoir at Panipokhari, at 1,330m elevation and 30m above &nbsp;Tundikhel, thereby enabling gravity-fed distribution in pipes. With a capacity of 7,327 cubic metres, the reservoir could store nine days of supply.&nbsp; The system was designed to serve about 70,000 residents through both private connections and public standpipes. The reservoir was a single-compartment tank with an arched brick roof covered in earth and turf. Its brick walls were bonded with lime mortar and aggregate, and its floor was dressed with fly stone. Work on the valley’s water supply began in 1888, three years after Bir Shumsher seized power. The following year, Bir Hospital and the Bir Water Works took shape. The project involved some 40km of imported cast-iron pipes, weighing 1.866 million kg and inscribed with the marks of Scottish foundries ‘Ally and McLean’ and ‘Glasgow’. Construction required 620,000 man-days of labour and cost over Rs600,000. Transport costs inflated prices: <a href="https://commons-nepal.com/the-first-kaldhara-in-the-four-cities-of-the-valley/" target="_blank">a load of cement</a> costing Rs10 in Calcutta was worth Rs33 by the time it reached Kathmandu. Bir Water Works was inaugurated in September 1891, six years after the cholera epidemic. Water flowed out of 131 taps, including eight in Lainchaur, six in the royal palace, eleven in the prime minister’s palace, sixteen around Tundikhel, thirteen in Thapathali, seven in Thamel, and two in Naxal. The system’s designation, the term ‘works’ , echoes the Chelsea, Calcutta, and Glasgow Water Works, underlining its industrial pedigree. Water was also supplied to Phora Durbar, Bir Shumsher’s palace of music and dance whose fountains sprayed rose-scented water in a display of opulence. The <a href="https://commons-nepal.com/the-first-kaldhara-in-" target="_blank">Bir Dhara Works</a> was more than an engineering scheme: it was Nepal’s first modern public-health intervention. Safer drinking water curbed waterborne disease, and the number of cholera outbreaks declined, but were not eliminated.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260103020144_d5c22de54c0eaab680a166c5a7482839fdc09b60679109021d0504252a810254.png" data-media-id="editor_4" data-image-id="20260103020144_d5c22de54c0eaab680a166c5a7482839fdc09b60679109021d0504252a810254" data-rendition-name="original" width="865" height="535" loading="lazy" alt="Cholera and drinking water in Kathmandu"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260103020144_a46075b6d759585df56a2bb8e5a07d85de7d9a69406165c32784fe30012c9971.jpg" data-media-id="editor_5" data-image-id="20260103020144_a46075b6d759585df56a2bb8e5a07d85de7d9a69406165c32784fe30012c9971" data-rendition-name="original" width="2791" height="3859" loading="lazy" alt="Cholera and drinking water in Kathmandu"> </figure>  “Now we have water to fight cholera, and I believe cholera will no longer prevail. After four years of piped water, the benefits have been greater than expected,” Bir Shumsher said in a proclamation. Despite this, the prevalence of poor sanitation, open defecation, cramped housing, and malnutrition meant that typhoid, smallpox, and dyspepsia remained endemic. The Bir Dhara system marked Kathmandu’s transition from reliance on wells, rivers, springs, and hiti to piped water, operating for several decades and laying the foundation for the expansion of drinking water services across the country in the late twentieth century. <a href="https://commons-nepal.com/the-first-kaldhara-in-the-four-cities-of-the-valley/" target="_blank">Extensions followed in Patan</a> under Chandra Shumsher, and Bhim Shumsher later added the Tri Bhim Dhara. Piped water systems were subsequently constructed in towns such as Kirtipur, Bhaktapur, Dhankuta, Pokhara, Dhulikhel, and Jajarkot which itself saw a deadly cholera outbreak in 2009.&nbsp; CHOLERA METAPHOR In 1933, Nepal’s first water bureaucracy, the Pani Goswara, was established, formalising state involvement in urban water supply. Yet even till the late 20th century, households continue to rely on a mix of sources, including public water networks, private vendors, rooftop storage tanks, borewells, wells, hiti, and household filtration. The lack of reliable water supply places disproportionate financial, physical, and psychological burdens on low-income households, underscoring how decades of infrastructure expansion have not translated into universal, reliable service. during challenges in governance, investment priorities, and regulation. Bir Shumsher also attempted to introduce <a href="https://www.ukaalo.com/news/cholera-in-kathmandu-1958/" target="_blank">basic hygiene measures</a>, such as pit latrines with squatting slabs. However, there is no record of these facilities being built in his palaces, later built palaces, or elsewhere. Sanitation conditions remained poor for both the elite and the general population. Open defecation or the use of crude pit latrines without proper waste disposal was common. With no drainage or sewer systems, human waste accumulated near homes, contributing to the spread of waterborne diseases. In 2019, Nepal declared itself ‘open defecation free’, a policy milestone, but this achievement masks the persistence of deeper problems. Urban areas generate some 867 million litres of wastewater daily, yet only 7% of it is treated before being discharged. Sewage flows untreated into rivers and streams, spreading cholera, typhoid, dysentery, and other diseases, particularly among children and vulnerable communities. Safe disposal of faecal sludge continues to be a major struggle for many communities and local governments. Besides Jajarkot, Godavari in Kathmandu Valley had a localised outbreak in 2024. This year, Birganj was struck by a cholera outbreak caused by a lethal combination of unreliable water supply, groundwater overpumping, poor drainage and hygiene, and unsafe waste disposal. And Nepal’s peacekeepers deployed after the earthquake in Haiti in 2010 were blamed for spreading cholera that ultimately killed 30,000 people in the Caribbean nation. The Bir Water Works was more than a reservoir and pipes. It was Nepal’s first brush with modernity, mediated through engineering and haunted by cholera. More than 134 years on, cholera remains a threat and a reminder of Nepal’s challenges in water and sanitation governance. The issue is not merely ensuring access to safe water but also building public trust that quality essential services can be delivered equitably, sustainably, and with resilience. Life in a time of cholera

As someone born and raised in Patan, I knew that the city was rich in art, architecture and intangible heritage. But I never realised just how rich, and how little I knew about its hidden treasures until this book. Yala Mhasika/Exploring Lalitpur/Lalitpurko Chinari is published by the Lalitpur Chamber of Commerce &amp; Industry and introduces the city to the world, as well as to its own inhabitants. Lalitpur is popularly known as Patan, probably because of the pastures for livestock in its outskirts. Its original name in Nepal Bhasa is Yala, and is a blend of urban and rural, old and new.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_700fb4c7b27d78813f69347846403c492cd1d54e2f62e4ec097013714c4a2022.jpg" data-media-id="editor_0" data-image-id="20260101120152_700fb4c7b27d78813f69347846403c492cd1d54e2f62e4ec097013714c4a2022" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Patan Dhoka</figcaption> </figure>  Like other kingdoms in the valley of Swoniga, the dense urban cluster of houses, temples, monasteries were situated along the higher ground, while the farmlands were on the slopes leading to the rivers below. This unique townscape combined an urban lifestyle within a distinctly agriculture-based rural setting. The fertile soil, replenished by organic nutrients washed down from the streets above, as well as Kathmandu’s location on the ancient trade route between India and Tibet, provided the Valley’s kingdoms with prosperity – and thus the flourishing of art and culture over centuries. Most of Yala’s residents were farmers, traders, or artisans. Chinese visitors who came to Nepal in the 6th century saw that there were more traders than farmers, and more temples than houses. An entire street is inhabited by the descendants of Lhasa traders. This prosperity was reflected in monuments and shrines like the Kwa Baha Golden Temple. More so than the other three kingdoms of Swoniga, architecture flourished in Yala making it the centre for metal, stone and wood craft. The name Lalitpur means ‘city of fine art’ but with its sense of community, it might as well be a city of fine living. Legend also has it that the name Lalitpur comes from a farmer called Lalit who helped bring the rain god Karunamaya from Assam when the Valley was suffering a prolonged drought. Lalit’s shoulder beam stands to this day in Jhatapol. Disasters, invasion and <a href="https://nepalitimes.com/here-now/life-in-a-time-of-cholera">epidemics</a> were a recurring theme in Patan.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_b33b1024cb7a46f49fea35ecc9afa2740895907059d7a43c8bd6c463b1be05e7.jpg" data-media-id="editor_3" data-image-id="20260101120152_b33b1024cb7a46f49fea35ecc9afa2740895907059d7a43c8bd6c463b1be05e7" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Ajima of Haugal Tole which is the oldest stone scripture in Nepal with the Gaja Laxmi in Chyasal.</figcaption> </figure>  The book was put together by the heritage expert team of Rosha Bajracharya, Sunil Pandey and Anil Chitrakar and provides a socio-economic and political history of Patan – how it was always food surplus, thanks to sustainable farming until recently. Ground and drone images by Photo Venture Nepal in the book give us a rare new perspective on Patan. There is an entire chapter on the chariot festival of Karunamaya (Machhindranath), a community-managed festival with Barahi carpenters assembling the woodwork, vine engineers Yamva weaving rope and rattan for the 25m tall chariot, and Ghaku drivers controlling the speed and brakes as the structure rolls through narrow streets in the annual festival.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_d27b23aeb4548b0b64ab8ed20f40baa331060498c6b5443e2cb999b876c670af.jpg" data-media-id="editor_4" data-image-id="20260101120152_d27b23aeb4548b0b64ab8ed20f40baa331060498c6b5443e2cb999b876c670af" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Te Bahal in Patan which houses Karunamaya six months a year.</figcaption> </figure>  WALKING, WORSHIPPING The book can help in exploring Patan along five routes starting in Patan Dhoka, Pulchok, Shankhamul, Mahaboudha and Lagankhel with maps and details of the baha and bahil, shrines, ponds, open spaces, dhyochenn, courtyards and phalcha along the way. Because of its coffee-table size and heft, however, the guidebook is not practical to carry around. And despite detailed descriptions of the past and present of each site, readers are left wanting to know more about those places. It is proof of Patan’s vast treasures that even this book barely scratches the surface.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_31a597b7dc1bcc9f67b4f6a66b8c1c0e0a9406727389699e6aed9ac6c3c50901.jpg" data-media-id="editor_5" data-image-id="20260101120152_31a597b7dc1bcc9f67b4f6a66b8c1c0e0a9406727389699e6aed9ac6c3c50901" data-rendition-name="original" width="2000" height="1332" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Patukodom where visitors can view what remains of the ancient Kirant palace.</figcaption> </figure>  Some of the lesser-known must-visit sites include Patukodom which is all that remains of a palace of the original Kirat inhabitants of Patan. An archaeological dig here would surely unearth hitherto unknown facets of pre-Newa Patan. Then there are the slightly out of the way shrines like Mahabouha, a replica of a temple in Bodhgaya which houses 3,341 terracotta Buddhas with 90 big statues and which took 35 years and four generations to complete.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_ffb657dc254f707dc1755f6f13b1ef67bb7183b6573da9678c54482129fb3878.jpg" data-media-id="editor_6" data-image-id="20260101120152_ffb657dc254f707dc1755f6f13b1ef67bb7183b6573da9678c54482129fb3878" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Mahaboudha is a replica of a temple in Bodhgaya.</figcaption> </figure>  In a recent Patan by Night heritage walk, we learnt that Pim Bahal was the labour of love of a lakhe demon (now popularised as masked dancer) who had fallen for a local girl, and he dug the pond so she would not have to walk to a faraway spout to collect water. Nearby is the Charumati Chaitya, built by the daughter of Emperor Ashoka when she visited the Valley in the 3rd century BCE to spread Buddhism in Nepal. Interestingly, if Kathmandu is a city of temples, Patan is the centre of monasteries which represent a unique Tantric melding of Buddhist and Hindu forms. For daring to demand democracy, the Rana regime hanged activist Shukra Raj Shastri at midnight on 24 January 1941 by the side of the road at Teku. Across town in Siphal, Dharma Bhakta Mathema was also hanged. Four days later, Dasrath Chand and Gangalal Shrestha were executed by firing squad. These four young revolutionaries were members of the underground Nepal Praja Parishad that led the anti-Rana revolution with plans to assassinate key figures of the dynasty. The four martyrs sacrificed their lives for an unfulfilled cause. Monuments were put up in their honour (Shahid Gate) and their names glorified by the Shah monarchy that itself went on to ban political parties and persecute democracy activists. In 1950, the newly-formed Nepal National Congress launched an armed uprising against Rana rule after King Tribhuvan sought refuge at the Indian embassy to flee from the Rana regime. In 1951, the Ranas, Nepali Congress and King Tribhuvan signed a tripartite agreement that brought an end to 104 years of Rana rule.&nbsp; Thus began contemporary Nepal’s cycles of unfinished revolutions. Some 75 years later, on a sunny September morning, Nepal’s young and hopeful took to the streets demanding an end to the nation’s corrupt polity, envisioning a better democracy. They organised through digital platforms, played songs, danced, and chanted slogans. A few hours later, commandos fired on the protesters, massacring dozens. Over 8 and 9 September 2025, the government was overthrown, constitutional bodies were literally reduced to ashes, and 74 Nepalis were martyred.&nbsp; Nepal’s periodic revolutions have been ignited by anger against rulers, they have begun with great promise, spread with enthusiastic popular support despite rulers trying to crush them — but ultimately they have always fallen short of the expectations of citizens demanding reform. Through decades of dissent, Nepal’s periodic revolutions have remained incomplete, with the nation caught up in a cyclical search for stability.&nbsp; In 1960, king Mahendra staged a coup and overthrew an elected government led by prime minister B P Koirala -- a royal revolution against democracy. Mahendra is reported to have famously said to Koirala: “Nepal is not big enough for the two of us.” For the next 30 years Nepal resembled a one-party state under the absolute monarchy of the Panchayat. Elected leaders languished in jail or exile, political parties were banned, and the press controlled. This was the most frigid period of the Cold War, with Nepal’s neighbours India and China at war. Geopolitics was bound to have an impact. “After the 1816 Sugauli Treaty with British India, external forces magnified internal power struggles as outsiders played divide and rule,” explains editor and political analyst Rajendra Dahal. “Movements did not reach a logical conclusion because domestic politicians were forced to compromise.” Indeed, the departure of the British from India in 1947 meant that the days of the Anglophile Rana regime were numbered. Successive prime ministers sought patronage in Delhi, and the monarchy tried to counterbalance it with a policy of equidistance with China. The neighbours showed a keen strategic interest in Nepal’s domestic politics. “The Panchayat system did not deliver what it promised,” says Santosh Sharma Poudel of Nepal Institute of Policy and Research. “Nepalis suffered administrative and governance failure, politics was centralised in Kathmandu, leaving out the rest of Nepal.” With mainstream political parties and leaders were &nbsp;underground between 1961 till 1990, student activists became proxies for political parties. As pressure for change grew, a student-led pro-democracy movement spread across Nepal in 1979. In response, King Birendra announced a referendum to allow Nepalis to choose between the status quo and a ‘reformed’ Panchayat &nbsp;system.&nbsp; The Panchayat won by a slim margin with questions about the legitimacy of the plebiscite. The reforms never materialised and it would be another decade before street anger boiled over again. As the People’s Movement for democracy spread, king Birendra again relented, unbanning political parties and Nepal became a constitutional monarchy. Inspired by Mao Zedong, a faction of Nepal’s Communists felt that western-style parliamentary democracy was too slow to end a feudalist monarchy. They launched an armed struggle in 1996, and the war lasted ten years (editorial, page 2). “If the democratic government post-1990 had performed better, and brought real reform, the Maoists would not have a reason to launch a revolution,” says Poudel. After nearly a decade of bloodshed that left 17,000 dead and thousands still missing, the Maoists joined forces with the democratic parties that they had been fighting, to pressure king Gyanendra through street protests in 2006 to restore democracy. In 2008, an elected Constituent Assembly abolished the monarchy. &nbsp;Recalls Rajendra Dahal: “The second people’s movement did not aim to abolish the monarchy. In fact, the reinstated parliament even granted equal rights for royal daughters to be crowned queen. But eventually, the monarchy no longer fit the political framework that the parties envisioned.” It took two elections over the next eight years to draft a new Constitution that reflected Nepal’s socio-cultural and geographic diversity and met the demands of the Maoists. The new federal Constitution was finally promulgated in 2015, but failed to satisfy India and the aspirations of the Madhes communities for autonomy. The state’s effort to crush the Madhes movement cost 45 lives. The promise of the new Constitution was squandered over the next decade with rotating leadership of the NC, UML and the Maoists — all of whom had forgotten the sacrifices made in the name of revolution. Cronyism and corruption was the order of the day. The post-September political landscape has injected new personalities and alliances still relatively new to politics, as evidenced by the new electoral partnership of the BRK — Balen Shah, Rabi Lamichhane, and Kulman Ghising (page 1).&nbsp; These leaders are not without flaws, but they have become the effective flag-bearers of the GenZ movement, hoping to represent Nepalis disillusioned by decades of democratic decay. The March election will pit them against the legacy parties. There is already criticism that BRK is behaving just like male-dominated opportunists of old parties. The troika is resembling the triumvirate of Oli, Deuba and Dahal and its culture of patronage and quid-pro-quo power-sharing between alpha males. Will this also be another unfinished revolution? Says political scientist Sucheta Pyakuryal: &nbsp;“The kind of destruction that happened after the revolution should have been followed by a ground-breaking shift in Nepal’s political ecosystem, but that did not happen. Today the situation is a lot grimmer because we have players who have learned how to use the democratic facade to sound ‘equitable’ and ‘accountable’. But look closely and you see how the same political chauvinism, cronyism and nepotism still continue.”&nbsp;

Nepal’s incomplete revolutions

One of the few Newa towns situated outside Kathmandu Valley, Panauti still evokes the feeling of a place frozen in time.&nbsp; Largely untouched by haphazard urbanisation, this town 32km east of Kathmandu used to be a kingdom revered for the sacred confluence of the Punyamati and Rosi rivers.&nbsp; The Bramhayani temple is the site of a 12 yearly Makar Mela which is attended by devotees from as far away as India.&nbsp; Panauti’s crumbling monuments were restored in the 1990s by the French government. Temples, resting places, traditional homes were rebuilt and locals trained to revive their craft. Panauti and France marked 50 years of cooperation in September.&nbsp; However, the priceless murals on the temple walls are fading and need urgent restitution. Now, these crumbling wall paintings are meticulously documented in the Wall Paintings of Panauti and Their Context.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090116_31f6acf06ef879037fec8274b85153eab4468566abf71616490679bf8468b85d.jpg" data-media-id="editor_0" data-image-id="20260106090116_31f6acf06ef879037fec8274b85153eab4468566abf71616490679bf8468b85d" data-rendition-name="original" width="1596" height="1074" loading="lazy" alt="Panauti murals"> </figure>  In his foreword, French researcher Gérard Toffin writes about some of the earliest wall paintings from the Malla period in Kathmandu, including a 17th century mural depicting the procession of Rato Machhindranath which has since been restored.&nbsp; Several other pieces still exist but in a pitiful state, defaced by scratches. ‘They were painted on a plaster coating made of soil, husks, or limestone, which were applied to the bricks making up the walls,’ Toffin notes.&nbsp; The book delves into the cult of Asta Matrika among Newa of all castes and classes, the first of which is Bramhayani. These all-pervading deities are linked to Shaktism which focuses on the importance of the female principle and together, combine the forces of life, sex and fertility with that of death and eros. The deities are painted on the wall, carved on the stone or moulded into metallic statues.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090120_836efd2b0a569d8ec0fb2c6651a29b8f2dd8f8f75b72e27bb86b0bfc0ad8461f.jpg" data-media-id="editor_1" data-image-id="20260106090120_836efd2b0a569d8ec0fb2c6651a29b8f2dd8f8f75b72e27bb86b0bfc0ad8461f" data-rendition-name="original" width="1074" height="1434" loading="lazy" alt="Panauti murals"> </figure>  Riddhi Baba Pradhan, former director general of the Department of Archaeology who oversaw the restoration of Panauti 30 years ago, writes that a colourful wall painting depicting Buddha's past life at the Chabahil Chaitya built or restored during the reign of Lichhavi king Vrisdev in the 3rd century might be the earliest mural in Nepal. As for Panauti, a fragment from a 400-year-old scroll which illustrates a scene of Triveni Ghat with Dalinchok Hill in the background is likely the oldest. But that relic is currently at the Virginia Museum of Fine Arts in the United States.&nbsp; Pradhan recalls first encountering wall paintings inside Bramhayani temple which were deteriorated by smoke, leaky roof, dust, vermilion, sprinkles of animal blood and lack of maintenance. The team led by chemist Bhimvar Singh Thapa treated the wall paintings and some of the details were recovered including the paintings of Astamatrika and Asta Bhairav on the east, west and southern walls.&nbsp; PAINTINGS ARE NOT VISIBLE The murals were painted during the reign of the last Malla King of Bhaktapur Ranjit Malla and Queen Viswalaxmi Devi 300 years ago. But 40 years after the restoration, Pradhan notes that the murals are again in poor condition: ‘The paintings are not visible, the plaster is severely damaged and the surface has peeled off … electrical wires hang haphazardly inside the temple.’ The second lot of murals at Ghat Sattal are thought to have been commissioned during the late Malla period or the beginning of the Shah dynasty. Exterior walls depict incarnations of Lord Vishnu as well as Sesh Narayan, Ganesh, a scene of Samundra Manthan, of angels Maya, Moha, Ganga. Their attributes, dresses, ornaments, facial expressions, body postures are all skilfully represented but in a deteriorated condition.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090116_88d06703ae23a271905d81f35056d41df92cbbc4b9966fac3f34821659e585a8.jpg" data-media-id="editor_2" data-image-id="20260106090116_88d06703ae23a271905d81f35056d41df92cbbc4b9966fac3f34821659e585a8" data-rendition-name="original" width="588" height="862" loading="lazy" alt="Panauti murals "> </figure>  The wall paintings of Bramhayani Dyochhen are 90% degraded even though they were restored and repaired 40 years ago by the Panauti Integrated Project. Compared to other artefacts, wall paintings are more delicate to external factors, and if not preserved an important part of Nepal’s heritage will be lost.&nbsp; Furthermore, most of the wall paintings in Nepal are temperas, and not frescos. Tempera is painted with water-soluble mineral or vegetable pigments fixed with glue on the cow dung clay plaster on the brick walls.
