Photos: JOY STEPHENS</figcaption></figure>Bal Bir Biswakarma from the village of Lulang at the lap of Mt Dhaulagiri in Central Nepal is a 68-year-old subsistence farmer, descendants of metal smiths who settled here centuries ago to smelt copper ore.When the copper ran out, he became a high altitude porter, summiting Mt Lhotse and even rock climbing in Wyoming in the United States. But, as Joy Stephens <a href="https://www.nepalitimes.com/banner/the-clouds-are-lifting-below-dhaulagiri/" target="_blank" rel="noopener noreferrer">writes in her travelogue</a> most of his life Bal Bir Biswakarma has been living hand-to-mouth in this Dalit village high up in the mountains.Since 2017, Lulang is a part of Dhaulagiri Municipality and elected Thamsara Pun as mayor who took the revolutionary step of moving the headquarter from the traditional power centre of Takam to Muna village to make it better accessible to the region’s indigenous and Dalit populations.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101116/637208239c7e80680e0b54cfjpeg.jpg" alt="" width="640" height="792"><figcaption> </figcaption></figure>In the past five years, villagers have begun to see improvements in healthcare, education and jobs, thanks to political devolution gained through Nepal’s new federal structure. Pun is <a href="https://www.nepalitimes.com/here-now/all-politics-is-local/" target="_blank" rel="noopener noreferrer">looking forward to fast-tracked local elections</a> on 18 May, and the chance to serve five more years.This is what federalism means in practice: giving voice to the voiceless, letting under-served communities take charge so they can better take care of themselves. Dhaulagiri Municipality is also a reminder to the squabbling political class in faraway Kathmandu, some of whom have prematurely declared federalism dead without even letting it prove its worth.Excitement about <a href="https://www.nepalitimes.com/editorial/think-nationally-vote-locally/" target="_blank" rel="noopener noreferrer">local elections</a> is already palpable across rural Nepal, but a cynical and pessimistic political class in the national capital does not want to let go of power and resources. In fact, despite a federal Constitution, political decision-making is more centralised than ever before.While the rights of <a href="https://www.nepalitimes.com/editorial/polls-in-the-time-of-pandemic/" target="_blank" rel="noopener noreferrer">local governments</a> are enshrined in the Constitution, it is not followed in the spirit with access to resources for them to actually perform.“Federalism is the sum total of everything we Nepalis have gone through, from various governing structures to the Maoist conflict, the Madhes Movement and everything in between,” explains Khimlal Devkota, recently elected to the National Assembly.“Federalism stands for stability, development and devolution and we had high expectations, expecting quick results,” he adds. “In some ways we have succeeded, people don’t have to rely on Kathmandu for everything. But the centre is still involved in everything from hydropower plants to erecting view towers.”The 2015 Constitution <a href="http://archive.nepalitimes.com/article/nation/trial-error-democracy,3713" target="_blank" rel="noopener noreferrer">devolved rights to local and sub-national governments</a>, but the necessary laws were not in place until after elections. This meant a confusing transition regarding jurisdiction which threatened to undermine past gains in areas like community forestry, public health and education.“Coordination between the governments, vertical and horizontal, is a pillar of federalism and so is functional demarcation,” says Balananda Paudel who headed the Local Bodies Restructuring Commission. “Our laws are riddled with lack of clarity in some places and elsewhere there is a problem of overlapping functions for different levels of government.”This results in a perpetual blame-game between different levels of government, and a lack of accountability. <a href="https://www.nepalitimes.com/editorial/the-f-word/" target="_blank" rel="noopener noreferrer">Federalism</a>, therefore, is still work in progress and this year’s series of elections will hopefully result in greater devolution.One of the reasons federalism got a bad name is that in the past years, it also decentralised corruption. Of the 753 local governments, one-third have elected chairs and mayors who are contractors and have awarded themselves <a href="https://www.nepalitimes.com/banner/hiding-their-head-in-the-sand/" target="_blank" rel="noopener noreferrer">sand-mining</a>, road-building and quarrying  contracts.Which is why upcoming local elections are even more important -- to reward elected municipal governments who have worked for the people with another five-year term and reject those who did not.This might also be a time to question the purpose of retaining a parallel power structure composed of the District Administrations and the Chief District Officers. Its job of issuing citizenship papers and passports allows this unelected office of centralised bureaucrats to wield extraordinary power over ordinary people.Federalism has also multiplied central-level politics by seven. Bagmati Province recently set a new record with 70 mini-ministries in Hetauda to allow the coalition to keep power. Much of the last five years were wasted in <a href="http://archive.nepalitimes.com/article/editorial/The-f-word-again,1426" target="_blank" rel="noopener noreferrer">endless debates about demarcation</a> of provincial boundaries and designating capitals. It took four years for Madhes Province to get its name, and Province 1 is still just a number.“We have made some headway in formulating laws and regulations, now we must bring it into practice, improving staffing for service delivery at local levels and promoting better coordination between and within levels by activating intergovernmental relations,” says Balananda Paudel.Just as democracy is only as effective as politicians, <a href="https://www.nepalitimes.com/opinion/federalism-rule-of-law-and-the-judiciary/" target="_blank" rel="noopener noreferrer">federalism</a> too will only function if it follows the true spirit of devolution of power and resources to the periphery. It needs political will at the centre to provide technical and financial support – something we have not seen in the last five years.Says Khimlal Devkota: “Citizens should be placed at the centre of all decision making. This can be done only by nurturing and strengthening federal practice.”

This was his latest strict instruction to ministries to deliver results.Various Parliament committees have also issued similar instructions. Cabinet ministers and secretaries have repeatedly instructed government officials to be result-oriented. Yet, a report this week by the Office of the Auditor General shows that four months into the fiscal year, only 11% of the budgeted capital expenditure has been spent. More frightening: the government spent three times that amount on salaries, administrative costs an overheads.“It is clear that issuing instructions alone will not work,” says economist Keshav Acharya, “instead of more instructions we need to pinpoint obstacles to implementation of projects and remove them.”Read also: <a href="https://www.nepalitimes.com/editorial/communist-capital/" target="_blank" rel="noopener">Communist capital</a>, EditorialHowever, the government already has monitoring and evaluation mechanisms in place: at the Prime Minister’s Office, the National Planning Commission, and the finance and other ministries have their own project assessment committees. Most experts blame the lack of accountability in the political leadership and a lethargic bureaucracy.There was hope that with a strong government commanding a <a href="https://www.nepalitimes.com/editorial/two-thirds-empty/" target="_blank" rel="noopener">two-thirds majority in Parliament</a>, and devolution of power to local governments, things would change. But not only has the development budget remained unspent, but there has been shocking over-spending in current expenditure (administrative cost, salaries, vehicle purchases, or allowances on foreign trips). In the first quarter, the national government spent three times more on current expenditure than on capital disbursement.The government is spending on cars, but not on maintaining roads. Whatever little is disbursed is mis-spent on unnecessary projects like this road that cuts through an ecologically sensitive wetland in Pokhara Valley (above).Most provincial governments have managed to spend even less – only about 1% of their capital expenditure in the first quarter.The inability to spend the development budget has been a chronic malaise in Nepal, but this year, it is worse because of Kathmandu’s reluctance to devolve financial decision-making to local governments. This has triggered a <a href="https://www.nepalitimes.com/here-now/crunching-the-numbers-on-credit/" target="_blank" rel="noopener">credit crunch in the banking sector</a> creation and encouraged migration. Roadblocks

May 2017 was a milestone in Nepal’s transition from a unitary system to a federal state, but a year since <a href="http://archive.nepalitimes.com/page/political-power-of-the-ballot-local-elections-nepal" target="_blank" rel="noopener">locally elected representatives took office</a>, the process of devolution to sub-national governments has been slow. New administrative requirements have created confusion over the roles and responsibilities in the three tiers of government. Despite this, elected local governments remain determined to govern while managing public expectations to deliver campaign commitments. How well local leaders negotiate and handle pressures of unmet expectations will impact the political ecology of this transition, either leading to a favourable outcome or running the risk of failure.While the constitutional mandate is clear, competing roles and the absence of consistent political will have caused uncertainties to persist. Mechanisms designed to settle disputes between layers of government have not yet been fully utilised, leaving room for bitter contestation. The continuation of this policy and structural vacuum means that chief ministers, mayors and ward chiefs use decentralisation to negotiate for more power, while lacking knowledge and capacity to govern effectively.Conversely, the exercise of legislative powers at the sub-national level has led to a backlash, delimiting the actual authority given to local governments. The series of federal directives sent to elected local governments discouraging drafting of local legislation is proof of this.Meanwhile, priorities and needs have begun to expand and multiply, signaling an end to the honeymoon period for elected representatives. Local governments are now under increasing pressure to administer their responsibilities and provide essential services to constituents. Read also: <a href="https://www.nepalitimes.com/?p=13560&amp;preview=true" target="_blank" rel="noopener">Grassroots democracy is delivering development</a> <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/article/nation/trial-error-democracy,3713" target="_blank" rel="noopener">Trial and error democracy</a>, Om Astha Rai Coalitions within local executives have fostered democratic practices in local governments in some areas. In others, conflict and collusion have plagued the system, chipping away at the quality of service delivery. There are conflicts of interest, nepotism, arbitrary decision-making and misappropriations of grants. There is an ongoing struggle to exercise autonomy as local governments attempt to establish new lines of power. A clear example is the recent controversy over the <a href="https://www.nepalitimes.com/from-the-nepali-press/taxman-cometh/" target="_blank" rel="noopener">tax increase by provincial and local governments</a>, which want to assert their powers defined in Schedule 8 of the Constitution to raise revenue. With the current budget allocations insufficient to meet the mandate to govern, elected representatives are looking to other avenues. The taxes have created an uproar in the private sector, however, which is concerned about double taxation and misuse of power. Tax hikes ultimately affect the public, which has to bear the additional costs of goods and services. Although the Federal Parliament has directed the government to look into tax increases, the National Natural Resources Fiscal Commission (NNRFC) is yet to be formally established. Nonetheless, Nepal’s first <a href="https://www.nepalitimes.com/latest/privatisation-failed-khatiwada/" target="_blank" rel="noopener">federal budget 2018-2019</a>, presented in May, represents a significant departure in budgeting and planning processes carried out under the previous unitary system. This important policy instrument illustrates priorities of the elected government and the decisions taken to fulfill constitutional responsibilities. More importantly, it now includes resource allocations to sub-national governments. For the first time, local assemblies took part in the formulation of budgeting and planning needs. Other important markers of progress include the completion of the Organisation &amp; Management (O&amp;M) Survey to recommend the necessary requirements of Federal and Provincial government civil service needs. The O&amp;M survey for local governments is ongoing and once finished, it will establish organisation structures and staffing needs for local governments not yet fully functional. The realignment of political positions and interests signals a shift towards adaptation to a new architecture of a federal republic. Despite this, the current structure still exhibits and reinforces a patronage culture reminiscent of a unitary state. While a strong national majority government does provide significant benefits in terms of stability and decision-making power, the results of devolution will depend on the transformation of political parties. Institutional growth and reform are a prerequisite if there is to be a departure from the traditional decentralisation of the 1990s. This is critical to re-engineer accountability channels that were previously centralised and hierarchical.Elected representatives heading judicial committees are trying to meet the high expectations of their constituents on one hand, while navigating the complexities of deciding on a just result amid competing economic, social, political and legal forces on the other. This raises fears that the poor and marginalised will continue to be ostracised, politicisation and corruption will continue to persist, and access to justice will continue to be difficult. Having an elected representation in a federal system after two decades is a real opportunity to deepen and institutionalise democratic practice in the 753 local governments. Institutional arrangements between the multi-tiered forms of government will determine the relationships, which will have to endure as power struggles define the boundaries of shared rule and self-rule. Federalism's birth pangs or death rattle?

After the democratic changes in 1990, they were called Village Development Committees (VDCs) of which there were nearly 4,000 all over the country. In the new Constitution, VDCs have been merged into 460 Rural Municipalities (Gaunpalika).Whatever the name they go by, elected village councils in Nepal have been at the grassroots of democracy and development. After last year's elections, the new municipalities are asserting themselves.Dhan Bahadur Thapa Magar is 87, and old enough to remember the time he was elected to head the Village Panchayat of Chure village of Kailali in Province 7. He says: “There is now a lot more development budget than in the past. Combined with local surplus budget, villages can speed up their own development provided the budget is not misused.” VDCs used to get annual grants of Rs2 million for development from Kathmandu. Today, rural municipalities get up to Rs200 million and it includes three types of budgets provided by the central and provincial governments: conditional, lump-sum and matching funds. Of this, one third went into overheads,” says Hem Raj Joshi, Chief Administrative Office of Chure village. “The rest was development budget, and the municipality could not spend the conditional budget because it could not come up with specific projects.” The main challenge for village councils has been the lack of capacity for participatory development planning as demanded by constituents. Additionally, the inability to spend the allocated conditional development budget has made it difficult to allocate resources for health, education, energy, or for women or marginalised groups. “In my village, I set aside money for women’s income generation activities last fiscal year, and informed the women to make use of it by coming up with a project proposal, but did not get a single proposal,” says Urmila Thami KC of the Jugu Village. On a recent flight from Dhangadi to Kathmandu, the chair of Saipal Rajendra Dhami said proudly: “With the development budget we got last fiscal year, we built two micro-hydros of 22 kilowatts, each which has electrified two wards in the municipality. We promised it to the people, and we delivered.”In the first fiscal year 2017/18 since rural municipality councils were elected, an estimated 90% of the budget has been spent on infrastructure, mainly roads. There have been media reports of the roads being the result of misuse of funds and corruption, but it is also true that people want roads and there is pressure on elected officials to deliver.“As farmers in remote gaupalika, we need roads and irrigation first,” says Jogendra Thakur in Sarlahi district of Province 2. Indeed, a road to Dalit communities in the village opened up the area to development and provided access to market. It is better than distributing a goat or sewing machine.Several generations of Nepalis have been made guinea pigs to test out development fads by donors, experts, scholars, NGOs and INGOS. Yet, after more than 60 years, there was still no clear path to development. Under federalism, however, locally elected officials have found a way to give citizens a voice in spelling out their priorities directly to elected officials. Grassroots democracy is delivering development

An activist for <a href="http://archive.nepalitimes.com/news.php?id=10314#.W5ENbM4zbIU" target="_blank" rel="noopener">labeda suruwal</a> as national dress wants the mayor’s support, he deals with that. There is a call from a hospital where a student wounded in police firing on the anti-<a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener">rape </a>protests in Mahendranagar is in critical condition, and may need to be helicoptered to Kathmandu. Finally, Dhawal Rana turns his phone face down for an interview with a newspaper for which he was a regular columnist in 2002-2003.Back then, <a href="http://archive.nepalitimes.com/article/nation/experience-of%20Deepak-Thapa-as-former-desk-editor-at-Nepali-Times,2426" target="_blank" rel="noopener">the war</a> was raging in the mountains of Western Nepal, the army had entered the conflict and casualties were mounting. Local elections had been cancelled, and Rana had just stepped down after his first tenure as mayor when he wrote a seminal op-ed in the 18 April 2003 issue of Nepali Times titled ‘In a federated state’.‘Nepal must move towards <a href="https://archive.nepalitimes.com/regular-columns/Analysis/how-decentralised-is-federalism,776" target="_blank" rel="noopener">federalism</a> for the sake of inclusive democracy, social justice, greater responsibility, a responsive and streamlined administration, decentralisation and greater peoples’ participation in governance. But this does not mean fragmentation and carving out the country along caste, racial, tribal, religious and linguistic lines.The answer for Nepal lies in true devolution of power to elected local bodies, with the phasing out of central interference. The local bodies will best accommodate the regional, racial, cultural and social aspirations of the people at the grassroots, and political trickle-up effect will bring this inclusive representation to the national level.’This was way ahead of the times, because King Gyanendra was consolidating power in a creeping coup to take the country back to absolute monarchy. <img width="935" height="521" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161116/636921a39c7e80680e03a0e3jpeg.jpg" alt="">“If we had truly devolved power then by decentralising decision-making to north-south states, we would not have polarised the country between hills and plains, between castes and ethnicities,” says Rana, who is fluent in English because of his royal pedigree and education in boarding schools in India. Dhawal’s great grandfather was Dev Shumsher who was banished to India in a purge. His grandfather, Mussorie Shumsher, was allowed to come back to Nepal, but not to Kathmandu, and owned rice mills in Nepalganj. His father was an agriculturist, who worked for a US aid agency, and established a farm where Dhawal Rana now lives.After studies, Rana returned to Nepal and worked for the Cotton Development Board, but resigned after he found corruption too engrained. He joined the RPP after the 1990 changes, but was thrown out. He fought and lost elections after running as an independent, then joined the UML and was elected mayor in the 1994 elections.He worked to restore social harmony between Muslims, who form 25% of Nepalganj’s 100,000 population, and the Hindus. He started to improve infrastructure, but the war undid much of it. Soon, local governments were dissolved elections put off, and Dhawal Rana used the time to finish his PhD thesis titled (what else?) ‘Nepali Municipalities: A Mayor’s Dilemma’. Last year he was elected again.“Nepalganj voted for me because people wanted me to continue what I had started in my first tenure as mayor, they remembered,” Rana tells us. https://www.youtube.com/watch?v=ZXCHqhRHVA0&amp;feature=youtu.beDetractors say Dhawal Rana is not corrupt because he does not need to be. However, there are not too many other Ranas with old money who have gone into politics to bring change. In these cynical times, he is rare proof that honesty does pay.Dhawal Rana says wryly: “In my first tenure, the contractors did not believe I was not corrupt. This time, no one believes I am corrupt.” As Rana drives his Safari SUV through Nepalganj’s main street, locals recognise him and wave or walk over to chat. When powerful local businessmen refused to allow road-widening, he took them to court, won, and bulldozed their shopfronts. His 90km road upgrade is an ADB-supported project, and already Nepalganj’s streets are much better than those in Kathmandu. Rana says his biggest challenge is that people are impatient, and want overnight improvement. There is no dearth of money, he says, but Kathmandu still controls the purse-strings and that delays projects.Rana wants to retire after mayorship, but does not rule out joining national politics if the triangular tussle within the RPP leadership is resolved. Asked what he wants most of all, Mayor Rana replies simply: “Less interference from Kathmandu.”

He talks more like a technocrat than some of the populist colleagues from his Communist party. In a refreshing interview this week, he talked about <a href="http://archive.nepalitimes.com/news.php?id=18714#.W5EPZ84zbIU" target="_blank" rel="noopener">bicycle lanes</a>, footpaths for pedestrians, and turning his town into a health and education hub. He believes <a href="http://archive.nepalitimes.com/article/nation/school-mismanagement-committee,3123" target="_blank" rel="noopener">governments and private schools</a> should improve each other’s quality.Mayor Shrestha has got private schools in his city to grant scholarships to 10% of their students, and the municipality has been working to pay tuition fees for another 5% of children from underprivileged families. For government schools, the mayor has taken personal charge of trying to upgrade their quality. The mayor got Madhyapur Thimi Municipality to take over the Korea Nepal Friendship Hospital by investing Rs80 million a year to run it, and he also wants all residents of Thimi to have health insurance. Thimi is where the Janak Teaching Material Centre and the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/helping-migrants-make-the-grade-nepali-framework,3723" target="_blank" rel="noopener">Council for Technical Education and Vocational Training</a> (CTEVT) were set up decades ago. The city also has the SAARC TB research centre.https://www.youtube.com/watch?v=vzOyhDvIciU&amp;feature=youtu.be“We want at least 80% of the people here to have comprehensive health insurance, and if we can achieve that within a decade, people here won’t have to pay for medical treatment ever again,” Shrestha told Nepali Times.Thimi was recently hit by <a href="https://www.nepalitimes.com/banner/bhaktapur-inundated/" target="_blank" rel="noopener">unprecedented floods</a> after the Hanumante River burst its banks and inundated residences and shops. Unlike other politicians in Nepal, Mayor Shrestha was quick off the mark, personally accompanying rescue teams with heavy equipment to take people to safety. “This is the best mayor we have ever had,” local resident Sudin Bajracharya said. When the mayor found out that the real reason for the floods was not heavy rain but poor draining and haphazard construction along the floodplain of the river, he allocated Rs80 million to unblock and maintain the drainage system and Rs70 million to fix the roads.Shrestha says he is a firm believer that development does not mean destroying the tangible and intangible heritage of his historic town. Thimi had many ponds that used to recharge ground water, and served as the focal point for many festivals. Many had been converted into basketball courts or parking lots. Under Mayor Shrestha, the Bishnu Kundal, Bhulakhel and Kamal Pokhari are ponds again, and this week, children were diving into the water to swim. The Municipality is also helping revive dance rituals like the Mahakali Nach, Mayur Nach, Salancha Nach.Shrestha is working to streamline the taxation system, making it more scientific and practical than before. Property tax is now included with land and housing tax so people do not have to pay separately, and end up paying less. Other Municipality fees are nominal, and the Mayor is strict about not allowing middlemen to cheat earthquake survivors on their registrations.Shrestha’s popularity was already high, but it has become higher as they see their mayor among them, trying to make the city more convenient for its citizens. In fact, when some assailants attacked him on the Araniko Highway last year, people spontaneously came to his aid and put the attackers behind bars. Currently, Mayor Shrestha is working with engineers to develop a plan on ‘tactical urbanism’ in Thimi. This involves many low-cost interventions to the infrastructure to make the roads safer, including making roads more bicycle friendly and adding sidewalks. Only if the mayor of Kathmandu and Lalitpur would take a few tips from Thimi.

A breath of fresh air in Thimi

When Nepali Times decided last month to profile a dozen model mayors, we had no idea how difficult the job was going to be. There were not that many inspiring mayors who had set standards for integrity and vision.Most are good-for-nothing puppets of their political masters, <a href="http://archive.nepalitimes.com/article/from-nepali-press/Elected-contractors,4182" target="_blank" rel="noopener noreferrer">many are corrupt construction contractors</a> behaving like foxes guarding the chicken coop, while a few who want to improve their cities or villages have no idea how to do it.Still, we managed to find six mayors and one deputy mayor for special mention in this edition. They have struggled against all odds to perform, deliver and achieve. Collectively, they have to fight every inch of the way to force a <a href="http://archive.nepalitimes.com/article/nation/confusion-relief-distribution-earthquake,2315" target="_blank" rel="noopener noreferrer">status quoist bureaucracy</a> in Kathmandu to devolve decision-making and yield more revenue-raising powers. The only mayor to be re-elected in last year’s local election, and the only one with a PhD, is Dhawal Shumsher Rana in Nepalganj. He is now picking up where he left off in 2002, improving roads and urban management in the western Tarai city as it is poised for growth.In Waling Municipality, we catch up with Mayor Dilip Pratap Khand, a descendant of former kings, who is inviting talented professionals from the diaspora back home to train the youth. The man who is possibly the most inept of them all is Kathmandu’s <a href="http://archive.nepalitimes.com/article/from-nepali-press/Kathmandu-mayor-100-days,3927" target="_blank" rel="noopener noreferrer">Bidya Sundar Shakya</a>. Just like fellow-communist Prime Minister KP Oli, who is Shakya’s godfather, Kathmandu’s mayor has a major sense of entitlement and arrogance that comes from commanding an absolute majority in the municipal council.A hilarious meme on the Nepali social sphere portrayed the mayor dozing off on a heap of garbage, but none of this criticism seems to affect Shakya, who is often flying off on junkets. In fact, whenever Mayor Shakya does something, it turns out to be the wrong thing. He ruined Rani Pokhari and Kasthamandap, and has shown appalling indifference to the need for better roads, drainage and clean air.Outside Kathmandu, mayors have been fighting it out with female deputies over petty things like who gets to ride the official car more often. One mayor took inaction to extremes when he just looked on as a woman was thrashed for <a href="http://archive.nepalitimes.com/news.php?id=16636#.W5EJtM4zbIU" target="_blank" rel="noopener noreferrer">practicing witchcraft</a>, and then prevented the victim from filing a complaint.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161116/636921879c7e80680e03a0d8jpeg.jpg" alt="" width="400" height="321"><figcaption>Kantika Sejuwal, mayor of Chandannath, Jumla</figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107161116/636921899c7e80680e03a0d9jpeg.jpg" alt="" width="400" height="292"><figcaption>Dhawal Shumsher Rana, mayor of Nepalgunj</figcaption></figure>We used to blame the absence of locally-elected representatives for the lack of accountability at the grassroots. It seems elected officials are no better because of flaws in the election system that makes them too expensive and discourages honest politicians from contesting. Candidates forced to accept unethical ‘donations’ from businesses need to pay back in contracts after assuming office. Mayors know they can ride their party’s structure for an election victory and do not need to perform. Also, they cannot be recalled for incompetence, which makes them complacent.Mayors have their own complaints, some of which are genuine. A conference of mayors and deputy mayors issued the Kathmandu Declaration last week, urging the Centre to not intervene in their local affairs. They want Kathmandu to transfer authority regarding education, agriculture and land revenue.Kathmandu’s myopic leaders must realise that Nepal is now a federal country, and they must devolve power. Also, if local representatives fail to deliver, they will lose the moral authority to fight for more autonomy. Imagine a train station at Mechi Nagar bringing tourists on their way to Tibet and Kathmandu on holiday.The <a href="https://www.nepalitimes.com/banner/bimstec-facelift/" target="_blank" rel="noopener">BIMSTEC Summit</a> last week in Kathmandu got a lot of flak. People complained that it was inappopriate to talk about regional connectivity when Kathmandu’s own roads were in ruins. Yet, the sub-regional grouping’s emphasis on connecting South Asia with Southeast Asia has a lot of potential.The distance between member countries is only in the mind. And even within Nepal it will be Province 1 that can be the gateway to future trade and multi- dimensional cooperation in roads and energy.What dampens this enthusiasm is the language of <a href="https://www.nepalitimes.com/editorial/sorry-state/" target="_blank" rel="noopener">BIMSTEC</a> bureaucrats that are not really actionable but just meant to keep politicians talking, the administration and security agencies baffled, the expensive venues occupied, and in the end nothing tangible ever comes out for the people who were stuck in long traffic jams and had to endure humiliation in the name of VIP security. The document is written by people who have no intention of doing anything, and is signed by Heads of Government whose political lifespan is so ephemeral that they just want to maintain the status quo.This lethal combination keeps our part of the world from growing economically. Let us take the three points in the Kathmandu declaration that talk about establishing the BIMSTEC development fund, the point about continuing to talk about creating a BIMSTEC free trade zone, and ending poverty by 2030.Could not the language in the resolution read: ‘We will create a BIMSTEC free trade zone across the member countries within one year, increasing the volume of trade by X% per year and; Y% of this will go to set up a development fund contributing to ending poverty.’ As the Beatles song goes, ‘You may think I am a dreamer, but I am not the only one…’In the true spirit of <a href="https://archive.nepalitimes.com/regular-columns/Analysis/how-decentralised-is-federalism,776" target="_blank" rel="noopener">devolution and federalism</a>, Province 1 could start working with Bhutan, Bangladesh, the states of Sikkim, West Bengal and Bihar of India to create a free trade zone in food, tourism and energy, without waiting for the central governments. The Chief Minister of Province 1, which is closest to the Bay of Bengal, could take the lead on behalf of Nepal and maybe even host the next <a href="https://archive.nepalitimes.com/article/nation/connecting-Bangladesh-China-India-Nepal,2966" target="_blank" rel="noopener">BIMSTEC</a> meeting there in three years to report back.In a part of the world where a country’s currency used by more than a billion people can be banned a few minutes before midnight, do not tell us we cannot start trading, allocating a percent of the revenue to a development fund and end poverty.Such actionable declarations could also make them much shorter. Could someone also tell us how much the Kathmandu meeting cost? <a href="https://www.nepalitimes.com/opinion/hugging-hogs/" target="_blank" rel="noopener">How much did the fencing around Tin Kune cost?</a> The people of BIMSTEC countries are not impressed by the number of expensive cars that are needed to take politicians from the airport to their hotels and their grand banquets.Why do they need helicopters in the sky to escort motorcades, when the guest could have been in the helicopter. Why do our politicians need a car and security to travel from their suites to meeting venues only 50m away?Nepal desperately needs access to the larger market that BIMSTEC has to offer. Aid will dry up sooner or later, free trade is more tangible and sustainable. It can raise productivity, quality and competitiveness will be the big variables. Actionable Summits

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
