Hospitals are <a href="https://www.nepalitimes.com/banner/nepals-virus-vortex/" target="_blank" rel="noopener noreferrer">running out of beds for the seriously sick</a>.The crisis comes even as the country was hit by the <a href="https://www.nepalitimes.com/latest/nepals-deadliest-monsoon-in-recent-times/" target="_blank" rel="noopener noreferrer">worst monsoon-related lanlslides and floods in recent years</a> that have killed more thna 200 people.To augment the Nepal’s government’s efforts, the United Nations in Nepal and the UK’s Department for International Development (DFID) have put their resources together to support its Covid-19 response and disaster preparedness.The partnership aims to provide essential support with Covid-19 contact tracing, health screening, telemedicine, and personal protective equipment for frontline healthcare workers. The agencies also seek to support over 35,000 <a href="https://www.nepalitimes.com/banner/children-are-collateral-damage-in-nepal-lockdown/" target="_blank" rel="noopener noreferrer">children</a> and pregnant and lactating <a href="https://www.nepalitimes.com/here-now/birth-and-death-during-a-pandemic/" target="_blank" rel="noopener noreferrer">women</a> to prevent malnutrition as well as ensure continued sexual and reproductive health services, psychosocial support to survivors of gender based violence, and water and sanitation in health and quarantine facilities.As of 22 August, Nepal has a total of 31,117 confirmed Covid-19 cases with 146 fatalities. Likewise, floods and landslides triggered by the monsoon rain have so far killed 241 people with 88 missing.“This is a welcome step towards the commitments made by members states, including by Nepal to deliver collective responses to the national needs and priorities by bringing the UN system together,” said Valerie Julliand, United Nations Resident Coordinator in Kathmandu. “As the UK joins forces with the UN, together we are working on responding to the crisis and also addressing the inequalities and vulnerabilities in social, political and economic systems in Nepal.”Beyond supporting Nepal government’s response to both Covid-19 and <a href="https://www.nepalitimes.com/here-now/in-nepal-either-too-much-or-too-little-water/" target="_blank" rel="noopener noreferrer">monsoon-related crises</a>  the UN is also working to develop national and local disaster management capacity through its cluster co-leadership role. The world body said it is committed to jointly plan and prepare for emergency response in Nepal this year and beyond.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/latest/uk-support-to-help-strengthen-nepals-response-to-covid-19/" target="_blank" rel="noopener noreferrer">The UK</a> will provide financial and technical support to tackle Covid-19 outbreak and scale up the UN’s ability to prepare effectively for future emergencies.The UK also endorsed the role of the UN Resident Coordinator to take a lead in planning emergency preparedness and response on behalf of the international community with the government of Nepal. This includes humanitarian advisory capacity, coordination, data analysis and a common service for accountability to affected populations.Lisa Honan, Country Director for DFID Nepal said, “Nepal has suffered a great deal because of natural hazards including the coronavirus. We are confident that our support to the UN will help improve the response to the pandemic in Nepal as well as improve preparedness for future natural hazards.”

Additionally, UK support has also helped provide the crucial consultation services of a microbiologist from Public Health England which complements DFID’s existing technical assistance to Nepal’s Ministry of Health and Population.Lisa Honan, Head of Office for DFID Nepal said, “The UK’s early commitment to tackle the unprecedented challenges presented by this pandemic reflect our strong relationship with the Government of Nepal. https://youtu.be/-ulwU8U2nG4Along the lush green ridgeline on the border between Lalitpur and Kavre is Kali Devi Secondary School, which was destroyed in the <a href="http://archive.nepalitimes.com/blogs/kundadixit/2015/05/27/a-month-that-felt-like-a-year/" target="_blank" rel="noopener">2015 earthquake</a> and has now been partially rebuilt.The classrooms are more sturdy, and have two exit doors that open outward, the staircases are wider, there is improved ventilation and the school is wheelchair friendly.Principal Deo Narayan Chaudhary shows visitors around proudly. “See, we even have this verandah from where students can enjoy the beautiful view.” Indeed, the scenery is stunning with Kathmandu Valley on one side and the rolling green hills on the other.When the earthquake struck shortly before noon on 25 April 2015, some 7,000 schools and 26,000 classrooms <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/keeping-the-children-in-safe-classrooms,3057" target="_blank" rel="noopener">were destroyed</a> across Central Nepal. Luckily, since it was Saturday, schools were closed and fatalities among students was not as high as in collapsed schools in Pakistan in 2005 or Sichuan in 2008.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714118/6369040b9c7e80680e037cfbjpeg.jpg" alt="" width="1400" height="933"/><figcaption>In Kali Devi Secondary School's tenth grade, there are only six students. Pics: Monika Deupala</figcaption></figure>The 2015 earthquake was a warning to rebuild and <a href="http://archive.nepalitimes.com/news.php?id=18902#.W35E2s4zbIU" target="_blank" rel="noopener">retrofit</a> schools not just in the 14 districts affected, but in the rest of Nepal as well. The earthquake was also an <a href="http://archive.nepalitimes.com/article/nation/earthquake-an-opportunity-to-rebuilt-education-system-not-just-fallen-schools,2336" target="_blank" rel="noopener">opportunity to rebuild and improve basic education infrastructure</a> all over the country.Indeed, the National Reconstruction Authority (NRA) came out with earthquake-resistant school building designs, and this Kali Devi Secondary School was one of them. District Level Project Implementation Units (DLPIU) were required to ensure that all schools follow the design criteria.“Our job is to ensure buildings are made according to design, and quality is maintained. Our engineers are assigned to be present when foundations are laid and the concrete is poured,” explains Prakash Maharjan of the Lalitpur DLPUI.But in spite of model schools like this, and even though school reconstruction has been faster than reconstruction of homes, only 3,785 of the schools damaged or destroyed have been fully rebuilt. The reason, as with everything else, is official bureaucracy, lethargy and <a href="http://archive.nepalitimes.com/article/editorial/trickledown-corruption,4176" target="_blank" rel="noopener">corruption</a>.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714118/6369040f9c7e80680e037cfcjpeg.jpg" alt="" width="1400" height="699"><figcaption> </figcaption></figure>Many of the schools ran out of money, and look like half-completed construction sites, and should technically be off limits to children. At the Saraswati Secondary School in Lele, a teacher points to the steel rods jutting out of the ceiling of an older retrofitted building, and complains: “There is still a lot to do, but unless some donor comes along, I do not really see the government following up and ensuring completion.”Federalism and decentralisation should have speeded up school reconstruction, but confusion over jurisdiction and budget has actually slowed things down. Earlier, all budget-dispensing happened through the DLPIU, but with districts now defunct, no one is sure who is responsible. The new building in Lele should have been completed last month, but money ran out.Lalitpur’s Kali Devi Secondary School has a well-appointed new building, but soil erosion poses a risk to a part of the school grounds, there is no electricity, water or adequate sanitation facilities. A newly built compound wall was destroyed by floods.In one classroom, Grade 2 and 3 was grouped together and taught by the same arithmetic teacher, Bishnu Raj Thala. “I teach the same topic to both the grades, but give slightly harder questions to Grade 3 and slightly easier ones to Grade 2,” Thala explains.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714118/636904129c7e80680e037cfdjpeg.jpg" alt="" width="1400" height="788"><figcaption> </figcaption></figure>The other problem has been lack of students. Many families migrated to the cities after the earthquake and have not returned. In Grade 10 of Kali Devi School, there are only five students. Government schools especially have fewer students because besides outmigration, parents are also sending their children to private schools.“Half our students dropped out because of the difficulties in the Temporary Learning Centres after the earthquake, it is difficult to get them to come back,” Principal Chaudhary says.The other looming crisis concerns western Nepal which has not seen a major earthquake for 700 years and seismologists have warned that <a href="https://www.nepalitimes.com/here-now/past-disasters-foretold/" target="_blank" rel="noopener">a catastrophic quake there is overdue</a>. Experts say schools in western Nepal need to be urgently retrofitted.Explains Narayan Marasini at the National Society for Earthquake Technology Nepal (NSET): “A lot of the focus has been given to Eastern and Central Nepal following the earthquakes in 1988 and 2015, we now need to tackle the challenges in the West.”Recognising this problem, the British aid agency DFID has launched a Safer Schools Project which aims to retrofit and reconstruct schools in Western Nepal.“We chose this region to work with because there is high vulnerability and low awareness on coping mechanisms,” says Eleanor Bainbridge of DFID.Indeed, 2015 proved that strengthening school buildings is important in saving lives in a disaster. None of the schools that had been retrofitted by NSET came down in the earthquake, and many of the schools that crumbled had not been strengthened.The answer is not another building code, but implementing the 1994 guidelines. If the lessons from the Gorkha Earthquake of 2015 are heeded, it could save a lot of children’s lives in a future disaster.<h4>Community committees</h4>In schools where the government funded reconstruction, the main responsibility of the process was given to School Management Committees (SMCs), whose members include educationists, social workers, or village elders.“This is a mechanism to involve the community in rebuilding schools,” Prakash Maharjan from the Lalitpur District Level Project Implementation Units (DLPIU) says. Engineers supervise design-adherence and quality control periodically, but SMCs are the backbone of the process: from hiring contractors to selecting material, they oversee all work.“Without support from the SMC, reconstruction would not be possible,” adds principal Deo Narayan Chaudhary (pictured right) of Kali Devi Secondary School in Kavre where the committee took an active part in extending the road leading to the school to make transportation of construction material easier.In fact, across the 14 districts affected by the 2015 earthquake the schools that have been rebuilt are the ones where the community committees are most involved. “Villages are close knit communities where success is also a matter of pride for the entire village.” Maharjan explains.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714118/636904159c7e80680e037cfejpeg.jpg" alt="" width="1400" height="946"><figcaption> </figcaption></figure>Moreover, schools also function as a nucleus of awareness for the entire entire community. Which is why Safer Schools Project in western Nepal seeks to spread awareness about retrofitting and earthquake safety through schools.The project is jointly undertaken by the British aid agency DFID and the Nepal Society for Earthquake Technology Nepal (NSET) in western Nepal, where the next big earthquake is overdue.Says Eleanor Bainbridge of DFID: "Schools are excellent starting points to reach out to the rest of the community." Narayan Marasini of NSET concurs: “When we conducted retrofitting training, we did it in close coordination with SMCs, and villagers also started to take interest to <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="http://archive.nepalitimes.com/article/nation/replacing-bricks-with-safer-alternatives-for-reconstruction,2287" target="_blank" rel="noopener">earthquake resistant building technique</a>s.”Beyond this, the role of elected local governments is another key component. Says Sushil Khanal, a teacher at Lalitpur’s Saraswati Secondary School: “Much of the future investment in schools depends on how local leaders perceive education. Know your Ministers

‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? Either way, the reader gets a glimpse of Nepal’s recent history from the early days of the Panchayat, through the People’s Movement and the democracy period, the Maoist insurgency, Royal Palace massacre of 2001, and Gyanendra’s coup of 2005.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4.jpg" data-media-id="editor_0" data-image-id="2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4" data-rendition-name="original" width="1584" height="1000" loading="lazy" alt="How to win friends and influence nations NT"> </figure>  Not enough is said about the political parties of the time whose presence led to the way Nepal’s multiparty democracy came to be shaped. The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. How to win friends and influence nations

Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. A few high-profile figures have been made examples of to drive the message home.
Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
