Technology was taking a big leap forward. Schools had started to equip themselves with computer labs with LED screens, and coding was taught to eager students. Rotary Clubs started donating computers to schools so that they could learn and enlighten them with the technology. The ‘One Laptop per Child’ project was launched in rural schools, even as the government schools fell behind because of the lack of investment. Internet was also new, and schools started to install connections to broaden the horizon of knowledge for their students. Chaudhary Group also initiated campaigns through which adults could win a laptop and nominate a student to get it. The coupons to win laptops were put in packets of Wai Wai noodles. Arun Sighaniya, chairman of Janakpur Today, was shot on 1 March spreading concern about on safety of media personnel and journalists. Janakpur Today was the first local newspaper to get a top category classification from the Press Council of Nepal.&nbsp; In response, CK Lal in his column State of the State in #506 wrote: ‘The media stands to play an even greater role in the political contestations of the future. This could be why investors are willing to bear huge losses and hold on to their niches. With the increasing complexity of the cutthroat competition within the media, the responsibility of media watchdogs will only grow heavier.’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251016071044_e2b14d2a9c55e241b1cfbda5f37d9c6934b73f54e681f76b8fac3e30f8a2b48a.jpg" data-media-id="editor_0" data-image-id="20251016071044_e2b14d2a9c55e241b1cfbda5f37d9c6934b73f54e681f76b8fac3e30f8a2b48a" data-rendition-name="original" width="500" height="581" loading="lazy" alt="Rewind 2010 NT"> </figure>  The community FM culture thrived, but faced a midlife crisis as stations started being bought by people with local and national political affiliations. Many radio stations such as Gandaki FM established themselves as television and print media to tackle the increased competition. Commentaries and featured content were broadcast through donor channels, which further reduced listeners’ brand loyalty.&nbsp; Direct-to-home (DTH) Dish TV connection entered Nepal, with the government granting permissions to six companies to operate the connections. DTH subscribers could choose channels and receive satellite data through their own personal dish, putting an end to the cable tv technology in Nepal. The DTH used set top boxes, and used digital instead of analogue signals, bringing clarity in both the television quality and shifting the way subscribers used to view tv. The energy sector suffered a crisis with black-outs and electricity shortfall. The Nepal Electricity Authority (NEA) tried to promote the ‘20-80 scheme’ for communities to bear 20% of the total cost while the government invested the remaining 80%.&nbsp; Electrification in southern Lalitpur through a cooperative managed to significantly reduce electricity pilferage and loss. Many rural areas faced darkness, but could get light through the scheme. Villagers managed to cut down on diesel usage, and increasingly used electricity to transport their daily utilities via a ropeway. The telecommunications sector was poised for takeoff as mobile usage grew, and Nepal was in the cusp of the digital revolution that would transform the economy, politics and society with the advent of smart phones only a year or two away. &nbsp;&nbsp;

E-governance in Nepal was supposed to make the state more efficient and reduce corruption. But going digital has meant that things are harder to get done, and slower. And it has not stopped corruption.&nbsp; Whether it has to do with biometrics for a new national ID, renew a driving license, obtain a passport, or get property registered, citizens have to shuttle between &nbsp;windows to get work done.&nbsp; At each stop they are told a different story of the set of documents needed. When they finally have all the papers, there is still a five month wait, although printing and programming a card should really take five minutes. There is a classic Soviet-era joke in which a Russian goes to buy a car and gets a delivery date for ten years in the future. He asks for an afternoon slot because he’s got the plumber coming in the morning. The whole ordeal is annoying, exhausting, and humiliating. It is also redundant, and does not save any paperwork. A passport should work as citizenship and National ID. There are four different types of private vehicle license plates on the roads, and all are valid. E-government is inevitable because the digital divide is narrowing around the world. But Nepal’s bureaucracy seems to not want to let go of finger prints on lokta paper even though the biometric system is available.&nbsp; All this inconvenience is one reason young Nepalis cite for leaving the country. They want to go to a place where they do not have to pay a middleman to get a driving license, and then wait two years for the card to arrive. Ironically, Nepal’s private sector has almost completely switched to digital payments, online shopping, and ride shares. There are 700 Nepali tech companies that code healthcare software, design AI applications, animation, video games for clients abroad. Last year alone, the country earned $900 million exporting digital products. &nbsp; It is not that the government is not trying to change things. A recent ordinance allows Nepali companies to have offices and invest abroad. BS 2080-89 has been declared an ‘IT Decade’.&nbsp; “Although great policies are made, the government does not release funds needed to implement them,” says IT expert and former police DIG Rajib Subba.&nbsp; “When you break down the score Nepal has received on the UN EDGI metric, most are because of policy. As we go digital, there need to be laws to define cybercrime.”&nbsp; E-governance specialist Nagesh Badu thinks policy is vital. When local governments are approached about cross-sharing data, they ask for the policy where it says they must comply. Cross-sharing data is the main point of e-governance. What citizens are giving up in privacy they should expect to get back at least in convenience. It makes no sense to have to give out biometrics and still having to put thumb prints on paper.&nbsp; “Many e-services are simply used for reporting purposes,” Badu says. “If you have a five-column table you can’t even create a sixth that gets you averages.”&nbsp; Separate systems for health and education may have records of the same child with no way to cross-reference them. Data is reported, but not used to support decision-making. “The big problem is that these systems don’t talk to each other,” says Buda. Subba agrees: “Good e-governance relies on official organisations working together, to link data and get things done.” One reason it is not working is that these systems were made long ago, and without considering that collected data may have several users in various agencies. Another reason government offices resist digitisation is that data transparency will reveal corruption. Even non-corrupt officials may fear how access to data might affect their jobs. Officials may use the excuse that a server is down, or that a software does not work, to avoid adopting new systems. One way to solve the problem is a start-from-scratch approach. The government recently released a 'Formation Order Amendment' for an e-governance commission. Part of it is to build a Data Exchange Platform, that would in theory link these different bases of information. Another complaint about e-government is in using online forms. When filling out a form to renew a license, for example, it is near impossible to fill it out at home. The assumption is that form-filling middlemen outside the offices have people on the inside who ensure that the form websites only work on their devices or networks. “It can also simply be because these are ancient systems that were not designed for the scale they currently face,” says Badu. It is assumed in systems engineering that systems have about a 13-year life span. Ten years to become obsolete, and three to make the needed changes. So instead of malice, it may just be that the systems were not maintained over time and hence need an upgrade. Another factor slowing down e-governance is that policy-makers and bureaucrats do not know about tech, and have no concept of how a system works, or what it takes to maintain and improve. At the top are political and administrative careerists, instead of people with technical knowledge and work experience. The Dahal government in June 2023 closed down the National Information Tech Centre so it could have a fresh start. However, it took time for work to be done on a replacement body, during which contracted workers were not paid and server licenses expired. And when executors asked for money to restart efforts, the debate was whether a dissolved body could be given money.&nbsp; “Someone with tech know-how wouldn’t have made that decision abruptly. They might have had a better exit strategy,” says Badu. To be sure, Nepal has taken big leaps in digitisation. E-payments by phone are now everywhere: allowing convenient payments of utility bills online. You can even get bailed out of jail via QR code.&nbsp; On a smaller scale, Subba has an example of a system that took one police report directly to who it needed to go to, saving 12 signature-collection trips for the peon to 'move' the file. &nbsp;&nbsp; “Even that is fantastic progress,” he says. Complaints about the systems can be looked as things to fix instead of as permanent faults. A fresh announcement is that the National ID will be available on the Nagarik App, and it can be used to fill out passport and bank forms quicker. The Nagarik App is a good idea in theory: one app that holds different IDs and certificates, and can be used for Singha Darbar passes and lots more. However, the app has got failing reviews online. ‘The screen does not proceed to the UI for entering the OTP. Stuck in middle of nowhere. Please, fix the issue,’ says one. ‘I’d signed up and uploaded all my documents, but the app made me re-register from the beginning,’ says another. ‘Everytime there is some kind of issue,’ says one frustrated user. ‘I think this app is made by interns,’ another Nepali gets to the point. With all these systems and data, there is also the question of security. When all financial systems become digital, so do heists. Computer bank robbers can get into organisations through security flaws in old printers, for example. “They choose to strike near holidays, which buys them more time to launder the money, often millions of dollars. They transfer funds to high-privacy places and exchange it for casino currency. A heist last Tihar used this strategy,” recalls Subba. “Data is the new oil,” he adds. Biometric data in the hands of the wrong people can be used to steal identities, authorise bank transactions, or for blackmail. The more places Nepalis have to give their biometrics, the more the chances that their personal data will be leaked.&nbsp; Sometimes the developers of softwares are corrupt themselves. A supposed passport data breach that involved Nepalis in Saudi Arabia turned out to be orchestrated by a software company to try and get the embassy to adopt new versions of the software. Other lapses have involved the SUTRA system. Two days of revenue data was simply lost, and had to be re-entered from physical records that were lucky enough to have been preserved.&nbsp; The government now needs to make IT and e-governance as much of a priority as hydropower or migration. As every Nepali has to engage with the government many times during their life, having an inefficient system collectively wastes colossal amounts of time and resources. Becoming Singapore Singapore’s GoBusiness, for example, is an online platform designed to be a ‘one-stop shop’ for those looking to set up businesses. The platform connects business owners to different government services, including company registration and license applications.&nbsp; Companies are allowed to have 100% foreign ownership and can be up and running in 1-3 days. The result? High levels of direct foreign investment and more entrepreneurs. Contrast that to Nepal’s dealings with SpaceX’s Starlink Internet services. Starlink already works in countries like Nicaragua and Nigeria, and adopting it can save the government massive amounts of internet set-up and maintenance, especially in rural Nepal.&nbsp; But the government decided not to go ahead because of a policy that states that at least 20% of the business should be local. “We have the Ministry of Communication and Information Technology, but it is focused mainly on the communication part,” explains Badu.&nbsp; India has a Ministry of Electronics and Information Technology. The new Trump government has close ties with the tech industry through Musk, Bezos, Zuckerberg, who were all seated at his inauguration.&nbsp; Trump’s cabinet includes an AI Czar, and he has already announced a potentially $500 billion private sector investment project for AI infrastructure in the US. Digital will be the way things are done, and Nepal better be already on it. Given how fast things change in the tech industry, Nepal and its e-government plans must be ramped up and executed at the highest levels.&nbsp; Policies need to be more strategic: it should be assumed that new approaches will bring new problems. A smooth, minimal bureaucratic process should become the expected norm and not a pleasant surprise. &nbsp;&nbsp;

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111410110/637203c99c7e80680e0b2827jpeg.jpg" alt="" width="906" height="819"/><figcaption>Photo: UMA THAPA MAGAR</figcaption></figure>Nepal created a <a href="https://mocit.gov.np/application/resources/admin/uploads/source/EConsultation/EN%20Digital%20Nepal%20Framework%20V8.4%2015%20July%20%202019.pdf">Digital Nepal Framework</a> a few years ago, sparking conversations about the digitisation of services.Investments in digital businesses, such as fintech, by startups and <a href="https://www.nepalitelecom.com/2021/12/worldlink-invests-in-khalti-to-take-financial-services-to-rural-areas.html">established businesses</a> has accelerated inline with the <a href="https://data.worldbank.org/indicator/IT.NET.USER.ZS?locations=NP">massive increase in connectivity and internet penetration</a> over the last decade. In the social sector, NGOs are also working to integrate digital technologies into their existing programs.This drive to digitise must, however, occur alongside concerted efforts to think about and shape digital transformation, this is the social consequences of digital technologies. This is the job of practitioners and thought-makers including journalists, policy makers, social actors, researchers, and civil society organisations.Researcher and futurist Roy Amara writes: ‘We tend to overestimate the effect of a technology in the short run and underestimate the effect in the long run.’ The is perhaps most visible when historians often organise the distant human past around dominant technological tools of the epoch -- the stone age, the iron age, the bronze age.Closer to our time, we forget that the widespread adoption of electricity <a href="https://www.washington.edu/news/2015/06/19/access-to-electricity-is-linked-to-reduced-sleep/">changed our sleep</a> and socialisation patterns. The availability of affordable household appliances impacted household power dynamics and brought <a href="https://penntoday.upenn.edu/news/how-appliance-boom-moved-more-women-workforce">women into the workforce</a>.Even before Tinder, anthropologist Laura Ahern’s work on Nepal shows that adoption of the technology of literacy and letter writing <a href="http://archive.nepalitimes.com/news.php?id=9675">shifted courtship and marriage patterns</a>.Yet, telling the story of technology and society in this way suggests that technology is always the driving force, overwhelming social institutions. Instead, there is <a href="https://blogs.uww.edu/kugleram18/2018/02/15/making-new-media-make-sense-summary/">ample evidence</a> that economics, politics, law, and cultural norms have a significant bearing on the development and adoption of technologies.Consider the case of electric vehicles in Nepal. There was a <a href="https://www.nepalitimes.com/latest/nepal-takes-3-steps-back-on-e-cars/">massive slowdown</a> in the rate of EV adoption a few years ago, but in the last year, the <a href="https://www.nepalitimes.com/latest/nepal-reduces-tax-on-electric-cars/">rate has accelerated dramatically</a>. Both slowdown and acceleration were direct consequences of tax laws rather than any technological factor.As with previous technologically powered disruptions, digital transformations are likely to leave some better off and leave some behind. The manner in which we implement digitisation (both how we set up the technology and how we design the laws, practises and cultures that govern them) will at least influence, if not determine, these consequences.How do we assess the possible consequences of our choices? What ethical and moral system do we use to guide our debates and decisions? These are questions philosophers will debate over lifetimes. Practitioners should take inspiration from the old saying that ‘perfect is the enemy of good’ and find a ‘good enough’ system.A human rights based approach is a good enough solution that will make a positive impact in the shortest possible time for three reasons. First, governments and other powerful institutions in the developing world are familiar with and notionally bought into the framework of human rights. Human Rights, while not always realised in practice, do carry both moral and legal weight in negotiations with the powers-that-be.Second, there are a large number of civil society organisations and activists who have long advocated for their causes through a human-rights based framework. Adding digital transformation as one element of their work will be quicker, cheaper and more effective than seeking new frameworks and new advocates.Third, the various international human rights treaties to which governments are parties can be used as both legal and moral leverage. These legal instruments provide a framework for multiple actions including public interest litigation, public advocacy and the production of model policies.A good enough approach to digital transformation would also prioritise securing existing rights in light of the digital rather than emphasising the creation of new rights. Seeking to respect, protect, and fulfil existing rights, such as that to a free and compulsory basic education, is sufficient to undertake critical debates about digital transformation.Take for example the ongoing debates, in public and in closed forums, between educators in response to extended school closures during the pandemic. Pointing to the GoN’s constitutional and international commitment to free basic education, some have argued that state-driven digital learning initiatives are  inherently problematic in a society where digital access is limited.Pointing to the same commitments, others, including me, specifically critique the poor design and inaccessibility of digital learning platforms that result in the exclusion of those at the digital margins - people with some internet access but limited digital literacy.This debate demonstrates that new rights, such as that to internet access, are already implicitly captured within the existing framework of an obligation to respect, protect and fulfil extant rights.The digital education debates triggered by the pandemic also illustrated a major gap in human-rights based approaches. In Nepal, most of the rights-based arguments emanate from organisations funded by bilateral and multilateral development agencies who push ideas representing the consensus reached by the global development industry.This industry primarily funds work on closing the equality gap within countries. This funding limits Nepali thought-makers and practitioners compelling them to tackle in-country issues such as the differences in internet access between Kathmandu and Kalikot. An exclusive focus in-country marginalisation obscures us from the increasing divergence in power, wealth and digital infrastructure between countries and societies.That digital infrastructure, such as technological platforms, are instruments of power is evident in that the Trump Administration chose to apply pressure on China specifically through Huawei to curtail its dominance of the platforms enabling a new generation of telecommunications technologies.Superior digital engineering abilities and facilitative investment policies have allowed the Global North and China to design digital platforms that capture disproportionate amounts of wealth and power from the global economy. Even in more mundane digital services, for example the ability to deploy cloud computing applications at scale, the average 'privileged' engineering student in Kathmandu faces a meaningful digital disadvantage in comparison to their peers in Oslo, Helsinki, or London. This divide has significant economic and social implications.Yet, these forms of divergence and inequity at the global scale get very little space in the national discourse in Nepal. Practitioners and thought-makers taking a right-based approach to influence digital transformation should be aware of this glaring gap in the worldview of their funding agencies. Undoubtedly, specific interventions and structural policy changes are needed to close the in-country differences in access to basic services.Undoubtedly, these matter immediately and in the long term. But without changes to Nepal’s position in the global economy, the best we can hope for is to bring people up to some ‘basic’ level. The experiences of South Korea, Taiwan, and China demonstrate that investing in closing the gap between nations can, and perhaps must, run in parallel with ensuring access to health, education and economic opportunities for all citizens.Sakar Pudasaini, Founder at Karkhana, explores innovation, technology, education, and their social consequences in Makeshift, a new monthly column in the Nepali Times.

Addressing Nepal's digital divide

<img width="1044" height="1258" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121136/636b90ca9c7e80680e06f0adjpeg.jpg" alt=""/>The Covid-19 crisis has accelerated the digitisation process of government services from <a href="http://archive.nepalitimes.com/news.php?id=14608#.YLXHbC8RoWo">telehealth</a> to telework, online meetings to <a href="https://www.nepalitimes.com/latest/learning-during-the-pandemic-in-nepal/">remote education</a>. Rarely in modern history have we seen so many virtual experiments in governance around the world rolled out at such a pace and scale.Industrial age governance, which dominated public sector organisations in the past century acted as a drag on digital transformation. But the pandemic has hastened the shift towards a digital economy.Nepal’s own <a href="https://mocit.gov.np/application/resources/admin/uploads/source/EConsultation/EN%20Digital%20Nepal%20Framework%20V8.4%2015%20July%20%202019.pdf">Digital Nepal Framework (DGN)</a> came into the policy radar during the tenure of Yubaraj Khatiwada who held the two important cabinet portfolios related to the agenda- Ministry of Finance, and Ministry of Information and Communication Technology. After Khatiwada was appointed ambassador to the United States, apart from one-off <a href="https://thehimalayantimes.com/business/government-releases-full-version-of-nagarik-app">progress</a> , focus has not been on tougher issues of fundamentally re-engineering public service delivery and institutionalising digital services. The momentum has therefore been lost on planning for a digital framework, <a href="https://www.nepalitimes.com/latest/online-classes-may-widen-digital-divide/">addressing the digital divide</a> between municipalities and inadequate digital skills, the lack of governance framework, and absence of champions in the government.  The DGN requires strong inter-departmental ownership, which it has yet to receive. It has not been popular with senior bureaucrats, and department bosses because it tramples on their fiefdoms. The steering committee organised to take it forward is under-resourced, and extrapolates the DGN framework document as a replica translation of an IT plan developed to strengthen public service delivery in the country. Whilst digital and IT are not the same, the DGN is designed to establish an overall superstructure for digital services, often requiring a high-level view of interactions among people, process and digital infrastructure.Says <a href="https://twitter.com/WorldBankNepal/status/1296264530633224192?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1296264530633224192%7Ctwgr%5E%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2F54iventures.com%2Fa-journey-accelerated-by-covid19%2F">Faris Hadad Zervos</a>, country director of the World Bank for Maldives, Nepal and Sri Lanka: “As<a href="https://twitter.com/hashtag/Nepal?src=hashtag_click"> Nepal</a> responds to the Covid-19 crisis, digital development will play an even greater role to build back better, decrease inequality, increase access and opportunity.” <img width="640" height="900" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121136/636b90ce9c7e80680e06f0aejpeg.jpg" alt="">Very few  subnational governments in Nepal today have the required digital infrastructure. The magnitude of the challenge is evident as <a href="http://documents1.worldbank.org/curated/en/485591576101383264/pdf/Nepal-Development-Update-Envisioning-a-Future-Data-Ecosystem-in-Federal-Nepal.pdf">a survey of 115 local governments</a> showed that many rural and urban municipalities lacked internet access or electricity via the national grid or generators” <figure><img width="745" height="445" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121136/636b90d09c7e80680e06f0afjpeg.jpg" alt=""><figcaption> Internet and electricity access for local government. Source: Nepal Development Update (2019), the World Bank </figcaption></figure>Most local governments do not have enough fiscal cushion to finance <a href="https://www.nepalitimes.com/latest/now-a-digital-karnali/">digital connectivity</a> and rely on federal and provincial contributions. Persistent federal-municipal divide is therefore not helping digital transformation. These limitations will hinder future connectivity, and widen the digital divide. Effort will need to go beyond infrastructure, however, to also provide enough incentives to government agencies/actors, businesses and households to connect with the full range of digital services. National and local leadership will need to address existing barriers to adoption, such as the lack of digital skills and capabilities.Institutionalising digital services can help the government improve delivery of health and education in geophysically diverse Nepal to ‘build back better’ after the pandemic, thus supporting social inclusion and decentralisation in the young republic. In addition to an inclusive economy, digitising government services can make the country attractive to foreign investors. <figure><img width="768" height="335" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121136/636b90d29c7e80680e06f0b0jpeg.jpg" alt=""><figcaption>E-Government Development Index and Foreign Direct Investment (FDI). Source: IMF (2021) - How e-Government services can pay dividends</figcaption></figure>Although Nepal has a relatively high Digital Adoption Index and a modest Global Innovation Index in its peer-group, the use of digital signatures, and governance framework considered as the bedrocks to advance digitisation of government services is at a nascent stage. The UN E-Government Development Index 2020 ranks Nepal 132nd  among 193 countries on e-government development.  <figure><img width="760" height="450" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109121136/636b90d49c7e80680e06f0b1jpeg.jpg" alt=""><figcaption>Digital Adoption Index and Global Innovation Index. Source: Nepal Development Update (2019), the World Bank </figcaption></figure>Of course, it is not realistic to expect that the government will leap-frog to higher levels of digital maturity overnight. Institutionalising new technologies and digital governance will require coordinated action between the  government, development partners and the societal ecosystem as a whole.The post-pandemic reality will require the Nepal government to take a policy and regulatory lead in digitising services. The government will have to lead by example synchronising an enabling environment for <a href="https://www.nepalitimes.com/here-now/nepal-e-shopping-booms-under-covid-19/">e-payment systems</a>, <a href="https://archive.nepalitimes.com/article/nation/long-distance-medicine-in-nepal,3521">telehealth</a>, demand for digital services, including<a href="https://kathmandupost.com/columns/2020/09/14/the-future-of-the-classroom-is-online"> online education</a>. We must not let the past shackle us and move confidently ahead to implement transformational change in state services through digital processes. As <a href="https://www.ynharari.com/">Yuval Noah Harari</a> says: ‘Future historians will see Covid-19 as a turning point in the history of the 21st century. But which way we turn is up to us.’  For Nepal, as immobility grips the economy and traditional processes are disengaged, it is fitting to ask if the government will cling to the past, or advance towards a bold new digital future.  Ashutosh M Dixit is an economist based in Nepal.

Covid crisis can spur digitisation

In the very first page of the first chapter of Nepal 2043: The Road to Prosperity are two maps. The first places Nepal right at the epicentre of Asia, and in the second the Kathmandu is at exactly the midpoint between Mumbai and Beijing. With his trademark optimism, author Sujeev Shakya says Nepal is not land-locked but land-linked to three billion people in China and India. We just need those two economic engines to pull us in the same direction. ‘With China and India becoming the two largest economies in the world in the next two decades … Nepal is the most valuable piece of real estate in the world,’ Shakya writes. For one thing, Nepal does not look beyond India and China for tourism — with the right policies it can attract millions of tourists just from those two countries. Nepal is set to graduate from a low- to a middle-income country by 2026 and to a high-income country in 2043 — hence the name of the book. The year 2043 in the Bikram Sambat calendar is also 2100 — a new Nepali century. The book delves into the past, present and future of Nepal and analyses enablers including hydropower, a fundamental transformation of which will drive the 2043 goal. The commoditisation of electricity will be the biggest transformation. Nepal can deploy ‘Cyber Gurkhas’ to attract foreign investors with the management of data centres with climate friendly renewable energy. Access to technology such as precision agriculture, a data-driven approach to farming to improve food production, reduce environmental impact and enhance profitability could be Nepal’s strategy into 2043 and beyond. ‘Earlier, we needed ploughs and strong hands in agriculture. Now, you need a computer and strong fingers,” Shakya writes, citing a neighbour’s son who inspects his crops from drone cameras. A farmer in an Ilam teashop tells the author he asks AI questions in Nepali, and it answers promptly. The biggest enabler of all is Nepal’s young demography with 62% of the population in the active 15-60 age bracket, while 28% are younger than 14. Nepal’s dependency ratio has dropped to the lowest in history with 100 Nepalis having to support 62 dependents. But this demographic dividend window is closing. Nepal’s total fertility rate declined from 2.62% in 1981 to 0.92% in 2021 — below replacement level. We have less than 30 years left to make the best use of the youth, many of whom are currently studying and working abroad. Nepal’s biggest resource, therefore, is its diaspora spread across the world who send home $20 billion a year. Migration is not just a necessity but an aspiration for many Nepalis, and they are an important source of contacts, investment and soft power. This young and educated group has taken advantage of connectivity and digitisation in all arenas of national life. TikTok and Instagram have become e-commerce platforms, or mobile app-riven digital services. Nepal’s software companies exported over $1 billion worth of IT products last year. Next we need a change in the bureaucratic mindset to eliminate paper and manual processes, which would also contribute to reducing corruption. Shakya comes up with many revelations: 81% of Nepalis live in houses they own, much higher than most other South Asian countries which means higher disposable income. Nepal has the highest tax-to-GDP ratio in South Asia. The banking sector is twice the size of Bangladesh despite Nepal having just one-fifth of its population. In 2021, 12.62% of the population had demat accounts in Nepal, while India had only 5.32%. For every five male investors, there are four women in Nepal while it is 10:1 in India. With such figures and prospects, how come Nepal just went through a violent uprising that took the shortest time to topple a democratically-elected government in modern history? One early chapter of 2043 is actually dedicated to how Nepalis have always thrived on chaos. When people faced up to 20 hours of power cuts a day, people worked around the load-shedding schedule, woke up at ungodly hours to cook and stock up on inverters. They did not put up a fight, or even protest. ''Generally, Nepalis are used to taking things lying down, and perhaps this also needs to change,' says Shakya, writing that line before last month’s uprising. ‘On the one hand, some of these issues speak volumes about the average Nepali’s patience and perhaps optimism that things will change in the long run. On the other hand, one is also forced to wonder how much longer they will be able to put up with unfavourable conditions if things don’t change.’ It does seem Nepali had enough with corruption, governance failure and political apathy to the concerns of ordinary people. The final chapter lists the non-negotiables to realise the 2043 Nepal Roadmap: democratic values and freedom of speech, a capitalist welfare state and socio-political transformation to tackle corruption and impunity. The book notes, ‘Countries transitioning to democratic rule experienced a 20% increase in GDP over a 25 year period compared to what they would have achieved under authoritarian regimes. After the end of the Shah rule in 2006, Nepal’s GDP rose from US$10 billion to US$44 billion by 2024.’ The government’s Vision 2030 document projects Nepal’s GDP at US$100 billion, and the Vision 2043 estimates that it will be a US$423 billion economy with a per capita of US$12,100. However, it will need more than optimism and practical action to make these projections real. China and India loom large throughout the book with examples of small city states like Singapore which have taken advantage of their strategic location. Despite the tension between India and China, the two will have to collaborate given the inherent advantages. China has replaced the United States as India’s biggest trading partner. Sujeev Shakya is a great admirer of former Singaporean diplomat and author Kishore Mahbubani, and he has written a blurb for the book. He quotes Mahbubani saying that for the past 2,000 years, apart from the last two hundred, Asian countries have dominated the world, and it is quite natural that the world’s economic centre is returning to Asia. And Nepal is strategically placed to make the most of it because of its location between two of the world’s fastest growing economies. Retrofitting Nepal for future shocks

In the aftermath of the GenZ protests last month, as new PM Sushila Karki chose the first members of her Council of Ministers, youth collectives urged that it reflect the country’s diversity by including women, youth and people from various ethnic and socio-cultural backgrounds.&nbsp;
It took another couple of weeks for Karki to include &nbsp;bureaucrat and public health expert Sangeeta Mishra as &nbsp;Health Minister in her next tranche of ministers. Almost immediately, people dug up a video of Mishra calling herself “Nepali, but a native Indian”.
She was telling it like it was: Mishra is a naturalised Nepali citizen. But there was outrage in the ultra-nationalistic cybersphere. Mishra’s name was withdrawn from the list of ministers, with government officials citing an ongoing investigation at the CIAA.&nbsp;
With her Cabinet still incomplete a month after taking office, Prime Minister Karki was preparing to induct GenZ as ministers. A leak in the media floated the names, one of which was of Tashi Lhazom, a climate activist and filmmaker from Humla’s Limi Valley.&nbsp;
Almost immediately, social media erupted with discriminatory, xenophobic and misogynistic epithets against her: that she supported a separatist movement, that she was a foreign agent, that her citizenship was disputed, that she did not ‘look’ or ‘speak’ like a Nepali.&nbsp;
Political figures like Gyanendra Shahi, a prominent voice calling for the restoration of a Hindu monarchy, added fuel to the fire by making bigoted and false remarks about her heritage.
The former Commissioner of the National Human Rights Commission, Mohna Ansari, wrote on social media that it was shameful to question Lhazom’s identity: ‘Ms Tashi Lhazom is as Nepali as you are. Our society’s ugliest face and biggest flaw is doubting our own. Real patriotism embraces diversity — fake nationalism must end.’
Ansari, a human rights lawyer and activist, has also often been subject to Islamophobic and derogatory comments on digital platforms. &nbsp;
In response, the Indigenous GenZ Collective released Lhazom’s Nepali citizenship certificate to debunk the mistruths spreading on digital as well as mainstream media.
What makes a Nepali? What does a Nepali look or sound like? Who is a Nepali?
‘Had my name been Tashi Poudel, Thapa, Bhattarai or Ghimire, this would not have happened,’ Lhazom said in an interview with Kantipur following an avalanche of bigotry against her. ‘They questioned me because I do not look Nepali, or speak Nepali like a Khas. Because it is not my mother tongue.’
It is an indictment of Nepali society that indigenous Nepalis have to present proof, at the slightest inconvenience of mostly the dominant groups, of being a citizen of this nation simply because they might not fit into an imagined idea of Nepali nationhood by virtue of physical appearance, speech, geography, or faith.
And while we celebrate the successes of Nepal-born naturalised foreign citizens (some now hold elected office in the US) we refuse to afford the same respect to naturalised Nepali citizens, and those born in Nepal to excluded groups, nor do we expect them to work in the national interest if they are given responsibility to govern. And women are singled out twice as much for scrutiny.
Then cyber Nepal went into a tizzy when videos appeared of a biker’s group clad in black t-shirts emblazoned with the acronym ‘TOB’ which was interpreted to stand for ‘Tibetan Original Blood’ and linked to the Free Tibet movement.
The accusations snowballed into disinformation, xenophobia, and even calls for violence against Nepalis of Tibetan heritage and the Tibetan community in Nepal.&nbsp;
In the aftermath of the September protest, the hope was that politics and the bureaucracy would finally be rid of orthodox political actors. But first, we as a nation need to collectively examine the biases and bigotry that exist in Nepal’s socio-cultural space.&nbsp;
Otherwise, Nepal’s multiculturalism will be limited to just words in the Constitution and political tokenism.
No one who is in government now or in future can be expected to be completely free of subjective opinions, ideology, affiliation to a cause, or prior activism. And such criticism falls disproportionately on activists, advocates, and members from underserved and underrepresented communities.&nbsp;
One cannot be apolitical and hope to participate in politics, and as we move forward to rebuild the system it must not just reflect diverse communities, but also celebrate diversity of thought and beliefs.&nbsp;
Resorting to ethnocentrism, racism and chauvinism with conspiracy theories and discriminatory dog-whistling about fellow citizens is a disservice to Nepali nationhood. It is Nepal’s diversity that makes us strong.&nbsp;

What makes a Nepali?

We were used to getting stuck in Kathmandu’s notorious traffic with gas fumes and horns blaring. We are still stuck in traffic, but now it is mostly the quiet hum of EVs, and street-level air is noticeably cleaner. Alongside Norway, Nepal has the highest combustion-to-EV conversion rates in the world. And we are not even a middle-income country yet. How did we get here?&nbsp; For the first time in Nepal’s history, 2025 saw an unprecedented turn of events: two back-to-back auto shows a week apart in August, independent of each other. This was timed for the warm up to the Dasain season. &nbsp;&nbsp; The first auto show 6-11 August was the <a href="https://naimanepal.org/mobility-expo" target="_blank">NAIMA Mobility Expo 2025 </a>by the newly established Nepal Automobile Importers and Manufacturers Association which saw 35 new models, many of them EVs with 50 participating brands like Toyota, BYD, Hyundai, Kia, MG, Mahindra, Omoda &amp; Jaecoo, Proton and Leapmotor.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025101711108_d8c03f5141f0086814d866543af4d95310f340a7191363e4705aedda8e4b73d0.jpg" data-media-id="editor_1" data-image-id="2025101711108_d8c03f5141f0086814d866543af4d95310f340a7191363e4705aedda8e4b73d0" data-rendition-name="original" width="1770" height="1097" loading="lazy" alt="Electric cars in Nepal NT"> </figure>  The exhibition had a strong focus on two-wheelers aimed at affordable and easy mobility in a town now known for long traffic jams (see report). NAIMA attracted a record 100,000 visitors in six days.&nbsp; The second one was the Nepal Automobile Dealer’s Association Auto Show 2025 (<a href="https://youtu.be/emSd0mUuMjU" target="_blank">NADA</a>) to address the growing demands for cars and two-wheelers. It was a natural expression of new market forces at work, on one hand, and popular taste, on the other — one influencing the other.&nbsp; This year’s NADA Auto Show was its 17th iteration, and carried a hefty legacy: exhibiting a contemporary lineup from manufacturers such as Tata, Suzuki, Xpeng and Nammi, but also classics for vintage car lovers like the 1928 Ford Model A and a rare 1955 Austin Princess Dm4 sedan.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025101711108_dda7d264ddb12448cc10d9b1cb699632eee975741fc4c56055e4df904579c34f.jpg" data-media-id="editor_3" data-image-id="2025101711108_dda7d264ddb12448cc10d9b1cb699632eee975741fc4c56055e4df904579c34f" data-rendition-name="original" width="1381" height="848" loading="lazy" alt="Electric cars in Nepal NT"> </figure>  It also showcased the Deepal eVTOL (a 2-seater drone), and a humanoid robot with dog. Curious onlookers at Bhrikuti Mandap thronged the show with footfall crossing 170,000.&nbsp; Earlier this year, I had traveled to attend India's largest auto show, the <a href="https://youtu.be/OgIIvXx6yOM?si=zNmMgklzCJpagTye" target="_blank">Bharat Mobility Global expo</a> in January in New Delhi. It was part of a <a href="https://youtu.be/GT6LBKiJvyg?si=r7YaxahjSAnsIfBY" target="_blank">roadtrip</a> from one capital to another with BYD Nepal on a Dolphin. The journey took three days through Bhairawa and then the Lucknow-Agra Expressway, covering a distance of 1200km one way.&nbsp; The drive through the horrid Narayanghat-Butwal corridor alone was testimony that EVs are no longer fragile and could handle a beating. And while both Nepal's economy pales in comparison to India, it was evident that the private passenger segment is well on its way to electrification. More than 70% of all vehicles sold in Nepal last year were electric. Sales representatives are unanimous: inquiries for EVs are at an all-time high and overshadow demand for ICE (Internal Combustion Engine) vehicles. Besides four-wheelers, a fast-growing proportion of scooters were also electric.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251017111016_e4cd988ca915ddd283a86d48fac332f22f98ff776b3d22391e10156ad56d7a1a.jpg" data-media-id="editor_6" data-image-id="20251017111016_e4cd988ca915ddd283a86d48fac332f22f98ff776b3d22391e10156ad56d7a1a" data-rendition-name="original" width="1389" height="863" loading="lazy" alt="Electric cars in Nepal"> </figure>  I have spent the last two years <a href="https://youtu.be/256YQa37Ol8?si=Sv1wQ8EdvgMCiTM_" target="_blank">reviewing</a> many of these EVs. The days of batter-powered cars being small toy cars, with sub-par build quality and the range of golf carts have long gone.&nbsp; Fit and finishing in both Chinese and Indian EVs are comparable to established brand names even in Japanese and European markets. But most significantly for us in Nepal, battery technology and range have made inter-city travel on our highways imaginable. The media sometimes portrays Nepal as a prime testing/dumping ground for EVs due to lack of regulation and the proximity to the world’s largest EV exporter (China) and our tough geographical conditions. That is just a part of the story. What actually stands out is the incredible appetite for risk among Nepali buyers.&nbsp; Since the Covid pandemic charging infrastructure has spread across the country. My early trips between Kathmandu and Pokhara saw the possibility of topping up with just one charging gun at the <a href="https://rsr.com.np/" target="_blank">Riverside Springs Resort in Kurintar</a> – and I would have to wait in line, or the charger simply would not be working.&nbsp; These days, by the time I cross Kurintar from Koteswor in my Kona, I will have passed at least 10 charging stations with multiple guns. &nbsp; On my <a href="https://www.youtube.com/@casuallyannoyeddriver" target="_blank">YouTube reviews</a>, people from across the globe ask about range and handling EVs on poor road conditions like ours. The occasional skeptics also leave comments like: ‘If this works in the higher altitudes and mountainous roads of Nepal, then it should be a breeze down here in the flats of Australia and/or hills around Auckland!’  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251017111016_8b4fbe59884538849be6428eb2ce9249627a8970ed9ef4cd3c792682bf26dbed.jpg" data-media-id="editor_10" data-image-id="20251017111016_8b4fbe59884538849be6428eb2ce9249627a8970ed9ef4cd3c792682bf26dbed" data-rendition-name="original" width="1139" height="787" loading="lazy" alt="Electric cars in Nepal"> </figure>  SATURATION? However, both the NAIMA and NADA auto show also confirmed that we could be hitting a peak EV. From having just one car in one budget segment, there are now multiple alternatives stretching from the entry of below Rs3 million to the premium and high-end Rs 10 million price point.&nbsp; Furthermore, the price wars on EVs that started in China a year ago have also trickled across to Nepal. Models such as the <a href="https://youtu.be/3wFN2I81Tq0?si=T6L4SAfRpoyNNvYC" target="_blank">MG S5</a>, Nammi Vigo, BYD Atto 2 (and 1) and <a href="https://youtu.be/y214kWbWTc4?si=bIevanDZEPQdkEs4" target="_blank">Deepal S05</a> saw aggressive pricing schemes and discounts that disrupted pre-existing quotas. Consumers can suddenly afford a lot more cars, and travel a lot further for a considerably smaller price tag.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025101711108_276afec1bdbd37497572939a4eada4bef74c9d075cd5851892c4dd1985edb9c5.jpg" data-media-id="editor_13" data-image-id="2025101711108_276afec1bdbd37497572939a4eada4bef74c9d075cd5851892c4dd1985edb9c5" data-rendition-name="original" width="1953" height="1107" loading="lazy" alt="Electric cars in Nepal NT"> </figure>  However, booking numbers at both auto shows did not necessarily translate into actual deliveries. The fact remains that almost 80% of registered vehicles in Nepal are still two-wheelers, and GDP per capita stands at just $1500 — among the lowest in the world.&nbsp; This means that early first-adopters are first-time buyers, and the remaining customers in the market are more skeptical and less willing. But there are also those that are unlikely to consider the EV suitable to travel to off-road rural areas. For the average Nepali family, upgrading or purchasing a new car is no small decision. It happens in five years or more with resale values being a big determinant. The EV boom may be reaching saturation.&nbsp; Both NADA and NAIMA shows drove home the message that Nepal’s transport sector is on an electric fast-track, but the road ahead will be bumpy.&nbsp; Soon after the shows, the glacial debris flow on the Bhote Kosi knocked out the Rasuwa-Kerung border with China, and earlier landslides had already blocked the Koradi checkpoint. Manufacturers are now using the less convenient Korala border in Mustang. BYD, Leapmotor and Omoda &amp; Jaecoo have begun rerouting their vehicles to make up for delivery deadlines.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025101711108_62fd70a476656062005959c247b38178d8efabf8570c73929295c0a103ff4013.jpg" data-media-id="editor_14" data-image-id="2025101711108_62fd70a476656062005959c247b38178d8efabf8570c73929295c0a103ff4013" data-rendition-name="original" width="1438" height="1031" loading="lazy" alt="Electric cars in Nepal NT"> </figure>  Although the distance from the capital to the Korala border (470km) is four times longer than from Rasuwa (128km) &nbsp;and Tatopani (112km), it is still considered faster and more cost effective than shipping via India using sea routes.&nbsp; And then Nepal was engulfed in turmoil after the youth-led protests of 8-9 September and its aftermath. Many automobile showrooms around Thapathali including Tata, Hyundai and CG were vandalised and torched.&nbsp; Sushila Karki leads a caretaker government till elections are held in March, and the unsettled situation will affect the economy and investment climate as well as the automobile sector. Is Nepal reaching peak EV?

While the streets of Kathmandu were erupting violent GenZ protests that brought down the government, Nepal’s athletes were achieving different kinds of breakthroughs on Spain’s mountain trails and in the cricket qualifiers in the UAE.&nbsp; On 27 September, two weeks after the uprising back home, Nepal's cricket team stunned the sporting world with their first-ever victory against a full member nation — defeating two-time World Cup champions West Indies by 19 runs, then crushing them by 90 runs two days later to seal a historic 2-0 series victory. On that very day, 5,000km away in the Spanish Pyrenees Sunmaya Budha stood on a podium alongside American and European champions, clutching a silver medal from the 3rd World Mountain and Trail Running Championships. No Asian athlete had ever finished this high in the Long Trail competition at the World Championships. While youth back home showed they would not tolerate injustice and could carve their own future, young Nepalis were securing it on the global sports stage even in moments of national crisis.&nbsp; The Long Trail event at the 2025 World Championships was designed to break even the strongest athletes. Stretching 82km through the Spanish Pyrenees, the course features an unrelenting 5,413m of elevation gain and descent.&nbsp; Athletes faced everything from steep scree slopes to narrow ridge lines, from boulder fields requiring scrambling to precipitous descents demanding total concentration. Budha's pace means she was running at a speed that most casual runners could not maintain on a flat course, let alone while constantly climbing and descending mountains. Kulung and Roka Magar maintained a 7:24-7:27/km pace—faster than many recreational runners' easy flat road pace. They were faster than dozens of European athletes who train in the Alps. Even Sherpa's 9:11/km average pace over 12+ hours represents an extraordinary feat of endurance, maintaining forward progress on some of the most challenging mountain terrain in competitive trail running. “What set Budha apart was her exceptional descending ability. Photo: WMTRC2025 CANFRAC </figcaption> </figure>  While American Katie Schide dominated from the front, Budha found herself in an intense battle for second place with Italy's Fabiola Conti, a specialised skyrace and mountain marathon runner. The two runners remained locked together through much of the course, running side-by-side at key checkpoints and pushing each other through the mountain wilderness. In ultra-trail racing, where climbs are often win by fractions of minutes, the ability to descend fearlessly and efficiently can make the difference between podium positions. Budha's technical prowess on the descents gave her a advantage over her European competitors. The decisive moment came in the final 20km. At the 65km mark, Budha held a 90-second lead over Conti. By 71.5km she had extended her advantage to eight minutes — a commanding gap she maintained to the finish. In a powerful display of national pride, she approached the finish wrapped in the Nepali flag, showing the world what Himalayan athletes can achieve on the global stage. Said Preeti Khattri, team lead for Nepal: "Standing right beside the USA and European peer. Proud. No Asian athletes have ever made it this far.” MEN, TOO While Budha captured headlines with her silver medal, the performances of Suman Kulung and Man Kumar Roka Magar were equally significant. Both athletes topped Asian athletes and numerous European competitors. Suman Kulung delivered a performance that demonstrated extraordinary mental toughness and racing intelligence. What makes his 32nd place finish even more impressive is that 1.5km he encountered a severe bottleneck on narrow technical trails.&nbsp; This critical delay pushed him back to around 92nd position—a devastating setback in a world championship race where every second counts. By the 30km mark, he had charged through the field to reach approximately 20th position — recovering over 70 places in less than 30km.&nbsp; His final time of 10:06:25 placed him ahead of runners from traditional mountain running powers including Switzerland, Austria, and Germany, and was the highest-finishing Asian male athlete in the competition.
