American science writer Ed Yong’s spellbinding new book An Immense World: How Animal Senses Reveal the Hidden Realms Around Us proves to us just how woefully limiting that definition is. It not only disregards other human sensory faculties, but also those possessed by the many species we share the planet with. We refer to people who show a supernatural ability to communicate as having a ‘sixth sense’, but Yong weaves a fascinating tale of the scores of other ways that organisms perceive — charting their environment through echolocation, magnetic and electrostatic fields, vibration, air and water currents, and many other stimuli. Read also: <a href="https://www.nepalitimes.com/latest/microchipping-nepals-dogs/">Microchipping Nepal's dogs</a>, Aria Shree Parasai After reading An Immense World, we will not think of ourselves and fellow animals great and small in the same way again. ‘Senses that seem paranormal to us only appear that way because we are so limited and so painfully unaware of our limitations,’ Yong writes, describing the mantis shrimp’s eyes that brim with 20 types of photoreceptors, allowing it to ‘see’ polarised light. Other animals smell what they see, hear what they touch, and see the earth’s magnetic field. They use one or many senses to make sense of their world, their Umwelt. The dog we worship at Kukur Tihar sees its marigold garland and the vermilion as green and yellow because of its dichromatic eyes, compared to the human trichromatic vision. We know dogs can hear sounds in a frequency range inaudible to humans, but they are probably also able to detect seismic waves that precede earthquakes. The dog’s nose scoops up odour molecules, sniffing six times a second through nostrils with side-slits that allows it to smell even while exhaling. Besides our five senses, we humans also have the sense of balance (equilibrioception), awareness of our own bodies (proprioception), as well as sensations of pain and pleasure. Other animals either have enhanced senses that we already know of, or means to perceive their surroundings that defy belief. A rattlesnake uses its forked tongue to smell in stereo and turn its world ‘into a map and a menu’. We know bats use ultrasound echolocation to intercept insects mid-air, but scientists have found they use Doppler compensation of radar signals to chase moths. Migratory birds like bar-headed geese make nonstop trans-Himalayan flights memorising genetically-encoded magnetic maps. Sea birds also have an ultra-sensitive olfactory sense with which they steer their oceanic migration routes. Elephants use infrasound rumbles to communicate with distant herds, but can also sense ground vibrations, listening with their feet to recognise individual fellow-elephants. The human sense of touch is so sensitive we can detect texture at a molecular level on surfaces. Like the peacock, the colours of the Impeyan pheasant (डाँफे) probably hide additional ultraviolet colours that we cannot see. The feather crest on its head is likely not just a mating ornament, but sensors that ‘feel’ the air, just like the filoplume of gliding birds act as anti-stall warning systems. Odomos creams do not drive away mosquito vectors, they only repel mosquitos after the taste receptors in their feet find DEET disgusting. The insect’s eyes also send signals to its brain in time-lapse, so everything appears in slow motion -- which is what makes it so difficult to swat mosquitoes and flies. Animals use receptors to make sense of the stimuli in their surroundings. Chemoreceptors in the nose and fingertips detect molecules that trigger smell and taste. Mechanoreceptors sense texture and vibrations through touch. Photoreceptors make sense of light. So, there is nothing really ‘green’ about a leaf, Yong explains: ‘Colour, then, is fundamentally subjective.’There is so much more awe and wonder in An Immense World. Ed Yong devotes his last chapter to how human activity in this bright and noisy world is threatening the planet’s sensescape. <figure><img width="800" height="662" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/6372088b9c7e80680e0b54f0jpeg.jpg" alt=""/><figcaption>Photo: KAT CENTRE</figcaption></figure>Nepal was declared an open defecation free zone for humans in 2019, but in Pokhara it is the dogs that are creating nuisance.Public complaints about streets strays using sidewalks as lavatories in this picturesque lake-side city have prompted Pokhara’s municipality to make dog registration and licensing compulsory – the first time in Nepal. If successful, the pilot project will be replicated in Kathmandu and other cities with strays and community dogs being microchipped and tagged to keep the canine population in check, and also help control rabies. “Registering in Kathmandu would be more challenging given the sheer number of dogs in the Valley. We will need a separate body for monitoring and proper documentation with microchipping,” says Khageshwaar Sharma of Himalayan Animal Rescue Trust (HART) in Pokhara.Read also: <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/">Bhaktapur's dog catchers</a>, Monika DeupalaKathmandu municipality’s livestock division already has three years of experience registering street bovines and water buffalos by embedding microchips in them. Officials will soon conduct door-to-door visits to do a canine census, and estimate the total microchips needed.“The census will also give us a more accurate figure for the total number of dog owners, pet shops and clinics, which in turn will allow for mass vaccination against rabies, spaying and neutering of the dogs and formulation of necessary regulations,” says Awadesh Jha, livestock division chief with Kathmandu municipality. <img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/6372088e9c7e80680e0b54f1jpeg.jpg" alt="">Ideally, registration and microchipping of dogs should be done by breeders but in Nepal, the government does not even have a record of the total number of breeders and kennel clubs in the country. In fact, there is no law stipulating breeders have to be registered, adding to the risk of animal abuse.Laws preventing animal abuse are relatively new in Nepal. The Ministry of Livestock Department developed the Animal Welfare Directive only in 2016 and even that has no provision to punish offenders.To be sure, animal abuse is criminalised under the Criminal Code of Nepal. Yet, specific laws for animal welfare are still missing such as the specificity of animal hospitals and clinics, breeding and shops. What this has done is proliferate so-called ‘animal hospitals’ that lack basic veterinary equipment and mostly function as breeders or pet shops.Read also: <a href="https://www.nepalitimes.com/latest/saving-chari/">Saving Chari</a>, Nepali Times“With increasing pet ownership, particularly that of canines, we need proper guidelines. Many first generation dog owners need to be taught how to treat their pets well,” says Pramada Shah of Animal Nepal.Diktel municipality in Khotang district became notorious two years ago for brutally beating and killing stray dogs. A video clip of the torture and killing of a dog named Khairey in Banepa last year provoked outrage and street protests. There have been frequent mass poisonings of street dogs. And in 2019, hundreds of street cows were pushed off a cliff in Surkhet by a contractor who was supposed to transport them to a shelter. Animal rights activists say that the central government needs to draw up uniform laws so that offenders, be they pet owners, locals, shops or breeders, can be held accountable.  <figure><img width="2048" height="1365" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101120/637208909c7e80680e0b54f2jpeg.jpg" alt=""><figcaption> </figcaption></figure>Caring for dogs is also important for rabies control. Nepal needs to achieve the World Health Organisation (WHO) ‘Zero by 30’ global strategic plan to prevent human deaths by dog-mediated rabies by 2030. Rabies is a completely preventable disease but has the highest documented case-fatality rate at close to 100%. Globally, it is responsible for nearly 60,000 deaths a year, <a href="https://www.nepalitimes.com/banner/dog-bites-man-is-still-news-in-nepal/">40% of which are of children under 15</a>.And while rabies occurs in more than 150 countries, it is endemic in South Asia and Africa. India alone accounts for 40% of all annual rabies deaths in the world. Nepal on the other hand has an average of 125 cases a year, but this is a gross underestimation, say experts. But only a few government healthcare facilities in Nepal have a stock of free vaccines, and in private clinics patients have to pay a hefty fee for a jab.Preventive measures including vaccinating and controlling the canine population are the most cost-effective approach, and dog registration with microchipping can be the first step in ensuring this.For now, Pokhara is leading the way. Says Awadesh Jha: “With registration, owners can find lost pets, animals can be protected from diseases and the government can form plans to control the canine population and take action against irresponsible ownership, breeding or selling. Microchipping Nepal’s dogs

Despite enormous hardships, Nepalis have learnt to survive, and indeed surmount them. There is injustice and exclusion, but also a surge of youthful activism. The present may look hopeless, but we still hold out hope for a better tomorrow.We <a href="https://www.nepalitimes.com/here-now/activists-against-animal-cruelty-at-nepal-temple/" target="_blank" rel="noopener noreferrer">treat our animals badly</a>, yet we worship them as manifestations of our gods.This contrast between cruelty and compassion is this most pronounced in the lives of street fauna, creatures with whom we share our urban space. Dogs are mistreated, tortured and killed, but there are also many families which have adopted dozens of street dogs to <a href="https://www.nepalitimes.com/here-now/wanting-nothing-in-return-but-love/" target="_blank" rel="noopener noreferrer">feed and care</a> for, despite not having spare income. They may not be rich, but they display a richness of compassion for fellow beings.On <a href="https://www.nepalitimes.com/banner/every-day-is-dog-day/" target="_blank" rel="noopener noreferrer">Kukur Tihar</a> on 3 November this year, we will worship our pets and community dogs, garlanding and feeding them treats. But in the evening, many of the same families will light firecrackers to frighten the living daylights out of their dogs. This Tihar, like in previous years, many pets will get lost – desperately fleeing the explosions, until they have run too far to find their way back home.It is to draw attention to how street animals bring out the best (and sometimes the worst) in human beings that this Kukur Tihar will see the launch of another book about a Nepali dog. She is named Sathi, a dog that finds <a href="https://www.nepalitimes.com/here-now/angel-meets-an-angel/" target="_blank" rel="noopener noreferrer">a new life</a> thanks to kind hoomans. Appropriately, ‘Sathi’ means ‘friend’ in Nepali – after all, we are talking about man’s best friends.Sathi is an exquisitely illustrated bilingual book for children and adults that tells a fairy tale story of an abandoned dog, who is scalded on Kukur Tihar by a city shopkeeper. She is so angry that the dog is messing up her shop, she throws a bucketful of boiling water on the hapless pooch. Sathi is miserable and in pain as she licks her wounds at a garbage pile, until she finds a benefactor who takes her to the real-life animal shelter called KAT Centre in Kathmandu.Sathi is cared for at the dog home, and the burns on her back heal slowly. She makes friends with other dogs at the shelter who have also been attacked, abandoned, or hit by cars. There is Moti, Momo, Karma, Tashi – all with heart-rending stories from the streets.“You know, dogs are often not treated very well here in Kathmandu,” a dog named Karma who lost one eye to a knife-wielding attacker tells Sathi. “Not all people like dogs and they only honor us one day a year, on Kukur Tihar. The rest of the time, they don’t really care about us.”   Like most fairy tales, Sathi has a happy ending. But unfortunately, that is not the case for most of Kathmandu’s street dogs.Julu is the pseudonym of the author, a world traveler who cares about animals, and who has three dogs of her own. She was prompted to write the book after learning of a dog who had been burnt on her back because a neighbour did not want the dog bothering her. After seeing the dog lying in the rain, licking its burns, Julu decided to help. She got the dog into a shelter, and ultimately adopted by a family in Canada.This true story on which the book is based is explained in the Epilogue that also contains a list of animal shelters in Kathmandu that care for abandoned dogs and find homes for them. Part of the proceeds of the book will go to support some of these shelters.The last paragraph of Sathi is moving reminder to us that every day should be Kukur Tihar in Nepal: ‘Sathi closed her eyes and promised never to forget what life had been like for her and her friends, and what it was still like for the dogs still living on the streets. Adventures of a Kathmandu street dog

Photo: SOCIAL MEDIA</figcaption></figure>Among the many street protests that followed Prime Minister K P Oli’s <a href="https://www.nepalitimes.com/latest/nepalis-outraged-by-pm-oli-move/" target="_blank" rel="noopener noreferrer">dissolution of the Lower House</a> on 20 December was one by students in Charikot in which a she-dog bearing the portrait of the prime minister was dragged around town. The photo of the dog went viral on social media, drawing widespread anger and criticism. When animal rights activist Pramada Shah saw the images on the internet, she reacted instantly: “We have to rescue this dog.” Her team from Animal Nepal quickly traced the student leaders involved in the procession through Facebook posts, and spoke to them at length on the phone about the need to <a href="https://www.nepalitimes.com/editorial/in-an-animal-farm/" target="_blank" rel="noopener noreferrer">protect animals</a>, and not punish them for human actions. <figure><img width="1500" height="1125" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1cf9c7e80680e08f8d8jpeg.jpg" alt=""><figcaption>Activists from Animal Nepal try to approach a traumatised Chari in Charikot last week. The student leaders, Roshan Khadka and Bharat Shrestha first alleged that the opposition had taken pictures to make them look bad and that they had “only dragged the dog for like ten metres”. Then they argued that the idea was to show that <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/woof-of-fresh-air-for-street-dogs-in-kathmandu,4132" target="_blank" rel="noopener noreferrer">community dogs</a> are more faithful than the prime minister.“The reasoning was quite contradictory to the act of cruelty, but we were eventually able to seek their support in helping us rescue the dog,” explains Shah. “I said you can’t do this because you are responsible student leaders. They’ve committed to never hurt animals again for political reasons.”Nirmal Sharma, a lawyer who works with Animal Nepal arrived in Dolakha with his colleagues. It took them a while to find the dog who had gone into hiding after the traumatic experience. Students Khadka and Shrestha helped trace the dog, and she was brought to Kathmandu.  Animal Nepal named her ‘Chari’ after Charikot, and she was checked for wounds and diseases. Says Sharma: “She’s fine and now she lives at our office with other dogs.”Chari has started making friends with other mutts who live at the rescue home, but she is terrified of the leash. Says Shah: “Leashes scare her because she was traumatised. She’s a quiet dog, really scared and timid. Basically, they used an animal to give out a political message.” <figure><img width="1225" height="816" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111124/636cd1d29c7e80680e08f8d9jpeg.jpg" alt=""><figcaption>Chari in her new home in Kathmandu, with friend Chhampi.</figcaption></figure>Shah finds it concerning that Nepali language is rife with analogies that equate negative human attributes to animals. “It’s something we need to get over. We got rid of gender bias in language, we need to make our language sensitive towards animals, too,” she says.Nepal’s laws provide animals little or no protection. The Muluki Ain enshrined protection of cows and bulls for religious reasons. “The Muluki Aparadh Samhita 2074, has a list of dos and don’ts in terms of crimes related to animals, but they have to be hinged on harm caused to humans to be punishable. Evidence is low when it comes to animals, so it’s usually hard to push for laws,” says Sharma.Pramada Shah believes <a href="https://www.nepalitimes.com/banner/bhaktapurs-dog-catchers/" target="_blank" rel="noopener noreferrer">animals</a> need legal protection, and her organisation has been pushing for it. She adds, “Once the law comes through maybe our animals will be treated better– but there’s a lot of work to do. But everything is dependent on politics.”Indeed, it was the same politics that made Chari a part of a street demonstration, and one that gave her nationwide fame at the cost of trauma.

But Karchung, his family and most of the village had never left the mountains.So, the story goes, the pup waits for his true family, perched on his rock overlooking the trail until one day a man with a white-beard and white shirt comes puffing up the trail.This is not just any other trekker, it is <a href="http://archive.nepalitimes.com/news.php?id=18512#.X9Mx3lUzaUk" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D18512%23.X9Mx3lUzaUk&amp;source=gmail&amp;ust=1607763910021000&amp;usg=AFQjCNH6VHgrM1MfgVEkc8QcCpaHyedqWA">Scott DeLisi, at the time the American Ambassador to Nepal</a>. If it was not for the eyes, His Excellency may have walked on by since the dog’s blue-grey coat was the colour of the land itself, and perfectly camouflaged him in Mustang’s arid terrain.Then, their eyes met, and, for the first time, the puppy spoke… and Scott heard him, and that day, the world changed for them both.The Ambassador’s Dog is a tale of Lo Khyi (Lo for Mustang, and khyi, which fortuitously means both ‘dog’ and ‘happiness’ in Tibetan), a pup that dared to dream big and who went on to become the source of happiness for Scott, who took the dog to America after his tenure in Nepal.‘Scott’ in the book is Scott H. DeLisi himself, who <a href="https://archive.nepalitimes.com/news.php?id=18847" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/news.php?id%3D18847&amp;source=gmail&amp;ust=1607763910021000&amp;usg=AFQjCNHwNbBtI9s4hrNMwwqTlYyVqbvZlQ">served as ambassador</a> in Kathmandu from 2010-12. Now retired, DeLisi is a career diplomat who spent 35 years from one embassy to the next roaming the world with multiple postings in Asia and Africa. Owners are unmindful of how firecrackers frighten pets, municipalities lynch dogs, abandoned cattle roam the highways, buffalo calves die of suffocation in the backs of lorries, and the ultimate in cruelty: Gadimai Mela. How a country treats its animals tells us a lot about its culture.All this fatalistic brutality hardens us as a society, and translates into abuse of fellow human beings. State neglect condemns many to die due to lack of health care, and decrepit roads kill 2,000 people every year. No one has atoned for war crimes committed during the war. For a decade, Mohamad Aftab Alam got away with burning dozens alive in a brick kiln. As history steps into the new decade of the 2020s, it looks frighteningly like 1984 has already arrived in the post-truth world.Animal Farm may have been a parody of Stalin’s Soviet Union but it has many parallels today, perhaps nowhere more so than post-revolutionary Nepal, where just about every character from Orwell’s farm has a corresponding political figure. Just fill in the blanks: Farmer Jones (……), Napoleon the pig (…..), Boxer the horse (…..) Moses the raven (…..) The 9 Dogs (…..)  and Benjamin the donkey (….). History is recurring farce.Nepal may now be a secular republic, but the country’s patron deity is still Pashupati Nath, the Lord of Animals. Paradoxically, for a country that worships animals Nepal is increasingly known as a country that mistreats animals. We love our animals to death.Animals are ascribed godlike qualities, only to be tortured and killed. All this comes into sharp focus during Dasain and the upcoming Tihar festival. You cannot eat meat without killing an animal -- we get that. But why kill in the cruellest way possible? Take a peek at the buffalo trucks that transport the animals to Kathmandu’s slaughterhouses. It is guaranteed to put you off buff momos for good. True, the west has perfected the art of mass killing of animals for food. But there is now a backlash: cruelty to animals and the climate impact of eating meat have led to a dramatic increase in vegetarianism and veganism in Europe in the past five years. Ten percent of Britons are vegetarian, and one-third of women there do not eat meat.This Tihar, Nepalis will worship crows, cows, dogs and bulls by garlanding and offering them treats. The festival is imbued with deep spiritual meaning, much of which has been lost. Despite this reverence of animals, Diktel Municipality last month beat dozens of community dogs to death with iron rods. In Kathmandu, dogs scalded with boiling water or acid land up in shelters every day. While we worship our pets on Sunday, hundreds will be so frightened by firecrackers they will get lost trying to get as far away from the explosions as possible.We will worship cows on Sunday even as thousands of abandoned street cattle roam the East-West Highway. But how does one explain the mass bloodletting of sacrificial animals at Kot? Or the unconscionable slaughter of thousands of buffaloes, goats, fowl and even pigeons at Gadimai? It is difficult to justify carnage on such a horrifying scale in the name of tradition, killing for the sake of killing just so the wishes of those doing the killing are granted. In 2015, the Supreme Court ruled that the Gadimai slaughter was indefensible cruelty, but next month organisers once more expect 6 million visitors to the temple in Parsa, and more bloodshed.It is worth pondering whether all this fatalistic brutality hardens us as a society. Forget animals -- look at how we treat fellow humans. State neglect condemns mothers and infants to die unnecessarily, corruption in the medical sector is a death sentence to many, our highways are in a perpetual state of murderous disrepair.In 10 years 17,000 Nepalis were killed at the hands of fellow Nepalis, and no one has atoned for the unspeakable crimes against humanity committed then. Mohamad Aftab Alam got away with ordering eight supporters to be burnt alive in a brick kiln to destroy evidence of bomb-making in the 2008 elections. This week, video emerged of an excavator driver in Baitadi swinging his boom at people, injuring eight of them.For festivals to really represent the triumph of good over evil, we have to go back to the basics of what all religions teach us: compassion, tolerance, non-violence against sentient beings and a reverence for nature.<h2>Ten Years Ago</h2>The front page of<a href="http://archive.nepalitimes.com/issue/473" target="_blank" rel="noopener"> Nepali Times #473 of 23-29 October</a> 2009 reads as if it could have been written this week:At a time when India-China relations are returning to near-Cold War levels, the Maoists have been trying to play Nepal’s two giant neighbours off against each other. Having concluded that Delhi masterminded its downfall from government in May, Maoist chairman Pushpa Kamal Dahal has been cosying up to China. Beijing, which was happy with the way the Maoists cracked down on pro-Tibet activities while they were in power, seems to be only too happy to play along. Dahal’s visit to China last week, during which he also met briefly with Premier Hu Jintao, was either perfect, or disastrous, timing.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141156/636a60df9c7e80680e056ea0jpeg.jpg" alt="" width="321" height="500">We don’t know what China’s message was, but sources say Beijing underlined the need for stability in Nepal and Premier Hu was worried about the growing political drift in Kathmandu. What Dahal’s visit seems to have done is made the Indians even more paranoid, and to conclude that the Maoists can’t be trusted.

In an Animal Farm

Born in Khandbari in eastern Nepal, Parashuram Pathak helped his family around the farm, sold what they grew in the market and lent a hand in the kitchen.&nbsp; After working as a chef in Dubai, San Francisco, Denmark, Australia, and on cruise ships, Pathak has now brought back what he has learnt to the Tusa Restaurant in Bhaktapur that opened on Nepali New Year on 13 April. Tusa uses fresh indigenous ingredients from various parts of Nepal, and fuses them with international methods to produce unique dishes. Pathak is a global Nepali, and is introducing global Nepali cuisine to his homeland. Pathak left an executive chef job to intern at three-Michelin-starred Noma in Denmark, named the best restaurant in the world five times. Noma runs on a philosophy of foraging to rediscover wild local ingredients, and Tusa’s mission is similarly noble: preparing dishes with Nepali ingredients using modern techniques and equipment. “We are taking Nepali food beyond dal-bhat and momo, we are taking it international,” Pathak said on the phone from Sydney. The team then scouted for Nepal’s best architect, and zeroed in on Bhaktapur-based heritage conservationist Rabindra Puri who designed the Malla-era house for Tusa in the Nag Pokhari neighbourhood. Tusa can seat 28, and dining here is a sensory experience with a live kitchen. The chefs cook and place dishes on a large granite countertop with induction sections built in. Behind the counter is a grill on an indoor fire with pulley control to adjust the fire. Everything that can be made in Nepal — chairs and tables, ceramic dishes, the grill — is locally sourced. The executive kitchen/laboratory is downstairs. It is spacious, spotless, and contains appliances rarely seen in restaurants here: a sous vide machine that cooks vacuum-sealed packets at consistent temperatures, and a dehydrator for sisnu nettles. A fresh batch of deep purple kimbu (mulberry) muffins has just come out of the oven. Fridges have dry-aged fish and marigold kombucha. The restaurant serves a tasting menu with six courses, plus surprises. It starts with a fermented potato and millet roti with charred green garlic and tomato chutney. The bread tastes like a mix of alu paratha and kodoko roti with a satisfying, mild flavour. The chefs do not show off, and overdo it. Dishes are tastefully simple and faithful, a theme that runs through the meal. The second course is a filet of fish charred on one side and placed in a broth. It is delicate and smokey, and does not mask the character of the fish.&nbsp; The next is Batuk Chukauni, a Magar dish with a lentil snack and a yoghurt-based potato achar. The batuk, made of lentil batter, is light and the chukauni has potatoes and peas. Photo: VISHAD ONTA</figcaption> </figure>  Next is a skewer of jackfruit with a tamarind and mustard glaze that has the texture of a slice of sausage and melts in the mouth. Then comes the first off-menu item: a steak of watermelon, glazed and grilled, tasting sweet, sour and smokey. After that a palate cleanser sorbet made with laligurans syrup adorned with a frozen candied rhododendron petal. Finally the main course: barbeque chicken and chyakla coarse corn grits. The chicken has been brined, marinated, cooked sous-vide and seared on the grill. The delicate consistency of the chicken stands out. Desert is a smooth, creamy cheesecake that uses the local juju-dhau yoghurt. And the last course is a moist, moss-green sisnu cake laced with mulberry jam and cream.&nbsp; There is nothing gimmicky about Tusa. It is the coming together of skilled Nepalis with international exposure who have mixed what they have learnt abroad with the flavours of home.&nbsp; The tasting menu is Rs3,500, and it may take some time before Nepalis develop a predilection for some of its items. The chefs are excited, vindicated, and relieved. Coming back to Nepal, uprooting successful careers abroad to take a chance on Nepal must not have been easy.&nbsp; Tusa had a soft launch on New Year’s day with Kathmandu-based diplomats. Australian Ambassador Felicity Volk was one of them, and wrote on a Facebook post: ‘Chefs who honed their skills in Australia and returned to Nepal to give back. The return of the natives

For a year or two after the 25 April 2015 earthquake, the residents of Kathmandu were too terrified to return to their high-rise apartments. None of them collapsed in the 7.8 disaster, but many sustained serious structural damage. &nbsp;
Fast forward nine years, and they have all but forgotten that frightful day. Kathmandu is back to building substandard structures, even as land prices drive developers to build taller.&nbsp;
With no more space to spread horizontally, Kathmandu is going vertical. But structural engineers say most of the high rises do not take into account seismicity, soil condition, construction methods, quality of raw materials, fire hazard, and search and rescue in collapsed concrete structures.
“Much of our focus since the 2015 earthquake has been on building and construction, but not as much on where we are building,” warns Sangeeta Singh, Professor of Urban Planning and Deputy Director of Centre for Disaster Studies at the Institute of Engineering.

She adds: “Kathmandu is not really suited for high-rises. We have to first test the condition of the soil, but building permits are being issued without this fundamental step.”
Kathmandu Valley is a former lakebed with soft topsoil prone to liquefaction and excessive shaking, as seen during the 1934 megaquake. Many ruptures tore up the surface in 2015. &nbsp;
During an earthquake, the rock layers below Kathmandu ring like a bell and the vibrations on the surface take between 0.5 to 2 seconds for one oscillation. Buildings also vibrate, but at different frequencies depending on their height, construction material, and arrangement of their structural components.
At five floors, the vibration period of a building is 0.5 seconds, which is the same as that for Kathmandu Valley, and this could cause more damage, says structural engineer Surya Narayan Shrestha at the National Society for Earthquake Technology - Nepal (NSET).
“Building anything that is five storeys or higher in Kathmandu needs special design and structural considerations,” says Shrestha.

Technologies exist to reduce seismic risk in high-rises, and these are used in earthquake-prone cities like Tokyo, Los Angeles, Jakarta or Mexico City.&nbsp;
Base isolation, for example, separates the vibration of the land and the building, reducing damage from soil-building resonance. Base isolators move and stretch under pressure, absorbing much of an earthquake's impact by reducing swaying and shaking. &nbsp;
Seismic dampers change the pattern of vibration altogether, dissipating energy as vibrations move across a structure. But these are all expensive technologies, and none of the high-rises in Kathmandu use them.
However, Nepali engineers who can help with technology transfer are working in the field in Nepal and overseas. Kathmandu’s high-rises are already very expensive, and making them seismic-resistant would be an incremental cost.

The shape of high-rises also matters. Reinforced concrete buildings with asymmetric designs of the kind that are seen in newer structures in Kathmandu experience more torsion and shear during quakes. High-rises with regular geometry are stronger. &nbsp;&nbsp;
An even bigger concern is that of emergency evacuation and rescue in case of fire or earthquake. Kathmandu fire services do not have ladders that reach the higher floors of most new structures.
“High-rises mean more people and potentially higher casualties,” explains Shrestha. “We need immediate evacuation routes, fire escapes, emergency ladders, and fire trucks that can reach higher. Right now, safety features are voluntary and not mandatory.”
The street access, shelters, open spaces, and evacuation routes are integral to disaster preparedness and the safety of neighbourhoods and not just buildings. Most new high-rises in Kathmandu have narrow access roads.

Since most of the buildings that survived the 2015 disaster were reinforced concrete structures, it fed the misconception that they are safer. But Himalayan seismologists say that if the intensity and duration of the shaking had been just a little higher, many substandard concrete structures would have collapsed.&nbsp;
And that is the final gap: Nepal’s limited expertise and equipment for search and rescue inside collapsed concrete structures. Kathmandu’s high-rises need to be better prepared for the next Big One.
“Structural safety and design were at the front and the centre after the 2015 earthquake, we also revised some building codes but we are back to square one with contractor-driven construction, especially in peri-urban areas,” says Sangeeta Singh, who is also with the National Planning Commission. “We need to monitor construction as much as design.”&nbsp;
Shrestha at NSET agrees there have been improvements in building practices in the past nine years, but adds, “We have both learnt and unlearnt lessons from 2015. The awareness hasn’t yet translated into action on safety.”

The rise of high-rises

Midway along the stretch of the ancient trade route between Tibet and India lies the Kel Tol neighbourhood. The name is derived from the original Koligrām, and it is believed the Koli people, who were originally from Rāmagrām in present-day southern Nepal near the Indian border, settled here. The Koli were the maternal ancestors of none other than the Buddha. Kel Tol is famous for the Buddhist monastic complex of Kanak Chaitya Mahāvihar, featuring the majestic two-tiered gilded temple of the white god Karunāmaya.&nbsp; This elaborately decorated courtyard is a bustling centre of the Vajrayāna sect of Buddhism, practised widely by the indigenous Newā people of Kathmandu Valley. Karunāmaya, also known as Ārya Avalokiteshwor, is defined in great detail in the 1st century CE Buddhist text Sadharmapundarikā where he liberates all sentient beings from suffering. He helps rid the eight external fears metaphorically equated with their equivalent internal states of mind: lions (pride), wild elephants (ignorance), fire (anger), snakes (jealousy), floods (attachment), imprisonment (miserliness), thieves (wrong views) and cannibals (doubt).  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c.jpg" data-media-id="editor_0" data-image-id="20240418130432_fe370cbee75003cd3eb5dccc7c3b2671630da193b0744db2aeac1bab3ff4a85c" data-rendition-name="original" width="1338" height="2000" loading="lazy" alt="Seto Machhindranath"> </figure>  In the Pancha Rakshyā Sutra, a Buddhist scripture from 200 CE, Ārya Avalokiteshwor was counted among the eight major deities. Followers of the Brāhminical god Shiva worship Ārya Avalokiteshwor as Seto Machhindranāth. For Shaivites, Machhindranāth is the Indian saint who founded the Nāth cult in the 10th century CE. He is the guru of saint Gorakhnāth. During the reign of Yakshya Malla (1428–1482 CE), a beautiful image of Ārya Avalokiteshwor was dug up by a farmer in present-day Jamal, which was then a cultivated area outside the city. The farmer, known as a Jamami (meaning the one from Jamal) took the image home for safekeeping. That night, Ārya Avalokiteshwor appeared in the farmer’s dream and told him that the proper place for him to reside is at the confluence of two rivers. The nearest confluence was at present-day Wongha (Indrachok) and the image was installed in the Kanak Chaitya Mahāvihar complex in Kel Tol near Wongha. This made it easier for city residents to pay homage to Ārya Avalokiteshwor and spread compassion. Soon, the deity came to be revered highly as Jamaleshwor, the one found in Jamal. Eventually, the name got corrupted, as happens often in Nepāl Bhāsā, to Janabahā Dyo. The courtyard where his temple is located is now popularly known as Janabahā.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e.jpg" data-media-id="editor_1" data-image-id="20240418130432_5c9b219530e400445ef4e7f64856b43e7cdb756be26d9ed4565c84044c178a7e" data-rendition-name="original" width="2500" height="1668" loading="lazy" alt="Seto Machhindranath"> </figure>  The gilded temple of Janabahā Dyo, first built in the early 16th century CE, is adorned with wooden and metal artefacts that symbolise 108 forms of Ārya Avalokiteshwor. It stands out as the most decorated temple of its kind in Kathmandu. Today, Janabahā is a living heritage site where many ancient customs and rituals are widely practised as per Vajrayāna Buddhist tradition. Devotees throng the Janabahā Dyo shrine for daily worship and to receive Karunāmaya’s blessings. Being the compassionate one, Ārya Avalokiteshwor goes around town every year in his tall wooden chariot to allow sick and physically disabled devotees to pay homage to him from the comfort of their homes. One could say it is a door-to-door visit by the Compassionate One.&nbsp; For the pragmatic minded, the chariot festival is an annual renewal of communal harmony, validation of our ancient mathematical supremacy and demonstration of the need to keep practical skills alive, including the craft of building earthquake resilient houses.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c.jpg" data-media-id="editor_2" data-image-id="20240418130432_fc8b234ceca87dee4b99e897a485cef121fb953857fb61492a413fbfcc48360c" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  The Janabahā Dyo chariot is pulled from Jamal, where his image was found by the farmer, through the historic heart of Kathmandu in a gala parade every year. The procession, accompanied by folk music ensembles and revellers, starts on the eighth day of the bright half of the month of Chaitra, and lasts up to a week (ending on Saturday this year). Hundreds of devotees pull the chariot along the streets as a way of expressing their gratitude to lord Karunāmaya for blessing them with compassion and well-being. Purna Ratna Vajrāchārya is an ordained priest who belongs to the clan responsible for taking care of Janabahā Dyo. He has been studying the design and architecture of the chariot for the past 40 years, and overseeing its construction for the past 15. He has learnt that the engineering principles of building the chariot are based on the mathematical system in which Buddhism is taught. For example, 365 pieces of wood are used in the chariot, each representing a day of the year. Each of the four wheels consist of 25 pieces of wood, totalling 100, representing completeness or fulfilment. The height and length of the chariot is 32 arm’s length (hāt in Sanskrit), 14.8m. The number 32 represents the maximum number of auspicious and physical qualities one could possess to be considered an outstanding human being.&nbsp; Says Vajrācharya, “Observing how the chariot is built helps one learn the fundamental pillars of the Buddha’s teachings, and find an easier path to Nirvana.” The structural design of the nearly 15m wooden chariot is not only awe-inspiring but also gravity-defying. It leverages the pliancy of the materials used in its construction -- flexible joints tied with cane soaked in water for several days. But this has been achieved year after year, despite the fact that the devotees who tug wildly at the ropes lassoed to the two front wheels, are most likely in high-spirits (pun intended). Sanjay Manandhar, a US-based technology entrepreneur, recounts how his high school physics teacher from Canada asked his students to go observe the locals build the chariots of Karunāmaya if they were interested in becoming engineers in the future.&nbsp; “That made no sense to me then, but, after all these decades, I now see clearly how the structural design of the chariot, adopted early on by our ancestors is full of earthquake-resilient properties that need to be applied in building houses in an earthquake-prone zone like Nepal,” says Manandhar. A highlight of the chariot festival is that human goddess Kumari makes an appearance at the final destination in Lagan, usually on the third day. This is only one of the 13 times that people get to see the Kumari outside her temple abode.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240418130432_08aa39f3f004a212b33c60a2840d6013110de15dd34a0288f699dd5fda8957ab.jpg" data-media-id="editor_6" data-image-id="20240418130432_08aa39f3f004a212b33c60a2840d6013110de15dd34a0288f699dd5fda8957ab" data-rendition-name="original" width="2500" height="1667" loading="lazy" alt="Seto Machhindranath"> </figure>  On the last day of the festival (Saturday), the image of lord Karunāmaya is carried on a palanquin by priests from Janabahā in a gala procession and brought back to his permanent residence at the temple in Kel Tol.&nbsp; The chariot festival is thought to have started during the reign of King Pratap Malla of Kantipur in the 17th century CE. For close to four centuries, the construction of the chariot and its operation has proven to be a phenomenal engineering feat, and the people’s faith in divinity means the tradition is alive.&nbsp; The essence of the colourful rituals and the religious beliefs of this ancient chariot festival is now all but lost. The logic, technology and practicality must be brought back to light, as they reflect the high civilisation and wisdom of our ancestors that we can leverage in modern times and into the future. &nbsp; Alok Tuladhar is a culture and heritage documentarian.

Kathmandu’s gravity-defying chariot festival

In the run-up to the third Nepal Investment Summit this weekend, there have been seminars, conferences and workshops where the discourse has revolved around the economy and the investment climate.
The consensus that Nepal needs foreign direct investments (FDI) to grow was repeated, and the familiar litany of reasons about why it has not been able to was discussed.&nbsp;
Policy advocates and regulators have understood that the lack of urgency is compounded by procedural inconsistencies, on top of the already deficient investment environment in the country.
It is a welcome change from what used to be flippantly accepting matters as given. There now seems to be a sense of urgency, with procedural inconsistencies and lack of harmonisation between various Acts and regulations openly discussed.&nbsp;
Government stakeholders also appear more willing to learn and attempt to be part of the solution. Whatever policy changes have been introduced in the past have been piecemeal and address the few rather than the entire industry. This left dual regulatory approaches aimed at similar players.&nbsp;

This time, unlike in the past two Summits, the government seems to be committed to amending 9 Acts, a positive step towards showing commitment to change. However, the deadline to do so during the winter session of Parliament is over. The option mooted has been to have it passed through ordinance, a lesser appealing step; albeit, a positive one moving forward.&nbsp;
To attract FDI in a competitive global market means that Nepal has to demonstrate that it is serious about bringing in investments with a more consultative and collaborative approach with investors. A departure from procedural to a result-oriented focus is needed.&nbsp;
To put issues in perspective, Nepal needs US$20 billion in investments to meet the UN’s Sustainable Development Goals (SDG) targets by 2030. If net-zero decarbonisation targets are to be met by 2045, another US$7 billion will be required annually.&nbsp;
Looking at our investment history and poor government capital expenditure, the gap is long and wide. In fiscal year 2022-23 Nepal booked a lamentable ~$59 million in FDI (equity). Nepal is in fact the lowest market in South Asia for FDI with 0.3% of the regional average.&nbsp;
What is it that we can do to fill the gap?&nbsp;
First, we need to move away from the notion that Nepal only needs large investments. This has proven to be a mistake, and time series data have proven that smaller investments, in aggregate, make a larger impact on economies.&nbsp;

We talk about an ‘enabling environment’ but without the right tools. We place restrictions on interest on debt ceiling (SOFR +5.5), without risk premium adjustments, we do not have an active secondary market for bond trading, nor do we have a yield curve, an integral part of the bond market, which is inhibiting us from tapping into the trillion dollar green bond market.&nbsp;
In order to attract green financing, Nepal needs to develop its bond market. Sovereign risk rating has been mooted and was expected to be operationalised before the Investment Summit.&nbsp;
However, to be rated in an adverse economic environment could further deteriorate investment potential due to a lesser-than-expected rating.&nbsp;
Hedging is another instrument that needs further research on. A commercial bank last year showcased the first risk-hedging mechanism for an investment of $8 million. This can be the beginning to expand on its modality. &nbsp;
Subordinated debt instruments have been introduced, but on a special nod basis, this now needs to be institutionalised as it is the most applicable form of investment after equity in a market that has volatile forex reserves.&nbsp;

Viability Gap Funding has been introduced by multilateral development agencies implemented in solar installations. It is a tool to incentivise the private sector to invest in projects that are not financially lucrative initially, but have potential for profitability in the long run. This needs to be scaled up and replicated in sectors like infrastructure, where returns may not be immediate.
Moving forward, to attract FDI, Nepal needs to tap into the funds that are available for the growth of small and medium enterprises (SMEs) and climate change. Alternative investments such as Private Equity Venture Capital (PEVC) have been around in a structured manner in Nepal for nearly a decade now.
These funds have blended finance components and have attracted climate funding as well. PEVC is a new asset class and can address the issues of penetrating into SME financing by incorporating environment, social and governance issues into their investment process.&nbsp;
SMEs are the backbone of any economy, PEVC comes with the ability not only to scale up the enterprise with risk capital, but with the ability to bring technical knowhow to enhance not only the enterprise but also the entrepreneur.&nbsp;

A differentiator from all other forms of financing available till date in Nepal. Blended finance is a way of de-risking investments, especially in frontier markets. Business Oxygen (BO2) is an example of blended finance with subordinated debt investments of IFC (World Bank Group) taking the lead and Climate Investment Funds along with FCDO as co-investors.&nbsp;
On a larger scale, the 216MW Upper Trisuli 1 is another example of blended finance with IFC, a Korean consortium and local investments. So far, we see that development finance Institutions have been taking the lead in Nepal as their risk appetite is greater than commercial investors and they are eager to help develop the financial markets.&nbsp;
In order to be sustainable, we need to step on this and attract commercial capital from all over the world. To do this there has to be political will to make that pivot.&nbsp;
Instead of being a means to an end, the two previous Investment Summits turned out to be intermittent and cosmetic, providing hardly any results. The third one’s success will depend on how the event will be implemented as a platform for continuous marketing for the country and facilitation for investors in future.&nbsp;
Nepal has outdone many countries in its macro-economic indicators, with sound forex reserves and a stellar history of debt payments to its creditors. This story needs to be propagated along with the drive for change to attract potential investors.
