As Nepal marks the fifth anniversary of its 2015 earthquake, seismologists have warned that an even bigger megaquake is not a question of ‘if’ but ‘when’.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110912118/636b8ab39c7e80680e06b256jpeg.jpg" alt="" width="252" height="128">The region between Pokhara and Nepal’s western border with India has not had a major earthquake since 1505 when an estimated 8.9M temblor killed one third of Kathmandu Valley’s population including the king, devastated north India, and created the debris fan from a cataclysmic flood on which Pokhara city is situated today.Speaking with Nepali Times, seismologist <a href="https://www.nepalitimes.com/editorial/aint-seen-nothing-yet/" target="_blank" rel="noopener">Roger Bilham warned</a> five years ago that the 2015 was not the Big One. He said the seismic gap in western Nepal had accumulated tremendous tectonic energy that had not been released for 500 years, and an earthquake was long overdue.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/past-disasters-foretold/" target="_blank" rel="noopener">Past disasters foretold</a>, Om Astha Rai<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/editorial/aint-seen-nothing-yet/" target="_blank" rel="noopener">Ain't seen nothing yet</a>, Editorial“There’s a plenty of stress stored for an earthquake above 8 magnitude in western Nepal, and it could kill at least 100,000 people in Nepal alone,” says Surya Narayan Shrestha of the National Society for Earthquake Technology (NSET). “But despite being the most at risk, western Nepal is less prepared and has relatively low awareness about earthquake safety, and this doubles its vulnerability.”In two weeks, Nepal will mark the <a href="https://www.nepalitimes.com/banner/rebuilding-five-years-after-2015-quake/" target="_blank" rel="noopener">fifth anniversary of the 25 April 2015 earthquake</a> yet neither the government nor the people seem to have learnt the lesson. Western Nepal, in particular, is ill-equipped to handle another major earthquake. <img width="640" height="480" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110912118/636b8ab49c7e80680e06b257jpeg.jpg" alt=""><figure><img width="640" height="360" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110912118/636b8ab79c7e80680e06b258jpeg.jpg" alt=""><figcaption> </figcaption></figure>A major earthquake of greater than An 8M quake in <a href="https://www.nepalitimes.com/here-now/past-disasters-foretold/" target="_blank" rel="noopener">western Nepal</a> would be felt even more strongly in Kathmandu Valley than the 7.8M disaster five years ago. Still, disaster preparedness experts say attention should now turn from the 14 districts in Central Nepal affected in 2015 to western Nepal.Before the COVID-19 lockdown, Nepal had begun to retrofit 2,200 classrooms in around 200 schools in four western districts Bardia, Surkhet, Jumla and Achham to be completed in four years with funding support of DFID UKAID under the Nepal Safer Schools Project (NSSP). NSSP is being implemented by a consortium led by Crown Agents together with NSET, Save the Children and Arup International and is aligned with and contribute to the Government of Nepal’s School Sector Development Plan (2016-2023) which includes a focus on School Safety and Disaster Risk Reduction. Prior to 2015, NSET had similarly retrofitted around 300 schools in Kathmandu Valley and surrounding areas which survived the earthquake and served as emergency shelters. However, <a style="letter-spacing: 0.01em;" href="https://archive.nepalitimes.com/article/nation/earthquake-an-opportunity-to-rebuilt-education-system-not-just-fallen-schools,2336" target="_blank" rel="noopener">nearly 8,000 schools were completely destroyed</a> in 2015, and colossal loss of lives was averted only because the earthquake struck on a Saturday.<a style="font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/quake-was-a-learning-experience-for-nepals-schools/" target="_blank" rel="noopener">Quake was a learning experience for Nepal's schools</a>, Prakriti Kandel“We selected the schools in western based on vulnerability, potential for replication, availability of masons and enthusiasm of the school management committee,” adds Shrestha. “Next step is to scale this up and this means more investment, technical support and massive mobilisation of human resources.”Hospitals in western Nepal at the moment are all on red alert for a possible outbreak of COVID-19 in the region and healthcare workers are keenly aware of shortages of live-saving medical equipment such as test kits, ventilators, ICU beds, oxygen and personal protective gear. In an event of a major earthquake, this situation will be even worse because the hospital buildings themselves may be damaged.Three components within a healthcare facility determine if a hospital will be functional during an earthquake: seismic resistance of the building, state of power supply and medical equipment, and an emergency preparedness system with health workers trained for mass casualties.Dadeldhura hospital has been identified as a disaster management hub in Far West Nepal with satellite facilities in other district hospitals.“For the kind of earthquake projected here, none of us is prepared, western Nepal the least of all. We might have big hospitals in city centres but can the buildings withstand the quake is the real question,” says Bikash Gauchan of Bayalpata hospital in Achham.Few weeks before the earthquake struck in 2015, <a href="https://www.nepalitimes.com/banner/this-is-how-to-upgrade-nepals-rural-health/" target="_blank" rel="noopener">Bayalpata hospital had undergone reconstruction</a> to turn the institution into an eco-friendly, earthquake resistant facility. A disaster management protocol was also drawn up for triage in its emergency, as well as in and out patient buildings.Gauchan says hospitals in the Far West have to be prepared for multiple disasters: “We can’t overhaul our system every time a disaster strikes, be it the coronavirus or an earthquake. We need a standard operating protocol based on concrete national guidelines.”Back in 2003, Nepal government in collaboration with WHO had conduced earthquake vulnerability assessment of 15 major hospitals across the country that recommended they all be retrofitted. More than 15 years later, <a href="https://archive.nepalitimes.com/article/nation/preparedness-saves-lives,2264" target="_blank" rel="noopener">except from minor strengthening of health clinics</a>, nothing has been done.Hope now rests on the newly formed National Risk Reduction and Disaster Management Authority (DMA) which will replace the National Reconstruction Authority set up after 2015. Experts hope the focus will now shift to strengthening infrastructure of public buildings, transmission lines, telecommunication, sewage and water supply.Says Surya Narayan Shrestha at NSET: “We spent the last fives years mostly in the reconstruction of residential building and heritage sites in Central Nepal. Our priority now is on reinforcing infrastructure and ensuring essential services are better equipped to survive the next big one.” <h2>Preparing to be prepared</h2> <img width="1754" height="1146" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110912118/636b8aba9c7e80680e06b259jpeg.jpg" alt="">Nepal was just beginning preparations for risk reduction and management of disasters like earthquakes, floods, landslides and epidemics when the 2015 earthquake struck. This year, the Disaster Management Authority (DMA) has been formed which has listed 22 different kinds of disasters Nepalis are exposed to.The winter of 2017 saw 48 fatalities in a cold wave in the Tarai. Two years later, no one died in a similar cold wave. The Home Ministry’s Disaster Risk Reduction and Management Working Committee is credited with such pre-preparedness for blizzards, cold and heat waves, and monsoon floods.An average of 700 people die every year in Nepal due to disasters, most of these are weather related. The climate crisis is exacerbating extreme rainfall events, and the ministry has drawn up a Monsoon Emergency Workplan to address increased frequency and intensity fo floods.“We have to be prepared, and preparation is most effective when it is at the local level since they are the first responders,” says Anil Pokhrel of the DMA. With the help of the British aid agency DfID and the world Food Programme (WFP) the government is setting up Humanitarian Staging Areas in all seven provinces for stockpiling food and relief material for disasters. The central station was in operation at Kathmandu airport during the 2015 earthquake.New staging areas  in Dhangadi and Nepalganj were inaugurated by British Ambassador Nicola Pollitt and WFP’s Pippa Bradford recently (pictured above). Western Nepal is important because of the special seismic risk there. Each staging area can address the emergency needs of up to 70,000 people at a time. The staging areas house tents,  health and sanitation kits, water purifying equipment, fuel storage, satellite phones, search and rescue equipment and pre-positioned water supply.Proximity to the airport allows the relief material to be helicoptered out to the affected areas, and also to be resupplied from Kathmandu, quickly.Laxmi Basnet in Dhangadi

Epicentre of two disasters in West Nepal

But 10 minutes out of the dusty, bustling city nestled amidst a terraced landscape, the Kopila Valley School (KVS) is a functioning model for the rest of Nepal on how schools should be built and administered.At a time when progress is marked by the rise of glass and concrete structures, the school employs rammed-earth technology with an ecofriendly philosophy that uses local materials for construction, harnesses the sun and sewage for energy, harvests rainwater and minimises waste.But even founder Maggie Doyne at first needed convincing by architect Prabal Thapa to accept a mud design for the buildings. Her vision of an environment-friendly school was one made of bamboo, like the Green School she had seen in Bali.“Look, we’re not in Bali,” Thapa told her. “We are in Nepal, and Nepal is known for mountains. The walls are nearly 0.5m thick, and reinforced with steel and concrete banding for seismic resistance.“We wanted the school to feel Nepali through and through, to stay true to local architecture that is so stunningly beautiful,” explains Doyne, showing us around the campus.The two-storey school blocks are simple and rectangular, with gabled roofs, breezy stairwells, and are connected by corridors on one side, much like traditional farmhouses in Nepal. The buildings are designed as modular blocks that can be arranged in various ways to suit the landscape and functions required by the school. The simplicity and repeatability of the modules were important considerations to allow ease of building by unskilled local labourers, many of them women trained on the job.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41b19c7e80680e04a68djpeg.jpg" alt="" width="5000" height="1784"><figcaption> </figcaption></figure>Standing within the grounds, it becomes clear why buildings were sited as they were: they form a protective coterie around a central sports court and create ancillary terraces where children play. The topography creates opportunities for passive surveillance from the administrative block that sits towards the top of the sloping site, and plenty of gathering and resting places along stone-lined steps that double as bleachers overlooking play areas and gardens. Strengthened with steel, stabilised with cement and concrete, fitted with high performance, durable windows, the school buildings called for experience and skills beyond those required by a traditional project. More advanced, outside-the-box technology gives the campus an edge of self-sufficiency, ease of maintenance and durability.Green technology comes at a cost, with lengthy payback periods that are possibly out of reach of most other schools in Nepal, but are easily adaptable to the local context: filtration systems, biogas, rainwater harvesting by Smart Paani, and solar systems by Sun Farmer. At Kopila, all these design elements are integrated in the school’s new buildings, their functions and terrain, giving the school its green edge.“I feel that this campus has so much integrity. Principal Naim Chaudhari explains: “It is about trying to integrate what we find in the community, what we can learn from and what we can give back to it. After all, when the children graduate they go into the community and they will live there. That is where they will grow further.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41b89c7e80680e04a68fjpeg.jpg" alt="" width="1400" height="1050">The school has a farm and a vocational focus, and the students learn at least one skill each year from among cooking, washing, cleaning, driving, farming, agro-forestry, animal husbandry, horticulture, welding, woodwork, machine work and electrical skills.“When our children graduate from here, they should either go for further studies or be able to find a job,” says Chaudhari.The school includes Grades 1-10 and an Early Childhood Village that focuses on self-learning through play and exploration. The older ‘plus-two’ students are still in an old bamboo school by the highway, but there are plans to bring them into the new buildings.The school’s design allows the new classrooms to blend into the greenery, preserving the productive fruiting trees on site. Just as village life still clings to the fringes of Surkhet, the school’s program extends to the students’ families, farms and the community.“We are a full service community school,” Doyne explains. “It is not just for the kids who study here — we want to bring the community in. This buildings belong to them, and I hope it makes them think about what they ultimately build someday. That started Doyne's Nepal journey, and her efforts to help children go to school eventually expanded to setting up Kopila Valley School and its sister initiatives in Surkhet.Doyne was named the 2014 Unsung Hero of Compassion, awarded by the Dalai Lama, and won the 2015 CNN Hero of the Year Award. Kopila is funded by The BlinkNow Foundation, a non-profit Doyne founded in 2007 as part of a network of initiatives comprising a children’s home, housing for at-risk girls, a training centre for women and a health clinic. KVS admits primarily children from disadvantaged backgrounds, providing for their education and welfare needs. Gas is still used as backup, but it is methane from a digester hidden under the artificial turf of a sports court, fed by effluent from the toilets. Irrigation for the school’s vegetable garden and landscaping comes from black and grey-water filtration beds. Rainwater from the roofs is harvested into a 300,000l water storage tank under the school canteen, designed to fill all water needs for a year. Arrays of solar photovoltaics power the school, backed up by a diesel generator. Compost from black-water waste is used to grow the KVS’s organic produce.

Starting Nepal’s green school movement

<figure><img width="1400" height="922" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107141112/6369042d9c7e80680e037d08jpeg.jpg" alt=""/><figcaption>Om Astha Rai</figcaption></figure>One-and-a-half years after being fired for failing to speed up post-earthquake recovery, Sushil Gyewali is back as the CEO of National Reconstruction Authority (NRA) that was set up to oversee reconstruction after the 2015 earthquake.The way <a href="https://archive.nepalitimes.com/article/nation/no-money-for-helicopters-to-distribute-earthquake-relief,2792" target="_blank" rel="noopener">Gyewali was hired</a>, fired and re-hired shows how reconstruction has been a casualty of intense <a href="https://nepalitimes.atavist.com/reconstruction-in-ruins" target="_blank" rel="noopener">political rivalry</a> in Nepal. He is the fifth NRA Chief in less than three years, and in that time only one-third of the 600,000 earthquake-destroyed houses have been rebuilt. Only half the schools have been reconstructed.Gyewali was appointed by K P Oli of the UML when he was prime minister in 2016, but labeled “incompetent”and sacked by Prime Minister Pushpa Kamal Dahal when the Maoist Chair was heading a coalition government with the Nepali Congress.However, after the Maoists-UML merged into the Nepal Communist Party, won last year’s elections, and came to power again, Oli reinstated Gyewali at the NRA.In an interview with Nepali Times this week, Gyewali said the charges about his under-performance were “politically-motivated”. He added: “They needed to criticise me because they wanted to overthrow the government that had appointed me. Earthquake reconstruction has always been held hostage to politics.”However, with his NCP mentors now firmly in power, Gyewali may face fewer obstacles during this tenure. He is now backed by a strong and stable government with a two-third majority in Parliament, and just like the KP Oli government itself, he has no excuses to fail or under-perform this time.The law allows the government to extend the NRA’s tenure by one year, but Gyewali says he is not even looking for an extension. “All earthquake-destroyed private homes will be rebuilt in the remaining two years, or even sooner,” he promised.When he was first appointed as the NRA Chief, Gyewali rued the absence of locally-elected representatives of people. But now, all of Nepal’s 752 local levels have mayors or village heads. He says working with elected mayors and village chairs to accelerate post-earthquake reconstruction will make rebuilding much easier this time.“The NRA will now also have a federal structure,” he said. “We will delegate more power and responsibility of reconstruction to municipalities and village councils. Each local government will have its own reconstruction unit, and the engineers deployed by the NRA will be based there.”Under pressure to expedite reconstruction, the <a href="http://archive.nepalitimes.com/article/nation/genuine-earthquake-survivors-missing-from-housing-grant-list%20,3498" target="_blank" rel="noopener">previous NRA leadership</a> had given earthquake survivors a short deadline to rebuild as per approved designs. It had warned that those unable to meet the deadline will not be eligible for the rest of the Rs300,000 reconstruction grants. Thousands of families borrowed from local money lenders and cooperatives to meet the deadline. Many also <a href="https://www.nepalitimes.com/here-now/building-homes-on-a-deadline/" target="_blank" rel="noopener">built small, one-room houses</a> that were not seismic resistant, just to meet the NRA condition.The NRA has faced criticism for forcing earthquake survivors to build houses that do not meet their living requirements. Gyewali admitted the deadline added stress to earthquake survivors, but he said reconstruction would be too open-ended if there is no cut-off date to use housing grants. But he added: “We will now give a more realistic deadline.”The NRA also faces a funding crisis. Nepal has not received all the money pledged by donors. At the International Conference on Nepal’s Reconstruction on 25 June 2015, <a href="http://archive.nepalitimes.com/article/nation/preparing-for-June-donor-summit,2300" target="_blank" rel="noopener">donors pledged more than $4.1 billion</a> to rebuild houses, schools, health facilities and other infrastructure. But the actual pledge, excluding non-reconstruction commitments, was just $3.43 billion. Even that money <a href="http://archive.nepalitimes.com/article/nation/broken-promises-reconstruction,3627" target="_blank" rel="noopener">has not been received in full</a>.As soon as he got back to his old office, Gyewali has been trying to find out how much there is in the kitty, and explore sources to meet the shortfall. Some are skeptical that the NRA will be able to finish reconstruction in the remaining two years, even though it is now headed by a CEO backed by a stable government.They say it was a mistake to copy Pakistan’s model of reconstruction by setting up a separate agency because Nepal’s socio-political landscape is different. Pakistan was ruled by the Army when it was devastated by a 7.6 magnitude earthquake in 2005, and houses were rebuilt swiftly under a general. Also, survivors were given sufficient reconstruction grants and did not have to borrow as they had to in Nepal.Meanwhile, Nepal was in the throes of a polarised debate over the constitution when the earthquake struck on 25 April 2015. It was a foregone conclusion that reconstruction would face political obstacles, yet Nepal invited retired Pakistani Lt Gen Nadeem Ahmad to share his experience and this shaped the structure of the NRA.Asked about this, Gyewali said: “Copying the Pakistan model was probably a mistake. The town quickly rebuilt itself.While most displaced families were still <a href="http://archive.nepalitimes.com/article/nation/genuine-earthquake-survivors-missing-from-housing-grant-list%20,3498" target="_blank" rel="noopener">waiting for their first installment of housing grants</a> from the National Reconstruction Authority (NRA), most residents of Barpak were already living in their new houses.The scenic town in northern Gorkha made famous because it is the hometown of Victoria Cross soldier Gaje Ghale, has now completely recovered from the earthquake. More than 1,200 of the 1,301 houses destroyed have already been rebuilt, homestay tourism is thriving and remittance money is everywhere.Read also: <a href="https://www.nepalitimes.com/banner/the-baker-of-barpak/" target="_blank" rel="noopener">The baker of Barpak</a>, Tara Aryal PandeyHowever, Barpak is no more the picturesque ridgetop hamlet with stone buildings and elegant tile roofs. Barpak used to be a living museum of Gurung culture. The charm of the cobble stone streets and a settlement that existed in harmony with its surrounding mountains are a thing of the past.Today, Barpak looks like a clutter of concrete and cement, with architecture that is borrowed from the nondescript boxy construction that characterise Nepal’s highway towns. Every house is of a different size, design and shape.<a href="http://archive.nepalitimes.com/article/nation/Epicentre-of-reconstruction,2286" target="_blank" rel="noopener">Bir Bahadur Ghale</a> is Barpak’s forward-looking pioneer of rural electrification, but even he is sorry he could not stop the erosion of the town’s heritage. He laments: “Our village has completely lost its original identity. Our children will see the original Barpak only in old pictures.”Read also: '<a href="https://www.nepalitimes.com/?p=11912&amp;preview=true" target="_blank" rel="noopener">Class struggle</a>', Prakriti KandelThe main reason Barpak and other old towns have lost their traditional ambience is because the NRA insisted that families would only be eligible for government grants of Rs300,000 if they rebuilt by following its list of approved designs. But none of the listed blueprints included traditional motifs in the architecture.Just like in any other earthquake affected village, NRA engineers lacked an understanding of local culture and traditional grammar, drawing up generic seismic-resistant house designs.Some Barpak residents rang the alarm bell, warning fellow villagers that blindly following the government-approved house designs would lead to the loss of their unique identity. But no one listened.Read also: '<a href="https://www.nepalitimes.com/?p=11917&amp;preview=true" target="_blank" rel="noopener">Fired, hired, rehired</a>', Om Astha RaiIn a bid to rebuild Barpak without losing its heritage but still adopting seismic resistant technology, some local residents led by Bir Bahadur Ghale had proposed a reconstruction masterplan. But it was not approved by the government.Ghale recalls: “Our masterplan was neither rejected nor approved. It was kept in limbo for almost a year, and people could not wait. Barpak looks very colourful now. But it is not the same Barpak.”Jit Bahadur Ghale, another local resident, also tried to persuade neighbours to stick to their original architecture. But no one listened to him. He says: “Barpak lost its identity because outsiders imposed new designs on us.”Besides the compulsion to follow government-approved design, there was also a false realisation that Barpak’s original housing style was vulnerable to future earthquakes since most of the original buildings were flattened by the earthquake, killing 72 people. Many were crushed to death by stones and slates.People in Barpak used to stack up stone slates to roof their houses without using nails or hooks. After the earthquake, they realised that such practice would be a hazard in future earthquakes. And NRA engineers lacked creativity to infuse earthquake-resistant technology with Barpak’s unique architecture.Barpak residents whose relatives served in the British Army or are working in Hong Kong and Kathmandu, therefore, built modern concrete structures. Some, who did not have money, built <a href="https://www.nepalitimes.com/here-now/building-homes-on-a-deadline/" target="_blank" rel="noopener">small and one-roomed homes</a> with the material salvaged from the ruins of their houses, just so they could get the government grant. Lost in reconstruction

Nepal conducted its post-GenZ movement early election on Thursday in a peaceful and orderly manner, although turnout was below average in most districts. In fact, some constituencies saw voters reject the election, including in Arghakhanchi and Mustang.&nbsp; Preparation for the polls had to be done hurriedly after the September protests, with little time for political parties to work on their manifestos and campaign. But the election did push most parties to field younger, fresher and untainted candidates. This was more a <a href="https://nepalitimes.com/news/old-vs-new-vs-new">personality-driven election for the next prime minister</a> than a traditional parliamentary poll. Standing against him in his home turf was K P Oli, of the UML who was forced to resign after the 9 September protests. Although the UML was fielding a tried and tested leader, the Nepali Congress (NC) has tried to carry forward the GenZ aspiration for change by putting forward its new party leader Gagan Thapa as its prime ministerial candidate. The lower-than-average turnout appears to have been driven by several factors: a public that is apathetic towards the older parties but is not yet convinced by the capability of the new. And since the Election Commission could not organised ballot by mail or online voting, most of the estimated 4 million voters abroad also could not cast their ballots. To be sure, Nepalis abroad do represent an anti-incumbent vote bloc, and they have influenced families and friends back home through social media. The trend towards RSP and younger candidates is therefore a rejection of the old, and a protest vote against the legacy parties rather than full support for the new ones. Many migrants who were coming back to vote were also stuck in West Asia after the war broke out between Iran and Israel-US. Airlines have had to make drastic rerouting plans, and at least 21,000 flights have been cancelled. The conflict will affect petroleum imports including LPG and aviation fuel, if it continues any longer. In the first federal election in 2017, the turnout was an impressive 67%, which dipped to 61% in the 2022 election, although it was slightly higher in the municipal election. Balen Shah also took to his social media to commend Karki. He wrote: 'हजुरको नेतृत्वमा आज लोकतन्त्रले जितेको छ । <a href="https://www.facebook.com/hashtag/%E0%A4%86%E0%A4%AE%E0%A4%BE?__eep__=6&amp;__cft__[0]=AZYlGAeGzdXOS93cs8uOYTfW2l5YtXypnOpQOwFwdzWQQ2X_sLcqe_tqk518ULo-ftJnT5sCeT83L5zqMhzL09YgqxYLxDTzkHRSXiEtegetmKjz0ZbMz54cS2KFOKvPtqdHCZn4J6N0i4IvRDSXgHcCdLLd3kQYflb-Popks3zpA3O9Pqd4_Yh9efVCtMUPumJdN0l-y32bQLREPIMYm_mnJDYHbgoUy9iRUGMu1IOGHQ&amp;__tn__=*NK-y-R" target="_blank">#आमा</a>' (Democracy has won under your leadership. #mother). After casting her vote from Kathmandu on Thursday, Karki said: “I have fulfilled my responsibility towards the nation, let us hope the people’s wish for stability and prosperity will be fulfilled by the new elected government.”

Nepal votes with below average turnout

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. There are another 100,000 mostly women in Kuwait, and 50,000 each in Oman and Bahrain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3.jpg" data-media-id="editor_1" data-image-id="20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="West Asia Iran conflict"> <figcaption>Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar on Saturday.</figcaption> </figure>  Nepal receives nearly $11 billion a year in remittances from overseas Nepalis (not counting India) through official channels, although the total is said to be much more. &nbsp;This makes up more than a quarter of Nepal’s GDP equivalent — one of the highest proportions in the world. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.

West Asia war and Nepalis

After Thursday’s election, Nepalis are in a wait-and-watch mode. The Election Commission says counting ballot papers will be expedited this time, and the results for the First-Past-The-Post (FPTP) will start being declared within days. In 2022, it took three weeks for the final results to be tallied.&nbsp;
But winning an election is only half the challenge for the parties, forming a government under parliamentary politics is like a complicated mathematical equation.&nbsp;
In 2022, the Nepali Congress (NC) emerged as the biggest party, winning 89 seats. But the UML with 78 seats and the Maoists with 32 formed a minority government. In fact, Sher Bahadur Deuba did not become PM then despite leading the biggest party in Parliament.
This time, there is an unmistakeable Rastriya Swatantra Party (RSP) wave led by its prime ministerial candidate, Balendra Shah. Besides his own popularity, Shah represents change which most Nepalis are clamouring for after decades of corrupt and feckless coalitions that did not deliver.&nbsp;
The past months of campaigning has seen massive youth engagement on social media through memes, AI clips, and viral images. Digital content that appeals to emotion rather than policy debate between candidates shape electoral outcomes in Nepal and elsewhere. &nbsp;
Shah represents GenZ aspirations, and was their candidate for prime minister. It was only when he declined that Sushila Karki was nominated. None of the political parties in the recent past -- new, old, or revolutionary — have won enough seats to go it alone.&nbsp;
The most recent majority government was formed by the short-lived Communist Party of Nepal after the UML-Maoist merger in 2022. But that rare two-thirds majority collapsed after a power struggle between K P Oli and Pushpa Kamal Dahal. The only party to have won a majority was the NC in the 1991 and 1999 elections. But it is near impossible for it to repeat this success now, even with Gagan Thapa's rebranding of the party.&nbsp;
We have compiled these possible scenarios for election outcome in order of likelihood:
RSP gets a majority
RSP hits the magic 138 to form a government entirely on its own. Balendra Shah wins Jhapa-5, and becomes the new prime minister at 35, the youngest ever to hold the office in Nepal. But danger lurks: there could be a personality clash between Shah and Lamichhane who are both equally ambitious. History could repeat itself.&nbsp;
RSP wins but does not get a majority
RSP is likely to sweep the most votes, but what if it does not secure enough seats for a majority? It would need a coalition partner and Nepali Communist Party (NCP) under Pushpa Kamal Dahal could fit the bill, but only if it has the numbers. The RSP is not likely to team up with the UML or NC.
The NCP is relatively untainted by the 8 September events, and also has former UML defectors like Madhav Kumar Nepal and Bhim Rawal who could bag their rural vote banks. After all, there are no permanent foes in politics. If the royalist RPP and Tarai-based Janata Samajwadi have enough seats, those could be options for the RSP. &nbsp;
NC is second
The NC under the new leadership of Gagan Thapa could become the second biggest force and form a government with RSP in a power-sharing deal with Shah. This would be the most stable scenario since the RSP and NC have competent and idealistic young technocrats. Thapa himself embodies a strong combination of both old and new politics to navigate the system for more efficient government. But then Thapa and the RSP's Rabi Lamichhane do not get along.
NC and NCP form a majority
If the NC becomes the largest party but not by a big margin, it could join up with the NCP and Ujyalo. Teaming up with the UML would likely face backlash with the party and outside. If Gagan Thapa becomes prime minister he will face internal pressure from both Deuba loyalists. Same old story.
Minority coalition of NC, UML and NCP
RSP becomes the first party but does not get a majority, paving the way for the three legacy parties to cobble together a minority government. While this is possible in Nepal’s parliamentary system, such a scenario is likely to lead to more instability and dissatisfaction among young Nepalis demanding change, and even trigger street unrest. &nbsp;
