<img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111128/637218689c7e80680e0baa3ejpeg.jpg" alt=""/>In March, the World Bank approved a $150 million <a href="https://www.worldbank.org/en/news/press-release/2022/05/03/government-of-nepal-and-world-bank-sign-150-million-development-policy-credit-to-strengthen-nepal-s-financial-sector" target="_blank" rel="noopener noreferrer">‘Finance for Growth’ credit line</a> to strengthen Nepal’s financial sector for green, resilient, and inclusive development. However, critics say lack of money has never been the issue for the country to make a <a href="https://www.nepalitimes.com/opinion/nepal-can-lead-in-zero-carbon/" target="_blank" rel="noopener noreferrer">transition to renewable energy</a>, it is the dearth of political will. The Finance for Growth loan package kicks off a new climate agenda for Nepal by promoting climate finance resilience policies in banking, insurance, and capital markets, which lay the groundwork for the adoption of green loan incentives and new insurance and capital market products that are tailored to meet climate challenges.  It also hopes to improve supervision of the banking sector to address financial stability risks in the context of the pandemic, foster financial product innovations through opening up capital, insurance, and disaster risk financing markets, and increase liquidity and inclusion through access to external commercial borrowing, financial literacy, and financial digitalisation.  “This credit creates a strong foundation for a more stable, less bank-centric and more inclusive financial sector that is better positioned to mobilise private investment and support real economic activity,” says Peter Mousley, the World Bank task team leader for the project.  Indeed,<a href="https://www.nepalitimes.com/latest/turning-green-policies-into-greenbacks/" target="_blank" rel="noopener noreferrer"> green banks</a> have the potential to reduce financing risks, finance underserved markets, attract foreign investment, fulfill national renewable energy targets, and help to fulfill carbon reduction commitments. But to fully tap into the potential of green financing, both public and private sectors will have to make efforts.  Nepal Rastra Bank (NRB) has been the key driver behind spurring sustainable finance in the country. In a recent report by the IFC-facilitated Sustainable Banking Network (SBN) titled<a href="https://www.ifc.org/wps/wcm/connect/topics_ext_content/ifc_external_corporate_site/sustainability-at-ifc/publications/publications_report_sbnnecessaryambition" target="_blank" rel="noopener noreferrer"> Necessary Ambition: How Low-Income Countries Are Adopting Sustainable Finance to Address Poverty, Climate Change, and Other Urgent Challenges</a>, green finance has been identified as a top priority in Nepal’s financial sector.  NRB launched the first policy document in 2018 <a href="https://www.nrb.org.np/contents/uploads/2019/12/Guidelines-Guideline_on_Environmental__Social_Risk_Management_for_Banks_and_Financial_Institutions_2018-new.pdf" target="_blank" rel="noopener noreferrer">Guideline on Environmental and Social Risk Management (ESRM)</a> for Banks and Financial Institutions . which marked Nepal’s sustainable finance policy implementation, which has since progressed from ‘formulating’ under the ‘preparation’ stage to ‘developing’ under the ‘implementation’ stage (See chart).  <figure><img width="1124" height="815" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114111128/6372186b9c7e80680e0baa3fjpeg.jpg" alt=""><figcaption> </figcaption></figure>In 2020, NRB issued a Unified Directive to require all banks and financial institutions to integrate environmental and social risk management into their overall credit risk management process as well as policymaking.  Furthermore, the Netherlands Development Finance Company (FMO), has been collaborating with NMB Bank to work in renewable energy, hydropower, and green project financing. It is providing loans and equity investment for the Environmental and Social Management System (ESMS), and by doing so it will likely invite more equity investments in small and medium enterprises (SME).  Moreover, by providing credit to SME clients instead of big corporations, FMO  supports equity investments in private equity funds such as Dolma Impact Fund I and II. Companies such as Nepal Invests aim to attract more capital from Development Finance Institution (DFI) to the Nepal financial system. However, to be eligible for loans by DFIs, ESMS is often a prerequisite. Nepal Invests is helping other banks to meet that necessary condition.  SMEs have been a crucial player in Nepal’s growth, making up about 20% of GDP and accounting for over 60% of employment opportunities in the country. In 2020, IFC provided a $25 million loan to NMB to help finance green projects and SMEs. This investment will expand NMB’s SME portfolio to over $1 billion by 2025 and generate 50,000 more jobs. The quantity of loans available to SMEs from NMB is expected to double as a result of the project. “The chances of receiving funding will be exponential if SMEs are in sync with international best practices such as environmental, social and governance measures, we have demonstrated that risk capital can help mitigate climate change,” says says Siddhant Raj Pandey, CEO of Business Oxygen (Bo2), Nepal's first international Private Equity Impact and Climate Related Fund. “To have an inclusive model, climate-smart approaches and transparent operations are critical to the success of companies.” The critical next step for Nepal’s green finance will be expanding the adoption of the <a href="https://www.nrb.org.np/contents/uploads/2019/12/Guidelines-Guideline_on_Environmental__Social_Risk_Management_for_Banks_and_Financial_Institutions_2018-new.pdf" target="_blank" rel="noopener noreferrer">Environmental and Social Risk Management (ESRM) Guideline</a> to other banks across the country. Building the capacity of regulators and financial institutions, strengthening implementation coordination, and developing a taxonomy of green and socially inclusive initiatives are among the central bank's top priorities. These would provide a favorable and enabling environment for sustainable finance and open up green finance projects.  But for the private sector to invest in renewables and include green finance in their agenda, the government needs to provide them with incentives. For example, the other renewable energy sectors should get the same favorable treatment such as tax breaks much like hydropower. Private players such as Multilateral Development Banks (MDBs), industry associations, and local financial institutions can tap into the field.  Green banking has got a strong start in the public sector, but private parties are lagging behind and they should get on board to secure a better and safer financial system. Since private equity and venture capital are still relatively new concepts in Nepal, the role of the Nepal Private Equity Association (NPEA) become crucial in providing the ecosystem for a lobbying platform. Business Oxygen, a climate-focused fund with investments from the IFC, Climate Investment Funds, and the FCDO, has been investing in and promoting climate-smart approaches. The firm measures investment’s success not only through impact numbers on the financial statements but also metrics in accordance with the UN’s Sustainable Development Goals.  It has a separate fund dedicated to providing technical support to companies whose financials are not able to comply with environmental, social and governance measures. ESG compliance monitoring is essential to the investment decision-making process. “Impact is an intentionality of our investment not just a by-product,” says Pandey of Bo2.   However, as a foreign direct investment (FDI) company, there are many policy and regulation challenges. Early on, Bo2 had a good pipeline of companies in the agricultural sector, but they were discontinued due to the <a href="https://www.lawcommission.gov.np/en/wp-content/uploads/2019/09/The-Foreign-Investment-and-Technology-Transfer-Act-2019-2075.pdf" target="_blank" rel="noopener noreferrer">Foreign Investment and Technology Transfer Act (FITTA)</a> which prohibited FDI investment in agriculture. Later, the government raised the investment threshold limit from Rs5 million to Rs50 million which forced SME investors to diversify their strategies.  One area where Nepal is continuously and successfully bringing in investment is the green hydro project with experience of over 20 years. Investor trust is built upon sufficient human resources and a proper supply chain of equipment including turbines and hydro, mechanical and electromechanical machinery required.  “Even very risky hydro projects can still receive 70% of debt financing from local banks here in Nepal,” says Kushal Gurung, CEO of Windpower Nepal, adding that hydro projects are easily financed under an established ecosystem and intact supply chain.  But this is not the case for other green projects such as wind and solar where debt financing remains a challenge. The lack of trust from banks stems from a much shorter track record and low confidence in the revenue model.  But the good news is that such green projects need much lower investment. This allows private investors to come in and provide equity financing. “A solar project can be entirely financed by private equity investment with zero debt financing unlike hydropower where the opposite is true,” adds Gurung.  The climate crisis has added to problems like water availability, spatial-temporal distribution, and alteration in the hydrological cycle have been altered. Last year, Nepal’s electricity generation declined by 6.9% and this is expected to get worse, especially in the dry season. <a href="https://npc.gov.np/images/category/15th_plan_English_Version.pdf">Nepal’s 15th Five Year Plan (2019-2024)</a> has set a key target to achieve a 12% share of renewable energy in overall energy consumption. In 2022, it is a mere 3.27%.  An energy resilient Nepal needs effective collaboration between public and private entities. Public financing is insufficient but by greening the system with government subsidies, will save both the ecology and economy.Angel Li is a student at Pitzer College in California. I was taken on it to school, to relatives, and to hospitals. It was more than just a motorcycle — it was freedom on two wheels. It liberated my family from crowded and unreliable buses, and gave us control over our own lives.In the last 20 years, 22% of the Nepalis have graduated to <a href="https://www.nepalitimes.com/latest/nepals-class-divide-widens/">middle-class status</a>. There are now more Nepalis with disposable income than any time before. There are also new aspirations of comfort and levels of consumption. Cars, motorcycles, air conditioners, and even bungalows that were previously viewed as luxuries have now become accessible to a sizable proportion of people.But this has also increased the per capita carbon footprint of Nepalis. And worsening air pollution is already reducing average life spans by four years.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13db9c7e80680e0a9949jpeg.jpg" alt="" width="1500" height="1000">The growing appetite of our <a href="https://www.nepalitimes.com/latest/meat-money-and-the-middle-class/">newly minted middle-class</a> has become a cause for concern, not a feel-good story of economic growth. <a href="https://www.nepalitimes.com/banner/kathmandus-flash-floods-are-4-decades-in-the-making/">Haphazard urban growth</a> is already causing  massive changes to the environment, adding more carbon-emitters will only make it worse.Nepal may contribute only 0.5% of the total global greenhouse gas emissions, but it needs to urgently address intensifying <a href="https://www.nationalgeographic.org/encyclopedia/urban-heat-island/">urban heat island effect</a> – this is the tendency of built up areas to warm more than their surroundings. Cities absorb and re-emit heat from the sun, and also from industries, vehicles and household air conditioning. As cities expand and  green spaces shrink, cities get hotter.<a href="https://www.nepalitimes.com/latest/kathmandu-air-pollution-hits-record-high/">New Delhi</a> is a prime example: residents have been experiencing extreme heat wave conditions with increase of surface and canopy layer heat by 4-6°C during the day, and 2-4° at night. Kathmandu could soon follow, given the rise in vehicle numbers and concretisation.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13de9c7e80680e0a994ajpeg.jpg" alt="" width="1500" height="1000">Urban <a href="https://www.nepalitimes.com/opinion/toxic-bubble/">heat islands</a> (or ‘bubbles’) contribute to global warming, and if left unchecked, people can unwittingly become a part of the vicious cycle. When cities become hotter, people invest in air conditioners, which in turn further increase heat and carbon emissions.‘Urban land expansion will result in average summer daytime and night-time warming in air temperature of 0.5°C–0.7°C, up to ~3°C in some locations,’ states <a href="https://iopscience.iop.org/article/10.1088/1748-9326/ab4b71/pdf">a study</a> published in 2019 in Environmental Research Letters. ‘This warming is on average about half, and sometimes up to two times, as strong as that caused by greenhouse gas (GHG) emissions.’Aside from the Tarai, a large part of Nepal has a temperate climate. Just a generation ago, installing air conditioners in Kathmandu would have been unheard of. Yet, studies have shown that just between 2000-2018, the average temperature in the Valley <a href="https://www.nepjol.info/index.php/IJE/article/view/22546">increased by 2.1°C</a>. The Valley’s heat bubble has further increased the demand for cooling solutions.Though research in urban island effects of other cities are lacking, anecdotal evidence point to a similar conclusion for Biratnagar, Birgunj and Butwal in the last 20 years.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13e09c7e80680e0a994bjpeg.jpg" alt="" width="1500" height="1000">Policymakers have a simple solution for this: hike taxes on vehicles and other big carbon-emitters. But this is short-sighted, part of the solution lies in the electrification of the transport. As it is, fossil cars are taxed at 260% in Nepal, further levy can restrict people’s freedom of choice.Motorcycles have become near indispensible for many Nepalis, especially in the cities. The public transit system is mismanaged and unsafe, which means two-wheelers have become the vehicle of choice.Hundreds of thousands of Nepalis belonging to the burgeoning middle-class have worked hard to earn enough to afford these luxuries, it is not right to restrict that either.Rising urban heat is a systemic issue. These are localised effects caused by local conditions, but need state-level action for mitigation – multidisciplinary and innovative urban planning solutions that not only control but also reduce urban heat, while reducing Nepal’s petroleum import bill, and cutting air pollution.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13e39c7e80680e0a994cjpeg.jpg" alt="" width="760" height="484">First and foremost, we need to <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/">reinvent public transport</a>, which is under the chokehold of <a href="https://archive.nepalitimes.com/article/nation/public-transport-syndicate,3531">private cartels</a>. Its unreliability is a primary reason why so many people gravitate towards private vehicles.Evidence from European cities has shown that increasing access to public transport systems, bicycle lanes and ride-sharing technology (think Tootle and Pathao) has reduced car ownership rates. When there is a viable alternative to private vehicle ownership, residents are more than willing to make the switch.For instance, a <a href="https://www.sciencedirect.com/science/article/abs/pii/S0166046219302157">study done in Copenhagen</a> found that extending the metro line to its suburban regions decreased car ownership by 2-3% in the city. Nepal can similarly develop commuter bus routes as an alternative for private vehicles and create the same effect.Public transport also reduces waste heat because of fewer vehicles on the roads. Nationalising and regulating public transport system, and creating new and reliable inter-city routes make urban areas more liveable as well as decrease carbon burden of vehicle ownership.Cities can also be restructured so that most people are a walk away from hospitals, drinking water supply and vegetable markets. In times of emergency, many people in Nepal need to travel an incredible distance just to get proper medical attention, even in urban areas.In absence of <a href="http://archive.nepalitimes.com/news.php?id=17110#.YZd031VByJA">zoning laws</a> which segregates parts of the city into residential, industrial, business, more and more peri-urban regions in the outskirts of Kathmandu have been converted into housing plots, further decimating green spaces.These laws not only help control the sprawl of the city by preventing <a href="https://www.nepalitimes.com/editorial/be-prepared/">unplanned development</a>, but also ensure residents are close to essential services and public transport networks.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13e59c7e80680e0a994djpeg.jpg" alt="" width="1500" height="1125">Nothing reduces urban heat more than trees, parks and water bodies. Plants, vegetation, and rooftop gardens sequester carbon released from vehicles in the ground as well as provide shades. Lakes and rivers form their own micro-climates in the surrounding region, creating cooling breezes.Even aside from their aesthetic significance and cooling effect, green and blue spaces act as a valuable centre for communities to come together. They provide spaces for children to play, for the elderly to exercise. Studies have shown that taking a walk in parks and surrounding oneself with plants and fresh air <a href="https://www.nature.com/articles/s41598-019-46099-7">reduce stress and improve one's state of mind</a>, thereby improving the city's quality of life as well.These solutions require political will and investment. Furthermore, implementing these solutions in cities that have already been built or are in the process of expansion is going to be difficult and inconvenient for many.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016118/636d13e89c7e80680e0a994ejpeg.jpg" alt="" width="1600" height="1067"><a href="https://www.nepalitimes.com/banner/disastrous-management-in-nepal/">Nepalis deserve better</a> cities and living conditions. Rather than a top-to-down approach where a central board decides all the policies, there is a need for participatory planning approach, where all the stakeholders have the space to not only discuss problems, but also decide how these issues should be solved.Nepal got a late start in development but the emerging challenges of the environment and climate give us an opportunity to learn from and improve upon the mistakes of developed countries.Increasing disposable income brings with it political power as well, and the people of Nepal are in a unique position to not only better urban life for their individual selves, but also for millions of other Nepalis.Avani Adhikari is a student of Economics and Urban planning in Singapore.

Know your Ministers

‘One early morning, we heard the ambassador’s wife cry out, “Ram, Ram, Ram!” A disaster has befallen Nepal!” She had heard on the radio that a fire had consumed Singha Durbar." This is not about the arson attack on 9 September 2025, but the one on 8 July, 1973. It started in the South Wing of the then single-largest building in all of Nepal. It took two days to bring the blaze under control, requiring the use of explosives to demolish one wing to protect the imposing western facade. As Bhekh Bahadur Thapa recalls in the English translation of his memoir A Life in Public Service: Nepal from Autocracy to Democracy, he was then on leave from the Nepal government serving with the IDRC in Ottawa.&nbsp; He had already served as Nepal’s Finance Secretary at age 25, went on to be Finance Minister and Governor of Nepal Rastra Bank. He was already younger than some of the GenZ ministers in Nepal’s present RSP government. Thapa, now 89, was at the launch of the book in February which was attended by former diplomats and bureaucrats. After speeches by panelists, there was a question from the audience about how Thapa had managed to be the diplomat he was, managing Nepal’s international relations on the world stage.&nbsp; Writer and journalist Akhilesh Upadhyay, who was moderating the panel, responded by going into the section of the book where we see Thapa as an ambassador to the US, playing tennis with White House officials, cultivating a network of contacts to project the identity and welfare of Nepal, and making it possible for a state visit by King Birendra to Ronald Reagan’s America. The book is full of anecdotes that suggest Thapa was a clever and strategic diplomat, always calm and unruffled, easily making friends in high places with his maturity and engaging sense of humour. Thapa’s memoir is heavy on details about Nepal’s administrative history during the years he was active in public service, serving as minister and ambassador under three kings: Mahendra, Birendra and Gyanendra, and alongside five prime ministers.&nbsp; Aside from an insider look on how certain treaties, development deals and research projects in Nepal came into fruition, Thapa goes into great detail about his personal and professional relationships with the kings, ministers, ambassadors, foreign leaders and politicians.&nbsp; As a reader, one is struck by the level of detail around the events that unfolded in Nepal over the years during Thapa’s tenure. Was Thapa recording a journal over the years of the events and the conversations that transpired, or were they committed to his phenomenal memory? Either way, the reader gets a glimpse of Nepal’s recent history from the early days of the Panchayat, through the People’s Movement and the democracy period, the Maoist insurgency, Royal Palace massacre of 2001, and Gyanendra’s coup of 2005.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4.jpg" data-media-id="editor_0" data-image-id="2026041204048_125dc8ae300a1e33124f394abe724d42727f83e067b0201d2008b58d60c459a4" data-rendition-name="original" width="1584" height="1000" loading="lazy" alt="How to win friends and influence nations NT"> </figure>  Not enough is said about the political parties of the time whose presence led to the way Nepal’s multiparty democracy came to be shaped. The book keeps its focus on the administration and the key figures around it, mostly those in the Panchayat era. Towards the second half of the book, we do start to hear about political parties, but not in great depth. Another figure whose presence in the book is conspicuously less prominent is that of his wife, Rita Thapa — the person who seems to have rescued him every time financial quandary or family care became a challenge. Yet, we do not see her as a full person. Perhaps because of the personal tragedies in his life, the children are also barely mentioned.&nbsp; The book is therefore less personal and more technical. Throughout, we learn about Thapa’s thinking as he navigated the world of diplomacy to win him the trust of those who mattered. There are tips here for a new generation of Nepali officials and diplomats about how much commitment and focus is needed to be good at one’s job and serve the national interest. This book adds to tomes that have been written on Nepal’s fragile relationship with India. ‘India has always wished for Nepal to remain dependent on it,’ writes Thapa, who served as Nepal’s ambassador to India and later in the Eminent Persons Group &nbsp;on Indo-Nepal relations that has been allowed to languish. The book has several insights into the Indo-Nepal trysts with diplomacy and agency.&nbsp; China’s role is also recorded, viewed through conversations during a visit to Beijing, but all that was before Nepal’s neighbour to the north emerged as a world economic and military power. The book also has such sudden instances of quirkiness and humour. For instance, we see a young Thapa in America explaining to a government official why he would like to return to Nepal instead of settling down in the US. “Because, Nepal is beautiful,” he said. The text is immaculate and does not read much like a translation, credit for which clearly goes to the team that put the edition together: translator Prawin Adhikari, &nbsp;Anagha Neelakanthan and Bhekh Thapa’s daughter, Manjushree. As Nepal enters a new era of governance and diplomacy, A Life in Public Service: Nepal from Autocracy to Democracy should be essential reading for students of political science, economics and foreign affairs who can gain a fresh perspective on the country’s trajectory.&nbsp; There are dozens of forgotten state secrets recorded in the book, but the reader must also remember this is a story told from one person’s perspective and there may be others.&nbsp; So, what really made Thapa the diplomat he was? I met him in 2004 at the Kantipur TV studio when he was serving as king Gyanendra’s foreign minister. He was there for a studio interview, and I was just done with my English newscast.&nbsp; He surprised me at the door: “Pratibha! I’ve been reading your articles in The Kathmandu Post. You must keep writing.” I thanked him, glad to have been noticed for my work by a stranger. Prime Minister Balendra Shah on Wednesday broke tradition and met with 17 foreign envoys collectively, a move that was a notable departure from how his predecessors operated.&nbsp;
Shah had already set himself apart by talking less, listening more, and delegating to trusted friends. But by meeting all ambassadors at one go in the presence of the Foreign Ministry, he signalled a paradigm shift in how he wants Nepal to be seen: no longer just balancing India and China, but as a country confident about its <a href="https://nepalitimes.com/opinion/guest-editorial/tripolar-contestation-over-nepal">strategic importance and place in the world</a>.
In just two weeks, the <a href="https://nepalitimes.com/news/rsp-dos-and-don-ts">RSP has sprung into action </a>on multiple fronts to implement its ambitious 100-point, 100-days action plan. It has taken short-term measures to mitigate the impact of the Gulf war, as well as medium- and long- term measures to streamline the bureaucracy. Earlier this week, the government recalled six politically appointed ambassadors, the most notable being long-serving Shankar Sharma from New Delhi. The Kathmandu District Court issued arrest warrants against former prime minister Sher Bahadur Deuba and his former foreign minister wife Arzu Rana on charges of money laundering and corruption.
Each ministry has been trying to clean up the accumulated rot from the past three decades: regulatory overhaul of microfinance, education, health and service delivery.&nbsp;
These actions widely disseminated campaign-style on YouTube and TikTok have made most Nepalis hopeful that the party they installed in power means business.

BACKLASH
But such attempts to overhaul a long-entrenched political culture were bound to face backlash. In their impatience and enthusiasm to get things done, some of Prime Minister Shah’s ministers have over-reached.
It was common knowledge that government-paid advertising in the mainstream press was kickback-driven, but the PMO’s directive that official notices be published or broadcast only on state-run media has been denounced — especially as the media industry struggles to stay afloat.
More serious are some recent appointments by ministers of relatives and figures closely associated with the RSP to key positions. This has rankled because this party built its political plank on ending nepotism and graft.&nbsp;
News that Home Minister Sudan Gurung allegedly had not paid rent on leased land, which illegally encroached on the lake in Pokhara did not help. &nbsp;
Prime Minister Shah himself has come under scrutiny for appointing a kitchen cabinet full of male buddies from his time as Kathmandu mayor. To douse criticism he brought in as adviser investigative journalist Deepa Dahal, who has exposed corruption in high places of the previous coalitions.&nbsp;
Shah’s appointment of another political adviser Asim Shah to the head Constitution Amendment Task Force, is also seen as problematic. He is a filmmaker and former lawmaker, but does not have a background in constitutional law.&nbsp;
Even more controversial is the Cabinet’s decision to appoint RSP Chair Rabi Lamichhane’s legal counsel, Narayan Kandel, as Attorney General. Kandel used to be a UK permanent resident, and does not have as much experience practicing law in Nepal.&nbsp;
Kandel’s appointment drew flak and raised eyebrows, and with the pending legal cases against Lamichhane this appointment represents a flagrant conflict of interest.
Health Minister Nisha Mehta was also accused of favouritism after reappointing Junu Shrestha, wife of Labour Minister Dipak Kumar Shah, as member of the Health Insurance Board which had earlier suspended her. The Labour Minister’s rambling rant at the Board’s meeting on Tuesday has not helped the RSP’s image.&nbsp;
(UPDATE: On Thursday, Prime Minister Shah sacked the Labour Minister after the RSP found him in breach of the party's code of conduct and discipline. He served 14 days in the Cabinet, one of the shortest tenures for a minister in Nepal )
It is hard to know what <a href="https://nepalitimes.com/news/ball-in-balen-s-court">Balendra Shah is thinking</a>, and how Rabi Lamichhane is going to justify some of these moves. After all, making politics, governance, and bureaucracy a meritocracy has been the core tenet of the RSP, and it risks alienating its mainly youth base if these missteps persist.
But at least for now, most RSP supporters seem to be giving the party the benefit of doubt.
