Since Nepal first opened its doors to the outside world in the 1950s, it has steadily gained goodwill and friends around the globe. The Nepal brand has remained strong despite political instability, a ruinous conflict, corruption, poor infrastructure and air pollution.&nbsp;
First came the high fliers of the sixties to this Shangri La, then the hippies and overlanders seeking Nirvana. Himalayan hikers and development volunteers travelled and worked in the remotest corners of Nepal where even Nepalis had never been. Scientists, academics and experts like <a href="https://nepalitimes.com/banner/time-capsule-of-kathmandu">Toni Hagen</a> and <a href="https://nepalitimes.com/news/kathmandu-s-legacy-is-goetz-hagmueller-s-legacy">Götz Hagmüller</a> made Nepal their adopted home, and gave the country a global identity.&nbsp;
They worked in schools, hospitals, conservation or heritage projects, building lifelong connections with Nepal, immersing themselves so much in the Nepali way of life that they felt alien in their own homeland.
Many wanted to spend their last days here, and some did. But in the past year the state has made it more and more difficult for long-staying foreigners to remain, and many in their seventies and eighties have bid tearful farewells to Nepal.&nbsp;
Why is Nepal driving away its best friends? Most of those interviewed for this report did not want their names used, and many teared up when they recounted the humiliation and dead-end they encountered while trying to renew their visas.&nbsp;
Countries like Thailand issue long-term retirement visas to foreigners in return for spending a minimum of $25,000 a year. Nepal had been allowing retired foreigners to stay on long-term residential visas until recently. This has been discontinued, but no one seems to know why. When asked, officials say it is a directive from the Home Ministry.&nbsp;
The website of the Immigration Department, which falls under the Home Ministry, says that a foreigner aged 60 or above can apply for and get a residential visa in Nepal as long as they have $20,000 in their bank account every year, pay an annual visa fee, obtain a no-objection letter from a related embassy, a health certificate issued by Teaching Hospital.
But the Immigration Department has not granted any new residential visa for over a year, forcing many elderly applicants to leave for good after being given the runaround. Expats can extend their tourist visas but only for up to 5 months during a calendar year.
We asked an official at the Immigration Department why no new residential visas had been approved. His reply: “You will have to ask the Home Ministry about it, they stopped it.” Only 3 long-term residential visas have been renewed in the past year.&nbsp;
After agreeing to speak anonymously, an official asked a rhetorical question: “It boils down to two alternatives: are we going to make money from long-term visas for foreigners, or is Nepal going to be an old people’s home?”&nbsp;
Foreigners who have given up knocking on doors at the Immigration Department are used to such cynicism. One 72-year-old applicant who has spent 30 years in Nepal was bluntly told: “Sir, we don’t care if you are here or not.”
An American who has been living in Nepal for over 25 years has been trying to apply for a long-term visa for five years, and has been going in and out on a tourist visa. He was told the only way would be to pay off a broker, or get a letter from the Prime Minister’s Office.&nbsp;
Earlier this year, <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/The-Marston-Menagerie,4084">British couple Wendy and Robin Marston</a> who have lived in Nepal for over 45 years left the country after they were denied a residential visa. Robin was one of the pioneers of trekking in Nepal since 1978, and Wendy was involved in life-saving charities to help burns victims at hospitals in Kathmandu. &nbsp;
Austrian architect Götz Hagmüller died earlier this year in Bhaktapur aged 85 after spending more than half his life in Nepal. He made the preservation of Kathmandu Valley’s cultural heritage <a href="https://archive.nepalitimes.com/article/nation/The-guardian-of-the-shadows-%20G%C3%B6tz%20Hagm%C3%BCller,3352">his life’s work</a> and never left, restored<a href="https://nepalitimes.com/review/style-and-substance"> Kuthu Math</a>, Kaiser Mahal’s Garden of Dreams and the <a href="https://nepalitimes.com/here-now/patans-museum-piece">Patan Museum</a>. He was refused a residential visa, and only got to stay on in a different visa category.&nbsp;
Foreigners have two ways to get long-term visas: by enrolling as students or investing in a business. The government is tightening the student loophole, and requires foreigners to invest Rs10 million or more in Nepal. This group is mainly made up of Chinese and South Koreans who have opened restaurants in Kathmandu or Pokhara.&nbsp;
But there are hassles even in renewing business visas every year, and a hydropower investor says he cannot get his passport stamped without getting his fixer to hand cash under the table.&nbsp;
“If the Nepal government is serious about foreign investment in the country, it must clean up its act,” he told us on condition of anonymity. What puzzles long-time Nepalophiles is that officials are so intent on undermining the country’s international goodwill by being so nasty to its most devoted brand ambassadors.
There are many theories about the tightening of visas: traditional xenophobia from a time Nepal was a hermit kingdom, geopolitics, suspicions about foreigners engaged in proselytisation, corruption and lack of coordination between the tourism promotion and immigration authorities. It could even be immigration officials doing a tit-for-tat for someone they know being refused a Schengen or American visa.
The Visit Nepal Year 2020 sign is still painted on the sides of Nepal Airlines jets, the country’s tourism promotion has lofty slogans like ‘Guest Is God’ or ‘Visit Nepal: Once Is Not Enough’. On the other hand, visitors whose visa fees could be a lucrative source of income are being told they are not welcome.&nbsp;
“Nepal has so much goodwill it can capitalise on, it is a wonder that it doesn’t,” says a long-term resident. “There is a larger xenophobia and suspicions at play here, especially with the relations with the United States and the rise of India and China. But Nepal is losing out on other friends and opportunities.”
Indeed, some see pressure from China on the government to control the activities of Westerners who may be sympathetic to the Tibetan cause, and India is also seen to be wary of the presence of third-country foreigners. &nbsp;
Writing for Nepali Times, <a href="https://nepalitimes.com/here-now/race-against-time">researcher George van Driem</a> says xenophobic legislation enforces an ethnic bias that seals off Nepal for long-term residents.
‘Even with the written approval of His Majesty King Birendra, it took Lt. Col. <a href="https://nepalitimes.com/here-now/home-away-from-home">John Philip Cross</a> 32 years, 6 months and 2 days before he was granted citizenship. When his struggle was finally rewarded, the legendary Gurkha figure was already deep into his retirement. Yet he is the lucky exception,’ van Driem wrote. ‘This grudging attitude with respect to Nepali citizenship reflects a mind-set firmly rooted in the racial attitudes of the Mulukī Ain.’
Ironically, while Nepal is pushing away long-staying foreigners, Nepalis themselves are emigrating in droves to their countries.&nbsp;
Says an American academic who first came to Nepal in the early 1990s: “We are definitely not a drain on the economy, we are happy to pay but it is a real shame that Nepal has made it so hard for us to stay. So many have left and gone to Thailand and elsewhere. They had no other choice.”
Another 72-year-old resident who has lived in Nepal for 30 years is emotional when she says in a soft voice and with a faraway look: “Despite everything, I still wanted to live here for the rest of my days.”&nbsp;
Her residential visa application was turned down, and she is leaving Nepal for good this week.

'GO AWAY'

Mention “Cross Sa’b” and anyone on the path along a forested ridge above this scenic central Nepal town will point out his house amidst terrace fields of maize.&nbsp; In Dhampu Niwas resides Colonel (Retired) John Philip Cross, self-proclaimed Nepali who has found solace, love, and an unconventional family in these mountains. “JP” was also known as “Brain prince” for his audacious exploits in Sarawak during the war against insurgents.&nbsp; At 98, the Colonel is still a lean and sprightly man, looking like a fair-skinned Brahmin in his Dhaka topi as he took Luka, his faithful canine companion, for a walk through the monsoon mist. Cross spends his days embracing life's simple joys: playing, writing, reading, spending time with great-grandchildren, and sipping his favourite milk tea. Young JP joined the British Army at age 17, and was immediately transported to the European theatre of World War II. He learnt Nepali from his fellow soldiers and developed a deep admiration for Nepali culture. Soon, he got caught up in the turmoil of Partition, as the departing British hastily drew a line on the map separating India and Pakistan. Millions died. Cross recalls: “Some days, I would go to sleep in India and wake up in Pakistan.”&nbsp; Even after Indian independence in 1947, there were still wars to be fought: in the jungles of Malaya and in Borneo. He was captured by insurgents and was about to have his head chopped off by a notorious commander, but quick thinking and language skills helped him escape. Besides his mother tongue, he is fluent in Nepali, Roman, Urdu, Cantonese, Malayalam, Iban, French, Hindi, Thai, Vietnamese, and Tamang, Gurung and Magar languages of Nepal. “I was interested in languages and history. I studied, but the government made me a soldier,” Cross says with a chuckle. Cross even got a degree from Tribhuvan University and worked as a researcher at the Center for Nepal and Asian Studies (CNAS).&nbsp; Cross first visited Nepal in 1946, and remembers walking up to Kathmandu via Chitlang and being warmly received by Prime Minister Padma Shumsher Rana. He returned in 1976 to head the British Army recruitment camp in Paklihawa. Budhiman worked for Cross in Pakhlihawa, helping him with chores. Budhiman had no family, and having left England so long ago, Cross did not either. So he adopted him.&nbsp; “It's been 47 years. He is like a son to me. I am his father. This is my family,” says Cross, remembering that an astrologer once told him and Budhiman that they were born from the same mother 400 years ago in England.&nbsp; After many years in Nepal, King Birendra issued an edict allowing him to buy land and a house. But with the end of the monarchy, he had to apply for citizenship, which was not an easy process. Nearing his 100th birthday, Cross is hale and hearty, and only has problems with his eye sight and hearing. Before Covid, he used to hike 20km a day and even now does a fair bit of walking. “Exercise is the best formula for staying young,” he says. Cross has written 21 books including titles like Gurkhas at War, The Fame of the Name, Jungle Warfare, and It Happens with Gurkhas. He is getting ready to publish his 22nd book. "I'm fluent Nepali of the central mountains, Cross says, “I've been to more than 40 countries, but my heart, mind, and body are in Nepal. Photo: DR MARK F WATSON.</figcaption></figure>The British cemetery at Kathmandu is little known but not hard to find.Keep the imposing white sweep of the British Embassy gate on your left, and then walk past the well-guarded Indian Embassy entrance to your right. The lane shrinks dramatically between their towering walls and, if you are lucky, no passing vehicle pins you against the brickwork.Persevering on down the hill a little further than you think and avoiding a constant stream of bikes, the graveyard looms suddenly on your right. A mound of exotic trees, cultivated flowers and manicured lawns comprise this ‘corner of a foreign field’ that shelters a tantalising assortment of headstones and memorials dating back over 200 years.Once through the gate with a helpful sign beneath a friendly arch, you might encounter the conscientious caretakers Prem and Durga Devi. As we learn from this important new book, the fate of the British cemetery has ebbed and flowed with the tide of centuries at the whim of its diplomatic custodians. Sometimes neglected and overgrown, sometimes nurtured and cared for, it has always been at the heart of the history of foreigners in Nepal – ‘A pulse in the eternal mind”.For the first time, the facts about the British cemetery and its glamorous array of inhabitants are gathered together in this comprehensive volume. The first grave dates from 1820, and I attended the most recent funeral in 2014.Elegantly written and highly readable, Andrew Hall, anthropologist and former British Ambassador to Nepal, and Mark Watson, keen historian and Himalayan botanist at the Royal Botanic Gardens Edinburgh, have collaborated with Vajra Books. Initially conceived as a modest booklet to resolve the incomplete listings and jumbled records of the historic graveyard, it later expanded to include the wider context of Nepal’s complex relationship with the outside world.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221c49c7e80680e0c02d2jpeg.jpg" alt="" width="640" height="279"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221c79c7e80680e0c02d3jpeg.jpg" alt="" width="640" height="229"><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221ca9c7e80680e0c02d4jpeg.jpg" alt="" width="640" height="137"><figcaption> </figcaption></figure>As might be expected, such a formidable combination of scholarship has done a very thorough job. The evolving changes to the physical site are documented with maps, drawings, paintings and letters dredged from London collections, and identities clarified that have been disrupted by earthquakes, fallen branches and general dereliction that damaged the marker stones, rendering some unreadable.Every grave in the British cemetery in Kathmandu is catalogued, but there are others further afield. The Gurkhas had burial sites in Paklihawa and Dharan,<a href="https://www.nepalitimes.com/opinion/father-moran-and-nepals-jesuits/" target="_blank" rel="noopener noreferrer"> the Jesuits</a> at Godavari, two memorial parks mark the terrible 1992 air disasters in Kakani and Lele, each facing the direction of the catastrophe, and there is even a solitary grave in the grounds of the <a href="https://www.nepalitimes.com/opinion/no-lovelier-spot-than-kakani/">British bungalow in Kakani</a>.We find exhaustive descriptions of the British cemetery graves, headstones, location maps, names, dates, images, stories and anecdotes, and even details of trees and shrubs that grow there; a glossary, bibliography, sources, endnotes and index; and a list of the British heads of mission assigned to Nepal, responsible for this patch of ground ‘that is for ever England … A body of England’s, breathing English air’.But not really. Of the 100 or so people laid to rest here only about 40% are British, the remaining represent at least 16 nationalities and several religions other than Christian. Their causes of death are an eye-opener into the Nepal of their lifetimes.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221cb9c7e80680e0c02d5jpeg.jpg" alt="" width="1280" height="892"><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221ce9c7e80680e0c02d6jpeg.jpg" alt="" width="1280" height="719"><figcaption> </figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221d29c7e80680e0c02d7jpeg.jpg" alt="" width="426" height="640"><figcaption> </figcaption></figure>Although the British were first to put down roots after the <a href="https://www.nepalitimes.com/banner/beginning-of-the-end-of-the-gorkha-empire/">1816 Treaty of Sugauli</a>, the truth is that over the centuries this remote Himalayan country received a wide variety of visitors from all corners of the globe and the cemetery’s eclectic occupants reflect this – missionaries, mountaineers, military, traders, adventurers, eccentrics and dreamers.The earliest grave belongs to Robert Stuart, the Assistant Resident who died suddenly one spring evening in 1820 of ‘a violent cold’. His superior, Hon Edward Gardner was devastated but had no choice but to inter him beneath the nearby hillock that the British were hastily given to bury their dead.Hardly ‘that rich earth, a richer dust concealed’ of Rupert Brooke’s iconic First World War poem <a href="https://poets.org/poem/soldier-0">The Soldier</a>, but a sandy wasteland unsuitable for cultivation, situated not far from the uninviting piece of land on the then-distant outskirts of Kathmandu that had been grudgingly granted for the British residency – now given over to the Indian mission after Independence.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221d39c7e80680e0c02d8jpeg.jpg" alt="" width="1280" height="960"><figcaption> </figcaption></figure>By 1857 the cemetery contained only three graves. The grandest monument commemorates <a href="http://archive.nepalitimes.com/news.php?id=3246#.YqNelI5BxpQ">Brian Hodgson</a>’s deputy, Ensign Hastings Young, aged only 20 and the first child burial, seven-year-old William Nott Nicholetts. The only official Commonwealth War Grave in Nepal, belonging to Gilbert Deatker who died in 1942, ensures a funding commitment which proved crucial to the garden’s maintenance during the leaner years of British government support. The grave diggers’ busiest period was the tourism times from the 1970s to 1990s, before mortuary freezers enabled repatriation and local cremations became more generally accepted.Some incumbents remain more mysterious than others, but the authors’ investigations have culminated in this highly readable account that spans not only the history of the British and other early foreigners in Nepal, but also curious, sad and sometimes extraordinary stories of how they met their end.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221d79c7e80680e0c02d9jpeg.jpg" alt="" width="2499" height="3000"><figcaption> </figcaption></figure>Some of these tales are tragic and extreme. Particularly heart-breaking are the babies and children, including the infant son of Henry Ambrose Oldfield the Residency surgeon and artist dated 1861. In addition to the occupational hazard of illness, as might be expected in harsh mountain terrain, fatalities feature <a href="https://www.nepalitimes.com/banner/1921-rendezvous-mallory-pumori-and-everest/" target="_blank" rel="noopener noreferrer">mountaineering</a>, rock falls, drownings and <a href="http://archive.nepalitimes.com/blogs/kundadixit/2014/02/17/twin-otters-in-the-nepal-sky/" target="_blank" rel="noopener noreferrer">air accidents</a>. On the back wall, a plaque remembers the New Zealand pilot of the flight that killed Sir Edmund Hillary’s wife and youngest daughter in 1975.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221da9c7e80680e0c02dajpeg.jpg" alt="" width="1978" height="1389"><figcaption> </figcaption></figure>This peaceful garden is the last resting place of a roll call of Nepal’s early tourism, conservation and development pioneers. Familiar and colourful characters who left their mark include <a href="https://www.nepalitimes.com/opinion/nepals-tourism-now-has-to-re-start-from-zero/" target="_blank" rel="noopener noreferrer">Boris Lissanevitch</a> (plus his mother, mother-in-law, wife and son), <a href="https://www.nepalitimes.com/opinion/so-far-so-good/remembering-des-la-at-shangrila/" target="_blank" rel="noopener noreferrer">Desmond Doig</a>, AV Jim Edwards, Mike Cheney, Freddie Bowles, Robert and Cecille Reiffel, Peter and Margaret Ross and many more. Unearthing some buried recollections of my own having known them all (full disclosure), I helped the ever-erudite Doctors Andrew and Mark with research, editing and proof-reading.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111412118/637221dd9c7e80680e0c02dbjpeg.jpg" alt="" width="480" height="640"><figcaption> </figcaption></figure>A collaborative and diligent research effort, many have contributed to this slim volume packed with information. Dedicated to the late great Charles Allen with a foreword by current British Ambassador Nicola Pollitt, both the Nepal Britain and Britain Nepal Societies supported its publishing, along with the <a href="https://www.bacsa.org.uk">British Association for Cemetaries in South Asia</a> (BACSA), Bon Travel and Tours, Vajra Books and the personal generosity of Pratima and Prithivi Pande.My only niggle is the misleading title. This useful book reaches far beyond the confines of the British cemetery enclosure, now a hidden and forgotten island in an ocean of concrete urbanisation down that narrow Lainchaur lane – which perhaps you will be inspired to discover. Photo: NEPALI TIMES ARCHIVE</figcaption></figure>As the Taliban closes in on Kabul, international media attention on the rescue of Western diplomats has overshadowed the plight of thousands of international contract workers, including Nepalis, stranded there.There is no exact count of how many Nepalis workers there are in the war-torn country, but figures range from 2,000 to 15,000. The Nepal Embassy in New Delhi, which is also accredited to Afghanistan, says it is in touch with Nepalis there but seems to be laying its bets on Indian rescue flights.If flights are not possible, the only way out would be to negotiate a safe passage out for Nepalis through Pakistan. This will need coordination with the Pakistan government though the Nepal embassy in Islamabad. Prime Minister Sher Bahadur Deuba <a href="https://www.nepalitimes.com/editorial/they-fail-we-fall/" target="_blank" rel="noopener noreferrer">has not been able to expand his cabinet</a> even a month after his coalition government came to power, and there is no foreign minister. Preoccupied with politics and fighting the pandemic, the government has left the Nepalis in Afghanistan to their own devices.The opposition RPP is the only party so far that has called on the government to bring back Nepalis from Kabul. In a joint statement, the party’s leaders Kamal Thapa, Pashupati SJB Rana and Prakash Lohani on Sunday demanded that the government ‘ensure the safe return’ of Nepalis in Afghanistan.The end-game in Afghanistan has also coincided with Gurkha veterans in the British Army on hunger strike in London demanding equal pension with US soldiers. The RPP statement also expressed ‘solidarity with their struggle’.Besides Nepalis in the British Army who used to be deployed in Helmand and other provinces and were withdrawn, there are still many retired Nepali veterans from the British and Indian Armies, Singapore Police, as well as Nepal Army and Police who worked as <a href="https://www.nepalitimes.com/latest/canada-settlement-with-families-of-nepali-guards/" target="_blank" rel="noopener noreferrer">security guards for private defence contractors</a>.They worked as security guards for US and British defence contractors based in Kabul, Bagram Air Base, Kandahar and other military installations. While some third country workers left as the US withdrew from Bagram and other bases last month, there were still many Nepalis guarding Western embassies in Kabul. American and British troops arrived in Kabul this weekend to evacuate their diplomats and nationals, but the contract workers will have to find their own way out on very limited flights.Some Nepalis working for private contractors who managed to get out on some of the last flights are now stranded in Dubai, and cannot get home because of <a href="https://www.nepalitimes.com/banner/how-nepal-must-prepare-for-3rd-covid-wave/" target="_blank" rel="noopener noreferrer">Covid-19</a> restrictions in the UAE. <img width="640" height="751" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd299c7e80680e0a0bccjpeg.jpg" alt="">Many of the Nepalis worked for logistics companies like the Texas-Based Fluor or Turkish sub-contractors, while security guards were hired by the American private security firm DynCorp International, or the UK-based Aegis Defence.Aegis alone used to have more than 1,000 Nepalis on contract in Afghanistan before the latest Taliban offensive. Besides working as security guards, military escort and in demining operations, Nepalis have also been hired as construction workers, cooks, cleaners and as support staff. Many of the Nepalis who have managed to get out are said to be ready to be recruited again to go to other dangerous countries like Iraq. In 2004, 12 Nepalis working for a private contractor in Baghdad were massacred in cold blood by extremists, prompting the Nepal government to ban Nepalis from going to that country.Again, after the death of <a href="http://www.nepalitimes.com/blogs/thebrief/2016/06/23/lives-of-our-brothers/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://www.nepalitimes.com/blogs/thebrief/2016/06/23/lives-of-our-brothers/&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNFo-y7ikyGPJ_LXBEsZqeaMUNgKEQ">13 Nepalis</a> guarding the Canadian Embassy in a <a href="http://www.nepalitimes.com/blogs/thebrief/2016/06/20/kabul-attack-condemned/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://www.nepalitimes.com/blogs/thebrief/2016/06/20/kabul-attack-condemned/&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNH3EX-wbri9zWNVZoysmf-N3m7rkA">terrorist attack in Kabul</a> in June 2016, the Nepal government had banned nationals from going to Afghanistan.However, a government fact-finding team visited Afghanistan later that year to assess the danger, and the Labour Ministry later lifted the ban and recommended measures, including approval of work contracts that included safety provisions. <figure><img width="2020" height="1208" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd2c9c7e80680e0a0bcdjpeg.jpg" alt=""><figcaption>Nepal Embassy in New Delhi on Sunday 15 August released security advisory for Nepalis in Afghanistan.</figcaption></figure>Legally, Nepalis and other foreign workers in war zones like Afghanistan, Iraq and Libya fall between the cracks. The US and Britain get to lessen exposure to their own troops by hiring nationals from other countries through private contractors for much less money and fewer facilities. There is also no legal obligation during emergencies like this.The Nepali guards at the Canadian Embassy in Kabul in 2016, for example, were hired by Sabre International, a private contractor. Families of the security guards <a href="https://www.nepalitimes.com/latest/nepali-guards-sue-canada-government/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepali-guards-sue-canada-government/&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNF_vbyXjkznQcgethYi-VAXg_lldg">sued the Canadian government </a>in 2018, and finally <a href="https://www.nepalitimes.com/latest/canada-settlement-with-families-of-nepali-guards/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/canada-settlement-with-families-of-nepali-guards/&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNE8GgyoW7SKOcucIKsvMUT19KI1fw">reached a settlement</a> verdict on compensation at the Ontario Superior Court of Justice in Toronto last year. Five of the Nepali soldiers wounded in the attack and 13 widows of those killed were awarded a total of $20.4 million in compensation. <a href="https://archive.nepalitimes.com/article/nation/guarding-guards-afghanitan,3370" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://archive.nepalitimes.com/article/nation/guarding-guards-afghanitan,3370&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNEVDrjU4r49vZyjGUrngw5_Cig9ZA">The guards were killed</a> when a lone suicide bomber blew up the unarmoured bus taking them to the Canadian embassy for their duty.After the attack Sabre International terminated its contract with the Canadian embassy, and shut down operations. Representing the Nepali plaintiffs, Canadian lawyer Joe Fiorante had told CBC: “These men died in the service of our country and have basically been cast aside…They were abandoned by our government and we thought that was dishonourable and frankly unacceptable.” The American and NATO withdrawal from Afghanistan, has now left Nepalis and other nationals working for them in a similar predicament. Although a Taliban offensive was expected, what has shocked many is the speed at which the US-trained, equipped, and funded Afghan security forces have either surrendered or been defeated. There are no accurate figures for the number of foreign contract workers still in Afghanistan, but many had been leaving, and the Special Inspector General for Afghanistan Reconstruction put the number at 7,000. It is not clear how many are still there. However, besides registered Nepalis there are also said to be many other undocumented workers of which neither the government in Nepal nor the embassy in New Delhi have exact figures. Many have been <a href="http://archive.nepalitimes.com/news.php?id=15312#.YRjkLy1w3OQ" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/news.php?id%3D15312%23.YRjkLy1w3OQ&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNGop6Gp8JOg2gil_DovcJlzScCJJw">cheated by their recruiters</a>, and are stranded there.“Everyone has been so focused on the U.S. troops, and also the Afghans, interpreters and others who could face revenge killings by a resurgent Taliban," said John Sifton, Asia advocacy director at Human Rights Watch to <a href="https://www.latimes.com/world-nation/story/2021-08-10/contractors-who-powered-u-s-war-in-afghanistan-stuck-in-dubai" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.latimes.com/world-nation/story/2021-08-10/contractors-who-powered-u-s-war-in-afghanistan-stuck-in-dubai&amp;source=gmail&amp;ust=1629113964967000&amp;usg=AFQjCNG_gLNys429Cdv8JTQb-_aJrNvBlA">Los Angeles Times. </a>“About the stranded foreign workers, the Biden administration can say, well, their companies and their governments should have moved heaven and earth to get them home.”Meanwhile, <a href="http://s.ca/" target="_blank" rel="noopener noreferrer">Globalnews.ca</a> reported that Canada had not approved the evacuation of 100 Nepali guards from its embassy in Kabul, even after its other staff were flown out.

Who will rescue Nepalis from Afghanistan?

From stone spouts to cast-iron mains, Nepal’s water system and its struggle to provide safe water tells a larger story of power, disease, dependency — and lessons for the future. From 1823 to 1891, the Nepali state made just two notable interventions in Kathmandu’s drinking water system. The first was when Prime Minister Bhimsen Thapa commissioned a stone pout (hiti) to tap groundwater within the valley’s traditional supply system. The second came nearly 70 years later with Nepal’s first industrial-era water system, the Bir Water Works in 1891 under Prime Minister Bir Shumsher Rana. Linking these two milestones was the spectre of cholera. From the 19th century on there were seven global cholera pandemics. <a href="https://www.sciencedirect.com/science/article/pii/S0264410X19309995#bb0325" target="_blank">Originating in Asia</a>, the disease reached Europe and the Americas, the Vibrio cholera bacillus breeding in poor sanitation wherever it found it. The first wave erupted in 1817, followed by others in 1829, 1852, 1863, 1881, 1889 and, finally, in 1961, the seventh pandemic which still lingers on. London, the epicentre of the Industrial Revolution, was repeatedly stricken. In Britain ‘miasma’ foul air was blamed. &nbsp;In Nepal, cholera was seen as divine damnation. By the late 19th century, as Nepal’s relationship with Britain deepened, the Bir Water Works was inaugurated in 1891 as a defence against cholera. Whether cholera also shaped Bhimsen Thapa’s decision in 1823 is less clear. Contemporary records note the commissioning of Sundhara, but do not refer to the cholera epidemic raging at the time. The silence itself is telling: Nepal’s elites were ruling in the shadow of the disease. Bhimsen Thapa first resided in Thapathali Palace, which was built in 1802 by Nain Singh Thapa, father of Mathabarsingh Thapa, who would briefly become prime minister in the 1840s. In 1806, Bhimsen Thapa moved to Bagh Durbar, a new complex on the western edge of Tundikhel. Historians are vague about the water supply in the residences of the nobility, but wells and water hauled from rivers, ponds, canals, and other sources were likely the primary sources. A small hiti north of Bagh Durbar, near today’s Sun Dhara, may have supplied the palace. In 1823, Bhimsen Thapa had it enlarged, making it the last and largest state-built hiti in Kathmandu. Even as Bhimsen Thapa was involved in palace intrigues and border conflicts, Britain was engineering pipelines. By the late 18th century, Sir Thomas Simpson had invented the bell-and-spigot joint, making long-distance pipes viable. Fluid dynamics, dealing with pumps, pipes, and filters, was becoming a foundational discipline. In Kathmandu, the scourge continued. Cholera struck Kathmandu repeatedly, in 1862, 1867, 1872, 1874 and 1875. The 1872 epidemic, <a href="https://nepalitimes.com/news/kathmandu-in-the-time-of-cholera" target="_blank">according to historian Tom Robertson</a>, claimed between 200 and 250 lives a day. On average, cholera killed between 1,200 and 1,500 people annually in Kathmandu Valley, an enormous toll for its small population. The summer of 1885 was especially calamitous: a cholera epidemic ravaged Kathmandu and its periphery from the beginning of June until late August. The disease even breached the royal palace, reportedly killing 23 people, mostly young girls. Records show that 909 people received treatment at the British Residency dispensary, and estimates suggest that as many as 10,000 people perished in a city of 50,000. In November that year, Bir Shumsher seized power in a coup. He inherited not only a premiership but a Valley ridden with disease. Cholera was endemic, and it was accompanied by typhoid, smallpox, goitre, syphilis, and chronic dyspepsia. The The British Residency dispensary at Lainchaur was inadequate. “In a poor country like ours, wealth means health,” Bir Shumsher remarked, an unusually pragmatic admission that epidemics were not divine punishment but structural afflictions of urban life. He soon pledged to expand health care. In 1889, he opened Bir Hospital and staffed it with Indian doctors to treat cholera, typhoid, smallpox, and other prevalent illnesses. PIPED WATER Bir Shumsher also recognised the need for safe drinking water. Between 1866 and 1872, he had served as Nepal’s ambassador in Calcutta, and he must have seen water mains already in operation there, and a filtration plant inaugurated in 1870. Madras had installed such a system as early as 1800, Bombay constructed the Vihar and Tulsi reservoirs in the mid-19th century. In Kathmandu British Residency personalities such as George Gimlette must have urged Bir’s government to quicken the construction of the hospital and water system, yet the archival traces of such exchanges still await historical scrutiny. By the late 19th century, the British had developed a technological ecosystem for water supply, intakes, pipes, fittings, reservoirs, and trained engineers. Bir Shumsher appealed to the British Government in India for engineering assistance. A British engineer named Mr Feigneur surveyed Kathmandu to prepare maps, and estimated the volume of water that could be brought from the Rudramati River. In 1889, a more experienced engineer, Lockhart Matthew Sinclair arrived. He was a Scotsman educated at Wellington College and the Royal Indian Engineering College, with prior experience in constructing waterworks in Jubbulpore and the Viceregal Palace in Shimla. Appointed State Engineer of Nepal (1889–1892), Sinclair reviewed Feigneur’s plans, updated them, and chose the Bishnumati River as the source of the city’s drinking water. Sinclair’s design included a reservoir at Panipokhari, at 1,330m elevation and 30m above &nbsp;Tundikhel, thereby enabling gravity-fed distribution in pipes. With a capacity of 7,327 cubic metres, the reservoir could store nine days of supply.&nbsp; The system was designed to serve about 70,000 residents through both private connections and public standpipes. The reservoir was a single-compartment tank with an arched brick roof covered in earth and turf. Its brick walls were bonded with lime mortar and aggregate, and its floor was dressed with fly stone. Work on the valley’s water supply began in 1888, three years after Bir Shumsher seized power. The following year, Bir Hospital and the Bir Water Works took shape. The project involved some 40km of imported cast-iron pipes, weighing 1.866 million kg and inscribed with the marks of Scottish foundries ‘Ally and McLean’ and ‘Glasgow’. Construction required 620,000 man-days of labour and cost over Rs600,000. Transport costs inflated prices: <a href="https://commons-nepal.com/the-first-kaldhara-in-the-four-cities-of-the-valley/" target="_blank">a load of cement</a> costing Rs10 in Calcutta was worth Rs33 by the time it reached Kathmandu. Bir Water Works was inaugurated in September 1891, six years after the cholera epidemic. Water flowed out of 131 taps, including eight in Lainchaur, six in the royal palace, eleven in the prime minister’s palace, sixteen around Tundikhel, thirteen in Thapathali, seven in Thamel, and two in Naxal. The system’s designation, the term ‘works’ , echoes the Chelsea, Calcutta, and Glasgow Water Works, underlining its industrial pedigree. Water was also supplied to Phora Durbar, Bir Shumsher’s palace of music and dance whose fountains sprayed rose-scented water in a display of opulence. The <a href="https://commons-nepal.com/the-first-kaldhara-in-" target="_blank">Bir Dhara Works</a> was more than an engineering scheme: it was Nepal’s first modern public-health intervention. Safer drinking water curbed waterborne disease, and the number of cholera outbreaks declined, but were not eliminated.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260103020144_d5c22de54c0eaab680a166c5a7482839fdc09b60679109021d0504252a810254.png" data-media-id="editor_4" data-image-id="20260103020144_d5c22de54c0eaab680a166c5a7482839fdc09b60679109021d0504252a810254" data-rendition-name="original" width="865" height="535" loading="lazy" alt="Cholera and drinking water in Kathmandu"> </figure>   <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260103020144_a46075b6d759585df56a2bb8e5a07d85de7d9a69406165c32784fe30012c9971.jpg" data-media-id="editor_5" data-image-id="20260103020144_a46075b6d759585df56a2bb8e5a07d85de7d9a69406165c32784fe30012c9971" data-rendition-name="original" width="2791" height="3859" loading="lazy" alt="Cholera and drinking water in Kathmandu"> </figure>  “Now we have water to fight cholera, and I believe cholera will no longer prevail. After four years of piped water, the benefits have been greater than expected,” Bir Shumsher said in a proclamation. Despite this, the prevalence of poor sanitation, open defecation, cramped housing, and malnutrition meant that typhoid, smallpox, and dyspepsia remained endemic. The Bir Dhara system marked Kathmandu’s transition from reliance on wells, rivers, springs, and hiti to piped water, operating for several decades and laying the foundation for the expansion of drinking water services across the country in the late twentieth century. <a href="https://commons-nepal.com/the-first-kaldhara-in-the-four-cities-of-the-valley/" target="_blank">Extensions followed in Patan</a> under Chandra Shumsher, and Bhim Shumsher later added the Tri Bhim Dhara. Piped water systems were subsequently constructed in towns such as Kirtipur, Bhaktapur, Dhankuta, Pokhara, Dhulikhel, and Jajarkot which itself saw a deadly cholera outbreak in 2009.&nbsp; CHOLERA METAPHOR In 1933, Nepal’s first water bureaucracy, the Pani Goswara, was established, formalising state involvement in urban water supply. Yet even till the late 20th century, households continue to rely on a mix of sources, including public water networks, private vendors, rooftop storage tanks, borewells, wells, hiti, and household filtration. The lack of reliable water supply places disproportionate financial, physical, and psychological burdens on low-income households, underscoring how decades of infrastructure expansion have not translated into universal, reliable service. during challenges in governance, investment priorities, and regulation. Bir Shumsher also attempted to introduce <a href="https://www.ukaalo.com/news/cholera-in-kathmandu-1958/" target="_blank">basic hygiene measures</a>, such as pit latrines with squatting slabs. However, there is no record of these facilities being built in his palaces, later built palaces, or elsewhere. Sanitation conditions remained poor for both the elite and the general population. Open defecation or the use of crude pit latrines without proper waste disposal was common. With no drainage or sewer systems, human waste accumulated near homes, contributing to the spread of waterborne diseases. In 2019, Nepal declared itself ‘open defecation free’, a policy milestone, but this achievement masks the persistence of deeper problems. Urban areas generate some 867 million litres of wastewater daily, yet only 7% of it is treated before being discharged. Sewage flows untreated into rivers and streams, spreading cholera, typhoid, dysentery, and other diseases, particularly among children and vulnerable communities. Safe disposal of faecal sludge continues to be a major struggle for many communities and local governments. Besides Jajarkot, Godavari in Kathmandu Valley had a localised outbreak in 2024. This year, Birganj was struck by a cholera outbreak caused by a lethal combination of unreliable water supply, groundwater overpumping, poor drainage and hygiene, and unsafe waste disposal. And Nepal’s peacekeepers deployed after the earthquake in Haiti in 2010 were blamed for spreading cholera that ultimately killed 30,000 people in the Caribbean nation. The Bir Water Works was more than a reservoir and pipes. It was Nepal’s first brush with modernity, mediated through engineering and haunted by cholera. More than 134 years on, cholera remains a threat and a reminder of Nepal’s challenges in water and sanitation governance. The issue is not merely ensuring access to safe water but also building public trust that quality essential services can be delivered equitably, sustainably, and with resilience. Life in a time of cholera

As someone born and raised in Patan, I knew that the city was rich in art, architecture and intangible heritage. But I never realised just how rich, and how little I knew about its hidden treasures until this book. Yala Mhasika/Exploring Lalitpur/Lalitpurko Chinari is published by the Lalitpur Chamber of Commerce &amp; Industry and introduces the city to the world, as well as to its own inhabitants. Lalitpur is popularly known as Patan, probably because of the pastures for livestock in its outskirts. Its original name in Nepal Bhasa is Yala, and is a blend of urban and rural, old and new.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_700fb4c7b27d78813f69347846403c492cd1d54e2f62e4ec097013714c4a2022.jpg" data-media-id="editor_0" data-image-id="20260101120152_700fb4c7b27d78813f69347846403c492cd1d54e2f62e4ec097013714c4a2022" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Patan Dhoka</figcaption> </figure>  Like other kingdoms in the valley of Swoniga, the dense urban cluster of houses, temples, monasteries were situated along the higher ground, while the farmlands were on the slopes leading to the rivers below. This unique townscape combined an urban lifestyle within a distinctly agriculture-based rural setting. The fertile soil, replenished by organic nutrients washed down from the streets above, as well as Kathmandu’s location on the ancient trade route between India and Tibet, provided the Valley’s kingdoms with prosperity – and thus the flourishing of art and culture over centuries. Most of Yala’s residents were farmers, traders, or artisans. Chinese visitors who came to Nepal in the 6th century saw that there were more traders than farmers, and more temples than houses. An entire street is inhabited by the descendants of Lhasa traders. This prosperity was reflected in monuments and shrines like the Kwa Baha Golden Temple. More so than the other three kingdoms of Swoniga, architecture flourished in Yala making it the centre for metal, stone and wood craft. The name Lalitpur means ‘city of fine art’ but with its sense of community, it might as well be a city of fine living. Legend also has it that the name Lalitpur comes from a farmer called Lalit who helped bring the rain god Karunamaya from Assam when the Valley was suffering a prolonged drought. Lalit’s shoulder beam stands to this day in Jhatapol. Disasters, invasion and <a href="https://nepalitimes.com/here-now/life-in-a-time-of-cholera">epidemics</a> were a recurring theme in Patan.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_b33b1024cb7a46f49fea35ecc9afa2740895907059d7a43c8bd6c463b1be05e7.jpg" data-media-id="editor_3" data-image-id="20260101120152_b33b1024cb7a46f49fea35ecc9afa2740895907059d7a43c8bd6c463b1be05e7" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Ajima of Haugal Tole which is the oldest stone scripture in Nepal with the Gaja Laxmi in Chyasal.</figcaption> </figure>  The book was put together by the heritage expert team of Rosha Bajracharya, Sunil Pandey and Anil Chitrakar and provides a socio-economic and political history of Patan – how it was always food surplus, thanks to sustainable farming until recently. Ground and drone images by Photo Venture Nepal in the book give us a rare new perspective on Patan. There is an entire chapter on the chariot festival of Karunamaya (Machhindranath), a community-managed festival with Barahi carpenters assembling the woodwork, vine engineers Yamva weaving rope and rattan for the 25m tall chariot, and Ghaku drivers controlling the speed and brakes as the structure rolls through narrow streets in the annual festival.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_d27b23aeb4548b0b64ab8ed20f40baa331060498c6b5443e2cb999b876c670af.jpg" data-media-id="editor_4" data-image-id="20260101120152_d27b23aeb4548b0b64ab8ed20f40baa331060498c6b5443e2cb999b876c670af" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Te Bahal in Patan which houses Karunamaya six months a year.</figcaption> </figure>  WALKING, WORSHIPPING The book can help in exploring Patan along five routes starting in Patan Dhoka, Pulchok, Shankhamul, Mahaboudha and Lagankhel with maps and details of the baha and bahil, shrines, ponds, open spaces, dhyochenn, courtyards and phalcha along the way. Because of its coffee-table size and heft, however, the guidebook is not practical to carry around. And despite detailed descriptions of the past and present of each site, readers are left wanting to know more about those places. An archaeological dig here would surely unearth hitherto unknown facets of pre-Newa Patan. Then there are the slightly out of the way shrines like Mahabouha, a replica of a temple in Bodhgaya which houses 3,341 terracotta Buddhas with 90 big statues and which took 35 years and four generations to complete.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260101120152_ffb657dc254f707dc1755f6f13b1ef67bb7183b6573da9678c54482129fb3878.jpg" data-media-id="editor_6" data-image-id="20260101120152_ffb657dc254f707dc1755f6f13b1ef67bb7183b6573da9678c54482129fb3878" data-rendition-name="original" width="2000" height="1333" loading="lazy" alt="Exploring Lalitpur book review"> <figcaption>Mahaboudha is a replica of a temple in Bodhgaya.</figcaption> </figure>  In a recent Patan by Night heritage walk, we learnt that Pim Bahal was the labour of love of a lakhe demon (now popularised as masked dancer) who had fallen for a local girl, and he dug the pond so she would not have to walk to a faraway spout to collect water. Nearby is the Charumati Chaitya, built by the daughter of Emperor Ashoka when she visited the Valley in the 3rd century BCE to spread Buddhism in Nepal. Interestingly, if Kathmandu is a city of temples, Patan is the centre of monasteries which represent a unique Tantric melding of Buddhist and Hindu forms. For daring to demand democracy, the Rana regime hanged activist Shukra Raj Shastri at midnight on 24 January 1941 by the side of the road at Teku. Across town in Siphal, Dharma Bhakta Mathema was also hanged. Four days later, Dasrath Chand and Gangalal Shrestha were executed by firing squad. These four young revolutionaries were members of the underground Nepal Praja Parishad that led the anti-Rana revolution with plans to assassinate key figures of the dynasty. The four martyrs sacrificed their lives for an unfulfilled cause. Monuments were put up in their honour (Shahid Gate) and their names glorified by the Shah monarchy that itself went on to ban political parties and persecute democracy activists. In 1950, the newly-formed Nepal National Congress launched an armed uprising against Rana rule after King Tribhuvan sought refuge at the Indian embassy to flee from the Rana regime. In 1951, the Ranas, Nepali Congress and King Tribhuvan signed a tripartite agreement that brought an end to 104 years of Rana rule.&nbsp; Thus began contemporary Nepal’s cycles of unfinished revolutions. Some 75 years later, on a sunny September morning, Nepal’s young and hopeful took to the streets demanding an end to the nation’s corrupt polity, envisioning a better democracy. They organised through digital platforms, played songs, danced, and chanted slogans. A few hours later, commandos fired on the protesters, massacring dozens. Over 8 and 9 September 2025, the government was overthrown, constitutional bodies were literally reduced to ashes, and 74 Nepalis were martyred.&nbsp; Nepal’s periodic revolutions have been ignited by anger against rulers, they have begun with great promise, spread with enthusiastic popular support despite rulers trying to crush them — but ultimately they have always fallen short of the expectations of citizens demanding reform. Through decades of dissent, Nepal’s periodic revolutions have remained incomplete, with the nation caught up in a cyclical search for stability.&nbsp; In 1960, king Mahendra staged a coup and overthrew an elected government led by prime minister B P Koirala -- a royal revolution against democracy. Mahendra is reported to have famously said to Koirala: “Nepal is not big enough for the two of us.” For the next 30 years Nepal resembled a one-party state under the absolute monarchy of the Panchayat. Elected leaders languished in jail or exile, political parties were banned, and the press controlled. This was the most frigid period of the Cold War, with Nepal’s neighbours India and China at war. Geopolitics was bound to have an impact. “After the 1816 Sugauli Treaty with British India, external forces magnified internal power struggles as outsiders played divide and rule,” explains editor and political analyst Rajendra Dahal. “Movements did not reach a logical conclusion because domestic politicians were forced to compromise.” Indeed, the departure of the British from India in 1947 meant that the days of the Anglophile Rana regime were numbered. Successive prime ministers sought patronage in Delhi, and the monarchy tried to counterbalance it with a policy of equidistance with China. The neighbours showed a keen strategic interest in Nepal’s domestic politics. “The Panchayat system did not deliver what it promised,” says Santosh Sharma Poudel of Nepal Institute of Policy and Research. “Nepalis suffered administrative and governance failure, politics was centralised in Kathmandu, leaving out the rest of Nepal.” With mainstream political parties and leaders were &nbsp;underground between 1961 till 1990, student activists became proxies for political parties. As pressure for change grew, a student-led pro-democracy movement spread across Nepal in 1979. In response, King Birendra announced a referendum to allow Nepalis to choose between the status quo and a ‘reformed’ Panchayat &nbsp;system.&nbsp; The Panchayat won by a slim margin with questions about the legitimacy of the plebiscite. The reforms never materialised and it would be another decade before street anger boiled over again. As the People’s Movement for democracy spread, king Birendra again relented, unbanning political parties and Nepal became a constitutional monarchy. Inspired by Mao Zedong, a faction of Nepal’s Communists felt that western-style parliamentary democracy was too slow to end a feudalist monarchy. They launched an armed struggle in 1996, and the war lasted ten years (editorial, page 2). “If the democratic government post-1990 had performed better, and brought real reform, the Maoists would not have a reason to launch a revolution,” says Poudel. After nearly a decade of bloodshed that left 17,000 dead and thousands still missing, the Maoists joined forces with the democratic parties that they had been fighting, to pressure king Gyanendra through street protests in 2006 to restore democracy. In 2008, an elected Constituent Assembly abolished the monarchy. &nbsp;Recalls Rajendra Dahal: “The second people’s movement did not aim to abolish the monarchy. In fact, the reinstated parliament even granted equal rights for royal daughters to be crowned queen. But eventually, the monarchy no longer fit the political framework that the parties envisioned.” It took two elections over the next eight years to draft a new Constitution that reflected Nepal’s socio-cultural and geographic diversity and met the demands of the Maoists. The new federal Constitution was finally promulgated in 2015, but failed to satisfy India and the aspirations of the Madhes communities for autonomy. The state’s effort to crush the Madhes movement cost 45 lives. The promise of the new Constitution was squandered over the next decade with rotating leadership of the NC, UML and the Maoists — all of whom had forgotten the sacrifices made in the name of revolution. Cronyism and corruption was the order of the day. The post-September political landscape has injected new personalities and alliances still relatively new to politics, as evidenced by the new electoral partnership of the BRK — Balen Shah, Rabi Lamichhane, and Kulman Ghising (page 1).&nbsp; These leaders are not without flaws, but they have become the effective flag-bearers of the GenZ movement, hoping to represent Nepalis disillusioned by decades of democratic decay. The March election will pit them against the legacy parties. There is already criticism that BRK is behaving just like male-dominated opportunists of old parties. The troika is resembling the triumvirate of Oli, Deuba and Dahal and its culture of patronage and quid-pro-quo power-sharing between alpha males. Will this also be another unfinished revolution? Says political scientist Sucheta Pyakuryal: &nbsp;“The kind of destruction that happened after the revolution should have been followed by a ground-breaking shift in Nepal’s political ecosystem, but that did not happen. Today the situation is a lot grimmer because we have players who have learned how to use the democratic facade to sound ‘equitable’ and ‘accountable’. But look closely and you see how the same political chauvinism, cronyism and nepotism still continue.”&nbsp;

Nepal’s incomplete revolutions

One of the few Newa towns situated outside Kathmandu Valley, Panauti still evokes the feeling of a place frozen in time.&nbsp; Largely untouched by haphazard urbanisation, this town 32km east of Kathmandu used to be a kingdom revered for the sacred confluence of the Punyamati and Rosi rivers.&nbsp; The Bramhayani temple is the site of a 12 yearly Makar Mela which is attended by devotees from as far away as India.&nbsp; Panauti’s crumbling monuments were restored in the 1990s by the French government. Temples, resting places, traditional homes were rebuilt and locals trained to revive their craft. Panauti and France marked 50 years of cooperation in September.&nbsp; However, the priceless murals on the temple walls are fading and need urgent restitution. Now, these crumbling wall paintings are meticulously documented in the Wall Paintings of Panauti and Their Context.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090116_31f6acf06ef879037fec8274b85153eab4468566abf71616490679bf8468b85d.jpg" data-media-id="editor_0" data-image-id="20260106090116_31f6acf06ef879037fec8274b85153eab4468566abf71616490679bf8468b85d" data-rendition-name="original" width="1596" height="1074" loading="lazy" alt="Panauti murals"> </figure>  In his foreword, French researcher Gérard Toffin writes about some of the earliest wall paintings from the Malla period in Kathmandu, including a 17th century mural depicting the procession of Rato Machhindranath which has since been restored.&nbsp; Several other pieces still exist but in a pitiful state, defaced by scratches. ‘They were painted on a plaster coating made of soil, husks, or limestone, which were applied to the bricks making up the walls,’ Toffin notes.&nbsp; The book delves into the cult of Asta Matrika among Newa of all castes and classes, the first of which is Bramhayani. These all-pervading deities are linked to Shaktism which focuses on the importance of the female principle and together, combine the forces of life, sex and fertility with that of death and eros. The deities are painted on the wall, carved on the stone or moulded into metallic statues.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090120_836efd2b0a569d8ec0fb2c6651a29b8f2dd8f8f75b72e27bb86b0bfc0ad8461f.jpg" data-media-id="editor_1" data-image-id="20260106090120_836efd2b0a569d8ec0fb2c6651a29b8f2dd8f8f75b72e27bb86b0bfc0ad8461f" data-rendition-name="original" width="1074" height="1434" loading="lazy" alt="Panauti murals"> </figure>  Riddhi Baba Pradhan, former director general of the Department of Archaeology who oversaw the restoration of Panauti 30 years ago, writes that a colourful wall painting depicting Buddha's past life at the Chabahil Chaitya built or restored during the reign of Lichhavi king Vrisdev in the 3rd century might be the earliest mural in Nepal. As for Panauti, a fragment from a 400-year-old scroll which illustrates a scene of Triveni Ghat with Dalinchok Hill in the background is likely the oldest. But that relic is currently at the Virginia Museum of Fine Arts in the United States.&nbsp; Pradhan recalls first encountering wall paintings inside Bramhayani temple which were deteriorated by smoke, leaky roof, dust, vermilion, sprinkles of animal blood and lack of maintenance. The team led by chemist Bhimvar Singh Thapa treated the wall paintings and some of the details were recovered including the paintings of Astamatrika and Asta Bhairav on the east, west and southern walls.&nbsp; PAINTINGS ARE NOT VISIBLE The murals were painted during the reign of the last Malla King of Bhaktapur Ranjit Malla and Queen Viswalaxmi Devi 300 years ago. But 40 years after the restoration, Pradhan notes that the murals are again in poor condition: ‘The paintings are not visible, the plaster is severely damaged and the surface has peeled off … electrical wires hang haphazardly inside the temple.’ The second lot of murals at Ghat Sattal are thought to have been commissioned during the late Malla period or the beginning of the Shah dynasty. Exterior walls depict incarnations of Lord Vishnu as well as Sesh Narayan, Ganesh, a scene of Samundra Manthan, of angels Maya, Moha, Ganga. Their attributes, dresses, ornaments, facial expressions, body postures are all skilfully represented but in a deteriorated condition.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260106090116_88d06703ae23a271905d81f35056d41df92cbbc4b9966fac3f34821659e585a8.jpg" data-media-id="editor_2" data-image-id="20260106090116_88d06703ae23a271905d81f35056d41df92cbbc4b9966fac3f34821659e585a8" data-rendition-name="original" width="588" height="862" loading="lazy" alt="Panauti murals "> </figure>  The wall paintings of Bramhayani Dyochhen are 90% degraded even though they were restored and repaired 40 years ago by the Panauti Integrated Project. Compared to other artefacts, wall paintings are more delicate to external factors, and if not preserved an important part of Nepal’s heritage will be lost.&nbsp; Furthermore, most of the wall paintings in Nepal are temperas, and not frescos. Tempera is painted with water-soluble mineral or vegetable pigments fixed with glue on the cow dung clay plaster on the brick walls.
