Photo: KUNDA DIXIT</figcaption></figure>Prime Minister Sher Bahadur Deuba announced at COP26 last week that Nepal would increase forest cover to 45% of its area by 2030 when he along with the leaders of 124 countries signed the Glasgow Leaders’ Declaration on Forests and Land Use pledging to halt and reverse forest loss and land degradation.Presently just over 37% of Nepal's area is covered in forest, and the country's successful track record in <a href="https://www.nepalitimes.com/latest/will-nepal-ever-be-paid-for-saving-trees/" target="_blank" rel="noopener noreferrer">reversing deforestation and championing community-based forestry</a> makes this an area where Nepal can leverage its past experience to achieve the new target in the next nine years.Killian Dumont and Rastraraj Bhandari spoke with Giri Raj Panta, a Forest Officer at the Sub-division Forest Office in Bardaghat, Nawalparasi West, about the opportunities, needs and challenges of forest conservation and water management in Nepal in light of the new targets.Nepali Times: How did your career in community forestry begin?  <figure><img width="300" height="300" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12269c7e80680e0a98bfjpeg.jpg" alt=""><figcaption></figcaption></figure>Giri Raj Panta: I grew up on a farm surrounded by trees and nature, and as I got older I was exposed to the movement for community forestry in Nepal. This inspired me to get into natural resource management as a career.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener noreferrer">Community forestry</a> was just beginning when I was a young civil servant. I was initially stationed in Gulmi district, and my job was to just plant trees. Soon, I was sent to lead the forest department in the adjoining district of Baglung after their forest ranger was ousted for being corrupt.The working environment there was very hostile, and to address this issue, I worked extensively with the local stakeholders, developed user groups to listen to the needs of the villagers, and started distributing seedlings for free. This was a need-based, people-centric development model that ran counter to the more traditional forest-centric development in Nepal. But it was the right path forward for community forestry.Over the course of my career, I have helped <a href="https://www.nepalitimes.com/latest/catching-children-young-in-green-schools/" target="_blank" rel="noopener noreferrer">plant thousands of tree saplings</a>, and I’m proud to see that these seedlings have now grown into lush forests across the country. That’s what I love about forests and this work. It is fascinating how quickly the trees you planted with your own hands grow into vast forests which will live for hundreds of years.What was the key to Nepal’s success in community forestry?When I first started out, <a href="https://www.nepalitimes.com/from-the-nepali-press/taking-away-forests-from-communities/" target="_blank" rel="noopener noreferrer">community forestry</a> had a lot of support from international development partners and included a participatory and bottom-up approach by the local people crucial for those relying on forests for their livelihood.At that time, some deforestation was inevitable because many people relied on trees for fuel and income. But times have changed, and alternative fuel sources are available at cheaper prices now. Society relies more on electricity than firewood, and the government has also come up with stronger policies to regulate timber.Collaborative forest management approaches like forest watchers, fencing, rotational grazing and awareness campaigns are efficient, while <a href="https://www.nepalitimes.com/banner/tree-mendous/" target="_blank" rel="noopener noreferrer">migration from rural to urban areas has eased pressure on Nepal’s forests</a>. The pledge by Prime Minister Deuba at COP26 is very promising, and we need to adopt an integrated approach for sustainable forest management. <figure><img width="426" height="320" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12289c7e80680e0a98c0jpeg.jpg" alt=""><figcaption>Tree samplings in Bardghat, Nepa.</figcaption></figure>What are some of the second generation problems community forestry is facing in Nepal now?Deforestation is declining and there is now a clear vision for what we must do to protect our forests. But there are still improvements to be made. The bureaucratic process, for example, is difficult to understand, slow and complicated.In the past, the Division Forest Office controlled monitoring and accountability, but now it is in the hands of the courts which involves more actors and allows for corruption. Moreover, the courts sometimes interpret forest laws differently, and the confusion on whether forestry or criminal law should take precedence opens a major loophole for those who wish to exploit our natural resources unsustainably.Similarly, policies are not well-designed to manage privately owned forests. Not all clauses in the regulations are equally implemented in all regions. And there is no assurance that policies are implemented in the way they were designed. Too many rules and regulations can be confusing and contradictory.What can we do to resolve these issues and meet the 2030 target?We can start by creating a clear roadmap that lays out the roles and responsibilities of all stakeholders. We need to streamline the legal process for holding <a href="http://archive.nepalitimes.com/news.php?id=17226#.YYohQ2BByUk" target="_blank" rel="noopener noreferrer">illegal fellers and timber poachers</a> accountable. The current process is cumbersome, costly and unreliable.As for privately owned forest, what we need for the owners is incentive, not just command and control. I hope that the target to achieve the 45% forest cover also includes privately owned forests in Nepal.In addition, it is also important to operationalise and liquidate forestry credit, and explore innovative performance-based financial products. This way, we can establish financial incentives to protect the forests and meet the target set at Glasgow.In March 2021, the Government of Nepal and the World Bank signed the Emission Reductions Payment Agreement for the Emission Reductions Program in the Tarai Arc Landscape which is a good example in this context. <figure><img width="480" height="361" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111016110/636d12299c7e80680e0a98c1jpeg.jpg" alt=""><figcaption>Forestry Training Program conducted in Nawalparasi district. </figcaption></figure>Forestry is linked to water security in Nepal. What kind of approach do we need to reduce the impact of climate crisis?Forestry, watershed management, and <a href="https://www.nepalitimes.com/banner/between-existence-and-extinction-in-nepal/" target="_blank" rel="noopener noreferrer">biodiversity conservation</a> are all interlinked in a delicate ecosystem. Deforestation leads to soil erosion, which leads to increased dangers of landslides and floods. Ponds and rivers are the lifeblood of forests, and the roots of trees -- including soil-binder species such as shrubs, ground flora -- prevent the rivers from carrying away the soil.When trees die out, there is a decline in water sources. This is because forests help recharge springs, which in turn provide drinking water for wildlife and humans. The effects are visible even in weather patterns and seasonal droughts.Though there is a growing understanding of the need for an integrated approach to forest management and <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">water security in Nepal</a>, the process remains ad-hoc. We need a more institutionalised approach to bringing these two crucial conservation goals together, as one cannot be achieved without the other. The forestry target pledged at COP26 is an opportunity look at these two issues carefully and take joint action.

Nepal can up forest cover to 45% by 2030

Now, a Nepali company has decided not to let waste go waste and turn this biomass into fuel pellets.Biomass pellets can be a clean and cheap energy source, and an alternative to firewood, petroleum products, LPG and coal -- all of which are unsustainable and harmful to health.<a href="https://www.bakas.com.np/aboutus/" data-saferedirecturl="https://www.google.com/url?q=https://www.bakas.com.np/aboutus/&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNH2OampiN7yQPEMXTPaK9uye73HAA">Bakas Renewable Energy</a> is planning to produce nearly 20,000 metric tonnes of biomass pellets every year for the Nepali market from its plant in Province 2, and help reduce Nepal’s petroleum import bill and improve public health by reducing air pollution.This week, Bakas signed a loan agreement with NMB Bank for debt financing of Rs160 million. Bakas was founded by Nepali forestry and environmental professionals who believe in a sustainable energy future for the country.<a href="https://www.google.com/search?client=safari&amp;rls=en&amp;q=BO2+nepal&amp;ie=UTF-8&amp;oe=UTF-8" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.google.com/search?client%3Dsafari%26rls%3Den%26q%3DBO2%2Bnepal%26ie%3DUTF-8%26oe%3DUTF-8&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNFaIuUPX68P_WAx0ORg95B7BIO_Ww">Business Oxygen Pvt Ltd (BO2</a>) is making an <a href="https://www.nepalitimes.com/opinion/so-youd-like-to-do-business-in-nepal/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/so-youd-like-to-do-business-in-nepal/&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNGdmhi6QrTIu-Wn8T_slkaiRb5y-A">equity investment</a> of Rs50 million for developing the biomass pellet project at Ishworpur of Sarlahi District. BO2 is Nepal’s first international Private Equity Fund with a climate focus promoted by International Finance Corporation (IFC). The remaining Rs50 million investment will come from promoting shareholders.Most of the raw material for production are sourced from the forest floor of Sagarnath Forest Development Project based on the agreement with Forest Products Development Board. Dried undergrowth is inflammable and one of the reasons for forest fires in the Tarai. More than 80% of Nepalis still <a href="https://www.nepalitimes.com/opinion/no-smoke-without-fire/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/no-smoke-without-fire/&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNHsNtRHAo8RF8m5_xNGc25556ORHQ">depend on biomass</a> for energy, much of it goes waste.The rest of the raw material is farm residue, saw dust and agriculture waste. Bakas says collection and processing of the raw material will create jobs for local communities, mostly women and disadvantaged groups. The pellets are marketed and sold to brick kilns, cement and other industries that need energy for heating or cooling.“This is an exciting project that assists adaptive resilience and will help the economy with clean energy in numerous ways including being a substitute for coal,” said <a href="https://www.nepalitimes.com/opinion/also-keeping-financially-healthy-in-a-lockdown/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/opinion/also-keeping-financially-healthy-in-a-lockdown/&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNFJOMej18TG3wyAG0dKSuhcofl0WQ">Siddhant Raj Pandey</a>, CEO of BO2 at a virtual signing ceremony on Monday in Kathmandu.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171152/636bdb469c7e80680e0802b6jpeg.jpg" alt="" width="564" height="374">Bakas is the first company to produce biomass pellets on an industrial scale in Nepal, and it says the green fuel that is easy to store and handle, and is a proven technology globally for domestic heating, electricity generation and outdoor heating."This project is highly relevant to Nepal because it helps emission reduction caused by forest fires, reduces industrial use of coal and fossil fuels as well as provides employment to the poor and vulnerable people living in neighborhoods of the forest area," said Santosh Mani Nepal, Chairman of Bakas Renewable Energy.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109171152/636bdb489c7e80680e0802b7jpeg.jpg" alt="" width="640" height="396">He said the idea for the project came from managing director Kuber Mani Nepal during the 2015 blockade, when Nepalis did not have LPG and other fuels. Biopellets were a feasible alternative that could be made abundantly available and reduce dependence on imported fossil fuel.BO2 has also backed another renewable energy project, <a href="https://www.nepalitimes.com/banner/this-is-bullshit/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/this-is-bullshit/&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNHDg9057P76So1InmACi8SBFasrxw">Gandaki Urja in Pokhara</a>, which provides compressed biogas in cylinders, and turns the effluent from its industrial scale digesters into organic fertiliser.Sunil KC, CEO of <a href="https://nmbbanknepal.com/" data-saferedirecturl="https://www.google.com/url?q=https://nmbbanknepal.com/&amp;source=gmail&amp;ust=1603264033011000&amp;usg=AFQjCNGSewpYVD1ExYGFs8490hwK7efXEg">NMB Bank</a> said he was excited about being part of a project to reduce Nepal’s carbon emission from coal and fossil fuels and promote renewable energy. NMB is a member of the steering committee of the Partnership for Carbon Accounting Financial from Asia and a member of Global Alliance for Banking on Values.He said: “Our business model focuses on sustainable and value-based banking projects encompassing renewable energy projects, agribusinesses and projects focused on environment preservation. We are certain that the biopellet project will provide long term sustainable livelihood at the grassroots.”

Not letting waste go waste

Photo: NASA</figcaption></figure>The global media, world leaders, celebrities and environmental activists have expressed alarm at the mass arson in the Amazon rainforest, even as Hurricane Dorian and the heatwaves of this northern hemisphere summer underline the seriousness of the climate emergency.The Amazon spans nine South American countries, and the vast continental forest was a biodiversity hotspot even before the fires were started by farmers emboldened by Brazil’s President Jair Bolsanaro’s encouragement to clear trees to make way for farms.The Amazon acts as a vast sink for atmospheric carbon. Scientists have said that preserving forests and re-greening degraded land is the single most effective way to reduce carbon dioxide in the atmosphere, even as countries globally work on slashing emissions.Mass burning of forests not only releases more carbon into the atmosphere, but also decreases the capacity of the planet to absorb carbon dioxide. In 2017 and 2018, massive forest fires in California raged for weeks, killing 100 people. Fires started by farmers clearing forests for agriculture and palm oil plantations in Kalimantan and Sumatra blanket Southeast Asia in smoke every year.Forest fires have also become more common in Nepal and across the Himalaya. In March 2009, following the failure of winter rains, enormous fires raged across the country destroying more than 105,000ha of forest land, and killing 43. (See NASA satellite image below.) In the past year there have been 2,771 fires in which 89 people have been killed, according to the National Emergency Operation Centre. Damage to property and livestock totalled Rs4 billion.Big multiple fires, like these during spring, lead to black carbon or soot being transported by prevailing up-valley winds to be deposited on the snow, reducing its ability to reflect sunlight, and increasing ice melt during the spring thaw. Measurements on the Yala Glacier in Langtang have shown that up to a quarter of the ice melt is now due to dirty snow — the rest is caused by rising global average temperatures.Increasingly rapid warming of the earth’s surface, erratic rain and droughts make forests more vulnerable to fires — even in Nepal’s successful community forests, which have helped increase the country’s total canopy cover.Read also:<a href="https://www.nepalitimes.com/?p=32892&amp;preview=true" target="_blank" rel="noopener noreferrer">Tree-mendous,</a> Peter Gil<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/trees-politics-and-greed/" target="_blank" rel="noopener noreferrer">Trees, politics and greed</a>, Mukesh PokharelThere has been a global effort to compensate countries, forest dependent people and local custodians for protecting forests instead of cutting them down. After a conference in Bali in 2007, Nepal got involved in the program Reducing Emissions from Deforestation and forest Degradation (REDD+). But despite the transfer of some global funds to forest groups, uncertainty about the mechanism, technical considerations around measurement, and avoiding loss of the carbon stock have prevented REDD+ from being more effective, efficient and equitable. Moreover, in countries like Nepal with leaky bureaucracies, the benefits rarely reach local communities and the real managers of forests.Other issues, such as unclear tenure rights, limited access to resources for forest dependent people, lack of governance reforms, centralising tendencies of forest departments, inequitable benefit sharing and the poor implementation of social and environmental safeguards, continue to plague programs like REDD+. Yet, rising temperatures will introduce new risks, making forest areas more susceptible to fires, including in Nepal. The land turns dry during non-monsoon months, fanning fires that in turn destroy vegetation and undergrowth, exposing more land surface to erosion during rains and increasing the sediment loads on rivers, leading to more flash floods.Already burdened with growing enough to feed their families, small-scale farmers across Nepal will find it increasingly harder to adapt to this changing reality. Without pragmatic measures involving communities and buttressing local capacity to address fires, the climate crisis will bring risks to the very idea of banking carbon in forests across the mountains, hills and plains.The Amazon fires should remind us of the urgency of formulating policies for least developed countries like Nepal, policies that emphasise building institutional capacity backed by resources to deal with potential large-scale forest fires. It's a jungle out there in Nepal and the Amazon

Photos: KUNDA DIXIT</figcaption></figure>New analysis of historical satellite imagery indicates that Nepal’s forest area has nearly doubled, from 26% of land area in 1992 to 45% in 2016. The midhills have experienced the strongest resurgence, although forests have also expanded in the Tarai and in the mountains. This makes Nepal an exception to the global trend of <a href="http://www.fao.org/forest-resources-assessment/en/">deforestation in developing countries</a>.These findings may come as a surprise to readers who regularly hear about deforestation. Indeed, recent <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/">infrastructure expansion projects</a> seem to pit development against nature. Protesters have pushed back against the felling of trees for the <a href="https://kathmandupost.com/climate-environment/2019/08/31/trees-could-save-kathmandu-but-can-kathmandu-save-its-trees">Ring Road expansion project</a> in Kathmandu, as well as <a href="https://www.recordnepal.com/wire/oversold-overhyped-evidence-free-development/">the plan</a> to cut down 8,000ha of jungle in Bara district for a proposed airport in Nijgad.But the new research, conducted by a <a href="https://lcluc.umd.edu/projects/twenty-five-years-community-forestry-mapping-forest-dynamics-middle-hills-nepal-2">NASA-funded team</a> whose members are based in the US, Switzerland and Nepal, does not indicate that Nepal has been free from deforestation in recent decades. Rather, the data show that on average, more new forests have grown up than have been cut down. As a result, there has been net forest gain.Read also: <a href="https://www.nepalitimes.com/opinion/its-a-jungle-out-there-2/" target="_blank" rel="noopener">It's a jungle out there,</a> Ajaya Dixit<a href="https://www.nepalitimes.com/here-now/trees-politics-and-greed/" target="_blank" rel="noopener">Trees, politics and greed</a>, Mukesh Pokharel<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141116/636a576e9c7e80680e0547e2jpeg.jpg" alt="" width="200" height="200">Jefferson Fox, a geographer at the East-West Center in Honolulu who is the project’s principal investigator, thinks it is important to acknowledge Nepal’s forest successes, even if localised deforestation remains a problem in parts of the country.“When I did my dissertation work in the early 1980s, Nepal was all over the international press for deforestation,” he says. “Now that Nepal has turned it around, it can’t get any attention!”From 1950 to 1980, Nepal lost much of its forest cover. Deforestation was due in part to a growing rural population that cut trees to harvest timber and convert land to agriculture. Nepal had nationalised all forests in the 1950s, but the government was often ill-equipped to oversee them. Bureaucrats were frequently unaware, or turned a blind eye, when villagers cut trees for household use, and sometimes they colluded with commercial loggers to illegally exploit timber.In the late 1980s and early 1990s, the government began handing over what eventually amounted to 1.8 million hectares of national forest land to communities to <a href="http://dof.gov.np/dof_community_forest_division/community_forestry_dof">manage</a>. Unlike government officials, local communities were seen to have a vested interest in preserving forest resources for long-term, sustainable use. They also were better positioned to monitor forests and enforce rules for harvesting forest products.Fox’s research team found that areas with high rates of community forest membership experienced the most forest recovery, implying that decentralised forest management has played a key role in Nepal’s reforestation.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108141116/636a576e9c7e80680e0547e3jpeg.jpg" alt="" width="1100" height="1467"><figcaption> </figcaption></figure>Demographic changes have also been important to forest recovery. Although Nepali villagers have migrated to India for seasonal and military work for centuries, migration to Gulf countries, Southeast Asia and beyond has exploded since the 1990s.Migrants’ families often abandon marginal farmland because they lack the manpower to use it, allowing forests to naturally regenerate. Likewise, the families often harvest fewer forest products, like firewood, because they have more money to purchase alternatives, such as LPG. Fox’s team found that areas of Nepal where people receive the most remittances have also experienced greatest reforestation.The data also indicate that Nepal’s forest gains have been concentrated in the midhills. This is not surprising, because community forests are widespread in this region and outmigration and agricultural <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.forestaction.org/app/webroot/vendor/tinymce/editor/plugins/filemanager/files/JFL%20VOl%2012%20(1)/Paudel%20et%20al.pdf">land abandonment</a> are increasingly common. The data also show that forests have expanded in the Tarai, despite greater population growth, fewer community forests and more conflicts over resources there. For example, young, dry, and isolated forests do not provide as good wildlife habitat as old-growth and riverine forests, or forests located along wildlife corridors. Similarly, a forest on a steep slope helps reduce soil erosion, giving it conservation value that a forest in a flat area may not have.Fox’s team is not the first to analyse Nepal’s forest cover change using satellite imagery. A group at the University of Maryland (<a style="background-color: #ffffff; letter-spacing: 0.01em;" href="http://globalforestwatch.org/">GlobalForestWatch.org</a>) has monitored forest change globally since 2000. In Nepal, its data show there has been forest loss — the opposite of Fox’s team’s findings. This data has been cited by numerous academic studies and the media, including <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/the-cost-of-peace-in-post-conflict-countries-forest-cover/">this newspaper</a>.Both the old and new data were generated using computer algorithms that look at historical satellite images to determine — based on the colour and shade of pixels in each photograph — what is forest and what is not. Forests are considered to be any area with at least 50% canopy cover — meaning that, looking from the air, at least half of the ground is obscured by trees. (This may not sound like much, but the FAO standard is only 10%.)While the Maryland team used algorithms designed for application around the world, Fox’s team have created algorithms specifically tailored for Nepal. Furthermore, they ensure their algorithms are accurate by cross-analysing results with other high-resolution photographs of the same areas — a process known as 'ground truthing'.  For these reasons, the results are probably far more accurate for Nepal than the University of Maryland data.Some would argue that because Nepal nearly doubled its forest area since 1992, it can spare a few thousand hectares here or there for infrastructure projects like Nijgad. Just as there was opposition to changes in the Guthi Bill and bills on the Media Council and National Human Rights Commission, stakeholders also have concerns about revisions in more than two dozen clauses in the forestry bill.The main critic is the Federation of Community Forest User Groups Nepal (FECOFUN), whose Chair, Bharati Pathak, says community forests would cease to exist if the proposed changes are passed.Clause 31, sub-clause 5 in the draft amendment says, ‘members of user groups shall be legally considered to be government employees’. This means that the 22,236 community forest user groups and their 100,000 members will no longer be volunteers if the law is adopted.Pathak says with a note of irony: “If they consider us government employees, then why don’t they also give us the same pay and facilities as civil servants and allow us to get into Singha Darbar?”FECOFUN says the new law would take away its independent decision-making power on the sale of forest products and hand it over to the Divisional Forest Office. The federation also opposes a clause that would make the DFO a member of the community forestry group.FECOFUN also wants restrictions on farming included in a clause that would ban settlements inside community forests, and another clause inserted stating that community forest management should be the main priority. The group argues also that the community forestry campaign should be added to the list of ‘national pride projects’, because of its contribution to ecosystem services, biodiversity protection, job creation and the role it plays in contributing to the carbon sink in Nepal.Stakeholders are worried that proposed changes to the law would allow the government’s DFO to arbitrarily dismiss a community forest, or seize its land if the user group is deemed not to have fulfilled its commitments.“We agree that a guilty individual should be punished, but to abolish an institution because of the mistake of one person is not right,” Pathak says. “It’s like you do away with the Home Ministry because one of its civil servants is corrupt.”FECOFUN is also opposed to paying taxes to all three levels of government, especially because user groups dedicate 35% of profits from the sale of forest products for the under-served and women. Additionally, it does not want community forests inside nationally protected forests to be affected if they are transferred to conservation areas.Abdullah Miya in Kantipur, 27 June Even though the Forestry Act 25 years ago granted community forestry user groups independence to decide on the price and sale of forestry products, a draft amendment to the act would revoke that right.Clause 18 of the new law would require the user groups to submit an application to the Divisional Forest Office to approve any sale of timber, charcoal, bark, grass, fodder, wild honey, herbal products, soil, boulders, rocks, sand and other products found in a forest.FECOFUN Chair Bharati Pathak said: “The country is now a federal republic, but control of forests is being handed back to the DFO... our user committees had been deciding on the price and sale of products and how to spend proceeds to uplift the poor and marginalised. This right is being taken away from us.”Former Forest Secretary Udaya Raj Sharma says it appears that the government is trying to exert more control over community forests.“Nepal’s community forest system is a model, and has now become part of the country’s identity – it should not be restricted.”Forestry activist Bhola Khatiwada says community forests helped increase the country’s woodlands from 39.36% to 44.74%, and yet the new law would take away the rights of the user groups that made this possible.

Taking away forests from communities

The country’s great altitudinal range endows it with biodiversity that is the richest in the world in such a small area.Nepal is also the most densely inhabited mountain country in the world, and is squeezed between two of the planet’s most populous nations. Now, <a href="https://www.nepalitimes.com/banner/on-thin-ice-in-the-khumbu/" target="_blank" rel="noopener">climate change</a> has been added to the threats to the endangered life forms that inhabit Nepal’s fragile ecosystems.The United Nations released an apocalyptic report in Paris last week warning that one million animal and plant species across the planet are on the verge of extinction. The <a href="https://www.ipbes.net/news/Media-Release-Global-Assessment" target="_blank" rel="noopener">Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) Global Assessment</a> concluded that besides charismatic mammals, insects, fish and microorganisms, 75% of crops will vanish.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a411b9c7e80680e04a65bjpeg.jpg" alt="" width="1400" height="840"><figcaption> </figcaption></figure>Here in Nepal, despite successes in nature conservation, species are <a href="https://www.nepalitimes.com/banner/in-conservation-nepal-is-not-out-of-the-woods-yet/" target="_blank" rel="noopener">threatened by new infrastructure projects</a> like the proposed <a href="https://www.nepalitimes.com/here-now/economy-ecology-of-nijgad-airport/" target="_blank" rel="noopener">Nijgad Airport</a> and the East-West Railway, which are expected to wipe out 200,000ha of <a href="https://www.nepalitimes.com/banner/who-now-owns-nepals-forests/" target="_blank" rel="noopener">forests</a>. Human encroachment of natural habitats, rampant pesticide use, poisoning of rivers and wildlife trafficking were bad enough, but <a href="https://www.nepalitimes.com/banner/a-terrifying-assessment-of-himalayan-melting/" target="_blank" rel="noopener">climate change</a> now adds a whole new dimension to the threat.“In Nepal, we have usually focussed on big mammals. Those are important but the attention should shift to other species that are vital to maintain the ecological balance,” explains naturalist Tirtha Bahadur Shrestha. Indeed, the country may be losing insects and reptile species that have not even been discovered yet.For example, there has been little study of the impact of wetland destruction and the pollution of water bodies on insects and amphibians. A <a href="https://www.nepalitimes.com/banner/project-dragonfly/">new dragonfly species</a> that was discovered above Pokhara’s Phewa Lake last year may become extinct since its habitat is so degraded. <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.google.com/url?client=internal-uds-cse&amp;cx=011870630917993763279:opm7uqsat-4&amp;q=https://archive.nepalitimes.com/page/what-is-the-buzz&amp;sa=U&amp;ved=2ahUKEwiCmp6Y_J_iAhUX7HMBHQ8GC4cQFjAAegQIAxAB&amp;usg=AOvVaw2E2ZhyyvROj1LguNUAI8MO" target="_blank" rel="noopener">Bee populations have been declining</a> at an alarming rate due to the spread of pesticides, leading to a loss of farm productivity. The disappearance of insects and aquatic fauna has had a cascade effect on indigenous and migratory birds wintering in Nepal.“There is a crucial need of public awareness about <a style="background-color: #ffffff; letter-spacing: 0.15px;" href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/protecting-the-pangolin,3597" target="_blank" rel="noopener">less well-known species</a> — they may have important roles for the ecosystem that we don’t even know about yet,” says Sagar Dahal of the Small Mammal Conservation and Research Foundation.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a411e9c7e80680e04a65cjpeg.jpg" alt="" width="558" height="658">Extreme weather caused by global warming has also led to a serious water shortage across Nepal, which in turn is profoundly affecting wildlife, medicinal plants, rare orchids and the insects that depend on them.The last major mass extinction on Earth 65 million years ago wiped out not only dinosaurs, but 75% of all species. It took the planet 10 million years to recover. But unlike previous extinctions that were caused by natural catastrophes, this time human activity is the cause.The loss of biodiversity and destruction of nature and its impact cited in the IBPES report are felt more acutely in Nepal due to the vulnerability of the Himalaya to climate change, deforestation, pollution and poaching.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41209c7e80680e04a65djpeg.jpg" alt="" width="1400" height="933"><figcaption> </figcaption></figure>“Global environmental degradation will affect countries like Nepal more because of our sensitive topography,” writes IBPES researcher from Nepal, Uttam Babu Shrestha in a Kantipur op-ed this week. “Proposed large infrastructure projects will have lasting negative impacts on the environment.”Nepal has been <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" target="_blank" rel="noopener">successful in curbing domestic poaching</a>, but it is a major transit point for wildlife contraband en route to China. The presence of smugglers means the country needs to be vigilant about a revival in poaching. It is a conduit for tiger and leopard pelts, rhino horns and other endangered species. Earlier this year, 200kg of <a href="https://www.nepalitimes.com/banner/protecting-pangolins-from-being-eaten-to-extinction/" target="_blank" rel="noopener">pangolin</a> scales bound for China were found at Kathmandu airport.“Nepal may be landlocked in every other aspect but it is land-linked when it comes to smuggling,” Tirtha Bahadur Shrestha told Nepali Times.The good news is that Nepal’s conservationists, planners and the government know what the problems are, as well as the solutions. The country also has vast experience in balancing nature conservation with meeting human needs. It just needs a long-term strategy and all stakeholders to work towards protecting our abundant biodiversity.

Between existence and extinction in Nepal

I could be found in my khaki shirt not only on airport duty and briefing the guests on arrival, but also escorting barefoot visits to the tiger blinds, explaining the careful husbandry of the elephant camp, or pointing out crocodiles and birds whilst floating down the Narayani river in local wood boats with only the dip of a paddle or the call of an osprey to spoil the silence.Most thrilling was driving guests in the battered green Land Rovers on afternoon excursions across the rickety bridges, through shallow streams and along the rough tracks carved each year out of the encroaching <a href="https://www.nepalitimes.com/banner/its-a-jungle-out-there/" target="_blank" rel="noopener">jungle</a>. I could change one of the heavy tread tyres in less than eight minutes, and had to do so on more than one occasion -- usually on some distant stretch of rutted road, never quite sure what creature might emerge out of the forest and grassland.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171144/6369369a9c7e80680e03fdecjpeg.jpg" alt="" width="2092" height="2716"><figcaption> </figcaption></figure>Early evening tigers would use the same roads to patrol their territory and spray-mark trees, leaving pungent cat-scent hanging in the air, and impossibly large pug marks imprinted in the dust.Read also: <a href="https://www.nepalitimes.com/opinion/recreating-tiger-tops-in-the-tropics/" target="_blank" rel="noopener">Recreating tiger tops in the tropics</a>, Lisa ChoegyalAfter I moved to the Kathmandu office, the boundaries became less blurred and the guest relations job description tightened to exclude driving – prompted by one enthusiastic dark-haired American gal colliding head on around a jungle corner with the only other vehicle for miles.<a href="https://archive.nepalitimes.com/article/business/City-safari-in-rickshaw,2784" target="_blank" rel="noopener">Safaris</a>, drives, boat trips and walks were deemed the masculine domain of operations staff, naturalists and nature guides. Guest relations’ focus was entirely on the <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/leave-no-one-behind-gender-roles,858" target="_blank" rel="noopener">feminine</a> duties of housekeeping and the kitchen, planning menus, assigning tree-top rooms, arranging tents, and ensuring guests felt at home – more systematic perhaps, but not nearly so much fun.I suffered the ultimate feminist indignity when, during a glossy London magazine fashion shoot that I had arranged in 1977 with top models and a celebrity photographer, and me posing at the wheel of an open safari jeep, a moustache was later photo-shopped onto my upper lip. Double-barrelled surnames proliferated, and at one point we had a Lavinia, a Philippa, a Venetia and a Samantha in close succession.In those conservative times, few Nepali or Indian girls were permitted by their families to work in the mostly male atmosphere of the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/More-trouble-in-Chitwan-National-Park,2956" target="_blank" rel="noopener">lodges</a> and camps, although we did find a few individuals who gained traction as attitudes relaxed. By definition, they were mavericks, pushing the boundaries; Asha moved on to Disney in the US, Pramoda still campaigns for animal rights, Christabel from Darjeeling now lives in Melbourne, and Gauree has risen to international lodge manager status in her own right.Read also: <a href="https://www.nepalitimes.com/opinion/pilgrimage-to-copenhagen/" target="_blank" rel="noopener">Pilgrimage to Copenhagen</a>, Lisa ChoegyalOver the decades, Tiger Tops gals came and went, and many are still in touch. Those that did not succumb to suburbia discovered their destiny – many still work in hospitality and conservation. Some fell foul of the system (or the boss’ kids) and had to leave in a hurry. A few left their heart in the jungle and there were several Tiger Tops marriages.One English blond had to be rescued from an enamoured royal prince who was found installed in a Soaltee suite – that was tricky to explain to her mother in Surrey. Many took an interest in the food. A lovely lady from Tasmania would greet guests with “Have a nice cup of tea!” and an older lady returned regularly to teach new European recipes. Nodding patiently, the eyes of the Nepali cooks would glaze over with years of conflicting instructions.Such was the allure of adventure in the jungle that Tiger Tops developed a clever category of young kids whose parents actually paid for them to work with us. Un-catchily named the Youth Trainee Programme, YTPs would spend a month or two traipsing around, shadowing guides, and ostensibly helping out in Chitwan and Bardia, often in their gap year between school and university (yes, gap yah!).Other than a few casualties -- usually related to love, drink or homesickness -- an ‘amazing’ time was had by all. One chap overdid the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/elephants-born-free,3302" target="_blank" rel="noopener">elephant</a> camp ganja, one misjudged the Khukri rum, and another got no further than the Thamel throngs before being nursed back to Oxfordshire, but they were the exception.Most of our guest relations’ gals and the transitory gap yah kids claim that the experience in Nepal changed their lives, and I have no doubt that it did.

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
