While most reports have focussed on the impact on Nepal’s GDP growth rate, companies that have gone bankrupt and Nepal’s macro-economy, largely forgotten are stories of individual hardship.Despite the breakthrough vaccine development in the past year, the pandemic continues to impact millions of Nepalis. Those with means changed their professions, others are surviving on loans. But the pandemic-induced economic fallout means half of Nepali households are at risk of falling back into poverty.This week, the Himalmedia video magazine Saglo Samaj interviewed farmers, tourist guides, hotel operators and taxi drivers most affected by the crisis.No country for farmersBuffalo milk is the only source of income for farmers in Kamdi village of Banke. But for six months during the pandemic, they could not sell their milk, and even now do not get a fair price. Farmers take the rest of their milk to the Dairy Development Corporation's collection point, but payment is slow. Local dairies also buy some to make dairy products but with the tourism sector which consumes most of these products down, milk sales have been all-time low.“We sell some milk but the price is not good. Some days you get money, other times you don’t. We live in misery,” says dairy farmer Ramnaresh Yadav.Tulsiram Yadav has 13 buffaloes and used to sell 20 litres of milk a day. “This is what us illiterate people do, raise buffaloes, sell milk, there is no other occupation,” he says. “Milk did not sell well this winter, sometimes even the dairy doesn’t buy, and we have no income.” Guiding lifeUttara Manandhar has been a tourist guide, but lost her job after tourists stopped coming last year. “I know of many guides who changed their profession due to the crisis. I got into teaching myself. But we still have an attachment to the tourism sector and find it hard to adapt to other fields,” she says.She says she will get back to being a guide once tourists return. “In the past year  I have been reading and writing a lot. I’m ready for tourists to come back so that I can share my knowledge with them,” Manandhar adds. <figure><img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd7ff9c7e80680e092e1ajpeg.jpg" alt=""><figcaption>Tourist guides like Uttara Manandhar have had to switch professions after losing their jobs to the pandemic.</figcaption></figure>Shankar Bhattarai had been a tourist guide for 11 years, and also turned to teaching after the tourism sector collapsed. “Even if I am in a classroom, I dream of travelling to the mountains,” says Bhattarai. “The hardest part is to adjust to a new job.” He says tourist guides could have been integrated into the Department of Archaeology to help in excavation work, adding: “We are ready to transfer our knowledge. Don’t leave us in this limbo.” <figure><img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd8029c7e80680e092e1bjpeg.jpg" alt=""><figcaption>Tourist guide Shankar Bhattarai turned to teaching after tourism came to a standstill.</figcaption></figure>End of hospitality The lockdown devastated the tourism industry, with least 1 million people losing their jobs. Luxury hotels in Kathmandu and Pokhara laid off hundreds of workers."We aren't asking the hotels for 100% salary. We just want simple meals and enough money to pay school fees of our children," says Kamal Ghimire of the Nepal Independent Hotel, Casino and Restaurant Workers' Union. The Airport Hotel in Kathmandu is a 3-star property with 62 rooms. Because of its location outside the gate of the airport, it used to consistently have 70% occupancy. The past year was a washout, and now barely 7% of the rooms are occupied.“The hotel used to be very crowded and even with our 100 staff, we used to hire additional workers to manage all the parties, seminars and conferences,” says owner Binayak Shah. “Today, we are working with about 10 employees and yet we are finding it difficult to pay wages or the electricity bill.”He says the pandemic has been worse than the Maoist insurgency, adding: “It is much more profitable to run a school or a hospital.”    <img width="640" height="323" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd8059c7e80680e092e1cjpeg.jpg" alt="">No alternative to migration Ganesh Tamang worked abroad for six months and with his Rs500,000 savings bought a taxi. Unable to keep up with loan repayment, the bank took possession of the vehicle. “I still get up at five in the morning but instead of driving, I go to feed and milk my buffaloes,” says Tamang, who is now raising livestock and poultry to make a living.  <figure><img width="1500" height="844" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd8089c7e80680e092e1djpeg.jpg" alt=""><figcaption>Taxi operator Sagar Bohora has no choice but to go abroad after earning almost no income in the past year.</figcaption></figure>Sagar Bohora also used to ply a taxi in Kathmandu for 16 hours a day, preferring to work in Nepal rather than toil in a foreign land. But with income nearly zero for the past year, he struggles to pay the medical bills of his elderly mother and his children’s education.  “My heart is against it, but I have no alternative but to go abroad,” he says. “I can’t sleep at night thinking about my piling debts.”Based on Episode 10 of Saglo Samaj, a tv magazine program produced by Himalmedia which is broadcast every Monday at 8:30 pm on Dish Home Channel 130.

Photo: BIKRAM RAI</figcaption></figure>Anyone who visits Nepal seeking <a href="https://www.nepalitimes.com/editorial/invest-in-investment/" target="_blank" rel="noopener">investment opportunities</a> will look at two indicators: the first is the exchange rate of the Nepali rupee against major currencies, and the second is the state of the toilet in <a href="https://www.nepalitimes.com/opinion/kathmandu-airport-is-nepal-in-a-microcosm/" target="_blank" rel="noopener">the airport</a> arrival hall.When asked a simple question such as, “How far is Bhaktapur from Thamel?” The answer in kilometers may be easy but it is nearly impossible to answer in units of time. The answer therefore will be, “It depends”. What does it depend on? Well that also depends.In a country where we cannot tell anyone how long it will take to get to the next city, we have the world’s most complex and sophisticated statistics to indicate <a href="https://www.nepalitimes.com/banner/nepals-great-income-divide/" target="_blank" rel="noopener">where Nepal stands</a> on anything and everything compared to the rest of the world.Does this country really need a Human Development Index, a Doing Business Index, a <a href="https://archive.nepalitimes.com/article/editorial/Nepal-%20Multidimensional-Poverty-Index,4115" target="_blank" rel="noopener">Multi-dimensional Poverty Index</a> and many others? How do you monitor and verify so many <a href="https://www.nepalitimes.com/latest/nepal-rises-in-prosperity-index/" target="_blank" rel="noopener">indicators</a>?It is quite obvious that the number of tigers in Chitwan is an indicator for the deer population there, and the grazing area and water available to the deer. <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/" target="_blank" rel="noopener">The tiger count</a> would serve as a proxy indicator for the state of the environment.The system of conducting a national census was first carried out in the United States in 1790. In Nepal, the first census was conducted in 1911 during the reign of Prime Minister Chandra Shamsher. We are now preparing for the <a href="https://www.nepalitimes.com/banner/nepal-in-the-2020s/" target="_blank" rel="noopener">National Census 2021</a>, which will provide many indicators that will then hopefully be used to set priorities and allocate our scarce financial resources.The reason we cannot say how long it will take to get to Bhaktapur is because of the huge traffic jam at Koteshwor. Is the number of two- and four-wheel vehicles that converge at this junction and many others in the valley an indicator of the failure of seventy years of rural <a href="https://www.nepalitimes.com/banner/how-will-nepal-develop-in-the-next-decade/" target="_blank" rel="noopener">development</a>?Why are people not staying in the villages where the government has been pumping annual budgets for as long as we know?It is very unpopular to tell development experts that rural Nepal does not need another school building because the parents have moved their children to the cities or to India or further afield. Pregnant women move to the nearest urban area with its good maternity health facilities when they are six months into their pregnancies.Two and half billion people will need old-age care globally by 2030 and this indicates that nursing is a good choice of profession. The sizes of different hoarding boards at major street junctions indicate which countries top the list of places to which young Nepalis are aspiring to move. <a href="https://www.nepalitimes.com/banner/why-nepalis-are-flocking-to-okinawa/" target="_blank" rel="noopener">Japan</a> and <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener">Korea</a> seem to be most popular, and yet these billboards are small compared to the English boarding school signs found all over Nepal.The ruling parties of Nepal have a vision and a mission -- prosperous Nepal, happy Nepalis. Can we agree on three indicators for each and hold politicians accountable to them? And then make sure that each cabinet and parliament session always begins by re-visiting these six indicators and reporting to the citizens on where we stand on each?A problem with statistics is that data can be bent every which way. For example, does the high growth we have seen in the domestic airline business indicate Nepalis are getting rich or that <a href="https://www.nepalitimes.com/banner/nepals-deadly-roads-take-their-toll/" target="_blank" rel="noopener">road travel is risky</a>?Does the growing number of private hospitals indicate wealth or that people are becoming sick? Does the increased forest cover in Nepal indicate that people have internalised conservation or that <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener">imported LPG</a> and cement have made it redundant to collect firewood and building materials?While GDP per capita is the most popular indicator we use, we know few report their true income. Should income be replaced by the prices of the <a href="https://www.nepalitimes.com/editorial/new-news/" target="_blank" rel="noopener">phones we carry</a> or the size of the TV owned or <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener">vehicle driven</a>?Indicators are a good management tool, but we often do not like to be held accountable to them. There are too many variables that affect our work and hence the goal post keeps changing. Counting what counts in Nepal

Photo : MANISH PAUDEL</figcaption></figure>Ever since Time magazine printed a story in 1992 titled ‘Goodbye Shangrila’, Nepal’s travel trade and government have tried to clean up the country’s international image.Visitor arrivals plummeted during the conflict years, and even after the ceasefire there was negative publicity about the instability, strikes and shutdowns. The earthquake and the Blockade also <a href="http://archive.nepalitimes.com/article/nation/tourism-is-down-but-not-out-in-nepal,2262" target="_blank" rel="noopener">hit tourism hard</a>.But Nepal is such <a href="http://archive.nepalitimes.com/regular-columns/guest-editorial/a-solid-tourism-brand-for-nepal,845" target="_blank" rel="noopener">a solid brand</a>, and such a unique tourism product, that visitor numbers are picking up again. Finance Minister Yubaraj Khatiwada is credited with picking <a href="https://archive.nepalitimes.com/article/nation/bringing-in-two-miilion-tourists,3551" target="_blank" rel="noopener">the target of 2 million</a> as a way to revive income from tourism to help balance Nepal’s growing trade deficit.Read also: <a href="https://www.nepalitimes.com/?p=38900&amp;preview_nonce=76ffe3ead4&amp;preview=true" target="_blank" rel="noopener">The Nepal Brand,</a> EditorialIn the 1980s, tourism made up 22% of Nepal’s GDP. Under Tourism Minister Rabindra Adhikari, 2020 was chosen to promote Nepal internationally so that we could reach the magic 2 million figure.But Adhikari was <a href="https://www.nepalitimes.com/banner/the-last-journey/" target="_blank" rel="noopener">killed in a helicopter crash last year</a>, and travel trade executives say promotion activities have not been effective enough. President Bidya Devi Bhandari inaugurated <a href="https://www.nepalitimes.com/opinion/make-sure-you-visit-nepal-in-2020/" target="_blank" rel="noopener">Visit Nepal Year 2020</a> at Kathmandu’s main stadium on 1 January with fireworks and a flypast of military helicopters. The country’s image has suffered lately because of social media posts by visitors shocked by Kathmandu’s squalour and <a href="https://www.nepalitimes.com/here-now/air-pollution-is-more-dangerous-than-smoking/" target="_blank" rel="noopener">pollution</a>.<a href="https://www.nepalitimes.com/here-now/unusual-appointment-extraordinary-tasks/" target="_blank" rel="noopener">Tourism Minister Yogesh Bhattarai</a> has been ridiculed in social media for visiting Sydney this week, in the middle of a bushfire emergency, to promote Nepal. The government has also run into flak for a daft proposal to mandate very Nepali worker flying out to wear Visit Nepal t-shirts and caps.Bhattarai admits that airports need to be upgraded and service improved. There should also be a moratorium on <a href="https://www.nepalitimes.com/banner/new-high-way-to-dolpo/" target="_blank" rel="noopener">excavators digging roads over trekking trails</a>. The other deterrent is that Nepal is an expensive place to travel to because the <a href="https://www.nepalitimes.com/banner/high-cost-lays-aviation-low-in-nepal/" target="_blank" rel="noopener">price of aviation fuel here is double</a> that in other airports in the region.Says hotelier Yogendra Shakya: “Nepal is ideally placed to tap the vast tourism potential from India, China and Southeast Asia, and promotion should focus there first.”

Long road back to Shangrila

(Why would anyone spoil a new year’s holiday and travel all the way at such short notice?)</li> <li><a href="https://www.nepalitimes.com/here-now/unusual-appointment-extraordinary-tasks/" target="_blank" rel="noopener">Minister of Tourism Yogesh Bhattarai</a> travelled to Australia to launch the campaign in the middle of a national fire emergency.</li> <li>Bhattarai then announced that Nepali workers travelling abroad would mandatorily have to wear Visit Nepal caps and t-shirts. Everyone ignored this edict.</li> <li>Nepal Tourism Board lost its chief at the start of VNY 2020.</li> <li>There should be a revenue target, not a target of 2 million visitors.</li> <li>The <a href="https://archive.nepalitimes.com/article/nation/Air-jam,4196" target="_blank" rel="noopener">only aerial gateway to Nepal is a disgrace</a>. It seems purpose-built for maximum inconvenience, with an incomprehensible visa-on-arrival process and an excruciating queue at the <a href="https://www.nepalitimes.com/opinion/metal-free-ass/" target="_blank" rel="noopener">‘metal free’ x-ray</a>.</li> <li>Nepal sells itself for cheap, but it is an expensive destination to get to mainly because of the <a href="https://www.nepalitimes.com/banner/high-cost-lays-aviation-low-in-nepal/" target="_blank" rel="noopener">high cost of aviation fuel</a> which airlines are compelled to pass on to passengers.</li></ul>The miracle is that despite everything we do to dissuade them, visitors still come to Nepal. The country has such high brand equity that even though we have done everything to wreck it with all the squalour and decrepitude in Kathmandu and our Byzantine bureaucracy, tourists still come.We have even destroyed the countryside with <a href="https://www.nepalitimes.com/banner/new-high-way-to-dolpo/" target="_blank" rel="noopener">haphazard road-construction along popular trekking routes</a> —  treacherous passages that even the bravest fear to tread.Read also: <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/" target="_blank" rel="noopener">Pokhara: Nepal's new aviation gateway</a>, Kunda DixitInstead of promoting Nepal within Nepal, the government should mark Visit Nepal 2020 by cleaning up Nepal in 2020. The trekking trails need to be preserved and cleared of <a href="https://www.nepalitimes.com/from-the-nepali-press/a-plastic-republic/" target="_blank" rel="noopener">plastic garbage</a>, it has to be convenient and safe to get to the hinterland, and visitors should be encouraged to spend their money where it is needed the most — in the villages through which they hike.There is the idea that only Kathmandu, <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/">Pokhara</a>, <a href="https://www.nepalitimes.com/here-now/u-thant-kenzo-tange-and-the-buddhas-birthplace/" target="_blank" rel="noopener">Lumbini</a> and <a href="https://www.nepalitimes.com/banner/how-many-tigers-in-nepal/">Chitwan</a> are Nepal’s tourist attractions. There is  fundamental ignorance among policymakers about what a tourist is looking for in Nepal — they do not come here to be extorted every step of the way with two-tier pricing for tickets for museums to domestic airlines.In the past, the Maoist insurgency, a decade of political instability with frequent shutdowns (hotel vans still carry ‘Tourist Only’ on windshields as a relic from that era), the earthquake and the Blockade could have been blamed for <a href="http://archive.nepalitimes.com/article/nation/tourism-is-down-but-not-out-in-nepal,2262" target="_blank" rel="noopener">low visitor numbers</a>. We have no more excuses. Nepal now is a vibrant democracy with a strong government.Publicity within the country for Visit Nepal 2020 must be channeled to making people aware about cleanliness, maintaining infrastructure, reducing bureaucratic red tape, and streamlining procedures to make visitors’ stay as convenient as possible by treating them really as gods, not as wallets.Only then will tourism once again be a strong pillar of the economy. The industry that once contributed 22% to the national GDP now contributes only 4%. Tourism income can help Nepal redress it growing trade gap.Nepal’s location is ideal for tourism. We need to expand the <a href="https://www.nepalitimes.com/banner/keeping-nepal-airlines-airworthy/" target="_blank" rel="noopener">country’s national airline</a>, spread its network and rebuild the Nepal brand.<h2>10 years ago this week</h2>The Nepali Times edition of <a href="http://archive.nepalitimes.com/issue/484" target="_blank" rel="noopener">#484</a> from 8-14 January 2010 ten years ago was full of revelation of a fallout between Pushpa Kamal Dahal and Baburam Bhattarai. Even the Ass made fun of it. But this paragraph from Prashant Jha’s column, Plain Speaking said it all:Nepal may still have been stuck in a bloody conflict but for Dr Baburam Bhattarai and his emphasis on democratic republicanism. The ongoing attempts to marginalise him within the Maoists reveal much about the balance of power and how counterproductive it could be for the peace and constitution-writing process.By snubbing Bhattarai and his ‘line’ again - as Prachanda did by depriving him of the deputy prime ministership in August 2008 and incorporating Kiran’s views at Kharipati two months later - the Maoists run the risk of undermining their achievements, repeating the mistakes of their 20th century communist counterparts, and failing.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109101116/636b70429c7e80680e06006bjpeg.jpg" alt="" width="324" height="500">...

What is a communist leader doing in a capitalist winter wonderland?But Chinese President Xi Jiping who is also General Secretary of the Communist Party of China, has attended Davos as well. And just as China is Communist only in name, Nepal’s current state model is half-jokingly called ‘crony Communism’.China will soon be the world’s largest economy, and is stepping in globally to fill the military, geopolitical and economic gap left by American disengagement. Nepal, on the other hand, is struggling with poor governance and economic stagnation despite having a government with vast powers. The Communist leader of one of Asia’s poorest countries is going to be speaking in panels on ‘South Asian Security’ and on ‘Beyond GDP’, and hobnobbing with the likes of Vietnamese Prime Minister Nguyen Xuân Phúc. While no two countries are the same, and what works in one does not always serve as a model for another, if Oli did only one thing in Davos, it should be to take a few pointers from Vietnam on how it achieved record growth in Foreign Direct Investment (FDI) which hit $30 billion last year.Nepal wants to be a <a href="https://archive.nepalitimes.com/regular-columns/guest-editorial/muddy-road-middle-income,928" target="_blank" rel="noopener">medium-income country</a> in the next decade, and for that it needs foreign capital. Even to achieve the United Nations’ Sustainable Development Goals by 2030, it is estimated that the country needs to spend Rs18 billion a year. But FDI in Nepal has dipped in the past three years to a record low of only Rs35 billion, and represents less than 1% of the GDP. As the <a href="https://www.nepalitimes.com/latest/nepalis-in-tax-havens-swiss-banks-money-laundering/" target="_blank" rel="noopener">ICIJ and CIJ Nepal joint investigation</a> released this week proves: the impunity and lack of transparency have got so bad that even the FDI Nepal receives is largely laundered ill-gotten wealth. The take-home message from the report is that it is not just the government that is dirty, so is the private sector. In many cases they are in cahoots to rob the people. There is nothing his Vietnamese and Chinese comrades can teach Prime Minister Oli in Davos about how to boost investment that he does not already know. It is not for the lack of laws that foreign investors are skittish. Despite the field being wide open in Nepal for investors who want to leverage the country’s  proximity to the world’s two largest markets in India and China, Nepal is better known as a kleptocracy than a democracy. In an interview with this paper the <a href="https://www.nepalitimes.com/here-now/nepal-can-create-a-business-friendly-environment/">South Korean ambassador</a> was diplomatic when he said Nepal needed a better business climate to attract investors.The red tape in repatriating profits takes years, delayed by demands for kickbacks. Foreign contractors involved in large projects like Melamchi or Kathmandu Airport have been harassed by corrupt officials who brazenly ask for their cut. Ride-hailing startups like Tootle are targetted by transport cartels with political protection. Licenses for hydropower projects are hoarded by companies in which bureaucrats are shadow partners. Rules are made and changed overnight just so that foreign companies can be shaken down. In this setting, only investors who are unscrupulous themselves, or contractors whose intent is to never complete a project, will venture into Nepal.Prime Minister Oli has said he will be show-casing Nepal’s impressive achievements of the past decades in improving its human development status, in resolving conflict, promulgating a federal constitution and holding elections to three levels of government. He will be underlining that from the strategic, trade and investment point of view Nepal is ideally located for investors. His underlying message will be: forget that we are a Communist government with a supposedly socialist ideology, <a href="https://www.nepalitimes.com/banner/calendar-of-economic-change/" target="_blank" rel="noopener">your investment will be safe here</a>. With a strong government at the centre, and decision-making that is decentralising under the new federal structure, Oli’s pitch to the global business community will be that the early bird will get the worm.But that is going to be a hard-sell. Investors will have seen the Ease of Doing Business rankings which project an iffy investment climate in Nepal.The government is holding another Investment Summit end-March, but at current levels of extortion, extraction and corruption, and with much better investment contexts in other Asian countries, there is no option but to clean up our own internal act. All the schmoozing in Davos or speechifying at investment summits are not going to help.  <h2>10 years ago this week</h2> The <a href="http://archive.nepalitimes.com/issue/434" target="_blank" rel="noopener">Nepali Times #434</a> edition from ten years ago on 16 January 2008 talked about Prime Minister Pushpa Kamal Dahal jetting off to Finland and Norway to talk about Nordic aid and investment in Nepal. Exactly a decade later, Prime Minister Oli is going to Davos next week to talk about aid and investment and to spread the message that Nepal is open for business. It looks like nothing has changed since we wrote this <a href="http://archive.nepalitimes.com/news.php?id=15568#.XEQKsFUzaUk" target="_blank" rel="noopener">editorial</a> in 2008:‘Prime Minister Pushpa Kamal Dahal is jetting off again, this time to Norway and Finland. We can’t see the purpose of this visit at this time, unless with all the crises at home he wants a break. Whoever has been advising the prime minister of late has given him another bad piece of advice: you don’t leave your country when there is an energy emergency, when the peace process is stuck, there is a breakdown in law and order and a mutiny is brewing within your own party.The ostensible reason for the visit: to inspect hydropower plants just doesn’t hold water.’<a href="http://archive.nepalitimes.com/issue/434"><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108101132/636a22d29c7e80680e0417acjpeg.jpg" alt="" width="507" height="814"></a>

CRONY COMMUNISM

Nepal is ranked highest among South Asian countries in the GDP growth with 7.5% in FY2017, showing steep recovery after the earthquake and Blockade. The country must create 240,000 jobs a year to maintain its employment rate which is expected to slow down to 4.6% in 2018, according to South Asia Economic Focus report by World Bank. However, growth in FY2018 will be 4.6% according to the Bank’s twice-yearly Nepal Development Update. The main challenge will be managing fiscal and current account deficits.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368cabd9c7e80680e02f32fjpeg.jpg" alt="" width="472" height="337"/><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368cabf9c7e80680e02f330jpeg.jpg" alt="" width="325" height="331">Similarly, the World Economic Outlook of the International Monetary Fund (IMF) shows Nepal’s monthly remittance rose to an all-time high of $680 million in March 2018. The reason is said to be an increase in bank deposits to almost 16%. However inflation rate also rose to the 6% in the same period, the IMF said.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110710114/6368cac09c7e80680e02f331jpeg.jpg" alt="" width="491" height="335">

Growing GDP and remittance

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. He adds, “There are examples of urban agriculture that optimise sustainability, ensuring that it remains a viable solution for cities globally while countries try to meet SDG targets.” Prajal Pradhan, Daya Raj Subedi, Kshitij Dahal, Yuanchao Hu, Prakriti Gurung, Sijal Pokharel, Sagar Kafle, Biplav Khatri, Sudeeksha Basyal, Monika Gurung, and Aruna Joshi. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
