<h2>Gold Smuggling</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024032205038_6ff436f3ca5399751402ff6a360edee752b303b526320ae6e8b248f109194db2.jpg" data-media-id="editor_0" data-image-id="2024032205038_6ff436f3ca5399751402ff6a360edee752b303b526320ae6e8b248f109194db2" data-rendition-name="original" width="700" height="600" loading="lazy" alt="Gold smuggling NT"> </figure>  On orders of Home Minister Rabi Lamichhane, police on Monday <a href="https://nepalitimes.com/editorial/nepal-s-corruption-carousel">arrested Maoist vice-chair and former House Speaker Krishna Bahadur Mahara</a> in Bhairawa while he was trying to escape to India. He is accused of involvement in smuggling 60kg of gold concealed in motorcycle brake parts from Hong Kong last year, as well as 9kg of gold concealed inside vape devices in December 2022. Mahara’s son Rahul has been in custody since last August.&nbsp; Police arrested customs officials, Chinese and Indian nationals, and middlemen involved in smuggling the 60kg, while a Chinese trader was detained for gold hidden in e-cigarettes. Police uncovered phone records of Mahara and his son apparently pressuring customs officials to release the seized gold. Other Maoists, including Finance Minister Barsaman Pun, former Speaker Onsari Gharti Magar, son of former vice-president Nanda Bahadur Pun Dipesh Pun, are also implicated in the investigation report. &nbsp; Dipesh Pun was found to be directly linked to Dawa Tsering, the Belgian national thought to be the mastermind behind gold smuggling, who was arrested again last week after being released earlier. &nbsp; Finance Minister Barsaman Pun and his brother are alleged to have been in touch with one of the people said to be directly involved in the smuggling. They are so far not under investigation.&nbsp; <h2>Baluwatar Land Grab</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240322050312_a71c350eed753b8a19aec2925a051ed256b766167eabf6a9e7c13ecc93f289ea.jpg" data-media-id="editor_2" data-image-id="20240322050312_a71c350eed753b8a19aec2925a051ed256b766167eabf6a9e7c13ecc93f289ea" data-rendition-name="original" width="1300" height="800" loading="lazy" alt="Lalita Niwas NT"> </figure>  Almost 14.45 hectares of real estate in Baluwatar nationalised by the government was <a href="https://nepalitimes.com/here-now/crime-and-or-punishment-in-nepal">parcelled out to private owners by brokers</a> since the 1990s under the guise of returning it to Subarna Sumsher’s family. Former prime ministers, ministers, party leaders, bureaucrats, and land revenue officials are all said to have their hands in the honey pot. &nbsp;&nbsp; In 2023, the CIB recommended that the government prosecute those implicated, including former prime ministers Babauram Bhattarai and Madhav Kumar Nepal whose Cabinets allowed ownership of the land to be transferred to private entities. Senior UML leader Bijay Gachhadar was named, as was Bishnu Poudel of the UML who later returned a part of the property.&nbsp; Middlemen Ramkumar Subedi and Shobhakant Dhakal, Bhatbhateni Supermarket owner Min Bahadur Gurung, as well as officials of the Land Revenue Office were arrested for alleged involvement last year. Baburam Bhattarai and Madhav Kumar Nepal have been spared, and Bishnu Paudel cleared. <h2>Fake Refugee scandal</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240322050312_aca19c77e73d7dc603a1bccad13565768e5facd09d2e53c1d17ede36ddb7ae57.jpg" data-media-id="editor_4" data-image-id="20240322050312_aca19c77e73d7dc603a1bccad13565768e5facd09d2e53c1d17ede36ddb7ae57" data-rendition-name="original" width="1200" height="600" loading="lazy" alt="Fake Bhutanese refugee NT"> </figure>  Reporter Devendra Bhattarai for the Centre for Investigative Journalism Nepal <a href="https://ekantipur.com/news/2023/03/27/167988439341418193.html">broke the story in Kantipur </a>in March 2023 about top politicians and bureaucrats in cahoots with human traffickers to provide Nepalis with fake refugee papers so they could emigrate to the United States pretending to be from Bhutan. &nbsp; The masterminds were said to be Keshav Dulal, adviser to former Foreign Minister Sujata Koirala, and Sanu Bhandari who worked with former Home Minister Bal Krishna Khand with then home secretary Tek Narayan Pandey.&nbsp; <a href="https://nepalitimes.com/news/rot-at-the-top">In May</a>, police arrested Khand as well as UML leaders Top Bahadur Rayamajhi and his son, as well as the son of UML vice chair Ram Bahadur Thapa. Those arrested implicated Arzu Rana Deuba, wife of former Prime Minister Sher Bahadur Deuba, and Manju Khand, wife of Bal Krishna Khand. Both have denied the accusations and the CIB did not investigate them despite leaked tapes purporting to prove they were paid millions. Bal Krishna Khand was released on bail in December, while Top Bahadur Rayamajhi remains in custody.&nbsp; <h2>Cooperatives fraud</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024032205030_e6ad30233ba5e8c2b399e069a927cd29e34843c363272424b25700af8fa9f69c.jpg" data-media-id="editor_7" data-image-id="2024032205030_e6ad30233ba5e8c2b399e069a927cd29e34843c363272424b25700af8fa9f69c" data-rendition-name="original" width="800" height="800" loading="lazy" alt="Cooperatives NT"> </figure>  Last year arrest warrants were issued for Galaxy TV co-founder and former chair of Suryadarshan Cooperative G B Rai for embezzling deposits to fund business ventures. Rai is also alleged to have misappropriated more than Rs1 billion from Supreme Cooperative in Butwal and other microfinance institutions in Chitwan, Birganj and Kathmandu. Rai is on the run.&nbsp; Home Minister Rabi Lamichhane was co-founder of Galaxy TV, and was also <a href="https://nepalitimes.com/editorial/skeletons-in-the-cabinet-k5x6py1v">accused of cheating cooperatives </a>to bankroll the media company he co-owned. Lamichhane has refuted all allegations and since becoming Home Minister again transferred Kiran Bajracharya, the CIB chief investigating the cooperative fraud case. Instead, he jailed Maoist vice-chair Krishna Bahadur Mahara for his reported involvement in multiple gold smuggling scams and appears to be going after big fish in the NC next.&nbsp; Dipesh Pun, son of former vice-president Nanda Bahadur Pun was arrested last week for his involvement in gold smuggling is also one of those named in the Supreme Cooperative fraud case. <h2>Bansbari Land Scam</h2>  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024032205034_887d724962f9e585ff9bec4cabf5c5b444a9f42d9723c8d95d7c2d8b4f03bac9.jpg" data-media-id="editor_9" data-image-id="2024032205034_887d724962f9e585ff9bec4cabf5c5b444a9f42d9723c8d95d7c2d8b4f03bac9" data-rendition-name="original" width="500" height="500" loading="lazy" alt="Land scam Bansbari NT"> </figure>  In February, the CIB arrested Arun Chaudhary of CG Holdings over alleged involvement in the illegal acquisition of 0.51 hectare of the government-owned Bansbari shoe factory. His brother, Nepal’s richest man and NC MP Binod Chaudhary, was also questioned on Thursday. The land was transferred without government approval in 1986 to the Chaudharys' Champion Footwear which is defunct, but the assets are owned by CG Chandbagh Residency, which also runs a school on the land. The CIAA was investigating, but the CIB took over after an <a href="https://www.ukaalo.com/ukaalo-vishesh/221022-cg-possession-in-bansbari/360">investigative report by Deepa Dahal in Ukaalo</a>. &nbsp;

Speaking at a program on the International Day against Corruption on 9 December in Kathmandu, Prime Minister Pushpa Kamal Dahal admitted that his government’s efforts to curb corruption “has so far been inadequate”.
It was ironic that the function was organised by the supposedly independent Commission for the Investigation of Abuse of Authority (CIAA) which itself has been weaponized by politicians in power to keep rivals down, undermining the rule of law and the doctrine of separation of powers.
Indeed, 2023 is ending as the most scandal-ridden year in Nepali history with a new scam almost every week.
One could say the glass is half full because at least investigative journalists used a free press to expose these crimes, the police investigated and the court did put some guilty behind bars. But the list of graft, malfeasance, smuggling, bribery, kickbacks is too long.

Government officials and human traffickers colluded to cheat nearly 800 Nepalis by promising them entry into the United States as fake Bhutanese refugees. Former home minister Bal Krishna Khand of the Nepali Congress and former deputy prime minister Top Bahadur Rayamajhi of the UML were among those arrested. However, on Thursday, the Patan High Court ordered the release Khand on Rs3 million bail.
But some innocents were also framed. Senior police inspectors probing the crime were transferred because the investigation was getting too close to the consorts of the powers that be. &nbsp;
The property surrounding the Prime Minister’s residence was parceled off to individuals by the real estate mafia with political patronage, no one has been charged. More than 100kg of gold has been seized from smugglers in the past six months alone. Only mules have been caught. &nbsp;
And just as PM Dahal was marking the first anniversary of assuming office this month, the Malaysian conglomerate Axiata exited Nepal after selling its 80% stake in Ncell to Spectrlite UK Limited registered to Singapore-based Nepali-origin businessman Satish Lal Acharya. A transaction of this magnitude could not have been pulled off without the involvement of top bureaucrats, regulators and politicians.&nbsp;
In a case of the fox guarding the chicken coop, the Cabinet’s ‘high-level committee’ to investigate the Axiata stake sale is chaired by former Auditor General Tanka Mani Sharma, who was himself implicating in absolving Ncell in a previous tax evasion case. &nbsp;

“Any investigative body that is tasked to investigate corruption must be independent, have jurisdiction, and be made up of experts,” explains Padmini Pradhananga, president of the Nepal chapter of Transparency International. She adds, “Investigations are fig leaves to let the guilty off and demonstrate an utter disregard for the rule of law and the separation of powers.”&nbsp;
Dahal’s coalition partners have not spoken out about the telecom scandal, nor has the opposition UML. However, Gagan Thapa of the dissident faction in the Nepali Congress has said the Axiata sale would not have been possible without support from political and administrative leadership.&nbsp;
‘It would be shortsighted to assume that forming committees will solve this issue,’ Thapa wrote on X. ‘Those involved in this sale be they in government or outside, no matter which level, rank, or influence, must not be exempt from investigation and action.’
Nepal’s mainstream media reports have quoted credible senior government insiders as accusing party loyalists and relatives of PM Dahal as well as relatives of his coalition partner Sher Bahadur Deuba of involvement.&nbsp;

And precisely because such big fish may be involved, there is a danger this one will also fizzle out like the other scandals this year.&nbsp;
To be sure, figures including former ministers, government secretaries and dozens of others are behind bars. But more prominent people who have been named -- including the NC’s Arzu Rana Deuba and Manju Khand in the fake refugee scam, Maoist leaders Barshaman Pun, Onsari Gharti Magar, Nanda Kishor Pun, and Krishna Bahadur Mahara in the gold smuggling scandal, as well as former PMs Madhav Kumar Nepal and Baburam Bhattarai in connection with the Baluwatar land grab — have been unscathed. &nbsp;
Says Pradhananga: “The boundaries between those who are punishable for crimes and those who bear the responsibility of penalising them are blurring. This is a sign of a nation in crisis."
Nepal ranks 110th out of 180 countries in Transparency International’s Corruption Perception Index (CPI), with a score of 34 out of 100. This means that Nepalis themselves regard their government as being ‘highly corrupt’.

The Year of Scandals

It seems like just yesterday that the momentous story broke. Police started investigating the <a href="https://nepalitimes.com/news/rot-at-the-top">fake Bhutanese refugee scandal</a>, and Nepalis held their breath. At last it looked like justice would be done.&nbsp;
Police followed the digital trail from middlemen who hoodwinked hundreds of Nepalis to part with millions of rupees. Phone records and text messages led them to the highest people in the land. Former ministers and secretaries were tracked down and arrested.&nbsp;
<a href="https://nepalitimes.com/editorial/losing-our-moral-compass">The story</a> was first broken in a piece commissioned by the Centre for Investigative Journalism Nepal, and written by Devendra Bhattarai for Kantipur daily in June. Despite state malfunction, it finally looked like press freedom, democracy and the rule of law were intact in Nepal after all.&nbsp;
Morale in the police and investigation agencies went up, journalists were encouraged that coverage had impact. After all, previous police inspectors and even the Commission on Investigation of Abuse of Authority (CIAA) had received the complaints about being swindled by <a href="https://nepalitimes.com/news/in-a-federal-kleptocratic-republic-of-nepal">fake refugee middlemen and their political patrons</a>, but had filed them away.&nbsp;
But it was all too good to last. SSP Manoj KC and AIG Shyam Gyawali, the two police inspectors leading the team investigating the refugee scam, were transferred.&nbsp;
We have since learnt that the Maoist Home Minister was under pressure to do so from topmost Nepali Congress (NC) leaders and their consorts of whom police had evidence of collusion. Not surprisingly, KC was replaced by Basanta Kunwar, the same police inspector who had earlier buried the complaint.
More scandals then erupted, including those involving the <a href="https://nepalitimes.com/here-now/crime-and-or-punishment-in-nepal">sale of Baluwatar real estate</a> and gold ornaments at Pashupati.&nbsp;
In none of these were Maoist officials involved.&nbsp;
Then, as if on cue, 100kg of gold was found being smuggled from Hong Kong concealed as motorcycle brake pads. <a href="https://nepalitimes.com/editorial/nepal-gets-gold-medal-for-corruption">Investigations led to senior Maoists and their progeny</a>, and it emerged that the organised criminals has used brake pads and vapes numerous times before.&nbsp;
Now, with all three of Nepal’s main parties neck-deep in muck, the scandals cancelled each other out. Backroom deals ensured ‘I will not probe your scandal if you don’t probe mine’.
Fast forward two months: none of these monsoon scandals have come to anything. Some small fish have been netted, other bigger fish are out on bail, but the cases are not going anywhere. This week, the CIAA made a show of framing a sitting Commerce Secretary on an unrelated budget allocation. Its chief is clearly trying to distract us from his earlier cover-up of the Bhutan refugee case.
The media has moved on, social media is captivated by the viral video of the day, and the three main parties are glad Nepalis suffer collective amnesia. Mainstream politicians are back to impunity as usual, using the Constitution Day pardon list to get President Ram Chandra Poudel to release a notorious gangster serving a 20-year jail term for murder.&nbsp;
They are playing politics with rising <a href="https://nepalitimes.com/here-now/east-is-east">ethno-religious tensions in Kosi Province</a> and across the Tarai where social networking sites have been weaponised with <a href="https://nepalitimes.com/opinion/borderlines/crimson-saffron-and-green">Hindutva hate speech</a>. Throughout all this, the prime minister disappeared for nearly three weeks on a round the world photo-op.
It does not look like the gerontocracy of the NC, the Maoists or the UML have seen the writing on the wall. They were up on the balcony of Gaddi Baithak on Indra Jatra on 28 September (pictured) and must have witnessed the frenzied welcome for Mayor Balen Shah. Still stuck in partisan power struggles, they underestimate the anti-establishment public mood.&nbsp;
Independents and alternative parties are riding a <a href="https://nepalitimes.com/editorial/nepal-populist-party-balenist">populist anti-incumbent wave </a>among Nepali youth. The dinosaurs of Nepali politics are oblivious to the approaching asteroid.&nbsp;

State malfunction

On 18 July, the Department of Revenue raided the cargo terminal at Kathmandu airport and seized 61kg of gold being smuggled in from Hong Kong hidden inside brake shoes of two-wheelers. Although this was the biggest haul of contraband gold in the country’s sordid history, it emerged that the smugglers had already carried out similar jobs dozens of times before.
In the days following the raid, Nepal Police arrested 21 individuals involved, including customs officials, Chinese and Indian nationals, and middlemen. Top politicians and their cronies who were the alleged masterminds were not touched.
The names included former Maoist minister Barshaman Pun, former speaker Onsari Gharti Magar, the family of former vice-president Nanda Kishor Pun, and Maoist Centre vice-chair Krishna Bahadur Mahara and his son.
Mahara was also said to be involved in another gold smuggling operation in December 2022 in which a Chinese national was found to have brought in gold concealed inside e-cigarettes at the airport

Investigative journalists then uncovered Mahara &amp; Son trying to pressure officials to release the gold for auction. The Maoist leader has denied being involved, but police have phone records to prove otherwise. Meantime, the gold itself has vanished from storage.&nbsp;
The stench from scam after scam this year has become unbearable. If this was an international tournament, Nepal should get the Gold Medal for corruption. And these are just the scandals that we know about, away from the spotlight there is rampant extortion by politicians and bureaucrats of businesses throughout the land.
Interestingly, not a single politician from the Maoist party of Prime Minister Pushpa Kamal Dahal and Home Minister Narayan Kaji Shrestha is behind bars. Nepali Congress (NC), opposition UML and Maoist defectors are in jail for the fake Bhutanese refugee scandal. The Lalita Niwas real estate scam has implicated just about everyone, even those who bought the property. But no Maoists.&nbsp;
Since senior figures from all three main parties are now entangled in one scandal or the other, a devious effort is afoot to protect each other from prosecution. It seems Nepal’s feuding politicians can only agree to scratching each other’s backs during their three-party meetings to discuss the UML obstruction of the house over the gold smuggling case.

NC president Sher Bahadur Deuba has continuously and blatantly blocked attempts to investigate his wife Arzoo Rana in the refugee scam, and pressured Prime Minister Dahal this week to transfer Kathmandu Valley police chief AIG Shyam Gyawali, SSP Manoj KC of the Kathmandu Valley Crime Investigation Office, and Chief of Kathmandu Police SSP Dan Bahadur Karki. Dahal was only too happy to oblige since his comrades were also knee-deep in scandals.
The move has blindsided Home Minister Shrestha and brought into question his public commitment to rid the country of corruption.&nbsp;
As it stands, Nepal’s jumbo coalition government is held together only by mutual distrust. Deuba and other parties of the coalition are keeping close watch so Dahal does not direct ongoing investigations towards their own leadership in retaliation. And Dahal needs Deuba so he can remain in power to continue to loot in cahoots with cronies.
Nepal’s Supreme Court also ordered investigations into CPN (Unified Socialist) chair Madhav Kumar Nepal and Nepal Socialist Party head Baburam Bhattarai in the Lalita Niwas scam, but that has not gone anywhere. Both parties are in the coalition.

Meanwhile, the government has concluded that the Gaur Massacre does not need an investigation. Dozens of Maoist cadres were brutally massacred in a 2007 confrontation. But since Upendra Yadav who was said to have masterminded it is now a key member of the ruling coalition, Dahal is willing to let bygones be bygones.
While scandals are erupting thick and fast, the Maoists are mum about their own embezzlement 15 years ago of billions meant for their former guerrillas in UN-supervised demobilisation camps whose numbers they have admitted to inflating.
Even as the Prime Minister and the Home Minister keep giving speeches saying the rule of law applies to all equally, it looks like some are more equal than others. With a few exceptions, none of the big fish have been netted, and even those who have could now be let go because investigating officers have been removed and replaced with yes men.&nbsp;
Early on, it really did look like Home Minister Shrestha, the CIB and the Police were going after the big crooks, and that this would deter thievery. Alas, that was wishful thinking. The politicisation of crime and criminalisation of politics is now complete.

The report was presented to Parliament’s Good Governance and Monitoring Committee last year, but Joshi says nothing happened.Airport officials promise the arrival concourse will have two more conveyor belts by May. <img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107171152/636937c29c7e80680e03fe5ajpeg.jpg" alt="" width="700" height="793"/>After ten years of blood and 12 years of trying to come to terms with why it was shed, Nepalis had great hopes for 2018.Last year this time, there was a sense of achievement and optimism. The first <a href="https://archive.nepalitimes.com/article/editorial/the-election-fever-federal-and-parliamentary-election,3982" target="_blank" rel="noopener">elections for three levels of government</a> under the new Federal Constitution had been held. The UML <a href="https://archive.nepalitimes.com/article/nation/show-stopper-headline,4101" target="_blank" rel="noopener">Maoist alliance swept the elections</a>, and the expected unification of the two <a href="http://archive.nepalitimes.com/article/nation/a-two-party-state,3968" target="_blank" rel="noopener">parties</a> was supposed to mark the end of unstable coalition politics, and finally deliver development. We had a straight-shooting <a href="https://www.nepalitimes.com/opinion/oli-here-for-good/" target="_blank" rel="noopener">can-do prime minister</a>, who despite failing health, had shown gumption and promise during campaigning.One year later, much of the <a href="https://www.nepalitimes.com/banner/let-a-thousand-flowers-bloom/" target="_blank" rel="noopener">euphoria has evaporated</a>. The past year has been one of missed opportunities, miscues, inaction and blatant blunders. Two months after the election results became clear, the lameduck Nepali Congress prime minister finally stepped down and the two communist alpha males K P Oli and Pushpa Kamal Dahal decided to <a href="https://www.nepalitimes.com/here-now/one-body-two-heads/" target="_blank" rel="noopener">co-chair their united party</a>, and rotate the prime ministership.Formal party unification took another month. Still, there was hope that Oli would hit the ground running, even if it was through showcase development, cleaning up the roads of the capital and launching major projects.Alas. It may have been unrealistic of us to expect the same septuagenarians from the same parties to suddenly govern with accountability and efficiency. The Nepali people did not expect much, so they were not surprised to see no improvement in their lives. The roads were still dug up, the <a href="http://archive.nepalitimes.com/article/nation/public-transport-syndicate,3531" target="_blank" rel="noopener">bus syndicates</a> that Home Minister Ram Bahadur Thapa promised to eradicate were still around, tanker operators were still striking for the right to steal oil, the culprits who absconded with 33 kg of smuggled gold were never caught, nor those responsible for the <a href="https://www.nepalitimes.com/banner/justice-for-sale/" target="_blank" rel="noopener">rape-murder of Nirmala Panta in Kanchanpur</a>.There were some bright spots, and these were mostly in sectors led by efficient and relatively young former UML ministers in the Cabinet like <a href="https://www.nepalitimes.com/banner/does-nepal-need-a-4th-international-airport/" target="_blank" rel="noopener">Rabindra Adhikari</a> (Tourism), <a href="https://www.nepalitimes.com/here-now/win-win-migration/" target="_blank" rel="noopener">Gokarna Bista</a> (Labour) or <a href="https://www.nepalitimes.com/banner/calendar-of-economic-change/" target="_blank" rel="noopener">Yubaraj Khatiwada</a> (Finance). But even they are finding it difficult within their ministries to get the wheels of government to turn.The rent-seeking state is so habituated to extortion and extraction that Bista has run into a wall in implementing his ground-breaking accord with the new regime in Malaysia to remove <a href="https://www.nepalitimes.com/banner/kleptocrats-of-kathmandu-and-kualalampur/" target="_blank" rel="noopener">exploitation and costs for Nepali migrant workers</a>. Adhikari, despite all his efforts, cannot go beyond cosmetic improvements at Kathmandu airport. Khatiwada’s valiant efforts at fiscal discipline and capital spending are not yielding results, and this has resulted in a <a href="https://www.nepalitimes.com/opinion/banking-on-a-course-correction/" target="_blank" rel="noopener">liquidity crisis that threatens the banking sector</a>.If that is how honest politicians are prevented from delivering, one can imagine what is happening in the ones led by corrupt and ruthless ministers lining their pockets as if there was no tomorrow. The sordid list of impunity and abuse of authority is long and makes for thoroughly depressing reading every morning: ambassadors on the take from traffickers, justices who hurriedly clear criminals ahead of their imminent retirement, absconding multiple-murderers appearing on stage with the CDO and police, and a ministerial secretary demanding a Rs250 million bribe to release funds for the much-delayed Melamchi water project.What is worse is that the public is now so cynical about officials plundering the state that these investigative reports do not even raise eyebrows anymore. Media exposes cause a brief flutter before society shrugs, and moves on.We hoped to be able to wish our readers a happy new year 2019. But Nepal and Nepalis will probably just muddle through another 52 weeks.

A year wasted

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110714114/636902a39c7e80680e037c76jpeg.jpg" alt="" width="1400" height="933"/><figcaption>Bikram Rai</figcaption></figure>Despite its two-thirds majority, and after getting off to a flying start, the government is digging itself into an ever deeper hole.In the first three months of his tenure, Prime Minister K P Oli focused on just three tasks: <a href="https://www.nepalitimes.com/banner/a-modi-fied-oli/" target="_blank" rel="noopener">improving political ties with India</a>, <a href="https://www.nepalitimes.com/editorial/what-china-really-wants/" target="_blank" rel="noopener">building on economic cooperation with China</a>, and <a href="https://www.nepalitimes.com/here-now/one-body-two-heads/" target="_blank" rel="noopener">uniting with the Maoists to form the monolithic Nepal Communist Party</a>. That seems to have sapped all his energy.He did try to address the people’s concerns by ordering his ministers to dismantle <a href="http://archive.nepalitimes.com/article/editorial/cartel-carnage-highway,3233" target="_blank" rel="noopener">transport cartels</a>, go after gold smugglers, punish those responsible for delays in road repairs. But all these moves fizzled out. The <a href="http://archive.nepalitimes.com/article/nation/public-transport-syndicate,3531" target="_blank" rel="noopener">horrific road conditions</a> this monsoon are emblematic of the national political quagmire.Read also: '<a href="https://www.nepalitimes.com/?p=10589&amp;preview=true" target="_blank" rel="noopener">Doublespeak</a>' The people are running out of patience. In Boudha, monks took to the streets to repair craters themselves. Even former UML politicians close to Oli are worried about his tarnished image. “He is being heaped all the blame, he has become the lightning rod,” said one close aide in frustration.Indeed, PM-in-waiting and party co-chair Pushpa Kamal Dahal is conspicuous by his silence. Home Minister Ram Bahadur Thapa, who once threatened to break cartels and the bones of errant contractors, has not been heard from recently.The government is BUSY firefighting and too distracted to address long-term crises. This week’s delay in confirmation of Deepak Raj Joshi as Chief Justice by the Parliamentary Hearings Special Committee is because he is being punished for his interim order overturning the Prime Minister’s sacking of officials appointment by the NC government. If true, this would represent gross interference by the executive on the independent judiciary.“If you do not follow the rule of law, there can be difficult days ahead,” warns advocate Radheshyam Adhikari.Public disenchantment is also growing. There is open ridicule of Prime Minister promising ocean-going ships and railroads when nothing is done to repair roads and deliver better services. The opposition NC, after being trammeled in elections, smells blood. Prime Minister Oli’s window of opportunity for damage control is narrowing.

Muddling along

In the black and white photograph, General Wangdu smiles broadly in front of the dusty cactus garden in Kathmandu’s Annapurna Hotel. With an ill-fitting jacket and shaggy hair he looks benign enough, but this was the last leader of the Tibetan freedom fighters who led the resistance against the Chinese from their remote mountain hideouts in <a href="https://nepalitimes.com/here-now/comings-and-goings-in-mustang">Mustang</a>. Five months later, Wangdu was dead. Snapped in March 1974, I had only recently arrived in Nepal. How did I meet this legendary fighter? Possibly with his devoted camp follower, Lynne Klapecki, and probably in the Om Restaurant near Freak Street which was the preferred <a href="https://nepalitimes.com/banner/hippie-trail-nostalgia-in-kathmandu">hippie hang-out</a>. Om Lobsang and his brother Yeshe were <a href="https://archive.nepalitimes.com/page/earthquake-brings-back-memories-of-camps-for-tibetan-refugees">refugees from East Tibet </a>whose cafe offered a friendly welcome and<a href="https://nepalitimes.com/multimedia/momo-loco"> the best momos</a> - they became my in-laws after I married their eldest brother Tenzin, but that was a decade later.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1.jpg" data-media-id="editor_4" data-image-id="2025052403054_4573b34282b0f5395c007243d6bef12c7ba76bfd520419e994cdcea048d795a1" data-rendition-name="original" width="1000" height="1583" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Photo: LISA CHOEGYAL</figcaption> </figure>  Wangdu’s English was enthusiastically rudimentary, but even riding around town with him on the back of an aging <a href="https://nepalitimes.com/here-now/kathmandu-s-new-motorbike-museum">motorbike</a>, he was a commanding presence. Always flanked by armed outriders, impressive scars marked his forearms and a pistol hung from the cord around his neck. A charismatic guerrilla leader, Wangdu was celebrated by his followers for his tough commitment and respected for his measured pragmatism. He seemed so young to have shouldered such a responsibility of command, leading hundreds of hardened <a href="https://archive.nepalitimes.com/article/nation/50-years-after-the%20raid-into-Tibet,1012#google_vignette">Khampa combatants </a>through what had been a particularly <a href="https://nepalitimes.com/news/heavy-snowfall-over-nepal-himalaya">brutal winter in Mustang</a>, the last bastion to hold out against the Chinese invasion of their Tibetan homeland.&nbsp; The freedom fighters of Tibet, known as the Chushi-Gangdruk, had emerged to resist the <a href="https://nepalitimes.com/editorial/territorialism">Chinese takeover</a> of Tibet during the 1950s. Estimated to be 80,000-strong at the time of <a href="https://nepalitimes.com/here-now/what-or-who-after-the-dalai-lama">the Dalai Lama</a>’s final escape to India in 1959, the sheer number of Chinese deployed into Tibet eventually forced the Chushi-Gangdruk to retreat to Mustang, From this high Himalayan stronghold, they continued cross-border raids on the Chinese People’s Liberation Army (PLA) throughout the 1960s.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd.jpg" data-media-id="editor_10" data-image-id="2025052403054_8a4a935ba25ae79dc3a63bb5c14626927020e5ec098093c45ccb9a5982e009fd" data-rendition-name="original" width="1114" height="676" loading="lazy" alt="The last days of the Khampa NT"> <figcaption>Guerrillas known as the Chushi-Gangdruk emerged to resist the Chinese annexation of Tibet during the 1950s. Photo courtesy: MIKEL DUNHAM</figcaption> </figure>  Their Kathmandu base was a small discreet lodge in a back lane near Rani Pokhari. Sipping sweet tea from a blue mug with a chipped lid, I sat bemused in a corner of the Mustang Hotel room whilst Wangdu and his cohorts received a battered brown suitcase from their CIA connection, a tousle-haired American in a leather jacket. Heaved onto the dingy bedspread that covered the thin mattress, it was clicked open to reveal piles of neatly stacked dollar bills.&nbsp; I cannot think why Wangdu allowed me to witness this handover but I was clearly no threat, a newly arrived world traveller with no understanding of the stakes nor any Nepali or <a href="https://nepalitimes.com/multimedia/tibetan-music-in-nepals-sacred-valley">Tibetan language</a>. Despite armed guards in the corridor,Wangdu radiated confidence and bravado, and there was a practiced familiarity to the tense transaction. This deadly dance for many years had been funded by the Americans, tolerated by <a href="https://nepalitimes.com/here-now/the-kingdom-within-a-republic">Mustang’s residents</a>, and permitted by King Mahendra and the Nepali authorities who it suited to turn a blind eye.&nbsp; But Mahendra died in 1972, and times were changing. Richard Nixon’s ping-pong diplomacy thawed the cold war and signalled a fresh entente with China. Nepal’s yet-to-be-crowned <a href="https://nepalitimes.com/here-now/if-birendra-was-alive-nepal-could-still-be-a-monarchy">King Birendra </a>was under pressure to curb the irritating incursions against the PLA launched from the Nepali territory of Mustang. Photo courtesy: RAJRNDRA KUNWAR</figcaption> </figure>  While I naively rode pillion around Kathmandu in the spring sunshine, Wangdu was in the midst of what turned out to be his final round of negotiations with the Nepal government. Refusing to cease hostilities with the Chinese, Wangdu must have suspected the cost of his decision, making his cheerful smile in the photograph all the more poignant and brave. It was only much later that I appreciated the significance of the moment. Wangdu had been sent to replace the first resistance leader in Mustang, Baba Gen Yeshe, a much derided corrupt character who stole money meant for his troops and exploited fleeing refugees by seizing their treasures. Baba Gen Yeshe never forgave Wangdu,and sought revenge in May 1974 by betraying him and his commanders to the Nepal authorities. Photo: ESSAYS ON NEPAL / SAM COWAN</figcaption> </figure>  Mikel Dunham, renowned author of Buddha’s Warriors, writes: ‘It is possible that Wangdu was waiting for some cue from the Dalai Lama’s government-in-exile in Dharamsala, India. It is equally possible – during that last, <a href="https://nepalitimes.com/multimedia/the-human-cost-of-nepal-s-yarsa-gold-rush?fbclid=IwZXh0bgNhZW0CMTEAAR31-Cqw8oyIwMPzf_35e4Skr0ululJvLf3_vDkzHn-AYG2h8uPw2rqqErg_aem_tGVn5coY1-jA7fze_xqhew">desolate winter </a>– that he made the decision to go out in glory rather than admit defeat. Over the last fifteen years, Wangdu had experienced Tibet’s organized resistance being squeezed and shoved around by every conceivable outside force.&nbsp; First they had been pushed out of their own country by the PLA; then they had been refused sanction while on <a href="https://nepalitimes.com/opinion/borderlines/nepal-india-trans-boundary-bonds?fbclid=IwAR0PpJ5zUEbwdug3g_U3ar6FUugngRY0S8Tl2v_7wqzrsHmXWcXsKjvL4t4">Indian soil</a>; then they were abandoned by the Americans because, apparently, Nixon wanted to make friends with Wangdu’s mortal enemies, the communists; then they had been betrayed by the vampiric Baba Gen Yeshe – a Tibetan and, even worse, a fellow Khampa; and now, finally Wangdu’s army was being evicted by the Nepalis. One thing was certain: Wangdu was a warrior. Wangdu and six of his exhausted party were killed on their horses by <a href="https://archive.nepalitimes.com/news.php?id=7270">the Royal Nepal Army</a> on the brink of escape. The officer in charge, Aditya SJB Rana, cleverly predicted their route into India after they failed to silence a police radio in Yari. A carefully laid ambush trapped them near the summit of the Tinker Pass in Darchula,at 5,000 meters the highest military operation of its time. The Last Days of the Khampa

Starting 17 September Turkish Airlines will fly daily to Seville, one of Spain’s major tourist draws. This is Turkish’s sixth destination in Spain after Madrid, Barcelona, Valencia, Malaga, and Bilbao. Seville is in the Andalusia region on Spain’s south coast with a rich Moor history. There are approximately 30,000 Nepalis living in Spain.&nbsp;

The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. The archives will be searchable with translated inscription and interactive guides. Says curator Meena Lama: “AI and blockchains are tools that give us the power to detect fakes and identify unsigned paintings and track every piece. This curated collection is a living tribute to <a href="https://nepalitimes.com/here-now/when-yaks-go-so-does-culture">Himalayan culture</a> with economic depictions of deities, mandala and sacred narratives. The exhibition at <a href="https://nepalitimes.com/multimedia/a-portal-into-patan-s-past-and-present">Patan Museum</a> also provides an opportunity to meet painters and custodians of art and culture. Digital protection for Nepal’s art

<a href="https://www.instagram.com/prabalgurung/" target="_blank">Prabal Gurung</a> left Nepal for New York in 1999 to escape years of bullying, sexism and homophobia, and to pursue his dream of becoming a fashion designer. He <a href="https://www.youtube.com/watch?v=KqN0VaoAI5w" target="_blank">realised his dream</a>, but did not escape discrimination and racism in the new world. Propelled by passion for fashion, Gurung overcame everything America threw at him. He has attained <a href="https://www.vanityfair.com/style/story/prabal-gurung-recalls-his-first-met-gala-when-zoe-saldana-was-at-his-side?srsltid=AfmBOooy-H0oGgxMit864FnW_Pmw8mUnV8rYrh-co-f6OyYK6m2ip5hP" target="_blank">fame and recognition</a> for his haute couture dress designs while remaining true to his Nepali roots, and is even more resolute in <a href="https://www.youtube.com/watch?v=dSmNauyzACk" target="_blank">fighting prejudice</a> in all its forms. Prabal Gurung’s newly-released memoir <a href="https://www.amazon.com/Audible-Walk-Like-Girl-Memoir/dp/B0DG11HCDQ?fbclid=IwY2xjawKZfpxleHRuA2FlbQIxMQABHuZcIJO2OXyXcRm1oq1iG6wzeoF7VJFrQ7GXOFI0YxuZZ4id_CNvSZSZZIna_aem_pG_mOKG73RTnYvN8JaC4fA">Walk Like a Girl</a> is a saga of harrowing abuse in boarding schools in Nepal and India, only finding himself facing a different kind of bullying in the US. He prevails over it all to be where he is today: an award-winning American fashion designer with his own label. Walk Like a Girl was launched last week in New York at a time when everything Gurung fought for — tolerance, inclusion and diversity — are in retreat in his adopted country because of a president who has espoused a culture of bullying. The book is a searing, raw exposé of how cruel and abusive people can be even at a young age in school. On the other hand, it also shows that there are generous, compassionate and open-minded souls out there. In his book, <a href="https://www.youtube.com/watch?v=K4le_uWX7YE">Prabal Gurung</a> calls out those who tormented and tried to hold him back (some of their names have been altered). The moral of his story is: resist, never stop believing in yourself, do not let others define you, never lose sight of your dream, and help those who have been kept out. “Walk like a girl” was a slur used by bullies back in school in Nepal and India for Gurung’s effeminate ways. I did not want to burden my readers with my emotions. I wanted my struggle to be an inspiration for others facing what I faced. I am grateful to those who bullied me in school, they made me a stronger person ready to face the world.” Indeed, this book is a departure from his earlier one titled simply, Prabal Gurung (Abrams, 2019), which was a lush pictorial autobiography of his career in fashion. Walk Like a Girl is not a typical fashion book, it is an intimate tale of <a href="https://archive.nepalitimes.com/news.php?id=16997">Gurung’s travails and triumphs</a>, and how he willed himself to succeed. Prabal pays a lavish tribute to his mother Durga Rana. We find out she is a descendant of the first wife of the eldest son of Jang Bahadur Rana who was banished to Palpa in the late 19th century. Prabal’s father served in the Singapore Police and that is where he was born before the family returned to Nepal when he was four. Gurung relates with brutal honesty about the violence his mother endured from his father. Durga raises three children as a single mother in Nepal, and Prabal credits her for his fierce determination to resist patriarchy and injustice, which in time manifests itself in his hyper-feminine and subversive dress designs. Writing the book has been a cathartic experience for Gurung, who says he is now relieved of the burdens of his past. It no longer haunts him, and he does not have to prove anything to anyone anymore. Walk Like a Girl has life lessons not just for the <a href="https://www.instagram.com/p/DJmOcSgxdWz/" target="_blank">fashion industry</a>, but for every other profession. How can my job serve a greater cause? Gurung tells us his work is <a href="https://asiasociety.org/blog/asia/why-designer-prabal-gurung-doesnt-want-just-stick-fashion" target="_blank">bigger than just making clothes</a>, it is about making the world a better place because it could do with a lot of improvement.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b.png" data-media-id="editor_10" data-image-id="20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b" data-rendition-name="original" width="1516" height="1000" loading="lazy" alt="Prabal Gurung"> </figure>  This story of chasing the American dream may sound familiar to many immigrants: knocking on doors for jobs, rejections, trying to survive from day to day on expensive rent, and dealing with subtle racism in white America. Gurung finds racism is rife, and he is often mockingly called ‘gaysian’. He writes: ‘There was a strong hypocrisy — this idea of independence felt like a marketting ruse … and for all the talk of feminism in America, these high society women were trapped by the patriarchy just like in Nepal and India.’ After a trek to the Khumbu region in 2013, Gurung is inspired to use the colours, palette and textures of Nepal for his collection exhibited on Manhattan’s 8th Avenue. A major buyer tells him bluntly: “Stick to making pretty dresses … if I need to see a collection like this, I could buy a copy of National Geographic.” The New York Times was equally dismissive: ‘The designer tries to draw connections between blistered techo-fabric used to construct it and the topography of his homeland, Nepal. But, at the moment, he has lost his map.’ One potential investor tells Gurung he cannot design for Americana because “you do not look American”. Gurung wants to use expletives, but restrains himself. When asked by a fashion publicist why he was designing clothes for fat people, he snaps back: “Because of people like you.” He joins the Black Lives Matter and #MeToo movements, launches the Shikshya Foundation charity in Nepal, and has powerful allies among celebrities who wear clothes he designed: Michelle Obama, Oprah Winfrey, Sara Jessica Parker, Kamala Harris, Deepika Padukone … it is a long list.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519150556_48a5f4211991a23fa85b64bbd5377575ca7081d97309d7542035591dda5180fe.png" data-media-id="editor_12" data-image-id="20250519150556_48a5f4211991a23fa85b64bbd5377575ca7081d97309d7542035591dda5180fe" data-rendition-name="original" width="1114" height="1534" loading="lazy" alt="Being Prabal Gurung by design"> <figcaption>Nigerian novelist Chimamanda Ngozi Adichie wearing Atelier Prabal Gurung’s design for Met Gala 2025 in which the theme was ‘Superfine: Tailoring Black Style’. </figcaption> </figure>  “I don’t dress women to look beautiful, they already are,” Gurung says. “I try to bring out their innate strength and grace.” <a href="https://www.instagram.com/stories/highlights/17908766880140171/" target="_blank">Admirers</a> tell Gurung he makes it all look so easy, but he used to put up a strong facade to not show his own vulnerabilities in public. “I was closed because of my childhood experiences,” he says. “I was always on guard to defend myself because I never knew where the next punch would come from.” But in <a href="https://www.youtube.com/watch?v=PPVepzPA210" target="_blank">Walk Like a Girl,</a> Gurung comes to terms with his vulnerability, and bares his soul. It has not been easy, it took sustained will power and support from his mother, sister Kumudini and a circle of close friends. “I made unbelonging my power,” he says. “Nepal is where I still have my heart and soul. Nepal grounds you. It is where people go to find themselves. But I escaped.” Recently appointed vice-chair of the <a href="https://cfda.com/about-cfda" target="_blank">Council of American Fashion Designers</a>, Gurung says: “I can’t believe I am here, it feels like it is happening to someone else. Writing this book, the healing has finally begun.” <h2>‘Everything is better in color’</h2> The Met Gala was two weeks later, and my table was an example of everything I’d been fighting for all these years as my guests represented everything I believed in: dynamic, powerful, influential women who were unapologetically original and unabashedly graceful. I was grateful to Anna for inviting me to host and dress a table that reflected my ethos—and for her guidance in doing so. I was also aware of the privilege as one of the first-­ever Asian fashion designers—not just from Nepal, but from the entire continent— to get the opportunity to do so. That fact was not lost on me. I reached out beyond the expected Hollywood celebrities and well-­known socialites to curate a table of exceptional women who inspired me. I invited Deepika Padukone and Alia Bhatt for their first-­ever Met Galas, as well as Michelle Yeoh, Mindy Kaling, Camila Cabello, Ashley Park, Denée Benton, KiKi Layne, Quannah Chasinghorse, and Grace Elizabeth. Together we checked many boxes: Asian, Black, Latinx, and Indigenous, each woman undeniably chic and powerful, a dazzling array of skin tones and experiences that proved my decades‑in‑the-­making hypothesis: everything is better in color.
