The 14th <a href="https://www.apthc2024.org/">Asia-Pacific Travel Health Conference</a> is set to take place in Kathmandu from 18-21 September, bringing together 200 delegates from 27 countries to explore advances in <a href="https://archive.nepalitimes.com/news.php?id=19282">travel medicine</a> which have relevance for Nepal’s own tourism industry.
The biannual conference is the first in four years after its 13th iteration in New Zealand in 2020 was cancelled due to the Covid-19 pandemic. Previous conferences have been held in Bangkok and in Kathmandu in 2016.
Lessons for the travel industry from the <a href="https://nepalitimes.com/news/nepal-covid-19-impact-worse-than-official-figures">Covid-19 pandemic</a> will be prominent in the agenda of the conference in which experts from the <a href="https://www.istm.org/">International Society of Travel Medicine</a> will also be taking part. Nearly 60 of the 200 participants are from Nepal.
"The careful practice of travel medicine can be an important sentinel for diseases,” says <a href="https://nepalitimes.com/opinion/more-porters-sick-on-everest-trail">Buddha Basnyat, MD</a>, Chair of the Oxford University Clinical Research Unit-Nepal, who is part of the Nepali delegation.
The 3-day event will kick off with a day-long Pre-Conference Seminar on Adventure and Wilderness Travel, as well as separate sessions on mental health strategies and military medicine before the main events next week.
“Travel medicine is very relevant to Nepal because it has always been a desirable tourism destination,” says Pratibha Pandey, MD, of <a href="https://ciwechospital.com/">CIWEC Hospital and Travel Medicine Center</a>, which is a partner to the <a href="https://www.apths.org/">Asia-Pacific Travel Health Society</a>.
She adds: “Outbreaks of diseases like <a href="https://nepalitimes.com/banner/mosquitoes-move-up-mountains-as-the-earth-warms">dengue</a>, issues of <a href="https://nepalitimes.com/news/fatalism-and-fatalities">road and aviation safety</a>, and economic hardships have had an impact on the number of travellers coming to Nepal, which will be reflected at the conference.”

Each day of the conference will include three plenary panels, followed by parallel symposia, communication sessions, and interactive workshops. The conference will highlight special groups, including the elderly, pregnant, and otherwise immuno-compromised travellers. 
An ‘ABC’ workshop which will provide participants with the basics of setting up a clinic and explain pre-travel consultations. Other sessions include discussion about vaccines, including a plenary on the changing immunisation landscape, newer vaccine technologies, as well as a seminar on the <a href="https://www.reuters.com/business/healthcare-pharmaceuticals/japans-takeda-partners-with-indias-biological-e-boost-dengue-vaccine-production-2024-02-27/">Japanese Qdenga vaccine</a> against dengue that has not yet been licensed for use in Nepal.
Travel medicine is not just important for tourists coming to Nepal, but also for Nepalis since non-endemic infections like <a href="https://www.nature.com/articles/d41586-024-02912-6#:~:text=Mpox%20is%20caused%20by%20variants,materials%20contaminated%20with%20the%20virus.">Mpox and other diseases</a> can be brought here by visiting carriers.
“We were diagnosing dengue and typhus fever in travellers to Kathmandu who came via Rajasthan or Bangkok in the 1990s, long before these diseases became well-established in the local population,” explains Buddha Basnet, who is delivering a lecture on the <a href="https://nepalitimes.com/banner/a-shot-in-the-arm-for-vaccines-in-nepal">Typhoid Conjugate vaccine</a> and its roll-out in Nepal in one of the symposia.
The conference will also discuss airlift and emergency evacuation and a workshop on the role of the military in disaster and outbreak relief operations — both especially relevant to trekking and mountaineering in Nepal. <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">Climate breakdown</a> has increased the need for better preparedness and rescue.

Other sessions include a plenary on sustainable travel in the age of no-jet set and <a href="https://www.nytimes.com/2023/02/06/travel/travel-climate-no-fly-pledge.html">climate guilt</a>, as 4% of greenhouse emissions are from air travel. Workshops will also look into other infectious diseases and the use of AI and Large Language Models like ChatGPT on travel medicine.
Because travel medicine specialises in diseases and health conditions that are acquired during international travel, it involves pre-travel, during travel, and post-travel consultations. Apart from the relevance of travel medicine to provide medical care to visitors to Nepal, there is also the opportunity to advance pre-travel and post-travel medicine for Nepalis.
Says CIWEC’s Prativa Pandey: “Heartbreaking as it is, migrant workers and students are leaving in droves, and many migrants are <a href="https://nepalitimes.com/opinion/comment/saving-kidneys-to-save-nepal">coming back with kidney failure</a>, about which there is very little data or research, so there is an urgent need to address those areas as well in Nepal.”

Some of the participants include the ‘father of travel medicine’ Robert Steffan from Switzerland, Tomas Jelinek of the Berlin Centre for Travel and Tropical Medicine, editor of the Journal of Travel Medicine Annelies Wilder Smith, David Shlim who was Medical Director of CIWEC in Kathmandu 1983-1998, and <a href="https://www.ox.ac.uk/news-and-events/find-an-expert/professor-david-warrell">Sir David Warrell</a> a world expert on snake bite, rabies and infectious disease.

Medicine on the move

Nepal has a long history with Hong Kong, with Nepalis in the British Gurkha battalion stationed there when the territory was still a British colony. It was handed over to China in 1997, and it is now classified as a Special Administrative Region (SAR) of China. Former Gurkhas and their families are eligible for permanent residence, and a majority of Nepalis in the city are the children and grandchildren of former Gurkha servicemen. This makes for a thriving community of Nepalis in the region with most working in the food and beverage, security, cleaning, as well as community, social and educational sectors. Some Nepalis are employed in professional and executive positions, and still others have migrated on to the UK which also offers permanent residence to former Gurkha families. &nbsp; The estimated 50,000 Nepalis with families in Hong Kong and their families in Nepal are often the ones who fly frequently back and forth between the two places.&nbsp; Yet even as Nepalis begin to travel for leisure beyond Nepal’s borders to popular destinations like Bangkok, Bali and beyond, their presence in Hong Kong as tourists has so far been negligible. One of the reasons is that Nepalis who want to travel to Hong Kong for leisure must apply for a visit visa which could take between three to six weeks to process. Nepalis taking connecting flights via Hong Kong also require a transit visa except for those traveling to the US, Canada, Australia, New Zealand, Japan, Korea, the UK, and Europe.&nbsp; Cathay Pacific, as Hong Kong’s largest carrier, says it is seeking to attract more Nepali travellers -- both those with Hong Kong as a tourism destination as well as transit passengers flying on to the US, Canada, Japan, or Korea.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20240124110120_1c0136ce024757d83c204b49f39756aa441c28038e6f9b673944a80e0398c155.jpg" data-media-id="editor_0" data-image-id="20240124110120_1c0136ce024757d83c204b49f39756aa441c28038e6f9b673944a80e0398c155" data-rendition-name="original" width="2016" height="980" loading="lazy" alt="Cathay Pacific"> <figcaption>Photo: CATHAY PACIFIC </figcaption> </figure>  “Hong Kong’s strategic geographical location means Hong Kong International Airport is a gateway to other Asian destinations, including other cities of the Greater Bay Area, the Chinese Mainland, Japan, and Korea. She adds: “Outbound travel from Nepal has been witnessing an increasing trend recording over 90% bookings in 2023 as Nepalis seek to explore different countries to experience local culture, cuisine, meet new people, and delve into the unique opportunities and experiences each destination provides. We also cater to a significant number of Nepali students travelling to Australia, Japan, the USA, and Canada, and their families.” Cathay Pacific currently offers four flights per week from Kathmandu to Hong Kong, with the red-eye flight departing before midnight and arriving in the territory conveniently at 6AM local time after a four-and-half hour flight.&nbsp; On a recent December night at Kathmandu Airport, the journey from the unheated ramp bus to the Cathay Pacific Airbus A330 is short but freezing. Stepping into the aircraft offers welcome, warm relief. Once passengers stow away their luggage and settle down, the cabin crew begins to hand out immigration slips for them to present at Hong Kong airport once they land. &nbsp; In the Premium Economy cabin, a Nepali father whose young son speaks to him in English helps his child fill out the Hong Kong arrival form. Today, its aircraft offer the largest entertainment library among the region's airlines, and it received the Skytrax World’s Best Inflight Entertainment award in 2023. Cathay’s inflight dining features a range of Cantonese as well as international dishes suited to the Nepali palate.&nbsp; Apart from Economy, Cathay's A330s on the Kathmandu route also have the Premium Economy cabin which offers priority boarding, and once inside the aircraft, expanded seating, legroom as well as working, dining and storage space. Effective from 3 April 2024, Cathay will increase its flights to five per week from Kathmandu to Hong Kong. Presently, there are four flights a week by 317 seater Airbus A330. Since the flight from Kathmandu lands in Hong Kong early in the morning and most hotel check-ins begin only in the afternoon, visitors can begin exploring the city right after they land as they wait for their accommodations to be ready. &nbsp;Options include the mandatory Peak Tram to Victoria Peak &nbsp;for a panorama view of the Victoria Harbour. &nbsp;Nearby, the Hong Kong Botanical Garden in the heart of the city’s business district is the world’s oldest in the region. Lantau Island is another destination, and visitors can take the Ngong Ping 360 ropeway to see the Tian Tan Buddha, a 34m tall bronze statue of the Buddha. With its vibrant multi-ethnic population, Kowloon is also where most of Hong Kong’s Nepali population live and work, specifically in the Jordan neighbourhood which has Nepali restaurants, jewellery shops, and other businesses.&nbsp; For shopping, Mong Kok in Kowloon might be the best fit, with its lower priced shopping areas and bustling night markets.&nbsp; The flight back to Kathmandu departs more conveniently in the evening, and those who want to splurge can upgrade to &nbsp;Cathay Pacific’s Business Class which gives them access to three lounges at the Hong Kong International Airport—The Pier, which is the largest, The Deck, and The Wing. The noodle bar in all three lounges offer regional and Asian food and is particularly popular.&nbsp;

Hong Kong is happening

Photo: UPASANA KHADKA</figcaption></figure>Digital vaccine certificates were supposed to <a href="https://www.nepalitimes.com/latest/too-early-for-nepal-to-let-its-guard-down/" target="_blank" rel="noopener noreferrer">help control the pandemic</a> if properly implemented with the vaccination drive gaining pace. But the government’s designated website for QR vaccine certificates crashed before it even took off. Due to the high demand for the <a href="https://www.nepalitimes.com/banner/behind-the-masks/" target="_blank" rel="noopener noreferrer">QR coded certificates</a>, the system was overloaded this week, leading applicants confused about the next steps, especially as the cell phone number listed for further information has been unreachable indefinitely. The Covid-19 hotline operators were also unsure about who to reach out to. The site is now working but users are still finding it diffiult to submit their application.The ministry’s notice also states that in the case interested individuals are unable to apply for online post registration, they can visit National Ayurveda Research and Training Centre in Kirtipur with necessary documents for the in-person application.Required documents include original and a photocopy of passport, original and a photocopy of vaccination card, a recent passport sized photo, and an application form which can be downloaded at <a href="http://vaccine.mohp.gov.np/public-request-from">vaccine.mohp.gov.np/public-request-from</a> or available at the centre. Vaccine coverage worldwide now averages at 34.5% for the fully inoculated, even as the uptake between rich and poor countries <a href="https://www.nepalitimes.com/opinion/giving-all-nepalis-a-shot-at-the-covid-vaccine/" target="_blank" rel="noopener noreferrer">differs vastly</a>. And digital vaccine certificates have become the new passports for international travel.  <img width="640" height="640" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161124/636d17d89c7e80680e0ac78bjpeg.jpg" alt="">Nepal started issuing QR coded vaccine certification because migrant workers queued up all night and day back in July for just rubber-stamped papers to certify that they have been vaccinated. But the letter did not have a digitally-registered QR code, and hence risked being invalid in destination countries.The Health Ministry then set up an online application with photo, ID, vaccination card and a self-declaration form for a scannable digital vaccine certificate accessible with encrypted link and QR code acceptable internationally.WHO Nepal provided technical assistance including training, design and development of the ministry’s software system and IT equipment, and electronic vaccination registration system.

Photo: AMBASSADOR HOU YANQI/TWITTER</figcaption></figure>When Nepal launched its Visit Nepal 2020 campaign to double its visitor arrivals to 2 million last year, much of the hope was pinned on <a href="https://www.nepalitimes.com/banner/chinese-tourist-influx-to-nepal-in-2020/">increasing the volume of tourists from China</a> and India.  Chinese Ambassador Hou Yanqi <a href="https://www.nepalitimes.com/banner/chinese-tourist-influx-to-nepal-in-2020/">posted pictures of herself</a> on social media on New Year’s eve 31 December 2019 to promote Nepal among outbound tourists from China. Nepal Tourism Board (NTB) recruited famous actress Xu Qing to be its Goodwill Ambassador to promote Visit Nepal Year in China.Nearly 200,000 <a href="https://archive.nepalitimes.com/article/nation/number-of-Chinese-tourists-growing-in-nepal,1917">Chinese tourists</a> visited Nepal in 2019 after free visas were announced, and NTB was hoping to at least double that figure in 2020. Tourists from China had already started streaming in over the Chinese new year holiday last year when the pandemic struck.Almost exactly one year ago on 23 March, Nepal went into lockdown and the tourists had to be quickly <a href="https://www.nepalitimes.com/latest/10000-tourists-stuck-in-nepal-being-evacuated/">evacuated on repatriation flights</a>. The numbers plummeted to zero between March to September of 2020.Arrivals have only started picking up. Of the 18,000 tourist visas issued at Kathmandu airport in January-February this year, the Department of Immigration says only 2,585 were for Chinese nationals. <figure><img width="1226" height="773" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd8769c7e80680e092e43jpeg.jpg" alt=""><figcaption> </figcaption></figure>This was less than 5% of the arrivals for the same two months in 2019, and many of them were traders and workers on Chinese projects and not strictly ‘tourists’.  In the short term, the hope for Nepal’s tourism industry <a href="https://www.nepalitimes.com/here-now/nepal-should-now-allow-visa-on-arrival/">hinges on how effective vaccination passes become</a>. In an optimistic scenario, rapid vaccination campaigns in China and India, and their travel bubbles could allow some tourists to venture to Nepal on holiday. Nepal as a destination <a href="https://www.nepalitimes.com/latest/china-social-media-erupts-on-everest-news/">got a lot of nationwide publicity in China</a> last year with the join announcement of the <a href="https://www.nepalitimes.com/banner/nepal-china-re-measure-height-of-mt-everest/">newly calculated height of Mt Everest.</a>On March 9, <a href="https://www.reuters.com/article/us-health-coronavirus-china-certificates-idUSKBN2B10LO">China became the first country to launch</a> a digital Covid-19 vaccination certificate for Chinese citizens planning cross-border travels. It shows details of inoculation and antibody tests through a QR code on a WeChat app. Although these are now in widespread use in the mainland for visits to restaurants, and domestic travel by train and plane, there is not yet an accepted international standard for vaccine passes. <img width="640" height="797" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd8789c7e80680e092e44jpeg.jpg" alt="">Besides, Beijing has continued its ban on outbound tour groups, and this limits Nepal’s ability to attract tourists from China, with or without vaccine passports. Several southeast Asian countries like Singapore, Thailand and Malaysia that depend on Chinese tourism are trying to set up a travel bubble with China. The Thai authorities are trying to open up the country by July to Chinese tourists, and if that happens they expect 8 million tourists by the end of the year. <img width="640" height="507" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd87b9c7e80680e092e45jpeg.jpg" alt="">Chinese officials have said that they will be talking to countries around the world about accepting the country’s vaccine passport, and it is expected that some of the 40 countries that have so far imported or used Chinese-made Sinopharm or Sinovac vaccines may be the first to do so.China has increased its gift of Sinopharm vaccines to Nepal from 500,000 to 800,000. Health Ministry Hridayesh Tripathi told Nagarik newspaper in Kathmandu on Sunday that the delay was due to the fact that Nepal needed to arrange a charter flight to bring the doses from Beijing to Kathmandu.     However, any substantial change in Chinese tourist arrivals will likely only occur in the fall of 2021, if it happens at all. According to <a href="https://www.globaltimes.cn/page/202103/1217110.shtml">Chinese media</a>, only 40% of eligible Chinese citizens will be vaccinated by the end of June, with this number creeping up to 64% by the end of the year.This means it is unlikely for Chinese restrictions on outbound travel to lift until the late summer or early fall of this year. While the outlook for this year’s tourist season is bleak, there is hope that next year will provide some relief. Once tourists can provide information on their inoculation status, restrictions on arrivals and quarantines can be lifted, facilitating greater numbers of tourist arrivals into countries like Nepal.With this in mind, <a href="https://www.nepalitimes.com/latest/nepal-tourism-may-take-5-years-to-recover/">it is highly unlikely that Nepal will see a return to numbers</a> like the estimated <a href="https://www.nepalitimes.com/latest/nepal-tourism-may-take-5-years-to-recover/">1.2 million tourists</a> that visited the country in 2019 this year or next. This reflects a global trend.Some experts project that global long-haul travel will not properly resume until 2023 or 2024, which may be too long for many industries to survive. While the Nepali government had boldly targeted the arrival of 2 million tourists to Nepal in 2020, it could be several more years before this can be attained. <figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111152/636cd87e9c7e80680e092e46jpeg.jpg" alt=""><figcaption> </figcaption></figure>The start of the spring trekking season is usually a goldmine for Nepal’s tourist industry. In a normal year, Nepal earns up to $700 million from the tourist industry which provides direct employment to 1 million people.With the Covid-19 pandemic halting travel worldwide, Nepal’s once-resilient tourism industry faces an anxious wait for the return of some semblance of normalcy. Yet, even with growing rates of vaccinations worldwide, Nepal’s full-reopening to foreign tourists hinges on a complex web of factors.One concerns arrival restrictions. While the Nepali government <a href="https://www.nepalitimes.com/banner/call-to-ease-entry-of-tourists-to-nepal/">eased restrictions</a> on foreign visits last December, various visitor requirements still deter many. Foreigners are allowed to fly to Nepal, but require a visa from an embassy abroad before being allowed in.Similarly, visitors are required to show proof of a reservation at a designated hotel for a one-week quarantine, which may be 10 days if travelers are arriving from countries with new virus strains. Yet, even with Nepal’s Covid-19 cases declining to <a href="https://www.nepalitimes.com/here-now/why-nepals-covid-19-figures-are-deceptive/">low levels</a>, these regulations help provide an added layer of security to protect the country from infected visitors.Another involves vaccination rates in Nepal and abroad. As one of the first countries in the region to initiate a <a href="https://www.nepalitimes.com/latest/nepal-braces-for-new-wave-with-vaccine-drive/">rapid vaccination</a> program, Nepal hopes to expand on its inoculation drive to include the bulk of its population, not just frontline workers and medical staff.

When will Chinese tourists return to Nepal?

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
