<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057cf9c7e80680e0ce173jpeg.jpg" alt="" width="4032" height="3024"/><figcaption>All photos: ASHISH DHAKAL</figcaption></figure>During the day, beams of sunlight push in obliquely through the glass windows at Galley Mcube in Lalitpur, dividing the white walls in angles of coolness and warmth in a mysterious harmony. This mystery is heightened this month by the paintings by two Japanese artists, Izumi Tanabe and Hideo Iida, that hang on the walls, adding an alluring array of colours and texture to the open gallery.Collectively titled ‘Crossing Nepal-Japan’, the two solo exhibitions focus on the confluence of cultures in a shared space, through explorations of nature, body, space and time. Visitors are absorbed in the polyphonic ripples of abstract expressions. This is the third time the artists are in Kathmandu to show their works, the most recent exhibition was in 2019 at Mcube.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057d39c7e80680e0ce174jpeg.jpg" alt="" width="3024" height="4032">Izumi’s soft oil paint on canvas (pictured above and below) decorate the walls upstairs, titled the ‘Hanabi’ series. The 20 paintings give the viewer an image of shifting colours as eyes adjust and readjust to the changing scheme of light in the room. One of the paintings shows a cluster of branches billowing in the wind, against a blue, watercolour sky. The wintery look is balanced by the earthy tones that lightly drape the canvas.Next to it is its sibling: branches, or perhaps roots upside down, that progressively diffuse upwards in a stream of blue in many shades. Nature is prominent here, with paintings that represent solitary, strong trees against an exploding dawn, or reflected on pools of water.The landscape is reminiscent of Nepali countryside, at various turns of seasons. One painting looks like hills amidst a thick layer of mist seen through a green lens, while several canvases share a crumpled and knotted motif -- like bedsheets early in the morning. The angles and the movements remind one of sleeping or dancing bodies, and are hypnotic and sacred, delicate and at once enduring.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057d69c7e80680e0ce175jpeg.jpg" alt="" width="4032" height="3024">To Izumi, the inspiration comes from the mountains and the rice paddies that she visited during her childhood in Japan. ‘I remember those days,’ she writes. ‘I saw [the women] standing and walking, leaning into the wind. They were the ones I looked up to.’The transience and strength of the women Izume saw and met as a child in the fields and in nature, in the decaying trees had a startling impact on her imagination, prompting her to want to draw the images standing with dignity, surrounded by greenery. To a Nepali audience, this strikes a familiar note. All worldly condiments are pared off to reveal the pure objective expression in a dance of light and shadow, drawing attention to the arduous journey of women for survival, expression and freedom.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057da9c7e80680e0ce176jpeg.jpg" alt="" width="4032" height="3024">Hiedo’s acrylic paints (pictured above and below) are not so different in their pursuits, even though they may at first glance appear as if looking outwards and away into an entirely new dimension. While Izumi’s work is characterised by a sweeping subtlety, Hideo’s paintings are more intense in their use of colours.Space is central to Hideo’s works, and two paintings immediately strike one as being images of the earth, with clouds breezing past, as the deep blue sea below steals glances through them. Impressions of gridlines emphasise the space, with the margins and gaps appearing like longitudes and latitudes.The search for space began for Hideo during his college years when he took interest in the structure of conch shells. Writes Hideo: ‘I have expressed the depth and time of the space by sliding the line extending radially from the shape of the center … so that the layer overlaps the layer downward.’<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022120710124/639057de9c7e80680e0ce177jpeg.jpg" alt="" width="3024" height="4032">Silver washes over in the paintings, creating a dazzling layer that works well with the gold and green surface, adding to the otherworldliness. But on second look, one wonders whether the viewer is really looking outwards exclusively, or really into the caverns of one’s own self.Both Izumi’s and Hideo’s works are spiritual in their essence. While they may be difficult to understand at once, they invite the viewer to return for a second look, and then a third and so on. The myriad of colours harmonise to reveal worlds that are familiar and foreign simultaneously, and relatable. In future, could Khotang become the name for the world’s purest peanut butter?An up-and-coming business venture led by a Japanese social entrepreneur is set to put this outlying Himalayan district in eastern Nepal on the world map for its premium natural peanut butter.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d3f9c7e80680e0af3a1jpeg.jpg" alt="" width="1125" height="1500">Kotobuki Naka’s plan to turn Durchim of Halesi Municipality in <a href="https://www.nepalitimes.com/latest/nepals-local-governments-lead-from-the-front/" target="_blank" rel="noopener noreferrer">Khotang district</a> into the world’s peanut butter capital is picking up again after being stalled by the Covid crisis. She is now back to get the farmers she trained and the factory she established up and running.Naka (pictured, left) used to work with a Japanese IoT (Internet of Things) company that used to support  charity work among <a href="https://www.nepalitimes.com/banner/nearly-half-of-nepali-children-still-malnourished/" target="_blank" rel="noopener noreferrer">children</a> in Khotang. On her first visit, she undertook the tumultuous 15-hour drive from Kathmandu to Khotang along rough mountains roads to meet farmers.She found that peanut was the main cash crop in southern Khotang, but crop failure due to drier than usual weather was forcing men to migrate to India and the Gulf for work.“I was trying to find a more sustainable way to improve the lives of children, and concluded that the best way to go about that was to make their parents more economically capable, rather than just giving handouts,” says Naka.https://youtu.be/H-QVCYBQy90Three years ago, she met a farmer who told her he did not want to migrate but continue farming if there was a way to make a living from it. This had a profound effect on Naka, who went on to establish <a href="https://www.sanchai-inc.com/en" target="_blank" rel="noopener noreferrer">Sanchai Inc</a> impart training in organic farming to make peanut butter, so they did not have to migrate.During their extensive research, Naka with her colleague Sabita Maharjan of Bipana Inc learned that Khotang locals grew two types of peanuts: the smaller, tastier local variety for their own consumption, and a larger hybrid peanut to be sold to middlemen at low rates. What was left, they fed to livestock.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d429c7e80680e0af3a2jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>“Till that point, I knew nothing about making peanut butter, but I had to convince my boss in Japan,” Naka recalls, “I told him it was for people in Nepal, not to earn a profit.”She then visited peanut experts in Japan and got a famous Japanese recipe before her next visit to Khotang with basic equipment to test-make a peanut butter sample. Everyone back in Japan agreed that the smaller local peanut variety gave the best <a href="http://archive.nepalitimes.com/news.php?id=15952#.YbIN9C2B2fQ" target="_blank" rel="noopener noreferrer">peanut butter</a> they had ever tasted.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d459c7e80680e0af3a3jpeg.jpg" alt="" width="655" height="431"><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d469c7e80680e0af3a4jpeg.jpg" alt="" width="1417" height="949"><figcaption> </figcaption></figure>“We were amazed how good it was. I was convinced we could train local people to make it and set up a company,” adds Naka, who had to first get used to a place without electricity. Luckily, the village got power just before the factory opened.“As a Japanese, it took me time to get used to the lack of punctuality here,” laughs Naka.The farmers who showed up were all <a href="https://www.nepalitimes.com/editorial/women-and-water/" target="_blank" rel="noopener noreferrer">women</a> because most of the men had migrated. Unintentionally, the peanut enterprise also became a tool for women empowerment.Naka and her team trained 60 households to produce organically-grown peanuts which the company bought for a higher price than middlemen, benefiting 300 farmers.“Our whole idea was to raise living standards sustainably, by providing skills and not just handing out money,” explains Naka.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d499c7e80680e0af3a5jpeg.jpg" alt="" width="1417" height="945"><figcaption> </figcaption></figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161148/636d1d4c9c7e80680e0af3a6jpeg.jpg" alt="" width="266" height="797">Next, they trained their staff of 10 women to make peanut butter in a few crucial steps:<ul><li>Select undamaged peanuts manually</li> <li>Remove outer shell of selected peanuts</li> <li>Carefully roast the peanuts</li> <li>Clean and break each peanut into two halves</li> <li>Peanuts go through another round of selection</li> <li>Peanuts go for mixing</li></ul>Quality control is paramount for the export market, and this is meticulously maintained with superior raw material and processing that retains the unique taste and texture of the butter from Khotang peanuts as well as a protein level of 1.3% -- higher than any other similar product.Naka, 43, grew up in Fukuoka, learning the basics of business from her father who owned a chain of beauty salons. She moved to Tokyo as a researcher for the IoT company. After three years, Naka opened Sanchai Inc in December 2017, and export of Khotang peanut butter started a year later.Distribution within Nepal at Le Sherpa Farmers’ Market, Local Project Nepal, Himgiri Organic Farm have resumed after the pandemic. Japan now accounts for 90% of sales, and there is also budding interest from companies for the Singapore, Europe and the United States markets.“When I tell people the story behind the product, they get excited and are even more interested in buying it. I try to inspire in them the feeling of giving and helping people in rural Nepal,” says Naka.“Ours was one small effort, but it gave women in Khotang a platform to perform, their families' living standard rose, and they have now become leaders.”

Made in Nepal peanut butter in Japan

That means the Tokyo Olympic Games (23 July-8 August) will be subject to strict limits on spectators for large events.The new restrictions doubtless come as a disappointment to Japanese Prime Minister Yoshihide Suga, who has been eager to showcase <a href="https://www.nepalitimes.com/banner/eyes-on-the-prize/" target="_blank" rel="noopener noreferrer">the Games</a> as a symbol of Japan’s ability to overcome the difficulties it has faced since the 2011 earthquake and Fukushima nuclear disaster.There now will be no roaring cheers at any of the races or other larger competitions. The festive mood in Tokyo has quickly evaporated, as has any hope of a boost to the local economy.True, a state of emergency in Japan is much softer than the lockdowns imposed in many Western countries over the past 16 months. People can still carry on with an almost-normal life of shopping and eating out, albeit with more restrictions on restaurants and large retailers’ hours of operation. But this is the fourth declaration of a pandemic state of emergency in Tokyo since April 2020, and restrictions on serving alcohol in restaurants have been added since the last one, because loud conversations without masks are a suspected source for Covid-19 cluster spreading.Although Suga’s government has “requested” that people eschew unnecessary travel and <a href="https://www.nepalitimes.com/opinion/home-work-during-the-lockdown/" target="_blank" rel="noopener noreferrer">work from home</a> during the state of emergency, this admonition proved to be effective only during the first emergency in April-May 2020. Since then, the government has tried different approaches.Last autumn, for example, it actually encouraged people to travel by offering subsidies to stimulate the tourism industry. But, following a big surge of infections toward the end of 2020, a second state of emergency was imposed, from 8 January until 21 March, and that was soon followed a third, from 25 April to 20 June.These stop-and-go emergency declarations indicate either a lack of will or an inability to learn from previous episodes. The Japanese experience thus stands in stark contrast with that of New York, which was regarded as a <a href="https://www.nepalitimes.com/here-now/himalayan-new-yorkers-tell-stories-of-covid-19/" target="_blank" rel="noopener noreferrer">global epicentre</a> of infections back in the spring of 2020. After maintaining an extended semi-lockdown, it was able to reopen gradually this year without backtracking.Not surprisingly, the Japanese public has become increasingly critical of the government for its inability to forecast and control infections, and there is growing frustration with the slow pace of the country’s vaccination rollout. The critics are right: the vaccination rate in Japan <a href="https://ourworldindata.org/covid-vaccinations?country=OWID_WRL" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://ourworldindata.org/covid-vaccinations?country%3DOWID_WRL&amp;source=gmail&amp;ust=1627020210330000&amp;usg=AFQjCNFmg286Lmwq0AL9uiJzd22dpCLocQ">lags far behind</a> most other advanced economies.As of 11 July, Japan was <a href="https://www.nepalitimes.com/opinion/global-solidarity-needs-intensive-care-in-pandemic-battle/" target="_blank" rel="noopener noreferrer">administering doses</a> at a rate of 49 for every 100 people, compared to 90 in France, 98 in Germany, 100 in the United States, and 119 in the United Kingdom. With television and YouTube images now showing the cheerful return to mask-free normal life in New York and other cities, many Japanese are envious.But the Japanese public has been divided between those demanding a cancellation of the entire Olympic-Paralympic Games and those (particularly in the restaurant business) objecting to strong restrictions on social and economic activities.Obviously, the government cannot satisfy both sides at once, so it has settled on the narrow middle path of holding the games without spectators.On the economic front, overall consumption has been dampened this year by the intermittent surges of infections in Tokyo and the stop-and-go emergency declarations. In April-June of this year, the <a href="https://www.marketwatch.com/investing/index/nik?countrycode=jp" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.marketwatch.com/investing/index/nik?countrycode%3Djp&amp;source=gmail&amp;ust=1627020210330000&amp;usg=AFQjCNGFY7O2kwTl3nBu96sAr_yAlfG8qw">Nikkei 225</a> performed worse than any other major advanced-economy stock index.Given that a weak economy is always politically damaging to the ruling party, Suga is under immense pressure to achieve a strong reopening and recovery.But to have resumed the full range of economic activities, and ensure that the Games would be a festive affair, new infections needed to remain low. The only way to do that was to roll out vaccinations early and rapidly, as happened in New York.Although procurement has been accelerating, Japan was late to secure vaccines, and Japanese authorities have now <a href="https://www.japantimes.co.jp/news/2021/07/07/national/taro-kono-moderna-vaccines/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.japantimes.co.jp/news/2021/07/07/national/taro-kono-moderna-vaccines/&amp;source=gmail&amp;ust=1627020210330000&amp;usg=AFQjCNEPQhJ0vK9pSn34sTtlOe3EK6nhvg">revealed</a> that as of the end of June, the country had received only 13.7 million of an expected 40 million Moderna vaccine doses.Whatever happens this summer, Suga will face a party leadership election in September, and then a general election before the end of the full term in October. Japan’s political games begin

Denmark announces 250,000 AstraZeneca doses to Bhutan. Japan pledges surplus AZ vaccines to Sri Lanka and the Pacific Islands.Nepal is never in the news, even though <a href="https://www.nepalitimes.com/here-now/lonely-wait-of-nepals-elderly-for-2nd-doses/" target="_blank" rel="noopener noreferrer">1.4 million people still wait for their second doses</a> of Covishield AZ vaccines and another 20 million people need to be inoculated before a possible third wave this year. So far, Nepal has only been gifted or bought vaccines from India, China or the COVAX initiative. It has not even got 1 million vaccines from Serum Institute India that it paid for, and <a href="https://www.nepalitimes.com/editorial/no-vax-ask-for-mask/" target="_blank" rel="noopener noreferrer">all other promises from western countries were never kept</a>.  Nepal’s vaccine diplomacy has failed miserably. And the only silver lining is that there are four million doses of the Chinese Sinopharm VeroCell starting next week to immediately inoculate its above 55 population.Nepal is still recording an excess of 2,000 new cases a day and is seeing a slight daily increase following the <a href="https://www.nepalitimes.com/banner/kathmandu-covid-19-lockdown-relaxed/" target="_blank" rel="noopener noreferrer">relaxation in travel restrictions</a>. Everyone, the public and the government, seem to have forgotten that the real peak during the first wave last year took place only after the lockdown was eased.“The third wave is already on its way, our figures are going up and we must assume we will be hit by new variants,” says Buddha Basnyat, a physician at Patan Academy of Health Sciences (PAHS). “We must vaccinate as many people as quickly as possible, if not we will get more difficult variants that are potentially resistant to the vaccines.”In other news, the Oxford Vaccine Group which developed the AstraZeneca (AZ) vaccine has found that administering two doses 44-45 weeks produced the highest antibody boost. This news, announced by <a href="https://www.nepalitimes.com/opinion/im-sad-vaccines-are-delayed-in-nepal/" target="_blank" rel="noopener noreferrer">Andrew Pollard</a>, one of the developers of the AZ, is glad tidings for countries like Nepal where people above 65 are waiting for their second doses.Pollard said antibody levels remained elevated for close to a year with <a href="https://www.thehindu.com/sci-tech/health/ten-month-gap-between-astrazeneca-doses-sees-highest-antibody-boost-oxford-study/article35019890.ece" target="_blank" rel="noopener noreferrer">a ten-month gap between AZ doses</a>, as well as antibody levels twice that after the second dose among volunteers who were administered a third booster dose, pointing to a long-term, possibly life long immunity, also against variants.“This is great news for the elderly, many of whom are panicking, unable to get their second dose in the recommended time frame. The additional time the study has afforded us shouldn’t lead to complacency in our effort to procure vaccines,” says Sher Bahadur Pun, an epidemiologist at Sukraraj Tropical and Infectious Disease Hospital. <figure><img width="950" height="633" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d05fe9c7e80680e0a5f3bjpeg.jpg" alt=""><figcaption> </figcaption></figure>Norway, Czech Republic and Denmark have unused AZ shots they want to donate to Nepal, but have been forced to go through <a href="https://www.nepalitimes.com/opinion/hope-hyperbole-and-hypocrisy-of-covax/" target="_blank" rel="noopener noreferrer">COVAX, which is unlikely to deliver</a> the doses before the end of 2021.On 1 July, Denmark announced that it would donate 250,000 vaccines to Bhutan. However, it is understood that these grants still need to be facilitated by the EU. Also in the news this week is the result of a new modelling study published in the European Centre for Disease Prevention and Control’s medical journal Eurosurveillance that further strengthens the link between <a href="https://www.nepalitimes.com/banner/despite-doubts-nepal-sticks-with-astrazeneca-jabs/" target="_blank" rel="noopener noreferrer">AZ vaccines and a rare blood clot</a>.The study models four months of a vaccine distribution strategy in France from May 2021 and concludes that using AZ on the entire adult population would avert 10 deaths from Covid among 18-39-year-olds. However, it would be associated with 21 deaths from blood clots in the same age group over the same time period. In other words, <a href="https://www.irishexaminer.com/news/arid-40328123.html?type=amp" target="_blank" rel="noopener noreferrer">clot risk to younger people from the AZ vaccine</a> is twice as high as Covid death risk. But public health experts in Nepal maintain that the benefit of mass vaccination still far outweighs the risk. “Similar studies in the context of the South Asian population are needed but as it is, transmission risk of Covid is much higher than the individual risk of blood clots here,” says epidemiologist Lhamo Yangchen Sherpa.Buddha Basnyat of PAHS concurs: “The UK with over half of its population fully vaccinated is now being hit by the <a href="https://www.nepalitimes.com/latest/covids-regional-threat-needs-regional-response/" target="_blank" rel="noopener noreferrer">delta variant</a>, although it has been largely spared from severity due to the mass inoculation. Nepal being mostly unvaccinated is unprotected both from transmission and severity. This should show us where our priority should lie.”The European Centre for Disease Prevention and Control finding about clot risk therefore could indirectly be a blessing in disguise for countries like Nepal by further freeing up AZ stockpiles in Europe, as well as Korea and Japan.Even so, blood clot risk has prompted leaders including Germany’s Angela Markel to opt for Moderna as a booster shot to her first dose of AZ jab.Several EU nations including Germany have said mix-and-match doses are safe for Covid prevention, which according to new findings also point to <a href="https://www.bbc.com/news/health-57636356" target="_blank" rel="noopener noreferrer">a better immune response</a>. This could also offer much-needed flexibility when vaccine supplies are uneven or limited.“We need to introduce mixing and matching also in Nepal in the face of more virulent delta variants, particularly for the elderly who are at the higher risk of developing severity from an infection, instead of waiting endlessly for Covishield,” says Basnyat.At a time when Nepal is yet to recover from a <a href="https://www.nepalitimes.com/banner/the-real-cost-of-nepals-second-wave/" target="_blank" rel="noopener noreferrer">devastating second surge</a>, only an equitable vaccination strategy will prevent an even more deadly third wave. But a mere 2.6% of Nepal’s population has been fully vaccinated, and less than 9% has received a single dose of either Covishield or VeroCell shots.  <figure><img width="1594" height="898" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111015118/636d06009c7e80680e0a5f3cjpeg.jpg" alt=""><figcaption> </figcaption></figure>And even the doses are unevenly distributed within the country. More than half the first dose of VeroCell was distributed in Bagmati province, according to the government’s own figures. Moreover, 97% of the booster jabs of VeroCell were used only in Bagmati Province. “We are seeing a similar kind of disparity in vaccination that we saw in testing, concentrated in urban centres and in particular Kathmandu,” notes epidemiologist Lhamo Yanghen Sherpa. “The excuse for using most of the doses in Kathmandu is that people elsewhere refused to inoculate. If that’s the case what is the government and others doing to dispel vaccine myths?” Virologist Sher Bahadur Pun says the government should immediately deploy its 60,000 or so <a href="https://www.nepalitimes.com/latest/enlisting-female-health-volunteers-to-fight-covid-19/" target="_blank" rel="noopener noreferrer">female community volunteers</a> and healthcare workers who have historically done such effective work in non-Covid childhood vaccination drives.He adds, “They are spread across the country and are best placed to communicate the significance of vaccines and increase vaccination uptakes at  local levels.”

Vaccines too little, too late for Nepal?

<figure><img width="1500" height="1000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022111011114/636cccdf9c7e80680e08bc46jpeg.jpg" alt=""/><figcaption>Photo: WFP NEPAL</figcaption></figure>The Government of Japan is to provide assistance worth $3.47 million to the <a href="https://www.nepalitimes.com/banner/grow-nourish-sustain-together-world-food-day/" target="_blank" rel="noopener noreferrer">United Nations World Food Programme</a> (WFP) Nepal, to support families worst-hit by the loss of income because of the Covid pandemic. The Mother and Child Health and Nutrition Programme will fund projects in five districts of Provinces 1 and 2.
The support is in the long line of the Japanese government’s continued assistance to Nepal to improve the health and nutrition of young mothers and children. Outgoing Japanese Ambassador to Nepal Saigo Masamichi and WFP Nepal Country Representative Susan Jane Pearce signed the grant agreement. 
“This partnership between the Japanese Government, the Government of Nepal, and WFP has the potential to improve the health and nutrition of 19,000 <a href="https://www.nepalitimes.com/latest/the-lost-covid-generation/" target="_blank" rel="noopener noreferrer">children</a> aged 6 to 23 months and 49,700 pregnant and breastfeeding mothers through specialised nutritious food. Community Food Banks equipped with food storage facilities will be set up targeting 25,000 households,” said Masamichi during the signing event.
Jhapa, Morang, Sunsari, Saptari and Siraha districts, prone to annual flash floods and landslides made worse by the climate crisis, are the core project areas. The assistance will also help populations whose livelihood was disrupted by the Covid-19 lockdowns and the economic collapse, mainly in rural locations where agriculture is the primary source of income for families.
A series of surveys by UNICEF Nepal and Sharecast Initiative last year concluded that <a href="https://www.nepalitimes.com/editorial/pandemic-of-poverty/" target="_blank" rel="noopener noreferrer">42% of households in Nepal have no income</a> as an impact of the pandemic. The study also showed that another 19% families have a monthly income of less than NRs10,000.
A separate study by the Ministry of Agriculture showed that nearly <a href="https://www.nepalitimes.com/latest/nepalis-eating-less-due-to-lockdown-hardships/" target="_blank" rel="noopener noreferrer">a quarter of families in Nepal are eating less</a>, and 6% had run out of food following the coronavirus crisis. Province 2 is among the most vulnerable of the districts suffering the impact.
The grant will further boost the ability of 2,500 government officials and health specialists to support health and nutrition services during pregnancy and childbirth, monitor child growth, and provide nutrition counselling at 100 municipal health facilities.
Says Susan Jane Pearce of WFP Nepal: “Covid-19 has had severe impacts. By supporting the production and consumption of locally available and traditionally consumed nutritious food and through shock-responsive community food banks, we hope that this project will increase dietary diversity among the poor and food insecure households and build community resilience to climatic shocks.”

Japan to assist Nepali mothers and children

PHOTO: PRAKASH PARAJULI</figcaption></figure>On 21 December 2020, Prakash Parajuli was waiting at the Tribhuvan International Airport to board his flight to Japan. He had secured necessary paperwork for his job there as a caregiver, and was in high spirits at the prospect of starting anew despite the pandemic.Parajuli is employed under the <a href="https://www.nepalitimes.com/opinion/the-future-is-older/" target="_blank" rel="noopener noreferrer">Japan Government’s Specified Skilled Worker</a> (SSW) residence status. “This is a result of a lot of hard work and patience. For many months, I focused entirely on studying for the Japanese language test,” Parajuli told Nepali Times before he boarded his plane.After working in Qatar for two years as a cashier with a monthly income of around Rs40,000, he had come home and started looking for fresh migration opportunities. Now, he is set to earn around Rs145,000, excluding overtime and bonuses. “I plan to work very hard and hope to stay long-term in Japan,” he says.In March 2019, the governments of Nepal and Japan signed a memorandum of cooperation for the SSW residence program. The SSW1 category of the program allows workers to remain in Japan for a maximum of five years, with workers ensured equality of treatment as well as the ability to change employers within the same sector. There is also a longer-term SSW2 category that allows unlimited visa renewals and dependents. In the next five years, a total of 345,000 workers were to be hired from all SSW partner countries. <img width="200" height="174" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3799c7e80680e08f96cjpeg.jpg" alt="">In addition to the win-win situation that such labour programs afford, by helping 14 sectors address severe worker shortages in super-aging Japan (see figure), it also allows Nepali youth to be gainfully employed at higher earnings in a secure labor market. Nepal had one more reason to be jubilant— it was the second country to sign the agreement with Japan after the Philippines. <figure><img width="1768" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd37a9c7e80680e08f96djpeg.jpg" alt=""><figcaption> </figcaption></figure>But little did we know that almost two years down the road, Parajuli would be just one of the handful of Nepalis who would benefit from this agreement despite the head start.The agreement was a hybrid of the existing agreements Nepal has with other countries: it was neither a purely government-to-government model like that with South Korea or <a href="https://www.nepalitimes.com/here-now/demand-grows-for-nepali-caregivers-in-israel/" target="_blank" rel="noopener noreferrer">Israel</a>, nor did it allow recruiters to play a role like the agreements with Malaysia and select Gulf countries. It was signed under a government-to-business model in which the Nepal Government proposed setting up a Japan Unit at the <a href="https://www.nepalitimes.com/here-now/labour-recruiter-netted-in-sting-raid/" target="_blank" rel="noopener noreferrer">Department of Foreign Employment</a> (DOFE) to oversee all aspects of the SSW implementation.On the Japan side, the government played a more hands-off role and allowed the private sector to participate including employers, recruiters and support organisations. “This mixed modality is creating widespread confusion as there is a misconception that this is a government-to-government modality, while it isn’t,” says Yuzo Yoshioka, Charge d'Affaires, Embassy of Japan in Nepal.This government-to-business model envisioned a proactive government that would take on added responsibilities in lieu of the recruiters via the Japan Unit. It was an attempt to ensure that the flawed technical implementation experiences related to the past programs would not be further exacerbated in this model, forcing workers to pay hefty amounts to land in the destination job market. Especially, noting that the Japanese Government did not want to be involved in the cost issue but trusted the involved employer-worker to mutually agree on such details. This was viewed as risky for Nepal, given the trend of rampant malpractices that worsen with the attractiveness of destination countries.The success of this hybrid model, however, rested on a proactive Japan Unit that imitated the private sector’s strengths in marketing, matching, information sharing and employer engagement. Most recruiters are very good at following up on these details, but these comparative advantages are obscured by the malpractices in the industry, often at the cost of the most vulnerable workers.To be fair, the overall SSW program itself has had a rough start. The number of countries that Japan has signed agreements with has increased over the last two years with the addition of Bangladesh, Sri Lanka, Pakistan, and most recently, India. But deployment has been poor across the board.Started in April 2019, SSW1 visas have only been issued to 8,769 workers (see figure) as of September 2020, which is less than a tenth of the target. Over 60% are from Vietnam, followed by Indonesia and the Philippines. Many of them were already based in Japan under other statuses, who simply changed their residence status to SSW1. For a program that has had a bumpy start, the onset of Covid-19 further derailed progress. <figure><img width="1150" height="784" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd37d9c7e80680e08f96ejpeg.jpg" alt=""><figcaption> </figcaption></figure>Tests have been ongoing for a while now, in various countries including Nepal. While the SSW program covers 14 sectors facing worker shortages, so far, tests have been arranged only for the caregiving sector in Nepal. <a href="http://ac.prometric-jp.com/testlist/ssw/index.html" data-saferedirecturl="https://www.google.com/url?q=http://ac.prometric-jp.com/testlist/ssw/index.html&amp;source=gmail&amp;ust=1611462015510000&amp;usg=AFQjCNEEt1pnPBFBFCtd7JTrgi40Yzql3g">Tests</a> in other sectors like the food industry and agriculture are scheduled for February and March. Japan-based Nepalis have also been taking advantage of the tests administered in Japan to enable them to switch to SSW1status.Hari Sangroula from Universal Training Center shares, “The performance of Nepali students in the exams has improved over time. Initially, there was confusion about the content and exam modality so the learning curve was steep. Performance in care worker skills exams has significantly increased, but students are still struggling with the language exams in which pass rates are relatively lower.”  Unlike in the language exam for <a href="https://www.nepalitimes.com/here-now/dead-end-of-the-korean-dream/" target="_blank" rel="noopener noreferrer">South Korea</a>'s Employment Permit Scheme program where all eligible candidates are allowed to appear for the language exams, the number of test-takers in Japan is limited and conducted multiple times a year. “Earlier, the selection of test-takers was based on a lottery system. Now students are selected on a first-come-first-serve basis online, and it takes just a minute or two for all the available seats to fill-up which can be stressful for aspiring test-takers,” says Sangroula.According to Yoshioka from the Japan Embassy, in the last two fiscal years, 234 Nepalis have passed the technical examination for care workers whereas 207 have passed the language exam. “So, over 200 aspirants are eligible to work as caregivers in Japan and they will have to make the effort to find suitable employment opportunities,” he says.  <figure><img width="1458" height="758" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3809c7e80680e08f96fjpeg.jpg" alt=""><figcaption> </figcaption></figure>And therein lies the confusion, as the Japan Unit at Department of Foreign Employment (DOFE) is still not functional, whereas private sector intermediaries are barred from participating. Both employers and migrants are unfamiliar with the recruitment and employment system in the other country.“There is a Japan Unit at DOFE, but it is not fully functional yet. The directive that will detail the mandate of the Japan Unit, including information dissemination to aspirants, coordination with employers, selection and visa processing support is being finalised at the Labor Ministry,” explains Tika Neupane, Spokesperson at DOFE.There are students who have reached out to DOFE after completing the exams successfully, questioning what to do next and DOFE allowed them to take individual labour approvals. “However, the full implementation of the SSW as per the agreement with Japan Unit taking on a large, more hands-on role has yet to begin. The directive that is being finalised will clarify the implementation details,” Neupane adds.“Only 69 Nepalis are currently under the SSW residential status so far in Japan. But a good majority of <a href="https://archive.nepalitimes.com/article/nation/nepalis-from-chitwan-to-chidoya,4110" target="_blank" rel="noopener noreferrer">Nepalis who were already in Japan</a>, simply switched to the SSW1 residence status from other statuses like technical intern. They are mostly involved in the food industry,” Yoshioko says.In 2019, the Nepal Embassy issued 7 visas for SSW although it is not clear how many among them passed the exams in Nepal versus Japan. More visas have been issued in 2020, but the data has not been made public yet. <figure><img width="1768" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3849c7e80680e08f970jpeg.jpg" alt=""><figcaption> </figcaption></figure>While individual labour approvals are being issued by DOFE, which means a migrant can independently arrange his contract with the employer and would be provided the labor approval by DOFE, it is easier said than done. The employment system is complex to navigate: from job search to obtaining the visa related paperwork, confusion related to language differences, distance and unfamiliarity of contexts and practices prevail.Sujit Shrestha, General Secretary of the Nepal Association of Foreign Employment Agencies (NAFEA), attributes the ongoing delay to finalise the directive to heavy political interference and vested interests. A leaked version of the Directive includes a provision of a ‘third party’ that is registered in Japan and recommended by the Nepal Embassy to facilitate the recruitment of SSW workers, including the evaluation of employers in Japan and demand collection from employers. This has been heavily contested by recruiters in Nepal who are excluded from the agreement and want part of this lucrative corridor.“The leaked directive contradicts the original spirit of the agreement that barred the private sector from participating in the implementation of the SSW program. The Government barred the involvement of recruiters while the Japan Unit hasn’t been able to deliver and even if it is functional, it won’t be able to mobilise at scale. They should have let us do it under defined criteria and monitor our activities closely like other countries. The government should be dealing with the government counterparts of destination countries, and not the private sector,” he says.However, Neupane from DOFE insists that the SSW directive will be as envisaged in the original agreement with a fully functional Japan unit.Pre-pandemic, a survey in 2019 showed that over 61 percent Japanese companies reported not receiving applications to jobs offered (see figure). The Nepal Government dragged its feet in the initial two years after the signing of the agreement. As employers in Japan figure out the nuts and bolts of recruiting under the SSW status and further intensify their cross-border efforts to address their human resource challenges, making the process unnecessarily confusing will work against Nepali aspirants, especially as there are other 12 countries to choose from. Nepalis are already investing time, effort and money to prepare for the exams, with many, as seen in the case of over 200 successful test-takers, who are looking for guidance on being matched with employers in the <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/nepali-caregivers-in-israel,3809" target="_blank" rel="noopener noreferrer">caregiving sector</a>. <figure><img width="1768" height="996" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd3879c7e80680e08f971jpeg.jpg" alt=""><figcaption> </figcaption></figure>Amid the confusions and delays, a few language institutes like Universal and Reiwa have stepped in to intermediate and garnered recognition among aspirants for helping them connect to employers. They explain that they have facilitated the interviews with care centers in <a href="https://www.nepalitimes.com/banner/why-nepalis-are-flocking-to-okinawa/" target="_blank" rel="noopener noreferrer">Japan</a> free of cost to the migrants because but are being compensated by their Japan-based partners. Four SSW workers at various stages of the recruitment and deployment process have confirmed this to Nepali Times. This is encouraging, with the caveat that workers seldom reveal details of service fees paid, in fear of retribution. Data obtained by Universal Training Center from the Japan Foundation shows that, of the couple hundred that have passed both exams, around 96 have gone further with the process and passed interviews, completed paperwork, and received their Certificate of Eligibility (COE), the last step required before they can apply for visas. But there are delays and uncertainty in obtaining visas due to the pandemic. Santosh Neupane who is part of the management of Reiwa Nepal, a language institute that cooperates with Japan based recruiter Dogwood Group, emphasises on a strong partnership between the private sector and the Nepal Government to ensure the SSW implementation. “It is far-fetched to expect employers to carry out all recruitment activities on their own by coordinating with Japan Unit that will not be as involved as the private intermediaries are for nitty-gritty details even if it were to be functional. The added burden may dissuade employers, who will source workers from Philippines or Vietnam, instead,” says Neupane. <figure><img width="720" height="960" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd38a9c7e80680e08f972jpeg.jpg" alt=""><figcaption> </figcaption></figure>While confusion abounds and there is a pressing need for a functional Japan Unit or another alternate to the woeful inaction, the lucky few Nepalis who manage to overcome the odds are thankful for the opportunity.  Binu Gurung, was one of the first and few SSW workers from Nepal who arrived in Japan in November 2020. “I am now in my training period but am getting paid my regular wages. Most of the Japanese I take care of are in their 80s and 90s,” she said over the phone.A pioneer SSW Nepali, she has become a mentor for other Nepalis who want to work in Japan. She is pleased with the support she has been receiving as a financially secure future looms in the horizon. Her husband, too, has taken Japanese language classes and is waiting for his opportunity to take the exam so he can join her.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111132/636cd38d9c7e80680e08f973jpeg.jpg" alt="" width="694" height="960">Binu Gurung working in Japan as a caregiver. Despite successfully completing his language and skills exams, Phanindra Sedai, has failed the interviews with prospective employers. “I have taken the interview three times already. I won’t stop reapplying because I have already invested an enormous amount of time and effort and passed the tests,” says Sedai, who worked in Malaysia for eight years as a security guard now runs a small shop in Nepal, brushing up on Japanese vocabulary when he has time.Sangroula from Universal says employers are looking for more than communication skills. “The way they conduct themselves, their demeanor—all matter during online video interviews. To help frail, aging patients with everyday tasks and be their sole companion in their twilight years is a demanding job requiring an enormous amount of compassion and patience.”

Nepal-Japan jobs deal still stuck

<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd0fe9c7e80680e08f889jpeg.jpg" alt="" width="768" height="480"/>It was my Dr Zhivago fantasy period, and I had this wild idea that it would be compelling to <a href="https://www.nepalitimes.com/opinion/so-far-so-good/wintering-in-mongolia/" target="_blank" rel="noopener noreferrer">travel solitary by surface</a> all the way from Japan home to Britain – in winter.‘How I envy you that railway journey,’ wrote <a href="https://www.nepalitimes.com/opinion/a-postcard-from-jan-morris-1926-2020/" target="_blank" rel="noopener noreferrer">Jan Morris</a>, who fully appreciated the ‘special grace’ of travelling alone. Several days were spent transiting by train the massive expanse of the Soviet Union, and an uncertain seasonal ferry across the Sea of Japan to the east Siberian port of Nakhodka.We disembarked at Omsk, or was it Tomsk, and the teeth-aching cold was such that breath crystalised and tongues froze if anyone was unwise enough to open their mouth. The grey platforms, steaming wheels and stolid Soviet silhouettes were discouraging, and I quickly climbed back into the carriage.I remembered that time on the Orient Express when helplessly I watched the train with all my worldly belongings aboard chug out of the station – the stuff of nightmares – only to miraculously reappear after a few panicked devastating minutes. Character building stuff.I had no such alarms on <a href="https://www.trans-siberian-travel.com/" target="_blank" rel="noopener noreferrer">the Trans-Siberian</a>, just surviving the bitter sub-zero temperatures every time I ill-advisedly alighted at a halt, and navigating the food where an expansive menu always seemed to have everything ‘off’ and only thick soup ‘on’. This became routine in the prescribed Intourist world of Soviet tourism, and was rather alarming at first. I adapted fast.Frozen rivers became smooth wayfares for the winter trucks, and across a pristine snowfield from the relative comfort of my second class sleeper I witnessed a pack of wolves fleeing at the sound of our monstrous approach. The rich biodiversity of Lake Baikal was a disappointing expanse of frozen ice, fringed in skeletons of willow trees under a threatening sky. ‘The earth … spell-bound in a death-like winter trance,’ in the lone walker words of Kenneth Grahame.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.theguardian.com/travel/2016/nov/12/trans-siberian-railway-russia-100-centenary" target="_blank" rel="noopener noreferrer">The train</a> windows were permanently edged with ice and outside the monochromatic views were truly bleak, but inside the atmosphere was cosy and encompassing. Large Russian ladies carried covered baskets of black bread and strong sausage with which I was plied.Without any common language it did not take long to realise that these robust figures were worried about my slender frame – at nearly six feet tall and nicknamed 'hatini' back at <a href="https://archive.nepalitimes.com/regular-columns/So-far-so-good/back-to-Chitwan,1075" target="_blank" rel="noopener noreferrer">Tiger Tops in Nepal</a>, I was unfamiliar with feeling dainty and delicate, never before nor since.It was the winter of 1974 and I was returning from Nepal — the long way round. Following a solitary trek to Jomsom and an interlude in Kathmandu as <a href="https://archive.nepalitimes.com/regular-columns/So-far-so-good/the-hippie-era-in-kathmandu,837" target="_blank" rel="noopener noreferrer">an unsuccessful hippie</a>, I had been working in Chitwan for a few marvellous months until the monsoon floods drove us out of the national park.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1009c7e80680e08f88ajpeg.jpg" alt="" width="1443" height="910"><figcaption> </figcaption></figure>A series of adventures had landed me in Tokyo, including a spell selling diamonds with a couple of canny cockneys in Malaysia and Singapore, hanging out with bankers in Hong Kong, and devouring the sophisticated design and elegant intricacy of Japan’s ancient cities.But my mind was occupied with schemes as to how to wangle my way back to Nepal and the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Conservation-and-tourism-Chitwan-National-Park,2957" target="_blank" rel="noopener noreferrer">conservation tourism</a> work that had captivated me. It would take me less than a year. Looking back, we can see our lives hang by a thread on seemingly random decisions and the vagaries of fate that could not have been predicted.That 1974 me, dreaming of the Himalaya in another railway carriage heading home from Moscow and Leningrad through Poland to another ferry across the choppy English Channel, would have been astonished at what lay ahead.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110111120/636cd1039c7e80680e08f88bjpeg.jpg" alt="" width="2853" height="4032"><figcaption> </figcaption></figure>Fast forward to a couple of years ago, and the long afternoon shadows of the Indian Embassy Residence reached us across the gently sloping and perfectly mowed lawn — white stucco columns, spreading balconies and blatant colonial blustering of the two story house first constructed for the British and handed over shortly after Independence.I felt the distant presence of <a href="http://archive.nepalitimes.com/news.php?id=3246#.X_FprdgzaUk" target="_blank" rel="noopener noreferrer">Brian Hodgson</a>, the first British resident to inhabit the bequeathed badlands of distant Lazimpat, depicted in this garden supposedly with his Moslem consort. The contemporary drawing has a picturesque primitive charm, that seemed strangely distant from the gathering of literary luminaries.The scent of roses mingled with that of my be-saried neighbours as we settled into the lushly padded chairs to enjoy a discourse on a small stage in front of the begonias. The subject was a book on mid-twentieth century life in the Kumaon hills by an esteemed Indian author swathed in cashmere and silk.‘I can’t cope with this nostalgia nonsense.’ The Indian ambassador’s face beneath his perfect turban was crumpled with nuance. ‘We have to move forward from the Raj, away from those battalions of white men, into the current reality. Five of Nepal’s 25 currently serving ambassadors are women.During the Covid-19 crisis, Nepal’s women ambassadors have shown that they are as good as, if not better than, their male colleagues in ensuring the welfare of Nepalis abroad as well as projecting the country’s international image.  "Society must stop judging women simply for their gender. We are not men, and we shouldn't be compared to them. Our inherent femininity, sensitivity, nurturance, emotional temperament, are our best qualities," says Nepal’s ambassador to Oman Sarmila Parajuli Dhakal, who has been praised for ensuring the <a href="https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-struggles-to-make-repatriation-easier/&amp;source=gmail&amp;ust=1601438786286000&amp;usg=AFQjCNE-Yy7EfX3HzeIRLPKulyLgPl3mqA">repatriation of stranded Nepali workers</a>, and bargaining with airlines to get them cheaper air fares than those negotiated by the government in Kathmandu.In June, Dhakal personally went to Muscat airport to see off the first batch of returning workers. As of this week, the embassy had arranged seven rescue flights, repatriating 1,178 stranded workers. Between 10% to 30% of migrant workers in various Gulf states have lost their jobs, and Nepal’s embassies in other Gulf countries are struggling with the sheer numbers who want to return.Last month, Ambasador Dhakal and the Oman Ministry of Foreign Affairs signed an agreement to lease land for construction of a permanent Nepal Embassy in Muscat, a diplomatic milestone for a Gulf monarchy that is emerging as a major destination for Nepali workers, as well as source of tourism and investment. <figure><img width="827" height="1145" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6819c7e80680e07bc67jpeg.jpg" alt=""><figcaption> </figcaption></figure>Anjan Shakya, Nepal’s ambassador to Israel, has also been making inroads into ensuring well-paying jobs for Nepalis, and has just negotiated an agreement with Israel to provide openings for 500 more Nepali caregivers."It takes a woman to understand better the problems of women. They must be brought into politics, and in policy and decision-making positions,” Shakya says. “Female political participation is crucial in addressing gender issues and bringing about gender equality. Our 2015 constitution has ensured gender balance in politics. We must abide by it.”Ambassador Shakya is also pushing an agreement with Israel to set up Centres for Excellence in Agriculture in each of Nepal’s seven provinces as part of Nepal’s goal of food self-sufficiency. Recently, Shakya was the first Asian envoy to be named ‘Ambassador of the Year’ by the Ambassadors’ Club of Israel.She says: “Just like a chariot needs two wheels to move, Nepal cannot move ahead if half our population is left behind. Prativa Rana, Nepal’s long-serving ambassador to Japan, is from the RPP party and mother of Arzu Deuba, wife of NC leader Sher Bahadur Deuba. Anjan Shakya and Dawa Futi Sherpa are said to be close to Prime Minister K P Oli. And as with foreign services of other countries, there is some tension between careerists and those named ambassadors by political parties.But political appointees do have their advantages. Ambassador Dhakal, for instance, has been able to use her connections in the labour recruitment sector to focus on migrant issues. And Ambassador Sherpa, who grew up surrounded by mountaineers and tourism entrepreneurs, has used her background to organise promotional events and hopes to further strengthen cooperation between the Madrid-based World Tourism Organization and Nepal Tourism Board.   <figure><img width="482" height="995" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb6879c7e80680e07bc69jpeg.jpg" alt=""><figcaption> </figcaption></figure>"Nepali women have fewer economic assets, less access to finance, higher rates of illiteracy, and little knowledge of their legal rights,” says Ambassador Sherpa. “We are generally bound to responsibilities at home and have fewer opportunities than men for earning income and participating in decision making and governance."She adds: “To attract and include more women in politics, we need to start at the very beginning: more opportunities and access to education, information, empowerment and mentorship. Political parties are required to have women in one-third of positions in  federal and provincial assemblies, and half the proportional representation seats are reserved for women. If a mayor or municipality chair is a man, the deputy has to be a woman.In 2019, all four of the national political parties Nepal Communist Party (NCP), Nepali Congress (NC), Federal Socialist Forum Nepal (FSFN), and Rastriya Janata Party (RJP) failed to meet the criteria that one third of their members be female. In line with the constitutional requirement that the president and vice-president must be of different gender or ethnicity, President Bidya Devi Bhandari made history in 2015 as Nepal's first female head of state. She is currently one of the only 22 female heads of state worldwide. However, the constitution has not been able to make Nepal's political sphere completely inclusive. Traditional patriarchal values persist in Nepal, most glaringly in its citizenship laws, and senior politicians and legislators often make misogynist remarks in public. Currently, only three out of 17 ministers in the cabinet are female. Some of these problems have become more serious with the Covid-19 restrictions.The persistent gender gap in Nepal has been hard to eradicate despite laws and quotas. Studies and public opinion polls show that women in politics encounter more barriers, are subjected to more stereotyping and objectification, and are held up to greater scrutiny than men who are in similar positions of power.  <figure><img width="3360" height="2240" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109151116/636bb68e9c7e80680e07bc6cjpeg.jpg" alt=""><figcaption> </figcaption></figure>One example of this was Lucky Sherpa, who was named Nepal’s ambassador to Australia in 2017, but resigned on moral grounds after her own Nepali driver, whom she had fired, accused her of human trafficking. The former member of the Constituent Assembly was appointed by the then Maoist party, and her supporters said she had been framed. Sherpa herself has said she was the target of a witch hunt. Despite quotas, therefore, Nepali women find it difficult to maneuver in the labyrinths of a male-dominated government machinery, which is often run like an old boys’ club. Many resign, either because of mistreatment, out of frustration at being passed over for promotion, or for family reasons.Ram Krishna Tiwari, head of the Political Science Department at Tribhuvan University, says that even among Nepali women, some are more disadvantaged than others because there are also overlapping class, caste and ethnic hierarchies.“In the high mountains and the Tarai livelihood is more difficult, so women are more focused on putting food on the table, and surviving from day to day, than participating in politics,” he explains. “Women in the mid-mountains have a greater reach in politics, so they are more active."
