We are now on Season 3 Episode 1 of <a href="http://archive.nepalitimes.com/article/editorial/shadow-government-nepal,3838" target="_blank">Nepal’s promiscuous political </a>saga.&nbsp;
The Maoists and the UML have joined hands for the second time in a year to form a new leftist-led coalition. Prime Minister Pushpa Kamal Dahal of the Maoist Centre has replaced the <a href="https://nepalitimes.com/news/deuba-5-qh371fm4" target="_blank">NC </a>with the UML and the United Socialists.
Dahal may say about the NC having double crossed him, but this was all about ensuring that he remains Prime Minister for another year instead of having to rotate it with Deuba and Nepal before the next election in 2027. Now, he just has to hand over to Oli next year.
This is all déjà vu. Dahal and Oli had a ‘gentlemen’s agreement’ on rotating premiership after the 2017 election, and the Maoists merged with the UML to form the NCP. But both ended up stabbing each other in the back, and Oli had to step down. Why should it be any different this time?
The more things change in Nepali politics, the more they remain the same. The same three men of the three main parties have been playing musical chairs for most of the 18 years after the end of the conflict.
The cartoon by Diwakar Chhetri (above) was used in Nepali Times in 2020 when K P Oli was being catapulted to Singha Darbar. For this edition, we just exchanged him for Dahal, added Rabi Lamichhane of the RSP and changed the guy playing marbles to Deuba.
On Wednesday, the new coalition included the Maoists, UML, RSP, CPN (US) with the JSP still undecided. But in Nepal’s cybersphere, there is little excitement that this will change anything and the new lineup has been met mostly with ridicule.
Even a new party like the RSP under Lamichhane is behaving like an old party because he is in a tearing hurry to get on the fast-track to Singha Darbar. He angled for and got the Home Minister’s portfolio, while Barsaman Pun of the Maoists is Finance Minister. The JSP's Upendra Yadav is said to have wanted the Foreign Ministry, but the portfolio went to Narayan Kaji Shrestha.
That this is all about getting to power and staying there could not have been clearer because everyone is angling for the powerful ministries with the biggest discretionary funds.
UML Chief Whip Padam Giri has been named Minister for Law, Justice, and Parliamentary Affiars after serving just 40 days as Health Minister during the previous Maoist-UML coalition. Hit Bahadur Tamang of the Maoists is Tourism and Civil Aviation Minister. The RSP’s Dol Prasad Aryal returns to the Labour Ministry despite conflict of interest allegations during his last stint because of his alleged involvement in recruitment and remittance companies. &nbsp;
The Unified Socialists say they are getting two ministries, including Federal and Social Service. The RSP’s Sumana Shrestha is Education Minister and Biraj Bhakta Shrestha Youth and Sports.&nbsp;
Lamichhane’s insistence on the Home Ministry portfolio is said to stem from a desire to exculpate himself from multiple controversies about citizenship and his investment in a cooperative that cheated depositors.
Monday’s political earthquake in Kathmandu has sent aftershocks to all seven provincial governments. The provinces all have their own party arithmetics in their assemblies, yet they are unduly impacted by what happens to the federal government. This is not how devolution is supposed to work.
Under federalism, Nepali politics is even more centralised than before with province politicians beholden not just to their party in Kathmandu, but to the head honcho in each of them for instructions. Which is why NC ministers have resigned in Karnali, and the NC controlled provincial governments in Gandaki and Sudur Paschim have sacked Maoist ministers. &nbsp;&nbsp;&nbsp;
Unlike the previous coalition, the main parties in the current coalition at least have similar sounding names like Communist Party of Nepal (Maoist Centre), Communist Party of Nepal (Unified Marxist-Leninist), Communist Party of Nepal (United Socialists). This could be a formidable leftist front in the 2027 election.
All this must be music to the ears of the Chinese, who have made no secret of their wish that Nepal’s Communists parties should all merge. And if the Chinese want that, then automatically the US-India bloc is not going to be too pleased.
The Maoist-NC coalition was seen to be better suited to India, but while this week’s change would have been a surprise for New Delhi, it may not have been a shock, since it is quite comfortable also with Prime Minister Dahal.

Catapulting to Singha Darbar

But the real reason seems to be Beijing’s opposition to the project, and its pressure on politicians not to implement the project.Sources say the Chinese government has been showing unusual interest in the Millennium Challenge Corporation (MCC) project as Prime Minister Sher Bahadur Deuba prepares to present it for approval by the winter session of Parliament, <a href="https://www.nepalitimes.com/latest/mcc-row-rocks-nepals-ruling-coalition/" target="_blank" rel="noopener noreferrer">despite opposition from coalition partners</a>.On 22 December, Chinese Ambassador to Nepal Hou Yanqi made a hasty trip to the Balkot residence of former prime minister KP Oli of the opposition UML. <a href="https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/" target="_blank" rel="noopener noreferrer">Oli and Deuba back the American project</a>, and some see this meeting of minds on the MCC even <a href="https://www.nepalitimes.com/editorial/just-do-it/" target="_blank" rel="noopener noreferrer">triggering a breakup of the governing coalition</a>.On 13 December, Vice Minister Chen Zhou of the International Department of the Communist Party of China (CPC) held a video conference with the newly-elected UML General Secretary Shankar Pokharel.Pokharel is said to have assured Zhou that his party would not allow activities that could damage Sino-Nepal relations. Nepal has publicly stated he would reject the MCC if it could affect ties with neighbouring countries. CPC officials also held virtual meetings with Pushpa Kamal Dahal of the Maoist Centre, who has not hidden his opposition to the MCC.A government official, speaking on condition of anonymity, said: “There is no doubt that China does not want the MCC to go ahead, it has already conveyed as much to the top political leadership.”Speaker Agni Prasad Sapkota of the Maoist Centre, who is close to Beijing, has said the MCC would not move forward under his watch. He says, “It is in Nepal’s best interest to implement both the American MCC and Chinese BRI projects based on our national needs.”Many analysts see the MCC as America’s response to <a href="https://www.nepalitimes.com/latest/bri-and-trans-himalayan-connectivity/" target="_blank" rel="noopener noreferrer">Beijing Belt-Road Initiative (BRI) </a>which promotes connectivity and infrastructure in order to benefit China’s influence and trade in the region.Apart from Dahal’s CPN (Maoist Centre) and Nepal’s CPN (Unified Socialist), other coalition members Janata Samajwadi Party and Rastriya Janamorcha are also against the American grant. Even the Hindu-Right Rastriya Prajatantra Party recently spoke against it. Deuba called an all-party meeting this week to discuss the MCC, but Oli did not show up. Representatives of other parties reiterated their opposition to the compact in its present form. Jhala Nath Khanal of Unified Socialists was once more named to a committee to further study the MCC agreement.Dahal and Nepal used KP Oli’s support for the MCC against him in a<a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener noreferrer"> bitter power struggle</a> that did not just split the Nepal Communist Party, but also the UML. They were so successful in generating public opinion against the MCC, saying it was an American strategy against China, that they find it difficult to back it now, especially with <a href="https://www.nepalitimes.com/here-now/all-eyes-on-2023/" target="_blank" rel="noopener noreferrer">elections a year away</a>.  Dahal is also concerned about his Maoist Centre general convention.At the height of political infighting last year, Chinese Ambassador Hou Yanqi lobbied unsuccessfully to keep Nepal’s communists united. Now that KP Oli is in the opposition, he is not as openly pro-MCC, but sees it as a weapon to get back at Deuba and Dahal by splitting their coalition — even if it means forging an alliance with the NC.Nepal signed the MCC agreement in Washington in 2017 when Deuba led a similar NC-Maoist coalition. The US has repeatedly said that the project is a grant that Nepal qualified for, and has no strings attached. MCC Vice President Fatima Sumar and US Deputy Secretary of State Donald Lu <a href="https://www.nepalitimes.com/latest/nepal-stuck-between-rock-and-hard-place/" target="_blank" rel="noopener noreferrer">visited Nepal recently</a>, and reportedly gave Deuba an ultimatum to have Parliament ratification by the end of this year. <img width="1142" height="868" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1eac9c7e80680e0af422jpeg.jpg" alt="">Experts say the MCC is important to expand Nepal’s power grid into the future with 400kVA transmission lines that can also allow Nepal to export more surplus electricity to India. Nepal will be generating 4,500MW of hydroelectricity in the next three years, and over 12,000MW by 2030, and much of it risks being wasted if it cannot be supplied to load centres. In monetary terms, Nepal’s <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">power producers could lose</a> at least Rs142 billion annually. China lobbying against MCC

Those who fail to get elected do not have a mandate in governing, policy or law-making positions.
Yet, <a href="https://www.nepalitimes.com/latest/deuba-5/" target="_blank" rel="noopener noreferrer">the present five-party coalition</a> has set up an 11-member ‘High-Level Political Coordination Committee’ to be a kind of parallel government, and what is more significant-- it is made up mostly of politicians who lost the 2017 elections.
“Elevating unelected officials to positions of power is against the principles of democracy, and it turns the whole electoral process into a farce,” says political analyst Puranjan Acharya. “It is also unlawful, and against the Constitution.”

For his part, Poudel is now coordinator of the new Committee that will now be directing Minister Shrestha on policy matters.
The five parties in the governing coalition formed the Committee at a meeting on 8 November, and it also includes two other prominent losers from 2017: <a href="https://archive.nepalitimes.com/article/from-nepali-press/nepal-maoist-Narayan%20Kaji-Shrestha,755" target="_blank" rel="noopener noreferrer">Narayan Kaji Shrestha</a> of the Maoist Centre (MC) and <a href="https://archive.nepalitimes.com/news.php?id=14420#.YY30iy8w3u0" target="_blank" rel="noopener noreferrer">Krishna Prasad Sitaula </a>of the NC.
Sitaula had lost to the RPP candidate from Jhapa, and Shrestha had lost in Gorkha to Baburam Bhattarai of the erstwhile Naya Shakti Party.       
According to Nepal’s model of parliamentary democracy, the people’s elected representatives in the Federal Parliament chose a candidate to be prime minister for five years. The prime minister is answerable to Parliament.
But now, elected MPs who are now <a href="https://www.nepalitimes.com/latest/nepal-govt-fills-cabinet-after-3-months/" target="_blank" rel="noopener noreferrer">ministers in the coalition government</a> will be taking their cue not from Parliament, but from this 10-member group of unelected leaders.
Civil society activists say that despite devolution of political power in the 2017 Constitution to provincial and municipal assemblies, it is still a few men at the top of the main political parties who call the shots. This is evident in the way provincial governments have all changed leadership after K P Oli of the UML stepped down in July and was replaced by Sher Bahadur Deuba of the NC.

“The formation of this extra-constitutional Committee is nothing new, it just reflects what was apparent all along – that it is the party chieftains who are more powerful than an elected government,” says activist Sushil Pyakurel.
The 11 members of the Committee will take up the coordinator’s role in two-month rotations. Besides Poudel, Sitaula and Shrestha, the other members of the Committee include Madhav Kumar Nepal (US), Pushpa Kamal Dahal (MC), Upendra Yadav (JSP) as well as Chitrea Bahadur KC and Durga Poudel of the Rastriya Janamorcha. It also includes the Minister of Communication and Information Gyanendra Bahadur Karki of the NC.
Interestingly, both Poudel and Sitaula are in the <a href="https://www.nepalitimes.com/latest/deubas-long-and-winding-road/" target="_blank" rel="noopener noreferrer">dissident group against Deuba</a> in the NC.  Two more members from the US and JSP will be added to the Committee later.
Other political analysts go even further to say that the Committee is actually a parallel government made up of unelected politicians. Says political analyst Bhimarjun Acharya: “This is blatantly anti-constitutional and anti-democratic. In our system of government, only elected officials can have a governing role. It is a joke.”

New committee deemed anti-constitutional

The delay cannot just be attributed to the recently registered CPN (United Socialist) led by Madhav Kumar Nepal whose critical dissident votes forced the K P Oli government to step down in July and paved the way for Deuba to become prime minister for the fifth time.It appears that the delay has more to do with the competing g demands within other members of the five-party alliance, including Deuba’s own Nepali Congress, the Maoist Centre and the Janata Samajbadi Party (JSP).Both Prime Minister Deuba and CPN (Maoist Center) Chairman Pushpa Kamal Dahal had claimed that the Cabinet would be expanded as soon as CPN-UML’s senior leader Madhav Kumar Nepal’s new party (United Socialist) was officially registered. Yet, even after being recognised by the Election Commission on August 25, Cabinet expansion has not happened.Deuba has not been able to decide the next ministers from his own party, and because of the upcoming party general convention he wants to reward loyalists. So far he has appointed his trusted aides Bal Krishna Khand as Home Minister, Gyanendra Bahadur Karki as Minister for Law, Justice and Parliamentary Affairs, and Umesh Shrestha as Minister of State for Health.Deuba has announced his own candidacy for NC resident in the party’s next general convention which is scheduled for November. Deuba may be trying to decide on distributing ministerial portfolios to either reward loyal party members or buy the loyalty of dissidents.So far, Deuba wants to appoint only those who have expressed their support for his re-election with ministerships. But he may find that he will have to compromise and take in key figures from the Bimalendra Nidhi and Ram Chandra Poudel factions so they will vote for his party presidency.Another reason for the delay comes from the Maoist Center. Currently, former guerrilla commander Janardan Sharma has been appointed Finance Minister and Pampha Bhusal has been made the Energy, Water Resources, and Irrigation minister. Both are close to party president Pushpa Kamal Dahal.Dahal himself publicly admitted last month that he was finding it difficult to select from his 49 Maoist MPs aspirants for ministerships. He said: “At most, we will be given only 7 portfolios. It has now become common practice to criticise the party if one is not made minister. I am under immense stress from all the demands. I wish I was able to make all 49 members ministers.”Within the Maoist Centre, voices have been raised that leaders from the Ekta Kendra and the CPN (United Socialist), who have been with the Maoists since the war and integrated with the Maoists after the peace process, should be included in the government.Even the JSP has split, and not been able to finalise the names of those who will join the government. Unable to strike a Mountain-Tarai balance, the Rastriya Janata Party led by Mahanta Thakur has been unable to finalise names either. The other member of the alliance, Rastriya Janamorcha, which has only one MP in Parliament has already announced that it will not participate in the government.Deuba has not forgotten the role Madhav Nepal’s CPN (United played in getting him to office and apparently wants to reward it with 5-7 portfolios. What is delaying Nepal cabinet expansion?

It then <a href="https://www.nepalitimes.com/here-now/nepal-court-orders-deuba-to-succeed-oli/" target="_blank" rel="noopener noreferrer">ordered the Nepali Congress President Sher Bahadur Deuba to be installed as the next Prime Minister</a>. Sher Bahadur Deuba has now been appointed Prime Minister for the 5th time and preparations are already underway to form a new cabinet of ministers. Maoist Centre’s Pushpa Kamal Dahal has been tasked to finalise ministerial portfolios with Deuba while JSP has called a meeting of the Central Executive Committee today to decide on the ministers. In his address to the nation on Tuesday afternoon, outgoing Prime Minister Oli said that his party would accept the verdict but delivered a pointed rebuke to the Supreme Court ruling, including its decision to stop any action against UML dissidents, claiming that the move would undermine the multi-party system and democracy. “Such misinterpretation of the constitution for the fulfilment of certain aspirations of certain individuals has, in fact, served to amend the constitution regressively. Our democratic system will have to pay the price for the political implications of this decision,” he said. He added: “I had the people’s mandate but the order of the Supreme Court was in Sher Bahadur Deuba’s favour.” <figure><img width="1440" height="960" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110151112/636d06e89c7e80680e0a5f8ejpeg.jpg" alt=""><figcaption> </figcaption></figure>Deuba, leading a five-party alliance of 146 MPs — from his own Nepali Congress, the Maoist Centre, as well dissident factions of the JSP and the UML — had filed a writ petition on 24 May after President Bidya Bhandari <a href="https://www.nepalitimes.com/latest/2-ex-pms-vie-to-be-nepal-pm/" target="_blank" rel="noopener noreferrer">thwarted claims of a House majority to form the next government</a>.The Supreme Court verdict by Chief Justice Cholendra JB Rana and his bench was the apotheosis of Oli’s years-long <a href="https://www.nepalitimes.com/banner/court-debates-nepal-pm-olis-future/" target="_blank" rel="noopener noreferrer">attempt to hold on to power</a>, characterised by bitter infighting within the erstwhile NCP, ultimately leading to his estrangement from the party co-chair Pushpa Kamal Dahal as well as from comrades within his own UML.Ahead of his appointment, Deuba welcomed the Supreme Court’s order in a press release put out on Tuesday morning, which stated that the decision had put the constitution—which had veered off-course— back on track, and reinstated the faith and trust of the people in an independent judiciary.“Rather than taking the court’s decision as a matter of personal win or loss, the decision must be used for the betterment of our democracy, constitution, and our country and its people,” it read.Meanwhile, UML lawmaker Bijay Subba in response to the Supreme Court’s ruling said the right to appoint the Prime Minister lies only within parliament and blamed lawmakers for taking politics to the court.“The constitution clearly states the rights of the legislative, executive, and the judiciary. The court does not have the right to select the Prime Minister. It is against the principle of separation of powers,” he said.Subba also deemed the court’s ruling to stop any action against the UML dissidents unconstitutional, saying, “In a party system, per the spirit of the constitution, parliamentarians must align with the party whip.”Responding to the accusation, the Supreme Court said that it was the president’s responsibility to appoint the prime minister. Any member of the house who backs PM Deuba shall not be penalised for not voting along party lines, the Supreme Court also ordered. If Deuba gets a majority, he cannot be subjected to any future no-confidence motion and will remain Prime Minister for the remainder of the tenure of the House and preside over the next election. But if he fails to get a vote of confidence, the President, on Deuba’s recommendation, will dissolve the House once again and set a date for elections to be held within the next six months, per Article 76(7) of the constitution. Monday’s Supreme Court verdict also barred any disciplinary action against the UML dissidents who were a part of Deuba’s alliance. However, Madhav Kumar Nepal, who led the dissident UML faction in support of Deuba’s Prime Ministership bid, withdrew his support from the opposition alliance following the court ruling. However, 11 of them have issued a statement alleging misuse of signatures. Therefore the government had no choice but to dissolve Parliament.I find some absurd and unnecessary criticism of PM Oli. Those critics are also well aware that the President is not an executive, and had no grounds to block the recommendation of the caretaker Prime Minister. The President would have made the same decision even if it were Sher Bahadur Deuba in PM Oli’s position. She has decided based on the spirit of the constitution. <h2>"An Oli-led election will self-destruct" Ganesh Shah, Maoist Centre</h2> PM Oli’s loyalists and his opponents have become polarised. The opposition was unable to take unified and effective action against PM Oli’s unconstitutional move, which is the result of his ambition and arrogance. We have a system of checks and balances to ensure that our political institutions hold one another accountable if mistakes are made. As such, the office of the President does not exist to do the prime minister’s bidding.Hundreds of Nepalis are dying due to Covid-19 every day. The primary focus at this time should have been to save lives. Dissolving the parliament at a time like this is like dancing over the pyres of Nepalis. The state elections in India contributed to the spread of the virus over there. The subsequent decision to dissolve parliament at midnight was unconstitutional, undemocratic and reactionary. Legal and political countermeasures must be pursued to undo it.The announcement of mid-term elections during a pandemic, when Nepalis are dying due to a scarcity of oxygen and ventilators, is nothing but a political drama staged by Oli in an attempt to hold on to power.  Why are we enabling this instead of trying to save lives? <h2>"A free and fair election must be ensured" Mohan Shrestha, RPP</h2> The two major Communist parties failed to deliver on the promises made when they were elected into government. NC and RPP are not to blame for their failure. As such, it is better to go to the polls than to continue like this. Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
