In The Survey of the Nepali People conducted by Kathmandu University and Interdisciplinary Analysts last year, 91% of respondents said the <a href="https://www.nepalitimes.com/here-now/nepal-army-inc">Nepal Army</a> was the institution they trusted the most.&nbsp;
<a href="https://www.nepalitimes.com/news/quid-pro-quo-quagmire">Politicians</a> were at the bottom of the heap, and the sample showed great distrust towards social media content as well. We can understand politicians being unpopular, but why is the military held in such high esteem? &nbsp;
Nepal’s army has not been involved in any external conflict since the <a href="https://www.nepalitimes.com/banner/the-start-of-the-anglo-gorkha-war">Anglo-Nepal War</a> that ended in 1816, although Nepali nationals fight and die in foreign wars to this day. The last time the Army fired guns in anger was during its involvement in the Maoist conflict 2001-2006.
For most of its 260 year history, the Nepal Army has shown <a href="https://archive.nepalitimes.com/news.php?id=7270#.ZB0ZZC8w1KM">loyalty</a> to royalty. Being the army of the founding king, that is understandable. During the Rana period, the Army was under direct command of hereditary prime ministers, but reverted its loyalty to the Shahs after King Mahendra employed the military to stage a coup against a nascent democracy in 1960. &nbsp;
Deposed <a href="https://www.nepalitimes.com/here-now/last-days-with-bp-koirala">Prime Minister B P Koirala’</a>s secretary Kumar Mani Dixit recalls in his memoir how BP expressed his exasperation about the military not being under an elected civilian command. “What can we do when he (Mahendra) has the might of the military behind him,” BP said.&nbsp;
Forty years later, BP’s brother Girija Koirala was also prime minister when the Royal Nepal Army refused to obey his order to mobilise against a deadly <a href="https://archive.nepalitimes.com/news.php?id=10616#.ZB0Y_S8w1KM">Maoist attack</a> in 2001 on a police base in Holeri of Rolpa district. Shortly after, Girija Koirala resigned as prime minister.
In 2009, after the Nepal Army was made to drop ‘Royal’ from its name, the military and the political leadership were at odds once again after Prime Minister Pushpa Kamal Dahal tried to fire <a href="https://archive.nepalitimes.com/article/nation/rookmangud-katawal-memoir,1567">Army Chief General Rookmangud Katawal </a>to replace him with his handpicked Lt Gen Kul Bahadur Khadka. Gen Katawal refused to step down, President Ram Baran Yadav overturned the Prime Minister’s decision, and Dahal resigned.
Perhaps past confrontations between Nepal’s military and elected governments have made the <a href="https://www.nepalitimes.com/from-the-nepali-press/why-politicians-pamper-the-military">politicians wary of provoking the Army</a>. So they have co-opted generals in National Pride Projects like the Kathmandu-Tarai Expressway so that the military is also tarred with the same brush as themselves.
Now they are eying the Rs73 billion that has accumulated in the <a href="https://archive.nepalitimes.com/news.php?id=11033#.ZB0ZqC8w1KM">Nepal Army Welfare Fund</a>. Some in the top brass want to invest it in banking and real estate, with the active support of political parties.
The report Nepal Kleptocratic Network: Mapping Corruption and Impunity by the Policy Research Institute says political interference <a href="https://archive.nepalitimes.com/news.php?id=5270#.ZB0ZyS8w1KM">corrupts the military </a>and sidetracks it from its primary role in defending national security.
The role of the Ministry of Defence is to strengthen civil-military relations and democratise the military, but it has no say. The <a href="https://archive.nepalitimes.com/news.php?id=16287#.ZB0Z9i8w1KM">National Security Council</a> is supposed to strategise on defence and plan on downsizing the Army, but has become a political pawn. &nbsp;
Nepal <a href="https://www.nepalitimes.com/editorial/geopolitical-tug-o-war-over-nepal">borders the two most populous countries</a> with the largest standing armies in the world, and both are nuclear powers. We are not at war with any other country. And yet the Nepal Army takes a big chunk of the annual budget. Can Nepal, like Costa Rica, not have a military at all? We could spend the money on equitable development instead.
While maintaining the trust of the people in the military is important, Nepalis must be made to realise that the Army is not above the Constitution or the laws of the land. The military’s financial dealings should therefore be under scrutiny by civilian courts and the Commission for Investigation of Abuse of Authority.&nbsp;
The army has <a href="https://www.nepalitimes.com/opinion/nepal-army-pvt-ltd">no business being in business</a>. No good has come out of any military in the world being involved in profit-making ventures. We have seen in neighbouring countries what happens when the army becomes a private limited company. As BP Koirala put it more than half a century ago, 'Nepal’s military needs a new purpose to establish a prosperous future for our democracy.'&nbsp;
&nbsp;A report by Transparency International UK says this: &nbsp;'Business engagements are detrimental to the professionalism of the armed forces, as it serves as a major distraction from its core duties. One of the most harmful consequences of such practices is that the element of profit-making breeds corruption within the military. As evidenced from the case studies in the literature, the scale and type of corruption varies. In more extreme cases, corruption encompasses embezzlement of state funds, tax fraud and even brutal coercive practices on workers. Once the military begins to engage in economic activities, it is often difficult to end such practices.'
Those lines could have been written with Nepal in mind.

Photo: PRESS INFORMATION BUREAU INDIA</figcaption></figure>A Tripartite Agreement in 1947 allowed the continued recruitment of Nepalis into the British and Indian Armies, but New Delhi’s plan to reform its military has implications for Nepal’s economy and politics.However incongruous it may be in this day and age for nationals of a sovereign nation to be serving in the military of another country, enlistment overseas provides  income for tens of thousands of Nepali families as well as being an important source of foreign exchange for the country.Now, the Indian government is set to implement the ‘Agnipath Yojana’ to reduce its defence expenditure. The scheme will allow soldiers below the rank of commissioned officers across three branches of India’s armed forces to be hired only for four-year periods.There are an estimated 32,000 Nepalis in the Gorkha Regiments of the Indian Army, but many new recruits in recent years are Indians of Nepali origin. Pensions of retired soldiers is an important source of Indian currency for Nepal’s economy, which relies overwhelmingly on imports from India.Agnipath will mean that only a quarter of the 46,000 soldiers between 17-23 years hired in 2022 can stay on in the military after four years. Those being let go will get golden handshakes of INR1.7 million and will not be eligible for lifetime pension.As the clock winds down to its launch in September, there have been angry protests against Agnipath in India. Nepali soldiers have served in 10 Gurkha regiments of the British Army ever since, serving in both world wars, in the Malaya insurgency, and in Afghanistan. At least 55,000 Nepalis in the British Army have been killed in action, and many thousands have died fighting for India since 1947.Following Indian independence in 1947, six of the 10 regiments were assigned to India and four to Britain. India has since added another Gorkha Regiment, and there are currently 32,000 Nepali soldiers in 40 battalions. (India refers to its Nepali soldiers as 'Gorkhas', while the British prefer 'Gurkha'.)The Tripartite Agreement between Britain, India and Nepal spells out the rights of Nepali soldiers: their salaries, pensions, financial compensation, as well as facilities for families.The treaty guarantees equal basic pay for Gorkhas as other Indian soldiers, as well as pensions for servicemen who have served a minimum of 15 years.On 23 July, UML leader Bhim Rawal raised the Agnipath scheme in Parliament, asking for clarification from the government. He demanded that if Agnipath included Nepali soldiers, then Gorkha recruitment into the Indian Army be terminated.India earlier had informed the Nepal government that it would go ahead with recruiting Nepali youths in Butwal and Dharan. After Agnipath comes into force, that amount could decrease by a quarter. The remittance Nepalis in the Indian military send home will also go down now due to the four-year military term limit.Former Lt Gen Ashok Mehta of the Indian Army predicts that Agnipath will henceforth discourage Nepali youth from enlisting.“They will not want to risk their lives just to get a lump sum of money in four years when they could be earning that amount by working in Japan or the Gulf,” Mehta says.The Agnipath scheme has once more opened the debate about the absurdity of recruitment of Nepalis into foreign armies. Nepali soldiers in the Indian Gorkha Regiments have fought and died in wars against Pakistan, China and in Sri Lanka – all neighbouring countries with which Nepal has friendly relations.When the Maoists launched their insurgency in 1996, they presented 40 demands to Sher Bahadur Deuba who was also prime minister then. One of those demands was a stop to recruitment by Britain and India of Nepali nationals into their army.Twenty-six years later, Deuba is prime minister for the fifth time in a coalition with the Maoist party. India’s trial by fire for soldiers from Nepal

The hall at the Russian Cultural Centre in Kathmandu was packed, and the audience had overflowed into the aisles. As director, I should have been sitting on the front row. But I had another job that day: to stand next to the projectionist and at exactly 10 minutes 47 seconds, mute the film for 20 seconds. As directed by the military censors, this was to prevent the audience from hearing the narration: ‘A few days after <a href="http://archive.nepalitimes.com/news.php?id=6681#.YgimpChBzOQ" target="_blank" rel="noopener noreferrer">the Mangalsen attack</a>, the army arrived at the airfield and opened fire. Thirty-five people were shot dead. Among them were two children, labourers from other parts of Nepal, including 17 young men from Jogimara.’ As a film-maker I had never been trained to mute the sound track during a public screening. My eyes were glued not on the screen but on the digital time counter on the VHS player.https://www.youtube.com/watch?v=tA34vvNRsSgA year earlier, the Maoists had broken off peace talks and conducted simultaneous raids on army bases across the country. The government declared an emergency, and for the first time mobilised the Royal Nepal Army against the Maoists. Till then it was the police that was fighting the rebels.Today, we know from many countries that crackdowns on the free press in elected democracies can be more draconian than in authoritarian regimes. Twenty years ago, I faced proof of it in that dark auditorium. I was then with <a href="https://cijnepal.org.np" target="_blank" rel="noopener noreferrer">the Centre for Investigative Journalism Nepal (CIJ)</a>. Freed from day-to-day journalism, the job allowed me to look at the conflict in perspective, put the daily death tolls into context, and examine the human side of the war, and its impact on ordinary people.I was following the <a href="http://archive.nepalitimes.com/news.php?id=13920#.YgiiHChBzOQ" target="_blank" rel="noopener noreferrer">Kotbada massacre in Kalikot</a>. News reports were sketchy and contradictory. State media said ‘many terrorists’ had been killed at the under-construction airfield. Another news item buried in the inside pages said that among the ‘terrorists’ were 17 men from <a href="http://archive.nepalitimes.com/news.php?id=15172#.YgiiTShBzOQ" target="_blank" rel="noopener noreferrer">Jogimara in Dhading district</a>. An RSS report quoted MPs Prem Bahadur Singh from Kalikot and Rajendra Pandey from Dhading as informing the house that the dead were labourers constructing the airfield. <figure><img width="1486" height="1036" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209539c7e80680e0b5535jpeg.jpg" alt=""><figcaption> </figcaption></figure>My <a href="http://archive.nepalitimes.com/article/nation/should-journalists-job-extend-beyond-coverage,1881" target="_blank" rel="noopener noreferrer">journalist antennae</a> perked up. I heard from reporter Bhupraj Khadka that a family in Jogimara had conducted a funeral of one of the dead even though it had not received his body from the Army.As a film-maker, I felt this could be a way to portray the cruelty and senselessness of war. But there was an insurgency going on, and filming would be difficult and costly. I approached renowned documentary maker Dhruba Basnet, who had made the film रक्ताम्मे गराहरू (Blood-soaked Terraces) and we had worked together in many parts of Nepal.Rajendra Dahal, editor at Himal Khabarpatrika, offered to publish the story. In Jogimara, I met 15 of the 17 families who had lost their men in a massacre 500km at the other end of Nepal in Kotbada. The story came out in Himal, and Nepali Times <a href="http://archive.nepalitimes.com/news.php?id=5700#.Ygih3yhBzOQ" target="_blank" rel="noopener noreferrer">translated it in the issue #106</a> of 9-15 August 2002 (screenshots, below). This was a rare exposé of a conflict-era crime.We started working on the video footage, and were convinced it would be an important documentation of the tragedy. We had to do it on a shoe-string budget, and the film finally premiered at KIMFF 2002.There was pin-drop silence during the screening. From time to time, I could hear sobbing in the dark. But I had to concentrate on the approaching 10:47 on the VHS digital clock. At exactly 47 seconds, projectionist Sudarshan Karki muted the sound. The audience had been quiet till then, but I heard murmurs: “They’re censoring.” I had to have a ready answer in the remaining 32 minutes of the film, because the viewers were sure to have questions afterwards. <img width="1750" height="2448" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209569c7e80680e0b5536jpeg.jpg" alt=""><img width="2446" height="1096" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221114101124/637209599c7e80680e0b5537jpeg.jpg" alt="">King Gyanendra had just <a href="http://archive.nepalitimes.com/news.php?id=5416#.YgikPShBzOQ" target="_blank" rel="noopener noreferrer">sacked elected Prime Minister Sher Bahadur Deuba two months prior</a>, and had appointed Lokendra Bahadur Chand as prime minister. The emergency had been lifted, but now the palace and army were in charge.The Royal Nepal Army had got the district administration and Police Inspector Sukhdev Neupane of Kamal Pokhari station to stop the screening. Neupane called to say his bosses wanted to see the film. I replied that it was shot in a new format, and it would take time to convert. He said the police had state-of-the-art equipment in its tv studio and that wouldn’t be a problem.The police were not just trying to stop my film, but were putting pressure on KIMFF organisers Basanta Thapa and Kanak Mani Dixit to cancel the entire festival. They finally agreed on a compromise: show the film, but mute the parts the military found objectionable.When the screening started, I noticed soldiers in camouflage fatigues enter the hall. They had walkie talkies. When the film ended, there was stunned silence, then applause. The lights went up. I strode to the stage to answer audience questions, and the inevitable one: “Why was the film muted in the middle?”I had prepared my answer, but I saw the soldiers glaring at me from offstage. “The system was working, but it went off for a while,” I said, but could not muster the courage for the rest of my prepared answer: “But don’t ask me whether it was the sound system that was broken, or the country’s system.”I stepped off the stage, telling myself that when confronted with a formidable enemy, it is foolish to wage frontal warfare. It is better to outflank the adversary and go into insurgency mode. The censors had forced me to become a guerrilla film-maker. The 38-minute documentary went on to be a hit, with two additional screenings during the festival. Many wept openly. Basanta Thapa wrote later in Himal: “By trying to censor the film, have we been deprived even of the right to cry for our own country?” After KIMFF 2002, the Ministry of Communications imposed a <a href="http://archive.nepalitimes.com/news.php?id=4413#.YgikvChBzOQ" target="_blank" rel="noopener noreferrer">censorship rule on all film festival screenings</a>. Since then, there have been many governments that have come and gone in Nepal. Forbidden to remember the Kotbada massacre

Photo: NEPALI TIMES ARCHIVE</figcaption></figure>As the Taliban closes in on Kabul, international media attention on the rescue of Western diplomats has overshadowed the plight of thousands of international contract workers, including Nepalis, stranded there.There is no exact count of how many Nepalis workers there are in the war-torn country, but figures range from 2,000 to 15,000. The Nepal Embassy in New Delhi, which is also accredited to Afghanistan, says it is in touch with Nepalis there but seems to be laying its bets on Indian rescue flights.If flights are not possible, the only way out would be to negotiate a safe passage out for Nepalis through Pakistan. This will need coordination with the Pakistan government though the Nepal embassy in Islamabad. Prime Minister Sher Bahadur Deuba <a href="https://www.nepalitimes.com/editorial/they-fail-we-fall/" target="_blank" rel="noopener noreferrer">has not been able to expand his cabinet</a> even a month after his coalition government came to power, and there is no foreign minister. Preoccupied with politics and fighting the pandemic, the government has left the Nepalis in Afghanistan to their own devices.The opposition RPP is the only party so far that has called on the government to bring back Nepalis from Kabul. In a joint statement, the party’s leaders Kamal Thapa, Pashupati SJB Rana and Prakash Lohani on Sunday demanded that the government ‘ensure the safe return’ of Nepalis in Afghanistan.The end-game in Afghanistan has also coincided with Gurkha veterans in the British Army on hunger strike in London demanding equal pension with US soldiers. The RPP statement also expressed ‘solidarity with their struggle’.Besides Nepalis in the British Army who used to be deployed in Helmand and other provinces and were withdrawn, there are still many retired Nepali veterans from the British and Indian Armies, Singapore Police, as well as Nepal Army and Police who worked as <a href="https://www.nepalitimes.com/latest/canada-settlement-with-families-of-nepali-guards/" target="_blank" rel="noopener noreferrer">security guards for private defence contractors</a>.They worked as security guards for US and British defence contractors based in Kabul, Bagram Air Base, Kandahar and other military installations. While some third country workers left as the US withdrew from Bagram and other bases last month, there were still many Nepalis guarding Western embassies in Kabul. American and British troops arrived in Kabul this weekend to evacuate their diplomats and nationals, but the contract workers will have to find their own way out on very limited flights.Some Nepalis working for private contractors who managed to get out on some of the last flights are now stranded in Dubai, and cannot get home because of <a href="https://www.nepalitimes.com/banner/how-nepal-must-prepare-for-3rd-covid-wave/" target="_blank" rel="noopener noreferrer">Covid-19</a> restrictions in the UAE. <img width="640" height="751" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd299c7e80680e0a0bccjpeg.jpg" alt="">Many of the Nepalis worked for logistics companies like the Texas-Based Fluor or Turkish sub-contractors, while security guards were hired by the American private security firm DynCorp International, or the UK-based Aegis Defence.Aegis alone used to have more than 1,000 Nepalis on contract in Afghanistan before the latest Taliban offensive. Besides working as security guards, military escort and in demining operations, Nepalis have also been hired as construction workers, cooks, cleaners and as support staff. Many of the Nepalis who have managed to get out are said to be ready to be recruited again to go to other dangerous countries like Iraq. Although a Taliban offensive was expected, what has shocked many is the speed at which the US-trained, equipped, and funded Afghan security forces have either surrendered or been defeated. There are no accurate figures for the number of foreign contract workers still in Afghanistan, but many had been leaving, and the Special Inspector General for Afghanistan Reconstruction put the number at 7,000. It is not clear how many are still there. However, besides registered Nepalis there are also said to be many other undocumented workers of which neither the government in Nepal nor the embassy in New Delhi have exact figures. Who will rescue Nepalis from Afghanistan?

It had got out of hand.We also felt that Gurkha recruitment for the Brunei security forces should not be conducted by the British Army, but be governed by a separate treaty between Nepal and Brunei.Our meeting formed a governing committee as well as sub-committees, and more than 2,400 out of the total 2,500 Gurkha force strength in Brunei signed up in support of the movement.We held talks with the hierarchy, and had started boycotting some of the senior officers. One of our demands was that the 16-year-old Gurkha Reserve Unit (GRU) be disbanded and revert to a security guard force. We submitted a written memorandum, but it was ignored. This dragged on for months.  Then, suddenly one middle of the night, all GRU weapons were returned to the Brunei government, and our unit went back to being a security guard force. However, other demands of salary increment, end of mistreatment by arrogant officers were yet to be addressed. Notwithstanding, the officers had learnt an important lesson that Nepalis will not tolerate injustice and oppression.The situation was again on the boil, and pressure was building up. HQ brought out the riot police to contain the escalating situation and vandalism.A few hours later, the Permanent Secretary of Brunei (the King's brother-in-law) rushed to the airport to find out from us what had happened. He asked me questions, and after hearing us out, wanted to know if I could convince the Nepalis back at camp to go back to their dormitories and end the protest.I replied that I would do it if our employment was restored, and I was allowed to deliver a short speech to our people at the base. The Permanent Secretary agreed and drove me, along with two fellow Nepalis, to the camp in his Mercedes BenzThe Gurkhas were still protesting and shouting slogans when we reached camp. I got up and in a two minute speech told them they should now return to their quarters in a disciplined manner because the senior most official of the Brunei government had promised to address our longstanding grievances. Things went back to normal for a few months, but then some Gurkhas challenged the authorities again regarding their promotions. This time, the brass decided that this new rebellion needed to be nipped in the bud, and dismissed the 11 leaders from service. We decided to accept the decision because so many Nepali jobs were on the line if the Brunei unit was disbanded.In the next 15 months, the GRU became the Gurkha Security Guard. A rare near-mutiny  resulted in a successful resolution of our just demands. This was possible because we were united, well educated, patriotic, courageous, and willing to take the risk for the sake of justice and our beliefs. By insisting on a bilateral treaty, we had also acted to stand up to the principle of Nepal’s sovereignty.We finally returned to Nepal with our heads held high on 14 December 1997. It has been  23 years since our run-in in Brunei, and the events are still fresh in our minds. It was originally called Gurkha Security Guard but in 1981, the British and Brunei government decided to form the GRU, and had former British Gurkha soldiers serving in the new unit had to work as regular soldiers. Ever since it was converted into GRU, the Brunei government kept augmenting its strength. By 1996, the GRU’s numbers crossed 2,500 -- as big as a brigade strength in the British Army. I was a British Gurkha soldier, and joined the GRU in May 1996 even though I had signed the contract paperwork as ‘security guard’. When we got there, we were forced to work as infantry soldiers.Most ex-British Gurkha soldiers serving in the GRU were above 45, and the situation was pathetic. Us over-the-hill Gurkhas were compelled to run Battle Fitness Test (BFT) and Combat Fitness Test (CFT), fire heavy weapons and often had to participate in weeks-long exercises in the dense tropical jungles of Borneo.  Despite being fit, some ex-Gurkhas died of exhaustion during physically demanding jungle exercises. Their salaries had remained stagnant for many lustrums. The other big transgression was that the British government used to charge 2,500 Brunei dollars (USD 1,870) per Gurkha soldier as monthly salary from Brunei, but but gave us only BND1,100.  Essentially, Britain has been trading in Gurkhas for the last 205 years, ever since the Rana oligarchy in Nepal used us as its main tool of diplomacy. As scholar May Des Chene writes: ‘Gurkhas have been sold and bartered and they have been the coin of international diplomacy at key moments in Nepalese history.’The ‘Gurkha Contingent’ in Singapore has 2,000 young Nepali soldiers serving as policeman. The Singapore contingent itself was formed in 1949 after the end of the Pacific War, and after 71 years there is still no bilateral treaty between Singapore and Nepal governing recruitment.It is the British Army that recruits Nepalis on behalf of the Singaporeans. The question is: Who authorised this arrangement? Why is it still going on? Scores of so-called democratic governments have come and gone in Nepal, and no one has shown much concern about this affront to the country’s sovereignty.The Gurkhas in Singapore were kept in British Army enclaves until the late 1990s. Most Nepali officer regarded them as sycophants, as many of them used to kowtow to British and Bruneian officers.   Des Chene writes: ‘The soldiers look upon them with mistrust and regard them as moles who misrepresent their views to the British officers in order to curry their favours in the forms of promotions, good postings, longer services, granting of honorary ranks which carry some monetary benefits on their retirement, etc.’ There was a lot of arbitrary discipline enforced, most soldiers who had been in the British Army found the rules confusing and the officers did not have the same discipline and respect of the rank and file. When the British were in India, and after the 1816 treaty they did not actually have to colonise Nepal, and never really recognised Nepal as a sovereign independent country until the Chandra Shumshere Rana’s Friendship Treaty of 1923. But at the heart of the Gurkha dilemma is the anomaly that even today, nationals of one country fight and die for another. It is absurd that the United Kingdom, a sovereign country, recruits soldiers from another sovereign, independent country (Nepal) to serve in still another sovereign independent country, Brunei.  Despite this, elected leaders of Nepal and its intellectuals and historians, forever gloat about Nepal's independence and sovereignty, and that the country was never colonised. It is absurd that the United Kingdom, a sovereign country, recruits soldiers from another sovereign, independent country (Nepal) to serve in still another sovereign independent country, Brunei.  Despite this, elected leaders of Nepal and its intellectuals and historians, forever gloat about Nepal's independence and sovereignty, and that the country was never colonised. He has a PhD in Nepal-Britain relations.

But what kind of public goods?<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be30c9c7e80680e083ee2jpeg.jpg" alt="" width="1500" height="1000"><figcaption> </figcaption></figure>There will be a need down the line for countries like Nepal to help maintain peace and stability in what is likely to be a more turbulent and raucous period of world history in the coming decades.Some theories in international relations predict that China will seek a premier — some would call it a ‘hegemonic’ — role in Asia in the near future. The same theories also look at what might be the role of India in the decades to come, as it will have not only the largest population in the world, but its youngest demographic bloc too.How is that likely to impact the course of events in Asia? How is that likely to play out in a country like Nepal, which is sandwiched between these two giants? In what direction will the United States wish to see Nepal move? Is that going to conflict with or converge with the preferences coming out of Beijing and New Delhi?Some of these questions already require serious assessment. Good governance has not been something that comes naturally to Nepal’s rulers. The main concern of the Nepali people appears to be not what is the model or structure of governance the country has, but the results (or lack thereof) that emerge as a result. A country’s foreign policy is merely an expression of its core domestic politics.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181124/636be30f9c7e80680e083ee3jpeg.jpg" alt="" width="1500" height="900"><figcaption> </figcaption></figure>We are now at a stage where the centre of gravity of global power is shifting back to Asia. The start of the industrial revolution in Britain had a negative impact on Nepal. It heralded the decline of Asia, and the mastery over Asia and its colonial conquest by western prowess. Asian countries had till this time not just been culturally and politically advanced, but also flexed their economic muscle.The art and culture in Nepal during the Malla period did not just stay in Kathmandu Valley, but crossed the Himalaya to China, Korea and Japan. These Asian countries at that time were at the zenith of their power, politically and economically.We are now at the tail end of that process that began in the 18th century with industrialisation in the Western Hemisphere, and the pendulum is starting to swing back to the East.What should Nepal’s position and role be in this transition? The country requires serious stewardship and a total commitment to a morally anchored politics. Preparing for the clash of empires

Excerpts:Nepali Times: Nepal’s Foreign Minister <a href="https://www.nepalitimes.com/here-now/nepal-is-now-seen-and-heard/" target="_blank" rel="noopener">Pradeep Gyawali</a> met Russia’s Foreign Minister Sergey Lavrov in November and extended an invitation on behalf of President <a href="https://www.nepalitimes.com/banner/nepals-electric-transport-future-is-here/" target="_blank" rel="noopener">Bidya Devi Bhandari</a> to President Vladimir Putin to visit Nepal. How likely is that visit?Ambassador Novikov: During the talks with Sergey Lavrov, Foreign Minister Gyawali indeed availed himself of the opportunity to hand over an invitation from President Bidya Devi Bhandari to the President of Russia, Vladimir Putin, and an invitation from Prime Minister <a href="https://www.nepalitimes.com/latest/prime-ministers-health-condition-under-wraps/" target="_blank" rel="noopener">KP Sharma Oli</a> to Prime Minister Dmitriy Medvedev to visit Nepal at any convenient time. Besides, he also handed to the Foreign Minister an invitation to take part in the first meeting of the international forum, Sagarmatha Dialogue, on 2-4 April 2020. Minister Lavrov assured Minister Gyawali that Russia would consider the invitations, and that visits would depend on schedules.What else was discussed?The negotiations were quite productive. This was the first <a href="https://www.nepalitimes.com/banner/president-xi-in-kathmandu/" target="_blank" rel="noopener">official visit</a> by Nepal’s foreign minister to Russia since 2005. Both sides admitted that the potential for trade and economic relations between Russia and Nepal is not fully used. That is why, with the view of increasing bilateral turnover, they decided to widen the list of goods for mutual trade. Nepal also accepted Russia’s proposal to renew meetings of the existing working group on energy cooperation, which was established in 2013.Nepal is popular with <a href="http://archive.nepalitimes.com/news.php?id=18596#.XftUiNUzbIU" target="_blank" rel="noopener">Russian tourists</a>, even though their number is relatively small, with 11,000 Russians visiting Nepal in 2018. But this is expected to grow next year as Russia fully supports the Visit Nepal 2020 campaign. We specifically focused on the need to resolve issues of aligning the requirements for Russians in Nepal and Nepalis in Russia, especially in cases of mixed families.The two sides also noted the progress in development of political dialogue between the two countries. Russia welcomes Nepal’s interest in more active participation within the framework of the Shanghai Cooperation Organisation (SCO). <a href="https://archive.nepalitimes.com/article/nation/The-Russia-returns,213" target="_blank" rel="noopener">Moscow</a> considers that Nepal should make the most out of its status as a SCO dialogue partner.What is your opinion about the future of bilateral military-technical cooperation?<a href="http://archive.nepalitimes.com/news.php?id=16836#.XftUydUzbIU" target="_blank" rel="noopener">Russian aircraft</a> have a good track record in the mountains of Nepal. Previously delivered Mi-17 helicopters operate in Nepal, and there are further plans for cooperation in this area. We believe that bilateral military-technical cooperation has very good prospects, and the foreign ministers of our countries also agreed on the necessity of signing a mutual agreement in the future.Are there any signs that bilateral ties will be revived to pre-1990 levels?Russia attaches great importance to the development of relations with Nepal. We have a rich history of cooperation in economic, cultural, educational and technical spheres. Although our countries are geographically separated, there has been a mutual affinity between Russia and Nepal ever since diplomatic relations were established. This year, we celebrated the 63rd anniversary of establishment of bilateral diplomatic relations, with the participation of Foreign Minister Pradeep Gyawali and other officials.Cultural ties between our countries are age-old. From Lumbini the Buddha’s teachings spread across the Himalaya to the Central Asian steppes to Buriyatia, Tuva and Kalmykia, contemporary Russian regions inhabited predominantly by followers of Buddhism.The first visit to Nepal by a Russian was by the orientalist Ivan Pavlovich Minaev, in 1875. He studied local culture and even composed a dictionary of <a href="https://archive.nepalitimes.com/article/nation/nation-bhaktapur,597" target="_blank" rel="noopener">Newari language</a>. Then, of course, there was the Russian expat Boris Lissanevich, who did so much to open Nepal to foreigners as a major global tourist destination in the 1950s.King Mahendra visited Moscow in 1958, and there was a visit to Kathmandu in 1960 by the Chairman of the Presidium of the Supreme Soviet, KE Voroshilov. These visits laid a solid ground for cooperation. In the 1960s and ’80s our country constructed several facilities here, such as the Panauti hydropower station, the Kanti Children’s Hospital, a sugar mill and an agricultural tools factory in Birganj, a 110km section of the East-West Highway, the Janakpur Cigarette Factory, etc.Moscow also started providing Nepalis with opportunities for higher education in 1957, after which more than 100 <a href="https://www.nepalitimes.com/business/ncell-scholarship/" target="_blank" rel="noopener">scholarships</a> a year were granted to young Nepalis, which were highly appreciated here. Our country continues to provide Nepali people with scholarships, although fewer than earlier, but their number is steadily rising to previous levels. Many alumni of Soviet and Russian universities hold important posts in state and private organisations and make significant contributions to the prosperity of Nepal.Our country’s contribution to the development of Nepal is a stable foundation for our bilateral relations. Starting from the 2000s, Russia-Nepal ties have been broadening and deepening. Now, after Foreign Minister Pradeep Gyawali’s trip to Russia, we have every reason to count on gradual growth in the volume and quality of current cooperation between our friendly countries.

Russia-Nepal cooperation poised for growth: Ambassador

<figure><img width="1400" height="993" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108151120/636a66229c7e80680e059965jpeg.jpg" alt=""/><figcaption>EXHUMING ACCOUNTABILITY: Baburam Tamang, Maoist activist, one of the 21 killed execution-style by the army in Doramba in August, 2003.</figcaption></figure>South Asian states continue to use torture to control and punish dissent, fail to pass laws to criminalise the practice and where laws exist, do not use them in good faith, concluded a recent regional meeting in Kathmandu.Organised by the International Commission of Jurists (ICJ), the meeting last week brought together lawyers, human rights experts and activists from Bangladesh, India, Nepal, Pakistan and Sri Lanka, ahead of global <a href="https://www.un.org/en/observances/human-rights-day">Human Rights Day</a> (10 December).‘Torture and other ill treatment are prevalent in South Asia, and in some countries widespread and systematic, with perpetrators enjoying impunity for the crime,’ said ICJ <a href="https://www.icj.org/south-asian-states-must-end-culture-of-impunity-for-torture/">in a press release</a>.The trend is supported by ‘a mistrust of the justice system’, as shown by an incident last week in India, where police who killed four men accused of raping and murdering a woman were celebrated by crowds as heroes, said Reema Omer, ICJ International Legal Adviser for South Asia.“More troublingly, however, the perpetrators of such human rights violations — be it extrajudicial killings, enforced disappearances or torture — are rarely held accountable but instead, are often protected and even celebrated by the state,” added Omer in an email interview.“This has to be distinguished from the response of the general population as regardless of how ‘popular’ such conduct is, the state still has a duty to ensure an effective and impartial investigation leading to the prosecution of the perpetrators. Unless there is accountability, such violations will persist,” she added.She said that torture and ill treatment are used in similar ways across the region, one major difference being in areas of conflict, such as Kashmir or the former federally administered tribal areas in Pakistan. There, “torture is also used as a means of control and as a reprisal against dissenters and those who go against the state’s policies,” she noted.“There are also some differences in who the vulnerable populations are in each country, who are disproportionately subjected to torture and other ill treatment.”One positive development is the new penal code in Nepal, which came into force in 2018 and recognises torture as a distinct crime. Other countries in the region have standalone laws on torture while India and Pakistan do not.Even when officials are held accountable, they are often charged with lesser crimes than torture, such as assault, battery, coercion or abuse of office, which carry relatively low punishments. Lower or middle-ranking public officials are often targeted rather than their superiors.When torture charges are laid, they frequently fail because of the difficulties in proving the crime, which include finding witnesses who will testify, inadequate or conflicting medical evidence and threats of reprisals against victims and witnesses.If those barriers are overcome, immunities that protect public officials from prosecution can allow perpetrators to escape accountability.Military and intelligence agencies, in particular, ‘have extensive and unaccountable powers, including for arrest and detention, which facilitate the practice of torture and other ill treatment’, said the statement.The conference looked at possible models for reform in the region, such as laws in Ireland and the Ukraine. Omer said they could potentially be used to guide the ways lawyers and activists approach the investigation and prosecution of torture in their own countries.Under international law, states must ensure protection against torture and other cruel, inhuman or degrading treatment or punishment. The ICJ said when there are reasonable grounds to believe such a crime has been committed, states must investigate allegations competently, impartially, independently, promptly and thoroughly.

Torture systematic in South Asia: ICJ

Every year, thousands of young Nepali men still sign up for arduous physical tests to join the legendary force, in hopes of embarking on an adventurous career that includes a solid income, pension and the possibility of settling in the UK.It is only natural that young women would also be attracted to the Gurkhas, as was Ghising. “It was freezing cold but I enjoyed every bit of the hard winter training sessions, including running, push-ups and sit-ups,” she recalls.Swostika Ranamagar, 19, joined a training centre after the news that the Gurkha Brigade would take 800 female soldiers. “I was in high school and had to skip morning classes for the training,” she said.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a50109c7e80680e04fd3djpeg.jpg" alt="" width="1500" height="1045">Boxing champion Alisha Tamang, 19, started training more than a year ago, and remembers how bad she felt when a Parliament Committee in March decided not to allow Nepali women to be recruited by <a href="https://archive.nepalitimes.com/article/nation/Gurkhas-dying-for-others,2938" target="_blank" rel="noopener">the British Army</a>.“The news of cancellation made us all feel really low, but the training was not in vain. We have built up our self-confidence, we now know what army training is like, and we can now take the tests for the Nepal Army too,” Tamang said.Among the private companies specialising in preparing recruits is Salute Gorkha Training Centre in Kathmandu, and it warned the women that it was not yet confirmed that the British Army could be taking Nepali women.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a50139c7e80680e04fd3ejpeg.jpg" alt="" width="1500" height="1000">“After Parliament cancelled it, we saw many young girls in tears, but at the same time most of them were determined to be in the Army. They were physically and mentally capable to handle the news,” recalls Ramesh Pandey, a trainer at Salute.Parliament’s International Relations Committee announced the cancellation in a press release in March. Committee Chairman Pabitra Niraula told Nepali Times this week: “The timing was not right. Both governments are still working on resolving the issues of <a href="https://www.nepalitimes.com/here-now/gurkha-grandparents/" target="_blank" rel="noopener">ex-Gurkhas</a>.”Niraula added: “We still are addressing former Gurkha soldiers’ demands for justice and equality, and to solve their problems first. Britain recently increased Gurkha pensions 10-34%, but some veterans continue advocating for an even better deal.The British Gurkha base in Kathmandu says it continues to discuss the treatment of veterans with the Nepal Government, along with future recruitment, of both men and women.<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a501a9c7e80680e04fd40jpeg.jpg" alt="" width="1500" height="1011">Retired British Gurkha soldier Prem Kumar Rai believes that all recruitment under current conditions should end. “If the UK government is treating British Gurkhas unequally, and the Nepal Government accepts that, then this is colonialism in a new form,” he said. “Recruitment of Nepalis by a foreign army is not a solution for unemployment. Even male recruitment must be stopped.”Prime Minister Oli proposed to the UK government during his visit to London last month to replace the trilateral treaty between India Britain and Nepal on Gurkha recruitment with a bilateral one. Nepal’s Ministry of Foreign Affairs is also firm on not discussing female recruitment into the Brigade of Gurkhas until the pension issue has been satisfactorily settled. Spokesman Suresh Adhikary told us: “There is very little chance that the women’s recruitment issue will be resolved until the other broader issues have been sorted out.”<img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108131148/636a501d9c7e80680e04fd41jpeg.jpg" alt="" width="1500" height="939">However, that position is obviously not supported by the thousands of young Nepali men and women who continue to throng training centres to prepare for the gruelling annual physical tests and interviews to be among the chosen few in the British Army.The British Government had in the past recruited Nepali women for the Gurkhas Brigade: in the 1960s a small number were taken in as nurses, and in 2007 it was announced that the Brigade would recruit women soldiers, but that did not materialise.Ghising, Ranamagar and Tamang have not given up hope. They are still waiting for the Nepal government to lift the ban on Nepali women joining the British Army in 2021.

Girl Gurkhas

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
