The 7.2M Taiwan earthquake on 3 April was a reminder for us here in Nepal about the importance of preparation with up to code infrastructure, earthquake early warning sensors hooked to mobile &nbsp;networks, seismic risk education in schools, and swift emergency response.&nbsp;
Although 13 people were killed, readiness saved lives. Skyscrapers shook and swayed but did not fall, high-rises tilted but did not collapse. A similar intensity earthquake in Taiwan in 1999 had killed 2,400 people. &nbsp;
This week marks nine years since Nepal’s 2015 earthquakes that killed nearly 9,000 people. It has been four months since a 6.4M quake <a href="https://nepalitimes.com/opinion/comment/learning-from-jajarkot-what-we-didnt-after-2015-695vpzle">struck Jajarkot and West Rukum</a> near midnight on 3 November, claiming 153 lives.&nbsp;
In the immediate aftermath of 2015, building codes, earthquake-resistant designs and retrofitting became high priority. But as memories fade, so does the fear. Nine years on, buildings <a href="https://nepalitimes.com/news/the-rise-of-high-rises">including high-rises that flout zoning and building codes</a> have come up in Kathmandu while <a href="https://nepalitimes.com/news/the-occupation-of-tundikhel">open spaces have further shrunk</a>.&nbsp;
Himalayan seismologists have warned that 2015 was not the Big One, the kind of quake that hits central Nepal every 80 or so years. Neither was Jajarkot the megaquake scientists had expected in western Nepal’s seismic gap. As we have been saying in this paper for the last 24 years, the next big earthquake is ‘not a matter of if, but when’.
While the 14 districts affected by the 2015 disaster have now mostly been rebuilt, and are better prepared, the rest of the country is not. A &gt;8M megaquake in Western Nepal would be a trans-boundary disaster of unthinkable proportions.
In Jajarkot and West Rukum, many <a href="https://nepalitimes.com/here-now/jajarkot-survivors-show-collective-resilience">survivors spent the winter </a>without a roof over their heads, and they still await relief to rebuild. The National &nbsp;Reconstruction Authority (NRA) might have taken nine months to set up after the 2015 earthquake, but that disaster should have been a lesson for timely assessment for earthquake relief at the very least.
Nepal is a <a href="https://nepalitimes.com/news/lost-and-damaged">landmine of disasters</a>. Nearly 350 people have died just in the past year in floods, landslides, lightning, and forest fires, and not including Jajarkot. We are now in the thick of wildfire season. Hundreds of forest fires are burning across the country, some for weeks. Three fire-fighting soldiers and three children picking mushrooms were killed by wind-fanned flames just in the past week.&nbsp;
The <a href="https://nepalitimes.com/news/nepal-suffers-another-winter-drought">prolonged winter drought</a> should have warned us that this year, the fires would be much worse. But adding fuel to the fires, as it were, is the new trend of burning wheat straw after harvest by farmers.&nbsp;
Fire is always followed by flood, and this year, weather models predict above-normal monsoon precipitation. As it is, monsoons have become erratic with extreme downpours followed by weeks without rain. Mohan Mainali’s ongoing series in Nepali Times <a href="https://nepalitimes.com/here-now/people-and-mountains-are-thirsty-in-eastern-nepal">analysing meteorological, hydrological and demographic data from eastern Nepal </a>shows that Nepal has always suffered from either too little or too much water, and this has contributed to outmigration.
Landslides triggered by heavy rainfall along Nepal’s <a href="https://nepalitimes.com/news/roadkill">poorly designed roads</a> in never-ending states of construction magnify the risk. Landslides can also frequently block rivers, which raises the need for early warning systems.
And if all this was not bad enough, we have the <a href="https://nepalitimes.com/news/sikkim-flood-is-warning-to-nepal">threat of GLOFs </a>from glacial lakes swollen with ice melted by climate breakdown. The water level in the Tso Rolpa glacial lake in Rolwaling was reduced by 3m in 2002, and the water level of Imja Lake was lowered after the 2015 earthquake to mitigate the risk of GLOFs. But these lakes continue to expand as the Himalaya warms 0.7oC faster than the global average.&nbsp;
Thulagi glacial lake below Himalchuli is another one in danger of bursting, and would wash away four hydropower projects downstream on the Marsyangdi River. A GLOF from the precariously situated Lake 464 in the Hinku Valley would race down the Dudh Kosi Valley, into the Sun Kosi and right down to the Tarai.&nbsp;
While these lakes are all dangerous by themselves, they could burst simultaneously during a major earthquake. Which means Nepal must be prepared not just for earthquakes, but the co-seismic risk of catastrophic debris flows along its rivers.&nbsp;
Disaster preparedness means knowing and acknowledging potential without spreading panic and crying wolf. And:&nbsp;

 <li>Investing in search and rescue equipment and training</li>
 <li>Safety drills and earthquake education in schools</li>
 <li>Decentralised first responders with aerial medevac</li>

Disastrous preparedness

Kathmandu Valley’s rivers have always been in full spate during the monsoon, but their wide floodplains allowed the water to spread while fertilising the banks with nutrients.
But in a process that accelerated after the multiparty system was restored in 1990, and especially since the Maoist conflict began in 1996, the Valley’s population exploded. The real estate mafia and their political partners gradually encroached on the riverine flats.
Some of the tributary streams of the Bagmati now have roads and houses built over them, others have been squeezed into narrow canals. With just 90mm of rain in 24 hours, these waterways easily overflowed this week, submerging the banks.&nbsp;
“It was not a lot of rain, but it fell over a short period and there was nowhere for the river to go,” watershed expert Madhukar Upadhyay explained to us.&nbsp;

Rainfall patterns have changed with frequent torrential microbursts or prolonged drought due to climate change, but the main reason is that we have constricted the rivers and streams.
“This should be taken as a warning,” Upadhyay added. “This week’s floods could have been as bad as they were in Uttarakhand or Beijing if rainfall was heavier. We should have had strict zoning laws about not building along floodplains.”&nbsp;
Kathmandu’s urban heat island effect meant that this year’s pre-monsoon maximum was up to 5°C higher than average. Trees that would have cooled things down are gone, concrete and asphalt trap the heat.
In winter, the Valley’s air quality is unbreathable and off the charts. Inability to control vehicular fumes, garbage burning and brick kiln emissions means suspended particles are trapped under an inversion layer. The city has now given up trying to control vehicle emissions, and subcontracted it to the private sector.

Emissions can be curbed with a systematic push towards electric public transport and battery-powered vehicles. This would also mean using surplus clean hydroelectricity that is going to waste. Instead, the government has increased taxes on electric vans.
In his election pledge, Mayor Balen Shah promised to clean up Kathmandu’s air and trash. But there has been no effort to segregate waste, leading to chronic problems at the landfill site. A foreign investment proposal to manage waste and generate power through incinerators is stuck in red tape.
None of this can be blamed on the climate crisis. Media headlines call floods ‘monsoon havoc’, but they are actually ‘human havoc’ — a result of regulatory failure, poor planning, corruption and individual greed.
Yet, there is a climate dimension that is making existing problems worse. A new report by the Integrated Centre for Mountain Development (ICIMOD) shows that Himalayan glaciers shrank 65% faster between 2010-2020 compared to the decade before. At this rate, 80% of the ice mass will be gone by 2100. In addition, springs are going dry and the water table has receded.&nbsp;

“We are now past adapting to climate-induced calamities, we have to talk about mechanisms to pay for loss and damage,” &nbsp;<a href="https://climateanalytics.org/events/2023/loss-and-damage-in-south-asia-what-cop28-needs-to-deliver-for-the-region/?fbclid=IwAR0XTyAN82s5-twHW0V5IK2c1nrIeIonmHjJykMc_WDIm1VduBfMfVyjpeg">ICIMOD Director Pema Gyamtsho told a webinar</a> this week hosted by Climate Analytics South Asia. “But while the global community debates loss and damage, climate-induced disasters continue to render many people homeless and hopeless.”
This July was the hottest ever globally, and some weather extremes that climatologists had predicted would take place by 2050 are already happening. World leaders will meet in Dubai at COP28 in November and discuss reparations for climate harm.
“Loss and damage funds may or may not happen, but we in Nepal must take preventive action with local participation immediately,” says Madhukar Upadhyay.
That advice is most relevant for Kathmandu, where federal agencies and mayors must work in close coordination to tackle the Valley’s polycrisis.

Photo: BIKRAM RAI</figcaption></figure>Even as Nepal braces for the full socio-economic impact of the COVID-19 lockdown, the monsoon brings the risk of yet another disaster – floods.The lockdown has lasted three-and-half months, causing not just a public health crisis but also mass unemployment and economic dislocation. Experts have warned that because the lockdown has not been accompanied by adequate test-trace-treatment, there is a looming threat of community transmission.If that happens, the pandemic <a href="https://www.nepalitimes.com/latest/after-the-coronavirus-the-deluge/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/after-the-coronavirus-the-deluge/&amp;source=gmail&amp;ust=1594282153999000&amp;usg=AFQjCNH45ArnnHWwf3p04i8SISD5h-eGkQ">peak in Nepal could coincide with the monsoon peak</a> which brings with it an increased risk of landslides and floods.  This year, unusually heavy early monsoon rains have already triggered landslides across the mid-mountains, causing at least 36 deaths.The Department of Hydrology and Meteorology has forecast 100-200mm of rain in 24 hours from Friday onwards into the weekend, warning of flood risk in the central and <a href="https://www.nepalitimes.com/banner/nepal-tarai-learns-from-past-floods/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepal-tarai-learns-from-past-floods/&amp;source=gmail&amp;ust=1594282153999000&amp;usg=AFQjCNHjQgqhlpUVvl5eApCTDlj0GZnn-A">eastern Tarai</a>. It is not just the precipitation that has <a href="https://www.nepalitimes.com/editorial/flood-of-recrimination/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/editorial/flood-of-recrimination/&amp;source=gmail&amp;ust=1594282153999000&amp;usg=AFQjCNFll8mIfpIC-Vxe_TfcdXeq3eqHbA">intensified flood risk</a>, but also poor drainage, denudation of the <a href="http://archive.nepalitimes.com/blogs/thebrief/2017/07/11/chure-denudation-and-floods/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/blogs/thebrief/2017/07/11/chure-denudation-and-floods/&amp;source=gmail&amp;ust=1594282153999000&amp;usg=AFQjCNEBryjJNyUZb8d49R3dodj47Lmy4A">Chure Hills</a>, and road and embankment construction across the border in India that impound water in Nepal.“This is the new normal,” explains Bimal Regmi, a climate change expert at the Policy and Institutions Facility (PIF), a program funded by the British aid agency DFID. “Extreme weather causes floods, but change in land cover and loss of vegetation are aggravate their intensity.”Experts say awareness about flood risk preparedness in Nepal starts when the rains start, and by then it is usually too late. The government also invests more on relief and not enough on prevention. This could change with the new Disaster Risk and Management Act 2017 which puts more emphasis on preparedness and mitigating risk, and also hands more responsibility to first-responders at local government level.“We are now looking at disaster risk management much more comprehensively, and addressing early warning and immediate response at the district and provincial level,” says Anil Pokhrel, head of the National Disaster Risk Reduction and Management Authority.This rainy season, there is the additional risk of COVID-19 and the need to maintain physical separation and maintain personal hygiene in shelters. Unlike the previous years, the pandemic has also brought returnees from overseas and in-country migrants, increasing the population living in areas at flood and landslide risk. People also need to be made aware of maintaining hygiene and physical separation in shelters.“These factors will magnify social, economic, health and political problems,” says retired Nepal Army general and disaster management expert Balananda Sharma.Nepal has enhanced its flood early warning system on major river basins like the Gandaki, Kosi, and Karnali and issues regular bulletins through social media and the mobile network, reducing the loss of life and property in recent years.Says Dinanath Bhandari, an expert on early warning and adviser to the Authority: “Because of limited data, early warning does have its limitations in Nepal. But when there is heavy rainfall, we send out alerts to at-risk communities.”While the national government usually springs into action after a disaster, more emphasis is needed before floods strike. <a href="https://www.nepalitimes.com/here-now/only-half-prepared/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/here-now/only-half-prepared/&amp;source=gmail&amp;ust=1594282153999000&amp;usg=AFQjCNEVxtjoSxnZ3vrXXyM6NahadSpxdg">Preventive measures</a> and preparation like better designs for road embankments and drainage need to be integrated into plans.Tapendra Rawal, the Mayor of Tikapur in the floodplain of the Karnali in western Nepal, is aware of this, and uses community action to clear blocked drains and ensure proper outflow before the rains arrive, and he has rafts on standby for flood rescue. This year, he has added  public awareness about COVID-19 precautions to his preparedness plans.At Mahakali Municipality, Mayor Bir Bahadur Sunar says the presence of returnees from India and overseas can be channeled for flood prevention and rescue. He says: “Many people who came back from foreign work are unemployed at the moment, and many have raised concerns about their livelihoods. We could deploy them for flood mitigation efforts.”While the country braces for the coming months, there is also the need to look at the longer term so that the Land Use Policy 2015 is closely followed to discourage settlement in high-risk areas, and in planning for flood risk reduction through livelihood enhancement measures.There are <a href="https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/nepal-villages-learn-to-cope-with-climate-crisis/&amp;source=gmail&amp;ust=1594282153999000&amp;usg=AFQjCNGlr8UC_WND2qI2qHZXkfamofjd1A">success stories like the villagers of Kailali and Kanchanpur</a> which have been supported to manage flood risk through agriculture. They plant bamboo and napier grass on embankments and sugarcane on riverbanks to not just protect them from floods, but also augment income from the cash crops.Says Bimal Regmi: “Many communities have used the areas affected by the floods as vegetation for livelihood, degraded land rehabilitation, tree plantation, bioengineering, and other disaster risk management methods to minimise the impact of floods.”It is obvious that these best practices need to be scaled up.@NDRRMA_Nepal on Twitter and NDRRMA on Facebook

Preparing for floods during a lockdown

Drains clog and swell, streams overflow, and rivers spill onto what is left of roads with their surfaces corroded by wheels and weather. Drenched hillsides release their soil and stones into slips and landslides.Nepal’s summer monsoon floods cause untold misery, damage and disruption, even if we have come to consider them ‘normal’. Draining into the sacred Ganga, Himalayan rivers have not much more than 100m elevation to drop between the southern border with India until they meet the Bay of Bengal 2,000km away. India shares the flooding watercourses and the suffering.At <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/More-trouble-in-Chitwan-National-Park,2956" target="_blank" rel="noopener">Tiger Tops in the middle of Chitwan</a>, it never even occurred to us to try to keep the lodge running during this annual drama. Access across the swollen rivers and overgrown tracks was nigh impossible, the Tarai heat and humidity were oppressive, and the jungle environment more teeming than usual with tics, leeches, scorpions and snakes flooded out of their homes.Closed every year mid-June to mid-September, monsoon was the time for lodge maintenance, repairing roof thatch and bamboo walls, resting the elephants, and with only a skeleton staff who rotated to their villages for six weeks’ annual leave. The tented camps deep in the forest or overlooking riverbanks were packed up and carefully stored to avoid mould, fungus and damp rot, the tent shelters remade, and the jungle kitchens rebuilt.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f1329c7e80680e035a1ajpeg.jpg" alt="" width="536" height="432"><figcaption> </figcaption></figure>Monsoon is a special time to be in Nepal, rewarded with theatrical cloud effects, unexpected sunsets, rain-washed views and profligate plant life, but I was not prepared for the natural violence wrought in the lowlands, cataclysmic erosion changing the landscape. Rivers rose and fell with the relentless rains, swirling brown with topsoil from the middle hills, and carved new courses, gouging their sandy banks and dragging down huge trees in the flatlands of the Tarai. Unnoticed streams became impassable, and even large mammals such as domestic buffaloes and wild rhinos were swept to their deaths. An attempt at crossing the Rapti on elephant back needed to be carefully timed and was never predictable.At the end of this annual onslaught, as rivers settled back into new alignments, <a href="http://archive.nepalitimes.com/regular-columns/So-far-so-good/one-day-of-life-in-the-jungle-chitwan,1005" target="_blank" rel="noopener">Tiger Tops</a> was painstakingly reassembled, repaired, refreshed and polished clean. The National Park roads had to be labouriously remade by hand, jungle trails cleared of encroaching greenery, forest campsites reclaimed, boats positioned for Rapti and Reu crossings, and Land Rovers floated across the rivers, wheels balancing precariously on makeshift rafts made from lashed together wooden boats, ready for the first of the arriving guests.Only elephants could forge their way through the dense towering grasslands that had flourished in the heat and wet, disappearing beneath the delicate pink Saccharum flowers of September. It was the hardest time to show any wildlife-- hidden in the foliage, invisible in the vegetation and with ubiquitous water sources, the presence of animals was only betrayed by swaying grass or crashing branches, and a rare glimpse if you were lucky.A few hardy foreigners, mainly researchers and naturalists, took their chances in <a href="http://archive.nepalitimes.com/regular-columns/So-far-so-good/back-to-Chitwan,1075" target="_blank" rel="noopener">Chitwan</a> during the summer months but I never spent a whole monsoon in the jungle. My role in marketing and communications during the 1980s had me travelling on sales missions and promotion tours, or helping my then-boss Jim Edwards host his annual salmon fishing groups on remote rivers in Iceland.Armed with a free Pan Am air ticket around the world, Jim’s extensive network of contacts, heaps of yellow brochures, a slide carousel (remember those?) and a miniscule budget, every June I would set off around the world to promote <a href="http://archive.nepalitimes.com/article/nation/Nation-quality-control-in-tourism,471" target="_blank" rel="noopener">Nepal and Tiger Tops, visiting trade shows, travel agents, tour operators and well-wishers on whom we depended for business</a>. Standby travel on Pan Am was uncertain and stressful as we only flew when there were empty seats – with bizarre rules such as a dress code banning denim or jeans which I remember well, having been denied boarding in Chicago due to my blue pencil skirt.Sleeping on the scrounged sofas of kind Nepal-lovers or Jim’s bemused friends, I could visit eight Hong Kong or Singapore travel agents in one day, persuading their weary staff why they should sell Nepal above other destinations. With partners such as Lindblad Travel, Abercrombie &amp; Kent and Mountain Travel USA, we did the rounds of North American and European fairs and travel retailers who formed the interface with consumers in those pre-digital days.Between agent slide shows and promotional events in bland motels, I slept in more strange spare rooms and attended luscious lunches and elegant dinners hosted by Nepal enthusiasts to further ferment their fervour amongst their circle of friends. Taking time out to regroup with Jim in our fledgling London office, I visited conservationists, climbers, filmmakers, journalists, media, museums, zoos, and anyone else we thought might help us sell wildlife and trekking holidays in the distant and still-mysterious kingdom of Nepal.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107121148/6368f1349c7e80680e035a1bjpeg.jpg" alt="" width="640" height="435"><figcaption> </figcaption></figure>So whilst the monsoon raged, my nomadic progress took me to major capitals and cities linked by Pan Am Boeing flights, on a mission to spread the word and help establish what would become the adventure destination of Nepal.

Monsoon memories

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. The restoration team has designed a blueprint for the temple by using historical photographs and insights from older generations.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30.jpg" data-media-id="editor_2" data-image-id="20241017131016_182882fdc393c99e70d1d0490319e415229563666c4934e3a582426ebf00ca30" data-rendition-name="original" width="1200" height="560" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “At first, the Lakshmi Narasingha temple had only one entrance, but during the demolition process, we uncovered the foundations of four doors. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
