<img width="1594" height="986" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1ed09c7e80680e0af42fjpeg.jpg" alt=""/>The rapid spread of the<a href="https://www.nepalitimes.com/latest/nepal-on-high-alert-for-omicron/" target="_blank" rel="noopener noreferrer"> new coronavirus variant Omicron</a> across the globe has cast serious doubts about the efficacy of different Covid-19 vaccines in use worldwide. In particular, non-mRNA vaccines have been put on the spotlight, with initial lab reports suggesting their decreased protection against the new strain. Nepali Times spoke with regional <a href="https://www.nepalitimes.com/here-now/nepal-needs-urgent-american-vaccine-support/" target="_blank" rel="noopener noreferrer">health expert Sushil Koirala</a> based in Bangkok this week about Omicron setting off a <a href="https://www.nepalitimes.com/latest/nepal-needs-to-prepare-for-new-covid-wave/" target="_blank" rel="noopener noreferrer">new surge</a> in the Subcontinent, the danger of falling vaccine efficacy, and the best strategy for Nepal moving into 2022. Nepali Times: Initial lab reports suggest that non m-RNA vaccines are largely ineffective against Omicron. Would this be accurate? Sushil Koirala: I am not aware of any specific evidence that says viral vector vaccines are ineffective against the Omicron variant. I have also not seen any evidence of it being effective. The problem is the lack of transparency from manufacturers. That unknown, compared to some evidence we have with the mRNA vaccines, is the problem. Since little is known on the effectiveness of viral vector vaccines particularly VeroCell, the natural tendency is to think that the mRNA vaccines are a better choice as a booster against delta reinfection and Omicron variant. Read also: <a href="https://www.nepalitimes.com/latest/all-vaccines-prevent-severe-covid/">“All vaccines prevent severe Covid”</a>, Nepali TimesIn that case, how should our vaccination drive move ahead now?Nepal should swiftly provide booster doses to the vulnerable population, many of whom were vaccinated almost a year ago. Early evidence based on lab studies shows that a recent (booster) jab provides ‘increased’ protection against Omicron. Most importantly, The Imperial College London Covid-19 response team has recently estimated that the risk of reinfection with the Omicron variant is 5.4 times greater than that of the Delta variant. This implies that the protection against reinfection by Omicron afforded by past infection may be as low as 19%.  <figure><img width="126" height="150" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1ed49c7e80680e0af430jpeg.jpg" alt=""><figcaption>Sushil Koirala</figcaption></figure>In short, there is some evidence that natural immunity from past infection and or vaccine-induced immunity from prior vaccination may not be sufficient to prevent Omicron infection. However, it’s good to point out that it is too early in the day, and there is insufficient knowledge on how those infections will translate to increased severity and or death at a population level. Good thing is, Nepal has now received sufficient Moderna vaccines to provide booster doses to elderly and vulnerable groups and will have additional 2 million doses to continue vaccinating those of 12-18 years of age.  Read also: <a href="https://www.nepalitimes.com/here-now/living-with-covid-in-2022/">Living with Covid in 2022</a>, Sonia Awale Is there now a clearer picture of Omicron? What can we say about a possible new surge, increased transmissibility and severe diseases? Though it is still quite early to conclude anything, there is a broader general consensus on the following evidence:  1) Due to mutations in the spike protein, Omicron is highly transmissible. Early studies suggest that it is four-fold more infectious than the original coronavirus and two-fold more infectious than <a href="https://www.nepalitimes.com/banner/we-knew-the-tsunami-was-approaching/" target="_blank" rel="noopener noreferrer">Delta</a>.  Lab studies suggest that Omicron was able to replicate 70 times faster in human respiratory tissue than Delta, which may help the variant spread more rapidly between people. There were also higher levels of the Omicron variant in respiratory tissue 48 hours after infection than the Delta variant.  2) There is some evidence that natural immunity from past infection and or vaccine-induced immunity from prior vaccination may not be sufficient to prevent Omicron infection as discussed earlier. 3) There is mixed evidence based on small lab-based studies that suggest that vaccine still provides some level of protection against Omicron and while other studies suggest that there are vaccine escapes. The magnitude of either one is unknown.  4) Early data suggests that Omicron may be milder than previous variants, but most of this anecdotal data comes from young and fully vaccinated patients. It is also important to note that many of these initially confirmed Omicron cases were already fully vaccinated or previously infected, revealing the occurrence of breakthrough reinfection and the immune escape of the Omicron variant. 5) There are not many studies/data that look at the severity of Omicron infections among unvaccinated and elderly/vulnerable people. We have three confirmed imported cases of Omicron. Since the first case arrived in Nepal in mid-November, it is safe to assume that there must be small cluster transmission happening in Nepal, particularly in Kathmandu. Recent<a href="https://www.nepalitimes.com/latest/unconventional-party-conventions/" target="_blank" rel="noopener noreferrer"> superspreader political events</a> have exacerbated the risks of the transmissions to other parts of Nepal. All three confirmed cases were detected when they were clinically sick and among vaccinated people. It shows that our active surveillance is not working well.  Despite having multiple cases from fly-in travelers, our real risk of a large-scale outbreak is likely to come from across the southern border. So, yet again, what will happen in Nepal will largely depend on how the Omicron outbreak unfolds in India. Nepal should keep its focus on surveilling border cases and up its vaccination drive, which has flattened in recent months.   As natural immunity seems to be unable to prevent Omicrom infections, it is of outmost importance that<a href="https://www.nepalitimes.com/banner/how-nepal-must-prepare-for-3rd-covid-wave/" target="_blank" rel="noopener noreferrer"> Nepal prepare critical care </a>for a large-scale Omicron outbreak.  We have a relatively lower vaccinated coverage, we have not provided <a href="https://www.nepalitimes.com/opinion/to-boost-or-not-to-boost/" target="_blank" rel="noopener noreferrer">booster doses</a>,  the efficacy of the Chinese vaccine against the new variant is unknown, and public health measures at population levels are sketchy and insufficient.  This presents all necessary conditions for a highly contagious variant to spread in Nepal. It is still too early to tell how this increased transmissibility translates to the severity and deaths. We will eventually know that, but we cannot afford to wait. Malls in Kathmandu have decorated themselves with tinsel, baubles, artificial trees, LED lights and Christmas themed gizmos on shelves, painting the town red (and green).The other day I was almost tempted to buy a little snow globe in one of the stores before I balked at the price. Nonetheless, I did turn a couple of them upside down to watch the snow fall.  Snowfall, jingling bells, presents. Christmas is here!This fascination with Christmas goes back to childhood, studying in a Catholic missionary school. The nuns taught us carols, and shared with the ‘good girls’ cards that had been sent to them from across the world. It was an era when Christmas greetings were still in hardcopy — letters, cards and postcards.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1ecd9c7e80680e0af42djpeg.jpg" alt="" width="299" height="360"><figcaption>Vintage Christmas card of Santa Claus. One year, I even made a scrapbook out of these cards as part of my ‘hobbies’ exhibit.The Christmas tree with presents piled up underneath, the plump laughing guy with rosy cheeks in a red suit, twinkling eyes and snowy white beard riding his reindeer-driven sleigh laden with presents. And of course, white snowy scenes with boughs of holly and red berries.So enamoured was I to have a piece of Christmas myself, I scoured the nooks and crannies of our compound, in the undergrowth, searching for any plant that had chevron spikes that looked like holly.Drawing a Christmas tree also became an interesting pastime during the last days of school in December. A three tiered pointy pagoda-like tree with zigzag lines for tinsel, circles here and there for baubles, and not to forget a big star on top and a trapezoid pot at the bottom.I loved our singing classes, and as December got closer we performed the feisty “Jingle Bells” and “Good King Wenceslas” or the solemn “Silent Night” with all our might.I hankered for Christmas so much my parents took pity on me and decided to let me have a Christmas experience. I must have been eight, and had hung a sock on my bed on Christmas Eve, hoping the cherubic guy from the North Pole would come sleighing down to Kathmandu.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1ece9c7e80680e0af42ejpeg.jpg" alt="" width="780" height="519"><figcaption>A more buxom Santi from the year earlier.</figcaption></figure>Next morning I found a yellow cloth doll with a pixie head and a plastic face peeping from the top of the sock. I was thrilled that Father Christmas had come all the way to my room. I had a doll named Bella that my father had given as a gift, so I named its companion, the yellow doll, Yella.I played with Bella and Yella, and the next Christmas I hung up the sock again. And the next morning there was a Johnson &amp; Johnson pink and blue striped tiffin-like tin box with soap, cream, and talcum powder set inside it. I still get the soft soapy aroma of that box in my nose today.I was probably 10 when the Christmas bubble burst. I had put up my sock again but my mother probably did not have time to shop for a present. What I found inside the sock on Christmas morning was the glass bottle of ointment (with a chipped glass cap) that used to be in the showcase in my parent’s room. Dreams were shattered along with the broken glass cap. Christmas fizzled out after that.It sparked again years later when I was in the US for my masters, and my three children had come over for a visit during the holidays. At their request we put up a Christmas tree, tinsels, twinkling lights, presents, enjoying the whole process along with them, and probably finally living up to my childhood dreams too.But the feather in my Christmas cap came when I was with UNICEF Nepal and arranging a Christmas party for colleagues and their children. <figure><img width="1221" height="814" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1eaf9c7e80680e0af423jpeg.jpg" alt=""/><figcaption>Photo: AMIT MACHAMASI</figcaption></figure>It has been two years since the coronavirus turned the world (and Nepal) upside down.  <a href="https://www.nepalitimes.com/banner/behind-the-masks/" target="_blank" rel="noopener noreferrer">Masks have become the norm</a>, physical distancing is a must, vaccines are mandated, and parts of the world are going back to lockdowns. The virus has infected 277,523,045 people and killed over 5.3 million, a figure that does not count ‘excess fatalities’. 
Just as everyone was waiting for business to go back to normal in 2022, countries have been hit with a <a href="https://www.nepalitimes.com/latest/nepal-on-high-alert-for-omicron/" target="_blank" rel="noopener noreferrer">highly contagious new variant</a>. There are now serious worries about the efficacy of vaccines against Omicron and <a href="https://www.nepalitimes.com/here-now/do-nepalis-need-covid-booster-shots/" target="_blank" rel="noopener noreferrer">who and when to boost</a>. 
Lab tests have shown that the AstraZeneca and VeroCell vaccines most used in Nepal may not be so effective against Omicron, and only m-RNA vaccines like Pfizer and Moderna may be effective as boosters to stop infections. However, researchers have said all vaccines, including AstraZeneca and the Chinese jabs, significantly protect against serious illness. 
Nepali Times spoke with national and international health experts to verify these initial findings and how it is likely to impact Nepal’s response to the new strain.
“The coronavirus is here to stay and it will remain with us for decades to come. To do this it will find ways to continue to infect people in communities even if they are vaccinated,” <a href="https://www.nepalitimes.com/latest/all-vaccines-prevent-severe-covid/" target="_blank" rel="noopener noreferrer">Andrew Pollard</a>,  who helped develop the AstraZeneca vaccine told Nepali Times from Oxford.
He added: “The important role of the vaccines is to prevent severe disease and the evidence so far, even with Omicron, does appear to indicate that vaccines are still holding up in preventing most of the severe outcomes.”

Infectious diseases specialist at HAMS hospital in Kathmandu Anup Subedee agrees: “It is true that mRNA vaccines are more effective against the new variant but all the shots still significantly reduce severity and mortality. So our priority must be to vaccinate as many people as soon as possible and to boost the immune-compromised and frontliners.”
Researchers recommend using mRNA vaccines as booster for the vulnerable populations. Last week, Nepal received nearly 2 million doses of Moderna shots from Germany via the COVAX facility, which is sufficient to provide booster doses for the elderly. Health Minister Birodh Khatiwada announced on Wednesday that Nepal would start boosters from mid-January. 
A recent study by The Imperial College London estimated that the risk of reinfection with the Omicron variant is 5.4 times greater than that of the Delta variant. What this means is that the protection against reinfection by Omicron afforded by past infection may be as low as 19%. Early studies also suggest that Omicron is four-fold more infectious than the Alpha strain and two-fold more infectious than <a href="https://www.nepalitimes.com/banner/we-knew-the-tsunami-was-approaching/" target="_blank" rel="noopener noreferrer">Delta</a>.
“There is some evidence that shows that a natural immunity from past infection and or vaccine-induced immunity from prior vaccination may not be sufficient to prevent Omicron infection. But it is too early to make a concrete statement,” regional health expert Sushil Koirala told Nepali Times via email from Bangkok. 
Preliminary findings suggest that <a href="https://www.nepalitimes.com/here-now/omicron-may-not-be-as-risky-but-take-care/" target="_blank" rel="noopener noreferrer">Omicron may be milder than previous variants</a>, but its increased transmissibility could still result in high rates of severe disease and death particularly among vulnerable and unvaccinated groups, overwhelming ICU capacity. 
“The real question is not how many people Omicron is likely to kill but given its higher transmissibility, how Nepal’s limited health infrastructure will deal with a surge,” says Dibesh Karmacharya of the Centre for Molecular Dynamics Nepal. “We have to also see how Omicron affects vulnerable populations in Nepal that have already been vaccinated.”
The general consensus is to launch <a href="https://www.nepalitimes.com/banner/vaccines-variants-and-a-third-wave/" target="_blank" rel="noopener noreferrer">mass immunisation</a> and administer booster shots for the vulnerable population simultaneously. Early evidence based on lab studies shows a booster jab with any vaccine increases protection against Omicron and reduces hospitalisations and deaths.
“Boosters do seem to increase antibodies and some early evidence from the UK shows that boosters increase protection against these mild infections,” says Pollard. “Boosters may be important for some of the frailest in our communities to keep them safe if their protection has waned. Some countries have started booster programs focusing on these risk groups first.”<a href="https://www.nepalitimes.com/latest/nepal-has-all-the-conditions-for-an-omicron-surge/">“Nepal has all the conditions for an Omicron surge”</a>, Nepali Times 
The Ministry of Health has announced booster shots from mid-January 2022 provided that the World Health Organisation (WHO) permits it. The WHO has been prioritising first and second doses over boosters, especially where there is a short supply of vaccines, and recommended boosters only after 40% of the population is fully vaccinated.
“WHO might have its guidelines but we must also stick to our national priorities, we must provide boosters for frontliners so that Omicron does not shut down our health care system,” adds Subedee. “We must not miss immune-compromised and the elderly, it is more important for now to provide boosters for 80+ people than administer a single dose to 12-18 year olds.”
Nepal’s vaccine stockpile is now so big and vaccine uptake so slow that there is a danger of vials having to be destroyed because of the <a href="https://www.nepalitimes.com/here-now/from-scarce-vaccines-to-storage-shortage-in-nepal/" target="_blank" rel="noopener noreferrer">lack of refrigerated storage</a>,  and there are millions more vaccines in the pipeline. Nigeria this week destroyed 1 million vials saying the international community provided those doses close to expiry dates.
“We now need to get jabs into arms as soon as possible, we must continue inoculating those who haven’t yet been vaccinated while simultaneously also administering boosters, given the decreasing antibody levels and the rise of new variants,” says Buddha Basnyat, a physician at the Patan Academy of Medical Sciences.
So far, Nepal has confirmed three imported Omicron cases, the first in mid-November, meaning a small cluster transmission is already at play. Superspreader <a href="https://www.nepalitimes.com/latest/unconventional-party-conventions/" target="_blank" rel="noopener noreferrer">political events and large gatherings</a> have increased the risk of further transmission. 
Given relatively lower vaccination coverage, lack of booster doses, unknown efficacy of Chinese jabs used and insufficient safety measures, <a href="https://www.nepalitimes.com/latest/nepal-needs-to-prepare-for-new-covid-wave/" target="_blank" rel="noopener noreferrer">Nepal is a breeding ground</a> for a highly contagious variant to spread. But what will happen in Nepal will largely depend on how the Omicron outbreak plays out in India. 
Says Basnyat: “We have to prepare for a new surge, we have been caught too many times with our pants down."
The way to do that, Koirala says, is to increase surveillance on the Indian border, and <a href="https://www.nepalitimes.com/latest/vaccines-are-the-only-solution/" target="_blank" rel="noopener noreferrer">accelerate the vaccination drive</a>. “It is of utmost importance that Nepal start preparing critical care and for possible lockdowns for a large-scale Omicron outbreak. We can’t afford to wait.”
As we welcome 2022, the New Year’s resolution should be normalising the pandemic by increasing the global vaccine equity. Says Dibesh Karmacharya: “Some countries now have the fourth dose but unless we achieve vaccine equity and herd immunity, Omicron will just be one among a long line of variants.”

Living with Covid in 2022

But the real reason seems to be Beijing’s opposition to the project, and its pressure on politicians not to implement the project.Sources say the Chinese government has been showing unusual interest in the Millennium Challenge Corporation (MCC) project as Prime Minister Sher Bahadur Deuba prepares to present it for approval by the winter session of Parliament, <a href="https://www.nepalitimes.com/latest/mcc-row-rocks-nepals-ruling-coalition/" target="_blank" rel="noopener noreferrer">despite opposition from coalition partners</a>.On 22 December, Chinese Ambassador to Nepal Hou Yanqi made a hasty trip to the Balkot residence of former prime minister KP Oli of the opposition UML. <a href="https://www.nepalitimes.com/editorial/knowing-whats-good-for-nepal/" target="_blank" rel="noopener noreferrer">Oli and Deuba back the American project</a>, and some see this meeting of minds on the MCC even <a href="https://www.nepalitimes.com/editorial/just-do-it/" target="_blank" rel="noopener noreferrer">triggering a breakup of the governing coalition</a>.On 13 December, Vice Minister Chen Zhou of the International Department of the Communist Party of China (CPC) held a video conference with the newly-elected UML General Secretary Shankar Pokharel.Pokharel is said to have assured Zhou that his party would not allow activities that could damage Sino-Nepal relations. The UML’s Bishnu Rijal confirmed that Zhou’s call was about the MCC, but added ambiguously: “He must have had queries about development projects that China’s neighbouring country is undertaking.”<a href="https://www.nepalitimes.com/latest/missing-links-in-nepals-mcc-debate/">Missing links in Nepal’s MCC debate</a>, Jeevan R Sharma and David SeddonZhou had a similar chat with Madhav Kumar Nepal of the Unified Socialists who is also reported to have reiterated that he opposed anti-China activity in Nepal. Nepal has publicly stated he would reject the MCC if it could affect ties with neighbouring countries. CPC officials also held virtual meetings with Pushpa Kamal Dahal of the Maoist Centre, who has not hidden his opposition to the MCC.A government official, speaking on condition of anonymity, said: “There is no doubt that China does not want the MCC to go ahead, it has already conveyed as much to the top political leadership.”Speaker Agni Prasad Sapkota of the Maoist Centre, who is close to Beijing, has said the MCC would not move forward under his watch. His predecessor Krishna Bahadur Mahara publicly admitted to stopping MCC ratification because it was anti-Chinese.“China has already sent the message that it will not sit idly if the development activities in Nepal undermine its interests here,” Nepal’s former ambassador in Beijing Mahendra Bahadur Pandey told Nepali Times. “China has been concerned about the MCC from the very beginning, and views it with suspicion.”<a href="https://www.nepalitimes.com/latest/mcc-damned-if-we-do-damned-if-we-dont/">MCC: damned if we do, damned if we don’t</a>, Nepali TimesChina’s objection to the MCC is most noticeably expressed through op-eds. Wang Yiwei, a professor of international relations at the Renmin University, in one interview with <a href="http://nepalkhabar.com/" target="_blank" rel="noopener noreferrer" data-saferedirecturl="https://www.google.com/url?q=http://nepalkhabar.com&amp;source=gmail&amp;ust=1640329948769000&amp;usg=AOvVaw1-5zGkO7r9layvLRxbBfav">nepalkhabar.com</a> last October called the MCC ‘an American ploy’.Diplomatic affairs expert Geja Sharma Wagle says that besides the Americans, Nepal needs to balance the interests of its neighbours India and China as well. He says, “It is in Nepal’s best interest to implement both the American MCC and Chinese BRI projects based on our national needs.”Many analysts see the MCC as America’s response to <a href="https://www.nepalitimes.com/latest/bri-and-trans-himalayan-connectivity/" target="_blank" rel="noopener noreferrer">Beijing Belt-Road Initiative (BRI) </a>which promotes connectivity and infrastructure in order to benefit China’s influence and trade in the region.Apart from Dahal’s CPN (Maoist Centre) and Nepal’s CPN (Unified Socialist), other coalition members Janata Samajwadi Party and Rastriya Janamorcha are also against the American grant. Even the Hindu-Right Rastriya Prajatantra Party recently spoke against it. Deuba called an all-party meeting this week to discuss the MCC, but Oli did not show up. Representatives of other parties reiterated their opposition to the compact in its present form. Jhala Nath Khanal of Unified Socialists was once more named to a committee to further study the MCC agreement.Dahal and Nepal used KP Oli’s support for the MCC against him in a<a href="https://www.nepalitimes.com/latest/mcc-row-damages-nepals-credibility/" target="_blank" rel="noopener noreferrer"> bitter power struggle</a> that did not just split the Nepal Communist Party, but also the UML. They were so successful in generating public opinion against the MCC, saying it was an American strategy against China, that they find it difficult to back it now, especially with <a href="https://www.nepalitimes.com/here-now/all-eyes-on-2023/" target="_blank" rel="noopener noreferrer">elections a year away</a>.  Dahal is also concerned about his Maoist Centre general convention.At the height of political infighting last year, Chinese Ambassador Hou Yanqi lobbied unsuccessfully to keep Nepal’s communists united. Now that KP Oli is in the opposition, he is not as openly pro-MCC, but sees it as a weapon to get back at Deuba and Dahal by splitting their coalition — even if it means forging an alliance with the NC.Nepal signed the MCC agreement in Washington in 2017 when Deuba led a similar NC-Maoist coalition. The US has repeatedly said that the project is a grant that Nepal qualified for, and has no strings attached. Nepal will be generating 4,500MW of hydroelectricity in the next three years, and over 12,000MW by 2030, and much of it risks being wasted if it cannot be supplied to load centres. In monetary terms, Nepal’s <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">power producers could lose</a> at least Rs142 billion annually. All photos: HIMAL.</figcaption></figure>The word ‘secularism’ is mis-translated into the Sanskritised Nepali as ‘धर्मनिरपेक्ष’, and has been taken by many to mean anti- or non-religion. This has created a misunderstanding about the concept among Nepal’s deeply religious people.All secularism means is <a href="http://archive.nepalitimes.com/article/editorial/separation-of-state-and-temple-in-nepal,1444">separation of state and religion</a>, and in practical terms it connotes freedom of religion. An individual’s belief, faith or lack thereof are inherently personal. It is when a dominant religion is mixed with politics that <a href="https://archive.nepalitimes.com/article/nation/When-Banke-burned,1807">divisions between ‘us’ and ‘them’</a> come up.As scholars have pointed out, the Sanskrit word ‘धर्म’ also does not have an exact translation in English. When the British were in Bengal that they loosely translated ‘dharma’ to mean ‘religion’, whereas institutionalised religion has other Sanskrit synonyms like ‘पन्थ’ or ‘मार्ग’. Hinduism, as Gauri N Rimal points out in Himal, is a ‘dharma’ not just a religion.World history is replete with wars fought in the name of one god or another, where propagation of religion has driven conquests, and faith-based fissures have plunged countries into internecine conflict.The concept of ‘secularism’ was imported into Nepal from the post-independence Indian constitution after communal pogroms of partition in the Subcontinent cost millions of lives. India inherited secularism from its colonial ruler, Britain, which itself had a long history of mixing church and state, and of sectarian violence between Catholics and Protestants.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e9c9c7e80680e0af41djpeg.jpg" alt="" width="1050" height="724"><figcaption> </figcaption></figure>In a country with such a <a href="http://archive.nepalitimes.com/news.php?id=1469#.YcBC1slBypo">diversity of dharma</a> as Nepal, it is strange for one religion to be dominant. In fact, B P Koirala mentioned in 1980: ‘Nepal is not a Hindu state, it was never a Hindu state, and it will never be a Hindu state.’ Much before in 1962, he stated that 'declaring Nepal as a Hindu State is a fraud.’Even when Prithvi Narayan Shah and his progeny unified the country that would later be called Nepal, it spread far beyond just his hilltop principality of Gorkha and its patron deities. Nepal’s later rulers found it advantageous to define the new country as a Hindu state because top-down hierarchy <a href="http://archive.nepalitimes.com/news.php?id=11913#.YcBC38lBypo">made it easier to govern</a>. Perpetuating the caste system, and confining each group in its place and profession, made it easier to divide and rule.Even though the concept of ‘Sanatan Dharma’ denotes ordained collection of practices and duties regardless of caste, sect or class, in actual practice most festivals and rituals in Nepal today are derived from Hinduism. They have continued in Nepal’s so-called ‘secular’ state where the traditional caste and sect divisions are perpetuated in the name of tradition and heritage.This means that although Nepal is now supposed to be a secular republic, decisions of the state including the observance of religious holidays of dominant groups, participation of politicians in rituals, and the fall-back on populism, are anything but secular.Religion is a matter between an individual and their god, but rulers use it as a strategy to come to power and retain it. Marx called it ‘the opium of the masses’. The big historical wars of the Subcontinent were usually about territorial conquest, not based on religion. The colonial period used divide-and-rule tactics, and thereby laid the seeds of communal violence.Some of these same methods are being used by India’s rulers today. After partition, the religious extremism in the Subcontinent within India, between India and Pakistan over Kashmir, and the AfPak-Iran region, now also have geo-strategic ramifications.It is because religion is so personal that it <a href="https://www.nepalitimes.com/editorial/opium-of-the-masters/">should not be mixed with politics</a>. We see where this can lead to in India today, where people have been killed because of disputes over what is deemed sacred by some. Nepal should learn lessons from this, since certain ethnic groups eat animals that others regard as holy, while some do not eat other animals.The way to peacefully resolve these issues is by not allowing one religion or dominant group to direct what is lawful and what is not. One indicator of a truly democratic state is how well it <a href="https://archive.nepalitimes.com/article/editorial/Southerly-wind,3610">protects the rights of its minorities</a>. When a country’s leader is seen as the protector of only the majority group or faith, it can invite conflict. Leaders who create <a href="http://archive.nepalitimes.com/news.php?id=15246#.YcBCv8lBypo">divisions based on religion</a> among citizens, and incite them to violence against each other, may call themselves ‘nationalists’ but they are anti-national.When Nepal became secular, we thought it would finally liberate women from entrenched patriarchy. Most of the burden of rituals and festivals still fall on the shoulders of women, and many are still treated as non-citizens.Nepal is not yet secular. Secularism and sectarianism

But my attention was solely fixed on the tiger pelt hanging on the wall behind.The episode was shot at Bista’s living room and for a researcher who had recently visited several prisons across the country to interview people jailed in wildlife crimes, it was a bitter reminder of the impartiality in the way the Nepali state treats citizens.Under Nepal’s laws, wildlife crime also entails transport and collection of contraband, not just peaching. But regulatory authorities have been blatantly ignoring this. We also filed a complaint through Hello Sarkar, but the agency that is always quick to reply on every matter stayed mum on this.Sometime later, during a visit to the head office of Citizens Bank in Kamaladi, I saw a stuffed tiger head hanging on the wall. Thereafter I found more places in Kathmandu where wildlife parts are openly displayed, flouting the law.A leading weekly paper in 2012 named a select few families in Kathmandu that had tiger, bear, wild ass, leopard and deer parts in ancestral property settlements.It is clear for everyone to see that there are rampant wildlife parts in private uses in Nepal. But why does the law apply only to the poor while those in the positions of power openly display them? Why are some <a href="https://www.nepalitimes.com/latest/wildlife-smuggler-caught-in-kathmandu-after-15-years/" target="_blank" rel="noopener noreferrer">wildlife crimes</a> punished while others are ignored?<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e929c7e80680e0af419jpeg.jpg" alt="" width="640" height="924"><figcaption>A stuffed tiger head in the head office of Kamaladi, Kathmandu. Photo: KUMAR POUDEL</figcaption></figure>I was born in Barabise of Sindhupalchok district bordering Tibet. From a young age, I knew about crossborder smuggling of wildlife parts from Nepal to China. Many locals in the region and even some of my classmates made money from smugglers transporting red sandalwood across the border up north.When I came to Kathmandu in 2006 for higher studies, I got to learn more about this illegal trade. I also found out that Nepal has some of the strictest penalties for the crime in the world, and yet is among the countries with the highest wildlife crime rates.This means our legal system does not discourage criminals, there is rampant impunity and existing laws are applied unfairly and without transparence. This is a clear lack of legal bias: while small-time criminals are prosecuted, ringleaders even when arrested <a href="https://www.nepalitimes.com/banner/lax-laws-make-nepal-haven-for-tiger-poachers/" target="_blank" rel="noopener noreferrer">find loopholes in a corrupt judicial system</a>.Regulatory bodies do not even have a record of how many wildlife crime prisoners are in Nepal and which prisons they are held in. I had to call every prison across the country to collect this data. In 2016, there were 384 inmates, most of them from indigenous communities.Some of the prisoners were not even aware of why they were arrested in the first place. Others told me they were taken into custody when they had gone to collect fodder in the forest. I found inmates who ended up in jail because they were trying to make an extra Rs500. But there were also those who were part of international wildlife trafficking syndicates.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e959c7e80680e0af41ajpeg.jpg" alt="" width="1200" height="686"><figcaption>Animal pelts seized from a local's house in Tribeni of Bajura district in July 2020. Photo: NEPAL POLICE BAJURA</figcaption></figure>From the centre to local governments, there are many wildlife crime and poaching control groups at work in Nepal. Some 8,000 Nepal Army soldiers are deployed to guard national parks across the country and the Nepal Police even has a separate <a href="https://www.nepalitimes.com/latest/nepals-wildlife-watchdogs-honoured/" target="_blank" rel="noopener noreferrer">branch for wildlife crime</a>.And yet Nepal is a <a href="https://www.nepalitimes.com/latest/better-nepal-china-connectivity-helps-wildlife-smugglers/" target="_blank" rel="noopener noreferrer">flourishing hub for wildlife trade</a>. Contraband from Africa and Asia are transported to China and beyond across the Himalaya. The country’s location is no help – it is situated between India, which is one of the most biodiverse countries in the world with a 1,300km open border, and China that is the world’s largest wildlife market.According to the National Parks and Wildlife Conservation Act 1972, no one is allowed to use, sell or distribute wildlife without permission in Nepal. But even before it was issued, the law stipulated that those in the possession of wildlife parts must get a permit within 35 days by disclosing their source.But no such permit has ever been issued according to the Department of Wildlife Conservation and the Department of Forest and Soil Conservation. I reported the illegal wildlife parts in use in Kathmandu with evidence and lobbied for them to be brought under the purview of the law. But I was warned to keep quiet, with authorities even threatening to end my career. I chased them for two years but with no other progress and alternative, I went to court.<a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/banner/rare-anti-cancer-tree-on-verge-of-extinction/" target="_blank" rel="noopener noreferrer">Being a wildlife specialist</a>, legal matters are not my forte. I also realised just learning about ecology is not enough to save wildlife in Nepal. So, I joined Nepal Law Campus where I met advocate Padma Bahadur Shrestha, who specialises in environmental law.He helped me prepare the writ and in May 2018 we went to the Supreme Court with our petition. The staff at the registration read the writ and laughed. The head of the branch said it was an important case but refused to register it. It got registered the second day because there was no basis not to, and the date for the hearing was fixed for the very next day.The judge on the bench was Cholendra SJB Rana. I could hear advocates say, “Most of the wildlife parts are in the Rana family. How do you expect the judge to give a verdict?”After reading the writ, judge Rana smiled and said, "Immediate order may be difficult to implement, so I have given a show cause order to the government with priority."For the last three years, I am following up on the Supreme Court. The authories who did not respond to my report have sent written answers to the court. From the office of the prime minister to the forest department, they have all come up with varying excuses.The Ministry of Forests and Environemnt requested the writ petition to be dismissed claiming that the wildlife parts currently in the display, private or otherwise may have received permits. But responsible departments say they have never issued any permits. This means all the wildlife parts that are in private possession is illegal.The Supreme Court had fixed 19 December this week for the hearing of our petition. But it has now been postponed to 17 April 2022 due to a public holiday that coincided with the day.If the order is issued as per our demand, the government will be obliged to keep a record of the historic wildlife parts in private use across the country, then give a permit if there is a legal basis or confiscate and take action if found illegal.This will also shine a light on culprits and bring them under the purview of law while helping to curb the crime that is taking place under the guise of ancestral trophy hunting. Nepal's unequal wildlife laws

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e8e9c7e80680e0af417jpeg.jpg" alt="" width="1100" height="608"/><figcaption></figcaption></figure>Household electricity consumption with the onset of winter, dedicated supply to industries and increase in electric vehicles is fuelling demand for hydropower, <a href="https://www.nepalitimes.com/banner/nepals-precious-electricity-going-waste/" target="_blank" rel="noopener noreferrer">reducing wastage</a>.This is why, despite having started exporting surplus electricity to India last month, the Nepal Electricity Authority (NEA) is now scrambling to meet a spike in domestic demand.Electricity demand is increasing in terms of both capacity (MW) and energy (units). On 13 December, the peak demand was 1,539MW, against 1,217 MW the same day last year. This difference of 322MW amounts to a 26.5% increase in peak demand. Also on 13 December, the <a href="https://www.nepalitimes.com/banner/power-politics/" target="_blank" rel="noopener noreferrer">electricity consumption in Nepal</a> was 27.2 million units, a 28.65% increase from 21.1 million units consumed on the same day last year.“The 30% increase in peak demand is a significant achievement,” said NEA Executive Director Kulman Ghising. “At the current rate, power demand could reach 2,000MW by July next year.”The government’s priority has been to reduce the ‘spill’ of electricity from <a href="https://www.nepalitimes.com/opinion/decentralising-hydropower/" target="_blank" rel="noopener noreferrer">hydropower stations</a> by increasing domestic consumption. It has focused on two areas: initiating policies to increase the use of electric appliances and providing industries with dedicated feeds. Over the last month, Ghising also visited several industrial areas to urge them to switch from diesel generators to electricity from the national grid.For this, the NEA has been working on the expansion and strengthening of transmission infrastructure as part of their short- and long-term plans. The NEA is also planning the construction of large capacity lines and substations for transmission and distribution by preemptively identifying possible places where electricity consumption may increase.The figures show that the current spike in demand is primarily due to <a href="https://www.nepalitimes.com/opinion/look-whats-cooking-in-nepal/" target="_blank" rel="noopener noreferrer">the use of electric stoves</a>, air conditioners and other household appliances and <a href="https://www.nepalitimes.com/banner/fully-charged-and-ready-to-go/" target="_blank" rel="noopener noreferrer">electric vehicles</a> in Kathmandu, where the peak demand has increased from 293MW last year to 382MW at present. Another area with higher consumption is industries. NEA signed a deal earlier in October to supply 30MW to the Hongshi cement factory in Nawalparasi.Industries previously reported experiencing 8.8 hours of power outages a week, forcing most factories to use generators, which in turn <a href="https://www.nepalitimes.com/review/post-lockdown-comeback-for-nepals-industries/" target="_blank" rel="noopener noreferrer">added to nearly 5% of their monthly expenditure</a>. The government initiative to power the industries hence would be cost-effective to the industry while also reducing wastage.To meet the current demand, the electricity grid is being supplied with 540MW from NEA's hydropower stations, 529MW from NEA's subsidiaries, 425MW from private power producers  and 25MW imported from India at peak evening hours.And yet, nearly 10% of Nepal’s population lives without electricity, most of them in Bajhang, Dolpa, Bajura, Jumla and Mugu in western Nepal which are not connected to the national grid.Experts say it is more beneficial to utilise and sell surplus power inside the country than exporting it to India. Nepal’s private industries are paying up to Rs11 per unit in electrical bills against 4.33 per unit by India.

Nepal electricity demand soars

One out of five Nepali children between the ages of 2-4 years are not developing on track amidst the pandemic with noted impact on their health, <a href="https://www.nepalitimes.com/latest/covid-19-cancels-regions-gains-in-education/">learning</a> and psychological well-being, a new UNICEF study has revealed.The Early Childhood Development Index (ECDI) survey conducted in August among 2,853 households via phone conversation showed that children from lower income families, living in rural areas, with caregivers with no or low levels of education, and not attending early childhood education (ECE) programs were at higher risk.Even among children who attended ECE, those who attended government ECE were at higher risk of being developmentally off track compared to those who attended private programs.Early stimulation activities like <a href="https://www.nepalitimes.com/here-now/the-power-of-reading-aloud/">reading books</a>, telling stories, singing songs, going outside, naming objects, counting, or drawing things were found instrumental for young children’s development and learning. However, the data revealed an alarming plunge in parental engagement compared to pre-pandemic conditions.As the country opened up with the decline in Covid cases in August 2021 and parents pursued livelihood options, only 31% of children received early stimulation at home by family members compared to 73% in 2019.A follow up survey in October found that mothers’ engagement improved over the time after she got over the initial hectic schedule right of the pandemic. The same can’t be said for the fathers, whose parental engagement remained low at 6%, maintaining a social norm of men’s reduced role in raising children.This is just the latest in the series of impacts that young children have been subjected to following the pandemic. Early in the coronavirus crisis, repeated lockdowns and travel restrictions meant that parents were unable to take their children for routine immunisation, also resulting in an outbreak of measles in the Dhading district. Similarly, the dramatic <a href="https://www.nepalitimes.com/banner/children-are-collateral-damage-in-nepal-lockdown/">decline in institutional delivery</a> led to increased infant mortality.Reduced family income due to job losses during the pandemic also added to the problem of childhood malnutrition in Nepal. School closures also deprived many children of getting <a href="https://www.nepalitimes.com/latest/nepals-out-of-school-children-get-food-at-home/">one decent meal a day</a> while they also missed their lessons with over 80% of government school children not having attended classes – online or otherwise in the past two years.Among children in the age group 2-4 years, half of those surveyed were found to have been enrolled in <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/Prepping-for-preschool,253">pre-primary level</a> but 34% of them didn’t participate in learning through alternative learning modalities at all, most of the children only accessed home tuition. While low-tech solutions like educational radio and TV and tele-teaching were almost unused, high-tech solutions like online classes were used almost exclusively among children who attended private ECE.Underused low-tech solutions and unequal access to high-tech solutions might have further contributed to the developmental gap observed between children who attended private ECE and other children and is the proof of the <a href="https://www.nepalitimes.com/here-now/digital-divide-exposes-class-divide-in-nepal-schools/">growing digital divide</a> between private and public institutions.Following the survey results, UNICEF has recommended remedial learning to target children at a higher risk. The government and aid agencies should also develop a system to support teachers and parents to understand their children and figure out their learning levels through user-friendly assessments.In many ways, Covid-19 was a learning lesson for future disasters and being forced to adapt to online educational tools has helped teachers, students and parents prepare for school closures. But the alternative methods of learning remain largely underused, mostly in lack of infrastructure. School across Nepal <a href="https://www.nepalitimes.com/here-now/lessons-not-learned-from-the-pandemic/">has to be trained and well-equipped</a> with Internet facilities and electronic devices.Having said that, parenting education, in particular, involvement of fathers and learning at home is of utmost importance and should be communicated as much in the communities.

Covid derails child development in Nepal

Photo: RSS</figcaption></figure>As <a href="https://www.nepalitimes.com/banner/cleared-to-land/" target="_blank" rel="noopener noreferrer">Pokhara’s new international airport</a> prepares to open by mid-2022, paragliding and ultralight companies that draw hundreds of thousands of visitors a year to the city will have to relocate. But given Central Nepal’s stunning terrain and scenery, there are plenty of even more exciting options.Pokhara’s Sarangkot Hill is a popular jump off point for paragliders but it falls within the 26 x 6km airspace that the new international airport will require for medium-haul twin jets that it will handle. The Civil Aviation Authority of Nepal (CAAN) has now concluded that there is <a href="https://www.nepalitimes.com/latest/pokhara-paragliders-to-relocate/" target="_blank" rel="noopener noreferrer">no alternative but to relocate them</a>.“Air safety rules prohibit recreational flights inside this airspace which is why we have to move paragliding and ultralight activities elsewhere,” explained Dev Chandra Lal Karna of CAAN, adding that tourism operators have been advised to take their business to adjoining Syangja, Parbat and Baglung districts.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e7f9c7e80680e0af411jpeg.jpg" alt="" width="4032" height="2268"><figcaption> </figcaption></figure>It is not just the parargliders that will be affected, but also the ultralight companies that currently operate from the existing airport. They, too, must move because of the heavier and faster aircraft that will be landing and taking off in <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/" target="_blank" rel="noopener noreferrer">the new facility</a>.But local aerial sports operators have been reluctant to relocate, saying they can continue from Pokhara if proper safety guidelines are issued. They have purposed a flight curfew two hours a day either in the morning or in the afternoon to allocate that time for paragliding and ultralight flights.“CAAN says we can’t run ultralight and paragliding here but they haven’t told us how to proceed from here nor given us any alternatives,” complained Balaram Acharya of the Nepal Air Sports Association who is runs a paragliding company in Pokhara.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e829c7e80680e0af412jpeg.jpg" alt="" width="2400" height="3168"><figcaption> </figcaption></figure>However, aviation experts say flight curfews do not make sense and there are plenty of alternatives for the aerial sports companies – including <a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/Sano-Babu-paragliding-world-cup,1029" target="_blank" rel="noopener noreferrer">Syangja for paragliding</a> and Baglung’s unused airfield for ultralights.International Civil Aviation Organisation (ICAO) standards do not allow any aircraft to operate within the airspace of an international airport and neither is it safe to do so."It is technically impossible to fly paragliders and ultralights near what is going be a busy airport, it has to follow strict international safety guidelines," says infrastructure expert Surya Raj Acharya. “There should be no other activities within its airspace.”Indeed, <a href="https://www.nepalitimes.com/banner/what-to-do-with-pokharas-extra-airport/" target="_blank" rel="noopener noreferrer">Pokhara’s existing airport</a> is already operating at maximum capacity with up to 40 domestic flights a day to Kathmandu, Jomsom, Bhairawa, Bharatpur, Simara, Biratnagar and Nepalganj. More flights are planned to Janakpur and Bhadrapur by private airlines.In addition to catering to increased domestic flight frequency, the new airport will also handle international flights to India, China, the Gulf and Malaysia. The current airport does not have night landing facilities, although the new one will.Acharya is also of the opinion that airports should be built away from populated tourist destinations. "Today we face paragliding problem, tomorrow it will be noise pollution," he adds. “A fast-track Butwal-Pokhara highway would have meant that flights would not be needed between the two cities.”Commercial paragliding started in Pokhara in 2001 and now has over 69 registered companies, collectively with an annual turnover of Rs1 billion. The newly-formed Himalayan Art Council is set to launch Nepal’s National Art Protection Platform that seeks to preserve <a href="https://nepalitimes.com/banner/the-history-of-heritage">Nepal’s unique cultural heritage </a>using<a href="https://nepalitimes.com/here-now/artificial-censorship"> AI-powered tools</a>. The Council seeks to safeguard <a href="https://nepalitimes.com/banner/nepali-art-going-places">Nepali art works</a> from neglect, theft and counterfeiting as well as preserve existing artwork and celebrate living masters by giving them a cultural space to continue the <a href="https://nepalitimes.com/banner/sacred-survival">sacred art traditions</a>. "We are introducing a new digital platform designed to preserve, verify and elevate <a href="https://nepalitimes.com/banner/nepals-new-generation-of-alternative-artists">Nepal’s art for generations to come,</a>” says a statement from the Council, adding that the digital platform will use AI told for authentication and blockchain to keep track of works of art. Artists can now be protected by <a href="https://nepalitimes.com/multimedia/ayo-ai?fbclid=IwAR1uwmTVq4gUB70ljfRezjzukD9ArWXPuMnUikopeQ8PoiZMjicToPSwhKE&amp;=1">AI tools</a> that detect forgeries, identify their work even when unsigned, and ensure they receive proper recognition and credit. Digital protection for Nepal’s art

India and Pakistan are twins separated at birth. Tensions between them have been at a hair trigger ever since independence and has erupted into full scale conflict at least four times in the past 80 years.
The 22 April terrorist attack in Kashmir that killed 25 Indian tourists and a Nepali citizen, threatens to escalate tension between the two nuclear-armed nations. India has squarely blamed Pakistan for the attacks, and Prime Minister Narendra Modi has given his military “operational freedom” to respond. Pakistan has said it has credible intelligence of an Indian military strike and its officials have promised a “full spectrum” response — a code for a <a href="https://nepalitimes.com/editorial/thinking-the-thinkable">nuclear retaliation</a>.
For Nepal, the killing of its national in the Pahalgam attack comes as another stark reminder that in conflicts from Afghanistan to Iraq, from <a href="https://nepalitimes.com/opinion/how-to-agree-an-armistice-in-ukraine">Ukraine</a> to Israel, <a href="https://nepalitimes.com/news/10-nepalis-from-one-town-fighting-in-ukraine">Nepalis are getting caught in the crossfire</a>. The last time full-scale fighting broke out between <a href="https://nepalitimes.com/opinion/peacemongers-at-india-pakistan-border">India and Pakistan</a> on Kargil in 1999, at least 22<a href="https://nepalitimes.com/here-now/india-s-trial-by-fire-for-soldiers-from-nepal?%27%5C%22="> Nepalis fighting for the Indian Army</a> were killed in action.
Three of Nepal’s immediate neighbours (China, India, Pakistan) have nuclear weapons, and they do not have good relations. With China supplying weapons, <a href="https://nepalitimes.com/editorial/war-and-warming">missile technology</a> and other support to Pakistan, this triangular friction could set off a regional conflagration.&nbsp;
<a href="https://www.nature.com/articles/s43016-022-00573-0" target="_blank">Research at Rutgers University</a> has calculated that even a week-long tactical nuclear exchange between India and Pakistan would throw up so much smoke and debris into the atmosphere that it would block out the sun for years, and lead to a collapse of the <a href="https://nepalitimes.com/news/grow-nourish-sustain-together-world-food-day">global food system</a>. This does not take into account the radioactive fallout that prevailing winds would blow up to <a href="https://nepalitimes.com/here-now/lives-on-the-line-in-the-himalaya">the Himalaya</a>, contaminating glaciers that are the sources of <a href="https://nepalitimes.com/here-now/saving-what-is-left-of-himalayan-rivers">Asia’s main rivers</a>.
The impact of <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>on High Asia was already ringing alarm bells about its <a href="https://nepalitimes.com/news/himalayan-icecap-melting-faster-than-thought">shrinking ice cap</a> reducing the dry season flow of water downstream. Water was going to be the next strategic commodity, geopolitical experts warned, and the next wars in Asia would be over water.
That water war is already happening. India retaliated to the Kashmir attack by suspending the <a href="https://www.nytimes.com/2025/04/24/world/asia/india-pakistan-indus-waters-treaty.html" target="_blank">Indus Waters Treaty</a> of 1960 mediated by the World Bank that has withstood at least three wars between India and Pakistan. The treaty gives India control over the three eastern tributaries of the Indus (<a href="https://en.wikipedia.org/wiki/Beas_River" target="_blank">Beas</a>, <a href="https://en.wikipedia.org/wiki/Ravi_River" target="_blank">Ravi</a> and <a href="https://en.wikipedia.org/wiki/Sutlej" target="_blank">Sutlej</a>), while Pakistan got water from the Indus and two of its western tributaries (<a href="https://en.wikipedia.org/wiki/Indus_River" target="_blank">Indus</a>, <a href="https://en.wikipedia.org/wiki/Chenab_River" target="_blank">Chenab</a> and <a href="https://en.wikipedia.org/wiki/Jhelum_River" target="_blank">Jhelum</a>.
Pakistan was assured of 70% of the annual flow, and India could use a reasonable amount of water for<a href="https://archive.nepalitimes.com/news.php?id=15231"> irrigation and hydropower</a>. &nbsp;Within days of its threat, India stopped water flowing down to Pakistan from the Chenab river and is reportedly preparing to do the same on the Jhelum.
The sabre-rattling has reached a crescendo. Besides threats and counter-threats there are also symbolic drills, with the Indian Air Force practicing landing on an expressway in Uttar Pradesh by its Rafale, Su-30 and Jaguar fighter jets to demonstrate ‘operational readiness’. In response Pakistan test-fired its Abdali ballistic missile that can carry a nuclear warhead and has a range of 450km.&nbsp;
The danger is that with ultra-nationalist rhetoric and the beating the war drums by both sides, India’s government and Pakistan’s military may have to ‘do something’ to appease domestic public opinion. But any tactical strike, an artillery exchange, or territorial incursion could quickly escalate out of control.
Expecting an Indian retaliation for the Pahalgam killings, Pakistan is using<a href="https://nepalitimes.com/opinion/interfaith-collaboration-for-nuclear-disarmament"> nuclear deterrence </a>and warning of “catastrophic consequences”. The two neighbours came close to a nuclear exchange in 2019 after an attack on the Indian military in Kashmir, and prompt international intervention led by the United States cooled tensions.&nbsp;
This time, the <a href="https://nepalitimes.com/news/trump-shock-wave-hits-nepal">Trump administration</a> is too distracted and not as engaged. Pakistan has denied it was responsible for the terrorist attack and called on Washington to stop a possible Indian retaliation. India and Pakistan have stopped overflights by each other’s airlines, and some international carriers have even stopped flying over Pakistan fearing an air war.
Washington, Beijing, the UN and the EU have all urged restraint. Iran, which has good relations with both India and Pakistan has sent its foreign minister to urge both countries not to go into a tit-for-tat war. Iran has its own nuclear flashpoint to worry about with tensions in Israel, &nbsp;Yemen and Syria.
India and Pakistan both share similar problems of joblessness, <a href="https://nepalitimes.com/here-now/why-nepal-s-poverty-rate-is-stuck">poverty </a>and <a href="https://nepalitimes.com/here-now/climate-change-new-threat-to-nepal-s-rhinos">environmental threats</a>. Neither side needs the threat of a senseless war, and we in the neighbourhood do not need it either.&nbsp;

Nukes in the neighbourhood

Most Nepalis thought they had seen the last of it after <a href="https://nepalitimes.com/news/11-56-25-april-2015-wkc9q2an">the 25 April 7.8 magnitude </a>earthquake ten years ago. But the Himalaya had more surprises in store. Hundreds of <a href="https://archive.nepalitimes.com/article/nation/Singati-rising-from-rubble-rebuilding,3703">Singati survivors</a> had lined up for food and relief supplies in the morning of 12 May when the second earthquake triggered a rock slide that buried a nearby camp. At least 50 people were killed. &nbsp; Three hours later, a US Marine Corps UH-1Y Venom helicopter landed in a nearby cornfield to pick up the wounded, and flew off. The aircraft lost contact with air traffic control in Kathmandu and its wreckage was located high on Kalinchok four days later. Six American servicemen, two Nepal Army soldiers, and five wounded civilians from Singati were killed. Today, Singati bears little physical scar of the multiple tragedies that struck the town ten years ago. The demand for cement boomed since most residents believe, not necessarily correctly, that <a href="https://nepalitimes.com/banner/in-a-disastrous-state">cement houses are safer</a>. Due to global warming, the glacier has turned into an expanding lake 3.5km long, and its collapse would have unleashed a catastrophic Himalayan tsunami down the Tama Kosi Valley, with Singati directly in its path. Singati has literally risen from the ashes of 2015, with its residents beginning to recover from the trauma and financial toll. But it is not out of danger as <a href="https://nepalitimes.com/news/climate-breakdown-linked-to-thame-flood">climate breakdown </a>magnifies the risk from future earthquakes.

<a href="https://www.instagram.com/prabalgurung/" target="_blank">Prabal Gurung</a> left Nepal for New York in 1999 to escape years of bullying, sexism and homophobia, and to pursue his dream of becoming a fashion designer. Propelled by passion for fashion, Gurung overcame everything America threw at him. Prabal Gurung’s newly-released memoir <a href="https://www.amazon.com/Audible-Walk-Like-Girl-Memoir/dp/B0DG11HCDQ?fbclid=IwY2xjawKZfpxleHRuA2FlbQIxMQABHuZcIJO2OXyXcRm1oq1iG6wzeoF7VJFrQ7GXOFI0YxuZZ4id_CNvSZSZZIna_aem_pG_mOKG73RTnYvN8JaC4fA">Walk Like a Girl</a> is a saga of harrowing abuse in boarding schools in Nepal and India, only finding himself facing a different kind of bullying in the US. He prevails over it all to be where he is today: an award-winning American fashion designer with his own label. Walk Like a Girl was launched last week in New York at a time when everything Gurung fought for — tolerance, inclusion and diversity — are in retreat in his adopted country because of a president who has espoused a culture of bullying. The book is a searing, raw exposé of how cruel and abusive people can be even at a young age in school. On the other hand, it also shows that there are generous, compassionate and open-minded souls out there. In his book, <a href="https://www.youtube.com/watch?v=K4le_uWX7YE">Prabal Gurung</a> calls out those who tormented and tried to hold him back (some of their names have been altered). The moral of his story is: resist, never stop believing in yourself, do not let others define you, never lose sight of your dream, and help those who have been kept out. “Walk like a girl” was a slur used by bullies back in school in Nepal and India for Gurung’s effeminate ways. He fought back then, and he is still resisting by turning those words into something to be proud of.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519170544_4ffc9c3f565dd2cfa754d10b224816897b82bb31ebaee91b6d79d469fc96f14e.jpg" data-media-id="editor_6" data-image-id="20250519170544_4ffc9c3f565dd2cfa754d10b224816897b82bb31ebaee91b6d79d469fc96f14e" data-rendition-name="original" width="1000" height="1253" loading="lazy" alt="Prabal Gurung NT"> <figcaption>Prabal Gurung at home in Kathmandu in the 1990s.</figcaption> </figure>  “Living through it all was one thing, but writing about it is one of the hardest things I have done in my life,” admitted Gurung during the launch. “I broke down constantly during the six-year writing process.” He continues: “I did not want this to be a victim’s book. I did not want to burden my readers with my emotions. I wanted my struggle to be an inspiration for others facing what I faced. I am grateful to those who bullied me in school, they made me a stronger person ready to face the world.” Indeed, this book is a departure from his earlier one titled simply, Prabal Gurung (Abrams, 2019), which was a lush pictorial autobiography of his career in fashion. Walk Like a Girl is not a typical fashion book, it is an intimate tale of <a href="https://archive.nepalitimes.com/news.php?id=16997">Gurung’s travails and triumphs</a>, and how he willed himself to succeed. Prabal pays a lavish tribute to his mother Durga Rana. We find out she is a descendant of the first wife of the eldest son of Jang Bahadur Rana who was banished to Palpa in the late 19th century. Prabal’s father served in the Singapore Police and that is where he was born before the family returned to Nepal when he was four. Gurung relates with brutal honesty about the violence his mother endured from his father. Durga raises three children as a single mother in Nepal, and Prabal credits her for his fierce determination to resist patriarchy and injustice, which in time manifests itself in his hyper-feminine and subversive dress designs. Writing the book has been a cathartic experience for Gurung, who says he is now relieved of the burdens of his past. It no longer haunts him, and he does not have to prove anything to anyone anymore. Walk Like a Girl has life lessons not just for the <a href="https://www.instagram.com/p/DJmOcSgxdWz/" target="_blank">fashion industry</a>, but for every other profession. How can my job serve a greater cause? Gurung tells us his work is <a href="https://asiasociety.org/blog/asia/why-designer-prabal-gurung-doesnt-want-just-stick-fashion" target="_blank">bigger than just making clothes</a>, it is about making the world a better place because it could do with a lot of improvement.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b.png" data-media-id="editor_10" data-image-id="20250519170544_d75296ad8bfdc00d88935f40d23543c6fea3d4d6a10e61a99d6cfc6127f2ee5b" data-rendition-name="original" width="1516" height="1000" loading="lazy" alt="Prabal Gurung"> </figure>  This story of chasing the American dream may sound familiar to many immigrants: knocking on doors for jobs, rejections, trying to survive from day to day on expensive rent, and dealing with subtle racism in white America. Gurung finds racism is rife, and he is often mockingly called ‘gaysian’. He writes: ‘There was a strong hypocrisy — this idea of independence felt like a marketting ruse … and for all the talk of feminism in America, these high society women were trapped by the patriarchy just like in Nepal and India.’ After a trek to the Khumbu region in 2013, Gurung is inspired to use the colours, palette and textures of Nepal for his collection exhibited on Manhattan’s 8th Avenue. A major buyer tells him bluntly: “Stick to making pretty dresses … if I need to see a collection like this, I could buy a copy of National Geographic.” The New York Times was equally dismissive: ‘The designer tries to draw connections between blistered techo-fabric used to construct it and the topography of his homeland, Nepal. But, at the moment, he has lost his map.’ One potential investor tells Gurung he cannot design for Americana because “you do not look American”. Gurung wants to use expletives, but restrains himself. When asked by a fashion publicist why he was designing clothes for fat people, he snaps back: “Because of people like you.” He joins the Black Lives Matter and #MeToo movements, launches the Shikshya Foundation charity in Nepal, and has powerful allies among celebrities who wear clothes he designed: Michelle Obama, Oprah Winfrey, Sara Jessica Parker, Kamala Harris, Deepika Padukone … it is a long list.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20250519150556_48a5f4211991a23fa85b64bbd5377575ca7081d97309d7542035591dda5180fe.png" data-media-id="editor_12" data-image-id="20250519150556_48a5f4211991a23fa85b64bbd5377575ca7081d97309d7542035591dda5180fe" data-rendition-name="original" width="1114" height="1534" loading="lazy" alt="Being Prabal Gurung by design"> <figcaption>Nigerian novelist Chimamanda Ngozi Adichie wearing Atelier Prabal Gurung’s design for Met Gala 2025 in which the theme was ‘Superfine: Tailoring Black Style’. </figcaption> </figure>  “I don’t dress women to look beautiful, they already are,” Gurung says. “I try to bring out their innate strength and grace.” <a href="https://www.instagram.com/stories/highlights/17908766880140171/" target="_blank">Admirers</a> tell Gurung he makes it all look so easy, but he used to put up a strong facade to not show his own vulnerabilities in public. “I was closed because of my childhood experiences,” he says. “I was always on guard to defend myself because I never knew where the next punch would come from.” But in <a href="https://www.youtube.com/watch?v=PPVepzPA210" target="_blank">Walk Like a Girl,</a> Gurung comes to terms with his vulnerability, and bares his soul. It has not been easy, it took sustained will power and support from his mother, sister Kumudini and a circle of close friends. “I made unbelonging my power,” he says. “Nepal is where I still have my heart and soul. Nepal grounds you. It is where people go to find themselves. But I escaped.” Recently appointed vice-chair of the <a href="https://cfda.com/about-cfda" target="_blank">Council of American Fashion Designers</a>, Gurung says: “I can’t believe I am here, it feels like it is happening to someone else. Writing this book, the healing has finally begun.” <h2>‘Everything is better in color’</h2> The Met Gala was two weeks later, and my table was an example of everything I’d been fighting for all these years as my guests represented everything I believed in: dynamic, powerful, influential women who were unapologetically original and unabashedly graceful. I was grateful to Anna for inviting me to host and dress a table that reflected my ethos—and for her guidance in doing so. I was also aware of the privilege as one of the first-­ever Asian fashion designers—not just from Nepal, but from the entire continent— to get the opportunity to do so. That fact was not lost on me. I reached out beyond the expected Hollywood celebrities and well-­known socialites to curate a table of exceptional women who inspired me. I invited Deepika Padukone and Alia Bhatt for their first-­ever Met Galas, as well as Michelle Yeoh, Mindy Kaling, Camila Cabello, Ashley Park, Denée Benton, KiKi Layne, Quannah Chasinghorse, and Grace Elizabeth. Together we checked many boxes: Asian, Black, Latinx, and Indigenous, each woman undeniably chic and powerful, a dazzling array of skin tones and experiences that proved my decades‑in‑the-­making hypothesis: everything is better in color.
