Nepal's general election was notable not merely for its electoral outcome, but for the quality of civic discourse it produced. In homes, tea shops, polling queues, and university corridors across the country, citizens engaged with political questions in ways that felt qualitatively different from previous cycles.&nbsp;
Conversations extended well beyond candidate assessments and partisan allegiances — they were about institutional integrity, government accountability, and the structural direction of the country over the coming decade. For a significant portion of the electorate, the election carried the weight of a historical inflection point.&nbsp;
For others, it prompted measured reflection rather than unqualified optimism. Both responses deserve serious consideration.
Among the most consequential developments was the mobilisation of young voters on an unprecedented scale. Over one million new voters registered with the Election Commission, bringing the total electorate to 19,005,324 — a substantial expansion in a country of 30 million people.&nbsp;
The visible presence of first-time voters at polling stations across Kathmandu Valley was striking. Many waited patiently and with purpose at polling stations. This was a meaningful departure from earlier elections in which many young Nepalis considered the political system to be inaccessible, corrupt, or indifferent to their concerns.&nbsp;
But when citizens internalise a sense of ownership over democratic processes, participation deepens in ways that institutional incentives alone cannot produce.
National voter turnout reached approximately 60%, with several constituencies like Kathmandu-5 recording 71.31%. That reflected genuine civic engagement but also revealed that four in every ten eligible voters did not exercise their franchise.&nbsp;
This gap was not uniformly distributed. It correlates with geographic remoteness, socioeconomic disadvantage, and, critically, migration status.
Nepal's diaspora population - concentrated primarily in the Gulf states, Malaysia, and South Korea - contributes remittances that account for close to one quarter of the country's GDP. They constitute one of the most economically significant constituencies in the nation, yet many are not allowed to vote.&nbsp;
This disparity between economic contribution and political representation is widely recognised among young Nepalis abroad and represents a fundamental inconsistency in Nepal's democratic framework.
GENERATION GAP
This election marked a generational transition in Nepal's legislative composition. For several decades, political leadership at the national level was dominated by figures who retained prominence across successive constitutional and governmental changes. Now it is a cohort of younger parliamentarians drawn from backgrounds in law, civil society, policy analysis, and the professional sector.&nbsp;
Their entry into the legislature has generated a palpable sense of renewal among segments of the electorate that had grown disenchanted with the continuity of familiar leadership. Notably, in a number of constituencies, candidates from opposing parties offered public congratulations following the announcement of results, and in some instances participated jointly in post-election gatherings.&nbsp;
While such gestures may appear ceremonial, they reflect a civic disposition — the capacity to acknowledge political competition without resorting to antagonism — that democratic systems require in order to function sustainably.
The consolidation of electoral support around a single political force raises legitimate questions about the future character of parliamentary debate. Opposition parties perform an indispensable function in democratic governance: they scrutinise legislation, interrogate executive decisions, and represent constituencies and perspectives that may not be served by the governing majority.&nbsp;
Historical evidence, both in Nepal and internationally, demonstrates that the weakening of opposition does not produce more effective governance — it produces governance less subject to accountability. Nepal's incoming Parliament would do well to recognise that principled disagreement is not an impediment to the democratic process, it is an expression of it.
The electoral performance of the RSP invites comparison with earlier moments of political transformation in Nepal's recent history. The scale of popular enthusiasm surrounding the RSP's rise is not without precedent. Following the conclusion of the Maoist insurgency, the Communist Party of Nepal (Maoist) secured a decisive electoral mandate in 2008 amid widespread public expectation of systemic change.&nbsp;
The parallels are instructive, not as a prediction of failure, but as a reminder that democratic renewal requires sustained institutional commitment well beyond the period of electoral momentum. The capacity to translate popular mandate into durable governance reform is the measure by which political movements must ultimately be judged.
Nepal's constitutional guarantee of at least 33% female representation in Parliament has genuine democratic import. However, the mechanisms through which this threshold is met warrant critical examination.&nbsp;
In this election, women constituted only 388 of the 3,046 candidates contesting 165 first-past-the-post seats. The constitutional quota is fulfilled primarily through proportional representation lists, a process that formally satisfies the legal requirement while potentially obscuring the absence of genuine structural support for women's direct electoral participation.&nbsp;
Women candidates routinely operate with fewer financial resources, reduced party infrastructure, and disproportionate public scrutiny directed at personal rather than policy matters.&nbsp;
The parliamentarians who succeeded did so as a consequence of sustained commitment in the face of considerable institutional obstacles. Their presence is important. The conditions that made their path unnecessarily difficult must be addressed.
Democratic participation cannot be conceived solely in terms of legal rights, it must also be understood as a function of physical access. The design of electoral infrastructure communicates, in concrete terms, who is envisioned as a participant in democratic life.&nbsp;
Observing the formal transfer of ballot boxes under security escort prompted a recognition that institutional processes, however routinised in appearance, are sustained by collective trust and collective sacrifice. Democratic systems endure not because they are structurally perfect, but because citizens continue to invest them with meaning and hold them to account.
The 5 March election was held three days before International Women's Day. In Nepal, as across much of the world, women continue to face systemic disadvantages in public life, economic participation, and personal safety.&nbsp;
There must be an honest assessment of these conditions and in concrete commitment to their redress — through a safer public environment, equitable political representation, fair access to economic opportunity, and the consistent application of dignity in everyday social conduct. Anything less risks reducing a serious occasion to a performative exercise.
Nepal's current political moment carries genuine promise. A younger legislative cohort, a more politically engaged citizenry, and a demonstrable willingness among many citizens to hold institutions to higher standards.&nbsp;
They do not, however, constitute change in themselves. The critical work of democratic consolidation lies ahead: in the formulation and implementation of sound policy, accountability, and in the cultivation of a political culture in which public office is understood as a form of civic service rather than a source of personal authority.
Political progress is not measured by the energy of an election night. It is measured by the quality of governance that follows — by decisions made outside the public eye, by commitments honoured or abandoned when scrutiny recedes.&nbsp;
Nepal does not require only new faces in positions of power. It requires a durable transformation in the relationship between those who govern and those who are governed — one founded on the principle that public officials are, in the most fundamental sense, accountable to the people they serve. The ballot has rendered its judgment. The responsibility for what follows is shared by all.

After the ballot in Nepal

The slow, arduous labour of democracy rarely announces itself with the fanfare of constitutional moments. &nbsp;It proceeds instead through committee rooms, ward meetings, half-attended assemblies, the awkward choreography of speech and silence, and the everyday compromises between aspiration and constraint.&nbsp; The book Nepal’s Federalism and the Pursuit of Deliberative Democracy attends precisely to this unglamorous terrain. In it, Vishnu Kumari Tandon does not ask whether democracy is desirable — an already settled question — but whether it can be made to think, to listen, and to endure under conditions of inequality, historical fracture, and institutional novelty.&nbsp; Her wager is modest yet demanding: that federalism, when tethered to participatory planning and deliberative fors, might recalibrate the relationship between state and citizen without promising redemption. Tandon’s Nepal is neither a site of democratic salvation nor a study in failure. It is a space of trial, where ideas migrate from constitutional text to municipal practice, altered by context, power, and expectation. Democracy here appears not as an ideal form but as a situated practice -- procedural, contested, and unfinished.&nbsp; The book’s quiet achievement lies in redirecting debates on deliberative democracy away from abstract normativity and toward the ethical friction of lived institutions. Federalism arrives in Nepal not as a technocratic reform but as a historical concession, wrested from conflict, exclusion, and prolonged political unrest. Tandon, who is a governance consultant at the World Bank, situates the 2015 Constitution within this unsettled genealogy, treating federalism less as an administrative innovation than as a moral response to longstanding claims of marginalisation.&nbsp; The constitutional recognition of local autonomy is thus freighted with ethical expectation. Yet the book refuses to equate decentralisation with empowerment. Federalism, Tandon insists, redistributes power without dissolving hierarchy. Domination may simply reappear closer to home. The central question, therefore, is not whether local governments exist, but how they govern: whether institutionalised participation genuinely alters the terms on which citizens speak, decide, and contest public priorities. Federalism emerges not as a stable structure but as a field of tension—between autonomy and dependence, inclusion and capture, aspiration and capacity. Participation here is unevenly distributed. It is shaped by gendered expectations, caste hierarchies, economic precarity, and anticipations of return. Attendance becomes a calculation rather than a civic reflex. This analytical attention to motivation marks one of the book’s strengths.&nbsp; Citizens participate not out of abstract virtue but through pragmatic reasoning, moral obligation, and strategic interest. Participation thus appears neither ennobling nor cynical, but politically intelligible. If participation concerns presence, deliberation concerns voice — and, crucially, whose voice matters. Tandon’s engagement with deliberative democratic theory is respectful yet revisionist. Habermasian ideals of reasoned consensus are treated as aspirational rather than portable, strained by structural inequality. In municipal assemblies, deliberation is patterned by authority: who speaks first, who commands attention, whose claims are legitimised. Marginalised citizens may be present without influence, audible without consequence. Deliberation risks becoming procedural affirmation rather than substantive redistribution of voice. Yet Tandon does not abandon deliberation as a democratic practice. Instead, she broadens its normative horizon. Drawing on second-generation deliberative theory, she legitimises emotion, self-interest, and strategic speech as components of democratic reasoning. Deliberation becomes a contested exchange rather than a purified rationality. The common good, if it appears, emerges provisionally: negotiated rather than presumed. One of the book’s most original contributions lies in its treatment of fiscal decentralisation. Money is not merely a resource but a language through which priorities are articulated and participation structured. The devolution of budgetary authority transforms deliberation into distributive politics. Citizens attend assemblies not simply to speak but to secure roads, water systems, clinics, schools. Voice is tethered to material expectation. This proximity intensifies engagement while sharpening conflict. Fiscal autonomy thus amplifies the stakes of deliberation without guaranteeing its equity. Local representatives emerge as paradoxical figures: empowered yet constrained, accountable yet insulated. Tandon resists binary judgments, showing instead how fiscal decentralisation deepens democratic possibility while exposing institutional fragility. Threaded through the book is a sustained interrogation of the ‘common good’. Revered in theory and suspect in practice, the concept is neither discarded nor sanctified. In unequal societies, appeals to the common good can obscure asymmetries of sacrifice. Empirically, deliberation proceeds through articulated self-interests: neighbourhood demands, caste claims, gendered priorities. Far from undermining democracy, these claims animate it. Self-interest becomes deliberation’s motor rather than its negation. The book thus advances a quiet ethical argument: democracy does not require the transcendence of interest, but its articulation under conditions of mutual visibility. The common good, if it exists, is emergent, fragile, and revisable. Institutions, for Tandon, are moral technologies. Laws mandate participation, but they cannot generate trust, courage, or equality. Procedural compliance may coexist with substantive exclusion. Yet repetition matters. Even imperfect fora can cultivate habits of speaking and being heard. Deliberative democracy, the book suggests, is not an event but a discipline, learned slowly, unevenly, and reversibly. Federalism is less a solution than a condition: one that opens space for democratic learning without securing its outcome. Firmly grounded in Nepal’s political history, the book resists parochialism. Nepal functions as a mirror, reflecting broader dilemmas of democratic deepening across unequal societies. Comparative resonances with Brazil, India, and donor-driven governance reforms are handled without formula or prescription. Nepal is neither an exemplar nor an exception. It is a site where democracy reveals its ordinary difficulties. The prose mirrors the argument: careful, analytic, resistant to grand claims. What lingers is not a verdict but a sensibility: an attentiveness to democracy’s tempo. Deliberative democracy appears less as consensus achieved than as disagreement sustained without rupture. In an age of democratic impatience, Tandon offers a quieter ethic. Democracy must be allowed to think slowly, to falter, and to learn. Nepal’s slow grammar of democracy

Monday, 8 September marked the <a href="https://nepalitimes.com/news/nepal-s-8-september-massacre">largest single-day, state-led massacre of protesters</a> in Nepal’s recent history. The indiscriminate firing of automatic weapons on the GenZ demonstrators for over three hours killed 21 people. Most were below 28, waiting to fly overseas as migrant workers.
This sparked the violence of the following day that ultimately left 76 people dead. Postmortem reports show that the protesters on 8 September were <a href="https://nepalitimes.com/news/security-forces-targeted-protestors-disproportionately-hrw">shot directly in the chest, head, and abdomen</a>.
During the GenZ protests, the Nepal Army also killed 10 prisoners who were attempting to flee jails. Yet, no one questioned or condemned the Army for taking such lethal measures.
Brutality and <a href="https://nepalitimes.com/opinion/transitional-injustice-in-nepal">extrajudicial killings</a> by the security forces are not uncommon in Nepal. They peaked during the Maoist conflict, and recur often. What happened during the GenZ protests was a continuation of culture.
During the <a href="https://archive.nepalitimes.com/regular-columns/Comment/masochism-in-madhes,563">Madhes Movement in 2015</a>, the K P Oli-led regime was also responsible for more than 50 deaths. Police forces shot and killed 16 people. In Janakpur, a police officer shot and killed a 14-year-old child, Nitu Yadav, at point-blank range while he was trying to hide behind some bushes.&nbsp;
According to witnesses, the masked police officer forced the child to the ground, shot him in the head, and kicked him while shouting, “Shoot this motherf**ker.” No police chiefs were held accountable for these atrocities. The state has still not released the Laal Aayog Report, which investigated <a href="https://nepalitimes.com/here-now/tikapur-s-protracted-trauma">killings in the Tarai</a>.&nbsp;
In 2026 the Armed Police Force (APF) shot and killed rickshaw driver Bijay Shah in sunsari while he was transporting goods across the border. From 2017 to 2021, at least 22 people died in police custody alone, most of them Madhesi and Dalits.&nbsp;
Police routinely described these deaths as suicides, yet this was never independently verified. In Shah’s case, the APF claimed without evidence that he died in a crossfire. Police institutions continue to function <a href="https://nepalitimes.com/here-now/mob-movement-and-mayhem">as they did under the Panchayat regime</a>. In the absence of proper investigation, there is impunity and the killings go on.&nbsp;
This lack of accountability means that the Nepali state has normalised killings by its security apparatus. When pressed about shooting protesters outside Parliament in September, Prime Minister KP Oli and Police Chief Chandra Kuber Khapung defended themselves saying, “Bullets do not have eyes.”&nbsp;
There was <a href="https://nepalitimes.com/editorial/election-vs-escalation">no remorse or empathy</a>, and a refusal to accept responsibility. They failed to acknowledge that the state has a constitutional mandate to protect its citizens, including those accused of crimes.&nbsp;
Those in power routinely shift the blame onto protesters. In reality, police often initiate intimidation and violence at otherwise peaceful protests, as seen on 8 September. According to witnesses, protesters only became agitated after Nepal Police started firing tear gas, and shooting one of the demonstrators.&nbsp;
The Gauri Bahadur Karki Judicial Investigation Commission has not yet filed its report. But there will be justice only when then-Prime Minister KP Oli, Home Minister Ramesh Lekhak, and Kathmandu CDO Chhabi Rijal are held accountable for their actions or inaction. But it should not end there -- all police officers involved in the killings must also face justice.&nbsp;
No government or political leader in the past decades has tried to <a href="https://archive.nepalitimes.com/news.php?id=2809">reform police to end their impunity</a>. Politicians in power and police forces maintain an unspoken, unholy nexus – from the local to the state level. It is a mutual protection arrangement. Those in power rely on the police to maintain their power and even prosecute opponents, while the police depend on them for political patronage.&nbsp;
To be sure, Nepal Police just reflects the <a href="https://nepalitimes.com/here-now/the-story-so-far">state of the country’s democracy</a>, as well as its lack of commitment to human rights and the rule of law. Genuine reform and democratisation of the police force is needed to uphold human rights and the Constitution, and increase institutional diversity with greater representation of women, Dalits, Madhesi, indigenous and the traditionally excluded.&nbsp;
The <a href="https://archive.nepalitimes.com/news.php?id=18719">APF was originally formed </a>to suppress the Maoist armed conflict and is now used to quell public protests. It should be dismantled, and the post of Chief District Officer abolished. &nbsp;
The Office of the Attorney General and the National Human Rights Commission have repeatedly failed to address police killings and torture. A strong independent mechanism is needed to investigate abuses of power and prosecute those responsible.&nbsp;
The argument is that holding police to account will damage their morale. Actually, ending impunity and enforcing accountability would enhance the police’s public image and strengthen the institution, enabling it to maintain law and order without turning into a killing machine.&nbsp;
More importantly, we need to design <a href="https://nepalitimes.com/editorial/two-sides-of-the-same-coin">state institutions</a> to be empathetic. Only then will society embody tolerance. If culture of killing is accepted, it fosters violence. This is what happened on 9 September. The mayhem was no coincidence.&nbsp;
Police killings and abuse of power, and their entrenched impunity, have led to mounting public anger towards the state and resentment towards the system. If this continues unchecked, it will threaten the very stability of democracy that these institutions are supposed to safeguard. &nbsp;

Policing the Police

Already trying to balance youth demands with legal provisions in the Constitution, Prime Minister Sushila Karki’s interim government faced yet another challenge over Dasain: a receding monsoon dumped unseasonal rain unleashing floods and landslides that killed at least 60, mostly in eastern Nepal.&nbsp; The government was rated positively for its early warning and the ‘visibility’ of its disaster response, with many comparing it to the inaction of the NC-UML coalition during last year’s floods.&nbsp; Government agencies and police proactively closed off hazardous sections of highways as Kathmandu was marooned from the rest of the country in the peak holiday season. Stranded passengers were taken care of, with police, army and local governments in Ilam coordinating rescue and relief efforts. Many of the problems were structural and inherited from decades of neglect and corruption in highway contracts. Shoddy bridges and encroachment of settlements along river banks have increased risk from more frequent extreme weather caused by climate breakdown. With Dasain over Tihar around the corner and the worst of the disaster behind, the Karki administration is trying to balance the separate demands of GenZ movers and shakers who installed her in office with constitutional provisions. It has not helped that the badly-mauled political parties are spoiling for a fight, and the three top leaders show little signs of stepping down. “Nepal’s movement did not happen in a democratic vacuum, so this government walks a very fine line in political legitimacy," says Bidushi Dhungel of the National Democratic Institute in Nepal. "In this fragile space, whatever the work done — or not done— by the interim government within its limited mandate, it may open up avenues for further dissent from old and new actors. They are &nbsp;caught between a rock and a hard place.” Civil society activists issued a statement on Wednesday calling on the main political parties to heed the writing on the wall and reform themselves. Signed by professor Krishna Khanal and former ambassador Keshab Mathema, the statement said: 'The main leaders of the main parties should say sorry, and voluntarily resign ... they must respect public sentiments and work to reform and transform their parties to be more accountable to the public, or risk being irrelevant.'&nbsp; Complicating matters further are the sometimes contradictory demands of various GenZ factions on punishing those responsible for the carnage and rampage of 8-9 September, Constitution and elections. Karki faces calls to immediately detain former PM KP Oli and Home Minister Ramesh Lekhak for their involvement in the massacre outside Parliament. Under pressure from GenZ delegates, Home Minister Om Aryal fired off a letter to the police to arrest Oli and Lekhak. But later at a confrontational midnight meeting at the prime minister’s residence in Baluwatar, all four security chiefs advised Karki that arresting the UML and NC ex-ministers could unleash violent confrontation on the streets. The interim government is in a bind. It has formed a committee headed by Gauri Bahadur Karki to investigate the killings last month as well as the arson and vandalism that followed. The question is: should it wait for the committee to submit its report before punishing perpetrators, or let police arrest those who can easily be identified in social media posts setting fire to Singha Darbar, the Supreme Court and other sites.&nbsp; GenZ’s Sudan Gurung faction has gone beyond its original demand to submit an 8-point ultimatum that includes the sacking of the Chief Justice and officials of the anti-corruption bureau.&nbsp; The Prime Minister is caught in the crossfire between managing the expectations of a movement that appointed her, and working within the framework of her interim government’s mandate and Constitution. But it is not just the government that faces challenges. The lack of clear consensus among youth factions and their outspoken collectives is surfacing.&nbsp; &nbsp;“This has been a leaderless and decentralised movement, and the traditional variables typically seen in a political revolt seem missing here," notes political scientist Sucheta Pyakuryal. “There is no organised structure, nor any ideological pull factor, therefore a big question is how much bargaining power does a movement like this have, and how sustainable will it be.” GenZ leaders seem to be in two main camps. Demands like the one for a directly elected prime minister, and the constitutional processes that can make for such an outcome, have emerged as a major point dividing the movement.&nbsp; Nepalis both within and outside the youth movement are watching Hami Nepal’s Sudan Gurung closely — especially after his recent interview with Al-Jazeera during which he expressed his interest to run for Prime Minister and seemed to not accept a win by political parties in the March elections.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20251009201044_fcba7e92bb9a8812fd0ad4e9770d6f4d4189972de5229f91e9a832a26e388901.jpg" data-media-id="editor_0" data-image-id="20251009201044_fcba7e92bb9a8812fd0ad4e9770d6f4d4189972de5229f91e9a832a26e388901" data-rendition-name="original" width="2916" height="1000" loading="lazy" alt="One month on NT"> <figcaption>GROUND ZERO: The destroyed centre of Nepal's government with Singha Darbar (in green scaffolding), the Attorney General's Office, Supreme Court, and in the distance, Parliament building. Interestingly, some of the criticism was youth activists themselves. &nbsp;“There's a lot of self-involvement and self-importance that seems to be guiding a fragmented young leadership, as opposed to constructively engaging in how to concretise reforms,” says Dhungel. “There seems to be very little stocktaking of what's happened in the past, and what's happened in other countries to try identify where lapses could be before they occur."&nbsp; In the absence of unified positions and level-headed leadership, the youth who spearheaded post-protest negotiations, as well as the GenZ movement in general, risk losing public goodwill already dented by the destruction of state property on 9 September. This also leaves an opening for political parties which are on the defensive and licking their wounds to capitalise on youth discord.&nbsp; Says Pyakuryal: “Post revolution, the political landscape becomes extremely unpredictable and therefore there is a risk of co-optation from several Machiavellian political actors including political parties, monarchists, as well as other forces, and that is concerning.” The immediate and visible transformation that Nepal’s youth expect will not manifest right away, and while there is a need for long-term political planning, the caretaker government must also undertake measures that have a palpable impact on the daily life of citizens. &nbsp;&nbsp; “While youth frustrations must be addressed urgently, statecraft isn’t just about fulfilling short-term goals,”says Pyakuryal. &nbsp; Many, including the youth themselves, now see the need for GenZ to have a more united stance and to move beyond making demands that the interim government cannot fulfil and start mobilising for elections — even by forming its own party.&nbsp; A strong showing in elections can enable them to enact the changes they want to strengthen Nepal’s democracy, and make future governments more accountable.&nbsp; This week, the Election Commission announced 16 November as the deadline to register new parties for the 5 March polls.&nbsp; Youth representatives have said that they want to be active participants in the political process, particularly in national-level politics. The Constitution defines ‘youth’ as being between the ages of 16-40. In the 2022 elections, the Election Commission stated that over 41% of locally-elected representatives were from ages 21-40 years.&nbsp; If young Nepalis are to contest the election outside the banner of mainstream parties, this leaves electoral aspirants little more than a month to decide whether to form a loose coalition with existing parties, a separate political party, or to contest elections independently. “This is first of a kind movement, where political language is digital, not ideological, where organising is done through online platforms and where there is no one leader spearheading the movement,”says Pyakuryal. “I don’t know if ‘anti-corruption’ or ‘political reform’ have a strong enough ideological pull to band people together in the long run.” Indeed, the RSP was formed only four months before the 2022 elections and cashed in on anti-incumbent and anti-corruption sentiments of voters — mainly driven by social media. But controversy and strife within their party means it has largely lost its public trust.&nbsp; Nepal’s September Uprising and its aftermath have shown that a majority of young people are entirely disillusioned with establishment parties and politicians, even using ‘ex-political parties’ as a phrase of reference. Any new young political figures that emerge from this movement and this election will have to work with mainstream parties in a multiparty democracy.&nbsp; &nbsp;“The reality of politics is that change is not possible without engaging with existing political institutions and actors,” says Dhungel. “To say that they do not want to engage, negotiate, or identify allies or proactively seek out input from at least the reform-minded individuals within each of those outfits is political naivety, and may lead to a lack of institutionalised reform.” However, Dhungel notes that the youth leadership would have more agency if they are clear not just on what they want to change, but about whether they are interested in active politics or civic engagement. “The window of opportunity that is fast closing is to really negotiate hard and push for internal reforms within political parties and across the electoral system,” she adds. Pyakurel also adds: “GenZ are smart and politically mature, I hope they see these loopholes. I am optimistic about the direction they take.”

Shristi Karki

One month on

The meeting called by Prime Minister Sushila Karki at Baluwatar on 4 October was supposed to be about completing the interim cabinet with GenZ representatives. But it ended with factions putting up rival demands.
It is ironic that a movement that voted for Karki on Discord is itself marred by discord.
But such jostling was to be expected. This was an amorphous and leaderless group of young Nepalis that was suddenly elevated to fill a national power vacuum, and is now expected to redesign the country from scratch. &nbsp;
At least two camps have emerged within the youth groups. One is led by Sudan Gurung of Hami Nepal with Barsa Raut, Anil Baniya, Purshotam Yadav and Ojaswi Raj Thapa, while the second under Rakshya Bam has Pradeep Gyawali, Aditya Karn, Yujan Rajbhandari and Dheeraj Joshi.
Just like it was at Nepal Army Headquarters on 10 September, there is distrust and dissent within these disparate group. For the sake of stability, and in memory of the 72 who lost their lives last month, Nepalis want these groups to be more united in their stances. &nbsp;
Prime Minister Karki did not attend the Baluwatar meeting last week, wanting the GenZs to first work out their differences. Home Minister Om Prakash Aryal and Finance Minister Rameshore Khanal were present, and entreated the young delegates to cooperate.
Sudan Gurung has demanded the resignation of the Chief Justice and the head of the anti-graft body, the CIAA. However, some even within Gurung’s camp are said to want constitutional provisions to be respected, and do not agree with some of his eight demands.
Rakshya Bam accuses Gurung of trying to do away with the Constitution and issuing arbitrary statements on governance. Her group also issued a statement warning against any attempt to deviate from the values of democratic change.
The conflict between various GenZ groups has exposed the nature and limitations of street revolt, proving that it is always easier to destroy than to rebuild. A revolution can bring rapid and transformative change, but then comes the task of agreeing on new structures and processes — while dealing with the ego and ambition of the protagonists.
TIGHT-ROPE WALK
One year after a similar student-led uprising, Bangladesh is struggling to stabilise the system and preparing for elections while dealing with extremism and geopolitical fallout. Sri Lanka held elections and brought in a new youthful leader, but it has not been smooth sailing.
Prime Minister Karki’s caretaker government is on a tight-rope walk. Moving too fast on arresting the previous prime minister and investigating others for corruption risks igniting renewed street violence, but delaying justice will anger the impatient youth, who want immediate results.&nbsp;
The longer the uncertainty and instability lasts, the more likely it will be for radical forces to take advantage of the fluidity. The communal clashes in Birganj and Janakpur over Dasain, inspired by what is happening across the border, should be a wakeup call. Hate speech and ethnic slurs on social media could be incendiary if left unregulated.
The Prime Minister has said her foremost priority is to ensure free, fair and inclusive elections on 5 March — mindful that various forces are out to sabotage it for their own interests.
Amending the Constitution to meet GenZ demands may have to wait for polls next year, and real change that improves lives, creates jobs and makes the bureaucracy cleaner and more efficient will take longer.
But till then, the interim administration could deliver tangible benefits to people with do-able improvements like speeding up the driving license process, removing middlemen from all levels of the bureaucracy, expeditiously completing highway repairs, controlling food prices.
The youth want immediate course correction, given how the old political parties, politicians and bureaucracy had plundered the state for years. But idealism alone cannot make a state machinery function. Every decision during this sensitive transition must be taken without undermining previous gains.
Factional friction within the GenZ will allow the old leaders in the old parties to regroup and plot revenge. Meanwhile, the three main parties, which fuelled the youth and class rage with their corruption and reckless disregard for the public good for the past three decades, do not seem to have learnt their lessons.&nbsp;
Despite being disgraced, K P Oli of UML, Sher Bahadur Deuba of the Nepali Congress and Pushpa Kamal Dahal of the Maoist Centre, are still not willing to retire. The tragic loss of life and the mayhem that followed does not seem to have opened their eyes to the writing on the wall. They are intent on blaming everyone but themselves.
The Election Commission has already set a deadline for party registration by 16 November. Some in the GenZs want provisions to vote for a directly elected executive head of the country by even changing the Constitution.
There is a lot of confusion about what exactly the mandate of the interim government is, what it can and cannot do. With the dissolution of Parliament, the interim government cannot amend the Constitution, its only mandate is to conduct elections to form a new government that would then work on amendments.&nbsp;
At most, it can pass ordinances but only for the peace and good governance of the country or when there is an immediate need to enact a law.
To make things murkier, Sudan Gurung in a widely-shared interview on Al Jazeera said that he would run for prime minister, and that he would not accept the old parties and their leaders even if they win the elections unless they completely reform their political stance. He is also willing to work with pro-monarchists if they are for the betterment of the country.
Dharan Mayor Harka Sampang has already registered a new party called Shram Sanskriti Party while the likes of Kathmandu Mayor Balen Shah, Energy Minister Kulman Ghising and for RSP Sumana Shrestha are expected to follow another corporate backer for a new party.
All parties, including any new ones representing the youth, must learn from the failures of the newer alternatives such as Sajha, Bibeksheel and more recently RSP. Parties go nowhere without a clear ideology, organisation and a vision and pathway post-elections.
The interim government is made of most capable technocrats and a Prime Minister with zero tolerance for incompetence and who says she has no intention of continuing in the position a minute longer than necessary.&nbsp;
We now have to move beyond destruction to rebuilding, and not be distracted by discord.

Discordant Democracy

<a href="https://nepalitimes.com/news/ball-in-balen-s-court">Nepal’s newly-installed Prime Minister Balendra Shah</a> unveiled his Council of Ministers after taking the oath of office on Friday in Kathmandu.&nbsp; Besides Nepal's pre-existing problems, his team will immediately have to deal with the fallout of the West Asia conflict to satisfy an electorate impatient for change. The Rastriya Swatantra Party (RSP) won a majority in the 5 March election and capped the Cabinet size at 15. Shah, a structural engineer and musician, himself has taken charge of the Defence and Industry Ministries. There has been an attempt to make the Cabinet inclusive with women in five of the new portfolios.&nbsp; After much negotiation, the powerful Home Ministry, a bone of contention between Shah and RSP Chair Rabi Lamichhane, has gone to Sudan Gurung, a hitherto little-known figure who <a href="https://nepalitimes.com/here-now/who-or-what-is-hami-nepal">rose to prominence after the September GenZ protest</a> and won the election from Gorkha-2.&nbsp; Gurung will be in charge of Nepal’s internal security apparatus and maintaining law and order. He was also involved in key negotiations that cemented Balendra Shah and Rabi Lamichhane’s political partnership in the runup to the election.&nbsp; Most new Cabinet members are not just first-time ministers, but are also freshmen lawmakers. Many are experts in their fields. Finance Minister Swarnim Wagle is an <a href="https://nepalitimes.com/here-now/nepal-needs-to-rebrand-itself">economist </a>with degrees from the London School of Economics and Harvard, and was previously Chief Economic Advisor at the UNDP Regional Bureau for Asia and the Pacific, and also served in Nepal’s National Planning Commission.&nbsp; Previously a member of Nepali Congress, Wagle exited the party in 2023 following differences with top leadership, and joined the RSP. He will immediately face the challenge of addressing the <a href="https://nepalitimes.com/news/rough-road-ahead-for-new-nepal-rulers">impact of the West Asia war,</a> including rising petroleum prices and a shortage of cooking gas. Sita Badi, who was elected through the PR system, is Minister for Women, Children and Senior Citizens. She was born and brought up in the underserved and marginalised Badi community in Surkhet and has been advocating for the rights and welfare of women, children, and minority communities. Other ministers include RSP spokesperson Pratibha Rawal as Minister for Federal Affairs and General Administration as well as Land Management, and Gita Chaudhary as Minister for Agriculture, Sunil Lamsal is Physical Infrastrucutre, Transport, and Urban Development Minister, Khadka Raj (Ganesh) Paudel as Tourism and Civil Aviation Minister. As minister Aryal came <a href="https://nepalitimes.com/editorial/skeletons-in-the-cabinet-k5x6py1v">under scrutiny </a>for his involvement in an employment agency that was investigated for illegal acquisition of wealth in 2020. If appointed House Speaker, Aryal will be expected to play a neutral and non-partisan role in Parliamentary affairs. &nbsp; With the full Cabinet announced on Friday, Prime Minister Shah and his team now have their work cut out for them. &nbsp;The government’s first priority will be ensuring the safety and long-term security of the almost two million <a href="https://nepalitimes.com/here-now/migrant-workers-in-wartime">Nepalis living and working in the Gulf</a> amid the ongoing conflict in the region, and taking steps to cushion Nepal’s economy from the Israel-US war on Iran. Nepal swears in new Cabinet

Rivers have been the lifelines of civilisations with their dynamic ecosystems providing vital services for human survival and ecological balance through the ages.&nbsp; But accelerating anthropocentric footprints are causing severe, and often irreversible, damage to river systems across the world, including those across High Asia, a region that sustains nearly a fourth of the global population downstream. An example is the <a href="https://nepalitimes.com/here-now/how-the-bagmati-civilisation-is-becoming-uncivilised" target="_blank">Bagmati River</a> that courses through Kathmandu, crosses the Himalayan foothills to join the Ganga in India. A river that once shaped the <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/when-it-comes-to-water-pollution,3196" target="_blank">Kathmandu Valley Civilisation </a>is now a polluted and biologically dead water body constricted by urban sprawl, choked by construction debris, chemical waste and untreated sewage.&nbsp; The loss of a sacred river is tragic enough, but its hazards related to health, life and livelihoods are not limited to the Valley, nor is its enormity fully gauged by the metrics of fatality, income loss, flood return periods, runoffs, embankment failure.&nbsp; It is a systemic collapse of ecological integrity, socio-economic stability and cultural heritage, affecting its downstream users as well. The death of Bagmati is a peril for a population size way bigger than circa 5 million residents of Kathmandu Valley. The degradation started in the 1980s and has accelerated. Why has not enough been done to save this iconic river that runs through Nepal’s capital?&nbsp; The Bagmati River Basin Improvement Project (BRBIP) was designed to make headway in restoring the river with a sewage treatment plant, dams for storing water to support dry-season runoff, recharge groundwater, creation of <a href="https://archive.nepalitimes.com/page/resurrecting-bagmati-the-river" target="_blank">green biodiversity corridors</a> along the river bank to also serve as recreation areas, reduce the urban heat island effect, and also provide cultural continuity. The project also envisages collection of hydrological data for managing Bagmati multipurposewater systems and providing flood forecasts and early warnings aimed at protecting lives and property, among other things. Most importantly, the project takes the integrated water resource management approach, which, in principle, is a holistic and collaborative way of managing all elements of the water cycle to ensure water security, public and environmental health and amenity.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260329040336_9605240fa8c7d649ce49fbe43565130e3187e979338ccf959c4e9b8c581b7a4c.jpg" data-media-id="editor_3" data-image-id="20260329040336_9605240fa8c7d649ce49fbe43565130e3187e979338ccf959c4e9b8c581b7a4c" data-rendition-name="original" width="2126" height="1577" loading="lazy" alt="Bagmati NT"> </figure>  This should pave the way for managing a river as a connected ecological, social, and economic system by enabling coordination across agencies and disciplines, stimulating technological innovation and financial investment. The success of this approach depends on long-term political will and commitment that transcend political cycles, but also needs strong community and civil society in defining issues and proposing solutions, creating and sharing knowledge, taking independent action to inform practice, monitoring and evaluating policies, and participating in public decision-making. Civil society, especially, in making the <a href="https://archive.nepalitimes.com/page/encounter-with-bagmati-river" target="_blank">revival of the Bagmati River</a> a pressing governance issue. The Bagmati Action Plan 2009, a precursor to the BRBIP, was designed in response to lawsuits filed in 2000 and 2004 by an independent legal practitioner of Kathmandu against waste dumping in the river.&nbsp; It took him almost two decades of legal battle for Nepal’s Supreme Court to pass orders for mandatory septic tanks in all homes in Kathmandu Valley, relocation of squatters from Bagmati river banks to government-built houses, and embargo on dumping and burying garbage on the banks of the river and its tributaries. Despite court orders, however, actual results have been unsatisfactory. Restoration of Bagmati barely made it to any political debate or electoral manifesto this time. Treatment plants have not been operational for years, yet no one is held accountable. The population ignores waste segregation or single-use plastic rules to check littering.&nbsp; The current condition of the river therefore seems to have more to do with the lack of public awareness and behaviour change than the failure of various master plans. Why does the deep danger of a dead river fail to arouse widespread civil society concern, let alone action? The apathy is perhaps underlined by an innately anthropocentric understanding of the river as a mere resource to be exploited, rather than the backbone of existence.&nbsp; Such a paradigm shift is possible when river or river systems are understood to be necessary for &nbsp;a harmonious coexistence with human populations. The more pertinent question is not whether a dead river can be restored because there are many examples from around the world where that has been successfully achieved. It is whether we choose to restore our rivers for intergenerational equity. This would require a holistic perspective and political will to revive reverence for a river system so that its symbiotic relationship with human settlements can be restored. A lifeline becomes liability

Next to my home in Bhainsepati stood a dead Uttis tree next to a public tap. A nearby water tank built a year earlier had killed its roots.
If the tree collapsed, people living nearby and those queuing up to fetch water at the tap would be hurt. With the storm season approaching, the risk was obvious. The tree could also fall on my own house, so I volunteered to find a way to remove this threat.
Little did I know how difficult it would be. A forest officer acquaintance told me there is a special procedure for cutting risky trees. I contacted the Lalitpur District Forest Office (DFO).&nbsp;
He said a technical report from a field officer was needed, and passed on her number. When I called, she asked for the location, photos, and a video. I send them all.
The ward office also suggested I use Lalitpur Metropolitan City’s mobile app, Lalitpur Alert, to report the problem. I uploaded photos, and submitted the complaint. This seemed to be very easy and efficient.
Indeed, the next day the municipality called me back and I explained the situation. They said they could not act without permission from the DFO. I asked why the app existed if the city could not act on such complaints. The officer said he did not know. My happiness was short-lived.
A couple of days later, the app notified me that my problem had been solved, and the complaint was removed. But the dead tree still stood there defiantly.&nbsp;
A week later, two forest technicians arrived on a scooter to inspect the tree. They looked up at the tree and asked if I had a measuring tape so they could measure its diameter.
“You are the technicians,” I told them. “You came to inspect the tree, and you came without a measuring tape?”
I rummaged at home and found a tape measure. They got the diameter and said they would prepare a technical report, but I would have to obtain a recommendation letter from the ward office and submit it to the DFO.
“This tree is dead,” I told them. “It is on public land. You have seen it with your own eyes. You know it's dangerous, so write a report and arrange for it to be cut. Why do I have to run from office to office to apply for recommendation letters?”
Their answer was simple, yet expected: “Those are the rules.”
They left, and I gave up. Two technicians spent half a day visiting the site. The metropolis runs a complaint system with a mobile app funded with public money. The ward office has staff to solve problems. Yet none of these institutions took the responsibility to remove a dangerous tree.
Everyone is busy citing rules and regulations and passing the buck. Weeks passed. Everyone reacted to the problem, but no one took any responsibility to resolving it.
Then, one bright December morning under a deep blue sky, a few neighbourhood boys were swinging their axes on the trunk. They had no proper equipment, no safety gear, and no professional experience.
I gave the boys some money and so did a neighbour. It took an hour or so for the tree to come crashing down safely. We had paid to have the tree cut illegally, and the matter ended there.
Multiple government offices, technicians, procedures, and mobile apps could not remove a dangerous tree, and we had to break the law to cut it. The tree is gone now, but the real problem remains: an inefficient bureaucracy.&nbsp;
It is perhaps symbolic that the tree is the election sign of the Nepali Congress, which was part of Nepal's governance and bureaucracy for decades and did not perform well in this month's election.&nbsp;
That is the bureaucracy that the new RSP government now has to get to work. But it will not be easy.
I posted on Facebook: ‘When people feel leaders have grown arrogant or corrupt with power, they change their minds and their votes. If those who replace them follow the same path, voters will again change their minds and votes.’
I continued: ‘The strength of democracy lies in this simple principle: the more citizens act as independent voters, the stronger democracy becomes. The more they behave as party loyalists, the weaker it grows. If we want a better system, we must demand deep reform of the state bureaucracy and hold institutions accountable.’&nbsp;
The first responses came from two senior government officials. They told me privately that they agreed by 200% but could not say so publicly.
It is quite normal for a Nepali to get the run around in government offices, it is almost a given to be asked for a bribe. As an environmental reporter and citizen, I have numerous such examples.
It is not just one sector that has been suffering. It is everywhere, and this is just an example of how complicated our bureaucracy is. As a 40 something person, I am old enough to remember the 1990 pro-democracy movement, &nbsp;the Maoist insurgency. Many promises made then by the politicians were broken.
We fought for rights, we fought for regime change. The country has changed political systems several times, from monarchy to multiparty democracy and finally a republic.
Yet one thing that remains largely untouched or reformed is our inefficient and corrupt bureaucracy. The new government, to be led by the youngest prime minister in our history must start this reform if it wants to deliver.&nbsp;
Otherwise, we may have to keep changing governments every few years, and still find ourselves unable to legally cut down even one dead tree.

A dead tree tests Nepal's bureaucracy

On Friday, Balendra Shah is taking his oath of office as Nepal's prime minister in a capital city of which he was a mayor till six months ago.
At 35, he will be among Nepal’s youngest prime ministers. His reticence and reclusiveness have reinforced his brand as a doer rather than a talker. This was a persona he cultivated as mayor of someone who cleaned up the city by managing garbage. But he also chased off sidewalk vendors in an effort to ‘beautify’ the city.&nbsp;
After being elected, Shah did not attend RSP events in official capacity, and he was absent at an MP orientation last week.&nbsp;
His refusal to engage with the press, and even stopping to post on social media, have added to the air of reclusiveness. But as prime minister, he may have to communicate more even if it just to stop conspiracy theories and intrigue.&nbsp;
The people he will now represent would like to know, and have a right to know, what he is up to. Otherwise the feeling will grow that Nepal is entering uncharted territory. Governance, the economy and investment do not like uncertainty.
Political scientist Pyakuryal notes that calling Balen a 'man of few words' may serve as a useful epithet if he governs with quiet efficiency rather than fanfare. "But as Prime Minister, he must engage the nation’s will, not simply manage from above," she says.
She adds: "The real test lies in his choice of style: will he lead exclusively, keeping decisions close, or inclusively, opening space for dialogue and shared ownership of governance?"
Nepal's newly-elected lawmakers were sworn in on Thursday. And once sworn in as PM on Friday, Balendra Shah is set to appoint a ‘minimalist’ Cabinet. Although the Constitution caps the size of the Council of Ministers at 25, the party has decided to stick to maximum 18 and not split ministries to accommodate loyalists as was done in the past.&nbsp;
&nbsp;"The Cabinet must support the leadership of the Prime Minister while ensuring accountability to the Parliament,” notes political scientist Sucheta Pyakuryal. “But the questions that come to mind are: will the RSP MPs readily submit to Balen’s leadership and is Balen’s absence from the party’s official events an unwillingness or hesitation to submit to the party?”
Prime Minister Sushila Karki and her ministers ended their interim tenures this week, and she was lauded for upholding her commitment to hold a free, fair and peaceful election. But her image was tarnished for her reluctance to release the investigation report on the September violence, as well as recommending her Home Minister Om Prakash Aryal for a National Assembly seat, and her personal secretary to the National Trust for Nature Conservation. President Ram Chandra Poudel has put Aryal’s nomination on hold. &nbsp;
The Investigation Commission report leaked on Wednesday said the state failed to stop the firing on protestors by Police on 8 September and blamed the Army for not preventing the arson next day. It recommended the prosecution of prime minister KP Oli, home minister Ramesh Lekhak, and Police chief Chandra Kuber Khapung.
Notable names said to be in consideration for the Cabinet include many who are experts in their fields, and RSP wants a young lawmaker as Speaker. The new government will plunge headlong into the economic fallout of the West Asia war.
RSP, with its near two-third majority, does not have to placate any coalition partner, so Nepal is at long last expected to have a stable government after 35 years. Despite hopes that there will not be the usual horse-trading this time, there is tension between supporters of RSP chair Rabi Lamichhane and Balendra Shah. The two have been negotiating in hotel rooms for Cabinet posts for loyalists.&nbsp;
Shah’s larger-than-life online persona and nationwide appeal delivered the RSP its overwhelming electoral victory this month, and this makes the party’s core leadership beholden to him. To what extent is Shah willing to meet Lamichhane’s demands is the critical question, and we will know the answer by this weekend.
Says Pyakuryal: “Because this election showcased personality politics rather than the regular party politics, the dangers of ego-clashes, power-tussles and intraparty realpolitik become very real and this kind of equation can greatly hamper the spirit of democracy, representation and collective good."
