Jagan Nath Timilsina has summited <a href="https://nepalitimes.com/banner/mt-everest-grows-by-86cm">Mt Everest</a>, won <a href="https://nepalitimes.com/here-now/hurtling-through-the-himalaya">the Great Himalayan Race</a>, climbed rock faces. He now runs multiple tourism businesses and spends his summers teaching in Alaska.&nbsp;
Born and raised in Sarangkot, surrounded by the spectacular panorama of the Annapurnas, Timilsina would hike for hours to school every day.&nbsp;
Timilsina wanted to start working as early as possible. At age 13, he went to India to look for a job but was too young to work security. So he came back to Nepal and became a trekking porter at age 14.&nbsp;

Ambitious and resourceful, he took advantage of the government’s English language and training programs for trekking guides. Timilsina started out as a guide at <a href="https://nepalitimes.com/here-now/british-pioneers-of-tourism-in-nepal">Himalayan Encounters</a> in 2004, and covered more than 100 trails in Nepal and Tibet over the next 11 years.
“Many porters become guides and stop,” notes Timilsina. “But I always want to take the next step. So I set my sights on mountaineering and climbing.”
He completed courses offered by the Nepal Mountaineering Association and the Khumbu Climbing Center (KCC), learning about avalanche safety, ice climbing and rescue training. Soon after, Timilsina summited Mt Everest. Since then he has scaled 25 other peaks, often leading expeditions.

Timilsina wanted to take his education further, so on the recommendation of teachers he met at the KCC, applied to the National Outdoor Leadership School (NOLS), a non-profit outdoor education school founded in Wyoming. On his second attempt, he got into a 15-person course for instructors. &nbsp;&nbsp;
Timilsina's acceptance into the program was conditional: NOLS were stricter with candidates from Nepal, given the country's poor reputation regarding safety. He was surprised with a test about Wilderness First Aid, which Timilsina had passed in Nepal. This time, he failed. &nbsp;
According to protocol, Timilsina should have been sent home, but the instructors decided to give him a second chance: he could go on with the course, but would be retested after. “The course kept me busy from 6AM to PM, so I would study at night by headlamp, getting by on three hours of sleep,” recalls Timilsina.&nbsp;
The second the course finished, Timilsina was whisked away to give his retake. He needed at least a 75 to pass - he got a 99.&nbsp;
The deal was that the best-performing student in the course was offered employment at the institute. Timilsina had a job starting the very next day, and he has kept it, teaching in Alaska every summer.&nbsp;
He uses his experience to run outdoor education courses in Nepal too, including teaching wilderness skills to children with disabilities.

“Once, the children were caught in a heavy downpour and I was worried,” recalls Timilsina, “but they assured me that it was nothing compared to what they deal with on the daily basis.”
In 2017, Timilsina won the first edition of the Great Himalayan Race, covering 1,600km in 46 days.&nbsp;
“Much of the race was very easy for me. I would get done with the day’s racing early, and spent the rest of the day taking in the beauty of the untouched valleys and cultures along the route.”
Timilsina now splits his time between Pokhara and Kathmandu, running his travel company Freedom Adventures, his non-profit Freedom Social Foundation, and organising races and training through Himalayan Trail Running.&nbsp;

Harder than juggling all these ventures is navigating Nepal’s labyrinthine bureaucracy. Timilsina says: “It is frustrating to work in Nepal. To trek to Manang, for example, you need permits from four different entities.”&nbsp;
Outdated laws and arbitrary regulations have made things worse. Adding to the challenge is the <a href="https://nepalitimes.com/news/brain-gain-into-brain-drain">phenomenon of outmigration of the young Nepalis</a>, who are often only holding jobs as they wait for visas to be approved.&nbsp;
Despite all this, Timilsina is still optimistic about the future of Nepal’s tourism. He says: “There is endless potential here, but our attitudes around discipline and hard work need to match our ambitions.”

But given Central Nepal’s stunning terrain and scenery, there are plenty of even more exciting options.Pokhara’s Sarangkot Hill is a popular jump off point for paragliders but it falls within the 26 x 6km airspace that the new international airport will require for medium-haul twin jets that it will handle. The Civil Aviation Authority of Nepal (CAAN) has now concluded that there is <a href="https://www.nepalitimes.com/latest/pokhara-paragliders-to-relocate/" target="_blank" rel="noopener noreferrer">no alternative but to relocate them</a>.“Air safety rules prohibit recreational flights inside this airspace which is why we have to move paragliding and ultralight activities elsewhere,” explained Dev Chandra Lal Karna of CAAN, adding that tourism operators have been advised to take their business to adjoining Syangja, Parbat and Baglung districts.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e7f9c7e80680e0af411jpeg.jpg" alt="" width="4032" height="2268"><figcaption> </figcaption></figure>It is not just the parargliders that will be affected, but also the ultralight companies that currently operate from the existing airport. They, too, must move because of the heavier and faster aircraft that will be landing and taking off in <a href="https://www.nepalitimes.com/banner/pokhara-nepals-new-aviation-gateway/" target="_blank" rel="noopener noreferrer">the new facility</a>.But local aerial sports operators have been reluctant to relocate, saying they can continue from Pokhara if proper safety guidelines are issued. They have purposed a flight curfew two hours a day either in the morning or in the afternoon to allocate that time for paragliding and ultralight flights.“CAAN says we can’t run ultralight and paragliding here but they haven’t told us how to proceed from here nor given us any alternatives,” complained Balaram Acharya of the Nepal Air Sports Association who is runs a paragliding company in Pokhara.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e829c7e80680e0af412jpeg.jpg" alt="" width="2400" height="3168"><figcaption> </figcaption></figure>However, aviation experts say flight curfews do not make sense and there are plenty of alternatives for the aerial sports companies – including <a href="https://archive.nepalitimes.com/regular-columns/Connecting-dots/Sano-Babu-paragliding-world-cup,1029" target="_blank" rel="noopener noreferrer">Syangja for paragliding</a> and Baglung’s unused airfield for ultralights.International Civil Aviation Organisation (ICAO) standards do not allow any aircraft to operate within the airspace of an international airport and neither is it safe to do so."It is technically impossible to fly paragliders and ultralights near what is going be a busy airport, it has to follow strict international safety guidelines," says infrastructure expert Surya Raj Acharya. “There should be no other activities within its airspace.”Indeed, <a href="https://www.nepalitimes.com/banner/what-to-do-with-pokharas-extra-airport/" target="_blank" rel="noopener noreferrer">Pokhara’s existing airport</a> is already operating at maximum capacity with up to 40 domestic flights a day to Kathmandu, Jomsom, Bhairawa, Bharatpur, Simara, Biratnagar and Nepalganj. More flights are planned to Janakpur and Bhadrapur by private airlines.In addition to catering to increased domestic flight frequency, the new airport will also handle international flights to India, China, the Gulf and Malaysia. The current airport does not have night landing facilities, although the new one will.Acharya is also of the opinion that airports should be built away from populated tourist destinations. "Today we face paragliding problem, tomorrow it will be noise pollution," he adds. “A fast-track Butwal-Pokhara highway would have meant that flights would not be needed between the two cities.”Commercial paragliding started in Pokhara in 2001 and now has over 69 registered companies, collectively with an annual turnover of Rs1 billion. There are three ultralight companies operating from the current airport, and one hot air balloon operator.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110161152/636d1e859c7e80680e0af413jpeg.jpg" alt="" width="1080" height="608"><figcaption> </figcaption></figure>All companies had been hit by the Covid-19 pandemic and the <a href="https://www.nepalitimes.com/editorial/survive-revive-thrive/" target="_blank" rel="noopener noreferrer">collapse of tourism</a>, and business has just started to pick up with mainly Nepali adventure-seekers. Pokhara had also become the venue for international sporting events such as the Paragliding World Cup Asian Tour.However, Pokhara’s days as an aerial sports hub is numbered with the much-delayed airport coming into operation next year. Most companies offering paragliding and ultralight flights will have to relocate. Aerial sports and sightseeing companies were badly hit by the collapse of tourism, but had started to pick up with Nepali tourists replacing internationals. “Even as tourism was down and out following the first lockdown, there were 1,000 Nepali tourists paragliding every day in the skies above Pokhara, in part due to heavy discounts,” says Krishna Bhandari of Nepal Air-sports Association. “Pokhara residents and <a href="https://www.nepalitimes.com/banner/pokhara-tourism-lifted-by-nepali-footfalls/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/pokhara-tourism-lifted-by-nepali-footfalls/&amp;source=gmail&amp;ust=1628949391218000&amp;usg=AFQjCNFI1GvdPMtfVKJ4du5htIiGwbpmng">domestic travellers from Kathmandu, Chitwan and Nepalganj</a> kept the business running.”But following the second lockdown in May-June this year, paragliding services have remained shut. If not for the pandemic, the first test flight would have happened this month, followed by regular international and domestic flights.The 2500m long 45m wide runway is aligned east-west, and departures would fly right above the city and Sarangkot, making it impossible for paragliders to be there.  The delays are due to the fact that construction material from China could not be imported, Chinese technicians were also not able to travel. They were also hit by the tourism collapse, and it is not yet certain whether they will be allowed to operate from Pokhara international Airport. If not, they may have to move to the unused airport in Baglung or even Manang.“Paragliding directly or indirectly supports over a thousand people with employment, and even as we speak there are 25 Nepalis currently undergoing training to become commercial para-pilots,” says Balram Acharya, also of the Nepal Air-sports Association. Some say the new airport is also an opportunity to diversify <a href="http://archive.nepalitimes.com/article/Nepali-Times-Buzz/Pokhara-looks-to-2016,2773" data-saferedirecturl="https://www.google.com/url?q=http://archive.nepalitimes.com/article/Nepali-Times-Buzz/Pokhara-looks-to-2016,2773&amp;source=gmail&amp;ust=1628949391218000&amp;usg=AFQjCNFlpzGKAEsZQyu_dLZLSmf0fk-Nsw">paragliding</a> and ultralight flights across Nepal and boost other local economies post-pandemic. Safety has also become a concern with overcrowding on Sarangkot, and there have been several fatal crashes in the past three years.The terrain in Syangja, south of Pokhara, is deemed the most ideal for paragliding, and even holds international cross-country paragliding competitions and a thriving training school run by Mt Everest summiteer and adventurer Sano Babu Sunuwar. <figure><img width="2600" height="1733" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221110141128/636cfd129c7e80680e0a0bc4jpeg.jpg" alt=""><figcaption> </figcaption></figure>Meanwhile, <a href="https://www.nepalitimes.com/banner/cleared-to-land/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/banner/cleared-to-land/&amp;source=gmail&amp;ust=1628949391218000&amp;usg=AFQjCNGGmVcscUCV8kYeqhGF9PK2OulmtA">Pokhara’s new airport</a> still has to address issues like relocating landfill sites in a 3km radius from the airport that are a bird-hit hazard for aircraft. Pokhara Municipality’s Mahesh Baral says the work of relocating landfills will gather pace once the new sites are identified. “The municipality doesn’t have the budget to fast-track a new landfill site. Pokhara paragliders to relocate

Lakeside bars and restaurants that used to hum with a wide variety of international languages being spoken, are now dominated by Nepali speakers.Nepali visitors are up paragliding off Sarangkot, some make a bee line for the zip line, and others are trekking up to catch the early morning glimpse of Machhapuchhre.Domestic flights from Kathmandu to Pokhara this week were packed to the capacity with passengers asked to strictly follow Covid-19 protocols with masks and face shields. But it has been delayed, and many here do not expect foreign tourists to  be back till 2022.While foreigners can now travel to Nepal, they can only do so <a href="https://www.nepalitimes.com/here-now/nepals-baffling-ban-on-india-flights/" target="_blank" rel="noopener noreferrer">if they want to go trekking or climb a Himalayan mountain</a>. Even those coming in for <a href="https://www.nepalitimes.com/here-now/everest-trail-reopens-but-cautiously/" target="_blank" rel="noopener noreferrer">treks and climbs</a> must have extra $5,000 worth of insurance, and have to spend a week in hotel quarantine in Kathmandu before setting off for the wilderness. These additional hassles along with a continuing ban on flights from India is hurting <a href="https://www.nepalitimes.com/latest/nepal-tourism-may-take-5-years-to-recover/" target="_blank" rel="noopener noreferrer">the travel industry</a> as a whole and keeping even those foreign tourists keen on visiting Nepal away.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181112/636bdfb19c7e80680e083db3jpeg.jpg" alt="" width="2520" height="1680"><figcaption></figcaption></figure><figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221109181112/636bdfb49c7e80680e083db4jpeg.jpg" alt="" width="2520" height="1680"><figcaption></figcaption></figure>However, for Pokhara's crisis-ridden local hotel owners, taxi drivers, boats people and others dependent on tourism, Nepali arrivals have at least partially compensated for the gap.

Pokhara tourism lifted by Nepali footfalls

All photos: KATIE RIVERS</figcaption></figure>Approaching 62 years old, and after retiring from a police rescue squad in 1996, Ken Hutt needed some adrenaline replacement therapy.He had watched the documentary, <a href="https://www.youtube.com/watch?v=TEpKNla63Kw">Miracle In The Storm</a>, about a paragliding competition in which a German flier was sucked up to 9,947m, blacked out and only just came to in time to land it. Another Chinese competitor was also lifted by the same storm, and was killed by lightning.A year after watching the documentary, Hutt was trekking to Everest Base Camp, acclimatising himself before paragliding off the summit of the world’s sixth highest mountain, Cho Oyu, when he started to suffer from altitude sickness.It was April 2014, and an avalanche had just killed 16 Nepali guides on the Khumbu Icefall. Above him, helicopters with stretchers dangling ferried bodies down the mountain.“I’m sitting on the glacier next to Lobuche, watching them, one after the other, feeling really sick,” he recalled. “It was only 5,000m, and I’m supposed to be climbing this 8,000m mountain and flying a paraglider off it.’”His adventure was being sponsored by the Gates Foundation, which was going to triple every dollar he made to help polio eradication. <a href="https://www.nepalitimes.com/banner/polio-hunt/">Nepal got rid of polio in 2000</a>, but the disease still afflicts children in parts of South Asia.  His team crossed the Nepal-China border into Tibet where a friendly local bureaucrat, sympathetic to <a href="https://www.rotary.org/en/our-causes/ending-polio">Rotary’s ‘End Polio Now’</a> campaign allowed him to fly off the mountain. Hutt started climbing, and never felt another pang of altitude sickness. <img width="2464" height="1632" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb4509c7e80680e07bb96jpeg.jpg" alt="">He got to 7,200m and had the choice of flying from there, or proceeding to the 8,188m summit with the rest of the expedition. But he couldn’t do both. Next morning, he stuck his head out the tent and it was a glorious, clear day with a 6 knot breeze wafting up the mountain. Perfect for flying. The guide wanted him to summit, but he decided that since the whole idea was to raise money for polio, summiting that mountain was not going to raise any money, paragliding off it was. “In hindsight, I’m pretty disappointed I didn’t summit. I was pretty fit. I was feeling really good,” Hutt says. He pulled the super lightweight (2.7kg) glider from his pack and suddenly became acutely aware of his own inexperience, and the fact he had only flown this particular glider once before -- off a tiny hill near his home south of Sydney. He would be flying in air one-third the thickness, hanging from a glider too small to carry his weight plus the ice axes, sleeping bag, rope and food he had to carry for self rescue.“All the Sherpas were saying it was ridiculous you shouldn’t do this, but once I started to spread the glider out they all started getting really excited about it,” Hutt says. The wind dropped from 6 knots to almost nothing. In the absence of a breeze, Hutt had to launch by running down the slope. After a hop and a skip he was airborne.Then he realised he was not breathing: “I’ve been flying for half a minute or something without taking a breath. All of a sudden there was no air to breathe. Just trying to suck it all in. Nothing.”He tried to come down fast as he could. Landing was something else again. He could not locate the prayer flags he had put up as windsocks at Cho Oyu base camp.“The scale is huge. You have no idea how fast you’re flying, how much sink rate you have. All I did was head to base camp. It was about 13 km on a line of sight. I started to do circles to lose altitude. I lined up base camp, thinking I’m going to have to land on the rocks. ” <figure><img width="2002" height="3000" src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/2022110915118/636bb4539c7e80680e07bb97jpeg.jpg" alt=""><figcaption>Australian ex-policman Ken Hutt is planning on paragliding off Mt Everest after the pandemic.</figcaption></figure>He was flying at 50km an hour through the thin air, and the noise through the risers was deafening. He landed on scree, and intentionally turned to touch down on his back where an ice axe wrapped in a down sleeping bag protected him.“I opened my eyes and right in front of me was the summit of Cho Oyu,” he said.Now, all Hutt needs is the right permission from the Nepali authorities and the right pandemic case numbers to get cracking on his mission next year at 62 to be the oldest person to fly off the top of Mt Everest. But his trip is in the hands of the gods and Nepal’s bureaucracy.Hutt was told he had verbal approval for the flight from Tourism Minister Rabindra Adhikari, who later died in a helicopter crash. So, Hutt led a trek of Rotarians to Everest Base Camp which raised $180,000 for the End Polio Now campaign. Hutt knows the dangers, but the lure of the Himalaya is more powerful. He adds: “You are being unfair to family. Mountaineering is selfish and dangerous. Throw in a paraglider in the high mountains and the danger doubles.”So, people ask Hutt why he keeps doing it, and his answer is: “If you’ve got to ask you’re never going to understand anyway.”<hr/>PARAGLIDING FROM MT EVEREST1988: French adventurer Jean-Marc Boivin was the first person to paraglide off Everest. Aussie paraglider to jump off Everest

Such improvements would render the facilities accessible not just for different kinds of tourists, but also for local people with disabilities, along with the elderly.Accessible tourism simply means adapting facilities so they are easier to travel in, whether the visitors are people with disabilities or not. This gives tourists opportunities to visit areas they have been dreaming to see, but could not visit because of access difficulties. Inclusive tourism accepts everyone, no matter their physical state.“There is still a lot of work to be done to make Nepal an accessible destination, and we need a partnership between the state, tourism service providers and advocacy groups,” says Pankaj Pradhananga of <a href="https://www.go-nepal.com/" target="_blank" rel="noopener">Four Seasons Travel (4ST)</a>, a key player in creating accessible tourism experiences in Nepal.A milestone in promoting <a href="https://www.nfdn.org.np/papers/accessible-tourism.html" target="_blank" rel="noopener">accessible tourism</a> in this country was the visit five years ago by the late American inclusive tourism advocate, <a href="http://www.rollingrains.com/">Scott Rains</a>, who worked with Nepali tourism entrepreneurs to develop an accessible tourism strategy.Read also: <a href="https://www.nepalitimes.com/here-now/three-toots-for-tootle/" target="_blank" rel="noopener">Three toots for tootle</a>, Sonia AwaleThen, two months after the 2015 earthquake, 4ST organised a day trip to Godavari Botanical Garden for 50 people in wheelchairs who were living in a temporary shelter in Jawalakhel. Since then, the visually impaired and double amputees have climbed Mt Everest, completed difficult treks, and have been participating in relatively easier experiences, like taking mountain sightseeing flights out of Kathmandu.In 2016, 4ST helped organise the ‘Wounded Heroes Trek to Nepal’, in which a group of amputee veterans trekked with prosthetics in the Annapurna Region (above). Last year, the organisation worked with Nepal Tourism Board (NTB) and the National Federation of Disabled Nepal to host the inaugural <a href="https://www.eturbonews.com/182285/nepal-commits-to-accessible-tourism-initiatives/" target="_blank" rel="noopener">International Conference on Accessible Adventure (ICAA 2018)</a> in Pokhara, during which Nepal’s first ever accessible trail, near Sarangkot, was inaugurated by late Tourism Minister Rabindra Adhikari. (See box, below)Freedom of movement and the right to mobility and travel are considered basic human rights in an international covenant signed by most of the world’s countries. However, accessible tourism is still not a reality in many places, including in developed destinations. In Nepal, the concept is new and since most travel products involve adventure, inclusive tourism is still a long way off.However, a start has been made with recent initiatives that use tourism to raise awareness among local people about the need to offer wheelchair access and make infrastructure safe and easy to navigate for people with disabilities.More than 4,000 Nepalis were left with physical disabilities as a result of the 2015 earthquake. They join an estimated 600,000 people in this country with physical handicaps.“It is actually more important to build accessible infrastructure for the benefit of the locals than for foreign tourists,” says Pradhananga.Suman Timsina of the Washington-based International Development Institute, which organised the Annapurna trek for veterans on prosthetics adds: “There are many advantages to promoting accessible tourism: it will open up Nepal as a new destination for people with disabilities, and senior citizens, and it will spread awareness among locals to care for people with special needs. But the 43-year-old New Zealander was always into sports and the tetraplegic has not let his injury stop him from seeking adventures around the world, while helping to adapt travel for those with disabilities.Williams has been in Nepal for the past two weeks, having a whooping good time paragliding in Pokhara, rafting down the Trisuli River and going on a safari in Chitwan. “Waiting for a glimpse of Annapurna at sunrise from Sarangkot was heavenly,” Williams told Nepali Times. “I am grateful to people who have been helping me from day one. This has been the most exciting and most adventurous trip so far.”Williams is a licensed paragliding pilot, and flies in his special three-wheel, self-designed buggy harnessed below the wing. It was while recovering from his injury in a Swiss rehab centre that he made up his mind to continue his adventure tourism career, but Williams was soon shocked at how little infrastructure exists to make tourism friendly to people with disabilities.https://youtu.be/fFk6n1WtepUSo he set up the <a style="background-color: #ffffff; letter-spacing: 0.01em;" href="https://www.makingtrax.co.nz/About-Us/" target="_blank" rel="noopener">non-profit Makingtrax</a> to promote inclusive tourism, so that all kinds of people could enjoy adventure sports. Williams started attending talk programs and visited travel companies and adventure planners to spread his message.Last year in Brussels, he met Pankaj Pradhananga from Nepal’s Four Seasons Travels (see main story, above) at the Inclusive Tourism Summit and the two found they had lots in common.“We had a synergy as we started talking about superb destinations in New Zealand and Nepal and how Nepalis and Kiwis have adventure in our blood,” says Williams, who adds it is difficult to make a historic city like Kathmandu completely accessible, but it can be made inclusive.“We can make it friendly for all disabled people. There are no steps and guardrails have been built along cliff sections as the trail winds its way through thick forests and ridge meadows with full frontal views of the Annapurnas. There are wheelchair-friendly toilets along the way, and parts of the trail are also stone-paved.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41ce9c7e80680e04a697jpeg.jpg" alt="" width="1200" height="900"><figcaption> </figcaption></figure>Tourists in wheelchairs can now ride in a vehicle from Pokhara to Sarangkot for the sunrise view, drive on to Kaskikot, and then hit the trail in wheelchairs up to Naudanda, a distance that can be covered by lunchtime. Lodges and eateries along the way have built ramps and disabled-friendly bathrooms.“We built this trail as a model, so more and more trekking paths in Nepal should be made like this,” says Bishnu Hari Sharma, who heads a local committee that built the trail. “After all, those with disabilities also want to be in the outdoors to admire the scenery. It is a great experience for those who are wheelchair bound, not only for us in Nepal, but for those like us from all over the world.”The trail offers a stunning panorama of the Annapurna Range, Dhaulagiri and Machhapuchhre to the north, and Phewa Lake and Pokhara city to the south and east. Most hikers can return to Pokhara from Naudanda along the Baglung Highway. The easy gradient means that the trail can also be used by the elderly and those who have problems with steep climbs.The trail was built as a model with a Rs1.9 million grant from the Nepal Tourism Board (NTB), which is adding more guardrails and pavement. For manager Ramesh Pandey it was not an easy journey. At first the incline on the ramps was too steep and wheelchair users had to be pushed up. (Video online.)“When people hear accessibility they think it is costly, but if you include those elements during the initial design and not as an afterthought, the cost of ramps is the same as for stairwells. It does not cost a fortune.”Pandey was inspired to make a disabled-friendly hotel after watching a wheelchair user having to skip lunch because the only way to the food was via stairs. “It affected me deeply at a personal level, and I decided that my hotel had to have accessible infrastructure,” he recalls.<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221108121144/636a41db9c7e80680e04a69bjpeg.jpg" alt="" width="640" height="427"><figcaption> </figcaption></figure>The move has been a plus for business. Many conferences and programs, not just ones for the differently-abled, now use Hardik as a venue. Ramps link the parking area to meeting halls and guest rooms with accessible bathrooms.Says Sagar Prasai of the advocacy group Diverse Patterns: “As a person using a wheelchair, my major concern whenever I am invited to events is whether the bathroom is accessible to us.”Pandey says it is a mindset problem: most hotel owners do not regard people with disabilities as potential customers or employees. “Making a facility wheelchair friendly is only the first step,” he explains. “What is the point in just making a hotel wheelchair friendly? Look at the state of our roads and sidewalks — how will people get to the hotel in the first place?” he asks.Also, while wheelchair ramps are the most visible symbols of accessibility, they are of no help to other differently-abled persons, such as those having visual or hearing impairments. Pandey now plans to create a mobile app so the visually impaired can navigate the premises.

Making Nepal accessible to all

Who is accountable for teacher-student relationships?

Of the nearly 19 million eligible voters in next week’s election in Nepal, an estimated 5 million are abroad and cannot cast their ballots. Many others within Nepal must travel to their home districts, and might decide not to because of the cost.
Flights into Kathmandu these days are full of global Nepalis returning just to vote, but almost as many are leaving for overseas jobs. Most of those coming or going are in the 20-40 age group, and a majority want Nepal to see a change in leadership.
Bangladesh held an election this month in which citizens overseas could vote by mail.&nbsp;
“Bangladesh made maximum use of technology not just for campaigning but also for polling itself. We could have also managed this, so people within Nepal did not have to travel to their home districts to vote,” says Mohna Ansari, former head of Nepal’s National Human Rights Commission who was an election observer in Bangladesh.
A 3-day holiday has been declared so people can travel to their home constituencies to cast ballots. Even if there was not enough time to manage ballots for overseas Nepalis, it could have been done for Nepalis within Nepal.
Former Chief Election Commissioner Bhojraj Pokharel reckons that physical voting in countries with a large Nepali diaspora would have been a logistical nightmare, but in the PR system, using electronic voting machines or paper ballot could have been piloted in some places. It is not possible to manage the entire voting process until we introduce the internet voting system.
“First of all, there needs to be political will to bring the policy and be ready to undertake that level of investment and it is not a one-time cost,” Pokharel says. “A government formed by the GenZ could have atr least issed an ordinance ensuring this right, piloted out-of-country voting where possible, which could have built pressure for the future Parliament and the government. It would have given people hope. It is a lost opportunity.”
All major political parties called for voting rights for global Nepalis in their manifestos, but these very leaders blocked legislation allowing it despite a 2017 Supreme Court ruling out of fear that it would be anti-incumbent.&nbsp;
<h2>Why so late?</h2>
Bangladesh delivered election results in just one day, but the final results of Nepal's last local polls in 2022 including that of Kathmandu constituencies took nearly a month.
Acting Chief Election Commissioner Ram Prasad Bhandari said this week that the results of the First-Past-The-Post (FPTP) ballot counting would “likely” be published within 24 hours of the poll closing at 5PM on 5 March. But many are skeptical.
“I wonder if we lack the capacity or know-how to announce results as quickly as possible,” says Mohna Ansari.
Former Chief Election Commissioner Pokharel says manual ballot paper counting in Nepal is inherently slow because of the large numner of political parties and/or candidates on the ballot, the counting mechanism, the political behaviour of the candidates/parties and some managerial issues during counting.
“Our present policy is to count all the ballot papers at the returning officers' officies, located at the district headquarters. It requires collecting ballot boxes safetly first. This takes time, and there have been cases of ballot boxes being damaged or stolen during transport. In a few highly difficult, geographically remote polling centres, we use a helicopter or transport. But sometimes, accommodating the party and candidates' representatives remains challenging,” explains Pokharel. A solution could be counting ballots at the very booths where they are cast.
Another reason for the delay is simply the number of political parties, and the need for each ballot paper to be examined by booth representatives for consensus. In close races, the smallest difference can lead to tense situations, further delaying results, even though counting centres are protected by metal fencing so there is no disruption.
After this, then it is the turn of Proportional Representation (PR) ballots to be counted. Weeks pass by the time the results of candidates and parties are tallied and verified. But the most common delay is because election officers think ballot counting is a nine-to-five job.&nbsp;
“The efficiency of poll station officers is most important, and they are incentivised for this,” says Ansari, adding that counting can even start within an hour after voting closes.
In remote areas, local resources could be mobilised to make counting quicker, but there is a crisis of trust, adds Ansari.&nbsp;
That could be easily solved with electronic voting which the EC implemented in the 2008 polls but discontinued because political parties felt the machines could be hacked or manipulated.

Nepalis Select Who To Elect

On Saturday, Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar, a region where there are an estimated 2 million Nepalis working to send money home. In addition, thousands of Nepalis were preparing to board flights to Kathmandu from West Asian cities this weekend to vote in the 5 March election. Many are said to be stranded at various aviation hubs. A Qatar Airways flight from Doha took off just before the air space was closed, while Air Arabia and Kuwait Airways have diverted or cancelled flights. Nepalis in the West Asian region said things were relatively calm where they were, although some heard loud explosions at about noon local time. In Dubai, some thought they were Ramadan fireworks.&nbsp; In Kuwait, nearly 2,000 Nepalis working in the US military base as security guards and cleaners were evacuated before the strikes. In Bahrain where the US Fifth Fleet naval base is located and which was hit by two Iranian missiles, workers contacted by Nepali Times said the situation was under control and the authorities had told everyone to stay indoors and not use highways. The conflict also coincided with the beginning of Nepal’s trekking and mountaineering season, and tourists were either on their way or planning to leave European and North American cities for Himalayan hikes. Most of them transit through Doha, Dubai or Kuwait and all three airports are closed. Credit: Flightradar24</figcaption> </figure>  However, the main impact for the world could be a spike in the price of petroleum products if the strategic Strait of Hormuz is blocked. China relies on Iranian oil for their refineries, and Nepal could be affected indirectly if the economies of its neighbours are hit. Nepal imports all its diesel, petrol, LPG and aviation fuel from India which sources it mainly from the Gulf, and until recently from Russia. Petroleum makes up 25% of the value of all imports, and that is more than Nepal earns from all its exports. Saudi Arabia this year overtook the UAE as the main destination for Nepali workers, with the number now totalling 400,000. There are said to be as many in the UAE, and another 350,000 in Qatar. There are another 100,000 mostly women in Kuwait, and 50,000 each in Oman and Bahrain.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3.jpg" data-media-id="editor_1" data-image-id="20260228130220_d24ae633ff84f283835434becdb2f1351f84c415ce87ca34378bd4e2669661b3" data-rendition-name="original" width="1500" height="1000" loading="lazy" alt="West Asia Iran conflict"> <figcaption>Iran retaliated with missile strikes on Abu Dhabi, Dubai, Bahrain and Qatar on Saturday.</figcaption> </figure>  Nepal receives nearly $11 billion a year in remittances from overseas Nepalis (not counting India) through official channels, although the total is said to be much more. &nbsp;This makes up more than a quarter of Nepal’s GDP equivalent — one of the highest proportions in the world. More than half of the overseas remittances to Nepal comes from its workers in the Gulf, and it is the mainstay of the country’s economy. Nepalis in Saudi Arabia, Qatar and the UAE alone send home more than $3 billion a year, much of that helping support their families back home. An average Nepali worker in the Gulf sends home nearly $2,500 a year, and this is spent mainly for household supplies, children’s education and healthcare. There are also an estimated 7,000 Nepali caregivers and healthcare workers in Israel, and most of them are women. The Nepal Embassy has asked Nepalis in Israel to take caution and move to bomb shelters.

West Asia war and Nepalis

&nbsp;The BBC documentary <a href="https://www.youtube.com/watch?v=Idv4mMGHPLk&amp;t=173s">Shot Like Enemies: Inside Nepal’s GenZ Uprising</a> set off a frenzied debate in the public sphere, highlighting how sensitive international coverage of the country still is for Nepalis despite the national media doing its job. The investigative report focussed on the massacre outside Parliament on 8 September that led to the collapse of the government and paved the way for the election on Thursday.&nbsp; There was praise from supporters of the film and scathing criticism. Raw clips and leaked conversations showed how deliberately the protesters were shot in cold blood. Others saw a sinister conspiracy behind the release of what they regarded as a one-sided documentary just a week before the election.
