Cartoonists had a field day on the front pages of national dailies. But none of this has so far deterred Oli from getting back at his detractors by trying to take his party down with him.   Three weeks after he abruptly <a href="https://www.nepalitimes.com/latest/nepalis-outraged-by-pm-oli-move/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepalis-outraged-by-pm-oli-move/&amp;source=gmail&amp;ust=1610442955396000&amp;usg=AFQjCNFRDu6i83PA45eTnObLCKkPIcMEXA">dissolved the Lower House</a> and called for elections in five months, Oli has been increasingly on the defensive, mounting spirited attacks on party rivals, and flying to far corners of the country as if he is already out on the campaign trail.Oli has had a double kidney transplant, and is on heavy medication, but has not let the Covid-19 pandemic deter his movements. His speech to supporters in Dhangadi on Saturday was a vitriolic attacks on those who opposed his move.   Oli is increasingly <a href="https://www.nepalitimes.com/latest/over-the-edge-again/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/over-the-edge-again/&amp;source=gmail&amp;ust=1610442955396000&amp;usg=AFQjCNFMGKNw9G3FuurnYu2DhVFfxX4rXw">isolated</a> with only his core allies now standing by their man. The Nepal Communist Party (NCP) faction led by Pushpa Kamal Dahal and Madhav Kumar Nepal have formed a parallel leadership, and claimed the former UML Sun election symbol.Even as the Supreme Court resumes debate on 13 writ petitions against the House dissolution on Wednesday, former chief justices, lawyers, some civil society members and editors have united against Prime Minister Oli’s move, denouncing it as unconstitutional and anti-democratic.Street protests have continued nationwide, and <a href="https://www.nepalitimes.com/latest/nepals-communists-on-verge-of-split-again/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepals-communists-on-verge-of-split-again/&amp;source=gmail&amp;ust=1610442955396000&amp;usg=AFQjCNFa5pM085_qKUygIPJgYxzCZGj4iA">the split in the party</a> between the Oli and Dahal-Nepal factions has affected provincial assemblies, permeating right down to the ward level. For all practical purposes the NCP has already <a href="https://www.nepalitimes.com/latest/nepals-1-party-2-central-committees-system/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepals-1-party-2-central-committees-system/&amp;source=gmail&amp;ust=1610442955396000&amp;usg=AFQjCNHrCsXW_8Lt2yT1Qf6DJQm8TYx45g">split</a>, it just has not been formally announced yet.The real question is: who benefits? Whichever way the Supreme Court goes, either to reinstate the Lower House or endorse the prime minister’s move, it is the NCP that will be the loser. And what a fall from grace it will be for a unified party that commands a 65% majority in Parliament, and leads six of Nepal’s seven provincial governments.And all this because the two top comrades in the NCP could not get along. Indeed, the greatest gripe that the Dahal-Nepal faction had against Prime Minister Oli is that he did not listen to them. Dahal waited halfway into Oli’s tenure, and was impatient to be party Chair or Prime Minister, while Nepal just wanted more respect from his erstwhile colleague.Prime Minister Oli’s biggest political failure is <a href="https://www.nepalitimes.com/latest/nepal-pm-shuffles-ministers-around/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/nepal-pm-shuffles-ministers-around/&amp;source=gmail&amp;ust=1610442955396000&amp;usg=AFQjCNECj3AYrbyymKQdjyOSwX0r0luHhA">politics</a>. It is the art of give-and-take, but for Oli politics during this two-and-half tenure, became take-and-take. Any other leader would have smoothed out ruffled feathers, accommodated rivals to make his own position more secure. But he chose full <a href="https://www.nepalitimes.com/latest/i-had-no-other-option-pm-oli/" data-saferedirecturl="https://www.google.com/url?q=https://www.nepalitimes.com/latest/i-had-no-other-option-pm-oli/&amp;source=gmail&amp;ust=1610442955396000&amp;usg=AFQjCNHOobX46UuIWnzc_amNaPP3NsMigg">confrontation</a>.Oli’s argument is that he took the united NCP to a landslide in 2017, but that the Dahal-Nepal side tried to undermine him from day one. Actually that exposes his own inability to find a compromise and blunt the internal threat.As has often happened before in post-1990 Nepali politics, each faction now sees the other as more of an enemy than the opposition parties. Speaking of which, the Nepali Congress (NC) is dealing with a widening rift between Sher Bahadur Deuba and Ram Chandra Poudel. The unending power struggle between the two almost mirrors what is happening in the NCP, and this time they are divided over whether to support Oli’s call for elections or not.The second echelon of NC leaders, however, realise that their party can reap the benefit of a divided NCP if snap polls are held in April-May. There is also a strong grassroots push in the party for polls that leaders like Gagan Thapa and others cannot ignore.Even if the Lower House is re-instated, the NC stands to benefit as kingmaker since there is so much bad blood between the NCP’s rivals that the Communists are as good as split. With its 60 voting MPs, the NC will carry the swing vote if it sides with either the Oli or the Dahal-Nepal faction in forming a coalition government. That is when the real horse-trading will start.If the Supreme Court decides to back the dissolution and pave the way for elections, the NC will once again see it as an opportunity to come out of its political hibernation and make up for the loss it suffered in 2017. That will not be so difficult, since by then the NCP will most certainly have formalised a split.There is also geopolitics. The Chinese have made it no secret that they prefer a united NCP, and are believed to be the main architects of the unification of the UML and Maoists. A slew of Chinese visitors and Chinese Ambassador Hou Yanqi herself have been trying to get the leaders to settle their personal differences to keep the party united.Logically, then, China’s regional and global rivals would not be too disappointed to see the NCP split, whether there are elections or not.   Even if the unthinkable happens and the Oli and Dahal-Nepal factions patch up, the two will be trying to undermine the chances of each other’s candidates even if it means sealing a secret pact with the NC.If elections do go ahead, there will be other wild cards. The RPP has demonstrated some public backing for its anti-secular, anti-federalism, and anti-republican plank. This support may represent disillusionment with the present government, and not necessarily full endorsement for the return of a Hindu monarchy.The JSP and other Madhes-based parties are also trying to establish their credentials as ‘national’ parties, and could also benefit from an anti-incumbent wave.All eyes are now on the Supreme Court, and there is a lot also resting on the Election Commission’s decision on which faction of the NCP will get the party name and symbol.

Zero-sum game for Nepal’s ruling Communists

He even leaves his job during working hours to follow the street demonstrations.“I have always been a risk-taker and there is still a bit of rebellion in me from my days as a youth in the andolan for democracy back home,” says Gurung. “My 13-year-old son, who speaks Cantonese, updates me regarding the protests, helping me to be in the right place at the right time. During the Panchayat period, he worked as a reporter for Chalphal weekly and also wrote for Bimarsha.After the first Jana Andolan of 1990-91 brought democracy to Nepal, Gurung worked in South Korea for four years as a reporter and photojournalist, documenting the lives of Nepali migrant workers for a local newspaper.In 1995, he decided to move to Hong Kong and later started working for the Nepali paper Everest. It was after joining the online news portal HK Nepal that he decided to focus primarily on photojournalism.“The protests here are different from back home. Nepal has a longer history of rebellion; people in Hong Kong are just beginners,” says Gurung. “The demonstrations here are still relatively safe in comparison, even though there are now crackdowns on the press.”Gurung became a member of Communist Party of Nepal (Masal) in 1985 and then Ekata Kendra, before joining the <a href="https://www.nepalitimes.com/banner/fire-in-the-belly-2/" target="_blank" rel="noopener">Cultural Wing of the CPN (Maoist)</a> during the conflict years. He remained with the party until 2008, when he became disillusioned with the sycophancy and nepotism.“We fought a war but not much has changed,” says Gurung who describes himself as a straight-shooter who does not kowtow to anyone for favours. Like many descendants of Gurkha servicemen, Gurung now <a href="https://nepalitimes.atavist.com/tunnel-vision" target="_blank" rel="noopener">works in construction</a>. He is employed by HK Electric, a power project on Lamma Island.When <a href="https://www.nepalitimes.com/latest/two-nepalis-held-in-hong-kong-protest/" target="_blank" rel="noopener">the pro-democracy demonstration</a> reached Hong Kong Polytechnic University, Gurung came across some Nepali students who had not left the campus compound for days. He found that they had joined the movement against their families’ wishes and under peer pressure.“I tell them not to be involved in it and if they are, first and foremost to be safe,” says Gurung, who himself has been to both the Ninja and pro-Beijing demonstrations and says the Nepali community in Hong Kong is worried about the stability of the island.He adds: “Many Nepalis are concerned that they might have to return back home but I think that unlike the hospitality industry, the impact of the protests will hit us in about two years’ time when we Nepalis have to renew the contracts for our construction jobs.” Sonia Awale

The management of such entities is traditionally passed down from one generation to the next.The Guthi Bill would create a central government authority to manage community trusts all over the country. It would have more executive powers than Guthi Sansthan, the current body that oversees trusts. Guthi members and heritage conservationists say the government is working with the land mafia to take over Guthi property.“The government doesn’t understand how the guthi system works,” said activist Alok Tuladhar, “it just want to usurp the land. The government’s intention is total control, not just the guthi but also free speech and other rights enshrined in the Constitution.”The protests that began on 9 June have snowballed with more groups and activists joining in. Devprakash Tripathi in Ghatana ra Bichar, 29 JanuaryNCP Co-chair Pushpa Kamal Dahal recently expressed strong support for the sovereignty of Venezuela’s elected communist government, and denounced foreign intervention, particularly that of the United States. This is ironic because his own political trajectory has depended on foreign intervention and support. As a rebel, Dahal sought shelter abroad while perpetrating violence in his home country. His signing of national agreements while in foreign land was already an open invitation for interference. Even when he was in power, Dahal pursued the agendas of foreign powers to support his own power.Historically, Dahal has shown no respect for Nepal’s sovereignty. He was involved in demolishing statues of Prithvi Narayan Shah, was irreverent of poet Bhanubhakta Acharya and other figures regarded as Nepal’s national heroes. Yet, Dahal is in effusive admiration of Marx, Lenin, Stalin and Mao who in no way contributed to Nepal’s development. Dahal’s statements are hypocritical, and inconsistent with his own past.There is speculation that Dahal issued the statement to regain China’s diminishing trust in him after his India visit. This was evident in the way the Chinese snubbed him on a recent trip to China. This latest statement calling for international support of Venezuela’s communist government may be intended to convince China that his communist stance is still intact.

A conflicting stance

The House of Representatives passed the Medical Education bill on 25 January, amidst opposition, without addressing KC’s demands of reforms in medical education. Doctors, united under the leadership of Nepal Medical Association, have begun a relay hunger strike to pressurise the government.KC is on his 16th fast-unto-death at the TU Teaching Hospital at Maharajganj. His health is said to be critical after not eating for more than three weeks and he has difficulty breathing due to chest pains. Decreasing white blood cell count has put his life at grave danger. The amount of oxygen, glucose, and potassium in KC’s body has also decreased, he has trouble sleeping and is vulnerable to infections. KC needs to be treated in an Intensive Care Unit (ICU) but has refused to go to there.KC has been fasting since 10 January, asking the government to implement the agreement made with him after his 15th fast. But after the government prepared the Medical Education bill in contradiction of the agreement, KC began his current fast. The government claims that the bill fulfills KC’s demands.Nepal Medical Association says that doctors in major cities like Biratnagar, Dharan, Janakpur, Chitwan, Birgunj, Butwal, Pokhara, Nepalganj, Dhangadi and others have carried out protests in support of KC, and medical professionals working in Primary Health Care Centers have joined them.On Wednesday, former Chief Justice Sushila Karki visited KC and expressed her solidarity with his movement. “Not fulfilling Dr. KC’s demands would be a loss to the entire nation, and his victory is the victory of 30 million Nepalis,” she said as she asked the government to fulfill his demands.

KC reached Ilam on Tuesday, and organised a press meet on Wednesday evening to announce his  protest at a private home near the Tundikhel.“By violating the agreement, the Parliamentary Committee has prepared a bill that is not oriented towards the people but the mafia,” he said. Hundreds of people attended to express solidarity with his protest.Some of KC’s previous demands have been fulfilled by this bill. For example, the bill restricts opening new medical colleges in Kathmandu for the next ten years, requires that medical colleges should be non-profit, and has provisions for scholarships to make medical education accessible to all.However, many previous demands remain unfulfilled, and KC has asked that the bill be amended to reflect word for word the agreement made with him on Aug 26 of this year. Besides that, he has also made the following demands:<ul><li>Tribhuvan University officials found guilty by the Gauri Bahadur Karki investigation committee should be sacked immediately. The Institute of Medicine should be restored with the rights taken over by TU. Planned affiliations through Agriculture and Forestry Ministry that defy the cabinet decision should be cancelled and the culprits punished.</li> 	<li>Medical Colleges should be opened in all seven provinces.</li> 	<li>The culprit of Nirmala Panta’s rape and murder case should be apprehended and punished, and those colluding in hiding the evidence should also be punished.</li> 	<li>Wartime crimes should be processed and the guilty punished according to international laws. Victims should be heard and transitional justice process should be concluded.</li> 	<li>Kathmandu University should roll back the high fees it is charging in defiance of the government’s decision, and those responsible be punished.</li></ul>KC began his protest by drinking a glass of water, and said he will only drink water during his protest. He added: “I am fighting for 30 million Nepalis, so I don’t care whether I live or die.”

<figure><img src="https://superdesk-pro-c.s3.amazonaws.com/sd-nepalitimes/20221107141112/636904509c7e80680e037d17jpeg.jpg" alt="" width="1800" height="1050"/><figcaption>Photo: RSS</figcaption></figure>The Kanchanpur rape case should go down in history books as a landmark that brought long awaited changes to Nepal’s justice system, how it is implemented and delivered, and how rape is reported in the media.In early 1900s when women all over the world were waking up and rising up against the patriarchy and were demanding their right to vote, in Britain some <a href="https://www.bbc.com/news/magazine-34425615" target="_blank" rel="noopener">women started to train in jiu-jitsu</a>.It came in handy while dealing with male vigilantes who believed women should be harassed or beaten to submission, and the police who did the same to protesting women. The Women's Social and Political Party (suffragettes) was formed in 1903, and two decades later, finally women over 21 won the right to vote.See also: <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/editorial/republic-of-rape/" target="_blank" rel="noopener">Republic of rape</a>We are in 2018 now, and it is not just women fighting for women, but <a href="https://www.nepalitimes.com/opinion/the-roots-of-rape/" target="_blank" rel="noopener">men are also joining the marches for justice</a>. Rapes do not only happen to women. And in a land where we have to fight to even register a case, the chances of abuse of an irreversible penalty like capital punishment is high.Let us demand fast track courts, a well-funded and well-trained prosecution arm of police, safe houses for women, compensation for victims, and (not or) harsh punishment for the perpetrator. Let us also call for <a href="http://archive.nepalitimes.com/blogs/thebrief/2015/03/11/kalaiya-protest-rape/" target="_blank" rel="noopener">counselling services for rape survivors</a>, and efforts to remove stigma of rape. There should also be stricter punishment for those who obstruct justice regardless of their political clout or position in the police or bureaucracy. Here is what each sector can do:Major opposition partyIt is shameful to politicise the rape of a minor on the street to try to get some airtime and harass the government. Each party has <a href="https://www.nepalitimes.com/banner/four-fold-increase-in-reported-rape-in-10-years/" target="_blank" rel="noopener">served in government when there were rape cases</a>. You did very little then, so if you really want to be in the news, then fight it out in Parliament to which you were elected. If you want to join the protests in the streets, leave your political baggage and flags  behind. Fight for the right as a citizen, not as a party hack.Ruling government party <a style="background-color: #ffffff; font-size: 15px; letter-spacing: 0.01em;" href="https://www.nepalitimes.com/here-now/justice-for-sale/" target="_blank" rel="noopener">A compensation of Rs1 million is not what the victim is looking for</a>. Ask yourself: is that your price tag on the life of a child? Where can they go to heal? What is the Ministry of Women and Child Development really doing? What is the Home Ministry doing in Kanchanpur? If you believe the opposition party is fanning the flames, why weren’t you quick off the mark to address the problem? Why did you let it drag on to the point where it could be politicised?Development agenciesExamine which activist group or government agency you fund and ask for a statement of solidarity from each of them for better implementation and delivery of justice and stricter and swifter laws. Your mandate doesn't need to explicitly state that you will be an ally of the rape victims and survivors. It is assumed.Nepali citizensRapes do not only happen to Nepali women, men are also raped. You don't need to have a mother, sister, daughter, aunt to empathise with the cause. If someone needs to be shot dead to demand justice, then we really have no hope of expecting swift and stern action against perpetrators of other crimes as well. If you do not like 'dollar wallas’ then create a rupee funded organisation that will fight for the cause. The culture needs to stop objectifying women, and releasing block-blusters in which women have no role except to play a love interest of the ‘villain' or ‘hero’, with no will, no voice, no part at all in a plot in which men are rewarded with love and marriage for stalking a woman. Fight for women not because you think they (we) are weak, but because we want a just society. Keep following up.Protestors and activistsWomen in Britain 100 years ago were beaten, force-fed when they went on hunger strikes, and it took them almost 25 years to get equal voting rights. They passed the baton to a new generation of leaders, and kept fighting. In Nepal, it may take more petticoat protests, but the next generation of leaders must be groomed. Turning outrage into justice

It wields de facto control over the legislature, executive, the judiciary and the security agencies. In addition, the constitutional organs are heavily influenced by the Prime Minister’s Office. With a two-thirds majority, the Nepal Communist Party (NCP) is virtually oppositionless.Which is why, given<a href="https://www.nepalitimes.com/editorial/towards-a-police-state/" target="_blank" rel="noopener"> its stranglehold on power</a>, it is surprising the government is behaving like it is a fragile coalition on the verge of collapse. Recent actions and pronouncements by the Prime Minister and his supporters to lash out at critics show that the Communists have a low tolerance for criticism. Instead of being two-thirds full, the government is behaving like it is running on two-thirds empty.This week, at a close-door meeting of a media club loyal to the government, both Prime Minister Oli and Prime Minister-in-waiting Pushpa Kamal Dahal blamed the messenger: exhorting reporters to go all out against detractors, enticing them them with government advertising as reward.Information Minister Gokul Basnet, a former journalist himself, axed an NTV talk show after the anchor grilled him on live television. When Bhaktapur was inundated earlier this month, ruling party MP Mahesh Basnet in Parliament denounced those poking fun at the Prime Minister on Facebook, threatening to book them under the cyber crime law. Government lackeys have unleashed trolls, and spread fake news on social media to discredit critics.The NCP started it all last month by leaning on the President to grant a Republic Day pardon to convicted murderer Bal Krishna Dhungel. The state is thumbing its nose at war <a href="https://www.nepalitimes.com/editorial/rocky-transition-to-justice/" target="_blank" rel="noopener">victims seeking truth and justice</a>, and establishing impunity as the new order of business.The PMO then went on to ban all demonstrations in so-called ‘restricted areas’, reversed appointments made by the previous Nepali Congress government, stopped the vice-chancellor of the Sanskrit University from travelling to Canada and bundled him to the PMO for interrogation, and ex-guerrillas kidnapped a doctor at the Trauma Centre who refused to sign a letter certifying them for handicap compensation, on Home Minister Ram Bahadur Thapa's orders.When <a href="https://www.nepalitimes.com/editorial/red-rice/" target="_blank" rel="noopener">Govinda KC took his hunger strike to Jumla</a>, the local government fired rubber bullets and teargas inside a hospital. And when a policeman was hit in friendly fire, Police deliberately spread fake news that he was dead -- as a pressure tactic to force Govinda KC back to Kathmandu.To be sure, the government is behaving no differently than all previous ones in shifting the blame, faulting anyone but themselves, and smearing hunger strikers by accusing them of being politically manipulated. It is a national trait to play victim, after all.This is a pity because PM Oli was given an overwhelming mandate as a prize for having stood up to the Indians. Since then, he has united his party with the Maoists, won infrastructure deals with China, patched up with New Delhi, raising hopes that he would be as statesmanlike domestically. Half a year on, that euphoria has nearly evaporated.All is not well within the NCP, either. Former UML leaders have expressed misgivings in private that the ex-Maoists are out to trip up the Prime Minister. Indeed, at every step from the government’s failure to rein in transportation syndicates, to the non-investigation of gold smugglers, or the unfulfilled pledge to punish the corrupt, the buck has stopped at the PMO. Dahal is in the sidelines, biding his time, and letting Oli stew in his own juice.Oli has a reputation for being a sharp-tongued and shrewd politician, and he probably knows the blame is being heaped on him. Which is why he seems to be finally acting to correct his over-reach.He convinced <a href="https://www.nepalitimes.com/latest/gangamaya-breaks-fast/" target="_blank" rel="noopener">Gangamaya Adhikari</a> to call off her hunger strike. That crisis will not be over until the other person accused of killing her son in 2004, Rudra Acharya, is extradited from Northern Ireland. Interpol has put out a Red Corner notice, but the UK government wants reassurances he will not face torture and capital punishment if sent back.Interestingly, the UK acted much more swiftly to detain Nepal Army Col Kumar Lama at Heathrow in 2013 for wartime excesses. And no assurances on capital punishment and torture have been sought from the Americans this week for the extradition of <a href="https://www.theguardian.com/commentisfree/2018/jul/27/execution-britain-populist-us-trial-isis-suspects" target="_blank" rel="noopener">two UK nationals accused of terrorism charges</a>.The government also finally became proactive in negotiating with Govinda KC, who called off his 15th fast on the 26th day of his hunger strike, on Thursday evening. Law Minister Tamang has stepped down after an outcry over his derogatory remarks about female Nepali medical students in Bangladesh.Taken together, these are silver linings in otherwise dark monsoon clouds. <h2>10 years ago this week</h2> Nepal’s first ceremonial president was elected this week ten years ago. And although the post is ceremonial, it was a bruising competition between the parties that portended what was to come. Columnist Prashant Jha <a href="http://archive.nepalitimes.com/news.php?id=15068#.W1q7C9Uza70" target="_blank" rel="noopener">wrote this in his column Plain Speaking</a> in the Nepali Times issue of 25-31 <a href="http://archive.nepalitimes.com/issue/410" target="_blank" rel="noopener">July 2008, #410</a>:No one has come out clean from the presidency fiasco. The Maoists tried to fool all the people all the time. Girija Prasad Koirala’s ego and obstinacy held the country hostage. Two-thirds empty

Nepal’s only international aviation gateway, at Kathmandu airport, will cut night-time operation hours to allow construction of taxiways, and airlines have been told to curtail flights. This is expected to lead to more than normal chaos during the height of peak autumn and spring tourist seasons at an airport that is congested even at the best of times. The airport will close from 10PM to 8AM from 8 November-31 March 2025. The taxiways will now connect to the thresholds at both ends of the runway, making the airport more efficient in handling higher frequencies of landings and takeoffs. The parallel taxiway extension will allow international flights to land every 4 minutes instead of the current every 7 minutes. At present planes have to wait to land until a plane taking off backtracks along the runway.&nbsp; Kathmandu is Nepal’s only airport with international operations, and it has only one runway that is only one way in from the south over the mountains. With the taxiway improvement, the airport will be able to handle 42 aircraft landings and takeoffs per hour — double the current capacity.&nbsp; The Civil Aviation Authority of Nepal (CAAN) has been trying to entice international airlines to also start flying to and from the other two international airports at Pokhara and Bhairawa (Lumbini) by slashing landing and handling charges. Many airlines currently operate regular flights to and from Kathmandu between 10PM and 8AM: Air Arabia to Sharjah, Fly Dubai to Dubai, Jazeera Airways to Kuwait, Cathay Pacific to Hong Kong, Singapore Airlines, several Nepal Airlines flights, and one of four daily flights by Qatar Airways to Doha. Jazeera Airways, FlyDubai, and Thai AirAsia have applied and got permission from CAAN to begin regular flights to Bhairawa’s Gautam Buddha International Airport. Starting 9 November, FlyDubai will start making a stopover in Bhairawa before flying on to Kathmandu. Immigration, customs and security are all fully functional in Bhairawa. In Kathmandu, the next phase of the airport upgrade includes converting the current international terminal for domestic operations, the construction of a new international terminal where the domestic departure area is now, as well as moving the hangars and the Nepal Army Air Wing to the eastern side of the runway. The apron area will also double its parking space for widebody jets. This is part of a Airport Capacity Enhancement Project that was initially funded through a $80 million loan from the Asian Development Bank (ADB), and the entire masterplan is expected to cost $800 million. This project is the latest upgrade to Nepal’s only international airport since it saw its first flight in 1949. The current international and domestic terminals are too small to handle the current annual traffic volume of 8.5 million passengers a year that is growing at 20% a year.

Kathmandu airport to cut flight hours

As Kathmandu becomes more congested and polluted, and with remote online work becoming the norm, many professional Nepalis are planning to retire in Pokhara, or move there.&nbsp; With its stunning mountain panorama, balmy winters and proximity to a profusion of wilderness areas, builders are responding to this demand with new townhouses, housing development and apartments. One such block of flats is the 10-storey <a href="https://sungavaapartment.com/">Sungava Apartment</a> located at Phulbari above the Seti River, near the point where it flows into and under Pokhara. The imposing structure near Manipal Hospital is almost complete, and on a recent visit the site was strewn with huge boulders unearthed while digging the foundation.&nbsp; The Seti brought down these boulders during a gigantic flood that geologists estimate happened 800 years ago when a chunk of Annapurna IV broke off and ploughed into the glacier below. Today, Sungava (means ‘orchid’) sits safely on a high terrace, 100m above the blue-green Seti and commands a view of Dhaulagiri, Annapurna South, Machapuchre, Annapurna III and IV.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9.jpg" data-media-id="editor_1" data-image-id="2024102411104_5f8fc736c86ea3c08d7bef43bb727081d3cc1a2caa55ae2b441717e6044de7e9" data-rendition-name="original" width="2016" height="1512" loading="lazy" alt="High living below the Himalaya NT"> </figure>  The soil here is conglomerate that has solidified like concrete, and the boulders were extracted by heavy earthmovers. It is intriguing to think that these metamorphic rocks as big as cars, rounded by glacial grinding, were once a part of a much higher Annapurna IV. Even for those with little interest in geology, Sungava is an ideal place to contemplate the tectonic forces that pushed these peaks into the sky to be sculpted into delicate shapes by wind, snow, earthquake and avalanche over millions of years. The view of the Himalayan panorama from Sungava’s many balconies are breathtaking when not obscured by clouds, or the haze that drifts in from across the southern border. On most days, just watching the towering pyramid of Machapuchre (Tamu name: कतासुँ क्लिको) play hide and seek with the clouds is mesmerising. There are rocks aplenty at Phulbari, and it is probably the flowers that grew along the flat terraces e that gave the place its flowery name. The boulders will hopefully be turned into a rock garden while landscaping. An nearby restaurant complex is making the best use of the stones in its design, using flat rocks as outdoor benches and tables. Sungava was designed by the husband-wife architect team of Deepak Sherchan and Jyoti Joshi of <a href="https://thedarkmermaidamarbshrestha.blogspot.com/2013/12/creative-builders-collaborative-cbc.html">Creative Builders Collaborative (CBC)</a>, which also built Heritage Plaza, Indreni Apartment and numerous other projects in Nepal. Sadbhavana retains CBC’s trademark Newari-style masonry and here it borrows from the orange brickwork of the old town of Pokhara, integrating it with modern design elements. A few of those heritage houses are still standing in Ganesh Tole and Ram Krishna Tole in Pokhara’s old quarter.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab.jpg" data-media-id="editor_3" data-image-id="2024102411108_5eb64a4885961b6d30781cefeb1e8a313da313ac5227c7a66b60f0c7d48d6fab" data-rendition-name="original" width="1362" height="595" loading="lazy" alt="High living below the Himalaya NT"> </figure>  About 400m from the apartment past a bend on the river, and down below three tiers of terraces in the canyon is a suspension bridge. Below it, the Seti is still swollen with post-monsoon flow as it tumbles away in a hurry to head down south.&nbsp; Back at the apartment, it is quiet, far away from the hubbub of Lakeside a 15 minute drive away, and in the lap of greenery. There are 52 units at Sungava and it already has a close-knit prospective community of professionals, including doctors, publishers, engineers, and businesspeople from the renewable energy and IT sectors.&nbsp; Some residents say they opted for a second home in Pokhara to make it a ‘base camp’ to explore the Annapurnas with its many hiking trails made newly accessible with new roads. With the NRN citizenship law, overseas Nepalis can now also buy the flats. &nbsp; The floor plans include options for north and south-facing 3-bedroom apartments with verandas, and the facility has underground parking has EV charging, heated pool, sauna and gym. There are still some unsold apartments with panoramic views of the mountains and one can imagine oneself at the kitchen with its huge window, humming a ditty while preparing breakfast: “खाना पकाउँ हिमाल हेरेर...”

High living below the Himalaya

When the United Nations held its Summit of the Future at its headquarters in New York in September, many world leaders, including Nepal’s Prime Minister K P Oli, highlighted the effect of climate breakdown in increasing the frequency and intensity of natural disasters. What did not get as much attention was the long term impact of the climate crisis on food production. In fact, heat stress, weather extremes and the consequences on rain-fed agriculture is already being felt worldwide, undermining the chances of the <a href="https://unstats.un.org/sdgs/">UN’s Sustainable Development Goals (SDGs)</a> being met by 2030.&nbsp; The SDG’s 17 targets commit countries like Nepal to reduce poverty and inequality, end malnutrition, protect the natural environment, and ensure that citizens all enjoy health, justice and prosperity without leaving anyone behind.&nbsp; However, besides the impact of climate breakdown on agricultural production, in Nepal the area under cultivation is impacted by urban expansion, falling productivity and the need for expensive inputs like fertiliser and pesticides.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62.jpg" data-media-id="editor_1" data-image-id="20241019041052_626413c5baf4dae407ac9579231b41daeb51510aa636b75aeb7489d94cca6a62" data-rendition-name="original" width="999" height="1500" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>Kathmandu's urban sprawl is eating into its fertile cultivable lands. Photo: TAYLOR MASON</figcaption> </figure>  Now, a new study led by Nepali researcher Prajal Pradhan at the University of Groningen in The Netherlands looks at how urban agriculture may offer a solution to falling food production and meeting SDG targets. The researchers evaluated 1,450 publications exploring the contributions of urban agriculture with both positive and negative effects, and published their findings in the journal Cells Report Sustainability. Urban agriculture can help achieve 17 SDGs, positively influencing 81 targets. However, it could also undermine 51 goals.&nbsp; Read also: <a href="https://nepalitimes.com/here-now/the-vanishing-land">The vanishing land</a>, Taylor Mason “Urban agriculture offers immense potential for sustainable development, but realising this potential depends crucially on adopting practices that minimise its adverse effects while maximising its benefits,” Pradhan explains. Urban agriculture can substantially enhance urban food security, provide employment to the urban poor, serve as ground water recharge in built-up areas, and preserve open spaces that can serve as safe havens during disasters like earthquakes. However, it also presents problems like the potential health risks from contamination and the need for expensive inputs. &nbsp; “Urban agriculture plays a definitive role in advancing the SDGs, but achieving this requires tailored, context-specific solutions that address the unique challenges of different regions,” says Yuanchao Hu of Wuhan University in China and who is a researcher at the Potsdam Institute for Climate Impact Research. “But it needs equitable access and rigorous management of environmental risks.”&nbsp; Rapid urbanisation is eating into Nepal’s most fertile agricultural land, which means farming in remaining open spaces inside cities can be a viable alternative, especially as food prices rise.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8.jpg" data-media-id="editor_3" data-image-id="20241019041052_7b7c9413086226fbdc630d45acf772cfa1ced77a8970b9056ec5ec7e5226fdf8" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>A vegetable patch in between new houses in Thimi. Photo: TAYLOR MASON</figcaption> </figure>  “The conversion of Nepal’s most fertile land into cities is a severe problem,” Pradhan told Nepali Times. “Crop cultivation, horticulture, agroforestry, beekeeping, livestock rearing, or aquaculture can all be farming activities within and around cities.”&nbsp; The study makes recommendations for sustainable practices that build on the positive aspects of urban agriculture while mitigating the downsides, thereby promoting more resilient cities in future. Research shows that urban agriculture has been helping many countries attain SDG targets by enhancing food security and biodiversity while helping education and preservation of open spaces.&nbsp; Indeed, many farmers from the hinterland who have settled in Kathmandu Valley or other urban areas of the country have been practicing urban agriculture, leasing neighbourhood patches or cultivating roof gardens both out of necessity because of inflation and falling income to grow their own food, and also as a fulfilling hobby. Saurav Dhakal, a sustainability advocate with Story Cycle and now research fellow at the Asian Institute of Technology in Thailand, says there are socio-economic and environmental benefits of urban agriculture. “It provides benefits to all urban dwellers, regardless of their income status,” says Dhakal, “families get fresh food, and there are many other benefits like water retention, heat regulation and biodiversity. These are all public goods, so special government incentives may be needed.” It is not unusual to see vegetable patches and even paddy fields within inner city Kathmandu where an older generation of farmers are using available fertile land and <a href="https://archive.nepalitimes.com/article/Nepali-Times-Buzz/rooftop-gardens-kathmandu,1415">roof gardens to produce fresh, nutritious food </a>to reduce their dependence on food items that have to be bought after being trucked in from large distances.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77.jpg" data-media-id="editor_5" data-image-id="2024101905100_1291ce98dbbb8caed8702ac4b1d469b3e13016d7ecaaf3bfd5f91c974d3c0c77" data-rendition-name="original" width="1500" height="999" loading="lazy" alt="urban agriculture in Kathmandu"> <figcaption>An older generation of farmers are using any available fertile land to continue farming but it is getting more and more difficult. Photo: TAYLOR MASON </figcaption> </figure>  Nepal’s urban population grew rapidly from only 3.6% in 1991 to 25% today. There is large outmigration from the mountains to peri-urban areas of the Tarai, to Kathmandu Valley and Pokhara, with many young men then moving abroad for work. Kathmandu Valley’s population has swelled to nearly 3 million, and is growing at 6.5% a year. Dilip Shrestha, 71, used to work for Nepal Food Corporation, so he knew firsthand about inflation, shortages and vegetables with pesticide residue. So, when he designed his new house in Kathmandu, he built a spacious roof where he grows cucumber, ginger, garlic, coriander, onions, tomatoes, chili, beans, okra, pumpkin and lettuce. His family eats healthier, and he has reduced dependence on the market.&nbsp; The co-author of the Cell Reports Sustainability journal article, Daya Raj Subedi who is a PhD candidate at Beijing Forestry University, says urban agriculture also promotes inclusion and psycho-social wellbeing.&nbsp; He says, “A crucial finding of the study is the identification of opportunities and challenges associated with urban agriculture, it can promote sustainable transformation of society.” In Banepa, 55-year-old Bijaya Manandhar in her lifetime has watched the fertile farms of her neighbourhood that used to supply vegetables to Kathmandu, now completely built up with no open space left. The pandemic lockdown prompted her to turn to the family’s <a href="https://nepalitimes.com/banner/rooftop-agriculture-on-the-roof-of-the-world">ancestral livelihood by growing food</a> not on terrace farms, but on the roof terrace. He adds, “Crop cultivation around cities can be protected by land use plans and regulations. Promoting community-based agriculture, including rooftop gardens, requires community engagement and public-private partnerships across the food value chain.”&nbsp; Such support would accelerate the popularity of existing rooftop farming and community gardens in Kathmandu Valley, or kitchen garden initiatives in Pokhara, and building on traditional farming practices that are preserved and integrated into urban settings like in Bhaktapur and Banepa. In Lalitpur, the Women Entrepreneurship Facilitation Center promotes urban farming enhancing both sustainability and empowerment.&nbsp; Another co-author of the report, Yuanchao Hu from China says followup research of the team will aim to identify good practices in local urban agriculture practices. Back to the land in the cities

The 700-year-old Lakshmi Narasingha temple in Bhaktapur houses a rare half-lion and half-human incarnation of Lord Vishnu carrying the Goddess Lakshmi. The temple was destroyed in the 1934 mega earthquake that killed 10,000 people and destroyed many monuments in Kathmandu Valley. It was rebuilt by a German project in the 1980s, but as a single-storey structure instead of its original two-tier pagoda design.&nbsp; With new findings from in-depth research, Bhaktapur municipality began re-restoring the temple in 2021, preserving its original architecture.  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18.jpg" data-media-id="editor_0" data-image-id="20241017131016_2fae38cce543ad7b1f6de632feb3e212e08ed1acedd747830e949d7b8e878f18" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  “Our temples and heritage sites hold deep meaning. It is disheartening to witness how often they lose their original elements, whether by design or accident,” explains Kumar Chawal of the Consumer Committee of Bhaktapur. “There is a need to preserve our architecture and protect its historical value for future generations. Otherwise, we risk losing a vital part of our identity.” The Laksmi Narsingha restoration is similar to the Bhai Dega temple in Patan Darbar Square which also collapsed in 1934, but was rebuilt with a Moghul-style dome by the Rana government at the time. Only two months before the 2015 earthquake, heritage conservationists had started to rebuild Bhai Dega as the original three-tier based on early photographs. But priorities shifted when four other temples in the square were brought down by the 7.8M earthquake on 25 April 2015.&nbsp;  <figure> <img src="https://publisher-publish.s3.eu-central-1.amazonaws.com/pb-nepalitimes/swp/asv65r/media/20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130.jpg" data-media-id="editor_1" data-image-id="20241017131016_697ea707d9ad163be5de5f2efbf5b70d3cab771adcc22f0fae6bf937c6cb0130" data-rendition-name="original" width="2048" height="1365" loading="lazy" alt="In with the old in Nepal NT"> </figure>  This showed how damage to monuments in Kathmandu Valley spanned from one earthquake to the next. Bhai Dega restoration remains half-complete to this day because money for its restoration ran out.&nbsp; Whereas Bhai Dega restoration was done by the Kathmandu Valley Preservation Trust with grants from western embassies and international foundations, in Bhaktapur it is the municipality itself that allocated the Rs30.7 million needed to restore the Lakshmi Narasingha temple. The expected date of completion is early 2025. The municipality and local communities are focusing on two main aspects: preserving the past and promoting localisation. Now, we are restoring all of them. This is an example of how our ancient structures have changed over time, often without our knowledge,” says Chawal. “Constructing temples is not like building houses. They carry historical and spiritual values, which is why they hold a special place in our hearts,” he adds. By replicating ancient design elements and rebuilding the temple as accurately as possible to its original form, the team has stayed true to Bhaktapur’s soul. But the restoration also revived ancient techniques that were in danger of being forgotten, generating employment for woodcarvers, masons, and contractors. The community of Bhaktapur’s Gahiti neighbourhood near the famous Nyatapola Temple has also set aside specific days for locals to volunteer in the reconstruction work. This has encouraged young people to take pride in ownership of their heritage. The Nyatapola area will look magical once this temple is completed.” Community mobilisation is a long-standing tradition in Bhaktapur. In the past, locals have actively participated in the restoration of other temples in the city, such as Bhairav and Nyatapola fostering a strong sense of ownership. This collective engagement has not only been crucial in preserving the city's historical monuments but also in strengthening the bond between local communities and their heritage, says officials at the municipality. While securing funding is essential, and the municipality showed it values heritage conservation, the Lakshmi Narasingha restoration is proof that active involvement and sense of responsibility of the local community is as important, if not more. Local involvement also means that the monuments will be cared for into the future, When locals take ownership of these efforts, the restored monuments are not only protected in the present but are also cared for in the future.
